01 · Driver's license

How do I get a driver's license in Irvine, and is there a DMV in Irvine?

Short answer

California driver's licenses are issued by DMV (Department of Motor Vehicles) field offices, and there is no field office in Irvine. The closest are in Santa Ana and Costa Mesa. Once you become a California resident, you can drive on your previous license for only 10 days, so look for an appointment right away. You prove your identity and California residency, then take a vision test, a written knowledge test and, if required, a drive test. The fee is $46.

Steps, documents and official links
  1. Pick the closest office. For Irvine, the DMV office locator lists Santa Ana, Costa Mesa, Placentia, Fullerton and Westminster as the nearest field offices. Addresses and current wait times are in the DMV office locator; waits change during the day.
  2. Book an appointment. A first license, the written test and the drive test happen only at a field office. With only 10 days to work with, check for appointments as soon as your documents are ready.
  3. What the kiosk is for. The only DMV presence in Irvine is a self-service kiosk at the Ralphs at 17605 Harvard Avenue. Kiosks handle quick tasks such as registration renewals, and services vary by location. You cannot get a first license at a kiosk.
  4. Pick your card. California issues three kinds of cards: a standard license, a REAL ID and an AB 60 license. Since May 7, 2025, you need a REAL ID (or a passport) to board domestic flights or enter federal facilities. A REAL ID costs the same as a standard card.
  5. Gather documents. For a REAL ID you need proof of identity (such as a passport), your SSN and two documents proving California residency. Check which documents are accepted on DMV's REAL ID page before you go.
  6. Take the tests. The office gives the vision test and the written knowledge test, plus a drive test when required. The written test is not offered in Turkish; see the language list below. A driving retest costs $9.

Who can get which card?

  • Standard license and REAL ID: for applicants who can prove lawful presence in the U.S. The only difference is that a REAL ID also works as federal ID.
  • AB 60 license: AB 60 licenses are for residents who cannot prove lawful presence but can prove identity and California residency. They are not REAL ID compliant and do not work for domestic flights or federal facilities. If your status changes, you may be able to upgrade to a REAL ID.
  • ID card: family members who will not drive can get a California ID card for $40, free for seniors 62 and older. A reduced-fee ID costs $11.

02 · Foreign license

Can I drive in California with a foreign license?

Short answer

As a visitor, yes: nonresidents 18 and older may drive in California on a valid license from their home country. Once you move to Irvine and become a California resident, that ends after 10 days. California has no license-exchange agreement with any foreign country, including Türkiye, so every new resident with a foreign license takes the written test, the vision test and, if required, the drive test.

  • No Turkish test: DMV's official list offers the knowledge test in English, Spanish, Armenian, Chinese, Farsi, Punjabi, Russian, Tagalog, Vietnamese and American Sign Language. Some test-prep sites claim California offers it in Turkish; as of September 29, 2026, that is not true.
  • The 10-day rule: it is written into Vehicle Code section 12505 and starts on the day you establish California residency. Texas gives new residents 90 days; California gives 10.
  • Visitors: nonresidents may drive on a valid foreign license for as long as they remain nonresidents (section 12502).
  • International Driving Permit: it is not a California license. It works as an English translation and is recommended, not required, for visitors and for renting a car. Get it in your home country before you travel.
  • Renting a car: rental companies may ask for the International Driving Permit as well, so check when you book.

Coming from Türkiye? Your Turkish license will not convert, so the first-license steps above apply. If you read Russian more comfortably than English, you can pick that language for the test.

03 · Car

How do I register my car in Irvine, and do I need a smog check?

Short answer

New residents must pay California registration fees to the DMV within 20 days. Orange County has no separate vehicle registration office: the state DMV handles both your license and your registration. Most gasoline vehicles from 1976 on need a smog certificate, which is valid for 90 days. Minimum insurance is $30,000/$60,000/$15,000. Pay the fees on time even if some documents are still missing.

  1. Buy California insurance. For policies issued or renewed on or after January 1, 2025, minimum liability is $30,000 per person, $60,000 per accident and $15,000 property damage (Vehicle Code 16056). Older policies move to these limits at their next renewal. From January 1, 2035, the minimums rise to $50,000/$100,000/$25,000.
  2. Get a smog check. A smog certificate is required for gasoline vehicles from model year 1976 on, diesel vehicles from 1998 on under 14,001 lb, and natural gas or propane vehicles. Motorcycles and electric vehicles are exempt. Some newer vehicles pay a $20 smog abatement fee instead of testing; check yours on DMV's smog page. The certificate is valid for 90 days from the inspection.
  3. Get the vehicle verified. A car from another state or country needs a vehicle verification on form REG 31, done by a DMV employee, a law enforcement officer or a licensed vehicle verifier.
  4. Apply. Bring form REG 343 signed by all owners, the last title, the last registration, the verification, the smog certificate and proof of insurance. You also turn in the old plates. Even if the title or smog certificate is not ready yet, pay the fees within 20 days. Late penalties start at about $10 for 1 to 10 days late and grow from there.

Bringing a car from abroad

California does not allow residents to bring in or register a vehicle that is less than 2 years old with fewer than 7,500 miles unless it was built to California emissions standards or qualifies for an exemption (REG 256F). Check this before you ship a car.

04 · Toll roads

How do the toll roads around Irvine work, and do I need FasTrak?

Short answer

Routes 73, 133, 241 and 261, which run through and around Irvine, are operated by The Toll Roads. There are no toll booths; tolls are electronic. Without an account, you must pay online or in the app from 5 days before to 5 days after your trip. Miss that window and a $57.50 penalty is added to the toll. The simplest fix is a free Prepaid (FasTrak) account. OCTA's 405 Express Lanes also require a FasTrak transponder.

  • Account types: The Toll Roads offers three: Prepaid (free, discounted tolls), Charge (free, no discount) and Invoice ($2 a month, no discount). Prepaid accounts that rack up $40 in tolls in a statement period get $1 off every toll the next period.
  • Paying without an account: pay by plate on the website or app from 5 days before to 5 days after the trip. Tolls can take up to 48 hours to post. Cash is accepted only at customer service centers or through PayNearMe at retail stores, for a fee.
  • Penalties: a toll not paid within the 5-day window brings a violation notice: the toll plus $57.50. A second notice adds $42.50, and unpaid violations can lead to a DMV hold on your registration. Payment plans are available.
  • Rates: on the rate card in effect since July 1, 2026, the toll depends on the toll point and the time of day. Example: the Irvine Ranch mainline is $2.91 with an account and $3.60 without on a weekday off-peak. The priciest point is the Catalina View mainline: $7.46 with an account and $9.74 without off-peak.
  • Walk-in center in Irvine: The Toll Roads' walk-in customer service center is at 125 Pacifica, Irvine, CA 92618, weekdays 7:30 a.m. to 5:30 p.m. Call center: (949) 727-4800, weekdays 8 a.m. to 6 p.m., Saturday 9 a.m. to 2 p.m.
  • Rental cars: tolls in a rental car are also paid online within 5 days. You can add the plate to your own account for the rental dates. Rental companies may charge their own service fees.
  • 405 Express Lanes: OCTA runs the express lanes on I-405, and a FasTrak transponder is required. A transponder and account from any other California toll agency work here too. Customer service: 562-740-4405.

05 · Public transit

How does public transit work in Irvine, and how much is the bus?

Short answer

OCTA runs the buses across Orange County. An adult OC Bus ride is $2.00, and with the Wave card or app you never pay more than $4.50 a day or $69 a month. Kids 6 to 18 ride free once enrolled for reduced fares. The city's Irvine CONNECT shuttle is free for everyone. Metrolink and Amtrak trains stop at Irvine Station, and Metrolink fares rise on October 5, 2026. Transit to John Wayne Airport is limited.

  • Pay with Wave: according to OCTA's fares page, rides are free once you hit the cap when you pay with the Wave card or app, and transfers within 2 hours are free. Pay cash on board and you get no transfers and no capping. Paper day and 30-day passes are no longer sold. Up to three children 5 and under ride free with each paying adult.
  • Kids and students: young people 6 to 18 ride free across Orange County through Youth Ride Free, which requires reduced fare status. Students at all nine Orange County community colleges ride free, and UC Irvine students pay $45 a month after registering.
  • Irvine CONNECT: the city's free shuttle comes about every 20 minutes and links parks, schools, hospitals and shopping in northern Irvine with Irvine Station. It runs weekdays 6 a.m. to 8 p.m. and weekends 8 a.m. to 10 p.m., and is closed on major holidays. Track it live in the Passio GO! app. Help line: (213) 278-3769.
  • Metrolink and Amtrak: Irvine Station is served by Metrolink, Amtrak's Pacific Surfliner and OC Bus. Metrolink is raising fares on October 5, 2026, its first systemwide increase in 13 years: one-way tickets go up by roughly 14% (it varies by trip), and the SoCal Day Pass goes from $15 to $19 on weekdays and from $10 to $12 on weekends. The 50% student and youth discount continues.
  • John Wayne Airport (SNA): the only OC Bus route to the airport is Route 76, weekdays 6 a.m. to 6 p.m., stopping at Terminal A on the arrival level. The train stations are about 10 miles from the airport. SNA has no nonstop flight to Istanbul (flights).

06 · Power and gas

How do I start electricity and gas service in Irvine?

Short answer

In Irvine, SCE (Southern California Edison) delivers your electricity, but the default power supplier is the Orange County Power Authority (OCPA), a not-for-profit public agency. You start service with SCE at 800-655-4555. You are enrolled in OCPA automatically and can opt out by calling OCPA. Gas comes from SoCalGas, 800-427-2200. Without an SSN, expect a possible deposit. The statewide CARE and FERA discounts apply in Irvine too.

  1. Start electricity with SCE. SCE's online move page asks for a driver's license or ID and an SSN. Under SCE's rules, the SSN is used to decide whether a deposit applies. You may decline to give it, but plan on a possible deposit. With no SSN, call 800-655-4555 instead of using the online form.
  2. Know about OCPA. According to the city's OCPA page, Irvine homes have been enrolled automatically in OCPA since October 2022. SCE still delivers the power and handles lines and outages. OCPA offers Basic Choice, Smart Choice and 100% Renewable Choice, and it kept its 2026 generation rates at 2025 levels. To opt out, call 866-262-7693.
  3. Start gas with SoCalGas. The city's list names SoCalGas as Irvine's gas company, 800-427-2200. According to SoCalGas's pages, there is a one-time $25 activation fee. If you cannot give an SSN or your identity cannot be verified online, call 1-877-238-0092; two valid IDs are accepted, one with a photo. Confirm the amounts when you apply.
  4. Apply for a discount. SCE and SoCalGas take part in the statewide CARE and FERA programs. You apply through your account with the company.

07 · Water and trash

How do I start water service in Irvine, and who picks up the trash?

Short answer

In Irvine, water and sewer come from the Irvine Ranch Water District (IRWD), not the city. Start service with the online form or by calling 949-453-5300, at least one business day ahead. New accounts pay a $31 non-refundable setup fee, and new residential customers may be charged a $75 deposit, which is credited back after 12 months of on-time payments. Trash and recycling are collected for the city by Waste Management (WM), 949-642-1191.

Water and sewer: IRWD

  • Applying: fill out the form on IRWD's start and stop service page or call 949-453-5300. Give at least one business day of notice; the work is done weekdays 8 a.m. to 5 p.m. The form asks for the service address, mailing address, phone, start date, account holder name and email. The page does not mention an SSN, ID or lease.
  • Fees: under IRWD's rate schedule effective July 1, 2026, a new or transferred account pays a $31 service establishment fee (non-refundable), and IRWD's start-service page says new residential customers may be charged a $75 deposit on the first bill. The schedule's text also mentions $50, so confirm the amount when you apply. After 12 months of on-time payments the deposit is applied to your 13th bill; returning customers with a good payment history pay no deposit.
  • Late bills: a bill becomes delinquent 25 days after it is issued. Balances of $10 or more get a one-time 10% charge plus 1.5% interest a month. A returned check costs $20.
  • Address: IRWD customer service, 15600 Sand Canyon Avenue, Irvine, CA 92618. Email: [email protected]. IRWD bills water and sewer; trash is not on this bill.

Trash and recycling

  • Who collects: Waste Management (WM) collects residential trash and recycling in Irvine, phone 949-642-1191. Depending on the neighborhood, homes are on a two-cart or three-cart system.
  • Pickup day and carts: ask WM for your day and which carts you use. If you rent, your landlord or HOA will also know.
  • Questions and complaints: the city's Irvine Recycle Hotline is 949-724-7669. Recycling rules are on the city's recycling page.

08 · City services

How do I reach the City of Irvine, and how do I get a library card?

Short answer

The City of Irvine's main line is 949-724-6000, and City Hall is at 1 Civic Center Plaza. The police non-emergency line is 949-724-7000. An Irvine Public Library card is free for California residents, with no late fines. You need a government-issued photo ID and proof of your California address. You apply at a branch, or pre-register online and finish in person.

You need a government-issued photo ID and proof of California residence. 09 · Renting

How much can rent go up in Irvine, and when do I get my deposit back?

Short answer

In California, most landlords may charge no more than one month's rent as a deposit and must return it, with an itemized list of deductions, within 21 days after you move out. On rent increases, the City of Irvine's renter resources page points to the state's AB 1482 law rather than a local rule: 5% plus regional inflation or 10% a year, whichever is lower. The same page lists fair housing and free legal aid contacts.

State rules

  • Deposit cap: since July 1, 2024 (AB 12), most landlords may charge a deposit of no more than one month's rent (Civil Code 1950.5). Certain small landlords who meet the law's conditions may charge up to two months.
  • Refund: the landlord must send the remaining deposit and an itemized statement within 21 days after you move out. Deductions over $125 need receipts or a description of the work.
  • Rent cap (AB 1482): a yearly increase may not exceed 5% plus inflation (CPI) or 10%, whichever is lower, measured from the lowest rent in the prior 12 months, and it can be taken in no more than two steps in 12 months (Civil Code 1947.12). Buildings with a certificate of occupancy from the last 15 years, owner-occupied duplexes and some single-family homes not owned by a corporation are exempt.
  • Just cause: under state law, after 12 months the landlord may end a tenancy only for reasons listed in the law (Civil Code 1946.2). These are at-fault reasons such as nonpayment or a lease violation, or no-fault reasons such as the owner moving in, taking the unit off the rental market or a substantial remodel.

10 · Home ownership

I bought a home in Irvine. How is property tax calculated, and is there an exemption?

Short answer

California property tax follows Proposition 13: your home's taxable value is set by the purchase price and then rises by at most about 2% a year. In Irvine, property tax is handled by Orange County, not the city. If you live in the home you own, the Homeowners' Exemption takes $7,000 off the taxable value, about $70 off your bill each year. File by February 15 for the full exemption. Tax is paid in two installments, due November 1 and February 1.

Steps, documents and official links
  • Taxable value: the value is reset to market value on a purchase, new construction or change in ownership, and after that rises only by an inflation factor (Revenue and Taxation Code 110.1). The base rate is 1% of taxable value, plus voter-approved local add-ons such as bonds.
  • $7,000 or $70: the exemption takes $7,000 off the taxable value (section 218). At the 1% base rate, that is about $70 less tax a year.
  • Filing: according to the Orange County Assessor's exemption page, the form is not online. The county mails it to new owners of single-family homes; if it has not arrived within 90 days, call 714-834-3821. A claim filed by February 15 gets the full exemption for that year, and one filed by December 10 gets 80%.
  • Installments: per the county's calendar, the first installment is due November 1 and delinquent after December 10; the second is due February 1 and delinquent after April 10. Deadlines on a weekend or holiday move to the next business day. Value appeals are filed between July 2 and November 30.
  • Paying: you pay the Treasurer-Tax Collector. Online payment from a bank account (eCheck) is free; credit cards carry a 2.25% fee.
  • Assessor office: 500 S. Main Street, Orange, CA 92868, (714) 834-2727, weekdays 8 a.m. to 5 p.m. The south county office is at Mission Viejo City Hall, (714) 796-0217.
  • File once: you do not refile each year; the exemption continues as long as the home is your principal residence. It does not apply to homes you rent out, leave empty or use as a vacation home.

11 · School

How do I enroll my child in school in Irvine?

Short answer

According to the city, four school districts serve Irvine, one of them Irvine Unified School District (IUSD). Check which district covers your address first. IUSD enrolls new students online. You need two proofs of residency, proof of the child's age (such as a birth record or passport) and an immunization record. In California, an SSN is never required to enroll.

  1. Check your district. Enrollment is based on your address. IUSD's school boundaries page has an address lookup. If you live in the Irvine Business Complex, Luna Park, Orchard Hills or Rise, confirm your district by calling 949-936-5306.
  2. Register online. Students new to IUSD register through Aeries Internet Registration (registration.iusd.org). You upload documents as PDFs, scans or photos. Your assigned school then contacts you by phone or email to verify them: within 24 to 48 hours for the current school year, 2 to 3 weeks for a future year. Enrollment for 2026-27 opened on March 6, 2026.
  3. Gather documents. IUSD's document list:
    • Two proofs of residency: the first is a mortgage or rental contract, lease or payment receipts. The second is one of: a property tax receipt, a utility statement from the last 45 days, a pay stub with your name and address, voter registration, government agency mail, a state ID with your address, a credit card bill, a Declaration of Residency Affidavit or a UCI housing document.
    • Age and identity: a certified birth record, a statement from the local registrar, a baptismal certificate, a passport or a parental affidavit.
    • Health: updated immunization records, plus a medication authorization form, IEP or 504 documents and previous school records if they apply.
    The list asks for no SSN and no immigration document.
  4. Language screening. At first enrollment, families fill out a Home Language Survey. If a language other than English is spoken at home, the child takes the state ELPAC test, which decides English language support.
  • Transitional kindergarten (TK): in California, TK is the first year of a two-year kindergarten program, and state law sets the age cutoff. Per IUSD's TK page, children born between September 2, 2021 and September 1, 2022 can enroll for 2026-27. TK is optional. If the neighborhood school has no space, the child is placed at the closest school that does, and parents provide transportation. Kindergarten requires turning 5 by September 1.
  • Vaccines: California ended personal-belief exemptions from school vaccines in 2016 (SB 277). Only a medical exemption from a licensed physician is accepted. Texas-style conscientious exemptions do not exist here.

Where can I get care in Irvine without insurance?

Short answer

In a life-threatening emergency, call 911 or go to the nearest ER: under the federal EMTALA law, emergency rooms must screen and stabilize you regardless of insurance, ability to pay or immigration status. Orange County's Medical Safety Net (MSN) covers only urgent and emergency care and requires U.S. citizenship or lawful residency. For regular checkups, go to a health center that charges by income. In a mental health crisis, call 988.

  • Medical Safety Net (MSN): a program of the Orange County Health Care Agency for Orange County residents aged 19 to 64 with income between 138% and 200% of the federal poverty level, no other coverage and an urgent or emergency condition. It covers hospital care, clinic visits, lab work, X-rays and prescriptions with copayments. It does not provide comprehensive, primary or preventive care. Trained staff at MSN contracted hospitals take applications, and review takes about four weeks. You need proof of identity, Orange County residency, income and U.S. citizenship or lawful residency. Eligibility line: (714) 347-0389.
  • Medi-Cal: California's Medicaid program opened to all income-eligible adults regardless of immigration status in 2024. Since January 1, 2026, however, adults 19 and older without a satisfactory immigration status cannot newly enroll in full-scope Medi-Cal. New applicants in that group get restricted Medi-Cal covering emergency and pregnancy services only. Children (0-18) and pregnant people are not affected. People already enrolled keep full coverage if they renew on time; anyone who misses the deadline has 90 days to re-enroll.
  • Applying: in Orange County, the Social Services Agency (SSA) decides Medi-Cal and CalFresh eligibility. Apply through BenefitsCal. Medi-Cal info line: 800-281-9799. The SSA regional centers closest to Irvine are in Laguna Hills (23330 Moulton Parkway, 949-206-4000) and Santa Ana (1928 S. Grand Avenue, Building B).
  • Changes ahead: SSA's Medi-Cal and CalFresh changes page lists new rules for 2027: a work or community engagement requirement for some adults, renewals every six months, and a move from health plans to fee-for-service Medi-Cal for undocumented adults and some green card holders. Follow the dates and who is affected on that page, and renew on time.
  • Asset limit: Medi-Cal brought back an asset test in 2026: $130,000 for one person, plus $65,000 for each additional household member. Your home, one car and household goods do not count. The rule mostly affects people 65 and older and people with disabilities.
  • Covered California: the state's health insurance marketplace. Lawfully present immigrants (green card holders, refugees, asylees and many visa holders) can buy a plan; undocumented people cannot. DACA recipients lost Marketplace eligibility in 2025 but may qualify for Medi-Cal. From 2027, some lawfully present immigrants will lose premium help under the federal H.R. 1 law.
  • Low-cost health centers: find sliding-fee centers near your address with the HRSA health center finder. Not every listed center is free. For other local help, try 211 Orange County.
  • 988: the Suicide and Crisis Lifeline works 24/7 by call, text and chat, with interpreters available by phone.

Where can I find free or low-cost clinics near Irvine?

Short answer

We could not verify a free clinic inside Irvine itself; the options are in neighboring cities. An Lành Free Clinic, run by UC Irvine students, offers free care in Garden Grove. Health centers that charge by income include Camino Health Center in Lake Forest, and Families Together of Orange County and Hurtt Family Health Clinic in Tustin. These centers are not free; the discount depends on household income. Confirm eligibility and fees with each organization before you go.

Short answer

Marriage licenses for Irvine residents come from the Orange County Clerk-Recorder; the closest office is in Laguna Hills. You both apply together with valid, unexpired photo ID, and there is no citizenship or residency requirement. Under the September 1, 2026 fee schedule, a public license is $61, a confidential license $66 and a civil ceremony $28. California has no waiting period, and the license is valid for 90 days. Complete the application online before you go.

  • ID and requirements: you each need a valid, unexpired, government-issued photo ID, such as a driver's license or passport. You must be 18 or older. There is no blood test and no citizenship or residency requirement.
  • Language: you both must speak, read and understand English, or bring a single translator.
  • Public or confidential: a public license needs at least one witness at the ceremony, and the county does not provide one, so bring your own. A confidential license requires both of you to be 18 or older and already living together as a married couple, and the record is not public.
  • Fees: public license $61, confidential license $66, civil ceremony $28, certified copy of the marriage certificate $19. These fees are less than half of San Diego County's. The license is valid for 90 days, and fees are not refunded.

15 · Birth

How do I get my baby's birth certificate in Irvine?

Short answer

In Orange County, birth certificates come from the county Clerk-Recorder, at $34 per certified copy. In person at the Santa Ana, Anaheim or Laguna Hills office, certificates are generally issued the same day. By mail you need a notarized application form, and the certificate generally arrives in 5 to 10 business days. Your baby's SSN is usually requested at the hospital along with the birth registration.

  • State office: the California Department of Public Health Vital Records office (CDPH) in Sacramento issues certificates by mail for anyone born in California, $31 per copy since January 1, 2026. It is slower than the county; use it for births outside Orange County.
  • Which copy: for a U.S. passport and for registering the birth in Türkiye, ask for an authorized certified copy. People who are not authorized get an informational copy stamped as not valid to establish identity.
  • SSN: if you request an SSN at the hospital when the birth is registered, the card arrives by mail and you do not need to visit an SSA office.

How do I get a Social Security number in Irvine?

Short answer

SSNs are issued only to people with work authorization or a legally required reason. If you asked for an SSN in your immigrant visa application, the card is mailed to you. People who adjust status with Form I-485, and EAD applicants who checked the SSN box, also receive the card automatically. Otherwise, start online and visit an SSA office by appointment within 45 days; it is free. Irvine has no SSA office; the closest are in Santa Ana and Mission Viejo.

  • Replacement card: free, often started online; the card arrives in 5 to 10 business days.

According to SSA, you do not need an SSN for school registration or private health insurance. California law also bars schools from asking for one.

17 · Taxes

Does California have a state income tax, and how do I get an ITIN in Irvine?

Short answer

California has a state income tax: you file a federal return with the IRS and a state return (Form 540) with the Franchise Tax Board (FTB). People who must file but cannot get an SSN, such as H-4 spouses without an EAD, get an ITIN with Form W-7 and use it on both returns. Unlike the federal EITC, California's CalEITC is open to ITIN filers. An ITIN does not authorize work.

  1. Complete Form W-7 and attach it to your federal return unless an exception applies.
  2. Get documents verified. Mail originals to the IRS in Austin, use a Certifying Acceptance Agent (CAA), or book a document review at an IRS office that offers ITIN review. With a CAA or IRS office, your passport does not go in the mail; documents are returned at the end of the appointment.
  3. Wait. Processing takes about 7 weeks, or 9 to 11 weeks during tax season (January 15 to April 30).

The California return and CalEITC

  • Form 540: most California residents who file a federal return also file a state return with the FTB. If you have no SSN, an ITIN is enough.
  • CalEITC: according to the FTB, for tax year 2025 (returns filed in 2026) workers earning up to $32,900 can get up to $3,756. ITIN filers can claim it, but qualifying children need a valid SSN. The Young Child Tax Credit and the Foster Youth Tax Credit are also open to ITIN filers who meet the other rules.
  • Free help: the FTB points filers to VITA sites, where volunteers prepare returns for free; many handle ITIN returns.

IRS offices and ITIN expiration

  • Appointments: IRS offices work by appointment only, at 844-545-5640. The office nearest Irvine appears to be in Santa Ana (801 W. Civic Center Dr., Santa Ana, CA 92701); confirm it with the IRS office locator, and check the IRS list for offices that review ITIN documents. Appointments can take several weeks.
  • Expiration: an ITIN not used on a federal return for three years in a row expires.

18 · Starting a business

How do I start an LLC in Irvine, and what are a DBA and a business license?

Short answer

A California LLC is formed online with the Secretary of State (Articles of Organization, Form LLC-1) for $70, and every LLC owes at least $800 a year in franchise tax, starting in its first year. To do business under a name without your surname, file a fictitious business name (DBA) with the Orange County Clerk-Recorder: $23. Every business operating in Irvine, home-based ones included, also needs a City business license: $78.37 with fewer than 10 employees.

Forming an LLC

  • LLC: Form LLC-1 is filed online only, $70. Owners do not need to be U.S. citizens or California residents, but you need a registered agent with a California address.
  • Statement of Information: due within 90 days of formation, then every two years; online, $20.
  • The $800 tax: per the FTB, every LLC organized or doing business in California owes at least $800 a year, even with no activity, until it is cancelled. The first payment is due on the 15th day of the 4th month after filing with the Secretary of State. The first-year exemption covered only tax years 2021 to 2023, so an LLC formed in 2026 pays in its first year. Older articles online still say otherwise.
  • Higher revenue: LLCs with more than $250,000 in California income also owe an extra fee of $900 to $11,790.

Where do I file a DBA?

  • Who needs one: anyone doing business for profit under a name that does not include the owner's surname files in the county of the principal place of business. For Irvine that is the Orange County Clerk-Recorder.
  • Fees: $23 for one name and one registrant, $7 for each additional name, and $7 for each additional registrant beyond two.
  • Where to go: the Central office in Santa Ana (601 N. Ross St., weekdays 8 a.m. to 4:30 p.m.), the North County branch in Anaheim (222 S. Harbor Blvd.) or the South County branch in Laguna Hills (24031 El Toro Rd.), which is closer to Irvine. The branches are open weekdays 9 a.m. to 4:30 p.m. If you file in person, complete the application online first.
  • Newspaper publication is required: publish the statement in a legally adjudicated newspaper once a week for four weeks in a row. If the first publication does not run within 45 days of filing, the statement expires. This step is easy to miss.
  • No immigration requirement: filing a DBA does not require citizenship or any particular status.

Irvine business license

  • Who needs it: per the city, every business operating in Irvine, including home-based businesses, which must also meet the city's Home Occupation Standards.
  • Fees (12 months): $78.37 for a new license or renewal with fewer than 10 employees. With 10 or more employees, $156.88 new and $105.23 to renew. The amounts include the $4 state ADA accessibility fee.
  • You need an EIN: the city asks you to have your federal Employer Identification Number (EIN), plus any state professional license, ready before you apply. An EIN is free from the IRS.
  • Timing: apply within 60 days of starting business to avoid late fees. Renewal notices go out 45 days before the license expires.
  • How to apply: through the city's online application. Questions go to Business Licensing at 949-724-7128 or [email protected], weekdays 8 a.m. to 5 p.m. (closed noon to 1 p.m.).
  • The county does not license businesses: the DBA and the city license are separate. If you work in another city, such as Tustin or Costa Mesa, get your license from that city.

19 · Public benefits

Can immigrants in Irvine get CalFresh or Medi-Cal, and does it affect a green card?

Short answer

In California, CalFresh (SNAP) and Medi-Cal applications go through BenefitsCal.com; in Orange County the county Social Services Agency handles them, and its info line is 800-281-9799. Since April 1, 2026, refugees, asylees and parolees can no longer get federal CalFresh, while most green card holders remain eligible. And under the new public charge rule in effect since September 18, 2026, benefits received on or after that date may be held against you in a future green card application.

  • What changed in CalFresh: on April 1, 2026, refugees, asylees, parolees, trafficking survivors, people granted withholding of removal and some battered noncitizens lost federal CalFresh eligibility. People in these groups who already receive benefits keep them until their next recertification.
  • Who still qualifies: U.S. citizens, most green card holders, Cuban/Haitian entrants and citizens of Micronesia and the Marshall Islands. California waives the federal 5-year waiting period for most green card holders.
  • CFAP: the state-funded California Food Assistance Program covers some, but not all, of the groups cut from federal CalFresh. Check eligibility before assuming your category is out.
  • CalFresh work rules: per Orange County, since June 1, 2026 some adults 18 to 64 without a disability or a child under 14 must meet work or community engagement requirements.
  • Medi-Cal: since January 1, 2026, adults 19 and older without a satisfactory immigration status can no longer newly enroll in full-scope Medi-Cal; they get restricted coverage for emergencies and pregnancy only. People already enrolled keep coverage if they renew on time. Children and pregnant people are not affected by the freeze. More in the health section.
  • CAPI: the state's cash program for aged, blind or disabled lawful immigrants who cannot get SSI. Orange County's page explains how to apply; phone 800-281-9799.
  • U.S.-citizen children in the household may still receive benefits in their own right.
  • The new public charge rule: for green card applications filed on or after September 18, 2026, officers may consider any means-tested benefit (CalFresh, Medi-Cal, housing assistance and others) received on or after that date. Benefits received earlier count only if they were cash assistance or long-term institutional care. Benefits received by family members are generally not counted.
  • Who is exempt: humanitarian categories such as asylees and refugees, T and U visa holders, VAWA self-petitioners and TPS. Family-based, most employment-based and diversity visa applicants are subject to it.
  • Litigation: on September 14, 2026 a coalition of more than 20 states sued, and California is one of the plaintiff states. As of September 25, 2026, no court has blocked the rule.

20 · Address change

I moved to Irvine. Do I have to report my new address to USCIS?

Short answer

Generally, most noncitizens in the U.S., including Green Card holders, must report a new address to USCIS within 10 days of moving. The easiest way is the change-of-address tool in your USCIS online account; the paper Form AR-11 is also free. If you have a case in immigration court, you must also notify the court within 5 days on Form EOIR-33. Moving within Irvine counts too.

  1. Log in to your USCIS account and open Change of Address. Reporting online satisfies the legal requirement; no paper AR-11 is needed.
  2. Enter the receipt number of every pending case. Otherwise notices may still go to the old address.
  3. Tell USPS separately. A post office change of address does not update USCIS, and USPS does not forward USCIS mail.
  4. If you are in court proceedings, file Form EOIR-33/IC within 5 days. The court changes your address only through this form.
  5. If you have ICE reporting obligations (for example, regular check-ins), update ICE too through the ICE Portal. ICE's page asks for updates within 5 business days of moving.

A and G visa holders and Visa Waiver visitors are exempt from the USCIS requirement.

Is there a USCIS office in Irvine, and where do I go for biometrics?

Short answer

Irvine has no USCIS office of its own. Green card and citizenship interviews for Irvine take place at the USCIS Santa Ana Field Office next door, 34 Civic Center Plaza, Santa Ana, CA 92701. For fingerprints and photos (biometrics), Orange County's Application Support Center is in Tustin, at 14541 Red Hill Avenue. USCIS offices do not accept walk-ins; always go to the address on your appointment notice.

  • Your attorney at the interview: since May 18, 2026, attorneys may no longer join field-office or affirmative asylum interviews remotely, except in limited circumstances. Your attorney has to attend in person.
  • The asylum office is next door: despite its name, the Los Angeles Asylum Office is in Tustin, very close to Irvine, and it handles asylum cases for Orange County.

Download your most recent I-94 from CBP's website. Errors made at entry (wrong visa class, name or admit-until date) are corrected by CBP Deferred Inspection. The nearest office to Irvine is the one for LAX, and it is not at the airport: it is in the downtown Los Angeles federal building at 300 N Los Angeles St, Room 2067, Los Angeles, CA 90012, open Monday to Thursday, 8 a.m. to noon and 1 to 4 p.m. (closed Fridays), (310) 665-4580. It fixes only mistakes made at the time of entry, and any deferred inspection office can help no matter which airport you entered through.

23 · Voting and jury duty

I'm not a citizen. Can I register to vote in Irvine, and what if I get a jury summons?

Short answer

No. In Irvine only U.S. citizens 18 and older may register and vote, and that includes local elections; green card holders and other noncitizens may not. Checking the citizenship box on a voter form is a false claim of citizenship for USCIS. If the Orange County Superior Court summons you for jury duty, do not ignore it: California law bars noncitizens from serving, so respond and say you are not a U.S. citizen.

  • At the DMV: if you are offered voter registration while applying for a license or ID card and you are not a citizen, decline.
  • Consequences: registering or voting as a noncitizen is a federal crime (18 U.S.C. 611 and 1015(f)). In immigration law it can mean permanent inadmissibility, deportability and denial of naturalization.
  • Do not fill out voter registration forms handed out door to door or at events.
  • Where jury lists come from: the Orange County Superior Court draws names from voter registration, DMV and Franchise Tax Board records, so a noncitizen with a driver's license or a California tax return can still be summoned.
  • Jury summons: California Code of Civil Procedure §203 makes noncitizens, people under 18 and people not domiciled in California ineligible for jury service, and the state courts' jury service page lists citizenship as the first qualification. Short answer

A first U.S. passport is applied for in person on Form DS-11. In Irvine, book an appointment at the passport counter in City Hall (1 Civic Center Plaza) and bring your original proof of citizenship. An adult passport book costs $130 plus a $35 acceptance fee, and the $130 to the State Department is payable by check or money order only. If you must travel abroad within 14 days, the Los Angeles Passport Agency handles urgent cases by appointment.

Tips for the trip from Irvine

  • The drive: Beverly Hills is about 45 miles from Irvine via I-405 or I-5. The distance looks short, but Los Angeles traffic can stretch it a lot, especially at rush hour. Applications are taken in the morning only, so book one of the first slots of the day, leave early and plan for half a day.
  • Several errands? Book a separate appointment for each one. It saves you a second trip.
  • Location: the consulate is not in downtown Los Angeles but in an office building on Wilshire Boulevard. Arrive early for building security and parking.

California vital records such as birth and marriage certificates, and documents notarized in California, get their apostille from the California Secretary of State. There is no everyday apostille office in Orange County: apply by mail to Sacramento, or walk in at the Los Angeles or Sacramento office for same-day service.   • Which documents qualify: California birth and death certificates signed by a county clerk, county recorder or the State Registrar, notarized documents and documents signed by a California public official. Documents signed by a local health officer may first need certification by the county clerk.
  • Marriage certificates: the apostille for a certified marriage certificate from Orange County comes from the Secretary of State, not the county.
  • Federal documents: FBI background checks and naturalization certificates go to the U.S. Department of State, Office of Authentications, Form DS-4194, $20 per document.

Is there a DMV in Irvine, and how soon do I need a California license?

Once you establish California residency, you can drive on your previous license for only 10 days, under Vehicle Code section 12505. Irvine has no DMV field office. The closest are Santa Ana (1330 E First Street) and Costa Mesa (650 W 19th Street), with Placentia, Fullerton and Westminster also nearby. There is a DMV kiosk at the Ralphs on Harvard Avenue in Irvine, but a first license and the tests happen at a field office. Book as soon as your documents are ready. The license fee is $46.

Can I exchange my foreign license for a California license?

No. California has no license-exchange agreement with any foreign country, including Türkiye, so new residents take the written knowledge test, the vision test and, if required, the drive test. The written test is offered in English, Spanish, Armenian, Chinese, Farsi, Punjabi, Russian, Tagalog, Vietnamese and American Sign Language, not Turkish. Visitors who are not California residents may drive on a valid foreign license.

Can a noncitizen get a driver's license in California?

Yes. If you can prove lawful presence in the U.S., you can get a standard license or a REAL ID, both for $46; a REAL ID needs proof of identity, your SSN and two documents proving California residency. Residents who cannot prove lawful presence but can prove identity and California residency can get an AB 60 license. An AB 60 card does not work as ID for domestic flights or federal facilities.

I moved to Irvine. Do I have to tell USCIS?

Most noncitizens, including Green Card holders, must report a new address to USCIS within 10 days of moving. A and G visa holders and Visa Waiver visitors are exempt from this reporting requirement. You can do it free in your USCIS online account. If you have a case in immigration court, you must also file Form EOIR-33 with the court within 5 days.

How much can my landlord raise the rent in Irvine?

The City of Irvine's renter resources page points to the state's AB 1482 law, not to a local rule. Under AB 1482, a yearly increase may not exceed 5% plus regional inflation or 10%, whichever is lower, in no more than two steps in 12 months. Exemptions include buildings from the last 15 years, so ask whether your unit is covered. Most landlords may charge a deposit of no more than one month's rent and must refund it within 21 days. Do I need an SSN or green card to enroll my child in an Irvine school?

No. An SSN or Green Card cannot be required for public school enrollment. California goes further: schools may not require an SSN or ask about citizenship or immigration status. Irvine Unified's document list reflects that: two proofs of residency (one of them a lease or mortgage document), proof of age such as a birth record or passport, and an immunization record. A Turkish passport works as proof of age and identity. Four school districts serve Irvine, so check which one covers your address first.

I don't have insurance. How can I see a doctor in Irvine?

In an emergency, call 911 or go to the nearest ER, which must screen you regardless of insurance. Orange County's Medical Safety Net covers only urgent and emergency care, requires U.S. citizenship or lawful residency, and does not provide primary or preventive care. For regular visits, sliding-fee health centers include Camino Health Center in Lake Forest, and Families Together of Orange County and Hurtt Family Health Clinic in Tustin. Since January 1, 2026, adults 19 and older without a satisfactory immigration status cannot newly enroll in full-scope Medi-Cal.

How much is the bus in Irvine, and is there a free shuttle?

OCTA runs the buses across Orange County. An adult OC Bus ride is $2.00. Pay with the Wave card or app and you never pay more than $4.50 a day or $69 a calendar month; rides after that are free. Kids 6 to 18 ride free once enrolled for reduced fares, and seniors 60+ and riders with disabilities pay $0.75. The city's Irvine CONNECT shuttle is free for everyone and runs seven days a week between northern Irvine and Irvine Station. Metrolink fares go up on October 5, 2026.

Green card and citizenship interviews for Irvine ZIP codes are held at the USCIS Santa Ana Field Office, 34 Civic Center Plaza, Santa Ana, CA 92701, by appointment only.
