Just moved to South Carolina? Do it in this order

Learn two things about South Carolina on the same day. First, a driver license requires lawful status and a Social Security number, but the card is a full REAL ID: even with a marking that shows a temporary status, the agency's own words say it boards a plane, and there is no surcharge. Second, only a limited number of branches serve non-citizens, and the Mount Pleasant branch is not one of them. Whether you land in Charleston, Columbia, Greenville or Mount Pleasant, the first weeks bring the same questions: where do I get the license, how do I register the car, how do I put the electricity in my name, how do I enroll my kids. Below are the 29 everyday tasks South Carolina newcomers search for most, with links to the official sources. Under each topic we add what immigrants and visa holders should watch for.

  1. 10 daysIf you are subject to address reporting, report your new address to USCIS (AR-11). A move within the state counts too.
  2. 45 daysOne 45-day deadline covers both the license and the vehicle registration. If you are not a citizen you may only use designated branches, and the Mount Pleasant branch is not one of them.
  3. Day oneFind out which regime supplies your electricity: a company under the state regulator, or a cooperative? The deposit cap and the shut-off protections depend on it.
  4. With a carThe order is county auditor, county treasurer, then the motor vehicle agency. Without the original paid tax receipt there is no registration, and arrival costs about $305 per vehicle.
  5. NowBefore you sell a car or cancel the insurance, hand in the plate: do it the other way round and you can owe up to $400.
  6. RentingSearch the lease for the paragraph ending "you will get no other notice". If it is there, put the rent on automatic payment, because five days late goes straight to eviction.
  7. Before schoolVisit a notary for school enrollment: the affidavit of residency must be notarized. A passport is accepted as proof of age and no Social Security number is asked for.
  8. NowApply for Medicaid even if you doubt you qualify, because the agency says to; apply on the marketplace too, since a Medicaid-eligible file is forwarded automatically.
  9. January 15If you bought a home, file the 4% legal residence application with the county assessor. If the home will not be your residence the date is January 31, and what you lose is a quarter of the taxable value.
  10. January 1, 2027Marketplace financial help narrows to three statuses. If yours is not on the list you can still buy a plan, but without savings; check again in December.

01 · Driver license

How do you get a driver license in South Carolina?

Short answer

South Carolina requires lawful status and a Social Security number, but in exchange it gives something no other state in this series has: a lawfully present non-citizen gets a genuine REAL ID. The card carries a star and the words "LIMITED TERM", and in the agency's own words it "can be used to board airplanes or enter secure federal facilities", at no extra cost. Two traps: only 30 of roughly 69 branches serve non-citizens and the Mount Pleasant branch is not one of them; and the number of address documents you bring decides which card you walk out with.

Steps, documents and official links

The threshold question: status and a number

The agency's own vocabulary says it. There is a separate web page, a separate checklist (Form MV-94) and a separate set of branches for people who are not citizens, and the page is titled "lawfully present non-US Citizens". Its sentence reads: if you are not a US citizen, you may apply for a South Carolina driver license or identification card only at specific branches.

  • A Social Security number is required. Step C of MV-94: you must provide your number, which is electronically verified with the Social Security Administration, or a letter from that agency stating you were denied one. The number, date of birth and name on the application must match the federal file.
  • The commercial license is closed. The agency's sentence: commercial learner's permits and commercial driver licenses are only issued to US citizens or lawful permanent residents. For a driver on temporary status that door never opens.
  • Originals, not photocopies, and the agency states the list may change at its own discretion.

Thirty branches, and Mount Pleasant is not among them

The agency puts the number of branches that issue licenses and IDs to lawfully present non-citizens at 30, and tells you to filter the branch finder to international customers. For a reader living in Mount Pleasant the result is blunt: the Mount Pleasant branch prints "International Customers: No" on its own page. If you are not a citizen you cross the Cooper River to one of three Charleston-area branches.

Charleston-area branches that serve non-citizensAddress
Charleston, Leeds Avenue3790 Leeds Ave, North Charleston, SC 29405
Charleston, Orleans Road946 Orleans Road, Charleston, SC 29407
Ladson135 Wimberly Drive, Ladson, SC 29456

We do not print phone numbers here, for a concrete reason: the address block on Form MV-94 contains plain errors. One ZIP code reads 20201 instead of 29201, one branch number starts with a Florida area code, two of the numbers are not valid US numbers at all, and two place names are misspelled. The agency's own branch finder carries the correct details; take the number from there, not from the form.

The full list of thirty branches serving non-citizens statewide: Beaufort, Bennettsville, Bishopville, Bluffton, Charleston-Leeds, Charleston-Orleans, Chester, Columbia-Shop Road, Conway, Dillon, Florence, Gaffney, Greenville-Saluda Dam, Greenwood, Greer, Irmo-Ballentine, Kingstree, Ladson, Lancaster, Laurens, Marion, Myrtle Beach, Myrtle Beach Commons, North Augusta, North Myrtle Beach, Orangeburg, Rock Hill, Seneca, Spartanburg-Southport and Sumter.

REAL ID: chosen by a document count, and a temporary status still flies

In Colorado an engineer on temporary status is handed a banner-marked card that cannot board a plane. South Carolina produces the opposite outcome, and we quote the agency: a REAL ID card will have a star on it with "LIMITED TERM" printed across the front and can be used to board airplanes or enter secure federal facilities. The same page closes the money question too: regardless of what choice you make, the cost of a South Carolina REAL ID is the same as a permit, license or ID card that is not a REAL ID. There is no surcharge.

IssueRule
What decides which card you getTwo proofs of South Carolina address, each from a different organization and both showing the same address, gets the star-marked REAL ID. One proof gets a card with "NOT FOR FEDERAL IDENTIFICATION" printed across the front.
Is the lesser card still validYes, it is a full license. You do not need a REAL ID to drive, to access hospital care, to enter non-secured federal facilities such as a post office, to receive federal benefits you are entitled to, or to take part in law enforcement proceedings.
TermThe agency will not issue a license to a lawfully present non-citizen for less than one year or more than eight years.
One-year extensionYou get a one-year extension if you change status while in the US, are pending a change of status, or request a visa extension. You must bring the originals of all entry documents, even expired ones, plus documentation authorizing your current presence in that status.
An expired visa kills the REAL IDThe agency's sentence: if your visa is expired, even with an I-797, you are not eligible for a REAL ID. I-797 notices are accepted only at the agency's discretion, and an I-797 expired more than 12 months is not accepted at all.

The trap here works silently. A reader who arrives with a single utility bill has chosen the lesser card without being told, and finds out six months later at an airport. Bring two documents from two different organizations, showing the same address.

Accepted proofs of address

Section 1 of MV-94 is generous for a newcomer. First the hard rule: documents cannot be more than nine months old from the date of issue, and the address must be physical, not a PO box.

  • a South Carolina license, permit, ID card or vehicle registration;
  • a county tax bill or a paid property tax receipt for your vehicle or home;
  • state or federal tax records, including a W-2 or a Form 1095-B, as primary taxpayer or dependent;
  • South Carolina school records: a report card, a transcript, a letter from the school or district on letterhead, a tuition bill or a student loan receipt;
  • a current lease agreement for an apartment, a house or a car;
  • a utility bill, payment receipt or approved application for service at your current South Carolina address, mailed to that address and not an out-of-state one: water, sewer, gas, electricity, cable or satellite TV, internet, cell phone or landline;
  • a bank or credit card statement, or a signed letter on bank letterhead;
  • a mortgage statement or a deed;
  • insurance documentation from a company licensed in South Carolina, covering auto, life, health or homeowners; renters insurance counts only alongside another document, and plastic cards are not accepted;
  • a current letter of employment or a payroll stub;
  • a postal change-of-address confirmation or postmarked mail;
  • a state hunting or fishing license, a boat registration or a concealed weapons permit;
  • other documents issued by federal, state or municipal government.

The extra document your visa category requires

MV-94 asks for one more document on top of everything above, specific to your status. The general rule sitting over the table: if your visa allows you to work or attend school in the US, you must provide written verification from your employer or school on letterhead showing that you are currently employed or enrolled in good standing, and the appropriate authority must sign the letter.

StatusExtra document required
B1 or B2A valid and paid South Carolina real estate property tax receipt, home only
E1, E2, H1, H2, L1, L2A letter of employment, no more than one year old
F1 or F2Form I-20
J1 or J2Form DS-2019 or IAP-66
K1 or K2Marriage license or certificate plus Form I-797, showing that you applied for permanent status
Permanent residentAn unexpired Form I-551, or a valid passport stamped "I-551 approved" or "processed for I-551"; plus proof of place of birth if it is not on the card. For anyone 14 or older the card must display a fingerprint. Renewals and replacements must be done in person at a designated branch.
RefugeeAn I-94 stamped "refugee", or an unexpired Employment Authorization Card I-766
AsyleeAn unexpired I-766, or all of: an I-94 stamped "Asylee", an unexpired passport, and the Social Security denial letter if you have no number
Other non-immigrant granted temporary entryAn unexpired I-766, or both a passport with an unexpired visa and an I-94

Turkish documents: Form 4030

This rule touches every document a Turkish newcomer owns, because neither a Turkish license nor a Turkish birth certificate is in English. MV-94 reads: documents not in English must be translated by either a qualified or a certified translator on the Translation Document, Form 4030. A qualified translator must provide a letter of verification on employer letterhead qualifying them as a translator; a certified translator presents an American Translators Association certificate. Get this done before the appointment, or the visit is wasted.

Tests, holding periods and the adult shortcut

ItemRule
Knowledge test$2.00, and you must take it before 4 p.m. at a branch. Knowledge tests are given at any branch; the thirty-branch limit applies to the application, not the test.
Beginner permit, after passing$2.50
Holding period180 days under 18; a minimum of 30 days at 18 or older
The adult shortcutThe agency's sentence: if you have no driving experience you must hold the permit for 180 days before the road test, unless you are 18 years of age and older.
Vision testRequired, but skipped if a South Carolina licensed eye-care provider submits the screening electronically on Form 412-NC.
Road testThe agency gives it itself, unlike Colorado where testing is privatized. There are also one-stop programs where authorized trainers and testers may test first-time applicants.
Failing the road testTwo days before you re-test, regardless of age.
Insurance on a permitNot certified for a permit or an ID card; the insurance, number and vision steps are all completed when you upgrade the permit to a license.
Permit renewalA non-citizen cannot renew online; the first item on the eligibility list is "You are a US Citizen."

We could not find an answer on the test language, and we are not inventing one. The testing page, the beginner-permit page and the non-citizen page say nothing about test languages, and no agency page listing them was reachable. So we write neither "English only" nor that Turkish is available. The same goes for the driver manual: we did not find a Turkish edition, and on the pages we read the manual is a single English file with no language selector. Whether an interpreter may be used during the knowledge test is equally unverified. One indirect signal, and it is only a signal: the agency requires a human translator for foreign-language documents, and nothing extends that to the exam. Call the branch before you book and ask for the answer in writing.

Renewal: a non-citizen goes in person

  • The agency's sentence: if you are not a US citizen you must renew your license at one of the branches that process applications for lawfully present non-US citizens. The renewals page adds two more: if you are not a US citizen you cannot renew online, and you cannot renew by mail.
  • Non-citizen renewal fee: $25 if the card runs more than four years, $12.50 if it runs less. A shorter card costs less.
  • In-person renewal also asks for the name of your auto insurance company.
  • Since October 1, 2020 a vision screening is required at every license and permit renewal, waived if a South Carolina licensed eye-care professional electronically submits a certificate dated within the past 36 months, or for active-duty military.
  • Expired less than nine months: renew as if it were not expired. Nine months or more: a branch visit, the full document list, and vision, knowledge and skills tests again.

There is a conflict here and we publish no number. The non-citizen page sets the renewal knowledge-test trigger at five or more points in the last two years; the renewals page sets citizen online and mail eligibility at not more than five points in the last two years. Exactly five points trips one sentence and not the other. Both pages are official. So we write it this way: a points threshold in the last two years can add a knowledge test to your renewal, and you should call the agency's driver services for your own record.

Fees, and what we leave blank

ItemFee
Knowledge test$2.00
Beginner permit, and permit renewal$2.50
Eight-year driver license$25
Non-citizen renewal, card over four years$25
Non-citizen renewal, card under four years$12.50
REAL ID surchargeNone, the price is the same
License reinstatement after an insurance suspension$100
Every other license feeNot readable, so not published here

We say that last line plainly: the agency's fee page and its statutory fee schedule files did not come through legibly in our research, so we print no figure beyond the items above. Do not rely on a guess; call the branch.

One administrative note: the agency moved its website and email addresses to dmv.sc.gov in early 2026. Any scdmvonline.com link you find in an older guide or forum post is dead. The forms carry revision numbers too; MV-94 is at revision 06/2026 today and a new revision changes the file path, so bookmark the agency's page rather than the PDF.

A license card does not confer the right to vote

This needs its own paragraph, because the misreading comes from the agency's own form. When MV-94 lists what you can do without a REAL ID, the list includes the word "vote". That sentence was written for citizens. No license or ID card of any kind confers the right to vote. Voter registration is open only to US citizens and a false statement has serious consequences for your immigration file. We cover this in the voting and jury section.

How a status inquiry works at a traffic stop, and what the South Carolina card does there, is covered in the state law section; we do not repeat it here. The practical conclusion is the same either way: get the card inside the 45 days.

02 · Foreign license

Can a Turkish license be exchanged for a South Carolina license?

Short answer

It cannot. South Carolina keeps a formal reciprocity list that waives both tests, but Türkiye is not on it, so you take the knowledge test and the road test. Bring the Turkish license anyway. The agency's own form treats it as a document that is shown, not surrendered, and names its purpose: proof of prior driving experience. That proof is what puts an applicant aged 18 or over on a 30-day permit clock instead of a 180-day one.

Steps, documents and official links

The reciprocity list and Türkiye

The agency's sentence: South Carolina waives the requirement for knowledge and skills testing for a first-time applicant from a country, US territory or freely associated state that has a formal reciprocity agreement with the state, as long as the out-of-country driving credential has not expired.

The full driver license list: American Samoa, Canada, the Federated States of Micronesia, France, Germany, Guam, the Northern Mariana Islands, Puerto Rico, the Marshall Islands, Palau, South Korea, Taiwan and the US Virgin Islands. Türkiye is not on it. The motorcycle list is shorter still: the same list minus South Korea and Taiwan.

The gap is diplomatic, not technical, and we know that from the agency's own sentence: for a country to join the list, the agency must receive a formal request from the country or its consulate. So the absence of Türkiye is not a judgment about Turkish drivers; it is a request nobody has made. A reader asking "why not Türkiye?" should ask the Turkish mission, not the licensing agency. The agency also states that reciprocity does not reduce the paperwork: an agreement waives the tests only, and does not change the document requirements.

If you want to see what such an arrangement looks like, South Korea and Taiwan are instructive. They sit on the list with a condition: their citizens bring a consular certification letter, valid for 30 days from its date, certifying that the license is valid. The agency accepts that letter in place of the translation document otherwise required for a license in a foreign language. That is precisely the arrangement Türkiye does not have.

Why you still bring the Turkish license

Step A of MV-94 says two separate things and they should not be run together:

  • A permit, license or ID card from another US state is surrendered. If it was lost or stolen, you bring a certified copy of your driving record from that state.
  • A license from another country works differently. In the form's own words it may need to be shown, not surrendered, and the reason it is shown is that it serves as proof of prior driving experience.

The practical value: for an applicant aged 18 or over the permit holding period is normally a minimum of 30 days, but the agency's rule reads that if you have no driving experience you must hold it for 180 days. For someone who has driven for years in Türkiye, that card is the evidence. Oregon and Colorado take the foreign license at the counter and cancel it; South Carolina does not take it.

How long can you drive without a South Carolina license?

The agency writes two sentences that complete each other. First: if you are a permanent resident of another state, you can use your home driver license to drive in South Carolina. Second, the one that ends the visitor status: if you move to South Carolina, you must get a South Carolina license. The deadline is 45 days, and the same 45 days covers the car.

  • An International Driving Permit is advised, not required. The agency's sentence: if you are visiting from a non-English speaking country you are strongly advised to get an International Driving Permit from your home country; it is not an actual license, it translates your foreign-language license into English and lets an officer read it. Getting one before you leave Türkiye is cheap insurance, but it does not replace a license.
  • There is a temporary-resident exemption, but whether it covers our reader is not written down. The agency says that if you are moving to South Carolina temporarily, such as a military member or a student, you are not required to get a license for yourself or your dependents, but in the same sentence it requires a valid out-of-state license to drive here. The text says out-of-state, not out-of-country. Whether an F-1 student can rely on that exemption with a Turkish license is not stated, and we write neither that they can nor that they cannot. The same ambiguity applies to exchanging an out-of-state beginner permit. Ask the branch for a written answer on your own facts.
  • The South Carolina card cancels the others. The agency's sentence: upon being issued a South Carolina ID card or driver license, any licenses and ID cards previously issued to you by another state or province will be canceled. It works in reverse too: if another jurisdiction later issues you one, your South Carolina card is canceled.
  • Driving with no license at all is an arrestable offense under state law. Missing the 45 days is not a filing delay.

03 · Vehicles

How do you register a car in South Carolina?

Short answer

The sequence starts with the county, not the state, and that is a first in this series. The county auditor raises an annual property tax bill on your car, you pay it to the county treasurer, and without the original paid receipt the motor vehicle agency will not register the car. On arrival the agency's own figure is $305 per vehicle: a $250 infrastructure maintenance fee, a $15 title fee and a $40 plate fee. The county tax sits on top. There is no periodic inspection and no emissions test, but the statute requires the car to be in safe mechanical condition at every moment: no appointment, and a duty that never switches off.

Steps, documents and official links

Three stops, and the first one is the county

Getting this order wrong costs a day. The agency's own sentence: in order to register your vehicle, in any circumstance, you must first pay property taxes to your county and have the paid property tax receipt for the motor vehicle agency.

  1. Step zero: update your address with your insurer. The agency flags this trap itself: if you are new to the state and hold a policy with a national insurance company, change your address with that company before you register the car here. The company must be licensed to do business in South Carolina.
  2. County auditor: give them your VIN and your most recent registration card. The agency's sentence: a property tax bill will be generated.
  3. County treasurer: pay the bill and take the original paid receipt.
  4. Motor vehicle branch: Form 400 title application; your out-of-state title and registration; the lienholder's name and address if there is a lien; acceptable ID; your insurance company's details; a power of attorney if the car is leased; the original paid vehicle property tax receipt; the $250 infrastructure maintenance fee; and the title and registration fees.

Do not miss the good news at that counter: the accepted ID list is wider than a driver license. Alongside a valid South Carolina or out-of-state permit, license or ID card, the agency names a valid passport with a visa, an Employment Authorization Document and a permanent residency card. So you can register a car on a Turkish passport with a valid visa before your South Carolina license arrives.

Two mechanics worth knowing. The title lags the registration: your new title is not mailed until the out-of-state title clears the national title information system, but you receive the registration before that check completes. And a registration cannot be issued without a title first, so the order is title, then registration.

If you hold no South Carolina license, permit or ID at all, you can still register, on Form TI-006, provided you can say at least one of three things: you are active-duty military in South Carolina; you are enrolled in a South Carolina school; or the vehicle is kept in this state at least six months a year. For the six-month route you also bring one South Carolina proof of address if you own or lease a home, or an employer letter if you work here, or, if you live with a homeowner or tenant, a copy of their valid South Carolina license or ID showing the right address, and that person must come to the branch with you to complete Form TI-006A.

The arrival number: $305, and the infrastructure fee is once per car

We quote the agency as written: in most cases, if you have a regular passenger vehicle that will be titled and registered in South Carolina, you will pay $305 per vehicle on entering the state, with higher-weight vehicles paying more. That figure is $250 infrastructure maintenance fee, $15 title and $40 registration and license plate, and it does not include the property tax you will pay to your county of residence.

ItemAmountHow often
Infrastructure maintenance fee$250Once per vehicle, never again
Title$15Once
Registration and plate$40Every two years
County vehicle property taxDepends on county and millageEvery year, and in advance

One figure we do not publish: the percentage-based infrastructure fee charged on a vehicle purchase, and its cap, were not readable. The $250 above is the flat figure read for a car brought in from another state. If you are buying from a dealer, ask the dealer and the branch.

The annual county car tax: this is what replaced the inspection

South Carolina taxes the car itself, every year. This is not Colorado's specific ownership tax and not Arizona's vehicle license tax built into registration: it is a genuine property tax, billed by the county auditor, collected by the county treasurer, and without its receipt neither registration nor renewal happens.

IssueRule
Assessment ratioPersonal motor vehicles, pick-up trucks and motorcycles are assessed at 6%. Certain heavy pickups are at 10.5%, as are motor homes and boats that are not a primary or secondary residence.
Where the value comes fromVehicles, boats and airplanes are valued in accordance with nationally recognized publications of value, except that the value may not exceed 95% of the prior year's value.
The high-mileage appealThe statute's language: valuation guides must include appropriate adjustments to reflect high mileage, as part of an appeal of the value of the vehicle. If your car has high mileage, appeal.
Paid in advanceMotor vehicles, boats and boat motors are taxed in advance. The county tax must be paid before registering the vehicle, and likewise before renewing the tag or sticker.
The 4% ratio is not for a carThe 4% assessment ratio applies only to a legal residence and must be applied for. A car is always at 6%. Do not blur the two.

A bill has three components, and the state revenue department lists them separately: the value of the property, the assessment ratio, and the millage rate imposed by the taxing jurisdiction. A mill is one-thousandth of a dollar. And here is the point: every county, municipality and school district sets its own number of mills annually. That is why the car tax differs between Mount Pleasant, Charleston and Isle of Palms even though all three sit in Charleston County.

We publish no single statewide figure and no Charleston County millage, because the county's own pages were unreachable from our research location. What we do have is the state's own illustrative calculation, and we label it as that rather than as a Mount Pleasant bill:

The state's illustrative exampleValue
Vehicle value$20,000
Assessment ratio6%
Total assessment$1,200
Illustrative millage0.289
Annual tax$346.80

The only correct way to learn your own figure is to call the county auditor. In Charleston County that is the county auditor for the bill and the county treasurer for payment, and neither is the Town of Mount Pleasant. There is a small convenience too: a county tax bill or a paid vehicle or home property tax receipt is on the list of accepted proofs of address for a license application, so one piece of paper does two jobs.

The tax side confirms the 45 days independently: in the revenue department's words, new residents must register their vehicles and secure license plates within 45 days of establishing residence, and property taxes must be paid before registration and plates are issued.

Plates and registration mechanics

  • A registration is three things: a plate on the back, a decal in the lower right-hand corner of the plate, and the registration card kept in the vehicle.
  • The old left-hand month sticker is obsolete, because the month, year and plate number are now printed on the color-coded sticker on the right-hand side.
  • A temporary plate from a private sale: bring the title plus the bill of sale or lease contract from the seller together with Form 45-A, and you get a traceable 45-day temporary plate.
  • Buy from a dealer and the dealer normally handles the registration.
  • Registering an out-of-state vehicle without a title may be possible depending on the vehicle's year and when the other state started titling; it needs an original bill of sale, available at a branch or by mail.
  • With a loan, the lienholder is in the loop: if your registration is expired you send the information to the lienholder, who mails it to the agency with a title.
  • From November 2026 the agency begins registering street-legal UTVs. We read the headline only, not the detail.

Inspection and emissions: never write half the sentence

There is no periodic safety inspection and no periodic emissions test for an ordinary South Carolina passenger car, and that is not inferred from the agency's silence. It comes from the statute. The article of the motor vehicle code titled "Condition of Vehicles" today contains exactly one surviving section, and that section reads in full:

"No person shall drive or move on any highway any vehicle unless the equipment thereon is in good working order and adjustment as required in this chapter and the vehicle is in such safe mechanical condition as not to endanger the driver or other occupant or any person upon the highway."

The periodic-inspection sections that once followed it are no longer in the code: the article runs straight into the article on abandoned vehicles. So the accurate sentence is this: South Carolina does not give you an inspection appointment, it gives you a duty. An unsafe car is unlawful on any day of the year, with no annual sticker to hide behind. Colorado draws its emissions line with nine named counties and Arizona draws it at a ZIP code boundary; here there is no line at all, but the obligation never closes.

On emissions we have to be honest: research found no South Carolina emissions-testing program. No agency page we read and no section of the motor vehicle code we read establishes one. We write that as "we did not find a program", not as "there is none."

Compulsory insurance, and how much a lapse costs

Insurance is wired into both the license and the registration. When you apply for or renew a license, you certify that you are insured if you own a vehicle, on Form 447-NC. If you do not own a car, or there is no vehicle in the household, you must say so on the application. On the vehicle side you name your insurer at first registration and at every registration renewal. The statute goes further than the website: the owner must produce the insurer's name plus a signed statement, subject to the state's perjury statutes, that insurance is in place.

The verification system has a name: ALIR. Licensed insurers automatically transmit policy changes to the agency, and in the agency's words, if the system cannot verify your insurance, your vehicle registration and license can be suspended.

Uninsured motorist coverageCompulsory, at no less than the statutory minimums, and at least $25,000 for damage to the insured's property, though the policy may exclude the first $200
Personal injury protectionNot mandated. Factor this into any price comparison: a South Carolina quote is not the same product as a quote from a state that requires personal injury protection.

The price of going uninsured is the highest in this series. We publish the components rather than one number, because the agency's website says "up to $400" while the statute names two separate items that happen to add up to it.

EventConsequence
Your insurer tells the agency you canceledA letter requiring the company to verify coverage electronically within 20 business days
No verification within 20 daysYour driving privilege, your plate and the registration of every vehicle on the policy are suspended; reinstatement runs up to $400
While suspendedYou may not drive or register any vehicle without insurance. The agency's sentence: if you do not return your plate, a law enforcement officer will take it from you.
Stopped without proof of insuranceA ticket, a fine or jail; show proof within 30 days to avoid a suspension, and $100 to reinstate if suspended
Convicted of driving uninsured in a car you do not ownLicense suspended 30 days plus $100 reinstatement
Convicted of driving uninsured in your own carThe agency's sentence: your license and registration stay suspended until it receives the $700 uninsured motorist fee, and you must have your insurer file a Certificate of Insurance, an SR-22, for three years from the suspension date
A statutory per-diem fine on top$5 a day in addition to other penalties, capped at $200 per vehicle for a first offense. That fine and the $200 reinstatement fee are waived if you swear the car was not driven on state roads during the lapse and the lapse was due to military service or an illness documented by a signed physician's statement
The sentence that saves youIn the agency's words: if you turn in your license plate and registration to a branch before you cancel the insurance, you will not be penalized. If you are moving away or selling the car, the order is plate first, cancellation second. The reverse can cost up to $400.

What may set your premium: the most explicit statute in this series

South Carolina answers this in legislation, and more explicitly than any state we have covered. The text reads: in determining the premium rates to be charged for an automobile insurance policy, it is unlawful to consider race, color, creed, religion, national origin, ancestry, location of residence in this State, economic status, or income level. The same provision also bars an insurer, agent or broker from refusing to write or renew a policy based on age, sex, race, color, creed, religion, national origin, ancestry, location of residence in the state, economic status or income level.

  • The penalty is large. If the regulator finds an insurer or agent participating in a pattern of unfair discrimination, it may impose a fine of up to $200,000. Where the discrimination was required by the insurer and the agent reported it, only the insurer is penalized. The regulator may examine an insurer at any time, at the insurer's expense.
  • An older provision repeats the core: in setting auto premium rates it is unlawful to consider race, religion, national origin or economic status.
  • The refusal-to-issue ban is wider: no policy may be refused because of age, sex, location of residence in the state, race, color, creed, national origin, ancestry, marital status or income level; nor solely because another insurer previously refused you, because you bought through the state plan, or because of your lawful occupation, including military service.
  • The non-renewal ban covers the same grounds and adds that a policy may not be non-renewed solely because of a lack of driving experience or the number of years of driving experience, because of accidents or violations more than 36 months before the anniversary date, or because of certain small claims. For a newcomer that is direct protection: inexperience alone cannot end your policy, though we read nothing barring it as a rating factor.
  • Vehicle age: as long as the car is licensed, a policy may not be refused or non-renewed solely because of the age of the vehicle.

ZIP-code pricing is effectively banned; county pricing is allowed

The rating ban has an escape hatch: an approved territorial plan. But a second provision holds that hatch at a specific height, and the two must be read together. An insurer may refuse to issue or renew on the basis of location of residence only where it has filed a territorial plan with the regulator, and the statute reads: this territorial plan may not limit issuances or renewals to areas at any level smaller than a county. The exception is an area smaller than a county that is contiguous to a whole county already in the plan, provided it does not have the effect of excluding populations on any of the prohibited grounds. And the regulator must reject any territorial plan that violates this.

In plain terms: your ZIP code cannot price your policy; an approved county-level territory can. That is a sharper line than Michigan's, which bans ZIP for rating but does not legislate the shape of the permitted territory. So do not expect a premium difference between Mount Pleasant and Charleston; you may well see one between Charleston County and another county.

The conflict: credit history

We do not pick a side here, because two statutory provisions point in opposite directions and the research recorded it.

  • On one side, the identical sentence appears in two rating articles: absence of credit information may be used by an insurer for underwriting purposes only if the insurer presents information satisfactory to the director that the absence is related to the risk. So a newcomer with no US credit file is not protected outright; the insurer merely has to justify itself to the regulator. Oregon forbids this outright. South Carolina licenses it conditionally.
  • On the other side, the rating bans make economic status and income level unlawful factors, and a further provision speaks directly of credit reports used in determining the classification or premium rates, which assumes they are used.

So South Carolina law carries two provisions facing opposite ways on credit-based insurance scoring, and nothing we read reconciles them. That is why we write neither "South Carolina bans credit scoring in auto insurance" nor "South Carolina allows it." The place to ask is the South Carolina Department of Insurance; write to its consumer unit through the department's own site and ask for the answer in writing.

Against that, two rights, and they are the most usable provisions in this file

  1. Written reasons if you are not in the cheapest tier. The statute: insurers must disclose to the insured if the rate level is higher than the lowest rate level tier for that insurer or its group, and must provide in writing the reason for the higher tier.
  2. The right to see the file used on you. The statute: all information, including investigative and credit reports, used in determining the classification or premium rates of an applicant must be kept on file by the insurer for at least three years, and on the applicant's request the contents of the file must be made available for inspection. Copies follow if you pay the cost of reproducing them.

Two limits, both stated. First, nothing compels an insurer to cover you: an auto insurer is not required to write coverage, though it must keep a record of its refusals with the reason for at least three years and furnish it to the regulator on request. Second, an asymmetry we are not going to resolve: age and sex are absent from the rating ban while present in the refusal and non-renewal bans. Read literally, South Carolina permits age and sex in pricing while forbidding them as grounds to refuse. We pass that on as an observation, not a conclusion.

Do you need a transponder for tolls in South Carolina?

Short answer

There is one toll road in the whole state, and it is nowhere near Charleston. There used to be two: toll collection on Hilton Head's Cross Island Parkway stopped at 11:59:59 p.m. on June 30, 2021, when the road's bonds were paid off. What remains is the Southern Connector, officially Interstate 185 Toll, 16 miles, in Greenville County. Charleston County, and therefore Mount Pleasant, has no toll road at all, so your daily driving needs no transponder.

Steps, documents and official links

The road that closed

The state transportation department's announcement read: the department will stop collecting tolls on Hilton Head Island's Cross Island Parkway at 11:59:59 p.m. on June 30, 2021, when the bonds issued to build it are paid off and tolls will be discontinued as required under state law. The road opened in 1998, runs 7.5 miles, and its final toll for a two-axle vehicle was $1.25 in cash or $0.75 with a transponder. The toll plaza was later removed. Calling that road a toll road today is wrong, and older guides still do.

The one that remains: the Southern Connector

The operator's own words: the Southern Connector is officially designated Interstate 185 Toll; the road was privately financed but is not privately owned, and the state transportation department owns and maintains it. The tolls service the bonds that financed it and pay the department for maintenance. The length is approximately 16 miles, it opened on February 27, 2001, tolling began on March 14, 2001, and it links I-385 to I-85 in Greenville County. The operator also states that no tax dollars were spent building it.

WhereCash or cardWith a transponder
Mainline plazas, two-axle vehicle$2.25$2.15
The two ramp plazas, two-axle vehicle$1.50$1.50
Three axles$4.80$4.56
Four axles$6.40$6.08
Five axles$8.00$7.60

The schedule is posted as effective January 2, 2024. The ramp toll stays at $1.50 whatever the axle count. The six-axle row was cut off in the capture we read, so we do not print that figure.

Drive the whole road and you pay twice, by design: in the operator's words the road was built with three exits between the mainline plazas, and those using the entire road are charged the full amount, which means paying two tolls.

Payment mechanics catch newcomers

  • Credit cards are accepted at the mainline plazas only. Debit cards go through as credit transactions, never with a PIN.
  • Checks, money orders and travelers checks are not accepted.
  • At the two ramp plazas, exact change in coins only, or a valid transponder; credit cards do not work there. With no coins in the car, you cannot use those ramps.
  • Speeds: 70 mph between the two mainline plazas, 45 mph in a transponder-only lane at a mainline plaza, 5 mph in the remote ramp lanes, and all vehicles in cash lanes must stop.

The transponder is called Palmetto Pass, and it is a South Carolina device. We could not verify whether it works with other states' systems: no page we read says anything either way about interoperability. So do not assume it works elsewhere, and we are not writing that it does not. We also could not read the violation fees, account fees or device deposit, so we do not print them.

The operator is at 3050 Interstate 185, Piedmont, SC 29673; customer service is (864) 527-2143 and (864) 527-2144, with (864) 527-2150 as the main line.

What this means in Mount Pleasant

If you live in Mount Pleasant, you will never pay a toll on a daily drive. There is no tolled facility in Charleston County; the state's only toll road is at the other end of the state in Greenville County. Crossing the Ravenel Bridge is free too. A transponder makes sense only if you drive to the Greenville area regularly.

That small fact gives you a useful filter. If a text message arrives claiming you owe an unpaid South Carolina toll and you have not driven that single road near Greenville, the message is not genuine. Do not tap the link and do not enter card details.

05 · Transit

What is public transport, rail and air travel like in South Carolina?

Short answer

In the Charleston region the buses are run by a regional authority, not a municipality, and there is no plastic fare card: passes live in a phone app, and if you pay cash you need exact change because drivers cannot give any. A one-way ride is $2.00 and express is $3.50. Mount Pleasant is a park-and-ride town: two lots, one express route, one local route. Two answers up front: there is no nonstop flight from Charleston to Istanbul, nor any transatlantic nonstop at all; and the Amtrak station called "Charleston" is not in Charleston, it is in North Charleston.

Steps, documents and official links

Who runs the buses

The region's transit operator is the Charleston Area Regional Transportation Authority, known as CARTA, which in its own words operates Charleston's public transportation system. Part of its funding comes from Charleston County's half-cent sales tax. Its own page does not state its enabling statute or list its member governments, so neither do we.

The Town of Mount Pleasant runs no bus, no ferry and no parking authority. Under traffic and transportation its site lists only reporting a concern, frequently asked questions and current projects. Transit in Mount Pleasant is regional, not municipal. There is a separate regional operator for the rural parts of the three-county area, but its site did not respond to our research, so we publish nothing about it.

Children under 6Free when accompanied by a paying passenger
Low-income discountIt exists, but we publish no amount: the authority's own pages give two different figures. It needs an agency ID and re-verification every six months.

The payment method is the most practical thing on this page. Passes are bought and used through the Token Transit app and scanned when boarding; our research found no plastic stored-value fare card. If you want to pay cash, the fare boxes accept bills and coins, but the authority's own warning is to have exact change when boarding, because drivers cannot give change. Boarding with a $20 bill means paying $20.

A small conflict to pass on: the same fares page that prints $2.00 for a fixed-route ride also shows $3.50 as the price of a single online trip purchase. The figure that recurs across the authority's other pages and route brochures is $2.00, so that is what we publish for an ordinary bus ride, with $3.50 for express. Check the app before you board. The place to ask is the authority itself, (843) 724-7420.

One more thing worth stating: no Social Security number or immigration-status question appears on the fares page for any ordinary ticket or pass. We could not read the document requirements for the discount programs that need an agency ID or a paratransit ID, so we do not write that a discount is available without a number; we write that we could not confirm the requirements.

Mount Pleasant: a park-and-ride town

  • Express: one of the authority's three express routes runs between Mount Pleasant and West Ashley, route code XP2.
  • Local: the Mount Pleasant route is Route 40, and its brochure lists stops including Mt Pleasant Towne Centre and Mt Pleasant Town Hall. Route 41 is a neighboring route. The brochures we read are dated July 2023, so treat the stop list as indicative and open the live map.
  • There are two park-and-ride lots and both sit in a supermarket parking lot: Wando Crossing, 1481 N Hwy 17, Mount Pleasant, SC 29464; and Oakland Plantation, 3000 Proprietors Pl, Mount Pleasant, SC 29466.
  • The authority also runs a downtown Charleston shuttle and a door-to-door paratransit service. We did not research either this round and only note that they exist.

The honest sentence: Mount Pleasant has bus service, but it is a park-and-ride town. Two lots, one express route over the bridge, one local route through Towne Centre and Town Hall. Do not plan a life without a car.

The airport and the Istanbul question

The region's airport is Charleston International Airport, code CHS, at 5500 International Boulevard, Suite 101, North Charleston, SC 29418. That is across the Cooper River from Mount Pleasant, not in it.

The airport's own "where we fly" list names only Toronto and Cancún as nonstop international destinations. That is the whole list. So there is no nonstop flight from Charleston to Istanbul, and our research found no transatlantic nonstop of any kind at this airport. In Colorado the answer was yes; here it is no, and you will connect, realistically through a northeastern US hub or a European one. We name no airline and no schedule; check directly on the carrier's own site before you buy.

Two conflicts, and we print both:

  • The name of the body that governs the airport differs between official sources. The airport's own site uses one name while the state aviation agency and federal records use another. So we print neither as settled and simply say "the airport authority", linking the airport's own page.
  • The main phone number differs too. The airport's contact page gives one number; the state aviation agency and the federal airport record give another. We publish no single number: open the airport's contact page and use the number there.

Some context: in federal records the field's official name shows it shared with a military installation, so this is a joint civil and military airport. It makes no difference to your trip, but the signage can be surprising. We did not research the state's other commercial airports this round, at Greenville-Spartanburg, Columbia, Myrtle Beach, Hilton Head or Florence.

Rail: the station name misleads

The national rail operator serves the state with four routes, eight trains a day and eleven station stops. The routes: the Crescent across the Upstate through Clemson, Greenville and Spartanburg; the Palmetto and the Silver Meteor down the coast through Charleston and Florence; and the Silver Star through Columbia.

Correct the address first, because this one costs a day: the station called "Charleston" is not in Charleston. Its address is 4565 Gaynor Avenue, North Charleston Transit Center, North Charleston, SC 29405; there is a station building with a waiting room, inside the regional transit authority's intermodal facility, dedicated in September 2019. From Mount Pleasant, your destination for the train is North Charleston.

RouteCharleston departure
Palmetto, northbound (train 90)9:15 a.m.
Palmetto, southbound (train 89)10:28 p.m.
Silver Meteor4:56 a.m. (the only direction we read)

Those times come from the operator's own timetable files dated October 8, 2026, and they change at every timetable revision, so confirm before you travel.

The number to know before you book is on-time performance. From the operator's own South Carolina fact sheet for fiscal 2024: Palmetto 66.1%, Crescent 58.7%, Silver Meteor 46.9%, Silver Star 40.8%. So fewer than half the passengers riding the Silver Meteor from Charleston to New York arrive on time. The host railroad for the coastal routes is one freight company and for the Crescent another, which is part of where the delays come from.

A dated change: in the operator's own footnote, since November 10, 2024 the Silver Star has been temporarily combined with another route, and the combined service does not serve Silver Star stops north of Washington. The arrangement has no published end date, so check the routing carefully if you are buying a ticket north from Columbia.

Three things we do not publish. First, station ridership figures: the table in the operator's own fact sheet yields different numbers from the same file depending on how it is read, with rows shifted, so we publish no ridership figure at all. Second, the street addresses of the other ten stations, which were not collected this round. Third, intercity coach service, which was not researched at all, so we name no carrier, no terminal and no fare.

Finally, the operator's accessibility program targets completion of all its South Carolina work by the end of fiscal 2029, with in-state investment given as $41.0 million.

Which office handles what in South Carolina?

Short answer

This section comes first for a reason: South Carolina runs four separate legal regimes for utilities side by side, and which one you are in is decided by your street address, not your town. Inside Mount Pleasant itself, an electric cooperative's territory sits next to the territory of a company under the state regulator. Assume the wrong regime and every deposit, disconnection and complaint answer on this page goes to the wrong door. One correction too: Mount Pleasant is not larger than Charleston. On the municipality's own account it is the fourth largest municipality in South Carolina, a large suburban Town east of the Cooper River.

Steps, documents and official links

First the correction: there are four utility regimes

Most states in this series have two: a company under the regulator, and a municipal utility outside it. South Carolina has four, and two of them are new to this series.

RegimeWho writes the rulesWhat it means for you
Investor-owned, regulated
Dominion Energy South Carolina for electricity and gas in the Charleston region, Duke Energy in the upstate, plus regulated water companies
The state Public Service Commission, under Chapter 103 of the regulations; the Office of Regulatory Staff investigates complaintsThe deposit cap, the guarantor route, deposit interest, the right to a payment plan, the 25-day rule and the December to March medical certificate all apply
Electric cooperative
Berkeley Electric Cooperative around Mount Pleasant
The cooperative's own board of trustees. Statute expressly exempts cooperatives from the commission's jurisdiction and control, apart from a closed list of sectionsChapter 103 does not bind them. The 25-day rule, the special-needs member definition and the co-op's own written termination procedure do apply; the deposit and identification policy is the co-op's own decision
State authority
The South Carolina Public Service Authority, known as Santee Cooper
Created by statute with its own board of directors; the commission assigns its service territory but the chapter does not place its retail rates under the commission's rate jurisdictionA fourth rule book. Do not carry the Mount Pleasant answer into this territory. We could not read a rate-setting section, so we write this line as highly likely rather than settled
Municipal and public works commission
In Mount Pleasant, Mount Pleasant Waterworks for water and sewer and the Town for garbage
The water utility's own elected commission; Town Council for garbageNeither Chapter 103 nor the cooperative article applies. The policy, deposit and identification rules are the utility's own

And here is the real trap: in greater Mount Pleasant Berkeley Electric Cooperative and Dominion Energy South Carolina territories sit side by side. Two houses in the same town can fall under two different legal regimes for electricity. Our research could not establish the exact boundary inside the town and did not invent a rule of thumb: you have to run your own street address through each company's own lookup tool. That is the first job before you move, because everything else on this page depends on it.

Mount Pleasant is a Town, with a council form of government

The municipality's own page reads: Mount Pleasant has a council form of government, and the council is composed of the mayor and eight council members elected at large. Council enacts ordinances and resolutions, levies taxes, sets appropriations, issues debt and institutes other fees and regulations. Day-to-day administration runs through a professional Town Administrator, in post since October 2010, with nine departments, 936 employees and a $178 million annual budget.

The same page states that Mount Pleasant is the fourth largest municipality in South Carolina. So it is not bigger than Charleston; it is a large suburban Town next to the City of Charleston. Town Hall and the police department share one address: 100 Ann Edwards Lane, Mt. Pleasant, SC 29464.

Two instincts to unlearn: calling the Town about water, and calling the Town about the property tax bill. Both are the wrong door. Water belongs to a separately elected commission and the tax belongs to the county.

That elected water commission deserves a second mention, because it is a first in this series: a public works commission with six-year terms, with the mayor sitting ex officio, meeting on the third Wednesday of each month at 8:30 a.m. at 1619 Rifle Range Road, with one seat up at the November 2027 election. So if you want to complain about your water rate, your audience is not Town Council but a separate elected board you vote for.

Garbage belongs to the Town, recycling to the county

  • Household garbage is collected weekly. The Town issues one 90-gallon or 65-gallon roll cart at no cost. Its own words: the cart must stay at your property, so do not take it with you if you move.
  • A second cart costs $70 through the public services department. Only two carts per property are allowed and only Town-issued carts will be collected. Beyond that you contract private dumpster service.
  • Carts out by 7:00 a.m., handles facing the house, a safe distance from obstructions, and back in within 12 hours. The Town states that the time of day of collection is not a set time.
  • Cardboard must be broken down and placed inside the cart; cardboard outside it is not collected. Landscape and construction material are not collected in the cart and go to the landfill separately.
  • Home-generated medical sharps are allowed in the cart if they are in a sharps container or a puncture-resistant container with a tight-fitting lid, marked "Not Recyclable" and no more than three-quarters full; never glass.
  • Compact fluorescent bulbs go in neither cart; the county recycles them at eight convenience centers across the county. Propane tanks go back to the seller or to a hazardous waste collection day.
  • Recycling is the county's job, collected every other week, single stream with no sorting: paper, flattened cardboard, plastic bottles and containers, glass bottles and jars, cartons, aluminum and steel cans all together. Not accepted: plastic bags and film, Styrofoam, textiles and clothing, rope-like items such as cords and belts, scrap metal, construction debris and food waste. Electronics go to a convenience center, never the cart. Material must be loose, not bagged, and fit with the lid closed; only what is inside the cart is collected. Report a missed pickup within 48 hours. We write all of this as highly likely rather than settled, because the county's own pages were unreachable from our research location; confirm your collection day on the county's current calendar.

There is no 311

We state this plainly: research found no 3-1-1 service for the Town of Mount Pleasant or for Charleston County. The Town's front door is its own service portal plus department phone numbers; the county's site carries a citizen issues page and a public works work order request. So what goes into your phone is not one number but a list:

  • Town, garbage and carts: (843) 849-2022
  • Water and sewer: (843) 884-9626
  • County recycling: (843) 720-7111
  • County legal residence exemption: (843) 958-4220
  • School district: (843) 937-6300, language requests (843) 937-6359
  • Library system: (843) 805-6930
  • Utility complaints: 1-800-922-1531

A library card: photo ID and an address, no number

The county library's card page is clear and it is good news for a newcomer. The order is: complete the online application, then visit any branch to finish the process and receive your card. The page's sentence: bring a valid photo ID and proof of address if it is not listed on your ID. An email or mobile number is required for library notifications. Nowhere on the page is a Social Security number requested.

  • The card is free for Charleston County residents.
  • Residents of four neighboring counties also get it free if they have a verified connection to Charleston County: owning property or a business, attending school, being a government employee, teaching K-12, or serving in the military within the county. Proof of eligibility is required. Those without such a connection may purchase a card for an annual fee; the page does not state the amount, and neither do we.
  • Under-18s need parental consent; youth card options exist and some are restricted cards without internet access.
  • The card gives internet access on public computers at every branch, restricted youth cards excepted.
  • There is a hard overdue threshold: 42 days past the due date the library pursues the item or its replacement cost, which may lead to referral to a collection agency and additional fees. Do not forget your child's library book.
  • Mount Pleasant's branch is the Village Library, (843) 884-9741. The system also offers books by mail, curbside signup, creative studios, room booking and interlibrary loan.
  • The honest sentence on language: the library's own website language switch offers English and French only, not even Spanish. Do not expect service in Turkish; bring someone who speaks English to the branch.

Internet: no protections at all, and we say so

Every deposit and disconnection protection in this section does not apply to internet service, because broadband is not a utility regulated under the state commission's chapter. So there is no statewide deposit cap, no guarantor rule and no disconnection protection for broadband. We also could not confirm from any official source which providers will open an account without a Social Security number or what deposit they ask for, so we name no company.

The official way to find which providers serve your address is the federal broadband map, built from providers' own filed availability data. The state's own utility contact directory was blocked from our research location, so we do not reproduce a list from it. One practical connection: an internet or cable bill counts as a Category II residency document for school enrollment, so putting the account in your own name has a second use.

07 · Utilities

How do you put utilities in your name in South Carolina, and is an SSN required?

Short answer

The answer depends on which of the four regimes you are in. With a regulated company, the good news and the bad news arrive together: the regulation never mentions a Social Security number, so there is no rule saying you can be refused for not having one, and equally no rule promising you an alternative. What the rulemaker wrote instead is a guarantor route. The deposit cap is an estimated sixty-day bill, interest accrues if it is held longer than six months, and nothing can be shut off until twenty-five days have elapsed from the date of billing. As for the temperature threshold, your own supplier sets it, not the state.

Steps, documents and official links

The SSN question in a regulated company: what the rule says and does not say

Our research searched the full official text of the commission's Chapter 103. The result is two sentences:

  • Nowhere in the regulation does a Social Security number appear. There is no provision enumerating acceptable identity alternatives as in Oregon and Colorado, but equally no provision requiring the number.
  • What there is instead is a guarantor route, written by the rulemaker itself. In the regulation's words, a deposit may be required of a new customer only where that customer cannot demonstrate that he is a satisfactory credit risk by appropriate means, and those appropriate means include a letter of good credit from an electrical utility, references the company can check quickly and inexpensively, or an acceptable cosigner or guarantor on the same system within the State of South Carolina who undertakes payment up to the amount of the maximum deposit.

For a newcomer the practical result is this: with no US credit file you will probably be asked for a deposit, but finding a guarantor who holds an account with the same company in South Carolina is a legally recognized way out. It is worth asking an employer, a landlord or a relative.

Deposit capUp to an amount equal to an estimated two months, sixty days, bill for a new customer. For seasonal use, the total of the highest two consecutive months of the preceding twelve. Colorado's cap was a 90-day bill; here it is sixty days.
Changing the deposit laterIt may be adjusted up or down on actual billing and payment experience.
InterestSimple interest at the rate the commission orders, but only if the deposit is held longer than six months. It accrues annually and is paid at least every two years and when the deposit is returned.
ReceiptThe utility must issue a receipt and must provide a way to establish your claim if the receipt is lost.
Other deposit triggersTwo consecutive 30-day arrears or more than two non-consecutive ones in the past 24 months; a current delinquency with no deposit on file; and service previously terminated for non-payment or fraudulent use.
Accelerated plans, surety bonds, bank letters of creditThese are written in the regulation for non-residential customers only, not for a household.
The right to a payment planThe utility must offer a deferred payment plan: keeping the account current plus not less than one-sixth of the outstanding balance, over a period not exceeding six months. Service may not be terminated unless you were told the plan exists. Breach the plan and termination follows on 3 days' written notice if personally delivered or 5 days by mail. Any agreement to defer a cut-off by more than five working days is a deferred payment plan in law.
Complaint routeThe utility must tell a complaining customer that it is under the commission's jurisdiction and that the customer may notify the Office of Regulatory Staff, on 1-800-922-1531.

In cooperative territory the rule book changes

If your address is served by an electric cooperative, the regulation above does not bind the supplier. Statute exempts cooperatives from the commission's jurisdiction and control, apart from a closed list of sections. What survives for you as a member:

  • The 25-day floor before any shut-off, written into statute for cooperatives too.
  • The special needs account member definition, identical to the investor-owned version.
  • The cooperative's own written termination procedures, including its own standards for extremely cold or hot temperatures, filed with the regulatory office and revised semiannually.
  • Third-party notification must at least be considered.
  • The regulatory office has audit jurisdiction over exactly those sections, with one caveat written into the statute: where the co-op's board has exercised its business judgment in accordance with sound business and management practices, the office is not authorized to disturb the resulting decisions.
  • The complaint route for the 25-day rule runs first to the regulatory office, then the courts.

The cooperative's deposit, identification and no-SSN policy is its own and appears in none of the regulations we read. Our research could not verify that policy, so this page does not state what the cooperative will ask for. Call the cooperative before you open the account and ask for the document list in writing.

Water and sewer: Mount Pleasant's numbers are published

These figures come from the water utility's annual rate schedule for July 1, 2026 to June 30, 2027. That card expires on June 30, 2027 and is replaced by the next one.

ItemAmount
Security deposit, per residential equivalent unit$100.00
New account fee$85.00
Service transfer fee$25.00
Water, monthly basic facility charge$15.80
Water, first tier usage$6.45 per 1,000 gallons
Wastewater, inside the town limits, monthly basic charge$30.50
Wastewater, in town, single-family first tier$8.85 per 1,000 gallons
Wastewater, outside the town limits, monthly basic charge$32.90
Wastewater, out of town, single-family first tier$9.75 per 1,000 gallons
Service call$80.00; after hours $105.00
Residential grinder pump maintenance$30.00 per pump per month

Note the cleanest town-versus-county money fact on the page: the water rate is the same on both sides, but wastewater costs more outside the town limits, both in the fixed charge and in the volumetric rate. Having a Mount Pleasant address is not the same as being inside the Town, and the difference shows up on the bill every month.

If you are connecting a new house, the utility's own worked examples are: meter box already installed, $1,190.00 total due; meter box not installed, $1,545.00 total due. New construction also carries impact fees of $4,347.00 per unit for water and $7,754.00 per unit for wastewater.

We state one gap plainly: we could not verify which documents and which identification the water utility requires to open a new account, or whether it has a policy for a customer with no Social Security number. The rate card gives the money, but the start-service page was not available from the archive and the live site is blocked from our research location. We are not saying no policy exists; we are saying we could not find it. Call (843) 884-9626, book an appointment, and ask for the document list in writing. The online account system is called WaterSmart, and the utility also publishes pages on starting and stopping service, leak and pool-fill adjustments, boil water notices, and hurricane and freeze preparation.

Shut-offs: your supplier sets the threshold, not the state

We have seen five disconnection patterns in this series: a winter calendar, a summer calendar, a forecast, a measured temperature, and an income test. South Carolina creates a sixth, and the difference is this: the state does not set the temperature threshold itself, it makes every supplier write one.

Statute requires both regulated companies and cooperatives to write termination procedures applying to all residential customers during weather conditions marked by extremely cold or hot temperatures. And the critical clause: those procedures must include the standards for determining weather conditions marked by extremely cold or hot temperatures. In other words, the company picks the number, not the state. Procedures are filed with the regulatory office, and revisions are filed semiannually by March 1 and September 1.

That is why this page prints no temperature figure. There is no statewide number. The regulation orders the company to publish its termination procedure on its own website, so the thing to do is learn your supplier's name and read that procedure. Our research could not find the filed standard of either the regulated company or the cooperative serving the Charleston region, so we give you no guess.

Against that, there is one calendar-bounded protection, and it is medical:

ProtectionRule
The 25-day floorIn statute for regulated companies and cooperatives alike: service may not be interrupted for non-payment until twenty-five days have elapsed from the date of billing. The only exception is a voluntary prepay program, where service may be cut at a zero balance, but not before 10:00 a.m. on the next business day after an attempted telephone or electronic notice, and only during hours when cash payments are accepted.
The December to March medical certificateThe regulation's words: during the months of December through March a residential customer's service will not be terminated where the customer or a household member furnishes, no less than 3 days before termination or to the terminating crew at the time of termination, a utility-provided form signed by a licensed physician stating that termination would be especially dangerous to that person's health. The customer co-signs it and states an inability to pay by installments. The certificate expires on the thirty-first day and may be renewed no more than three times, 30 days each. On renewal the utility must tell the customer they may call the local social service agency.
Special needs accountThis works at any time of year. The definition: a licensed health care provider (a medical doctor, physician's assistant, nurse practitioner or advanced-practice registered nurse) certifies that termination would be dangerous to the health of the customer or a household member, or the customer suffers from Alzheimer's disease or dementia as certified by a licensed health care provider.
Other weatherDiscretionary. The regulation's exact word: termination of service may be delayed in case of inclement weather, emergencies or operational conflicts. Not must.
What the notice must sayThe termination notice must state the address, telephone number and working hours of a person who can take full payment or make payment arrangements, the total owed, the date and amount of the last payment, and the deadline.
The contact attemptNot more than two business days before termination by telephone or in person, or not more than three business days before by mail. The company must keep records of the attempts.

Two closing notes. A public safety emergency overrides this article entirely. And the statute says of itself that these provisions do not create a new private right of action or a new duty of care. So this is not a package of rights but a package of procedure, and whether it works for you depends on getting the paperwork in on time.

08 · Renting

What rights does a tenant have in South Carolina?

Short answer

Here the law is thin and fast. Three negative answers up front: there is no source-of-income protection, rent control is forbidden by state law to every city and county, and the state fair housing law switches off for the small owner-occupier landlord. But the most important sentence on this page is a trap: a single piece of boilerplate in your lease can satisfy the landlord's notice duty permanently. If that clause is in the lease, being five days late with the rent can put you into eviction with no other warning at all.

Steps, documents and official links

The harshest renting trap in this series: the one-and-done notice clause

This is the sentence to look for before you sign. The statute regulates the duty to give written notice of non-payment, then recognizes two ways to close that duty permanently: the duty is satisfied for the lease term once the landlord has given one such notice, or it never arises at all if the lease contains a particular statutory paragraph. That paragraph ends: "This is your notice. If you do not pay your rent within five days of the due date, the landlord can start to have you evicted. You will get no other notice as long as you live in this rental unit."

And the statute carries that clause into a month-to-month tenancy following the specified lease term. So with that clause in the lease, a year later you can be five days late and find no warning at your door before the eviction process runs.

What to do: search for that paragraph before you sign. If it is there, put the rent on an automatic payment and never use the five-day margin. Not knowing this is the most expensive gap in a tenant's knowledge in this state.

Notice periods and eviction

SituationNotice
Ending a week-to-week tenancy (either side)7 days' written notice before the stated termination date
Ending a month-to-month tenancy (either side)30 days' written notice before the stated termination date
Non-payment of rentThe landlord may terminate if rent is unpaid 5 days after the due date, provided written notice of the non-payment and of the intention to terminate was given. The boilerplate clause above satisfies that proviso permanently.
A tenant breach other than non-payment14 days' written notice specifying the acts and omissions. The agreement does not terminate if the tenant cures in time, or begins a cure that cannot be completed in 14 days and pursues it in good faith to completion within a reasonable time.
Staying on after the term endsThe landlord may sue for possession. A bad-faith holdover gives the landlord attorney's fees, and a willful violation exposes the tenant to up to three months' periodic rent or twice actual damages, whichever is greater, plus fees.
Distress for unpaid rentStill exists as a separate magistrate procedure, with a predistress hearing no earlier than 5 days after service of the notice and affidavit.

Deposits: we found no cap on the amount, but the return rule is solid

Our research found no cap on the amount of a security deposit in the text of the state's landlord and tenant act. We are not saying none exists; we are saying we did not find one in the statute we read. The return side, by contrast, is detailed:

  • On termination the landlord returns the deposit less accrued rent and damages arising from the tenant's non-compliance with the act.
  • Every deduction must be itemized in a written notice, together with the amount due, within thirty days after termination of the tenancy, delivery of possession and the tenant's demand, whichever is later.
  • And there is a condition here, so do not miss it: the tenant must give the landlord a written forwarding or new address. Without it, if the landlord had no notice of the tenant's whereabouts and mailed the notice and the money to the last known address, the tenant loses the damages remedy.
  • If the deposit is not returned with the required notice, the tenant may recover three times the amount wrongfully withheld plus reasonable attorney's fees.
  • A landlord renting more than four adjoining dwelling units on the premises who uses different standards for calculating deposits between tenants must post those standards conspicuously on the premises or where rent is paid, or give each prospective tenant a written statement, before the rental agreement is made. Failing that, the excess over the lowest comparable deposit is not available for damage deductions.

Name the act's other tenant-side provisions too, because these are what you look for when something goes wrong: the landlord's duty to maintain the premises; the tenant's remedies for a wrongful failure to provide essential services; the remedies for an unlawful ouster or lockout; the rules on access and abuse of access, where either side may seek injunctive relief without posting bond; payment of rent into court when the tenant raises defenses or counterclaims; the list of prohibited provisions in a rental agreement; the ban on separating rent from the duty to maintain; unconscionability; and the list of arrangements the chapter does not cover at all. Where the landlord's non-compliance is willful, the tenant is entitled to reasonable attorney's fees.

Three political questions, three plain answers

QuestionSouth Carolina's answer
Rent controlThe state forbids it to every local government. The statute: no county or municipal corporation may enact, maintain or enforce any ordinance or resolution that would regulate in any way the amount of rent to be charged for privately owned single-family, multiple-unit residential or commercial rental property. The only carve-outs are property belonging to the county or municipality and voluntary agreements with private persons. So Mount Pleasant has no power to act here.
Source-of-income discrimination
(refusing a housing voucher)
Research found no prohibition. The protected classes under the state fair housing law are race, color, religion, sex, familial status, national origin and handicap; source of income is not among them. Our research also found no local prohibition in Mount Pleasant, but equally found no state provision preempting one, unlike Missouri. So we write that we found no state prohibition, not that none exists.
Immigration or citizenship statusNo protective provision was found. Citizenship and immigration status are not in the list of protected classes. But national origin is protected, and that is an immigrant tenant's real hook here. Oregon's rule barring a landlord from asking about status, and its rule that an application cannot be refused for want of a Social Security number, have no South Carolina equivalent.

The state's harboring and sheltering offense, and where that provision stands today, is dealt with in the state law section of this page; we do not repeat it under renting. The only thing we write here is this: nothing on this page describes renting or letting a home as a crime in South Carolina, and if you have a specific concern about your own situation, that is a question for a lawyer.

Fair housing: the small-landlord exemption is wide

Complaints run through the state's human affairs commission. The procedure: the complaint is made in writing on the commission's form; the commission must investigate and notify the complainant in writing within thirty days of receiving it whether it intends to resolve it, then attempt resolution through conference, conciliation and persuasion. Conciliation meetings are held in the locality where the discrimination allegedly occurred if practicable, and nothing said or done in that informal process may be made public or used as evidence in a later proceeding.

But the exemptions are wide, and they hit our reader directly. The law does not apply to:

  • rooms or units in a dwelling with living quarters for no more than four families living independently, where the owner actually maintains and occupies one of them;
  • a single-family house sold or rented by a private individual owner who owns no more than three single-family houses at a time, provided no real estate broker, agent or salesperson is used and no advertising in violation of the chapter is placed.

The practical consequence, stated plainly: for an immigrant renting a room in an owner-occupied Mount Pleasant house, the state fair housing law may simply not apply. How the federal Fair Housing Act treats that situation is a separate question and a question for a lawyer. It is a materially weaker starting position than Colorado, Oregon or Connecticut, and you should sign the lease knowing it.

One definitional note: among the tests the statute uses to decide whether someone is in the business of selling or renting dwellings is whether they have participated as principal in three or more transactions in the preceding twelve months.

09 · Property tax

How is property tax calculated in South Carolina?

Short answer

If you are buying, this is the biggest money item on the page. The gap between an owner-occupier and a non-resident owner is more than double, because two things stack: the assessment ratio is 4% for an owner-occupier and 6% for everyone else, and the owner-occupier is additionally exempt from all school operating millage. But the application has a trap aimed squarely at a recent arrival: the assessor may lawfully ask for your most recently filed South Carolina income tax return and your South Carolina vehicle registrations, and in your first year you may have neither. On income tax there is good news: research found no local income tax anywhere in the state.

Steps, documents and official links

The gap between 4% and 6%, and why it is more than double

Statute assesses the legal residence and not more than five contiguous acres, occupied by the owner, at four percent of fair market value. Residential property that is not an owner-occupied legal residence sits at six percent. On top of the ratio comes a second item, and that is what creates the real gap: the law exempts one hundred percent of the fair market value of owner-occupied residential property eligible for and receiving the special assessment ratio from all property taxes imposed for school operating purposes, though not millage imposed for the repayment of general obligation debt.

So a non-resident or rental owner pays both the 6% ratio and the school operating millage. That exemption is not easy to remove either: it may be deleted or reduced only by legislation passing on a recorded roll-call vote of at least a two-thirds majority of each house.

IssueRule
What the 4% coversThe legal residence plus no more than five acres contiguous, owned in fee or by life estate and occupied by the owner; plus additional dwellings on the same property occupied by immediate family members of the owner.
The domicile requirementA residence does not qualify unless it is determined to be the domicile of the owner-applicant.
If part of the property is rentedWhere there are rented mobile homes, residences or any business for profit on the property, the 4% does not apply to those parts. But if the owner lives there and rents only a portion of the same mobile home or single-family residence to another individual as a residence, the whole unit keeps 4%.
Property held in trustThe ratio still applies where the trustee certifies to the assessor that the income beneficiary occupies it as a residence.
A residence on leased landIf the residence is owned and occupied by its owner on leased land, it is assessed at the same ratio; and if the lessee is liable for taxes on the land, up to five contiguous acres gets the same ratio.
Qualifying for part of a yearQualifying for any part of the year gives the 4% ratio, the school operations exemption and, if eligible, the homestead exemption for the entire year.

The application trap: the documents the assessor may ask for

The application is made before the first penalty date for the tax year in which you first claim eligibility. Charleston County states that as typically January 15 of each year and offers both a PDF and an online application.

On the application you certify, under penalty of perjury, that the residence is your legal residence and domicile, that neither you nor any member of your household claims to be a legal resident of another jurisdiction for any purpose, and that neither claims the ratio on another residence. "Member of my household" means your spouse, with a separate-support carve-out, and any child under 18 claimed or eligible to be claimed as a dependent on your federal income tax return.

And here is the trap. The statute itemizes the proof the assessor may require: (A) a copy of the owner-occupant's most recently filed South Carolina individual income tax return; (B) copies of South Carolina motor vehicle registrations for all motor vehicles registered in the name of the owner-occupant and registered at the same address; (C) other proof required by the assessor necessary to determine eligibility.

A family that has just arrived in the state and bought in its first months has neither: no South Carolina return has been filed yet, and the car may not be registered yet. So the practical order is this: register the car, file that first South Carolina return without delay, and if your first-year evidence is thin, ask the assessor in writing what will be accepted under subitem (C). A proper certification plus eligibility means, in the statute's own words, that the owner is deemed to have met the burden of proof. One expiry rule too: failing to notify the assessor within six months of becoming ineligible triggers a penalty.

Buying resets the value, and the 15% cap does not protect the buyer

Do not do your arithmetic from the seller's low tax bill. Statute resets fair market value to its value at the latest of: the 2007 base year, December 31 of the year an assessable transfer of interest occurred, an appeal, or a countywide reassessment.

Countywide reassessment increases are capped at fifteen percent within a five-year period, calculated on land and improvements as a whole. But the cap does not apply to additions and improvements in their first taxable year, nor to the fair market value of real property when an assessable transfer of interest occurred in the year that the transfer value is first subject to tax. A conveyance by deed is such a transfer. Values from a transfer in one tax year are first subject to tax in the following tax year.

The single sentence: the seller's tax bill is not your tax bill.

And the non-resident gets a break the owner-occupier does not, with a hard date

This item runs the other way: an exemption available only to property subject to the 6% ratio. For property that undergoes a transfer of interest after 2010 and is subject to that ratio, the law gives an exemption equal to twenty-five percent of the transfer-date fair market value, with the exemption value floored so it can never fall below current fair market value. If the transfer value is below current fair market value, the exemption does not apply at all.

The date is the point: in the statute's words the exemption does not apply unless the owner or agent notifies the county assessor that the property will be subject to the six percent ratio before January thirty-first for the tax year in which eligibility is first claimed. So a buyer in Mount Pleasant purchasing a rental or a second home who misses January 31 loses a quarter of the taxable value.

Relief beyond the ratio, and why a working-age buyer gets none of it

ReliefWho qualifies
Homestead exemption, excluding the first $50,000 of the legal residence's fair market valueAnyone 65 or over on or before December 31 preceding the tax year; or certified totally and permanently disabled by a state or federal agency; or legally blind; or the surviving spouse of someone who qualified. Plus: a legal resident of South Carolina for at least one year on or before December 31 of the prior year, holding title or a life estate on or before that date, and already approved for the 4% ratio.
Agricultural useBona fide agricultural use, such as timber on five acres or more, or crops and livestock; application to the assessor by January 15.
Other items the county listsThe 6% ratio for campers with a permanent bathroom, bedroom and kitchen, otherwise 10.5%, and for watercraft; the transfer-of-interest exemption; a revenue department exemption; a high mileage exemption; a homebuilders and developers exemption; homeowners' association special valuation; a military exemption; and a multiple lot ownership discount.
A working-age newcomer with no disabilityThe 4% ratio plus the school operating exemption, and nothing else. There is no general homestead exemption for them, and because of the one-year residency condition even a 66-year-old newcomer waits a year.

The county's homestead representative is (843) 958-4220. We could not obtain Charleston County's or the Town of Mount Pleasant's current millage rates this round, because the county's site is blocked from our research location. So this page prints no millage figure and no worked Mount Pleasant bill; ask the county assessor for the number. The 6% ratio on cars, the valuation method and the high-mileage appeal are in the vehicle section.

Income tax: one return, and we found no local layer

The state revenue department restructured the tax for 2026 into two brackets. Its own sentences: the tax year 2026 tax rate for income less than $30,000 is 1.99%, and the tax year 2026 tax rate for income from $30,000 and above is 5.21%, minus $966. The department states that South Carolina now has two individual income tax brackets, with the detail in its Information Letter #26-20.

  • The state's own W-4 is a separate form from the federal W-4 and must be given to your employer; the 2026 version sits on the department's withholding page alongside the 2026 withholding tables and the withholding formula.
  • The department's portal is called MyDORWAY, and in its words it is the preferred way to securely upload W-2 and 1099 forms, register for withholding accounts, file returns and make payments online by credit card or electronic check.
  • Local income tax: research found none. The department's individual income tax page describes only the state tax, and our research found no municipal income tax or per-person payroll tax of the Denver or Kansas City kind. We do not write that none exists; we write that we did not find one, but we can say this much: someone working in Mount Pleasant files one state return against one rate schedule. There is no layer here like Colorado's flat city head tax or the earnings tax in Missouri's two big cities, and that is a genuine simplification.

Rates change annually: the figures above are for tax year 2026, and every January you should take the new rate, the new withholding tables and the new state W-4 from the department's own page.

10 · School

How do you enroll a child in school in South Carolina?

Short answer

A Mount Pleasant address is a county address: the school district is not the Town's but a single county-wide district. The good news is that the district's published document list never asks for a Social Security number and a passport is accepted as proof of age. The surprise lies elsewhere: the district requires a notarized affidavit of residency, so the family has to visit a notary before enrolling. On language, the honest answer: the one language the district demonstrably produces documents in is Spanish; we found nothing published in Turkish, though the district does run a free translation unit.

Steps, documents and official links

Which district, and where

The school district is the Charleston County School District and it is county-wide, so a Mount Pleasant address is automatically a district address and the Town has no district of its own. The district office is at 75 Calhoun Street, Charleston, SC 29401, phone (843) 937-6300. Mount Pleasant schools named on the district site include Moultrie Middle School, Thomas C. Cario Middle School, Wando High School, Lucy G. Beckham High School and the East Cooper Center for Advanced Studies.

The documents required

ItemWhat is accepted
Proof of ageA birth certificate, a passport (the page with the name and date of birth), a hospital or physician's certificate showing the date of birth, adoption records, a driver license or a learner's permit. The district adds: for children born abroad of a parent or parents who are US citizens, any official government document issued by a US federal agency or service is acceptable. And an escape hatch: if you are unable to produce any of the documents listed, contact the enrollment school.
ImmunizationThe child's South Carolina certificate of immunization. The district points to the state health agency for copies and to the federal contacts list for records held in other states.
Notarized affidavit of residencyPublished as an English-only form and as a combined English and Spanish form, with a separate residency verification document requirements sheet that is also published in Spanish.
One Category I documentA signed and dated current lease; the most recent real property tax bill; a copy of the ratified purchase contract showing the closing date; or a copy of a ratified construction contract.
One Category II documentAn electric or gas bill; a water bill; a landline phone bill (not a cell phone); a cable or internet bill; a car registration (not a driver license); a pay stub showing the employer's name and the parent's name and address; or local, state or federal agency correspondence reflecting the parent's name and address, such as from Social Security, Medicaid, social services, the tax agency, food assistance or a court. The district's condition: all items are to contain the current and correct address at the time of enrollment.
Parent or guardian photo IDIn the district's words, a valid photo ID includes a government-issued driver license or passport.
Social Security numberNot requested on the published required-documents list.

Age cut-offs, in the district's own words: 4 years old on or before September 1 for the four-year-old child development program; 5 for kindergarten; 6 for first grade.

Three cautions to read before enrollment day

  1. The notary step is new in this series and adds a task. The affidavit of residency must be notarized, so a visit to a notary comes before the visit to the school. Learning that at the school counter costs a day.
  2. Category II lists utility bills explicitly, which is exactly why the utilities section also governs school enrollment: a newcomer who cannot open an account in their own name loses the easiest Category II document and falls back on a pay stub or an agency letter. The order is utilities first, school second.
  3. The registration form's field for a "Medicaid number or insurance number, if applicable" is optional on its face; leaving it blank is allowed.

How registration works

New students complete the district's online new student enrollment form and may upload documents; opening an account needs a valid email address or cell number. Accepted pre-kindergarten, choice, transfer and development program students receive a link and a snap code by email. Returning students re-register annually in the parent portal. The district's warning is explicit: your child will not be officially enrolled until the registration process is completed and all required documentation is received by the school, uploaded or delivered. The form also asks for the previous school, two additional contacts in case the school cannot reach the parents, a physician and dentist name and phone, and the optional insurance number noted above. We read this paragraph through the official domain rather than from the rendered page, so we carry it as highly likely rather than settled.

Language: we say it plainly, there is nothing in Turkish

The district runs a multilingual services department under its chief academic office, with an office of translation and interpretation services inside it. That unit's own words: the district is committed to providing all parents and guardians of its multilingual learner students access to school-related essential information free of charge. Requests go to [email protected] or (843) 937-6359. We read these lines through an official-domain summary because the unit's own page would not render, so we carry them as highly likely rather than settled.

By contrast, the language the district demonstrably produces documents in is Spanish, and we confirmed that from published material: the registration pages exist in Spanish, the affidavit of residency is published as a combined English and Spanish form, and the residency verification requirements sheet is published in Spanish. Research found no indication that the district publishes anything in Turkish. So do not expect a Turkish form or a Turkish leaflet; your route is the translation request above, and you should make it before enrollment day.

The district's non-discrimination notice covers race, color, national origin, sex, disability, age and any other applicable status protected by federal or state law.

PDF: Enrolling a Child in School in South Carolina: 2026 Guide

11 · Health

I have no insurance in South Carolina. Where can I apply?

Short answer

The hardest answer on this page is here, and we write it plainly. South Carolina did not adopt the Medicaid expansion. In the published list of eligibility groups for the state's program there is no group at any income level for an adult who is not disabled, is under 65 and has no dependent child. For parents the threshold is 62% of the federal poverty level, which is $824.60 a month for a household of one, while marketplace subsidies only begin at 100%. Between those two lines there is nothing. So the sentence "if you are poor there is Medicaid" is not true here.

Steps, documents and official links

Which agency does what

The state reorganized its health bureaucracy, and the Medicaid agency warns readers about it on its own front page: in South Carolina, vital and immunization records, healthcare regulations and permitting, and programs like food and cash assistance are overseen by different agencies.

TaskAgency
MedicaidThe Department of Health and Human Services. Mail to P.O. Box 8206, Columbia, SC 29202-8206; member help center (888) 549-0820, TTY (888) 842-3620
Birth, death, marriage and divorce certificatesThe Department of Public Health, vital records section
Marriage licenseThe county probate court (the clerk of court in two counties)
Food and cash assistanceIn the Medicaid agency's own words, a different agency; that line does not name it and our research could not confirm the name, so neither do we
ApostilleThe Secretary of State. The vital records section says so explicitly and sends readers there; the detail is in the apostille section

Medicaid: the program, its groups and the 2026 income limits

The state's Medicaid program is called Healthy Connections. The application portal is apply.scdhhs.gov; account features there need a free identity verification account, but the application itself can be made without one. You may also apply in person at a local county office, at federally qualified rural health centers and at most hospitals. Coverage must be re-applied for every year. The application system may be offline Sundays, Tuesdays and Thursdays from 8 p.m. to 3 a.m.

The agency's own list of those "often eligible" reads: children; children with developmental delays; breast and cervical cancer patients; parent and caretaker relatives; people over 65; people with disabilities; pregnant women. There is no entry for an adult without a dependent child and without a disability, and that is the whole point.

We state the gap plainly

In South Carolina there is no Medicaid group at all for a working-age adult who is not disabled, not pregnant, under 65 and without a dependent child. And for a parent, Medicaid stops at 62% of the poverty level while marketplace premium tax credits start at 100%. Between those two lines there is nothing: too much income for the state program, too little for a subsidy.

One honest caveat: our research found no state page using the words "we have not expanded Medicaid" or "coverage gap." The conclusion above comes from the agency's own published list of groups and its published income limits, both primary sources, but we did not read a formal statement of non-expansion.

The agency's own advice is on the page and it is useful: if you are not sure whether you are eligible under those guidelines, apply for Medicaid anyway, or apply for federally subsidized coverage on the marketplace. And there is one convenience: if you apply on the marketplace and are found Medicaid-eligible, your application is forwarded to the state agency automatically. So one form can test both doors.

The status question: what the published criteria say

We use careful language here. Every eligibility group whose criteria the agency publishes carries the same requirement: that the applicant be "a U.S. citizen or a Lawful Permanent Resident Alien." That wording repeats group after group: children, pregnant women, parents, the program for disabled children, family planning, nursing facility and home-based care, the medically indigent program and the care-facility supplement.

So someone holding another status, such as refugee, asylee, parole or temporary protected status, does not fall inside those groups on the state's published criteria. We write that as a reading of the published criteria, not as a legal conclusion. If that is your status, call (888) 549-0820, ask about your own case, and ask for the answer in writing.

October 1, 2026: the federal law changed

This change comes from federal law rather than the state, but South Carolina's own answer to it is distinctive. From October 1, 2026 the federal government makes full Medicaid payment to a state for only four groups: US citizens and nationals; lawful permanent residents; Cuban and Haitian entrants; and people lawfully residing here under a Compact of Free Association. The list is closed, and refugees, asylees and parolees are not on it. Neither are holders of temporary protected status, grantees of withholding of removal, or self-petitioners under the violence against women provisions.

Note what the law cuts: not an individual's coverage but the federal payment to the state. That is why we do not say "nothing is left." The statute leaves two things standing: treatment of an emergency medical condition, and, left to each state's option, coverage for lawfully residing pregnant women and people under 21. The same Act also caps the federal match for emergency-condition care at the regular state rate from the same date, so emergency Medicaid survives but the expansion match no longer applies to it. You can read the law at its source, in section 71109 of Public Law 119-21. The children's health insurance program is pulled into the same rule.

And on whether South Carolina uses that option we take no side. What we write is this: the state's published eligibility criteria do not extend to lawfully residing pregnant women and children who are not lawful permanent residents. The formal instrument lives in the state's Medicaid plan and in the federal agency's list of electing states, and our research could reach neither. So we do not write that the state declined the option; a family in that position should call the agency and get a written answer.

What remains for someone whose status does not qualify

RouteWhat it is
Emergency MedicaidPayment for treatment of an emergency medical condition survives the October 1, 2026 narrowing by express exception in the statute. But we could not find a South Carolina page describing how to claim it; call (888) 549-0820 or the hospital's social services department.
The emergency roomA hospital with an emergency department must screen you and stabilize an emergency medical condition regardless of ability to pay, insurance status or immigration status. Detail below.
A sliding-fee health centerA discount, never free. See the clinics section.
Hospital financial assistanceA bill discount, not a clinic. Same section.
The marketplace without a subsidySome statuses can buy a plan, some cannot buy at all. Below.

The marketplace, and the January 1, 2027 narrowing

South Carolina runs no state-based marketplace. Coverage is bought on the federal site, HealthCare.gov, and the state agency points readers there and to 1-800-318-2596.

From January 1, 2027 the premium tax credit and cost-sharing reductions narrow to three statuses. The federal site's own words: due to a law change, starting January 1, 2027, only people with the following immigration statuses qualify for the savings: lawful permanent resident, Cuban or Haitian entrant, and Compact of Free Association migrant.

  • The same page adds: other immigration statuses may be eligible for marketplace coverage, but not savings. Asylees, refugees, parolees, work permit holders, people with temporary protected status or deferred enforced departure, self-petitioners under the violence against women provisions, trafficking victims, special immigrant juveniles, Iraqi and Afghan special immigrant visa holders, pre-1980 conditional entrants and all non-immigrant visa categories are listed as able to buy coverage, but without savings.
  • Recipients of deferred action for childhood arrivals are not eligible for marketplace coverage at all.
  • One detail may help: because the state's family planning Medicaid category does not count as minimum essential coverage, holding it does not close off the option of a marketplace plan. The agency says so itself.

The combined picture for a refugee or asylee family after January 1, 2027: not on the federal Medicaid list after October 1, 2026, not inside the state's published criteria in the first place, and able to buy a marketplace plan without the subsidy. That is the sharpest version this series has produced, precisely because South Carolina has no expansion population and no state-funded alternative that our research could find.

What happens in an emergency

Under federal law a hospital with an emergency department that participates in Medicare must give a medical screening examination to anyone who comes in requesting examination or treatment, and must stabilize an emergency medical condition before transfer or discharge. That duty does not depend on ability to pay, insurance status or immigration status.

But it is not free care. The law governs screening and stabilization; the hospital still bills, and the way to reduce that bill is the hospital's financial assistance policy. Do not confuse the two. The state agency also points uninsured inpatients to its medically indigent assistance program and says in its own words that you can contact your hospital's social services department for help; but that program covers inpatient hospital care only and requires US citizenship or lawful permanent residence.

12 · Health

Are there free or low-cost clinics in South Carolina?

Short answer

The most important thing here is a distinction, so we state it first: a sliding-fee clinic is never free. It is a discount against a bill, set by income and household size, and it has to be applied for. A second distinction matters just as much: hospital financial assistance is not a clinic but a bill discount. And we have to be honest: our research could not verify a genuinely free clinic in Charleston County, so this page names no clinic as free. There is also no federally funded health center site inside Mount Pleasant.

Steps, documents and official links

The sliding-fee network: we give the name, not the addresses

The federally funded health center network for Charleston County is the Fetter Health Care Network. Its service sites include a family health center in Charleston, a pediatric wellness center in North Charleston, a wellness center for women, school-based sites inside the county school district, and mobile medical and dental units.

No site is inside Mount Pleasant. In a fifteen-mile search the nearest sites are in Charleston and North Charleston. So you drive across the Cooper River.

We publish no address and no opening hours, and we say why: the site names came from a federal health center search service whose address fields have proved unreliable across this series. So this page prints no address and no hours; take the site, the address and the hours from the network's own site.

The discount program, in the provider's own words

  • The program describes itself: "Our sliding fee discount program ensures care is always affordable. This special program lessens the financial strain of care for qualifying patients with discounts for medical, dental, pharmacy, chronic care, and obstetric services."
  • What to bring, in the provider's words: "Complete a sliding fee discount application at your next appointment, and provide proof of income, household size and identification."
  • The provider confirms its federal status on its own page: it is a health center program grantee and its staff are deemed federal public health service employees.
  • It provides a good faith estimate on request to uninsured patients and to patients choosing not to use insurance. Ask for it when you book.

And now what it does not say: the published sliding-fee page says nothing about immigration status. It asks for income, household size and identification, not status. We pass that on as "the page does not say", never as "status does not matter." At the counter that difference is a real one.

There are also numbers we do not have, and we are not inventing them: the income brackets, the discount percentages and the nominal charge were not published on that page and our research could not obtain them. So before you book, ask two questions on the phone: which documents do I need to bring for the discount, and will the appointment still happen if a document is missing.

Is there a genuinely free clinic?

The answer is one sentence: our research could not verify a genuinely free, non-sliding-fee clinic in Charleston County, and the statewide free-clinic landscape was not researched this round. We write that as "we could not verify", not as "there is none." The reason we publish no unverified clinic name as free is simple: a family that arrives at the door and meets a charge loses both the day and the money.

A hospital bill: financial assistance is a bill discount

The region's large hospital system publishes a financial assistance policy and a sliding scale for both uninsured and insured patients; the version we read was last updated on July 2, 2026.

Yearly household incomeDiscount
Below 100% of the poverty level: $15,960 for one person, $21,640 for two, $27,320 for three, $33,000 for four, $38,680 for five, $44,360 for six, $50,040 for seven, $55,720 for eight, plus $5,680 per additional person100% discount
Between those figures and 300% of the poverty level: $47,880 for one, $64,920 for two, $81,960 for three, $99,000 for four, $116,040 for five, $133,080 for six, $150,120 for seven, $167,160 for eighta sliding discount
At 301% and above: $47,881 for one, $64,921 for two, and so on0% discount

The scales are published in English and Spanish. We cross-checked the figures against a second official source: the hospital's 100% threshold for one person, $15,960, is identical to the annual limit the Medicaid agency publishes for the same threshold. Because the two documents agree, we give these figures as settled.

And this page too says nothing about status. Eligibility is expressed purely in terms of household size and income against the federal poverty guidelines. Again we write "the page does not say." We could not read the financial assistance policy of the hospital inside Mount Pleasant itself, so we write nothing about it; if that is where you go, ask the hospital for its own policy.

One last time on the distinction: financial assistance is a bill discount applied for during or after care. It is not insurance, it does not cover a separate bill from a physician outside the policy, and it is not free care except in the band where the hospital itself says the discount is 100%.

13 · Marriage

How do you get a marriage license in South Carolina?

Short answer

First the right door, because it is easy to get wrong in this state: the marriage license comes from the county probate court (the clerk of court in two counties), while vital records sit with the state health department. Writing "go to the county clerk" is wrong in South Carolina. Two pieces of good news: the statute expressly contemplates an applicant with no Social Security number and accepts an "alien identification number" in its place; and for applicants under 18 a passport is named in the statute. Two hard rules: there is a 24-hour statutory wait, and a couple may not marry themselves.

Steps, documents and official links

The right door

The application and the license itself come from the county probate court; the statute assigns the function to the clerk of court in only two counties. Because Mount Pleasant is in Charleston County, the court you deal with is the Charleston County probate court. Birth, death, marriage and divorce certificates, by contrast, sit in a different agency entirely, the vital records section of the state health department. Fix that distinction early, because the state split its old health agency and older guides still describe a single office.

What the statute requires

IssueRule
The license requirementA license is required before any marriage ceremony, and performing one without it is a criminal offense for the officiant, punishable by a fine of $25 to $100 or 10 to 30 days.
The 24-hour waitThe statute: no license may be issued unless a written application has been filed with the probate judge at least twenty-four hours before issuance. The license itself must show both the hour and date the application was filed and the hour and date the license was issued. In practice, plan two visits, or an application and a return trip.
Who signsBoth parties must sign the application.
The number question, and the most welcome news on this pageThe statute's own words: the application must contain the social security numbers, or the alien identification numbers assigned to resident aliens who do not have social security numbers, of the contracting parties. So the legislature expressly provided for an applicant without a number; this is one of the rare provisions in this series that gives the reader direct good news.
Who may officiateThe statute's closed list: ministers of the Gospel, Jewish rabbis, officers authorized to administer oaths in this State, and the chief or spiritual leader of a Native American Indian entity recognized by the state's commission for minority affairs. There is no self-solemnization in South Carolina.
AgeMinimum 16; between 16 and 18 a sworn affidavit of parental or guardian consent is required.
Documents under 18A birth certificate, or a hospital or baptismal certificate issued within a year of birth, is required, but the statute names alternatives: a military service identification card, a selective service identification card, passports and visas. A passport is named in the statute.
Between 18 and 25Documentary evidence of age must be furnished to the probate judge's satisfaction.
Residency and blood testsNo residency requirement and no blood test appear anywhere in the relevant chapter. We write that as "the statute imposes none", not as "there is none."
Copies and returnThe license is issued in triplicate, and the officiant returns two copies to the issuing office within fifteen days.
Certified copiesA certified copy of the license and certificate can be obtained from the probate judge, and separately from the state vital records office.
A tax creditThere is a $50 one-time state income tax credit for a couple who complete a qualifying premarital preparation course within the 12 months before applying and whose license attests to it. It does not touch the fund portion below.

The fee: the statutory floor is low, the counter price we could not verify

The base license fee in the statute is one dollar, plus an additional twenty-dollar fee credited to the domestic violence fund. So $21 is the statutory floor, not the counter price.

We could not verify Charleston County probate court's actual counter fee, its hours, whether the application can be started online, or whether both parties must appear: the county's website was unreachable during our research, both directly and through the archive. So this page prints no counter fee and no office hours. Confirm the fee and the hours with Charleston County probate court before you travel. We also saw that the county publishes a Spanish-language marriage license instruction sheet, but we could not read it, so we do not say what it contains.

On one subject we write nothing at all: this page says nothing about unions formed in South Carolina without a license. There is a statutory provision touching it, but the state's legal position on the subject has changed and our research read no official source. That is a question for a lawyer.

14 · Vital records

How do you get a birth or death certificate in South Carolina?

Short answer

Vital records sit with the vital records section of the state health department, not with the Medicaid agency and not with a county clerk. The finding that matters most for a Turkish reader: an unexpired foreign passport is on the department's published list of acceptable photo ID. The fee is $12 for a standard search including one certified copy, or $17 expedited, with $3 for each additional copy. And one warning not to miss: a newborn's birth certificate is not mailed automatically, you have to request it. There is no vital records counter in Mount Pleasant; the nearest is in North Charleston.

Steps, documents and official links

Who may obtain one

  • A birth certificate: the person named on it, if they are at least 18; the parent or parents named on the birth certificate; and the legal guardian of a minor or an adult, on presenting a certified court order establishing guardianship or custody.
  • A death certificate is more restricted: only an immediate family member of the deceased, or the legal representative of an immediate family member, may obtain a certified copy. Other applicants, in the department's words, may be provided a statement that the death occurred, including the date and county, but not an actual certified copy. The application must state your relationship to the deceased. Death records become public after 50 years, after which anyone may obtain an uncertified copy.
  • The newborn warning, in the department's own words: newborn birth certificates are not automatically mailed to parents, and the hospital will not order your child's birth certificate for you. You must request it.
  • One convenience: any vital records office can issue a birth record from any county in South Carolina.

Identification: a foreign passport is on the list

The department publishes its list of acceptable photo ID and states the rule this way: a valid and current government, school or employer issued photo identification document of the applicant is required before a search of the records will be conducted. Accepted documents:

  • any photo identification issued by a US motor vehicle agency, meaning a driver license, identification card or learner's permit, unexpired;
  • a current school or employer photo identification card;
  • a United States passport, unexpired;
  • a foreign passport, unexpired;
  • a United States citizen identification card, form I-197.

The department's warning is blunt: when we receive applications without proper identification, we reject them automatically; we do not process them. So check the expiry date on your passport before you go.

Fees

ItemFee
Standard records search, including one certified copy if the record is found$12 per record, and nonrefundable even if the record is not found
Expedited search, turnaround 10 business days or less$17 per record, a $5 expedite fee added to the $12, in force since October 1, 2023. There is no expedite option for mail requests.
Each additional copy$3
Special filing fee$15
Amendment or correction$15; copies issued within the past year may be replaced at $3 each
Online vendor processing fee$8.70 or $8.75 depending on the option, or $12.85 by telephone

Two details on payment: cash is accepted, but no bills larger than $50. By mail you pay with exact cash, a money order or a cashier's check payable to the department. And we say again that the search fee is not refunded: if you are not sure the record is in South Carolina, confirm which state it is in before you commit the $12.

The four ways to order

RouteDetail
OnlineOnly a person named on the birth certificate may order online, and for a death certificate only an immediate family member. The approved vendor is VitalChek. The cost is the $17 expedited search plus $3 per extra copy plus the vendor's processing fee. One detail helps someone without ID: the vendor runs online identity verification on all orders, which can assist some people who lack an identity document; fail it and you must upload a valid ID. The department's warning: use only the approved vendor, because there is no assurance that orders from other websites will be processed.
By telephoneThrough the same vendor, seven days a week, 24 hours. Again only a person named on the certificate, or an immediate family member for a death certificate.
In personAt any vital records office, with the $17 expedited search. The department's own tip: volumes are highest on Mondays and Fridays and over the lunch hour, and you cut your wait by bringing exact payment.
By mailMail requests are accepted only at the state office, with the $12 standard search and a processing time of about four weeks. Address the envelope to the vital records section: S.C. Department of Public Health, Vital Records Section, P.O. Box 2046, West Columbia, SC 29171.

Hours and the counter

  • New hours apply at every vital records office from January 1, 2026: Monday, Tuesday, Thursday and Friday 8:30 a.m. to 5 p.m.; Wednesday 9:30 a.m. to 5 p.m. Do not miss the Wednesday difference.
  • There is no vital records counter in Mount Pleasant. The Charleston County counter is at the Teddie E. Pryor, Sr. Social Services Hub, 3685 Rivers Ave., North Charleston, SC 29405, phone (843) 953-0032.
  • The nearest alternative in the Lowcountry is the Beaufort County counter, 1905 Duke St., second floor, room 250, Beaufort, SC 29902, phone (843) 525-7637.
  • These offices do move: during our research one county's office had relocated temporarily to a neighboring county and was working by appointment only. Open the department's office locations page the day before you travel.
  • Amendments and court-ordered changes take up to two weeks for legal review, and court-ordered ones can take longer.

Raised seal and apostille

The department's own sentence: the certificate issued by South Carolina is acceptable for all legal purposes including obtaining a US passport. But what Türkiye needs is a different stamp: the department states that an apostille, which is sometimes required by foreign governments, is issued by the Secretary of State's office, and it does not issue apostilles itself but links out. That step is in the apostille section.

One administrative note: electronic filing of death certificates is required in South Carolina and there is a separate late-filing procedure. We read only the titles of those two pages and not their contents, so we give no detail.

15 · Social Security

How do you get a Social Security number in South Carolina?

Short answer

An SSN goes to someone with work authorization or another qualifying legal basis. If you arrived on an immigrant visa and asked for the number on your visa application, the card comes by mail. People who adjust status inside the United States with an I-485, and people who check the SSN box on an EAD application, also get the card automatically. Otherwise you start the application online and attend an SSA office by appointment, at no charge. This page publishes no SSA office address: the agency's pages were closed to automated reading this round, and we do not publish federal addresses from stale archives. If you have an appointment notice, the address on that notice is the one that counts.

Steps, documents and official links
  • What to bring: your current immigration document (green card, I-94 or EAD) and a valid passport, plus a birth certificate if you have one. Photocopies and notarized copies are not accepted.
  • F-1 and J-1: the number only becomes available once a right to work exists, meaning on-campus employment, CPT or OPT. It is not issued simply because you enrolled in school.
  • Which office: enter your ZIP code in the SSA office locator to find out which office serves you. The general line is 1-800-772-1213.
  • If your last name changed after marriage: update your SSA record at any SSA office, free of charge. A mismatch between the card and your state records surfaces later at the license counter and at the bank.
  • A lost card is replaced free, and in most cases the request starts online.

Which doors are closed without an SSN in South Carolina, and which are open?

We use careful language here, because some agencies ask for the number in writing while others are silent about it. Those are not the same thing and we are not collapsing the difference.

  • State health coverage asks for the number in writing. On its eligibility page the state health and human services agency requires an SSN, or verification that you have applied for one, in more than one category: the parent and caretaker relative category, the category for children, the pregnant women and infants category, family planning, and nursing facility and home-based care. So the absence of a number is not a quiet detail here, it is a written condition. The coverage itself is covered in the health section.
  • The marriage license statute contemplates an applicant with no SSN. State law asks for the parties' Social Security numbers, or the alien identification numbers assigned to resident aliens who do not have Social Security numbers. That is one of the rare provisions in this series that is straightforwardly good news for the reader; where and how the license is issued is in the marriage section.
  • On the license side the line is clear: South Carolina asks for lawful status and for an SSN before it issues a driver license or ID card. Which documents are accepted, and which branches handle applications from foreign nationals, is in the driver license section.
  • Taxes: someone who cannot get an SSN but must file a return uses an ITIN. See the tax section below.
  • Utility accounts: the published rules offer no substitute for an SSN, but there is a guarantor route. The regime also changes with your street address; see the utilities section.

One warning belongs right here

Subsection (E) of section 17-13-170 of the South Carolina Code provides that state and local agencies may not be restricted from sending, receiving or maintaining immigration status information, or from exchanging it with other government entities, and the purposes it lists include determining eligibility for any public benefit, service or license. So information you put on a form can travel between agencies. Research found no official South Carolina page saying the opposite, meaning no page stating that immigration information given for health coverage is confidential and will not be used for immigration enforcement. "We did not find one" is not "there is none"; but many states in this series do publish such an assurance, and we have to say that we could not find one here. If your status is at issue, talk to a lawyer before you apply.

16 · Taxes

How much is income tax in South Carolina, and what comes out of a paycheck?

Short answer

For tax year 2026 South Carolina restructured its income tax into two brackets, and the second one works with a flat subtraction. In the Department of Revenue's own words: the rate for income under $30,000 is 1.99%, and the rate for income of $30,000 and above is 5.21%, minus $966. The detail sits in the Department's Information Letter #26-20. The second reassuring sentence is this: research found no municipal or county income tax anywhere in South Carolina, so the city layer that stacks onto a paycheck in some states does not appear here. There is a separate state W-4, apart from the federal one, and your employer needs it.

Steps, documents and official links

Two brackets, one return

Tax year 2026Rate
Income under $30,0001.99%
Income of $30,000 and above5.21%, minus $966
  • These figures are for tax year 2026 and the rates change annually. When you file, confirm that year's schedule on the Department of Revenue's individual income tax page and in Information Letter #26-20.
  • Local income tax: research found no municipal or county income tax, and no payroll head tax, anywhere in the state. We are not writing "there is none," we are saying we did not find one; if an unexpected local line appears on your pay stub, ask your employer's payroll team where it comes from.
  • The state W-4: there is a state form separate from the federal one, and your withholding is calculated from it. The Department publishes the form, the withholding tables and the withholding formula on its withholding page.
  • Filing and paying: the Department's portal is MyDORWAY. The agency describes it as the preferred way to securely upload W-2 and 1099 forms, register for withholding accounts, file returns and pay by credit card or electronic check.
  • Coming from a state with no income tax: add the state withholding to your budget before you compare salary offers. The effect of the bracket change concentrates around the $30,000 threshold.

A gap on sales tax, written out plainly

This round we could not verify South Carolina's statewide sales tax rate or its local add-ons from an official source, so this page prints no percentage. What we did verify is the seller side: anyone selling taxable goods needs a state retail license, and that license's fee and rules are in the business section below. For the rate you will pay at the till, check the Department of Revenue's own site rather than a guide.

South Carolina's real tax surprise is not in the income tax

  • Vehicles: an annual county vehicle property tax has taken the place of periodic inspection, and no registration happens without a paid tax receipt. The order of steps, and why a single statewide figure cannot be given, are in the vehicle registration section.
  • Homes: the property tax difference between an owner-occupier and everyone else is more than double, and the application has a trap in it. See the property tax section.
  • Business: the municipal business license tax is computed on gross income and is due 1 May. See the section below.

The ITIN, and why the IRS's own sentence matters here

On its own ITIN page the IRS writes this: if you are a resident alien, nonresident alien or their spouse or dependent, you can apply for an ITIN regardless of immigration status. For a reader without a number, that is a sentence you can act on. The same page sets the limit: an ITIN is issued for federal tax purposes only and does not serve as identification outside the federal tax system.

  1. Complete Form W-7 and attach it to your federal return unless an exception applies.
  2. Have your documents verified. Three routes: mail them with your passport to the IRS, use a Certifying Acceptance Agent, or attend an IRS office that reviews ITIN documents by appointment. On the last two routes you do not put your passport in the mail.
  3. Wait. Processing normally takes about seven weeks, and longer during filing season.
  • No federal tax purpose, no number. The IRS warns that a return containing all zero entries generally does not show a federal tax purpose, and in that case you need neither to file nor to apply for an ITIN.
  • If you are eligible for an SSN you cannot have an ITIN. A nonresident alien with a U.S. work visa falls in that group and applies for an SSN instead.
  • Joint returns: an ITIN holder who is not eligible for an SSN can file a joint return with a spouse who is a U.S. citizen or resident alien.
  • Which IRS offices in South Carolina: this round we could not verify which offices in the state review ITIN documents in person. Confirm the office and the appointment through the IRS office locator; the appointment line is 844-545-5640.
  • Expiry: an ITIN not used on a return for three consecutive years expires.

17 · Starting a business

How do you form an LLC in South Carolina, and what does it cost?

Short answer

Formation is cheap and simple: the statutory fee for articles of organization is $110, and a name reservation is $25. The surprises are in two other places. First: sole proprietorships and general partnerships do not file with the Secretary of State at all, so the state-level trade name registration you may be used to elsewhere has no counterpart here. Second: if you will sell taxable goods you need a state retail license ($50, non-refundable, one per location, and it does not expire), and that license is not the same thing as a municipal business license. The municipal one is a tax on gross income, and it is due 1 May.

Steps, documents and official links

The order of steps

  1. Choose the structure. If you want liability separated, you form an LLC. The Secretary of State administers filings for corporations, nonprofit corporations, limited liability companies, limited partnerships and limited liability partnerships; LLCs sit in the Code at section 33-44-101 and following.
  2. File the articles of organization. The statutory fee is $110. Filing runs through the Secretary of State's online business entities system, which also carries PDF forms.
  3. Get an EIN. Free from the IRS. A single-member LLC with no employees can use the member's own number, but banks and clients usually want an EIN.
  4. Open your tax accounts. A withholding account, and a retail license if you need one, are opened through the business tax application on the Department of Revenue's MyDORWAY portal.
  5. Get the municipal business license. This is not a state matter; you go to the revenue or license office of the municipality or county where your business is located.
  6. If you will hire: you must run federal work authorization verification within three business days of each new hire, and the penalty attaches to your own employer license. The detail is in the state law section.

Trade names: the state's answer is not a name register

The Secretary of State's own sentence is this: sole proprietorships and general partnerships do not file with the Secretary of State's Office. So if you plan to trade on your own, under your own name or a business name, that office is not your counter. What you can protect instead is a trademark or service mark.

  • The scope is narrow: registration is for the State of South Carolina only, it is renewable every five years, and the mark must already be in use before it can be registered.
  • The office's own caveat: rights granted by state registration may be affected or preempted by prior use or other registration of the mark.
  • Application fees are non-refundable by statute. We could not verify the amount of the fee this round, so no figure appears here.
  • They do not give legal advice: the trademarks division writes on its own page that if you need help completing your application you will need to consult a private attorney.
  • Is there a local name register? This round we could not verify whether any South Carolina county or municipality operates a fictitious-name filing for sole traders. We are not writing "South Carolina has no trade name register"; we are writing that the Secretary of State does not keep one, and that the place to ask is your municipality's business license office.

The state retail license: $50, and it does not expire

  • Who needs one: in the Department of Revenue's words, every person who engages in business in South Carolina as a retailer must obtain a retail license before making any taxable retail sales.
  • The fee is $50 and non-refundable, and the license does not expire, but you must update it if your business location changes.
  • A separate license is required for each business location. Two shops means two licenses.
  • Remote sellers: a remote seller with economic nexus in South Carolina must also hold a retail license.
  • Artists, crafters and hobbyists: people who sell at fairs, festivals and carnivals no more than four times in a fiscal year may not need a retail license. But if you sell anywhere else, including online, the $50 license is required.
  • Do not conflate the two: the Department says on that same page that a retail license is not the same thing as a local business license. You need both.

The municipal business license: the item newcomers miss, and its calendar

In South Carolina the business license tax is local: a county or municipality imposes it by ordinance. The state has nonetheless standardized the procedure across jurisdictions, and the governing sections are 6-1-400 and following. What to know:

  • The base is gross income. It is computed on the preceding calendar year, the business's preceding fiscal year, or, for a business operating less than a year, a twelve-month projection from the monthly average. For a brand-new business the base is the estimated probable gross income for the balance of the license year.
  • The due date is 1 May. Failure to pay by then triggers a notice of assessment. You then have 30 days to request an adjustment in writing with reasons; an informal conference must be held within 15 days of that request; and a notice of final assessment issues within 5 days of the conference, with an appeal form.
  • A refund of an overpayment must be requested before 1 June and must be paid within 30 days of the request.
  • Wholesalers are exempt unless they maintain a warehouse or distribution establishment in the jurisdiction.
  • Double taxation is avoided: if you pay business license tax to another South Carolina county or municipality, your gross income in this jurisdiction is reduced by the amount already taxed elsewhere.
  • The class schedule is refreshed by 31 December of every odd year. Every taxing jurisdiction must adopt the latest standardized business license class schedule by that date, which puts the next deadline at 31 December 2027. Jurisdictions must also provide access through the statewide business license tax portal, while still allowing filing and payment in person, by telephone and by mail.
  • We are not printing a rate for Mount Pleasant. The Town's own site was unreachable this round, and the rate schedule varies from municipality to municipality. Get the rate and the application route directly from the Town's revenue and business license office or from the statewide portal; a figure taken from a guide will leave you with the wrong number on 1 May.

18 · Public benefits

Will taking a public benefit in South Carolina affect my green card application?

Short answer

It can. The federal public charge rule that took effect on 18 September 2026 rescinded the 2022 regulations and, in the agency's own summary, restores broader discretion for officers to evaluate all pertinent facts. So the assessment did not narrow, it widened. Two things matter on the South Carolina side. First: the state's published health coverage criteria require an applicant to be a U.S. citizen or a lawful permanent resident alien, and that condition is repeated category by category. Second: state law provides that the exchange of immigration status information between agencies may not be restricted, and it lists determining eligibility for a public benefit among the purposes. Talk to a lawyer before you apply for a benefit or give one up.

Steps, documents and official links

What the public charge rule changed

  • The dates: the rule was published on 20 July 2026, took effect on 18 September 2026, and rescinded the 2022 public charge regulations. You can read the text and the agency's own abstract in the Federal Register record.
  • The direction: in the agency's words the 2022 rule was not the best implementation of the statute and was unduly restrictive, and rescinding it returns broader discretion to officers. The rule also revises the regulations on breach and cancellation of public charge bonds.
  • We are not printing a list of benefits that count. This round we read only the rule's official abstract, not the rule text. The assessment is discretionary and fact-specific; this is a question for a lawyer, not for a community rumor.
  • Exemptions: categories such as refugee and asylee status, U and T visas, VAWA, SIJ and naturalization applications are generally outside this assessment. Have your own category checked against your own file.
  • The South Carolina side: this round we did not find a published state guidance document on public charge, so we are not passing along any assurance from the state.

1 October 2026: the federal Medicaid payment narrowed

Federal law now makes full Medicaid payment to a state for only four groups: U.S. citizens and nationals, green card holders, Cuban and Haitian entrants, and people living here under a COFA agreement. The list is closed: refugees, people granted asylum and people admitted on parole are not on it. Two things survive: emergency Medicaid for everyone, and coverage for lawfully residing pregnant women and people under 21, which is left to each state's option. The law cuts the federal payment to the state, not a person's coverage, so "nothing is left" would be the wrong reading. The text is Public Law 119-21, section 71109.

South Carolina's answer, and why we do not write "declined"

  • The state's published criteria require citizenship or lawful permanent residence. On the health agency's eligibility page that condition is repeated separately for children, pregnant women, parents, nursing home care and the hospital program.
  • We found no record of the state option for lawfully residing pregnant women and children. Research found no page showing that South Carolina has elected it; the formal instrument lives in the state's Medicaid plan, and that document was not reachable this round. So this page does not say South Carolina declined the option. What it says is this: the published eligibility criteria do not cover people who are not lawful permanent residents. Ask the state's member services about your own situation and ask for the answer in writing.
  • Emergency Medicaid survives: payment for treatment of an emergency medical condition was left outside the 1 October 2026 narrowing by the express terms of the federal statute. But we did not find a South Carolina page explaining how to claim it. Call the state member line or the hospital's social services department.
  • The gap on the coverage side: in South Carolina the parent threshold sits far below the federal poverty level, and marketplace help begins at 100% of that level; between the two lines there is nothing. The figures and what to do about them are in the health section, and we are not repeating them here.

1 January 2027: marketplace help narrows

From that date the premium tax credit is limited to the same three categories: green card holders, Cuban and Haitian entrants, and COFA migrants. People granted asylum, refugees, TPS holders and all nonimmigrant visa categories lose the credit whatever their income; they can buy a plan, but without a subsidy. DACA holders cannot enter marketplace coverage at all. South Carolina has no state marketplace of its own, so enrollment runs through the federal site; read the categories on the federal immigration status page.

Information sharing: what state law says

Subsection (E) of section 17-13-170 of the South Carolina Code provides that state and local agencies may not be restricted from sending, receiving or maintaining immigration status information, or from exchanging it with other government entities. Among the purposes it lists is determining eligibility for any public benefit, service or license. Research found no South Carolina page pointing the other way, meaning none promising that the information you give will be kept confidential. The honest sentence is this: many states in this series publish such an assurance, we did not find one here, and the statute points the other way. That is not a prohibition; it is a reason to see a lawyer.

Other benefits

  • Food and cash assistance sit in a different agency. The state health and human services agency says on its own page that those programs are overseen by a different agency, but the line we read does not name it. So we are not naming an agency here; if you plan to apply, call the health agency's general line and ask to be directed to the right one.
  • Status rules differ from program to program. The immigration eligibility rules for food assistance are not the same as those for health coverage; do not reason from one to the other.
  • U.S. citizen children in the household can receive benefits in their own right. A benefit a family member receives in their own name is generally not counted against the applicant, but that too is a case-by-case assessment.
  • Hospital financial assistance is not a benefit program, it is a bill discount. The distinction and the thresholds are in the clinics section.
  • If you moved: your duty to report your address to USCIS continues regardless of any benefit application. See the address change section.

19 · Address change

I moved to South Carolina. Do I have to report my address to USCIS?

Short answer

As a general rule most non-citizens, green card holders included, must report a new address to USCIS within 10 days of moving. The easiest route is the change of address screen in your USCIS online account; the paper AR-11 is also free. If you have a case in immigration court you additionally notify the court within 5 days on Form EOIR-33. Moving inside South Carolina counts too, including a move from Charleston across the river to Mount Pleasant.

Steps, documents and official links
  1. Sign in to your USCIS account and open the change of address screen. Reporting online satisfies the legal duty; you do not also need to mail a paper AR-11.
  2. Enter the receipt number of every pending application. The AR-11 is a change of address notice; the address on a pending application has to be updated separately, and neither substitutes for the other.
  3. Tell the post office separately. A postal change of address does not update your USCIS record, and the post office does not forward USCIS mail to a new address.
  4. If you have a court case, file Form EOIR-33/IC within 5 days. The court address changes only through that form.
  5. If you have a reporting duty to ICE, for instance a regular check-in condition, report your address to ICE as well through the ICE Portal.

A and G visa holders, and visitors who entered under the visa waiver program, are outside the USCIS reporting duty.

Why this section matters more in South Carolina

Two reasons, and both of them are about mail. First: there is no immigration court in the state, your hearing is held elsewhere, and mail is the only link that court has to you. Second: this page publishes no verified USCIS office address in the state, because the agency's pages were closed to automated reading this round, which means the only thing telling you which office to attend is the letter you receive. If your address is wrong, both chains break at once.

There is also something that changed in 2026: a federal rule that took effect on 29 June 2026 adjusted which forms and processes serve as alien registration and as evidence of registration. Check that the document you carry still counts as evidence of registration. We are not listing the new categories here, because this round we read only the rule's official abstract.

An address you give a state agency does not satisfy the AR-11. Someone moving to Mount Pleasant gives their address to several places in the first week: the transportation agency for a license, the county auditor for vehicle tax, the provider for electricity and water, the school district for enrollment. None of those is a federal report, and the 10-day clock runs independently of all of them.

20 · USCIS

Where are the USCIS offices in South Carolina, and where do you go for biometrics?

Short answer

This page deliberately prints no street address, and the reason is concrete: the USCIS pages were closed to automated reading this round, the office locator endpoints were closed as well, and the one archived capture available was from April 2025 and rendered its address block inside an application, so there was nothing to read even there. We do not publish addresses from stale archives. The only correct sentence is this: the address you go to is the address on your appointment notice. In the agency's own words, USCIS field offices do not allow walk-ins, and you are asked to refer to your interview or appointment notice to confirm the field office address before your visit.

Steps, documents and official links
  • Two different offices, two different jobs: an application support center handles fingerprint and photograph appointments, while green card and citizenship interviews happen at a field office. Your I-797C notice tells you which one you are called to.
  • No walk-ins. Appointments are made through the USCIS Contact Center or the online scheduler. Rescheduling a biometrics appointment runs through the same channels. The appointment itself is free.
  • One application has to be filed in person: Form I-131 for emergency advance parole. In the agency's account, applicants need to call the Contact Center to make an appointment, then physically come to a field office to file the application and make any required payment.
  • Your file can be moved to another office. USCIS writes that to process applications faster it may move some application work to other field offices, and that you might therefore receive a notice from a field office that has not handled your case before. The same explanation adds this: it does not change where you go for biometrics, and you will still be sent to the closest application support center.
  • If you look the address up yourself, open the USCIS office locator in the week you travel, not the week this page was written. Federal offices move, and a wasted day caused by an old address circulating online is one of the most common errors in this series.
  • Processing times: on the USCIS processing times page, select the form, the category and the office holding your case. The figures are updated monthly.

A source note: the quotations above come from an archived capture of the USCIS field office page dated 18 April 2025. The policies are stable but the capture is old; confirm the appointment and filing procedure on the agency's current page.

21 · Court

Is there an immigration court in South Carolina, and where will my hearing be held?

Short answer

There is no immigration court in South Carolina. The Department of Justice's own court listing says it is alphabetized by state, and South Carolina does not appear in that sequence. The two nearest courts geographically are Charlotte and Atlanta. One thing we could not establish, and we are not hiding it: we could not confirm which court holds administrative control over South Carolina cases, because the Department's list of administrative control courts does not respond and the Charlotte court's own page publishes no geographic jurisdiction. So the single sentence this page offers is this: only your hearing notice tells you where and when to appear.

Steps, documents and official links

The other nearby court is in Atlanta. Which court you attend is not a matter of guesswork: the court, building, suite number and time printed on your notice are what count. Missing a hearing can lead to an in absentia removal order.

Four rules that apply at any court

  • Faxes and electronic submissions are not accepted unless specifically requested. In the court's own words, unauthorized transmissions are not made part of the record and are discarded without consideration of the document or notice to the sender. So faxing a motion produces the same result as not sending it at all.
  • Security screening on every visit, and cameras and recording devices are prohibited in courtrooms.
  • Internet-based hearings: the Department publishes per-judge links and telephonic access codes, and all telephonic hearings are accessed by dialing 1-415-527-5035 and entering the relevant access code. Photographing or recording an internet hearing is strictly prohibited under federal regulation.
  • A respondent with no representative of record always defaults to an in-person hearing. So if you have no representative you have no remote option; plan the journey.

ICE and CBP: what we print instead of an address

  • We publish no ICE or CBP street address. Those agency pages were closed to automated reading this round, and we do not print federal office addresses from old archives. If you have a reporting duty, the address on your appointment notice is the one that applies; speak with your attorney before you go.
  • The link state law draws to ICE is verified, and it is more useful to a reader than an address: the statute directs the state law enforcement division to negotiate a 287(g) memorandum of agreement with ICE, and state and local officers verify status through ICE's Law Enforcement Support Center or ICE's local field office. The detail is in the state law section.
  • Charleston is a seaport and an international airport city, so CBP has a presence in the region; but we could not read which port offices are public-facing or when, so no address or hours appear here.

Where do you find your I-94 record, and what if it is wrong?

You can download the I-94 for your most recent entry from CBP's own site. Errors made at entry, meaning the wrong visa class, the wrong name or the wrong period of admission, are corrected by CBP's deferred inspection offices. We could not verify the address or hours of such an office in South Carolina this round, so no address appears here; read the current list on CBP's own page and call before you go. These offices only correct mistakes made at the moment of entry.

Why it is urgent: the duration of your work permission, the expiry of your license and your eligibility for some filings all follow from what the I-94 says. In South Carolina the expiry printed on a license issued to someone in temporary status is set from that record; the detail is in the driver license section. If you see an error, do not let it sit.

22 · State law

How does South Carolina state law on immigration affect me?

Short answer

South Carolina has an unusually dense body of state law on this subject, and the same provisions cut both ways. Four things are in force and not enjoined: a status check duty after a lawful stop, a list of documents creating a presumption of lawful presence, a ban on any local sanctuary policy which forbids any local government from restricting enforcement, and mandatory E-Verify for every private employer. Three provisions, by contrast, are under a federal preliminary injunction that the Fourth Circuit affirmed on 23 July 2013: the harboring and transporting felony, the failure-to-carry-registration offense, and the false identification offense. None of this is a protection, and everything below is for information only.

Steps, documents and official links

First, the wording, because the wrong word sends a reader to the wrong place

  • For the three enjoined provisions the sentence we write is this: "under a federal preliminary injunction affirmed on 23 July 2013." We do not write "in force" and we do not write "permanently struck down"; a preliminary injunction is a temporary measure, and we could not verify what happened after 2013.
  • The "validity" note on the state's Code site is a cross-reference, not a holding. It places the citation of the relevant case beside the section. It does not say the section was stopped, and it does not say the section is being enforced as written. Do not read it as either.
  • An injunction is not a shield. It binds the State's enforcement of three provisions and nothing else, and it makes nobody's status lawful. Whether a particular provision can be enforced against a particular person today is a question for a lawyer.

Status checks after a lawful stop: section 17-13-170

This section arrived in a 2011 act and took effect on 1 January 2012. Mandating and limiting subsections sit side by side inside it.

  • Subsection (A), the duty: after a lawful stop, detention, investigation or arrest for a criminal offense, if the officer has reasonable suspicion that the person is unlawfully present, the officer must make a reasonable effort, when practicable, to determine lawful presence. The exception is where the determination would hinder or obstruct an investigation.
  • Subsection (B)(1), the presumption list: a person who produces one of the following is presumed lawfully present: a South Carolina driver license or photo ID; a driver license or photo ID issued by another state; a picture identification issued by the United States, including a passport or military identification; or a tribal picture identification.
  • Subsection (B)(3), and without it the list above is misread: even if you can produce none of those documents, the presumption still applies if the officer can otherwise verify that such an identification has been issued to you. The list is not a closed door.
  • Subsection (B)(5), a limit: once the presumption is met, the officer may not further stop, detain, investigate or arrest the person based solely on the person's lawful presence.
  • Subsection (B)(6), a limit: the section does not apply to a law enforcement officer acting as a school resource officer in an elementary or secondary school.
  • Subsection (B)(2), enjoined: displaying or possessing a false or counterfeit picture identification to prove lawful presence is written as a misdemeanor for a first offense and a felony for a subsequent one. This subsection is under a federal preliminary injunction affirmed on 23 July 2013.
  • Subsection (C)(1), the verification channels: if the presumption is not met the officer must verify through at least one of these: the illegal immigration enforcement unit in the state public safety department; an immigration alien query on the justice and public safety network; ICE's Law Enforcement Support Center; or ICE's local field office.
  • Subsection (C)(2), a limit: the stop may last only for a reasonable amount of time as allowed by law, and if verification fails the officer may not detain the person further on lawful-presence grounds alone.
  • Subsection (C)(4), both ways: if unlawful presence is determined, the officer decides who keeps custody in cooperation with the state unit or ICE; the officer is not required to keep custody on that ground alone; the officer may transport the person to a federal facility inside the state; but must obtain judicial authorization before securely transporting anyone to a point of transfer outside the state.
  • Subsection (D), a limit: a law enforcement officer may not attempt to make an independent judgment of a person's lawful presence. The same subsection also says the officer may not consider race, color or national origin in implementing the section, except to the extent permitted by the constitutions. Implementation must respect civil rights and federal immigration law.
  • Subsection (F), both ways: nothing in the section denies bond or release to someone otherwise eligible; but a court setting bond must consider whether the person charged is an alien unlawfully present.
  • Subsection (G), the sanctuary policy ban: no official, agency or political subdivision of the state may limit or restrict the enforcement of this section or of federal immigration laws. So a South Carolina city or county is forbidden by statute from adopting a policy of non-cooperation.
  • Subsection (H): the section does not implement or authorize the federal identification act of 2005.
  • Subsection (I), a data collection duty: on a motor vehicle stop with no citation and no arrest, where the officer contacts the illegal immigration enforcement unit, the officer must complete a data collection form recording the driver's age, gender and race or ethnicity. The state public safety department keeps the database, promulgates the regulations and publishes a report; and the legislature may withhold state or federal pass-through funds from any agency that fails to comply.

A Turkish passport is not on the presumption list, but the paragraph does not end there

The presumption list includes a picture identification issued by the United States, which covers a U.S. passport or military ID. A Turkish passport does not appear on that list. But subsection (B)(3) above engages in exactly this situation: even if you can produce none of the listed documents, the presumption still applies if the officer can otherwise verify that such an identification has been issued to you. So the conclusion that your passport is worthless does not follow from the statute.

The practical takeaway is very clear: first on the presumption list sits a South Carolina driver license or ID card. If you have moved to the state, get that card within 45 days. Which branches handle applications from foreign nationals, which documents are required, and why you should arrive with two proofs of address are in the driver license section. That is the most concrete step on this page.

The state's own unit, and the jail duty

  • An illegal immigration enforcement unit has been created inside the state law enforcement division, and the statute requires it to be funded by a specific line-item appropriation, separate from that division's other appropriations. The same section requires the division to negotiate a 287(g) memorandum with ICE to the extent possible, and to develop a training program and make it available to all local law enforcement agencies. Using the training is each agency's own choice.
  • The jail duty is 72 hours: when a person charged with a criminal offense is confined in a state, county, municipal or regional jail for any period of time, a reasonable effort must be made to determine whether they are unlawfully present; if the prisoner is an alien, verification must be made within seventy-two hours through the federal Law Enforcement Support Center, and if unlawful presence is determined the jailer must notify the federal agency. The jail also invoices the federal agency for the cost of housing and transporting that prisoner.
  • The limit in that same section: in enforcing it, no state officer may attempt to make an independent judgment of an alien's immigration status; verification must be made with the federal government. And the section does not deny bond or release to someone otherwise eligible. The judicial authorization requirement for transport out of state appears here too.
  • Does any county hold a 287(g) agreement? This round we could not verify it for any county, Charleston County included, because the federal agency pages were closed. We are not implying an answer; ask the sheriff's office where you plan to live, and ask for the answer in writing.

E-Verify: every private employer, every new hire, three business days

This provision changes the whole job-search conversation, so we write it out as it stands. The statute requires all private employers who must complete and maintain federal employment eligibility verification forms to register for and participate in the federal E-Verify program, and to verify the work authorization of every new employee within three business days after employing them.

  • The penalty attaches to the employer's license. Every private employer is imputed a state employment license by statute, and may not employ anyone unless that license is in effect. Penalties escalate from probation with quarterly reports, to a license suspension of 10 to 30 days (during which, in the statute's words, the employer may not engage in business, open to the public, employ an employee or otherwise operate), to 30 to 60 days for a second occurrence, to revocation for a third.
  • A new employee is employed provisionally until verification completes, and the employer must submit the name even if the employment ends in under three business days. If work authorization is not verified, the employer may not employ, continue to employ or reemploy that person.
  • An employer who verifies in good faith is presumed to have complied, and no action may be brought against an employer in respect of an employee who had been employed three business days or less at the time of an inspection or random audit.
  • A contractor duty: contractors must keep the contact phone numbers of all subcontractors and sub-subcontractors and produce them within seventy-two hours of a request during an audit.
  • And the limit in that same section, the most important line here for a reader: in the statute's own words, a state, county or local official must not attempt to independently determine if an alien is authorized to work in the United States. Verification has to go through the federal government.
  • Both halves are useful to you: a South Carolina employer will run E-Verify on you within three days, and an employer who says "we don't bother with that here" is exposing its own license. Know both.

Harboring and transporting: on the books, enforcement enjoined

Section 16-9-460 of the state criminal code makes two things a felony: for a person unlawfully present to allow themselves to be transported or to conceal themselves, and for anyone else knowingly or in reckless disregard to transport, conceal or harbor such a person. In each case intent to further the unlawful entry or to avoid apprehension is required. The penalty is a fine of up to $5,000 or up to five years' imprisonment, and a conviction also permanently bars the person from obtaining any professional license offered by the state or any of its subdivisions.

But the State's enforcement of that section is under a federal preliminary injunction affirmed on 23 July 2013. Both halves have to appear in the same sentence, because writing only one of them would mislead the reader.

The section also carries its own exceptions, and they are on the books: programs, services and assistance including soup kitchens and crisis counseling and intervention; religious institutions recognized as exempt under federal tax law; and short-term shelters designated by the federal authority, where they deliver in-kind community-level services, do not condition assistance on the recipient's income or resources, and are necessary for the protection of life or safety. Shelter provided strictly for humanitarian purposes, or under the federal law on violence against women, is not a violation so long as it is not provided to further or conceal unlawful presence. And one subsection says this directly: providing health care treatment or services to a natural person who is in the United States unlawfully is not a violation of the section.

How to read those exceptions: carve-outs inside a section whose enforcement is enjoined are not as load-bearing as they would otherwise be. Do not stretch the health care exception into a general statement that helping someone is safe, and do not attach it to any other statute.

The litigation: what was verified, and what was not

  • Verified: the United States sued over the 2011 act; the district court preliminarily enjoined three of its provisions on federal preemption grounds; and the Fourth Circuit affirmed that injunction in a published opinion filed on 23 July 2013 (docket numbers 12-1096 and 12-1099). The three enjoined provisions are the harboring and transporting felony, the failure-to-carry-registration offense, and the false identification offense.
  • Also verified, and it explains the rest: a footnote in the same opinion records that the district court dissolved its injunction against the other subsections of that section on remand. That is why the remainder of the stop provision, meaning the status check duty, the presumption list, the verification channels, the sanctuary policy ban and the data collection duty, is not under the injunction.
  • Not verified: what happened after 23 July 2013. We found no primary document showing that the preliminary injunction was made permanent, or that the case settled or was dismissed. That is why this page does not say "permanently struck down."
  • And one note from the Code's own history lines: neither section shows an amendment after 2013, so the provisions stand as printed. We did not search for later litigation this round, and we say nothing about it.

Finally: how you will not use this section

  • Do not read it as a protection. The limiting subsections are limits on officers, not shields handed to a reader. And subsection (G) forbids a South Carolina city or county from adopting a policy of non-cooperation at all, so municipal ordinances of the kind found in other states can have no counterpart here.
  • Do not read it as a threat either. The section numbers, the date of the injunction and the presumption list are set out in full above; whether a given provision can be enforced against a given person today is a lawyer's question.
  • And most of all: do not use this to decide where to live. Legislation changes, enforcement differs county by county, none of it affects federal authority, and choosing or avoiding a state does not improve your file. Choose where to live on work, family, schools and cost, and run your immigration case with an attorney.

23 · Voting and jury duty

I am not a citizen. Can I register to vote in South Carolina, and what if a jury summons arrives?

Short answer

Registering and voting belong to U.S. citizens only, green card holders included. The statute says so in its opening words: registration is provided for every citizen of this State and of the United States. On the jury side South Carolina is a welcome exception in this series: the jury list is citizen-filtered at source, which means the trap seen in some states, where a jury summons can arrive out of the driver license pool, is structurally absent here. You may have heard the opposite, so we set out what the statute actually says below.

Steps, documents and official links

Voter registration: the rule is clear

  • Citizenship is the condition. The statute says an applicant must be registered if they meet the listed qualifications, and the section's opening confines registration to citizens. A separate section says this: no person shall be allowed to vote at any election unless registered as required.
  • Registration books close thirty days before each election, including thirty days before the June primary and thirty days before the November general election. If you have just naturalized, do not miss that calendar.
  • The immigration consequence is heavy. Registering or voting as a non-citizen is a federal crime and a direct problem in front of an officer assessing eligibility and good moral character; the USCIS policy manual treats the subject in its own chapter. A citizenship or green card application failing for this reason is not a theoretical risk.
  • Read the form at the counter. If a driver license, ID card or public service application contains a voter registration section, signing that section counts in most states as a sworn statement that you are a citizen. Do not sign a section you do not understand, do not answer yes to a citizenship question if you are not a citizen, and if you are unsure, ask the clerk plainly and wait for the answer.
  • Do not fill in voter registration forms handed to you by volunteers at the door or at events, even if a campaign worker tells you it will be fine.

The jury list: in South Carolina the filter is at source

The statute sets out how the list is built, and each step filters for citizenship.

  • Each September the transportation agency furnishes the state election commission a file of people who hold a valid South Carolina license or ID card and are over the age of eighteen years and citizens of the United States.
  • Each October the commission merges that file with the county's registered voters, and in the statute's own words only those licensed drivers and identification cardholders who are eligible to register to vote may be included in the list.
  • The commission must also eliminate duplicates and the names of persons disqualified from registering to vote or voting.
  • The result: a non-citizen should not appear in that pool. This is the opposite of the situation in some states, where the license file includes people without lawful status and a summons can arrive anyway.

If a summons arrives nonetheless

  • Do not ignore it and do not throw it away. A data error or a name match can still produce a summons. Call the clerk of court named on the letter as soon as possible and say that you are not a United States citizen.
  • A summons is not an accusation. And the statute says that a person who suspects they are disqualified must say so when questioned, and that failure to do so is punishable as contempt of court. So the duty to disclose runs to the court, and to no one else.
  • The statutory disqualifications are these: a conviction in a state or federal court of record for a crime punishable by more than a year, with civil rights not restored; inability to read, write, speak or understand English; incapacity through mental or physical infirmity (legal blindness alone does not disqualify); and less than a sixth-grade education or its equivalent.
  • Exemptions are almost nonexistent: in the statute's words, no person is exempt from jury service in any court of this State except men and women sixty-five years of age or over. Notaries public are not exempt. An exempt person may be excused by telephone on confirming their date of birth and age to the clerk of court or chief magistrate.
  • Notice: a juror must be given at least fifteen days' notice of the time and place to appear, unless the trial judge waives it for immediate need.

If you have just naturalized: you can now both register and serve. Confirm the registration routes and the book-closing date on the state election commission's own page.

24 · New citizens

I have naturalized. How do I get a U.S. passport in South Carolina?

Short answer

A first U.S. passport is applied for in person on Form DS-11: you attend an acceptance facility with the original of your citizenship document. South Carolina has an advantage here that is rare in this series: there is a federal passport facility in the Charleston area, and unusually it takes in-person appointments for urgent travel. Most states in this series have no federal passport office at all. For people in Mount Pleasant there is a second convenience: the Town's own acceptance facility is open on Saturdays, while the others nearby run on weekdays.

  • The booking system: appointments are made through the online passport appointment system; email and SMS codes are required, and an unconfirmed appointment is released after fifteen minutes. So do not close the screen before the code arrives.
  • The mailing address differs from the visiting address. The facility has a separate postal address for documents; do not mail documents to the visiting address.
  • Life-or-death emergencies have a separate route.
  • A source note, and take it seriously: we could not reach the Department's site directly, so we read this facility's hours and appointment criteria from an archived capture dated 16 January 2026. Confirm the hours and the criteria on the Department's own page before you travel; two days before an international flight is not the moment to discover a changed rule.

Acceptance facilities in and around Mount Pleasant

The list below comes from the State Department's own machine-readable facility file, read on 8 October 2026. These are where you apply for a first passport; they are not agencies and cannot issue one quickly. Most require an appointment, and every record in that file points to the postal appointment scheduler.

  • The schedule at the Mount Pleasant office differs from the others, and we print it deliberately: its published acceptance times run Tuesday to Saturday, not Monday to Friday like the rest. So for someone who cannot take a weekday off, the office inside the Town itself is open on Saturday. The second Saturday window nearby is at Goose Creek.
  • Which transactions must be in person: first-time adult applicants, children under 16, anyone whose passport was lost, stolen or damaged, and anyone whose passport was issued before they turned 16 or is more than 15 years old. A renewal goes by mail and needs no acceptance facility.
  • We are not printing the fees. The Department's fee page was closed to us this round and we are not inventing a figure. What we can say is that you make two separate payments, the passport fee to the Department and the acceptance fee to the facility you attend. Call ahead about accepted payment methods; some counters do not take cards.

One distinction: this section is about a U.S. passport, meaning for someone who has naturalized or for a child born here. A Turkish passport is not renewed at a post office; that runs through the Consulate General in Miami, where in-person applications are taken only in a morning window.

25 · Things to do

What is there to see in South Carolina?

Short answer

The first thing to know about money here is good news: the $100 nonresident surcharge at national parks does not apply at any park in South Carolina. The Park Service names the parks where it applies, and no South Carolina park is on that list. Two National Park Service sites in the state are free every day: the historic site inside Mount Pleasant and the old-growth forest park in the middle of the state. On the paid side the real items are the state parks' annual pass, which is priced per vehicle, and the county parks' annual card. And one warning up front: the beaches here are not free, because the beach parks charge admission.

The park's own words: this site does not charge entrance fees, and no park passes are sold here because it is a fee-free site

Fort Sumter is a separate ticket, and this is the trap families fall into

The Park Service prints this as a warning on its own page: Fort Sumter requires ferry tickets to be purchased from a third-party concessioner. So your park entrance pass is not the boat ticket. There is one more detail on top of that: the Park Service states plainly that although a ferry to Fort Sumter leaves from Patriots Point, that site is not administered by the National Park Service. Patriots Point is inside Mount Pleasant.

  • Make the arithmetic concrete: a family of four with two children under 16 gets into Fort Moultrie for $20. Fort Sumter then means a separate commercial boat ticket on top of that.
  • We could not verify the ferry's prices, timetable or whether children travel free this round, so no figure appears here. Read them on the operator's own site.
  • We could not verify Patriots Point's own admission prices either. The only two things verified are that the ferry leaves from there and that the site is not administered by the Park Service.

The federal annual pass now has two prices, and the cheap one is not open to everyone

  • The agency's own sentence: all other America the Beautiful passes are for US citizens and residents only. So the only pass a non-resident can buy is the $250 one.
  • What the pass covers: entrance fees and standard amenity day-use fees on National Park Service, Fish and Wildlife Service, Forest Service, Bureau of Land Management, Bureau of Reclamation and Army Corps of Engineers lands; one private vehicle fee, or four per-person fees. In the agency's words the Non-Resident Annual Pass covers the entire vehicle, or 2 motorcycles, or the passholder plus three additional adults where per-person fees are charged.
  • All of these passes are non-refundable and non-transferable.

The $100 surcharge: where it applies and where it does not

The agency names the parks where it charges the fee: Acadia, Bryce Canyon, Everglades, Glacier, Grand Canyon, Grand Teton, Rocky Mountain, Sequoia and Kings Canyon, Yellowstone, Yosemite and Zion. At those eleven parks, nonresidents aged 16 and over pay $100 on top of the regular entrance fee unless they are admitted with an annual pass.

  • No South Carolina park is on that list, Congaree included. We say so deliberately, because in one state in this series the position was the reverse, and a reader who saw that guide may assume the worst.
  • But watch out if you are planning a holiday: two of the parks on the list are within driving distance from here. If you are planning a trip southeast or west, read that park's own fee page before you book.
  • The list is a 2026 policy and it can grow. Do not rely on this paragraph a year from now; read the park's page.

Free entrance days: the dates are settled, who they cover is not

Two free entrance days remain in 2026: 27 October 2026 and 11 November 2026. The earlier free days this year have passed and this page does not present them as upcoming.

Now the honest part. On the question of who those days cover, the agency's own pages carry three different wordings, two of them on the same page. In one place it says free entrance days only apply to US citizens and permanent residents, and that nonresidents must pay entrance and any nonresident fees unless they hold the Non-Resident Annual Pass. In another it says all sites that charge an entrance fee will offer free admission to US citizens and residents. In a third the same sentence is written as free admission to everyone.

  • We do not pick a side and we do not invent a definition. Two wordings exclude a non-resident, one includes everyone, and choosing between them is not ours to do. Note too that "permanent resident" and "resident" are not the same category, and "resident" is not defined on any official page.
  • What to do: before you set off relying on a free entrance day, call the park you are going to and ask whether that day is free for you. Around Mount Pleasant the only site that charges anything is Fort Moultrie, and its visitor center takes the question.
  • Do not read this as "foreigners cannot get in." The uncertainty is about the fee, not about admission. And the two free sites above are free every day, entirely outside this question.

The state parks passport, and why per-vehicle pricing matters

  • The $99 annual passport, in the agency's words, provides unlimited entry to all South Carolina state parks for everyone in the pass holder's vehicle, and is valid one year. The hangtag can be transferred from one vehicle to another.
  • Two added benefits: the pass also gives free admission to the historic lighthouse at one state park and to the historic castle at another, maximum four people per visit.
  • Who gets half price: South Carolina senior citizens aged 65 and over, legally blind and 100 percent disabled residents of South Carolina, and active members of the state National Guard. The agency's sentence: provided the qualifying person is present, all persons occupying a vehicle displaying these passes will be admitted without additional charge of admission. A park employee may ask the passholder for identification.
  • The half-price pass cannot be bought online. You buy it at any state park office, at the state house gift shop in Columbia, or by telephone; and if you call, the agency warns that you must be able to provide a copy of your driver license or other requested documentation.
  • The seven-day passport is $65 and covers all 47 parks, but it is sold only at a park. So someone coming from abroad for a week cannot buy it online in advance.
  • Two limits worth printing: in the agency's own words, park passports are good for entry but do not guarantee entry if the parks are full. And passenger vehicles that seat 16 or more are not eligible.
  • The arithmetic: because the passport is priced per vehicle, it pays for itself quickly against day tickets for a large family, but only if you actually go several times. For a single holiday week the $65 seven-day version is the better buy.
  • A source note: the state parks site refused automated access entirely this round, and we read the prices above from an archived capture dated 6 October 2026, two days before the research date. Even so, confirm them on the live site before you set off.

The beaches are not free

We say this plainly because it surprises newcomers. Three of the area's beach parks are county parks and charge admission; that is precisely why they are listed in the county's annual card. Which card covers which place is in the section below. Public beach access outside those county parks, and parking there in particular, we did not research this round, so we are not implying that any beach is free.

If you are going to Congaree, read the park's own warnings

These are not generic safety tips, they are specific warnings on the park's own page: cell reception is unreliable and may not be available where you are hiking or paddling; leave an itinerary if you are going into the backcountry; flooding can happen with little or no warning, so check the water levels for the creek and the river before you go; and in summer insects such as mosquitoes can, in the park's words, be quite bothersome. We could not verify the driving distance from Mount Pleasant to Congaree, or whether the boardwalk is stroller- or wheelchair-accessible.

26 · Free and family-friendly

What is free to do in South Carolina, and where can you take children?

Short answer

For a family living in Mount Pleasant on a tight budget the most useful answer is inside the Town: the federal historic site at 1254 Long Point Road. Entrance is free, parking is free, the trail is a quarter of a mile so it suits small children, and most important of all: the grounds, trails, restrooms and water station are open from 9 a.m. to 4:30 p.m. even when the visitor center is closed. So the trip is never wasted. The second item is the free t-shirt the state gives children. The third is the county parks' annual card, which is sold at a discount to county residents, and the county explains the discount as a property tax discount rather than a citizenship one.

Steps, documents and official links

The ones that cost nothing

  • Charles Pinckney National Historic Site, 1254 Long Point Road, Mount Pleasant. Telephone 843 577-0242. Entrance is free; in the park's own words, a parking lot in front of the comfort station offers plenty of free parking; the quarter-mile loop trail has cultural and natural points of interest; there is a Junior Ranger program for children; and pop-up guided walking programs are available upon request, so ask the staff at the visitor center. The Park Service describes the site as six miles north of Charleston off U.S. 17.
  • Watch out for an address mix-up: the site's mailing address is on Sullivan's Island, because it is administered together with Fort Moultrie. Do not use that address as the place to visit; the visiting address is on Long Point Road.
  • Congaree National Park, free to enter, with a boardwalk you can walk in an hour. The park's own safety warnings are in the section above, and you should not go without reading them.
  • Shem Creek Park, owned by the Town of Mount Pleasant. The Town's own notice says this: the closure applies only to the floating dock; the remainder of the park, including the boardwalk, remains open and accessible to the public. The floating dock is closed until further notice after damage, and the Town has not yet decided on next steps. We are not labeling anything here free: the Town's page does not state that this park charges admission and does not state that it does not, so check the Town's own page before you go.

The Town's other parks: what we know and what we do not

Honesty is required here: we could not reach many of the Town's own park pages this round, several did not respond, and the facility finder loads page by page inside an application. So below we write only what was verified, and we make no claim that any Town park is free, even though municipal parks usually are.

  • The Town runs a parks and facilities finder and its feature filter is genuinely useful: you can select by ADA accessibility, playground, restrooms, walking trail, picnic areas, pool and skate park. The tool is on the Town's parks and facilities page.
  • Among the facilities we saw in the list: the soccer complex at 85 Patriots Point Blvd (playground, restrooms, soccer), the sports fields at 1620 Ben Marino Way, the baseball complex at 615 Center St, and the middle school fields at 3500 Thomas Cario Blvd. No fee information was displayed for any of them.
  • Memorial Waterfront Park belongs to the Town, and the county parks' page says the pier sits adjacent to it. But the Town's own page for that park did not respond, so we do not know its hours, its parking or whether it charges anything.
  • The Mount Pleasant Pier belongs to the county parks. It has equipment rentals, tackle and frozen bait, knowledgeable staff, a cafe, a gift shop and restrooms. An annual pier fishing pass is $60 plus tax, or $40 for seniors 60 and over and youth 12 and under. The daily walk-on and daily fishing prices could not be read, so ask at the pier.

Children can earn a free t-shirt from the state

This is the one item in the file that can keep children occupied for a year. You collect a stamp at each state park you visit, have a park ranger verify the stamp book at the final park, and in the agency's own words the ranger will submit your name to receive a free t-shirt, which arrives in the mail. More than five thousand people have completed it.

  • The stamps are hidden in findable places and the parks say where: at one park at the admission desk in the visitor center, at another on the backside of the information kiosk in the main parking lot.
  • An honest note: the shirt is free, but visiting all 47 parks is not. We could not verify the cost of the stamp book itself or whether the program requires a park passport, and we could not verify whether the t-shirt program carries a residency or citizenship condition. Ask at the first park.

The county parks card, and the resident discount

Mount Pleasant is in Charleston County, and the county's park commission sells annual cards. If you will go more than twice a year the arithmetic works.

CardPriceWhat it covers
Gold Pass$99 plus tax; $84 for county residents; $69 for seniors 60 and over, plus taxA year's admission to the listed county parks, in the agency's words valid for up to 15 people per vehicle unless otherwise specified, plus free entry to a range of programs, festivals and special events
Individual Pass$40 plus tax; $30 for county residentsA non-transferable photo ID for the holder only. The agency's sentence: not valid for other passengers in the vehicle or for admission into special events
Pier Fishing Pass$60 plus tax; $40 for seniors 60 and over and youth 12 and underA year's free fishing from two piers, one of them the Mount Pleasant Pier
Waterpark passesThe wider version $99.99, the basic version $69.99, plus taxUnlimited admission to the waterparks, plus free gate entrance to the listed county parks during waterpark season. On the basic version the largest waterpark is discounted to $15.99
Skate pass, climbing wallSkate pass $40 a year; climbing wall $450 a year or $45 a month, plus taxThe climbing pass carries a 20 percent discount for youth 12 and under and seniors 60 and over, applied in the cart
  • The parks the Gold Pass admits you to include, among those easily reached from Mount Pleasant: Palmetto Islands, Isle of Palms County Park, James Island, Caw Caw Interpretive Center, Wannamaker, Laurel Hill, Johns Island, Folly Beach County Park, Kiawah Beachwalker, Stono River, Meggett, Old Towne Creek, Lighthouse Inlet, the Wannamaker North Trail, and McLeod Plantation and the aquatic center for up to four visitors each.
  • The events it gives free entry to include a harvest festival, a holiday festival of lights (one-time admission only), a Latin American festival, a Cajun festival, a summer reggae concert series, a park music event and the early morning bird walks at Caw Caw.
  • One date: 1 December 2026. The bird walk allowance for cardholders narrows then: between 1 December 2025 and 30 November 2026 members could register for up to four spots across the Wednesday and Saturday walks; from 1 December 2026 it is two spots on the Wednesday walks only. If you are buying the card for that item, put the date in your calendar.
  • We print the card rules because they cause trouble at the gate: in the agency's words, the card itself or the mobile app must be presented to be scanned for admission, and the receipt of purchase is not valid for entry. Cards bought online are posted, or can be bought at park offices. Some passes require a photo. And dogs and bikes are not allowed at Caw Caw Interpretive Center.
  • One extra discount: Gold Pass holders get $15 off an annual membership at the state aquarium by showing the pass at the member window. We did not verify the aquarium's admission prices this round, so they do not appear here.
  • We do not guess at two prices: in the readable text on the county's pass page there are two unlabeled prices, one at $125 plus tax under the Gold Pass heading and another further down at $25 plus tax. The page does not say which category they belong to, and we are not guessing; ask at the counter.
  • We could not verify the daily admission prices either. The county parks' daily gate prices load inside an application on the page and could not be read; if you will not buy an annual card, call the park you are going to.

The resident discount: the county's own reason, and what we are not writing

The county park commission explains its discount in these words: Charleston County residents contribute to the development of our county park system through property taxes, therefore a discounted rate is available to them.

  • The stated basis is residency and the property tax link, not citizenship and not immigration status. That is genuinely useful for a newcomer, because people assume exactly this kind of saving is closed to them.
  • But we write it carefully: the page says why the discount exists; it does not say what proof is accepted at the counter, and it says nothing in either direction about immigration status. So we are not writing that immigration status does not matter. What we are writing is this: the discount exists, its basis is explained as residency, and ask the park office what proof of Charleston County residency it accepts.

The cheapest serious outing

The cheapest real outing in this file is a state historic site: Colonial Dorchester. Two adults and two children aged 6 to 15 get in for $8. A colonial village settled in 1697, a fort built of oyster-shell tabby, a bell tower and an interpretive trail with kiosks. We could not read its opening hours this round and do not know whether it opens daily, so call before you go. For a longer day, Charles Towne Landing in Charleston is $12 for an adult and free under 6; the timing traps there are in the note to the section above.

We also write down what we could not verify

We could not read the admission prices for several known places in the area this round: the Fort Sumter ferry, Patriots Point, the state aquarium, and the historic house and plantation museums around Charleston. We print no fee for any of them. We also did not research whether any museum in the Charleston area runs a free day, a library pass scheme or a discount tied to a benefit card; many cities in this series have one, so it is worth asking your own library and the museum you plan to visit.

27 · Turkish consulate

Where do Turkish consular matters for South Carolina get handled?

Short answer

South Carolina falls in the district of the Consulate General of Türkiye in Miami. Not Houston, not New York, and not the Embassy in Washington. We are not writing that from an assumption: the mission's own contact page lists its jurisdiction as Florida, Georgia, North Carolina, South Carolina and Puerto Rico, and the published jurisdiction lists of the Houston and New York consulates general do not include South Carolina. The practical consequence is plain: Miami is an interstate journey from Mount Pleasant, and in-person applications are only accepted between 9 a.m. and 1 p.m. So you start not by setting off, but by booking an appointment and confirming the document list in advance.

There is a conflict in the call center number, and we print it

Research recorded a clear discrepancy here. The Miami Consulate General's own contact page gives +90 312 292 29 29 for the 24/7 consular call center. The pages of the other Turkish missions examined in this series, by contrast, print the US-dialable number +1 888 566 76 56 for the same service. Both numbers appear on pages under the ministry's own domain, and this round we could not resolve which one should be preferred. Rather than print one number and send you to the wrong line, we have printed both. If one does not connect, try the other, or call the mission's switchboard directly and ask which number to use.

The district: five jurisdictions, one mission

Miami's published district is Florida, Georgia, North Carolina, South Carolina and Puerto Rico. The New York Consulate General writes on its own page that it is one of six Turkish consular missions in the United States and names the others as Los Angeles, Chicago, Houston, Boston and Miami; Washington is not a consulate general but the Embassy's consular section. So from South Carolina there is no alternative mission.

What gets handled there

The mission's own procedure menu lists the categories by name: birth, civil registry, marriage, passport, military service, notarial and citizenship matters, plus visa pre-application for foreign nationals. Each category page publishes the procedure, the fees and the documents required.

  • We are not printing the fees here. They change, and the only place to read them is the mission's own page. Arriving at the counter with a figure taken from a guide is the most expensive mistake available at Miami distance.
  • The appointment system runs on separate tracks: one for Turkish citizens' consular business, another for foreign nationals' visa pre-applications. Taking an appointment, querying one and canceling one are separate functions in that system; cancel the moment you know you cannot attend.
  • There is a written channel: the mission's contact page carries a write-to-us form and an emergency form, with a subject list covering birth, civil registry, marriage, passport, military service, notarial matters, citizenship, estates, education and visas. We are telling you the channel exists; we are not submitting anything on your behalf.

Closures ahead in 2026 and early 2027

In the mission's own published list, the closures after the research date are these: 12 October 2026 (Columbus Day), 29 October 2026 (Turkish National Day), 11 November 2026 (Veterans Day), 26 November 2026 (Thanksgiving), 25 December 2026 (Christmas) and 1 January 2027 (New Year). For the full 2027 list, read the contact page again in December.

Put the distance at the center of the plan

The drive between Mount Pleasant and Miami takes a day each way, and the counter is open only four hours in the morning. So the order is this:

  1. Call first. The mission explicitly reserves its afternoons for matters handled by phone and mail; ask before you set off whether your business can be completed by post.
  2. Confirm the document list. Read the list on your procedure's category page, then verify the same list by telephone.
  3. Book appointments for the same day or consecutive days. Try to finish more than one errand in one journey.
  4. If you need an apostille, finish that first. A document issued in the United States needs an apostille to be used in Türkiye, the apostille is obtained in South Carolina, and mail takes time. The order is in the apostille section.

Something we could not verify: we did not find any record on the mission's site of mobile consular services being held in South Carolina. That does not mean it does not happen, it means we could not see it. If you are looking for such an announcement, follow the mission's own notices.

28 · Apostille

What do I do to use a South Carolina document in Türkiye?

Short answer

Türkiye is a party to the Hague Apostille Convention, so a document issued in South Carolina needs an apostille rather than consular legalization to be used there. And there is a distinction specific to this state: the apostille comes from the Secretary of State, not from the health department. The health department says so itself: an apostille, which foreign governments sometimes require, is issued by the Secretary of State's office. So you get the birth certificate from one agency and the apostille from another.

Steps, documents and official links

What an apostille is, and what your document needs

The Secretary of State's own definition is this: an apostille is a state certification of the signature of an official who has signed a public document. The practical consequence is that your document must either be signed by an elected or appointed official, or by an authorized staff member whose signature is on file with the Secretary of State, or be notarized by a commissioned South Carolina notary public.

What you send

  1. The state authentication cover letter (the office's own PDF form).
  2. A self-addressed stamped return envelope.
  3. The fee. The office's page asks for a personal or company check or money order payable to the Secretary of State's Office, or cash, in the amount of $5.00 for each document. A caveat on that figure: the office's site was closed to us this round and we read the $5.00 from an archived capture dated January 2025. Confirm the current fee on the office's own page before you prepare the envelope.
  4. The documents themselves.
  5. State the destination country. The office asks for this explicitly, because the destination determines whether the document needs an apostille (Hague) or an authentication certificate (non-Hague). Türkiye is a convention party, so an apostille is normally what issues; but write the destination country and let the office decide, because that is what the office asks for.

Where and how

Submissions go by mail, by courier or by hand. The published address is 1205 Pendleton Street, Suite 525, Columbia, SC 29201, to the authentications section, with hand delivery between 8:30 a.m. and 4:30 p.m. We read that address and those hours from the same January 2025 capture, so confirm them before you drive. Columbia is roughly a two-hour drive from Mount Pleasant; mailing makes more sense than driving here, because there is nothing for you to do at the counter.

The rule that matters most for Turkish documents

The office's own sentence is this: all documents in a foreign language must be signed, notarized, and accompanied by an English translation signed by the translator with the translator's signature notarized. The same applies in reverse: when a foreign-language translation of an English document requires an apostille or authentication, that translation must be signed by the translator and notarized. So the translation is not an extra, it is part of the file.

Four more things to know

  • Documents can be refused: the office writes that documents which appear to be contrary to state or federal law, interest or policy will not be certified, and it tells customers to check their documents for correctness before calling and again before leaving the office.
  • A state does not apostille a federal document. Federal documents such as a naturalization certificate or a U.S. passport do not go through the Secretary of State; they go to the State Department's office of authentications. People who do not know that distinction mail documents to the wrong agency and lose weeks.
  • The sub-routes are separate: the office publishes separate guidance for certification of vital records, certifications by commissioned South Carolina notaries, certifications by elected or appointed officials, and certifications for non-Hague countries. Read which route your document falls into on those pages.
  • The document's own fee is separate from the apostille fee. You obtain a birth or death certificate from the health department and that carries its own charge; work out how many copies you need before ordering. The detail is in the vital records section.

29 · Time and flights

What is the time difference between South Carolina and Türkiye, and how do you fly to Istanbul?

Short answer

All of South Carolina is on Eastern Time, which puts the gap with Istanbul at 7 hours while daylight saving is in force and 8 hours in winter. In 2026 daylight saving ends on Sunday 1 November 2026, taking the gap to 8 hours, and it returns to 7 hours on 14 March 2027. Türkiye stays on the same time all year and does not change its clocks. On flights the answer is clear and it is not good news: there is no nonstop flight from Charleston to Istanbul, and the airport's own destination list shows no transatlantic nonstop at all. You will connect.

Steps, documents and official links

The time difference

PeriodLocal timeGap to Istanbul
8 October 2026 to 31 October 2026Eastern daylight time7 hours behind
1 November 2026 to 13 March 2027Eastern standard time8 hours behind
After 14 March 2027Eastern daylight time7 hours behind

The daylight saving window is set by federal statute: it begins on the second Sunday in March and ends on the first Sunday in November. That all of South Carolina sits in the Eastern zone we did not read directly from the federal time zone regulation this round; it is all but certain, and that is our source note.

What this means in practice: the consulate window

The Miami Consulate General's in-person window is 9 a.m. to 1 p.m., which is 4 p.m. to 8 p.m. in Türkiye during daylight saving and 5 p.m. to 9 p.m. in winter. So the easiest time to call an office, a bank or your family in Türkiye is a South Carolina morning. To reach an office in Türkiye that works 9 to 5 on weekdays, you are calling between 2 a.m. and 10 a.m. local; calling at seven in the morning is the easiest way to save the day.

Flying to Istanbul

  • What we know: the state's largest airport is Charleston International Airport, and the nonstop international destinations on its own flight page are Toronto and Cancun. That is the whole list.
  • So: there is no nonstop between Charleston and Istanbul, and research found no transatlantic nonstop of any kind at that airport today. In practice the journey is built with a connection through a northeast U.S. hub or a European hub.
  • We print no airline name and no schedule. We read today's official destination list; we did not verify any airline's route or timing. When you search for a ticket, check the airline's own route page.
  • The airport address: 5500 International Boulevard, Suite #101, North Charleston, SC 29418. It sits across the Cooper River from Mount Pleasant, not inside the Town.
  • Two conflicts, printed as they stand. First, the name of the body that governs the airport appears in two different forms across official sources: the airport's own site uses one name, while state and federal aviation records use another. Second, the main phone number also conflicts: the airport's contact page lists one number, while the state aviation record and the federal airport record both give another. So we treat neither name as settled and we print neither number; if you need to call, use the airport's own contact page.
  • The state's other commercial airports are Greenville-Spartanburg, Columbia, Myrtle Beach, Hilton Head and Florence. We did not research which airline flies where from any of them this round, so no route appears here; the state's airport directory sits with the state aeronautics commission.
  • A warning for anyone arriving by train: the station called Charleston is not in Charleston, it is in North Charleston. The detail is in the transit section.

Your questions, answered

Frequently asked questions

Can you get a driver license in South Carolina without an SSN?

No. A Social Security number is required and it is electronically verified against the federal record; if you have no number you bring a letter from the Social Security Administration stating you were denied one. Lawful status is required too. But the good news lies in the card itself: South Carolina issues a genuine REAL ID to a lawfully present non-citizen. In the agency's words the card will carry a star with "LIMITED TERM" printed across the front and can be used to board airplanes or enter secure federal facilities; and regardless of what choice you make the cost is the same as the card that is not a REAL ID. In Colorado someone on the same status is handed a banner-marked card that cannot fly; here the outcome reverses. Watch two traps. First, only 30 of roughly 69 branches serve non-citizens, and the Mount Pleasant branch prints "International Customers: No" on its own page; in the Charleston region the branches to use are Leeds Avenue, Orleans Road and Ladson. Second, which card you get is decided by the number of address documents you bring: two documents from two different organizations showing the same address gets the star, while one gets a card stamped "NOT FOR FEDERAL IDENTIFICATION." One more boundary: an expired visa ends your REAL ID eligibility, and an I-797 expired more than 12 months is not accepted at all. The commercial license is issued only to citizens and lawful permanent residents.

Can a Turkish license be exchanged in South Carolina, and is the test in Turkish?

It cannot. The state's reciprocity list waives both tests, but the list reads: American Samoa, Canada, Micronesia, France, Germany, Guam, the Northern Mariana Islands, Puerto Rico, the Marshall Islands, Palau, South Korea, Taiwan and the US Virgin Islands. Türkiye is not on it, so you take the knowledge test and the road test. And the gap is diplomatic rather than technical: in the agency's own words, a country joins the list only when the agency receives a formal request from the country or its consulate. But bring your Turkish license. Form MV-94 says a foreign license is shown, not surrendered, and names its purpose: proof of prior driving experience. That has direct value: for an applicant 18 or over the permit holding period is normally a minimum of 30 days, but 180 days if you have no driving experience. Oregon and Colorado take the foreign license at the counter and cancel it; South Carolina does not. On language we have to be honest: we could not find which languages the test is offered in. The testing page, the beginner-permit page and the non-citizen page say nothing about it, and no page listing test languages was reachable. So we write neither "English only" nor that Turkish is available; we also found no Turkish edition of the driver manual and could not verify whether an interpreter may be used in the exam. Call the branch before you book and ask for the answer in writing. One document rule to finish: any document not in English must be translated by a qualified or certified translator on Form 4030, the Translation Document.

What is the income tax in South Carolina, and is there a local income tax?

The state restructured its tax for 2026 into two brackets. The revenue department's own sentences: the tax year 2026 tax rate for income less than $30,000 is 1.99%, and the tax year 2026 tax rate for income from $30,000 and above is 5.21%, minus $966. The department states that there are now two individual income tax brackets, with the detail in its Information Letter #26-20. On local income tax, research found nothing: the department's individual income tax page describes only the state tax, and no municipal income tax or per-person payroll tax of the Denver or Kansas City kind was found. We do not write "there is none"; we write "we did not find one", but we can say this much: someone working in Mount Pleasant files one state return against one rate schedule. After Colorado's city tax and the earnings tax in Missouri's two big cities, that is a genuine simplification. Do not skip one procedural detail: the state has its own W-4, separate from the federal form, and it has to be given to your employer; the 2026 version sits on the department's withholding page with the withholding tables. The department's portal is MyDORWAY, which in its own words is the preferred way to upload W-2 and 1099 forms, register for withholding accounts, file returns and make payments. Rates change annually, so the figures above are for tax year 2026 and you should take the new ones from the department's page each January.

I moved to South Carolina. Do I need to tell USCIS?

As a general rule, most non-U.S. citizens, including Green Card holders, must report a new address to USCIS within 10 days of moving. Holders of A and G visas and Visa Waiver visitors are outside that reporting duty. The report is free through an online account, and a move within the same state counts too. If you have a case in immigration court you must also notify the court within 5 days on Form EOIR-33; if you have an ICE reporting obligation, ICE says 5 business days. A change of address filed with the post office does not update your USCIS record. We publish no USCIS street address on this page: the address on your own notice or appointment letter is the one that applies.

Can a landlord ask about my immigration status, or reject me for having no SSN?

We have to be honest here, because the answer is the opposite of Oregon's. Research found no South Carolina provision barring a landlord from asking about immigration status, and none saying an application cannot be refused for want of a Social Security number. The protected classes under the state fair housing law are race, color, religion, sex, familial status, national origin and handicap; citizenship and immigration status are not on the list. Against that, national origin is protected, and that is an immigrant tenant's real hook: if you believe you were refused for being Turkish, the route runs through the state human affairs commission, the complaint is made in writing on the commission's form, and the commission must investigate and notify you in writing within thirty days of receiving it. But there is a further limit that hits our reader directly: the small landlord is exempt from the law itself. It does not apply to rooms in a dwelling with living quarters for no more than four families where the owner actually occupies one of them, nor to a single-family house let by a private individual who owns no more than three such houses and uses no broker. So for someone renting a room in an owner-occupied Mount Pleasant house, the state fair housing law may simply not apply. How the federal Fair Housing Act treats that is a separate question, and a question for a lawyer. On source-of-income discrimination we also found no prohibition, and no state provision preempting a local one either.

How much can rent be raised in South Carolina, and what is the biggest tenant trap?

There is no statewide cap on rent increases, and there cannot be one: in the statute's words, no county or municipal corporation may enact, maintain or enforce any ordinance or resolution that would regulate in any way the amount of rent to be charged for privately owned single-family, multiple-unit residential or commercial rental property. The only carve-outs are the local government's own property and voluntary agreements with private persons. So Mount Pleasant has no power here. But the real trap is not the rent, it is the notice, and it is the harshest tenancy provision in this series. The statute recognizes a way to close the written-notice duty permanently: a boilerplate paragraph placed in the lease ending "This is your notice. If you do not pay your rent within five days of the due date, the landlord can start to have you evicted. You will get no other notice as long as you live in this rental unit." With that clause in the lease a tenant goes into eviction five days late with no other warning at all, and the statute carries the clause into the month-to-month tenancy that follows. Search for that paragraph before signing, and if it is there put the rent on automatic payment. The other periods: ending a month-to-month tenancy takes 30 days' written notice from either side and a week-to-week tenancy 7 days; a breach other than non-payment gets 14 days with a right to cure. On deposits we found no cap on the amount, but the return rule is solid: deductions must be itemized in writing, the clock is thirty days from move-out and demand, and a wrongful withholding costs three times the amount plus attorney's fees. One condition: you must give the landlord a written forwarding address, or that remedy disappears.

Do utilities ask for an SSN or a deposit in South Carolina?

First you have to learn something: South Carolina runs four separate utility regimes and your street address decides which one you are in. An investor-owned company under the state regulator, a statutorily exempt electric cooperative, a state authority, and municipal utilities including elected public works commissions. Inside Mount Pleasant the cooperative and the investor-owned territories sit side by side, so two neighboring houses can fall under two rule books; our research could not establish the boundary, so run your address through each company's own lookup. With a regulated company the answer is this: the commission's regulation never mentions a Social Security number, so there is neither a requirement nor a list of alternatives. What the rulemaker wrote instead is a guarantor route: a deposit may be required only where the customer cannot demonstrate a satisfactory credit risk, and the ways of demonstrating it expressly include a cosigner or guarantor on the same system within South Carolina. The deposit cap is an estimated two-month, sixty-day bill, interest accrues if it is held longer than six months, and the company must issue a receipt. If you cannot pay the first bill you have a right: the company must offer a deferred payment plan at the account kept current plus one-sixth of the balance over a period not exceeding six months. In a cooperative that regulation does not apply, and the co-op's deposit and identification policy is its own; we could not verify it, so call and ask in writing. For water and sewer the Mount Pleasant figures are published: a new account is $85, the deposit is $100 per residential unit, and a service transfer is $25. But we could not verify what identification the water utility asks for, because its start-service page was unreachable. Complaints go to the regulatory office at 1-800-922-1531.

Can my power be shut off, and when does the moratorium apply?

South Carolina creates a sixth pattern in this series, and the difference is this: the state does not set the temperature threshold itself, it makes every supplier write one. Statute requires both regulated companies and cooperatives to write termination procedures for weather conditions marked by extremely cold or hot temperatures, and the critical clause orders those procedures to include the standards for determining such weather. The procedures are filed with the regulatory office and revised semiannually by March 1 and September 1. That is why this page prints no temperature figure: there is no statewide number, and our research could not find the filed standard of either the regulated company or the cooperative serving the Charleston region. The regulation orders the company to publish its procedure on its own website, so the job is to learn your supplier's name and read that document. Against that there are three solid protections. First, the 25-day floor: service may not be interrupted for non-payment until twenty-five days have elapsed from the date of billing, with the only exception a voluntary prepay program. Second, the December to March medical certificate: if the customer or a household member delivers, no less than 3 days before termination or to the terminating crew at the time, a utility form signed by a licensed physician stating that termination would be especially dangerous to that person's health, service is not terminated; the certificate expires on the thirty-first day and renews no more than three times. Third, a special needs account, which works at any time of year and rests on a licensed health care provider's certification, or on documented Alzheimer's disease or dementia. Beyond those, a weather delay is discretionary: the regulation's word is "may be delayed", not "must be".

Do I need an SSN to enroll a child in school in South Carolina?

No. The county school district's published document list never asks for a Social Security number, and a passport is explicitly accepted as proof of age, meaning the page with the name and date of birth. The list also carries an escape hatch: if you are unable to produce any of the documents listed, contact the enrollment school. The surprise is elsewhere and it is new in this series: the district requires a notarized affidavit of residency, so you need a notary visit before the school visit. Alongside it you bring one Category I document (a signed current lease, the most recent real property tax bill, or a ratified purchase or construction contract) and one Category II document (an electric, gas, water, landline, cable or internet bill, a car registration, a pay stub, or agency correspondence), with the current address on every document. For parent ID the district names a driver license or passport. Because Category II lists utility bills, the practical consequence is this: a family that cannot open an account in its own name loses the easiest document, so the order is utilities first, school second. Age cut-offs: 4 by September 1 for the pre-kindergarten program, 5 for kindergarten, 6 for first grade. The honest answer on language: the one language the district demonstrably produces documents in is Spanish, and research found nothing published in Turkish; the district runs a free translation unit for other languages and requests go to (843) 937-6359. Make that request before enrollment day.

I have no insurance in South Carolina. Where can I apply?

The hardest answer on this page is here, and we write it plainly: South Carolina did not adopt the Medicaid expansion. The state's program is called Healthy Connections, and in its published list of eligibility groups there is no group at any income level for an adult who is not disabled, is under 65 and has no dependent child. For parents and caretaker relatives the threshold is 62% of the poverty level, which is $824.60 a month for a household of one as of March 1, 2026, while marketplace premium tax credits begin at 100%. Between them there is nothing. One caveat: research found no state page using the words "we have not expanded" or "coverage gap"; the conclusion comes from the agency's own published group list and income limits. The agency's own advice is useful and we pass it on: apply for Medicaid anyway if you are unsure, and apply on the marketplace too, because if the marketplace finds you Medicaid-eligible your application is forwarded to the agency automatically. You apply at apply.scdhhs.gov, on (888) 549-0820, or in person at a county office, a rural health center or most hospitals; coverage must be re-applied for every year. On status, what we write is this: every eligibility group whose criteria the agency publishes requires the applicant to be a US citizen or a lawful permanent resident. If you hold another status, call and ask for the answer in writing. If you do not qualify, the order is a sliding-fee health center (not free, in Charleston and North Charleston), hospital financial assistance (a bill discount, not a clinic), and in an emergency the emergency room, because the hospital must screen and stabilize regardless of ability to pay or status.

Where do you buy an insurance plan, and what changes on January 1, 2027?

South Carolina runs no state-based marketplace; coverage is bought on the federal site, HealthCare.gov, and the state agency points readers there and to 1-800-318-2596. Two dated changes apply. October 1, 2026: federal law now makes full Medicaid payment to a state for only four groups, US citizens and nationals, lawful permanent residents, Cuban and Haitian entrants, and people lawfully residing here under a Compact of Free Association. The list is closed, and refugees, asylees and parolees are not on it. Note what the law cuts: not an individual's coverage but the federal payment to the state, which is why we do not say "nothing is left." Two things survive, treatment of an emergency medical condition and, left to each state's option, coverage for lawfully residing pregnant women and people under 21. The source is section 71109 of Public Law 119-21. On whether South Carolina uses that option we take no side: what we write is that the state's published criteria do not extend to lawfully residing pregnant women and children who are not lawful permanent residents; we could not reach the formal instrument, so ask the agency and get a written answer. January 1, 2027: premium tax credits and cost-sharing reductions narrow to three statuses, lawful permanent resident, Cuban or Haitian entrant, and Compact of Free Association migrant. Asylees, refugees, parolees, holders of temporary protected status and all non-immigrant visa categories can still buy a plan, but without savings; recipients of deferred action for childhood arrivals cannot buy marketplace coverage at all.

I want to buy a house. How is South Carolina property tax calculated?

The gap here is more than double, and it comes from two items stacking. First the assessment ratio: statute assesses the legal residence and up to five contiguous acres, occupied by the owner, at 4% of fair market value, while residential property the owner does not occupy sits at 6%. Second the exemption: one hundred percent of the fair market value of property receiving the 4% ratio is exempt from all property taxes imposed for school operating purposes, though not from millage for general obligation debt. So a non-resident owner pays both the 6% and the school operating millage. The application deadline is before the first penalty date, which Charleston County states as "typically January 15th of each year." And the application's trap hits a recent arrival squarely: the statute itemizes the proof the assessor may require, and the first two items are the owner's most recently filed South Carolina income tax return and South Carolina vehicle registrations at the same address. A family that bought in its first months may have neither; so register the car, do not delay that first return, and if your paperwork is thin ask the assessor in writing what will be accepted under the third item. There is one item running the other way: if the home will not be your residence, property subject to the 6% ratio gets an exemption equal to twenty-five percent of the transfer-date value, but you must notify the assessor before January 31 or it does not apply at all. Finally, do not be misled by the seller's bill: buying resets the value, and the countywide 15%-over-five-years cap does not shelter the year of the transfer. A working-age buyer with no disability gets nothing beyond the 4% ratio and the school exemption; the exemption for the first $50,000 of value requires age 65, disability or legal blindness plus one year of residency. We could not obtain Charleston County's current millage this round, so ask the county assessor for the figure.

What do you pay when buying a car in South Carolina, and is there an inspection?

The sequence starts with the county, not the state, which is a first in this series. The agency's sentence: in order to register your vehicle, in any circumstance, you must first pay property taxes to your county and have the paid property tax receipt. So the county auditor raises the bill from your VIN, you pay the county treasurer, you take the original receipt, and then you go to the motor vehicle agency. The arrival figure, in the agency's own words, is $305 per vehicle: a $250 infrastructure maintenance fee (once per vehicle, never again), a $15 title fee and a $40 registration and plate fee that recurs every two years. The county property tax sits on top and is paid every year, in advance. The car is assessed at 6%, the value comes from a national valuation guide and may not exceed 95% of the prior year's value, and the statute makes a high-mileage adjustment part of the appeal process, so appeal if your mileage is high. There is no single statewide figure, because every county, municipality and school district sets its own millage; the state's illustrative sum takes a $20,000 car to a $1,200 assessment and, at a 0.289 millage, $346.80, but that is an illustration and not a Mount Pleasant bill. Good news at the counter: the accepted ID list is wider than a driver license and includes a valid passport with a visa, so you can register the car before your South Carolina license arrives. On inspections we never write half the sentence: there is no periodic safety inspection and no emissions test, but statute requires the vehicle to be in safe mechanical condition at every moment, and the periodic-inspection sections have fallen out of the code. No appointment, and a duty that never closes. On emissions we say we did not find a program, not that there is none.

Which Turkish consulate covers South Carolina?

The Consulate General in Miami. The mission's own contact page states its jurisdiction as five places: Florida, Georgia, North Carolina, South Carolina and Puerto Rico. The address is 80 SW 8th St., Suite 2700, Miami, FL 33130, and the mission itself notes that building access is from the corner of 1st Ave and 9th St. The most important practical detail is the hours: in-person applications are accepted only between 9 a.m. and 1 p.m., while 2 p.m. to 5 p.m. is reserved for information and applications by telephone and post. Mount Pleasant to Miami is roughly a full day's drive each way, so this is not a day trip: do not set out without an appointment, and ask first whether the matter can be completed by post. The consulate publishes its service menu by category, covering passports, civil registry, marriage, birth, military service, notarial work and citizenship. On one point we publish no single number, and we say why: official pages differ on the consular call center number. The Miami page prints one number while the ministry's other mission pages print a different, US-dialable number for the same service. Both are official, so take the number from the mission's own contact page. The holiday closures are published there too and are refreshed towards the end of the year, so check the day before you travel. The detail of consular business, including military service and the apostille, is in the section at the end of this page.

What is the time difference between South Carolina and Türkiye, and is there a direct flight?

South Carolina is on Eastern time. Türkiye stays on one offset all year, so it is the US summer and winter clock change that moves the gap: Türkiye is 7 hours ahead until November 1, 2026, and from then through the winter the difference widens to 8 hours. One practical consequence: the Miami consulate's in-person window of 9 a.m. to 1 p.m. falls between 4 p.m. and 8 p.m. in Türkiye during daylight saving, and 5 p.m. to 9 p.m. in winter, which is why a call about anything Turkish is most practical in the morning. On direct flights the answer is clear and negative: the region's airport, Charleston International, lists only Toronto and Cancún as nonstop international destinations on its own "where we fly" page. That is the whole list, so there is no nonstop from Charleston to Istanbul and our research found no transatlantic nonstop of any kind at that airport. In practice the routing is one stop, through a northeastern US hub or a European one; we name no airline here, so check directly on the carrier's own site before you buy. We did not research the state's other commercial airports this round. One address trap too: on the rail side, the station called "Charleston" is not in Charleston but in North Charleston, at 4565 Gaynor Avenue.

I have a green card. Can I vote in South Carolina, and what if I get a jury summons?

No, you cannot vote: voter registration is open only to US citizens. If a voter registration form is put in front of you, do not accept it if you are not a citizen, and answer the citizenship question truthfully, because a false statement has serious consequences for green card and naturalization applications. We add a warning here, because the misreading comes from an official form: when the motor vehicle agency's checklist lists what you can do without a REAL ID, the list includes the word "vote." That sentence was written for citizens; no license or ID card of any kind confers the right to vote. On jury duty, South Carolina's answer differs from Colorado's and it should reassure you: the jury list is citizen-filtered at source. Statute has the motor vehicle agency furnish the election commission, each September, a file of license and ID holders who are over the age of eighteen years and citizens of the United States, and when the commission merges that with registered voters it may include only those license and ID holders who are eligible to register to vote. So the Colorado trap, where a summons can reach a non-citizen through the license pool, is structurally absent here. If a summons nevertheless arrives through a data error or a name match, do not ignore it: call the clerk of court named on the summons and say you are not a US citizen. A summons is not an accusation, and statute puts the duty to disclose a disqualification on you towards the court. Note also that a juror must be given at least fifteen days' notice of when and where to appear.
