How do you get a driver license in Mandeville?
Short answer
Licensing is a state matter here. Mandeville does have its own municipal government, but it has no role in licensing. Your counter is a state agency office or an authorized tag agent. The real issue is the rule itself: the motor vehicle agency's own policy lists the countries it has reciprocity with, and Turkey is not among them. A second policy from the same agency states that all first time applicants, including first time applicants presenting a foreign driver license, must furnish proof of driver education training, and that international driver licenses are not acceptable to waive that course. The card also carries a Limited-Term marking. And this item weighs more here than in the other four communities: Mandeville has no fixed route bus service, so every week without a license is a real limit on your mobility.
Steps, documents and official links
First the calendar: whose 30 days are these
The agency's sentence about 30 days was written for people moving from another U.S. state: a license is converted to a Louisiana license within 30 days of establishing residency, and the old state's license is surrendered and destroyed when the new card is issued. That route does not apply to someone arriving from Türkiye; the route below does. Still, put those 30 days on your calendar, because housing, schools, banks and most utility accounts ask for state identification, and the course described in the foreign license section is not quick.
The reciprocity list: who is exempt
The agency's reciprocity policy (last revised August 1, 2026) names its partner countries: Germany, Switzerland, Taiwan, South Korea and the Republic of Ireland. There are also countries listed only for a specific agricultural worker visa, and U.S. territories whose licenses are exempt from testing. Turkey appears on none of them.
There is a conflict here and we print both sides: an archived copy of the agency's web page dated March 10, 2026 lists four countries and leaves out Ireland; the live policy document includes Ireland. The date gap may explain it, but we could not confirm whether the page has been updated. The outcome for the reader does not change: Turkey is on neither version.
The result: an approved driving course is required
The agency's driver education policy (last revised July 29, 2026) closes the door with two sentences. First: all first time applicants, including first time applicants presenting a foreign driver license, must furnish proof of driver education training. Second: international driver licenses are not acceptable to waive the driver education course. The waiver is available only to someone presenting a license from a reciprocity country.
What a person 18 or older actually does, in the agency's own terms:
| Step | What happens | Standard |
|---|---|---|
| 1 | Obtain a temporary instructional permit | Required before taking the knowledge test, driving during behind the wheel training, or taking the road skills test |
| 2 | An approved course of 6 hours classroom and 8 hours behind the wheel | For applicants 18 and older; for ages 15 to 17 the load is 30 hours classroom and 8 hours behind the wheel |
| 3 | Knowledge test | Passing score 80 percent |
| 4 | Road skills evaluation | 70 points or above |
| 5 | Vision screening | At the same visit |
Two details cost people time and money. First, the course completion certificate expires five years after completion. Second, and more surprising: the school places the knowledge test and the completion certificate in a sealed envelope, and only an agency employee or an authorized tag agent employee may open it. If the customer or a parent opens it, the document is void and the matter goes to the agency's training and certification unit. Take the envelope, carry it, do not open it.
The list of approved courses is published on the agency's site, and there is a separate page for schools offering instruction in other languages. Whether any Turkish language course appears on that list could not be confirmed: the page exists, but its contents could not be read. Open the list yourself before enrolling.
The card shows your status
The agency's immigration policy (last revised March 10, 2026) says this: a license is normally valid for six years, but if a nonpermanent foreign national's immigration documents show less than six years of lawful presence remaining, the card is issued with a variable expiration date pulled back to the last day of lawful presence, and the card carries a Limited-Term marking.
The same policy says this about permanent residents: the card expires six years after issuance and still carries that marking. The same sentence is repeated for refugees, asylees and citizens of certain island nations. In other words, in this state every noncitizen, green card holders included, carries that marking on the face of the card. It is not a restricted license. It is an ordinary passenger license, and the marking only indicates status.
Time thresholds: 180 days and 30 days
- First application: at least 180 days must remain on the I-94 or employment authorization document. The agency's own sentence says the application will otherwise be denied.
- Renewal: at least 30 days remaining on any document showing lawful presence is enough.
- Someone who cannot renew on time because the documents expired is not charged a late fee.
- Someone who filed a timely renewal or change of status application and received an automatic extension gets a 180 day renewal from the agency.
- No card for visitors. The policy table explicitly says no issuance by the agency on the visitor and visa waiver rows. The single exception is an issued employment authorization document.
- The statuses Turkish readers most often hold appear on the may be issued side of the table: work, investor, intracompany transfer, extraordinary ability, student and exchange statuses, along with spouses and children.
No Turkish exam, but you may bring an interpreter
This state does not administer the exam in other languages. It allows the applicant to bring an interpreter. The agency's own sentence: an applicant who does not understand written English well may bring an interpreter to assist with knowledge tests other than the commercial license exam. You find the interpreter yourself; the agency does not publish a list of names.
The site's own language channel is a set of machine translation links and an image for a telephone interpretation service. How this actually works at the counter could not be confirmed. Do not read a sentence that matters from a machine translation.
Documents, fees and two hard rules
- Only two primary documents are accepted for foreign nationals: the permanent resident card and the passport of the country of nationality.
- A Social Security number is requested: the agency writes that the number is collected on all licenses issued in this state. If you do not have one, a letter from the Social Security Administration is required. Read the number section as well.
- Proof of residence and a second form of identification (a photo work badge, a diploma, an insurance card and the like) are requested. In Mandeville, a water bill in your own name is the easiest document that does this, and the same bill also shows whether you are inside the city limits.
- Photocopies are not accepted. This is the agency's own capitalized warning: no photocopies of required documents are taken; bring originals or certified copies.
- The name must match on every document. If it differs for a reason other than marriage, the application is refused until the documents are corrected.
- Fees: a basic license through age 69 costs $32.25, and $18.75 at 70 and older. On top of that, a handling fee of up to $8.00 may be charged at certain field offices, which means the same license costs different amounts at different offices.
- No grace period: the agency's sentence says there is no grace period for expired passenger licenses. The late fee is $15.00 for people under 70, or $10.00 by mail or online renewal, and it applies once more than 10 days have passed since expiration.
An identification card for people who will not drive
Even if you will not drive, you will need a state photo ID: a library card, a bank, school enrollment and many counters ask for photo identification. The ID card comes from the same agency and requires the same immigration documents, and visitors are not issued an ID card either. One of the documents the parish assessor accepts for the property tax exemption is a Louisiana identification card, so the card is not only about driving.

Can I drive in Mandeville on my Turkish license?
Short answer
The short answer: for a while at the start yes, permanently no, and the expectation of transferring a license does not work here. The widely repeated line about transferring a license within 30 days applies to people arriving from another U.S. state. Someone arriving from Türkiye is treated as a first time applicant with no license on paper, because the country is not on the agency's reciprocity list: an approved driving course, a knowledge test and a road test. In Mandeville the item is heavier still, because there is no fixed route bus service here and crossing to the south shore means a toll bridge.
Steps, documents and official links
Do not mix up the two routes
| Where you came from | Route | Timeline |
|---|---|---|
| Another U.S. state | The existing license is converted to a Louisiana license; the old card is surrendered and destroyed | 30 days after establishing residency |
| A country with a reciprocity agreement | A waiver of the driver education course is possible | Per the agency's own policy |
| Türkiye | Treated as a first time applicant: temporary instructional permit, approved course, knowledge test, road test and vision screening | Depends on course and appointment availability; plan for it |
What an international permit does and does not do
The agency's own sentence is clear: international driver licenses are not acceptable to waive the driver education course. Holding an international permit does not remove the course requirement. Whether the permit serves as a translation alongside a foreign license is a separate question; in this state it is not a waiver instrument.
Visitors cannot get a card
The policy table says no issuance on the visitor and visa waiver rows. A Louisiana license or ID card cannot be obtained on a tourist visit; the only exception is an issued employment authorization document. Car rental and short term driving rules are a separate matter and depend on the rental company's own policy. Ask about that when you rent.
An honest limit on information sharing
The agency's published policy states that I-94 documents submitted with an application will be entered into the federal verification system. No sentence limiting information sharing, of the kind we found in another state in this series, was found here. That does not mean information is shared; it means no written limit was found. If this matters for your case, ask at the counter and request the answer in writing.
Managing the time without a license here
- Enroll in a course in your first week. Open the approved course list on the agency's site, and also check the list of schools teaching in other languages.
- Gather the documents for the temporary instructional permit: passport, immigration documents, proof of residence, a Social Security number or the agency letter.
- Learn how the on request transit service works: instead of waiting at a stop here, you book by telephone and service is first come, first served. Details in the transit section.
- Use the walking and cycling spine the city already has: the paved rail trail that runs through town and the lakefront path are two real routes without a car.
- Finish the course and take the sealed envelope, unopened, to the counter; say you will bring an interpreter when you book.
- Once the card arrives, align your address items and vehicle registration to the same address.

How do vehicle registration and inspection work in Mandeville?
Short answer
Registration and inspection are both state matters, and Mandeville has no separate rule on either. But we will say up front that this is the part of the guide that will go stale fastest: the state is changing the vehicle inspection system on January 1, 2027. The statute was read: the statewide inspection sticker is being removed and replaced by a new sticker program tied to the vehicle identification number and visible to law enforcement; the agency must issue rules by December 31, 2026. Because those rules are not published yet, the post 2027 procedure is not written in this guide. Good news for Mandeville on emissions: the parish inside the federal clean air inspection area is the one around the state capital. St. Tammany Parish is not in it.
Steps, documents and official links
Registration: documents and fees
- Vehicle registration and title work goes through the state motor vehicle agency or an authorized tag agent. Mandeville has no municipal registration office; no such unit appears on the city's own department list.
- Bring the bill of sale, the current title, identification, proof of residence and valid proof of insurance.
- A handling fee is charged at some offices, so the same transaction can cost different amounts at different offices.
- Update the registration address when you move: the address section lists the separate doors, and this is one of them.
- How many days a new resident has to register: no day count could be found, in the agency's pages or in the driver's guide. We do not say there is none; research did not find one. Ask at the counter as soon as you bring the vehicle in.
Inspection: we are in a transition
The statute passed in the 2026 regular session of the state legislature says the following:
- The statewide inspection sticker is being removed. In its place comes a vehicle identification program sticker that carries the vehicle identification number and is visible to law enforcement.
- The fee for the new sticker shall not exceed $6 per year and may be assessed and collected biennially.
- The agency must adopt the program's rules by December 31, 2026, and is authorized to use emergency rulemaking.
- Between June 30, 2026 and January 1, 2027, no citations are issued for failing to produce or display an inspection certificate.
- In parishes subject to the federal clean air statute, the effective date depends not on the calendar but on approval of a plan by the federal environmental agency.
- The statute keeps periodic inspection and its fees for commercial vehicles and student transportation vehicles.
We do not write what happens after January 1, 2027, because the agency's rules are not published. If you are buying a vehicle or your move falls near the end of the year, open the agency's own page before you transact.
Emissions: Mandeville is on the easier side
In this state the emissions obligation is tied to parishes and municipalities subject to the federal clean air statute, and the area that qualifies is around the state capital. St. Tammany Parish is not in it, so there is no emissions inspection item for a vehicle registered in Mandeville. The statute itself does not name parishes, and the list of parishes in that area could not be confirmed from the agency's own page, so we do not print the list. Even so, because of the clean air exception in the transition rule above, check this item again at the start of 2027.
Does the city run its own inspection program
The state driver's guide names the cities that operate their own inspection program: New Orleans, Kenner and Westwego. Mandeville is not on that list, and that is a real fact here, because Mandeville is an incorporated city; it could have been listed and is not. The practical result: inspection here follows the state program, and the transition rule above applies directly.
The large city on the south shore has its own program under a local name, and that city's live page states that as of July 31, 2026 it has paused both issuance and enforcement for the remainder of 2026. Older pages from the same city still show the old fee schedule, which is a conflict; we take no side, but when you transact, read only the live page. This rule does not apply directly to someone living in Mandeville because a vehicle here is not subject to that city's program, but it matters for a reader with a second address or a business there.
A dark signal is an all way stop
The state's own driver's guide says this: when a traffic control signal is not functioning at an intersection, the intersection reverts to an all way or four way stop. This is not a disaster rule but a standing traffic rule, and it has no equivalent in Türkiye. In a state with frequent outages it is a real crash risk for a newcomer; we repeat it in the hurricane section.
The car you take to the road test must also be legal
The motor vehicle agency has a separate policy covering inspection of the vehicle before the road skills test, and for the motorcycle test the agency's own questions page states plainly that the vehicle must carry a current license plate, proof of current insurance and a current inspection sticker. So a borrowed car has to be in order too; given the inspection transition, ask about this when you book the appointment.
04 · Auto insurance
What happens if I am stopped without insurance?
Short answer
In this state the penalty for driving uninsured is not money, it is the license plate, and that is a reversal of instinct for a reader from Türkiye. Under the state's own driver's guide, a driver who is stopped and cannot produce proof of insurance has the plate seized, the vehicle may be towed, and if proof is not brought within three business days the plate is destroyed; a new registration fee is then charged. There is a second rule as well: you must surrender the plate to the agency before cancelling your insurance, or a penalty follows. We do not print minimum liability limits in this guide because they could only be read from an older dated compilation.
Steps, documents and official links
Carry the proof in the vehicle
The logic of the guide is simple: if you have the proof there is no problem, and if you do not the problem is large. Keep proof of insurance in the vehicle, printed or digital in your insurer's app. Having something to show when you are stopped cuts the entire chain.
| Situation | Result |
|---|---|
| Stopped and unable to produce proof | Plate is seized, the vehicle may be towed |
| Proof brought within three business days | The plate return process runs |
| Proof not brought within three business days | Plate is destroyed; a new registration fee is charged |
| Insurance cancelled before the plate is surrendered | A penalty follows |
When you sell a car or cancel a policy
When you sell the vehicle or end the policy, surrender the plate to the agency first, then cancel the insurance. In the other order the agency sees an uninsured registration in its system, and that alone is grounds for enforcement.
Driving history from abroad
No official statement was found on whether a claims free record from Türkiye is recognized here. We do not say it is not recognized; research found no agency text. In practice the thing to do is to document your driving history abroad and ask the insurer when you buy a policy. Some companies apply a discount and some do not, and this is company policy rather than a public rule.
Who you deal with in Mandeville: there is a city police department here
This is a clear divergence from a neighboring community in this round. Mandeville has its own law enforcement: the Mandeville Police Department, listed among the city's own departments. The city also has its own court, the Mayor's Court. So a traffic citation written inside the city limits can be a municipal matter. If your address is outside the city limits, your counterpart is St. Tammany Parish. As described in the boundaries section, the city writes on its own page that your mailing address does not show which side you are on, which means the thing that decides where you pay and where you contest a citation is which side your address falls on.
A limit here too: the full list of matters the Mayor's Court handles, and whether it hears eviction cases, could not be confirmed in this round. We do not say it does and we do not say it does not; read the court name off the paperwork you receive.
The bridge has its own police force
The operator of the bridge across the lake has its own police department. So in a crash or a stop on the bridge, your counterpart may be neither the city police nor the parish sheriff. If you need a crash report, the operator publishes its own public records fee schedule and the reports are not free; details are in the tolls section.
05 · Hurricanes and flooding
What do you do in a hurricane in Mandeville?
Short answer
There is no winter driving regime in this state; hurricanes, flooding and evacuation fill this section. Three agencies give the same dates: hurricane season runs from June 1 to November 30. And the single most important item in this guide for Mandeville is here: you have to register with two separate alert systems. One is the city's own system, Mandeville Alert (built on Smart911); the other is the parish system, STAT (built on Everbridge). Neither substitutes for the other. In one community on the south shore a single signup is enough. Here, someone who registers with only one system misses half the alerts.
Steps, documents and official links
TWO SIGNUPS: do this first
Mandeville is an incorporated city and also sits inside St. Tammany Parish. Two governments run two separate notification systems:
| Who publishes it | System | What it sends |
|---|---|---|
| City of Mandeville | Mandeville Alert, built on Smart911 | Announcements inside the city limits; signup by text message |
| St. Tammany Parish | STAT, built on Everbridge | Parish wide evacuation and emergency announcements |
- Register with both. An evacuation order comes from the parish by statute, but the city also notifies its own residents.
- Registration is not a public benefits application and immigration status is not asked.
- The Smart911 profile has a medical information section; fill it in if anyone in your household has a medical need.
- Parish emergency management line: 985-898-2359.
- The one multilingual phone door is 2-1-1; the state's own guide says the line provides multilingual services and information for people who are deaf or hard of hearing.
- The state preparedness guide is published in English, Spanish and Vietnamese. There is no Turkish edition.
Who issues the order: the parish, not the governor
The statute's own sequence is this: an evacuation order is normally issued by the head of the parish government; the governor issues a forced evacuation order only if the parish president has not. This corrects the expectation that the state issues the order: the parish is the main door and the governor is the backup. The city government in Mandeville also publishes announcements, but the statutory source of an evacuation order is the parish.
Three kinds of evacuation and their legal consequences
| Type | What the statute says | What it means for you |
|---|---|---|
| Voluntary | Issued when the threat to life is not yet imminent; personal discretion is allowed but remaining is not advised | You have the right to stay. But the statute says specifically: those with special evacuation or transportation needs are encouraged to leave as soon as possible |
| Mandatory | A person who refuses may remain at home and is not forcibly removed; however all public services are suspended and a person who fails to comply may not be rescued | Rescue ends once tropical storm force winds begin at the coast. This is not a threat; it is the statute's own sentence |
| Forced, by the governor | The same consequences, plus an automatic curfew | A 24 hour curfew is imposed automatically |
Two more hard rules: a nonessential person traveling through the area is subject to arrest or is escorted out and not permitted to reenter; and returning home requires permission. The statute says the evacuation is lifted only when public services are available in the area and the area is opened for reentry as determined by the parish emergency preparedness agency. So plan to be away until reentry is allowed, not for three days.
The state's official phased schedule
The state's own preparedness guide writes evacuation in hours:
| Phase | Threshold | Area covered |
|---|---|---|
| Phase one | 50 hours before the onset of tropical storm force winds | Areas south of the waterway, outside any levee protection |
| Phase two | 40 hours before | Areas south of the interstate, levee protected but vulnerable |
| Phase three | 30 hours before | Areas on the east bank of the river in the metropolitan area, inside levee protection but vulnerable |
An honest limit: these three phases describe the geography south of the lake on the state's own map. We do not write which phase Mandeville falls into: the parish's own official pages could not be read from this network, and placing a community into a phase from a map is not our job. Learn the order and the phase from your own parish's announcement — that is the whole reason for the double signup.
Contraflow and the bridge
In a mandatory evacuation, all lanes on major highways are turned outbound; your normal route reverses and turns are closed. The map in the state's own preparedness guide shows one of the routes used in this region continuing north and west across the bridge over the lake. In other words, the bridge you use daily may also be part of an evacuation route. Drive the route once at the start of the season and keep a printed map in the car; for live road conditions there is the state's own tool and 511 by phone.
For people without a car: the honest answer
In the large city on the south shore there is an evacuation program for people without a car, run under its own institutional name. No equivalent named program for St. Tammany Parish was found by research. We do not say there is none; we say no such program could be confirmed from the agency's own page. That gap matters more in Mandeville, because there is no fixed route bus service here either and the on request service is not an emergency service. The practical result: if you have no car, arrange a ride with family or a friend at the start of the season and call the parish emergency line about your own situation.
Shelters, pets, generators
- No pre published shelter list was found. The state's own rule is this: shelters are not opened in areas in the predicted path of a storm. Call 2-1-1 or check the Red Cross app for locations.
- Service animals are allowed in all shelters, even those that do not accept pets. Ask 2-1-1 whether your destination accepts animals.
- Pet kit: at least three days of food and water, litter, medications and medical records, a carrier, a leash, a current photo.
- Generators: run them 20 feet from the house and from doors and windows; shut down and wait 20 minutes to cool before refueling; never plug one into a wall outlet; keep at least five feet of clearance above; and buy a battery operated carbon monoxide alarm.
- In an outage use flashlights rather than candles, stay away from downed lines, keep the refrigerator closed, and text rather than call to save battery.
- A dark signal is an all way stop. This is the state's own driver's guide rule and you meet it directly during outages.
What to do at the start of the season
- Before June 1, register with both systems: the city's and the parish's. This is the cheapest and most important step in this guide.
- Write the phase thresholds (50, 40 and 30 hours) on a sheet of paper; wait for the order from the parish and follow the city's announcements as well.
- Drive the route once and keep a printed map; if your route crosses the bridge, check the balance on your tag account at the start of the season.
- Kit: three to five days of supplies, cash (cards and ATMs may not work), medications, copies of immunization and medical records, and an information card for each child with name, date of birth and a phone number.
- Buy the flood policy before the season starts: there is a 30 day waiting period and renters can buy one too.
- Learn in advance who to call about a power outage: the provider here is a private company, not the city.
06 · Tolls
Is the crossing to the south shore tolled?
Short answer
Yes, and this item is what separates Mandeville from the other four communities in this round. There is a toll on the bridge connecting the two shores of the lake, and the operator's own sentence says this: tolls are only collected on the north shore, the Mandeville side of the lake. We stop there: that sentence says where the toll is collected; we could not confirm from the agency how many directions are tolled. So we do not write that you pay only on the way out or only on the way back. Confirm what you will pay going and returning on the operator's own page. The fares are clear: for an ordinary passenger vehicle, $3.40 with a tag and $6.00 in cash or by card. And one of the two tag sales offices is in Mandeville.
Steps, documents and official links
Fares: the gap between tag and no tag is large
| Vehicle | With a tag | Cash or card |
|---|---|---|
| 2 axles, under 7 feet (ordinary passenger vehicle) | $3.40 | $6.00 |
| 3 axles, under 7 feet | $7.75 | $8.00 |
| 4 axles, under 7 feet | $10.25 | $11.00 |
| 5 or more axles, under 7 feet | $12.75 | $14.00 |
| 2 axles, over 7 feet | $10.25 | $11.00 |
| 3 axles, over 7 feet | $15.25 | $16.00 |
| 4 axles, over 7 feet | $20.50 | $21.00 |
| 5 or more axles, over 7 feet | $25.50 | $26.00 |
The operator's own note: there is a 3 percent fee for credit card fares. So without a tag the fare is higher and a card adds a surcharge on top.
The arithmetic here is simple and it affects your housing decision: for an ordinary passenger vehicle the difference between a tag fare and a cash fare is $2.60 on each tolled crossing. For a household that crosses the lake regularly this is a visible monthly line item. Work out how many tolled crossings your own schedule produces; we do not invent an average and we make no claim about how many times a toll is charged on a round trip.
Opening a tag account
- The cost to open a toll account is $20.00, and in the operator's words that amount includes a toll tag and $20.00 of prepaid toll fare in the account.
- The tag is mounted on the glass behind the rearview mirror; a warning light shows at the plaza when the balance runs low; accounts linked to a credit card reload automatically.
- Tag holders may use the tag only lanes.
- Linking the state tag is not automatic: the operator's page asks you to call to link a state toll tag to a bridge account.
The sales office is here: an advantage of living in Mandeville
| Office | Location | Hours |
|---|---|---|
| North Shore Toll Tag Office | North Shore Toll Plaza Facility, Mandeville, LA 70448 | Monday to Friday, 7 a.m. to 5:30 p.m. |
| South Shore Toll Tag Office | 3939 N. Causeway Blvd., Suite 400, Metairie, LA 70002 | Monday to Friday, 9 a.m. to 5 p.m. |
Both offices share the same phone number: (985) 674-3641. Account opening and sign in also run through the operator's own online system. The city's own frequently used community contacts page lists this office along with the bridge administrative office (504-835-3118), which tells you the city treats the bridge as part of its residents' daily life.
If you cross without a tag
There is no toll by plate billing on this bridge; payment is made at the plaza in cash or by card, and the fare without a tag is nearly double. So do not assume an invoice will arrive later; you must have something to pay with at the plaza. If you cross regularly, a tag account pays for itself very quickly.
Disputing a charge
The operator publishes its own public records fee schedule (for example, $5.00 for a paper crash report and $11.00 for an electronic one). No separate procedure page for disputing a toll was found; because payment is made up front at the plaza, there appears to be no invoice and dispute cycle. We do not say there is no way to dispute; we say research found no procedure page.
The state system and a scam warning
The state has its own tolling system under a separate name, covering an expressway and a bridge. Neither is on Mandeville's daily route; you meet them traveling into the south of the state. On that system, customers without an account are billed by plate, and the invoice goes to the address where the vehicle is registered.
Among that system's own customer notices there is a toll scam warning. This is a real risk for a newcomer: you may receive text messages claiming an unpaid toll. Do not click the link in the message; check whether you owe anything by signing in to your account from your own browser or by calling the operator. Because this bridge has no toll by plate billing, a message claiming an unpaid toll on it is suspicious from the start.
Park and ride: how to split the cost
Two of the parish's nine park and ride facilities are in Mandeville: one at 675 Lafitte Street and one at 21490 Koop Drive. The parish describes them as parking for commuters and vanpoolers and as transfer points between carriers. For a household working on the south shore, this is the most visible way to split the toll and the fuel.
Something we are not writing
We could not confirm from an agency's own sentence whether the twin bridges crossing the river in the metropolitan area to the south are free today. So we do not write that they are free; research found no agency statement. If you will use that crossing regularly, confirm the current position yourself.
07 · Transit
Is there public transit in Mandeville?
Short answer
Here is the most different answer in this round: Mandeville has no fixed route bus service. STAR Transit, operated by the parish government, describes itself as a demand response system: you call in, it provides curb to curb service, and it runs first come, first served. You do not wait at a stop; you book in advance. The fare runs from $1.50 to $4.00 depending on distance, and riders 60 and older ride free between 7:30 a.m. and 2:30 p.m. For a reader planning to live without a car this is decisive: the other four communities have fixed route buses; this one does not.
Steps, documents and official links
How it works
- The operator's own description: the system is demand response, serves within the boundaries of St. Tammany Parish, is non emergency, and provides curb to curb service on a call in, first come, first served basis.
- Reservations: 985.327.0185.
- Hours: urban service 7 a.m. to 5 p.m., rural service 7 a.m. to 4 p.m., weekdays.

Fare table
| Trip | One way | Round trip |
|---|---|---|
| Short distance (up to 10 miles) | $1.50 | $3.00 |
| Medium distance (11 to 25 miles) | $2.50 | $5.00 |
| Long distance (26 miles and over) | $4.00 | $8.00 |
- Riders 60 and older ride free between 7:30 a.m. and 2:30 p.m., with a senior services registration.
- Half fare: riders 60 and older, people with disabilities, Medicare card holders and children 6 to 12.
- Children under 5 ride free. Riders under 17 must be accompanied by someone at least 18.
An honest limit: this fare table was read from an archived copy of the parish's own page, because the parish's official domains could not be reached from this network. The current fare could not be confirmed; verify it on the phone when you book.
Living without a car: what it means here
The absence of fixed routes has three concrete consequences for a newcomer:
- Every trip is planned in advance. Getting to work, to the grocery store and to appointments requires a reservation; changing plans at short notice is not easy.
- Your choice of home changes. Whether a grocery store, a school and a health site are within walking distance matters more here than in the other communities.
- Your license timeline moves up. Licensing is already a long road in this state for someone arriving from Türkiye; here it is also the road to freedom of movement.
On the other hand, the city's own infrastructure is strong for walking and cycling: a paved walking and cycling trail built on a former rail line runs through town, and there is a separate path along the lakefront. Details in the things to do section.
Getting to the south shore
The metropolitan area on the south shore has its own bus, streetcar and ferry operator, and its parish has its own bus operator; but those run on the south side of the lake. From Mandeville, going south is in practice done by car across the bridge, which is exactly why the parish has two park and ride facilities here. They are described as transfer points for people who share a ride.
The airport: every trip crosses the bridge
- The region's international airport is on the south shore, inside Jefferson Parish, with an address in one of that parish's municipalities; but it is operated by the metropolitan city's aviation board. The airport is not inside that city's limits, yet that city's agency runs it.
- Every trip from Mandeville to the airport crosses the bridge, so a bridge crossing is added to the cost of every flight. Build that into your departure planning.
- The airport is open 24 hours; administrative hours are 8 a.m. to 5 p.m. on weekdays.
- The buses that serve the airport belong to the two operators on the south shore, and transfers are not valid between those two systems; only a regional day pass works on both. Reaching those routes from Mandeville means crossing south first.
Trains and intercity buses
There is no train station in Mandeville. The region's terminal is in the metropolitan area on the south shore at 1001 Loyola Avenue; four routes depart from there and the same building also serves as a bus terminal. Intercity bus stops and schedules were not measured in this round.

Do you live inside the city limits in Mandeville?
Short answer
The city opens this question itself with a warning, and it is the most useful address check in this series: "Your mailing address does not tell the whole story!" A Mandeville mailing address does not mean you are inside the city limits. The city gives two concrete tests on its own page: do you pay your water bill to the City of Mandeville, and does your property tax bill carry City Tax and City Mills lines? If neither is true, you are most likely in unincorporated St. Tammany Parish and your counterpart is the parish government. This one distinction changes your tax, your service door, your police and your court at once.
Steps, documents and official links
The two tests, in the city's own words
| Test | Inside the city limits | Outside |
|---|---|---|
| Water bill | You pay the bill to the City of Mandeville | Your bill comes from another provider |
| Property tax bill | The bill carries City Tax and City Mills lines | Those lines are absent |
Property tax bills, including those for addresses inside the city, are prepared and mailed by the St. Tammany Parish assessor. So the fact that the bill comes from the parish tells you nothing by itself; what matters is the city line inside the bill.
Why the warning matters so much: a listing that says "Mandeville, LA" does not mean the home receives city services, is policed by the city, or is subject to city taxes. Ask about these two tests before you sign a lease or make an offer.
Mandeville has a municipal government: what that means
Mandeville is an incorporated city with its own institutions. From the city's own site:
- An elected mayor and a city council.
- Its own court: the Mayor's Court.
- Its own law enforcement: the Mandeville Police Department.
- City departments: cultural arts, finance, human resources, legal, the Mayor's Court, the mayor's office, planning and development, police, public works, civil service and the council.
- City Hall: 3101 East Causeway Approach, Mandeville, LA 70448 — 985-626-3144.
- The city's own code of ordinances is published on a code library site and the city links to it directly.
This is a structural difference from some communities in this series: one neighboring community in the same round has no municipal government at all, and everything there runs through the parish. Here there are two layers, and your job as a reader is to know which side you are on.
Who handles what
| Matter | Counterpart |
|---|---|
| City government | Mayor and city council, City Hall |
| Law enforcement inside the city limits | Mandeville Police Department |
| Municipal court | Mayor's Court; the full list of matters it hears could not be confirmed |
| Water and sewer | City of Mandeville public works — a city department |
| Trash, green waste and recycling | A private company under contract to the city |
| Electricity | CLECO, a private company |
| Zoning and building permits inside the city limits | The city's planning and development department |
| Property assessment and the exemption | St. Tammany Parish assessor, with offices in Covington and Slidell |
| Property tax collection | St. Tammany Parish sheriff's office |
| Sales tax collection | St. Tammany Parish sheriff's office |
| Property records, marriage licenses, elections and jury duty | St. Tammany Parish Clerk of Court |
| Schools | St. Tammany Parish Public Schools, one district parish wide |
| Emergency management and evacuation orders | St. Tammany Parish; the city also publishes announcements |
The name of the parish governing body: an honest gap
In this state the name of the parish governing body is not uniform. In one parish the body is called a Police Jury; in another it is a Parish Council with a Parish President. We could not confirm the official name of the St. Tammany Parish body in this round: all of the parish government's official domains were unreachable from this network and no sentence could be taken from the agency's own page. We do not assert a name.
The one thing we hold with certainty is the statute's own term: the evacuation statute refers to the authority issuing the order as the parish president. That is why we use that term in the hurricane section. Read the body's name off your own parish's correspondence; we do not guess.
How to verify your address
- Look at your water bill. This is the city's own test: if the bill is paid to the City of Mandeville, you are inside the city limits.
- Read your property tax bill. Is there a separate city line? The city names two lines to look for.
- Look up the parcel. The parish has a parcel viewer in its geographic information system; the parcel is what decides, not the listing.
- Run an address lookup for the sales tax rate. The collector's site has an address based tool; we cover it in the tax section.
- If you are unsure, call the city: 985-626-3144.
What this distinction changes
- Tax: inside the city limits your property tax bill carries a separate city line.
- Water and trash: the city's water and sewer department and its contracted trash hauler are services inside the city limits.
- Policing: city police inside the limits, parish sheriff outside.
- Court: the municipal court only hears the city's own matters.
- Emergency alerts: the city system and the parish system are separate and you have to register with both.
- Zoning and permits: the city's planning department inside the limits, the parish outside.
Schools are not affected by this distinction
One reassuring note: the school district is a single parish wide system, and being inside or outside the city limits does not change which district you deal with. Schools are assigned by address and the district publishes a school finder tool; details in the school section.
09 · Utilities
How do you set up electricity and gas in Mandeville?
Short answer
The electricity provider here is different from the other four communities in this round: CLECO. In the others the provider is another company; CLECO appears only in Mandeville in this round, which means the line you read online about who supplies electricity in Louisiana is wrong here. Apply to the right company. And the complaint door follows from that: because electricity comes from a private company, billing and service complaints go to the state public utilities regulator, not to city hall. By contrast water and sewer are a city department, so there your counterpart is City Hall directly.
Steps, documents and official links
Who provides what
| Service | Provider | Complaint door |
|---|---|---|
| Electricity | CLECO, a private company | State regulator |
| Natural gas | Atmos Energy, a private company | State regulator |
| Water and sewer | A city department | City Hall and public works |
| Trash, green waste, recycling | A private company under contract to the city | The company first, then the city |
| Cable internet and telephone | Private companies | The company's own channel |
This is one of the most practical tables in the guide, because the first question a newcomer asks is who to call, and the answer differs by service.
Electricity: opening the account
- The account is opened through the company's own channel; the city is not involved.
- Have photo identification, the address and your move in date ready. Identity verification procedures differ between companies.
- Ask the right question: instead of saying you have no Social Security number, ask what alternative identification they accept. Companies often work with a deposit or an additional document.
- If a deposit is required, get it in writing and ask about the refund condition.
- Keep your first bill: many doors in this state ask for proof of residence, and a bill in your name is the easiest way to provide it.
Natural gas: Atmos Energy
The natural gas distributor in Mandeville is Atmos Energy, as listed on the city's own contacts page. Like electricity, gas is a private company here, so the account is opened directly through the company's own channel and the city is not involved; an unresolved billing or service complaint goes to the state regulator.
- Account requirements, the deposit amount and the documents requested were not measured in this round. We do not say none are required; research did not find them. Before you call, have photo identification, the address and your move in date ready.
- If you have no number the right question is the same: instead of saying you have none, ask what alternative identification they accept.
- Not every home has a gas connection; ask whether the heating and the water heater are electric or gas before you sign a lease, because it changes your monthly bill directly.
- If you are unsure, the city can tell you which services reach your address at 985-626-3144.
One more warning: a natural gas distribution business in this state changed hands in 2025 and the acquiring company is different. That change concerns two cities on the south shore, not Mandeville. But the lesson is general: older guides online can send readers to the wrong company, so confirm the distributor before you apply.
Where complaints go
- Because electricity and gas are private companies, an unresolved billing or service complaint goes to the state public utilities regulator. It does not go to the city.
- For water and sewer your counterpart is the city and the door is City Hall directly; see the water section.
- For trash, the contracted company first and the city if it is not resolved.
- Put it in writing first: a complaint made by phone is hard to document. Use email or a form, and note the date and the name of the person you spoke with.
When the power goes out
Outages are frequent in this state, which is why the generator rules in the hurricane section matter. Report the outage to the provider, not to the city; providers maintain their own outage maps and reporting channels. And the rule people most often miss: an intersection with a dark signal becomes an all way stop.
Open the accounts in your own name
The most common mistake a new household makes is leaving the utilities in the landlord's or a friend's name. If they are not in your name: you have no proof of residence, you build no payment history, and you lose the easiest document showing whether you are inside the city limits. Who the water bill is paid to is one of the city's own two tests.
10 · Water and trash
How do you open a water account in Mandeville, and when is trash collected?
Short answer
Water and sewer here are a city department, which means the place you go to open an account is City Hall: 3101 East Causeway Approach, weekdays 9 a.m. to 4:30 p.m. The deposit depends on meter size: for a standard residential meter it is $150 plus a $50 service fee. And there is a real trap for newcomers: new service fees are paid only by check, cash or money order, and credit cards are not accepted. On the question of a Social Security number we choose our words carefully: the city's application page does not mention a number requirement. We do not say none is required; we say the page does not state one.
Steps, documents and official links
How the account is opened
- Applications are made at City Hall: 3101 East Causeway Approach, Mandeville, LA 70448. Weekdays 9 a.m. to 4:30 p.m.
- The request must be made one business day ahead, by 4 p.m. For same day service, call 985-626-3144.
- Online requests are not processed on weekends and holidays. A household that moves on a Friday evening waits until Monday; plan your move in date accordingly.
- There are separate forms for each case: residential water and sewer, commercial water and sewer, sewer only, garbage only, direct payment of the water bill, and discontinuation of service.
The deposit, by meter size
| Meter | Deposit | Service fee |
|---|---|---|
| Standard residential meter | $150 | $50 |
| One inch | $200 | $50 |
| One and a half inches | $500 | $50 |
| Two inches | $700 | $50 |
| Larger than two inches | At supplier cost | $50 |
Payment restriction: new service fees are paid only by check, cash or money order; credit cards are not accepted. For a newcomer without a bank account yet this is actually convenient: a money order does not require a bank account and can be bought at a post office. Keep cash or a money order on hand through your move in day.
The number question: what we write and what we do not
- The city's water service application page never mentions a Social Security number. That is a fact about what the page says.
- We do not say no number is required and we do not say an application without one is accepted; the city makes no such statement either way.
- A comparison, because the difference is real for a reader: in another city in this state, a water account explicitly requires photo identification and a valid Social Security card; another community's water utility lists the number among the information it collects. There is no single rule for water accounts in this state.
- The right thing to do: call 985-626-3144 before you stand in line and ask which identification documents they accept. Write down the answer, the date and the name of the person you spoke with.
- The number section sets out which doors ask for a number and which do not.
Trash: a contracted company and a fixed calendar
Trash, green waste and recycling here are collected by a private company under contract to the city. That is a distinct model in this round: in one neighboring community the work sits with the parish, and in another with the city's own staff. The calendar, from the city's own page:
| Waste | Day |
|---|---|
| Household garbage | Wednesday |
| Green waste | Tuesday or Friday |
| Recycling | Tuesday |
Green waste: the limits are specific
- What counts as green waste: grass, leaves, flowers, stalks, branches and hedge trimmings, and Christmas trees.
- A trunk or branch may not exceed 50 pounds or 12 inches in diameter.
- A pile may not exceed 15 feet long, 6 feet wide and 5 feet high.
- Leaves must be bagged.
- A large green waste pile requires an appointment: the contracted company's line is 985-781-3171.
Why this matters for a newcomer: the cardboard, furniture and yard waste that come out of a move do not fall in the same category here, and a pile that breaks the rules is left behind. If you are doing a big clear out, call the company first.
The water bill as a document
This section connects directly to the boundaries section: by the city's own test, if you pay your water bill to the City of Mandeville you are inside the city limits. So a water account is not only a service; it is proof of which government you belong to and the easiest document to use as proof of residence. Open the account in your own name and keep the first bills.
If you are outside the city limits
If your address is on the unincorporated parish side, your water and trash arrangements may differ and your counterpart is the parish rather than the city. Because the parish government's own pages could not be read in this round, we could not confirm the procedures or the amounts on that side. We do not say there is none; research did not find it. Before you take a home, ask the seller or the landlord who the water bill is paid to.

What should you watch for in a lease in Mandeville?
Short answer
Look for one clause, because it turns your five days into zero. The procedure code requires a lessor to deliver a written notice to vacate allowing not less than five days. But the same article adds this: a lessee may waive the notice requirements by a written waiver contained in the lease, in which case the lessor may institute eviction proceedings immediately. Check whether your lease has such a clause. The terms differ too: the code calls the parties lessor and lessee, defines the contract as a synallagmatic contract, and calls real property an immovable.
Steps, documents and official links
Terms: we do not simplify them
Louisiana is a civil law state and the vocabulary of a lease differs from other states. We use the code's own words, because they are the words in your lease:
| Term | What it means |
|---|---|
| lessor | The landlord. The code uses this word, not landlord |
| lessee | The tenant. The code uses this word, not tenant |
| synallagmatic contract | The word the code uses when it defines a lease |
| reconduction | Automatic continuation of a lease after its term ends |
| immovable | Real property |
| lessor's privilege | The lessor's legal privilege over movables in the leased premises |
| notice to vacate | The first step of an eviction |
The code's own definition: a lease is a synallagmatic contract by which one party, the lessor, binds himself to give the use and enjoyment of a thing for a term to the other party, the lessee, in exchange for a rent the lessee binds himself to pay.
Term, renewal and recordation
- A lease must have a term; it may be fixed or indeterminate and may not exceed 99 years.
- If the parties agree on no term, a residential lease of an immovable runs month to month by operation of law. So "there is no written lease, so I have no rights" is wrong.
- A lease may be made orally — but a lease of an immovable has no effect against third persons until it is recorded. A third person who buys an immovable subject to an unrecorded lease is not bound by it. What that means in practice: if the property changes hands, an unrecorded lease may not protect you against the new owner.
- Reconduction: if the lessee remains after the term and neither party gives notice within a week, the lease continues on the same conditions by operation of law.
- A transfer of the leased thing does not terminate the lease unless otherwise agreed.
- The lessee may sublease and assign his rights unless the contract expressly prohibits it, and a prohibition is construed narrowly against the lessor.
Notice to terminate: the deadlines
| Lease period | Notice period |
|---|---|
| A lease measured by a period longer than a month | 30 calendar days before the end of the period |
| Month to month lease | 10 calendar days before the end of the month |
| A period of a week to a month | 5 calendar days before the end of the period |
| A period shorter than a week | At any time before the period ends |
For a residence the notice must be in writing. If the contract gives a right to terminate early, the applicable period is whichever is longer, the contractual period or the statutory one, and the right to receive that notice may not be waived in advance.
Repairs and the parties' obligations
- The lessor must deliver the thing at the agreed time and in good condition suitable for its intended use.
- The lessee must notify the lessor without delay of damage or a condition requiring repair; failing to do so makes the lessee liable for the resulting loss. Reporting a fault in writing is an obligation, not an option.
- During the lease the lessor must make all repairs needed to keep the thing suitable for its purpose, other than those that are the lessee's responsibility.
- The lessee must repair damage caused by his own fault and deterioration beyond normal use.
- The most useful article: if the lessor fails to make a necessary repair within a reasonable time after demand, the lessee may have it made and deduct the amount from the rent — to the extent the repair was necessary and the amount reasonable. Because "reasonable" is undefined, written records are essential: make the demand in writing and keep estimates and invoices.
- Lessor's privilege: the lessor's legal privilege over the lessee's movables in the leased premises continues for 15 days after the movables are removed. This is the article that surprises readers arriving from other states.
Security deposits: the one month rule and one exception
- The deposit is returned within one month after the lease ends.
- The lessor may retain what is reasonably necessary to remedy a default or to repair unreasonable wear; if anything is retained, an itemized statement must be sent within the same month.
- The tenant has an obligation too: to furnish a forwarding address in writing at the termination of the lease. Move without leaving one and you will not receive the statement.
- The easiest trap to fall into: if the tenant abandons the premises without giving the required notice or before the lease ends, the one month rule does not apply. Leaving early and dropping off the keys can cost you the deposit.
- Enforcement: failing to remit within 30 days after a written demand is willful failure by statute; in that case the tenant may recover the amount wrongfully retained plus $300 or twice that amount, whichever is greater.
- No provision capping security deposits was found. We do not say there is none; research did not find one.
- If the property is transferred during the lease, the obligation to return the deposit passes to the new owner.
- A pending change: a 2026 bill proposing extra time for the itemized statement was seen; whether it became law could not be confirmed. If your deposit is late, verify the current deadline.
Eviction: the timeline and the critical article
- A written notice to vacate is delivered and must allow not less than five days.
- If the lease contains a written waiver those five days go to zero and the lessor may file immediately.
- For a fixed term lease, a notice to vacate may be given no more than thirty days before the term ends.
- Suit is filed, the hearing is held no earlier than three days after service, and judgment can issue the same day.
- After judgment, 24 hours and then a forcible removal. An appeal does not suspend execution.
Self help eviction: changing the locks, removing a door or a window, or cutting off utilities to force a tenant out cannot be done without a court judgment according to consistent secondary sources, and a Louisiana appellate decision contains similar language; but we could not confirm this item from an official publication of the law. If it happens to you, document it and go to the legal aid doors below.
Which court hears an eviction in Mandeville
There is a gap here that we have to be honest about. Mandeville has its own Mayor's Court, but we could not confirm whether that court hears eviction cases. St. Tammany Parish has a separate judicial district court, but we could not confirm the parish to district match from the agency's own page either.
So we do not tell you which court to go to. The right thing to do: when a notice to vacate or a court paper reaches you, read the court's name off the document and contact one of the legal aid doors below using that name. Act the day the paper arrives; the timeline in this state is very short.
Doors for a tenant without money
- The state bar's modest means panel and lawyer referral services.
- Volunteer attorney projects and income qualified legal aid organizations.
- A free online legal questions service and a statewide legal information site.
- A 24 hour domestic violence hotline.
- These lists were compiled from the self represented litigants page of a clerk of court in another parish in this state; no separate list was found for Mandeville or St. Tammany Parish. Statewide doors should apply here as well, but that is an inference.
- Two hard sentences from that same page: clerk of court employees are prohibited from providing legal advice, and a self represented litigant is presumed to know the law. A court holds you to the same standard as an attorney.
12 · Property tax
How does property tax work if you buy a home in Mandeville?
Short answer
The most useful divergence here is in how you apply: the St. Tammany Parish assessor accepts a homestead exemption application remotely by Zoom appointment, so going to an office is not required. And among the identification documents it accepts is a Louisiana identification card, which means a voter card is not required. In a neighboring parish in the same round, appearing in person is mandatory. The exemption itself: on an owner occupied home the first $7,500 of assessed value is exempt from property tax; in the parish's own words that saves the average homeowner about $1,000 a year. One warning about the calendar: protests are filed in August, not when the bill arrives.
Steps, documents and official links
How the system works
- A home is assessed at 10 percent of market value (commercial buildings and business movables at 15 percent). The tax is assessed value multiplied by the millage. A mill is one tenth of a cent.
- Millage is not a single rate: schools, law enforcement, fire, drainage, streets, lighting, libraries and parks each carry their own millage, each approved separately by voters. If you are inside the city limits your bill also carries a city line.
- Property is reappraised at least once every four years; after a reappraisal millages are adjusted up or down but may not exceed the prior year's maximum. General obligation bond millages are outside that adjustment.
- The assessor sets the value, not the rate.
- Collection sits with the parish sheriff's office: it mails the bills and collects the money.
The calendar: protest in August
| Month | What happens |
|---|---|
| August | The assessment roll is open for public inspection and can be viewed online. Protests are filed this month. |
| Toward the end of September | Millages are not final until they clear the state auditor's review; the figure shown in August is an estimate |
| November | Bills are mailed |
This is the item readers miss most often: the bill arrives in November, but the protest window has already closed in August. If you think your value is too high, look at the roll in August.
The exemption: how much and for whom
- On an owner occupied home the first $7,500 of assessed value is exempt. Because a home is assessed at 10 percent of market value, that is roughly the first $75,000 of market value.
- Who may apply: an owner who actually and permanently occupies the home. Only one homestead exemption is allowed per person in Louisiana. It does not apply to a property you do not occupy.
- The exemption does not follow you: if the home is sold or the owner moves, the exemption is cancelled and you must apply again at the new home.
- It is permanent once granted: you do not reapply every year; a receipt arrives by mail annually.
- In the parish's own words, the exemption saves the average homeowner about $1,000 a year.
How to apply: there is a Zoom option here
| Item | St. Tammany Parish |
|---|---|
| How | Remotely by Zoom appointment or in an office |
| Identification accepted | A Louisiana identification card, an active military identification card, or a parish voter registration card for that address |
| Additional documents | The deed or act of transfer; if you hold an exemption elsewhere, proof that it has been removed |
| Offices | Covington and Slidell. There is no office in Mandeville |
The most important point for a Turkish reader is here: among the accepted documents is a Louisiana identification card, which means a voter card is an alternative, not a requirement. A homeowner who is not a citizen but holds Louisiana identification can apply with that document. And the assessor's page contains no citizenship or immigration status requirement for the exemption. But there is also no sentence saying status is not asked; we assert neither, and print only the document list. Ask the assessor whether status creates any obstacle.
Why the Zoom option matters: there is no assessor's office in Mandeville and the offices are in other communities. With no fixed route bus service here, a remote appointment is a real convenience for a reader without a car or without time off work. Book through the assessor's own appointment address.
Additional exemptions and freezes
- Assessed value can be frozen for owners 65 and older, subject to an income condition. The parish gives a maximum adjusted gross income of $102,700 for 2026, and the figure is updated annually by the consumer price index.
- A similar freeze exists for disability, under the same income condition.
- What a freeze does not freeze: it freezes only the assessed value, not the tax rate. If a taxing district rolls its millage up, the tax still rises.
- How a freeze is lost: if construction or reconstruction raises the value by more than 25 percent, the permanence is broken.
- Veteran exemptions: veterans with a service connected disability at or above a certain rating receive an additional exemption. Two descriptions of the tier amounts on one parish assessor's own page do not match, so we print no figures and suggest you confirm with the assessor.
- Phase in rule: a constitutional provision phases in tax increases; property that was misassessed or omitted from the roll does not benefit from it.
Billing address and escrow
The assessor receives notices of ownership transfers from the clerk of court and building permit information from across the parish. When a value changes, notifying the mortgage company for an escrow correction is the homeowner's job, and the assessor issues an escrow letter on request. Update the billing address separately when you move; we cover that item in the address section.
Support for first time buyers
No down payment assistance program was found on the city's own site for Mandeville. We do not say there is none; research did not find one. There is a state level housing agency with a homeownership section; program names and conditions were not measured in this round. If you are buying your first home, look at the state agency's own page and ask your lender which programs you qualify for.
Flood insurance: this concerns renters too
This item concerns people who do not own, because most standard homeowner's insurance policies do not cover losses from flooding and a separate policy is needed.
- Renters can buy a policy too and insure their personal property.
- There is a 30 day waiting period before a flood policy takes effect. Because hurricane season starts on June 1, buy the policy by the end of April at the latest.
- A single family residence can be insured up to $250,000.
- Flood zone lookups and discount programs vary by community; look up your own address before you transact. The discount program and the lookup channel for Mandeville were not measured in this round.
- As described in the hurricane section, reentry requires permission; for your insurance claim, photographs of the damage and time stamped records will matter.
13 · Schools
Which school will my child attend in Mandeville, and how do I enroll?
Short answer
This is a classic attendance zone system: schools are assigned by the attendance zone determined by the home address, and the parish district publishes a school finder tool into which you type only your street address, without the city and state. Enrollment can be done online or in person at the school the child will attend. But two hard details here hit a family arriving from Türkiye directly. First: for a renter the district accepts as primary proof of residence only a signed lease from a real estate office, apartment management or a mobile home park, and it says "not from an individual." Second: the document list says State Certified Birth Certificate and never mentions a foreign birth certificate.

The system: zoned schools
- The district's own sentence says current students do not have to register again unless they transfer to a different school in a different attendance zone because of a move. The system is built on the attendance zone.
- Type only your street address into the school finder, without the city and state. That is the tool's own instruction.
- Enrollment runs through an online portal; the district also offers in person registration at the school the child will attend.
- Even a move inside the parish can change the school, because the attendance zone is what decides. Look up the new address's zone before you move.
- Being inside or outside the city limits does not change the district; the school system is one district parish wide.
PROOF OF RESIDENCE: three scenarios and one obstacle
This is one of the hardest items in this guide. The district splits proof of residence into primary and secondary and asks for different documents in each scenario:
| Your situation | Primary document | Secondary document |
|---|---|---|
| If you own | A property tax bill or homestead exemption | Two consecutive months of gas, electric or water bills (one within the last 30 days); for a new purchase, letterhead verification of service from two separate utilities |
| If you rent | A signed lease from a real estate office, apartment management or a mobile home park — "not from an individual" | The utility bill or service verification above |
| If you live with someone | A shared housing form from the district's attendance office, notarized, plus a current utility bill in the host's name, plus a state or federal document mailed to the parent at that address within the last 30 days | A different state or federal document, also within the last 30 days |
- Photocopies and documents addressed in care of someone else are not accepted.
- Help lines: 985-898-3370 and 985-646-4917.
Here is the obstacle itself: many families arriving from Türkiye rent their first home from an individual rather than through a real estate office or a management company. The district's sentence does not count that lease as primary proof of residence. What to do:
- Ask before you take a home: is the lease drawn up through a real estate office or a management company? That one question can save your enrollment day.
- If you rented from an individual, do not panic: the district defines a route for the living with someone scenario, and that route asks for a notarized form and a utility bill in the host's name. Call the district's attendance office and settle which scenario you fall into.
- Open the utility accounts in your own name. Once your water bill arrives in your name, the secondary document problem solves itself.
Documents requested
- A State Certified Birth Certificate
- The parent or guardian's photo identification
- Immunization records
- A Social Security card — it appears on the list
- Records and a report card from the last school, if any
- Proof of residence (the table above)
- Custody documents, if any
- Income verification may be requested for pre kindergarten
A foreign birth certificate: THREE DISTRICTS, THREE POSITIONS
This is one of the conflicts we print, and we take no side. Three school districts in this state answer the same question three different ways:
| District | What it says |
|---|---|
| The district Mandeville belongs to | Says only State Certified Birth Certificate; never mentions a foreign birth certificate |
| A neighboring parish district | States explicitly that a foreign birth certificate is an acceptable document |
| The metropolitan city's district | Counts a passport and provides provisional enrollment for a student without documents |
What this means for Mandeville: the district's page neither accepts nor rejects a foreign birth certificate; it does not address the subject. We do not say it is refused and we do not say it is accepted. What to do: before enrollment day, call the district's relevant office and ask whether a birth certificate issued in Türkiye with a sworn translation is accepted, and ask for the answer in writing.
The same uncertainty applies to the Social Security card: the card appears on the document list, but whether it is required or merely requested if available is not explained on the page. Ask about that on the same call. The number section sets out which doors ask for a number.
Immigration status is not a barrier to enrollment
That immigration status is not a barrier to school enrollment rests on the U.S. Supreme Court decision in Plyler v. Doe, 457 U.S. 202 (1982), and it applies in every state. The district that writes this out explicitly in its own materials is not this parish's; the metropolitan city's district uses this sentence: students shall neither be required nor asked to present documentation pertaining to immigration status, and reference to the immigration status of a child or guardian shall not appear on any forms, materials, paperwork or records produced, distributed or collected by the school.
No such sentence was found on the enrollment page of the district Mandeville belongs to. We do not say the protection does not exist; we say research found no sentence from the district itself. The decision applies everywhere.
Age rules
| Grade | Rule |
|---|---|
| Free pre kindergarten | Age 4 by September 30, living in the school's zone, and meeting an income condition; paid seats may exist if space remains |
| Kindergarten | Age 5 by September 30 |
| First grade | Age 6 by September 30 and either a full day kindergarten certificate or passing an academic readiness screening at the time of registration |
A measured rule for a student arriving from Türkiye
This item applies directly and many families never hear about it:
- A student entering fifth or ninth grade from an out of state school, an in state private school or an approved home study program must take the English language arts and mathematics portions of the state placement test.
- A student arriving with high school credit from a program that is not approved must demonstrate proficiency for the credit to be recognized: at least a specified level on the state test and at least 60 percent on the district test. There is one attempt and it is recorded on the transcript with a separate letter.
- Testing office: 985-898-6481.
What it means in practice: for a child who finished fourth grade in Türkiye and arrives into fifth grade, or who is entering high school, English and mathematics preparation over the summer is not wasted effort; there is an actual test. Ask when the test is given when you enroll.
Immunization: the exemption is unusually broad here
Immunization records are on all five districts' document lists. But the state statute is unusually broad on exemptions: alongside a physician's statement that the procedure is contraindicated for medical reasons, the statute accepts a written dissent from the student or the parent or guardian. The statute also requires that the text and citation of that provision appear in every notice sent to families.
We do not print the required dose counts in this guide: the table in the state health agency's own document did not align the same way under two separate reading methods, and rather than print a wrong dose count we send you to the agency's own list. The required vaccine groups by school type and grade level are published on the agency's page.
Language
The district's enrollment summary brochure is published in English, Spanish and Vietnamese. There is no Turkish edition. Make any request for an interpreter at school before the enrollment appointment and in writing; we cover adult language channels in the free and with children section.

How do health insurance and Medicaid work here?
Short answer
This state has expanded Medicaid under the brand Healthy Louisiana, with coverage effective July 1, 2016. The most valuable item for a family with children: Louisiana removed the five year waiting period for children (up to age 19); it did not remove it for pregnant individuals. And there is a date to put on your calendar: starting January 1, 2027, only certain statuses will qualify for premium savings on the federal marketplace; holders of work visas, student visas, temporary protected status and employment authorization will be able to buy coverage but not receive savings. Most Turkish readers are in exactly that group.
Steps, documents and official links
Medicaid: who qualifies
The state health agency's own four conditions:
- You must be an adult between the ages of 19 and 64.
- You must be below the income limits.
- You must live in Louisiana.
- You must be a U.S. citizen or meet certain immigration requirements.
Coverage includes doctor visits, lab work and hospital care; the agency notes there may be a small co-pay.
Income limits
The agency's own table gives these monthly limits, effective March 1, 2026:
| Program | 1 person | 2 | 3 | 4 |
|---|---|---|---|---|
| Medicaid expansion (ages 19 to 64) | $1,836 | $2,489 | $3,142 | $3,795 |
| Children's health program | $2,887 | $3,914 | $4,941 | $5,968 |
| The higher tier of the children's program | $3,392 | $4,599 | $5,806 | $7,013 |
| Program for pregnant individuals | $2,489 | $3,142 | $3,795 | $4,449 |
| Family planning program | $1,836 | $2,489 | $3,142 | $3,795 |

Immigration status and the five year wait
- The federal rule: after receiving qualified non-citizen status you are generally eligible after five years. The wait does not apply to lawful permanent residents who previously held certain statuses such as refugee or asylee.
- Louisiana removed that wait for children: the federal agency's state list shows Louisiana in the children column for both Medicaid and the children's program, with a footnote that these states cover children up to age 19.
- It did not remove it for pregnant individuals: Louisiana is not in that column.
- The emergency exception: in the federal source's words, Medicaid may cover treatment of an emergency medical condition even if you do not have an eligible immigration status, provided the state's other eligibility criteria are met.
- Public charge: the federal source directs you to a separate page on this subject before applying to health programs. We set out the distinction in the benefits section.
The marketplace: the state has no exchange of its own
- Louisiana has no state exchange; applications go through the federal marketplace.
- The rule that changes on January 1, 2027: in the federal source's own words, after that date only lawful permanent residents and two specific immigrant groups qualify for savings. Other statuses may be eligible for coverage but not for savings.
- Recipients of deferred action for childhood arrivals are not eligible for marketplace coverage.
- Plan for this calendar item now: if you will pay the full premium in 2027, a plan offered by your employer or another option may suit you better. This is not legal or financial advice; it is a date warning.
The children's health program
- The program provides no cost health coverage to uninsured children up to age 19.
- The agency's own three conditions: the child must be under 19, must not currently have health insurance, and household income must be below the limits.
- Coverage is broad: doctor and hospital visits, dental, vision, hearing, lab work, immunizations, prescriptions, medical equipment, medically necessary transportation, speech and physical therapy, and mental health services.
- There is an expanded entitlement for children under 21: in the agency's words, they are entitled to all medically necessary health care, diagnostic services and treatment that Medicaid can cover, including many services not covered for adults.
- There is a separate early intervention program for young children with developmental delays.
- The program brochure is published in English, Spanish and Vietnamese. There is no Turkish edition.
Language and the right to an interpreter
The state health agency's own nondiscrimination notice states that it provides free language services to people whose primary language is not English, including qualified interpreters and information written in other languages. Requests go to the agency's legal services bureau. The text says qualified interpreter and does not name languages, and no written record was found of a Turkish interpreter being provided.
15 · Clinics
Are there free clinics in Mandeville?
Short answer
First the most misunderstood sentence: a sliding fee clinic is not a free clinic. The federal agency's own wording says these centers provide primary care at a lower cost on a sliding fee scale based on your income; it does not say free. If your income is low the fee drops, but it does not reach zero. And we owe you an honest number here: we read the official data file of federally funded health center sites on October 14, 2026, and St. Tammany Parish has four active sites. In the same file the metropolitan area's central parish has 72 and a neighboring parish has 40. Access in this parish is about one twentieth of the metropolitan area's.
Steps, documents and official links
The measured access table
| Parish | Active sites |
|---|---|
| The metropolitan area's central parish | 72 |
| The state capital's parish | 46 |
| A neighboring parish | 40 |
| The parish in the southwest | 5 |
| St. Tammany Parish | 4 |
Read this table as a planning item rather than as a comment about wealth or poverty. Statewide there are 554 active sites operated by 42 separate organizations, and some sites are seasonal or mobile. For a reader in Mandeville going through a low income or uninsured period, the practical result is this: confirm whether the site you plan to use is permanent or seasonal and which days it is open before you go, because your alternatives are few.
We publish no addresses and we do not suggest taking one from the federal data service; take the address and the hours from the center's own site and call before you go.
How a sliding fee works
- The fee is set by income. Bring proof of income (pay stubs, a tax return or a letter from an employer).
- Being uninsured is not a barrier and these centers see uninsured patients.
- Ask for the fee schedule in writing at the first appointment and ask which services are covered; dental and vision are not available at every center.
- Prescriptions are a separate item; ask whether the center has a discounted medication program.
Emergency care: a different calculation
- In an emergency, in the federal source's words, Medicaid may cover treatment of an emergency medical condition even without an eligible immigration status, provided income and state residency criteria are met.
- Hospitals' obligation to screen everyone in an emergency department is a federal rule; we did not read its own federal page in this round, so we print no detail.
- Do not hesitate to go in an emergency, and afterward keep the bill and the records; you can ask the hospital's social services unit about a payment plan or an assistance program.
What to do in a parish with limited access
- Solve coverage first: applying for Medicaid and the children's health program is a more durable solution than hunting for a clinic.
- Find a primary care provider early rather than late. In a parish with few sites, waiting lists can be long.
- Use 2-1-1: it is multilingual and refers people for health, food and housing.
- Site counts are far higher in the parishes on the south shore; if you will travel south for an appointment, plan the bridge toll and the travel time.
- For a school age child, discuss the school's health office and immunization records at enrollment.
16 · Marriage
What do you need to get married in Mandeville?
Short answer
Here the marriage license is issued by the parish Clerk of Court — in one parish of this state the work sits with the state health agency instead, but Mandeville is outside that exception. And let us correct a common error: the waiting period is 24 hours, not 72. Three separate agency pages and the statute say the same thing. A license may be issued in any parish in Louisiana and is valid throughout the state, but it may be used only within Louisiana; it is valid for 30 days. And the biggest item is not the license but the regime: the default matrimonial regime in this state is community of acquets and gains, and having married in Türkiye does not change that.
Steps, documents and official links
Who issues the license
- For Mandeville the counterpart is the St. Tammany Parish Clerk of Court.
- A license may be obtained in any parish in the state regardless of where the ceremony will be held or where you live; but it may be used only within Louisiana.
- It is valid for 30 days; an expired license becomes invalid at midnight and the fee for an unused license is generally not refunded.
- An honest limit: no dedicated marriage license information page for this parish's clerk could be found in this round. The items below were measured from the state statute and from other parishes' own pages. Confirm the document list and the fee with your own parish clerk before the appointment.
The 24 hour rule
The figure of 72 hours repeated widely online is wrong. Three separate agency pages and the statute say 24 hours: a ceremony may not be performed until twenty four hours have elapsed from the issuance of the license.
- Waiving the waiting period varies by parish. In some parishes a judge or an authorized officiant may waive it for a small fee; in another, the clerk writes that waivers are issued only under extenuating circumstances at a judge's discretion.
- We could not confirm the procedure in this parish; if your timing is tight, call the clerk.
Foreign documents: THREE SOURCES, THREE ANSWERS
This is one of the conflicts we print, and we take no side. For someone born in Türkiye the documents requested vary from parish to parish:
| Source | What it asks for |
|---|---|
| The metropolitan area's central parish | A certified birth certificate; it must be translated if not in English. For someone born outside the United States who cannot produce a certified birth certificate, a statutory waiver. From those not born in the U.S., a valid passport from the country of birth or a visa with Form I-94 attached |
| A neighboring parish | A certified birth certificate AND a valid passport or a visa with Form I-94. For a document not in English, a certified translation with the translator's sworn statement of fluency and accuracy |
| The parish in the southwest | For someone born outside the U.S., no birth certificate is requested at all: a valid driver license, a government issued identification card, or a valid passport from the country of birth or an unexpired visa with Form I-94 suffices |
Two things are common to all three: a valid passport from your country or an unexpired visa with Form I-94, and a certified translation of any document not in English. Prepare those two, then confirm your own parish's list.
Social Security number: if you are not a citizen or a lawful permanent resident, a valid passport from your country or a visa with Form I-94 is accepted in place of the number; one parish also lists a court approved waiver route.
Other common items
- A prior marriage: some parishes want a certified copy of the final divorce judgment or the death certificate; others accept knowing the date. If you divorced within 30 days before applying, one parish requires a certified judgment. Bring the document.
- Both parties should appear; if one cannot, that person's signature on the application must be notarized, and at least one party's signature in person is generally required. There is a separate exception for military members.
- Who may perform the ceremony: a minister, a judge or a justice of the peace. Two competent witnesses must also sign.
- Age: marriage under 16 is prohibited. At 16 and 17, judicial authorization and the written consent of the parents are required; one parish also writes that someone 16 or 17 may not marry an adult where there is an age difference of three years or greater.
- The vital records agency cannot issue a divorce judgment; a certified copy comes from the clerk of court in the parish where the divorce was granted.
THE PROPERTY REGIME: the most important part of this section
This is the item that most surprises Turkish readers, and it reaches far beyond marriage.
- The default regime is community of acquets and gains.
- The code's own sentence says this: the regime applies regardless of their domicile at the time of marriage or the place of celebration. So having married in Türkiye makes no difference; a couple who move here and establish a domicile come under this regime.
- The most practical article in this round is a calendar item: the code says that during the first year after moving into and acquiring a domicile in this state, spouses may enter into a matrimonial agreement without court approval. After that period a change of regime requires a joint petition and a court judgment.
- The hardest warning: the code provides that a separate debt of one spouse may be satisfied from community property during the marriage. A business debt therefore concerns the household, not just the spouse who incurred it; we cover this again in the business section.
- Burden of proof: things in possession are presumed to be community property, and the spouse asserting otherwise bears the burden.
- Mineral and royalty income is community property — a real item in an energy state.
- A matrimonial agreement is a notarial act, and the notary's authority is broad in this state; details in the business section.
Covenant marriage: a second form of marriage unique to this state
Louisiana has a second form of marriage called covenant marriage. Premarital counseling is required and divorce is available only on limited grounds: where an ordinary marriage requires six months of living separately, this one requires two years. A couple married outside Louisiana can also convert to it later. You may be asked which form you are choosing when you obtain the license; know what you are signing.
Name changes
A legal name change in this state is a court proceeding rather than an administrative act, with an interesting detail: the district attorney is named as a party and is cited to answer the petition. The petition requires the name, date of birth, number, residency in the parish, the requested new name and the reason for the change, plus a sworn verification. Courts publish their own forms for people filing without an attorney.
Fees and any newspaper publication requirement could not be confirmed in this round and secondary sources contradict one another, so we print no figure and no requirement. Changing a surname on marriage is a different procedure; see the vital records section.
17 · Vital records
How do you obtain a birth or death certificate?
Short answer
One state agency holds birth and death records here, and in its own words it maintains only records of births and deaths that occurred in Louisiana. Louisiana is a closed record state: birth and death certificates are not public records, and every request requires proper identification, the fee and a completed application. The best news for a Turkish reader is in the identification rule: among the primary documents the agency accepts is a valid foreign passport, named explicitly. So you can obtain a certificate before you have a license.
Steps, documents and official links
Who may request one
- The person named on the certificate; that person's current spouse; a mother, father, adult child, sibling, grandparent or grandchild; an attorney who submits a statement of representation.
- Another adult requesting a child's record needs a court custody order — the agency's own sentence says notarized custody papers and provisional custody mandates are not acceptable.
- A separate authorization form is required to release a record to someone not otherwise entitled.
- Confidentiality periods: birth records are strictly confidential for 100 years from the birth and death records for 50 years from the death; older records are at the state archives.
Identification: one primary or two secondary documents
| Type | Accepted |
|---|---|
| Primary (one is enough) | A valid state driver license, a valid state photo identification card, a valid U.S. military identification card, a current U.S. issued or foreign issued passport, a certificate of naturalization, a certificate of citizenship, or a current yearbook or school identification for high school students |
| Secondary (two are required) | A college identification card plus a tuition receipt, a recent wage statement plus a signed Social Security card, a Social Security card, original adoption records, a deed, a vehicle registration, an insurance policy bearing the name, a non handwritten pay stub, a military dependent identification card, an original discharge document, or a certified copy of a voter registration application |
A Turkish passport counts as a primary identification document, which is a real convenience in a state where licensing takes a long time. The agency's own warning: the person who signs the application is the one responsible for false information.
How to apply
| Route | Details |
|---|---|
| In person | The central office is in the metropolitan city on the south shore; entry hours are 8 a.m. to 3:30 p.m. Cash (exact amount), check or money order |
| By mail | About 8 to 10 weeks |
| Clerk of court offices | Participating clerks issue certified birth records; there is an additional fee for this service |
| Online, telephone and fax | Only through a single authorized vendor; the vendor charges an additional fee |
For a reader in Mandeville the clerk of court route is usually the practical one, because the central office is on the south shore and every trip means a bridge toll. But the clerk's fee is higher; compare the table below.
Fees
In the agency's own words, the fees are set by statute and are not subject to waiver.
| Document | Fee |
|---|---|
| Birth certificate | $15.00 per copy |
| Birth certificate and birth card together | $24.00 per pair |
| Death certificate | $7.00 per copy |
| Long form birth certificate issued by a clerk of court | $34.00 per copy |
| Short and long form together from a clerk of court | $48.00 per pair |
| Death certificate issued by a clerk of court | $26.00 per copy |
| Correction of a birth record | $27.50 |
| Correction of a death record | $25.50 |
| Delayed registration of a record | $27.50 |
A small state fee is added to mail and vendor orders, and online, telephone and kiosk orders carry an additional security fee. Shared line: 504-593-5100.
If you were born in another state or in Türkiye
- This agency holds only records of events that occurred in Louisiana. Someone born in another state applies to that state's registry.
- If you were born in Türkiye your certificate comes from Türkiye, and a certified translation is usually required to use it here. We set out the documents requested at school enrollment and for a marriage license separately.
- For a U.S. document to be used in Türkiye the order is: first a certified copy, then an apostille, then translation and the Turkish authority. Do not break the order and order several certified copies from the start.
For a child born here
- The hospital files the birth and the record goes to the state agency; a certified copy requires a separate request.
- Order more than one certified copy: a passport, a school, a health provider and the Turkish side each want an original, and photocopies are accepted nowhere.
- Registering the child with the Turkish civil registry runs through the consulate general and usually requires an apostilled document.
- The mail route takes 8 to 10 weeks; if you have travel planned, build the calendar accordingly.
18 · Social Security
Which transactions ask for a Social Security number?
Short answer
For a newcomer the real question is not how to get a number but which doors ask for one and which do not, because life looks as though it stops until the number arrives, and it does not. Here is what we could measure in Mandeville: on the license side the agency collects the number and asks for a letter from the Social Security Administration if you do not have one; in vital records a foreign passport is a primary identification document; for a marriage license a passport or a visa with Form I-94 is accepted in place of a number. In two places we choose our words carefully: at school enrollment a Social Security card is on the document list but the page does not say whether it is required; and on water service the city's page never mentions a number.
Steps, documents and official links
The measured table: who asks and who does not
| Transaction | Is a number asked for | Alternative or note |
|---|---|---|
| Driver license and identification card | Yes, the agency collects the number on all licenses | Without one, a letter from the Social Security Administration |
| School enrollment | It is on the document list | The page does not say whether it is required or optional; call the district |
| Vital records | No | A foreign passport is a primary identification document |
| Marriage license | If you are not a citizen or lawful permanent resident, no | A passport or a visa with Form I-94 |
| Water account (Mandeville) | Not mentioned on the city's page | We do not say none is required; call 985-626-3144 and ask |
| Electric account | Varies by company | The right question: what alternative identification do you accept |
| Library card | Not mentioned in the written policy | Photo identification and proof of address |
What this table gives you is a sequence: while you wait for a number you can obtain vital records, marry, get a library card and apply for health coverage for your children. The license is the step that waits for the number or for the agency's letter.
A comparison: three different practices in the same state
There is no single rule for water accounts in this state, and the difference is real for a reader:
- In one city, a water account explicitly requires photo identification and a valid Social Security card.
- Another community's water utility lists the number among the information it collects and opens accounts in person.
- In Mandeville the city's own application page never mentions a number.
This does not mean no number is required in Mandeville. It is a fact about what the page says, and the city makes no statement either way. Do not generalize, and do not go without calling.
Do not confuse the number with a tax identification number
- A Social Security number is issued to someone with work authorization and is a Social Security Administration matter.
- An individual taxpayer identification number is a tax agency matter; it does not require work authorization and does not grant it. It is used only for tax filings and certain financial transactions.
- Some institutions accept one in place of the other and some do not. Ask at the counter which one they accept; do not assume.
- We do not print street addresses for federal agencies in this guide. Use the agencies' own official sites for appointments and office information; do not rely on addresses published by third parties.
What to do if you have no number
- Find out whether you are eligible first: the number is issued to statuses that carry work authorization. If yours does not, you will need the letter the motor vehicle agency asks for.
- Get the letter and keep it. The agency asks for it and may want to see the original rather than a copy.
- Start with the doors that work without a number: vital records, a library card, health coverage for your children, and a phone call about water service.
- Ask the right question when opening an account: instead of saying you have no number, say what alternative identification do you accept.
- Note every call: the date, the name of the person you spoke with and the answer. That record does the work the second time you call.
Once your number arrives
Close the loop: update your license file, use the correct number on your tax return, and notify your bank and employer. If the number changes or is reissued after a change of status, go through the same list again; accounts opened under an old number slow you down in a later verification.
19 · Tax
What are sales tax and other taxes in Mandeville?
Short answer
We do not give you a figure here, and we say why plainly. The state sales tax is 5 percent, confirmed from the revenue agency's own document: the rate applies from January 1, 2025. But we could not read Mandeville's combined rate from an agency's own table: in St. Tammany Parish the sales tax collector is the parish sheriff's office, and that agency's rate page could not be opened from this network. The only confirmed local item we hold is the city's own half percent levy, and that is a single line, not a total. So the right thing to do is this: enter your own address into the official lookup tool. Do not rely on figures circulating on commercial tax sites.
Steps, documents and official links
What we know and what we do not
| Item | Status |
|---|---|
| State sales tax | 5 percent, from January 1, 2025, under an act passed in a 2024 extraordinary session |
| A city sales and use tax levy | Half a percent, renewed by the city effective July 1, 2021. This is one line, not a total |
| Parish school board, law enforcement and other local lines | Could not be confirmed |
| Mandeville's combined rate | Could not be confirmed. We do not say there is none; the collector's own table could not be read |
| The end date of the state rate | A date circulates in secondary sources; it is not in the agency's own document |
Why we print no figure: every amount in this guide comes from an agency's own page. We could not find an agency table giving Mandeville's combined rate, and printing a number read from a commercial tax site would break this guide's own rule. On top of that, the collector page's title as indexed by search engines points to a table dated 2018, so even that table may be out of date. The page itself already directs readers to an address lookup tool.
How to find your own rate
- Use the collector's address lookup tool. The parish sheriff's office sales tax page offers a tool where you enter the physical address of a business or a delivery address in St. Tammany Parish to get the rate.
- Use the state local sales tax board's tool. Entering a street address returns state and local rates, the parish name, the return column, and local interest and delinquency rates; an account is required to use it.
- If you are opening a business, call the collector and ask for the rate in writing.
This is not a shortfall; it is the correct method: different tax districts can exist inside the same ZIP code in this state, and being inside or outside the city limits changes the rate. In another city in this state, printing a single number as "the city's rate" is simply misleading: three separate development districts inside that city carry a higher rate. Look at your own address, not at one number.
A conflict, and where we take no side
Two publications of the state revenue agency do not agree, and we print both: one says the state sales tax rate is 5 percent from January 1, 2025; the same agency's consumer use tax page still computes that tax at 8.45 percent and says that rate includes a share to be distributed to local governments.
These are different taxes — one a sales tax rate, the other a use tax paid on purchases from outside the state — but because the use tax rate is built as the state rate plus a local share, it is unclear whether that figure is current after the state rate rose. We take no side. If you are making a large purchase from outside the state, ask the agency.
Property tax
- The parish assessor values the property and the parish sheriff collects the tax.
- If you are inside the city limits your bill also carries a city line; that is the city's own test.
- Protests are filed in August and bills arrive in November. Details in the property tax section.
Local income tax and the occupational license
- No municipal or parish personal income tax was found. We do not say there is none; research did not find one.
- But this state has an occupational license tax. It is levied not on an employee but on a person conducting a trade, profession or business.
- We could not confirm whether the city of Mandeville also levies it. The city's own site has a heading for business and alcohol license applications, so the licensing authority sits with the city; whether the tax is also levied is not stated. We do not say it is not.
- A critical distinction: another parish in this state writes in its own words that some cities and towns require licenses and permits in place of, or over and above, the parish level permit. Because Mandeville is an incorporated city, both a city door and a parish door may exist here. If you are starting a business, ask both. Details in the business section.
- The state income tax return is a separate matter and runs alongside the federal return; statewide rules are in our state guide.
20 · Business
Which doors do you knock on to start a business in Mandeville?
Short answer
The door here can be two layered, and it is worth knowing that from the start. Mandeville is an incorporated city and its own site carries a heading for business and alcohol license applications, so the licensing authority sits with the city. Another parish in this state writes in its own words that some cities and towns require licenses and permits in place of, or over and above, the parish level permit. So if you are opening a business inside the city limits you need to call both the city and the parish. And we leave one item honestly blank: we could not confirm whether the city also levies an occupational license tax.
Steps, documents and official links
The order: location first, then the license
- Confirm which side the address is on. Inside the city limits or in the unincorporated parish — that is the first question in the whole process, and the city gives two tests on its own page.
- Find out the zoning classification. Inside the city limits the counterpart is the city's planning and development department; outside it is the parish. Before you sign a lease, ask whether the activity you intend is permitted under that address's zoning.
- Apply to the city for the business license. The city's own site carries a heading for business and alcohol license applications.
- Ask the parish as well. In this state the occupational license tax can be levied at parish level; a city license does not automatically remove a parish obligation.
- Open your tax registrations: the state sales tax registration is separate from the local sales tax registration. The collector here is the parish sheriff's office.
- If there is construction or a renovation, get the permit and do not break the order: zoning clearance first, then the building permit, then the license.
The occupational license tax: what we know
- In this state the occupational license tax is levied on each person pursuing or conducting a trade, profession, occupation, vocation, calling or business within a municipality or parish; the classifications and rates are set by the state constitution and statutes.
- In two separate communities in this state the measured minimum license fee is $50 per location; in one city that amount drops by half for businesses starting after mid year.
- The license is issued in the name of the business owner and is not transferable; a new owner applies again.
- In one parish renewal is due January 1 and delinquent March 1.
- We could not confirm this item for Mandeville. The city has a licensing page, but it does not say whether the tax is separately levied by the city. Call the city: 985-626-3144.
Forming a company: a state matter
Forming and registering a company is a state process; neither the city nor the parish forms companies. Formation documents go to the state agency that maintains the commercial registry, and the local licensing and zoning steps then follow based on the business address. One warning if you will hire a contractor: enforcement of residential and commercial contractor licensing sits exclusively with a state board, not with the city. If you are having work done, check the contractor's license with the state board.
The notary: different here from other states
A Louisiana notary is structurally different from a notary in other states and considerably more powerful. What was measured:
- A notary's powers include receiving wills, making protests, and preparing matrimonial contracts and conveyances.
- The commission is for life; a state examination and a $50,000 bond are required.
- Authority is parish based.
- The signature takes the place of a seal.
- There is no statutory fee schedule, so the notary sets the fee; ask in advance and get it in writing.
- A notary commission from another state does not carry over.
What an authentic act is and what it does
Under the code's own definition a writing becomes an authentic act when it is executed before a notary public in the presence of two witnesses and signed by each party, each witness and the notary; the typed or hand printed name of each person is placed legibly immediately beneath each signature. The code says such an act constitutes full proof of the agreement it contains, which makes the burden of disputing its content very heavy. The act need not be executed at one time in one place; each party may sign before his own notary and two witnesses.
But let us correct an error: the line repeated online that a transfer of property in Louisiana must be done before a notary is not supported by the text. The code's own article says a transfer of immovable property must be made by authentic act or by act under private signature. A notary is a safeguard, not the only route. The code adds this as well: an act under private signature, even when acknowledged, cannot substitute for an authentic act where the law prescribes one.
Matrimonial agreements and the one year window
One place a notary genuinely earns its keep in this state is the matrimonial agreement. The default regime is community of acquets and gains, and as described in the marriage section, during the first year after moving into and acquiring a domicile in this state spouses may enter into a matrimonial agreement without court approval. After that period a change of regime requires a joint petition and a court judgment.
For a reader starting a business this has a direct consequence: under a community property regime a separate debt of one spouse may be satisfied from community property during the marriage. A business debt therefore concerns the household. Have that conversation before you form a company.
If you will hire employees
Electronic employment verification is not mandatory for the entire private sector in this state. The statute provides a two option safe harbor, and the mandate applies only to contractors on public works. We set out the details in the state law section. Decide at the outset which route you will use and how you will keep the records.
21 · Public benefits
Which benefits can you apply for, and what should you watch?
Short answer
Read this section with one distinction in mind: some doors are not a benefit at all and you should not hesitate to use them. A library card, school enrollment, the emergency alert systems, the 2-1-1 referral line and a free court interpreter are in that group. Income tested cash and in kind programs, on the other hand, may be subject to a separate assessment, and that assessment is called public charge. This guide says nothing about the outcome of your own case; all it says is this: there is a subject to look at before you apply, and the federal source says so explicitly.
Steps, documents and official links
Doors you can use without hesitation
- A library card: the first card is free to parish residents and an online access card is free for adults. Written card policies do not mention citizenship, immigration status or a number.
- School enrollment: immigration status is not a barrier; the basis is a Supreme Court decision.
- Emergency alert systems: registration is not a benefits application, and here you need to register with two separate systems.
- 2-1-1: a multilingual referral line covering shelter, food, health and disaster information.
- A court interpreter: free for parties and witnesses, and the court pays for it.
- An emergency medical condition: in the federal source's words, Medicaid may cover treatment of an emergency medical condition even without an eligible status.
For children: this state's divergent item
The state's children's health program is free for uninsured children up to age 19, and this state removed the five year waiting period for children. It did not remove it for pregnant individuals. Details in the health section. Applying for your children is the single highest return step a newly arrived family can take — and it matters more here because clinic access in this parish is low.
Free English classes: an honest gap here
There is a free adult English program in this state with confirmed 2026 activity, and the organization's own page says the fall 2026 term began on October 12, 2026. But the same page lists the areas it serves as two parishes on the south shore; St. Tammany Parish is not among them.
- No free adult English class with confirmed 2026 activity was found by research in Mandeville or in St. Tammany Parish. We do not say there is none.
- Start with the library: in other parishes in this state free English and citizenship classes are taught directly in library branches. Ask your parish library for its program calendar.
- Second door, 2-1-1: the line refers people for adult education.
- Third door, state level free adult education programs; one state program offers online preparation with a mandatory in person orientation.
- A reminder about the class on the south shore: attending means a bridge crossing; ask the organization whether an online option exists.
Public charge: what we write and what we do not
- The federal health source says to look at public charge on a separate page before applying to health programs. We do not substitute for that page.
- This guide says nothing about the outcome of your own case. The rule varies by status and by the program applied for, and it can change.
- The right thing to do: before applying to an income tested program, if your case is sensitive, consult an immigration attorney. That is not advice but a sequence: information first, then the application.
- What not to do: abandon your child's health or school application because of a general sentence you read online. Those two are not in the same category.
Legal aid doors
The doors compiled in this state for people representing themselves are these: the state bar's modest means panel, lawyer referral services, volunteer attorney projects, income qualified legal aid organizations, a free online legal questions service, a statewide legal information site and a 24 hour domestic violence hotline.
An honest limit: this list was compiled from the self represented litigants page of a clerk of court in another parish; no separate list was found for St. Tammany Parish. Statewide doors should apply here too, but that is an inference.
Two hard sentences from that same page: clerk of court employees are prohibited from providing legal advice, and a self represented litigant is presumed to know the law. Do not take that lightly: in a case you handle yourself the court holds you to the same standard as an attorney. Try the doors above before proceeding without counsel in eviction, family and immigration matters.
Three rules against fraud
- No legitimate agency will make you pay through a link in a text message. The fake toll debt messages described in the tolls section are the most common example, and this bridge has no toll by plate billing to begin with.
- Do not pay intermediaries who offer to get you a number or to handle your visa. Only a limited set of people may represent you in immigration matters.
- If a fee is requested for an application, check whether the fee appears on the agency's own page. Every amount in this guide comes from an agency's own page.
22 · Address changes
My address changed. Who do I have to tell?
Short answer
Moving is not one notification but a list of doors. If you are subject to immigration address reporting the deadline is short and it applies to moves inside the same parish too. Add to that your license address, your vehicle registration, the post office and your school. And two items are specific to Mandeville. First: your water account is with a city department and electricity is with a private company, so you have to call them separately, and the city asks for the request one business day ahead by 4 p.m. Second: the address your property tax bill goes to is the parish assessor's business; the sheriff mails the bill but the assessor holds the address.
Steps, documents and official links
The doors, in order
| Door | What you do | Note |
|---|---|---|
| Immigration address report | If you are subject to reporting, report the new address | It applies to moves inside the same parish too. The deadline is short; do not delay |
| Driver license and identification card | Update the address on the card | State motor vehicle agency |
| Vehicle registration | Update the registration address | Same agency; tell your insurer as well |
| Water and sewer | Stop service at the old address and start it at the new one | A city department; the request must be made one business day ahead by 4 p.m. |
| Electricity and gas | Call the companies separately | Here the provider is a private company, not the city |
| Trash | There is a separate garbage only form | The contracted company runs through the city |
| Property tax bill | Report the billing address to the parish assessor | The sheriff only answers collection questions |
| Change of address with the postal service | Neither the city nor the parish does this | |
| School | If the assigned school changes, apply to the new school with proof of residence | Even a move inside the parish can change the attendance zone |
| Emergency alert systems | Update your address in both systems | The city system and the parish system are separate |
Voter registration is a separate item and concerns only U.S. citizens; see the voting and jury section below. Do not confuse an address report with voter registration.
A move that crosses the city limits
There is one more detail in Mandeville: even moving within the same ZIP code, you may have crossed from one side of the city limits to the other. When that happens:
- Who you pay your water bill to changes — and that is the city's own test.
- Whether your property tax bill carries a city line changes.
- Your police and court door can change.
- Your trash arrangement can change.
Read your first bill after the move carefully; the answer to all four is there.
Do the addresses have to match
No, they do not all have to be identical, but you are the one who manages the inconsistencies and some counters look for a match. One of the documents accepted for the property tax exemption is a Louisiana identification card, so if you buy a home and do not update the address on your identification, the application can stall.
The most practical rule: handle the license, the vehicle registration and the assessor notification together in the week you move; then do the mail and the school. Put the immigration report first, because its deadline is the shortest.
Collect proof of address
Many doors in this state ask for proof of residence, and the document regime at school enrollment is especially strict. A bill in your own name is the easiest route, so open the accounts in your name and keep the first bills. That matters even more if you rent from an individual: the school district does not count a lease from an individual as primary proof of residence, but a bill in your own name works as a secondary document.
23 · Immigration agency
Where do you go for immigration matters?
Short answer
We deliberately print no addresses in this section. We do not publish street addresses for the immigration agency, the border agency or the Social Security Administration in this guide; that is an editorial decision, not an omission. Office locations and appointment rules change often, and addresses published by third parties send readers to the wrong door and sometimes to fraud. What we write is the mechanism: the filing and appointment channel, the reporting obligation, and who may represent you. For an address or an appointment, always use the agency's own official site.
Steps, documents and official links
The mechanism: what runs where
- Filings and reports run through the federal immigration agency's own channels; an online account and the mail route are used together.
- Appointments are made through the agency's own scheduling system. There is no situation in which you must pay a third party for an appointment.
- Biometrics and interview notices arrive by mail or through the online account. That is exactly why keeping your address current is critical.
- Case status is tracked through the agency's own lookup tool.
- The court side is separate and has its own tools; see the immigration court section.
One route from Mandeville: every appointment is a bridge crossing
There is a practical detail in this community: the federal offices in this region and the immigration court are on the south shore. Going to an appointment from here means crossing the bridge. That has three consequences:
- Leave room for the drive and the bridge. Closures can happen on the bridge because of a storm, a crash or maintenance; check live road conditions before you leave.
- If you have no car, arrange the trip in advance. There is no fixed route bus service here and the on request system operates within parish boundaries.
- Missing an appointment can carry a heavy consequence for your case; leave early.
Who may represent you
Only a limited set of people may represent you in immigration matters: an attorney admitted to a bar or an accredited representative of a recognized organization. A notary, a consultant or a translation office may not represent you, and the broad authority of notaries in this state does not change that; we describe what a notary can do in a separate section. Before you sign anything, ask what the person's title is and get the answer in writing.
What we could not measure
- The number, names and capacity of detention facilities in this state could not be measured in this round. The relevant federal agencies' own pages could not be opened from this network, and the figures in the press contradict one another. That is why there is no facility count or capacity figure in this guide.
- The geographic jurisdiction of the four immigration courts could not be measured either: the courts' own pages do not say which parishes they cover.
- No facility specific visitor rule was found for how family members may attend a hearing held inside a detention facility.
- The full list of which parish falls in which federal judicial district was not measured in this round.
We write these as research did not find them rather than as there are none, and we do not invent figures. If a relative is detained, the thing to do is to use the official search tools described in the court section.
Against fraud
- A legitimate agency will not call you and ask for payment over the phone and will not make you pay through a link in a text message.
- Do not pay anyone who offers to speed up your case. Expedite requests follow the agency's own procedure.
- Ask for a copy of everything you sign and never sign a blank form.
- Fees are published on the agency's own page; do not trust an amount you see anywhere else.

24 · Court
Where is the immigration court, and who can attend a hearing?
Short answer
There are four immigration courts in this state, a scale not seen in many states in this series. The nearest one to Mandeville is in the metropolitan area on the south shore, which means a bridge crossing. We do print court addresses; we do not publish the immigration agency's office addresses in this guide. And the two sentences most useful to a reader come from the courts' own pages: immigration court hearings are open to the public, with limited exceptions, and you do not need to notify the immigration court in advance of your visit. There is a third and it is critical: respondents who do not have a representative of record always have a default hearing medium of in person.
Steps, documents and official links
The four courts in this state
| Court | Address | Public hours |
|---|---|---|
| New Orleans Immigration Court | One Canal Place, 365 Canal Street, Suite 500, New Orleans, LA 70130 | 8 a.m. to 4:30 p.m. |
| Baton Rouge Immigration Court | 451 Florida Street, Suite 500, Baton Rouge, LA 70801 | 8 a.m. to 4:30 p.m. |
| LaSalle Immigration Court | 830 Pine Hill Road, Jena, LA 71342, inside a detention facility | 8 a.m. to 4 p.m. |
| Oakdale Immigration Court | 1900 E. Whatley Road, Oakdale, LA 71463 | 8 a.m. to 4:30 p.m. |
All four pages carry the same two sentences: the court is open Monday to Friday except for federal holidays and you do not need to notify the court in advance of your visit. Which court covers which area is not published; read the court handling your case off the document sent to you.
The court inside a detention facility
One court states on its own page that this immigration court is located in a Department of Homeland Security controlled detention facility. The rules on that same page:
- No cell phones are allowed inside without approval by facility management.
- All visitors pass through a metal detector.
- Food and drinks are not allowed, except as specifically permitted by the immigration judge.
- Use of cameras or recording devices in courtrooms or other court space is prohibited.
Another court's page says visitors pass through a metal detector and a bag search and may be asked to remove their shoes; attorneys, accredited representatives and government attorneys may use electronic devices in the courtroom only on a limited basis for immediately necessary tasks. The same page says the court does not accept faxes or other electronic submissions unless court staff or the immigration judge specifically request them.
Attending a hearing
- Hearings are open to the public, with limited exceptions. No advance notice is needed.
- The agency's own guidance: visitors should observe in person at the courtroom in which the hearing is scheduled and held, not over the internet. For a court inside a facility that means coming to the facility and passing through security.
- Respondents without a representative always have a default hearing medium of in person. So if you have no attorney, plan to attend in person. If you are coming from Mandeville, leave room for the drive and the bridge.
- Photographing or recording any part of a hearing over the internet is strictly prohibited; the basis is a federal regulation.
- If you are unsure whether your hearing is in person or over the internet, call the court handling your case.
Looking for a relative: two separate tools
There are two tools and they answer different questions; do not confuse them.
| Question | Tool | What you need |
|---|---|---|
| Where is the case and when is the hearing | The immigration review agency's automated case information system | The case number and nationality |
| Which facility is the person held in | The federal immigration enforcement agency's online detainee locator system | The case number or the full name; country of birth is required either way |
The case information system's own warnings: not all cases, or all information about a case, is displayed; the information is provided for convenience only, and what controls are the documents the court issues to you.
An honest limit about the detainee locator: we could not read that tool's own text firsthand because the agency's site could not be opened from this network, so we relay its usage rules with lower confidence: searches are by case number or full name, country of birth is required either way; a name search must match exactly; the system shows only people currently in custody or released within the last 60 days; people under 18 do not appear. The tool is free.
Appeals: the second and third stops
- An appeal from an immigration court decision goes first to the board of immigration appeals.
- The stage after that is the federal court of appeals for this circuit, which sits in the metropolitan area on the south shore. In the court's own words it hears appeals from federal district courts in Louisiana, Mississippi and Texas. The clerk's office is at 600 S. Maestri Place, New Orleans, LA 70130.
- A common mistake: going straight to the court of appeals. The sequence does not bend.
Language in court
In state courts an interpreter is free for parties and witnesses and the court pays for it; this was confirmed from a state court's own page. Court brochures are published in English, Arabic, Spanish, French, Vietnamese and Mandarin. There is no Turkish edition, and whether a registered Turkish court interpreter exists in this state could not be confirmed. Make your request before the hearing and in writing.
25 · State law
Does this state have its own immigration statute?
Short answer
In 2024 the state legislature passed a statute on unlawful entry into this state, and the full text was read. But two records disagree on the effective date and we print that conflict: some legal compilations still carry a note at the head of the articles saying the effectiveness is contingent; the legislature's own page shows the article as effective August 1, 2026 and cites a separate 2026 act. That page could not be opened from this network. So we do not write that the statute is in force. Our frame is this: the effective date was changed in 2026; verify the current position.
Steps, documents and official links
What the statute contains
The text itself was read and includes the following:
- A first offense: up to six months of imprisonment, a fine of up to one thousand dollars, or both.
- A second or subsequent offense: imprisonment of one to two years, a fine of up to ten thousand dollars, or both.
- Two affirmative defenses are defined.
- A victim and witness exception: the statute does not apply to a person who is a required witness or a victim of the offenses it lists.
- The statute's definition also covers entering indirectly from another state.
An honest limit
- We do not say this statute is in force today, because two records disagree and the legislature's own page could not be read.
- Research did not find any suit filed or injunction issued concerning the statute. We do not say there is none.
- The right thing to do: if this item touches your situation, confirm the current position with an attorney. This is not a question a general guide can settle.
Employment verification: correcting a common error
Electronic employment verification is not mandatory for the entire private sector in this state. The state statute provides a two option safe harbor: an employer either uses that system, or takes and retains a photo identification document plus a copy of one of the documents listed in the statute.
- An employer who uses the system receives a good faith presumption; an employer who takes the second route does not. The two routes are not legally equivalent.
- The mandate applies only to contractors on public works, where the employer must attest by sworn affidavit that it is enrolled, that it verifies all new employees, and that it will obtain the same affidavit from its subcontractors.
- What this means for an employee: in this state an employer may choose the document retention route instead of the system. Being asked for copies of certain documents during a job application is a route the statute expressly lists.
- If you will hire employees, this distinction concerns you directly: decide at the outset which route you will use and how you will keep the records.
The hundred mile zone: the regulation's own parameter
A federal regulation ties certain border enforcement powers to a concept of reasonable distance and defines that distance as 100 air miles. Two details matter: the regulation's definition of an external boundary includes the territorial sea, and a sector chief may set a shorter distance; in unusual circumstances a longer one is referred to headquarters.
We write this as a regulatory parameter and do not derive distances from a map. The practical consequence: in a coastal state the reach of this zone may be wider than people assume; carry your identification and your status document and at a checkpoint stay calm and note which document you showed. No border agency address is printed in this guide.
What changes in Mandeville
None of the items in this section vary by community; they are all state or federal. But there is one practical difference worth knowing: if you are inside the city limits law enforcement is the Mandeville Police Department; outside, it is the parish sheriff's office. The city also has its own court. Knowing which agency you are dealing with after a stop or a detention lets you give your attorney the right information in the first sentence and makes it easier to request records from the right agency.

26 · Voting and jury duty
How do voter registration and jury duty work?
Short answer
First the most important sentence: voter registration is only for U.S. citizens. If you are not a citizen, do not register; registering or voting can carry serious immigration consequences. And there is a distinction here: the office that keeps and changes the registration is the parish registrar of voters, not the state. In Mandeville the levels you vote at are two layered: the city's own elections (mayor and council) plus the parish, state and federal levels. A jury summons comes through the parish Clerk of Court.
Steps, documents and official links
If you are not a citizen
- Do not register to vote and do not vote. This is not an administrative slip; it is a matter that can carry severe consequences in your immigration file.
- If voter registration is offered to you at a counter, decline it and state that you are not a citizen if needed. At some agencies, such as the motor vehicle agency, the question is asked routinely.
- If you registered by mistake, consult an immigration attorney without delay; there is a separate form filed with the parish registrar to cancel a registration.
- Do not confuse this with an address change. Address reporting concerns everyone; voter registration concerns only citizens.
If you are a citizen: registration and address changes
- The office that keeps the registration is the parish registrar of voters; you apply to your own parish, not to the state.
- Moving within the same parish: notify the parish registrar or update the registration online.
- Moving to another parish: the registration in the old parish remains valid only for three months before an election; you must register again in the new parish.
- Inactive status: if the postal service cannot confirm the address during the annual canvass, or a confirmation card is returned, the registration can go inactive.
- Reactivation: by an online address change, at the polls before voting on election day, or by completing an address confirmation card at the registrar's office.
- Cancellation risk: if the address is not confirmed and you do not vote in two federal general elections, the registration can be cancelled.
- The state has its own voter portal and polling place lookup tools.
Which levels you vote at in Mandeville
Because this is an incorporated city, the ballot is two layered:
- The city level: the mayor and council seats.
- The parish level: the parish government, the parish sheriff, the assessor, the clerk of court and the school board.
- State and federal levels.
- And millage votes: as described in the property tax section, millages are approved one by one by voters and renewal propositions come to the ballot regularly. So the ballot carries tax items as well as candidates.
If you are outside the city limits you do not vote at the city level, which is another practical consequence of the boundary question.
Jury duty
- Jury summonses run through the parish Clerk of Court.
- A non citizen may not serve on a jury. If a summons arrives by mistake, do not ignore it: use the method stated on the summons to report that you are not a citizen and keep a copy of the correspondence.
- Not responding at all creates a separate problem; responding and explaining your situation is the right route.
- If you are a citizen and will serve, follow the date and time on the summons; exemption and deferral procedures are set out in the summons itself.
A detail: a voter card as identification
Among the documents this parish's assessor accepts for the property tax exemption is a parish voter registration card for that address; but the same list also includes a Louisiana identification card. A voter card is therefore an alternative, not a requirement. That distinction matters for a homeowner who is not a citizen: do not conclude that you cannot claim the exemption because you have no voter card.
27 · New citizens
I became a citizen. What should I do now?
Short answer
What follows a naturalization ceremony fits on a list, and the order matters: first your certificate in hand, then a passport, then updating your Social Security record, then everything else. In Mandeville part of that list runs through the parish Clerk of Court: the same office handles vital records, marriage licenses, elections and jury duty and property records. We could not confirm how passport applications are accepted in this parish; verify that on the clerk's own page.
Steps, documents and official links
In order
- Protect your naturalization certificate. It is requested in many transactions, a passport among them, and photocopies are not accepted. Replacing a lost one takes months; store it somewhere fire and water resistant and keep a scanned copy. In a hurricane state this is not idle advice: keep copies of your documents in your evacuation bag.
- Passport application: acceptance facilities are widespread in this state and some sit in parish clerk of court offices. We could not confirm the procedure in this parish; check the clerk's own page for appointments and the document list. Bring your naturalization certificate, photo identification and the required photograph.
- Update your Social Security record so that your status shows correctly. See the number section.
- You may now register to vote: the application goes to the parish registrar of voters. See the voting section; here you also vote at the city level.
- Driver license and identification card: the Limited-Term marking on your card was tied to your status; renew the card after naturalization so the expiration date is no longer tied to an immigration document. See the license section.
- The Türkiye side: dual citizenship, the blue card and civil registry records are separate matters handled at the consulate general. Becoming a U.S. citizen does not by itself end Turkish citizenship.
A jury summons can now reach you too
After naturalization you may receive a jury summons, and that is normal. The summons comes through the parish Clerk of Court; the date, time and the exemption procedure are set out in the summons itself. If you need language support, request it from the court in advance; an interpreter is free for parties and witnesses.
The family side
Citizenship can open new filing routes for family members. This guide says nothing about the outcome of any case; all it says is that family files are worth reassessing after naturalization. To discuss the options you can use the free evaluation form.

What is there to see in Mandeville, and what does it cost?
Short answer
Let us start with the honest sentence: Mandeville has the fewest museums and the most outdoors of these communities. Do not come looking for a large museum collection here. But the city does have its own cultural arts department, which a neighboring community in the same round does not have at all. The real good news for a newly arrived family is the budget: the Saturday market in the center of town, the paved walking and cycling trail built on a former rail line, the lakefront and a nature center cost close to nothing. A state park charges $3 per person, and one federal preserve charges no admission fee at all.
Steps, documents and official links
The city's own center: the Saturday market
The market run by the city's own cultural department is held every Saturday from 9 a.m. to 1 p.m. It sits at the trailhead of the town's walking trail: 675 Lafitte Street, Mandeville, LA 70448.
- For a newly arrived family this is the cheapest way to meet people: no admission, a safe space for children and the most natural way to get to know neighbors.
- The amphitheater at the same site hosts seasonal free concerts.
- The same address is a park and ride facility; it is a transfer point for people sharing a ride to the south shore.
What is free in and around town
| Place | What is there | Cost |
|---|---|---|
| The Saturday market | The city cultural department's market, 9 a.m. to 1 p.m. | No admission fee |
| The paved trail on a former rail line | A walking, cycling and wheelchair accessible path, with a parallel equestrian trail | The trail itself is free; parking fees could not be confirmed |
| The lakefront | A walking path, a fishing pier, picnic tables, a beach and a playground | No fee information |
| A nature center | Boardwalks and bird watching; 23135 US-190, Mandeville, telephone 985-626-1238 | Fee could not be confirmed |
| A state park near town | Lakefront, camping and hiking | $3 per person |
Two honest limits. First: we could not confirm whether the trail charges for parking, or what bridge closures occurred on it in 2026; the parish's own pages could not be read from this network. Second: the town is said to have a restored historic house and garden, but we could not confirm from the institution's own page that admission is free. Call before you go. And a rule about measurement: we do not print the length of the trail in this guide; plan how far you will walk from the trail's own map.
State parks
| Item | Fee |
|---|---|
| Day use entry | $3 per person |
| Age 62 and older, and age 3 and under | Free |
| Annual pass | $100, twelve months of day use at all sites |
| Historic sites, general admission | $6 (ages 7 to 61) and $4 (62 and older, and under 6) |
| Guided tours at historic sites | $10, $8, and free under 6 |
| Camping | Varies by site type; tax is added |
There is a state park near Mandeville and a second one elsewhere in the parish. The state also has several entirely free historic sites and an arboretum. Disabled veterans and prearranged school groups enter free. For a family of four a day at a state park costs $12, among the cheapest full day activities in this state.
A federal preserve with no admission fee
The federal agency's own sentence is plain: there is no admission fee for the park and an entrance pass is not required. The preserve has six units, located on the south shore and elsewhere in the state. The cost is zero, but getting there from Mandeville means crossing the bridge; add the bridge when you plan a day out.
Free museum days on the south shore
Because Mandeville has few museums of its own, the cultural budget mostly sits on the south shore. A foundation's program there gives free admission to Louisiana residents on a particular day of the week. Free admission depends on residence, not on citizenship.
| Kind of institution | Free day |
|---|---|
| A large art museum | Wednesday |
| A museum of Southern art | Thursday, 10 a.m. to 5 p.m. |
| A botanical garden | Wednesday |
| A contemporary arts center | Sunday |
| An African American museum | The third Saturday of each month |
The first two rows were confirmed from the institutions' own pages; the rows below were read from the foundation's program page and should be confirmed on the institution's own page before you go. Free days can change and some institutions are closed that day. Because the trip from Mandeville crosses the bridge, it makes more sense to line up a free day and see two institutions in one trip.
Always free
- An art museum's sculpture garden is open to the public seven days a week at no charge; donations are accepted. Hours are 10 a.m. to 6 p.m. in summer and 10 a.m. to 5 p.m. in winter.
- At one history institution admission is free but tickets are required, in that institution's own words.
- Admission to the federal preserve is free (above).
- The strongest item for a household with children: at the large art museum visitors 19 and under are free. So a family's cost is only the adult ticket, and on Wednesday even that is zero.
Food: getting the names right
This state's cooking rests on two separate traditions: Cajun and Creole. They are not the same thing, and because we could not find an official definition of the difference, we do not invent one. The names that appear on the state tourism agency's own page, spelled as that page spells them: gumbo, jambalaya, étouffée, beignets, boudin balls and charbroiled oysters. Other names are widely used, but they could not be confirmed from an official agency page, so we leave them off the list.
Carnival season: a calendar warning
In this region carnival is a season spread over weeks rather than a single holiday. Through the season street closures and parking restrictions are routine and parade routes are announced in advance. For a reader living in Mandeville and working on the south shore the practical result is this: during those weeks, check your commute and the bridge traffic in advance. The city on the south shore publishes a parade planning tool.
Sports and events
The region's professional football and basketball teams are in the metropolitan area on the south shore, and the stadium and arena are there. For a newcomer a game ticket is the most expensive way to socialize; the starting order should be the city's Saturday market, library programs, park and recreation events, and then a free museum day. That is a suggestion, not an agency's statement.
29 · Free and with children
What is free in Mandeville, and how do you get a library card?
Short answer
A library card is the quickest win in this community: at the parish library the first card is free to parish residents, and what is asked for is photo identification and one proof of residence (a utility bill or a voter registration). An online access card is also free for adults. There is a nice detail for children: a card is issued from age 5, and no identification or proof of address is required from the child; a parent or guardian with identification is enough. But there is a trap too: the five library systems do not automatically honor one another's cards, and this system's out of parish fee is $30 a year.
Steps, documents and official links
The library card: requirements
- The first card is free to parish residents.
- What is asked for: photo identification and one proof of residence — a utility bill or a voter registration.
- An online access card is free for adults.
- Children can get a card from age 5, and no identification or proof of address is required from the child; a parent or guardian with identification is enough.
- Out of parish fee: $30, valid for one year.
A practical tip: the proof of residence can be a water bill in your own name. Opening the utility accounts in your name is the first link in many of this guide's chains.
The two card problem
There are five separate library systems in this state and none of them automatically honors another's card. The out of parish fees are not the same either:
| System | Out of parish fee |
|---|---|
| This parish | $30 a year |
| The metropolitan city | $100 a year, $150 a year for a family |
| The neighboring parish on the south shore | $25 for six months |
| The capital's parish and the parish in the southwest | Through reciprocity agreements |
The practical result: someone living in Mandeville and working on the south shore may need two separate cards. Get your own parish's free card first; decide a few months later whether you really need a second. This is the cheapest and most visible consequence of five communities sitting in five separate parishes.
The immigration status question: the measured answer
- The written card policies of this system and of neighboring systems do not mention citizenship, immigration status or a Social Security number. What is asked for is identification and proof of address.
- One system has a single status condition and it is not for parish residents: in the metropolitan city, people buying a paid card from outside the parish are required to be U.S. residents. No such condition is written for residents of that parish.
- The real obstacle is not status but photo identification. If you do not yet have a state license or identification card, go to a branch with your passport and proof of address and ask whether it is accepted.
- Whether a foreign passport counts as photo identification is not written in any of the five systems and we could not confirm it. We do not say it is refused; we say it is not written.
- In another parish in this state, even someone who cannot get a card is issued a computer use only card. We could not confirm whether that practice exists in this parish; ask at the branch.
Free English classes: an honest gap here
There is a free adult English program in this state with confirmed 2026 activity, and the organization's own page says the fall 2026 term began on October 12, 2026; classes are offered in person and online, in morning and evening options, and there is a mandatory placement test.
- But the same page lists the areas it serves as two parishes on the south shore; St. Tammany Parish is not among them.
- No free adult English class with confirmed 2026 activity was found by research in Mandeville or in this parish. We do not say there is none.
- Start with the library: in other parishes in this state free English and citizenship classes are taught directly in library branches. Ask for the program calendar the day you get your card.
- Second door, 2-1-1: the line is multilingual and refers people for adult education.
- Third door, state level free adult education programs; one state program offers online preparation with a mandatory in person orientation.
- Fourth option, the class on the south shore, though attending means a bridge crossing; ask the organization whether an online option exists.
Language: the measured picture
Institutional language support other than English in this state is built on Spanish and Vietnamese. Court brochures are in English, Arabic, Spanish, French, Vietnamese and Mandarin; city language access pages list only Spanish and Vietnamese; the state's disaster preparedness guide is published in English, Spanish and Vietnamese; the school district's enrollment brochure is in the same three languages. Turkish appears in none of them, and whether a registered Turkish court interpreter exists in this state could not be confirmed.
Two doors are open against that, and both are free: a court interpreter is free for parties and witnesses and the court pays for it; and the 2-1-1 line is multilingual. Make your request in advance and in writing.
A free list for a household with children
- The Saturday market: no admission, weekly, in the center of town.
- The walking and cycling trail: the trail itself is free; parking fees could not be confirmed.
- The lakefront: a playground, a beach and picnic areas.
- Library programs: the card is free and children from age 5 can have their own.
- At a state park, children 3 and under are free, as are visitors 62 and older.
- The federal preserve: no admission fee and no entrance pass required.
- At the large art museum on the south shore, visitors 19 and under are always free; on Wednesday adults are free as well.
30 · Turkish consulate
Which Turkish mission covers Mandeville?
Short answer
Louisiana is covered by the Consulate General in Houston, confirmed from the mission's own sentence: its area of jurisdiction covers eight states and Louisiana is one of them. So the consulate general is not in the same state, which forces this guide's most practical advice: book in advance and finish all of your business in one trip. An appointment is required and is made through a single central system. Whether a Turkish honorary consulate exists in the region was not found by research: the consulate general's own pages never mention honorary consulates. We do not say there is none.

The same building houses the religious affairs, education and commercial attaché offices. The call center page also carries an interpreter request link.
An appointment is required
The mission's own sentence asks you to make an appointment through the central appointment site before visiting. The same system offers separate flows for checking an appointment, cancelling an appointment and a visa pre application for foreign nationals. Do not go without an appointment; because the consulate general is in another state, a wasted day is genuinely expensive here.
Setting out from Mandeville
Going to the consulate general from this community is a road trip, and the route runs through the south shore. Three practical notes:
- Try to book an early appointment and allow for leaving the day before; the mission does not process business in the afternoon.
- Put all of your business on one list: passport renewal, civil registry entries, a power of attorney, a criminal record certificate, an e-government password, military service, a service record.
- Pull the required documents for each transaction from the mission's own subpage and do not make a second trip over a missing paper.
What the consulate general handles
The mission's own catalog of services lists these headings: birth, civil registry, savings accounts, marriage, passport, military service, notarial services, citizenship, death, judicial matters, e-government, driver license and employment.
- Notarial services: a power of attorney for a sale, an inheritance matter or a lawsuit in Türkiye is executed here.
- Civil registry and birth: registering a child born here with the Turkish civil registry runs under this heading. Follow the order described in the vital records section: a certified copy first, then an apostille, then the consulate.
- Judicial matters: criminal record certificates and service of documents.
- E-government: password transactions.
- Employment: service record documents, which matter directly for buying foreign service credit.
- Fees and document lists vary by transaction and were not measured item by item in this round; check the mission's own subpage before booking.
Military service: the distance learning requirement
The ministry of national defense's own distance learning portal is the first stop, and the portal's own sentence says the distance learning required of those who will use the foreign currency military service option is delivered through that portal. So the training is a required stage, not an option.
- First condition: having reached military service age and not yet begun actual service.
- Second condition: having worked abroad for at least three years, excluding time spent in Türkiye, while holding a residence or work permit as a worker, employer, member of a profession or trade, or as a seafarer on a foreign flagged vessel; if you hold multiple citizenship, having been physically abroad for at least three years, excluding time spent in Türkiye.
- The distinction people most often miss: for someone who also holds U.S. citizenship the employment condition is not required; the employment status condition applies only to single citizenship. Most accounts online do not make this distinction and push readers into collecting documents they do not need.
- The order: open an account on the portal with your identity number, complete the course content and the end of section questions, then, in the portal's own words, apply to the consulate to which you belong with documents proving your residence and employment status and a valid passport. In Louisiana that means the Consulate General in Houston.
- We do not print the 2026 fee. The figures circulating do not agree, the ministry's own portal does not publish a current amount, and the amount depends on the exchange rate on the day of payment. Confirm the current figure from the portal or the consulate general.
- The ministry's own text on deferrals could not be reached in this round, so we describe no deferral procedure here. Ask the consulate general's military service desk.
- Because the trip from Mandeville is long, complete the distance learning before you book; otherwise the day you travel is wasted.
Dual citizenship and the blue card
By the Turkish foreign ministry's own definition, the blue card is an official document issued to people who were Turkish citizens by birth and lost that citizenship by obtaining permission to renounce it, and to the descendants specified in the statute.
- The critical distinction: becoming a U.S. citizen does not by itself end Turkish citizenship. A blue card only comes into play once permission to renounce has been obtained. Someone who keeps dual citizenship continues with a Turkish identity card and passport, not a blue card.
- Rights: apart from the exceptions listed in the statute, holders continue to enjoy the rights granted to Turkish citizens; provisions on national security and public order are reserved.
- The exceptions the statute itself lists: no right to vote or stand for election, no right to import a vehicle or household goods duty free, and no obligation to perform military service. Acquired social security rights are preserved.
- Public employment: holders may not occupy permanent established public service posts, but may be employed in public institutions as workers, temporary or contract personnel.
- Identity number: the records of those who lost citizenship by permission are moved to the blue card registry without changing the identity number; descendants who are not Turkish citizens receive a foreign national identity number on application.
- Application: by petition, two photographs and presentation of an identity document or passport issued by foreign authorities.
- For blue card holders: the foreign ministry's own text says they have no obligation to perform military service. But a blue card only arises once permission to renounce has been obtained; for someone keeping dual citizenship that route is closed.
Retirement and buying foreign service credit
Buying credit for time spent abroad toward a Turkish pension is a separate matter. From the social security agency's own pages:
- Periods that can be bought: insured periods abroad after turning 18 that are documented, periods of unemployment of up to one year each between or after them, and time spent abroad as a homemaker. Periods before age 18 are excluded.
- Documentation is mandatory. For periods in countries without a social security agreement, a service record obtained from a Turkish mission is attached to the petition; the employment heading in the consulate general's catalog is exactly that.
- The amount: 45 percent of an earnings figure you select between the daily lower and upper limits in force on the application date, multiplied by the number of days bought. The assessed amount is paid within three months of notification; if it is not, a new application is required. Partial purchases are possible, but the number of days must be stated.
- What it does and does not do: purchased periods count only toward an old age pension; they are not taken into account for disability or survivors' pensions.
- To have a pension awarded, a permanent return to Türkiye is required and a separate declaration and undertaking is taken at application; a pension claim may be refused for someone still working abroad.
There is a conflict here and we take no side: one page of the agency requires being a Turkish citizen at the time of purchase (or having been a Turkish citizen by birth and lost it by permission); a guide published by the same agency says that condition was removed by a statute in 2014. We could not confirm which applies today; ask the agency before you apply.
Sending money to Türkiye
The consulate general's official catalog includes a savings accounts heading, meaning there is an official savings account channel aimed at citizens abroad and it is promoted through the mission. The terms, the return mechanism and which banks offer it were not measured in this round. We name no commercial transfer channels in this guide.
PDF: Consulate, Military Service and Apostilles from Mandeville 2026
31 · Apostille
How do you get an apostille on a document?
Short answer
The apostille authority is the state's commissions division, and the work has two stages. First you obtain a certified copy of the document, then you send that copy to the state apostille authority. The fee is $20 per document, or $10 for documents related to an adoption. And let us state the most misunderstood limit up front: in the agency's own words, apostilles will not be issued for documents intended for use within the United States. An apostille is only for documents to be used abroad. Türkiye is a party to the apostille convention, so a document you will use in Türkiye does take an apostille.
Steps, documents and official links
The two stages
- Get the certified copy. For a birth or death certificate the source is the state vital records registry; for court documents it is the parish Clerk of Court.
- Send it to the state commissions division for the apostille. In person on weekdays from 8 a.m. to 4 p.m.; mail and courier routes are available too.
A practical note for a reader in Mandeville: the apostille authority sits in the state capital and the vital records central office is on the south shore. So the two stages mean two different cities. Take the mail route seriously and build your calendar around it; also read the courier trap below.
Whose signature is certified
The agency certifies the signatures of these Louisiana officials: notaries public, clerks of court and deputy clerks, ex officio notaries, sheriffs and deputy sheriffs, judges, justices of the peace and the registrar of vital records. It also certifies transcripts and diplomas signed by the registrar, president or dean of an accredited university in the state.
- Documents issued by clerks of court and the vital records registry do not have to be notarized.
- Photocopies of those records are not accepted.
- Documents that are uncertified, or certified by someone not on the register, must be notarized by a Louisiana notary; the notary's printed name and notary identification number must appear beneath the signature.
Fees, addresses and the courier trap
| Item | Information |
|---|---|
| Fee | $20 per document; $10 if related to an adoption (proof may be requested) |
| In person | Weekdays 8 a.m. to 4 p.m. |
| Louisiana Secretary of State, Commissions Division, P.O. Box 94125, Baton Rouge, LA 70804-9125 | |
| Courier | 8585 Archives Ave., Baton Rouge, LA 70809 |
| Telephone | 225.922.0330 |
The courier trap: the agency does not pay for return shipping, asks for a prepaid envelope or label, and in its own words asks that its own address not be listed on the return label. A mailed request also requires a cover letter stating which country the document is going to and a daytime telephone number.
The limits of an apostille
- No apostille is issued for a document to be used inside the United States.
- An apostille does not certify the content of a document; it certifies only the signature, the seal and the capacity of the signer.
- For countries not party to the convention, a separate certificate of authentication is issued; the agency's page lists which country receives which.
- If the document will be used in Türkiye, a sworn translation is usually required as well; ask the Turkish authority that will receive the document in advance where and how the translation must be done.
Do not break the order
The most common mistake is breaking the order. The correct sequence is certified copy, then apostille, then translation and the Turkish authority. Having a translation made first and then seeking an apostille usually means starting over. And as noted in the vital records section, the mail route takes eight to ten weeks; build your calendar around that and order more than one certified copy.
32 · Time and flights
What is the time difference with Türkiye, and how do you fly to Istanbul?
Short answer
All of Louisiana is in the Central time zone, confirmed from the text of the federal regulation itself. The difference with Türkiye is 8 hours in summer and 9 hours in winter, because Türkiye does not observe daylight saving time and this state does. And there is a trap: during the changeover weeks in March and November the difference shifts twice a year. That matters for consular appointments, hearings and flight times. On flights the answer is clear: there is no nonstop flight to Istanbul from the region's airport; the only nonstop European destination on the airport's own list is London. And getting to the airport from Mandeville means crossing the bridge.
Steps, documents and official links
Time zone and daylight saving time
- The entire state is in the Central time zone. The federal regulation defining the zone boundaries was read, and Louisiana falls between the eastern and mountain boundaries.
- Daylight saving time is observed: it begins on the second Sunday in March and ends on the first Sunday in November.
- Türkiye stays fixed all year and does not observe daylight saving time.
| Period | Time difference |
|---|---|
| During daylight saving time (second Sunday in March to first Sunday in November) | 8 hours |
| During standard time | 9 hours |
The practical consequence: when you schedule a family call or an official call to Türkiye, recalculate the hour during the changeover weeks in March and November. Even automatic calendar invitations can shift in those weeks.
How to get to Istanbul
The region's international airport sits on the south shore and says on its own page that it hosts 14 airlines serving more than 50 nonstop destinations. But nonstop international flights go to only three places:
| Destination | Frequency |
|---|---|
| London | 5 per week |
| Toronto | 3 per week |
| Cancun | Seasonal, two per week on each of two airlines |
There is no nonstop flight to Istanbul. The trip is made with a connection through one of the large gateways reachable nonstop. The daily frequencies read from the airport's own list:
| Connecting gateway | Daily departures |
|---|---|
| Atlanta | 9 |
| Houston | 8 |
| The Dallas area | 7 |
| Charlotte | 5 |
| Chicago | 6 in total |
| Miami | 4 |
| Newark | 3 |
| New York | 3 in total |
| The Washington area | 2 |
There are also nonstop flights to Boston, Los Angeles, San Francisco, Seattle and Philadelphia. We could not confirm which airline flies from which U.S. city to Istanbul in this round, so we name no airline; when you book, check that your connecting gateway actually has an Istanbul connection on that day.
Getting to the airport: a bridge crossing from Mandeville
- The airport is on the south shore within a neighboring parish, but it is operated by the metropolitan city's aviation board.
- Getting to the airport from Mandeville means crossing the bridge; add that to your flight budget and check the balance on your tag account before you travel.
- The buses serving the airport belong to the two operators on the south shore, and transfers are not valid between those two systems; only a regional day pass works on both.
- The airport is open 24 hours; administrative hours are 8 a.m. to 5 p.m. on weekdays.
- During hurricane season closures can occur on the bridge and on the roads; check the live road conditions tool described in the hurricane section on the day you fly.
Trains
There is no train station in Mandeville. The region's terminal is in the metropolitan area on the south shore and four routes depart from there; the same building also serves as a bus terminal. It is not a practical alternative for reaching Türkiye, but it is useful for domestic travel.
