How do I get a driver's license in Federal Way?
Short answer
Licenses come from the state Department of Licensing (DOL), not the city, and Federal Way has its own driver licensing office: 1617 S 324th St, phone 253-661-5001. It opens Monday, Tuesday, Wednesday and Friday 9 a.m. to 5 p.m. and Thursday 10 a.m. to 5 p.m., closed at weekends. Book an appointment; DOL warns that walk-in service is extremely limited. You have 30 days after moving, and the license comes before vehicle registration. No SSN is required. A first license costs $111 for 6 years or $131 for 8.

- Book an appointment. The office page says walk-in services are extremely limited or may be unavailable, and that additional same-day appointments may be released each morning. The office handles a new license or permit, an ID card, renewals, name and address changes, driving records, replacements and EDL applications. Vehicle registration is not done here: tabs and title go to a separate office down the same street (registration).
- Bring original documents. DOL does not accept photocopies, scans or a photo on your phone. Four combinations are accepted: one stand-alone document, two List A documents, one List A plus two List B documents, or four List B documents (one of which must show your name and date of birth).
- Give an SSN if you have one; sign a declaration if you do not. DOL verifies the number with the Social Security Administration. Without one you sign a declaration saying so and the transaction still goes through. A commercial license (CDL) does require an SSN plus citizenship or permanent residence.
- Take the tests. The knowledge test is 40 multiple-choice questions and you need 32 correct; the pass is good for 2 years. The drive test is scored out of 100 and you need 80; that pass is good for 1 year. At 18 and over, no learner permit or driving school is required, though you can buy a one-year permit for $35 and practice with someone who has held a license for more than five years. The eye test is done at the office. The DOL page for the Federal Way office does not say whether tests are given there, and most testing happens at contracted driving schools, so ask where to go when you book.
- Bring a car to the drive test. It needs valid registration, current tabs, plates and insurance; a rental is accepted. Without the liability insurance card for that car you are not allowed to test.
- Wait for the card. The temporary license is good for 45 days and the permanent card arrives by mail in 7 to 10 days. If it has not come within 30 days, call DOL at 360-902-3900. Remember that the temporary paper license is not accepted as identification.

Addresses come from DOL's own office locator. Note that the Federal Way office opens an hour later on Thursdays. Hours vary by office and change often, so confirm them when you book. DOL customer line 360-902-3900 (TTY 711). The 2026 holiday closures are November 11, November 26 and 27, and December 25.
Is the knowledge test offered in Turkish?
No. DOL offers the knowledge test in 12 languages: English, Spanish, traditional and simplified Chinese, Korean, Russian, Vietnamese, Japanese, Arabic, Punjabi, Tagalog and Ukrainian. The driver guide comes in 17 languages, and Turkish is on neither list. The answer is an interpreter: email [email protected] at least five business days ahead with your name, phone number, language, office and appointment. The drive test can also be given in another language; if no staff member speaks it, the examiner uses picture cards.

Consular and voter IDs are accepted only from El Salvador, Guatemala, Honduras, Mexico and Peru, so a Turkish consular ID is not on the list. In practice the easiest route is a foreign passport with an I-94 together with your U.S. visa; a Turkish license only counts as a supporting List B document.
A new requirement from November 1, 2026
From November 1, 2026, first-time Washington license applicants under 25 must complete a free online Work Zone and First Responder course. It takes about an hour, comes in 14 languages and can be done before or after the other steps. There is no such requirement at 25 and over.
Does Washington have REAL ID?
There is no star-marked REAL ID card. The state's REAL ID compliant card is the Enhanced Driver License (EDL), and it is issued only to U.S. citizens: DOL states plainly that a green card or a work visa does not qualify you for one. A green card or visa holder gets the standard license, which is marked "Federal limits apply". That card has not worked for domestic flights since May 7, 2025; at the airport a foreign passport, a green card or an employment authorization document (I-766) is the valid document. You do not need REAL ID to drive, to show ID inside the state, to take a train or to get health care.

02 · Foreign license
Can I drive in Federal Way on a Turkish license, and can I exchange it?
Short answer
A Turkish license cannot be exchanged for a Washington one. DOL waives the tests only for other U.S. states, Washington D.C., U.S. territories, the U.S. State Department, British Columbia (Class 5), Germany and South Korea. Türkiye is not on that list, so you take both the knowledge test and the drive test like any first-time driver. As a visitor you may drive on your foreign license for up to a year.

- Visitor or resident: DOL says visitors holding a valid license from a country not on the list may drive for up to one year. Once you become a Washington resident, you have 30 days. A Washington address, voter registration, state benefits, in-state tuition and licenses issued in the state are all markers of residency.
- What you do: book an appointment at the Federal Way office (1617 S 324th St), bring your identity documents, and take the knowledge test (32 of 40), the drive test (80 of 100) and the eye test. You are also asked about medical conditions.
- What a Turkish license is worth: it counts as a List B identity document, which is not enough on its own. Bring List A documents with it, such as a passport with an I-94 and a U.S. visa.
- Taiwan and Japan: holders of those licenses contact their own representative office for a translation and verification letter. There is no such route for Türkiye.
- Test language: Turkish is not among the 12 languages. You can request a DOL interpreter at least five business days ahead (above).
- Coming from another U.S. state: no tests are required, but you still have to switch to a Washington license within 30 days. A Texas or Virginia license counts as a stand-alone identity document.
- International Driving Permit: getting one before you leave Türkiye makes life easier, but it does not extend the one-year period for a foreign license.
03 · Car
How do I register a car in Federal Way, and is an inspection required?
Short answer
The order is: Washington license first, then register the car within 30 days. Registration is not done at the DOL office but at a private agency contracted by King County, and it is walk-in: Federal Way Licensing Services, 1320 S 324th St, Suite A2, phone 253-874-8375, weekdays 9 a.m. to 5 p.m., closed Saturday. Every vehicle starts with the $43.25 base fee. Federal Way charges no city transportation fee, but the 1.1% Sound Transit RTA tax applies. Emissions testing ended on January 1, 2020.
Steps, documents and official links
- Get the license, then register. DOL requires a valid Washington license to register a vehicle. Licensing agencies take no appointments, so you join a line; they also do not handle licenses. Two separate offices, two separate 30-day clocks. The good news in Federal Way: both sit on the same street, at numbers 1617 and 1320.
- Documents. Bring your current title and note the odometer reading. Done in person, the plate is issued the same day; by mail it can take up to 3 weeks.
- If you bought the car. Transfer the title within 15 days: on day 16 a $50 late penalty applies, then $2 a day up to a maximum of $125. From a dealer, the dealer files the paperwork and you show your unexpired Washington license.
- Buying from a private seller. You need the signed title, a Vehicle Title Application signed in front of the clerk, an odometer disclosure for 2011 and newer models, and a bill of sale showing the price. The title arrives in 6 to 8 weeks; Quick Title ($89.50 in person) speeds that up but cannot be used for a vehicle coming from another state.
- A vehicle brought from abroad. It must have cleared U.S. Customs, and the customs paperwork (year, make, VIN) must be signed and stamped by Customs; documents from the shipping company or a foreign customs office are not accepted.

- Why Federal Way is cheaper: Washington cities may add their own transportation benefit district fee to tab renewals. Federal Way is not on DOL's list, while Des Moines and Burien charge $40, Lake Forest Park and Seattle $50 and Kirkland $20. For the same car you pay less than your neighbors a few miles away. If the city ever adopts such a fee, that DOL list is where it will appear.
- RTA tax: if you live inside the Sound Transit boundary in King, Pierce or Snohomish County, a 1.1% regional transit excise tax on the depreciated MSRP applies both at purchase and at every renewal. Federal Way is a station city on the 1 Line and sits inside the district; ask the agency whether your specific address does. Depreciation starts at 100% in the first year and falls over time, so a new, expensive car pushes the bill up sharply.
- Use tax: buying from a private seller, you pay a 0.3% motor vehicle use tax plus the sales tax rate for your address (10.40% in Federal Way) on the fair market value. If the market value is under $7,500, or the price you paid is within 20% of market value, the invoice price can be accepted.
- Exemption for new residents: if you bought and used a private vehicle in another state more than 90 days before moving and register it in Washington within 30 days, no use tax is charged. A vehicle bought within 90 days of the move is not exempt, though tax paid to the other state is credited. Because the Department of Revenue text says "another state", it is unclear whether a car brought from Türkiye qualifies; ask DOL and the Department of Revenue.
- Tab renewal: once a year, online through License Express, by mail or at an agency. Tabs arrive by mail in about 5 business days. Renewal is blocked if you have unpaid traffic fines or tolls.
- VIN inspection: since July 1, 2001, vehicles from other states skip the physical inspection and DOL runs an electronic theft check instead. The State Patrol inspects only rebuilt, homemade, unnumbered or mismatched vehicles; the fee is $65 when required.
Emissions and safety inspection
Neither exists. The state's 38-year emissions program ended on January 1, 2020, and no emissions test is required to renew. There is no routine safety inspection for private cars either. Tampering with emissions equipment and driving a smoking vehicle are still illegal. A separate rule does apply: under the Clean Car Law, new vehicles bought by Washington residents, and 2009 and newer models with under 7,500 miles, must meet California emissions standards. Look for "California", "50-state" or "Northeast" on the VECI label under the hood.

Driving uninsured starts at a $550 penalty, and if you are at fault in a crash and do not pay the damage, your license can be suspended. Failing to show proof is a traffic infraction; showing false proof is a crime. Carry your insurer's card with the company, policy number, effective dates and the vehicle or driver.

04 · Tolls
How do tolls work around Federal Way, and how do I get Good To Go!?
Short answer
There are no tolls inside Federal Way and I-5 is free. You meet tolls when you head north toward the airport or south toward Tacoma: the SR 509 Expressway, the SR 167 express lanes and the Tacoma Narrows Bridge. All are electronic, with no booths and no cash. The cheapest way to pay is a free Good To Go! account with a $5 sticker pass; without an account the bill is mailed to you and every trip costs $2 more.

- Opening an account: MyGoodToGo.com or 1-866-936-8246, with free interpretation on the phone. Two account types: Pre-Paid (a $30 opening balance with automatic reloads) and Pay As You Go (charged to your card twice a month). There is no monthly fee.
- Passes: a sticker pass is $5, a Flex pass $15 (free carpool trips on I-405 and SR 167), a motorcycle pass $8 and a license-plate pass $12, before tax. If you add your plate without a pass (Pay By Plate), 25 cents is added per trip.
- Without an account: a camera reads your plate, the bill goes to the address on your DOL record, and the rate is $2 above the pass rate. Visitors staying a short time can open a temporary account that closes after 90 days.
- If you do not pay: a $5 late fee after the due date; a $40 civil penalty per toll if it is still unpaid 80 days after the trip; and if that penalty is not paid within 20 days, DOL puts a hold on your registration and you cannot renew your tabs. Call before paying and you get a one-time forgiveness of fees and penalties, though the tolls themselves are still due.
- The low-income discount matters here: applications open in autumn 2026 for households at or below 200% of the federal poverty level, and the discount starts in December 2026. It applies only on the SR 509 and SR 167 express lanes, not on SR 520 or SR 99, and those two are exactly the roads a Federal Way driver uses most. Application forms come in Arabic, Chinese, Korean, Russian, Somali, Spanish and Vietnamese; not Turkish.
- Scam warning: the only official site is MyGoodToGo.com. WSDOT says its text messages come only from 75381 and that bills are never sent by text.
For the airport, taking Link usually beats driving SR 509 on both price and time: 17 minutes from the station for $3.00 (transit). Heading south, you pay the Narrows toll only if you cross to the peninsula, not to reach downtown Tacoma.
05 · Public transit
How does transit work in Federal Way, and how long does it take to reach Seattle and the airport?
Short answer
Getting around Federal Way changed on December 6, 2025: the Link 1 Line reached the city that day, and Federal Way is now the southern end of the line. The station is Federal Way Downtown, 31911 23rd Ave S. The adult fare is a flat $3.00, riders 18 and under are free, and an ORCA LIFT card brings it to $1.00. Sea-Tac airport is about 17 minutes away and Westlake in downtown Seattle about 55 minutes. Station parking is free at the moment.

The 1 Line: Federal Way is now the end of the line
The nearly 8-mile south extension opened on December 6, 2025 and added three stations: Kent Des Moines, Star Lake and Federal Way Downtown. It cost $2.5 billion and voters approved it back in 2008. The line now runs from Lynnwood in the north to Federal Way in the south.

- The station: Federal Way Downtown, 31911 23rd Ave S, on the site of the old transit center. It is an elevated station with a center platform, elevators at the north (A) and south (B) exits, two public restrooms, ticket machines at street level by each entrance, 8 bike lockers and 40 racks. Passenger pick-up and drop-off is west of the station on 22nd Ave S between S 319th and S 320th St.
- Hours: the first train from Federal Way leaves at 4:36 a.m. on weekdays, 4:35 a.m. on Saturday and 5:45 a.m. on Sunday. The last train toward Lynnwood leaves at 11:48 p.m. on weekdays, 11:49 p.m. on Saturday and 11:01 p.m. on Sunday.
- Frequency (weekdays): every 8 minutes from 5:30 to 10 a.m. and from 3 to 7 p.m., every 10 minutes from 10 a.m. to 3 p.m. and 7 to 9 p.m., every 12 minutes from 9 to 11 p.m. and every 16 minutes after 10:30 p.m. Weekends run every 10 minutes from 6 a.m. to 9 p.m. Sound Transit calls these figures an approximate guide.
- No fare gates: fares are checked by staff on board, but you still have to tap before boarding.

Parking: free for now
The station garage and lot are free for transit riders and allow parking for up to 24 hours, with accessible stalls and 10 electric vehicle charging spaces. Sound Transit's permit-station list covers Angle Lake, Lynnwood, Mountlake Terrace, Northgate, Shoreline, Sumner and Tukwila International Blvd, and Federal Way is not on it. The agency does say on its own page that "starting in 2027, Sound Transit will begin charging user fees at selected Link Station park and rides", without naming the stations, so check the parking page as 2027 approaches. Sound Transit's own pages give three different stall counts, which is why we do not print a number here.

- How to pay: an ORCA card, a contactless bank or credit card, your phone, a station ticket machine or the Transit GO Ticket app. Transfers are free within 2 hours. An ORCA card works on seven agencies: King County Metro, Sound Transit, Pierce Transit, Community Transit, Everett Transit, Kitsap Transit and Washington State Ferries (as a walk-on passenger).
- ORCA LIFT: for households with gross income at or below 200% of the federal poverty level (1 person $2,660 a month, 2 people $3,607, 3 $4,553, 4 $5,500, 5 $6,447, 6 $7,393) or anyone enrolled in Apple Health, Basic Food or WIC, the fare is $1.00 and the card itself is free. Better still, the regional monthly pass costs $36 with ORCA LIFT against $108 at full price. Any country's driver's license or passport is accepted as ID and proof of income is required; no SSN or citizenship requirement is listed. Apply online, by phone through the CHAP line at 800-756-5437, or at an authorized enrollment office.
- Enrollment help in Federal Way: King County Public Health lists a Washington Healthplanfinder storefront at 1640 S 318th Place #B and the Federal Way Court Resource Center at 33325 8th Ave S under its Federal Way tab. The page layout does not make clear which hours belong to which site, so call 1-800-756-5437 before you go. Help is offered in English and Spanish.
Buses at the station
- King County Metro: 181 (to Green River College via Twin Lakes and Auburn), 182 (northeast Tacoma), 183 (to Kent Station via Star Lake), 187 (to Twin Lakes along SW 320th St), 193 (to First Hill in Seattle via Tukwila) and the RapidRide A Line (to Tukwila International Blvd station). DART routes 902 and 903 serve south Federal Way and Twin Lakes.
- Sound Transit ST Express: 574 (Lakewood to Federal Way), 577 (Federal Way to Seattle), 578 (Puyallup to Seattle, stopping at Federal Way) and 597 (Lakewood to Seattle, a night bus).
- Pierce Transit: 402 (the Meridian route from the Puyallup area), 500 (Tacoma Commerce St) and 501 (Milton). Your ORCA card works on Pierce Transit too.
- A caution: the Metro network was rebuilt on August 29, 2026 and several routes Link replaced were dropped. Route numbers printed in older leaflets, and on some organizations' own pages, may be out of date; check the route on the Sound Transit station page or with Metro.
Metro Flex: on-demand vans
King County Metro launched a two-year Metro Flex pilot in Federal Way on August 31, 2026. You book a van in the app or by calling 206-258-7739, and it serves Federal Way Downtown Station, the Laurelwood area south of S 288th St and West Hill south of S 298th St. The fare is $3, the same as a bus, with free ORCA transfers to buses, Link and Sounder; riders 18 and under are free and seniors, riders with a disability and low-income riders pay a reduced fare. It runs on weekdays, and the daily hours are on Metro's own service-area map, which you see when you book. Translation services are available on the booking line.
Getting to the airport and to Türkiye
- By Link: about 17 minutes and $3.00 from Federal Way Downtown to the SeaTac/Airport station, then the skybridge to the terminal. For an early departure, remember the first train leaves at 4:36 a.m. on weekdays and 5:45 a.m. on Sunday.
- By car: the SR 509 Expressway that ends beside the airport is tolled; rates are above.
- Turkish Airlines: flies nonstop between Sea-Tac and Istanbul. Check the airline for current days and times; the time difference is in the Türkiye section.
06 · Electricity
How do I turn on electricity and gas in Federal Way, and do I need an SSN?
Short answer
No SSN is required. In Federal Way one company supplies both electricity and natural gas: Puget Sound Energy (PSE), customer line 1-888-225-5773. For identity, PSE asks for a "driver's license or passport number, military ID, tax ID, SSN or date of birth", so an SSN is only one option among several. As a tenant you can hold the account in your own name, and that is how your U.S. credit history starts. A deposit can be asked for, but there are ways to waive it.

Three bills, three separate organizations
The mistake newcomers make most often is expecting every utility to come from the city. That is not how Federal Way works:

The city's own "Who Do I Contact?" page points the same way: water or sewer problems go to Lakehaven, a gas odor or a power outage to PSE. The only water service the city runs itself is stormwater drainage (Surface Water Management). An older, undated city leaflet also lists Tacoma Power (253-502-8602) for a "Tacoma Power service area", so a small pocket in the south may take its electricity from Tacoma. Check your bill to be sure.
Opening a PSE account
- Apply. Through PSE's site or at 1-888-225-5773, weekdays 7:30 a.m. to 6:30 p.m. It takes about 15 minutes.
- What is asked. Your name, phone, address, source of income and how long you have worked, plus, for identity, a driver's license or passport number, a military ID, a tax ID, an SSN or a date of birth. The important point is that an SSN is not the only route.
- Deposit and waivers. A deposit can be required; it goes on the first bill and is spread out (half on the first due date, then in quarters). After 12 months of regular payments it is returned with interest. New customers can avoid it in one of three ways: signing up for automatic payment, bringing a good-payment letter from a previous electric or gas company (at least a year of service in the past 24 months, no more than two late notices), or naming a PSE customer in good standing as a guarantor.
- The state rules protect you. WAC 480-100-108 requires regulated electric companies to offer at least five different identification options, and the list must include a valid driver's license or other photo ID. WAC 480-100-113 limits deposits and requires the company to accept alternatives such as prepayment or a guarantor. From November 15 to March 15, WAC 480-100-143 blocks a heating shut-off for a customer who follows the listed steps. The details are in our Washington State guide.
If the bill is hard to pay
- The city's Utility Tax Rebate Program: Federal Way refunds part of the utility tax low-income households pay. The amounts are $20 for gas, $25 for electric, $15 for water, $15 for sewer, $15 for garbage and $10 for phone, cell or cable. The conditions are a combined annual gross household income under 50% of area median income and utilities in your own name. Applications for 2025 bills ran from January 1 to May 30, 2026; the next window has not been announced. You bring one bill per service showing your name and address, plus a 2025 Form 1040 or two months of bank statements. Finance Department, 2nd floor of City Hall, 253-835-2506.
- What this means for a renter: because the water, sewer and garbage accounts cannot be in a tenant's name (below), you cannot claim those three lines. What you can claim is the PSE electricity and gas bill plus phone and cable. So putting the PSE account in your own name turns directly into money back.
- PSE HELP and the Bill Discount Rate: HELP gives a credit of up to $1,000 toward an electric or gas bill that does not have to be repaid. Applying for HELP also starts your Bill Discount Rate application, which takes 5% to 45% off the monthly bill.
- Federal LIHEAP: delivered by appointment through local community agencies, with an income limit of 150% of the federal poverty level and a program year from October 1 to September 30. The state Department of Commerce line is 360-725-2857. The help is paid straight to the energy company.
- Emergency rent and utility help: the city's community resources page lists organizations such as the Federal Way Community Caregiving Network and St. Theresa's Emergency Services (206-767-6449). The city does not provide services directly, it funds these agencies, so ask whether their funds are open before you count on them.
Internet and cable
- Who is here: the city's older leaflet names CenturyLink and Comcast, but the leaflet is undated. Check which provider actually serves your address on the FCC broadband map; in a city of mostly single-family homes like Federal Way, fiber coverage changes street by street.
- Reduced cable: through a program the city runs with Comcast, low-income seniors and residents with a disability get 30% off limited basic cable. Apply at [email protected] or by mail to City Hall, 33325 8th Ave S. Ask the city for the current terms.
- Free Wi-Fi: available at both King County Library System branches in Federal Way, with or without a card (library card).
07 · Water and trash
Who sends the water and garbage bill in Federal Way, and can it be in a tenant name?
Short answer
Not the city. In most of Federal Way, water and sewer come from the Lakehaven Water and Sewer District (253-941-1516, 31627A 1st Ave S). The city states on its own page that it is not associated with these districts and tells you to look at your bill; some addresses sit on Tacoma Water. Lakehaven never puts a tenant name on the bill: the account stays with the recorded owner of the property. Garbage comes from Waste Management: 253-833-3333.

First thing to do: look at the bill
The city does not supply water or sewer in Federal Way. Its Surface Water Management page says so plainly: the city "is not associated with the three water districts currently providing water and sewer service within the city. Please refer to your water and sewer bill." The page names two organizations, the Lakehaven Water and Sewer District (253-941-1516) and Tacoma Water (253-502-8600). An older, undated city leaflet also mentions the Highline Water District (206-824-0375) and the Midway Sewer District (206-824-4960). No published list maps streets to providers, so check the bill or ask the seller before you call anyone; when you move into a new place, ask the landlord for a copy of the last bill.
Lakehaven Water and Sewer District
- Who it serves: in its own words, "most of the City of Federal Way" plus small portions of Auburn, Pacific, Tacoma, Des Moines and Milton, and about 18 square miles of unincorporated King County. That is roughly 35 square miles and a service population of about 112,000. Federal Way Public Schools and South King Fire and Rescue are among its customers.
- Office: 31627A 1st Ave S, Federal Way WA 98003 (mail to PO Box 4249, Federal Way WA 98063). Customer service is open weekdays 8 a.m. to 4 p.m., and 8:30 a.m. to 4 p.m. on the third Tuesday of each month. Phone 253-941-1516, which also covers after hours; the page additionally lists 253-405-6667 for a water emergency and 253-405-6668 for a sewer emergency.
- Whose name is on the account: the district is explicit. "The District never puts the tenant's name on the bill ... We always send the original bill to the owner." When a property is bought or sold, the buyer or seller files an Ownership Change form and the account follows the recorded owner. The owner can request a duplicate bill addressed to "Occupant" and sent to the property. Because tenants do not open accounts, no ID or SSN requirement appears at all.
- Billing: water and sewer are billed every two months. A new rate structure has been in force since January 1, 2026 (Resolution 2025-1429), and Federal Way rates include a 7.75% city excise tax. Since May 1, 2026, online, card and bank payments run through InvoiceCloud; pay by phone at 833-818-1353, or in cash or by check at the headquarters. The rate tables are published as images on the district's site, so we print no figures here: get the current rates from the district itself.
- Low-income senior discount: 25% off the base rate for water and sewer, but the conditions are narrow. You must own and live in the home, it must be a single-family house with a meter of one inch or less, and you must already receive the county's low-income senior property tax exemption (the 2026 King County income limit is $84,000). Renters do not qualify.
Garbage, recycling and yard waste: Waste Management
- Signing up: new residential customers in single-family homes call WM directly at 253-833-3333. In apartments and condominiums the property manager arranges the service, so you do not open an account. The city only provides support and recycling information.
- Collection pattern: garbage and the yard and food waste cart are weekly, recycling every other week. Look up your collection day on the city's residential garbage and recycling map.
- One free bonus pickup a year: up to 3 bulky items plus about 15 bags, scheduled at 253-833-3333.
- Hauling it yourself: King County transfer stations at Bow Lake and Algona.

The city's own stormwater charge
The only water service Federal Way runs itself is stormwater drainage (Surface Water Management). It is a separate line from drinking water and sewer and has nothing to do with the water districts. The charge is said to be collected with the property tax bill, although the city page we read does not state that outright; if you own, check your property tax bill.

Does Federal Way have 311, how do I report a problem, and how do I get a library card?
Short answer
Federal Way has no 311 line. The city's equivalent is Eyes on Federal Way: you report potholes, graffiti, roadside garbage, abandoned shopping carts and similar problems through its website or phone app. By phone, City Hall is 253-835-7000 (33325 8th Ave S) and Public Works 253-835-2700. The King County Library System has two Federal Way branches, and a card needs no SSN: a foreign passport or a consular ID is accepted.

- Eyes on Federal Way: a web and phone app built on SeeClickFix. You open requests for potholes, graffiti, roadside garbage, junk piling up on private property, abandoned shopping carts and nuisance vehicles. The city says roadside garbage requests are generally checked within 2 business days, and that graffiti and shopping cart requests are reviewed every business day.
- By phone: City Hall 253-835-7000, 33325 8th Avenue South, Federal Way WA 98003. Public Works 253-835-2700, weekdays 8 a.m. to 5 p.m. Police non-emergency and records 253-835-6700. Permit center staff are available Monday, Tuesday, Thursday and Friday from 9 a.m. to 4 p.m.
- Don't assume 311: most large U.S. cities use 311 for non-emergency business, but no Federal Way page we read lists such a number. Instead of dialing 311, save 253-835-7000 and the Eyes on Federal Way app.
- Other lines: in a life-threatening emergency, always call 911. For social services call 211, which the city's own resource page also lists; 511 for road conditions, 811 before you dig, PSE outages 1-888-225-5773, Lakehaven emergencies 253-941-1516.
- The city's support page: Federal Way does not provide social services directly, it funds agencies. The page gathers emergency rent and utility help, food banks and crisis lines in one place.

The 2026 holiday closures are November 11, November 26 and 27, and December 24 and 25. The branch open on Sundays is the main one on 1st Way S.
Getting a library card
- What you bring: a photo ID showing your date of birth, which may be current or expired: a driver's license, a passport, a Washington ID, a U.S. military ID or a Matricula Consular; plus proof of your current residential address (a Washington license or ID, a printout of a utility bill, printed checks, a lease, voter registration, a King County tax bill or another official document). If the ID shows your address, it counts for both. No SSN is requested.
- Children: minors need no photo ID; a parent or guardian provides proof of address, or the library mails a "Dear Parent" postcard.
- Who qualifies: the KCLS service area is all of King County except Seattle, Yarrow Point and Hunts Point, so Federal Way is included. You can apply online or at any open branch, and verification can be done remotely by email.
- The Welcoming Center: the KCLS program for immigrants, refugees and new arrivals is housed at the Federal Way 320th branch. You can ask a Welcoming Ambassador about food, education, employment, health, immigration and legal matters. The program also arranges a free one-hour consultation with an immigration attorney through the Eastside Legal Assistance Program: (425) 747-7274. Those attorneys do not take on your case; they advise and refer. There are citizenship test classes and Know Your Rights cards in 12 languages, Turkish not among them.
- Classes and services: the 320th branch runs English Language Learning classes on weekday mornings along with digital literacy drop-ins and story times; the main branch has a Makerspace. Free interpreter services, world-language collections, Wi-Fi and computers are available at both. Event calendars change often, so check the branch page.
09 · Renting
How much deposit can a Federal Way landlord charge, how much can rent rise, and how can I be evicted?
Short answer
The rent increase cap is statewide: no increase in the first 12 months, then no more than 7% plus inflation or 10% per 12 months, whichever is lower. The published limits are 9.683% for 2026 and 10% for 2027, with at least 90 days of written notice. The state sets no cap on the deposit amount, but a written lease and a signed move-in checklist are required and the refund is due within 30 days. Federal Way adds its own good cause eviction law (FWRC 20.05).

Federal Way's own rule: no eviction without a listed cause
The city's eviction rule came from voters, not the council: citizen Initiative Measure 19-001 was approved in November 2019 and certified on November 26, 2019. Chapter 20.05 of the Federal Way Revised Code now provides:
- Listed causes: the landlord must show one of the causes on the list. It covers rent unpaid after the state notices, a material breach of the lease, waste or unlawful activity, trespass, taking the unit off the rental market in good faith, condominium conversion, demolition or substantial rehabilitation, a government order, refusal of a new lease offered, a pattern of chronic late payment, transitional housing, and a landlord living in the unit who no longer wants to share it.
- 120 days notice: if the landlord is taking the unit off the rental market for their own or a family member's occupancy, 120 days written notice is required. The same ground cannot be used more than once in 36 months.
- No retaliation: an eviction attempt within nine months of your asserting a right is presumed retaliatory unless the landlord rebuts it. So a notice arriving after you filed a repair request or a complaint works in your favor in court.
- No discriminatory eviction: the ordinance expressly bars discriminatory eviction against tenants who are military members, first responders, seniors, family members, health care providers or educators.
- State law points the same way: RCW 59.18.650 already requires good cause. The pay-or-vacate notice for unpaid rent is 14 days, a material lease breach is 10 days, and serious damage or unlawful activity is 3 days.
- Title 20 of the Federal Way Revised Code consists of this chapter alone, and the code is current through Ordinance 26-1052, passed September 1, 2026. Federal Way has nothing like Seattle's fee caps or first-in-time rule.
What you pay to move in
- No cap on the amount, but conditions apply. Washington sets no statewide ceiling on a deposit (cities such as Seattle set their own). But a deposit can be charged only if the lease is in writing and you were given a signed, dated move-in checklist. Without that checklist the landlord is liable for the whole deposit. The money is held in a trust account at a Washington institution and you get a written receipt.
- The right to pay in installments: under RCW 59.18.610, on a written request you may pay move-in costs and last month's rent in 3 equal installments on leases of 3 months or more, or 2 on shorter ones, with no extra fee or interest.
- The refund: due within 30 days of move-out, with a written itemized statement of any deductions. Nothing can be deducted for ordinary wear and tear. A landlord who misses the deadline owes the full deposit, and a court can award up to double damages for an intentional failure to return it.
- Late fees: no late fee can be charged if you pay the rent within 5 days of the due date (RCW 59.18.170).
Rent increases
- The cap: under RCW 59.18.700 no increase is allowed in the first 12 months of a tenancy. After that, in any 12-month period, the maximum is 7% plus Seattle-area inflation or 10%, whichever is lower. The figure published by the state Department of Commerce is 9.683% for 2026; for 2027 the formula came out at 11.53%, so the cap applies at 10%. The law runs until July 1, 2040, and RCW 59.18.710 exempts some situations, such as new buildings.
- Notice: an increase needs at least 90 days of written notice.
- Who enforces it: tenants and the state Attorney General. The Attorney General can impose penalties of up to $7,500 per violation, and a tenant can recover up to three months of the unlawful rent plus attorney fees.
- Software ban: since July 31, 2025 landlords may not set rents using software that pools data from competing buildings.
The local detail a renter needs
The water, sewer and garbage accounts cannot be opened in your name (above). The landlord recovers those three lines either in the rent or by separate invoice, so get the calculation in writing in the lease. Electricity and gas are different: the PSE account can be in your name, and the city rebate program only counts bills in your own name. 10 · Home ownership
I bought a house in Federal Way. Who bills the property tax, and is there any relief?
Short answer
Property tax is billed by King County, not the city: the county assessor values the home and the treasury collects. Installments are due April 30 and October 31 every year. For the Federal Way tax code areas the 2026 total rate is $9.29817 per $1,000 of assessed value, or $4.69208 for those with the senior and disabled exemption. Washington has no general homestead exemption like Texas or Florida; relief goes to senior, disabled and veteran homeowners.

- The county bills it. The King County Assessor values the home and King County Treasury collects: 201 S Jackson St, Seattle WA 98104; property tax line 206-263-2890, general information 206-296-3920. One bill carries the shares of the state, the county, the city, the school district, the fire district and the library.
- Do not miss the installments. The first half is due April 30 and the second October 31. Interest runs monthly from May 1. If the total is under $50, it is all due on April 30.

- Deferral applications are due by September 1.
What is inside a Federal Way bill
According to the King County Assessor's 2026 rate book, the total rate for the Federal Way tax code areas is $9.29817 per $1,000 of assessed value, so roughly $5,580 on a $600,000 home. The main components:

Rates vary slightly by tax code area and the county resets them every year, so confirm the exact rate for your address in the county's parcel search. One thing stands out: the biggest single line on the bill is the school district, which means owning in Federal Way funds the schools whether or not you have children in them.

The minimum age for the senior exemption appears as 61 in one place on the county's own site and 62 in another, so call 206-296-3920 to confirm before you apply. Applications go through senior-exemption.kingcounty.gov. There is a second benefit: homeowners who receive this exemption also qualify for 25% off Lakehaven's base water and sewer rates (water and trash).
Buying or selling: REET
The real estate excise tax is usually paid by the seller. For sales through December 31, 2026 the state rates are graduated: 1.10% up to $525,000; 1.28% from $525,000.01 to $1,525,000; 2.75% from $1,525,000.01 to $3,025,000; and 3% above that. The thresholds change on January 1, 2027: the 1.1% band rises to $551,000, the 1.28% band to $1,551,000 and the 2.75% band to $3,051,000. A local REET share is added on top; confirm Federal Way's local rate with the city or your real estate attorney before a sale.
The city's other taxes
- No city income tax, and no separate city property tax bill: the city's share sits inside the county's single bill at $0.67403 per $1,000.

11 · School
How do I enroll my child in school in Federal Way, and do I need an SSN?
Short answer
No SSN is required: Federal Way Public Schools does not list one among its documents, and state rules bar schools from asking for a Social Security number or about immigration status. This is not the Seattle, Kent or Auburn district; it is district 210 with its own boundaries. Enrollment is online through ParentVUE, and children are assigned to a neighborhood school by address. What you bring: proof of address, immunization records, proof of age (a birth certificate or passport) and any previous transcript.

First, know which district you are in
Federal Way Public Schools covers more than Federal Way: parts of Des Moines, Auburn and Kent plus unincorporated pieces of King County, about 35 square miles and 120,000 people. The district has 22,264 students and 37 schools (20 elementary, 3 K-8, 6 middle, 4 high and 4 specialized). 32.8% of students are multilingual learners and more than 100 languages are spoken across the district (the profile page says 121, the multilingual services page says 107). 73.7% of students qualify for free or reduced-price meals. A Turkish-speaking child will not be the only newcomer in the room.
The steps
- Create a ParentVUE account. New-student enrollment runs through ParentVUE from the district site, and you can change the language inside the system. Online enrollment is open from August to June; the system shuts down each July and school offices are closed then too. Enrollment for the next school year opens on the Monday of the first full week in May, and annual verification for current students opens August 1.
- Gather the documents. The district's list: proof of address (a utility bill, a lease and so on), immunization records, emergency and medical contact information, proof of age (a birth certificate, a passport and the like), a previous school transcript if there is one, an IEP if there is one, and a health plan and medication for any life-threatening condition. No Social Security number, citizenship or immigration document appears on the list.
- Find your school. Students are assigned to a neighborhood school by address. The district's School Lookup tool and its "Apartment to School Matches" page show which complex feeds which school, which is worth checking before you sign a lease in an apartment building.
- Fill in the language survey. Every family completes the OSPI Home Language Survey at registration: which language the child learned first, and which is used most at home. If a language other than English is named, the child takes the state WIDA Screener within 10 days of starting (30 to 40 minutes, covering reading, writing, listening and speaking).
- Ask for help. The enrollment team is at [email protected] and 253-945-2100. For in-person help you book a 50-minute appointment at the Educational Service Center, 33330 8th Avenue S, Federal Way WA 98003 (district main line 253-945-2000). In-person appointments run from August 3 to September 1, weekdays 8:30 a.m. to 4 p.m. The district asks you to say before your visit if you need an interpreter.
What a child with no English gets
- The model: the district uses a "supportive mainstream" approach, so English development happens inside regular classes, backed by co-teaching, sheltered classes and multilingual paraeducators.
- Newcomer classes: middle and high school students who have been in the United States less than a year get separate classes focused on academic language and settling in. Many elementary schools run newcomer groups as well.
- Transcripts from abroad: for grades 9 to 12, bring whatever records you have (transcripts, exam results, leaving or grade-completion certificates). Multilingual Services evaluates the credits. With no records at all, ask the school about the "Verbal Attestation" process; the district says it aims to give every student a four-year graduation pathway regardless of age.
- Bilingual programs: the district runs a Dual Language program and awards the Seal of Biliteracy at graduation.
- Interpretation: free on request by phone or email. The voicemail line is 253-945-2198, Multilingual Services is 253-945-2094, and civil rights complaints go to [email protected]. One caution: the district's Language Access Plan is published in English, Dari, Arabic, Pashto, Ukrainian, Korean, Somali, Spanish, Vietnamese, Russian and Punjabi, and the Family Handbook in English, Spanish and Dari. Turkish is on neither list. Ask the district directly whether its phone interpretation provider covers Turkish.
How the immunization rule works
A child must present a medically verified immunization record before attending. Compliance takes one of three forms: fully immunized, Conditional Status (a commitment to complete missing doses) or a Certificate of Exemption. The district states that without records "your child will not be allowed to attend school", citing RCW 28A.210.080 and WAC 246-105.
The sentence that matters most for a family arriving from Türkiye: among the medically verified records the district accepts is an official immigration immunization record. In other words, the vaccination record a panel physician produced for your visa or green card application also works at school. The other accepted forms are an official lifetime record with a provider stamp or signature, a record printed from a provider, clinic or hospital, and a printout from the Washington Immunization Information System. You can retrieve your own record through MyIR (an account is needed) or at [email protected], 1-866-397-0337.
Key doses: preschool and kindergarten need DTaP, polio (IPV), MMR and varicella; ages 4 to 5 also need PCV and Hib; grade 7 needs Tdap. The district runs a "Vax 2 School" page for families catching up. The requirement charts are published in 18 languages (English, Spanish, Arabic, Amharic, Chinese, Chuukese, Dari, Hindi, Korean, Marshallese, Pashto, Portuguese, Punjabi, Russian, Somali, Tagalog, Ukrainian and Vietnamese); Turkish is not one of them, so you may need to read the chart with an interpreter.

What if the school asks for immigration documents?
OSPI, the state education agency, is clear: public schools may not deny admission because a child is undocumented, may not ask a parent or student to disclose or document immigration status, and may not require Social Security numbers from all students. If a district does ask for an SSN, it must state that this is voluntary, which law it relies on and what it will be used for; OSPI advises districts not to ask at all. Under Attorney General guidance, schools may not contact immigration authorities on their own initiative to share student information and must have a policy for what happens if an enforcement team comes to campus. Where can I get care in Federal Way without insurance?
Short answer
In a life-threatening emergency call 911 or go to an ER. The nearest one is St. Francis Hospital, 34515 9th Ave S, open 24 hours. Under RCW 70.170.060 no hospital may refuse emergency care because you cannot pay. Before you pay a bill, ask the hospital for charity care; at the larger hospital systems care is completely free at or below 300% of the federal poverty level. Children and pregnant people are covered by Apple Health regardless of status.

- Billing: the system's own financial-assistance wording says assistance is "an individualized determination of financial need" and "shall not take into account discriminatory factors such as social or immigrant status", and that it does not exclude or deny benefits to anyone on the basis of citizenship. Because sources conflict on the discount percentages, rely on the statutory thresholds below and ask the hospital for its own schedule.
The hospital bill: charity care
- Emergency care cannot be refused. RCW 70.170.060 does not allow any hospital to refuse emergency care because you cannot pay, and the federal EMTALA rule guarantees an emergency screening and stabilization regardless of status.
- Income-based discounts are a legal right. At the larger hospital systems, care is 100% free at or below 300% of the federal poverty level, 75% off from 301 to 350% and 50% off from 351 to 400%. RCW 70.170.060, RCW 70.170.020 and WAC 246-453 set no immigration-status condition.
- How to ask. Apply to the hospital's billing or registration department before you pay; hospital bills must state that a patient may qualify for free care. Questions and complaints go to the state Department of Health: [email protected], 360-236-4210. If you are refused, appeal within 30 days.
- Surprise billing: Washington's Balance Billing Protection Act protects people with state-regulated insurance. It does not protect an uninsured patient; for them the tool is charity care. The Insurance Commissioner's help line is 800-562-6900.
Apple Health (Medicaid) and who is covered
- Children and pregnant people: Apple Health for Kids covers children under 19, and pregnancy coverage covers pregnant people, regardless of immigration status, continuing for 12 months after the birth.
- Apple Health Expansion (adults): the state-funded program for adults who are ineligible for Apple Health only because of immigration status, but enrollment is closed: the program hit its cap in December 2025. People already enrolled keep their coverage. The Health Care Authority still asks people to apply so they can be considered.
- What still works while enrollment is closed: Apple Health for Kids, pregnancy coverage, Alien Emergency Medical (AEM) for genuine emergencies, Family Planning Only and Medical Care Services.
- Buying insurance: under the state's federal waiver, anyone living in Washington can buy a plan through Washington Healthplanfinder regardless of immigration status, and the state's Cascade Care Savings subsidy also disregards status. Open enrollment runs November 1, 2026 to January 15, 2027. The line is 1-855-923-4633. Where can I find free or low-cost clinics in Federal Way?
Short answer
The only clinic in Federal Way whose own page calls its care free is Cornerstone Medical Services, a volunteer clinic open on the first, third and fifth Saturday of the month from 9 a.m. to noon. Everything else in town charges on a sliding scale, so the price comes down but the care is not free: HealthPoint and Sea Mar. The county's Federal Way Public Health Center describes its services as "free or low cost", which is not the same as free. Confirm eligibility and the cost before you go.

A clinic staffed by volunteer clinicians. Its own pages say it provides "free primary care services for low-income, non-insured families and individuals of all ages" and does so "regardless of their immigration status". Services listed include consultations and prescriptions, health screening, acute and chronic illness care, labs, EKG, school and sports forms and referrals.
Hours: the 1st, 3rd and 5th Saturday of the month, 9 a.m. to 12 noon. Phone: (206) 327-2433.
A caution about the address: the clinic's own site and a third-party directory give two different addresses. We could not establish which is current, so we print no address here: call before you go, or confirm the address on the clinic's own page. The clinic can also cancel a session, so it is worth confirming before you set out on a Saturday morning. Its site is in English and Korean; no Turkish interpretation is promised.
Free for a defined group
School-based health centers (HealthPoint) · enrolled students only
Two Federal Way Public Schools campuses have a health center run by HealthPoint: TAF@Saghalie (33914 19th Ave SW, southeast entrance, serving students of TAF@Saghalie, Decatur High, Lakota Middle and Federal Way High) and Thomas Jefferson High School. The district page is explicit: "The SBHC does not collect fees, and there is no out-of-pocket cost to students or families. The SBHC provides care to students even if they don't have insurance or can't pay." Services include primary care, mental-health counseling, physicals and sports physicals, immunizations, injury care, medication refills and lab work. Appointments at 253-804-3589; interpreters are available, visits can be in person, by phone or virtual, and the center is open in summer too. This no-cost care is only for enrolled students; other family members are not covered.
Mary Bridge Immunization Clinic · children up to 18, Tacoma
MultiCare's immunization clinic provides "free vaccines and low-cost services to children in the state of Washington from birth through age 18". Children do not have to be Mary Bridge patients or Washington residents, and self-pay and uninsured children are accepted. It gives the vaccines needed for school, childcare, college, summer camps and U.S. immigration (I-693 forms). It does not do physicals, titers, bloodwork or TB testing.

HealthPoint Federal Way
Medical, dental and a pharmacy in one building. Its published sliding scale starts at $25 for a medical appointment and $50 for a dental appointment. You bring proof of income for the last 30 days for everyone who contributes income; you have 60 days after the first visit to turn it in, and approval lasts 12 months. Without applying, you pay full charges. HealthPoint says "no one will be denied care at HealthPoint due to inability to pay", and its own FAQ answers the question directly: "Will applying affect my credit or immigration status? No."

Sea Mar applies a sliding fee scale based on household size and annual income, and says patients will be asked to pay a fee at the time of the visit, with the amount varying by department. Bring proof of annual household income (a 1040, two pay stubs or an agency letter). The organization says it serves patients "regardless of income, occupation, gender, immigration status, or citizenship status" and that it provides all services regardless of ability to pay.

Federal Way Public Health Center (Public Health Seattle and King County)
In the same building as HealthPoint, at 33431 13th Place S. For its sexual and reproductive health services and its Teen Clinic the county says "all services are confidential and free or low cost. No one is turned away because they can't afford to pay." That wording is not the same as free: call before you go to ask which services carry a charge. The county also says "all people are welcome at our clinics, including people of any age, race, ethnicity, gender identity, sexual orientation, religion, ability, language, housing status, ability to pay, and immigration status", and that interpretation is available to every client with limited English. Its privacy notice is effective February 16, 2026.
Services: birth control, HIV and STD testing, pregnancy tests, health-insurance enrollment help, Maternity Support Services and Infant Case Management, WIC, and the Children with Special Health Care Needs program. The Teen Clinic is a walk-in on Wednesdays from 1 to 5 p.m. (patients 20 and under, confidential, no parent permission needed).

Free for adults: the King County Adult Dental Program (KCADP) provides dental services at no cost to adults who live in King County, are not eligible for Apple Health and have income below 138% of the federal poverty level (monthly: $1,835 for 1 person, $2,490 for 2, $3,142 for 3, $3,795 for 4). Covered: cleanings, extractions, x-rays, fillings, routine exams and fluoride, with limited coverage for gum disease, front-tooth root canals and oral surgery. You enroll through the county's free health care access line, CHAP: 1-800-756-5437. Funding is limited and services may be restricted at any time, and eligibility is reviewed annually. How do I get a marriage license in Federal Way?
Short answer
There is no license counter in Federal Way, and none anywhere in south King County. King County issues the license in one place: the King County Recorder's Office, 201 S. Jackson St., Suite 204, Seattle. The fee is $169. There is a 3-day waiting period from the day the license is issued, which cannot be waived under any circumstances, and the license is then valid for 60 days. Both applicants must appear in person. Link takes about 55 minutes from Federal Way Downtown Station to downtown Seattle.

- One address only: King County Recorder's Office, King County Customer Service Center, 201 S. Jackson St., Suite 204 (2nd floor), Seattle WA 98104 (Pioneer Square). Weekdays 8:30 a.m. to 4:30 p.m., closed at weekends and on county holidays. Phone 206-477-6620, [email protected]. Neither the county's marriage licensing page nor its FAQ mentions a Federal Way, Kent or Auburn counter, so there is no south-county alternative.
- Getting there: the Link 1 Line takes about 55 minutes from Federal Way Downtown Station to downtown Seattle for $3.00 (transit). The birth and death certificate office is in the same building at Suite 220, so you can finish both errands in one trip (birth certificate).
- Fee: $169, payable by cash, check, money order, debit or credit card.
- How to apply: three routes. Apply online and finish in person with your transaction number, walk in, or apply by mail with a notarized application (the packet comes back by USPS Priority or FedEx, never to a P.O. box).
- Both applicants appear in person. There is an exception: a partner who cannot attend may sign the application before a notary in advance, and if neither can attend, a third party may submit it when both signatures are notarized. Scanned or faxed affidavits are refused.
- ID: King County publishes no list of accepted identification on its page or its form. Bring a government photo ID such as a passport, and call 206-477-6620 before you go to confirm what will be accepted.
- Timing: the 3-day wait counts from the day the license is issued (for online applicants, from the day payment is finalized in person). If the license is not used within 60 days after the wait, it is void. The Recorder says it cannot guarantee a three-day turnaround at busy times, so plan the ceremony date accordingly.
- What the form asks: name, date of birth, place of birth, address, marital status and a declaration that the parties are not related. Both must be 18 or over. There is no SSN field and no blood test is required.
Who performs the ceremony?
- The rule: the ceremony must take place in Washington with two witnesses, performed by someone the state authorizes (clergy of any religion, state and federal judges, court commissioners, tribal judges). Spouses cannot marry themselves. The officiant returns the certificate to King County within 30 days, even if the ceremony took place in another county. A certified copy is $3 each and is not sent automatically; you have to request it.
- Married by a judge: King County District Court judges perform weddings by appointment. The list updated on September 25, 2026 names the courthouses at Auburn (340 E. Main St, 206-263-1571), Kent (Maleng Regional Justice Center, 401 Fourth Ave N) and Burien (601 SW 149th St), plus Bellevue, Issaquah, Redmond and Seattle. There is no Federal Way courthouse on that list, so the nearest options are Auburn and Kent. Judges do not perform weddings between 8:30 a.m. and 4:30 p.m. on weekdays, and each judge sets their own fee.
The Pierce County alternative: proceed with care
The auditor in neighboring Pierce County (Pierce County Auditor, 2401 S. 35th St., Room 200, Tacoma WA 98409, weekdays 8:30 a.m. to 4:30 p.m., marriage assistance 253-798-7435) charges $172 and, unlike King County, hands over the license at the time of purchase. The 3-day wait and the 60-day validity apply there too, and a certified copy is also $3. However, no official page we read states whether a couple living in Federal Way may obtain a license from Pierce County; the statute speaks of the county where you intend to be married. For that reason we do not present this as a ready option: if it is your plan, call the Pierce County auditor first.
Changing your surname
- After marriage: changing your name is optional and Washington sets no deadline. If you do, take a certified marriage certificate (copies are $3) to the Social Security Administration, DOL, the State Department for a passport, USCIS and your banks.
- A court-ordered name change: under RCW 4.24.130 you petition the county court. A fee waiver can be requested by petition and declaration. Photo ID is required, there is a hearing before a judge and recording takes a few weeks. Confirm the current fees with the court.

Where do we get a birth certificate for a baby born in Federal Way?
Short answer
There is no vital records counter in south King County, so the certificate comes from Seattle: King County Vital Records, 201 S. Jackson St., Suite 220, phone 206-837-0719. A certified copy is $25, or $28.50 at the VitalChek kiosk in the office, which prints it in about 10 to 15 minutes. Bring a government photo ID that has not been expired for more than 60 days, plus proof of your relationship. The marriage license office is in the same building, so one trip can cover both.

Jackson St., Suite 220, Seattle WA 98104 (2nd floor, east lobby), 206-837-0719, weekdays 8:30 a.m. to 4:30 p.m. (opening at 9 a.m. on the first Wednesday of each month). It holds birth records for all of Washington, and death records for King County since 1944 and statewide since 2015. A death in Federal Way is registered in King County, so this is the office that issues the certificate.
- Fees: $25 for a birth or death certificate. The VitalChek kiosk in the office is $28.50 and prints in about 10 to 15 minutes. Online or by phone, VitalChek adds a $6.00 agency fee plus $11.50 handling (standard shipping included), with UPS rush at $18.50 more and USPS Priority at $9.90 on phone orders. By mail it is $4 extra (3 to 4 weeks for a birth record, 2 to 3 for a death record). VitalChek phone 1-888-273-4623. There are no refunds.
- Who can request one: the person themselves, their spouse or registered partner, mother, father, stepparent, guardian, child, sibling, grandparent, great-grandparent, a legal or authorized representative, and agencies and courts. You need a government photo ID (driver's license or passport) not expired by more than 60 days plus proof of relationship.
- Is there a southern option: none appears on the King County pages we read, and the Federal Way Public Health Center's service list does not include vital records. The Tacoma-Pierce County health department (3629 S. D St., Tacoma, weekdays 8 a.m. to 4:30 p.m., walk-in, $39 base fee) sells certificates, but its own page warns that "some records you request may not be available here" and says nothing about printing a birth registered in King County. The sure route is Seattle.
- What happens at the hospital: new parents sign the birth filing form there. The first certified copy is not free and the hospital does not order it for you: you have to request it yourself.
- If something is misspelled: it is corrected with an Affidavit of Correction, and if you return the certificate within a year of issue the replacement is free. Parentage is changed only by an Acknowledgment of Parentage or a court order.
- Apostille: a certified copy is required for an apostille for use in Türkiye, which the state Secretary of State handles (below).
- The baby's SSN application is a separate step; see the SSN section.
16 · Social Security
How do I get a Social Security number in Federal Way?
Short answer
Start with the thing that catches newcomers out: Federal Way has no public Social Security office. The only SSA site with a Federal Way address is a remote-service office that handles Alaska and does not serve walk-in visitors. The nearest real offices are Kent (321 Ramsay Way, Suite 401, about 11 miles) and Tacoma (2608 S 47th St, about 13 miles). SSNs go only to people with work authorization or a legally required reason, and there is no fee.

Search the city name and you will find a Social Security listing at 1701 S Commons. In SSA's own open data file that site is a remote-service office serving Alaska, not a counter for local residents. Do not plan a visit there. Which office serves your ZIP code (98003 or 98023) is decided by SSA, not by distance, so confirm it in the SSA office locator first.

The addresses come from SSA's open data file; the distances are estimates measured from Federal Way City Hall at 33325 8th Ave S. That file shows the offices open weekdays 9 a.m. to 4 p.m., while some third-party directories show Kent as Wednesday mornings only. Call the office or check the locator before you travel.
How the application works
- The card may simply arrive: if you asked for an SSN in your immigrant visa application, it is mailed to you. People who adjust status with Form I-485, and EAD applicants who checked the SSN box, also get the card automatically.
- Otherwise start online and visit an SSA office by appointment within 45 days.
- What to bring: current immigration documents (green card, I-94 or EAD) with a valid passport, and a birth certificate if you have one. No photocopies or notarized copies. SSA suggests waiting 10 days after arrival so DHS records can be verified.
- F-1 and J-1: an SSN is available only once you are authorized to work (on-campus job, CPT, OPT), not just for enrolling in school.
- National line: 1-800-772-1213. There is no fee.
What can I do in Federal Way without an SSN?
- Driving: Washington is one of the states that issues a standard license to people without an SSN. The Department of Licensing asks for your SSN if you have one, or for a signed declaration that you do not. A standard license does not show immigration status or legal presence. More in the driver's license section.
- School enrollment: the new-student document list published by Federal Way Public Schools asks for no Social Security number and no citizenship or immigration document. More in the school section.
- Electricity and gas: both come from Puget Sound Energy in Federal Way, and to open an account PSE accepts a driver license or passport number, a tax ID, an SSN or a date of birth. Customer care is 1-888-225-5773.
- Library card: the King County Library System asks for photo ID showing your date of birth, which can be a foreign passport or a Matricula Consular, plus one proof of your current address. No SSN. Federal Way has two branches, at 34200 1st Way S and 848 S 320th St.
- Taxes: people who must file but cannot get an SSN use an ITIN (see the tax section below).
17 · Taxes
Does Federal Way have an income tax, how much is sales tax, and how do I get an ITIN?
Short answer
Neither the state nor the city taxes your wages, so your pay stub shows only federal income tax and FICA. The trade-off is a high sales tax: 10.40% in Federal Way for the last quarter of 2026. Property tax is billed by King County, not the city, in two installments due April 30 and October 31. If you must file taxes but cannot get an SSN, apply for an ITIN with Form W-7; the nearest IRS office for the in-person document check is Tacoma, not Seattle.

What comes out of a Federal Way paycheck
- No state income tax: the Washington Department of Revenue says the state does not currently have an individual income tax. There is no state return and no state withholding.
- No city income tax either: Federal Way takes nothing out of your pay. If you are moving from Philadelphia or New York City, the city wage tax you are used to does not exist here. Seattle's payroll expense tax on large employers (JumpStart) does not reach Federal Way either.
- That changes on January 1, 2028: SB 6346, passed in the 2026 session, creates a 9.9% tax on individuals and joint filers with annual adjusted gross income above $1 million, with the first returns due in April 2029. It will not touch an ordinary salary.
- Capital gains tax: long-term gains on stocks, bonds and business interests are taxed under RCW 82.87. Since tax year 2025 the rate is tiered: 7% on the first $1,000,000 of taxable Washington gains and 9.9% above that. The standard deduction was $278,000 for 2025. Home sales and retirement accounts are exempt. DOR line: 360-705-6705.
How much is sales tax?
Sales tax depends on where you receive the goods or services, and rates are revised quarterly. From October 1 to December 31, 2026 the combined Federal Way rate is 10.40%, of which 6.5% is the state share. Shop in Tacoma or Seattle and the rate changes, because the delivery address is what counts.

Rates change again on January 1, 2027. Look up your own address with DOR's rate lookup tool. Coming from Texas or Florida? There was no state income tax there either, but sales tax here is noticeably higher.
Property tax and selling a home
- The rate: the King County Assessor's 2026 table shows $9.29817 per $1,000 of assessed value for the Federal Way tax codes, and $4.69208 for owners who qualify for the senior and disabled exemption. The Federal Way school district levy and the fire district levy are inside that total.
- Installments: the first half is due April 30 and the second half October 31; if the bill is under $50 the whole amount is due April 30. The King County property tax line is 206-296-3920. More in the property tax section.
- If you sell: the state real estate excise tax (REET) is usually paid by the seller. For sales through December 31, 2026 the graduated rates are 1.10% up to $525,000, 1.28% to $1,525,000, 2.75% to $3,025,000 and 3% above that. The thresholds rise on January 1, 2027, and a local share is added on top.
How do I get an ITIN?
- Complete Form W-7 and attach it to your federal return unless an exception applies.
- Get documents verified. Mail originals to the IRS in Austin, use a Certifying Acceptance Agent (CAA), or book an appointment at an IRS office that reviews ITIN documents. With a CAA or an IRS office, your passport does not go in the mail; documents are returned at the end of the appointment.
- Wait. Processing takes about 7 weeks, or 9 to 11 weeks during tax season (January 15 to April 30).
- The nearest IRS office is Tacoma, not Seattle: Tacoma is on the IRS list of centers that review ITIN documents in person, at 1301 A Street, Room 530, Tacoma WA 98402. The IRS locator puts it about 6.8 miles from ZIP 98003, roughly 18 minutes by road. The Seattle center (915 Second Ave, 32nd Floor) is about 25 miles away.
- Appointments only: (844) 545-5640. The office is open weekdays 8:30 a.m. to 4:30 p.m. but closes for lunch from 12:30 to 1:30 through 2026, and closes after 3:30 p.m. on October 20, 2026. An appointment can take weeks, and there are no walk-ins. Confirm the address with the IRS office locator.
- What to take: a current government photo ID, your passport and supporting documents. The centers review originals or copies certified by the issuing agency, and interpretation is available by phone.
- Expiration: an ITIN not used on a federal return for three years in a row expires.
18 · Starting a business
How do I start an LLC in Federal Way, and where do I get a business license?
Short answer
Three steps: a Certificate of Formation with the Secretary of State ($180 for an LLC), then the state business license and UBI number from the Department of Revenue, then the Federal Way city endorsement. The city does not sell that endorsement at City Hall; it is added to the same Department of Revenue application. It costs $81 for up to ten workers and $51 for a home business. The company files a $70 annual report every year.

- Certificate of Formation: filed with the Secretary of State's Corporations & Charities Division; the fee is $180. Expedited service is $100 extra for about three working days; same-day service is $150 extra and only in person, in Tumwater (243 Israel Rd SE) or Cheney. There is no state counter in Federal Way or Seattle, so build the drive into any urgent filing.
- State business license and UBI: once the entity is on file, apply through DOR's business license application. You need the license if you do business under a name other than your own legal name, plan to hire within 90 days, collect sales tax, or have gross income of $12,000 a year or more. Online applications take about 10 business days, plus 2 to 3 weeks if city or state endorsements are needed, and up to 6 weeks by mail.
- The Federal Way city endorsement: every business located in the city, or doing business in it, needs a city endorsement. The city does not issue it over a counter; it comes through DOR's Business Licensing Service and requires a state business license first. The endorsement is valid for one year. - Annual report: $70. A late filing adds a $95 delinquency fee, and reinstating a cancelled entity costs $140 plus the missed annual report fees. An amendment is $30.

- Tiers: DOR's Federal Way page shows $81 for 0 to 10 full-time workers, $126 for 11 to 25 and $251 for 26 to 50. The owner counts as a worker, so a one-person business counts as one. Renewal costs the same as the first application.
- Working from home: a home business endorsement is $51. Federal Way's home-occupation rules are in chapter 19.270 of the city code.
- Businesses based outside the city: a business located elsewhere that works inside Federal Way pays nothing if its gross income in the city is $4,000 or less, and $81 above that.
- Nonprofits: no fee for an organization that files its IRS 501(c) certificate.
- Check the number before you pay: the city's own fee schedule lists slightly different figures for the same items, $80 instead of $81 and $80 for a home occupation instead of $51, labels its 2026 column as proposed, and adds a $1 technology fee per license transaction. We could not confirm whether the DOR figure already includes that $1. Look at DOR's Federal Way page or call 253-835-2526 before you apply.
- Is there a separate city business tax? The city's business license page and DOR's Federal Way page list only the endorsement fee, and we found no separate city gross-receipts (B&O) tax. So we do not expect a city B&O return of the kind Seattle requires, but read that as "we found none" rather than "there is none". The city does levy utility taxes and a gambling tax.

- Events on the street: an activity on a street or sidewalk with 25 or more people needs a city right-of-way permit.
19 · Public benefits
Can immigrants in Federal Way get SNAP or Apple Health, and does it affect a green card?
Short answer
Food assistance (Basic Food, the state's name for SNAP) and cash aid are applied for through Washington Connection, and health coverage is Apple Health, run by the Health Care Authority. The 2025 federal law (H.R. 1) narrowed both: from October 1, 2026 federal Medicaid is open only to green card holders, Cuban and Haitian entrants and COFA citizens. Children and pregnant people keep coverage regardless of status.

- Food assistance: applications go through Washington Connection. After H.R. 1, SNAP is generally limited to U.S. citizens, green card holders, Cuban and Haitian entrants and COFA citizens, and the 5-year wait still applies to green card holders, with exceptions such as children under 18. Washington also funds its own Food Assistance Program for some immigrants who cannot get SNAP; ask Washington Connection or your local DSHS office whether you fall inside it before you open an application.
- U.S.-citizen children in the household may still receive benefits in their own right.
- The October 1, 2026 break in Apple Health: according to the Health Care Authority's page for noncitizens, refugees, asylees, parolees, VAWA self-petitioners and trafficking survivors lose federal Medicaid eligibility after September 30, 2026. Children and pregnant or postpartum people are outside that change.
- Apple Health Expansion is closed: the state-funded program that covers adults 19 and over regardless of immigration status hit its enrollment cap in December 2025 and takes no new enrollees. People already enrolled keep their coverage, and the program moves to fee-for-service on January 1, 2027. HCA still asks people to apply so they can be considered. The routes that work regardless of status are Apple Health for Kids (under 19), pregnancy coverage with 12 months postpartum, Alien Emergency Medical for emergencies, and Family Planning Only. More in the health section.
- A nuance about data: HCA says Apple Health Expansion is exempt from the public charge test and that it does not share data with ICE. But a federal court ruling of December 29, 2025 lets CMS give DHS an enrollee's name, immigration status, address, phone number and Medicaid ID. So "completely safe" is not the right word.
- The new public charge rule: for green card applications filed on or after September 18, 2026, officers may consider any means-tested benefit (SNAP, Medicaid, housing assistance and others) received on or after that date. Benefits received earlier count only if they were cash assistance or long-term institutional care. Benefits received by family members, such as a child in their own right, are generally not counted.
- Who is exempt: humanitarian categories such as asylees and refugees, T and U visa holders, VAWA self-petitioners and TPS. Family-based, most employment-based and diversity visa applicants are subject to it.
- Litigation: on September 14, 2026, more than 20 states filed one lawsuit and cities led by New York City filed another. As of October 1, 2026, no court had blocked the rule, so check again on the day you read this.
- Federal Way discounts that are not benefits: the city's Utility Tax Rebate Program refunds the utility tax to households with gross income under 50% of the area median whose bills are in their own name: $20 gas, $25 electric, $15 water, $15 sewer, $15 garbage and $10 phone or cable. Finance Department, second floor of City Hall, 253-835-2506. A tenant whose water, sewer or garbage account is in the landlord's name cannot claim those lines. ORCA LIFT gives a reduced transit fare (see the transit section). These are discounts, not public assistance.
- Free legal help: the CLEAR hotline at 1-888-201-1014 and the Northwest Immigrant Rights Project at 206-587-4009. The Welcoming Center at the Federal Way 320th branch of the King County Library System also points new arrivals to services and arranges a free one-hour consultation with an attorney through the Eastside Legal Assistance Program at (425) 747-7274; those attorneys do not take on cases, they refer.
20 · Address change
I moved to Federal Way. Do I have to report my address to USCIS?
Short answer
As a general rule, most people who are not U.S. citizens, including green card holders, must report a new address to USCIS within 10 days of moving. The easiest way is the change-of-address screen in your USCIS online account; the paper AR-11 is also free. If you have a case in immigration court, file Form EOIR-33 with the court within 5 days as well. Moving from Twin Lakes to the Steel Lake side of town counts too.

- Sign in to your USCIS account and open the Change of Address screen. Reporting online satisfies the legal requirement; you do not also need to mail a paper AR-11.
- Enter the receipt number of every pending case. Otherwise letters can still go to the old address.
- Tell USPS separately. A post office change of address does not update USCIS records, and USPS does not forward USCIS mail.
- If you have a court case, file Form EOIR-33/IC within 5 days. The court changes an address only through that form.
- If you have an ICE reporting obligation (for example a check-in schedule), update your address with ICE through the ICE Portal as well. ICE asks for the update within 5 business days of the move.
A and G visa holders and visitors who entered under the Visa Waiver Program are outside the USCIS reporting requirement.
21 · USCIS
Where is the nearest USCIS office to Federal Way, and where do I go for biometrics?
Short answer
There is no USCIS office in Federal Way. The nearest Application Support Center for fingerprints and photos is the Seattle one in Tukwila, at 12500 Tukwila International Boulevard, Seattle WA 98168, about 16 miles and 26 minutes by car, open weekdays 8 a.m. to 4 p.m. Green card and citizenship interviews are at the Seattle field office and by appointment only. The address, floor and time on your notice are always what count.

- There is no support center in Tacoma or Federal Way. Tacoma may be closer to you, but USCIS has no biometrics center there, so the trip is north to Tukwila.
- About the field office address: the USCIS field office page states plainly that there are no walk-ins, but it does not give a readable street address. The office is reported to sit on the same site as the Tukwila support center, and we could not confirm that on an official page. So take the address from your notice rather than from a guess.
- Getting to Tukwila: about half an hour north on I-5, longer in the morning. Parking is $8 a day and King County Metro route 174 stops in front of the building. By transit you can ride Link north from Federal Way Downtown Station and connect with the A Line or route 174. Leave early on a wet morning.
- What a support center does not do: an ASC takes no filings and no documents, only biometrics. Military personnel are seen without an appointment from 9 a.m. to 3 p.m.
- Appointments and questions: USCIS Contact Center at 800-375-5283, or book online. Appointments are free.
- Processing times: on the USCIS processing times page, pick the form, the category and Seattle as the office. Times update monthly.
- Biometrics: the center is assigned on your I-797C notice and may not be the closest one. To reschedule, ask through your USCIS online account at least 12 hours before the appointment. Our biometrics guide covers what to bring.
- Attorneys at interviews: since May 18, 2026, attorneys generally cannot join a field office interview remotely. Your attorney has to come with you.
22 · Court
Which immigration court serves Federal Way, and how do I check my case?
Short answer
Washington has two immigration courts, one on each side of Federal Way. The Seattle court, for non-detained cases, is in the federal building downtown at 915 2nd Ave., Suite 613, phone 206-342-7200, about 25 miles north. The Tacoma court, for detained cases, is at 1623 East J St., Suite 3, about 10 miles south. Your hearing notice tells you which court and courtroom.

- The closer court is not automatically your court: Tacoma is nearer to Federal Way, but it hears the detained docket and sits inside the Northwest ICE Processing Center. EOIR's pages do not say which cities belong to which court, so we do not publish a rule such as "Federal Way is under the Seattle court". The court you report to is named on your hearing notice.
- Hours: both courts are open weekdays 8 a.m. to 4:30 p.m., with window filing until 4 p.m. Closed on federal holidays.
- Getting into the Seattle building: use the 1st Avenue entrance, go through security screening, and expect to be escorted from the lobby. Bring photo ID. The same building, the Henry M. Jackson Federal Building, also holds an IRS office and an SSA office, so make sure you get off on the right floor. By train, Westlake is about 55 minutes from Federal Way Downtown Station.
- An old address still circulating: some websites still show 1000 Second Avenue for the Seattle court. The court moved to 915 2nd Ave. in the summer of 2020. Always check the location on your latest hearing notice.
- Tacoma: there is no transit stop nearby; Tacoma Dome Station is about a mile away. Go there only if your notice gives that address.
- Email: [email protected] and [email protected].
- Online lookup: ACIS needs only your A-number (A + 8 or 9 digits), or call 1-800-898-7180. Your hearing notice is still the official source; the system may show new dates late.
- ICE: the ERO Seattle Field Office can be reached at 206-277-2000. Its address is listed in the Tukwila area, but we could not confirm that on ICE's own page, so verify it on ICE's site or on your own paperwork before you travel. If you have a check-in, the place to go is on the paperwork you were given; talk to your attorney before you go.
Where do I find my I-94, and how do I fix an error?
Download your most recent I-94 from CBP's website. Errors made at entry (wrong visa class, name or admit-until date) are corrected by CBP Deferred Inspection. If you entered through Seattle-Tacoma International Airport, the office is at the airport and the phone is (206) 214-2200; the airport station is about 17 minutes from Federal Way Downtown Station on Link. CBP's pages were not reachable for us, so confirm the address and hours on CBP's deferred inspection list and call before you go. The office fixes only mistakes made at the time of entry.
23 · Voting and jury duty
I'm not a citizen. Can I register to vote in Federal Way, and what if I get a jury summons?
Short answer
Registering and voting are for U.S. citizens only, green card holders included. A jury summons is a different matter, because the lists are built from driver license and ID records as well as the voter roll. A Federal Way resident can be summoned by three separate courts, each with its own portal and its own phone number, and answering one does nothing about another. Never ignore a summons.

- Answering one court does not close another. The three keep separate portals and separate records. If two summonses arrive, answer both.
- Where the list comes from: the King County jury pool is rebuilt every year by the state court administration from voter registration, driver license and identicard records. Federal Way's own municipal court draws its jurors from voters and license holders in the ZIP codes assigned to the city. A standard Washington license is available to applicants without an SSN and does not show immigration status, so a noncitizen who never registered to vote can still land on the list through the licensing file. A license does not give you the right to vote, but it is enough to put your name in the pool.
- A noncitizen cannot serve: King County's own pages say residents must serve unless they are not a U.S. citizen, are under 18, or cannot communicate in English. Tell the court you do not meet the qualifications; the declaration is signed under penalty of perjury, and once it reaches the court you are excused from appearing. The Federal Way Municipal Court page does not state the citizenship rule itself, so when a city summons arrives, raise it directly with the jury coordinator.
- Never ignore the summons: failing to appear without an excuse is a misdemeanor in Washington, and a person who never returns the declaration is not paid either. Answering takes a few minutes. Misstating your citizenship to get out of service is a different and far larger problem, so talk to an attorney before you answer a citizenship question on any government form.
- What jurors are paid: Superior Court pays $10 a day and reimburses transit fares; the Federal Way Municipal Court pays $15 a day plus mileage.
- A phone scam to know about: King County District Court warns that calls claiming you missed jury duty, that a warrant has been issued and that you must pay right now are fraud. A court does not ask for money, gift cards, a card number or an SSN over the phone. Hang up and call the court back on the number above.
- Voter registration at the licensing counter: automatic registration in Washington applies only to citizens who apply for, renew or change the address on an enhanced driver license or enhanced ID, which calls for proof of U.S. citizenship. A standard license registers nobody; registration happens only if the applicant asks for it at the counter. Read the voter registration part of the form, and if you are not a citizen do not sign it and do not tick its box. Answer the citizenship question truthfully.
- The penalty is heavy: knowingly giving false information on a voter registration application, or signing a false declaration about voter qualifications, is a class C felony in Washington (RCW 29A.84.130), and the state's own registration form warns of up to five years in prison and a fine of up to $10,000. Registering or voting without citizenship can also have serious immigration consequences (USCIS Policy Manual). A green card or permanent residency is not citizenship.
- Leave the volunteers' forms alone: around election season registration tables appear outside shopping centers, at events and at front doors. Do not fill in the form, even when a campaign worker says it is fine.
24 · New citizens
I just became a citizen. How do I get a U.S. passport in Federal Way?
Short answer
Here Federal Way has a genuine advantage: the city itself is an official passport acceptance facility. First applications on Form DS-11 are taken at Federal Way City Hall, 33325 8th Ave S, by appointment only, on the passport line 253-835-7001, with free parking in the City Hall lot. Renewals on Form DS-82 are not accepted there. An adult passport book costs $130 to the State Department. For travel within 14 days you book the passport agency.

- What City Hall does: Federal Way is one of the State Department's official passport acceptance agencies. It takes new applications (DS-11) only, not DS-82 renewals. Appointments are required and there are no walk-ins, you are asked to cancel 24 hours ahead, and arriving more than 5 minutes late cancels the appointment. Confirm the hours when you book; the city page does not publish a readable schedule.
- Two separate payments: the State Department application fee is accepted only by check, money order or cashier's check. The city's own processing fee can be paid by card, cash or check. We could not verify the city's fee amount, so ask when you book.
- Documents: originals only. For someone who has just naturalized, that means the original naturalization certificate plus a photo ID. Forms are completed in English.
- Children: for applicants under 16 both parents are expected to attend; if one cannot, that parent signs a notarized Form DS-3053, which is valid for 90 days.
- The alternative in Kent: King County District Court at the Maleng Regional Justice Center (401 4th Ave N, Kent), about 11 miles away, also takes new applications, with a $35 court service fee per application and an appointment required. The court fee can be paid in cash, by card, check or money order; the State Department fee is still check or money order only.
- Post offices: USPS branches also take new applications by appointment, booked at 1-800-275-8777 or usps.com/scheduler.
- Urgent travel: you need proof of travel within 14 days, or of a foreign visa needed within 28 days. The expedite fee is an extra $60 and the appointment is with the passport agency; call 1-877-487-2778.

- The passport agency: it serves only people travelling within 14 days (or needing a foreign visa within 28 days), and only by appointment. The official page gives a Seattle address, but we could not open that page directly, so rely on the address and time in your appointment confirmation.
- Appointments: free, through the online appointment system or 1-877-487-2778. Third-party sites that charge to book an appointment are scams. Arrive 15 minutes early for security.
- Online renewal: adults who qualify renew only through the State Department's own renewal system.

Short answer
Two of the main stops in town sit next door to each other on the same street: the Pacific Bonsai Museum (2515 S 336th St) is free, and the Rhododendron Species Botanical Garden (2525 S 336th St) is $12 for adults with children under 12 free. Both open Tuesday to Sunday, 10 a.m. to 4 p.m., closed Mondays. For a walk there is the boardwalk at West Hylebos Wetlands Park; for salt water, Dash Point and Dumas Bay. Tacoma is a short day trip.

What to do on a Sunday
- The farmers market season is over: the Federal Way Farmers Market ran Saturdays 9 a.m. to 2 p.m. from May 9 to September 26, 2026 on the Civic Plaza Lawn at 31510 Pete von Reichbauer Way S, and accepted SNAP/EBT, WIC and SNAP Market Match. The 2027 dates are not published yet, so it returns rather than being open now.
- A plan for a wet day: the pools and gyms at the Federal Way Community Center, the glassblowing Hot Shop at the Museum of Glass in Tacoma, or the Tacoma Art Museum on a free Thursday evening.
- State parks are a separate system: Dash Point and the state's other parks and forest lands need a Discover Pass on the windshield: $45 a year or $10 a day. As of October 1, 2026 every state park is under a Level 2 or Level 3 burn ban, so plan barbecues and campfires accordingly.

What are free things to do in Federal Way, and where can I go with kids?
Short answer
The free stop most people start with is the Pacific Bonsai Museum, and next door at the rhododendron garden children under 12 get in free. The city's 33 parks, the West Hylebos boardwalk, the Dumas Bay beach and the BPA Trail all cost nothing. A library card asks for no Social Security number. The Discover Pass is free on October 10 and November 11, and the national parks on October 27 and November 11.

Both are open Monday 10 a.m. to 6 p.m., Tuesday and Wednesday noon to 8 p.m., Thursday and Friday 10 a.m. to 6 p.m. and Saturday 11 a.m. to 6 p.m.; the 1st Way branch also opens Sunday 11 a.m. to 6 p.m., while the 320th branch is closed on Sundays.
- How to get the card: one photo ID showing your date of birth, which can be a foreign passport, a Matricula Consular, a Washington ID or a license, even an expired one, plus one proof of your current address such as a printed utility bill, a lease or a King County tax statement. No SSN is asked. Children need no photo ID; a parent supplies the proof of address.
- For new arrivals: the Welcoming Center at the 320th branch points newcomers to services and runs English classes and citizenship test classes.
- The Seattle museum pass: the Seattle Public Library says its card is free for Seattle and King County residents, and a cardholder can reserve one free museum pass a month. We explain how it works in our Seattle guide. Check the conditions with the library before you apply.
Always free
- Pacific Bonsai Museum: admission is free, with a suggested $12 donation per adult on the way out. Tuesday to Sunday, 10 a.m. to 4 p.m.
- Parks and shoreline: West Hylebos Wetlands Park (boardwalk, no dogs or bikes), Dumas Bay Sanctuary, Steel Lake Park, Town Square Park, Celebration Park, the Hanwoori Korean Gardens, the French Lake dog park and the BPA Trail. The city runs 33 developed parks and two major trails.
- Hylebos Blueberry Farm Park at 630 S 356th St opens for free u-pick blueberries in the summer season; ask the city for this year's dates.
- Hylebos Watershed Discovery Trail: a free self-guided brochure links sites around the creek headwaters and a peat bog.
- Free days: no Discover Pass is needed on October 10 and November 11, 2026 (day-use parking only), which makes Dash Point State Park free on those two days. The national parks are fee-free on October 27 and November 11, 2026. NPS describes those days as being for U.S. citizens and residents, so read the park's page or ask a ranger before you count on one.
With kids
- The rhododendron garden: children under 12 are free and adults pay $12. It is on the same street as the bonsai museum, so the two work as one walk.
- Town Square Park: a splash pad and a playground; check with the city when the water season runs.
- Steel Lake Park: a swimming beach, a playground and a skate park. Ask about the lifeguard season before you plan a swim.
- Federal Way Community Center: the indoor answer to a wet weekend, with pools, a climbing pinnacle and gyms. Memberships and day passes are paid, but families under the city's income thresholds get 25% off. That is a discount, not free entry. The center is closed on November 26 and December 25 and closes at 2 p.m. on December 24 and 31.
- Free family events: Tree Trunk or Treat at the Pacific Bonsai Museum on Saturday, October 31, 2026, 10 a.m. to 2 p.m., with treats for costumed children, bonsai demonstrations and a scavenger hunt. The Holiday Tree Lighting at Town Square Park on December 5, 4 to 5 p.m., with hot cocoa and cookies. The Winter Bonsai Solstice at the museum on December 12, an evening of lit bonsai with free hot chocolate; the museum stays open until 7 p.m. and asks you to bring a flashlight.
- Paid but cheap: family movie night at the Community Center on November 6 for $3, the Jingle Bell Brunch on December 5 for $17, and Cookies with Mrs. Claus on December 17 for $5.
- On the Tacoma side: the Tacoma Art Museum is free every Thursday 5 to 8 p.m.; at the Museum of Glass children under 6 are always free and the third Thursday of the month is free for everyone, 5 to 8 p.m. The giant troll sculptures at Point Defiance Zoo open on October 15.
- Mount Rainier: U.S. fourth graders get in free with an Every Kid Outdoors voucher. Check fire and road conditions before you drive.

Is there a Turkish consulate near Federal Way, and where do I renew a Turkish passport?
Short answer
There is no Turkish consulate in Washington State. Every consular matter for Turkish citizens here goes through the Consulate General of Türkiye in Los Angeles, at 8500 Wilshire Blvd., Suite 900, Beverly Hills, CA 90211, phone +1 424 313-8800. That is about 1,100 road miles from Federal Way, roughly 21 hours of driving, so nobody should plan to drive. Book a flight, and book the appointment first on konsolosluk.gov.tr.

What that means if you live in Federal Way
- The district: the mission's contact page gives its district as Alaska, Arizona, California, Colorado, Hawaii, Idaho, Montana, Nevada, Oregon, Utah, Washington, Wyoming and the Pacific islands. Living in Federal Way, Kent or Tacoma makes no difference; the appointment is in Los Angeles.
- What the trip really costs: about 1,100 road miles and 21 hours by car. Nonstop flights run from Seattle-Tacoma to Los Angeles, roughly 2 hours 50 minutes in the air, and Beverly Hills is a further drive from the airport. Federal Way to Sea-Tac is about 12 miles and 25 minutes by car, or about 17 minutes on Link from Federal Way Downtown Station for $3. Amtrak's Coast Starlight stops in Tacoma but takes about 35 hours to Los Angeles, which is not a realistic way to make an appointment.
- Passports are in person: passport and Turkish ID card applications cannot be done by mail. If your passport is close to expiring, plan a flight, a day off work and usually a night in a hotel. Applications are taken only in the morning, which makes a same-day round trip tight.
- Do not count on a mobile consulate: the mission's announcement archive shows nothing for the Pacific Northwest in 2025 or 2026. Do not plan an urgent document around the hope that such a visit appears.
- Start early: put your passport expiry date in your calendar now. A Turkish passport's validity also matters for U.S. visa renewals and your I-94, so leaving it to the last month gets expensive.
- Bring every document: one missing paper means a new appointment and another flight. Check the document list on the mission's site before you book, and at the same time check which services can be done by mail or through e-Devlet instead of in person.
- Closed days: the mission's remaining 2026 holidays are October 12, October 29 (Turkish Republic Day), November 11, November 26 and December 25, then January 1, 2027. Book around them.

Registering a Federal Way-born child with the Turkish civil registry
Birth registration uses a certified copy of the birth certificate and can be done by mail, so you do not have to fly to Los Angeles for a child's registration. Federal Way is in King County, and the certified copy comes from King County Vital Records at 201 S. Jackson St., Suite 220, Seattle WA 98104, phone 206-837-0719, lobby open weekdays 8:30 a.m. to 4:30 p.m. A copy is $25, or $28.50 from the kiosk in the same building, ready in about 10 to 15 minutes. There is no counter in south King County. More in the birth certificate section.
Military service (askerlik)
- Registration (yoklama): men born in 2007, and anyone without a deferral, must complete it by December 31, 2026, through the consulate or e-Devlet.
- Paid military service (dövizle askerlik): for July to December 2026 the amount is the foreign-currency equivalent of 472,653.60 TL, collected by the consulate in U.S. dollars at the Turkish central bank rate of the payment day. Ask the mission whether a transfer fee is added. The amount changes on January 1, 2027.
- Conditions: a U.S. residence or work permit, at least 3 years (1,095 days) of work abroad excluding time spent in Türkiye, the MSB online training, and an in-person appointment in the mission's district. Federal Way is in the Los Angeles district.
- Dual citizens: people born in the U.S., or who arrived as minors and naturalized, can defer until the end of age 35 once their U.S. citizenship is recorded in the Turkish civil registry. For multiple citizens there is no work condition; 3 years abroad is enough.
- F-1 students defer through the education attaché at 5455 Wilshire Blvd., Suite 804, Los Angeles CA 90036, +1 310 342 5222.
- Timing: the amount is reset on January 1, 2027 and the registration deadline is December 31, 2026. Booking a flight and an appointment takes time, and the mission is closed on December 25, so do not leave it to the last week.

How do I get an apostille on a Federal Way document for use abroad?
Short answer
There is no apostille counter in Federal Way, and none in Seattle either. Documents issued in Washington or notarized by a Washington notary get their apostille from the Secretary of State's apostille program. The fee is $15 per document. Mail requests take about 7 to 10 business days from receipt. Same-day service exists only at the Tumwater office (243 Israel Rd SE) and the Cheney office.

- Get the right certified copy. An apostille goes only on a certified copy. Birth and death records come from King County Vital Records at 201 S. Jackson St., Suite 220, Seattle WA 98104, phone 206-837-0719, at $25 a copy or $28.50 from the kiosk. At state level the same record comes from the Department of Health's Center for Health Statistics in Tumwater (360-236-4300, or 1-800-525-0127 in state). A marriage certificate comes from the King County Recorder, at $3 a copy. Documents issued or notarized in another state must be authenticated in that state, not in Washington.
- By mail: send the document, the cover letter and payment to the Secretary of State's apostille program at PO Box 40228, Olympia WA 98504-0228. Turnaround is about 7 to 10 business days from receipt. Expedited service (2 to 3 business days) is $100 extra per 10 documents.
- In person: same-day service exists at only two offices, for $150 extra for the first 10 documents: Tumwater, Town Center 3, 243 Israel Rd SE, Tumwater WA 98501, and Cheney, 960 Washington St, Cheney WA 99004. Check the front-counter cut-off times on the office's contact page. Phone 360-725-0377.

- One advantage of living here: Tumwater sits near Olympia, south of Federal Way and straight down I-5, so it is a shorter run for you than for someone in Seattle. If you need same-day service, leave early enough for the counter cut-off and allow for the morning backup around Tacoma.
- Apostille or certification: an apostille is issued only for countries in the Hague Apostille Convention. For a country outside it, the office issues a different certification instead.

What is the time difference between Federal Way and Türkiye, and is there a nonstop flight?
Short answer
Türkiye stays on UTC+3 all year, while Federal Way is on Pacific Time with daylight saving. So Türkiye is 10 hours ahead until November 1, 2026, and 11 hours ahead from then to March 13, 2027. At 9 a.m. here it is 7 p.m. in Istanbul in summer and 8 p.m. in winter. Turkish Airlines flies nonstop from Seattle-Tacoma (SEA) to Istanbul Airport (IST), and the airport is about 17 minutes away by train.

- U.S. clock changes: daylight saving time starts on the second Sunday of March and ends on the first Sunday of November: November 1, 2026 and March 14, 2027. The gap shifts twice a year because of it.
- Calling Türkiye: with 10 or 11 hours between you, working hours barely overlap. To reach an office in Türkiye as it opens, plan for 10 or 11 p.m. here; to catch family in their evening, call in your morning. The Los Angeles consulate, on the other hand, is in your own time zone.
- Seattle to Istanbul: Turkish Airlines is on the Port of Seattle's list of nonstop international routes and launched the route on May 27, 2022. Flights leave from the international S Concourse; U.S. reservations 1-800-874-8875. Check current days and times on the Turkish Airlines website.
- Getting to the airport: the southern end of the Link 1 Line reached Federal Way on December 6, 2025. From Federal Way Downtown Station (31911 23rd Ave S) the SeaTac/Airport station is about 17 minutes away; the adult fare is $3 and riders 18 and under travel free. The first weekday train leaves at 4:36 a.m. Station parking was free as of October 1, 2026, but Sound Transit has said it will start charging at selected stations in 2027. By car the airport is about 12 miles and 25 minutes.
- Luggage and the season: between November and March, rain on this end is close to certain. Carry any documents you bring back from Türkiye in a separate waterproof folder.
