How do I get a driver's license in Loudoun County?
Short answer
After moving to Virginia, you have 60 days to get a Virginia driver's license. If you can prove lawful presence, you get a regular license (8 years, $32); if you cannot, you apply for a Driver Privilege Card ($50). The Driver Privilege Card does not require an SSN and accepts an ITIN. The knowledge exam is offered in Turkish. Loudoun has two DMV offices in Sterling and one in Leesburg; there is none in Ashburn or South Riding.
Steps, documents and official links
- Pick your card. Residents who can document lawful presence get a regular license. REAL ID is optional and costs a one-time $10 on top of the license fee. Since May 7, 2025, you need a REAL ID or another ID such as a passport to board domestic flights, enter secure federal facilities or access military bases. A REAL ID requires one proof of identity, two proofs of Virginia residency, proof of lawful presence and proof of your SSN if one has been issued. All documents must be originals.
- No proof of lawful presence? Get a Driver Privilege Card. It is a driving credential for Virginia residents who are not U.S. citizens. You must have reported income from Virginia sources, or been claimed as a dependent on a Virginia tax return, in the past 12 months. DMV verifies the income electronically with the Virginia Department of Taxation.
- Appointments and walk-ins. Book through the DMV appointments page. Road skills tests also take walk-ins: be at the office by 4:30 p.m. on weekdays or 11:30 a.m. on Saturdays.
- Take the tests. The two-part knowledge exam is offered in many languages, including Turkish. The road skills test is in English only; you may bring an interpreter who is 18 or older and holds an unexpired U.S. driver's license, and DMV does not provide one. You supply the test vehicle, which needs a valid safety inspection sticker, plates and registration. After a first or second failure you wait 2 days to retest; after a third, you must complete the matching part of a driver education course first.

Documents must be originals. Anything not in English needs a certified English translation by a professional translator. The card is valid for up to 8 years. First-time applicants 18 and older (before January 1, 2027) pass the knowledge exam and get a learner's permit, then either finish a state-approved driver education program and pass the road test, or hold the permit for at least 60 days and pass the road test.

02 · Foreign license
Can I exchange my Turkish license for a Virginia license?
Short answer
Not without tests. Virginia offers reciprocity only to licenses from Canada, France, Germany, Japan, South Korea and Taiwan. Drivers 18 and older with a valid Turkish license must pass the two-part knowledge exam, the road skills test and a vision screening, though they may not have to hold a learner's permit for 60 days. You can take the knowledge exam in Turkish. New residents have 60 days to get a Virginia license.

Virginia DMV states it plainly: drivers 18 and older with a valid license from a country other than those six are not eligible for foreign reciprocity. Türkiye is not on the list.
- Book an appointment. Go to one of the DMV offices in Sterling or Leesburg with your Turkish license and your identity and residency documents (see the office list).
- Knowledge exam and vision screening. Choose Turkish for the exam; it is on DMV's official language list.
- Road skills test. The test is in English. You may bring an interpreter who is 18 or older and holds an unexpired U.S. license.
- Under 18: a foreign license cannot be exchanged, so every standard step applies.
- Driver Privilege Card: if your Turkish license is valid or expired less than a year ago, a Driver Privilege Card applicant can usually follow the exchange route rather than every first-time step. The tests still apply.
03 · Car
How do I register a car in Loudoun County, and how much is the car tax?
Short answer
After moving to Virginia, you have 30 days to title your car and 30 days to register it. Insure it in Virginia first. Loudoun County is an emissions-inspection area, so the car needs an emissions inspection before its first registration. Then there is the yearly local car tax: $3.09 per $100 of assessed value in 2026, due in halves on May 5 and October 5. The county's vehicle license fee has been $0 since 2025.

- Buy Virginia insurance. For policies effective on or after January 1, 2025, the minimums are $50,000 per person and $100,000 per accident for bodily injury and $25,000 for property damage. Driving uninsured brings a $600 noncompliance fee and an SR-22 filing for 3 years.
- Emissions inspection. If the car is kept in Loudoun County, it needs an emissions inspection before you register it, unless it already has a valid emissions certificate less than 12 months old. The program is run by the Virginia Department of Environmental Quality (DEQ): 703-583-3900.
- Title and register. At any DMV customer service center, bring the Application for Title and Registration, proof of address, the out-of-state title or registration card, and proof of the purchase price if you bought the car in the last 12 months.
- Safety inspection. Every vehicle in Virginia needs a valid annual safety inspection sticker. Inspections are done at licensed private repair shops, not at DMV. For questions, call the Virginia State Police at (804) 674-2000.

Because Loudoun is an emissions area, vehicles garaged here generally cannot get the three-year registration discount, and first-time registrations never qualify for it.
How the car tax works
- Who taxes it: a vehicle registered with DMV to a Loudoun County address is taxed by the county. The Board of Supervisors sets the rate in early April, and bills go out in early April.
- 2026 rates: $3.09 per $100 of assessed value for cars, trucks, campers and motorcycles, and the same $3.09 for electric vehicles. Eligible elderly or disabled residents pay $1.50 on a vehicle, and one vehicle of a permanently and totally disabled veteran is taxed at $0.
- Due dates: two halves, on May 5 and October 5.
- PPTRA subsidy: for personal-use vehicles, the state pays part of the tax on the first $20,000 of assessed value. The county lists a relief rate of 41% for tax year 2026 (28% in 2025). Business vehicles do not qualify.
- No vehicle license fee: the county cut its $25 vehicle license fee to $0 effective January 1, 2025. It still collects the fee for incorporated towns that charge their own.

04 · Tolls
How do I get E-ZPass in Loudoun County, and how do I pay the Dulles Greenway?
Short answer
Virginia's toll tag is E-ZPass, and accounts are handled by E-ZPass Virginia, run by the state transportation department (VDOT). Two toll roads matter most in Loudoun: the privately owned Dulles Greenway between Dulles Airport and Leesburg, and the Dulles Toll Road from Fairfax County to the airport. Greenway toll plazas are photo-enforced; if you drove through without a tag, pay online within 10 days. Check current rates on each road's website.

- E-ZPass Virginia: open an account and get a tag at ezpassva.com. Customer service is 1-877-762-7824, weekdays 7 a.m. to 7 p.m. An E-ZPass Reload Card lets you add cash at participating stores.
- Dulles Greenway: a 14-mile, entirely privately funded toll road between Dulles Airport and Leesburg, run by a private company. Virginia E-ZPass works on it. The speed limit through the toll plazas is 35 mph.
- No tag? Greenway toll plazas are photo-enforced. Pay a missed toll within 10 days of your trip at dullesgreenway.com/pay-tolls. Since June 17, 2026, PayNearMe accepts cards, Apple Pay, Google Pay, PayPal, Venmo, Cash App and bank transfers, plus cash at retail stores such as CVS, Walmart and 7-Eleven; checks are no longer accepted.
- Disputes: a dispute must reach the Greenway's enforcement center within 60 days of the notice. Mail: Dulles Greenway, 22375 Broderick Drive, Suite 260, Sterling, VA 20166.
- Dulles Toll Road: run by MWAA, the authority that operates the Washington airports, from Fairfax County to Dulles Airport. It takes E-ZPass and Pay By Plate. Current rates are on dullestollroad.com.

05 · Public transit
How does public transit work in Loudoun County, and how do I get to Dulles Airport?
Short answer
Loudoun County Transit's local buses, Transit On Demand and paratransit are free to ride. The commuter bus to Washington, Rosslyn, Crystal City and the Pentagon costs $12 one way with SmarTrip or $13 in cash. Metrorail's Silver Line stops at Ashburn, Loudoun Gateway and Dulles Airport. South Riding commuters catch the commuter bus at park-and-ride lots in Aldie and Chantilly.

- Local buses: service runs from Purcellville through Leesburg to eastern Loudoun on weekdays, with limited weekend service. All buses are wheelchair accessible and have bike racks. Real-time arrivals and alerts are in the Transit app.
- Transit On Demand: a shared-ride service booked through the app, a browser or 571-258-3464. It runs only inside the Leesburg and Sterling zones, and trips cannot cross from one zone to the other (use local Route 70 between them). Leesburg: daily 7 a.m. to 7 p.m. Sterling: weekdays 6 a.m. to 8 p.m., weekends 8 a.m. to 10 p.m. Book the same day or one day ahead, with a 20-minute pickup window.
- Commuter bus: coach-style buses with restrooms leave Loudoun park-and-ride lots for the Washington area in the morning and return in the evening. One child 5 or under rides free with a paying adult.
- SmarTrip cards: the card costs $2 and is sold at the transit office in Leesburg (209 Gibson Street NW), weekdays 8:30 a.m. to 5 p.m., cash or check. Riders 65 and older get a free Senior SmarTrip with a government photo ID; it is not sold at Metro stations. Loudoun buses do not accept WMATA daily, weekly or monthly passes.

Park-and-ride lots are free, but overnight parking is not allowed, and you park at your own risk. According to the county, commuter bus riders who pay with SmarTrip get their Loudoun Gateway garage parking reimbursed by WMATA within 48 hours.
Metro (Silver Line)
- Stations: in Loudoun, the Silver Line stops at Loudoun Gateway (Sterling), Ashburn and Dulles Airport. Ashburn is the end of the line.
- Ashburn parking: about 3,000 spaces in two garages. WMATA's station page listed daily parking at $4.95 in March 2026; WMATA reviews fares and parking every year, so check before you go.
- Fares: Metrorail costs $2.25 to $6.75 by distance on weekdays from 5 a.m. to 9:30 p.m. ($1.10 to $3.35 reduced), and $2.25 to $2.50 on weekday evenings after 9:30 p.m. and on weekends.
- Paying: tap a SmarTrip card or a contactless card when you enter and exit, using the same one both times. Current fares are on WMATA's fares page.
- Kids: up to two children aged 4 and under ride free with each paying adult.
Airports
- Washington Dulles (IAD): the region's main international airport, partly in Loudoun County and partly in Fairfax County, operated by MWAA. Turkish Airlines flies nonstop from Dulles to Istanbul. The Silver Line has its own station at the airport.
- Reagan National (DCA): in Arlington, served directly by Metrorail's Blue and Yellow lines.
06 · Electricity
How do I set up electricity and gas in Loudoun County?
Short answer
Depending on your address, electricity in Loudoun County comes from Dominion Energy or NOVEC, a member-owned cooperative; South Riding's homeowners association lists NOVEC for its area. NOVEC asks for your full Social Security number when you start service by phone. Gas comes from Washington Gas in some areas and Columbia Gas in others, and homes without gas lines use propane. Ask your landlord or the companies which one serves your address before you move.

- Find your electric company. The county lists two providers: Dominion Energy (866-366-4357) and NOVEC (Northern Virginia Electric Cooperative, 703-335-0500). The boundary varies by neighborhood. In South Riding, the HOA lists NOVEC.
- NOVEC: call 703-335-0500 at least 3 business days ahead (weekdays 7:45 a.m. to 5:30 p.m.). New service starts on weekdays only. On the call you give your full name, full Social Security number, service and billing address, phone, email, and employer name and city. For a joint account, both people must be on the line.
- Dominion Energy: start, stop or move service on its Start, Stop or Move Service page.
- Washington Gas: start service by phone (844-927-4427) or online with 48 hours' notice, not counting weekends and holidays. In Virginia, the gas-on fee is $14.85 ($45 if you want a technician reading at move-in) and the gas-off fee is $60. A security deposit may be required depending on your payment record, and someone must give access to the home.

07 · Water and trash
How do I start water service in Loudoun County, and who picks up the trash?
Short answer
Outside the towns, Loudoun Water supplies water: you start service online, tenants pay a $30 account fee plus a $200 advance payment, and the start form does not ask for an SSN. In Leesburg the town supplies water; if you cannot give an SSN, you pay the $30 plus $200 up front by credit card. The county collects no trash: Republic Services does in South Riding under the HOA contract, Patriot Disposal in Leesburg, and private haulers elsewhere.

Water (Loudoun Water)
- Who it serves: Loudoun Water provides water and sewer outside the incorporated towns, including Ashburn, Sterling and South Riding. The towns run their own systems.
- Starting service: use the online start-service form at least 24 hours ahead, Monday to Friday. Phone 571-291-7880; emergencies 571-291-7878. Headquarters: 44865 Loudoun Water Way, Ashburn, VA 20147.
- Tenants: a one-time $30 account fee and a $200 tenant advance payment, held until the account closes and then applied to the final bill. The owner must first sign a Homeowner Authorization Form.
- Bills: every three months, due 30 days from the bill date. Late payments carry a 10% fee, and a disconnection costs $55.
Water (Leesburg)
- Fees: a $30 non-refundable connection charge and a $200 security deposit. The town's page says that if you cannot provide a Social Security number, you will be asked to pay this amount up front with a credit card.
- Applying: give at least 48 hours' notice. Tenants need an owner authorization form. Phone 703-771-2713, [email protected].
Trash and recycling
- No county pickup: Loudoun County does not provide curbside trash or recycling collection. Towns, homeowners associations (HOAs) and private haulers do. The county website lists permitted collectors, and the county landfill and recycling centers are open to residents.
- South Riding: Republic Services collects under the HOA contract. Trash on Monday and Thursday, recycling on Thursday, yard waste on Monday (March 1 to December 24). Put carts out the night before or by 6 a.m. Republic Services: 703-818-8222.
- Leesburg: Patriot Disposal collects under contract with the town. For new-resident carts and missed pickups, call 703-771-6677 or email [email protected].
- Everywhere else: if you live in Ashburn or Sterling without an HOA contract, pick a hauler from the county's list and sign up with it. If you rent, check your lease or ask your landlord who arranges trash service.
08 · City services
How do I contact Loudoun County, and does South Riding have its own government?
Short answer
Loudoun County's main line is 703-777-0100, and you report issues such as roads, noise or the environment through LEx (Loudoun Express Request), the county's online service request system. Ashburn, Sterling and South Riding are not towns, so the county serves them directly; Leesburg is an incorporated town with its own government. In South Riding, the South Riding Proprietary homeowners association runs trash, pools and community rules. Library cards are free.

County, town or HOA?
Loudoun County has only seven incorporated towns: Hamilton, Hillsboro, Leesburg, Lovettsville, Middleburg, Purcellville and Round Hill. Ashburn, Sterling and South Riding are not among them; even if your address says one of these names, the county serves you directly. In Leesburg, the town government handles water, trash and business licenses.
South Riding is a planned community in the Dulles South area with more than 6,300 homes and about 28,000 residents. It has no municipal government. Town-like services come from the South Riding Proprietary, a nonprofit homeowners association. Every buyer becomes a member automatically and pays annual assessments. The HOA manages the trash contract, the pools and pool passes, the parks and community standards. Assessments go to the HOA's management company, SFMC, not to the county, and cannot be paid at Town Hall. The HOA cannot issue licenses or collect county taxes; your county tax bills come separately.

- Who qualifies: anyone who lives, owns property, works or studies in Loudoun; the card is free.
- How: adult residents can apply online (you get a card number by email instead of a physical card). At a branch, bring a photo ID showing your current address, or an ID plus proof of address such as mail, a deed, a tax bill or a pay stub. Minors need a parent.

09 · Renting
How big can a security deposit be in Virginia, and where can Loudoun renters get help?
Short answer
A Virginia landlord may charge a security deposit of no more than two months' rent. Within 45 days after the tenancy ends or you move out, whichever is later, the landlord must return it with a written, itemized list of deductions. The rule is in the Virginia Residential Landlord and Tenant Act (VRLTA), Code of Virginia § 55.1-1226. In Loudoun, a landlord cannot evict you without a court order; if you face eviction, call the county's referral line at 703-777-0420.

- Cap: the deposit cannot exceed two months' rent.
- Allowed deductions: unpaid rent (including reasonable late fees in the lease), damage beyond ordinary wear and tear, other charges provided in the lease, and actual damages from breaking the lease.
- Refund: within 45 days, with a written itemized statement. With several tenants, the refund goes as one check payable to all of them, sent to a forwarding address one of them provides. Give your new address in writing when you move out.
- Interest account: unlike New Jersey, Virginia does not require the deposit to be held in an interest-bearing account.

I bought a home in Loudoun County. How much is the property tax, and when is it due?
Short answer
Loudoun County's real estate tax is $0.805 per $100 of fair market value (the county's 2026 rate table), paid in two installments on June 5 and December 5. Special districts along the Dulles Rail line add $0.20 per $100, and the Route 28 district adds $0.105. Loudoun has no local income tax. In communities like South Riding, HOA assessments are paid separately from county taxes.

11 · School
How do I enroll my child in school in Loudoun County?
Short answer
Loudoun County Public Schools (LCPS) registration starts with online pre-registration in ParentVUE; once your documents are ready, the school contacts you within about 5 business days to book an appointment. If your family speaks a language other than English, you register at a Welcome Center: Sterling for eastern Loudoun, including South Riding, and Leesburg for Ashburn. You need a birth certificate, the parent's ID, proof of residency, immunization records and a TB screening. Virginia law bars schools from requiring an SSN.

- Check eligibility. Your child attends the school zoned for your home address; find it with LCPS's "What's my home school" tool. For kindergarten, the child must be 5 on or before September 30. The cutoff is set by Virginia law, with no exceptions.
- Pre-register online. Start pre-registration in ParentVUE. Guides are available in English and Spanish, and paper forms are at your zoned school.
- Appointment. Once your documents are ready, the school registrar contacts you within 5 business days to schedule an appointment. Registration is complete only when you present the documents in person or at a virtual appointment.
- Welcome Center. K-12 students who speak or understand a language other than English, and students entering grades 8 to 12 directly from a school abroad, register at a Welcome Center. Staff are multilingual; ask for an interpreter when you book. An adult must stay for the whole appointment, and every adult 18 or older needs a government photo ID. Rising kindergartners register at their home school.

Required documents
- Birth certificate: the original or a certified copy. The parent who registers must be named on it. Step-parents cannot enroll a child; guardians need a court order signed by a judge, and a notarized statement or power of attorney is not enough.
- Parent ID: a government-issued photo ID. A Turkish passport is one; if in doubt, ask the school when you book.
- Residency: a signed lease, deed, settlement papers, a recent mortgage statement or a deed of trust. If you live in someone else's home, you need the notarized Shared Housing Form signed by the owner or tenant, plus that person's lease or deed. The school may also ask for extra proof such as car registration, bank statements or utility bills from the last two months, or a W-2.
- Previous school: report cards and records showing the school's name and address. If you submit a translated document, you must also provide the original in its original language.
- Health: immunization records signed by a licensed provider or a health department; a tuberculosis screening for every student new to LCPS, done no earlier than 12 months before entry; and, for new elementary students, a school entrance physical (School Entrance Health Form) from the last 12 months. These must be turned in before the first day of attendance.
- Kindergarten vaccines: DTaP (5 doses), hepatitis A (2), hepatitis B (3), MMR (2), polio (4) and varicella (2). In 7th grade, Tdap and MenACWY; in 12th grade, MenACWY.
- Free shots and physicals: the Loudoun County Health Department gives school-entry vaccines at no cost to families (insurance, if you have it, is billed for administration fees) and does school-entry physicals for preschool through grade 5. Appointments: 703-777-0236 (see health).

Where can I get health care in Loudoun County if I don't have insurance?
Short answer
In a life-threatening emergency, call 911 or go to the nearest ER: under the federal EMTALA law, emergency departments must screen and stabilize you regardless of insurance or ability to pay. If you are pregnant, Virginia's FAMIS Prenatal program covers pregnancy without immigration status rules or an SSN. The Loudoun County Health Department's clinics in Leesburg and Ashburn see patients by appointment with income-based discounts. For a mental health crisis, call or text 988.

- FAMIS Prenatal: the state's own page is explicit: you do not need to meet immigration status rules, provide immigration documents or have a Social Security number to qualify. The requirements are an expected due date, the number of babies expected, Virginia residency, an income limit and being uninsured.
- Children and pregnancy: the federal H.R. 1 law narrows Medicaid eligibility for noncitizen adults starting October 1, 2026. Virginia's Medicaid agency (DMAS) says FAMIS Prenatal and the rules for children and for pregnant and postpartum coverage are not affected.
- Help applying: the county's immigrant resources page points to Enroll Virginia for free, unbiased help with the Marketplace, Medicaid and FAMIS. The state's Cover Virginia site also has a page on coverage for noncitizens.
- Health Department clinics: by appointment, with a sliding-scale discount based on an income screening. Lab work, vaccines and medications are not discounted. The Leesburg clinic (102 Heritage Way NE, Suite 100) offers immunizations, family planning and pregnancy testing, maternity care enrollment, school entry physicals, STI and HIV services, TB screening and dental care for patients 21 and under. Where can I find free or low-cost clinics in Loudoun County?
Short answer
The only fully free clinic in Loudoun is the Loudoun Free Clinic in Leesburg, and it serves only uninsured adults who have lived in Loudoun for at least 3 months and earn at or below 300% of the federal poverty level, through member enrollment; it takes no walk-ins. HealthWorks for Northern Virginia charges an income-based office fee of $35 to $65. The county Health Department's clinics also discount fees by income. Confirm eligibility and costs before you go.

Loudoun Free Clinic · Leesburg
Free primary care for adults who have lived in Loudoun County for at least 3 months, are uninsured, do not qualify for Medicare or Medicaid, and have household income at or below 300% of the federal poverty level. The clinic's annual income limits, dated July 2026: $47,880 for one person, $64,920 for two, $81,960 for three and $99,000 for four. There are no walk-ins: you apply online, a screening call follows within 5 business days, and if you qualify you are enrolled that day and get a membership card. Membership usually lasts 11 months and can be renewed. Bring proof of income and proof that you live in Loudoun. Services include primary and sick visits, lab tests, diagnostic screening, well-woman care, specialty referrals, prescriptions (most at no cost), nutrition counseling, mental health care, flu shots and STI testing, with free X-rays at a partner imaging center. Dental care, pregnancy care and children are not covered (patients must be 19 or older); the clinic refers these out. The clinic does not accept payment. Most staff speak Spanish and English, with phone interpretation for other languages.

HealthWorks for Northern Virginia · Leesburg and Sterling
A nonprofit community health center. Patients with household income at or below 200% of the federal poverty level, insured or not, qualify for its sliding fee discount program: the office fee ranges from $35 to $65, plus additional fees if necessary. Bring proof of household income and size (tax returns, pay stubs, bank statements or an employer letter); there is a self-declaration form for people with no income. The center says no patient is denied care because of inability to pay, anyone may enroll regardless of where they live, and it sees all ages from newborns up. It accepts Medicaid, Medicare, FAMIS and Tricare and offers monthly payment plans. Services include medical care, dental care (Leesburg), behavioral health, medication assistance, lab work and help enrolling in insurance. Fees go down with income, but care is not free.

How do I get a marriage license in Loudoun County?
Short answer
Marriage licenses in Loudoun come from the Circuit Court Clerk's Office in Leesburg (18 East Market Street, weekdays 8 a.m. to 4 p.m.). You apply online, book an appointment and appear together with valid government photo ID; foreign ID that is legible in English is accepted. You must both be 18 or older. The fee is $30, cash or credit card. No proof of residency, witnesses or blood test. The license is valid for 60 days for a wedding in Virginia.

- Applying: one online application per couple, then an in-office or virtual appointment. A virtual appointment is possible only if at least one of you lives in Loudoun or the ceremony will be in Loudoun; otherwise you both appear in person.
- ID: both of you show valid government photo ID. The Clerk's page says foreign identification that is legible in English is accepted; a Turkish passport generally meets that standard.
- Not required: proof of residency, proof of divorce, witnesses or blood tests.
- Payment: $30, cash or credit card.
- Timing: there is no waiting period. The license is valid for 60 days and only for ceremonies performed in Virginia. It cannot be issued retroactively.
- Ceremony: the Clerk does not provide an officiant or a venue; the county publishes a list of civil celebrants. After the wedding, the officiant (not the couple) returns the license within 5 days.
- Copies: certified copies cost $2.50 each. An exemplified "triple seal" copy for an apostille costs $5. Request in person without an appointment, by phone or by mail.
- Married abroad? The Clerk cannot issue a license or certificate for a marriage performed outside the U.S.; the foreign documents are your proof.

Where do we get our baby's birth certificate in Loudoun County?
Short answer
For a baby born in Virginia, you can get a certified birth certificate from the Loudoun County Health Department in Leesburg: Government Center, 1 Harrison Street SE, 2nd floor, weekdays 8:30 a.m. to 4 p.m. Each certificate or record search costs $15, cash or check only, and the fee applies even if no record is found. Only the person named or immediate family can request it, with ID. If the record is not found locally, the request goes to the state vital records office.

16 · Social Security
How do I get a Social Security number in Loudoun County?
Short answer
SSNs are issued only to people with work authorization or a legally required reason. If you asked for one in your immigrant visa application, on Form I-485 or on an EAD application, the card is mailed to you. Otherwise, start online and visit an SSA office by appointment within 45 days. There is no fee. Loudoun County has no SSA office; the nearest ones are in Reston, Manassas and Winchester.

- Which office: SSA's office list has no location in Loudoun County. SSA assigns offices by ZIP code, not distance, so living in Ashburn, Sterling, South Riding or Leesburg does not by itself tell you which one is yours. Confirm your office and its hours with the SSA office locator before you go. National line: 1-800-772-1213.
- Appointments: since January 2025, every in-person SSA service, including a new card, requires an appointment.
- What to bring: current immigration documents (green card, I-94 or EAD) with a valid passport, and a birth certificate if you have it. No photocopies or notarized copies. SSA suggests waiting 10 days after arrival so DHS records can be verified.
- F-1 and J-1: an SSN is available only once you are authorized to work (on-campus job, CPT, OPT), not just for enrolling in school.
- Lost card: replacement is free, usually started online, and the card arrives in 5 to 10 business days.
According to SSA, you do not need an SSN for a driver's license, school registration or private health insurance. In Virginia, state law bars schools from requiring a student's or parent's SSN (see school enrollment).
17 · Taxes
Does Virginia have a state income tax, and how do I get an ITIN in Loudoun County?
Short answer
Yes. Unlike Texas, Virginia taxes income at 2%, 3%, 5% and 5.75% on taxable income above $17,000. Residents file Form 760 with the state on top of the federal return. Loudoun County has no income tax of its own, but it charges a car tax in two installments a year: $3.09 per $100 of assessed value in 2026. People who must file but cannot get an SSN get an ITIN with Form W-7.

- State return: Form 760, filed with the Virginia Department of Taxation. The brackets are set in Code of Virginia § 58.1-320 and have not changed since 1990. Check the Department's site for yearly details such as the standard deduction or any rebate.
- ITIN filers: Virginia has no separate state number; the ITIN issued by the IRS is used on the state return too. An ITIN is a tax number only; it does not authorize work or change immigration status.
- Car tax: according to Loudoun County's 2026 rates, cars and motorcycles are taxed at $3.09 per $100 of assessed value. Installments are due May 5 and October 5. A vehicle registered with DMV at a Loudoun address is taxed by the county. Personal-use vehicles get state tax relief (PPTRA); the county's table shows a 41% relief rate for 2026. The county's former $25 vehicle license fee has been $0 since January 1, 2025. Details are on the county's tax page and under car registration.
- Living in a town: if you live inside Leesburg, Purcellville, Middleburg or another incorporated town, your real estate and car tax bills generally still come from the county.
- Treasurer's Office: payment offices at the Government Center in Leesburg (1 Harrison Street SE, first floor) and in Sterling (46000 Center Oak Plaza), 703-777-0280, weekdays 8:30 a.m. to 5 p.m.
- Moving from Texas? Factor the state income tax and the car tax into any salary offer.
How do I get an ITIN?
- Complete Form W-7 and attach it to your federal return unless an exception applies.
- Get documents verified. Mail originals to the IRS in Austin, use a Certifying Acceptance Agent (CAA), or book a free document review at an IRS office. With a CAA or IRS office, your passport does not go in the mail; documents are returned at the end of the appointment.
- Wait. Processing takes about 7 weeks, or 9 to 11 weeks during tax season (January 15 to April 30).
- IRS office: there is no IRS office in Loudoun County that reviews ITIN documents. According to the IRS list, the nearest is in Vienna, in neighboring Fairfax County. Look up the address and hours with the IRS office locator.
- Appointments: IRS offices work by appointment only: 844-545-5640. It can take several weeks to get one.
- Expiration: an ITIN not used on a federal return for three years in a row expires.
18 · Starting a business
How do I start an LLC in Loudoun County, and how do I register my business with the county?
Short answer
A Virginia LLC is formed with the State Corporation Commission (SCC) for $100, plus a $50 annual fee. Within 30 days of starting operations, you also register with the Loudoun County Commissioner of the Revenue. The county's business license tax (BPOL) is $30 in the first year and stays $30 while gross receipts are $200,000 or less. Home businesses with receipts of $10,000 or less skip the fee but still report yearly.

- Formation: file Articles of Organization with the Virginia SCC. The $100 fee (Code of Virginia § 13.1-1005) is lower than the $300 Texas charges. Registering an LLC formed in another state also costs $100.
- Annual fee: $50, first due on the last day of the 12th month after formation, then every year. A late payment adds a $25 penalty, and the SCC sends a warning that the company's existence may be cancelled.
- Trade name (fictitious name): if you do business under a name other than your legal name, you must register it. Since January 1, 2020, new certificates go to the SCC, not the county court.
Registering with Loudoun County (BPOL)
- Who registers: according to the county's page, every business, including home-based ones, within 30 days of starting operations; late filings are penalized. LLCs and corporations first register with the SCC and get a federal EIN.
- How: online at loudoun.gov/businessregister, with an account opened by EIN or SSN. Business Tax Division: 703-777-0260 (option 2), [email protected].
- Fee: $30 in the first year. After that, still $30 if gross receipts are $200,000 or less; above that, a rate per $100 of receipts that depends on the business classification.
- Home businesses: home-based businesses with gross receipts of $10,000 or less are exempt from the $30 fee, but they still file every year and register for business personal property tax.
- Renewal: every year by March 1.
- Towns: a business inside an incorporated town such as Leesburg, Purcellville, Middleburg or Lovettsville gets its business license from the town and still registers with the county for personal property tax. Ashburn, Sterling and South Riding are not towns, so county rules apply there.
19 · Public benefits
Can immigrants in Loudoun County get SNAP or Medicaid, and does it affect a green card?
Short answer
In Loudoun County, benefits run through the Department of Family Services, with offices in Leesburg and Sterling; you apply on the state's CommonHelp site. Under a 2025 federal law (H.R. 1), SNAP is now generally limited to U.S. citizens, green card holders, Cuban/Haitian entrants and COFA citizens. Under the new public charge rule in effect since September 18, 2026, benefits received after that date may count against a future green card application.

- County offices: according to Family Services' contact page, the Leesburg office moved in August 2026 to 1501 Edwards Ferry Road, Suite 301, Leesburg, VA 20176 (703-777-0353). The Sterling office is at the Eastern Family Services Center, 21641 Ridgetop Circle, Suite 101, Sterling, VA 20166 (703-777-0555). Both are open weekdays 8:30 a.m. to 5 p.m. Because the address just changed, confirm it before you go.
- Applying: one CommonHelp application covers SNAP, TANF, Medicaid, child care assistance and energy assistance. You also check status and renew there.
- Who still qualifies for SNAP: refugees and asylees no longer qualify based on that status alone; once they get a green card, they qualify without the 5-year wait. For other green card holders, the 5-year wait still applies, with exceptions such as children under 18.
- Medicaid changes: Virginia Medicaid (DMAS) says eligibility rules for noncitizen adults narrow on October 1, 2026. Pregnancy coverage (FAMIS Prenatal) and the rules for children's Medicaid and FAMIS do not change. FAMIS Prenatal does not require any immigration status or an SSN. See health care and Cover Virginia's page for noncitizens.
- U.S.-citizen children in the household may still receive benefits in their own right. A child's own benefits generally do not count in a parent's public charge review.
- The new public charge rule: for green card applications filed on or after September 18, 2026, officers may consider any means-tested benefit (SNAP, Medicaid, housing assistance and others) received on or after that date. Benefits received earlier count only if they were cash assistance or long-term institutional care. Benefits received by family members are generally not counted.
- Who is exempt: humanitarian categories such as asylees and refugees, T and U visa holders, VAWA self-petitioners and TPS. Family-based, most employment-based and diversity visa applicants are subject to it.
- Litigation: lawsuits against the rule were filed in mid-September 2026. As of September 25, 2026, no court has blocked it.

20 · Address change
I moved to Loudoun County. Do I have to report my new address to USCIS?
Short answer
Generally, most noncitizens in the U.S., including Green Card holders, must report a new address to USCIS within 10 days of moving. That includes a move within the county, such as Ashburn to Leesburg. The easiest way is the change-of-address tool in your USCIS online account; the paper Form AR-11 is also free. If you have a case in immigration court, you must also notify the court within 5 days on Form EOIR-33.
Steps, documents and official links
- Log in to your USCIS account and open Change of Address. Reporting online satisfies the legal requirement; no paper AR-11 is needed.
- Enter the receipt number of every pending case. Otherwise notices may still go to the old address.
- Tell USPS separately. A post office change of address does not update USCIS, and USPS does not forward USCIS mail.
- If you are in court proceedings, file Form EOIR-33/IC within 5 days. The court changes your address only through this form.
- If you have ICE reporting obligations (for example, check-ins set when you were released), update ICE too through the ICE Portal. ICE's page asks for updates within 5 business days of moving.
A and G visa holders and Visa Waiver visitors are exempt from the USCIS requirement.
21 · USCIS
Where is the USCIS office nearest Loudoun County, and where do I go for biometrics?
Short answer
There is no USCIS office in Loudoun County. Green card and citizenship interviews take place at the Washington Field Office, which despite its name is in neighboring Fairfax County, near the Dunn Loring Metro station. For fingerprints and photos (biometrics), the Application Support Center is in Alexandria, at 2800 Eisenhower Avenue. No USCIS office accepts walk-ins; always go to the address on your appointment notice.

The Sterling Immigration Court is inside Loudoun County, near Dulles Airport: 21400 Ridgetop Circle, Suite 200, Sterling, 703-674-4600, open weekdays 8 a.m. to 4:30 p.m. The other Northern Virginia court is in Annandale, in Fairfax County. Your hearing notice tells you which court and courtroom are yours. Check your case with your A-number on EOIR's online portal (ACIS) or at 1-800-898-7180.

Where do I find my I-94, and how do I fix an error?
Download your most recent I-94 from CBP's website. Errors made at entry (wrong visa class, name or admit-until date) are corrected by CBP Deferred Inspection. Hours change, so always call or email before you go. It fixes only mistakes made at the time of entry.
23 · Voting and jury duty
I'm not a citizen. Can I register to vote in Loudoun County, and what if I get a jury summons?
Short answer
No. In Virginia only U.S. citizens may register and vote, even in local elections; green card holders and other noncitizens may not. Loudoun builds its jury list from DMV records as well as voter rolls, so a noncitizen with a driver's license can be summoned, even though jurors must be citizens. Do not ignore a summons: call the Jury Office at 703-777-0650, and talk to an attorney before you fill out the questionnaire.

- Who can register: according to the Virginia Department of Elections, you must be a U.S. citizen and a Virginia resident, be 18 (17-year-olds who will be 18 by the next general election can pre-register), and not be registered in another state.
- At DMV and on forms: Virginia DMV offices are one of the places that take voter registrations. If you are offered voter registration while getting a Driver Privilege Card or doing any other DMV business, decline and answer the citizenship question truthfully. Claiming to be a U.S. citizen may be treated by USCIS as a false claim of citizenship. A driver's license does not make you eligible to vote.
- Consequences: registering or voting as a noncitizen is a federal crime (18 U.S.C. 611 and 1015(f)). In immigration law it can mean permanent inadmissibility, deportability and denial of naturalization.
- Do not fill out voter registration forms handed out door to door or at events.
- The jury list: according to the Loudoun Circuit Court's jury page, the master list is built from DMV and voter registration names. Summonses arrive by mail about four weeks ahead, and the questionnaire should be completed online within 10 days. Jurors must be 18, U.S. citizens and Loudoun residents.
- If you are summoned: do not ignore the letter. Call the Jury Office at 703-777-0650 and say you are not a citizen. Answer the citizenship question on the questionnaire truthfully, and never present yourself as a citizen. The courthouse is the Loudoun County Courthouse, 18 East Market Street, Leesburg.
Recently naturalized? The November 3, 2026 election
- Registration deadline: according to Loudoun's elections office, October 23, 2026 for the November 3, 2026 general election. You can still register and vote after that date, but your ballot is cast as a provisional ballot.
- Early voting: Office of Elections, 750 Miller Drive SE, Suite 150, Leesburg, VA 20175 (703-777-0380), weekdays 8:30 a.m. to 5 p.m., plus the weekend days of October 18, 24, 25 and 31 and some evenings until 7 p.m. in the last two weeks of October. Satellite early voting sites open on October 18. The last early voting day is Saturday, October 31. The office is closed on October 12.
- How to register: online, by mail or at the elections office. The rules are on the Virginia Department of Elections site.

I just became a citizen. How do I get a U.S. passport in Loudoun County?
Short answer
A first U.S. passport is applied for in person on Form DS-11, at an acceptance facility such as a post office, with your original proof of citizenship. In Loudoun, the Leesburg, Sterling, Ashburn and Lovettsville post offices take applications by appointment. An adult book costs $130 plus a $35 acceptance fee. For travel within 14 days, book a free urgent appointment at the Washington Passport Agency in D.C.

- Loudoun Circuit Court: the Clerk's pages do not list passport services. Always find your acceptance facility through the locator.
- What to bring: your original naturalization certificate and your ID.
- Children: a passport book for a child under 16 costs $100 plus the $35 acceptance fee.
- Washington Passport Agency: in Washington, D.C., appointment only. State Department data list it at 600 19th Street NW; the address on your appointment confirmation is the one to use.
- Urgent travel rules: you need proof of travel within 14 days (or a foreign visa needed within 28 days), plus the $60 expedite fee. Book online or at 877-487-2778 (weekdays 8 a.m. to 10 p.m., weekends 10 a.m. to 3 p.m. Eastern). Appointments are free; third parties charging for them are scams.

Short answer
Loudoun is horse country, with historic villages and big fall festivals. Start at Morven Park in Leesburg, whose gardens and grounds are free every day from 7 a.m. to 6 p.m. Oatlands, Ball's Bluff and Old Town Leesburg are close by; Sterling has Claude Moore and Algonkian parks. In October, farms such as Great Country Farms run pumpkin season. The Udvar-Hazy Center next to Dulles is free; parking is $15.

A day trip to Washington, D.C.
Metro's Silver Line runs out to Ashburn station. The Smithsonian museums on the National Mall are free, most are open daily except December 25, and a few need free timed-entry passes.

Turkish citizens in Loudoun County are served not by a consulate general but by the consular section of the Turkish Embassy in Washington, D.C. It is at 2525 Massachusetts Avenue, N.W., Washington, D.C. 20008, phone +1 202 612 6700 or 6701, and covers Washington DC, Virginia, West Virginia and Maryland. The Embassy is open weekdays 9 a.m. to 6 p.m., and each consular service needs an appointment on konsolosluk.gov.tr.

Tips for your visit
- Getting there: the Embassy is in Washington's Sheridan-Kalorama neighborhood. From Loudoun, people drive or take Metro; the Silver Line runs out to Ashburn station. Check the route before you leave and allow time for traffic.
- Timing: the consular section's reception hours may be shorter than the Embassy's general hours. Be at the building before your slot.
- Holidays: check the Embassy's site for closure days before you book.
- Birth registration: you need the U.S. birth certificate first. In Loudoun, certified copies are issued by the Loudoun Health Department at the Government Center in Leesburg (see birth certificates).
- Documents for Türkiye: Virginia documents are apostilled in Richmond, not at the Embassy (see apostille).
- Military service (askerlik): men born in 2007 must complete their registration (yoklama) by December 31, 2026, at the Embassy or on e-Devlet. The paid military service option (dövizle askerlik) for July to December 2026 is the foreign-currency equivalent of 472,653.60 TL, paid in U.S. dollars at the Turkish central bank rate of the payment day, plus a transfer fee (ask the Embassy for the current amount); the amount changes on January 1, 2027. It requires a U.S. residence or work permit, 3 years (1,095 days) of work abroad, the MSB online training, residence in the Embassy's consular district and an in-person appointment. Dual citizens born in the U.S. or who came before 18 can defer until the end of age 35 after registering their U.S. citizenship. F-1 students defer through the Embassy's Education Attaché.

How do I get an apostille on a Virginia document for use abroad?
Short answer
Birth and marriage certificates, court records and documents notarized in Virginia get their apostille from the Office of the Secretary of the Commonwealth in Richmond. The fee is $10 per document; additional documents signed by the same official on the same date for the same country are $5 each. Mailed requests take 7 to 10 business days. There is no separate apostille office in Loudoun County.

- In-person appointments: slots are released only on Fridays at 10 a.m., for the following week only. Up to 2 people and 10 documents per appointment. Bring a valid photo ID. Most properly prepared documents are authenticated the same day.

- Vital records: get the certified birth, marriage, divorce or death record first from the Loudoun Health Department or the state Office of Vital Records in Richmond (see birth certificates).
- Other states' records: Virginia authenticates only documents issued or signed in Virginia. A document from another state must be authenticated in that state.

What is the time difference between Loudoun County and Türkiye, and is there a nonstop flight?
Short answer
Türkiye stays on UTC+3 all year; Loudoun is on Eastern Time and changes its clocks. So Türkiye is 7 hours ahead until November 1, 2026, and 8 hours ahead until March 14, 2027. At 9 a.m. in Loudoun, it is 4 p.m. in Istanbul in summer and 5 p.m. in winter. Turkish Airlines flies nonstop to Istanbul, in about 10 hours, from Washington Dulles (IAD), which lies partly in Loudoun County.

- Dulles to Istanbul: Dulles sits on the Loudoun-Fairfax county line and is the closest airport for Sterling, Ashburn and South Riding. According to the airport's route page, Turkish Airlines flies the route twice daily. Reagan National (DCA) has no long-haul international service.
