Whether you land in Charlotte, Raleigh, Durham or Greensboro, the first weeks bring the same questions: how do I get a license, how do I register the car, how do I put the electricity in my name, how do I enroll my kids. Below are the 29 everyday tasks North Carolina newcomers search for most, with links to the official sources. Under each topic we add what immigrants and visa holders should watch for.

  1. 10 daysIf you are subject to address reporting, report your new address to USCIS (AR-11). Moves within the state count too.
  2. NowEnroll your kids in school. The district is countywide and the base-school place is automatic by address, so missing an application round leaves nobody unenrolled.
  3. 30 daysRegister the car. The deadline is the sooner of starting a job or the end of the reciprocity period, typically 30 days. The 60 days on the license does not extend it.

01 · Driver's license

How do I get a North Carolina driver's license, and is an SSN required?

Short answer

Of the states in this series, North Carolina is the strictest on immigration status. The NCDMV first-license page offers an applicant who is not a U.S. citizen exactly one route: one U.S. government document showing legal presence. There is no visitor license, no driving privilege card and no affidavit. Nothing was abolished here either, as it was in Illinois: North Carolina has never had such a credential in the modern era. On top of that, the same page requires a Social Security number without qualification, and we could not find an official page describing what a lawfully present applicant with no SSN should bring. If you have just moved, the clock is 60 days: you must hold a North Carolina license within that time, and your previous state license stops being valid once you are a resident here.

The document list, in NCDMV's own words

  • Age and identity: one document verifying your age and identity.
  • Social Security: "a Social Security card or one document proving they have a Social Security number." The page states it flatly and offers no alternative route. The SSN documents accepted on the REAL ID page are the Social Security card itself (no photocopies), a 1099, a W-2, or a payroll record, each showing the full number and the name.
  • Legal presence (non-citizens): one document issued by the U.S. government. The REAL ID requirements page lists a green card (I-551), an employment authorization document (I-766 or I-688B), a valid foreign passport with a valid U.S. visa plus the I-94 arrival record, a Consular Report of Birth Abroad (FS-240, DS-1350, FS-545), a Certificate of Naturalization (N-550/N-570) or a Certificate of Citizenship (N-560/N-561).
  • Residency: one document for citizens, two for a REAL ID. Accepted items include a North Carolina vehicle registration, insurance policy or title, a voter precinct card, a utility or cable bill, a mortgage statement or lease, military documents, school records, and a letter from a homeless shelter. That last item matters for readers with no lease in their own name.
  • Liability insurance: one printed document from a company licensed to do business in North Carolina. Not required for a learner permit.

Tests, term and fees

A first-time applicant takes a knowledge test, a road-sign recognition test, a vision test and a road test. The written and road tests may be waived only for someone holding a valid license from another U.S. state; the waiver is written in terms of another state, not another country. Adults 18 and over may apply directly for a learner permit or a license. A license is valid 8 years for ages 18 to 65 and 5 years from 66; we took that term from the state domain's search index because the fee page's accordion needs JavaScript, so confirm it at your appointment.

The license fees come from NCDMV's 2024 quadrennial adjustment release, whose table columns shifted when we read it, so treat these four lines as unconfirmed and check at the office. The vehicle fees below come from the official fee schedule MVR-94 and are solid. State law requires about 90 license and registration fees to be adjusted for inflation every four years; the last adjustment was 19.18% on 1 July 2024, so the next is due 1 July 2028.

An expired license: the two-year moratorium, and the real trap

This is the most important detail on the page. In North Carolina a Class C license that expired on or after 1 July 2025 remains valid for driving for two years past the printed date, through 31 December 2027. But NCDMV says plainly in the same announcement that the expired card is not valid as identification and not valid for air travel, and may not be recognized by other states or federal bodies. On top of that, the federal guidance the research located says an expired North Carolina license is not acceptable for Form I-9, the employment eligibility form. We could not read the body of that federal page, because uscis.gov refused both of our tools, but the page exists and its title is unambiguous.

In practice that means you can drive on the card inside the state but you cannot use it to start a job, you cannot board a flight with it, and it will not serve as identification. For an immigrant reader the moratorium is not a convenience, it is a trap. If your license has passed its date, do not wait, renew it.

Is the knowledge test in Turkish? NCDMV publishes no language names

The honest answer is that we do not know. NCDMV's interpreter page says the agency offers interpreter services to customers who are "not fluent in English" and that a resident may request an interpreter to assist during a DMV transaction, but that page names no language at all and there is no published list of knowledge-test languages. So we could not confirm whether the test exists in Turkish. What we did confirm will get the job done: a free interpreter can be requested in advance, through an online form or by calling the NCDMV Call Center on (919) 715-7000, 8 a.m. to 5 p.m. on weekdays. The request asks for your name, contact details, ID number, county, office location and service type, so it is tied to a specific office visit and must be arranged ahead of time. Whether you may bring your own interpreter, and whether the knowledge test can in practice be taken orally, the page does not say and we could not confirm.

REAL ID

A North Carolina REAL ID is a license or ID card with a star in the upper right corner. Federal enforcement began on 7 May 2025, so that deadline has passed: since then you need a REAL ID, a U.S. passport or another federally approved ID to board a commercial flight or enter a secure federal building. A standard non-compliant license is still issued and is marked "Not for Federal Purposes" instead of carrying the star. There is no extra fee for a REAL ID; the only additional burden is finding the second residency document. NCDMV's page does not state whether a non-citizen can get one, but the lawful-status documents it accepts (I-551, I-766, passport plus visa plus I-94) are precisely the federal REAL ID list, so we read it as available to a lawfully present non-immigrant. That is an inference from the document list, not a statement on the page.

Offices

Driver license offices take walk-ins: NCDMV says each office accepts walk-in customers "all day or until that location reaches capacity", and an appointment is possible but not required. Two office addresses around Raleigh are confirmed: Raleigh East, 4121 New Bern Ave. and Raleigh West, 3231 Avent Ferry Rd. A Raleigh North office also exists but we could not establish its address. A surrendered out-of-state license goes to the Driver License Section, 3101 Mail Service Center, Raleigh NC 27699-3101; the agency's physical operations address is 1515 N. Church St., Rocky Mount. In summer NCDMV runs Saturday walk-in service, 8 a.m. to 12 p.m., at about 20 offices statewide and republishes the list each year; we could not establish the 2026 dates.

02 · Foreign license

Can I exchange my Turkish license for a North Carolina one?

Short answer

No exchange. We could not find any North Carolina reciprocity or exchange arrangement with Türkiye or with any other country. The test waiver is limited, in NCDMV's own words, to "a valid license from another state", and the first-time-applicant page lists the knowledge, road-sign, vision and road tests with no foreign-license exception. So someone arriving with a Turkish license sits the full set of tests, the only difference being that they skip the graduated licensing steps that apply to 15 to 17 year olds. This is a negative finding: we could not positively confirm on an agency page that no such arrangement exists, only that we could not find one.

The first 60 days and an international permit

A Turkish license plus an International Driving Permit covers only the first 60 days, because at the end of 60 days you are a North Carolina resident and must hold a state license. NCDMV writes that once you are a resident the out-of-state license is "no longer valid" and "should be properly discarded or surrendered" to the Driver License Section in Raleigh. An IDP is not a license in itself, it is a translation of the license you already hold, so it is useless unless your Turkish license is still in date.

The practical order

  1. Write down your move-in date. The 60 days run from that day. The clock on the car is shorter, and we set it out in the vehicle section below.
  2. Arrange the interpreter in advance. Because no test language list is published, if your English is not up to the exam, request the free interpreter on (919) 715-7000. It is tied to an office visit and does not appear on the day.
  3. Study the driver handbook. Alongside the written test there is a separate road-sign recognition test, which is not a separate item in most states and catches unprepared applicants out.
  4. A car and insurance for the road test. You need a registered, insured vehicle, and the insurance must come from a company licensed in North Carolina.
  5. Keep your Turkish license. The surrender rule is written for U.S. state licenses. Yours stays useful for business in Türkiye and for renting a car there.

03 · Car

How do registration, car tax and inspection work in North Carolina?

Short answer

Two things here work unlike anywhere else in this series. First, the annual registration fee and the county's vehicle property tax arrive on one combined notice, and both are paid to the DMV; the program is called Tag & Tax Together. The county sends no separate car tax bill, and Wake County states on its own page that payment for the combined notice "cannot be made at the county tax office." You cannot renew the tag without paying the tax; there is no option to pay only the registration. Second, on 1 October 2026, five days before the date on this page, the state abolished the license plate sticker and the automatic printed registration card. Registration is now digital. Every other guide in this series describes a sticker; in North Carolina there is no longer such a thing.

The deadline: the car is tighter than the license

NCDMV's rule is that a new resident must title and register the vehicle at the sooner of accepting gainful employment in North Carolina or the expiry of the reciprocity period, which the agency describes as typically 30 days. So you have about 30 days for the car, or day one if you have started a job; the 60 days on the license does not extend it.

What you need: the out-of-state title or registration card, form MVR-1 (title application), form MVR-180 (odometer disclosure, for vehicles under 10 years old), a valid driver license, and North Carolina liability insurance. NCDMV puts it in one line: "out-of-state policies are not accepted." An inspection is required before the first renewal, not for the initial new-resident registration.

Highway Use Tax and the $250 newcomer cap

North Carolina collects a one-time Highway Use Tax instead of sales tax on a vehicle, and it arises on every title transfer. The rate is 3%, less the trade-in value if the car came from a dealer. For a newcomer, though, the cap is the line that matters:

  • The $250 cap: where the vehicle, at the time of the North Carolina application, is and has been titled in the owner's own name in another state for at least 90 days, the tax is capped at $250.
  • Other caps: $2,000 per title for a Class A or Class B commercial vehicle and for a recreational vehicle.
  • What that is worth: bring a $30,000 car from another U.S. state, titled in your own name for 90 days, and you pay $250. Buy the same car the week you arrive in North Carolina and you pay the full 3%, about $900. Planning those 90 days is worth real money.

The rate and the cap come from G.S. 105-187.3. We could not read the statute text, because ncleg.gov refused both of our tools, and we took these figures from the state domain's search index and NCDOT's own restatements. The exemptions sit in G.S. 105-187.6, which we also could not read. Before you bring a car in, confirm the figure on (919) 715-7000.

Tag & Tax Together: one notice, two items

The notice arrives by post, and NCDMV sends renewal notices 90 days before expiry. The two amounts are itemized separately but fall due on the same day. You can pay by post, in person at a license plate agency, online, or at a self-service kiosk. Inspection fees are not on the notice and are paid directly to the inspection station. The tax on the notice is for the coming year and covers the same period as the registration.

The value and the rate belong to the county. NCDMV's own wording: "Questions regarding vehicle values and appeals on tax values must be directed to the tax assessor in the county where the vehicle is registered, not NCDMV." For a Raleigh address that is Wake County Tax Administration, 919-856-5400, [email protected]. For registration fee questions on a combined notice, NCDMV's number is 919-814-1779. Wake County's page does not publish the deadline for appealing a vehicle value, or the refund and proration rules when a vehicle is sold or taken out of state, and refers the taxpayer to the phone instead; we could not establish them either.

Just bought or just moved: you can ask for a limited registration plate, the "T" sticker, which defers the property tax for 60 days. NCDMV's warning reads: "You must pay the property tax by the time the limited registration expires. There is no grace period." Tag & Tax covers only the vehicle property tax; it does not touch real estate tax or a mortgage escrow, which we cover in the property tax section.

A contradiction inside the official document. MVR-94 gives the additional fee for vehicles registered in Durham, Orange and Wake counties as $15.00, then breaks it down in its own footnote as "$10.00 Regional Transit Authority and $7.00 County Vehicle Registration Tax." Ten plus seven is seventeen, not fifteen. The document contradicts itself, and Wake County's own material repeats the same formulation, so the error is not isolated. We are not picking a winner: call 919-814-1779 for the real amount. For comparison, Randolph County's equivalent is $1.00, which confirms this is a county transit surcharge layered onto the state plate fee. A Charlotte or Mooresville registration does not carry it at all.

Rates as an illustration: the Wake County vehicle property tax rate is 0.5371 per $100 of value and the City of Raleigh share is 0.3720, a combined 0.9091. Wake's own worked example uses a vehicle valued at $8,500, which comes to roughly $77 a year. We read those rates on Wake's page, but the page labels its charts "Current Year to 2017" without naming the fiscal year, so we could not confirm which year they belong to, and they are reset every 1 July. An address in unincorporated Wake County outside any municipality pays only the county share. For another county, get your own rate from that county's tax office.

Digital registration: do not look for a sticker

Since 1 October 2026 North Carolina no longer prints plate stickers and no longer issues a printed registration card automatically. After a registration transaction you get a receipt showing registration details, fees, VIN, plate number and a barcode, plus a link to download a digital registration card to keep on your phone or print. A printed card is still available: instantly at any license plate agency, or ordered online for $5. NCDMV Commissioner Paul Tine put it this way: "Only the physical sticker and printed registration card are going away." Everything else is unchanged: renewal notices 90 days ahead, inspection still required, fees and taxes still due, four payment channels still open.

Inspection and emissions: 19 counties

Every registered vehicle needs an annual safety inspection. In 19 counties an emissions inspection is required as well. NC DEQ's list reads: Alamance, Buncombe, Cabarrus, Cumberland, Davidson, Durham, Forsyth, Franklin, Gaston, Guilford, Iredell, Johnston, Lincoln, Mecklenburg, New Hanover, Randolph, Rowan, Union, Wake. Wake County is on it, so registrations in Raleigh, Cary, Apex, Garner, Morrisville, Wake Forest and Holly Springs need the combined test. Durham, Franklin and Johnston are on it too; Orange County (Chapel Hill) is not, so two neighbors can face different requirements.

  • Timing: "The inspection must be completed within 90 days of renewing the vehicle registration" and "Your next inspection will be due the same month your vehicle registration renewal is due."
  • Fees: safety only $13.60 ($12.75 labor plus $0.85 state fee); safety plus emissions up to $30.00 ($23.75 plus $6.25), and a station may charge less. Paid at the station, not on the Tag & Tax notice. We read the $30 maximum on the DEQ page directly; the labor and state split came from the search index because the NCDMV fee block needs JavaScript.
  • Exemptions: vehicles within the three most recent model years with under 70,000 miles are exempt from emissions testing; vehicles more than 30 years old need no inspection at all; a vehicle over 8,500 lb GVWR needs only the safety inspection.
  • The program is shrinking: emissions inspections ended in 26 counties on 1 December 2018, and vehicles 20 years old and older have been exempt from emissions testing since 1 December 2019. Wake survived every cut.

Insurance: the minimums rose and enforcement is strict

  • Since 1 July 2025 the minimums are 50/100/50: $50,000 bodily injury per person, $100,000 per accident, $50,000 property damage. Before that date they were $30,000 / $60,000 / $25,000.
  • Underinsured motorist coverage is now included in every new or renewed policy. The statute also changed how "underinsured" is determined, by the claimant's total damages rather than the sum of applicable liability limits, and barred most set-offs and credits apart from workers' compensation. The state insurance department warns policyholders still on the old minimums to expect a premium increase at renewal.
  • The policy must come from a company licensed in North Carolina. You cannot register a car here on a Texas, New Jersey or New York policy.
  • Insurers must report every termination to the DMV. The DMV then posts you a liability insurance termination notice. The window to respond was 10 days from the date printed on the notice; since 1 October 2026 it is 30 days. As of today, 6 October 2026, the 30-day window is the one in force, and anything written for a 10-day deadline is now wrong.
  • How to clear it: the insurer electronically submits a Certificate of Insurance (FS-1) showing continuous coverage, and the DMV updates its records and clears the fines.
  • The penalty ladder: $50 with no lapse in the previous three years, $100 with one prior, $150 with two or more. Fail to respond and the plate is revoked on top of the penalties, late fees, interest and collections.

A second official conflict. MVR-94 lists a "Financial Responsibility Restoration Fee" of $20.00 and a separate "Service Fee" of $50.00. NCDMV's insurance requirements web page instead describes a "$50 restoration fee" payable at registration renewal. The two official sources do not agree, and the web page may be collapsing the two items. We are not picking a winner: confirm the amount on (919) 715-7000 before you pay.

04 · Toll roads

What happens on a toll road without a transponder?

Short answer

You pay exactly double. North Carolina's toll roads are all electronic: no booths, no cash lanes. Either you have a transponder or you are billed from your plate. The transponder is NC Quick Pass, and in the turnpike authority's own words it gives a 50% discount off the invoice rate; read the other way round, a driver without a transponder pays double. The invoice is posted to the address on the vehicle registration. For someone who has just moved, that is the real problem: there are no booths, so you do not notice entering the road, and you learn about it weeks later from an envelope that may still be going to your old address.

Where the toll roads are

  • The Triangle Expressway (Toll NC 540 / Toll NC 147), the only toll facility in the Raleigh area and the state's first modern toll road. It is now six lanes and 36.8 miles: the original 18.8 miles opened in December 2012, and Complete 540 Phase 1 opened to traffic on 25 September 2024, adding about 18 miles from N.C. 55 round to I-40 and U.S. 70.
  • The Monroe Expressway, in Union County on the Charlotte side. Full length with NC Quick Pass is $2.96.
  • The I-77 Express Lanes, north of Charlotte. We did not verify this one separately.

The no-transponder figures are arithmetic from the official doubling rule. Rates rise every 1 January: the 1 January 2026 increase was 12 cents on the original road and 14 cents on the extension. So every figure here has a one-year shelf life, and should be rechecked on 1 January 2027.

Account charges and an unpaid invoice

Without a transponder the invoice is posted to your registration address, or emailed if you opt in. Unpaid transactions attract processing fees and civil penalties on later invoices and can go to collections; how much is not published on the NC Quick Pass toll invoices page, and we could not establish the amounts. The account charges that are published, from the official terms document: $1 a month after 24 months with no toll transactions; $5 per mailed quarterly statement; $25 for an NSF or declined ACH payment; and $5 a month if plate-read transactions exceed 15% of monthly transactions. We took those figures from the official site index rather than reading the terms page by page.

05 · Public transit

What is public transit like in North Carolina, and is there a flight to Istanbul?

Short answer

Two things have to be said at the outset. First, Raleigh, the state capital, has no rail transit of any kind: no light rail, no metro, no commuter rail, and nothing under construction. Every rail line through Raleigh carries intercity Amtrak trains or freight. A reader who assumes a metro area of 1.5 million people has a rail system will be wrong. Second, no North Carolina airport has a nonstop flight to Istanbul; none of the 14 U.S. cities listed on Turkish Airlines' own page is in this state. The good news is on intercity rail: the state buys its own trains, and five round trips a day run between Raleigh and Charlotte, one of them continuing straight through to New York.

Buses in Raleigh: GoRaleigh, and no longer free

The city's operator is GoRaleigh, run by the City of Raleigh. The downtown hub is GoRaleigh Station and the downtown circulator is the R-Line, which stops directly in front of Raleigh Union Station. Important: GoRaleigh is not fare-free. It went fare-free during the pandemic, then resumed fare collection on 1 September 2024 and introduced the Umo app on the same day. Anything written before that date is out of date.

Payment: the Umo app, a Umo card, cash with exact change only, or paper passes. Who rides free: seniors 65 and over with valid ID; 13 to 18 year olds who enroll in GoPass; children 12 and under with an adult; and income-qualified adults aged 19 to 64 with a TAP (Transit Assistance Program) card. TAP qualification is Medicaid or SNAP/EBT, or household income below $35,000. People with disabilities and Medicare cardholders pay the half-price reduced fare. On immigration status: the published TAP criteria are Medicaid, SNAP/EBT or income, and the pages say nothing about immigration status either way. We imply neither a welcome nor a bar.

The regional network: GoTriangle, and one card for four systems

GoTriangle is the regional authority linking Raleigh, Durham, Chapel Hill, Cary, Research Triangle Park and RDU. The regional fare is $2.50, with a $20 weekly cap and an $80 monthly cap. A $25 stored value card works on four systems: GoRaleigh, GoTriangle, GoDurham and GoCary. The other municipal operators are GoDurham, GoCary and Chapel Hill Transit. One caveat: gotriangle.org refused both of our tools, so we could not read these fares and caps on the agency's own page and took them from the official domain's search index. Confirm before you ride. Chapel Hill Transit is said to be fare-free, but we could not verify that in this round.

Rail: one line cancelled, one plan shelved, buses being built

  • The Durham-Orange Light Rail project, from Durham to Chapel Hill, which would never have reached Raleigh anyway, was cancelled in 2019.
  • The Greater Triangle Commuter Rail study (Garner to Raleigh, Cary, Durham and Mebane along the existing N.C. Railroad corridor) was completed and then shelved. GoTriangle found "significant feasibility challenges to implementing regional rail within the budget and timeline established in the current Wake and Durham Transit Plans", and commuter rail is not in the 2026-2035 Wake Transit Plan update because it is "no longer affordable". The substitute is to leverage existing intercity rail and planned rail projects, which GoTriangle itself concedes "will not provide the same levels of service proposed with the Greater Triangle Commuter Rail project."
  • What is actually being built is bus rapid transit. The 2016 Wake Transit Plan identified four BRT corridors. The first, Wake BRT: New Bern Avenue, runs 5.1 miles from GoRaleigh Station downtown to New Hope Road via WakeMed, with about 3.3 miles of dedicated transit lanes between GoRaleigh Station and Sunnybrook Road and mixed traffic beyond. Two of the three construction packages are under way and the third, which builds the stations, was being advertised in autumn 2026. Full corridor completion is scheduled for the end of 2028; the 2016 plan's target of 2027 has slipped.
  • In one line: in Raleigh transit means buses, rail is intercity only, BRT arrives at the end of 2028, and commuter rail has been dropped.

The combined rail and bus hub is RUS Bus, the Raleigh Union Station Bus Facility, in the Warehouse District, in service since 3 August 2025 and run by GoTriangle: six passenger bays, two layover bays, waiting areas, public toilets, bike parking and lockers, with provision for the future BRT. GoRaleigh Route 9 connects Raleigh Union Station to GoRaleigh Station, where the rest of the network can be reached. Which intercity bus carriers actually serve RUS Bus is not named on any official page, and we could not establish it.

Intercity rail: the state buys its own trains

NCDOT buys and brands its own passenger service under the name NC By Train. The in-state train is the Piedmont: Raleigh, Cary, Durham, Burlington, Greensboro, High Point, Salisbury, Kannapolis, Charlotte.

We read the frequencies and journey times straight off the Amtrak Piedmont timetable dated 6 October 2026. The station is Raleigh Union Station, 510 West Martin Street, Raleigh NC 27603, Amtrak code RGH, opened to passengers in July 2018. Which long-distance Amtrak train serves Raleigh today, historically the Silver Star and possibly the Floridian after the 2024-25 restructuring, we could not establish. Nor could we establish the status, funding or opening date of the S-Line project that would open the Raleigh to Richmond corridor to passenger service.

The airport, and Istanbul

Raleigh-Durham International Airport (RDU) sits in Wake County between Raleigh and Durham, off I-40 and reached from the Triangle Expressway. In 2026 it has about 80 nonstop destinations, 15 of them international. The transatlantic nonstops are London Heathrow, Paris CDG, Dublin (from April 2026), Frankfurt and Reykjavík. Other international service: Cancún, Mexico City, Punta Cana, Panama City, Montreal, Toronto, Vancouver, Guadalajara from October 2026, and Belize and Turks & Caicos from December 2026. We took these figures from RDU's own pages through the search index.

No Istanbul. Turkish Airlines' U.S. page lists 14 cities with direct Istanbul service: Atlanta, Boston, Chicago, Dallas, Denver, Detroit, Houston, Los Angeles, Miami, New York (JFK), Newark, San Francisco, Seattle and Washington D.C. None of them is in North Carolina. The state's hub, Charlotte Douglas (CLT), served 44 international destinations in July 2026 and has no Istanbul flight either; the airport describes Etihad's Abu Dhabi service, beginning May 2026, as its "first new global partner since 2018", which rules out a recent Turkish Airlines addition.

The practical route: one stop either way. From RDU on a European carrier via London, Paris, Frankfurt or Dublin, or a short domestic hop to Washington Dulles or Atlanta and Turkish Airlines from there. Those two are the nearest Turkish Airlines gateways to Raleigh.

What changes with the county you live in?

Short answer

In North Carolina the real power sits with the county: schools, deeds and vital records, property appraisal and the property tax bill are all county work. The city runs water, rubbish collection, policing and building inspection. Crossing a county line therefore produces two different answers to the same question. Second, something worth saying once and early: North Carolina is a strong preemption state. State law has taken rent caps, source-of-income protection, general rental registration, local income taxes and any choice of electricity supplier out of local hands. That one sentence explains four answers on this page that otherwise look unrelated.

What changes with the county

  • Emissions inspection: only in 19 counties. The list is in the vehicle section. Wake, Durham, Forsyth, Guilford, Mecklenburg and Franklin are on it; Orange County (Chapel Hill) is not. Two neighbors can face different requirements.
  • The additional registration fee: only Durham, Orange and Wake counties carry a regional transit surcharge, with a $1 equivalent in Randolph. A Charlotte or Mooresville registration carries none at all. The official contradiction in the amount is set out in the vehicle section.
  • The property tax rate and the revaluation calendar: different in every county. State law requires a revaluation at least every eight years, but Wake County moved to a two-year cycle in March 2025 and the next revaluation takes effect 1 January 2027. Details in the property tax section.
  • The school district: countywide in most places, but in some counties a separate city district sits inside the county, as with Chapel Hill-Carrboro and Mooresville. So the countywide rule is not absolute; verify your own address.
  • Who supplies the electricity: Duke Energy Progress around Raleigh, Duke Energy Carolinas in Charlotte and the Piedmont. There is no supplier to choose, as we explain below, but which company's territory you are in changes your tariff.
  • Inside or outside municipal limits: an address in Wake County outside any municipality may pay a fire district tax and, near Research Triangle Park, a special district tax. The same house at the same value pays a different total on either side of the line.
  • Who supplies the water does not follow city limits. Raleigh Water serves not only Raleigh but neighboring towns such as Garner, Rolesville, Wake Forest, Knightdale and Wendell, with separate rates inside and outside city limits. So a Wake address that is not in Raleigh can still be a Raleigh Water customer, while its rubbish collection and municipal tax rate come from its own town.

What is the same across the state

  • There is no local income tax anywhere, and there may not be one. G.S. 105-247 gives no city, town, township or county the power to levy one. One flat state tax, one return, one withholding regime. The three-way comparison is in the property tax section.
  • There is no rent cap anywhere and none may be imposed (G.S. 42-14.1). The same section also takes source-of-income protection out of local hands. See the renting section.
  • General rental registration and inspection are preempted too (G.S. 160D-1207), with only a narrow exception based on repeated violations.
  • Utility deposit rules sit in state regulation, not in a company's discretion. For a newcomer with no credit file this is the single most useful rule on the page; it is just below.
  • Immunization and school health assessment requirements are set statewide, so they are the same in every county. See the school section.
  • There is no choice of electricity supplier. Chapter 62 and the 1965 Territorial Assignment Act bar third-party retail sales of electricity.

Raleigh has no 311

Several city guides in this series tell readers to dial 311. Raleigh has no such line, and that advice fails here. The city's own "frequently called numbers" page lists no 311 service. What to use instead:

For a service request the city runs an online portal branded "Ask Raleigh" (Fix it, Report it, Request it). Note that you pay for rubbish twice over: the city's monthly solid waste fee, and Wake County's $20 annual waste reduction fee on the property tax bill. They come from different bodies and one does not replace the other.

Library card: no SSN asked

The library system is countywide too: Wake County Public Libraries. No Social Security number appears anywhere in the card policy. What is asked for is proof of residency, preferably "an ID card or document issued by federal, state or local government that contains a photo". If the photo ID does not show a current Wake County address, you show a second document: a utility bill, a signed lease, a checkbook, or any postmarked piece of mail with your name and address. Borrowing, public computers and online resources are free of charge for anyone who resides in or owns property in Wake County; a non-resident card is $25 a year. Children 16 and under need parent or guardian approval, and the parent may present their own identity and residency documents on the child's behalf. Someone with no fixed address may show a document with their name on the letterhead of a shelter or group home in Wake County. We could not confirm whether a foreign passport alone, with no U.S. government photo ID, is accepted: the policy says "federal, state or local government" and does not address a foreign document either way.

Internet: here there is a real choice

Unlike electricity, internet is not a monopoly. In Raleigh and the Triangle, Google Fiber (covering Carrboro, Chapel Hill, Durham, Morrisville, Cary, Raleigh and Garner), AT&T Fiber, Spectrum and Brightspeed all report service, and availability changes address by address, so check your own address on each provider's site. We print no prices or speeds because they change constantly. The city's free wireless network is branded "Raleigh Public Wifi" and is available at City Plaza, Peach Road Park and many park facilities; the city also runs a Digital Inclusion unit offering digital literacy training and refurbished computers on 919-996-5524. One honest note: we found no official provider page stating what identification a customer without an SSN may use or whether a deposit is taken instead, so we set out no rule on that.

07 · Electricity and gas

Can I start electricity and water service in North Carolina without an SSN?

Short answer

First, clear away a wrong expectation: in North Carolina there is no electricity supplier to choose. This is a regulated monopoly state, the opposite of Maryland, Ohio and Connecticut in this same round. There is no comparison site and no supplier switch; the company that owns the wires is the only company that may sell you the electricity, its territory is fixed by statute, and the price is set not by competition but by the North Carolina Utilities Commission in a rate case. The good news is on deposits: the rule is not at the company's discretion but in state regulation, and that regulation expressly allows a guarantor in place of a credit history. It is the sturdiest answer to the credit-check problem we have seen in this series. On water, the City of Raleigh publishes a twelve-item list of acceptable identity documents, most of them immigration documents.

Electricity: no choice, but a rate case

The Utilities Commission says on its own page that customers "cannot usually choose their utility providers", which is why the General Assembly created a commission with authority over prices, new facilities and service quality. The 1965 Territorial Assignment Act gave each utility an exclusive franchise inside its assigned territory, and Chapter 62 of the General Statutes bars third-party retail sales of electricity, including by non-utility solar installers. Rates are set in a general rate case: the Commission approves allowed expenses, reviews capital costs, sets the shareholder return, allocates costs between customer classes and designs the rate. A separate state agency handles customer complaints: the Public Staff and its Consumer Services Division. A complaint about a bill, a deposit or a disconnection goes there, not to a competitive market regulator.

The company for Raleigh and its area is Duke Energy Progress, while Charlotte and the Piedmont are served by Duke Energy Carolinas. We do not print a cents-per-kWh tariff on this page, and here is why: when the research was done, a Duke Energy Progress rate case was still undecided before the Commission. The company originally asked for an 18.1% residential increase over two years; a settlement with the Public Staff and other parties cut the headline to 6.8%, but the state's Attorney General, Jeff Jackson, refused to sign the settlement and states that the true residential increase is 9.3% over two years, because 6.8% is an average across all customer classes. Hearings were held in Raleigh in August 2026, and the settlement's proposed effective date is 1 January 2027, in two steps. The one verified figure we have is the state average: federal energy data puts the average residential price in North Carolina at 15.16 cents per kWh in July 2026, against a U.S. average of 18.31 cents. Get your own bill estimate from the utility's own site.

Deposits and credit history: the rule is in state regulation

The text is NCUC Chapter 12. For a newcomer with no credit file, this is the most useful thing on the page.

  • There are five ways to establish credit and only one of them is a credit history (Rule R12-2(a)): the applicant owns the premises or other real estate in the county; shows he is a satisfactory credit risk "by appropriate means including, but not limited to, references which may be quickly and inexpensively checked"; has prior satisfactory service with the same utility; furnishes a satisfactory guarantor; or makes a cash deposit.
  • The cap: a cash deposit may not exceed two-twelfths of the estimated charge for the next twelve months (Rule R12-4(a)), which in plain terms is about two months of the estimated bill. Seasonal service is capped at half the season's estimate, a third for seasonal natural gas.
  • The utility pays interest: 8% a year on any deposit held more than 90 days, accruing annually and credited to the bill on request (Rule R12-4(c)).
  • Automatic refund: the deposit comes back by itself when service ends; and the utility must review deposit accounts once each calendar year and automatically refund the deposit of any customer who has paid twelve consecutive bills without a disconnection and without more than two late payments (Rule R12-5).
  • A receipt is mandatory: showing the date, the name, the premises, the amount and the interest rate.
  • No discrimination: the deposit policy must be written, applied equitably across the whole service area, and "predicated upon the credit risk of the individual without regard to the area in which he lives" (Rule R12-1).
  • Your right to escalate is written down: front-line staff must tell a dissatisfied applicant about supervisory review; a supervisor must explain Commission review and give the Commission official's name, address and telephone number; and a customer unsatisfied by an informal complaint may file a written complaint with the Commission (Rule R12-7).
  • Disconnection procedure: no disconnection for non-payment without at least five calendar days' written notice, and a residential customer may appeal a termination informally to the Public Staff's Consumer Services Division in person, in writing or by telephone (Rules R12-8 and R12-11).

So the answer to "I have no credit file, is there an alternative?" is yes, and it is not at the company's mercy but in regulation: a guarantor, or a cash deposit capped at about two months of bills, earning 8% interest and automatically refunded after twelve clean bills.

Natural gasWe could not confirmPlain speaking here: the gas utility for the Raleigh area has changed hands. The business formerly called Public Service Company of North Carolina (PSNC Energy) and trading as Dominion Energy North Carolina has passed to Enbridge; on 6 October 2026 Dominion's North Carolina gas page redirected to an Enbridge page titled "Enbridge Gas welcomes North Carolina". But we could not read the new owner's current trading name, the transfer date, its customer service number, or its new-customer deposit and identification rules, because enbridgegas.com served a security block to automated access. This is the fastest-staling fact on the page, so confirm the company's name from your own bill or from the Commission's own list of natural gas companies. Note too that natural gas is not universal around Raleigh: many houses and most newer apartments are all-electric, so you may have only one energy account.

Raleigh's twelve-item identity list

Water, sewer, garbage, recycling and stormwater come to a Raleigh address on one monthly city utility bill. The city verifies a new customer's identity "through an online verification service", and if online verification fails the account holder goes in person during business hours to 222 W. Hargett Street, Raleigh with two forms of identification and the lease, rental agreement or closing documents. The published list of acceptable proof of identity is:

  1. Social Security card, or the ITIN letter from the IRS
  2. Driver license
  3. An ID card issued in the United States or a U.S. territory
  4. A U.S. or foreign government issued passport
  5. Military ID
  6. A student or work visa
  7. A green card
  8. An alien ID

So a Turkish newcomer with a passport and an I-94, or with a visa and an employment authorization document, can open a Raleigh water, sewer and rubbish account without an SSN; the city names those documents itself. The only cost of having no SSN is that online verification will probably fail, which means planning a visit to 222 W. Hargett Street with two documents and the lease.

One note on the deposit: an older city page said $50, while the live page gives $90, and it is reset each year in the budget, so confirm on the city's page before you pay. The page does not say when the deposit is refunded or whether it is ever waived, and we could not establish either. Collection pattern: garbage weekly, recycling and yard waste every other week on alternating weeks, with the day looked up by address. Carts must be at the curb by 6 a.m. on the collection day, and a cart left out or put out too early can attract that $150 administrative fee. Raleigh's 2027 fiscal year budget puts the annual solid waste line for a median single-family home up from $311 to $342, water and sewer from $664 to $685, stormwater from $99 to $102, and total fees and taxes from $2,464 to $2,586. That table's columns scrambled when we read it and we reconstructed the row assignment arithmetically, so do not treat it as exact.

08 · Renting

What can a landlord ask for up front, and is a rent increase capped?

Short answer

A rent increase is capped nowhere and cannot be capped. G.S. 42-14.1 forbids any county or city to enact, maintain or enforce an ordinance regulating the amount of rent charged for privately owned residential or commercial rental property. That is the sharpest contrast with Maryland in this round: there, one county runs a real rent stabilization ordinance; here, no city may. On deposits there is a cap, but it changes with the lease term: a standard twelve-month lease legally permits two months' rent. Late fees, unusually, are capped by statute. And ending a month-to-month tenancy takes only seven days' notice, among the shortest in this series.

The deposit: the cap moves with the lease term

The rule is in the Tenant Security Deposit Act, Article 6 of Chapter 42 of the General Statutes (§§ 42-50 to 42-56).

The practical consequence: the twelve-month lease that is standard in Raleigh legally permits a two-month deposit. That is higher than the one-month cap used by several northern states in this series, so budget for it.

  • Return deadline (G.S. 42-52): the landlord must itemize any damage in writing and mail or deliver it with the balance of the deposit no later than 30 days after the tenancy ends and possession is delivered.
  • If the claim cannot be determined in 30 days: an interim accounting within 30 days and a final accounting within 60 days.
  • The landlord may not withhold for normal wear and tear and may not keep more than actual damages.
  • If the tenant's address is unknown, the landlord applies the deposit after 30 days and must hold the balance for collection for at least six months.

Late fees: capped by statute

Under G.S. 42-46 a residential late fee may not exceed $15 or 5% of the monthly rent, whichever is greater, and may be charged only if rent is five calendar days or more late. The same section allows an administrative complaint-filing fee, again capped at $15 or 5% of monthly rent, but only where this chain has happened: the tenant defaulted, the landlord filed and served a summary ejectment complaint, the tenant then cured, and the landlord dismissed before judgment.

Notice periods: only seven days on a month-to-month tenancy

G.S. 42-14 gives these periods for ending a periodic tenancy: year to year, one month or more before the end of the current year; month to month, seven days; week to week, two days. For the rental of a space for a manufactured home the notice is 60 days before the end of the rental period, whatever the term. If you are coming from a state with a 30-day or 60-day rule, note this specially: here seven days is enough against a month-to-month tenant.

Eviction in North Carolina is called summary ejectment, and the state judicial branch keeps a landlord and tenant help topic. We could not establish the calendar details, the filing court, the interval to a hearing, the appeal window or the timing of a writ of possession, because nccourts.gov refused access.

Three preemptions a reader must know

  1. Rent control is forbidden. In the words of G.S. 42-14.1, no county or city may enact, maintain or enforce an ordinance or resolution "which regulates the amount of rent to be charged for privately owned, single-family or multiple unit residential or commercial rental property." The carve-outs in the same section are narrow: a local government may regulate its own property, may agree contractually to limit rent on subsidized properties, may restrict rent on properties assisted with federal community development block grant funds, and may apply rules to owners who receive funding or financial incentives from the city or county.
  2. Source-of-income protection is preempted too. The same section bars any county or city from enacting an ordinance prohibiting an owner or agent "from refusing to lease or rent the housing accommodation to a person because the person's lawful source of income to pay rent includes funding from a federal housing assistance program." So a landlord may lawfully decline a housing voucher and the city cannot stop it. That is the opposite of the position in most states already covered in this series, so we state it rather than leave it to inference.
  3. General rental registration and inspection are preempted. G.S. 160D-1207 bars a local government from requiring an owner or manager of rental property to obtain a permit or permission to lease, or to register the property; the only exceptions are individual properties with more than four verified violations in a rolling 12 months, two or more verified violations in a rolling 30 days, or properties in the top 10% for crime or disorder problems. The same section also bars a local government from requiring enrollment in a government program as a condition of a certificate of occupancy, from levying a special fee or tax on residential rental property not levied on other property, from making a rental registration violation a criminal offense, and from requiring an inspection before the local government supplies a utility service. Raleigh's Probationary Rental Occupancy Permit sits exactly inside that narrow exception: registration is triggered by repeat violations, not by being a landlord. Raleigh's housing code requires owners to keep dwellings in good condition and lets inspectors inspect dwellings, units, rooming units and premises; the administrative fee on an inspection hearing that discloses minimum housing code violations is $325, and $650 on a further hearing disclosing violations within the same 12 months.

Right to counsel in eviction: the city says it lacks the authority

This has to be written as it stands. The City of Raleigh states that, because of state legislation, it does not have the authority to require a tenant right to counsel in eviction proceedings. That is the city's own framing of the limit. We took the sentence from the search index of the city's equity page, because the page itself refused access, and it should be re-read before publication. What exists instead is voluntary legal help, not a right:

  • The City of Raleigh Housing Justice Project with Campbell Law School, which gives advice and counsel and representation to eligible Raleigh residents in eviction proceedings.
  • "Lawyers in Your Library", run by Wake County and Wake County Public Libraries with the Wake County Legal Support Center: free 30-minute consultations with volunteer attorneys on eviction, repairs, landlord and tenant disputes and family matters. The program was expanded for 2026.
  • Legal Aid of North Carolina, the statewide civil legal aid provider; the intake line is 1-866-219-5262.

We could not find a standing, funded eviction diversion program attached to the Wake County courthouse. What we found was a law school clinic, a library consultation scheme and legal aid intake. And there is no rent cap, rent stabilization or just-cause eviction ordinance in Raleigh or Wake County, nor can there be: G.S. 42-14.1 forbids it.

One honesty note about every statute cited in this section (42-14, 42-14.1, 42-46, 42-51, 42-52, 160D-1207): we read the text word for word through the search index of ncleg.gov's own pages, but the site itself refused both of our tools, so we could not open the statute page directly. In a dispute, have your attorney or legal aid confirm the section from their own source.

How is property tax calculated, and is there a homestead exemption?

Short answer

Two answers, both clear. First, property tax is levied at the county level on 100% of appraised fair market value, and the municipality adds its own rate as a separate line; one bill comes from the county. Second, the part that will surprise a reader arriving from Florida or Texas: North Carolina has no general homestead exemption. Relief here is based on age, disability and income, plus a separate item for disabled veterans. A working-age buyer gets nothing. A third point belongs here because it is a local tax question: no city, town or county may levy an income tax, and G.S. 105-247 forbids it.

We give these figures as an illustration: Raleigh's 2027 budget takes the appraised value of a median single-family home as $391,724, and the property tax line for that home rises from $1,390 to $1,457, up $67. Look up your own rate in your own county; every county differs. Note also that in Wake County an address outside municipal limits may pay a fire district tax ($0.1225 per $100 in 2026 for the listed district) and, near Research Triangle Park, a special district tax, while some addresses inside Raleigh may carry a special district tax on top of the municipal rate, such as a downtown municipal service district. We could not establish those special district rates or which addresses they cover.

Revaluation: Wake County now every two years

State law requires a county to revalue real property at least once every eight years. Wake County's last revaluation took effect 1 January 2024, but in March 2025 the Board of Commissioners moved to a two-year cycle: the next revaluation takes effect 1 January 2027 and every two years after that. So within the life of this page, anyone buying in Raleigh will see a new assessed value. In most of the states covered in this series the cycle is four, five or eight years, so do not assume a fixed value when you buy here.

Payment calendar

The tax year runs with the fiscal year. Wake County's 2026 tax year bill must be paid by 5 January 2027 to avoid interest and additional costs. Payment is by ACH or eCheck, digital wallet (PayPal, Venmo, Apple Pay, Google Pay) or card; the bill can be viewed online before the paper copy arrives; payment plans are arranged by calling tax administration on 919-856-5400. We could not establish the bill's mailing date or the interest rate that runs after 5 January.

Tax relief: age, disability and income

All three programs are claimed on the same form, NCDOR Form AV-9 (Application for Property Tax Relief), filed with the county assessor.

The rules a page must not leave out:

  • The application deadline is 1 June for all three programs, to count as timely filed.
  • The Circuit Breaker must be re-applied for every single year. That is the form's own capitalized warning.
  • Under the Circuit Breaker the deferred tax stays a lien on the property, and the last three years of deferred tax become due with interest on a disqualifying event: the death of the owner, transfer of the property, or the property ceasing to be the permanent residence.
  • The Circuit Breaker cannot be combined with either exclusion; each owner other than a married couple files separately, and for the Circuit Breaker all owners must qualify and elect or no benefit is allowed.
  • Disability is certified on Form AV-9A; the disabled veteran certification is Form NCDVA-9, completed first by a veterans service officer at a state or county veterans service office and then filed with the county assessor.
  • We could not find any general homestead exemption open to an ordinary owner-occupier regardless of age, income or disability. The programs above are the only residential relief NCDOR's own application form lists.

Local income tax: none at all, and that is a prohibition rather than a choice

G.S. 105-247, titled "Municipalities not to levy income tax", allows no city, town, township or county in North Carolina to levy a tax on income or inheritance. A North Carolina city may impose only those taxes the General Assembly specifically authorizes, which is why local governments' own-source taxes here are the property tax and the local sales and use tax, plus fees. The comparison across the four states in this round:

The state rate itself is falling on a legislated schedule: 4.25% in 2025, 3.99% in 2026, and, under the 2026 Appropriations Act, 3.49% for 2027, 2028 and 2029. So if you are reading this in January 2027, the rate in force is 3.49%. Employers withhold state income tax only, and the withholding tables are published as NC-30. The whole tax picture, including filing with an ITIN, is in the tax section. An honesty note: we could not read the text of G.S. 105-247 directly, because ncleg.gov refused access; we established the section's title and effect from the official chapter index and the state revenue department's own local-tax manual.

10 · School

What do I need to enroll a child in school in North Carolina?

Short answer

The first sentence has to be this: schools are county work, not city work. There is no "Raleigh City Schools"; the Wake County Public School System is a single countywide district covering Raleigh, Cary, Apex, Garner, Morrisville, Wake Forest, Holly Springs, Fuquay-Varina, Knightdale, Wendell, Zebulon and Rolesville, and it is one of the largest districts in the United States. The second sentence is a relief: every family has a base school determined by their home address, and the place is assigned automatically. So a family arriving mid-year that has missed an application round does not end up with a child out of school. The application round only matters for magnet, year-round and early college programs.

  1. Find your base school with the district's address lookup.
  2. Start enrollment through the district's online registration portal.
  3. Take the enrollment materials to the base school.
  4. Submit the immunization record and the North Carolina Health Assessment form.

For families who want a special program, the windows are separate. For the round opening in autumn 2026: Early College and Crossroads FLEX 15 October to 11 December 2026; magnet and year-round schools 15 October 2026 to 21 January 2027; second-round magnet 1 to 12 March 2027. Approval is not guaranteed, and a family may also request a school change within 10 days of enrollment, again with no guarantee. The magnet programs office is on 919-533-7295. Some schools are capped and closed to new transfers because of crowding. One honesty note: the district's base-school page and its main enrollment page did not agree on the application window dates; we have used the main enrollment page and you should confirm before applying.

Documents required

  • A certified copy of the child's birth certificate.
  • A photo ID of the birth parent or legal custodian.
  • Proof of the Wake County address in the parent's or custodian's name: a current water, gas or electric bill within 30 days of the due date, or a newly signed lease no more than 60 days old, or a settlement statement no more than 60 days old.
  • The child's immunization record.
  • The North Carolina Health Assessment form.
  • Custody documents where they apply.

A Social Security number does not appear on the district's required-document list, and we found no WCPSS enrollment page asking for a child's SSN. We write that as something we did not find rather than as a guarantee; we did not go inside the online registration flow.

If you cannot produce a lease or a utility bill: families displaced from housing enroll through the district's McKinney-Vento program, which exists precisely to enroll a child who cannot satisfy the proof-of-address rule. That is the thing to name for a family that has just arrived and is staying with relatives or in temporary accommodation.

Immunization and the health assessment: the same rule statewide

  • The school requires a certificate of immunization completed by the child's doctor. Medical and religious exemptions exist under North Carolina rules.
  • The 30-day rule: a parent has 30 calendar days from the child's first day of attendance to produce proof of the required immunizations; after that, a child without a certificate of immunization is prohibited from attending school.
  • Health assessment: state law requires every child entering a North Carolina public school for the first time to have a health assessment carried out within the 12 months before entry, recorded on the NC Health Assessment Form and given to the school on or before the first day. Schools report compliance annually.

A note for Turkish families: an immunization card brought from Türkiye is a foreign record and will normally need to be reviewed and transcribed onto the North Carolina certificate of immunization by a U.S. clinician. We found no WCPSS or state public health page that accepts a foreign card as it stands, so plan a doctor's appointment before the school year starts.

Language support: interpretation is free, Turkish is not named

WCPSS runs an Office of Translation and Interpretation Services inside its communications department, and all interpretation services are free for families. The Language Assistance Line is (919) 852-3303: a staff Spanish interpreter answers, and a caller who speaks another language is connected to an over-the-phone interpreter in that language. Every school office keeps an "I SPEAK" card listing the 15 most common languages in the district; the district does not publish that list of 15 on the page we read, and a family whose language is not on the card is told to name it so staff can request a telephone interpreter. Family Academy workshops are offered in Arabic, English, French, Hindi, Korean, Mandarin, Spanish and Vietnamese, and the text-message service in English, Spanish, Chinese, Arabic, Vietnamese, Hmong, Russian, Polish and Burmese.

Turkish is not named on any WCPSS language page we read. So we claim no Turkish support. What is true is that interpretation is free, that it is requested through the school office or the Language Assistance Line, and that the district's own policy is to find a telephone interpreter for a language that is not on the card. The district runs a Spanish-language portal; there is no Turkish equivalent.

11 · Health

I don't have health insurance. Where can I turn in North Carolina?

Short answer

Three things to know separately. First, North Carolina expanded Medicaid late: on 1 December 2023, bringing in adults aged 19 to 64 with income up to 138% of the federal poverty level. Second, and this is the most time-sensitive item on the page: the rules on which immigration statuses can get full Medicaid changed on 1 October 2026, five days before the date on this page; the state's own page says so but does not name the federal statute. Third, the most generous thing of its kind we have seen in this series: all 99 eligible hospitals joined the state's medical debt relief program, because joining is a condition of an enhanced payment the hospital receives. But be careful, it is not a clinic: it is a bill reduction and debt cancellation scheme, and it is income-tested.

NC Medicaid: the 1 December 2023 expansion

  • In the state's own words: "On December 1, 2023, NC Medicaid expanded to cover people ages 19 through 64 up to 138% of the federal poverty line."
  • The state's income benchmark: about $1,800 a month for one person and $3,065 for a household of three. The poverty level is reset annually, usually in January, so treat these as approximate.
  • There is no monthly premium and copays are never more than $4.
  • More than 600,000 people became newly eligible at launch, and nearly 300,000 who had been on limited family planning Medicaid were automatically moved to full benefits on 1 December 2023.
  • The basic test the state prints: live in North Carolina, "are a citizen (some non-U.S. citizens can qualify)", and have household income within the limits.

The 1 October 2026 change: a change to check, not a settled rule

The state health department's immigration page opens with this warning: "New laws are changing the rules for who can get NC Medicaid, starting October 1, 2026." The page does not name the federal statute. Under a heading reading "Starting October 1, 2026", the statuses it lists as able to get full NC Medicaid if they otherwise qualify are:

  • Green card holders
  • A child under 19 lawfully residing in the U.S. without permanent status
  • A person who is pregnant or gave birth in the last 12 months and is lawfully residing without permanent status
  • Cuban and Haitian entrants
  • COFA migrants (Micronesia, the Marshall Islands, Palau)

The five-year bar: in the page's own words, "Most lawful permanent residents (green card holders) must wait 5 years in the United States before they can become eligible for Medicaid." The exemptions are 40 qualifying work quarters, veterans and active-duty service members and their families, and those admitted under an exempt humanitarian status such as refugee or asylee.

Important, and we have now read the law itself: the state's page does not compare the old list with the new one, so we went to the statute. Section 71109 of Public Law 119-21 adds a new paragraph to the Social Security Act saying that from October 1, 2026 a state is paid for Medicaid only for someone who is a U.S. citizen or national, a lawful permanent resident, a Cuban or Haitian entrant, or a person living here under a Compact of Free Association. That list is closed, and refugee, asylee and parole statuses are not on it. So the five-year-bar exemption above still describes who skips the wait, but it no longer describes who gets federally funded full Medicaid. Two things survive: emergency Medicaid, and a state option a state may take for lawfully residing pregnant women and people under 21. Whether North Carolina has taken that option is a question for the state, not an assumption. Read what the law bars precisely: it stops the federal payment to the state, so ask what coverage is left rather than concluding there is none. The page also says nothing at all about public charge or about what taking Medicaid means for an immigration case.

Emergency Medicaid and the emergency room: status is not asked

  • Emergency Medicaid covers emergency department care for non-citizens who meet the income test. The state's wording is plain: "No immigration documentation is required for Emergency Medicaid, as the care must be provided under federal emergency treatment laws."
  • Separately, under the federal EMTALA rule, a hospital emergency department that participates in Medicare must give anyone who comes in a medical screening examination and, if an emergency condition is found, either stabilize it or arrange an appropriate transfer. That obligation does not depend on insurance, ability to pay, citizenship or immigration status.
  • But EMTALA is a screening and stabilization duty, not a promise of free treatment or follow-up care, and the hospital may still bill you. What can shrink that bill is below.

We could not find a state-funded North Carolina coverage program open to children or pregnant people regardless of immigration status. Nothing of that kind appears on the state page, and we located nothing comparable to the programs in California or Massachusetts. That is an absence we found on the official page, not proof that none exists.

The medical debt relief program: a bill reduction, not a clinic

This is the most generous arrangement we have seen anywhere in this series, and the reason is not goodwill: adopting the policies is a condition of a hospital receiving the enhanced payment under the state's hospital access program. Federal regulators approved it on 26 July 2024, and all 99 eligible hospitals in the state signed on.

Patients whose debt is relieved receive a letter by post, either from the hospital or from the charity that administers it; no self-service lookup is published. On 13 October 2025 the state announced that more than $6.5 billion of medical debt had been relieved for more than 2.5 million North Carolinians; read that figure with its date, because it will be superseded.

Two things must be said plainly. First, this is not free care: it does not pay for a doctor's visit in advance, it discounts or erases what a hospital has billed, and it is income-tested. A reader who hears "100% discount" will picture a free clinic, and that is not what this is. Second, the state's pages do not say whether the program depends on immigration status. The thresholds are built on income and Medicaid enrollment. We report that silence as it stands.

Insurance outside Medicaid: the federal marketplace

North Carolina does not run its own health insurance exchange; residents use the federal marketplace at HealthCare.gov. We established that from the federal site rather than from a state page, so confirm it before you enroll. There was also historically a separate children's program, NC Health Choice; whether it still runs separately or was folded into NC Medicaid alongside the expansion, we could not establish in this round.

12 · Health

Are there free clinics in North Carolina, and what is a sliding fee?

Short answer

We keep two ideas strictly apart here, because confusing them costs readers money. A free clinic is a place whose own page says its care is free. A sliding fee is a payment that falls with your income but is not zero. Around Raleigh, among the federally funded organizations we could reach, we could not find a clinic whose own page says its care is free. That does not mean none exists; it means we did not find one on the pages of the two organizations reachable in this round. And one warning: we do not publish addresses taken from the federal health center locator, because its address data came back corrupt.

The federal locator's address fields are corrupt, and that is a trap

Queried for a 10-mile radius around central Raleigh, the federal health center locator returned 10 records. Each one gave the county, the state and the latitude and longitude correctly, and the phone numbers were right. But the street address, city, state abbreviation and ZIP fields pointed at places in nine different states: Nebraska, Missouri, New Mexico, Maine, California, Texas, Michigan, West Virginia and New York. One site barely a mile from the center of Raleigh, in Wake County, with the phone number 919-833-3111, carried the address "805 Beal St, Grand Island NE". The consequence: we use that service only to establish which organizations are federally funded, and we take every address from the provider's own site. Any clinic address you see on this page came from the provider itself.

An important name change: Raleigh's main federally funded health center has rebranded. Advance Community Health Inc. now trades as Amplify Health, and the old web address redirects to the new one. Older guides and link lists carry the former name, so search for the current one. We could not verify the addresses of its sites outside Rock Quarry Road, in Cary, Apex, Fuquay-Varina and "Beacon Point", so we do not print them; ask by phone or check its own site.

What a sliding fee actually means

  • It is not zero. It is a reduced payment calculated from your income and household size. Go to the appointment ready to pay something.
  • Proof of income is asked for: a payslip, a tax return or something similar. That is not an immigration document.
  • A federally funded center is required to operate a sliding fee schedule, so being uninsured does not mean being turned away at the door.
  • If you do have insurance, use it: both organizations take Medicaid and Medicare, and NeighborHealth also takes private insurance.

The real tool for shrinking a bill is somewhere else

Do not close this section thinking there is nothing. For an uninsured patient in North Carolina the strongest tool is not a clinic but the medical debt relief program set out in the health section: all 99 eligible hospitals in the state joined, hospitals must automatically screen and presumptively enroll patients in financial assistance, and someone with income up to 300% of the poverty level gets a 50% to 100% discount. So if you have been to hospital and a bill has arrived, your first step is not to look for a clinic but to call that hospital's financial assistance office. Again though: that program is an income-tested bill reduction, not free care, and the state's pages are silent on whether it depends on immigration status.

13 · Marriage

How do I get a marriage license in North Carolina?

Short answer

The license comes from the county Register of Deeds, not from a court clerk. Both parties must apply in person, no appointment is needed, and no waiting period is published. The license is valid for 60 days and the ceremony must take place inside North Carolina. No residency requirement is stated, neither state nor county, and if the wedding will be in North Carolina you may get the license from any county's Register of Deeds. The detail that matters most to this audience is a pair: the office normally wants identification showing your full Social Security number, but an applicant who has none signs an affidavit at the office. Read both halves together.

The state judicial branch's marriage help page says that if the wedding will be in North Carolina the license may be obtained from the Register of Deeds in any county in the state, with no requirement to live in that county; and the statute (G.S. 51-8) requires every register of deeds, on proper application, to issue a license to any two people whose answers on age, marital status and intention to marry show they are authorized to marry under North Carolina law, with no county-of-residence condition. We could not open either of those sources directly, because both block automated access, and we read the text through the search output of the official pages. Confirm before you travel.

Identity documents

For applicants aged 21 and over, the acceptable identification is a driver's license, or a state-issued ID card, or a passport, or a military ID, or a certified copy of a birth certificate. An important nuance: the page says "passport" without limiting it to a U.S. passport, but it draws no distinction either. So a Turkish passport is neither expressly listed nor expressly excluded. We do not promise it is accepted; call the office before you go. The page also says nothing about documents in a foreign language, certified translation or interpreters, and nothing about immigration status or visas. We could not resolve any of those three gaps.

The Social Security number requirement, and the way through

The normal rule: applicants must show identification displaying their full Social Security number. Accepted items are the Social Security card itself (a photocopy is not accepted), an income tax return or W-2, a bank account profile, a government document, a military discharge DD-214, a Medicare card, or an employee benefits profile.

And the key fact: an applicant who does not have a Social Security number must "sign an affidavit attesting to this fact. The affidavit is available in the Register of Deeds office." Neither page cites a form number or a statute. Whether an ITIN may be used instead is not addressed on either page and we could not establish it; the only documented route is the no-SSN affidavit.

14 · Birth

Where do I get a birth or death certificate in North Carolina?

Short answer

There are two routes, and for this audience the county is almost always the better one. The county Register of Deeds takes walk-ins, and, in a shortcut we have not seen in any other state in this series, the main downtown Raleigh office can issue a North Carolina birth certificate for any birth in the state since 1971 and a death certificate for any death in the state since 2021, not only for events in Wake County. The state office in Raleigh is appointment-only, and ordering online adds a $13.95 processing fee on top of the $24 search fee. So for the common case the county is both faster and cheaper.

We could not read the mail-order fee cleanly and the two figures we did read conflict, so we print no mail fee; confirm it on the office's own page before you send a check.

  • Expedited processing costs an extra $15.
  • The order page asks for the requester's relationship to the person named on the record. It does not spell out who is entitled or what identification is needed, and the page that would say so no longer exists, so we could not establish the state office's entitlement and ID lists.

Which to choose

  • Walk in to the county Register of Deeds if the birth was in North Carolina after 1971 or the death was in the state after 2021: no appointment, $24 for the first copy, $15 for each additional, open until 5 p.m.
  • Use the state office for older records, meaning a North Carolina birth before 1971 or a death before 2021: expect an appointment, or pay the $13.95 extra to order online.

A reminder for a document that is going to Türkiye: a U.S. birth or death certificate normally needs an apostille before it can be used there, and the apostille comes from the Secretary of State, not from the Register of Deeds. 15 · Social Security

How do you get a Social Security number in North Carolina?

Short answer

There are two routes, and which one applies to you was decided before you arrived. The DS-260 immigrant visa application asks whether you want a Social Security number and card; if you said yes, the card is mailed to the U.S. address you gave and you never visit a Social Security office. If you said no, or you came on a nonimmigrant status, you go in person with Form SS-5. There is no fee. One thing we have to say at the outset: we could not read the address of the nearest Social Security office in North Carolina, because the agency's own office locator refused every request in this research. So there is no street address below, only the number and the official locator.

Which route is yours?

  • With the green card. If you ticked the Social Security box on the DS-260, the card is produced automatically and arrives by mail. No office visit, no appointment. If it has not arrived within a few weeks, call 1-800-772-1213.
  • In person on Form SS-5. In every other case you go to an office with your original immigration documents: passport, visa, I-94, and in work-authorized categories the employment authorization document or the approval notice. We carried these two points over from our other state research and did not re-verify them in this round, so call the line before you go and confirm what the office wants to see.

Where to find the office address

The official locator would not open for any tool in this research, and a search of the agency's own site surfaced only its North Carolina region page. What we can give you with confidence is this:

  • National line: 1-800-772-1213, weekdays. Appointments are made, changed and canceled on this number. Ask for a Turkish interpreter and say so at the start of the call.
  • Official locator: secure.ssa.gov/ICON, using your own ZIP code. Take the office name and address from there; we are not printing one.
  • North Carolina is administered from the agency's Atlanta region, and the agency keeps a separate region page for the state.
  • When to go: wait a few days after you enter the country. It takes time for your immigration records to reach the Social Security system, and going too early is a wasted day.

What happens in North Carolina if you have no SSN

The number carries real weight in this state, but not at every counter. The honest picture:

  • Driver's license and ID card: no credential at all without lawful presence, and we found no published alternative for an applicant with no Social Security number. The detail is in the license section.
  • Marriage license: proof of a full Social Security number is normally required, but an applicant who has none signs an affidavit at the county register of deeds. Both halves travel together; see the marriage section.
  • Utilities: most companies ask for an SSN or an ITIN for the credit check and ask for a deposit or prepayment if you have neither. We wrote that up in the utilities section.
  • Taxes: someone who cannot get an SSN but has to file uses an ITIN. The next section covers it.
  • Voter registration: the form asks for a license number or the last four digits of a Social Security number, and lets you tick a box if you have neither. This is a form a non-citizen reader must not go near, and the voter registration section explains why.

16 · Taxes

How many tax returns do you file in North Carolina, and how do you get an ITIN?

Short answer

For a salaried person in this state the answer is two returns: the federal return and the North Carolina state return. There is no third line. Because no city, town or county may levy an income tax, there is no city return and no school district return; we covered the prohibition itself, and the comparison with Maryland and Ohio, in the property tax section, and we are not repeating it here. This section is about the return itself, withholding and the identification-number problem. In short: your employer withholds only state tax, the state rate is flat, and someone who cannot get a Social Security number files with an ITIN.

The practical consequence: moving house inside North Carolina, or taking a job in a different city, changes nothing on the income tax side. In Maryland your county changed your bill and in Ohio both your municipality and your school district did. Here your address matters only for property tax and local sales tax. Take the current forms and deadlines from the department's own forms page; we are not naming a form number here, because we could not read it from the official page in this research.

Withholding: one line

  • Your employer withholds North Carolina state income tax only. The department publishes the withholding tables as NC-30. We did not read the NC-30 booklet itself in this research, so we are not quoting a figure from the tables; your payroll department can tell you which table it uses.
  • The rate is flat and falling. The schedule and the year-by-year numbers are in the property tax section. Rather than print the same figures twice and let one copy go stale, look there.
  • Take the withholding form you fill in on your first day seriously. A badly completed withholding election leaves you owing the state at year end, and tax records are something immigration filings ask for.

How to get an ITIN

Someone who cannot get a Social Security number but has a U.S. filing obligation applies to the IRS for an ITIN, an individual taxpayer identification number. The application is Form W-7 and as a rule it is attached to a federal return. There are three ways to have your documents verified:

  1. Mail the documents to the IRS. You send your original passport, or a certified copy, with the W-7 and the return. Putting a Turkish passport in the mail means weeks without it.
  2. Go to an IRS Taxpayer Assistance Center. Some IRS offices verify documents on the spot and hand the passport straight back. We could not establish which office in North Carolina offers that: the IRS North Carolina page carries only a link to the locator tool, with no center list and no service flags. So we are not naming a city. Check the IRS office locator and call before you go, because ITIN document review is not offered everywhere and only by appointment.
  3. Use a Certifying Acceptance Agent. An authorized agent certifies the document and you keep the original.
  • Everyone files separately: a spouse and each dependent applying for an ITIN comes with their own application.
  • Expiry: an ITIN that goes unused on a return for three consecutive years expires.
  • An ITIN is not work authorization and is not a status document. It exists for tax purposes only.

Which counters ask for a number

This list may be the most useful thing on the page, because in North Carolina the same question gets a different answer at each door:

  • Driver's license and ID: lawful presence is required, and we found no published alternative for an applicant with no SSN. License section.
  • Marriage license: an affidavit covers an applicant with no number. Marriage section.
  • Birth and death certificates: what is asked for is identification, not a number. Certificates section.
  • Forming a company: the state's formation form asks for neither an SSN nor a status. See below.
  • Utilities: an SSN or ITIN is asked for, and a deposit if you have neither. Utilities section.

17 · Starting a business

How do you form an LLC in North Carolina, and what does it cost?

Short answer

Three pieces of news, and all three are good. First, forming an LLC costs $125 and the annual report is $200. Second, North Carolina has no general business license at all: the General Assembly removed the power of municipalities to levy a business license tax, and since 1 July 2015 the City of Raleigh has not required one. Third, and this is the headline for anyone arriving from our Georgia guide: the state's formation form, Form L-01, contains no occurrence of "citizen", "lawful", "immigration", "alien" or "Social Security". We downloaded the form, converted it to text and searched it, and the count was zero. There is no Georgia-style sworn lawful-presence affidavit in North Carolina.

No status question on the form, and we are saying it plainly

The ten items on Form L-01 are: the company name, the name and address of each person executing it, the registered agent, the street address and county of the registered office, the mailing address of the registered office, the principal office or a statement that there is none, optional additional provisions, an optional company officials field, optional email notification, and the effective date. Citizenship, immigration status, lawful presence and a Social Security number are not asked for. For the form itself that finding is firm. We cannot say the same with equal certainty about the whole body of state law, because the legislature's website refused every request in this research; what we can say is that no such requirement appears in the form, the instructions, the fee schedule or the Secretary of State's own registration guides.

  • The registered agent rule is a real constraint: the agent must either be an individual who resides in North Carolina or an entity with a North Carolina business office at the same address as the registered office. A newcomer with no address here usually buys a commercial registered agent service.
  • Do not miss the annual report. It is $200 every 15 April. Missing it risks administrative dissolution, and coming back costs another $100.

Trade name (DBA): county, not state

  • An assumed business name certificate is filed with the county register of deeds, not with the Secretary of State. The authority is N.C.G.S. 66-71.5.
  • The fee is $26. We read that figure from the Secretary of State's own FAQ through a search extraction and could not confirm it on a county fee page, so ask the county you are filing in before you write the check.
  • One form can carry up to five assumed names, and item 6 of the form has a box for "all 100 North Carolina counties". So a single filing can cover the whole state. We read that off the form itself.
  • This form asks no status question either. It wants the assumed name or names, the real name of the person or entity, the nature of the business, the street address of the principal place of business (no PO boxes), a mailing address, the counties and a signature.
  • The certificate is then uploaded to a statewide database held at the Secretary of State's office, so one county filing is visible across the state.

Business license: there isn't one

A step we have had to explain in every other state in this series simply does not exist here. The General Assembly eliminated the authority of municipalities to levy a business license tax, and the City of Raleigh states on its own page that as of 1 July 2015 it no longer requires a business license to operate within the city limits. Counties and cities may not levy a license tax on businesses and professions that are subject to the state privilege tax. But sector permits still exist: selling alcohol needs a Beer and Wine License and an ABC review, and home-based businesses have their own rules. "No license" does not mean "no permits", so ask your own city about the permits specific to your trade.

E-Verify: the threshold is 25 employees

This is the one mandate that touches a reader who is hiring. A private employer transacting business in North Carolina with 25 or more employees in the state must run every new hire through E-Verify.

  • Phase-in: 500 or more from 1 October 2012, 100 or more from 1 January 2013, 25 or more from 1 July 2013.
  • Who does not count: a person whose term of employment is less than nine months in a calendar year is not an "employee", so seasonal work falls outside both the duty and the count of 25.
  • New hires only. People already employed on the employer's compliance date do not need verification. A rehire counts as a hire.
  • Three business days: an employer that verifies within three business days of the date of hire is presumed compliant. The record is kept while the person is employed and for one year afterward.
  • Penalty: the Department of Labor may assess a civil money penalty. The official page does not print the amount and we did not find it, so we are not giving a figure.
  • On the rumor that the threshold has moved: a bill touching the threshold appears in the General Assembly's own system for the 2025 to 2026 session, but we could not verify whether it was enacted. Do not assume the threshold has changed; check the Department of Labor's page before you hire your 25th employee.

The practical takeaway for a new small business: you are outside this duty until your 25th North Carolina employee, and even then it attaches only to new hires.

18 · Public benefits

Will claiming a public benefit in North Carolina affect my immigration case?

Short answer

The answer changed twice in 2026, both times against the reader. On the federal side, a new public charge rule took effect on 18 September 2026. On the state side, Session Law 2026-19 of June 2026 directs the health and commerce departments, the housing finance agency and all local housing authorities to stop providing state-funded benefits to noncitizens residing in the United States without legal permission. These are two separate things and this page keeps them separate. The one piece of advice that holds either way: talk to an immigration attorney before you apply for a means-tested benefit.

The federal side: the public charge rule

  • Effective 18 September 2026. The rule applies to applications for admission made on or after that date, and to adjustment of status applications postmarked or filed on or after it.
  • Lawsuits against the rule were filed in federal court. As of 19 September 2026 no court had blocked it. That is a litigation snapshot rather than an official source, so have the current position checked before you file.

The state side: which door is closing

Session Law 2026-19 imposes three duties, and the second is the one that reaches a reader directly:

  • The Department of Health and Human Services, the Department of Commerce, the Housing Finance Agency and all local housing authorities must cease providing state-funded benefits to noncitizens residing in the United States without legal permission.
  • The Division of Employment Security must adopt and implement a policy to verify that applicants are legally authorized to reside in the United States.
  • The act's other provisions, and the sourcing caveat that travels with all of them, are in the state laws section. We could not read the text of the act itself; what is written here comes from the General Assembly's own bill summary.

The local housing authority provision is the most concrete consequence on this page: anyone thinking about a housing assistance application should ask the authority about their own situation first, and write down the answer with the date.

Federal Medicaid limits from 1 October 2026

The state's own Medicaid page says that federal limits on noncitizen eligibility began on 1 October 2026, and it says so without naming the statute. Read it as a change to check rather than as a settled rule. The health side in full is in the health section.

And the door that is not closing

This has to follow the two paragraphs above, or the page reads as though nothing is left: emergency Medicaid remains available regardless of status, and the state health agency states on its own page that no immigration documentation is required for it. Free and low-cost clinics and the hospital debt relief program are in the clinics section, and hospital billing is in the health section.

Children and school

Enrolling a child in school is not a public benefit application and not a status question. We covered it in the school enrollment section; neither of the two rules above affects your child's place in school.

19 · Address change

Do you have to tell USCIS when you move in North Carolina?

Short answer

Yes, and the window is short: 10 days after you move. Every noncitizen in the United States is under this duty. If you have a case pending before an immigration court there is a second and shorter clock as well: 5 days, on Form EOIR-33. USCIS prefers the online report to the paper Form AR-11, because the online report both satisfies the duty and updates the systems quickly.

How it is done

  • Online, through a USCIS account. You need your receipt number if you have a case pending, the old and new address, and an email address. Start at the USCIS address change page.
  • By mail on Form AR-11. It satisfies the duty but may not update the address on a pending case by itself.
  • The address on a pending case is a separate job. Satisfying the AR-11 duty and updating a pending application are not the same thing. Do both. If a biometrics notice goes to the old address, you miss the appointment.
  • Mail forwarding does not count. A forwarding order with the Postal Service is not an AR-11.

How many notifications does a move mean here?

The list is shorter in this state than in most, and the reason is on the tax side:

  1. USCIS: within 10 days, online.
  2. NCDMV: the address on your license and your vehicle registration. Detail in the license section.
  3. Immigration court: within 5 days if you have a case pending, on the court's own form.
  4. City tax office: none. In Ohio and in Maryland a move meant a new local tax authority. Because no North Carolina city or county may levy an income tax, there is no such notification here. See the tax section.
  5. County board of elections: only if you are a U.S. citizen and registered. If you are not a citizen this line is not yours, and you should read the voter registration section.

Where are the USCIS offices in North Carolina, and where do biometrics happen?

Short answer

There are two USCIS field offices in the state: Raleigh-Durham and Charlotte. The Raleigh-Durham facility is also an Application Support Center, which is where biometrics are taken, and the name is misleading: it is not physically in Raleigh but in Morrisville. One thing has to be said at the outset: we could not read the official assignment of ZIP codes to field offices, because the USCIS site did not open for any tool in this research. So we are not telling you that a Raleigh address belongs to Raleigh-Durham rather than Charlotte. The address on your own appointment notice governs.

21 · Court

Where is the immigration court in North Carolina?

Short answer

There is one immigration court in the state and it is in Charlotte. There is none in Raleigh. But care is needed here: neither the court's own page nor the Justice Department's listing publishes the counties the court covers. Being the only court in the state makes it the likely venue, but no official source says so, so we are not telling you that Charlotte is your court. The Notice to Appear in your hand names the court that will hear your case.

  • Public hours: 7:30 a.m. to 4 p.m., Monday to Friday except federal holidays.
  • Distance from Raleigh: we did not compute it in this research, so we are not printing a drive time. If you have a hearing, measure the journey yourself and plan the route the day before. Arriving late to an immigration hearing can have serious consequences.

The nearest courts outside the state, from the Justice Department's own listing, are Atlanta (two courts), Stewart in Georgia and Memphis in Tennessee. The Virginia entries were not legible in what we were able to read.

Address notification is separate for the court

If you have a case pending before the court, you must notify the court within 5 days of moving, on a different form from the USCIS one. A hearing notice going to an old address can mean you are treated as having failed to appear, and that can run all the way to a decision made in your absence.

ICE and CBP

Being honest about this: we could not verify which ICE offices operate in North Carolina, which ICE field office covers the state, or where CBP offices are in the state. The agency site refused every request. So no office name or address appears here. If you have a regular reporting duty, your contact is the office named in your own reporting instructions. Keep that paperwork, and if it is lost, ask for a replacement through your attorney.

Your I-94 record

  • Pull your I-94 arrival record from CBP's own site and print it. Your permitted stay is the date on the I-94, not the expiry date of the visa in your passport. Confusing the two is one of the commonest mistakes we see in this series.
  • If the name, date of birth or status on your I-94 is wrong, have it corrected early. The record is checked against license, Social Security and employment applications.
  • Take a copy with you to the license counter and to the Social Security office.

22 · State law

Can a North Carolina city shield immigrants from federal enforcement?

Short answer

No, and this state has two separate statutes on the subject, both enacted over a governor's veto. Session Law 2024-55 requires a jail administrator who cannot determine the status of a prisoner charged with certain offenses to query federal immigration authorities, and where those authorities have issued both a detainer and an administrative warrant it requires the prisoner to be taken before a state judicial official who must order them held. Session Law 2026-19, from June 2026, requires named state agencies to enter agreements with federal immigration authorities and requires a list of bodies including all local housing authorities to stop state-funded benefits. One thing has to be said first: we were not able to read the enacted text of either law.

The sourcing caveat first, because here it comes before everything

The legislature's own website refused every route we tried in this research: the PDFs of the enacted laws, the HTML session laws, the statute pages and the bill summary service alike. No archive fallback was available. The consequences:

  • That the laws were enacted is established from the General Assembly's own bill pages, and we treat that as settled.
  • Every provision described below comes from the General Assembly's own bill summaries. Nobody read the enacted statutory text.
  • If your case turns on the detail, you need an attorney to read the published session law. No line on this page substitutes for that reading.

Session Law 2024-55: jails, detainers and 48 hours

Known as House Bill 10, it was vetoed on 20 September 2024 and the veto was overridden on 20 November 2024. The main provision took effect on 1 December 2024 and applies to offenses committed on or after that date; the rest of that section took effect on 1 July 2024. The mechanism the summaries describe is this:

  1. The duty to query. Where a person charged with certain offenses is in custody and the facility administrator cannot determine whether the prisoner is a U.S. citizen or a lawful resident, the administrator must query federal immigration authorities.
  2. Taking the prisoner before a judicial official. Where the federal authorities have issued both a detainer and an administrative warrant, the prisoner is taken without unnecessary delay before a state judicial official, who is given both documents.
  3. The order to hold. If the person before them is the same person named in the detainer and the warrant, the judicial official must issue an order directing that the prisoner be held.
  4. The 48-hour limit. A prisoner held under such an order must be released after 48 hours from receipt of the detainer and the administrative warrant, unless federal authorities take custody first or rescind the detainer first.
  5. Immunity. No state or local law enforcement officer or agency bears criminal or civil liability for action taken under an order issued under the statute.

What the law does not do, and saying this matters as much as the rest:

  • What is described is a custodial jail process. The sources describe a procedure at a confinement facility, not street policing, not traffic stops, and not a duty on any officer outside a jail.
  • A detainer alone is not enough for the judicial-official step; both the detainer and the administrative warrant are required.
  • The hold is capped at 48 hours, and release is mandatory at that point if the federal authorities do not act.
  • We could not read which "certain offenses" trigger the chain. The summary says "certain offenses" and we do not have the list. We are not writing that it covers every offense, and we are not writing that it covers few. We do not know.
  • Whether it penalizes a sheriff who does not comply could not be established either way. That is a gap and we are naming it.

Session Law 2026-19: June 2026

Known as Senate Bill 153, it too became law notwithstanding the governor's objections. The sources conflict on the dates: one extraction gives a 2025 ratification date, another says only that it became law in June 2026. So this page prints "June 2026" and no day. According to the General Assembly's summary the act does the following:

  • Agreements with federal authorities. The heads of the Department of Public Safety, the Department of Adult Correction, the State Highway Patrol and the State Bureau of Investigation must enter into agreements with federal immigration authorities and adopt policies to cooperate with them.
  • State-funded benefits must stop. The Department of Health and Human Services, the Department of Commerce, the Housing Finance Agency and all local housing authorities must cease providing state-funded benefits to noncitizens residing in the United States without legal permission. This is the provision most likely to reach a reader of this page directly. If you receive housing assistance or are thinking of applying, ask the authority about your own situation and write down the answer with the date, and read the public benefits section as well.
  • Verification for unemployment applicants. The Division of Employment Security must implement a policy verifying that applicants are legally authorized to reside in the United States.
  • A consequence for local government. If a city or county adopts a sanctuary ordinance, the act waives that local government's immunity from tort liability, whether or not insurance has been purchased.
  • Universities. Constituent institutions of the state university system may not have policies or procedures limiting enforcement of federal immigration laws to less than the full extent permitted by federal law.

Standing behind all of it is a general prohibition: North Carolina law bars cities and counties from adopting a policy, ordinance or procedure that limits enforcement of federal immigration laws, from prohibiting officers from gathering citizenship or status information, and from preventing them from passing that information to federal agencies. We could not read the text of that provision either.

Do not use this comparison to choose where to live. Both statutes are statewide, and we are not saying any North Carolina county is safer than another, because we cannot.

23 · Voting and jury duty

Can a non-citizen get a jury summons in North Carolina, and can they register to vote?

Short answer

Two answers, and each needs its own care here. A jury summons can reach you, because the North Carolina jury list is built from driver license records as well as the voter roll, so a non-citizen who holds a license can be summoned. Voter registration must not be attempted. The state elections board says on its own page that citizenship documents are not required to register; the form asks you to tick a box and sign. That is exactly why it is dangerous: nobody stops you, but the signature is yours.

Where the jury list comes from

  • Jury service is organized by county. The county jury commission prepares a master list in every odd-numbered year for the two-year period beginning the following January. The next list is built in 2027, for 2028 and 2029.
  • The sources of names are the list of registered voters and the driver license records supplied to the county by the Commissioner of Motor Vehicles. The commission may use a random subset and may add other sources it considers reliable.
  • So North Carolina follows the license-fed pattern, as Texas and Georgia do, and it is the opposite of Ohio, where the license feed is screened for citizenship. Here your license can put you on the list.
  • We could not read the text of these provisions directly, because both the legislature's site and the court system's site were closed to us.

What to do if a summons arrives

A summons is not an accusation and it is not a trap. Serving on a jury requires U.S. citizenship, so what a non-citizen does is respond and state that they are not a citizen. Ignoring it is the worst available option.

  • We are not naming a form or a statute, because we could not read the qualification provision or the excusal procedure. Read the instructions printed on the summons and call the number on it.
  • We could not verify the penalty for failing to respond either. We found no readable official statement, so we are not printing a figure. Respond anyway.
  • Keep the summons and your response. If it ever comes up in an immigration filing, proof that you responded is useful.
  • If you are unsure, talk to an immigration attorney before you reply.

Voter registration: the state asks for no documents, and that is the risk

The state elections board's own registration page says:

  • Requirement: be a U.S. citizen.
  • "Citizenship documents are not required to register." What the form asks for instead is ticking the boxes confirming that you are a U.S. citizen and meet the age requirement, plus your signature and date attesting to your qualifications.
  • Residence: live in the county you register in and have lived there at least 30 days before Election Day.
  • Age: 18 by the date of the general election. Sixteen and seventeen year olds may pre-register.
  • Identification number: an NC driver license or NCDMV ID number, or, failing that, the last four digits of a Social Security number, or a box to tick if you have neither.

This is why the moment at the license counter matters. A non-citizen who ticks that box has signed a false attestation. We could not verify the class or the size of the penalty, because the relevant provisions sit on a site that was closed to us, so we are not printing a penalty figure. What we will write is this: registering or voting when you are not a citizen is a crime under both state and federal law, and it can end an immigration case. We also could not establish whether a license or ID transaction at the motor vehicle counter offers voter registration, or how a non-citizen declines it. Do not sign anything handed to you at a counter without reading it, and do not tick a box you do not understand.

Voter photo ID: one sentence, then beside the point

North Carolina asks voters to show photo identification, and the accepted forms include a driver license, a state ID, a U.S. passport, a military ID and a free voter photo ID card from the county board of elections. A foreign passport is not on the list. The board's own page also states that all voters will be allowed to vote with or without a photo ID, with a voter who has none completing an exception form and casting a provisional ballot. None of that concerns a non-citizen reader, because the question is not identification but the right to register at all. If you are not a citizen you do not register and you do not vote; the ID rule is not a hurdle for you to clear.

A calendar note: the general election in the state is on 3 November 2026. If your naturalization has been granted and you have taken the oath, the right to register follows; not before the ceremony.

You are a citizen now. Where do you apply for a U.S. passport in North Carolina?

Short answer

There is a convenience here we have not seen in any other state in this series: the county register of deeds is at once the marriage license counter, the birth certificate counter and a U.S. passport acceptance facility. Three errands finish in one building. In Wake County the office is at 300 South Salisbury Street; passports are in Suite 1700 on 919-856-5460, weekdays 8:30 a.m. to 3 p.m. by appointment, with walk-ins welcome before 1 p.m. All of the acceptance facility data below comes from the State Department's own data file rather than from post office pages.

Three errands, one building

  • Birth and death certificates: the same building but a different floor; the vital records counter is on the 1st floor. Fees and coverage are in the certificates section.
  • Marriage license: the same office again. Detail, including the Social Security affidavit, is in the marriage section.

The practical consequence: if your passport application needs a certified copy of a birth certificate, you can collect the certificate on the 1st floor and then go up to Suite 1700. If you plan to do that, go before 1 p.m., because walk-in passport acceptance stops then.

Urgent travel and passport agencies

An acceptance facility and a passport agency are different things: an agency is for urgent travel and requires an appointment. We could not establish whether there is a passport agency in North Carolina or which is nearest, because the State Department page covering that was closed to us and the data file we used lists acceptance facilities only. So we are not naming a city. If your travel is urgent, check the department's own passport pages.

Two notes for new citizens

  • Your naturalization certificate goes with the application, so do not plan travel outside the United States until the passport is in your hand.
  • If you remain a Turkish citizen, the consular side has its own notifications and its own passport process. Those are in the consulate section.

Where can you go in North Carolina, and what does admission cost?

Short answer

On price, this is the cleanest state we have written about in this series. Most state parks charge no entrance fee at all; fees exist at three lakes and only in certain months. The two state museums in Raleigh are free and require no timed ticket. The real trap here is not the price but the closed days and the closed years: the state history museum is closed until 2028, the natural sciences museum is closed Mondays, and the art museum is closed Mondays and Tuesdays. One more warning: North Carolina state parks do not accept the federal annual pass.

A note for anyone arriving from our Maryland guide. There, several museums were free but required a timed ticket booked in advance. That trap does not repeat here. Neither museum's published page requires a reservation for general admission. A retired timed-entry phrase survives in the natural sciences museum's page source, but nothing in the live text asks you to book. Even so, glance at the page before you go, because if a booking system returns it will show up there first.

What is closed, and this is the real warning of the section

  • The NC Museum of History is closed until 2028. The building closed in October 2024, construction on a major renovation started in summer 2025, and the museum is scheduled to reopen in 2028. It is one of the three big state museums, so if a guide lists it, that guide is out of date.
  • Prairie Ridge Ecostation, the natural sciences museum's outdoor site, has been closed to public visits since 1 April 2026, with reopening anticipated in 2027. The site stays in use for registered programs and research, but there is no drop-in visiting.
  • The Living Conservatory, the butterfly room, opens in summer 2027. Do not promise it to a child today.

State parks: most charge nothing to enter

  • Entrance fees exist at three places only: the Falls Lake, Jordan Lake and Kerr Lake state recreation areas. Even there, fees are charged only on weekends in April, May and September and daily from Memorial Day to Labor Day. So from October to March the whole system is free to enter, including Falls Lake just north of Raleigh.
  • The federal annual pass does not work here. The parks division does not accept the America the Beautiful pass or other states' passes, and says in its own words that it offers no discount other than the senior and military or veteran discount. If you bought that pass, it does nothing for you in this state. Know that in advance.
  • What the senior and military discount gives: $6 a night off certain campsites (age 62 and over, or proof of service or veteran status), plus a discounted entrance rate at Falls, Jordan and Kerr Lakes with ID. It does not apply to primitive or group campsites, vacation cabins, facility rentals, activity fees or permits. It is an age and service test, not a residency test and not a citizenship test.
  • Camping prices: full-hookup RV $45 a night, electric and water $40, electric only $35, tent or RV with no hookups $30, primitive backpacking $20. A $3 nonrefundable service fee applies to every reservation including one made in person; cancellation is $15 and a returned check is $25. Reservations through ReserveAmerica, 1-877-722-6762.

Three geographies, and only what we verified

The state divides into the coast, the Piedmont and the mountains. We verified only the following in this round, so those are the only places we attach figures to:

  • Piedmont and Raleigh-Durham: the museums above, plus Falls Lake and Jordan Lake, free from October to March.
  • Mountains: Great Smoky Mountains National Park charges no entrance fee, but any vehicle parked anywhere inside the park for more than 15 minutes needs a parking tag: $5 daily, $15 weekly, $40 annual. Vehicles with a disability placard or plate, permitted researchers and school groups with an approved educational waiver are exempt. We did not verify the Blue Ridge Parkway in this round, so we say nothing about it.
  • Coast: not verified in this round. Cape Hatteras, Fort Raleigh and the Wright Brothers Memorial each have their own fee rules and we read none of them, so we print no coastal fee.

The North Carolina Zoo

What can a family with no money do in North Carolina?

Short answer

The honest answer is quite a lot, and most of it is in Raleigh. Two state museums, the state capitol, a 164-acre museum park and the farmers market cost nothing, and even the parking at Dix Park is free. From October to March, entry to the state parks is free too. But one warning belongs here, because it changed this year: fee-free days at national parks are now for U.S. citizens and residents only.

The details for Dix Park, Pullen Park and the farmers market were read through searches of the operators' own domains rather than from the pages directly, so confirm the hours before you set out.

National park fee-free days: read the small print

This paragraph has to travel with every mention of a fee-free day, because the rule changed in 2026:

  • In the Park Service's own words, beginning in 2026 free entrance on these days is for U.S. citizens and residents only. Nonresidents pay the regular entrance fee and any applicable nonresident fees.
  • The annual pass is $80 for U.S. citizens and residents and $250 for non-U.S. residents.
  • At eleven parks (Acadia, Bryce Canyon, Everglades, Glacier, Grand Canyon, Grand Teton, Rocky Mountain, Sequoia and Kings Canyon, Yellowstone, Yosemite and Zion), nonresidents aged 16 and older pay a further $100 unless they hold an annual pass. None of those eleven is in North Carolina.
  • The Park Service does not define "resident". So if you are not a U.S. citizen, check with the park before relying on a fee-free day or on the $80 pass price.
  • The two days left in 2026 are 27 October and 11 November. The 2027 dates have not been announced, so we print no future date.
  • What it means in practice at Great Smoky Mountains: entry is already free there, but a parking tag is required, and on fee-free days no parking tag is required. So on 27 October and 11 November you can park without a tag, though that benefit is subject to the same undefined "resident" test.

And keep two kinds of "resident" apart: when a North Carolina attraction offers a resident discount it means where you live. The zoo ran a discount for Randolph County residents in August 2026; that is a residence test, not a citizenship test, and not the same thing as the Park Service's undefined term.

The NC State Fair, 15 to 25 October 2026

The state fair is in Raleigh and falls within the life of this page. The hours first:

  • Thursday 15 October: noon to 11 p.m.
  • Friday and Saturday 16 to 17 October and 23 to 24 October: 9 a.m. to 11:30 p.m.
  • 18 to 22 October and 25 October: 9 a.m. to 11 p.m.
  • Tickets must be bought and you must be inside the gates before 9:45 p.m. There is no re-entry after 9:45 p.m.

The three genuinely free days are these:

  • Tuesday 20 October, Senior Citizens' Day: free admission for anyone aged 65 or over. Refreshments on the Dorton Patio from 9 a.m. and a program from 10 a.m.
  • Wednesday 21 October, Military Appreciation Day: with proof of identification, military personnel including veterans plus three guests get in free. A parade through the grounds at 10 a.m.
  • Thursday 22 October, Hunger Relief Day: bring six non-perishable food items and get in free. It has run since 1993, and it is the most usable of the three for a Turkish family, because there is no age or service test.

Correcting a widely repeated error: the opening day, 15 October, "College Day", is not free. It is $8 for North Carolina college and university students with a valid student ID, at the gate only and on that day only. That is a discount, not free entry.

  • Sunday 18 October, Sensory Day: from 9 a.m. to 1 p.m. the vendors and booths run without lights or music, rides and games open at 10 a.m. on the same terms, music stages play acoustic sets only, and the public address system is used only for lost-visitor announcements. A quiet zone in the Graham Building offers tables, chairs, low lighting and noise-canceling headphones to borrow from 9 a.m. to 5 p.m. This is an accommodation rather than a discount, and if you have a child who finds crowds hard it may be the most useful thing on this page.
  • Tickets on other days: in advance, adult $10, youth 6 to 12 $5, senior 65+ $5, children 5 and under free; at the gate 16 to 25 October, adult $13, youth $7, senior $5, children 5 and under free. Active duty, reservists, retirees, National Guard and their dependents aged 13 to 64 pay $8 at the gate on other days. We read the ticket prices through a search of the official page while the hours and the special days were read directly, so confirm the prices before you go.

One event you will not find listed here

There is an official event page still live online advertising a craft fair on "November 14th to 16th". That page is from 2025 and says 2025 in its own body; the event has already happened and the 2026 dates have not been announced. So we do not list it. Apply the same test to any event announcement you find online: if the date has no year next to it, look at the page itself.

27 · Turkish consulate

Which Turkish mission covers North Carolina?

Short answer

The Consulate General in Miami. We confirmed this on the mission's own contact page, which prints its jurisdiction as Florida, Georgia, North Carolina, South Carolina and Puerto Rico. Not Washington, not Houston, not Chicago. If there is one practical fact to take away, it is this: in-person applications are taken in the morning only, 9 a.m. to 1 p.m., while the 2 p.m. to 5 p.m. slot is reserved for telephone and postal matters. And the distance is serious: Raleigh to the consulate is roughly 796 miles, or 1,281 km, by road.

The distance: not a day trip

We computed the road distance from downtown Raleigh to the Miami address ourselves, so it is not an official figure: roughly 1,281 km, or 796 miles, and the routing engine we used returned a driving time of about 14 hours 39 minutes. Routing engines disagree sharply on duration, so read that as an upper bound. The point is not the exact number: this journey is not a day's errand. Either you fly and stay overnight, or you handle the matter by post and through the online channel.

  • You need an appointment. The consulate's own menu has consular operations for Turkish citizens and a separate visa pre-application for foreign nationals; appointment lookup and cancellation are separate links.
  • Book a morning slot. The in-person window closes at 1 p.m. There is no afternoon queue to join.
  • Some matters do not need a visit. Certain records, including Formula A, B and C extracts and population records, can be requested by post through online.konsolosluk.gov.tr. Check that channel before you travel. Do not drive 796 miles for something the post can handle.

The appointment list covers birth registration, population registry matters, marriage, passports, military service (deferment, paid service from abroad and exemption), notarial attestation, citizenship, death, criminal record certificates and service of process.

How do you get an apostille in North Carolina, and what does it cost?

Short answer

The apostille is issued by the Authentications division of the North Carolina Department of the Secretary of State, and the fee is modest: $10 per document. Türkiye is a party to the Hague Apostille Convention, so an apostille is the correct form of authentication for a North Carolina document to be used there. One distinction matters: a document issued by a federal agency is apostilled by the U.S. Department of State, not by North Carolina.

Which apostille for which document

A standing notice about notarization

There is an alert on the Secretary of State's site that matters here because documents bound for Türkiye are often notarized first: emergency video notarizations have been extended to 12:01 a.m. on 1 July 2027, or until the first license is issued for remote electronic notarization. So remote notarization appears to remain available within the life of this page. Even so, ask the receiving institution whether it accepts a remotely notarized document before you rely on it.

29 · Time and flights

What is the time difference with Türkiye, and how do you fly to Istanbul?

Short answer

North Carolina is in the U.S. Eastern time zone, while Türkiye stays on UTC+3 all year and does not change its clocks. So the gap shifts twice a year: 7 hours until 1 November 2026, 8 hours from 1 November 2026 to 14 March 2027, then 7 hours again. On flights the news is short: no North Carolina airport has a nonstop to Istanbul, which we set out in detail in the transit section. You will connect.

It is the U.S. side that moves; Türkiye leaves its clocks alone. That is why calling Türkiye becomes an hour earlier from November through March.

Working out when to call the consulate

  • The Miami consulate's in-person window of 9 a.m. to 1 p.m. Eastern is 4 p.m. to 8 p.m. in Türkiye until 1 November 2026, and 5 p.m. to 9 p.m. after that.
  • Calling an institution in Türkiye works the other way: the Ankara working day falls in the very early morning here.
  • The clean solution is the 24-hour Consular Call Center on +90 312 292 29 29, the one line you can dial without doing the arithmetic.

Getting to Istanbul

There is no nonstop. We set this out with the airline's own city list in the transit section: none of the U.S. cities with direct Istanbul service is in this state, and the state's own hub has no Istanbul route either. So the trip comes in two parts:

  • Fly to a U.S. connecting point and pick up the Istanbul flight there. Atlanta and Washington D.C. are among the nearest large options on that list.
  • Connect through Europe on a European carrier.

The practical consequence is two baggage transfers, two departure times and at least one chance to miss a connection. When you plan a family visit, leave generous connection times, and on the return leg leave extra time for passport control at the U.S. point of entry.

Dates in the calendar

  • 1 November 2026: U.S. daylight saving time ends and the gap becomes 8 hours.
  • 14 March 2027: U.S. daylight saving time resumes and the gap returns to 7 hours.

Frequently asked questions

Can I get a North Carolina driver's license without an SSN?

This is the strictest state on immigration status in our series. The NCDMV first-license page offers an applicant who is not a U.S. citizen exactly one route: one U.S. government document showing legal presence (a green card, an employment authorization document, or a foreign passport with a valid visa and the I-94). There is no visitor license, no driving privilege card and no affidavit, and unlike Illinois nothing was abolished: North Carolina has never had such a credential in the modern era. The same page also requires a Social Security number without qualification: "a Social Security card or one document proving they have a Social Security number." We could not find any official NCDMV page describing what a lawfully present applicant with no number should bring: no affidavit, no SSA letter, nothing. We write that as an absence on the official pages rather than as a confirmed bar. Before going to an office, call (919) 715-7000, describe your situation and write down the answer with the date and the representative's name.

My license has expired. Can I still drive?

Inside the state yes, but not as identification. In North Carolina a Class C license that expired on or after 1 July 2025 remains valid for driving for two years past the printed date, through 31 December 2027. NCDMV says plainly in the same announcement that the expired card is not valid as identification and not valid for air travel, and may not be recognized by other states or federal bodies. On top of that, the federal guidance the research located says an expired North Carolina license is not acceptable for Form I-9, the employment eligibility form; we could not read the body of that federal page because the site refused access, but the page exists and its title is unambiguous. So you can drive on that card but you cannot use it to start a job. For an immigrant reader this is not a convenience, it is a trap: if the date has passed, do not wait, renew.

Can I exchange my Turkish license, and is the test in Turkish?

No exchange. We could not find any North Carolina reciprocity arrangement with Türkiye or any other country; the test waiver is limited, in NCDMV's own words, to "a valid license from another state". So you sit the knowledge test, the road-sign recognition test, the vision test and the road test in full. On language the honest answer is this: NCDMV publishes no language names at all and there is no published list of knowledge-test languages, so we could not confirm whether the test exists in Turkish. What we did confirm will get the job done: the agency provides a free interpreter to customers who are "not fluent in English", requested in advance through an online form or on (919) 715-7000, weekdays 8 a.m. to 5 p.m., and tied to a specific office visit. Whether you may bring your own interpreter, the page does not say. If you have just moved the clock is 60 days, and a Turkish license plus an international permit covers only those 60 days.

If my visa is temporary, will my license be temporary too?

Yes. A license issued to someone whose permission to stay is of limited duration may not expire later than the end of that authorized stay, so on an F-1, J-1, H-1B, L-1 or E-2 you redo the license at every extension, each time with fresh USCIS paperwork and another office visit. By contrast, someone with permanent or indefinite status, such as a green card holder, has received an ordinary full-term license since a 2023 change in practice; NCDOT's reasoning was that a shorter license is "not always necessary when the noncitizen applicant enjoys permanent or indefinite residential status in the United States." We could not reach the underlying NCDOT ruling, and two separate North Carolina sources agree on the substance and the date. The card issued to a non-citizen is reported to carry a legal presence expiration date printed on the back, but we could not find any NCDMV page describing the back of the card, so we do not quote the wording. Book the DMV appointment the week your extension approval arrives.

There is no sticker on my plate. How do registration and car tax work?

Two things are new. First, since 1 October 2026 North Carolina no longer prints plate stickers and no longer issues a printed registration card automatically; registration is digital. After a transaction you get a receipt showing registration details, fees, VIN and plate number, plus a link to download a digital registration card. A printed card is available instantly at a license plate agency or online for $5. Second, the registration fee and the county vehicle property tax arrive on one annual notice (Tag & Tax Together), both payable to the DMV; the county sends no separate car tax bill and the combined notice cannot be paid at the county tax office. You cannot renew the tag without paying the tax. The notice comes by post 90 days before expiry. If you have just moved, a limited registration "T" plate defers the tax for 60 days, but in NCDMV's words "there is no grace period". A passenger car plate is $46.25 a year; for questions about value and rate, call the county tax office.

I am bringing a car from another state. How much tax will I pay?

North Carolina collects a one-time Highway Use Tax instead of sales tax, at 3%. But there is a cap for newcomers: where the vehicle, at the time of the North Carolina application, is and has been titled in the owner's own name in another state for at least 90 days, the tax is capped at $250. In numbers: bring in a $30,000 car that meets the test and you pay $250; buy the same car the week you arrive and you pay about $900. Planning those 90 days is worth real money. For Class A and B commercial vehicles and recreational vehicles the cap is $2,000 per title. These figures come from G.S. 105-187.3 and we could not read the statute text directly, because the state legislature site refused both of our tools; we took them from the official domain's index and NCDOT's own restatements, so confirm on (919) 715-7000 before bringing a car in. Note too that the insurance must come from a company licensed in North Carolina: an out-of-state policy will not register a car here.

How do I choose an electricity supplier in North Carolina?

You do not, because there is nothing to choose. North Carolina is a regulated monopoly state: the company that owns the wires is the only company that may sell you the electricity, its territory was fixed by a 1965 statute, third-party retail sales are barred, and the price is set not by competition but by the Utilities Commission in a rate case. Do not look for a comparison site, there is none; if someone turns up at your door selling cheaper supply, know that there is no such product to sell in this state. The deposit side is better news, and the rule sits in state regulation rather than company policy (NCUC Chapter 12): one of the five ways to establish credit is furnishing a satisfactory guarantor, a cash deposit may not exceed two-twelfths of the estimated annual bill, interest of 8% a year accrues on any deposit held more than 90 days, and the deposit is automatically refunded after twelve consecutive clean bills. If you are unhappy, the escalation chain is written down too: a supervisor, then the Commission official's name and telephone number, then a written complaint. One caution: a rate case for the area utility was undecided when the research ran and the state's Attorney General refused to sign the settlement, so we print no cents-per-kWh figure on this page.

Can I start a water account without an SSN?

Yes, and this is the clearest answer we have seen in the series. In Raleigh the city publishes a twelve-item list of acceptable identification for a water, sewer and rubbish account, and the list names a foreign government passport, a student or work visa, a green card, an alien ID, the I-94 arrival record, the I-765 employment authorization card and a U.S. State Department refugee travel letter; alongside the Social Security card it also accepts the ITIN letter. The city checks identity first through an online verification service, and if that fails you go in person to 222 W. Hargett Street with two forms of identification and the lease. That visit is the only cost of having no SSN. The new customer deposit is $90, the service initiation fee is $50 per meter, and the solid waste fee has been $28.50 a month since 1 July 2026. The deposit figure is reset annually in the budget, so confirm on the city page before you pay.

Is a rent increase capped, and must a landlord accept my housing voucher?

No to both, and both come from the same statute. G.S. 42-14.1 allows no county or city to enact, maintain or enforce an ordinance that regulates the amount of rent charged for privately owned residential or commercial rental property, so there is no rent cap anywhere in the state and no city may create one. The same section also blocks any local ordinance prohibiting an owner from refusing to rent because the tenant's "lawful source of income to pay rent includes funding from a federal housing assistance program": a landlord may lawfully decline a housing voucher and the city cannot stop it. There is a third preemption as well: G.S. 160D-1207 takes general rental registration and inspection out of local hands, leaving only a narrow exception for repeated verified violations. What does run in your favor: the deposit cap is two months' rent on a one-year lease and one and a half on a month-to-month; the late fee is capped by statute at $15 or 5% of the rent and may only be charged once rent is five days late; and the deposit must come back within 30 days with a written itemization if anything is deducted. One caution: seven days' notice is enough to end a month-to-month tenancy.

Is there a homestead exemption or a local income tax in North Carolina?

No homestead exemption, and no local income tax. Property tax is levied at the county level on 100% of appraised fair market value, with the municipality adding its own rate as a separate line; as an illustration, Wake County is $0.5371 per $100, the City of Raleigh $0.3720, a combined $0.9091. We could not find any general homestead exemption open to a working-age owner: relief here is built on age, disability and income (65 or older or permanently disabled, plus an income ceiling), with a separate item for disabled veterans, and all of it is claimed on Form AV-9 filed with the county assessor by 1 June. The Circuit Breaker program defers rather than forgives: the deferred tax stays a lien on the property, the last three years become due with interest on death, transfer or the home ceasing to be the permanent residence, and it must be re-applied for every year. On local income tax, G.S. 105-247 gives no city, town, township or county the power to levy one. The state rate is flat and falling: 3.99% in 2026 and 3.49% for 2027, 2028 and 2029.

Do I need an SSN to enroll my child in a North Carolina school?

A Social Security number does not appear on the district's required-document list, and we found no enrollment page asking for a child's SSN; we write that as something we did not find rather than as a guarantee. What is on the list: a certified copy of the child's birth certificate, a photo ID of the parent, proof of the county address in the parent's name (a bill within 30 days, or a lease or settlement statement no more than 60 days old), the immunization record, the North Carolina Health Assessment form, and custody documents where they apply. Two important points. First, schools run countywide and the base-school place is automatic by address, so missing the magnet and year-round application round does not leave a child unenrolled. Second, if you cannot produce a lease or a bill, ask about the McKinney-Vento program, which exists for exactly that situation. The 30-day immunization clock starts on the first day of attendance, and a card brought from Türkiye needs to be transcribed by a U.S. clinician. On language, interpretation is free, but Turkish is named on no official school page, so we promise no Turkish support; the language assistance line is (919) 852-3303.

I have a hospital bill I cannot pay. What can I do?

Call the hospital's financial assistance office first, because North Carolina has the most generous arrangement we have seen in this series and all 99 eligible hospitals joined; participation is not voluntary in practice, it is a condition of an enhanced payment the hospital receives. The program relieves all unpaid hospital debt back to 1 January 2014 for anyone enrolled in Medicaid, with no income limit; relieves debt more than two years old for non-Medicaid patients with household income at or below 350% of the poverty level or whose debt exceeds 5% of annual income; discounts bills going forward by 50% to 100% for incomes up to 300% of the poverty level; and requires hospitals to automatically screen and presumptively enroll patients in financial assistance. Since 1 July 2025 that debt is not reported to credit agencies and not sold. People whose debt is relieved get a letter by post; there is no online lookup. Two cautions: this is not free care, it is an income-tested bill reduction, and the state's pages are silent on whether it depends on immigration status.

How do I get a marriage license in North Carolina, and is an SSN required?

The license comes from the county Register of Deeds, not a court clerk. Both parties apply in person, no appointment is needed (weekdays 8:30 a.m. to 4 p.m.), we found no published waiting period, the license is valid 60 days and the ceremony must take place inside North Carolina. No residency requirement is stated, and if the wedding is in the state you may apply at any county. The fee in Wake County is $60, cash or card at the main office and cash only at the regional centers. Acceptable identification is a driver's license, a state ID, a passport, a military ID or a certified copy of a birth certificate; the page says "passport" without limiting it to a U.S. one but draws no distinction either, so a Turkish passport is neither listed nor excluded and you should call ahead. On the SSN, read both halves together: the office normally wants identification showing your full Social Security number (the card itself, a W-2, a tax return, a bank or employer profile, a government document, a Medicare card), but an applicant who has none signs an affidavit kept at the office. Whether an ITIN can substitute, the pages do not say.

Which Turkish consulate covers North Carolina, and do I have to travel there?

The Consulate General in Miami. Its own contact page prints its jurisdiction as Florida, Georgia, North Carolina, South Carolina and Puerto Rico. The address is 80 SW 8th St., Suite 2700, Miami, FL 33130, the telephone is +1 786 655 03 15, the email is [email protected], the after-hours emergency line is +1 305 646 82 08 and the 24-hour Consular Call Center is +90 312 292 29 29. The most practical detail is in the hours: in-person applications are taken only from 9 a.m. to 1 p.m., with 2 p.m. to 5 p.m. reserved for telephone and postal matters. On distance, Raleigh to Miami is roughly 796 miles, or 1,281 km, by road, and the routing engine we used returned about 14.5 hours of driving. We computed that ourselves; it is not an official figure. In short, this is not a day trip: either fly and stay overnight, or use the post and online.konsolosluk.gov.tr. When you book, avoid the closures: 12 October, 29 October, 11 November, 26 November and 25 December 2026, and 1 January 2027.

What is the time difference with Türkiye, and when does it change?

North Carolina is in the U.S. Eastern time zone and Türkiye stays on UTC+3 all year without changing its clocks. So the gap shifts twice a year: 7 hours until 1 November 2026, 8 hours from 1 November 2026 to 14 March 2027, then 7 hours again. It is always the U.S. side that moves. In practice that means the Miami consulate's 9 a.m. to 1 p.m. in-person window is 4 p.m. to 8 p.m. in Türkiye, and 5 p.m. to 9 p.m. after 1 November. Calling an institution in Türkiye works the other way, with their working day falling very early in the morning here. The one line you can dial without doing the arithmetic is the 24-hour Consular Call Center, +90 312 292 29 29. On flights there is a separate fact: no North Carolina airport has a nonstop to Istanbul, the nearest nonstop gateways are in other states, so your trip will involve a connection and you should leave generous connection time, especially on the way back.

What is free to do in North Carolina, and where can I take children?

On price this state is easy. In Raleigh two state museums are free and neither requires a timed ticket: the Museum of Natural Sciences (Tuesday to Sunday 10 a.m. to 5 p.m., closed Mondays) and the Museum of Art (Wednesday to Sunday 10 a.m. to 5 p.m., closed Mondays and Tuesdays), whose 164-acre park is open daily from dawn to dusk with free parking. The State Capitol is free and runs free guided tours on Saturdays at 11 a.m., 1 p.m. and 3 p.m. with no booking; Dix Park and the State Farmers Market are free as well. Know what is shut: the state history museum is closed until 2028, the Prairie Ridge site has been closed to visitors since 1 April 2026, and the butterfly room opens in summer 2027. Most state parks charge no entrance fee; fees apply only at Falls, Jordan and Kerr Lakes, and only on weekends in April, May and September and daily from Memorial Day to Labor Day. The federal annual pass is not accepted here. The state fair runs 15 to 25 October 2026, and the genuinely free days are 20 October (age 65 and over), 21 October (military and veterans plus three guests) and 22 October (bring six non-perishable food items); the opening day, 15 October, is not free but $8 for students. Fee-free days at national parks have been for U.S. citizens and residents only since 2026, and the Park Service does not define "resident", so if you are not a citizen, ask the park before you rely on one.
