01 · Driver's license

How do I get a driver's license in Waynesboro, and where is the nearest PennDOT center?

Short answer

There is no PennDOT center in Waynesboro. The only Driver License Center in Franklin County is in Chambersburg: 1320 Lincoln Highway East (Franklin Center), Chambersburg, PA 17202. The rules are the same statewide: noncitizens bring proof of identity, a Social Security card or an SSA ineligibility letter, two proofs of Pennsylvania residency and proof of lawful presence. A learner's permit plus a 4-year license costs $45.50. The knowledge test is offered in Turkish.

  1. Gather the documents for your status. PennDOT's chart for noncitizens (PUB 195NC) lists about 50 statuses one by one. Every status needs a Social Security card or an SSA ineligibility letter, two documents showing your name and Pennsylvania address, and proof of your status. The table below covers the statuses Turkish newcomers see most often.
  2. Go to the center. Franklin County's own page says licenses and registration are handled by PennDOT, not the county, and the local center is at 1320 Lincoln Highway East in Chambersburg. PennDOT's location finder lists the Chambersburg driver and photo license center as open Tuesday to Saturday, 8:30 a.m. to 4:15 p.m., closed Sunday and Monday. It handles knowledge tests, road tests and out-of-state license transfers. Centers can close on holidays, so check the finder before you go. The other nearby center is in Gettysburg (37 North 4th Street, Gettysburg, PA 17325). Centers have no individual phone numbers; questions go to PennDOT's call center at 1-800-932-4600. Cards, checks and money orders are accepted; cash is taken only at the Riverfront Office Center in Harrisburg.
  3. Pass the knowledge test and get a learner's permit. The test has 18 multiple-choice questions and you need 15 right. It comes with a vision screening. If you fail, you can retake it the next business day. Passing gets you a learner's permit, valid for 2 years.
  4. Practice, then take the road test. Drivers under 18 need 65 hours of supervised driving. The examiner first checks the car's safety equipment, then asks you to parallel park in a space 24 feet long and 8 feet wide. PennDOT's location list shows road tests at both the Chambersburg and Gettysburg centers; book through PennDOT.

Proof of residency examples: postmarked mail, a W-2 or pay stub, a lease or deed, a tax record, a car insurance card, or a computer-printed bill (cell phone, cable, electric or gas). If no bill is in your name, you can bring the person you live with, along with their license and a second document showing the same address.

Moving here from another state or from Maryland

PennDOT says new residents must exchange an out-of-state license within 60 days of becoming Pennsylvania residents. You surrender your old license (valid or expired no more than 6 months), take a vision screening and fill out Form DL-180R. There is no knowledge test. The same applies if you move from Hagerstown or another nearby Maryland town: once you live in Waynesboro, your license comes from PennDOT, not the Maryland MVA.

REAL ID

You need a REAL ID, or another accepted document such as a passport, for domestic flights and some federal buildings. For a REAL ID, noncitizens bring a green card, an EAD, or a foreign passport with a valid U.S. visa and I-94. For the Social Security number, bring a Social Security card, W-2, SSA-1099 or a pay stub with your full SSN, plus two proofs of residency. PennDOT charges a one-time $30 fee for your first REAL ID. Applicants whose documents are pre-verified can get the card the same day at some REAL ID Centers. PennDOT lists Chambersburg and Gettysburg as "REAL ID (15 Business Days)", so if you apply there, the card arrives by mail within 15 business days. 02 · Foreign license

Can I drive in Waynesboro with my Turkish license?

Short answer

For a while, yes. PennDOT says a foreign license is valid in Pennsylvania for up to one year from your U.S. entry date, or until it expires if that comes first, and suggests carrying an International Driving Permit. Türkiye is not one of the countries whose licenses Pennsylvania exchanges without testing, so you take the knowledge test and the road test. You can take the knowledge test in Turkish.

  • How long a foreign license works: up to 1 year from your U.S. entry date, unless the license itself expires sooner. Get your International Driving Permit (IDP) before you leave Türkiye.
  • With a Turkish license: the process is the same as the first-time license steps above: knowledge test, learner's permit and road test. Gathering documents and verifying status take time, so start well before the 1-year window closes. In Waynesboro a car is close to essential, so do not let that year slip by.
  • Test in Turkish: PennDOT offers the knowledge test in 29 languages, including Turkish, in written or audio form, on request at every Driver License Center. Ask for Turkish when you check in.
  • From another state: with a license from another U.S. state (Maryland included) there is no knowledge test, but you must exchange it within 60 days of becoming a Pennsylvania resident (details).
  • Studying: the Pennsylvania driver's manual is online on PennDOT's site. The test has 18 questions and 15 correct answers pass.

03 · Car

How do I register my car in Waynesboro, and do I need an inspection?

Short answer

You must apply for Pennsylvania title and registration within 20 days of becoming a resident. First buy Pennsylvania insurance with at least $15,000/$30,000/$5,000 in liability coverage, then apply through an authorized agent (a notary, dealer or tag service) with Form MV-1. The title costs $72 and passenger car registration is $48 a year. Every car needs a yearly safety inspection; Franklin County has no emissions test.

  1. Get your Pennsylvania ID. PennDOT says you need a valid Pennsylvania driver's license or ID card to apply for title and registration. Status checks can drag on, so apply for your license in your first weeks.
  2. Buy Pennsylvania insurance. You must show proof of Pennsylvania coverage: an insurance ID card, the declaration page, a binder or a copy of the insurance application. Maryland insurance or Maryland plates stop being enough once you live in Waynesboro.
  3. Gather your documents. Your valid out-of-state title in your name, proof of insurance, a VIN verification and Form MV-1 (Application for Certificate of Title). You cannot fill out the MV-1 yourself online; an authorized agent prepares it. Leased cars also need Form MV-1L. An inspection mechanic or a notary can verify the VIN.
  4. Go to an authorized agent. Most notaries, dealers and messenger (tag) services are authorized by PennDOT and can issue a temporary registration on the spot.
  5. Sales tax. 6 percent statewide. Franklin County has no county add-on like Philadelphia's or Allegheny County's.
  6. Inspect within 10 days. A newly registered car must pass a safety inspection within 10 days of registration.

What is the minimum insurance, and what is Limited Tort?

These are the legal minimums set out by the Pennsylvania Insurance Department, not recommended coverage. Your policy also asks you to choose Limited Tort or Full Tort. Limited Tort lowers the premium, but unless an injury fits one of the legal exceptions, you cannot sue for pain and suffering. Full Tort keeps that right. If you do not choose Limited Tort in writing, you have Full Tort.

Is there emissions testing in Franklin County?

No. Only 25 of Pennsylvania's 67 counties require emissions testing. The state's emissions program, Drive Clean PA, lists Franklin County among the 42 counties where no emissions test is required. A car registered in Waynesboro needs only the yearly safety inspection, which includes a quick visual anti-tampering check of the emissions parts.

04 · Tolls

Are there toll roads near Waynesboro, and how do I pay on the PA Turnpike?

Short answer

We found no tolls on the roads you will use every day around Waynesboro; I-81, US-30 and PA-16 are free. The tolls you will meet are on the statewide PA Turnpike, on trips toward Harrisburg, Philadelphia or Pittsburgh. There, E-ZPass costs up to 50 percent less than Toll By Plate, billed by mail. Since January 4, 2026, the most common passenger-car toll is $1.94 with E-ZPass and $3.88 with Toll By Plate.

  • Opening an account: open an E-ZPass Pennsylvania account online, in the PA Toll Pay app, at Go Pak retail locations, or by phone or mail at 1-877-736-6727. The Turnpike's E-ZPass page lists no monthly account fee.
  • Replenishing: with automatic replenishment, $35 per tag is charged to your bank account or card when the balance drops below $10. With manual replenishment, you get an alert when it reaches $15.
  • Toll By Plate: without a tag, a camera photographs your plate and the invoice is mailed to the registered owner. You can pay by check, money order or credit card.
  • Open road tolling: since January 5, 2025, the Turnpike east of Reading has no toll booths; overhead readers collect the toll. The section west of Reading is scheduled to switch in January 2027.
  • Toll increases: Turnpike tolls last rose on January 4, 2026; the amounts above are one example, and each segment differs. Check your route at paturnpike.com.

05 · Public transit

Is there a bus in Waynesboro, and how do I get around without a car?

Short answer

We found no fixed-route city bus in Waynesboro. Franklin County runs transit through rabbittransit: its shared-ride service, booked ahead by phone, covers Waynesboro on weekdays in set time windows; call 800-632-9063 to schedule. The county's $2 Stop Hopper shuttle runs only in the Chambersburg area and Fayetteville, not Waynesboro. Living here without a car is very hard.

  • How it works: there are no fixed routes or stops. You book the trip ahead by phone, and a vehicle picks you up and drops you off along with other riders.
  • Booking: 800-632-9063. The call center is open weekdays 7 a.m. to 7 p.m. and Saturdays 7:45 a.m. to 3 p.m.
  • When it serves Waynesboro: rabbittransit's Franklin County page lists Waynesboro on weekdays only, with set arrival and return windows.
  • Fares and eligibility: the pages we read do not list fares or who qualifies. Ask when you call to book.
  • Veterans: rabbittransit runs a free Wednesday shuttle for veterans to VA clinics and hospitals.

Stop Hopper (Chambersburg and Fayetteville)

An on-demand shared shuttle you book in an app. It runs weekdays 6:30 a.m. to 6:30 p.m. for $2 a ride, and PA Senior ID holders ride free. You can pay with cash, the Token Transit app, a card or the Stop Hopper app. Franklin County's page gives the service area as the Chambersburg area and Fayetteville; Waynesboro is not in it.

Getting to the airport

We found no public transit from Waynesboro to any airport. Washington Dulles (IAD), which has nonstop flights to Istanbul, is about a 2-hour drive. See time and flights for details.

06 · Electricity

How do I set up electricity and gas in Waynesboro, and do I need an SSN?

Short answer

In Waynesboro, electricity comes from West Penn Power, part of FirstEnergy Pennsylvania, and natural gas from UGI Utilities; confirm the company for your address on PA Power Switch. Under Pennsylvania's utility regulation (52 Pa. Code § 56.32), electric and gas companies may ask for a Social Security number but may not require it; one government photo ID, or two IDs with one photo, is enough. Call before you apply to ask how each company handles it.

No SSN? The state rule

  • SSN not required: electric and gas companies regulated by the Pennsylvania Public Utility Commission (PUC) may ask for the names and proof of identity of adult occupants before starting service. Under 52 Pa. Code § 56.32, the company may ask for your SSN but may not require it.
  • Valid ID: one government photo ID (such as a passport) or two alternative IDs, one with a photo.
  • Deposit: without a credit history, the company may ask for a deposit of up to one-sixth of the estimated annual bill, payable over 90 days. Applicants confirmed eligible for the company's low-income customer assistance program (CAP) owe no deposit.

This rule is not the same thing as PECO's ID form in Philadelphia. We could not confirm on West Penn Power's or UGI's own pages which documents they ask for when you have no SSN, so mention the rule when you apply.

Electricity: West Penn Power

  • Who serves you: Washington Township's utilities page and FirstEnergy's tariff place the Waynesboro area in West Penn Power's territory. West Penn Power operates under FirstEnergy Pennsylvania.
  • Applying: start service through West Penn Power's page. We saw different phone numbers in different sources, so take the number from the company's own site.
  • Choosing a supplier: you can buy electricity from another supplier while West Penn Power keeps the lines and delivery. Compare offers on PA Power Switch, the state's official comparison site.

Natural gas: UGI Utilities

  • Who serves you: Washington Township's page and UGI's list of supply regions place Waynesboro in UGI's area. New service: 1-800-652-0550.
  • Not every home has gas: some homes heat with propane or fuel oil. Before you rent, ask how the home is heated and whose name the bills will be in.

07 · Water and trash

How do I start water service in Waynesboro, and when is trash picked up?

Short answer

Water and sewer in Waynesboro come from the borough's own authority (Waynesboro Borough Authority), based at Borough Hall, 55 East Main Street; phone 717-762-2101. Apply at least 5 business days before you need service, and if a tenant applies, the property owner must co-sign and accept responsibility for payment. Bills come every quarter. Waste Management collects trash under a borough contract, and recycling goes out every other week.

Trash and recycling

  • Who collects: Waste Management, under the borough's contract, inside borough limits. The borough sends the bill.
  • Time: pickup starts at 5 a.m., so put trash out the night before.
  • Limit: per home, up to three 32-gallon cans or bags (50 pounds each) or one 96-gallon wheeled toter.
  • Recycling: every other week, all in one container (single stream). Yard waste goes out on the other weeks, in tied bundles up to 4 feet and 50 pounds or in 32-gallon containers. Large items are picked up on recycling weeks.
  • Schedule and fees: the yearly brochure and fee schedule are on the borough's trash page. Questions: 717-762-2101.
  • Outside the borough: in Washington Township you pick a private hauler or use the township transfer station (717-762-4413). The borough's Waste Management service is for borough residents only.

Does Waynesboro have 311, and how do I reach the borough?

Short answer

No, Waynesboro has no 311 line. The main number is Borough Hall at 717-762-2101: 55 East Main Street, weekdays 8 a.m. to 5 p.m. Property and code complaints go through a form on the borough's website, and non-emergency police reports go through CrimeWatch PA. In an emergency, always call 911. The town library is the Alexander Hamilton Memorial Free Library at 45 East Main Street.

09 · Renting

How much can my security deposit be in Waynesboro, and does the rental need a license?

Short answer

Waynesboro follows Pennsylvania's Landlord and Tenant Act: the deposit can be up to 2 months' rent in the first year of the lease and up to 1 month after that, and it is due back within 30 days after the lease ends. The borough also requires rental units to be registered and licensed (Ordinance No. 1197), and letting a tenant move in before the license is issued is a violation. Ask the landlord about the license before you move in.

Security deposits (state rule)

  • Cap: 2 months' rent in the first year, 1 month from the second year on. After the first year, the landlord must return anything above 1 month's rent.
  • Interest: for tenancies over 2 years, any deposit above $100 must be held in an interest-bearing account. The interest belongs to the tenant; the landlord may keep up to 1 percent a year as a fee.
  • Return: within 30 days after the lease ends. Any deductions must come with a written, itemized list of damages and the rest of the deposit.
  • Penalty: a landlord who misses the 30-day list loses the right to deduct for damages. After you give your new address in writing, you can sue for double the amount wrongly withheld.

The borough's rental license

  • The rule: under the borough's residential rental registration ordinance (Ordinance No. 1197), landlords register rental units with the borough and renew the registration by July 31 each year. The borough issues a license within 30 days of a complete application and fee; if the unit does not meet the code, no license is issued until it does.
  • What it means for you: occupying a unit before the license is issued violates the ordinance, and the license must be displayed at the property. Ask to see it before you sign.
  • Problems: report maintenance and safety problems with the complaint form on the borough's Zoning and Codes page (717-762-2101, ext. 230).

I bought a home in Waynesboro. How do property tax and the homestead application work?

Short answer

In Waynesboro, the Franklin County Tax Assessment Office sets your home's assessed value. The county's last countywide reassessment was in 1961, so assessed values do not follow sale prices. Homestead applications for the home you live in (and farmstead applications for farms) run each year from December 15 to March 1. Yearly assessment appeals must be filed before August 1. Tax bills are collected by the Waynesboro Area Tax Office.

Pennsylvania's rebate program is open to both homeowners and renters, but it depends on age and disability: people 65 and older, widows and widowers 50 and older, and people with disabilities 18 and older can apply. Household income must be $48,110 a year or less.

How do I enroll my child in school in Waynesboro?

Short answer

Public schools in Waynesboro belong to the Waynesboro Area School District (WASD), and you enroll through its online application, uploading your documents to it. Pennsylvania schools may neither request nor require a Social Security number, and may not condition enrollment on immigration status. The district asks for proof of age, immunization records, proof of residency and a Parent Registration Statement. The district asks for two proofs of residency; the state circular allows that, but extra documents should not delay enrollment.

  1. Proof of age. A birth certificate, baptismal certificate, notarized parent statement, valid passport or prior school record. A Turkish passport works.
  2. Immunization record. A record showing the dates, or a written statement for a religious or medical exemption. Have Turkish vaccination records translated into English.
  3. Proof of residency. The district's registration page asks for two documents from this list: a Pennsylvania driver's license or ID card, Pennsylvania vehicle registration, deed, mortgage papers, rent receipts or a lease, property tax receipts, a utility bill, a pay stub, or voter registration. Under the state enrollment circular, a district may ask for more than one proof of residency, but extra documents should not delay enrollment, and the family's circumstances should be taken into account. Bring two; if you have only one, call the district and explain.
  4. Parent Registration Statement. A sworn statement about any past suspension or expulsion.
  5. Upload your documents. Apply with the online form on the district's registration page and upload the documents to it. If you need help, the registration team can scan your documents. Paper forms can be picked up 24/7 outside the ramp entrance of the district office (210 Clayton Avenue).
  6. Home Language Survey. Pennsylvania asks every newly enrolled student which language is spoken at home. The survey cannot delay enrollment; based on the answers, the child may be referred for English support.
  • Which school: the district has four elementary schools (Fairview Avenue, Hooverville, Mowrey and Summitview), Waynesboro Area Middle School and Waynesboro Area Senior High School. Children in kindergarten through grade 5 attend the elementary school for their address; if you are not sure which one, ask the transportation office at 717-762-1191, extension 1264.

Waynesboro residents get their marriage license from the Franklin County Clerk of Courts: 14 North Main Street, Chambersburg; phone (717) 261-3805. Both of you apply together, in person. The fee is $60 (cash or card, no personal checks), the license is valid for 60 days, and you must apply at least 3 days before the ceremony.   • Timing: apply at least 3 days before the ceremony. The license is valid for 60 days, and the ceremony must take place in Pennsylvania (any county). Both applicants must be at least 18.
  • Type of license: you can choose a license for a ceremony with an officiant or a self-uniting license.
  • Certified copies: a certified copy of the marriage record costs $10, by request in person, by mail or online. The SSA and PennDOT ask for a certified copy for a name change.

How do I get a Social Security number in Waynesboro?

Short answer

SSNs are issued only to people with work authorization or a legally required reason. If you asked for one in your immigrant visa application, on Form I-485 or on an EAD application, the card is mailed to you. According to SSA, you do not need an SSN for a driver's license, school registration or private health insurance. In Pennsylvania, schools may not require one for enrollment (see school enrollment). How much is income tax in Waynesboro, what are the EIT and LST, and how do I get an ITIN?

Short answer

Pay in Waynesboro is taxed in three layers: federal tax, Pennsylvania's flat 3.07% state income tax and a local Earned Income Tax (EIT). According to the tax bureau's 2023 rate table, Waynesboro's EIT is 1%, and everyone who works in the borough also pays a $52-a-year Local Services Tax (LST).   3. Wait. Processing takes about 7 weeks, or 9 to 11 weeks during tax season (January 15 to April 30).
  • IRS office: the IRS list has no office offering ITIN document review in Franklin County or Harrisburg; the nearest one on the list is in York. Check its address and hours with the IRS office locator.
  • Appointments: IRS offices work by appointment only: 844-545-5640. It can take several weeks to get one. Phone interpreters are available in many languages.
  • Expiration: an ITIN not used on a federal return for three years in a row expires.

18 · Starting a business

How do I start an LLC in Waynesboro, and what permits do I need before opening a shop?

Short answer

A Pennsylvania LLC is formed by filing a Certificate of Organization with the Pennsylvania Department of State for $125. The company then files a $7 Annual Report every year between January 1 and September 30. A business name other than your own is also registered with the state, for $70. If you will rent a space in Waynesboro, the borough says to get a Zoning Compliance Certificate before you sign the lease and a Certificate of Occupancy before you move in.

  2. Annual Report: Act 122 of 2022 replaced the old once-a-decade report with an annual one. For LLCs the fee is $7 a year and the deadline is September 30. According to the Department of State, starting with the report due in 2027, a company that does not file is administratively dissolved six months after the deadline and loses its exclusive right to its name.
  3. Fictitious name: anyone doing business under a name other than their own registers it with the Department of State on Form DSCB:54-311 for $70. If an individual is a party to the registration, you must also run a one-time notice in two newspapers published in the county where the business is located (Franklin County), one of them a legal newspaper.

What does the borough require before you open a shop or office?

  • Before you sign a lease: the borough's new business information sheet says to get a Zoning Compliance Certificate from the Borough of Waynesboro before signing. It confirms your business is allowed at that address under the zoning rules. Signing first and then failing to get approval is the costliest mistake.
  • Certificate of Occupancy: confirms the building is fit for your use. The borough points to two private inspection firms in Chambersburg: PA Municipal Code Alliance (380 Wayne Avenue, 717-496-4996) or Commonwealth Code Inspection Services (1102 Sheller Avenue, 717-264-9191).
  • Signs and alterations: need separate permits.

Can immigrants in Waynesboro get SNAP or Medicaid, and does it affect a green card?

Short answer

In Waynesboro, as everywhere in Pennsylvania, SNAP and Medicaid (Medical Assistance) are run by the state Department of Human Services (DHS). You apply online through COMPASS or at the Franklin County Assistance Office in Chambersburg. Since November 1, 2025, the only noncitizens who can generally get SNAP are green card holders (after a 5-year wait or with an exception), Cuban/Haitian entrants and COFA citizens. Under the public charge rule in effect since September 18, 2026, benefits received after that date may count against a future green card application.

  • Medicaid and CHIP: Pennsylvania Medical Assistance narrows for noncitizens starting October 1, 2026. Pennsylvania chose to keep CHIP coverage open for lawfully residing children and pregnant people, and emergency Medicaid continues. If DHS sends you a letter asking for status documents, answer it.   • U.S.-citizen children in the household may still receive benefits in their own right. A child's own benefits generally do not count in a parent's public charge review.
  • The new public charge rule: for green card applications filed on or after September 18, 2026, officers may consider any means-tested benefit (SNAP, Medicaid, housing assistance and others) received on or after that date. Benefits received earlier count only if they were cash assistance or long-term institutional care. Benefits received by family members are generally not counted.
  • Who is exempt: humanitarian categories such as asylees and refugees, T and U visa holders, VAWA self-petitioners and TPS. Family-based, most employment-based and diversity visa applicants are subject to it.
  • Litigation: on September 14, 2026, more than 20 states filed one lawsuit and cities led by New York City filed another. As of September 25, 2026, no court had blocked the rule. Ask an attorney about the rule's current status before you apply.

20 · Address change

I moved to Waynesboro. Do I have to report my new address to USCIS?

Short answer

Generally, most noncitizens in the U.S., including Green Card holders, must report a new address to USCIS within 10 days of moving. That includes a move from one Waynesboro street to another. The easiest way is the change-of-address tool in your USCIS online account; the paper Form AR-11 is also free. If you have a case in immigration court, you must also notify the court within 5 days on Form EOIR-33.

According to the last county list USCIS published (2017), Franklin County belongs to the Philadelphia Field Office, even though Baltimore is closer: 30 N. 41st Street, Philadelphia, PA 19104, about 165 miles from Waynesboro, roughly 3.5 hours by car. The nearest Pennsylvania support center for fingerprints and photos (biometrics) is in York, about 1.5 hours away. No USCIS office accepts walk-ins. I'm not a citizen. Can I register to vote in Waynesboro, and what if I get a jury summons?

Short answer

  • Scams: be wary of calls or emails asking for your SSN or demanding a fine. If in doubt, call the court at the official number on your summons.

Are Pennsylvania state parks really free?

Yes. According to DCNR's pricing page, no Pennsylvania state park charges an entrance or day-use fee. You pay only for camping, cabins and some activities.
