01 · Driver's license
How do I get a driver's license in San Antonio?
Short answer
Texas driver's licenses are issued by DPS (Texas Department of Public Safety) offices, by appointment only. For a first Texas license you need proof of lawful presence (green card, EAD, or passport + visa + I-94), your SSN, two documents showing a Texas address with at least 30 days of residence, and Texas insurance for any car you own. San Antonio waits are long: 30 to 35 days at the main offices on September 16, 2026. The fee is $33.

- Book an appointment. DPS offices do not take walk-ins. The DPS scheduler books up to six months ahead; choose the "Original" service for a first license. DPS's wait-time report of September 16, 2026 showed first-time appointments 30 days out at San Antonio Pat Booker, 31 at Gen McMullen, 33 at Southeast and 35 at the Leon Valley Mega Center. Castroville was 36 days, Boerne 41 and New Braunfels 17. Road tests at the four main offices were 29 to 44 days out. Kiosks offer a limited number of same-day slots. Waits change daily; for addresses and hours, use the DPS office locator.
- Bring original documents. Photocopies are not accepted. DPS's document check tool builds a personal checklist.
- Complete ITAD. If you are 25 or older, finish the one-hour Impact Texas Adult Drivers video before the road test. The certificate is valid for 90 days, so time it around your appointment. If you are 18 to 24, a 6-hour adult driver education course is also required.
- Take the tests. The knowledge test is offered only in English or Spanish, and interpreters are not allowed during the test. Bring an insured, registered car for the road test.
- Pay the fee. You leave with a temporary license; the card arrives by mail in 2 to 3 weeks.
Which documents do I need?
- Lawful presence: green card (I-551), EAD (I-766), or a valid passport + visa + I-94. DPS verifies this with DHS; if verification is not instant, you can track its status online.
- Identity: a green card, an EAD and "passport + visa + I-94" also count as primary ID. A foreign passport alone is only a supporting document.
- SSN: give your number if you have one. If you are not eligible for an SSN, you sign a DL-13 affidavit at the office. That works for a regular license but not for a commercial license (CDL).
- Texas address: two documents with your name and address, one proving 30 days in Texas. A lease, an electric, water or internet bill from the last 180 days, a bank statement, a pay stub or a USCIS notice all work. A CPS Energy or SAWS bill counts.
- Vehicles: Texas insurance for each vehicle you own, plus Texas registration if you are surrendering an out-of-state license. If you own a car, register it first. If you own no vehicle, you say so on the form.

Family members who will not drive can get a Texas ID card with the same documents. Texas does not let you hold a license and an ID card at the same time. Since May 7, 2025, domestic flights accept only REAL ID cards (marked with a star) or a passport.

02 · Foreign license
Can I drive in San Antonio with a foreign license?
Short answer
As a visitor, yes: with your home license and an International Driving Permit (or English translation), for up to one year from entry. Once you move to San Antonio, your previous license is valid for 90 days. Only licenses from France, Germany, South Korea, the United Arab Emirates, Taiwan and other U.S. states can be exchanged without tests; everyone else takes the knowledge and road tests.

- Visitors and newcomers: a license that is not in English or Spanish must be translated. An International Driving Permit issued under the 1949 Geneva Convention covers this; get it in your home country before you travel, because it is not issued in the U.S.
- Age and vehicle: the international agreements cover drivers 18 to 75 in private passenger vehicles.
- After you move: residents must get a Texas license within 90 days. San Antonio DPS appointments can take more than a month, so count the wait inside those 90 days. A foreign license does not waive the 6-hour course for drivers aged 18 to 24.
- Renting a car: rental companies may ask for the International Driving Permit too. USA.gov notes you may need both.
Coming from Türkiye? Turkish licenses are not on the exchange list, so the first-license steps above apply. Türkiye is party to the 1949 Geneva Convention, so a Turkish license with an International Driving Permit obtained in Türkiye works for visits.
03 · Car
How do I register my car in Bexar County, and do I need an inspection?
Short answer
New residents have 30 days to register a vehicle in Texas. The order is: Texas insurance (at least 30/60/25), then title and registration at the Bexar County Tax Assessor-Collector with Form 130-U. Bexar County is not an emissions-testing county, so there is no inspection station visit. A car from another state or country pays a one-time $90 new resident tax.

- Buy Texas insurance. Minimum liability is $30,000 per person, $60,000 per accident and $25,000 property damage. Out-of-state insurance that meets these limits is accepted; bring the declarations page.
- Inspection and emissions: safety inspections for non-commercial vehicles ended on January 1, 2025. Emissions tests remain in only 17 counties, and Bexar is not one of them. Unlike Houston or Dallas, you skip the station and pay only the $7.50 yearly state fee that replaced inspections.
- Visit the tax office. In Bexar County, the Tax Assessor-Collector handles titles and registration. Bring your out-of-state title or most recent registration receipt, photo ID and proof of Texas insurance. Form 130-U is completed at the tax office or a title service. If the car is financed, bring the lienholder's name and address. According to TxDMV's Bexar County page, the main office is at 233 N Pecos La Trinidad, San Antonio 78207, phone (210) 335-2251. Confirm branch locations and hours before you go.
- Then get your license. DPS asks about your vehicle registration when you apply, so register first if you own a car.
Which ID works for a first registration?
Under a TxDMV rule in force since March 5, 2026, a first Texas registration needs one of these, and none may be expired:
- A REAL ID license or ID card from any state, or a license from a state that requires proof of lawful presence (Texas included)
- A U.S. passport
- A foreign passport plus an I-94 (not in parole status), a green card, or an unexpired U.S. immigrant visa
A foreign passport alone is no longer enough. ID checks extend to registration renewals from January 1, 2027.

04 · Toll roads
Are there toll roads in San Antonio, and do I need a TollTag or EZ TAG?
Short answer
Not for everyday driving around town. In northern Bexar County, the US 281 and Loop 1604 expansion was built with non-toll general-purpose lanes, HOV lanes and frontage roads. San Antonio has no local toll agency like HCTRA in Houston or NTTA in Dallas. You only need a tag for drives to Austin, Houston or Dallas, and Texas tags work on each other's roads.

- Why there are no tolls: US 281 north of Loop 1604 was first studied as a toll project. The plan changed, and according to TxDOT's project page it was rebuilt with non-toll general-purpose lanes, HOV/transit lanes and frontage roads. The ramps at the Loop 1604 and US 281 interchange are toll-free too.
- Leaving town: 183A, 290 Toll and SH 130 around Austin, HCTRA roads in Houston and NTTA roads in Dallas charge tolls. There are no booths; tolls are read from a tag or your plate, and without a tag a bill goes to your registration address at a higher rate.
- Tags that work: TxTag, EZ TAG, TollTag, K-TAG, PIKEPASS, ExpressToll and SunPass work on each other's roads, with the lowest rates in Texas, Kansas, Oklahoma, Colorado and most of Florida. If you drive out of town often, one account with Houston's EZ TAG or Dallas's TollTag is enough. One tag per windshield; do not move stickers between cars.
- Rental cars: tolls go through the rental agreement, and fees vary by company. You cannot move your own tag sticker to a rental.
05 · Public transit
How does public transit work in San Antonio, and how do I get from the airport to downtown?
Short answer
San Antonio transit is VIA Metropolitan Transit's bus network. A regular bus ride is $1.30 with a free transfer, a Day Pass is $2.75 and a 31-Day Pass is $38. Pay with the goMobile+ app, a goCard or at retail outlets such as H-E-B. From San Antonio International Airport (SAT), Route 5 reaches downtown in about 30 minutes.

Fares are from VIA's rates page. Seniors and riders with limited mobility pay 25 cents on weekdays from 9 a.m. to 3 p.m. and ride free on weekends. VIA Link is an on-demand service in some areas.
- Paying: the goMobile+ app, a tap goCard, VIA customer service centers and retail outlets including H-E-B. Customer service: 1-866-362-2020.
- Airport to downtown: Route 5 runs every day from San Antonio International Airport (SAT) to downtown in about 30 minutes for the regular $1.30 fare; frequency varies during the day and on weekends. The stop is on the outer curb across the crosswalk from the arrivals/baggage level, at the far west end of Terminal B, marked on the column. Route 7, the Stone Oak Express, links the Stone Oak Park & Ride with the airport on weekdays from 5:45 a.m. to 7 p.m. at the express fare ($2.60).
- House hunting: if you will not have a car, check the routes to your work or school address on VIA's site before you sign a lease.
- Flying to Istanbul: SAT has no nonstop to Istanbul or anywhere in Europe. The airport's nonstop list covers U.S. cities, cities in Mexico and Toronto. Turkish Airlines flies nonstop to Istanbul from Houston and Dallas; Houston Bush (IAH) is about 192 miles away.
06 · Electricity
How do I set up electricity and gas in San Antonio?
Short answer
In San Antonio, both electricity and natural gas come from CPS Energy, which is owned by the city. There is no Power to Choose shopping like in Houston or Dallas; you apply to one company for both. New customers call First Connections at (210) 353-2222. Existing CPS Energy customers move their service online through Manage My Account.

- Apply. According to CPS Energy's moving page, existing customers transfer service to the new address in Manage My Account in a few minutes. If you are not a CPS Energy customer yet, the page asks you to request a letter of reference. First Connections (210-353-2222) helps you get the power on and, if you want, other services such as internet and phone. Call a few business days before your move-in date.
- Have ID ready. Under CPS Energy's customer terms, you provide one of these: a driver's license or ID card issued by a U.S. state or territory, an SSN, a federal tax ID, or any other verifiable ID that CPS Energy finds acceptable on review.
- Ask about the deposit. New accounts may need a deposit, and military members relocating to San Antonio may have it waived. When you call, ask for the current amount and whether a letter of reference changes it.
- One company, two services: electricity and gas share one account. State rules written for competitive retail providers (such as the PUC deposit formula) do not directly govern CPS Energy, a municipally owned utility; it works under its own board-approved customer terms.
- Help with bills: income-based assistance and payment options are on CPS Energy's assistance page.
- Suburbs: some communities outside San Antonio get power from a different utility or a co-op. Ask which company serves the address before you sign a lease.
07 · Water and trash
How do I start water service in San Antonio, and when is trash pickup?
Short answer
Water comes from SAWS (San Antonio Water System), which is publicly owned. Start service at myaccount.saws.org or by calling 210-704-7297. If a technician has to turn the water on, there is a $12 trip fee. The trash fee depends on your cart size: $19.76, $25.26 or $35.75 a month. Garbage, recycling and organics are all picked up weekly.

Water (SAWS)
- Starting service: through the SAWS new customer page or MyAccount. Phone 210-704-SAWS (7297), weekdays 8 a.m. to 5 p.m.
- Meter trip fee: $12 when SAWS sends a technician to turn water on or off, or $6 for customers in a SAWS Affordability Program. According to the SAWS FAQ, the fee currently appears inside the "Previous Balance" line rather than as its own item.
- Watering rules: Stage 3 restrictions were in effect on September 28, 2026: landscape watering once a week on your assigned day, from 5 to 10 a.m. and 9 p.m. to midnight. The stage changes with drought conditions, so check saws.org.
- Apartments often bill water through the landlord; check your lease.

Amounts are from the city's rates page and include the $5.00 Environmental Fee. The charge appears under "City Services" on your CPS Energy bill, which also shows your cart size. The blue recycling and green organics carts are free, whatever their size.
- Pickup days: garbage, recycling and organics are collected weekly, with organics on the same day as recycling. Find your days with "My Collection Day" on sa.gov, the 311SA app or by calling 3-1-1.
- Changing carts: downsizing is always free. The first upsize request is free; later ones are $25 each.
- Bulky items and brush: collected at the curb twice a year on a neighborhood cycle. Out of cycle, a single item or up to 4 cubic yards costs $50, plus $25 for each additional 4 cubic yards. Bagged leaf collection is free twice a year, then $20.
- Extra fees: an extra garbage pickup is $10 (up to 3 times a year). Putting the wrong items in a recycling or organics cart costs $25, or $50 for diapers.
08 · City services
What is San Antonio 311, and how do I get a library card?
Short answer
311 is the City of San Antonio's line for non-emergency requests and questions. Dial 3-1-1 or 210-207-6000. It is not a 24-hour line: it is open 7 a.m. to 7 p.m. every day, and until 11 p.m. for urgent concerns. There is also an online portal and a mobile app. San Antonio Public Library cards are free for people who live inside city limits.

311: you can open and track non-emergency city requests by phone, through the 311 portal or in the 311 app. On city holidays the line is open 8 a.m. to 5 p.m. Representatives offer interpretation in Spanish and many other languages. Email: [email protected]. In a life-threatening situation, always call 911.
Library card: a San Antonio Public Library card is free for city residents. Sign up online, then visit any branch within 90 days with photo ID and proof of your current address to pick up the card. If your photo ID does not show your current address, a utility bill works as proof. If you have no proof of address yet, the branch can explain other options.
Living outside city limits: the rules are different for Bexar County residents who live outside San Antonio city limits. Ask a branch about current terms and any fee.
09 · Renting
I rent in San Antonio. When do I get my security deposit back?
Short answer
Under Texas law, your landlord must refund the deposit, with a written list of any deductions, within 30 days after you move out, as long as you have given a forwarding address in writing. Normal wear and tear cannot be deducted. A landlord who withholds a deposit in bad faith owes $100 plus three times the amount wrongfully kept. The same rules apply in San Antonio.

- Last month's rent: you may not use the deposit as your last month's rent. If you do it in bad faith, you can owe three times the rent.
- Repairs: for problems that seriously affect health or safety, notify the landlord in writing (certified mail is a good idea). Seven days is generally treated as a reasonable time to repair. The law puts security devices such as locks, deadbolts and door viewers on the landlord.
- No retaliation: for 6 months after a good-faith complaint, a landlord may not evict you or raise your rent because of it.
- Utilities: a landlord may not cut off your electricity, water or gas except for repairs or emergencies.
- Before you move out: a lease clause requiring advance notice is enforceable if it is underlined or in bold. Read it and note the date.
- Evictions: SB 38, in effect since January 1, 2026, rewrote the eviction procedure, and only the Legislature can now change it.
10 · Home ownership
I bought a home in San Antonio. How do I apply for the homestead exemption?
Short answer
If the home is your main residence, apply to the Bexar Appraisal District (BCAD) with Form 50-114. The regular window is January 1 to April 30, and late applications are accepted for up to two years. You must include a Texas driver's license or ID card showing the home's address. Statewide, the school-tax exemption is $140,000, plus $60,000 more for owners 65 and older or disabled.

- How: create an online services account on BCAD's website and file online, or mail Form 50-114. Confirm the office address and phone number on BCAD's site.
- ID rule: if the address on your license or Texas ID does not match the home, the exemption cannot be granted. Update your address with DPS first.
- Once is enough: after approval you do not reapply every year.
- Age 65: the exemption starts in the year you turn 65 and freezes your school taxes at a ceiling, which can move with you to a new Texas home.
- Other taxing units: the city, county and school district can set their own additional exemptions. Check the rates and exemptions on your property's BCAD record.
11 · School
How do I enroll my child in school in San Antonio?
Short answer
San Antonio has no single school district: San Antonio ISD, Northside ISD, North East ISD and several others serve the city, and your address decides which one is yours. Registration is mostly online. You need a birth certificate, immunization records and proof of address; Northside ISD lists the Social Security card as optional. Schools may not ask about immigration status. For kindergarten, the child must be 5 by September 1.

- Find your district. A "San Antonio, TX" address can belong to San Antonio ISD, Northside, North East, Edgewood, Harlandale, South San Antonio, Judson, East Central, Alamo Heights or another district. The TEA district locator checks by address.
- Use your district's registration system.
- Northside ISD (NISD): online registration in PowerSchool takes three steps (enter the information, review the summary page, submit), and you get an email confirmation. Forms come in English, Spanish and Pashto. School choice and help: Student Advocacy & School Choice, (210) 397-8695, [email protected]. Main line (210) 397-8500.
- North East ISD (NEISD): registration and school choice requests go through the Registration & Enrollment Hub, where you create an account and upload documents. Check the current document list there.
- San Antonio ISD (SAISD): register at saisd.net/enroll. Enrollment Office: (210) 554-2660. SAISD's Choice Schools (specialty programs) accept students from inside and outside the district by lottery; check the application calendar on its site.
- Gather documents. NISD's list: the original certified birth certificate, current immunization records, proof of residency (a utility bill, lease or sales contract, or a notarized Affidavit of Residence) and, optionally, the Social Security card. Other districts ask for similar documents; check your district's page.
- Enrolling outside your zone: NISD opened enrollment to all San Antonio-area families in June 2025. NEISD's board also voted to open its boundaries for the 2026-27 school year, so any student living in the San Antonio area can apply. Ask the district about the application steps and whether bus service is included.
- Grace periods: missing records do not block enrollment. Parents have 30 days for identity documents, and 90 days for a certified birth certificate of a child born outside the U.S.
- Pre-K: in Texas, free Pre-K is for children who are 3 or 4 by September 1 and meet a state criterion, such as limited English, family income, homelessness, military family or foster care. Check your district's Pre-K application calendar.
- Vaccines (K-12): DTaP/Tdap, polio, MMR, hepatitis A and B, and varicella, plus a Tdap booster and meningococcal vaccine in 7th grade. Records must show month, day and year and be validated by a physician or clinic. Provisional enrollment is possible if at least one dose of each vaccine has been given. For missing shots, the Metro Health immunization clinic is a low-cost option.

Where can I get health care in San Antonio if I don't have insurance?
Short answer
In a life-threatening emergency, call 911 or go to the nearest ER: under the federal EMTALA law, emergency departments must screen and stabilize you regardless of insurance or ability to pay. Uninsured Bexar County residents with household income up to 250% of the federal poverty level can apply for University Health's CareLink program. CareLink is not insurance; costs are income-based. For a mental health crisis, call or text 988.

- University Health CareLink: a membership program of University Health, Bexar County's public hospital system. According to its official page, there are three conditions: you live in Bexar County, you do not have or qualify for health insurance, and household income is at or below 250% of the federal poverty guidelines. Members get a primary care provider at University Health. Costs follow a sliding scale based on income and household size; it is not free. Apply online or book an enrollment appointment with CareLink Member Services at 210-358-3350.
- What to bring: your latest federal tax return, or 3 recent pay stubs, 3 bank statements or written proof of income; a government-issued photo ID; and proof of address (a phone, water or electric bill).
- Status question at hospitals: since November 1, 2024, Texas hospitals enrolled in Medicaid or CHIP ask about citizenship or lawful presence at registration. The hospital must tell you that your answer will not affect your care.
- Buying insurance: Texas uses the federal HealthCare.gov marketplace. Open enrollment for 2027 starts November 1; sign up by December 15 for coverage from January 1.
- Community health centers: HRSA's Find a Health Center tool lists federally funded centers with income-based fees near your address.
- 988: the Suicide & Crisis Lifeline answers calls, texts and chats 24/7, with phone interpreters in more than 240 languages.
13 · Health
Where can I find low-cost or income-based health care in San Antonio?
Short answer
For uninsured people in San Antonio, the main option is University Health's financial assistance program and CareLink, which use a sliding scale based on income. The city's Metro Health immunization clinic gives low-cost vaccines to uninsured adults and children. These services are not free. We could not confirm a fully free clinic on an official page for this guide.

University Health states on its official page that it cares for patients regardless of their ability to pay. Financial assistance is generally for people who are uninsured or underinsured, have household income at or below 250% of the federal poverty guidelines and are not eligible for other programs. Costs follow a sliding scale based on annual household income and family size. Applications are in English and Spanish. Emergency care is provided regardless of ability to pay.

Low-cost vaccines
Metro Health Immunization Clinic · City of San Antonio
Metro Health, the city's health department, gives low-cost vaccines through state programs. Under Adult Safety Net (uninsured adults 19 and older), the administration fee is $22 per vaccine; under Texas Vaccines for Children (18 and under who are uninsured, underinsured, or on Medicaid or CHIP), it is $13.75 per vaccine. Other fees apply outside these programs, and prices may change. The clinic accepts Medicaid and two CHIP plans but not private insurance. Vaccines are by appointment only.

14 · Marriage
How do I get a marriage license in San Antonio?
Short answer
In Bexar County, the County Clerk issues marriage licenses: both of you apply in person with ID. The fee is a flat $80, and unlike Harris County in Houston there is no separate rate for applicants without a Texas ID. An SSN is required if you have one. You must wait 72 hours after the license is issued before the ceremony, and marry within 90 days.

- Fees: a marriage license is $80, and a declaration of informal marriage is $45. Pay by cash or card; American Express and temporary checks are not accepted.
- ID: each of you proves age and identity and gives an SSN if you have one. According to the county's page, a current state driver's license or ID card (or one expired less than two years), a birth certificate, a passport, or a document issued by the U.S. or a foreign government is accepted. - 72 hours: the wait does not apply with a judge's waiver, for active-duty military, for couples who completed the Twogether in Texas premarital course, or for couples remarrying each other. The Twogether certificate also takes $60 off the license fee and is valid for one year. Divorced applicants generally wait 30 days after the divorce, with some exceptions. No blood test or witnesses are required.

How do I get my baby's birth certificate in San Antonio?
Short answer
For babies born anywhere in Bexar County, birth certificates come from the City of San Antonio's Office of the City Clerk at 719 S. Santa Rosa, and they cost $23. For passports and immigration, ask for the "Long Form." The "State Abstract" is not accepted for immigration or passports. Your baby's SSN is usually requested at the hospital with the birth registration.

- Security screening: everyone passes through a metal detector. Allow 15 extra minutes, bring only a small bag, and come in a group of no more than 2 or 3. Pocketknives, scissors, pepper spray and similar items are not allowed.
- Long Form or Abstract: according to the city's page, the Long Form is available for Bexar County births and is accepted for all purposes, including immigration and passports. The State Abstract is not accepted for genealogy, immigration or passports. If you will use the certificate in Türkiye, get the Long Form too.
- Who can order: records are restricted for 75 years. Parents listed on the certificate, grandparents, spouses, children, siblings, legal guardians and attorneys can order with proof of the relationship. Every applicant shows valid ID. Originals are required; copies and photos are not accepted.
- ID: for accepted IDs, the city's page links to Texas DSHS's list. Under that list, a foreign passport with a U.S. visa is only secondary ID. If a passport is all you have, call ahead and bring a second document.
- Bexar County Clerk: the county keeps only older records, such as rural and home births before 1967 and older Wilford Hall military hospital births. For a recent birth, go to the City Clerk, not the County Clerk. Corrections to a birth certificate go through Texas DSHS in Austin.
- SSN: if you request an SSN at the hospital during birth registration, the card comes by mail and you do not need to visit an SSA office.
16 · Social Security
How do I get a Social Security number in San Antonio?
Short answer
SSNs are issued only to people with work authorization or a legally required reason. If you immigrated on an immigrant visa and asked for an SSN in that application, the card is mailed to you. People who adjust status with Form I-485, and EAD applicants who checked the SSN box, also receive the card automatically. Otherwise, start online and visit an SSA office by appointment within 45 days; it is free.

- What to bring: current immigration documents (green card, I-94 or EAD) with a valid passport, and a birth certificate if you have it. No photocopies or notarized copies. SSA suggests waiting 10 days after arrival so DHS records can be verified.
- F-1 and J-1: an SSN is available only once you are authorized to work (on-campus job, CPT, OPT), not just for enrolling in school.
- Appointments: field offices serve by appointment, weekdays 9 a.m. to 4 p.m. National line: 1-800-772-1213.
- San Antonio offices: the SSA office locator lists four in the city: downtown at 727 E. Cesar Chavez (Room 701, 7th floor, 78206), 402 Isom Rd. (78216), 411 Richland Hills Dr. (78245) and 3438 E. Southcross Blvd. (78223). The office that serves you depends on your address, so check the locator with your own address before you go.
- Replacement card: free, often started online; the card arrives in 5 to 10 business days.
According to SSA, you do not need an SSN for a driver's license, school registration or private health insurance.

Does Texas have an income tax, and how do I get an ITIN in San Antonio?
Short answer
Texas has no state or local personal income tax; you file only a federal return with the IRS. People who must file but cannot get an SSN (for example H-4 spouses without an EAD, or dependents) apply for an ITIN with Form W-7. The IRS office in San Antonio, at 8122 Datapoint Dr., Suite 210, reviews ITIN documents in person by appointment. An ITIN is a tax number only; it does not authorize work.

- Complete Form W-7 and attach it to your federal return unless an exception applies.
- Get documents verified. Mail originals to the IRS ITIN unit in Austin, use a Certifying Acceptance Agent (CAA), or book a free document review at an IRS office. With a CAA or IRS office, your passport does not go in the mail.
- Wait. Processing takes about 7 weeks, or 9 to 11 weeks during tax season (January 15 to April 30).
- San Antonio IRS office: Taxpayer Assistance Center, 8122 Datapoint Dr., Suite 210, San Antonio, TX 78229, weekdays 8:30 a.m. to 4:30 p.m. It is one of the offices that review ITIN documents in person. Appointments at 844-545-5640; they can take several weeks, and since this is the city's only IRS office, book early. Phone interpreters are available in every office.
- Do not mix up the addresses: the IRS ITIN Operation has an Austin mailing address (P.O. Box 149342), but it is not an office you can visit.
- Expiration: an ITIN not used on a federal return for three years in a row expires.
18 · Starting a business
How do I start an LLC in San Antonio, and what is a DBA?
Short answer
A Texas LLC is formed with the Secretary of State using Form 205 on SOSDirect; the filing fee is $300. Owners do not need to be U.S. citizens or Texas residents, but you need a registered agent with a Texas address. A sole proprietor using a business name other than their own files an assumed name (DBA) certificate with the Bexar County Clerk. A certificate lasts up to 10 years.

- LLC: Form 205, online through SOSDirect or by mail. Card payments carry a 2.7% fee. No notarization needed.
- DBA, name search first: check that the name is free in the County Clerk's official records search, or ask staff at the DBA office to search for you.
- DBA, signing: the Assumed Name Certificate must be notarized or acknowledged before a deputy in the County Clerk's office ($1). If the business has partners, each one signs.
- DBA, where to file: the Bexar County Clerk's DBA office is in the Paul Elizondo Tower downtown (101 W. Nueva). The Southside Annex (3505 Pleasanton Rd.) and the county's "Records on the Run" mobile unit also take filings. You can submit online and pay in person within 5 days, or mail a notarized certificate. Check the current filing fee on the county's page before you go; each additional owner adds $0.50. Cash, credit cards (not American Express), checks and money orders are accepted; temporary checks are not.
- LLCs and corporations file assumed names with the Secretary of State (Form 503), not the county.
- Franchise tax: annual report due May 15. The no-tax-due threshold for 2026 and 2027 is $2.65 million in revenue; LLCs below it pay no tax but must still file a Public Information Report. An LLC formed in 2026 files its first report by May 15, 2027.
19 · Public benefits
Can immigrants in San Antonio get SNAP or Medicaid, and does it affect a green card?
Short answer
Texas SNAP, Medicaid and CHIP applications go through YourTexasBenefits.com. Since July 4, 2025, only U.S. citizens, green card holders, Cuban/Haitian entrants and COFA citizens can get SNAP. And under the new public charge rule in effect since September 18, 2026, benefits received after that date may be held against you in a future green card application.

- Who still qualifies for SNAP: refugees and asylees no longer qualify on that status alone, but they skip the 5-year wait once they become green card holders. The 5-year wait still applies to other green card holders, with exceptions such as children under 18.
- U.S.-citizen children in the household may still receive benefits in their own right.
- The new public charge rule: for green card applications filed on or after September 18, 2026, officers may consider any means-tested benefit (SNAP, Medicaid, housing assistance and others) received on or after that date. Benefits received earlier count only if they were cash assistance or long-term institutional care. Benefits received by family members are generally not counted.
- Who is exempt: humanitarian categories such as asylees and refugees, T and U visa holders, VAWA self-petitioners and TPS. Family-based, most employment-based and diversity visa applicants are subject to it.
- Local program in Bexar County: University Health's CareLink helps uninsured Bexar County residents with income up to 250% of the federal poverty level pay for care. It is not insurance, and it is income-based. How it will be treated under the new rule is not yet clear, so ask before you enroll if a green card is in your plans.
- Litigation: more than 20 states and several cities sued on September 14, 2026. Filing a lawsuit does not suspend the rule; check the current status before you apply for anything.
20 · Address change
I moved to San Antonio. Do I have to report my new address to USCIS?
Short answer
Generally, most noncitizens in the U.S., including Green Card holders, must report a new address to USCIS within 10 days of moving. The easiest way is your USCIS online account; the paper Form AR-11 is also free. If you have a case in immigration court, you must also notify the court within 5 days on Form EOIR-33. People released by DHS must also update ICE within 5 business days.

- Log in to your USCIS account and open Change of Address. Reporting online satisfies the legal requirement; no paper AR-11 is needed.
- Enter the receipt number of every pending case. Otherwise notices may still go to the old address.
- Tell USPS separately. A post office change of address does not update USCIS, and USPS does not forward USCIS mail.
- If you are in court proceedings, file Form EOIR-33/IC within 5 days. The court changes your address only through this form.
- Update ICE too. If DHS released you at the border or inside the U.S. (with a Notice to Appear, parole, ATD or a notice to report), call ICE's DRIL line within 5 business days of moving: 1-888-351-4024, weekdays 8 a.m. to 8 p.m. Eastern. Check-ins can be scheduled at checkin.ice.gov.
A and G visa holders and Visa Waiver visitors are exempt from the USCIS address requirement.

Where is the USCIS office in San Antonio, and where do I go for biometrics?
Short answer
San Antonio has its own USCIS field office at 20760 North US Highway 281, Suite A, San Antonio, TX 78258, where green card and citizenship interviews and oath ceremonies take place. Fingerprint and photo (biometrics) appointments are in a different building, the Application Support Center at 2000 SE Loop 410, Suite 115. USCIS offices do not accept walk-ins; always go to the address on your appointment notice.

Where is the San Antonio immigration court, and how do I check my case?
Short answer
The San Antonio Immigration Court is downtown at 800 Dolorosa, Suite 300, San Antonio, TX 78207, phone 210-472-6637. It hears non-detained cases; detained cases go to the Pearsall court. Check your case with your A-number on EOIR's ACIS portal or at 1-800-898-7180. Your hearing notice decides which court and courtroom you attend.

Where do I find my I-94, and how do I fix an error?
Download your most recent I-94 from CBP's website. Errors made at entry (wrong visa class, name or admit-until date) are corrected by CBP Deferred Inspection. In San Antonio the office is inside the airport: San Antonio International Airport, 9800 Airport Blvd., Tuesdays and Thursdays only, noon to 2 p.m., (210) 821-6965. CBP's own listing is inconsistent about the terminal, so call ahead to confirm where to go. The office fixes only mistakes made at the time of entry.
23 · Voting and jury duty
I'm not a citizen. Can I register to vote, and what if I get a jury summons?
Short answer
No. In Texas only U.S. citizens may register and vote, and that includes local elections; green card holders and all other noncitizens may not. Answering "yes" to "Are you a U.S. citizen?" on the DPS license form counts as a false claim of citizenship for USCIS. If you receive a Bexar County jury summons, do not ignore it; respond and state that you are not a U.S. citizen.

- At DPS: the first question on the license application is citizenship. If you are not a citizen, answer "no" and skip the voter registration questions.
- Consequences: registering or voting as a noncitizen is a federal crime (18 U.S.C. 611 and 1015(f)) and a Texas felony. In immigration law it can mean permanent inadmissibility, deportability and denial of naturalization.
- Do not fill out voter registration forms handed out door to door or at events.
- Jury summons: Bexar County builds its jury list from voter rolls and from everyone in the county with a Texas driver's license or DPS ID card, so noncitizens can be summoned. Respond through the District Clerk's Juror eResponse portal and state that you are not a U.S. citizen. In Texas, ignoring a summons can bring a $100 to $1,000 fine.
- Watch for scams: callers pose as deputies or judges and demand money for a missed jury date. Courts never ask for money, wire transfers or gift cards by phone. If in doubt, call the official number printed on your summons.

I just became a citizen. How do I get a U.S. passport in San Antonio?
Short answer
A first U.S. passport is applied for in person on Form DS-11 with your original proof of citizenship. An adult passport book costs $130 plus a $35 acceptance fee. In San Antonio, the Bexar County District Clerk's passport center at 101 W. Nueva St. takes walk-ins on weekdays from 8 a.m. to 4 p.m., and the City Clerk's office works mainly by appointment. San Antonio has no passport agency; for travel within 14 days, book the Houston, Dallas or El Paso Passport Agency.

- Military service (askerlik): men born in 2007 must complete their registration (yoklama) by December 31, 2026. The paid military service option (dövizle askerlik) for July to December 2026 is the foreign-currency equivalent of 472,653.60 TL, collected in Houston in U.S. dollars plus a $45 transfer fee, in person and by appointment only. The amount changes on January 1, 2027. Dual citizens born in the U.S. or who came before 18 can defer until the end of age 35.

How do I get an apostille in San Antonio for use abroad?
Short answer
There is no apostille office in San Antonio. Texas apostilles come only from the Secretary of State in Austin, at 400 West 15th Street, about 1.5 hours by car. Walk in on Monday or Friday, or book Tuesday to Thursday, and you leave with the apostille the same day: $15 per document, up to 10 per person. Vital records must be certified copies issued within the last five years. Mail-in also works.

- By mail: Form 2102 to P.O. Box 13550, Austin, TX 78711-3550, with a check or money order payable to "Office of the Texas Secretary of State." Allow up to two weeks from receipt. Status: (512) 463-5705. The easiest option if you would rather not drive to Austin.
- A practical San Antonio route: for a child born in Bexar County, get the birth certificate from the City of San Antonio's vital records office (719 S. Santa Rosa, $23). Ask for the Long Form; the State Abstract is not accepted for immigration or passports. A certified marriage record from the Bexar County Clerk costs $8. Then walk in at the SOS in Austin on a Monday or Friday for a same-day apostille.
- Federal documents such as FBI checks and naturalization certificates: U.S. Department of State, Office of Authentications, Form DS-4194, $20 per document.
- Notaries and translations: the translator's statement is signed before a Texas notary. Texas notaries generally require an ID issued by a U.S. state or the federal government; a green card or EAD qualifies, but a Turkish passport alone usually does not.
