How do I get a driver's license in Kent?
Short answer
Licenses come from the state Department of Licensing (DOL), not the city. Kent has its own driver licensing office at 25410 74th Ave S (253-872-2782), and it is closed on Mondays and open on Saturdays, by appointment only. You have 30 days after moving, and the license comes before vehicle registration. No SSN is required. A first license costs $111 for 6 years or $131 for 8.
Steps, documents and official links
- Book an appointment. DOL driver licensing offices do not take walk-ins. The Kent office does not handle vehicle registration either; tabs and titles are done across town on 72nd Ave S (car registration).
- Bring original documents. DOL refuses copies, scans and photos on a phone. For someone arriving from Türkiye the easiest combination is a foreign passport carrying an I-94 together with the U.S. visa; a Turkish license only counts as supporting evidence. - Give your SSN if you have one, or sign a declaration. DOL verifies the number with the Social Security Administration. If you do not have one, you sign a declaration saying so and the transaction still goes ahead.
- Take the tests. The knowledge test is passed at 32 of 40 and the drive test at 80 of 100. At 18 and over, no learner permit or driving school is required. Vision screening happens at the office.
- Bring a car to the drive test. You need an insured vehicle with valid registration, tabs and plates; a rental car is allowed. Without proof of liability insurance for that vehicle you will not be tested.
- Wait for the card. The temporary paper license is good for 45 days and the permanent card arrives by mail in 7 to 10 days. If it has not come in 30 days, call DOL at 360-902-3900.

The Kent office keeps unusual hours: closed Monday, 8:30 a.m. to 5 p.m. Tuesday and Wednesday, 9:30 a.m. to 5 p.m. Thursday, 8:30 a.m. to 5 p.m. Friday, 8:30 a.m. to 2:30 p.m. Saturday, closed Sunday. Commercial license (CDL) testing stops 90 minutes before closing. These hours come from DOL's own office locator and change often, so confirm them when you book. Saturday service is Kent's advantage: the Tukwila office runs weekdays only, 8:30 a.m. to 4:30 p.m. DOL customer line 360-902-3900 (TTY 711).
Is the knowledge test offered in Turkish?
No. DOL gives the knowledge test in 12 languages (English, Spanish, Traditional and Simplified Chinese, Korean, Russian, Vietnamese, Japanese, Arabic, Punjabi, Tagalog and Ukrainian), and the driver guide comes in 17; Turkish is on neither list. The workaround is an interpreter: email [email protected] at least 5 business days ahead with your name, phone, language, office and appointment time. Send that email the same day you book the Kent office, because it runs five days a week rather than six and appointments fill quickly.

Offices take cash and checks, and cards at most locations with a vendor fee. Washington has no star-marked REAL ID card: the state's federally compliant card is the enhanced driver license, issued to U.S. citizens only, so a green card or visa holder gets a standard license marked "Federal limits apply". 02 · Foreign license
Can I drive in Kent on my Turkish license, or exchange it?
Short answer
A Turkish license is not exchanged for a Washington one. DOL waives the tests only for other U.S. states, Washington D.C., U.S. territories, the U.S. State Department, British Columbia (Class 5), Germany and South Korea. Türkiye is not on that list, so you take both the knowledge test and the drive test like any first-time driver. As a visitor you may drive on a foreign license for up to 1 year.

- Visitor or resident: DOL says a visitor holding a valid license from a country that is not on the list may drive for up to 1 year. Once you become a Washington resident, you have 30 days. Moving into a Kent address, taking a job here and enrolling a child in a Kent School District school are all signs of residency.
- What you do: book an appointment at the Kent office at 25410 74th Ave S (or at Federal Way or Tukwila), bring your identity documents, and take the knowledge test, the drive test and the vision screening.
- What a Turkish license is worth: it counts as a supporting identity document, not enough on its own. Bring a passport with an I-94 and your U.S. visa alongside it.
- Where the tests happen: knowledge and drive tests are given at approved driver training schools as well as at DOL offices. If the Kent office has no appointment, ask the schools. A drive test can be given in another language, and if nobody there speaks it, with visual flash cards.
- Coming from another U.S. state: no tests, but you still have 30 days to switch to a Washington license. A Texas or Virginia license counts as a stand-alone identity document.
- International Driving Permit: getting one before you leave Türkiye makes life easier, but it does not extend the 1-year window for a foreign license.

03 · Car
How do I register a car in Kent, and is there an inspection?
Short answer
The order matters: Washington license first, then registration within 30 days. Registration is not done at a DOL office but at the Kent Licensing Agency, walk-in only: 22717 72nd Ave S, Suite B-108 (253-852-3110), weekdays 7:30 a.m. to 5:30 p.m. and Saturday 9 a.m. to 1 p.m. Every car starts at a $43.25 base fee. Kent charges no $50 city transportation fee the way Seattle does. Emissions testing ended January 1, 2020.

- License first, then registration. DOL wants a valid Washington license before it registers a vehicle. Licensing agencies take no appointments, so you queue, and they do not handle driver licensing. Two offices, two separate 30-day clocks.
- Where you go. The office in Kent is a private agency authorized by King County: Kent Licensing Agency, 22717 72nd Ave S, Suite B-108, Kent WA 98032-2403, 253-852-3110. It opens weekdays 7:30 a.m. to 5:30 p.m. and Saturday 9 a.m. to 1 p.m., which is a wider window than the county counter in Seattle. Hours can change, so call before you go.
- Documents. Bring your current title and note the odometer reading. Done at an office, plates are issued the same day.
- If you bought the car. Transfer the title within 15 days: on day 16 a $50 late fee starts, then $2 a day, up to $125. A private sale needs the signed title, a Vehicle Title Application signed in front of the agent, an odometer disclosure for model year 2011 and newer, and a bill of sale showing the price.
- A car from another state or from abroad. A $50 service fee covers the stolen-vehicle check; no physical VIN inspection has been required since 2001. A car shipped from abroad must have Customs paperwork signed and stamped by U.S. Customs itself.

- The $50 Kent does not charge: DOL's list of local transportation benefit district fees shows Seattle at $50, Lake Forest Park $50, Burien $40, Des Moines $40, Kenmore $40 and Kirkland $20. Kent is not on that list, so no city fee is added at renewal. The same is true of Federal Way, Auburn, Renton and Tukwila. For a two-car household that is a $100 a year difference from Seattle.
- The RTA tax still applies: Kent sits inside the Sound Transit district, so you pay a 1.1% regional transit excise tax on the depreciated MSRP, both at purchase and at every renewal. On a new, expensive car that line alone runs into the hundreds.
- Use tax: buy from a private party and you owe 0.3% motor vehicle use tax plus the sales tax rate at your address. In Kent that rate is 10.40% in the last quarter of 2026, against 10.55% in Seattle, so registering the same car at a Kent address is slightly cheaper.
- New-resident exemption: a private vehicle bought and used in another state more than 90 days before you moved, registered in Washington within 30 days, is exempt from use tax. Whether a car brought from Türkiye qualifies is unclear, so ask DOL and the Department of Revenue.
- Renewing tabs: once a year, online through License Express, by mail or at the agency. Unpaid traffic tickets or tolls block the renewal.
Is there an emissions test or inspection?
No. The state's emissions program ended on January 1, 2020, no emissions test is required to renew, and there is no routine safety inspection for private cars. The Clean Car Law still applies: new cars bought by Washington residents, and 2009 and newer models with under 7,500 miles, must meet the California emissions standard. Look for "California", "50-state" or "Northeast" on the VECI label under the hood.

Driving without insurance starts at a $550 penalty. Carry your insurer's card in the car. Quotes can come back high while you have no credit history, so shop a few companies; a $10,000 property damage limit is easy to exceed at today's car prices. 04 · Tolls
How do tolls work around Kent, and how do I get a Good To Go! pass?
Short answer
Every toll in Washington is electronic: no booths, no cash, cameras read the plate. The cheapest way to pay is a free Good To Go! account with a $5 sticker pass. Without an account the bill goes to your DOL address and every trip costs $2 more. The toll that matters most from Kent is the SR 167 express lanes; heading toward Sea-Tac there is SR 509.

- Opening an account: MyGoodToGo.com or 1-866-936-8246, with free interpretation on the phone. Two account types: Pre-Paid (a $30 opening balance) and Pay As You Go. There is no monthly fee.
- Passes: sticker $5, Flex $15, motorcycle $8, license plate pass $12. If you live in Kent and commute on SR 167, the Flex pass is the one to buy: with two people in the car the express lane is free, so $15 pays for itself in a few weeks.
- The southern end of SR 167: the new section between Puyallup and the Port of Tacoma is open and free for now. WSDOT has announced that tolling between I-5 and the port starts in winter 2026 at a flat $1 with a pass and $3 by mail. Check the WSDOT page before you drive it.
- The low-income discount actually helps in Kent: for households up to 200% of the federal poverty level, the discount starts in December 2026 and applies only on SR 509 and SR 167. That covers the commute from Kent toward Renton or Auburn, but not SR 520 or SR 99. Applications opened in fall 2026; forms come in Arabic, Chinese, Korean, Russian, Somali, Spanish and Vietnamese, not Turkish.
- If you do not pay: a $5 late fee after the due date; $40 per toll in civil penalties 80 days after the trip; and if the penalty is unpaid for 20 days, DOL blocks your vehicle record so you cannot renew your tabs. A one-time penalty waiver is available if you call before paying.
- Scam warning: the only official site is MyGoodToGo.com. WSDOT says its texts come only from 75381 and that it never sends bills by text message.

05 · Public transit
How do I use public transit in Kent, and how do I get to Seattle and the airport?
Short answer
Kent has two rail stations inside the city and they are not the same thing. Sounder commuter rail runs from Kent Station to Seattle for $4.00 in about 30 minutes, but mostly at rush hour. Link light rail runs from Kent Des Moines station every 8 to 10 minutes all day, costs a flat $3.00 and reaches the airport in about 7 minutes. One card covers everything: ORCA.

The rule of thumb: Sounder if you commute in the morning and come back in the evening, Link for anything else and for the airport. On Sounder you tap the card both when you board and when you get off; on Link and on buses you tap only on boarding. Timetables change at every Sound Transit service change, so check the S Line schedule before you travel.

- Where ORCA works: Community Transit, Everett Transit, King County Metro, Kitsap Transit, Pierce Transit, Sound Transit and Washington State Ferries as a walk-on passenger. Transfers are free within 2 hours. You can also tap a contactless bank card or your phone.
- You can get the ORCA LIFT card in person in Kent: the Kent Public Health Center, 25742 104th Ave SE (206-477-6950) issues cards on the spot to people who qualify. You can also apply online, by phone through CHAP at 800-756-5437, or at an authorized enrollment office. Proof of income is required; a passport or driver's license from any country is accepted as ID, and the page lists no SSN or citizenship requirement.
- Ticket machines: both platforms at Kent Station have them, and so does the Kent Des Moines station.
Buses: Metro, RapidRide and Metro Flex
- Routes from the Kent Station bays: King County Metro 150, 153, 160, 161, 164, 168 and 183, plus ST Express 566. Route 150 links Kent, Southcenter, Tukwila and downtown Seattle; 164 runs between Kent Station, the Kent Des Moines station and Green River College; 160 connects Renton Transit Center, Kent Station and Auburn Station. Stop-level detail changes at every service change, so check the route before you travel.
- RapidRide A Line: runs the length of Pacific Highway South and stops at the Kent Des Moines station. You board through all doors.
- RapidRide I Line is coming: the 17-mile route between Renton Transit Center, Kent Transit Center and Auburn Station replaces Route 160 and is planned to begin in 2027, with construction under way. Planned frequency is every 10 minutes at weekday peak, 15 minutes off peak, 30 minutes late at night and 15 minutes on weekends. No launch month has been announced.
- Metro Flex: the on-demand minivan service operates in Kent and Kent Station is one of its hubs. The fare matches the bus fare, ORCA LIFT is accepted, riders 18 and under travel free, and cash is not accepted. One detail to plan around: a Flex fare does not transfer free to a bus, to Link or to Sounder, so you pay again. Service boundaries and hours are on Metro's map, so check the app.
- Languages: Metro publishes service change notices in English, Simplified Chinese, Russian, Spanish and Vietnamese, not Turkish.
Getting to Sea-Tac
- By Link: board at Kent Des Moines toward Seattle or Lynnwood. The next station is Angle Lake, the one after that is SeaTac/Airport: about 7 minutes, fare $3.00. At the airport station you go up to the 4th floor and cross the skybridge to the terminal.
- The last train: on weekdays the final southbound trip from Lynnwood to Federal Way leaves at 12:02 a.m., so a late-landing flight can usually still be followed by a train home to Kent.
- By car: the SR 509 Expressway that ends beside the airport is tolled, with rates above. Driving times from Kent to the airport and downtown depend on traffic, and because no official figure exists we do not print one.
- Istanbul flights: Turkish Airlines flies nonstop between Seattle-Tacoma (SEA) and Istanbul; the time difference and the detail are in the Türkiye section.
06 · Electricity
How do I set up electricity and gas in Kent, and do I need an SSN?
Short answer
In Kent both electricity and natural gas come from Puget Sound Energy (PSE), 1-888-225-5773. That is the biggest difference from Seattle: there is no Seattle City Light here, so it is one company and one application. PSE asks for one of several identification options and an SSN is not required. A deposit may be asked for, but there are three ways around it.

Electricity and gas: one company, one call
- Start service. Apply on PSE's website or call 1-888-225-5773; the line is open weekdays 7:30 a.m. to 6:30 p.m. It takes about 15 minutes. The City of Kent's own page lists PSE as the provider for both electricity and gas, so whatever your address, it is the same number.
- Identification. PSE asks for your name, phone, address, source of income and length of employment, plus one of these as identification: a "driver's license or passport number, military ID, tax identification number, SSN or date of birth". An SSN is only one option on that list, so an account can be opened with a passport number or an ITIN.
- Deposit and how to avoid it. A deposit may be required, is added to the first bill and can be paid in installments; it is returned with interest after 12 months of on-time payments. New customers can avoid it three ways: sign up for automatic payments, bring a good-payment letter from a previous electric or gas utility (at least 1 year of service in the past 24 months with no more than two late notices), or have a PSE customer in good standing guarantee the account.
- State rules back you up. WAC 480-100-108 requires regulated electric utilities to offer at least five different identification options, and WAC 480-100-113 limits deposits and requires alternatives such as a guarantor or prepayment. The detail is in our Washington State guide.
If the bill is hard to pay
- The two numbers the city points to: for help with utility bills and rent, Kent directs residents to 211 and to the Multi-Service Center at 253-854-4406. 211 is a free statewide referral line.
- The city's own human services: Kent Parks, Recreation and Community Services runs a page for food, utility and rent assistance and a home repair program for low-income homeowners; the line is 253-856-5070.
- Federal LIHEAP: delivered by appointment through local community agencies, with an income limit of 150% of the federal poverty level and a program year running October 1 to September 30. The state Department of Commerce line is 360-725-2857. The official pages do not say what LIHEAP or PSE assistance require regarding immigration status, so ask the agency you apply to.
- Kent's Lifeline discount is a different thing: it applies only to the city water, sewer, drainage and solid waste bill, not to electricity or gas, and it has an age or disability requirement (below).
The city taxes inside your bill
Kent levies its own utility tax, and it is built into the bill: 6% on electricity, 6% on natural gas, 6% on landline and mobile phone, 6% on cable TV, 13% on water, 9.5% on sewer, 19.5% on storm drainage and 18.4% on solid waste. The figure on your bill is not consumption alone.
Internet
- It varies by address: fiber, cable and fixed wireless options in Kent differ street by street. Type your address into the FCC broadband map to see who serves you.
- Low-cost programs: most large providers run a discounted tier for households receiving public assistance. Ask the provider directly which program is currently open, because terms and prices change through the year.
- Free Wi-Fi: available at King County Library System branches without a card; the open branch in Kent is Kent Panther Lake (library cards).
07 · Water and trash
Which utility bills water in Kent, and is garbage service mandatory?
Short answer
This is the part of Kent that surprises people: water does not come from one utility. The City of Kent serves many addresses but says on its own page that "not all properties are served by the City"; Highline Water District, Soos Creek and Water District 111 bill others inside the same city. Find out which one covers your address before you call anyone. Garbage comes from Republic Services and is mandatory.

All four serve Kent addresses, and which one bills you depends on the street. The fastest answer comes from your landlord or property manager; if you are unsure, call the city's Customer Service at 253-856-5201 and give your address. Calling the wrong utility costs you days in moving week, because each one runs its own account system.
The city account: a tenant can hold it
- How to open one: for a City of Kent account, call Customer Service at 253-856-5201 or email [email protected]. The city page lists no required ID or SSN; ask what they want when you call.
- If you rent: here is an important difference from Seattle. In Seattle only the property owner can hold the water account; in Kent a tenant can be billed directly, as long as the owner or the management company submits an owner authorization form by email, by mail or at the counter. Ask for it when you sign the lease: a bill in your own name shows you your consumption and gives you a proof of address.
- Where to pay: online, by automatic withdrawal, by mail (P.O. Box 84665, Seattle WA 98124), by card on 253-856-5201, or in person at the Centennial Center, 400 West Gowe St, Suite 122. There is a drop box in the City Hall parking lot turnaround at 220 Fourth Ave S, but never put cash in it. The counter is open weekdays 9 a.m. to 4 p.m.
- Mailing address: city utility correspondence goes to 220 Fourth Ave S, Kent WA 98032.

The sewer and drainage figures took effect January 1, 2026, and rates are updated each January. On the water rate page, two different base charges appear for the same meter size, most likely for different customer classes, so we do not print a single figure here: confirm the charge for your own meter with Customer Service.
The Lifeline discount does not reach most newcomers
Kent's discount program takes 60% off water, 60% off the city's share of sewer, 90% off storm drainage and 50% off solid waste. The eligibility rule is narrow: you must be 62 or older, or receive permanent Social Security disability (or be the parent of a minor who does), and household income must be under the HUD limits ($81,700 for 1 person, $93,350 for 2, $105,000 for 3, $116,650 for 4). You also have to pay the bills and live at the address. A working-age family will not qualify. Application forms exist in English, Spanish, Chinese, Punjabi, Tagalog, Ukrainian and Vietnamese, not Turkish.
Garbage: mandatory service, one hauler
- Mandatory: under Kent City Code 7.03 every occupied building must have garbage service. The city does not collect it; the contracted hauler Republic Services does: 206-682-9735 for residential customers (weekdays 7:30 a.m. to 4 p.m.) and 253-872-7220 for commercial.
- Carts: the blue recycling cart and the green food and yard waste cart come at no extra charge; the price depends on the size of the garbage can. Republic Services and King County adjust rates every January 1.
- When you move: sign-up and missed pickups go through the same number, 206-682-9735. If you do not start service yourself the building can still be billed, because the requirement attaches to the building.
Water, sewer or drainage emergencies
These are not reported through the app, they are phoned in: during business hours Public Works Operations at 253-856-5600, after hours the Kent Police switchboard at 253-856-5800. Does Kent have 311, how do I report a problem, and how do I get a library card?
Short answer
Kent has no 311 line. For non-emergency issues there is the free KentWorks app and the city's general number, 253-856-5200. Public works emergencies are not reported through the app but by phone: 253-856-5600. The library is not Seattle Public Library but the King County Library System, and a passport or a consular ID plus proof of address is enough for a card.

How to reach the city
- The KentWorks app: free for iOS and Android. You report non-emergency issues such as potholes, streetlights and litter with a photo and a location. One important limit: reports made outside business hours are not handled until the next business day, so the app is no use for a problem at night.
- By phone: the city's general number is 253-856-5200, which also covers Finance. Code Enforcement, for building and property complaints, is 253-856-5909; Parks is 253-856-5000; the police non-emergency and after-hours switchboard is 253-856-5800.
- Public works emergencies by phone: for water, sewer and drainage, Public Works Operations at 253-856-5600. Do not report these through KentWorks.
- 211: the city points to the statewide 211 line for help with utility bills, rent and food. Also 511 for road conditions, 711 for relay and 811 before you dig.
- In a life-threatening emergency, always call 911.
- Language: the city's pages are in English with a Google Translate widget on them, and Kent has no Turkish page. Ask when you call whether an interpreter can be arranged.
Where the city counter is
For bill payments, business license applications and similar errands, the counter is at the Centennial Center, 400 West Gowe St, Kent WA 98032, first floor, weekdays 9 a.m. to 4 p.m. Correspondence and utilities go to 220 Fourth Ave S. The city no longer takes passport applications: Kent's old "Apply for a Passport" page now redirects to travel.state.gov, so do not go to City Hall for a U.S. passport; the acceptance facility in Kent is the King County District Court (U.S. passport section).
A King County Library System card
- Which system: Kent belongs to the King County Library System (KCLS), not Seattle Public Library. Someone living in Seattle gets an SPL card, someone living in Kent gets a KCLS card, and the catalog, branches and loan rules are separate.
- What an adult card needs: a photo ID showing your date of birth, even an expired one. The examples the library lists include a driver's license, a passport, a Washington ID, a U.S. military ID and a Matricula Consular. You also bring proof of your current address: a Washington license or ID, a utility bill (a printout is fine), printed checks, an apartment lease, voter registration, a King County tax bill or another official document. If the ID shows your current address, it counts for both. No SSN appears on the page.
- Children: minors need no photo ID; a parent supplies proof of address, or the library mails a verification postcard to the home.
- Where to apply: online, in which case the card arrives by mail, or in person at any open branch. There is also a Digital Library Card for online resources only.

09 · Renting
How much deposit can a Kent landlord charge, how much can rent go up, and how can I be evicted?
Short answer
Kent has no deposit cap, rent cap or just-cause ordinance of its own, so Washington's landlord-tenant act (RCW 59.18) governs. The state cap limits a rent increase to 9.683% for 2026 and 10% for 2027, with no increase in the first 12 months. Kent's one local addition is the Rental Housing Inspection Program: rentals with two or more units are inspected every three years and landlords register each year by November 1.

Kent's one local rule: rental housing inspection
- Who it covers: since a 2018 ordinance, rental properties inside Kent city limits with two or more units (apartments, townhomes, duplexes, triplexes, fourplexes) must pass a health and safety inspection by a qualified private inspector every three years.
- The schedule: inspection years run by area: North East Hill (north of James St) in 2026, West Hill and the valley (west of Hwy 167) in 2027, and South East Hill (south of James St) in 2028.
- What the landlord owes: annual registration with the city by November 1. Failure brings penalty fees and can lead to revocation of the business license.
- Why it helps you: tenants can register their own complex too. Asking whether a building is registered is an easy way to screen out a poorly maintained one while you are still looking. For housing condition complaints, Code Enforcement is 253-856-5909.
Deposits and move-in
- Amount: Washington sets no statewide dollar cap on deposits and Kent adds none. (In Seattle the deposit plus non-refundable fees cannot exceed one month's rent; that rule does not apply in Kent.)
- Conditions: a deposit may be collected only if the lease is in writing and you were given a signed, dated move-in checklist. Without the checklist the landlord is liable for the whole deposit. The money is held in a trust account at a Washington institution and you get a written receipt.
- Return: within 30 days of the tenancy ending and you moving out, with an itemized written statement of any deductions. Nothing can be deducted for ordinary wear and tear.
- Installments (RCW 59.18.610): on written request you may pay the deposit, non-refundable fees and last month's rent in 3 equal installments on leases of 3 months or longer, or 2 on shorter ones. No extra charges or interest are allowed. A holding fee cannot exceed 25% of the first month's rent.
Rent increases and eviction
- The cap: under RCW 59.18.700 there is no increase in the first 12 months of a tenancy, and after that no more than 7% plus inflation or 10%, whichever is lower, once every 12 months. The published cap is 9.683% for 2026 and 10% for 2027. Some buildings, such as new construction, are exempt under RCW 59.18.710.
- Notice: an increase needs at least 90 days of written notice. Seattle's 180-day rule does not apply in Kent.
- Who enforces it: the city does not. Tenants and the state Attorney General do, and the Attorney General can impose penalties of up to $7,500 per violation.
- Just cause (RCW 59.18.650): a landlord may only end a tenancy for one of the listed reasons. A pay-or-vacate notice for unpaid rent is 14 days; a material lease breach is 10 days; serious damage or illegal activity is 3 days. No late fee may be charged if you pay within 5 days of the due date (RCW 59.18.170).
- If you are leaving: ending a month-to-month tenancy takes at least 20 days of written notice before the end of the rental period (RCW 59.18.200).
- A lawyer in an eviction case: Seattle's city-funded right to free representation does not exist in Kent. Washington's statewide legal aid line CLEAR (1-888-201-1014) and the state Attorney General are the first stops; depending on your situation, talk to an attorney.
- Housing assistance: Section 8 rental assistance in this area is run by the King County Housing Authority.

10 · Home ownership
I bought a house in Kent. Who bills the property tax, and is there any relief?
Short answer
Kent does not collect its own property tax: the King County Assessor values the home, King County Treasury bills it, and the installments are due April 30 and October 31 each year. Washington has no general homestead exemption; relief goes to senior, disabled and veteran homeowners. Kent's sales tax rate is 10.40%, against 10.55% in Seattle.

- Do not miss the installments. The first half is due April 30 and the second October 31. If the tax is under $50 the whole amount is due April 30. Interest runs monthly from May 1.

What is the rate in Kent?
The rate depends not on the city but on your tax code area: which school, fire and water districts your parcel sits in decides the number. In King County's 2026 levy rate book, the first Kent tax code areas run roughly $9 to $9.61 per $1,000 of assessed value, against $9.90845 for Seattle's code 0010, so Kent generally sits a little below Seattle. Because the PDF's column layout is not clearly readable, we do not print a single Kent rate here: confirm the rate for your own parcel through the county's eReal Property Search or on 206-296-7300 before you buy.

Kent's own taxes
- No city income tax, and no separate city property tax bill: the city's share sits inside the county's single bill.
- Sales tax is 10.40% in the last quarter of 2026. Seattle charges 10.55%, so the difference shows up on large purchases.
- Kent's B&O tax mostly does not touch small businesses: the gross receipts tax only starts above $250,000 of Kent income a year. The detail and the business license are in the starting a business section.
- State income tax: Washington levies no state tax on wages; for the capital gains tax see the taxes section.
11 · School
How do I enroll my child in school in Kent?
Short answer
No SSN is needed. Kent is not served by Seattle Public Schools but by Kent School District: 44 schools and about 25,000 students. Enrollment runs online through Skyward Qmlativ Family Access, and the district says a "lack of documents should not be a barrier to school enrollment". No SSN is asked and no citizenship information is collected. District office: 12033 SE 256th St, 253-373-7000.

- Get an account. Families enrolling in Kent School District for the first time fill out the New Guardian Login Request form and receive login details by email. If you had a child in the district last school year, use your existing account. If you have been away for more than a year, call 253-373-7030 to reactivate it.
- Fill in the form. Online enrollment takes about 30 minutes and can be saved and finished later. Questions go to [email protected], to your boundary school, or to 253-373-7000 in summer.
- Mind the timing. Online enrollment is open all summer, but the district asks you to submit at least one week before the first day of school. Review takes up to a week for the current year and 2 to 3 weeks for the next year between September and May; in summer, reviews may wait until the last two weeks of August.
- Gather documents. Age or identity: a birth certificate, a passport or a state ID card; if you have none of those, physician notes, hospital records, previous school records or a family record are accepted. Address: a lease or purchase agreement, or a utility bill (cable, electricity, water, home phone) less than one month old. Plus immunization records. No SSN is on the list.
- Find your school. Children are assigned to a boundary school by address; type yours into the district's school boundaries map. For bus questions, Transportation is 253-373-7442.
- No fixed address? Families without a verifiable address are considered under McKinney-Vento. If you are staying with another family, you can upload the host's proof of address.
There is no enrollment welcome center in Kent. Do not look for a single office the way Seattle has one: the application is online and everything after that runs through your boundary school office.
Is immigration status asked?
The district states it plainly on its own page: Kent School District does not ask for or collect information about citizenship as part of enrollment, staff may not ask about immigration status, and the district says it "will continue to enroll students regardless of immigration status". The state education agency, OSPI, says the same: schools may not require Social Security numbers from all students, may not require a parent or student to disclose or document immigration status, and may not deny admission because a child is undocumented. What happens for a child whose English is new?
- The Home Language Survey: enrollment asks what language is spoken at home. If a language other than English is marked on question 2 or 3, the school must give the WIDA English Language Proficiency Screener within 10 school days.
- The thresholds: in kindergarten through December 31, below 5 in Listening or Speaking; in kindergarten from January 1 and in grade 1, below 4 in each domain and below 4.5 overall; in grades 2 to 12, below 4 in each domain and below 5 overall.
- What follows: qualifying families get a letter with the scores. The program is called Multilingual Education (MLE), and support comes in two forms: designated English language development and integrated support inside the regular classroom. The district says it aims to limit the time a child is pulled out of class. There is also a Dual Language program page.
Is there any service in Turkish?
The honest answer is no. The district website has a translate menu that lists Turkish, but that is machine translation, not a document prepared in Turkish or a promise of a Turkish interpreter. The district says it will arrange interpretation and translation for district-wide events given 3 business days of notice, with requests going to [email protected], while school events are arranged through the school. No Turkish-language document was found on the pages we read, so before an important meeting, put the interpreter request in writing and get it confirmed.
The immunization rule
The vaccine list and the exemption rules are statewide and do not change by district: how many doses of what, how records from abroad are accepted and how conditional status works are all in our Washington State guide. The short version: a record in another language is accepted once a health care provider has verified it, and a child with missing doses can start under conditional status.

Where can I get health care in Kent if I don't have insurance?
Short answer
In a life-threatening emergency, call 911 or go to an ER: under RCW 70.170.060 no hospital may refuse emergency care because you cannot pay. Before you pay a bill, ask the hospital for charity care. Kent has its own clinics, so you do not have to travel to Seattle for a regular visit, but there is no hospital emergency department inside Kent city limits. Children and pregnant people are covered by Apple Health regardless of status.

All three run a 24-hour emergency department. Which one is closest depends on your address, and because no official distance measurement exists we print no travel times here: check your address on a map once and put the answer on the fridge. There is no ER inside Kent, but there is urgent care in the city for things that are not emergencies (clinic list). In a life-threatening emergency call 911, and the ambulance takes you to the right hospital.
Hospital bills: charity care
- Emergency care cannot be refused. RCW 70.170.060 does not allow any hospital to deny emergency care for inability to pay, and the federal EMTALA rule guarantees emergency screening and stabilization regardless of status.
- An income-based discount is a legal right. Washington hospitals must give free or reduced-cost care by income, and the statute sets no immigration-status condition. The thresholds, the appeal process and the Department of Health complaint line are in our Washington State guide.
- Valley Medical Center as an example: the hospital applies financial assistance for family income up to 400% of the federal poverty level, and for discharges on or after July 1, 2022 that means a 100% discount from 0 to 300%, 75% from 301 to 350% and 50% from 351 to 400%. Financial Counseling is (425) 690-3578, weekdays 8:30 a.m. to 5 p.m., and a decision follows within 14 days of a complete application. These figures come from a summary of the hospital's page, so confirm them before you apply.
- When to ask: before you pay the bill. Even a bill that has gone to collections may still qualify.
Apple Health and buying insurance
- Children and pregnant people: Apple Health for Kids covers children under 19 and pregnancy coverage covers pregnant people, both regardless of immigration status.
- Adults: Apple Health Expansion is closed to new enrollment after hitting its cap in December 2025. People already enrolled keep their coverage. Routes that still work: Apple Health for Kids, pregnancy coverage, Alien Emergency Medical (AEM) for a genuine emergency, Family Planning Only and Medical Care Services.
- Marketplace insurance: every Washington resident may buy a plan through Healthplanfinder regardless of immigration status, and the state's Cascade Care Savings help does not ask about status either. Open enrollment runs November 1, 2026 to January 15, 2027. The help line is 1-855-923-4633.
- In-person help in Kent: the Kent Public Health Center (25742 104th Ave SE, 206-477-6950) helps people enroll in Apple Health and Healthplanfinder and provides interpretation. The same center issues the ORCA LIFT card on the spot to people who qualify.
- Crisis line: 988 answers calls, texts and chats 24/7, with interpretation.

Where can I find free or low-cost clinics in Kent?
Short answer
The honest answer matters here: no clinic in Kent says on its own page that its regular care is free. What an uninsured family actually uses is a community health center with an income-based discount, which means the price comes down but the care is not free. The genuinely free options are separate and few: the once-a-year Seattle/King County Clinic, the county's adult dental program and the CHAP help line.

What is genuinely free
Seattle/King County Clinic · Seattle Center
A volunteer-run clinic held once a year over four days. Medical visits, imaging, labs, immunizations, dermatology, behavioral health, dental and vision care are provided at no cost, and the organizers state on their own page that patients are not asked for ID, proof of income, insurance, housing or immigration status. It works first come, first served. It is not open now: the 2026 clinic ran April 23 to 26 and is over. The next one is April 29 to May 2, 2027, with more information promised in January 2027. Put the date in your calendar now, because the line fills early.
King County Adult Dental Program · adult dental care
This county program provides dental services at no cost (the county page uses exactly that phrase). Who it is for: King County residents 19 and over who are not eligible for Apple Health because of citizenship status, have no other dental insurance, and are not on a student, visitor or business visa. Since April 1, 2026 the income limit has been 138% of the federal poverty level or below (per the county's guide, $1,835 a month for 1 person and $3,795 for 4). Covered: cleanings, exams, X-rays, fillings, extractions and fluoride, plus limited gum treatment, dentures and oral surgery. You apply through CHAP at 1-800-756-5437. The county notes that because funds are limited the program may limit services at any time, so ask on the call whether it is taking applications.
King County Adult Dental Program

Not a clinic but a phone line: the county's Community Health Access Program finds you doctors, dentists and clinics with income-based fees and helps with applications for Apple Health, WIC and screening programs. The county says the service is "free and confidential" and is provided regardless of income, ethnicity, language and immigration status. Email [email protected]. If you do not know where to start, this is the number to call first.
School-based health centers · for enrolled students
At HealthPoint's school-based centers, the organization tells students "you will not have to pay out of pocket for your care". The ones near Kent: Thomas Jefferson (4248 S 288th St, Auburn, 253-520-6000), Tyee Campus (4424 S 188th St, SeaTac, 206-277-7210), Evergreen (830 SW 116th St, 206-835-2615), Highline High (225 S 152nd St, Burien, 206-870-3623) and Renton High (400 S 2nd St, 425-424-6310). Eligibility rules can differ by school, so ask at your child's school.
Public health centers: "free or low cost"
The Public Health - Seattle & King County centers use this wording on their own pages: services are confidential and "free or low cost", and no one is turned away because they cannot afford to pay. The pages do not say which services are free and which are low cost, so we keep the phrase exactly as written. The sexual and reproductive health page adds that no insurance and no proof of Washington residence is needed. The agency says "all people are welcome at our clinics" and lists no required ID document.

What it costs: the sliding fee discount is calculated on household income and family size, and fees start at $25 for a medical visit and $50 for a dental visit. You have 60 days after the visit to bring proof of income (a tax return, pay stubs or an agency letter), and approval lasts 12 months. HealthPoint says applying "will not affect your credit or immigration status" and that no one will be denied care due to inability to pay. Interpretation is available.

Sea Mar Community Health Centers · Kent Medical Clinic
233 2nd Avenue S, Kent WA 98032; 206-436-6380, weekdays 8 a.m. to 5 p.m. It offers primary care, immunizations, gynecology, family planning, TB, hepatitis and HIV testing, X-rays, insurance guidance and a 24-hour nurse advice line. Sea Mar's Kent page says it serves patients "regardless of income, occupation, gender, immigration status, or citizenship status", and many of its providers and staff speak more than one language.
What it costs: on Sea Mar's own 2026 sliding fee scale, even the lowest tier is not free. At or below 100% of the federal poverty level (Status A) there is a nominal fee of $40 for a medical visit and $50 for dental. In the 101 to 200% tiers (B to E) there is a down payment of $50 for a medical visit and $60 for dental, and the rest is billed with a 20 to 80% discount. Above 200% you pay full charges. Down payments are not collected for lab-only or nurse-only visits. Sea Mar says that if you cannot pay the fee you will be asked to pay what you can. Bring proof of income for every wage earner in the household.

- Are visits, lab tests, medications, dental care and outside referrals charged separately?
- Which documents do I bring for the sliding fee, and how long do I have to turn them in?

How do I get a marriage license in Kent?
Short answer
Not in Kent. In King County the license is issued only at the Seattle counter: King County Recorder's Office, 201 S. Jackson St., Suite 204, Seattle, weekdays 8:30 a.m. to 4:30 p.m., 206-477-6620. There is no south-county branch. The fee is $169, there is a 3-day waiting period after the license is issued, and it is then valid for 60 days. Both applicants appear in person; the form has no SSN field and no blood test.

Getting there from Kent
For a Kent reader the real content of this section is a travel plan. The Recorder's Office is in Pioneer Square, a short walk from King Street Station. You have three ways to get there:
- By Sounder: from Kent Station (301 Railroad Ave N) to King Street Station in about 30 minutes, $4.00 one way. But the trains run mostly at peak times in the peak direction, with no weekend service. Because the office closes at 4:30 p.m., plan a morning train and an afternoon return, and check the schedule first.
- By Link: from Kent Des Moines station (23525 30th Ave S) to downtown in about 45 minutes, $3.00, every 8 to 10 minutes all day. More comfortable if you do not want to be tied to a fixed departure.
- By car: downtown parking is paid, and the SR 99 tunnel may be on your route, with rates above.
Starting the application online at home and going in only to pay and sign cuts the trip down to one.

- Fee: $169 in cash, check, money order, debit or credit card.
- Three ways to apply: start online and finish in person with the transaction number, walk in, or apply by mail with a notarized application.
- Both applicants appear in person. A partner who cannot attend may sign the application before a notary in advance, and if neither can attend, a third party may submit it as long as both signatures are notarized. Scanned or faxed affidavits are refused.
- ID: King County publishes no list of accepted IDs. Bring a government photo ID such as a passport, and call 206-477-6620 before you go to confirm; turning up with the wrong document is the easiest way to waste an hour-long trip from Kent.
- Timing: the 3-day wait counts from the day the license is issued and cannot be waived under any circumstances. If it is not used within the following 60 days the license is void. The Recorder says it cannot guarantee a three-day turnaround at peak times.
- The ceremony: it takes place in Washington, with two witnesses, performed by someone authorized by state law. The officiant returns the certificate to the county within 30 days. Certified copies are $3 each and are not sent automatically, so you have to ask for them.
Changing your name
- After marriage: changing your name is not required and Washington sets no deadline. If you do, take a certified marriage certificate to the Social Security Administration, DOL, the passport agency, USCIS and your banks.
- By court order: a petition to change a first, middle or last name goes to King County District Court. The fees, the recording charge and the process are in our Washington State guide; confirm which courthouse to use on the court's own page before you file.

Where do we get our baby's birth certificate in Kent?
Short answer
This one is also in Seattle, not Kent: King County Vital Statistics, 201 S. Jackson St., Suite 220, Seattle (206-837-0719). The Kent public health centers do not handle vital records. A certified copy is $25, and the VitalChek kiosk in the office prints one for $28.50 in about 10 to 15 minutes. You can also order by mail or online. Bring a government photo ID expired by no more than 60 days.

- The counter: 201 S. Jackson St., Suite 220, Seattle WA 98104 (2nd floor, East Lobby), 206-837-0719, weekdays 8:30 a.m. to 4:30 p.m., opening at 9 a.m. on the first Wednesday of each month. It issues birth records for all of Washington from 1907 to the present. The marriage license bureau is in the same building, Suite 204 (above), so you can do both errands in one trip.
- Think before you travel from Kent: the office is a short walk from King Street Station, about 30 minutes from Kent Station by Sounder on rush-hour trains, or about 45 minutes to downtown from Kent Des Moines by Link. If all you need is the document, consider ordering online or by mail: the fare and a day off work can cost more than the extra shipping fee.
- Fees: $25 for a birth or death certificate. The VitalChek kiosk in the office is $28.50 and prints in about 10 to 15 minutes. Online and phone orders through VitalChek add a $6.00 agency fee plus $11.50 handling with standard shipping included, and UPS rush adds $18.50. By mail it is $4 extra and a birth record takes 3 to 4 weeks. VitalChek phone 1-888-273-4623. There are no refunds.
- The state office: the Washington Department of Health issues the same document (360-236-4300, toll-free within Washington 1-800-525-0127) for $25 a certified copy, but by mail it takes 8 to 10 weeks. If you are in a hurry, the county counter or VitalChek is faster.
- Who can order: the person named, a spouse, a parent, stepparent, guardian, child, sibling, grandparent, great-grandparent, a legal representative, an agency or a court. You need one government photo ID not expired by more than 60 days plus one proof-of-relationship document.
- What happens at the hospital: new parents sign a Birth Filing Form. The first certified copy is not free and the hospital does not order it for you, so you have to request it yourself. Because there is no hospital in Kent, your baby will most likely be born in Renton, Auburn or Federal Way, but King County still issues the record.
- Apostille: to use the document in Türkiye you need a certified copy, and the Washington Secretary of State adds the apostille (see below).
- The baby's SSN is a separate application. Kent has its own SSA office at 321 Ramsay Way, Suite 401 (SSN section).

How do I get a Social Security number in Kent?
Short answer
SSNs are issued only to people with work authorization or a legally required reason. If you asked for an SSN in your immigrant visa application, the card is mailed to you. People who adjust status with Form I-485, and EAD applicants who checked the SSN box, also receive the card automatically. Otherwise, start online and visit an SSA office by appointment within 45 days. The good news: Kent has its own SSA office at 321 Ramsay Way, Suite 401, and there is no fee.

That is a convenience many nearby cities do not have: SSA's own office list has no separate office in Federal Way or Auburn.
- What to bring: current immigration documents (green card, I-94 or EAD) with a valid passport, and a birth certificate if you have one. No photocopies or notarized copies. SSA suggests waiting 10 days after arrival so DHS records can be verified.
- Which office: SSA decides which office serves you by ZIP code, not by distance. Living in Kent does not automatically mean the Ramsay Way office. Check the SSA office locator before you go.
- F-1 and J-1: an SSN is available only once you are authorized to work (on-campus job, CPT, OPT), not just for enrolling in school.

What can I do in Kent without an SSN?
- Driving: Washington is one of the states that issues a standard license to people without an SSN. The Department of Licensing asks for your SSN if you have one, or for a signed declaration that you do not. A standard license does not show immigration status or legal presence. Kent has its own licensing office at 25410 74th Ave S and you need an appointment to get in; details in the driver's license section.
- School enrollment: the state education agency, OSPI, says districts may not require Social Security numbers from all students and may not ask families to disclose or document immigration status. The Kent School District enrollment pages ask for neither an SSN nor citizenship, and say a lack of documents should not be a barrier. More in the school section.
- Utilities: in Kent, electricity and natural gas come from Puget Sound Energy (1-888-225-5773), and water and sewer from the city at most addresses. The city's sign-up page mentions no SSN, and a tenant can hold the bill in their own name once the owner files an authorization form. Call 253-856-5201 to find out which water utility bills your address; more in the electricity section and the water and trash section.
- Library card: Kent belongs to the King County Library System, not the Seattle Public Library. The card is free and no SSN is asked: a photo ID showing your date of birth (a passport or a Matricula Consular is accepted) plus one proof of address. The Kent Library at 212 2nd Ave N is closed for renovation, so the Kent Panther Lake branch at 20500 108th Ave SE is open seven days a week in the meantime.
- Taxes: people who must file but cannot get an SSN use an ITIN (see the tax section below).
17 · Taxes
Does Kent have an income tax, how much is sales tax, and how do I get an ITIN?
Short answer
Washington has no state income tax, and nothing on Kent's own list of taxes touches wages, so your pay stub shows only federal income tax and FICA. The trade-off is a high sales tax: 10.40% in Kent for October to December 2026. Property tax is billed by King County, not the city, in two installments due April 30 and October 31. If you must file taxes but cannot get an SSN, apply for an ITIN with Form W-7; there is no IRS office in Kent, so the nearest are Seattle and Tacoma.

What comes out of a Kent paycheck
- No state income tax: the Washington Department of Revenue says the state does not currently have an individual income tax. There is no state return and no state withholding.
- Kent's own taxes do not reach wages: the city taxes business gross receipts (its B&O tax), utilities (6% on electricity, gas, phone and cable, 13% on water, 9.5% on sewer), admissions and gambling. The utility tax is charged to the provider and usually passed through on the bill. Seattle's payroll expense tax applies to payroll inside Seattle, and Kent's list of taxes has no such item.
- That changes on January 1, 2028: SB 6346, passed in the 2026 session, creates a 9.9% tax on individuals and joint filers with annual adjusted gross income above $1 million, with the first returns due in April 2029. It will not touch an ordinary salary.
- Capital gains tax: long-term gains on stocks, bonds and business interests are taxed under RCW 82.87. Since tax year 2025 the rate is tiered: 7% on the first $1,000,000 of taxable Washington gains and 9.9% above that. The standard deduction was $278,000 for 2025. Home sales and retirement accounts are exempt. DOR line: 360-705-6705.
How much is sales tax?
Sales tax depends on where you receive the goods or services, and rates are revised quarterly. From October 1 to December 31, 2026 the combined rate in Kent is 10.40%. So taking delivery of the same refrigerator in Kent costs a little less than in Seattle, and a little more than up in Everett.

Rates change again on January 1, 2027. Look up your own address with DOR's rate lookup tool. Coming from Texas? There was no state income tax there either, but sales tax in Kent is noticeably higher.
Property tax and selling a home
- Installments: in King County the first half of the property tax is due April 30 and the second half October 31; if the bill is under $50 the whole amount is due April 30. Late charges accrue monthly from May 1. King County Treasury is at 201 S Jackson St, 2nd floor, and the property tax line is 206-263-2890. In the Kent tax codes we looked at, the total rate per $1,000 of value sits a little below Seattle's, but your own rate depends on the tax code area your parcel falls in. - If you sell: the state real estate excise tax (REET) is usually paid by the seller. For sales through December 31, 2026 the graduated rates are 1.10% up to $525,000, 1.28% to $1,525,000, 2.75% to $3,025,000 and 3% above that. The thresholds rise on January 1, 2027, and a local share is added on top.
How do I get an ITIN?
- Complete Form W-7 and attach it to your federal return unless an exception applies.
- Get documents verified. Mail originals to the IRS in Austin, use a Certifying Acceptance Agent (CAA), or book an appointment at an IRS office that reviews ITIN documents. With a CAA or an IRS office, your passport does not go in the mail; documents are returned at the end of the appointment.
- Wait. Processing takes about 7 weeks, or 9 to 11 weeks during tax season (January 15 to April 30).
- There is no IRS office in Kent: the IRS office locator shows two centers at almost the same distance from ZIP code 98032: Seattle at 915 Second Ave., 32nd Floor, and Tacoma at 1301 A Street, Room 530. Both are open weekdays 8:30 a.m. to 4:30 p.m. and both review ITIN documents in person, so take whichever has an appointment free.
- Tacoma closes for lunch: the Tacoma center is closed from 12:30 to 1:30 p.m. throughout 2026, and no such break is listed for Seattle. Pick your appointment accordingly and check the office's closure notices before you travel.
- Appointments: 844-545-5640 for either office. It can take several weeks to get one, and the offices take no walk-ins.
- What to take: a current government photo ID, your passport and supporting documents. The centers review originals or copies certified by the issuing agency, and interpretation is available by phone.
- Expiration: an ITIN not used on a federal return for three years in a row expires.
18 · Starting a business
How do I start an LLC in Kent, and where do I get a business license?
Short answer
Starting a business in Kent takes three steps: a Certificate of Formation with the Secretary of State ($180 for an LLC), then the state business license and UBI number from the Department of Revenue, then the City of Kent business license. The Kent license goes through FileLocal and costs $51 in 2026 for a home-based business. The gross-receipts part of Kent's own B&O tax starts only once your Kent income passes $250,000 a year.

- Certificate of Formation: filed with the Secretary of State's Corporations & Charities Division; the fee is $180. Expedited service is $100 extra for about three working days; same-day service is $150 extra and only in person, in Tumwater (243 Israel Rd SE) or Cheney. There is no state counter in Kent or in Seattle, so build the drive into any urgent filing.
- State business license and UBI: once the entity is on file, apply through DOR's business license application. You need the license if you do business under a name other than your own legal name, plan to hire within 90 days, collect sales tax, or have gross income of $12,000 a year or more. Online applications take about 10 business days, plus 2 to 3 weeks if city or state endorsements are needed, and up to 6 weeks by mail. DOR has a local office in Kent: 20819 72nd Ave South, Suite 680, Kent WA 98032, open Monday to Thursday 8:30 a.m. to 4:30 p.m., phone 425-656-5100.
- City of Kent business license: everyone doing business in Kent needs the city license, apart from the exemptions in Kent City Code 5.01.045. Apply through FileLocal or on paper. In person: the Customer Service counter at 400 West Gowe Street, weekdays 9 a.m. to 4 p.m., cash, check or money order (cards only through FileLocal). By mail: City of Kent Finance Department, 220 4th Ave S. Contact 253-856-6266 or [email protected]. Commercial businesses need the DOR UBI number first.
- Annual report: $70. A late filing adds a $95 delinquency fee, and reinstating a cancelled entity costs $140 plus the missed annual report fees. An amendment is $30.

Every fee includes a $1.00 technology fee, and licenses expire on December 31. Summaries elsewhere on the city site do not always match the 2026 fee schedule; the figures above come from the schedule itself, but confirm the amount FileLocal shows you before you pay.
Who is exempt, and what to watch for
- Exemptions: a business owned and run by someone under 18; income in Kent of $4,000 or less a year with no place of business in Kent; some Parks-run events. Nonprofits with an IRS 501(c) letter pay no fee.
- Working from home: you have to meet the zoning rules (KCC 15.08.040). Auto repair as a home business is prohibited, and a home business may employ at most one person who does not live there. Zoning questions: Planning 253-856-5454.
- Renewal: the licensing period for the following year opens on December 1, with payment due by January 1. A license cannot be transferred to a new owner, and moving within Kent requires a new application.
Kent's own B&O tax
- The $250,000 threshold: the gross-receipts tax applies only if your gross income in Kent exceeds $250,000 a year, and only to the amount above it ($62,500 a quarter for quarterly filers). Most newcomers starting small stay under it and owe nothing, but the return still has to be filed.
- Rates: 0.1% for retailing and for printing and publishing; 0.125% for manufacturing; 0.2% for wholesaling, services and everything else.
- Square-footage tax: it applies only above 4,000 square feet of business warehouse space ($0.12 per square foot per quarter), 261,360 square feet of outdoor warehouse, or 12,000 square feet of other business floor space ($0.02). A business with a place of business in Kent reports both parts and pays the greater.
- How to file: returns go through TaxFile.KentWA.gov, with an access code mailed to you after the first license. Quarterly due dates are April 30, July 31, October 31 and January 31; annual filers (by approval, with liability under $1,000) file by April 30. Late penalties are 9%, 19% and 29%, with a $5 minimum. - A change from January 1, 2026: some services are newly taxable, among them IT services, custom web development, advertising and temporary staffing, and they are reported under Retailing. If you freelance, this reaches you.
- The state B&O is separate: Kent's B&O tax does not replace the state's. It sits on top of it.
19 · Public benefits
Can immigrants in Kent get SNAP or Apple Health, and does it affect a green card?
Short answer
Food assistance (Basic Food, the state's name for SNAP) and cash aid are applied for through Washington Connection, and health coverage is Apple Health, run by the Health Care Authority. The 2025 federal law (H.R. 1) narrowed both: from October 1, 2026 federal Medicaid is open only to green card holders, Cuban and Haitian entrants and COFA citizens. Children and pregnant people keep coverage regardless of status. Kent has free legal hotlines and in-person help for the questions in between.

- Food assistance: applications go through Washington Connection. After H.R. 1, SNAP is generally limited to U.S. citizens, green card holders, Cuban and Haitian entrants and COFA citizens, and the 5-year wait still applies to green card holders, with exceptions such as children under 18. Washington also funds its own Food Assistance Program for some immigrants who cannot get SNAP; ask Washington Connection or your local DSHS office whether you fall inside it before you open an application.
- U.S.-citizen children in the household may still receive benefits in their own right.
- The October 1, 2026 break in Apple Health: according to the Health Care Authority's page for noncitizens, refugees, asylees, parolees, VAWA self-petitioners and trafficking survivors lose federal Medicaid eligibility after September 30, 2026. Children and pregnant or postpartum people are outside that change.
- Apple Health Expansion is closed: the state-funded program that covers adults 19 and over regardless of immigration status hit its enrollment cap in December 2025 and takes no new enrollees. People already enrolled keep their coverage, and the program moves to fee-for-service on January 1, 2027. HCA still asks people to apply so they can be considered. The routes that work regardless of status are Apple Health for Kids (under 19), pregnancy coverage with 12 months postpartum, Alien Emergency Medical for emergencies, and Family Planning Only. More in the health section.
- A nuance about data: HCA says Apple Health Expansion is exempt from the public charge test and that it does not share data with ICE. But a federal court ruling of December 29, 2025 lets CMS give DHS an enrollee's name, immigration status, address, phone number and Medicaid ID. So "completely safe" is not the right word.
- The new public charge rule: for green card applications filed on or after September 18, 2026, officers may consider any means-tested benefit (SNAP, Medicaid, housing assistance and others) received on or after that date. Benefits received earlier count only if they were cash assistance or long-term institutional care. Benefits received by family members, such as a child in their own right, are generally not counted.
- Who is exempt: humanitarian categories such as asylees and refugees, T and U visa holders, VAWA self-petitioners and TPS. Family-based, most employment-based and diversity visa applicants are subject to it.
- Litigation: on September 14, 2026, more than 20 states filed one lawsuit and cities led by New York City filed another. As of October 1, 2026, no court had blocked the rule, so check again on the day you read this.
- Kent discounts that are not benefits: Kent has no equivalent of Seattle's Utility Discount Program. The city's Lifeline discount (60% off water and off the city's share of sewer, 90% off drainage, 50% off solid waste) is open only to people aged 62 and over or receiving permanent SSA disability, so a working-age family that has just arrived usually does not qualify. For help with a bill or with rent the city points to 211 and to the Multi-Service Center, 253-854-4406. ORCA LIFT gives a reduced transit fare and the Kent Public Health Center (25742 104th Ave SE, 206-477-6950) issues the card in person. These are discounted services, not public assistance.
- Help in person: the Kent Public Health Center is open weekdays 8 a.m. to 5 p.m., runs WIC from 7:30 a.m. to 5 p.m., and provides interpretation for clients with limited English.
- Free legal help: the CLEAR hotline at 1-888-201-1014 and the Northwest Immigrant Rights Project in Seattle at 206-587-4009.
20 · Address change
I moved to Kent. Do I have to report my address to USCIS?
Short answer
As a general rule, most people who are not U.S. citizens, including green card holders, must report a new address to USCIS within 10 days of moving. The easiest way is the change-of-address screen in your USCIS online account; the paper AR-11 is also free. If you have a case in immigration court, file Form EOIR-33 with the court within 5 days as well. Moving from the East Hill to the West Hill counts too.
Steps, documents and official links
- Sign in to your USCIS account and open the Change of Address screen. Reporting online satisfies the legal requirement; you do not also need to mail a paper AR-11.
- Enter the receipt number of every pending case. Otherwise letters can still go to the old address.
- Tell USPS separately. A post office change of address does not update USCIS records, and USPS does not forward USCIS mail.
- If you have a court case, file Form EOIR-33/IC within 5 days. The court changes an address only through that form.
- If you have an ICE reporting obligation (for example a check-in schedule), update your address with ICE through the ICE Portal as well. ICE asks for the update within 5 business days of the move.
A and G visa holders and visitors who entered under the Visa Waiver Program are outside the USCIS reporting requirement.
21 · USCIS
Where do Kent residents go for biometrics, and where is the USCIS office?
Short answer
There is no USCIS office in Kent. Fingerprint and photo (biometrics) appointments take place at the Application Support Center to the north in Tukwila, at 12500 Tukwila International Boulevard, Seattle WA 98168, open weekdays 8 a.m. to 4 p.m. Green card and citizenship interviews are at the Seattle field office and by appointment only; USCIS accepts no walk-ins. The address, floor and time on your notice are always what count.

- Tukwila is the nearest center to Kent: USCIS publishes support center pages in Washington only for Seattle (Tukwila), Spokane and Yakima; there is no page for Kent, Auburn, Federal Way, Tacoma or Bellevue. USCIS says applicants are sent to the closest support center, which for a Kent resident means Tukwila. Still, take the center from your own notice.
- Getting to Tukwila: parking is $8 a day. USCIS's own page says King County Metro route 174 stops in front of the building; check Metro's trip planner for the route or transfer that gets you there from Kent. Traffic on Pacific Highway can be heavy in the morning, so leave early.
- About the field office address: the USCIS field office page states plainly that there are no walk-ins, but it does not give a readable street address. The office is reported to sit on the same site as the Tukwila support center, and we could not confirm that on an official page. So take the address from your notice rather than from a guess.
- What a support center does not do: an ASC takes no filings and no documents, only biometrics. Military personnel are seen without an appointment from 9 a.m. to 3 p.m.
- Appointments and questions: USCIS Contact Center at 800-375-5283, or book online. Appointments are free. Check the office closings page before you travel.
- Processing times: on the USCIS processing times page, pick the form, the category and Seattle as the office. Times update monthly.
- Biometrics: the center is assigned on your I-797C notice and may not be the closest one. To reschedule, ask through your USCIS online account at least 12 hours before the appointment. Our biometrics guide covers what to bring.
- Attorneys at interviews: since May 18, 2026, attorneys generally cannot join a field office interview remotely. Your attorney has to come with you.

Non-detained cases are heard in the federal building in downtown Seattle at 915 2nd Ave., Suite 613, Seattle WA 98174, phone 206-342-7200. The second court, for detained cases, sits inside the processing center in Tacoma at 1623 East J St., Suite 3. The court's own page does not say which counties it covers, so read the location off your hearing notice. Check your case with your A-number on EOIR's online portal (ACIS) or at 1-800-898-7180.

- Hours: both courts are open weekdays 8 a.m. to 4:30 p.m., with window filing until 4 p.m. Closed on federal holidays.
- Getting there from Kent: you do not have to drive downtown on the morning of a hearing. The Sounder train from Kent Station (301 Railroad Ave N) reaches King Street Station in about 30 minutes at peak times for $4.00 one way. Sounder runs on a commuter schedule, so if your hearing falls in the middle of the day, Link light rail from the Kent Des Moines station runs all day instead. Downtown parking is paid.
- Getting into the building: use the 1st Avenue entrance, go through security screening, and expect to be escorted from the lobby. Bring photo ID. The same building, the Henry M. Jackson Federal Building, also holds the IRS office that reviews ITIN documents and an SSA office, so make sure you get off on the right floor.
- An old address still circulating: some websites still show 1000 Second Avenue for the Seattle court. The court moved to 915 2nd Ave. in the summer of 2020. Always check the location on your latest hearing notice.
- Tacoma: the court is inside the Northwest ICE Processing Center and there is no transit stop nearby. Go there only if your notice gives that address.
- Email: [email protected] and [email protected].
- Online lookup: ACIS needs only your A-number (A + 8 or 9 digits). Your hearing notice is still the official source; the system may show new dates late.
- ICE: the ERO Seattle Field Office can be reached at 206-277-2000. Its address is listed in the Tukwila area, but we could not confirm that on ICE's own page, so verify it on ICE's site or on your own paperwork before you travel. If you have a check-in, the place to go is on the paperwork you were given; talk to your attorney before you go.
Where do I find my I-94, and how do I fix an error?
Download your most recent I-94 from CBP's website. Errors made at entry (wrong visa class, name or admit-until date) are corrected by CBP Deferred Inspection. If you entered through Seattle-Tacoma International Airport, the office is at the airport and the phone is (206) 214-2200. The airport is an easy ride from Kent on Link light rail, but CBP's pages were not reachable for us, so confirm the address and hours on CBP's deferred inspection list and call before you go. The office fixes only mistakes made at the time of entry.
23 · Voting and jury duty
I'm not a citizen. Can I register to vote in Kent, and what if I get a jury summons?
Short answer
Registering and voting are for U.S. citizens only, green card holders included. A jury summons is a different matter. Washington builds its jury list from the voter list plus the Department of Licensing file of drivers and identicard holders, and a Kent resident can be called by a King County court, by the Kent Municipal Court or by the federal court. The heading on the letter says which. Do not ignore it: return the signed declaration.
Steps, documents and official links
- The jury list is more than the voter list: each county pool is built every year by merging the Secretary of State's list of registered voters with the Department of Licensing file of licensed drivers and identicard holders (RCW 2.36.054). A standard Washington license is available to applicants without an SSN and does not show immigration status, so a noncitizen who never registered to vote can still land in the pool. A driver's license does not give you the right to vote, but it is enough to put your name on the jury list. King County's own page says the same: names come from the voter, driver's license and identicard lists.
- Check which court sent it: a Kent resident may be summoned by King County Superior Court, by King County District Court, by the Kent Municipal Court for city cases (1220 Central Ave. S, 253-856-5730, open weekdays 8:30 a.m. to 4 p.m.), or by the federal court. The heading on the letter tells you which. All of them require U.S. citizenship for service, but the office you answer is not the same.
- There is a courthouse in Kent: King County Superior Court hears cases not only at the Seattle courthouse but also at the Maleng Regional Justice Center in Kent (401 4th Ave North), where juror parking in the garage is free, with overflow at the accesso ShoWare Center on James Street. The bad-weather line is 206-477-2600. The county does not publish a rule on who is sent to Kent rather than Seattle, so the address on your summons is what counts.
- How to answer: for a Superior Court summons, respond in the online juror portal using the badge number on the card, and do not report in person until the court gives you a location, a date and a time. A District Court summons asks for a response within 5 days; Jury Services is at 516 Third Ave, Rm W-1034, Seattle 98104, 206-477-1730, [email protected]. The Kent Municipal Court sends a Juror Qualification Form instead.
- Noncitizens cannot serve: a person who is not a U.S. citizen is not competent to serve (RCW 2.36.070). The summons arrives with a written or electronic declaration signed under penalty of perjury; return it stating that you do not meet the qualifications and you are excused from appearing (RCW 2.36.072(4)). King County Superior Court lists "not a United States citizen" among the disqualifications and lets you answer through its online juror portal, by mail, by fax or by email. The page gives no separate deadline, so work to the date printed on your summons.
- Never ignore the summons: Washington pays no juror fee to a person who never returned the declaration and is later found not qualified. Jurors who do serve are paid $10 a day, with transit and ferry fares reimbursed. Answering takes a few minutes. Misstating your citizenship to get out of service is a different and far larger problem.
- Watch for scams: King County's pages warn that calls claiming there is a warrant out for missed jury duty are a scam. Courts do not ask for money by phone. To check a suspicious call, the Jury Department is at 206-477-1320.
- Voter registration at the licensing counter: automatic registration in Washington applies only to citizens who apply for, renew or change the address on an enhanced driver license or enhanced ID, which calls for proof of U.S. citizenship. A standard license registers nobody; registration happens only if the applicant asks for it at the counter. Read the voter registration part of the form, and if you are not a citizen do not sign it and do not tick its box. Answer the citizenship question truthfully.
- The penalty is heavy: knowingly giving false information on a voter registration application, or signing a false declaration about voter qualifications, is a class C felony in Washington (RCW 29A.84.130), and the state's own registration form warns of up to five years in prison and a fine of up to $10,000. Registering or voting without citizenship can also have serious immigration consequences (USCIS Policy Manual). A green card or permanent residency is not citizenship.
- Leave the volunteers' forms alone: around election season there are registration tables at markets, school events and front doors. Do not fill in the form, even when a campaign worker says it is fine.
24 · New citizens
I just became a citizen. How do I get a U.S. passport in Kent?
Short answer
This is one errand Kent makes easy: first-time passport applications are taken in Kent itself, at the King County District Court office in the Maleng Regional Justice Center. New applications only, by appointment only, with a court service fee of $35 per application. An adult passport book is $130. The city itself no longer processes passports, so do not go to City Hall. For travel within 14 days, you book the passport agency.

- The acceptance office in Kent: the King County District Court office at the Maleng Regional Justice Center (listed in our sources as 401 4th Ave N, Kent WA 98032, Room 1A). Confirm the address and room on your appointment confirmation or on the court's page. The office phone is 206-205-9200.
- Appointments are required: there are no drop-ins. Slots run weekdays 9 a.m. to noon and 1 p.m. to 3 p.m., 30 minutes each, with up to four applicants per slot. Be there at the start of your slot; arriving 10 minutes late means booking again.
- New applications only: these offices do not renew passports. Adults who qualify renew through the State Department's own online renewal system.
- Two separate payments: the court's $35 service fee can be paid in cash, by card, check or money order payable to "King County District Court". The State Department passport fee is accepted only as a check or money order payable to "U.S. Department of State". Do not mix them up; the wrong payment wastes the appointment.
- The city no longer does this: the City of Kent's own "Apply for a Passport" page now only forwards readers to travel.state.gov. Do not follow older advice to City Hall.
- Other King County District Court locations: the King County Courthouse in Seattle, plus Bellevue, Burien, Issaquah, Redmond and Shoreline, if nothing is free in Kent.
- Post offices: USPS's own pages disagree about whether the Kent branches accept passport applications, so we name none. Find a branch that books appointments through the USPS passport appointment finder.
- What to bring: your original naturalization certificate or certified birth certificate, a photo ID plus a photocopy of it, and a 2x2 inch photo taken within the last 6 months.
- Urgent travel: you need proof of travel within 14 days, or of a foreign visa needed within 28 days. The expedite fee is an extra $60.

The official page gives a downtown Seattle address, but we could not open that page directly, so rely on the address and time in your appointment confirmation.
- Appointments: free, through the online appointment system or 877-487-2778. Third-party sites that charge to book an appointment are scams. Arrive 15 minutes early for security.

What are the places to visit in Kent?
Short answer
Kent has more than 50 parks and most of them are free. Start with the Green River Trail, over 19 paved miles running right through the city. For birds there are the three viewing towers at the Green River Natural Resources Area; for a day with children, Lake Meridian Park and Kherson Park. For an evening out, the accesso ShoWare Center has hockey and family shows, and parking there is free. The nearest day trip is Snoqualmie Falls.

Three things to check before you set off
- The park has gate hours: the Green River Natural Resources Area does not list Monday at all, and it switches to winter hours on November 1, so a late afternoon arrival means a closed gate. Ignore the old construction note still on the page; the gate hours are what hold.
- No lifeguards: the city states that Lake Meridian has no lifeguards on duty for the 2026 season. A free life vest loaner program is announced on the page, so ask Kent Parks how it works.
- Some park pages are stale: the pages for Springwood Park, Kiwanis Tot Lot #4 and Garrison Creek Park still carry renovation notes from years ago. Call Kent Parks before heading to those three: 253-856-5000, [email protected].
The rest of the state, and Seattle
- National parks: Mount Rainier and Olympic are both day trips from Kent. Entry fees, fire closures and road conditions are covered in detail in our Washington State guide. The entrance gates take no cash.
- State parks: Washington State Parks and the state's forest lands need a Discover Pass on the windshield: $45 a year or $10 a day. October 10 and November 11, 2026 are free days. From November 1 to March 31, Sno-Park areas need a separate permit.
- Seattle museums: many are free on the first Thursday of the month, and a Seattle Public Library card comes with a monthly museum pass. That pass belongs to the card; in Kent your library is the King County Library System, which is a separate system. The list of free hours on the Seattle side is in our Seattle guide.

What are free things to do in Kent, and where can I go with kids?
Short answer
Kent's parks, the Green River Trail and the bird towers at the Green River Natural Resources Area all cost nothing. The Kent museum is free on the first Wednesday of the month and with a SNAP, EBT or WIC card. November and December bring the city's own free program: the Holiday Craft Market on November 6 and 7 with free admission and parking, the Yeti Scavenger Hunt from November 28 to December 31, and the Winterfest tree lighting on December 5. A library card is free too.

- Parks and trails: the Green River Trail, the three viewing towers at the Green River Natural Resources Area, Mill Creek Canyon Earthworks Park, Lake Fenwick, Chestnut Ridge, Van Doren's Landing, Foster Park, Three Friends Fishing Hole, and Kherson Park and Town Square Plaza downtown. The city says nearly all of its 50-plus parks are within a mile of a King County Metro stop.
- The Kent museum: the Greater Kent Historical Society Museum at 855 E Smith St is open Wednesday to Saturday, noon to 4 p.m. It is free to everyone on the first Wednesday of the month: October 7, November 4 and December 2, 2026. It is also free any day if you show a SNAP, EBT or WIC card with an ID, and for children under 5. Otherwise admission is a suggested $2 per person. The holiday closures printed on the page are from an older year, so check before going in Thanksgiving week.
- A library card: Kent belongs to the King County Library System and the card is free. No SSN is asked: a photo ID showing your date of birth (a passport or a Matricula Consular works) plus one proof of address. The Kent Library at 212 2nd Ave N is being renovated, so the Kent Panther Lake branch at 20500 108th Ave SE is open seven days a week, Sundays included.
- Snoqualmie Falls: both admission and parking are free, open sunrise to sunset every day of the year. Keep valuables out of sight in the car.
The city's free program in November and December
- Holiday Craft Market, November 6 and 7: Friday 9 a.m. to 5 p.m. and Saturday 9 a.m. to 4 p.m. at the Kent Senior Activity Center. Admission and parking are free, with juried local vendors and holiday music. Lunch (soup or a turkey sandwich) is $6 from 11 a.m. to 1 p.m., cash in the dining room and cards at the front desk. Confirm the location on the city's page before you go.
- Yeti Scavenger Hunt, November 28 to December 31: free, with no purchase necessary. Pick up a passport at any participating business, collect 8 stamps and you are entered for a prize, one entry per person. An easy way for a family to get to know the downtown.
- Winterfest, December 5: at Town Square Plaza from 2 to 7 p.m., with the tree lighting at 6 p.m. Free. Work from the city's own page rather than listings that copy last year's times.
- Shop Small Saturday on November 28 and the Downtown Cleanup on November 14 (9 a.m. to noon at Kherson Park) are volunteer events a family can join.
- Santa House at Kent Station: announced for November 28 to December 23. Confirm it on Kent Station's own calendar before you make the trip.
With kids
- Playgrounds: the ship-themed playground at Lake Meridian (no lifeguards in the 2026 season), the space-themed one at Kherson Park, the board-game-themed accessible playground at West Fenwick, the Mount Rainier climbing structure at Van Doren's Landing, and nature play plus a dog park at Morrill Meadows. Arbor Heights 360 Skate Park is the city's largest skate park; its outdoor pinnacle and boulder are closed for construction.
- Haunted Boo-Levard, October 31: at Kent Station from 4 to 7 p.m., a family trunk-or-treat along Ramsay Way with costumes encouraged. The page asks for an RSVP and does not state a cost, so sign up in advance.
- On the ice and on the floor: Disney on Ice is at the accesso ShoWare Center October 22 to 25 (October 22 at 7 p.m.; October 23 at 6:30 p.m.; October 24 at 11 a.m., 3 p.m. and 6:30 p.m.; October 25 at 11 a.m. and 3 p.m.), with Thunderbirds games through the winter. Parking is free and ticket prices vary by event. The arena has a clear bag policy, so read its page before you go.
- Kent Kids' Arts Day: Saturday, March 6, 2027, 10 a.m. to 3 p.m. at Kent Commons, 525 Fourth Ave N. Hands-on art projects with professional artists for preschool through fourth grade, plus stage music and food vendors. Young artists pay $10 at the door; adults and children 2 and under are free.
- Day trips: the Remlinger Farms harvest festival runs to November 1 (free to walk into the pumpkin field, wristband for the rides) and Point Defiance Zoo in Tacoma is open weekdays 9 a.m. to 3:30 p.m. and weekends to 5 p.m. At Wild Waves in Federal Way, Booville runs September 26 to November 1 as the family Halloween program, while Fright Fest over the same weeks is, by the park's own description, a nighttime scare event and not for young children. Both need reservations.
- A plan for the rain: rain from November to March is normal in Kent. For indoor time, the library branches, ShoWare events and the Seattle museums all work; free hours for the latter are in our Seattle guide.
27 · Turkish consulate
Is there a Turkish consulate near Kent, and where do I renew a Turkish passport?
Short answer
There is no Turkish consulate in Kent, and none in Seattle either. Every consular matter for Turkish citizens in Washington State goes through the Consulate General of Türkiye in Los Angeles, at 8500 Wilshire Blvd., Suite 900, Beverly Hills, CA 90211, phone +1 424 313-8800. Passports are issued in person by appointment only, so when yours expires you have to travel from Kent to Los Angeles and back. Appointments are booked on konsolosluk.gov.tr.

What that means if you live in Kent
- The district: the mission's contact page gives its district as Alaska, Arizona, California, Colorado, Hawaii, Idaho, Montana, Nevada, Oregon, Utah, Washington, Wyoming and the Pacific islands. Living in Kent, Auburn or Federal Way makes no difference; the appointment is in Los Angeles.
- Passports are in person: passport and Turkish ID card applications cannot be done by mail. If your passport is close to expiring, plan a flight, a day off work and usually a night in a hotel. Kent's one advantage here is how close the airport is: Link light rail runs from the Kent Des Moines station to SeaTac/Airport Station in about 7 minutes for a flat $3 adult fare, and there are nonstop flights from Sea-Tac to Los Angeles (LAX).
- A same-day round trip is tight: applications are taken only in the morning, so you need an early flight and a morning slot. Planning a night near Beverly Hills is the safer assumption.
- Do not count on a mobile consulate: the mission's announcement archive shows nothing scheduled for Washington State in 2025 or 2026. Do not plan an urgent document around the hope that such a visit appears.
- Start early: put your passport expiry date in your calendar now. A Turkish passport's validity also matters for U.S. visa renewals and your I-94, so leaving it to the last month gets expensive.
- Bring every document: one missing paper means a new appointment and another flight. Check the document list on the mission's site before you book.
- Closed days: the mission's remaining 2026 holidays are October 12, October 29 (Turkish Republic Day), November 11, November 26 and December 25, then January 1, 2027. Book around them.

Registering a Kent-born child with the Turkish civil registry
Birth registration uses a certified copy of the birth certificate and can be done by mail, so you do not have to fly to Los Angeles for a child's registration. There is no counter for that certificate in Kent, though: in King County the certified copy comes from King County Vital Statistics at 201 S. Jackson St., Suite 220, Seattle WA 98104, phone 206-837-0719, open weekdays 8:30 a.m. to 4:30 p.m. A copy is $25, or $28.50 from the kiosk in the same building, ready in about 10 to 15 minutes, and you can also order by mail or online. Military service (askerlik)
- Registration (yoklama): men born in 2007, and anyone without a deferral, must complete it by December 31, 2026, through the consulate or e-Devlet.
- Paid military service (dövizle askerlik): for July to December 2026 the amount is the foreign-currency equivalent of 472,653.60 TL, collected by the consulate in U.S. dollars at the Turkish central bank rate of the payment day. Ask the mission whether a transfer fee is added. The amount changes on January 1, 2027.

How do I get an apostille on a Kent document for use abroad?
Short answer
There is no apostille counter in Kent. Documents issued in Washington or notarized by a Washington notary get their apostille from the Secretary of State's apostille program. The fee is $15 per document. Mail requests take about 7 to 10 business days from receipt. Same-day service exists only at the Tumwater office (243 Israel Rd SE) and the Cheney office, so mail is usually the easier route.

- Get the right certified copy. An apostille goes only on a certified copy. In King County, birth and death records come from King County Vital Statistics at 201 S. Jackson St., Suite 220, Seattle WA 98104, phone 206-837-0719, at $25 a copy or $28.50 from the kiosk. At state level the same record comes from the Department of Health's Center for Health Statistics in Tumwater (360-236-4300, or 1-800-525-0127 in state). A marriage certificate comes from the King County Recorder, at $3 a copy. None of those counters is in Kent; they are all in Seattle, so see the marriage and birth certificate sections. Documents issued or notarized in another state must be authenticated in that state, not in Washington.
- By mail: send the document, the cover letter and payment to the Secretary of State's apostille program at PO Box 40228, Olympia WA 98504-0228. Turnaround is about 7 to 10 business days from receipt. Expedited service (2 to 3 business days) is $100 extra per 10 documents.

- Driving from Kent: Tumwater is near Olympia, south down I-5. If you need same-day service, leave early enough for the counter cut-off; the morning backup around Tacoma can be heavy.

Short answer
Türkiye stays on UTC+3 all year, while Kent is on Pacific Time with daylight saving. So Türkiye is 10 hours ahead until November 1, 2026, and 11 hours ahead from then to March 13, 2027. At 9 a.m. in Kent it is 7 p.m. in Istanbul in summer and 8 p.m. in winter. Turkish Airlines flies nonstop from Seattle-Tacoma (SEA) to Istanbul Airport (IST), and the airport is close to Kent.

- U.S. clock changes: daylight saving time starts on the second Sunday of March and ends on the first Sunday of November: November 1, 2026 and March 14, 2027. The gap shifts twice a year because of it.
- Calling Türkiye: with 10 or 11 hours between you, working hours barely overlap. To reach an office in Türkiye as it opens, plan for 10 or 11 p.m. in Kent; to catch family in their evening, call in your morning. The Los Angeles consulate, on the other hand, is in your own time zone.
- Getting to the airport: this is where Kent wins. Link light rail runs from the Kent Des Moines station (23525 30th Ave S) to SeaTac/Airport Station in about 7 minutes, at a flat fare of $3 for adults and free for riders 18 and under.
