01 · Driver's license

How do I get a driver's license in Tampa?

Short answer

New Florida residents must get a Florida license within 30 days, in person at a Hillsborough County Tax Collector branch. Since February 6, 2026, the knowledge and road tests are in English only, with no interpreters. A first Class E license costs $48, learner's permit included. Road tests are given only at the Brandon, East Tampa and Plant City branches, by appointment.

Steps, documents and official links
  1. Know your deadline. According to FLHSMV, you become a Florida resident when you start a job, enroll a child in a Florida public school, register to vote, file for homestead exemption, or live in Florida for more than 6 consecutive months. Your 30 days run from that date.
  2. Gather your documents. You need proof of identity, your SSN (if you have one) and proof of your Florida address. Noncitizens also need proof of lawful presence in the U.S. Florida asks for two separate proofs of address, such as a lease and a bill from the last 60 days. Bring originals. Green card holders can check FLHSMV's immigrant page; visa holders, the non-immigrant page.
  3. Study in English. Starting February 6, 2026, FLHSMV gives every knowledge and road-skills exam in English only, including oral exams. There are no interpreters, no translations and no printed exams in other languages.
  4. Plan the road test. In Hillsborough, only three branches give road tests: Brandon, East Tampa and Plant City. According to the Tax Collector's road test page, all three test by appointment only and only Hillsborough County residents, with one attempt per day. Book online; do not count on walking in. The car you bring needs a valid plate, current registration and PIP and PDL insurance.

The Brandon branch's official address says "Tampa," so do not be surprised when your map does too. Other Tax Collector branches handle licenses and registrations but do not give road tests. Driver license services run weekdays 8 a.m. to 4:30 p.m. (Wednesdays 9 a.m. to 4:30 p.m.). The main line is 813-635-5200. For the branch list and appointments, go to hillstaxfl.gov.

02 · Foreign license

Can I drive in Tampa with a Turkish license, or exchange it for a Florida license?

Short answer

You cannot exchange a Turkish license. Florida lets license holders from only a few countries skip its tests, and Türkiye is not one of them. Within 30 days of becoming a resident, you need a Florida license: a vision test, the knowledge exam and the road test, all in English. In the Tampa area, road tests are given at only three Tax Collector branches.

  • When residency starts: when you start a job in Florida, enroll a child in a public school, register to vote, file for homestead exemption, or live in Florida for more than 6 months. The 30-day license deadline runs from that date.
  • Test language: since February 6, 2026, knowledge and road tests are in English only. You cannot bring an interpreter.
  • Road test: in Hillsborough, only at the Brandon, East Tampa and Plant City branches. All three require an appointment and test only county residents (see the branch table). The car you test in must be insured and registered.
  • Coming from another U.S. state: with a valid U.S. state license, you may skip the knowledge and road tests; the vision test still applies. The 30-day deadline applies to you too.
  • Your car has a deadline too: separate from the license, you must insure and register your car in Florida within 10 days of starting a job or enrolling a child in school (see car registration).

03 · Car

How do I register my car in Tampa, and does Florida require an inspection?

Short answer

Within 10 days of starting a job or enrolling a child in a Florida public school, you must insure your car with a Florida policy and title and register it in Florida. Minimum coverage is $10,000 in Personal Injury Protection (PIP) and $10,000 in Property Damage Liability (PDL). Cars from another state need a VIN verification. You finish at a Hillsborough County Tax Collector branch. Passenger cars need no inspection.

  1. Buy Florida insurance. The policy must come from a carrier licensed to sell insurance in Florida. FLHSMV's minimums are $10,000 PIP (80% of necessary medical costs, regardless of fault) and $10,000 PDL. Bodily Injury Liability (BIL) is not required for ordinary passenger cars.
  2. Sort out the title. If the car has a loan, ask the out-of-state lienholder to send the title to Florida; if it agrees, you use Form HSMV 82040. If it refuses, get the refusal in writing on letterhead. Without a loan, bring ID for every owner, proof of Florida insurance, the original out-of-state title and a signed HSMV 82040.
  3. Get the VIN verified. For a car previously titled or registered in another state, the vehicle identification number is checked on HSMV 82040 or on HSMV 82042. A law enforcement officer, a military police officer, a licensed Florida dealer or a Tax Collector employee can do it.
  4. Finish at a branch. Registration and title work is done at Hillsborough County Tax Collector branches. Find the nearest one and book on hillstaxfl.gov; the main line is 813-635-5200.

Keep your insurance continuous

  • Coverage must stay in force for the whole registration period, even if the car sits unused. Surrender the plate before you cancel the policy.
  • A lapse can suspend your license and plate for up to 3 years, with no hardship license for an insurance-related suspension. Reinstatement can cost up to $500.

Inspection

Florida has not required emissions testing since 2000 and has no periodic safety inspection for passenger cars. Registration renewal has no inspection step.

04 · Tolls

What is SunPass, and how do I pay tolls in Tampa?

Short answer

Florida's toll transponder is SunPass. The SunPass Mini costs $4.99 and the movable SunPass PRO $14.95, plus tax. Tampa's main toll roads, the Selmon Expressway and the Veterans Expressway, both take SunPass. The Selmon has no toll booths; tolling is all electronic. Without a transponder, Toll-By-Plate mails the registered owner an invoice for each 30-day period, plus a $2.50 fee per invoice.

  • Selmon Expressway: links South Tampa, downtown and Brandon. It is run by the Tampa Hillsborough Expressway Authority (THEA), not the state. It has had no cash lanes or toll plazas since 2010: overhead gantries read a transponder or photograph the plate. The express lanes between Channelside and Brandon Parkway reverse direction to follow rush-hour traffic.
  • Veterans Expressway: a Florida's Turnpike road running north from Tampa, past the airport area, toward Pasco County.
  • SunPass Mini: $4.99 plus tax. It sticks to the windshield and works in Florida, Georgia, Kansas, North Carolina, Oklahoma and Texas; not for motorcycles.
  • SunPass PRO: $14.95 plus tax. It moves between vehicles, works on motorcycles and also works anywhere E-ZPass is accepted.
  • Where to buy: Publix, CVS, Walgreens, SunPass service centers, SunPass.com or 1-888-TOLL-FLA (phone orders arrive in 4 to 5 business days).
  • Adding money: automatic Easy Pay from a card or bank account, manual top-ups online or by phone, or cash at retail locations.
  • Toll-By-Plate: without a transponder, the registered owner gets one invoice for each 30-day period, plus $2.50 per invoice. SunPass users pay Florida's lowest rate, about 25% less on average. Toll-By-Plate cannot be used on Florida's Managed Lanes, where a transponder is required.

Toll amounts vary by road, time of day and payment method. Check the current rates with the agency that runs the road.

05 · Public transit

How do I ride the bus in Tampa, what does it cost, and where do I fly to Istanbul from?

Short answer

HART runs Tampa's buses. A ride is $2.00 with a $4.00 daily cap: once you reach $4 in a day, the rest of that day's rides are free. The $85 monthly pass also works on PSTA buses in Pinellas. The TECO Line Streetcar between downtown and Ybor City is completely free. Tampa International Airport (TPA) has no nonstop flight to Istanbul; Turkish Airlines flies nonstop from Miami.

  • Flamingo Fares: HART replaced paper farecards with the Flamingo card and app in 2025. Check current fares on HART's fares page.
  • Across the bay: if you work in St. Petersburg or Clearwater, the $85 monthly pass also covers PSTA buses in Pinellas.
  • TECO Line Streetcar: it shares a name with the electric company, TECO, but it is a streetcar line. You need no ticket or account to ride.
  • Airport: Tampa International Airport (TPA) has no nonstop flight to Istanbul. Turkish Airlines flies nonstop from Miami (MIA), several times a day, in about 11 hours. From Tampa, you first fly to Miami or another hub.

06 · Power and water

How do I set up electricity and water in Tampa?

Short answer

In Tampa you open two separate accounts. Tampa Electric (TECO) supplies electricity: sign up at tecoaccount.com or call (888) 223-0800. The City of Tampa supplies water and sewer: apply through Tampa Connect or call (813) 274-8811, and allow up to 5 business days. Both charge a deposit but can waive it in certain cases. If you have no SSN, ask both in advance which documents they accept.

Electricity: Tampa Electric (TECO)

  1. Start service. Start, transfer or stop service on TECO's start-service page or the tecoaccount.com portal. Phone: (888) 223-0800.
  2. Check the deposit. There is no flat amount: the deposit is about twice the address's average monthly bill. If the average bill is $100, expect about $200.
  3. Ask for a waiver. TECO can waive the deposit in three ways: a credit review using your SSN (through Experian or TransUnion) shows none is needed; you had TECO service in good standing for at least 24 consecutive months, closed within the past 2 years; or you provide a qualified residential guarantor with a completed guarantor form.

Water and sewer: City of Tampa

  1. Apply. Use the city's start-service page, Tampa Connect (tampaconnect.com), or call the Utilities Call Center at (813) 274-8811. Processing can take up to 5 business days, so apply before moving day.
  2. Deposit: required on every new account; the amount depends on the account type and meter size.
  3. Skipping the deposit: send a written "good credit history" letter from another utility company within 30 days of your original request, and the deposit is waived.

A "Tampa" mailing address does not always mean you are inside the City of Tampa. Before you sign a lease, ask the landlord who provides water and trash service.

07 · Trash

When is trash picked up in Tampa, and who do I call about problems?

Short answer

Tampa's trash collection day depends on your address; look it up on the city's "Collection Days and Times" page. For problems, call the city's Utilities Call Center at (813) 274-8811, weekdays 8 a.m. to 5 p.m.; the same line handles water and sewer. If you live in New Tampa, the county, not the city, collects your trash: Hillsborough County Solid Waste, (813) 272-5680.

  • Water and sewer: provided by the City of Tampa; see above to sign up.
  • Collection days: address-specific. Enter your address on the city's collection days page.
  • Customer service: (813) 274-8811, weekdays 8 a.m. to 5 p.m. It is also the city's water line, so say up front that you are calling about trash.
  • New Tampa: in this northern part of the city, Hillsborough County Solid Waste Management provides trash service directly; call (813) 272-5680.
  • Outside city limits: not every address with "Tampa" in it belongs to the City of Tampa; addresses in Brandon, for example, can also say Tampa. Ask your landlord or the county who provides service.

08 · City services

How do I reach city services in Tampa, and how do I get a library card?

Short answer

Tampa has no working 311 line. For water and trash, call the City of Tampa's Utilities Call Center at (813) 274-8811; for other questions, the city's main line is (813) 274-8211; report problems through Tampa Connect. A Hillsborough County Public Library Cooperative card needs a photo ID, proof of address and an application; if your ID shows another address, bring a utility bill or lease. In an emergency, always call 911.

Hillsborough library card

  • Who: Hillsborough County residents.
  • What to bring: a photo ID, proof of address and a completed application.
  • If your ID shows another address: bring separate proof of Hillsborough residency, such as a current utility bill, lease or mortgage document.
  • Accepted IDs: the library keeps a separate list, "IDs You Can Use to Get a Library Card." Ask HCPLC whether your passport or green card works before you go.

09 · Renting

How much can a Florida landlord charge for a security deposit, and when do I get it back?

Short answer

Florida law sets no cap on security deposits and does not require an interest-bearing account. When the lease ends, a landlord who makes no claim must return the full deposit within 15 days. A landlord who wants to keep part of it must send written notice within 30 days, and you then have 15 days to object in writing. The rules are in Florida Statutes §83.49 and apply in Tampa too.

  • Cap: none. The amount is set in the lease.
  • 15 days: with no claim, the full deposit is due back within 15 days after the tenancy ends.
  • 30 days: a landlord who intends to make a claim must send written notice, with the reasons, within 30 days.
  • Objection: you have 15 days after receiving the notice to object in writing.
  • Interest: owed only if the landlord chooses an interest-bearing account; then it is at least 75% of the account's annualized average rate or 5% simple interest a year, paid at least once a year in cash or as a rent credit. A landlord who posts a surety bond instead pays 5% simple interest a year.

10 · Home ownership

I bought a home in Tampa. What is the homestead exemption, and when is the deadline?

Short answer

If you own your Florida home and make it your permanent residence, the homestead exemption takes up to $50,000 off its assessed value. You file with the Hillsborough County Property Appraiser by March 1 each year; miss it and you lose the exemption for that year. Once the home is homesteaded, Save Our Homes caps yearly increases in its assessed value at 3% or inflation, whichever is lower.

Steps, documents and official links
  • First $25,000: comes off the assessed value for all levies, including school taxes.
  • Second $25,000: applies to assessed value between $50,000 and $75,000, for all levies except school district levies. This slice is adjusted for inflation each year.
  • Who qualifies: owners who hold title and in good faith make the home their permanent residence (§196.031). You cannot also claim a residency-based exemption in another state. Renters do not get this exemption.
  • March 1: the filing deadline, with two narrow exceptions: a documented postal error, or filing within 25 days after tax notices are mailed with proven extenuating circumstances (§196.011).
  • Bought mid-year? The exemption is not automatic. You file for a home you hold title to on January 1, so apply by March 1 of the following year.
  • Save Our Homes: the assessed value of a homesteaded property can rise by no more than 3% or inflation per year, even if market value rises faster (§193.155).
  • Portability: if you had a homestead exemption in any of the prior 3 years, you can carry the savings, up to $500,000, to a new Florida homestead.
  • Where to file: the Hillsborough County Property Appraiser. The downtown office is in County Center, 601 E. Kennedy Blvd, 15th Floor, Tampa, FL 33602, weekdays 8 a.m. to 5 p.m., (813) 272-6100. Confirm the address and hours on its website before you go.

11 · Hurricanes and floods

How do I prepare for hurricane season in Tampa, and how do I find my evacuation zone?

Short answer

The Atlantic hurricane season runs from June 1 to November 30. Hillsborough County's evacuation zones are lettered A through E, and Zone A is the most vulnerable and evacuates first. Look up your zone by address in the county's HEAT tool (HCFL.gov/HEAT). Zones were redrawn for 2026, so do not rely on an old one. Homeowners and renters insurance does not cover floods; you need a separate flood policy.

  • HEAT: the Hurricane Evacuation Assessment Tool searches by address, owner name or parcel.
  • Zones: A through E. Zone A covers the most vulnerable areas and evacuates first. Every manufactured and mobile home in the county counts as Zone A, wherever it is.
  • What changed in 2026: the county reassessed every parcel with updated NOAA storm-surge data. Zone A grew in some areas, some parcels moved from Zone D to Zone C, and previously unzoned areas near major roads are now in Zone E. Check again every year.
  • Alerts: sign up for HCFL Alert (HCFL.gov/Alert) for hurricane, flood, severe weather and road closure notices.
  • State tool: Florida's Know Your Zone page also looks up zones by address. For Hillsborough, HEAT is the current source.
  • Buildings: Florida homes built after 2002 include hurricane-resistant features required by the state building code.
  • Flood insurance: standard homeowners and renters policies do not cover flooding. National Flood Insurance Program (NFIP) information is on FloodSmart, and a new policy generally takes effect only after a 30-day waiting period. Buying one when a storm is on the way is too late.
  • Leave early: if your home would be unsafe in a hurricane, leave early, even without an official order.

12 · School

How do I enroll my child in school in Tampa?

Short answer

Tampa's public schools belong to Hillsborough County Public Schools (HCPS). Students new to the district start with online registration; current students register at their neighborhood school. Florida districts usually ask for proof of the child's date of birth, a Florida immunization certificate, a physical exam and proof of address. Florida law does not require an SSN to enroll. The district office is at 901 E. Kennedy Blvd, (813) 272-4000.

  1. Find your school. Your address decides your school. If you live in Hillsborough County, your district is HCPS.
  2. Gather documents. Florida districts usually ask for a birth certificate or other valid proof of date of birth; a Florida Certification of Immunization (Form DH 680) or an exemption; a physical exam from the past year for students new to Florida schools; and proof of address. HCPS keeps its own list on its registration checklist; check it before you go. Bring English translations of documents from Türkiye.
  3. Register online. Students new to the district register online. If you get stuck, call the district office at (813) 272-4000.
  4. Answer the language survey. Florida registration includes a three-question Home Language Survey. A "yes" to any question means the school must screen your child's English within the first 20 school days.

English Language Learners

HCPS has about 26,600 English Language Learners from 238 countries, speaking 197 languages and dialects. The most common are Spanish, Portuguese, Arabic, Russian and Creole. ESOL support is delivered through schools across the district, so ask your child's school about the details.

Free pre-K (VPK)

  • Who: Florida residents who turn 4 on or before September 1. The program is free.
  • Where: not the school district but the Early Learning Coalition of Hillsborough County (ELCHC). Applications open January 1 through ELCHC's Family Portal; families without internet access can call ELCHC.
  • Timing: the VPK certificate can take up to 10 calendar days. You give it to the VPK provider you choose.

13 · Health

Where can I get health care in Tampa if I don't have insurance?

Short answer

In a life-threatening emergency, call 911 or go to the nearest ER: emergency departments must screen and stabilize you regardless of insurance or ability to pay. For hospital bills, Tampa General Hospital has a strong assistance policy: patients with household income up to 300% of the federal poverty level are not billed for eligible services. Florida KidCare is not open to undocumented children. Crisis line: 988.

  • Tampa General Hospital (TGH) financial assistance: under TGH's policy, patients with household income from 0 to 300% of the federal poverty level are not billed for eligible services, and eligibility lasts 6 months from the determination. A "Charity Catastrophic" tier covers patients whose non-elective hospital charges exceed 25% of annual household income, even above the 300% line. Uninsured patients who do not qualify get a 65% discount on hospital charges. The policy mentions no immigration or citizenship requirement.
  • How to apply: complete the Financial Assistance Application at registration or within 60 days of service. Patient Financial Assistance: (813) 844-8084, weekdays 8 a.m. to 4:30 p.m.
  • Florida KidCare: income-based coverage for children under 19 who live in Florida. KidCare's requirements say the child must be a U.S. citizen, an eligible immigrant or a lawful permanent resident, and must have an SSN or have applied for one. Undocumented children are not eligible. Ask KidCare (1-888-540-5437) which statuses qualify before you apply.
  • Medicaid: this changed on October 1, 2026. Federal law now pays a state for full Medicaid only for U.S. citizens and nationals, lawful permanent residents, Cuban and Haitian entrants, and people living here under a Compact of Free Association. Refugees, asylees and parolees are not on that closed list, so from that date they no longer have federally funded full Medicaid. Most green card holders still face the 5-year wait. Undocumented immigrants could not get full Medicaid before and still cannot. Two things survive: emergency Medicaid for everyone, and a state option a state may take for lawfully residing pregnant women and people under 21, so ask Florida whether it has taken that option rather than assuming. The rule is section 71109 of Public Law 119-21. Note what it actually bars: it stops the federal payment to the state, so ask what is left rather than assuming nothing is. Emergency Medicaid covers emergencies, including labor and delivery for qualifying pregnant women.
  • Hillsborough County Health Care Plan (HCHCP): the county's own plan for residents with limited income and assets who do not qualify for Medicare or Medicaid. We could not verify its income limits or whether it asks about immigration status. Check the county's page and ask the county whether you qualify.
  • Buying insurance: Florida has no state exchange of its own and uses the federal HealthCare.gov marketplace.
  • 988: the Suicide & Crisis Lifeline answers calls, texts and chats 24/7.

14 · Health

Where can I find free or low-cost clinics in Tampa?

Short answer

Most Tampa options we could verify charge based on income rather than being free. The largest network is Tampa Family Health Centers, with 15 locations in Tampa, Lutz and nearby, which lowers fees based on income and household size. The county health department also uses a sliding scale for vaccines and other services. Tampa General Hospital helps with hospital bills. Confirm eligibility and costs before you go.

Centers with income-based fees

Tampa Family Health Centers (TFHC) · 15 locations

A Federally Qualified Health Center (FQHC). In its own words, it keeps its doors open for low-income and uninsured families. Patients can pay according to income and household size by applying for its sliding fee schedule. Every center has financial counselors; call to schedule. It accepts Medicaid, Medicare, most major marketplace and private plans, and the county's HCHCP. Most centers offer family practice, pediatrics and dental care; several also have women's care, behavioral health, senior care, a pharmacy and labs.

Florida Department of Health in Hillsborough County (DOH-Hillsborough)

Immunizations, primary care, family planning, and STD testing and treatment for uninsured and underinsured people, with fees on a sliding scale. Eligible children can get vaccines at no cost through the Vaccines for Children Program. Care is not free by default. Open weekdays 7:30 a.m. to 4:30 p.m.; call to confirm hours before you go.

The county health plan

Hillsborough County Health Care Plan (HCHCP)

A county-run managed care program for Hillsborough residents with limited income and assets who do not qualify for Medicare or Medicaid. It covers primary and specialty care, outpatient treatment and prescription assistance, and is funded by a special county sales tax. The county's page shows the program is active in 2026. We could not verify its income limits, required documents or whether it asks about immigration status. Check the county's page before you apply.

Hospital bills

For a hospital stay or a bill after an ER visit, look at Tampa General Hospital's assistance program: with income up to 300% of the poverty level, eligible services are not billed. Details are in health care without insurance. Patient Financial Assistance: (813) 844-8084.

15 · Marriage

How do I get a marriage license in Tampa?

Short answer

In Tampa, marriage licenses come from the Hillsborough County Clerk of Court. The fee is $86, or $61 for Florida residents who complete an approved premarital course. Both of you appear in person with an original driver's license, state ID or passport. Noncitizens without an SSN can give their USCIS alien registration number. Florida residents wait 3 days unless they take the course. The license is valid for 60 days.

  • Where: the Hillsborough County Clerk of Court, which has offices in downtown Tampa, Brandon and Plant City. The Clerk also issues marriage licenses online through a Zoom appointment. Check offices and appointment options on the Clerk's marriage license page.
  • ID: both of you appear in person with a valid driver's license, state ID card or passport: the document itself, not a copy. Both must be 18 or older.
  • No SSN: U.S. citizens give their Social Security number; noncitizens give the alien registration number issued by USCIS (formerly INS). This matches the "or any other available identification number" rule in Fla. Stat. 741.04.
  • Fee: $86 (nonrefundable), or $61 for Florida residents who complete an approved premarital preparation course.
  • Waiting period: if either of you lives in Florida, the license takes effect after 3 days. A premarital course removes the wait entirely. If neither of you lives in Florida, there is no wait.
  • Validity: the license is good for a ceremony anywhere in Florida within 60 days of issue.
  • Courthouse weddings: the Clerk holds ceremonies at all three locations. According to the Clerk, Brandon allows up to 6 guests, and Tampa and Plant City up to 10.

Where do we get our baby's birth certificate in Tampa?

Short answer

In Tampa, you can get a birth certificate from the Hillsborough County Health Department's Vital Statistics office or from six Tax Collector branches, including Brandon, Downtown and North Tampa. The health department charges $14 for the first certificate and $9 for each extra copy. Its University Area office is at 13601 N. 22nd St., open weekdays 7:30 a.m. to 4:15 p.m. Bring a valid photo ID.

These are county fees; the state's central office in Jacksonville and online orders through VitalChek cost differently (VitalChek: $19 for the first certificate plus a $7 processing fee).
  • ID: a valid, unexpired photo ID such as a driver's license, state ID, passport or military ID.
  • Which copy: a U.S. passport application and registering the birth in Türkiye may call for the detailed long-form record; ask which type fits when you order.
  • Child's U.S. passport: for children under 16, a passport book is $100 plus a $35 acceptance fee, and a passport card is $15 plus $35. See the passport section.

17 · Social Security

How do I get a Social Security number in Tampa?

Short answer

SSNs are issued only to people with work authorization or a legally required reason. If you asked for one in your immigrant visa application, on Form I-485 or on an EAD application, the card is mailed to you. Otherwise, start online and visit an SSA office by appointment within 45 days. Tampa has two SSA offices, one on W Hillsborough Ave and one in Carrollwood; it is free.

  • What to bring: current immigration documents (green card, I-94 or EAD) with a valid passport, and a birth certificate if you have it. No photocopies or notarized copies. SSA suggests waiting 10 days after arrival so DHS records can be verified.
  • F-1 and J-1: an SSN is available only once you are authorized to work (on-campus job, CPT, OPT), not just for enrolling in school.
  • Lost card: replacement is free, usually started online, and the card arrives in 5 to 10 business days.

What can I do in Tampa without an SSN?

  • School: under Florida law (Fla. Stat. 1008.386), a student does not have to provide an SSN to enroll. See school enrollment.
  • Marriage license: in Hillsborough County, noncitizens without an SSN can apply with their alien registration number (A-number). See marriage license.
  • Taxes: people who must file but cannot get an SSN use an ITIN (see taxes below).

18 · Taxes

Does Florida have a state income tax, and how do I get an ITIN in Tampa?

Short answer

No. Like Texas, Florida does not tax personal income, and Tampa has no city or county income tax either, so you file only the federal return with the IRS. Homeowners pay property tax in Hillsborough County. People who must file but cannot get an SSN get an ITIN with Form W-7. The IRS office at 3848 W Columbus Drive in Tampa reviews ITIN documents by appointment.

  • One return: the Florida Constitution (Article VII, Section 5) effectively rules out a state tax on individuals' income. For wages and other income you file only the federal return (Form 1040); there is no state income tax return.
  • Businesses are different: Florida's corporate income tax applies to companies, not individuals. If you plan to form a company, ask your accountant (see starting a business).
  • Sales and property tax: the state relies largely on these. Current rates are on the Florida Department of Revenue site. If you buy a home and it is your permanent residence, apply for the homestead exemption with the Hillsborough County Property Appraiser by March 1 (see property tax).

How do I get an ITIN?

  1. Complete Form W-7 and attach it to your federal return unless an exception applies.
  2. Get documents verified. Mail originals to the IRS in Austin, use a Certifying Acceptance Agent (CAA), or book a free document review at an IRS office. With a CAA or IRS office, your passport does not go in the mail; documents are returned at the end of the appointment.
  3. Wait. Processing takes about 7 weeks, or 9 to 11 weeks during tax season (January 15 to April 30).
  • The IRS office in Tampa: 3848 West Columbus Drive. According to the IRS list, this Taxpayer Assistance Center reviews ITIN documents in person. Nearby ones are in Clearwater, Lakeland and Sarasota. Check hours with the IRS office locator.
  • Appointments: IRS offices work by appointment only: 844-545-5640. It can take several weeks to get one. Bring photo ID, your Social Security card if you have one, and any IRS letters.
  • Expiration: an ITIN not used on a federal return for three years in a row expires.

19 · Starting a business

How do I start an LLC in Tampa, and where do I register a fictitious name (DBA)?

Short answer

A Florida LLC is formed online through Sunbiz, the portal of the state's Division of Corporations, for $125 in total: a $100 filing fee plus a $25 registered agent fee. Every year the company files a $138.75 Annual Report by May 1; file late and a $400 late fee is added. A fictitious name (DBA) is also registered statewide through Sunbiz, not with the county.

  • Formation: online through Sunbiz, available 24/7. The $125 total is lower than the $300 Texas charges.
  • Annual Report: $138.75 a year, due May 1. A report received after May 1 costs $538.75, including the $400 late fee. No financial information is required.
  • Other fees: according to the LLC fee schedule, a name reservation is $25, a certificate of status $5 and a change of registered agent $25.
  • Fictitious name: in Florida it is filed with the state through Sunbiz, not with a county clerk. Check the current fee on Sunbiz before you file.
  • Filing services: the Florida Department of State warns that third-party filing services are not required and can be misleading. The official site shows the state seal and the Sunbiz logo. Questions: (850) 245-6000.

20 · Public benefits

Can immigrants in Tampa get SNAP, Medicaid or KidCare, and does it affect a green card?

Short answer

In Florida, SNAP runs through the Department of Children and Families (DCF) and its ACCESS Florida system. Since July 4, 2025, only U.S. citizens, green card holders, Cuban/Haitian entrants and COFA citizens can generally get SNAP. And under the new public charge rule in effect since September 18, 2026, benefits received after that date may be held against you in a future green card application.

  • Who still qualifies for SNAP: refugees and asylees no longer qualify based on that status alone; once they get a green card, they qualify without the 5-year wait. For other green card holders, the 5-year wait still applies, with exceptions such as children under 18.
  • Medicaid: since October 1, 2026 federal funding for full Medicaid reaches only U.S. citizens and nationals, lawful permanent residents, Cuban and Haitian entrants and people here under a Compact of Free Association, so refugees, asylees and parolees are no longer on the list; most green card holders still face a 5-year wait. A state option may still cover lawfully residing pregnant women and people under 21, so ask Florida whether it has taken it (section 71109 of Public Law 119-21). Undocumented immigrants still cannot get full Medicaid, but Emergency Medicaid covers emergencies, including labor and delivery.
  • Health coverage for children: Florida KidCare covers children under 19, but the child must be a U.S. citizen, an eligible immigrant or a lawful permanent resident, and must have an SSN or have applied for one. Undocumented children are not eligible. Options for the uninsured are under health care and free clinics.
  • U.S.-citizen children in the household may still receive benefits in their own right. A child's own benefits generally do not count in a parent's public charge review.
  • The new public charge rule: for green card applications filed on or after September 18, 2026, officers may consider any means-tested benefit (SNAP, Medicaid, housing assistance and others) received on or after that date. Benefits received earlier count only if they were cash assistance or long-term institutional care. Benefits received by family members are generally not counted.
  • Who is exempt: humanitarian categories such as asylees and refugees, T and U visa holders, VAWA self-petitioners and TPS. Family-based, most employment-based and diversity visa applicants are subject to it.
  • Litigation: lawsuits against the rule were filed in mid-September 2026. As of September 25, 2026, no court has blocked it.

21 · Address change

I moved to Tampa. Do I have to report my new address to USCIS?

Short answer

Generally, most noncitizens in the U.S., including Green Card holders, must report a new address to USCIS within 10 days of moving. That includes a move within the Tampa Bay area. The easiest way is the change-of-address tool in your USCIS online account; the paper Form AR-11 is also free. If you have a case in immigration court, you must also notify the court within 5 days on Form EOIR-33.

  1. Log in to your USCIS account and open Change of Address. Reporting online satisfies the legal requirement; no paper AR-11 is needed.
  2. Enter the receipt number of every pending case. Otherwise notices may still go to the old address.
  3. Tell USPS separately. A post office change of address does not update USCIS, and USPS does not forward USCIS mail.
  4. If you are in court proceedings, file Form EOIR-33/IC within 5 days. The court changes your address only through this form.
  5. If you have ICE reporting obligations (for example, check-ins set when you were released), update ICE too through the ICE Portal. ICE's page asks for updates within 5 business days of moving.

A and G visa holders and Visa Waiver visitors are exempt from the USCIS requirement.

22 · USCIS

Where is the USCIS office in Tampa, and where do I go for biometrics?

Short answer

Tampa has its own USCIS field office and a separate Application Support Center, at two different addresses. Green card and citizenship interviews happen at the field office (5629 Hoover Boulevard); fingerprints and photos at the ASC (4313-17 Gunn Highway). Asylum interviews for all of Florida are at the Miami Asylum Office. No USCIS office accepts walk-ins; always go to the address on your notice.

  • Your attorney at the interview: since May 18, 2026, attorneys may no longer join field-office interviews remotely, except in limited circumstances. Your attorney has to attend in person.

23 · Court

Is there an immigration court in Tampa, and how do I check my case?

Short answer

No. Tampa has no immigration court. The nearest is in Orlando, about 85 miles away. Florida's other courts are in Miami (about 280 miles) and, for detained cases, inside the Krome detention center in Miami. You go to the court named on your hearing notice, which also gives the courtroom. Check your case with your A-number on EOIR's online portal (ACIS) or at 1-800-898-7180.

Where do I find my I-94, and how do I fix an error?

Download your most recent I-94 from CBP's website. Errors made at entry (wrong visa class, name or admit-until date) are corrected by CBP Deferred Inspection. Tampa's unit is at Tampa International Airport, Main Terminal, 3rd floor, open only Tuesday through Thursday, 10 a.m. to 1 p.m.; (813) 676-4590. The window is short, so call to confirm before you go. It fixes only mistakes made at the time of entry.

24 · Voting and jury duty

I'm not a citizen. Can I register to vote in Tampa, and what if I get a jury summons?

Short answer

No. In Florida only U.S. citizens may register and vote, even in local elections; green card holders and other noncitizens may not. Florida law also requires U.S. citizenship to serve on a jury. Still, noncitizens sometimes receive a jury summons. Do not ignore it. Go through the county's official qualification process and state truthfully that you are not a U.S. citizen.

  • Who can register: U.S. citizens who live in Florida and are at least 18. Registration closes 29 days before each election.
  • At the license office and on forms: if the driver license office or any other agency offers to register you to vote, answer the citizenship question truthfully. Claiming to be a U.S. citizen may be treated by USCIS as a false claim of citizenship. A driver's license does not make you eligible to vote.
  • Consequences: registering or voting as a noncitizen is a federal crime (18 U.S.C. 611 and 1015(f)). In immigration law it can mean permanent inadmissibility, deportability and denial of naturalization.
  • Do not fill out voter registration forms handed out door to door or at events.
  • Who can serve on a jury: under Florida law (Fla. Stat. 40.01), a juror must be a U.S. citizen, at least 18, a legal resident of Florida and of the summoning county, and hold a Florida driver license or ID card (or have signed the affidavit the law allows instead).
  • If you are summoned: follow the instructions on the summons to complete the county's qualification process, and answer the citizenship question truthfully. If you are unsure what to do, ask an attorney first.

I just became a citizen. How do I get a U.S. passport in Tampa?

Short answer

Apply in person on Form DS-11 at an acceptance facility, with your original proof of citizenship. In Tampa, the Hillsborough County Clerk of Court takes passport applications at its downtown Tampa, Brandon and Plant City offices, walk-in, weekdays 8 a.m. to 1 p.m. An adult passport book costs $130 plus a $35 acceptance fee. Traveling within 14 days? Book a free urgent appointment at a passport agency.

  • Passports at the Clerk: according to the Hillsborough Clerk's passport page, applications are accepted weekdays 8 a.m. to 1 p.m. at the Downtown Tampa, Brandon and Plant City offices. No appointment is needed, but one is recommended and can be booked online.
  • No adult renewals: the Clerk does not process adult passport renewals, only children's. Adults renew through the State Department's own renewal process; eligible adults can renew online at opr.travel.state.gov.
  • Payment: the State Department fee ($130 for an adult book) must be paid by check or money order. The $35 acceptance fee is a separate payment.
  • Other acceptance facilities: enter your Tampa ZIP code in the passport facility locator.
  • What to bring: your original naturalization certificate and your ID.
  • Children: a passport book for a child under 16 costs $100 plus the $35 acceptance fee.
  • Urgent travel rules: you need proof of travel within 14 days (or a foreign visa needed within 28 days), plus the $60 expedite fee. Book online or at 877-487-2778 (weekdays 8 a.m. to 10 p.m., weekends 10 a.m. to 3 p.m. Eastern). The agency's address is on your confirmation. Start with the Tampa Riverwalk, a free 2.6-mile path along the Hillsborough River downtown. Take the free TECO Line Streetcar to historic Ybor City, shaped by Cuban, Spanish and Italian immigrants. With kids, there is the Florida Aquarium, the MOSI science center, the Glazer Children's Museum and ZooTampa. For roller coasters and a big zoo in one park, go to Busch Gardens Tampa Bay.

MOSI is open. Jacksonville's science museum, MOSH, is closed until 2028, but Tampa's MOSI is a separate institution with no closure announced. Do not mix up the names.

What are free things to do in Tampa, and where can I go with kids?

Short answer

Always free: the Tampa Riverwalk, the historic streets of Ybor City and the TECO Line Streetcar between Downtown and Ybor City. With kids, try the Glazer Children's Museum: Florida residents with an EBT, SNAP or WIC card get in for $5 for up to 4 people. The Florida Aquarium, MOSI, ZooTampa and Busch Gardens are ticketed. In late October, the aquarium holds Guppyween.

  • Tampa Riverwalk: a 2.6-mile riverside path through Downtown, lined with parks and public art. Walking it costs nothing.
  • Ybor City: walking the historic district is free. Check the Saturday market's hours on the market's website.
  • TECO Line Streetcar: the streetcar between Downtown Tampa and Ybor City is free. Despite the name, it has nothing to do with Tampa Electric (TECO), the power company; it is a transit line.

Discounts for lower-income families

  • Glazer Children's Museum Access Pass: Florida residents with an EBT, SNAP or WIC card pay $5 for up to 4 guests. It must be bought in person at the museum. Regular admission is $27.95, or $22.95 for Florida residents who show a Florida ID or driver's license. Babies under 1 are free.

  • Distance: Miami is a drive of more than 4 hours from Tampa on I-75. Handle by mail whatever can be mailed, and plan in-person services for one trip.

It requires a U.S. residence or work permit, 3 years (1,095 days) of work abroad, the MSB online training, residence in the consulate's district and an in-person appointment in Miami. Dual citizens born in the U.S. or who came before 18 can defer until the end of age 35 after registering their U.S. citizenship. F-1 students defer through an education attaché; ask the consulate which one applies to you.

How do I get an apostille on a Florida document for use abroad?

Short answer

Birth and marriage certificates, court records and documents notarized in Florida get their apostille from the Apostille Section of the Florida Department of State in Tallahassee. The fee is $10 per document, or $20 for documents certified by a Clerk of Court, payable only by check or money order. There is no separate apostille office in Tampa or Hillsborough County; everything goes through the state office.

Can I take the Florida driver's license test in Turkish?

No. Since February 6, 2026, FLHSMV gives every knowledge and road-skills exam in Florida in English only, including oral exams. There are no interpreters, translations or tests in other languages. A Turkish license cannot be exchanged for a Florida one. New residents must get a Florida license within 30 days of becoming residents. A first Class E license costs $48, learner's permit included.

Do I need an appointment for the road test in Tampa?

Yes. In Hillsborough County, road tests are given only at three Tax Collector branches: Brandon (3030 N. Falkenburg Road), East Tampa (2814 E. Hillsborough Avenue) and Plant City (4706 Sydney Road). According to the Tax Collector, all three test by appointment only and only Hillsborough County residents, with one attempt per day. Book on hillstaxfl.gov. The car you bring needs a valid plate, current registration and PIP and PDL insurance.

I moved to Tampa. Do I have to tell USCIS?

Most noncitizens, including Green Card holders, must report a new address to USCIS within 10 days of moving. A and G visa holders and Visa Waiver visitors are exempt from this reporting requirement. You can do it free in your USCIS online account. If you have a case in immigration court, you must also file Form EOIR-33 with the court within 5 days.

How do I set up electricity and water in Tampa?

With two providers. Tampa Electric (TECO) supplies power: tecoaccount.com or (888) 223-0800. Its deposit is about twice the address's average monthly bill and can be waived through an SSN-based credit check, a past TECO account in good standing, or a guarantor. The City of Tampa supplies water: Tampa Connect or (813) 274-8811, with up to 5 business days to process. If you have no SSN, ask both which documents they accept before you go.

Do I need an SSN or green card to enroll my child in a Tampa school?

No. An SSN or Green Card cannot be required for public school enrollment. Under Florida Statutes 1008.386, schools ask for a Social Security number at enrollment, but a student is not required to provide one as a condition of enrollment or graduation. Under the Supreme Court's 1982 Plyler v. Doe decision, every child can attend public school regardless of immigration status. Students new to Hillsborough County Public Schools register online.

I don't have insurance. Where can I get care in Tampa?

In an emergency, call 911 or go to the ER. Tampa Family Health Centers has 15 locations that lower fees based on income and household size; the main line is (813) 397-5300. The county health department also uses a sliding scale for vaccines and other services. Tampa General Hospital does not bill eligible services for patients with household income up to 300% of the federal poverty level, and gives other uninsured patients a 65% discount.

How do I find my hurricane evacuation zone in Tampa?

Use Hillsborough County's HEAT tool (HCFL.gov/HEAT) and search by address, owner name or parcel. Zones run from A to E: Zone A is the most vulnerable and evacuates first, and every manufactured and mobile home in the county is in Zone A. The zones were redrawn for 2026 with updated storm-surge data, so do not rely on an old zone. Hurricane season runs June 1 to November 30, and a flood policy generally starts after 30 days.
