Just moved to Redmond? Do it in this order

Two things out of the way first: this is Washington State on the Pacific coast, not Washington, D.C., and this is Redmond, the King County city on the Eastside, across the lake from Seattle. By the city's own figure, more than 44 percent of Redmond residents were born outside the United States, so a family arriving on a work visa is in good company here. Redmond runs on its own rules, different from Seattle and from Kent: water, sewer and stormwater come from the city, garbage has come from Recology since January 1, 2026, electricity and gas come from PSE, there is no 311 line, the school district is Lake Washington School District, and the tenant rules go beyond state law. Below are the 29 everyday tasks Redmond newcomers search for most, with links to the official sources. Under each topic we add what immigrants and visa holders should watch for.

  1. 10 daysIf you are subject to address reporting, report your new address to USCIS (AR-11). A move within the city counts too.
  2. Week 1Open electricity and gas in one call: both come from Puget Sound Energy. PSE accepts a passport number, a tax ID number or a date of birth instead of an SSN.
  3. Week 1Water, sewer and stormwater come from the city: Utility Billing 425-556-2152. A tenant usually cannot open the account; the property owner files the Request to Bill Tenant form (water and trash).
  4. Week 1Garbage, recycling and compost have come from Recology since January 1, 2026: 425-552-1008 (trash).

01 · Driver's license

How do I get a driver's license in Redmond?

Short answer

Licenses come from the state Department of Licensing (DOL), not the city. Redmond has its own driver licensing office at 7225 170th Ave NE (425-649-4281), closed on Mondays and open on Saturdays. DOL warns on that office page that walk-in service is extremely limited, so book an appointment. You have 30 days after moving, and the license comes before vehicle registration. No SSN is required.

Steps, documents and official links
  1. Book an appointment. DOL says on the Redmond office page that "walk-in services are extremely limited or may be unavailable", and adds that a few same-day appointments may be released each morning. With an appointment, DOL promises you will not be sent to another office if this one is at capacity.
  2. Bring original documents. DOL refuses copies, scans and photos on a phone. For someone arriving from Türkiye the easiest combination is a foreign passport carrying an I-94 together with the U.S. visa; a Turkish license only counts as supporting evidence.   3. Give your SSN if you have one, or sign a declaration. DOL verifies the number with the Social Security Administration. If you do not have one, you sign a declaration saying so and the transaction still goes ahead.
  4. Take the tests. The knowledge test is passed at 32 of 40 and the drive test at 80 of 100. At 18 and over, no learner permit or driving school is required. Vision screening happens at the office.
  5. Bring a car to the drive test. You need an insured vehicle with valid registration, tabs and plates; a rental car is allowed. Without proof of liability insurance for that vehicle you will not be tested. Drive tests are also given at licensed testing locations, not only at DOL offices.
  6. Wait for the card. The temporary paper license is good for 45 days and the permanent card arrives by mail in 7 to 10 days. If it has not come in 30 days, call DOL at 360-902-3900.

The address is 7225 170th Ave NE, Redmond WA 98052 and the phone is 425-649-4281. The office handles a new license or permit, an ID card, renewals, name and address changes, a driving record, a replacement card and enhanced driver license applications. It does not run commercial license (CDL) skills testing, only the CDL knowledge test, and that stops 90 minutes before closing. These hours come from DOL's own office locator and change often, so confirm them when you book. Nearby alternatives are Shoreline (15809 Westminster Way N), Seattle-Queen Anne (450 3rd Ave W) and Tukwila (200 Andover Park E, Suite 3); those come from our state guide, so check the address and hours before you travel. Is the knowledge test offered in Turkish?

No. DOL gives the knowledge test in 12 languages (English, Spanish, Traditional and Simplified Chinese, Korean, Russian, Vietnamese, Japanese, Arabic, Punjabi, Tagalog and Ukrainian), and the driver guide comes in 17; Turkish is on neither list. The workaround is an interpreter: email [email protected] at least 5 business days ahead with your name, phone, language, office and appointment time. Because the Redmond office is closed on Mondays, appointments fill quickly, so send that email the same day you book.

Washington has no star-marked REAL ID card: the state's federally compliant card is the enhanced driver license, issued to U.S. citizens only, so a green card or visa holder gets a standard license marked "Federal limits apply". 02 · Foreign license

Can I drive in Redmond on my Turkish license, or exchange it?

Short answer

A Turkish license is not exchanged for a Washington one. DOL waives the tests only for other U.S. states, Washington D.C., U.S. territories, the U.S. State Department, British Columbia (Class 5), Germany and South Korea. Türkiye is not on that list, so you take both the knowledge test and the drive test like any first-time driver. As a visitor you may drive on a foreign license for up to 1 year.

  • Visitor or resident: DOL says a visitor holding a valid license from a country that is not on the list may drive for up to 1 year. Once you become a Washington resident, you have 30 days. Moving into a Redmond address, taking a job here and enrolling a child in a Lake Washington School District school are all signs of residency. Someone who arrives on a work visa and starts at a Redmond campus the same week misses this deadline easily.
  • What you do: book an appointment at the Redmond office at 7225 170th Ave NE, bring your identity documents, and take the knowledge test, the drive test and the vision screening.
  • What a Turkish license is worth: it counts as a supporting identity document, not enough on its own. Bring a passport with an I-94 and your U.S. visa alongside it.
  • Where the tests happen: knowledge and drive tests are given at licensed driving schools and testing locations as well as DOL offices. If you cannot find an appointment in Redmond, check the DOL testing location finder. A drive test can be conducted in another language, and if no staff member speaks it, picture cards are used.
  • Coming from another U.S. state: no tests, but you still have to switch to a Washington license within 30 days. A California or Texas license counts as a full identity document on its own.
  • International Driving Permit: getting one before you leave Türkiye makes life easier, but it does not extend the 1-year window on a foreign license.

03 · Car

Where do I register a car in Redmond, and is an inspection required?

Short answer

The order is: Washington license first, then register the car within 30 days. One warning, though: there is no vehicle licensing office in Redmond. Redmond does not appear on King County's list of 14 cities with licensing offices; the nearest are in Bellevue, Kirkland and Woodinville. Every vehicle starts at a $43.25 base fee. Unlike Seattle, Redmond adds no $50 city transportation fee. Emissions testing ended on January 1, 2020.

The local trap: no licensing office in the city

King County's own list of subagent offices covers Auburn, Bellevue, Bothell, Burien, Covington, Enumclaw, Federal Way, Issaquah, Kent, Kirkland, Renton, Seattle, Shoreline and Woodinville. Redmond is not on it. The good news is that the county says fees charged by subagents, by King County and by DOL are "charged at the same rate", so the price is identical wherever you go, and you can renew online with DOL through License Express and pick up the renewal at the office of your choice.

If you need a Saturday, go to Kirkland or Woodinville: the Bellevue office and Issaquah are closed. Hours change, so call before you drive over.

Step by step

  1. License first, then registration. DOL asks for a valid Washington license to register a vehicle. Licensing offices do not take appointments, you wait in line, and they do not handle driver licenses. Two different offices, two separate 30-day clocks.
  2. Documents. Bring your current title and note the odometer reading. Plates are issued the same day at the counter.
  3. If you bought the car. Transfer the title within 15 days: on day 16 a $50 late penalty applies, then $2 a day up to $125. A private sale needs the signed title, a Vehicle Title Application signed in front of the clerk, an odometer disclosure on 2011 and newer models, and a bill of sale showing the price.
  4. A car from another state or from abroad. A $50 service fee covers the stolen-vehicle check; a physical VIN inspection has not been required since 2001. A vehicle imported from abroad needs customs paperwork signed and stamped by U.S. Customs.

  • The $50 Redmond does not charge: DOL's list of transportation benefit districts that add a fee includes Seattle, Lake Forest Park, Burien, Des Moines, Kenmore, Mercer Island and Kirkland. Redmond is not on it, so nothing from the city is added to your tabs. A neighbor in Kirkland pays $20 more per vehicle.
  • The RTA tax still applies: Redmond sits inside the Sound Transit district, so a 1.1% regional transit tax on the depreciated list price is charged both at purchase and at every renewal. On a new, expensive car that line alone runs into the hundreds.
  • Use tax: if you bought from a private seller you pay a 0.3% motor vehicle use tax plus the sales tax rate for your address. In Redmond that rate is 10.40% in the last quarter of 2026, against 10.55% in Seattle.
  • Exemption for new residents: if you bought and used a private vehicle in another state more than 90 days before moving and register it in Washington within 30 days, no use tax is charged. Whether a car brought from Türkiye qualifies is unclear, so ask DOL and the Department of Revenue.
  • Renewal: once a year, online through License Express, by mail or at an office. Unpaid traffic tickets or tolls block the renewal. With no office in the city, online renewal is genuinely the practical route in Redmond.

Is there an emissions test or inspection?

No. The state emissions program ended on January 1, 2020; no emissions test is needed to renew, and there is no periodic safety inspection for private cars. The Clean Car Law still requires new vehicles bought by Washington residents, and 2009 and newer models with under 7,500 miles, to meet California emissions standards; look for "California", "50-state" or "Northeast" on the VECI label under the hood.

Driving uninsured starts at a $550 penalty. Carry your insurance card. Quotes may come back high because you have no U.S. credit history, so get several; and $10,000 of property damage is easily exceeded at today's vehicle prices. The statewide rules are in our Washington State guide.

04 · Tolls

What does it cost to drive from Redmond to Seattle?

Short answer

The one toll that affects Redmond directly is the SR 520 floating bridge between Medina and Seattle: tolled in both directions, and every personal vehicle pays, carpools included. At weekday peak it is $4.90 with a Good To Go! pass and $6.90 Pay By Mail, so a round trip costs about $9.80 with a pass. The bus and the 2 Line are the toll-free alternatives.

On weekends and the listed holidays (New Year's Day, Memorial Day, Independence Day, Labor Day, Thanksgiving and Christmas) the daytime rate is flat: $2.95 with a pass and $4.95 by mail from 8 a.m. to 9 p.m., with cheaper early-morning and late-night rates. If you register the plate on a Good To Go! account but use no pass (Pay By Plate), add 25 cents per crossing.

Opening an account

  • Where: MyGoodToGo.com or 1-866-936-8246 (free interpreters on the phone). Two account types: Pre-Paid (a $30 opening balance) and Pay As You Go. There is no monthly fee.
  • Passes: a sticker pass is $5, the Flex pass $15, a motorcycle pass $8 and a license plate pass $12. SR 520 gives no carpool discount, so every vehicle pays; the Flex pass earns its keep on the I-405 express lanes instead.
  • If you do not pay: a $5 late fee after the due date, then a $40 civil penalty per crossing after 80 days; if that is not paid within 20 days, DOL blocks your vehicle record and you cannot renew your tabs.
  • Scam warning: the only official site is MyGoodToGo.com. WSDOT says its texts come only from 75381 and that bills are never sent by text message.

Other tolls around Redmond

  • The I-90 bridge is free. Cross the lake on that bridge and you pay nothing; the 2 Line's new crosslake segment uses it too.
  • The I-405 express lanes (Lynnwood to Bellevue) run $1 to $15 by traffic, weekdays 5 a.m. to 8 p.m., and are free at night and on weekends. They do not run through Redmond; they begin on the Bellevue side.

  • How to reach Seattle without paying: the ST Express 545 bus crosses SR 520 from Redmond to Seattle and the 2 Line runs under the lake; neither pays a toll (public transit).

05 · Public transit

How does public transit work in Redmond, and how do I get to Seattle and the airport?

Short answer

Redmond has four light rail stations: Overlake Village, Redmond Technology, Marymoor Village and Downtown Redmond. The fare is a flat $3.00 regardless of distance, and Downtown Redmond is 19 minutes from Bellevue and 46 from Westlake in Seattle, with no transfer. The city also runs its own free on-demand electric shuttle, RedLink. One card covers everything: ORCA.

First, the history, because it gets told wrong

Light rail did not arrive in Redmond in 2026. The 2 Line reached Redmond Technology station from Bellevue in April 2024 and extended to Marymoor Village and Downtown Redmond on May 10, 2025. What opened on March 28, 2026 was the Crosslake Connection: the I-90 floating bridge plus Mercer Island and Judkins Park stations, which finally let a Redmond rider reach Seattle without leaving the train. Before that date you could not take Link from Redmond into Seattle at all. Today the line runs straight through from Downtown Redmond to Lynnwood City Center.

A caution about parking: Sound Transit lots are open 24 hours and you may park for up to 24 hours while traveling by transit. Marymoor Village is not on the agency's list of permit-fee lots today, but Sound Transit has announced that "starting in 2027" it will begin charging user fees at selected Link park-and-rides, without naming the stations. So no fee is listed today, but calling it permanently free would be wrong. Bear Creek Park-and-Ride (7760 178th Pl NE, 334 spaces) serves the ST Express 545.

These times are computed from the official timetable dated September 30, 2026, which changes on March 26, 2027. Frequency: weekdays 5 a.m. to midnight, every 8 minutes at peak (5 to 9 a.m. and 3 to 7 p.m.), every 10 midday and every 12 to 16 late in the evening. Saturday 5 a.m. to midnight and Sunday 6 a.m. to 11 p.m., every 10 to 12 minutes. The first weekday train from Downtown Redmond leaves at 4:56 a.m. and the last at 11:50 p.m.

Getting to Sea-Tac

There is no through train. You ride the 2 Line to International District/Chinatown and change to the 1 Line toward Federal Way; the lines share the same platforms, so the transfer is a few steps. No official end-to-end time has been published, so we do not print one here. Check the Sound Transit trip planner before you travel. Turkish Airlines flies nonstop between Seattle-Tacoma (SEA) and Istanbul; the time difference and details are in the Türkiye section.

RedLink: the city's free on-demand shuttle

  • What it is: a City of Redmond service. All-electric, shared, free and hailed on demand. It covers parts of Downtown Redmond, Education Hill and Southeast Redmond and will drop you at a light rail station.
  • How to book: the free Ride Circuit app, which is required for every ride. Tips are never expected.
  • Hours: seven days a week. Monday to Thursday 7 a.m. to 7 p.m., Friday 7 a.m. to 9 p.m., Saturday 9 a.m. to 9 p.m. and Sunday 9 a.m. to 7 p.m. The city notes the hours are subject to change.
  • Who can ride: you must be 16 or older to ride alone, and small children need their own car seat. A wheelchair-accessible vehicle is requested through the app.
  • If you have just arrived from abroad: the app is only in the U.S. Apple and Google stores, so you have to switch your store country to download it. It is a small but annoying first-week obstacle for a family arriving from Türkiye.

Buses

  • ST Express 545: Redmond to Seattle over SR 520. Weekday first eastbound trip 5:04 a.m. and last 11:55 p.m.; westbound first 4:27 a.m. and last 11:23 p.m. Adult fare $3.00.
  • From the Downtown Redmond station bays: RapidRide B Line plus routes 223 and 547 (bays 1 and 3), and 222, 224 and 250 (bay 2); route 545 stops on Redmond Way near 166th Ave NE.
  • Metro changes from March 28, 2026: route 223 every 20 minutes midday (Downtown Redmond, Overlake, Lake Hills, Bellevue College, Eastgate); 224 reroutes to serve Redmond Ridge Corporate Center; 225 now serves Overlake station rather than Redmond Technology, every 30 minutes; 240 every 15 minutes between 5 a.m. and 9 p.m. to Renton; 250 every 15 minutes on weekdays between Avondale Rd, Bear Creek Park & Ride and Downtown Redmond. Since the same date, all Metro buses allow all-door boarding.
  • Overlake Metro Flex: an on-demand minivan service has run in the Overlake area since fall 2025.
  • Metro frequencies change every March and August, so check the route before you travel. Metro publishes service-change information in English, Simplified Chinese, Russian, Spanish and Vietnamese; not in Turkish.

  • How to pay: an ORCA card, a contactless bank card or phone, a station ticket machine (cash, Visa, Mastercard) or the Transit GO Ticket app. Transfers within 2 hours are free.
  • Fare checks: Link runs without fare gates today and fare ambassadors check at random. Sound Transit approved a gate pilot at up to 14 stations, but installation is planned for 2029 to 2030.
  • ORCA LIFT brings the fare to $1.00 for low-income adults. No Redmond location issues the card in person; the nearest is the Northshore public health center in Kirkland (see the clinic list), and you can also apply online or by phone.

How do I set up electricity and gas in Redmond, and do I need an SSN?

Short answer

In Redmond electricity and natural gas both come from Puget Sound Energy (PSE), 1-888-225-5773. That is the difference from Seattle: there is no Seattle City Light here, so it is one company and one application. No SSN is required; PSE also accepts a passport number, a tax ID number or a date of birth. A deposit may be asked for, but you can avoid it three ways.

  1. Start the account. Apply on PSE's website or call 1-888-225-5773. PSE says on its own page that the form can take up to 15 minutes and that you can save it and come back. Every Redmond address uses the same company, so unlike water it does not change street by street.
  2. What it asks. Your name, phone, service address, source of income and length of employment, plus one of these to identify you: "driver's license or passport number, military ID, tax identification number, Social Security number or birthdate". An SSN is only one option on that list, so a newcomer can open the account with a passport number or an ITIN.
  3. Deposit and waivers. A deposit may be asked for, but new customers can avoid one three ways: sign up for automatic payments or bank bill pay, bring a good-payment letter from a previous electric or gas utility, or have a PSE customer in good standing guarantee the account. A deposit comes back with interest after a period of on-time payments.
  4. State rules protect you. WAC 480-100-108 requires regulated electric utilities to offer at least five different forms of identification, and WAC 480-100-113 limits deposits and requires alternatives such as a guarantor or prepayment. Details in our Washington State guide.

The PSE application page we read asks nothing about immigration status; what it wants is a number that confirms who you are.

If you struggle to pay the bill

  • PSE's own programs: an income-based Bill Discount Rate, a one-time bill credit (HELP) and federal LIHEAP, delivered through PSE or local agencies. There is winter shut-off protection from November 15 to March 15. The eligibility rules and income limits are statewide: see our Washington State guide.
  • 211: a free statewide referral line for help with utility bills, rent and food.
  • The city discount does not cover electricity: Redmond's 50 percent discount applies only to the water, sewer and stormwater bill and requires you to be 62 or older or disabled (below). It is not an option for a working-age household.
  • The pages we read do not say what LIHEAP or PSE assistance requires regarding immigration status, so ask the agency you apply to and read the public benefits section first.

Internet

  • It depends on your address. The city's own telecom list names Comcast, Ziply Fiber, Astound Broadband, AT&T, Lumen, Starlink, T-Mobile and Verizon, but who actually serves a given street varies. Type your address into the FCC broadband map to see.
  • Low-cost plans: most large providers offer discounted packages for households receiving public assistance; terms change through the year, so talk to the company directly.
  • It will not help with school enrollment: one detail worth knowing, Lake Washington School District does not accept cable, internet or phone bills as proof of address. Keep your water, electricity, gas or garbage bill for that.
  • Free Wi-Fi: available at the King County Library System branch in Redmond, card or no card (library cards).

07 · Water and trash

How do I open a water account in Redmond, and who collects the garbage?

Short answer

Water, sewer and stormwater are city services: Utility Billing 425-556-2152, billed every two months. But here is Redmond's local trap: a tenant usually cannot open the account, because the property owner has to file a form first. Garbage, recycling and compost have come from Recology since January 1, 2026 (425-552-1008), all three in one monthly rate.

As a tenant, you cannot open the account yourself

  • The city form says it plainly: "If you are a new tenant, please do not complete this form. In order to establish a new account, the property owner must complete the Request to Bill Tenant Form." The owner can file it online or sign a PDF and return it by email, mail or fax.
  • What that means in practice: ask your landlord or property manager to file it when you sign the lease. In apartment buildings water and sewer are usually billed through the landlord and never go into your name at all, so ask about that in writing too.
  • If you are buying a home: you fill out the online Request for New Service form yourself. It asks for the service address, whether you are the buyer or the owner's authorized representative, the closing date, your name, phone and email. The form we read has no SSN or ID number field. You can also call 425-556-2152.
  • Check that your address is really a city account: Redmond serves most areas inside the city limits, the Novelty Hill urban area to the east and some properties outside the city, while some addresses around the city are billed by Bellevue, Kirkland, the Woodinville Water District or the Northeast Sammamish Sewer and Water District. Call Utility Billing before you move and confirm.
  • Contacts: Utility Billing 425-556-2152, weekdays 8 a.m. to 5 p.m.; after-hours emergencies 425-556-2500. City Hall is at 15670 NE 85th St, Redmond WA 98052, and payments go to Utility Billing, P.O. Box 3745, Seattle WA 98124-3745.

What water, sewer and stormwater cost

Residential customers are billed every two months. For a typical home on a 3/4-inch meter, the fixed charges add up to $234.00 before you use a drop of water:

Usage is added on top: per 100 cubic feet, $2.37 for the first 8 units, $4.73 from 8.01 to 20, $7.10 from 20.01 to 40 and $9.46 above that. One cubic foot is about 7.48 gallons. Note how much of the bill is the county treatment charge: saving water does not reduce that line.

Fees and how to pay

  • Paying by card costs extra: a $5 convenience fee applies to one-time credit and debit payments online or by phone. Free options are e-check, mail, paying in person at City Hall, or direct-debit autopay from a bank account. Card autopay ended on January 1, 2025, so recurring payments go through your bank.
  • Other charges: final notice $20, administrative (delinquent) fee $60, after-hours restoration $125, returned payment $25, final bill $30. Late sewer and stormwater balances accrue 8 percent interest a year.
  • Heat protection: since July 23, 2023, state law bars water shut-offs for non-payment during a National Weather Service heat alert. If your water is already off during an alert, call 425-556-2152 to have it turned back on sooner.
  • The pages we read mention no water or sewer deposit, but ask when you open the account.

Garbage: Recology since January 1, 2026

  • The hauler changed. WM held the Redmond contract for 30 years; Recology King County took over on January 1, 2026. Do not waste time calling the old company.
  • What is included: weekly garbage, recycling and compost, all three in one monthly rate. A 32 or 35-gallon cart is $27.22 and a 64-gallon cart is $52.82. For comparison, the same city table shows Kirkland between $52.57 and $96.11, so Redmond is cheap next to its neighbors.
  • Contact: Recology 425-552-1008 (weekdays 7 a.m. to 7 p.m., weekends 8 a.m. to 7 p.m.); start, stop, change carts or book a bulky pickup through My Recology Service online. There is also a store in Redmond: 8862 161st Ave NE #104, inside Bella Bottega, Tuesday to Saturday 10 to 6 and Sunday 10 to 5, where you can pay a bill and drop off hard-to-recycle items.
  • Curbside now takes more: Styrofoam, batteries, textiles, lightbulbs and organics are collected at the curb. The city's "What Goes Where" tool tells you which cart something belongs in.
  • Discounts and extras: carry-out service is free for residents with disabilities, and low-income seniors and customers with disabilities get a 50 percent discount. Wildlife-resistant carts can be requested.
  • Transition problems: during the January 2026 switch some customers waited a long time for replacement carts. The city says that affected under 1 percent of customers; if yours is still unresolved, write to the city's solid waste program.

The city's 50 percent discount: not for most newcomers

Redmond gives a 50 percent discount on the water, sewer and stormwater bill, but the conditions are narrow and it is better to know up front. All of them have to be met: you are 62 or older, or totally and permanently disabled; you live in a single-family residence; it is your primary residence; and the utility account is in your own name. Household income has to fall under HUD "very low income" limits: for 2026 applications (2025 income) that is $57,550 for one person, $65,800 for two, $74,000 for three, $82,200 for four and $88,800 for five. Applications are taken from July 1, 2026 to June 30, 2027, and the credit starts only from the date you apply and are approved, with nothing backdated. So a working-age family does not qualify, and because the account has to be in your name, most tenants are excluded before income is even considered.

Does Redmond have 311, how do I report a problem, and how do I get a library card?

Short answer

Redmond has no 3-1-1 phone number. For non-emergency issues the city runs an online Request for Service portal and a Your Redmond app; the portal is not monitored around the clock and its business hours are weekdays 8 a.m. to 5 p.m. To reach a person, call Customer Service at 425-556-2900, extension 7. The library is not Seattle Public Library but the King County Library System.

How to contact the city

  • The online request portal: the "Report an Issue" and "Request a Service" buttons on the city website go to redmondwa.qscend.com/311, where you report non-emergency concerns, ask questions, search a knowledge base and file an online police report or a public records request. The portal warns on its own page: "Requests are not monitored 24/7. Our regular business hours are Monday through Friday 8:00AM to 5:00PM." Anything filed overnight waits for the next business day.
  • The app: Your Redmond, for Apple and Android.
  • By phone: the City Hall main line is 425-556-2900, and Customer Service is extension 7. Business Licensing is 425-556-2193. The police non-emergency line is 425-556-2500, which is also the after-hours number for utility emergencies.

  • 211: the statewide referral line for utility bills, rent and food. Also 511 for road conditions, 711 for relay service and 811 before you dig.

The city's immigration resources page

Redmond keeps an Immigration Resources page in the top bar of its own website. The city publishes its Welcoming Resolution, updated in 2026, and states plainly that "Redmond Police and other city staff do not enforce civil federal immigration law". The city also says it follows the state Keep Washington Working Act and gives the police non-emergency line (425-556-2500). The page lists local legal aid and community organizations as well. None of that is legal advice, but it is worth knowing before you deal with the city.

The library: King County Library System

  • Which system: Redmond belongs to the King County Library System (KCLS), not Seattle Public Library. KCLS serves all of King County except Seattle, Yarrow Point and Hunts Point; the catalog, the branches and the borrowing rules are separate from Seattle's.
  • The Redmond branch: 15990 NE 85th St, Redmond WA 98052. There is also a Redmond Ridge Library Express location in the city. Check the hours on the KCLS page before you go: the library website blocks automated access, so the hours we found come from an indirect source.
  • What an adult card needs: a photo ID showing your date of birth (a driver's license, a passport, a Washington ID, a U.S. military ID or a Matricula Consular, and an expired one is accepted) plus proof of your current address (a Washington license or ID, a printed utility bill, printed checks, a lease, voter registration, a King County property tax bill or another official document). No SSN appears in the sources we read. Because those rules also come from an indirect source, bring both documents with you.
  • If you have no fixed address: a card with limited checkout needs only a photo ID and a mailing address or phone number, and there is a staff-issued digital card option for people experiencing homelessness.
  • Where to apply: online, in which case the card is mailed, or at any branch.

What the city does not handle

Redmond City Hall does not issue marriage licenses or birth certificates and does not register vehicles; all of those happen elsewhere (marriage license, birth certificate, car registration). On the other hand Redmond does have a U.S. passport acceptance point: the King County District Court Redmond courthouse at 8601 160th Ave NE, by appointment and for new applications only (passport section).

09 · Renting

How much deposit can a Redmond landlord charge, how much can rent go up, and what if I have no SSN?

Short answer

Redmond has its own tenant ordinance (RMC 9.54) that goes beyond state law: move-in fees plus the deposit cannot exceed one month of rent, late fees are capped at 1.5 percent, and a rent increase above 3 percent needs 120 days of notice while one above 10 percent needs 180. Most important of all: a landlord may ask for your SSN but cannot refuse to rent to you for not giving one.

The SSN rule: the most useful sentence on this page for a newcomer

Redmond Municipal Code 9.54.065 prohibits a landlord from requiring a Social Security number for tenant screening. They may request one, but as the city's own housing page puts it: "Your landlord can ask for your Social Security number, but cannot refuse to rent to you because you did not provide it." Instead they may use previous names, addresses, personal references and work history. A landlord can still take adverse action over "inaccurate, unfavorable, or unavailable screening results", so the rule is not an automatic approval; but "no SSN, no apartment" is against the law in Redmond. Saying that you know the rule is often enough, and landlords are required to post a summary of these protections where tenants can see it.

What Redmond adds to state law

The ordinance was adopted on July 19, 2022 (Ordinance No. 3091) and covers tenancies under the state residential landlord-tenant act and the manufactured housing act.

State rules apply as well

  • The rent cap: under RCW 59.18.700 there can be no increase in the first 12 months of a tenancy, and after that no more than 7 percent plus inflation or 10 percent, whichever is lower, once every 12 months. The published cap is 9.683 percent for 2026 and 10 percent for 2027. For manufactured and mobile homes the cap is 5 percent. The state's own notice period is 90 days, but Redmond's 120 and 180-day rules are longer, so those govern here.
  • Deposit conditions: a deposit may only be taken if the lease is in writing and you were given a signed, dated move-in checklist. Without that checklist the landlord is liable for the whole deposit.
  • Refund: due within 30 days of move-out, with an itemized written statement of any deductions. Nothing may be deducted for ordinary wear and tear.
  • Just cause (RCW 59.18.650): a landlord cannot evict except for the listed reasons. A pay-or-vacate notice for unpaid rent is 14 days; a material lease breach is 10 days; serious damage or illegal activity is 3 days.
  • If you are leaving: ending a month-to-month tenancy takes at least 20 days of written notice before the end of the rental period (RCW 59.18.200).

Where to turn if something goes wrong

  • Eastside Legal Assistance Program: free legal help with eviction prevention, landlord disputes, discrimination and domestic violence; the city has contracted with it.
  • The Housing Justice Project handles King County eviction cases and the Northwest Justice Project provides a free attorney to low-income tenants facing an eviction lawsuit. The statewide legal aid line is CLEAR, 1-888-201-1014.
  • The King County Bar runs neighborhood legal clinics with 30 minutes of free advice, and the Dispute Resolution Center of King County offers mediation.
  • Affordable housing: ARCH (A Regional Coalition for Housing) lists rent-restricted apartments across East King County. The King County Housing Authority is not currently accepting new applications, so check its status before you apply.

10 · Home ownership

I bought a home in Redmond. What is the property tax, and is there any relief?

Short answer

Redmond does not collect its own property tax: the King County Assessor values the home, King County Treasury bills it, and the installments are due April 30 and October 31. The good news is that the rate is lower than Seattle's: for 2026 Redmond's tax code areas run from $7.27 to $8.40 per $1,000 of assessed value, against $9.90845 for Seattle's code 0010. Washington has no general homestead exemption.

  1. The county issues the bill. The King County Assessor values the home and King County Treasury collects. One bill contains the shares of the state, the county, the city, Lake Washington School District, fire and library districts and others.
  2. Do not miss the installments. First half April 30, second half October 31. If the tax is under $50 the whole amount is due April 30. Interest runs monthly from May 1.
  3. Appealing the assessment. Petitions go to the county Board of Equalization by July 1. King County's free property tax advisor helps: 206-477-1060. Assessor general information 206-296-7300.
  4. Deferral applications are due by September 1.

What is the rate in Redmond?

The rate depends not on the city but on the tax code area: which school, fire and water districts your parcel falls inside. In King County's 2026 rate book, Redmond's areas look like this:

In practice, a home assessed at $1,000,000 pays about $7,271 a year in the lowest area and about $8,399 in the highest, while the same home in Seattle pays roughly $9,900. That is a simplified multiplication. We do not match code areas to Redmond neighborhoods here, because the area is set parcel by parcel: check your own rate in the county's eReal Property search or by calling 206-296-7300 before you buy. Inside that rate, the Lake Washington School District share for 2026 is about $2.55 per $1,000.

What relief exists?

Redmond's other taxes

  • No city income tax, and no separate city property tax bill: the city's share sits inside the single county bill.
  • Sales tax is 10.40 percent (last quarter of 2026, changing January 1, 2027). Seattle charges 10.55 percent, which shows on large purchases.
  • No city fee on car tabs: Redmond does not charge the transportation benefit district fee that costs $50 in Seattle and $20 in Kirkland (car registration).
  • State income tax: Washington levies none on wages; for the capital gains tax and Redmond's business taxes see the taxes section.

11 · School

How do I enroll my child in school in Redmond, and is an SSN required?

Short answer

No SSN is required. Redmond is served by Lake Washington School District. Enrollment is completed through Skyward or the neighborhood school, not at a central welcome center. Prepare proof of the child's birth date, two separate proofs of address, and immunization records. The district office is at 16250 NE 74th St, Redmond.

Which school will the child attend?

LWSD serves Kirkland, Redmond and Sammamish, along with parts of Bellevue, Woodinville and the unincorporated areas of King County. A child is assigned to the district school for the address; you find out which one by entering your address in the district's School & Bus Finder tool. If the result is not clear, call Transportation on 425-936-1120. The schools with Redmond in the name are Redmond Elementary, Redmond Middle School and Redmond High School, but a Redmond address can perfectly well fall to an LWSD school with another name, so do not guess, ask the tool.

Where does enrollment happen?

  1. Do not look for a central welcome center. The district says on its own page that new student enrollment is done at your neighborhood school or online. There is no single registration center of the kind Seattle has.
  2. Call the school or start online. You can leave your name, phone and email with the school, fill in the district's contact form, or ask for login details for Skyward and complete the enrollment in the "Enrollment Access" area. Online enrollment takes about 20 to 30 minutes and you can save it and continue later.
  3. High schools may want an appointment. The district says that some schools, high schools in particular, ask you to make a telephone appointment first. A paper form is also available.
  4. If you have questions: the district office is at 16250 NE 74th Street, Redmond WA 98052, 425-936-1200, and the registrar is [email protected]. There is a Resource Center on the ground floor of the district office.

Which documents are asked for?

  • Proof of date of birth: a birth certificate, a hospital record, a passport, an adoption record or a previous school record.
  • Two separate proofs of address. Accepted: mail from a government agency (a vehicle registration, a Good To Go bill, a letter from Social Security, from the immigration authorities, from unemployment insurance or from DOL, a USPS change-of-address letter, an election ballot); a mortgage statement, a homeowner insurance policy or a property tax bill; an unexpired lease carrying the owner's contact details; or a utility bill no more than two months old. The detail of that last item matters: water, sewer, gas, electricity and garbage bills count, while cable, internet and telephone bills do not. Originals are required and the address on the two documents has to match.
  • Immunization record: a signed Certificate of Immunization Status (CIS).
  • Also: an emergency card, a signed Residency Verification Form and any previous school records.
  • What is not on the list: neither an SSN nor an immigration document appears on the district's registration page or in its frequently asked questions. A letter from the immigration authorities features only as one of the examples of government agency mail, that is, as proof of address rather than as proof of status.

The residence requirement: the district wants the child to spend at least four nights a week at the address; having bought or rented the home is not enough on its own, and an arrangement with a friend or a relative is not accepted as residence. Separate rules cover foster care, homelessness and unaccompanied students.

Is immigration status asked about?

No. The district's nondiscrimination notice lists "immigration or citizenship status" among the protected characteristics. The rule from the state education agency OSPI points the same way: schools cannot require an SSN from all students, cannot ask you to disclose or document immigration status, and cannot turn a child away from enrollment for being undocumented. Under the 1982 decision in Plyler v. Doe, every child living in the United States can attend public school. The detail and the OSPI guidance are in our Washington State guide.

What happens for a child whose English is new?

  • Language survey: every new student completes the Home Language Survey at enrollment. If the language spoken at home is not English, the child takes the state's WIDA screening test.
  • The program: more than 3,000 students in the district receive English language development services, and the district says it is home to more than 95 cultural and language groups. The service is delivered at the child's own school: pull-out, in-class support and co-teaching in elementary school, and separate English language development classes in grades 6 to 12.
  • Assessment: the English test is given every year in February or March, and students who exit the program are monitored for two years.
  • High school credit: in grades 9 to 12 a world language credit can be earned for proficiency in another language. There is no separate statement about Turkish, so ask the school.

Is there any service in Turkish?

Interpretation and document translation are free, but Turkish is not a ready-made service. The district says every parent has the right to receive information in a language they can understand, and it provides a telephone or in-person interpreter and document translation at no cost; an in-person interpreter needs 5 business days of notice. ParentSquare and Skyward have their own translation features as well. The district has published its language access rights in 24 languages (Amharic, Arabic, Brazilian Portuguese, Khmer, Chinese, English, French, Hebrew, Hindi, Japanese, Korean, Marshallese, Punjabi, Romanian, Russian, Samoan, Somali, Spanish, Tagalog, Telugu, Tigrinya, Ukrainian, Urdu and Vietnamese), and Turkish is not among them. So you do not find Turkish support ready made, you request it: put the request in writing before an important meeting and get confirmation. Age and immunization rules

To start first grade a child has to have turned six by August 31; there is a separate program for an early kindergarten start. The immunization list and the exemption rules are the same statewide and do not change by district: how many doses of which vaccine are required, how records from abroad are accepted and the conditional-start rule are in our Washington guide. The short version: an immunization record in another language is accepted once a health official has verified it, and a child with a missing dose can start with conditional status.

Where can I get care in Redmond if I have no insurance?

Short answer

Call 911 or go to an emergency room for a life-threatening condition. Redmond has no hospital; the nearest major hospitals are Overlake in Bellevue and EvergreenHealth in Kirkland. Redmond does have a HealthPoint community clinic, but it is not free: it uses a sliding fee scale. Ask a hospital for charity care before paying the bill.

Both run a 24-hour emergency room. Which one is closer to you depends on your address; because there is no official distance measurement, we do not print a travel time here. Check your address on a map once and write the answer on the fridge. In a life-threatening emergency call 911, and the ambulance takes you to the most suitable hospital.

The hospital bill: charity care

  • Emergency care cannot be refused. RCW 70.170.060 does not allow any hospital to refuse emergency care because a patient cannot pay, and the federal EMTALA rule requires an emergency examination and stabilization regardless of status.
  • Overlake's own policy (effective April 1, 2025): for patients whose household income does not exceed 300% of the federal poverty level, the patient portion is written off in full; between 301 and 350% the discount is 80%, and between 351 and 400% it is 75%. Assets are not counted, and the policy states plainly that assistance is given "regardless of race, national origin or immigration status". You are screened first for Healthplanfinder or Apple Health, and a decision is valid for 6 months. To apply: the financial counselors on 425-467-3740 (weekdays 8 a.m. to 5 p.m.), any registration desk, MyChart or [email protected].
  • EvergreenHealth: it offers sliding-scale financial assistance and its financial counselors are reached on 855-480-7451. Because the hospital's site is closed to automated access, we do not print its percentages here; ask the hospital for the text of its own policy before you apply.
  • Every hospital has its own policy. Overlake's percentages differ from those at hospitals in south King County. Do not generalize, read the text of the hospital you are going to.
  • When to ask: before you pay the bill. Even a bill that has gone to collections can fall within charity care. The thresholds, the appeal process and the Department of Health complaint line are in our Washington guide.

Apple Health and buying insurance

  • Children and pregnancy: Apple Health for Kids covers under-19s, and pregnancy coverage covers pregnant people, both regardless of immigration status.
  • Adults: Apple Health Expansion enrollment is closed because it reached its cap in December 2025. People already enrolled stay covered. The routes that work while it is closed: Apple Health for Kids, pregnancy coverage, Alien Emergency Medical (AEM) for genuine emergencies, Family Planning Only and Medical Care Services.
  • Buying from the marketplace: anyone living in Washington can buy insurance through Healthplanfinder regardless of immigration status, and the state's Cascade Care Savings support does not ask about status either. The enrollment period is November 1, 2026 to January 15, 2027. The application and help line is 1-855-923-4633.
  • In-person help: there is no public health clinic in Redmond; the nearest places for enrollment help are the Eastgate public health center in Bellevue and the Northshore one in Kirkland, plus the ICHS clinic in Bellevue (clinic list). HealthPoint Redmond also provides interpretation.
  • Crisis line: 988 for suicide and crisis, by call, text or chat around the clock, with interpreter support.

Where can I find free or reduced-cost clinics near Redmond?

Short answer

Our review did not find a regularly operating Eastside clinic whose own current page promises free general medical care. HealthPoint Redmond is sliding-fee, not free: published starting charges are $25 for a medical visit and $50 for dental care. The verified free option is the annual Seattle/King County Clinic at Seattle Center.

What is genuinely free

Seattle/King County Clinic · Seattle Center

A volunteer clinic held once a year over four days. It provides dental treatment (more than 90 chairs: cleanings, fillings, extractions, X-rays, root canals, crowns), eye examinations and custom glasses, more than 15 medical services, behavioral health, social workers and insurance advisers, and the organizers write this on their own page: "All services are provided free of charge to patients" and "as a low-barrier clinic, patients are not asked for any documentation or proof of income, insurance or immigration status in order to receive care." It works first come, first served and sees more than 3,000 patients a year. It is about 15 miles from Redmond.

It is not open now. The 2026 clinic ran in April and is over. The next date is April 29 to May 2, 2027, with details announced for publication in January 2027. Put it in your calendar now. The organizers' own warning matters too: if you have an emergency, do not wait for the clinic.

Centers that charge on income: cheap, but not free

Every one of the following applies a discounted (sliding) fee based on household income and household size: the price comes down, the care does not become free. All of them write that nobody is turned away for inability to pay and that immigration status is not considered.

If you have no insurance, a discount is applied according to household income and the number of people in the household; the discounted fees start at $25 for a medical visit and $50 for dental treatment. You can hand in income documents for the last 30 days (a tax return or pay stubs) within 60 days of the first visit, and approval then lasts 12 months. If you do not apply, you pay the full fee. The organization's own frequently asked question reads: will applying affect my credit or my immigration status? No. Applying for financial assistance will not affect your credit or your immigration status.

The organization says that if you have no insurance or are struggling to pay for services that are not covered, it offers a discounted fee based on household income and family size, and it writes that it welcomes everyone who needs care regardless of health, immigration status or ability to pay. You hand in income documents within five days of the appointment.

Sea Mar Community Health Centers · Bellevue

3801 150th Ave SE, Bellevue WA 98006; (425) 460-7140, weekdays 8 a.m. to 5 p.m. Family medicine, child health, prenatal care, family planning, immunizations and laboratory services. The organization writes that it applies a discounted fee to eligible patients based on household size and annual income, that a fee will be requested at the time of the visit, and that it provides services without regard to ability to pay; the page states that it does not distinguish by "income, occupation, gender, immigration status or citizenship status". Because we could not read its 2026 fee table, we do not print figures here; call and ask.

Eastgate Public Health Center · Bellevue (low cost)

14350 SE Eastgate Way, Bellevue WA 98007; 206-477-8000 or 1-800-244-4512. Primary care Monday, Tuesday, Thursday and Friday 8 a.m. to 5 p.m., Wednesday 9 a.m. to 6 p.m. (some Wednesdays start at 10:30). Adult and child primary care, immunizations, sexual and reproductive health, a Teen Clinic with Wednesday walk-ins 1 p.m. to 5 p.m., maternity support services, WIC, a children's dental clinic and a pharmacy are available. The agency writes that everyone is welcome at its clinics, including regardless of age, race, language, housing status, ability to pay and immigration status. For reproductive health services it says the care is confidential and free or low cost and that nobody is turned away for inability to pay; the Teen Clinic is likewise described as free to low cost. For adult primary care the page states no fee, which is why you should count that as low cost rather than free. There is no public health clinic in Redmond, and the next nearest point is the Northshore Public Health Center in Kirkland (13030 121st Way NE, Suite 202, 206-263-2850, Monday to Thursday 8 a.m. to 5 p.m., closed Friday), which provides WIC, maternity support, infant case management and the ORCA LIFT card.

Lake Washington Institute of Technology dental clinic · Kirkland (low cost)

11605 132nd Ave NE, Kirkland WA 98034 (East Building, E107). For a new patient interview call (425) 739-8130, option 1. It is a student teaching clinic open to the public; appointments run three hours, and for a new patient the work is often spread over two or three visits. It is not free, it is low cost. Because we could not verify the price list from the official page, we do not print figures here; call and ask.

A hospital bill is a separate category

The charity care programs at Overlake and EvergreenHealth are not clinics, they are a right to a reduction on the bill. Overlake writes off the whole patient portion for patients with income up to 300% of the poverty level and states that the decision is made regardless of immigration status. Ask before you book

  • Are you accepting new patients? Are there age, income, insurance or residency requirements?
  • Are visits, lab tests, medications, dental treatment and outside referrals charged separately?
  • Which documents do I bring for the discounted fee, and how long do I have to turn them in?
  • Is a Turkish interpreter available, and do I need to give notice in advance?

How do I obtain a marriage license while living in Redmond?

Short answer

King County does not issue the license in Redmond or Bellevue. Use the King County Recorder's Office, 201 S. Jackson St., Suite 204, Seattle, weekdays 8:30 a.m. to 4:30 p.m. The fee is $169; there is a three-day waiting period and the license is valid for 60 days. Both applicants appear in person.

How do you get from Redmond to Seattle?

For Redmond the real content of this section is a travel plan, because there is no alternative counter on the Eastside. The recorder's office is in Pioneer Square, within walking distance of King Street Station. You have two sensible options:

  • By 2 Line: about 41 minutes from Downtown Redmond station to International District/Chinatown station, $3.00 one way, with trains every 8 to 10 minutes through the day. From the station you walk a few blocks to 201 S Jackson St. The office closes at 4:30 p.m., so set out in the morning. Not having to park is the biggest advantage of making this trip by train.
  • By car: parking in central Seattle costs money, and the SR 520 bridge charges $4.90 one way at peak times. If you go by I-90 there is no bridge toll.

Filling in the application online at home and completing only the payment and the signature in person brings the number of trips down to one.

Step by step

  • Where: King County Recorder's Office, King County Customer Service Center, 201 S. Jackson St., Suite 204 (2nd floor), Seattle WA 98104. Weekdays 8:30 a.m. to 4:30 p.m., closed at weekends and on county holidays. The phone is 206-477-6620.
  • Fee: $169.
  • How to apply: there are three routes. Apply online and complete it in person with the transaction number, go to the office directly, or apply by mail with a notarized application.
  • Both applicants have to come in person. An applicant who cannot come can sign the application in advance before a notary.
  • Identification: King County does not publish a list of accepted documents. Take official photo identification such as a passport and call 206-477-6620 to confirm before you go; the easiest way to waste an hour of travel from Redmond is to arrive with the wrong document.
  • Timing: the 3-day wait is counted from the day the license is issued. If it is not used within 60 days after the wait, the license expires.
  • The ceremony: it takes place within Washington, with two witnesses, performed by someone authorized under state law. The person who performs it sends the marriage certificate to the county. A certified copy costs $3 each and is not sent automatically, so you have to ask for it separately.

Changing your surname

  • After marriage: changing your name is not compulsory and Washington sets no time limit. If you do change it, you take the certified marriage certificate to the Social Security Administration, to DOL, to the State Department for a passport, to USCIS and to your banks.
  • By court order: a petition to change a first or last name is filed with King County District Court. The fees, the recording charge and the process are in our Washington guide; the court's Redmond courthouse is at 8601 160th Ave NE, but confirm on the court's own page which courthouse takes a name-change petition before you file.

Where do we obtain our baby's birth certificate in Redmond?

Short answer

King County's vital-record counter is in Seattle, not Redmond: 201 S. Jackson St., Suite 220, 206-837-0719. A certified copy costs $25; the in-office VitalChek kiosk is $28.50 and usually prints it in about 10 to 15 minutes. Mail and online ordering are also available.

Birth records from 1907 to the present are issued for the whole of Washington. The marriage license office is in the same building, Suite 204 (above), so you can deal with both errands in one trip.
  • Think it over before you travel from Redmond: the office is within walking distance of King Street Station, and the 2 Line runs from Downtown Redmond to International District/Chinatown in about 41 minutes for $3.00. If all you want is the document, consider ordering online or by mail before you set out: the trip and a day off work can cost more than the extra shipping fee.
  • Fees: a birth or death certificate is $25. The VitalChek kiosk in the office is $28.50 and the document comes out in about 10 to 15 minutes. A mail order adds $4, and online and telephone orders carry the VitalChek surcharge.
  • The state office: the Washington Department of Health issues the same document (360-236-4300, toll free inside the state on 1-800-525-0127) and a certified copy is $25, but by mail it takes 8 to 10 weeks. If you are in a hurry, the county counter or VitalChek is faster.
  • Who can request one: the person themselves, a spouse, parents, a stepparent, a guardian, a child, a sibling, grandparents, a legal representative, agencies and courts. Official photo identification expired by no more than 60 days and a document showing the relationship are required.
  • What happens at the hospital: new parents sign the birth notification form at the hospital. The first certified copy is not free and the hospital does not order it for you; you have to request the document yourself. Because there is no hospital in Redmond, your baby will most likely be born in Bellevue or Kirkland, but King County still issues the certificate.
  • Apostille: a certified copy is required to get an apostille for a document that will be used in Türkiye, and the state Secretary of State's office handles that (below).
  • The baby's SSN application is a separate transaction, and there is no SSA office in Redmond; the nearest is in Bellevue at 636 120th Ave NE, Suite A100 (SSN section).

How do I get a Social Security number in Redmond?

Short answer

There is no Social Security office in Redmond. The nearest one is in Bellevue, at 636 120th Ave NE, Suite A100. SSNs are issued only to people with work authorization or a legally required reason. If you asked for an SSN in your immigrant visa application, the card is mailed to you. Otherwise, start online and visit an SSA office by appointment within 45 days. There is no fee.

  • What to bring: current immigration documents (green card, I-94 or EAD) with a valid passport, and a birth certificate if you have it. No photocopies or notarized copies. SSA suggests waiting 10 days after arrival so DHS records can be verified.
  • Which office: SSA decides which office serves you by ZIP code, not by distance. We could not confirm that Redmond's ZIP codes, 98052 and 98053, are assigned to Bellevue, so check the SSA office locator before you go.
  • How far: about 8 miles from Redmond City Hall to the Bellevue office, roughly 12 minutes without traffic. That figure is a routing estimate from a mapping service, not an official number, and it stretches in the peak hours on SR 520 and I-405.
  • F-1 and J-1: an SSN is available only once you are authorized to work (on-campus job, CPT, OPT), not just for enrolling in school.

What can I do in Redmond without an SSN?

  • Driving: Washington is one of the states that issues a standard license to people without an SSN. The Department of Licensing asks for your SSN if you have one, or for a signed declaration that you do not. A standard license does not show immigration status or legal presence. The REAL ID-compliant Enhanced Driver License (EDL) is only for U.S. citizens with an SSN. More in the driver's license section.
  • School enrollment: the state education agency, OSPI, says districts may not require Social Security numbers from all students and may not ask families to disclose or document immigration status. The Lake Washington School District, which serves Redmond, does not list an SSN among its registration documents either. More in the school section.
  • Electricity and gas: both come from Puget Sound Energy in Redmond. PSE's start-service page lists a driver's license or passport number, a military ID, a tax ID number, a Social Security number or a date of birth as ways to identify you, so an SSN is one option among several rather than a requirement.
  • Water, sewer and stormwater: these are billed by the city (Redmond Utility Billing, 425-556-2152). The new service request form has no field for an SSN or any ID number.
  • Library card: Redmond belongs to the King County Library System (KCLS), not to the Seattle library; the branch is at 15990 NE 85th St. The library's card rules ask for a photo ID showing a date of birth (a passport and a Matricula Consular are listed as examples) plus proof of your current address, and no SSN appears in them. We could not read that page directly, so confirm the current list at kcls.org.
  • Taxes: people who must file but cannot get an SSN use an ITIN (see the tax section below).

17 · Taxes

Does Redmond have an income tax, how much is sales tax, and how do I get an ITIN?

Short answer

Neither the state nor the city taxes your wages, so your pay stub shows only federal income tax and FICA. The trade-off is sales tax: 10.40% in Redmond for October to December 2026. Property tax is billed by King County, in two installments due April 30 and October 31. If you must file taxes but cannot get an SSN, apply for an ITIN with Form W-7; the nearest office that checks the documents is in Seattle.

What comes out of a Redmond paycheck

  • No state income tax: the Washington Department of Revenue says the state does not currently have an individual income tax. There is no state return and no state withholding.
  • No city income tax either: Redmond's own tax page lists what the city does levy, and the list is business-side: admissions, gambling and utility taxes on telephone, cellular, gas, electric and cable services. Nothing comes off a paycheck. If you are moving from Philadelphia or New York City, the city wage tax you are used to does not exist here.
  • Seattle's payroll tax does not reach Redmond: the JumpStart payroll expense tax applies to employment inside Seattle. Redmond has no equivalent.
  • That changes on January 1, 2028: SB 6346, passed in the 2026 session, creates a 9.9% tax on individuals and joint filers with annual adjusted gross income above $1 million, with the first returns due in April 2029. It will not touch an ordinary salary.
  • Capital gains tax: long-term gains on stocks, bonds and business interests are taxed under RCW 82.87. Since tax year 2025 the rate is tiered: 7% on the first $1,000,000 of taxable Washington gains and 9.9% above that. The standard deduction was $278,000 for 2025. Home sales and retirement accounts are exempt. DOR line: 360-705-6705.

How much is sales tax?

Sales tax depends on where you receive the goods or services, and rates are revised quarterly. From October 1 to December 31, 2026 the combined Redmond rate is 10.40%, of which 6.5% is the state share. Driving across the bridge to shop in Seattle does not lower it; Seattle is higher.

Property tax and selling a home

  • Installments: in King County the first half of the property tax is due April 30 and the second half October 31; if the bill is under $50 the whole amount is due April 30. Late charges accrue monthly from May 1. King County Treasury is at 201 S Jackson St, 2nd floor, and the property tax line is 206-263-2890. More in the property tax section.
  • If you sell: the state real estate excise tax (REET) is usually paid by the seller. For sales through December 31, 2026 the graduated rates are 1.10% up to $525,000, 1.28% to $1,525,000, 2.75% to $3,025,000 and 3% above that. The thresholds rise on January 1, 2027, and a local share is added on top.

How do I get an ITIN?

  1. Complete Form W-7 and attach it to your federal return unless an exception applies.
  2. Get documents verified. Mail originals to the IRS in Austin, use a Certifying Acceptance Agent (CAA), or book an appointment at an IRS office that reviews ITIN documents. With a CAA or an IRS office, your passport does not go in the mail; documents are returned at the end of the appointment.
  3. Wait. Processing takes about 7 weeks, or 9 to 11 weeks during tax season (January 15 to April 30).
  • Nothing on the Eastside: according to the IRS list, the Washington offices that review ITIN documents in person are in Everett, Olympia, Richland, Seattle, Silverdale, Spokane, Tacoma, Vancouver and Yakima. There is none in Bellevue, Kirkland or Redmond. For a Redmond resident the nearest is Seattle, at 915 Second Ave., 32nd Floor (Henry M. Jackson Federal Building).
  • How far: about 15 miles from Redmond City Hall, roughly 22 minutes without traffic. That is a routing estimate from a mapping service rather than an official figure, and it excludes downtown traffic and parking. The 2 Line takes about 46 minutes from Downtown Redmond to Westlake and saves you the parking problem.
  • Appointments: 844-545-5640. It can take several weeks to get one, and the offices take no walk-ins. Confirm the address with the IRS office locator. The two 2026 Saturday openings (April 11 and May 30) have passed.
  • What to take: a current government photo ID, your passport and supporting documents. The centers review originals or copies certified by the issuing agency, and interpretation is available by phone.
  • Expiration: an ITIN not used on a federal return for three years in a row expires.

18 · Starting a business

How do I start an LLC in Redmond, and where do I get a business license?

Short answer

Starting a business in Redmond takes three steps: a Certificate of Formation with the Secretary of State ($180 for an LLC), then the state business license and UBI number from the Department of Revenue, and in that same application the Redmond city endorsement. Redmond's 2026 fee is $160 per full-time-equivalent employee, with a $160 minimum. The city has no business and occupation tax of its own.

  1. Certificate of Formation: filed with the Secretary of State's Corporations & Charities Division; the fee is $180. Expedited service is $100 extra for about three working days; same-day service is $150 extra and only in person, in Tumwater (243 Israel Rd SE) or Cheney. There is no counter on the Eastside, so build the drive into any urgent filing.
  2. State business license and UBI: once the entity is on file, apply through DOR's business license application. You need the license if you do business under a name other than your own legal name, plan to hire within 90 days, collect sales tax, or have gross income of $12,000 a year or more. Online applications take about 10 business days, plus 2 to 3 weeks if city or state endorsements are needed, and up to 6 weeks by mail.
  3. The Redmond city endorsement: any business located in Redmond, or coming into Redmond to call on clients, needs the city endorsement. The city does not take the application itself: every new application and every renewal goes through the state Business Licensing Service at dor.wa.gov. You do not visit a separate city website or counter; you tick Redmond on the same state form.
  4. Annual report: $70. A late filing adds a $95 delinquency fee, and reinstating a cancelled entity costs $140 plus the missed annual report fees. An amendment is $30.

What the Redmond endorsement costs: $160 per employee

  • How it is counted: the 2026 annual fee is $160 for each full-time equivalent (FTE) working in Redmond, with a minimum of $160. One FTE means 1,920 hours worked in Redmond. A self-employed person, a sole proprietor, an owner, a partner and working family members each count as an FTE, so a one-person consultancy pays $160.
  • First year: new businesses estimate the first year's hours; later years are calculated from the four quarterly reports filed with Labor and Industries.
  • Businesses based elsewhere: a company with its office outside Redmond still needs the endorsement. If it grosses under $4,000 in Redmond the fee is $0, after the city reviews and refunds it, but the license is still required. Do not assume a small job is exempt from the paperwork.
  • Nonprofits: organizations with an IRS 501(c)(3) letter pay $0 and still need the license. Licenses are not transferable.
  • Working from home: a business run from a residence has to comply with Redmond Zoning Code 21.04.1150 and still gets its license through the state service.
  • The difference from Seattle: Redmond has no city business and occupation (B&O) tax. The city's own FAQ says so plainly. In Seattle a sole proprietor pays a tiered certificate fee and files a city B&O return; in Redmond you pay the license fee and file nothing with the city. The state B&O tax applies in both places.
  • Licenses the city issues directly: regulatory licenses such as pawnbrokers, peddlers and solicitors, tow trucks, master event licenses and cabarets come from the city rather than the state service: 425-556-2193.

  • Do not plan on a counter visit: DOR's Tumwater office moved to a new location in the fall of 2026. Filing through the online service is faster and unaffected by the move.
  • Trade name (DBA): a sole proprietor using a name other than their legal name registers it in the same business license application. Washington does not expect a separate county DBA filing.

19 · Public benefits

Can immigrants in Redmond get SNAP or Apple Health, and does it affect a green card?

Short answer

Food assistance (Basic Food, the state's name for SNAP) and cash aid are applied for through Washington Connection, and health coverage is Apple Health, run by the Health Care Authority. The 2025 federal law (H.R. 1) narrowed both: from October 1, 2026 federal Medicaid is open only to green card holders, Cuban and Haitian entrants and COFA citizens. Children and pregnant people keep coverage regardless of status.

  • Food assistance: applications go through Washington Connection. After H.R. 1, SNAP is generally limited to U.S. citizens, green card holders, Cuban and Haitian entrants and COFA citizens, and the 5-year wait still applies to green card holders, with exceptions such as children under 18. Washington also funds its own Food Assistance Program for some immigrants who cannot get SNAP; ask Washington Connection or your local DSHS office whether you fall inside it before you open an application.
  • U.S.-citizen children in the household may still receive benefits in their own right.
  • The October 1, 2026 break in Apple Health: according to the Health Care Authority's page for noncitizens, refugees, asylees, parolees, VAWA self-petitioners and trafficking survivors lose federal Medicaid eligibility after September 30, 2026. Children and pregnant or postpartum people are outside that change.
  • Apple Health Expansion is closed: the state-funded program that covers adults 19 and over regardless of immigration status hit its enrollment cap in December 2025 and takes no new enrollees. People already enrolled keep their coverage, and the program moves to fee-for-service on January 1, 2027. HCA still asks people to apply so they can be considered. The routes that work regardless of status are Apple Health for Kids (under 19), pregnancy coverage with 12 months postpartum, Alien Emergency Medical for emergencies, and Family Planning Only. More in the health section.
  • A nuance about data: HCA says Apple Health Expansion is exempt from the public charge test and that it does not share data with ICE. But a federal court ruling of December 29, 2025 lets CMS give DHS an enrollee's name, immigration status, address, phone number and Medicaid ID. So "completely safe" is not the right word.
  • The new public charge rule: for green card applications filed on or after September 18, 2026, officers may consider any means-tested benefit (SNAP, Medicaid, housing assistance and others) received on or after that date. Benefits received earlier count only if they were cash assistance or long-term institutional care. Benefits received by family members, such as a child in their own right, are generally not counted.
  • Who is exempt: humanitarian categories such as asylees and refugees, T and U visa holders, VAWA self-petitioners and TPS. Family-based, most employment-based and diversity visa applicants are subject to it.
  • Litigation: on September 14, 2026, more than 20 states filed one lawsuit and cities led by New York City filed another. As of October 1, 2026, no court had blocked the rule, so check again on the day you read this.
  • Free legal help: the CLEAR hotline at 1-888-201-1014 and the Northwest Immigrant Rights Project at 206-587-4009.

Redmond discounts that are not benefits

  • The city utility discount is narrow: Redmond's 50% low-income discount is only for customers aged 62 and over, or totally and permanently disabled, with the account in their own name, in a single-family home they live in. A working-age newcomer household does not qualify. Applications run from July 1, 2026 to June 30, 2027, and the credit starts only from the date you apply and are approved.
  • Garbage: Recology gives the same group, low-income seniors and disabled customers, a 50% discount.
  • Electricity and gas: Puget Sound Energy runs its own bill credit, discount rate and LIHEAP programs. These go through the utility and the state, not the city, so ask PSE about the conditions directly.
  • Parks and classes: Redmond Parks reduces activity and class fees by 50, 70 or 90 percent depending on household income, and the form does not ask about immigration status. It is only for residents of ZIP code 98052, though; 98053 is not covered. More in the free and family section.
  • Transit: ORCA LIFT brings the Link and bus fare down to $1, and riders 18 and under travel free. These are discounted services, not public assistance.

20 · Address change

I moved to Redmond. Do I have to report my address to USCIS?

Short answer

As a general rule, most people who are not U.S. citizens, green card holders included, must report a new address to USCIS within 10 days of moving. The easiest route is the change of address screen in your USCIS online account; the paper Form AR-11 is free too. If you have a case in immigration court, you also file Form EOIR-33 within 5 days. A move from Overlake to Education Hill counts.

  1. Sign in to your USCIS account and open the Change of Address screen. Filing online satisfies the legal duty, and you do not also have to mail a paper AR-11.
  2. Enter the receipt number of every pending application. Otherwise notices can go to your old address.
  3. Tell USPS separately. A post office change of address does not update USCIS records, and USPS does not forward USCIS mail to a new address.
  4. If you have a court case, file Form EOIR-33/IC within 5 days. The court changes an address only on that form.
  5. If you have a reporting duty to ICE (for example a check-in requirement), update your address with ICE through the ICE Portal. Its page asks for the update within 5 business days of the move.

Holders of A and G visas and visitors who arrive under the Visa Waiver Program are outside the USCIS reporting requirement.

On the Eastside this is easy to forget, because the moves are short: from an apartment near a corporate campus to north Redmond, or from Redmond to Kirkland, Bellevue or Sammamish. Staying inside the same ZIP code changes nothing about the duty.

Where is the nearest USCIS office to Redmond, and where do biometrics appointments happen?

Short answer

There is no USCIS office in Redmond or anywhere on the Eastside. Fingerprint and photo appointments take place at the application support center in Tukwila, at 12500 Tukwila International Boulevard, Seattle WA 98168, open weekdays 8 a.m. to 4 p.m. That is about 23 miles from Redmond City Hall, roughly 32 minutes by a routing estimate, and I-405 traffic can double it. Interviews are at the Seattle field office, by appointment only.

  • Nothing on the Eastside: Washington has two application support centers, one in Tukwila and one in Spokane. Bellevue, Kirkland and Redmond have none. For a Redmond family the trip runs toward the airport, not toward downtown Seattle.
  • The field office address: the USCIS field office page says plainly that there are no walk-ins, but we could not confirm the office's street address on an official page. Take the address, the floor and the time from your appointment notice rather than from a guess.
  • Getting there: parking is $8 a day and King County Metro route 174 stops in front of the building. If you drive, leave plenty of time for I-405 and I-5 in the morning; taking the 2 Line from Downtown Redmond and changing to the 1 Line at International District/Chinatown is another option.
  • What does not happen at an ASC: you cannot file an application or hand in documents there, only have biometrics taken. Military personnel are seen without an appointment from 9 a.m. to 3 p.m.
  • Appointments and questions: the USCIS Contact Center at 800-375-5283 or the online appointment tool. Appointments are free.
  • Processing times: on the USCIS processing times page, choose your form, the category and Seattle as the office. The figures are updated monthly.
  • Your biometrics notice: the center you are sent to is named in your I-797C and is not always the closest one. To reschedule, ask through your USCIS online account at least 12 hours before the appointment.
  • Attorneys at interviews: since May 18, 2026, attorneys can no longer appear remotely at field office interviews except in limited cases. Your attorney has to come with you.

Redmond's own immigration resources page

Redmond links from a banner on every page of its website to its own Immigration Resources page. The City Council adopted an updated Welcoming Resolution on March 17, 2026, restating the city's commitment to all residents regardless of immigration status. By the city's own figure, more than 44 percent of Redmond residents were born outside the United States.

  • What the page says: Redmond Police and city staff do not enforce civil federal immigration law. Under the state Keep Washington Working Act (RCW 10.93.160) and department policy, officers may not ask about or record immigration or citizenship status unless it is tied to a state or local criminal investigation, may not detain a person solely to determine status, and the department shares information with immigration officials only where the law requires it, such as under a valid court order. The city also says requests for information it holds go through legal review and that it does not proactively release information to other agencies.
  • What it does not cover: these rules bind city employees, not federal officers. The city's own page says it does not direct federal operations and receives no advance notice of federal activity. A city resolution does not stop ICE from acting in Redmond, and it changes nothing in your own case. Decisions on your application are made by USCIS and the immigration courts, not by the city.
  • The county side: King County says on its own page that county resources are not used to assist federal civil immigration enforcement (King County Code 2.15), that a February 12, 2026 executive order created a Welcoming County Subcabinet, and that $2 million in emergency support funds (housing help, immigration legal services and food assistance) is set aside for people affected by enforcement.
  • Who it is not written for: neither the city's page nor the county's is aimed at people on H-1B, L-1, L-2 or H-4 status. Both are general immigrant-community and rights guidance, and neither says anything about visa extensions, transfers or processing times.
  • Phone numbers: Redmond Police non-emergency 425-556-2500 (911 for immediate danger), City Hall 425-556-2900, 15670 NE 85th Street, Redmond WA 98052.
  • The welcoming desk at the library: the King County Library System runs a weekly Welcoming Center at the Redmond Library (15990 NE 85th St, (425) 885-1861), where staff connect newcomers with services. Is there an immigration court in Redmond, and how do I check my case status?

Short answer

There is no immigration court in Redmond. Non-detained cases from King County are heard at the Seattle Immigration Court, 915 2nd Ave, Suite 613, Seattle WA 98174, phone 206-342-7200. A second court for detained cases sits in Tacoma, at 1623 East J St, Suite 3. Your hearing notice decides which court and which room you go to. You can check your case with your A number through EOIR's online system (ACIS) or at 1-800-898-7180.

  • The courthouse in Redmond is something else: Redmond has no municipal court of its own; its court services come from the King County District Court courthouse in Redmond, at 8601 160th Ave NE, 206-205-9200. That is a state court handling traffic citations, misdemeanors and similar matters. It has nothing to do with an immigration case, and no immigration hearing is held there.
  • Getting to Seattle: the 2 Line runs from Downtown Redmond to Westlake in about 46 minutes for a flat $3. The courthouse is downtown, so the train usually beats hunting for parking.
  • Hours: both courts are open weekdays 8 a.m. to 4:30 p.m., with filings accepted at the window until 4 p.m. Closed on federal holidays.
  • Entering the building: in Seattle you go in from the 1st Avenue side, there is a security check and visitors are escorted from the lobby. Bring photo ID. The same building (the Henry M. Jackson Federal Building) also houses the IRS office that reviews ITIN documents and an SSA office, so check the floor before you step out of the elevator.
  • An old address still circulating: some websites still list the Seattle court at 1000 Second Avenue. It moved to 915 2nd Ave in the summer of 2020. Always confirm the location on your most recent hearing notice.
  • Tacoma: the court is inside a processing center with no transit stop nearby. Go there only if that address is on your notice.
  • Email: [email protected] and [email protected].
  • Checking online: ACIS needs only your A number (A plus 8 or 9 digits). The hearing notice is still the official information; the system can be slow to show new dates.
  • ICE: the ERO Seattle Field Office number is 206-277-2000. We could not confirm the office's address on ICE's own page, so verify it on ICE's contact page or in your own paperwork before you travel. If you have a check-in duty, the place is named in the papers you were given; talk to your attorney before you go.

Where do I find my I-94, and what if it is wrong?

You can download the I-94 from your most recent entry on CBP's website. Mistakes made at entry (the wrong visa class, a wrong name or the wrong period of stay) are corrected by a CBP Deferred Inspection office. If you entered at Seattle-Tacoma airport, that office is at the airport and the phone number is (206) 214-2200. CBP's pages were not reachable for us, so confirm the address and hours on CBP's Deferred Inspection list and call before you go. The airport is about 23 miles from Redmond by a routing estimate. The office corrects only errors made at the moment of entry.

23 · Voting and jury duty

I'm not a citizen. Can I register to vote in Redmond, and what if I get a jury summons?

Short answer

Registering and voting are for U.S. citizens only, green card holders included. A jury summons is a different matter. Washington builds its jury list from the voter list plus the Department of Licensing file of drivers and identicard holders. Redmond has no municipal court of its own, so a summons comes from the King County District Court, the Superior Court or the federal court. Do not ignore it: return the signed declaration.

  • The jury list is more than the voter list: each county pool is built every year by merging the Secretary of State's list of registered voters with the Department of Licensing file of licensed drivers and identicard holders (RCW 2.36.054). A standard Washington license is available to applicants without an SSN and does not show immigration status, so a noncitizen who never registered to vote can still land in the pool. A driver's license does not give you the right to vote, but it is enough to put your name on the jury list.
  • Redmond has no municipal court: the city's court services come from the King County District Court courthouse in Redmond, at 8601 160th Ave NE. So there is no such thing as a summons from a "Redmond Municipal Court"; the heading on the letter names one of three courts.
  • Check which court sent it: all three require U.S. citizenship for service, but the office you answer and the deadline are different.

  • King County District Court: to serve you must be 18 or over, a U.S. citizen, able to use English or ASL, a county resident, with civil rights restored after any felony. If you are not a citizen you say so in the portal rather than ignoring the notice. Jurors are paid $10 a day plus mileage or bus fare; most trials finish within a week and hours run 8:30 a.m. to 4:30 p.m. Jury Services is at 516 Third Ave, Room W-1034, Seattle WA 98104; [email protected]; 206-477-1730. Intentionally failing to appear is a misdemeanor (RCW 2.36.170).
  • King County Superior Court: felony and civil cases. The jury source list is split by ZIP code between a Seattle and a Kent assignment area, but we could not verify from an official source which area Redmond's 98052 and 98053 fall into. Read the location off your summons instead of guessing. The court asks you not to go to a courthouse until the bailiff gives you a place, date and time. Emergency line 206-477-1320.
  • The federal court: the Western District of Washington draws jurors from the 19 western counties using voter lists and driver license and state ID records. The first mailing is usually a qualification questionnaire, completed online. The jury office is at 206-370-8413 or 800-488-3350, and the Seattle courthouse is at 700 Stewart St. We could not read these details on the court's own pages, so confirm the deadlines from the letter you received.
  • Your employer must give you the time: RCW 2.36.165 requires an employer to allow leave for jury service, though it does not require them to pay for it.
  • Never ignore the summons: Washington pays no juror fee to a person who never returned the declaration and is later found not qualified. Answering takes a few minutes. Misstating your citizenship to get out of service is a different and far larger problem.
  • Scam warning: neither the court nor the sheriff telephones to demand money over a missed jury duty. If you get a call like that, hang up and call the court on its own published number.
  • Voter registration at the licensing counter: automatic registration in Washington applies only to citizens who apply for, renew or change the address on an enhanced driver license or enhanced ID, which calls for proof of U.S. citizenship. A standard license registers nobody; registration happens only if the applicant asks for it at the counter. Read the voter registration part of the form, and if you are not a citizen do not sign it and do not tick its box. Answer the citizenship question truthfully.
  • The penalty is heavy: knowingly giving false information on a voter registration application, or signing a false declaration about voter qualifications, is a class C felony in Washington (RCW 29A.84.130), and the state's own registration form warns of up to five years in prison and a fine of up to $10,000. Registering or voting without citizenship can also have serious immigration consequences (USCIS Policy Manual). A green card or permanent residency is not citizenship.
  • Leave the volunteers' forms alone: around election season registration tables appear at Redmond Town Center, at the market and at front doors. Do not fill in the form, even when a campaign worker says it is fine.

I just became a citizen. How do I get a U.S. passport in Redmond?

Short answer

This one you can do in Redmond. A first U.S. passport is applied for in person on Form DS-11, and the King County District Court courthouse in Redmond, at 8601 160th Ave NE, accepts new applications. An appointment is required, there are no drop-ins, and renewals are not handled there. The court's service fee is $35 per application, on top of the State Department fees. An adult passport book is $130. The Redmond post office also books passport appointments.

  • Two separate payments: the court's $35 service fee can be paid in cash, by card, check or money order. The State Department passport fee is accepted only as a check or money order payable to "U.S. Department of State". Do not mix them up; the wrong payment wastes the appointment.

The USPS listing shows passport appointments and passport photos ($15) at this branch, with appointment hours weekdays 9 a.m. to 4 p.m. and Saturday 9 a.m. to noon.   • Other King County District Court locations: Bellevue, Burien, Issaquah, the Maleng Regional Justice Center in Kent, Shoreline and the King County Courthouse in Seattle.

Redmond's center of gravity is Marymoor Park: parking is $1 a day and the Discover Pass is not valid there. Snoqualmie Falls is about 19 miles away and free to see.

What to know before you drive to Marymoor

  • The parking fee is small but required: $1 per vehicle per day at the kiosks; a few take cards, and each kiosk points to the nearest card machine. Paying through the ParkMobile app makes it $1.25. Longer permits exist too: $20 for 2 months, $30 for 3, $55 for 6 and $100 for 12.
  • The Discover Pass does not work here: Marymoor is a King County park, not a state park, so you pay the $1 even with a pass in the windshield. The reverse is true at state parks such as Lake Sammamish and Olallie, where the Discover Pass is required.
  • You can take the train: the 2 Line's Marymoor Village station is linked to the north end of the park by a new trail, and the Bear Creek bridge joins the East Lake Sammamish Trail to the Redmond Central Connector Trail. If you would rather not pay for parking, ride and walk in.
  • No cutting through: using the park as a shortcut and parking overnight are both prohibited.

Lake and mountain: the water is cold

  • The state parks warning: lakes and rivers in King County run very cold even in summer. Wear a life jacket and enter slowly, especially with children.
  • Burn bans: as of October 1, 2026 every Washington state park is under a Level 2 or Level 3 burn ban. At Lake Sammamish, wood fires are restricted to the pits in designated areas and charcoal may be restricted too. Do not promise the kids a campfire.
  • Discover Pass: it goes in the vehicle for state parks and state forest and wildlife lands: $45 a year or $10 a day. One pass can be registered to two vehicles, valid for one at a time. From November 1 to March 31, Sno-Park areas need their own permit and the Discover Pass does not cover them.
  • National parks: Mount Rainier and Olympic are day trips, though parts of both are closed for the 2026 season. Fees, closures and statewide trips are covered in our Washington State guide.

Short answer

For a family with small children the free place to know in Redmond is the barnyard at Farrel-McWhirter Park: open every day from 9 a.m. to 4 p.m., with free entry and free parking. The parks, the Sammamish River Trail and Snoqualmie Falls cost nothing either. Redmond Parks cuts class and activity fees by 50 to 90 percent by income, but only for residents of ZIP code 98052.

  • The Farrel-McWhirter barnyard: open 365 days a year from 9 a.m. to 4 p.m., free to enter with free parking. The south main lot is off NE Redmond Rd and the north entrance is on 196th Ave NE. It is the easiest hour out with young children in Redmond.
  • Parks and trails: the Sammamish River Trail (10.1 paved miles), the East Lake Sammamish Trail, the Redmond Central Connector Trail, Idylwood Beach Park and Downtown Park. All free.
  • The common areas at the Senior & Community Center: lobbies, seating areas and restrooms are free, and the lounge and library for ages 50 and over is a free weekday drop-in from 8 a.m. to 4 p.m. Some programming through the year is free as well.
  • Redmond Saturday Market: free to walk through and to listen to the music, with the season ending October 31.
  • Snoqualmie Falls: seeing the falls is free and so is the lot across the street. The closer lot charges $7 an hour.
  • Free days: the Discover Pass is not needed on October 10 and November 11, 2026 (for day-use parking only). October 27 and November 11, 2026 are fee-free days in the national parks. NPS describes those days as being for "U.S. citizens and residents", so check the park's page or ask a ranger before you reach the gate.

  • How much: Redmond Parks and Recreation reduces activity and class fees by 50, 70 or 90 percent depending on household income and size, up to $1,063 per person per year.
  • Who qualifies: residents of ZIP code 98052 only. 98053 is not covered, so not every Redmond address qualifies. Check a bill or your lease.
  • What is asked for: proof of residency and of income (a tax return, a W-2, a pay stub, a DSHS or Social Security statement, a utility bill). The form does not ask about immigration status.
  • How to apply: by email to [email protected], or in person at the Redmond Community Center at Marymoor Village (6505 176th Ave NE), City Hall (15670 NE 85th St), the Senior & Community Center or the Old Firehouse Teen Center (16510 NE 79th St).
  • It renews each year: the discount runs by calendar year, has to be reapplied for in January and covers only that year's activities. Adult leagues, rentals, extra supplies and private lessons are excluded.

What a library card gets you

  • Which library: Redmond belongs to the King County Library System, not the Seattle library, and the branch is at 15990 NE 85th St. Seattle's museum pass program is for Seattle cardholders; a family in Redmond uses the county system's own program.
  • Museum and park passes: the library system lends cardholders a museum or park pass once per calendar month. For Woodland Park Zoo it reserves 10 passes a day, each admitting up to four people aged 3 and over.
  • Check Out Washington adventure packs: packs lent for 14 days that include a Discover Pass, binoculars and pocket guides to trees, birds and wildlife. The pass covers day-use parking at state parks and on state wildlife and natural resources land.
  • Confirm before you count on it: we could not read the library's own pages directly, so check the number of passes and the release time at kcls.org.
  • Getting a card: a photo ID showing a date of birth (a passport and a Matricula Consular are listed as examples) plus proof of address, with no SSN asked. More in the SSN section.

  • Marymoor Park: two large playgrounds with a life-size train, a 30-foot climbing wall and the off-leash dog area. Parking is $1 a day.
  • Kids Zone: at the Senior & Community Center, children aged 3 to 12 can be dropped off for up to two hours if they are potty-trained: $12 a visit for residents, $15 for others. Hours are Monday to Thursday 9 to 1 and 5 to 8, Friday 9 to 1, Saturday 9 to 12, closed Sunday.
  • A wet day: for indoor time, Redmond Town Center and the community centers work, and the city's indoor seasonal events (such as the October 24 trick-or-treating) are built for children.
  • Winter: the tubing park at Snoqualmie Pass is scheduled to open for the season on November 21, though it depends on snow. The Sno-Park permit season starts November 1, and the Discover Pass is not valid in those areas.
  • December: Redmond Lights opens on the evening of December 5 at Downtown Park, with art installations, a snowfall effect, live performances, a luminary trail, a children's light fashion show and free craft tables, and the lights run along the Central Connector Trail to Redmond Town Center through January 4, 2027. What the trip actually costs if you live in Redmond

  • The district: the mission's contact page gives its district as Alaska, Arizona, California, Colorado, Hawaii, Idaho, Montana, Nevada, Oregon, Utah, Washington, Wyoming and the Pacific islands. Living in Redmond, Bellevue or Kirkland makes no difference; the appointment is in Los Angeles.
  • The distance: about 960 miles as the crow flies and roughly 1,140 road miles, which is close to 22 hours of driving without stops. Those are routing estimates from a mapping service, not official figures. Nobody actually drives it: several carriers fly nonstop from Sea-Tac to Los Angeles, and the airport is about 23 miles from Redmond.
  • Plan one or two nights: because applications are taken only between 9 a.m. and 12:30 p.m., a morning flight out of Seattle does not reliably reach the counter the same day. Budget a day off work, a flight and usually a hotel night.
  • Bundle everything into one appointment: every family member's passport, ID card and civil registry business is worth putting on the same trip. Check the document list on the mission's site before you book, because one missing paper means a new appointment and another flight.
  • Do not count on a mobile consulate: the mission's announcement archive shows mobile consular services in the Seattle area only in 2013, and nothing is announced for 2026. No honorary consul for Seattle appears on the mission's contact page either. Do not plan an urgent document around that possibility.
  • Start early: put your passport expiry date in your calendar now. A Turkish passport's validity also matters for U.S. visa renewals and your I-94, so leaving it to the last month gets expensive.
  • Closed days: the mission's remaining 2026 holidays are October 12, October 29 (Turkish Republic Day), November 11, November 26 and December 25, then January 1, 2027. Book around them.
  • What you can do without travelling: use the mission's e-Konsolosluk system and the call center for anything that does not need you at the counter.

Registering a Redmond-born child with the Turkish civil registry

Birth registration uses a certified copy of the birth certificate and can be done by mail, so you do not have to fly to Los Angeles for a child's registration. In King County the certified copy comes from King County Vital Statistics at 201 S. Jackson St., Suite 220, Seattle WA 98104, phone 206-837-0719, open weekdays 8:30 a.m. to 4:30 p.m. A copy is $25, or $28.50 from the kiosk in the same building, ready in about 10 to 15 minutes. Military service (askerlik)

  • Registration (yoklama): men born in 2007, and anyone without a deferral, must complete it by December 31, 2026, through the consulate or e-Devlet.
  • Paid military service (dövizle askerlik): for July to December 2026 the amount is the foreign-currency equivalent of 472,653.60 TL, collected by the consulate in U.S. dollars at the Turkish central bank rate of the payment day. Ask the mission whether a transfer fee is added. The amount changes on January 1, 2027.
  • Conditions: a U.S. residence or work permit, at least 3 years (1,095 days) of work abroad excluding time spent in Türkiye, the MSB online training, and an in-person appointment in the mission's district. Redmond is in the Los Angeles district.
  • Dual citizens: people born in the U.S., or who arrived as minors and naturalized, can defer until the end of age 35 once their U.S. citizenship is recorded in the Turkish civil registry. For multiple citizens there is no work condition; 3 years abroad is enough.

How do I get an apostille on a Redmond document for use abroad?

Short answer

There is no apostille counter in Redmond. Documents issued in Washington or notarized by a Washington notary get their apostille from the Secretary of State's apostille program. The fee is $15 per document. Mail requests take about 7 to 10 business days from receipt. Same-day service exists only at the Tumwater office (243 Israel Rd SE) and the Cheney office, both a long way from Redmond, so mail is usually the easier route.

Short answer

Türkiye stays on UTC+3 all year, while Redmond is on Pacific Time with daylight saving. So Türkiye is 10 hours ahead until November 1, 2026, and 11 hours ahead from then to March 13, 2027. At 9 a.m. in Redmond it is 7 p.m. in Istanbul in summer and 8 p.m. in winter. Turkish Airlines flies nonstop from Seattle-Tacoma (SEA) to Istanbul Airport (IST).

  • U.S. clock changes: daylight saving time starts on the second Sunday of March and ends on the first Sunday of November: November 1, 2026 and March 14, 2027. The gap shifts twice a year because of it.
  • Calling Türkiye: with 10 or 11 hours between you, working hours barely overlap. To reach an office in Türkiye as it opens, plan for 10 or 11 p.m. in Redmond; to catch family in their evening, call in your morning. The Los Angeles consulate, on the other hand, is in your own time zone.

Can a noncitizen get a driver's license in Redmond?

Yes. The Washington Department of Licensing (DOL) asks for your Social Security number if you have one; if you do not, you sign a declaration saying so, and a standard Washington license does not show residency or legal status. Redmond has its own driver licensing office at 7225 170th Ave NE (425-649-4281), and it is closed on Mondays. DOL warns on that office page that walk-in service is "extremely limited or may be unavailable", so book an appointment. The office does not run commercial license road tests. Hours change often, so confirm when you book. Because the standard card is marked "Federal limits apply", carry your passport when you fly domestically.

Can I exchange my Turkish license in Washington, and is the test in Turkish?

No exchange. DOL waives the tests only for other U.S. states, Washington D.C., U.S. territories, the U.S. State Department, British Columbia (Class 5), Germany and South Korea. Türkiye is not on that list, so you take the knowledge test (32 of 40 correct) and the drive test (80 of 100), like any first-time driver. At 18 and over, no learner permit or driving school is required. The knowledge test comes in 12 languages and Turkish is not one of them, but DOL will arrange an interpreter if you email [email protected] at least five business days ahead.

Where do I register a car if I live in Redmond?

Not in Redmond. King County's own list of vehicle licensing offices covers 14 cities (Auburn, Bellevue, Bothell, Burien, Covington, Enumclaw, Federal Way, Issaquah, Kent, Kirkland, Renton, Seattle, Shoreline and Woodinville), and Redmond is not on it. When did light rail actually reach Redmond?

Worth getting straight. The 2 Line reached Redmond Technology station in April 2024 and Marymoor Village and Downtown Redmond on May 10, 2025. What opened on March 28, 2026 was the Crosslake Connection: the I-90 floating bridge with Mercer Island and Judkins Park stations, which finally joined Redmond to Seattle without a transfer. So the train did not arrive in Redmond in 2026; in 2026 it reached Seattle. Redmond has four stations: Overlake Village, Redmond Technology, Marymoor Village and Downtown Redmond.

How do I get from Redmond to Seattle and to the airport, and what does it cost?

On the Link 2 Line. Downtown Redmond to Bellevue Downtown is about 19 minutes, to Westlake in Seattle 46 minutes and to Lynnwood City Center 78 minutes, with no transfer on any of them. The fare is a flat $3.00 regardless of distance; riders 18 and under travel free, and the low-income ORCA LIFT card and the senior and disabled card bring it to $1.00. Trains run every 8 minutes at peak and every 10 midday. There is no through train to Sea-Tac: you change to the 1 Line at International District/Chinatown. If you drive to Seattle instead, the SR 520 bridge toll is $4.90 each way at weekday peak with a pass.

What is RedLink, and is it really free?

Yes, it is free. RedLink is the city's own on-demand, all-electric, shared ride service covering parts of Downtown Redmond, Education Hill and Southeast Redmond, and it will drop you at a light rail station. Every ride is booked in the free Ride Circuit app, and tips are never required. It runs seven days a week: Monday to Thursday 7 a.m. to 7 p.m., Friday 7 a.m. to 9 p.m., Saturday 9 a.m. to 9 p.m. and Sunday 9 a.m. to 7 p.m., subject to change. You must be 16 or older to ride alone, and young children need their own car seat. The app is only in the U.S. app stores, so visitors from abroad have to switch their store country to download it.

Who provides electricity, gas, water and trash in Redmond, and do I need an SSN?

Electricity and natural gas both come from Puget Sound Energy, and for identification PSE asks for one of several options, "driver's license or passport number, military ID, tax identification number, SSN or birthdate", so an SSN is not required. Water, sewer and stormwater are city services (Utility Billing 425-556-2152) billed every two months: on a 3/4-inch meter the fixed charge before any water use is $234.00. Garbage, recycling and compost have come from Recology since January 1, 2026 (425-552-1008), and all three are included in one monthly rate.

Can a tenant open the city water account?

Usually not. The city form says plainly, "If you are a new tenant, please do not complete this form": the property owner has to submit the Request to Bill Tenant form instead. The Request for New Service form, the one home buyers use, asks for the service address, the closing date, a name, a phone number and an email, and there is no SSN or ID number field on it. In apartments, water and sewer are normally billed through the landlord. Ask about this in writing when you sign the lease, because a utility bill in your own name is useful later as proof of address for school enrollment and a library card.

Does Redmond have 311, and how do I report a problem to the city?

Redmond has no 3-1-1 phone number. For non-emergency issues the city runs an online Request for Service portal and a Your Redmond app; the portal says on its own page that "requests are not monitored 24/7. Our regular business hours are Monday through Friday 8:00AM to 5:00PM." To reach a person, call Customer Service at 425-556-2900, extension 7. City Hall is at 15670 NE 85th Street. The police non-emergency line is 425-556-2500 and business licensing is 425-556-2193. In a life-threatening emergency, always call 911.

How much deposit can a Redmond landlord charge, and how much can rent go up?

Redmond's own tenant ordinance (RMC 9.54) goes beyond state law. Move-in fees plus the deposit together cannot exceed one month's rent, and they can be paid in six equal installments on a lease of six months or more, or two on a shorter one. Late fees are capped at 1.5 percent of the monthly rent. A rent increase above 3 percent needs 120 days of written notice and one above 10 percent needs 180 days; the state cap of 7 percent plus inflation or 10 percent, whichever is lower, which is 9.683 percent for 2026, applies on top. The rule that matters most: a landlord may ask for your Social Security number but cannot refuse to rent to you because you did not provide it.

Do I need an SSN to enroll my child in school in Redmond?

No. Redmond's district is Lake Washington School District: more than 30,000 students in 54 schools across Kirkland, Redmond, Sammamish and parts of Bellevue and Woodinville. There is no central welcome center: you register at the neighborhood school or online through Skyward. What you bring: proof of the child's date of birth (a birth certificate or a passport), two separate proofs of residency and a signed Certificate of Immunization Status. Cable, internet and phone bills are not accepted as proof of address; a water, sewer, gas, electricity or garbage bill dated within two months is. No SSN and no immigration document appear on the list. District office: 16250 NE 74th St, Redmond.

Does the school district provide a Turkish interpreter?

Interpretation and translation are free, but Turkish is not an off-the-shelf service. The district says every parent has the right to receive information in a language they can understand and provides phone and in-person interpreters and document translation at no cost; in-person interpreters need five business days of notice. However, the district publishes its language access rights notice in 24 languages and Turkish is not one of them. So you ask for Turkish support rather than find it already prepared: put the request in writing before an important meeting and get it confirmed.

What is the property tax rate in Redmond?

Lower than Seattle's. The King County Assessor values the home and King County Treasury collects, with installments due April 30 and October 31. In the county's 2026 levy rate book, Redmond's tax code areas run from $7.27 to $8.40 per $1,000 of assessed value, against $9.90845 for Seattle's code 0010. On a home assessed at $1,000,000 that is roughly $7,300 to $8,400 a year in Redmond and about $9,900 in Seattle. Which code applies depends on the parcel, so check your own rate in the county's eReal Property search before you buy.

Can I get a marriage license in Redmond?

No. In King County the license is issued only at the Seattle counter: King County Recorder's Office, 201 S. Jackson St., Suite 204, weekdays 8:30 a.m. to 4:30 p.m., phone 206-477-6620. There is no Eastside counter at all, not even in Bellevue. You start the application online and finish the payment in person. From Downtown Redmond the 2 Line reaches International District/Chinatown in about 41 minutes and the office is a few blocks away; trains run every 8 to 10 minutes and the fare is $3.00. The fee is $169, there is a 3-day waiting period after the license is issued, and it is then valid for 60 days. Birth and death certificates come from the same building, Suite 220.

I don't have insurance. Where can I get care in Redmond?

In a life-threatening emergency, call 911 or go to an ER: under RCW 70.170.060 no hospital may refuse emergency care because you cannot pay, and you can ask for charity care before paying a bill. Overlake Medical Center in Bellevue writes off the full patient responsibility for incomes up to 300 percent of the federal poverty level and says in its own policy that assistance is granted "regardless of race, national origin, or immigration status". For regular visits Redmond has its own clinic: HealthPoint Redmond (16255 NE 87th St, Suite 150) charges an income-based sliding fee starting at $25 for a medical visit and $50 for dental, so the price comes down but the care is not free. There is no public health clinic in Redmond; the nearest are in Bellevue and Kirkland.

Is there a genuinely free clinic in Redmond?

Our research could not confirm a single free walk-in clinic operating on the Eastside in 2026, and we would rather say so than dress it up. The one verified free option is the Seattle/King County Clinic at Seattle Center, which runs four days a year and provides dental, vision and medical care at no cost; its own page says patients need no documentation or proof of income, insurance or immigration status. The next one is April 29 to May 2, 2027. Everything else in the area is sliding fee or low cost, not free.
