How do I get a driver license in Heflin, and which day do I go?
Short answer
The single most practical fact on this page is a calendar fact: the state law enforcement agency's license counter is inside town, but it opens on Wednesdays only, from 8:30 a.m. to 3:45 p.m., with a lunch break from 12:00 to 12:30, and no test is started after 3:15 p.m. For a foreign national reader that limit is not a detail, it is the only door: in the agency's own office data the county probate counter does not handle foreign national transactions and the state office does. So the problem in a small settlement is not distance, it is the one day a week. And both counters sit in the same building: 120 Vickery Street.
Steps, documents and official links
Two counters, one building, two different answers
The data layer behind the state law enforcement agency's office map keeps two separate fields for every office: foreign national issuance and foreign national renewal. Read for this county, the result is this:
| Counter | Days and hours | Foreign national transactions |
|---|---|---|
| The state law enforcement agency's county office, 120 Vickery St., Suite 105, Heflin, AL 36264, telephone 256-540-0064 | Wednesday only, 8:30 a.m. to 3:45 p.m.; lunch 12:00 to 12:30; no test after 3:15 p.m. | Available, issuance and renewal |
| The county probate counter, 120 Vickery St., Room 101, Heflin, AL 36264, telephone 256-463-5655 | Weekdays 8:00 a.m. to 4:30 p.m. | Not available, neither issuance nor renewal |
Put the two facts side by side and read the result. For a foreign national reader the county probate counter is a closed door; the only open door is the state office; and that office works one day a week. Missing a Wednesday costs a week, and because the last test start is early, arriving in the afternoon can cost the same week. Plan the trip around it: take the Wednesday off, go in the morning, and have your documents ready the day before.
This is not one county being odd
Read across the state, the agency's own office layer shows that of the 124 counters typed local, all 124 do not handle foreign national transactions, and there is zero exception on the renewal side either. So on this item the accurate word is not some but none.
The opposite cannot be written, though. Most state offices do handle them, not all: in the same layer six state offices appear not to handle foreign national issuance, and at one of them issuance is absent while renewal is available. Two fields, not one key.
And the most practical warning is about the name. The rule follows the type field in the agency's own data, not the name on the door, and the two do not always agree: an office whose name carries the agency's acronym can be typed local, and an office named as a license office can be typed state. Do not decide from the name. Confirm through the agency's own office finder, then ask two separate questions on the phone: do you issue a first license to a foreign national applicant, and do you renew a foreign national's license.
Four things to know on the state side
- A new resident has thirty days. The statute itself requires every new resident of Alabama to obtain an Alabama license within 30 days of establishing residence. At a counter that opens one day a week, that period is in practice four or five attempts; do not let the first Wednesday go by.
- Research found no second, status-independent driving card. The agency's own driver manual asks every first-time applicant for evidence of authorized presence and states that until documents are presented it presumes the applicant's status in the United States to be unauthorized. That door is not a procedural tip, it is a reason to speak to your attorney.
- The written test is offered in eleven languages and Turkish is not among them. There is an oral test option for applicants who cannot read and understand it. Ask about this on the telephone before Wednesday; at an office open one day a week, finding out at the counter costs a week.
- A Turkish license is not exchanged. Türkiye does not appear among the reciprocity agreements the agency publishes; the license is obtained from scratch and the tests are required. The detail is in the foreign license section of our Alabama guide.
One building, three counters
This is where the town's structure helps you: 120 Vickery Street is one address holding three separate counters. The state law enforcement agency's license office is in Suite 105, the county probate office in Room 101, and the county circuit clerk's office in Room 202. So the license, the plate and the passport acceptance errands are all done in the same building and you do not have to travel three times. The plate side is open every weekday and the passport acceptance counter is too; the license counter is the only one that opens once a week.
If you make a one-day list of errands, build it around Wednesday. The item that holds files up is usually not a document but proof of address; the order for the first week is: first make sure your address has been established, then open the water, sewer and garbage account in your own name, then the power. A bill in your name works as proof of residence at many of the doors on this page.

How do I register a vehicle in Heflin and where do I get the plate?
Short answer
Registration happens at the county, and in this town the counter is in the same building as the license office: 120 Vickery St., Room 101, telephone 256-463-5655. You pay two things: the registration charges and a tax levied every year on the value of the vehicle. One of the multipliers in that tax is your county's rate, and the county publishes its own rate schedule; we reproduce it line by line in the taxes section. But we publish no calculated amount, because on the other multiplier, the class assessment ratio, two official pages do not agree. Three things are certain: the tax is collected before the plate is issued, it accrues even when the vehicle is not driven, and every owner's valid license or ID card is verified. On emissions testing this is one of the rare items in this series where we can write no rather than we did not find it.
Steps, documents and official links
Three counters in one building, and the real convenience of a small settlement
In a large city the plate office sits in a county seat, the license office on another street and the passport acceptance counter in a third building. Here all three are at 120 Vickery Street: the license counter in Suite 105, the plate counter in Room 101, the passport acceptance counter in Room 202. This is one of the places where the town defeats the expectation, and it is concrete time this page can save you. The one exception is the license counter's calendar: the plate counter and the clerk are open every weekday while the license counter opens only on Wednesdays.
The yearly value tax: the structure, with no figure
Registering a vehicle in this state is not a single fee. The state revenue department writes that the value tax on a vehicle is a property tax, not a use tax, and that it follows the property from owner to owner, so the tax accrues even when the vehicle is not driven on the highway. The same department writes that all accrued value tax must be collected before registration.
The calculation has three multipliers: market value, the class ratio and the county rate. The department's own rule defines market value as 89 percent of average retail value and ties the valuation to October 1; the value on that date sets the tax for the following calendar year.
And here we print a contradiction without taking a side. The revenue department's vehicle valuation page and the rule behind it place private passenger cars, station wagons, sport utility vehicles and light pickups in a 15 percent class. The same department's general property tax page counts a separate 10 percent class in its classification, and the same vehicles can be placed there. Both are the agency's own pages and both were read on October 10, 2026. The vehicle-specific text is the closer fit for a vehicle, but we do not present one ratio as settled and we tell you to ask the counter for the amount.
On the county rate, by contrast, the position is open. Most Alabama counties do not publish their own rate schedule; this county's revenue office does, and it separates the state share, the county share and the town share. We reproduce the schedule in the taxes section. A rate schedule is a rate, not a tax bill; because the class assessment ratio that sets the bill sits inside the contradiction above, ask the counter for the amount all the same.
If you sell or move away: a person who sells, scraps, has a vehicle stolen or permanently removes it from the state may claim a pro rata tax credit for the rest of the period. The claim window is 60 days and the credit voucher is valid for 12 months.
What the counter asks for
- Title. For a vehicle that requires a title, the Alabama title application comes first.
- Mandatory insurance. The policy must come from an insurer authorized to do business in Alabama; a policy from another state will not register the vehicle. The clerk tries the online verification system first and asks for the insurance card if it does not verify.
- Identification for every owner. The state department's mandatory insurance brochure and the county lists that were read say the same thing: a valid, unexpired license or state ID is required for every owner shown on the title, and out-of-state documents must be presented physically. So the requirement on the license side reaches this counter too, and in this town that door opens one day a week. This county's own registration document list could not be read in this research; call the counter and ask for their list.
- Inspection on a change of ownership. Where no title is required only a registration is issued, and the clerk inspects the vehicle at every change of ownership; there is no inspection on renewal.
- Keep the document in the vehicle. By the revenue department's own answer, the registration and tax receipt must be kept in the vehicle and there is a fine for failing to show it to a law enforcement officer.
Deadlines: 30 days for a person moving from another state whose vehicle carries a valid registration, and 20 calendar days for a person who buys a vehicle. If the twentieth day falls on a Sunday, a holiday or a day the office is closed, the next business day applies.
Emissions and inspection are not the same thing
The state revenue department asks the question in its own FAQ and answers it in its own words: emissions testing is not a prerequisite to registration, because Alabama law does not provide for emissions testing of motor vehicles. This is one of the few items in this series where we can write no rather than we did not find it, and in this state there is not even a county distinction.
We do not say the same about a periodic safety inspection. No such item appears on the department's published list of registration prerequisites, and the only inspection is the vehicle and document inspection carried out on a change of ownership. So the accurate sentence is: no periodic safety inspection appears on the agency's prerequisite list. There is a separate inspection regime for salvage and rebuilt vehicles and its detail was not read in this research.
The renewal month and Turkish names
In this state your plate renewal month follows the first letter of your surname, and the letters in the table are letters of the English alphabet. The letters specific to Turkish have no entry in that table, so a reader whose surname begins with one of them cannot read their own month from it. The thing to do is not to guess but to ask the counter for your renewal month at the first registration and write the answer down. The detail is in the vehicle section of our Alabama guide.

03 · Severe weather
When is the weather dangerous in Heflin, and where do I shelter?
Short answer
In this state the load of this section is carried not by snow but by tornadoes and severe weather, and the weather agency's own text counts two separate seasons: the primary one in spring and a second from early November to mid December. A newcomer does not know about the second. The most critical rule is about timing: the moment to travel to a community shelter is the watch, not the warning. And research found no published community shelter list for this county; we do not say there is none, we say we did not find one. In a manufactured or mobile home the official advice is not to shelter inside but to leave in advance and go to a strong building, and that is a renting decision.
Steps, documents and official links
There are two seasons and the second is a surprise
The weather office's own severe weather page says that tornadoes can happen in any month of the year and at any time, day or night, but that the state has two distinct severe weather seasons. The primary season is spring, and there is also a secondary season running from the beginning of November until mid December. The severity of each varies from year to year and the agency tells people to stay prepared year-round.
That sentence is the most valuable thing in this section. A reader who arrives in the fall and has been told that tornado season is spring walks into November unprepared. Turn the alerts on in the week you move, not in March.
Why you need to know your county name
On its own warning page the weather office says in capitals know where you live, and adds that a tornado warning is usually issued for portions of one or two counties, for an hour or less. There are three reasons the county name matters:
- Warning texts travel under the county name. The message that lands on your phone may carry the name of your county rather than your town.
- Community shelter lists are published by county, and the body that publishes or does not publish one is the county.
- The emergency management agency changes with the county; the alert service you sign up for, the siren information and the road closures all come through that agency's channel.
The good news here: the whole settlement sits in a single county and the town is also the county seat, so your answer is single and the emergency management agency is next door. If you want to confirm the county of your address, the Census Bureau's address lookup gives it without a login or a key.
Watch or warning: two words, two different behaviors
| Status | What it means | What to do |
|---|---|---|
| Watch | The agency's own definition: conditions are favorable for tornado development. People in and around the area should watch the sky and listen to weather radio or local broadcasts | This is the moment to travel to a community shelter. Shelters generally open during a watch |
| Warning | A tornado has been detected by radar or reliably reported | Take shelter immediately. Setting out after a warning is issued is dangerous and is not recommended |
Three agency rules that run against folklore also belong on the page: a tornado can be obscured by rainfall or arrive at night, so do not wait until you see or hear it; do not waste time opening or closing windows and doors, which does not protect the structure; and if you are outdoors, do not shelter under a highway overpass, where wind speed can increase through a tunneling effect.
What to do by building type, and this is a renting decision
- In a home or public building: a basement, or a small interior room on the lowest floor such as a closet, bathroom or interior hall, with the doors to the hallway closed, under something sturdy if possible, protected from flying debris by pillows and heavy blankets. The agency expressly suggests wearing a bicycle or motorcycle helmet.
- In a manufactured or mobile home: the official advice is not to shelter inside. The agency's own sentence is to leave well in advance of the approaching severe weather and go to a strong building; if no shelter is nearby, to get into the nearest ditch, low spot or culvert, lie flat and cover your head. So the advice is not to be in that home. In a rural county a manufactured or mobile home is a real rental option, and for a reader comparing a cheap one against an apartment this is material: the detail is in the renting section.
- In a vehicle: a vehicle is not a safe place. The agency's order is to drive to the nearest shelter; if you cannot reach one, either crouch in the vehicle and protect your head or leave it for a low place such as a ditch.
- In an apartment with no windowless interior room: the lowest floor, a small interior room with no windows, as many walls as possible between you and the outside, and something over your head. Research found no Alabama requirement that an apartment building provide shelter space, so ask the landlord where the building's interior room or shelter space is before you sign.
We publish no number. The figure that risk in manufactured homes is many times higher could not be verified from any agency's own page. We relay the agencies' qualitative wording and publish no rate.
Community shelters: no list found for this county
The honest answer: research found no published community storm shelter list for this county. We do not say there is none, we say we did not find one, and the distinction matters: some Alabama counties publish a shelter map with open and closed status, some state in their own words that they open no community shelter, and for this county neither could be read.
But this county does publish something, and it is valuable: the county's emergency management and 911 body runs an alert sign-up and says in its own words that a person who registers will be automatically included in all tornado warnings, tornado watches and severe thunderstorm warnings issued in their area. The agency's administrative office is at 6751 Highway 78, Heflin, AL 36264 and the non-emergency line is 256-463-8911.
What to do: before the season starts, call that line and ask two questions: is there a public storm shelter in the county, and at what moment does it open. Do not treat any building as a shelter, or count on it, unless you have seen it on the county emergency management agency's own list.
Getting the alert onto your phone
- Wireless emergency alerts. In the weather agency's own words these messages come from authorized public agencies through the mobile carrier, no sign-up is required, no app or subscription is needed, and the message reaches you even if you enter the area afterward. They are sent for tornadoes, for severe thunderstorms above a damage threshold, and for flash floods.
- The language of the message depends on your device. The agency's own sentence is that the length and language of the message depend on the network and the device's language setting. The agency publishes its examples in English and Spanish; research found no Turkish example.
- The county's own alert sign-up. The registration above is a separate channel from the wireless alerts and it does require sign-up. Turn both on.
- The state's opt-in notification system. The system the state emergency management agency announced in 2026 sends alerts for floods and other disasters by mobile and landline telephone and through local television and radio. Tornadoes are not named in the announcement's scope, so we say floods and other disasters too. No statement about identification or status at sign-up was found, but the registration form was not opened in this research.
- Weather radio. The agency's own broadcast network is the one channel that keeps working when the power and the mobile network are down. In a rural county that is not a luxury; it is the only backup for the spots where the cellular signal is weak.
Road closures: two separate doors
Every severe weather bulletin from the state transportation department carries the same two lines: its own traffic app and website for state roads, and local news outlets, the county commission and the municipalities' emergency management agencies for county and town road closures. So road closure information does not come from one place, and a reader who does not know that looks at the wrong source. The department's own advice during a storm is plain: limit travel to what is necessary, and if you must travel, wait for daylight and for conditions to improve, and do not drive through a flooded road.
04 · Towing
What do I do if my car is towed in Heflin?
Short answer
In a small settlement the first question is not the tariff but who to call: the town has its own police department, but at an address outside the town's police jurisdiction the body to call may be the county sheriff's office. The frame is in state law, and three parts of it touch the reader directly: a vehicle can be removed if it is left unattended on a public road for at least 48 hours, it can be removed if it is left unattended because the driver has been arrested, and the person who removes it gains a statutory lien on the vehicle: you cannot collect it without paying the towing and storage charges. This town's own towing tariff was not verified in this research and we publish no figure.
Steps, documents and official links
Identify who you are dealing with first
This town has its own police department and its own fire department, so inside the city limits the towing decision belongs to the town's own force. But there is a second line here and its name is the police jurisdiction: an Alabama municipality has a belt of authority reaching beyond the city limits, and in this town that belt also sets the service area of the public transit program and some tax rates. Outside that belt as well, the body to call is the county sheriff's office.
The work starts with a single telephone call: think about where you parked, then call the town's one number, 256-463-2290, and ask whether your vehicle is in the town's record. If it is not, the same call will route you to the county. This is one of the places where an errand that is painful in a large city gets easier in a small settlement: one desk holds the whole town's records.
The circumstances the statute names
- A vehicle left unattended for at least 48 hours on a public street, road or other property.
- The arrest of the driver. The statute names this expressly: a vehicle may be removed immediately if it is left unattended because the driver has been arrested or is impaired by an accident. For an immigrant reader this is not an ordinary traffic detail, and it is the practical reason not to leave important documents in the car.
- An impoundment order for outstanding traffic or parking violations.
What happens next
- The lien. The person who removes the vehicle gains a lien on it for a reasonable removal and storage fee. Storage runs every day, so waiting is expensive.
- Notice. The officer who caused the removal must give written notice, with a description of the vehicle and the plate number, to the state law enforcement agency within five calendar days.
- Thirty days. A vehicle left unclaimed for at least 30 calendar days after notice is sent to the owner and lienholder of record may be treated as abandoned under the statutory definition, and the sale procedure begins.
- Municipalities may set their own rules. The statute's own sentence says the chapter does not limit any power a municipality holds under another provision of law. So the town may have its own rule and its own tariff, and this town's could not be read in this research.
Four things to ask on the phone
Ask four things in the same call: which lot holds the vehicle, what the towing charge and the daily storage charge are, which payment methods are accepted, and which documents are required to collect the vehicle. The last question matters most for this reader, because lots generally ask for photo identification and the vehicle document, and the identification question meets you at this door for the third time.
We publish no figure. This town's towing tariff, its storage charge and which lots are authorized could not be verified in this research. We do not say there is none; ask for the tariff on the phone and ask for a receipt for every item you pay.
05 · Transit
Can I live in Heflin without a car, and is there a bus?
Short answer
Here is the third item that defeats a small-settlement reader's expectation: there is public transit. But there is no fixed route and no bus stop, the service runs on demand and you set it up by telephone. The town's own program runs from 8:00 a.m. to 4:00 p.m., the fare is one dollar per trip, and the service area is the town's police jurisdiction. There is also a regional rural transit program covering the county. So the answer is not that there is a bus or that there is not: you telephone and book.
Steps, documents and official links
The town's own program
The regional planning and development commission's own transportation page describes the town's program as a separate entry under the county heading. In the agency's own published terms:
| Item | In the town program |
|---|---|
| How it works | On demand. In the agency's own words no specific route is taken; the rider telephones, an appointment is set and the vehicle collects them |
| Hours | 8:00 a.m. to 4:00 p.m. |
| Fare | One dollar per trip |
| Service area | The town's police jurisdiction. Wider than the city limits, narrower than the county |
| Telephone | 256-452-7299 or 256-463-5434 extension 2 |
| Registration and documents | Could not be verified. Research could not read this program's published registration requirements |
The service area line is the most important row in that table. The agency limits the service to the town's police jurisdiction, a belt wider than the city limits and narrower than the county. So if you are going outside the town this vehicle may not take you, and the question to ask on the first call is: is my address inside your service area.
The second entry: the county-wide regional program
The state's transit directory also shows a regional rural public transit service for this county. The commission's own page describes that program as demand-response rural public transit across five counties including this one. The published numbers are 256-237-6741, toll free 1-800-239-6741, and the state relay line 711 for users who are deaf or hard of hearing.
And here we print a scope contradiction without taking a side. The description field of this county's entry in the state directory describes a neighboring county, so the directory's description appears to have been copied. What the service covers in this county cannot be read from that directory. So we do two things: we give both numbers, and we do not carry a neighboring county's fare or hours onto this page. Another county's figure is not this county's answer.
No agency page was found asking for a number
No transit agency page that was read contained any statement that a Social Security number is required. We write that not as it is not asked for but as research found no such requirement. Because the registration and document requirements could not be verified, ask about this on the first call too.
Living without a car: the honest picture
The honest sentence is this: in this town transit is a backup, not a backbone. Between eight in the morning and four in the afternoon, booked by telephone in advance, inside the town's jurisdiction, it can get your errand done. An evening schedule, a weekend option and a trip outside the county are not served by this channel. So if you want to build a plan without a car when you choose a home and a job, telephone first and confirm the service area and the booking window.
And the walking side of the town is genuinely strong: the town describes itself as a trail town and publishes its own list of trails, which includes a paved, flat, traffic-free former railway line. The detail is in the things to do section. That is not a transportation answer, but it is what makes a weekend without a car livable.
Flights and trains
- Research found no airport in this county operating scheduled airline flights. For a scheduled flight you have to travel to the region's large airport; we publish no distance or drive time figure.
- The passenger rail route does not pass through this town; the stop on the state's permanent route in this region is in a neighboring county.
- Flights to Istanbul: no international destination appears on the nonstop list of the airport serving this area. We do not say there is none, we say it on the strength of the lists; and the word international in an airport's name does not mean it has nonstop international flights. The detail is in the time and flights section.
06 · Regions
How is Heflin governed, and which door do I go to on day one?
Short answer
The spine of this page is one sentence: in a rural county a property may not yet have an address, and in this town there is a separate process you apply through to get one. The county highway department takes new address applications and the form asks for the nearest physical address and GPS coordinates. Why it matters: the utility account, school enrollment, the library card and the property tax exemption all depend on the address. On the governance side the town gives you the advantage of being small: one telephone number, one desk. But two official facts contradict themselves and we print both.
Steps, documents and official links
The address comes first, and it is the first job on this page
The county runs applying for a new address and requesting a driveway pipe through the same door; the body is the county highway department, the address is 302 Haley Road, Heflin, AL 36264, and the paper form is published on the county's own site. The form asks for the nearest physical address and for coordinates; the county says in its own words that the coordinates can be obtained using any handheld GPS device or location app on a phone.
This process does not exist in a large city, and for a small-settlement reader it is the key item on the page. A rural parcel may not yet have a 911 address, and with no address no utility account opens, no proof of residence can be produced for school enrollment, no library card is issued and no exemption application fits. So the order is: the address first, then everything else.
What to do: ask whether the place you are moving to has a 911 address before you sign the lease. If it does, ask the landlord for it in writing; if it does not, apply to the county highway department and find out how long it takes.
Governance: one telephone number, one desk
This town has no three-digit service line and no online request portal. In their place there is one front door: City of Heflin, 850 Ross Street (mail: P.O. Box 128), telephone 256-463-2290, fax 256-463-2683. The same number is the one published for limb and leaf pick-up and garbage can requests.
In its own words the town's city clerk's office handles all building permits, licensing, planning and zoning, revenue and day to day operations, and it is the official record keeping agency for the city. The town's own how do I index routes you this way: business license, building permits, zoning permits and variances to the city clerk; water or sewer to the water works and sewer board; sales tax to the city clerk; the garbage schedule and limb and leaf dates to the street department.
We write this as a difference in structure, not as an absence. In a large city you queue in a call center; here the answer to almost every question is one number and one counter. But that counter is open during business hours only and nothing in it works at nine in the evening; build your plan around that.
The council and the meeting calendar
- Structure: a mayor plus five council members, districts 1 through 5.
- Work session: the first Tuesday at 5:30 p.m., and also the second Tuesday at 5:30 p.m.
- Regular meetings: the second and fourth Tuesday at 6:00 p.m., at 850 Ross Street.
- To get on the agenda: contact the city clerk by noon on the Friday before the meeting. In a small town that is a real and short route for taking a problem straight to the decision-making body.
We print two contradictions without taking a side
The first is who the mayor is. The town's home page carries one name and the town's mayor and council page on the same site carries a different one. Both are official, both were read on October 10, 2026, and they do not agree. So we present no name on this page as the correct one. If you are writing a petition or an official letter, confirm the salutation by calling the clerk's office. The council members' names are published district by district on the same page.
The second is the water and sewer board's telephone number. The board's own site gives one number and the town's street department page gives a different number for the same office. We publish both in the water and trash section below and we do not say which is right; if one does not answer, try the other, or go to the office.
Three lines, one address
This town sits in a single county, so the question our Alabama guides keep asking, which county am I in, has one answer here, and the town is itself the county seat. But three other lines run in its place:
| The line | What it decides |
|---|---|
| The city limit | The garbage rate: a city resident and a non-city resident pay differently for the same collection |
| The police jurisdiction | The service area of the on-demand transit program, who to deal with in a towing, and some tax rates |
| The county line | The library card, the school district, the property tax exemption and weather warnings |
And the three do not run through the same place. Your address can be inside the town while your garbage rate is the other one, or inside the county while outside the transit service area. Ask about all three before you sign. You can confirm the county and municipality of your address through a public address lookup that asks for no login and no key.
The county runs two domains, and it misleads readers
The county operates two separate official domains at the same time and their content partly overlaps. A page you cannot find on one may be on the other. When you look for a county page, try both, and if a site answers every path with the same home page, that site is not broken, you are on the wrong domain. We link both below.
The bodies named for the county are: the county commission, the revenue commissioner, the probate office, the sheriff's office, the highway department, the emergency management and 911 body, the coroner and the county courthouse. All of them are in or near the town; that is the practical meaning of being the county seat.

How do I open power and gas accounts in Heflin, and what if I cannot pay?
Short answer
We start honestly: research could not confirm which company sells electricity to this town, and no natural gas provider was found for it either. That is not a detail, because your protection follows the provider's type of body: the state regulator writes on its own page that it does not regulate electric cooperatives, most water companies or municipal utilities and that it has no power to resolve complaints concerning them. The regulator's rule says residential electric or natural gas service may not be cut off for nonpayment when the temperature for that day is forecast to be 32 degrees Fahrenheit or below. But at an address served by a cooperative or a municipal utility that rule may not operate. Ask one question on the day you move in: who sells electricity to this address.
Steps, documents and official links
Learn the provider first, then your protection
On its own consumer page the state regulator draws its scope in its own words and names what falls outside it: electric cooperatives, most water companies, municipal utilities, wireless services, cable television systems and a federal power authority. The same limit exists on the gas side: the regulator's gas section regulates investor-owned distribution companies, but in its own sentence it has no authority over municipal systems, membership cooperatives, gas districts and liquid propane systems.
In a small town that warning is not theoretical. In Alabama a small settlement's gas can be supplied by a municipal system or a gas district, which is entirely outside the regulator. We could not verify the provider for this town and we do not guess. Do not assume that a company named in neighboring cities also serves here.
The answer changes three questions at once: does the cold-weather shutoff rule operate for you, does the deposit cap apply to you, and is there a state body to take your complaint. All three follow the provider's type of body.
The shutoff ban is cold only, and it has three limits
- The trigger is cold only. The rule says residential electric or natural gas service may not be disconnected for nonpayment when the temperature forecast for that calendar day is 32 degrees Fahrenheit or below, and it defines the controlling forecast as the one issued by the national weather service.
- No heat threshold was found. So we cannot show you a state protection against an air conditioning shutoff in summer. We do not say there is none, we say we did not find one, and given what summer means in this state that is a real gap.
- The scope is electricity and natural gas only. Water, sewer and trash sit entirely outside this rule, and in this town those three come from a municipal board and a city department.
What you hold if you are on a regulated provider
- The 3:30 p.m. rule. No service may be cut off for nonpayment after 3:30 p.m. on any day immediately preceding a day or days when the utility's office will be closed.
- Five days' notice. A disconnection notice sent by mail must be posted at least five calendar days before service is to be disconnected.
- The notice must carry a bold heading and must tell the customer to contact the utility first and then the state regulator if the dispute is unresolved.
- A right to installments. Every utility must delegate to at least one employee in each office the power to extend a payment deadline, agree to installments and correct billing errors. That is the sentence a newcomer should know about.
- Special consideration. Every utility must adopt tariff rules for termination where life or health may be threatened, or where the customer requires special consideration because of age or handicap or other circumstances.
- Payment up to the last moment. The customer may pay at any time before the actual disconnection.
- Deposits. A deposit may be required in the utility's judgment but may not exceed an estimated bill for two regular billing periods, it earns seven percent interest annually credited on the December bill, it must be refunded by the December following 24 months of retention on an account in good standing, and the utility must issue a receipt. If the account falls out of good standing a further deposit may be demanded on five days' written notice.
A date caveat, and we do not skip it
The rule document the regulator publishes on its own site carries effective dates ending in 1998. The codified version in force today sits on the state's administrative code site, but that site's text could not be read in this research. So: we relay the rule from the agency's own published document, but we do not claim it applies unchanged today. If you face an actual shutoff threat, ask the agency for the current text of the rule.
The number question at sign-up
The electricity and gas companies' own application pages could not be read in this research, so we cannot write on this page what they accept in place of a number. The one certain thing is the deposit frame above, for regulated providers. No provider was found to have published any statement about an ITIN; we write that not as it is not accepted but as we did not find it. Before you call, read the list of questions in the water and trash section; ask the same ones here.
Internet
Which companies actually serve this town could not be verified from a primary source, so we publish no provider name, speed or price. Availability in Alabama changes address by address, and the only authoritative per-address answer is the federal broadband map. The state's own broadband program publishes county profiles; look at both before you move. The detail is in the utilities section of our Alabama guide.
08 · Water and trash
How do I open water, sewer and garbage accounts in Heflin?
Short answer
Water and sewer come from a separate board of the town; the garbage account is opened at the same office but the collection is run by the city street department and the day is Wednesday. The garbage rate is priced by city residence and the library card by county residence: two different residency tests in the same town. And there is a gap: neither body publishes what counts as proof of residence. We do not invent it; we write the question and the telephone numbers. The board's deposit, identification requirements and water rates could not be read by any route, so we publish no figure for those items.
Steps, documents and official links
The water and sewer board
The board was incorporated in 1951 and is managed by five members appointed by the city council; its regular monthly meeting is held on the second Monday of each month at its own office. The office is at 1219 Almon Street, Suite F, Heflin, AL 36264, mail PO Box 488, Heflin, AL 36264, hours weekdays 8:00 a.m. to 4:30 p.m. The board operates under a permit from the state environmental management department; the primary source is a surface water treatment plant on Mountain Street and the water is taken from the Cahulga Creek reservoir.
We print a contradiction without taking a side. The board's own site gives one telephone number: 256-463-2011. The town's street department page gives a different number for the same office: 256-463-2201. Two official sources, two numbers, one office. We do not say which is right; try both, or go to the office in person. The office address is the same in both sources and that is the most reliable piece of information.
Deposit, identification and water rates: could not be read, and we do not invent them
The board's application and rate pages sit behind a bot wall and did not open by any route tried; the archive holds only the home page. So the board's deposit amount, which identification documents it accepts, and the water and sewer rates could not be read in this research.
So we do three things we will not do: we publish no figure, we do not carry another Alabama settlement's tariff onto this page, and we write no sentence saying an account will or will not be opened on a passport. What you will do is go to the office, because that is where the desk that opens the account is, and in this town reaching that desk is easier than in a large city.
Five questions to ask on the phone or at the counter:
- Which identification documents do you accept to open an account, and is a passport accepted?
- Is a Social Security number required, and if not, what goes in its place?
- How much is the deposit, and under what conditions is it refunded?
- Do you require a lease or another proof of residence?
- Does the account cover garbage service as well, or is that opened separately?
Garbage: the account at the board, the service at the city
The structure is slightly indirect and a reader who does not know it goes to the wrong door: the garbage account is opened at the water and sewer board's office, while the collection is run by the city street department. The department is on Highway 46 and handles street maintenance, limb and leaf pick-up, street signs, street and traffic light maintenance, garbage can requests and animal control. For limb, leaf and can requests the number is 256-463-2290.
Collection day is Wednesday. The monthly garbage fees the town publishes:
| Customer | Monthly fee |
|---|---|
| City resident | 13.00 dollars |
| Non-city resident | 16.00 dollars |
| Non-residential | 14.00 dollars |
| Additional can | 10.00 dollars, a one-time fee |
Look at the shape of that tariff: a non-city resident pays more for the same collection. So where you sit relative to the city limit shows up directly on your bill.
Two services, two residency tests, and an answer nobody publishes
The most concrete trap in this town, and the one nobody mentions, is here. The garbage rate changes with whether you live inside the city. The town's library issues its card free to county residents, which is a county residence test. Two services, two different lines.
And the real gap is this: neither the town nor the library publishes what counts as proof of residence. A lease, a utility bill, a driver license, how recent it has to be, none of it is written down. We do not invent it and we do not give you a list. Instead we give you the question and two numbers:
- For the garbage rate and city residence: the town's single line, 256-463-2290.
- For the library card and county residence: the town's library, 256-463-2259.
Use one sentence on the phone: which document do you accept as proof of residence, and how recent does it have to be. Write the answer down; the same document will help you at school enrollment and on the exemption application.
If your water is cut off there is no state body
The state regulator says in its own words that it does not regulate municipal utilities or most water companies and that it has no power to resolve complaints concerning them. In this town water and sewer come from a municipal board and garbage from the city's own department. So a reader whose water is cut off has no state body to appeal to; the appeal goes directly to the board and the town.
And the cold-weather shutoff rule does not reach water at all: that rule covers electricity and natural gas only. Water, sewer and trash sit entirely outside it. Read those two sentences together: on the water side there is neither a state protection nor a state complaint route, so raise a payment problem early. The board is small and the desk is reachable; that is an advantage a large city does not offer.
09 · Renting
What are tenant rights in Heflin, and can my landlord ask about my immigration status?
Short answer
The real basis you hold is this: the state's own fair housing provision makes it unlawful to refuse to rent a dwelling, to refuse to negotiate, or to discriminate in the terms of a rental, because of race, color, religion, sex, familial status or national origin. National origin is on the list, and that is the handle for a Turkish reader. What is not on it must be written too: source of income and immigration status are absent, and disability is not named in this provision. The deposit cap is one month's rent, the return period is 60 days, and the penalty for missing it is double the deposit. And the provision on renting to a person unlawfully present that you will find online was permanently enjoined, but the text is still in the code.
Steps, documents and official links
Protected classes, and what is not on the list
The state's own fair housing provision makes it unlawful to refuse to sell or rent after a bona fide offer, to refuse to negotiate, otherwise to make a dwelling unavailable or deny it, and to discriminate in the terms, conditions or privileges of a rental, because of: race, color, religion, sex, familial status or national origin.
- National origin is protected. If you believe you were refused because of your name, your accent or the country you came from, that is the provision you rely on. The federal fair housing statute points the same way and the federal complaint route is separately open.
- Source of income is not on the list. Research found no state provision protecting a tenant who arrives with a housing voucher.
- Immigration status is not on the list, and research found no state provision barring a landlord from asking about it.
- Disability is not named in this provision. Disability protection in housing comes from the federal fair housing statute, and the two are separate laws; do not merge them and do not add disability to the state provision.
- Whether a town may adopt its own stricter rule was not determined. We do not say there is none; that question was not answered in this round.
The provision you will find online: a three-layer answer
First, the text is in the code and carries no warning. The 2011 act contained a provision on renting a dwelling to a person unlawfully present, and the state's own server publishes texts of that kind with an empty effective date field, no repeal note and no editorial note of any kind.
Second, a federal court permanently enjoined that provision. The order is Hispanic Interest Coalition of Alabama v. Bentley, Northern District of Alabama, Doc. 180, entered November 25, 2013. The commonly repeated date of October 2013 is wrong; that is the date of the parties' joint report, and it is probably the date you will see online.
Third, where the order's force comes from. In a court order the named defendants are not a list of where the ruling does not apply; the order's force comes from the finding of unconstitutionality and it operates statewide.
Know this if your landlord shows you that text, and if you run into an actual problem, speak to your attorney. This page relays the text in the code and the court's order; it does not decide anything about your case.
There is a retaliation ban, but a narrow one limited to three grounds
The statute prohibits a landlord from discriminatorily increasing rent, decreasing services, or bringing or threatening to bring an action for possession on three grounds:
- The tenant has complained to a government agency responsible for enforcing a building or housing code about a violation applicable to the premises materially affecting health and safety;
- The tenant has complained of a violation directly to the landlord;
- The tenant has joined or organized a tenants' union or a similar organization.
We count these three out and we do not generalize them into tenants are protected. And the carve-outs matter as much as the rule: the landlord may still bring a possession action if the code violation was caused primarily by the tenant's own lack of reasonable care, if the tenant is in default in rent, if compliance would require alteration or demolition depriving the tenant of the unit, or for other material violations of the lease.
Deposits and eviction: the figures and the clocks
| Item | The rule |
|---|---|
| Deposit cap | One month's rent. More may be taken for pets, for changes to the premises, and for increased liability risks |
| Return period | Return, or an itemized written accounting, within 60 days |
| If the landlord misses it | The landlord owes double the deposit. This is the strongest item you hold |
| On vacating | The tenant must give a written forwarding address; an unclaimed deposit is forfeited after 90 days |
| Eviction for unpaid rent | A written notice specifying the rent and late fees owed, terminating on a date not less than seven business days after receipt. If the tenant pays within those seven business days the lease does not terminate |
| Repeats | A tenant may not cure more than twice in any 12-month period this way |
| Month-to-month | Ends on 30 days' written notice; week-to-week on 7 days |
And one provision deserves a sentence of its own: the statute treats intentional misrepresentation of a material fact in a rental agreement or application as a breach that may not be remedied or cured. So filling in an application you do not fully understand, or letting someone else fill it in, is a risk the statute treats more harshly than late rent. Make sure you understand every line on the application.
Three questions specific to this town
- How many unrelated people may live in one dwelling? Research found no published limit for this town. The town's zoning code is published on a software platform and its text could not be read. We do not say there is none; zoning and planning questions go to the city clerk's office and that is where to get the answer.
- Are you renting a manufactured or mobile home? In a rural county that is a real option, but the official weather safety advice is not to stay in that home, it is to leave in advance and go to a strong building. So a cheap rent requires a plan during the season. The detail is in the severe weather section and it is a renting decision.
- Does the property have an address? A rural parcel may not have a 911 address yet, and the address application is a separate process. Ask before you sign; with no address no utility account opens.
A date caveat
The landlord and tenant provisions were read this round from a secondary source whose pages state that they are current as of December 30, 2024. So an amendment made in the 2025 or 2026 legislative sessions may not appear in those texts. The protected classes and retaliation provisions were verified from the state's own server. In an actual dispute, confirm the dates with your attorney.
10 · Property tax
How does property tax work if I buy a home in Heflin?
Short answer
Memorize two dates: the tax year begins on October 1 and the exemption application goes to the county. And there is a structural gap among the largest this series has seen: an owner-occupied single-family home sits in one class and a rented-out home in another, at double the assessed value. The same house, twice the assessment. The penalty for a false claim is heavy: twice the retroactive tax plus interest. The state's own rule never mentions an identification number, but the exemption is granted by the county and this county's document list could not be read, so you have to get that answer from the county.
Steps, documents and official links
The calendar: October 1 is the key to everything
- The tax year begins on October 1 and ends on September 30; taxes are collected in arrears.
- October 1: taxes become due, and real property is valued as of that date.
- January 1: unpaid taxes become delinquent.
- April: an administrative fee is added to delinquent parcels.
- May: delinquent parcels are advertised and the tax lien sale is held.
The practical consequence: if you buy at the end of September, you can apply for that year's exemption between October 1 and December 31. If you miss the start of October, you can apply at any time during the year and have the exemption applied for the following year.
Double the assessment between an owner-occupier and a landlord
In the state's classification a single-family residence occupied by the deed holder sits in one class and is assessed at 10 percent of fair market value. Vacant land, or property not exclusively owner-occupied, that is a rented-out home, sits in another class and is assessed at 20 percent of fair market value. Double the assessment on the same house, and that distinction operates automatically in the classification, separately from the exemption.
We print a contradiction without taking a side. The same page of the county revenue commissioner writes in one paragraph that an owner-occupied home is taxed at 10 percent of fair market value, and two paragraphs later shows that same class as 30 percent in the formula it gives. One page, two different ratios. The state revenue department's figure is 10 percent, but we do not silently correct the contradiction, and we tell you not to produce a tax estimate from that page's formula. For an estimate, call the county revenue commissioner: 256-463-2873.
We can show you the rate schedule, though, and in this county that is a privilege. Most Alabama counties do not publish their own schedule; this county's revenue office does, and it separates the state share, the county share and the town share line by line. We reproduce the schedule in the taxes section, so you can see it on the same page without waiting for a telephone call.
What we do not publish is a calculated amount, and the reason is the contradiction above. The amount comes from multiplying the rate in the schedule by the class assessment ratio, and on that multiplier two official pages do not agree. A rate schedule is a rate, not a tax bill; for the bill itself, call the county revenue commissioner: 256-463-2873.
The exemption: the types, and where the application goes
The state revenue department defines the exemption as applying to a single-family owner-occupied dwelling and its land, not exceeding 160 acres; the owner must occupy it as a primary residence on the first day of the tax year they are applying for. The application goes to the county rather than the state and the department's own instruction is plain: visit your local county office.
| Type | Who | What it gives |
|---|---|---|
| Basic | Under 65 and not disabled | Part of the assessed value exempt from the state portion and a smaller part from the county portion |
| Income tested, age 65 | 65 or older with adjusted gross income on the most recent state return below a set threshold, or retired at any age for permanent and total disability | Exempt from the whole state portion and part of the county portion |
| Full exemption, income tested | 65 or older with net taxable income on the combined federal return below the threshold | Exempt from all ad valorem taxes |
| Full exemption, disability | Permanently and totally disabled | Exempt from all ad valorem taxes, with no income limit |
| Above the income threshold, age 65 | 65 or older with income above the threshold | The whole state portion plus the regular county exemption |
Do you have to apply again every year? A person who is permanently and totally disabled, or who is over 65 and meets the income condition, does not have to claim again each year after the initial qualification; verification is done by mail on an affidavit form from the county.
The number question: the answer is at the county
The state's own exemption rule was searched in full and it mentions no identification number at all. The documents it names are income evidence for the age and disability types and a physician's certification for disability. The department's exemption page names no number either and says only visit your local county office.
But the county grants the exemption. This county publishes an exemption filing link on its own site, but the list of documents it asks for could not be read in this research. So the answer to whether an ITIN is enough sits at the county and we do not invent it. Call before October 1 and ask two things: which documents do you require on an exemption application, and do you accept a taxpayer identification number in place of a Social Security number.
The penalty for a false claim, and a trap for buyers
The penalty is heavy and it comes from the rule's own text: a person who knowingly and willfully gives false information for the purpose of claiming an exemption, or for the purpose of assisting another person in claiming one, is liable for twice the amount of any ad valorem tax that would have been due, retroactive for up to ten years, plus interest at fifteen percent a year, payable within thirty days of written demand. A reader who rents the house out and keeps claiming the exemption is squarely inside that provision.
And a trap for a new buyer: the state caps the annual increase in taxable assessed value, but the cap resets when the property changes ownership. So you cannot budget from the seller's old tax bill; build your budget on the new assessment and ask the county for the estimate.
11 · School
How do I enroll my child in school in Heflin?
Short answer
The structure here differs from our other Alabama guides: the town has no school district of its own, the district is the county's. But its central office is in this town: 141 Davenport Drive, Heflin, AL 36264, telephone 256-463-5624. So you do not travel to another city for school business. On language, let us be honest: the district's English learner plan names no language at all and says that during registration an interpreter will be provided if possible. We leave the words if possible exactly as they are. And the provision on verifying status at enrollment that you will find online was permanently enjoined, but the text is still in the code.
Steps, documents and official links
The district belongs to the county, the center to the town
Alabama has both city and county school systems, and that is not a detail: two separate districts can exist inside the same county. Here the answer is single: the schools belong to the county system and the system's central office is inside the town. The elementary school, the middle school, the high school and a career technical school all carry the county's name.
For a small-settlement reader that means this: the desk you go to for enrollment, an attendance appeal or a request for language support is not in a distant county seat but in your own town. That is one of the conveniences on this page and we write it as it is.
Language support: the agency's own sentence, with its hedge
The district identifies English learners through a home language survey: if a parent writes a language other than English in answer to any question on the survey, the student is flagged as a potential English learner. An identified student is assessed within ten school days of enrollment, the committee convenes within ten school days, and exit from the program is tied to a set assessment score.
And the most important sentence in this section, in the agency's own words: if students or parents need an interpreter during the registration process, one will be provided if possible.
We do not strengthen that sentence. If possible is the agency's own wording and we leave it alone. No language is named anywhere in the plan, and Turkish is not named either. The honest advice is this: plan to bring your own interpreter, and call the district before registration to ask whether an interpreter can be provided on the day. In a small district this is a capacity question rather than a question of goodwill; but the result for you is the same.
Enrollment documents: could not be read for this district
The district runs enrollment through its own enrollment and attendance department and there is an online registration system. But the district's own list of enrollment documents could not be read in this research: the relevant document is published as a scanned image carrying no extractable text.
So there are two things we will not do. First, we give you no document list; we could read no published list. Second, we do not carry another Alabama district's answer onto this page; across the state both the document list and the policy on numbers change from district to district, and this series has made exactly that mistake before.
What you will do is call the district and ask three things: which documents do you require for enrollment, which document do you accept as proof of residence, and is a Social Security number requested, and if so is it required. Write the answers down. The proof of residence question matters here in particular, because the address application is a process in itself and the residency test works differently in other services.
The attendance rule: a deadline nobody warns you about
The district's own rule is plain and a new parent does not know it: after the tenth absence in a school year, a doctor's excuse, a legal excuse or an excuse for a death in the family must reach the school within three days of the student's return. On top of that, in grades 7 through 12 a student who misses more than half of a class is marked absent, and in kindergarten through grade 6 more than half a day.
The practical consequence: when your child is ill, do not keep the note in your pocket. The three-day window is short and the clock starts on the day the child returns to school.
You will find a statute online saying schools verify status
The text you found is real, but it is not what is in force today. Read four things in this order.
- The text is in the code and carries no warning. On the state legislature's own server, the section about verifying the citizenship and immigration status of students enrolling in public schools is published in full, with an empty effective date field, no repeal note, no editorial note of any kind, and the node appears to have been updated this month. The server gives no machine-readable signal at all, and that is the root of the trap.
- A federal court permanently enjoined that provision. The order is Hispanic Interest Coalition of Alabama v. Bentley, Northern District of Alabama, Doc. 180, entered November 25, 2013. The commonly repeated date of October 2013 is wrong; that is the date of the parties' joint report, and it is probably the date you will see online.
- The statute's own general rule already exempts schools. The same act's provision on public benefits lists the services for which verification of lawful presence is not required, and primary or secondary school education is first on that list.
- There is a constitutional backstop. The Supreme Court's decision in Plyler v. Doe has stood since 1982 and applies in Alabama as everywhere.
One more caution: the enjoined section also contains subsections on the confidentiality of student information and a remedy for its disclosure; those are part of the enjoined text too, so do not read them as live protections. And in a court order the named defendants are not a list of where the ruling does not apply; the order's force comes from the finding of unconstitutionality and it operates statewide. If you run into an actual problem, speak to your attorney.

How do I reach health care in Heflin?
Short answer
The most serious item on this page is here and we have to be honest: research found no hospital or emergency department in this county. We do not say there is none, we say we did not find one, and we publish no distance figure either, because no source measured it. In an emergency the number to call is not a hospital address but 911. There is a county health department in town, but it is not an emergency room. On coverage the state's answer is hard: coverage was not expanded and there is no category in the public program for an adult under 65 with no children who is not disabled.
Steps, documents and official links
The hospital question first, because in a small settlement it is a planning item
Research found no hospital or emergency department in this county. We write that sentence as it stands: we do not say there is none. An institution may have closed, moved or had an unreadable site; we say what we did not find and we do not invent an address for you.
And we publish no distance figure. No agency text that was read measures the distance or the drive time from this county to an emergency department; neither do we. This series does not invent numbers, and the distance to an emergency room is the last place to start.
But we do not leave you with nothing. There are three things to do before you move:
- In an emergency, call 911. The county's emergency management and 911 body is in town and its non-emergency line is 256-463-8911. In an emergency you go to 911, not to a hospital address; they route you to the right facility.
- Set up your own search. The state health agency publishes a list of its local units and county health departments, and the federal health center finder searches by address. Search by your ZIP code rather than the town name; this series has repeatedly seen a facility listed in federal directories under a neighboring city's postal name.
- If you have a chronic condition, fold it into the housing decision. If you need regular treatment, work out before you sign which facility you will use and how you will get there; transit in this town runs by telephone and in a narrow window.
There is a county health department in town: 90 Brockford Rd, Heflin, telephone 256-463-2296. It is not an emergency room, but it is a real door for immunizations, the nutrition program for women and children and vital records, and it is the nearest public counter in this section.
And when two findings sit side by side here, the question asks itself. The property tax rate schedule the county publishes contains a line set aside for a hospital, so the county collects a tax for that item every year; we reproduce the schedule line by line in the taxes section. Against that, research found no hospital or emergency department in this county. The two do not contradict each other (a county can fund a facility outside its own lines, or a health body rather than a building), but which facility that line funds today could not be established in this research and we invent no facility name. It is a concrete, one-sentence question for the county revenue commissioner at 256-463-2873: which facility does the tax collected for the hospital line go to. When you have the answer you have closed the largest gap in this section for your own address.
Who is left with what
| Your situation | What is actually available |
|---|---|
| A child under 19 whose family income is above the public health program line but below a set threshold | The state children's health program, with a premium and copayments. Its eligibility list carries a citizenship or eligible immigrant requirement |
| Pregnant, income below the same threshold, with no comprehensive coverage | A separate pregnancy program: no premium, with copays that in the agency's own words range from zero to 13 dollars |
| Pregnant, or a child aged 0 to 18, with income below a lower threshold | The state public health program, but the agency's own condition is being a U.S. citizen or in satisfactory immigration status |
| A parent or caretaker relative on a low income that is still above the lowest threshold | Nothing. Above the public program line and below the federal subsidy range. This is the gap |
| An adult under 65 with no children who is not disabled | No category in the public health program. What is left is a full-price marketplace policy or a sliding-fee community health center |
| Anyone in a medical emergency | Emergency coverage and the federal emergency department rule; below |
One figure tells you on its own how hard the gap is: in the state agency's own 2026 income table, the monthly income ceiling for a parent or caretaker relative in a one-person household is 18 percent of the federal poverty level. Almost any earnings put you over the line. And the federal agency's own description: in a state that has not expanded, adults with income below the federal poverty level are too high for the state program and too low for federal savings. The same agency's advice, which we repeat: apply anyway, even though the state has not expanded, and if your income rises during the year, tell the marketplace call center within 60 days of the change.
A hard date for the children's health program
By the federal agency's documents, states that have a separate children's health insurance program and have not taken a particular federal option face an application deadline: November 30, 2026. This state is in that bucket, because its name does not appear on the federal agency's list of states that took the option. Research found no announcement from the state on this. So we say neither that it has applied nor that it will not; we publish the date and tell you to follow the agency.
The answer in an emergency is different, and two Alabama documents point the same way
- The federal rule: a hospital emergency department must screen and stabilize regardless of ability to pay or immigration status.
- The state's own regulation: the administrative rule of the state health program agency provides that emergency services are covered for people who would otherwise be eligible but for the enumeration, citizenship and alienage requirements. The rule's language is the agency's own; we relay it. The critical word here is enumeration: the rule does not put a person without a Social Security number outside emergency services.
- But this is not a general coverage route. A rule for emergency services does not take the place of the pregnancy or children's programs.
The statute's own list: services needing no verification
The state statute names, one by one, the services for which verification of lawful presence is not required. The list includes: primary and secondary school education; health care items and services necessary for treating an emergency medical condition (organ transplants excepted); short term, noncash, in kind emergency disaster relief; immunizations; the nutrition program for women, infants and children; testing and treatment of symptoms of communicable diseases; community-level in kind services such as soup kitchens, crisis counseling and short-term shelter; prenatal care; and child protective services, adult protective services and domestic violence services.
Two cautions are required and we write both.
- The list says verification is not required. It does not say free, and it does not say everyone is eligible. Each program's own eligibility rules still apply, and at sliding-fee clinics the message runs the other way.
- The interim declaration and its sanction are read in the same breath. The same section says that if federal verification is delayed or inconclusive, a person may be eligible in the interim by signing a declaration that they are lawfully present. But another subsection of the same section treats a false, fictitious or fraudulent statement in that declaration as perjury in the second degree and counts each benefit received on the strength of it as a separate violation. These two sentences are read together or not at all, and before signing such a declaration, speak to your attorney.
And one more subsection that works in your favor: the same statute provides that no official of the state or of a political subdivision may attempt to make a final determination of whether a person is lawfully present; status is verified by the federal government.
We print a contradiction without taking a side
The state's own health regulation still counts refugees and asylees among qualified aliens, and that chapter appears to have been revised on July 15, 2023. Against that, the federal law effective October 1, 2026 removes federal funding for those groups. Research found no state announcement reconciling the two. We take no side: we name both documents, and if this is your situation, speak to your attorney before you apply.
A second difference, as an observation rather than a promise: on the same agency's same site, one children's program's eligibility list carries a citizenship or eligible immigrant requirement and another program's list does not. Whether status is asked about in practice was not verified.
The Turkish handle
The state health agency publishes its free language assistance notice in Turkish and gives a telephone number: 1-800-252-1818. The notice says that if you have trouble communicating because you do not speak English or because of a disability, free language assistance and other aids and services are offered on request.
That agency runs several of the doors on this page: vital records, the marriage certificate form, the children's health programs, immunizations and the nutrition program for women and children. In a small town that matters even more, because the local counter for all of them is the county health department in your town, and you can go there with a request for help in Turkish.
13 · Clinics
Where can I go in Heflin if I have no insurance?
Short answer
First the sentence that matters most: a sliding-fee clinic is not a free clinic. The discount is calculated on household income and family size and you still pay something. Second, the honest part: which community health center serves this town could not be verified in this research, so we give you no organization name and we publish no address from a federal health center data service. Third: the county health department in town is not an emergency room, but it is a real door for a reader with no number. In an emergency the answer is different and stronger.
Steps, documents and official links
What a sliding fee means and what it does not
In the federal marketplace's own words, community health centers provide services on a sliding scale based on your income. A sliding scale is a discount mechanism, not an exemption. There is one right thing to do when you book: ask in advance what you will pay, and find out what they accept as proof of income.
We name no organization in this town, and we write the reason
There is a membership body in the state that brings community health centers together and publishes a health center finder on its own site; the body writes that its network sits in 80 percent of Alabama counties. But which member serves this town and this county could not be verified in this research.
So there are two things we will not do. First, we do not put an unverified organization name on this page; being sent to the wrong door is worse than not finding one. Second, we do not take an address from a federal health center data service; records there may be out of date and we want you to take the address from the organization's own site.
What to do: enter your ZIP code into the membership body's health center finder. Search by ZIP code rather than the town name; this series has repeatedly seen a facility listed in federal directories under a neighboring city's postal name, and a small town's reader searching by town name finds nothing at all.
And there is one sentence we cannot write: none of the center pages that were read says anything about immigration status, so we cannot write that status is not asked about. Ask on the telephone before you book.
The nearest public counter in a small settlement: the county health department
There is a county health department in town: 90 Brockford Rd, Heflin, telephone 256-463-2296. It is not an emergency room or a clinic, but for a reader with no number it opens three doors at once:
- Immunizations. This is also the document asked for at school enrollment, and it is named in the statute's list of services needing no verification.
- The nutrition program for women, infants and children. It is on that list too.
- Vital records. There is a single statewide register and any county health department issues these certificates. For a small-settlement reader that is a structural rescue.
And a fourth: the application form for the pregnancy and children's health programs can also be collected at any county health department. So this counter is the hardest-working public desk in a small settlement, and the agency behind it is the one that publishes its language assistance notice in Turkish.
But we repeat the list's own limit: the list says verification is not required, it does not say free.
The answer in an emergency is different and stronger
Under federal law a hospital emergency department must screen and stabilize regardless of ability to pay or immigration status. On the payment side the state's own regulation removes the number requirement for emergency services; the detail is in the health section. Do not hesitate to go in an emergency, and call 911; because we found no emergency department in this county we cannot write the facility you will be taken to, but 911 will route you.
Is there a free clinic
Research found no clinic in this town run by volunteer physicians charging nothing at all. We do not say there is none. If you are looking for such an organization, try two doors: the county health department in town and the state health agency's local unit. And when you call, ask plainly whether the service is free or sliding fee; the two get confused.
14 · Marriage
I want to get married in Heflin. Where do I go?
Short answer
We start with the surprising part: there is no such document as a marriage license in this state. Since 2019 the courts have not issued one. The flow that replaced it: the couple fills in the marriage certificate form published by the state health agency, signs it before an Alabama notary, and files it with the probate court of any county; the marriage is valid the moment the court records it, and a ceremony is not required. For a small-settlement reader the advantage here is real: because the form may be recorded in any county, you can choose the county that suits you. Three things are vital: the form must reach the court within 30 days, the notary must be an Alabama notary, and for a person never issued a number the field is left blank.
Steps, documents and official links
The flow, step by step
- Get the form. The state health agency publishes it on its own site; there are two versions, one for adults and one for people aged 16 and 17. Probate courts may keep printed copies in their offices, so if you cannot reach the form the clerk can hand you one.
- Fill it in and sign it before an Alabama notary. In the agency's own words, the name of each spouse must be notarized, and the notarization happens before filing with the court.
- File it with the probate court of any county. The agency's answer is literal: you may record the form with any Alabama county probate court.
- The court records it and the marriage is valid at that moment. A ceremony is not required.
A real advantage for a small-settlement reader
This is the one item on this page you can shop for. The agency writes that every county probate court sets its own recording fee and that you should call the court for its current fee. Because the form may be recorded in any county, you can compare fees and hours and choose the county that suits you.
And that turns something usually a disadvantage in a small settlement into an advantage: you can call the nearby counties too. No other item in our state guides lets the reader choose a county; this one does.
This county's fee: not verified, and we publish no figure
This county's probate office lists marriage certificates and recording fees among its headings, but those subpages did not open by any route in this research. So we publish no fee figure for this county and we do not carry another county's figure onto this page.
The office to deal with is the county probate office in town: 120 Vickery St., Room 101, Heflin, AL 36264, telephone 256-463-5655. The same building also holds the license counter and the passport acceptance counter. Call before you go and ask three things: what is the recording fee, what are your hours for recording, and do you give a certified copy when you record it.
The last question matters, because the practice varies from county to county: in the agency's own words, some probate courts provide a certified copy at the moment of recording but the practice is different from county to county. We promise a free certified copy for no county.
The critical line for a Turkish reader: the notary
The notary must be an Alabama notary. On the Attorney General's opinion of May 18, 2022 that the agency relays, a marriage certificate form notarized by a notary public not authorized to notarize under the laws of Alabama will not be accepted for recording, and under the same opinion a notarization by a notarizing officer of the U.S. Department of State is not acceptable either.
So you cannot have the form notarized at a consulate abroad. For our readership that is the most important sentence in this section and it changes the planning directly.
Where do you find a notary? In the agency's own words, notaries are available at many locations including banks, public libraries, shipping stores, automobile clubs and some pharmacies; your own bank may provide the service free although there may be a charge. A notary may charge a nominal fee set by Alabama law for each notarial act, and a notary who drives to meet you may charge an additional travel fee; the state sets no limit on travel charges. In a rural county that item is real: calling someone out instead of going in may cost you extra, so ask in advance.
And the probate office does not do this job. All three county offices that were read state that they do not provide notary services for marriage certificates. This county's own page could not be read, so rather than assuming, ask on the telephone.
The thirty-day rule: the one thing that can invalidate the marriage
- The marriage is valid when the properly completed, signed and notarized form is recorded by a probate court.
- The form must reach the court within 30 days of the later of the two signature dates.
- A postmark date is not the filing date. If you mail it, send it early enough to arrive within the 30 days.
- Email is not accepted, and an electronic signature of a spouse, a notary or a consenting parent of a minor spouse is not accepted.
- If the time runs out the marriage is treated as invalid and a new form must be completed and delivered within a fresh 30 days.
The number question: the agency's own answer
The agency answers in its own FAQ whether a person living in another country can marry in Alabama: a resident of a foreign country who meets the eligibility criteria and properly completes the form can marry in Alabama. On the form, the residence county field takes the name of the state, province or territory of the foreign country and the residence state field takes the name of the country.
And the plainest published answer in this series: according to the agency, if an individual has never been assigned a Social Security number, the field for it is left blank.
But there are two things we cannot write. The agency's texts say nothing about immigration status, and research found no published rule on which identity documents a notary must accept. The identity check has moved from the courthouse counter to the notary's desk, and that is the largest gap in this section. Telephone before you go to the notary and ask which identification they accept; do not set out on an assumption.
What did not change, and a quotation trap
What did not change: the minimum age and the requirement of not being presently married are the same; people aged 16 and 17 may marry with the consent of a parent or guardian, the consent affidavit is page two of the form, and the two are filed together. On remarriage after divorce the agency gives no period and tells you to consult your divorce decree or the court that issued it; we publish no period either.
And a quotation trap: county page titles and addresses still carry the words marriage license, because the pages predate the repeal. Do not take the title at face value; the content says the license is no longer issued. The same trap exists in the statute: a provision's carve-out still refers to applying for a marriage license, although that document no longer exists.
After recording
Once the court records it, the original certificate is forwarded to the state health agency's center for health statistics and certified copies are requested from that office afterward. Do not send the form to that center directly: by the agency's own warning, forms sent straight there are returned without being recorded. A correction is made on a separate form, signed by both spouses before a notary, with another recording fee; the amendment is permanently attached to every future certified copy.
15 · Vital records
Where do I get a birth certificate in Heflin, and is my passport enough?
Short answer
This section is a structural rescue for a small-settlement reader and we write it that way: there is a single statewide register and in the agency's own words you can obtain the certificate at any county health department in the state; most birth certificates are issued while you wait. So you do not have to travel to another city: your own county health department is enough. On identification the answer favors you: the agency's primary document list names a U.S. or foreign passport without qualification. But a Social Security card is expressly not accepted, and a primary document may be expired by no more than 60 days.
Steps, documents and official links
Why this is a rescue for a small settlement
In some states vital records are kept county by county and you have to travel to the county where the event happened. Alabama is not like that: the register is statewide and single, and the agency's own sentence says you may go to any county health department in the state to obtain a certified copy of an Alabama birth certificate. Most birth certificates are issued while you wait. The same sentence applies to marriage certificates.
In a small town the meaning of that is large: wherever the event happened, the county health department in your own town is a sufficient door. In this town that counter is at 90 Brockford Rd, Heflin, telephone 256-463-2296. But the agency's statewide page does not give the hours of county departments; call before you go.
The years the register holds: birth certificates from 1908 and marriage certificates from August 1936. For a marriage before August 1936, the information is requested from the probate office of the county where the license was issued.
The identification list: a Turkish passport is a primary document
The agency's rule is this: the applicant must submit one document from the primary list; if they cannot, two different documents from the secondary list are required. If someone else collects the certificate, both the applicant and that person must provide acceptable identification, and a copy of all identification submitted is kept by the vital records office that processes the request.
On the primary list, what matters for our reader: a U.S. or foreign passport, a temporary or permanent resident card, an employment authorization card, a state ID, an in-state or out-of-state driver license, and a school ID showing the current term. Passport appears without qualification, so a Turkish passport is enough on its own.
The secondary list includes an expired government-issued ID, a utility bill no more than six months old, a vehicle registration or title, a property tax bill, a voter registration card, a health insurance card, Social Security correspondence, not the card, and an immunization record.
- No Social Security number appears on either list, and the card is expressly not accepted; the secondary list carries only Social Security correspondence.
- The trap: a primary document may be expired by no more than 60 days. For a reader waiting on a passport renewal that is a real obstacle; plan your calendar around it.
- If you hold no acceptable identification at all, do not stop: the agency publishes 334-206-5418 on its own page for that special case. That is a route the agency itself writes down, not one we invented.
An asymmetry, and we write both halves in the same paragraph
A marriage certificate is an unrestricted record. By Alabama law anyone who can supply enough information to search for the record and pay the fee may request it; no identification is asked for.
A birth certificate is restricted: it is a confidential record with restricted access for 125 years from the date of birth and only certain people may obtain it: the person named on the certificate, a mother, father or legal guardian, a spouse, a son or daughter, a sister or brother, and the legal representative of an authorized person. For death certificates the restriction is 25 years.
The result, and if you do not read the two sentences together the page will mislead you: a person with no acceptable identification can obtain a copy of a marriage certificate while the same person cannot obtain a recent birth certificate.
Good news for a newcomer parent: mother, father or legal guardian appears on the list without qualification, so a Turkish parent of a child born in Alabama is an authorized requester; what they have to prove is their own identity, not the relationship.
Fees and routes
| Item | Fee and note |
|---|---|
| Birth certificate search | 15.00 dollars, including one certified copy of the record or a certificate of failure to find |
| Marriage certificate search | 15.00 dollars, the same structure |
| An extra copy ordered at the same time | 6.00 dollars each |
| Expediting | 15.00 dollars extra |
| Keepsake birth certificate | 45.00 dollars, and not a legal document; it is for framing |
Payment rule: a check or money order is made out to the agency, cash is not sent, and fees are not refundable.
Mail and online routes: the agency publishes its own application form for mail orders, in English and Spanish; research found no Turkish version. Online and telephone orders go through a service provider the agency points to, and the agency itself writes that there are additional fees. So the counter is the cheapest route, and in this town the counter is next door.
Apostilles: easy at the counter does not mean easy to apostille
A document to be used in Türkiye needs two signatures: the certificate signed by the state registrar and then a separate certification by the Secretary of State. The agency says that certain restrictions apply to apostille and exemplified copies of birth and death certificates, but what those restrictions are could not be read in this research.
The practical consequence, and do not skip it: an ordinary certified copy taken at the county health department counter cannot be used directly for an apostille; the document has to be produced for that purpose. Build that extra step into your schedule. The detail is in the apostille section.
And one more asymmetry: the marriage certificate is easy to collect at the counter, but on the apostille side both documents need the same two signatures. Easy to obtain does not mean easy to apostille.
The Turkish handle
The agency that runs these records publishes its free language assistance notice in Turkish and gives a telephone number: 1-800-252-1818. The notice says that if you have trouble communicating because you do not speak English or because of a disability, free language assistance is offered on request, and it defines the service as including a qualified interpreter, a language line, a sign language interpreter, large print and Braille.
That agency runs three of the doors on this page at once: vital records, the marriage certificate form and the children's health programs. So this is the widest door at which you can ask for Turkish, and the county health department in your town is a unit of the same agency.
16 · Social security
How do you get a Social Security Number (SSN) in Heflin?
Short answer
The number is issued by a federal agency and the procedure does not change from state to state; we set the application out step by step in our Alabama guide and do not repeat it here. This page keeps only what changes in this town, and what changes is not the number but the counter's calendar. Three things up front. First, we publish no Social Security Administration street address on this page, because none could be confirmed from the agency's own source this round; if you hold an appointment notice, the address on that notice governs. Second, on the driver license and ID side of this state, county counters do not handle foreign national transactions, and that is no longer an impression: the agency's entire office layer was read this round, so it is a measurement. Third, and this is the most practical line on the page: the only counter in this town that can serve a foreign national is open one day a week, and the other counter in the same building does not do that work at all. The obstacle here is not distance. It is the calendar.
Steps, documents and official links
When you go to apply
- What to take: your current immigration document (green card, I-94 or employment authorization card) and a valid passport, plus a birth certificate if you have one. Photocopies and notarized copies are not accepted, the originals are required.
- Which office serves you: enter your ZIP code in the agency's own office locator. The general line is 1-800-772-1213. If you live in a small settlement that search will probably send you to another county, so call and make an appointment before you travel. Making the trip twice costs more here than it does elsewhere.
- If you have no number but must file a tax return, the federal agency issues a separate number: the ITIN, applied for on Form W-7, and the agency's own text says it may be applied for regardless of immigration status. The same text says two things plainly: an ITIN does not provide or change immigration status, and it does not authorize you to work. How that number is handled on the state return is a separate matter, and the honest answer is in the tax section.
- If your surname changed on marriage, you can update your record at an office free of charge; the document to use is a certified copy of the marriage certificate recorded at a probate court, and the detail is in the marriage section.
Foreign national transactions at the license counter: measured statewide, and here the answer narrows to one day
In this state, driver licenses and ID cards are issued by the state law enforcement agency's own offices, while license plates and vehicle registration run through county counters. The agency's own office dataset carries two separate fields, foreign national issuance and foreign national renewal, and both were read for every office in the state this round. The result, and what was measured for this town, is below; the transaction itself, its hours and what to take are in the driver license section and are not repeated here.
| Measured | Result |
|---|---|
| County counters typed as local | In 124 of the 124 offices read, foreign national transactions are not handled. On the issuance side and on the renewal side alike there is not one exception. This is not a trend, it is the whole dataset |
| Offices typed as state | Most do, but not all. Six state offices do not handle issuance, and one of those is in the state capital. At one office issuance is unavailable while renewal is available, so there is no single yes or no answer per office |
| Measured for this town | The state office in this town handles foreign national transactions, both issuance and renewal. The county probate counter in the same town does neither. The two counters are in the same building, and only one of them can do your business |
| And the real limit | That state office is open one day a week, and the last test of the day ends early in the afternoon. So for a foreign national reader the only door in this town opens once every seven days. The day, the hours and the weekday-long alternative in the neighboring county are in the driver license section |
- Do not decide by the name on the office, and this is the sharpest warning in the section. The rule follows the type field in the agency's own dataset, not the office's name. Elsewhere in the state an office carrying the agency's initials in its name types as local, meaning the work is not done there; another office named as a license office types as state, meaning it is. A reader who goes by the name is misled in both directions: either a wasted trip, or never visiting the office that could have helped.
- On the telephone, ask two questions, not one. First-time issuance and renewal are separate fields and one can exist without the other. Do not ask whether the office handles foreign nationals; name the transaction you need.
- Confirm from the agency's own office locator before you go, and ask about the day and the hours for that particular week. The dataset shows offices that move and change days; one office elsewhere in the state has a published relocation date in the agency's own notice.
- In a small settlement this has a budget side too: a missed day here means a week, and this town has no fixed-route bus. Transportation runs through a service you book by telephone, so plan the appointment and the ride together, as set out in the transit section.
Which door asks for what, for a reader with no number
The long statewide table is in our Alabama guide. Here we keep only what was measured in this settlement, and two of these items sit at the center of the page.
| Door | Is a number required? | Basis |
|---|---|---|
| Passport acceptance facility | Not a number, a citizenship document | And the most surprising item on this page is here: this small town has an acceptance facility, while in a university town read this round the federal file lists none at all. The detail, and how to run the search, are in the passport section |
| Driver license and ID counter | The question is not the number, it is the office type and the day | The table above. Not done at the county counter, done at the state office in this town, one day a week |
| Library card | No identification requirement appears in the published terms | The only published condition is county residence. But what proves county residence is not published. Detail in the library section |
| Water and garbage account | The board's own document and deposit terms could not be read | And a second residence test lives here: garbage is priced on city residence. One household, two different residence questions. Detail in the utilities section |
| State income tax return | Research found no answer | The revenue department's own return instruction booklet never uses the word ITIN. See the tax section below |
| School enrollment | The district's own text was read | On the language side this district's wording carries a hedge and we keep it exactly. See the school section |
| Emergency medical care | The regulation sets the number expressly aside | The state's own health regulation treats emergency services separately from number, citizenship and status requirements. See the benefits section below |
| Copy of a marriage certificate | No identification at all | This record is unrestricted under state law. A birth certificate is restricted and ID is required; both are in the birth certificate section |
One sentence plainly, because small-settlement readers hear the opposite so often: not having a number does not close all of these doors, but what each door asks for differs from agency to agency, and in this town two different agencies apply two different residence tests. Do not set out on an invented answer. Telephone, ask, and write the answer down.
17 · Taxes and work
Which taxes do you pay in Heflin, and what is the rate at the grocery till?
Short answer
In this state you have to begin by correcting a mistake: there is a state income tax here. A reader arriving from a no-income-tax state, or reading a stray sentence online, gets this wrong; the state revenue department publishes income tax rates and the standard deduction is at the narrow end of this series. The second item shows up at the grocery till: the state cut its own food rate but the local shares on food did not come down, so the number you see at the register is not the state rate. The third is specific to this town and costs real money: the city sales tax rate is cut in half depending on whether your address is inside the city limits or in the city's police jurisdiction, and in a small settlement that line is harder to locate than it would be in a city. Fourth, the payroll side: research found no local occupational tax in this town, but that is not the same as saying there is none, and the answer changes if you work in another city. And finally, this section prints two separate official contradictions, and takes no side on either.
Steps, documents and official links
State income tax: it exists, and the deduction is narrow
| Item | What the revenue department publishes |
|---|---|
| Single, head of family, married filing separately | 2 percent on the first $500 of taxable income, 4 percent on the next $2,500, and 5 percent on everything above $3,000 |
| Married filing jointly | 2 percent on the first $1,000, 4 percent on the next $5,000, 5 percent above $6,000 |
| Personal exemption | $1,500 for single and married filing separately; $3,000 for married filing jointly and head of family. The agency's own note says part-year residents get the full exemption, and that a dependent or a student may claim a personal exemption even if someone else claims them |
| Standard deduction maximum | Married filing jointly $8,500, head of family $5,200, married filing separately $4,250, single $3,000. And the maximum erodes as income rises: for a single filer it drops by $25 for each $500 of adjusted gross income above $25,999 |
- The practical consequence in one line: for a single filer the 5 percent top rate begins at $3,000 of taxable income. Almost anyone working full time is in the top bracket. Factor that into a salary conversation.
- These figures are statewide and come from the revenue department's own pages and from the withholding booklet it publishes for employers. Filing procedure and the calendar are in our Alabama guide.
Filing a state return with an ITIN: the answer research could not find
- The revenue department's own return instruction booklet was searched in full and the word ITIN does not appear in it. The same is true of the withholding booklet published for employers. We do not write that Alabama will not accept an ITIN, because the documents do not say that. We write that research found no instruction.
- The only route the booklet gives a filer with no number is to go to the federal agency. It tells a filer whose own or whose spouse's Social Security number is missing to file Form SS-5 with a Social Security Administration office, early enough to have the number before April 15.
- The one explicit accommodation in the booklet is narrow: where a spouse is a nonresident alien with no income and no number and the couple files separately, the relevant box is checked and the spouse's number field is left blank. On a joint return the booklet requires the spouse to have a number.
- This is the most important unresolved item in this group and we say so openly. Rather than guessing, put the question to your own tax preparer or adviser, and ask for the answer in writing.
The rate at the till: three layers stacked
| Share | General goods | Groceries |
|---|---|---|
| State | 4.0 percent | 2.0 percent |
| County | 2.0 percent | 2.0 percent |
| City, inside the city limits | 3.0 percent | 3.0 percent |
| Total inside the city | 9.0 percent | 7.0 percent |
| City, in the police jurisdiction | 1.5 percent | 1.5 percent |
- The figures come from the revenue department's own local rate schedule and its own data file, and the two agree on every line used here. The totals are the three shares added together, so you can check them yourself: state plus county plus city.
- The cut on food is real but only half of it. The state keeps its own food rate below its general rate, but the county and the city apply their full rate to food. So a reader who sees a headline about the grocery tax coming down and expects zero at the register is wrong; in this town the number on the receipt is around 7 percent.
- And here is this town's own wrinkle: the city's own finance page states that the city applies 3 percent inside the corporate city limits and half that rate in the police jurisdiction. In a small settlement you cannot see that line. There is no sign, and the mailing address does not tell you either.
- So the most useful link in this section is a tool: the revenue department publishes its own address-based rate lookup. Type the address in before you rent a house or a shop. The legal boundary of the police jurisdiction and its statutory basis were not read this round, so we describe no boundary; we hand you the tool.
Who collects the city sales tax, and where a complaint goes
- In this town the city sales tax is collected through a private firm, as the city's own page states; returns are due on the 20th of each month and taxpayers register through that firm's portal. That is a different arrangement from the two larger cities read this round, where the city's own department collects.
- And the revenue department publishes a complaint route built for exactly this situation: for complaints about a private firm auditing or collecting on behalf of a self-administered county or municipality, it gives a hotline. The numbers are printed on the department's own page: 1-334-844-4706 and toll free 1-855-638-7092.
- Why we print it: for a small business owner, whether the counterparty is a public office or a contracted firm decides which door a dispute goes to. That is something to learn when you start, not when the first audit letter arrives.
A cut from your pay: not found here, but check where you work
- Research found no local occupational tax in this town. The city's own finance page describes the city's revenue as sales tax and business licensing and names no tax on wages. But we do not write that there is none: the city's full code of ordinances is published through a JavaScript application that could not be read this round. This negative is medium confidence, not certain.
- And here is the point that matters: this kind of tax follows where the work is done, not where you live. Of the five settlements read this round, only one was confirmed to levy such a fee; there it applies to gross wages earned inside the city limits and whether you live there makes no difference. So if you live in this town and work in another city, that city's rule applies to you.
- Three practical questions for a reader who commutes: does the municipality where your employer sits take a share of wages; if so at what rate; and if part of your work is done outside that city, how does the refund procedure work.
- And a heavy item for a reader with no number: in the city that does levy one, the individual return form carries no identification number field at all, while the form that asks for money back demands a Social Security number and will not be processed if incomplete. Research found no ITIN alternative on that form. The fee comes out of the pay packet either way; the route to getting it back asks for a number. We do not write that ITIN holders cannot obtain a refund, and we do not write that they can. Ask the finance department of the city where you work.
- One more detail, because readers get it wrong: the state's return instruction booklet says plainly that local, city and occupational taxes do not count as Alabama income tax withheld. You cannot claim that deduction as state withholding on your return.
The county's millage schedule: the rates are published, and we print them line by line
In this state one multiplier in the property and vehicle tax is the county's millage rate. For most counties read this round the schedule could not be read, but this county's revenue office publishes its own table, and we reproduce it below as it stands. These are rates, not amounts.
| Component | Rate (mills) |
|---|---|
| State general fund | 2.5 |
| State soldier fund | 1.0 |
| State school fund | 3.0 |
| County general fund | 5.0 |
| County roads and bridges | 2.5 |
| County hospital component | 4.0 |
| County fire | 2.0 |
| County-wide schools | 9.0 |
| School district component | 8.0 |
| This city's component | 12.0 |
| Other towns in the county | between 6.0 and 12.0, depending on the settlement |
- The county publishes the components but no total, and we do not add them either: which parcels the school district component applies to is not stated. So not every line in the schedule necessarily reaches your address.
- This page carries no worked example and no calculated tax amount, and the reason is the contradiction immediately below: another multiplier in the calculation, the class assessment ratio, does not agree between two official pages. An amount built on a contradictory multiplier gives you a wrong number.
- The rates change from year to year. Use the schedule as a starting point and confirm it from your own bill; for an estimate, call the county revenue office on 256-463-2873.
- Read the hospital component separately: the county collects 4.0 mills for a hospital, but research did not find a hospital or an emergency department in this county. We set the two side by side in the public benefits section, and the health side is in the health section.
Two contradictions, printed, with no side taken
- The first is at state level: the revenue department's general property tax page and its motor vehicle page do not agree on the assessment ratio for one class of property. One agency, two pages, two figures. We do not say which is right, and for that reason this page runs no ad valorem calculation at all.
- The second is at county level and it is sharper: the county revenue office's own page gives one assessment ratio for an owner-occupied home in one paragraph and a different ratio two paragraphs later. One page, two figures. So do not build your own tax estimate from the formula on that page.
- Both contradictions have the same practical consequence: this page publishes no calculated ad valorem amount and no worked example. The millage schedule above is a list of rates and comes from the county's own table; deriving an amount from it would rest on a contradictory multiplier. How the tax is built on a vehicle is in the vehicle registration section, and the class difference and exemption calendar on a home are in the property tax section. Get your own amount by telephone from the county revenue office and have the figure confirmed.
18 · Starting a business
Can you start a business in Heflin, and which licenses do you need?
Short answer
Forming a company is a state-level filing and the procedure does not change with where you live; the fees and the steps are below. What changes in this town is the second layer: the local license, the sales tax registration and the address. Four things up front. First, you must obtain a separate name reservation certificate before you file the formation documents, and an application that misses that step comes back. Second, we publish no unverified fee and no unverified procedure, particularly on the city business license side, because the city's full code of ordinances could not be read this round. Third, the moment you hire your first employee a federal verification duty attaches, and in this state there is no employee-count threshold; the detail is in the state law section. Fourth, and this one belongs to small settlements: before you start trading at a rural address, check that the address exists in the county's records, because here an address is something that gets assigned, and the whole chain starts with it.
Steps, documents and official links
The state filing: a limited liability company
| Step | What the agency publishes |
|---|---|
| Name reservation first | The agency's own instruction requires a name reservation certificate before the formation documents are filed. The same condition applies when a company formed in another state registers here. The fee and the timing of this step could not be verified this round and are not published |
| The name itself | The entity name must contain the words Limited Liability Company or the abbreviation L.L.C. or LLC |
| Domestic formation fee | $200.00, to the Secretary of State |
| Registering a company formed in another state | $150.00. The online filing carries the same amount |
| What is filed | For a domestic company, the original and one copy of the certificate of formation; for an out-of-state company, two original copies of the application, to the Secretary of State's business entities division |
| Contact | Alabama Secretary of State, P.O. Box 5616, Montgomery, AL 36103-5616; telephone (334) 242-7200 |
- The honest answer on the number question: the Secretary of State's own company formation page says nothing at all about a Social Security number or an ITIN. We write neither that one is required nor that one is not; research found no statement. Telephone the agency before you file.
- Registering a trade name, the name a business actually trades under, could not be resolved this round. The agency's navigation carries trademark headings but the relevant page did not open, and no separate trade-name page was found. We are not importing another state's answer: in some states this is a county filing and in others a state one, and this series has seen both. No procedure and no fee are published.
- For a name search, the Secretary of State runs its own business entity lookup; check there before you settle on a name.
The second layer in this town
- Business licensing runs through the city's finance office. The city's own page describes its revenue as sales tax and business licensing, and the same office handles zoning questions. But the license fees, the classifications and the application procedure could not be read this round and none of them is published here. The one correct step is to telephone the city: 256-463-2290.
- Sales tax registration is a separate job. If you sell goods you must collect and remit the city sales tax, and in this town collection runs through a private firm with returns due on the 20th of each month. The detail, and the complaint route, are in the tax section.
- Confirm the rate from the address. Whether your shop is inside the city limits or in the police jurisdiction changes the rate you must collect, and collecting at the wrong rate is an audit issue. Use the revenue department's address lookup.
- Zoning and use: a business run from home, a workshop or a storefront all mean a question for the city's zoning side. This town's zoning rules were not read this round, so we say neither that something is permitted nor that it is forbidden. Ask before you sign a lease; the tenant-side limits are in the renting section.
In a small settlement the first obstacle is usually the address
- Getting a new address in this county is its own process. The county highway department runs a new address application, and the form asks for the nearest physical address and GPS coordinates. On a rural parcel an address may not have been assigned yet.
- And the chain starts there: the utility account, the license, the bank, deliveries, school and the library card all hang on an address. Make sure yours is on record before you start trading. The process and the office are in the change of address section and the city side is in the city services section.
- There is an internet and banking side too: in a small settlement the choice of providers can be narrower. We name no provider and no bank on this page, because none was verified this round.
If you become an employer: this state sets no threshold
- The statute's own wording puts every business entity and employer in this state under a duty to enroll in the federal verification system, and there is no employee-count threshold. The statutory definitions reach self-employed individuals, companies, not-for-profit entities and even a business operating without a license.
- The only carve-out the definitions create is narrow: a household hiring someone for casual domestic labor within the household. Do not invent other exemptions.
- The sanction is tied to the business license and escalates. The detail, what it means for a worker, and the condition attached to an employer's immunity for dismissals are in the state law section; read it before you hire.
- We do not restate the federal verification procedure here, because the agency's own site did not open this round. Read the timings and the steps from the agency's own page.
What this section deliberately does not say
- The fee and timing of the name reservation. Not verified.
- The city's business license fees, classifications and renewal calendar. Not readable; instead of inventing a figure we give you the telephone number.
- The procedure, office and fee for registering a trade name. Not found.
- Whether a number is required to form a company. The agency says nothing, so neither do we.
- Any employer, bank, accountant or consultancy name. This page recommends no one.
19 · Public benefits
Will using public benefits in Heflin affect a green card application?
Short answer
First the rule itself: the public charge rule that took effect on 18 September 2026 brings certain benefits into the assessment, and that is federal, whichever town you live in. What is local in this section is not the rule but how narrow your options are. Five things up front. First, this state has not expanded Medicaid and the coverage gap is real: in a particular income band nothing is left. Second, the state did not take the federal option that waives the five-year wait for lawfully residing children and pregnant people, and for states in that bucket the calendar carries the date 30 November 2026. Third, a sliding-fee clinic is never a free clinic, and we publish no health center address from a federal database. Fourth, and most practical for a small-settlement reader: the application door for these programs is not in town, it is at county offices, and research did not find a hospital in this county. Fifth, this section prints two contradictions and takes no side on either.
Steps, documents and official links
The coverage gap in this state: what is actually left
| Situation | What is actually available |
|---|---|
| A child under 19, family income above the Medicaid line | The separate children's health program, with a premium and copayments. Its published eligibility list says be a U.S. citizen or an eligible immigrant |
| Pregnant, not eligible for Medicaid, no comprehensive coverage | There is a separate pregnancy program: no premium, and copays that the agency itself describes as running from $0 to $13. Its published eligibility list names four things: residence, pregnancy, income and the absence of other coverage |
| A parent or caretaker relative | The published Medicaid ceiling is 18 percent of the federal poverty level. For a household of one that is $240 a month. Above it and below the poverty line there is nothing: over the Medicaid line, under the band where marketplace savings begin. That is exactly where the gap sits |
| An adult under 65 with no children and no disability | The agency's published income table has no category at all for this person. What is left is a marketplace plan at full price, or a sliding-fee health center |
| A medical emergency | Emergency Medicaid; the state's own regulation holds this coverage apart from number, citizenship and status requirements |
- We print the $240 ceiling deliberately, because it is clearer than an abstract percentage: almost any job puts a person above that line. A part-time job is enough.
- There is no adult expansion row in the agency's own table, and we say that on the basis of the list the agency publishes.
- And we soften nothing here: a sliding-fee clinic is not a free clinic. The discount is calculated on household income and household size, and a charge still results. Which community health center serves this area could not be verified this round, and we publish no address from a federal database; the whole health side is in the health section.
Where a small-settlement reader applies
- The door for these programs is not the town hall. Food assistance and cash assistance are run by the state human resources agency through county offices, and the health side goes to the state health and Medicaid agencies. Walking into the city building does not put you at the right counter.
- This county office's own eligibility rules could not be read this round and we publish no document list. Telephone before you apply and ask which documents are wanted.
- And on the health side, the sharpest line on this page: the county collects 4.0 mills of property tax for a hospital, named as such in the county's own millage schedule, while research did not find a hospital or an emergency department in this county. Read together the picture is this: the tax component exists and is collected every year, the facility was not found. You can see it on your own bill; the full schedule is in the tax section. In an emergency the number to call is not a hospital address, it is 911. The position of the nearest emergency department is in the health section; we publish no distance figure, because no source measured one.
- On language, the single most useful number in this section: the state health agency publishes its free language assistance notice in Turkish, with a telephone number: 1-800-252-1818. That same agency runs vital records and both children's health programs, so most of the business in this section sits with it.
A date for the calendar: 30 November 2026
- The state did not take the federal option that waives the five-year wait for lawfully residing children and pregnant people. Alabama does not appear on the federal agency's own list of the states that elected it, and an independent tracker reaches the same result.
- For states with a separate children's health program that did not elect the option, the federal agency has set a state plan amendment deadline: 30 November 2026, and the federal rule ties that change to a public notice requirement. The state is in that bucket.
- No announcement from the state in either direction was found. So we do not write that it has applied, and we do not write that it will not. We print the date and tell you to follow the agency. If your child is in this group, ask again in December.
- The federal restriction that took effect on 1 October 2026 does this: federal funding for full Medicaid and for the children's health program is limited to citizens and nationals, lawful permanent residents, certain entrants and migrants under the compacts of free association. Refugees, asylees, holders of temporary protected status, parolees and visa holders are not on that list.
- Put three dates in your calendar: 18 September 2026, 1 October 2026 and 30 November 2026.
The statute's own list, and the clause beside it in the same breath
After setting verification of lawful presence as its general rule, the state statute lists exemptions: primary and secondary school education, health care items and services necessary to treat an emergency medical condition, short-term non-cash in-kind disaster relief, immunizations, the supplemental nutrition program for women, infants and children, testing and treatment for the symptoms of communicable diseases, soup kitchens, crisis counseling and short-term shelter, prenatal care, and child and adult protective services and domestic violence services. The full list and its institutional basis are in our Alabama guide. Two warnings are mandatory:
- The list says no verification is required. It does not say these things are free, and it does not say everyone qualifies. Each program's own eligibility rules still apply, and this sentence must not be confused with the sliding-fee message.
- There is an interim right where verification is delayed, and the clause beside it goes in the same breath. The statute says that if the federal check is delayed or inconclusive, the person is eligible in the interim on signing a declaration of lawful presence. But another subsection of the same section makes a false statement in that declaration perjury in the second degree and treats each benefit received on the strength of it as a separate violation. Speak to your lawyer before signing such a declaration.
- And two further useful subsections: the statute says no state or local official may independently make a final determination of whether a person is lawfully present; status is verified by the federal government. It also provides that citizens sign a declaration too, and that for the exempt services above nobody signs anything.
Two contradictions, printed, with no side taken
- The first: the state's own health regulation, as last revised, still lists refugees and people granted asylum among qualified aliens. Federal law removes federal funding for them from 1 October 2026. No state notice reconciling the two was found. We do not say which will be applied to your case; ask the agency and ask for the answer in writing.
- The second is written as a difference between two published lists, not as a promise: of two children's program eligibility lists published by the same agency, on the same site, in the same month, one states a citizenship or eligible-immigrant requirement and the other does not. Whether status is asked about in practice was not verified. This is not a promise, it is a question to ask by telephone: the children's health program line is 1-888-373-5437.
- A third gap, said openly: no Alabama source was found stating whether or not the state Medicaid agency reports applicants to immigration authorities. Neither should be assumed.
20 · Change of address
You moved to Heflin: do you have to report your address?
Short answer
As a general rule most non-citizens, green card holders included, must report a new address within 10 days of moving. That is not an administrative preference, it is a statutory duty. The simplest route is the change of address screen in your online account; the paper AR-11 is free as well. If you have a case in immigration court you also notify the court within 5 days on Form EOIR-33. This section carries extra weight in this town, and here is why: on a rural parcel an address may never have been assigned, and the county runs a separate application for exactly that. So here the question is sometimes not who do I tell but do I have an address at all. On top of that: there is no immigration court in Alabama, so your hearing is in another state and the only thing that tells you which court is the notice sent to you. An address the agencies do not hold is the fastest way to miss a hearing.
Steps, documents and official links
The federal notification: five steps
- Sign in to your online account and open the change of address screen. Online notification satisfies the duty, and you do not then need to mail a paper AR-11.
- Enter the receipt number of every pending application. Filing an AR-11 does not by itself change the address on a pending case.
- Tell the post office separately. A postal change of address does not update the agency's record.
- If you have a court case, file Form EOIR-33/IC within 5 days. The court's address record changes only with that form.
- If you are subject to regular reporting, update your address through the enforcement agency's own portal as well.
Holders of A and G visas and visitors entering under the visa waiver program are outside this reporting duty.
In this county an address is assigned, and the chain starts there
- The county highway department runs a new address application, and the form asks for the nearest physical address and GPS coordinates, which the county's own form says can be taken from a phone app. Neither of the two larger cities read this round has such a process, because there the address already exists.
- Why it matters: nearly every item on this page hangs on an address. The water and garbage account, school enrollment, the library card, the property tax exemption, and the emergency call system finding you. Without an address none of them starts.
- Do not confuse it with the federal duty: getting an address from the county and reporting an address to the immigration agency are two separate jobs and neither substitutes for the other. The county side and who to call are in the city services section; the duty described here is federal.
- Take them in order: confirm the address is on record, then open the utility accounts, then make the federal notification. A post office box is not a residential address, and some agencies will not accept one.
Where one address answers three different rules in this town
- Garbage is priced on city residence, so whether you are inside or outside the city limits changes the bill; detail in the utilities section.
- The library card runs on county residence. One household, two different residence tests, and neither authority publishes what proves residence; detail in the library section.
- Sales tax draws the same line: the city share is one rate inside the limits and another in the police jurisdiction. We put the address lookup tool in the tax section.
- So in this town an address is not only a reporting question, it is a price and an entitlement question. Find out which side of the line yours falls on when you move in.
One thing changed in 2026: take account of the federal rule that took effect on 29 June 2026, which reworks alien registration and what counts as evidence of registration. You can read the text in the Federal Register entry. Check that the document you carry still counts as evidence of registration.
21 · Immigration agency
Where is the immigration agency's office for Heflin, and where do you go for biometrics?
Short answer
This section deliberately publishes no address, and the reason is concrete: the agencies' pages were closed on every route tried this round and the archive service was rate limited. We do not publish an office address out of an old archive, because that is exactly the mistake that sends people on wasted journeys. The only correct sentence is this: the address you go to is the address on your appointment notice. What you need to know is the office types: a field office conducts interviews, an application support center takes fingerprints and a photograph, and they are not the same place. For a reader in a small settlement there is one more warning, and it needs taking seriously here: do not assume your appointment will be assigned to the center nearest your mailing address. In this state an appointment in another state is a genuine possibility, and setting out from here takes planning.
Steps, documents and official links
- Two offices, two jobs: green card and citizenship interviews happen at field offices, and fingerprint and photograph appointments at application support centers.
- No walk-ins. Field offices do not take visitors without an appointment; appointments are arranged through the Contact Center. Use your online account for case status.
- You do not choose the biometrics location: which center you attend is printed on the I-797C notice. What to take is in our biometrics appointment article.
- When the notice arrives, do three things at once: read the address, check which state it is in, and plan the trip for that day. This town has no fixed-route bus and transportation is arranged by telephone; the options are in the transit section, and the flight and rail picture is in the time and travel section. We publish no distance or driving time.
- What the center does not do: application support centers do not give information about your case. Put case questions to the Contact Center, not to the center.
- Appointments are free: the Contact Center is 1-800-375-5283. Any intermediary site charging for an appointment is a scam.
- Processing times: on the processing times page, select the form, the category and the office holding your case.
Do not confuse the three agencies
Readers mix up three bodies constantly: the immigration services agency and the enforcement agency are parts of the homeland security department, while the immigration courts are a separate body under the justice department. Neither answers the other's questions. In this state the court side has a problem of its own, and it is immediately below: there is no court in the state, and which one controls cannot be derived from the federal list.
One more warning for a small-settlement reader: do not trust a city name in a federal directory
- A two-way name trap was measured in federal directories this round. One direction: a facility can be listed under one city's mailing name while physically sitting inside another municipality. The other direction: places with the same name in other states come back in the search.
- The practical consequence: a reader searching by their own settlement's name both misses the record next door and mistakes a record in an unrelated state for their own. Run federal directory searches by ZIP code, not by city name. The passport version of the same warning is set out in full in the passport section.
- And we invent no agency address: this page publishes no street address for the immigration services agency, the enforcement agency, the customs agency or the social security agency.

22 · Court
Where is the immigration court for Heflin, and how do you check your case?
Short answer
The answer is short and firm: there is no immigration court in Alabama. The federal agency's own court listing orders courts by base city and no Alabama city appears in that index. What follows matters more, and it is why no court is named anywhere on this page: which court controls could not be derived from the agency's own list. No Alabama office appears by name; neighboring courts describe their reach with open-ended wording and none of them mentions Alabama, and one court's parenthetical list of states leaves Alabama out. So we give you no court name and no distance figure. In this town the temptation to guess from the map is stronger than usual, because the town sits on the eastern edge of the state between two separate metropolitan areas. Do not make that guess: what decides your case is not proximity but which federal office issued your papers.
Steps, documents and official links
What the federal list says, and why it does not answer
- The list ties a case to authority, not to distance. Which court keeps the record of which cases is organized around the federal office that issued the charging document and around particular detention facilities. You can see the list on the agency's own page.
- No Alabama office appears by name. Courts in neighboring states describe their reach as their district and any sub-offices, open-ended; one court's parenthetical list of states does not include Alabama.
- The consequence: a court cannot be derived from geography. In this state your hearing is not held in whichever building is nearest to you.
- The correct behavior in one sentence: do not try to match your case to a court by searching for the name of your town, your county or your state. Read the notice you were sent; it names the court and the address.
Three contradictions, printed, none of them resolved
- The same facility appears under courts in two different states. An Alabama detention facility appears in one column of the federal list as the responsibility of a court in one state, and in another column as a hearing location of a court in a different state. The two columns may describe different things, but that cannot be settled from the list and we do not settle it.
- The same list misspells the name of an Alabama city. One letter is missing. Keep that in mind when you search the list for the name of your county or a neighboring settlement; a reader searching letter by letter never finds that record.
- One record is printed with no state at all. The federal list does not say which state that facility is in, and we do not assign it one.
- And a general name trap: the same list carries facilities bearing the names of Alabama settlements, and some of them are in another state. Do not assume a record concerns you because the name looks familiar.
If you are going to court: the agency's own rules
- Faxes and unauthorized electronic submissions are not accepted. In the agency's own words, unless staff or the judge specifically requested them, such transmissions are not made part of the record and are discarded without notice to the sender. That is a real way to lose a filing.
- Security screening every visit: metal detector and bag screening, shoes may have to be removed, no food or drink except as the judge permits, and no cameras or recording devices.
- Hearings are open to the public, and in the agency's own words you do not need to give notice of your visit in advance.
- Attorneys and accredited representatives must register with the agency's own registry. Check that whoever will represent you is registered.
- Planning the trip is a job in itself here. Your hearing will be in another state, no flight or train leaves from this town, and there is no fixed-route bus either. The options are in the time and travel section. Do not plan to set out on the morning of the hearing; travel the day before, or at least budget for the possibility.
Case status and closures
- Checking online: the case information system needs only your A number, and the telephone line is 1-800-898-7180. The official information is still the hearing notice.
- Check for closures on the morning of the hearing: the agency's operational status page. Severe weather closes institutions mid-day in this state; the detail is in the severe weather section.
- No enforcement or customs office address, telephone number or name is published on this page. Those agencies' pages were closed this round. Confirm reporting locations from the agency's own check-in page.
Where do you find your I-94, and what if it is wrong?
You can download the I-94 for your most recent entry from the customs agency's site. Errors made at entry, meaning the wrong visa class, the wrong name or the wrong period of stay, are corrected by offices called deferred inspection sites. Which office covers this town, and its hours, could not be verified this round, so we publish no address and no day; read the list from the agency's own page.
- Write first, travel second. Some of these offices are open only a few hours a week, and setting out from a small settlement is not easy. A reader used to a counter that opens one day a week will recognize the problem, but here the day and the hours belong to an entirely different agency's calendar.
- What is in the record affects other doors: the length of your status, the start of your work authorization and some filing eligibilities all follow the I-94. If you travel home and return, each entry creates a new record; download it and check it when you get back.
- It also matters at the license counter: the dates on the agency's document list must match the dates in your record, and because that counter in this town opens one day a week, arriving with incomplete papers costs a week. Detail in the driver license section.
23 · State law
Which state immigration laws apply in Heflin?
Short answer
This state's 2011 immigration act was never repealed, and a reader who finds the text online can be frightened by it. The correct answer has three layers and we write all three. First: the text sits in the code with no warning attached. The state's own legislative server publishes enjoined sections in full text with no editorial note whatever. Second: a federal court permanently stopped some of those provisions. Third, and this is what most sources miss: the act was amended twice in 2025, one offense repealed and new ones created. Popular legal sites still say they are current as of 30 December 2024 and miss both amendments; do not rely on them. The full account is in our Alabama guide and we keep it short here. On the worker's side the most concrete item in this state is this: the employer verification duty has no employee-count threshold, so the smallest workplace is covered.
Steps, documents and official links
Three layers, in order
| Layer | What it means |
|---|---|
| Text sitting in the code | On the state's own legislative server the chapter is published in full text, with effective and repeal fields empty and no editorial note. Text sitting there does not mean the provision can be applied, and that sentence is not written anywhere on this page |
| Permanently enjoined | A federal court order permanently bars state officials from implementing certain provisions. Among them are the immigration status inquiry at school enrollment and the provision making it unlawful to rent to someone unlawfully present. The citation: Hispanic Interest Coalition of Alabama v. Bentley, N.D. Ala., Doc. 180, 25 November 2013. The widely repeated October 2013 date is wrong; that is the date of the parties' joint report, not of the order |
| Changed in 2025 | The legislature amended the chapter through two separate acts. The old concealing and harboring offense was repealed; a human smuggling offense took its place, with express carve-outs written into the statute for attorneys, educators, health care providers, noncommercial religious and charitable transport, and transport for governmental purposes. A requirement was also added that fingerprints and a DNA reference sample be collected before release from custody |
- Two sentences we never write: we do not say this act was struck down, and we do not say this act is in force as written. Both are wrong.
- On who is bound by the court order we spell out one subtlety: the defendants named in an order are not a list of where the ruling does not apply. The order's force comes from a holding of unconstitutionality and it operates statewide. You cannot conclude that the rule does not reach this county because this county's school administration or prosecutor is not named.
- Protective clauses inside an enjoined section are not live protections either. The confidentiality and damages subsections of that same section are part of the enjoined text; do not read them as a separate safeguard.
- The school side matters here in particular, because the county school district is headquartered in this town. That the statute's own general rule already exempts school, and the constitutional backstop, are set out in the school enrollment section.
- The renting side reads the same way: the provision barring rental to a person unlawfully present was permanently enjoined but is still printed in the code, so a landlord or a tenant can find it online. Detail in the renting section.
Employer verification: no threshold, and three sentences for the worker
- The statute's own wording puts every business entity and employer in this state under a duty to enroll in the federal verification system. There is no employee-count threshold. So there is no rule that says this is a small place, that system does not operate here. If you will be an employer, this side is also covered in the business section.
- First sentence: the federal government makes the determination. The statute provides that whether an employee is unauthorized is determined by the federal government and that a court shall consider only that determination. An employer who says the system says so is relaying a result, not making a finding.
- Second sentence: the employer has a good faith document compliance defense. The statute gives an employer that complied in good faith with the federal document procedure an affirmative defense. The practical consequence is that a mismatch in a name, a date of birth or a number is a real problem, not a formality. Turkish names transliterated differently across documents are a concrete risk in this state; reconcile the spellings across your documents before a job offer, not after.
- Third sentence, and this one is a direct call for legal advice: the statute gives an employer that dismisses a worker to comply with the section an immunity from that worker's claims, but the immunity is conditional: the dismissal must be made without regard to the race, ethnicity or national origin of the employee and consistently with anti-discrimination law. The condition is inside the text. Before you accept the explanation you were given, talk to a lawyer.
- The sanction attaches to the business license and escalates. There is also a separate and stricter regime for employers taking state money, under which subcontractors must enroll before performing work.
- And a limit we state openly: the current federal verification procedure, its contest periods and its steps could not be read from the agency's own site this round. This page prints no timeframe and no step count; read the current procedure from the agency's own site.
Two things we could not verify, and we say so
- Whether this county or the law enforcement body here has a cooperation agreement with the federal immigration agency could not be verified this round; the agency's own list did not open. We do not say there is none, and the absence of an agreement would not be a protection either.
- No court challenge to the two provisions added in 2025 was found. We do not write that none was brought; we write that research did not find one.
24 · Voter registration and jury
You are not a citizen: can you register to vote in Heflin, and what if a jury summons arrives?
Short answer
Registering and voting belong to U.S. citizens only, green card holders included. Registering or voting without citizenship can have severe consequences for an immigration case and is also a crime. On the jury side we have to be honest: which public records the state builds its jury master list from could not be verified this round, so we do not know whether license or voter records feed it, and we make no claim in either direction. What to do if a summons arrives is clear. In a small settlement one more thing is worth saying, and it is practical: several official counters here share one building, so when you fill in a form it matters that you know which agency it belongs to and in what capacity you are applying. Do not sign a section you do not understand.
Steps, documents and official links
Voter registration: the rule is clear
- The requirement is citizenship. Voting and registering in federal and state elections belong to U.S. citizens. A green card holder, a person with work authorization, a student or a pending asylum applicant cannot register.
- The immigration consequence is severe. Registering or voting without citizenship is a direct problem in front of the officer assessing eligibility and good moral character; the policy manual treats the subject in its own chapter.
- Read the box on the form. If a license, ID card or public service application carries a voter registration section, signing that section counts in most states as a sworn declaration that you are a citizen. How a license application connects to voter registration in this state could not be verified from an official source, and we write neither that there is a link nor that there is none; read every section of the form put in front of you, and if you are not a citizen do not answer yes to the citizenship question.
- A warning specific to a small settlement: several official counters here operate in the same building and errands often get done in one visit. Do not sign a form handed to you to speed things along without reading it, and an official telling you it is not a problem is not a legal assurance.
- A voter registration form handed to you at an event or in a crowd is a real application. That the volunteer meant well does not change the outcome.
A jury summons: what we know and what we do not
- We say what we do not know: which public records the jury master list is built from could not be verified. In some states the license pool feeds the jury list and a lawfully present foreign national can be summoned; for this state we neither confirmed nor refuted it.
- If a summons arrives: do not ignore it and do not throw it away. Call the jury office of the court named on the letter as soon as you can, or respond online if the letter says to, and tell them you do not meet the qualifications.
- Use the number on your letter, not a general one. In this town the address stays inside one county, so the uncertainty of a city spread across two or three counties does not arise here; but the letter can come from a county court or from a federal court, and the procedures are not the same. Read which it is from the letter itself, not from the envelope.
- If you moved, the summons may have gone to your old address. An unanswered summons can cause trouble; updating your address is covered in the section above. At a rural address, settle how mail is delivered when you move in.
- A summons is not a mistake: the lists are built from public records and your name appearing does not mean anything has been started against you. It is not something to panic about, and it is not something to leave unanswered.
- We publish no jury qualification rules on this page, because the state's text on the subject could not be read this round. We say neither that you qualify nor that you do not; ask the court and ask for the answer in writing.
If you have become a citizen: you can now register. Confirm the requirements and the routes from the state election authority's own page and take the current form from there.
25 · New citizens
You became a citizen: how do you get a US passport in Heflin?
Short answer
A first U.S. passport is applied for in person on Form DS-11: you take the original of your citizenship document to an acceptance facility. And the answer in this section is the most striking item on this page, because it inverts the expectation: this small town has a passport acceptance facility. Better still, in a university town read this round the federal file lists none at all. So there is no rule that service exists in the larger settlement and not in the smaller one; on this item the small town wins. The facility is in the county circuit clerk's office and the federal file shows it open on weekdays all day, the opposite calendar to the license counter in this town that opens one day a week. There is also a search-method warning, and we put it up front: search the federal directory by ZIP code, not by city name.
Steps, documents and official links
An acceptance facility and an agency are two different things
This is the distinction readers confuse most. An acceptance facility can be a post office, a library, a court clerk's office or a university unit, and it takes and forwards a routine or expedited application. A passport agency is a separate network, for urgent international travel, by appointment only. We could not verify the nearest passport agency this round and we publish no agency name, city or distance; take the current list and the appointment rules from the federal agency's own site.
The facility in this town
| Question | Answer |
|---|---|
| Is there an acceptance facility in town | Yes. The federal acceptance facility file records the county circuit clerk's office: 120 Vickery Street, Room 202, Heflin, AL 36264, telephone 256-463-2651 |
| Hours | The federal file shows weekdays 08:00 to 16:30. But ask the institution itself before you go: in this series the federal file's hour codes have proved less accurate than an agency's own page, and the file carries no usable web address and no note for this record |
| The item that breaks the expectation | In a university town read this round the federal file lists no acceptance facility at all, while this town has one. And in another university town read in the same round the university runs its own acceptance unit. So there is no rule that a campus takes passport applications either; the answer changes from settlement to settlement |
| What else is in the same building | The single most useful sentence about this town: one address holds three separate counters. The circuit clerk takes passport applications, the probate office is a separate unit, and the state's driver license office is in the same building. But the three do not share a calendar, and only one of them handles foreign national transactions; detail in the SSN section and the driver license section |
Search by ZIP code, and the reason runs both ways
- First direction: in the federal acceptance facility file a facility's mailing city may not show where it actually is. A concrete example was measured in this state: a facility listed under one city's mailing name resolved, through a federal location service, to inside another municipality. So the envelope shows neither authority nor location.
- Second direction: places with the same name in other states come back in the search. This series measured facilities carrying the names of Alabama settlements that sit in another state entirely. Seeing a familiar name does not mean the facility is near you.
- The instruction that follows: search the federal directory by your ZIP code, not by your settlement's name. A ZIP code removes both errors at once. In a small settlement this is especially critical, because the error means missing the only facility near you.
- The federal file also carries incomplete fields. One record in this state has a telephone field with only six digits. We do not complete a partial number; take the number from the institution's own page.
When you go to apply
- A first passport is applied for in person. Form DS-11 is completed but not signed; you sign it in front of the official. The original of your citizenship document goes with you and is handed over during the process; it comes back with the passport.
- ID and photocopies: the original and a photocopy of your photo ID are required. Whether this counter provides photocopying and photographs could not be verified this round, so call and ask. Elsewhere in this series a university unit states it provides both on site; we are not carrying that answer over.
- We publish no fee figures here, because both the federal fee and the local execution fee change. Ask about the payment method too: one counter read in this state does not take cards for the federal fee and wants a check or a money order, while a local fee elsewhere can be paid in cash. Arriving with the wrong payment method costs a day in this town.
- For a child's application, both parents must attend or you must bring the consent document the agency requires. Where to obtain the child's birth certificate is in the birth certificate section.
- Turkish language help: research found no Turkish-language guidance at any acceptance facility read this round; one counter publishes in Spanish only. We do not say there is none, we say it was not found.
- If you will travel to Türkiye, settle in advance how you will report your U.S. citizenship to the Turkish civil registry and which passport you will enter on as a dual citizen; that runs through the consulate.
26 · Things to do
What is there to do in Heflin, and what does it cost?
Short answer
This town's offer is outdoors and, for its size, surprisingly wide: the town brands itself as a trail town and lists seven separate routes on its own page. One of them sits at the center of this section: 33 miles of paved, flat, traffic-free former railroad, which is to say a surface a child can cycle on. Three rules up front. First, we call something free only where the institution says so on its own page, and we publish no unverified fee. Second, and it has a concrete application here: two official sources point in different directions about which county a state park is in, and we take no side. Third, one agency publishes an explicit warning about the machine translation of its own site, and we print that warning as it stands. And one gap, stated honestly: research found no indoor option for children in this town, which in a state with two severe weather seasons is a real gap.
Steps, documents and official links
The trails: the town's own list
| Route | What the town says about it |
|---|---|
| The paved rail trail Chief Ladiga Trail | 33 miles of smooth asphalt across two counties, for walking, cycling, running and dog walking. At the state line it joins a similar trail in the neighboring state and, in the town's own words, the two together make a 95 mile route. This is the most useful item in this section for a family with children: flat, paved and closed to traffic |
| The spur into town Pinhoti Trail, Heflin Spur | A 3.5 mile spur that, in the town's own account, brings hikers directly into the town center. The starting points given are a trailhead at city hall and a forest road trailhead; for parking, restrooms and a rest point the town points to its own lake park |
| Birding route Appalachian Highlands Birding Trail | The town's own page counts five birding sites in this county, one of them the town's own lake park. The page also mentions habitat for an endangered woodpecker species |
| Scenic byway Appalachian Highlands Scenic Byway | An 80 mile drive through four counties, passing through the town's historic center and its historic courthouse built in 1906 |
| Mountain drive Talladega Scenic Drive | 29 miles, beginning near the town and climbing through the national forest to the high point of the region |
| Canoe trail Lloyd Owens Canoe Trail | On the river, described by the town as mostly flat water and 44 miles. The access point is at a private business in town; we name no business and we did not verify rental rates or terms |
| Wine trail | A regional route appears on the list with a stop in town. This is not a family or children's item and we do not mix it into the family list on this page |
- A source warning, and a serious one: the accounts above come from the town's own page. Some of the trails run through land managed by the federal forest agency, and that agency's site could not be reached at all this round. So no facility, hours, fee or camping information inside the national forest is published on this page; one agency describing another agency's facility is not a first-hand source. Confirm from the forest agency's own page before you set out.
- And a safety note: the outdoor offer here is wide, but severe weather breaks plans mid-day in this state. On the research date, institutions in three different settlements in the state were closed by weather. Detail in the severe weather section; read it before a long trail walk.
The town's own parks
- The lake park appears in the town's own list at 67 acres, adjacent to the management area of the national forest. The facilities the town lists: a 20-hole disc golf course, a walking and fitness trail, a fishing pier, a picnic pavilion, an outdoor education classroom, public restrooms and a boat ramp.
- Two prohibitions in the town's own words: gas-powered motors and swimming are not allowed in the lake. For a family with children that is worth knowing up front: this is not a swimming spot.
- Discs are rented from the town's recreation center. So although disc golf looks like a free activity, there may be a rental charge and we did not verify it; call the center and ask: 256-463-5434.
- The recreation center is at 1228 Coleman Street; the town's list names an indoor gymnasium, a basketball court, a walking track, meeting rooms and a senior center. We could not read the fee position and we do not call it free.
- The community arts center is at 279 Martin Luther King Jr. Drive, and for a newly arrived family this building may be more useful than a park: the town's list names ballet, scouting groups, adult education classes delivered through a community college, after-school programs, painting and craft programs. We did not verify fees or enrollment terms.
- The children's sports calendar is printed on the town's own page: the baseball fields run from April to July with registration opening in January; the football field runs from August to November with registration opening in May. A soccer camp and a seasonal children's event are held at the same address. We publish no registration fees, but we do publish the calendar, because a family that misses the registration window waits a season.
- The town also has an archery park and an events hall converted from a former armory building; we verified the terms of use for neither.
The fishing permit: small money, large principle
- The town sells a fishing permit for the lake park, and permits are bought at city hall and at the recreation center.
- The price turns on residence, and the test is county residence: $2.00 for residents of this county, $5.00 for everyone outside it.
- The money is small and the principle is not. This is concrete proof that in this state the resident and non-resident line is drawn by local authorities, facility by facility. Living in this state is not treated as enough by itself, and at a municipal facility you have to ask each time whose residents get the lower rate.
- And there is a gap here, which we do not fill by invention: the town does not publish what counts as proof of county residence. That is exactly the hole a newly arrived household falls into. Asking is one telephone call away: city hall, 256-463-2290.
- A second gap: research could not establish whether a state fishing license is also required alongside the town's permit. A city permit is not a state license; do not treat them as the same thing, and ask before you go.
The state park: fees are published, but two official sources disagree about its county
| Item | What the agency publishes |
|---|---|
| Day entry | $5.00 for ages 12 and over, $2.00 for ages 4 to 11, $2.00 for ages 62 and over. Gate attendants accept cash and card |
| Annual passes | From the park's own store: $105 individual, ages 12 and over, $155 family of up to six, $55 senior and disabled |
| One free entry route | The agency publishes a free entry tied to U.S. military service, on showing ID. That is not a usable door for a newly arrived family and we do not offer it as an option |
- Entry is per person, not per vehicle. A family of five pays five entries. Budget accordingly.
- An annual pass is valid only at the park where you bought it. This state has no single annual pass valid across its parks, and the price varies park by park.
- And now the contradiction, with no side taken: the park's own mailing address points to a different settlement, while the town's own page counts that same park among the birding sites in this county. Both are official sources, and this page does not say which county the park is in.
- That has a practical consequence for you: in this state some rates turn on county residence, as the fishing permit just above does. If you are tying a fee to which county a place is in, confirm the county from an address lookup, not from a mailing address and not from an institution's list.
Federal sites: in this state most are free every day
- Six of this state's seven federal park units charge no entrance fee at all, and the seventh charges at a single entry point only; that unit's own sentence limits the entrance pass requirement to that one place. So the sentence entry to that area costs $15 is wrong.
- The nearest federal unit to this area is in the neighboring county, and in the agency's own words no entrance pass is required. Take its address and hours from the agency's own page; we publish no distance or driving time.
- The federal fee-free days remaining in 2026: 27 October 2026 and 11 November 2026. The 2027 list has not been published yet, so we print no date for next year. The practical value is limited anyway: most federal units in this state are already free every day.
- The agency's own record: its fee-free days notice is written for U.S. citizens and residents, and it states that other fees, such as timed entry or reservation fees, may still apply.
- At the unit that does charge there is a payment trap: the fee machine takes no checks and no bills larger than $20, and the booth is staffed only in peak season. Do not arrive with a large bill.
The agency's own language warning, which we print as it stands
The state parks agency publishes a language assistance notice on its own site, directing a visitor who does not speak English to write, in their own language, what kind of help they need, to an e-mail address: [email protected]. The notice appears on the page in several languages, with that e-mail address given for other languages; research found no Turkish on that page. So for a Turkish-speaking reader the door is that e-mail address.
And we print the warning on the same page word for word, because the agency itself says it: the state's site translations are made through an automated process, are only an approximation, and in some cases may include incorrect or offensive language. So do not decide a fee, an opening time or a rule from the machine translation of a public site; the agency itself is telling you that. For anything that matters, use that e-mail address or telephone.
What this section does not say, and why
- Any facility, fee or hours inside the national forest. The agency's site could not be reached at all this round, and the town's account is not a first-hand source.
- The fees and hours of the natural history museum in the neighboring county. Its site responded but served no readable text; we publish no figure and no hours.
- The fee position of the town's recreation center, arts center and archery park. Not read; we do not call them free.
- Rental rates on the canoe trail, and any private business name.
- Any distance or driving time.
- Dated one-off events. One-off dates expire shortly after this page is published; take the calendar from the institution's own page.
- Any community association, cultural center or place of worship by name. None could be verified from its own site this round.
27 · Free and with kids
What is free in Heflin, and where can you take children?
Short answer
The most valuable item in this section comes from an unexpected direction, and it is part of this page's small-settlement thesis: the town has its own public library, and it is also the headquarters town of the regional library system that serves five counties. So the library position here is institutionally far heavier than the town's size would suggest, and it is one of the rare items where the answer is not go to Birmingham. Cards are free to county residents and no identification number appears anywhere in the published terms. But there is a gap and we do not invent our way around it: what counts as proof of county residence is not published. The second valuable item is outdoors and free: the 33 mile paved trail, and the town's own mural with the large chalkboard wall beside it. One gap we also state plainly: research found no children's museum and no indoor children's venue in this town, so the honest answer for a rainy day is the library.
Steps, documents and official links
The library: surprising institutional weight in a small town
| Question | The institution's answer |
|---|---|
| The town's own library | Lucile Morgan Public Library, 541 Ross Street, Heflin, AL 36264, telephone (256) 463-2259, weekdays 09:00 to 17:00. The institution's own page records that it was established on 11 November 1963 |
| Who gets a free card | In the institution's own words: library cards are issued free of charge to county residents. For a child under 16 a parent or guardian signs |
| Is a number required | No identification document and no number appears in the published terms. The only stated condition is county residence. That is an absence, not an express exemption |
| And here is the gap | What counts as proof of county residence is not published. A newly arrived household lands exactly here. We give no invented answer; we give you the question and the telephone number: (256) 463-2259 |
| Loan rules | Two weeks, renewable if nothing is on hold; the fine is five cents a day. A first checkout is limited to one item, after which patrons with no fines or overdue items may take up to five |
| Services | Eight public internet computers, interlibrary loan, large print books, photocopying at 10 cents a sheet, fax at $1.00 a sheet, and home access to the state's virtual library |
| The regional headquarters is here | Cheaha Regional Library, 935 Coleman Street, Heflin, AL 36264, telephone (256) 463-7125, weekdays 08:30 to 16:00. The system has seven member libraries and in 2026 is marking 50 years |
| Bookmobile | The regional system's bookmobile serves rural communities, homebound readers, day care centers, nursing homes and schools across five counties, and it has a published schedule for this county. If you live at a rural address this may be more useful to you than the library building |
- Why we put it on the first-week list: the card is free, the published terms ask for no number, and because the town is the headquarters of a regional system the collection you reach through the shared catalog is wider than the town's own shelves.
- Research found no Turkish-language service. We do not say there is none, we say it was not found; ask at your own branch.
- A park pass lent on a library card: research found no such program in this state. Two other states in this series had one; no counterpart was found here, and the state library agency's own site could not be reached at all. We do not say there is none; ask at your own branch.
Two services, two different residence tests, and neither publishes the proof
- The library card runs on county residence. The table above.
- Garbage is priced on city residence, so whether you are inside or outside the city limits changes the bill; detail in the utilities section.
- The fishing permit also runs on county residence, detail in the section above.
- And the shared gap is this: none of them publishes what counts as proof of residence. Three agencies, three rate structures, zero published document lists. We invent no answer on this page. Two calls cover it: the library on (256) 463-2259 and city hall on 256-463-2290. Ask it this way: which document do you accept, and is a lease or a utility bill enough.
A free plan for a household with children
- The paved trail: flat, traffic-free and long. For a child learning to cycle it is the most suitable surface this town offers, and the town's own page lists no fee for it.
- The mural and the chalkboard wall: the town's own account describes a mural beside its amphitheater and a large chalkboard wall for visitors to use. Outdoors, no fee listed, and a child can use it directly.
- The library: the card is free and the published terms ask for no number; there are eight public computers and home access to the state's virtual library. Build your rainy-day plan around it.
- The lake park: it has public restrooms, a picnic pavilion and an outdoor education classroom. But swimming is prohibited and disc golf requires renting discs; we did not verify the rental charge.
- Birding sites: the town's own page counts five in the county, one of them the town's own park. That is a free plan for a morning with binoculars, but some of the sites are inside the national forest and that agency's page could not be reached.
- And we state the gap plainly: research found no children's museum and no indoor children's venue in this town. In a state with two separate severe weather seasons that is a real gap; make the library your plan for a rainy or stormy day, and plan that day with the severe weather section open.
If you are going to a paid museum: the discount is really a status question
- Many paid museums and attractions in this state take part in a nationwide program for low-income visitors. But the door to that program runs through being enrolled in a food assistance program, and eligibility for that assistance turns on immigration status. So the question can I get this discount is really a status question, not a museum question.
- This page does not recommend that anyone enroll in a benefit program. We set out the immigration consequences of a benefit application in the public benefits section, and we ask you to read that section before this line.
- The program does not mean the same thing at every institution. Among the institutions read this round the same program means free entry in some places and a reduced amount in others, and the number of people covered also varies. Do not generalize; read the page of the institution you are going to.
- The procedure varies too: the discount is usually taken in person at the desk, the card and in most institutions a photo ID must be present, and the discount usually applies only to the cardholder or to a limited number of people.
What is not on this list, and why
- The fee position of the town's recreation center, arts center and archery park. Not read; we do not call them free.
- Any facility or campground inside the national forest. The agency's site could not be reached.
- The natural history museum in the neighboring county. Fees and hours could not be read.
- Disc rental charges and canoe rental terms. Not verified.
- Any distance or driving time.
- Any dated event. Some programs are free but require registration, and the dates expire.
- Anything taken from the machine translation of a public site. The state's own warning says those translations are only an approximation and may include incorrect or offensive language; the e-mail address the parks agency gives for help in other languages is in the section above.
28 · Consulate
Where do Turkish consular matters run from for Heflin?
Short answer
Alabama falls in the district of the Consulate General of the Republic of Türkiye in Houston, and that is not an assumption: the mission's own site lists its district as eight states and Alabama appears on both of the two pages that carry the list. In the same round the pages of the other five Turkish consulates general in the United States were checked and the word Alabama appears on none of them. There is no Turkish authority in this town and the journey leaves the state. Two things up front, because both mean a wasted trip: the mission publishes a single counter window for general consular business and it is mornings only, and visa applications are taken in a separate thirty-minute window. For a reader setting out from a small settlement there is a third: no flight and no train leaves this town and there is no fixed-route bus, so the journey starts somewhere other than your front door. Plan accordingly.

| Working hours | Weekdays 09:00 to 12:30. The mission publishes no afternoon counter hours for general consular work |
| Visa application hours | 14:00 to 14:30, a separate thirty-minute window. The mission's own instruction is to book an appointment before coming |
| Consul General | Çağrı Sakar. Diplomatic postings rotate, so check the current name before you go |
All three attaché offices are in the same building
In the previous round of this series the attaché offices sat in a different building from the Consulate General, and that page had to send readers to two addresses. The position here is different and we are not carrying that warning over: the offices for religious services, education and commerce all publish the Consulate General's address. But the appointments are separate, and because the general counter window is mornings only, work out in advance whether they fit into one day. The telephone numbers and e-mail addresses are in our Alabama guide.
Setting out from a small settlement: half the plan is transportation
- We publish no distance and no driving time for the Houston journey, because none came from a source this round. What can be said: Houston is west of this state, this town is on the state's eastern edge, and the journey leaves the state.
- The journey does not start at your door. There is no airport with scheduled service in this town, no passenger rail stop and no fixed-route bus; public transportation is a service you arrange by telephone. The options are in the transit section and the flight and rail picture is in the time and travel section.
- So fit more than one errand into one journey. Book appointments on the same day or on consecutive days, and confirm the documents for each one with the call center item by item.
- You do not have to convert the time: the Consulate General is in the same time zone, so the published appointment and telephone hours are your hours. The window is narrow, though.
What runs through the mission
The headings in the mission's own application menu show what actually runs from there: birth notification and civil registry business, marriage notification, passports, military service, notarial acts and powers of attorney, Turkish citizenship, estates, education and visas. Booking, checking and canceling appointments all run from the mission's own menu, which is split into consular procedures for Turkish citizens and visa pre-applications for foreign nationals.
We do not print a document list on this page. Each procedure has its own fee and its own list, and which procedure requires what could not be verified item by item this round. Traveling to another state with the wrong documents would be the most expensive advice this page could give you; confirm the list from the appointment menu and the call center.
And a notary trap you must read
In this state there is no such document as a marriage license; a marriage is created by delivering to a probate court a form signed before an Alabama notary public. And having that form notarized at a consulate is not accepted: the signature required is that of a notary commissioned by Alabama. So do not plan to travel to Houston and have the form signed there. The whole procedure, and the requirement that the form reach the court within thirty days of signature, are in the marriage section; read it before you book. There is one convenience in this town and it is worth saying: the probate counter is in town, so you do not have to travel to another settlement to have the form recorded.
Three things to try before you travel
- The e-government portal. Civil registry, address and some document matters can be handled remotely; check there first which procedures can be done without traveling.
- The call center. Open 24 hours a day, seven days a week, and the quickest way to learn which document is needed.
- Courier or mail. Some procedures run by post. Ask the call center which ones are accepted rather than mailing documents on your own initiative.
2026 closures
The mission's own contact page publishes a 2026 holiday list, and two of the dates that fall after this page goes live are immediately ahead: 12 October and 29 October. The list also carries 11 November, 26 November, 24 December and 25 December 2026, then 1 January and 18 January 2027. The list is published annually; check the current one before you book.
29 · Apostille
How do you make a document issued in Heflin usable in Türkiye?
Short answer
The office that does this work is in the state capital, and we set out its procedure, its fee and the answers to its own frequently asked questions in our Alabama guide. Seen from Heflin, these are the critical links in the chain. First, and the most expensive one: every document in a foreign language must be accompanied by a notarized English translation, and that is the likeliest reason a Turkish reader's packet comes back. Second: federal documents are not authenticated at state level, so a document such as a naturalization certificate does not go to the state capital at all. Third, and a genuine advantage for a reader in this town: on the route that requires a county authentication, the test is the county where the notary is commissioned, and here that county's probate counter is in town, in the same building as the circuit clerk and the state driver license office. Fourth, the sentence that sums the section up: easy at the counter is not the same as easy for an apostille.
Steps, documents and official links
A fork first, and we take no side on it
The office's own text splits the work in two: if the country where the document will be used is a party to the relevant international convention, an apostille is affixed; if it is not, a certification is affixed. The office also warns on the same page that being a member of the conference and being a party to the convention are not the same thing. We could not read the office's own country list this round to see which applies to Türkiye, and for that reason this page gives no answer to the apostille or certification question. The office publishes the country list on its own page; look at that list before you assemble the packet, because the signature chains for the two routes are different.
The first link: getting the document with the right signature
| Route | The signature the document must carry |
|---|---|
| Apostille route | The official signature and seal of a currently commissioned Alabama notary public, a probate judge, or the current Alabama State Registrar. Birth and death certificates have a special rule: any birth or death certificate requiring an apostille must bear the signature of the current Alabama State Registrar |
| Certification route | The signature and seal of a currently commissioned probate judge, a circuit clerk, or the current Alabama State Registrar. And there is one more step: every notarized document requiring a certification must also carry a county authentication of the notary's commission, issued by the probate judge of the county where the notary is commissioned |
- The test to watch, and readers get it wrong constantly: for the county authentication the test is not where the document was issued and not where you live, it is the county where the notary is commissioned. Which probate judge you go to is decided by your notary. Before signing, ask your notary which county they are commissioned in.
- And this is exactly where this town's advantage shows up: this county's probate counter is in town, and the same building holds the circuit clerk and the state driver license office. So the county authentication link may not require a trip anywhere. But the three do not share a calendar, and only one of them handles foreign national license transactions; the detail is in the vehicle and plates section and the driver license section. Confirm that all three are open on the day before you go.
- Vital records carry another convenience: in this state birth, death, marriage and divorce records are kept in a single statewide register, and a certified copy can be collected from any county health department. Detail in the birth certificate section.
- But we also print the asymmetry, because it is the most expensive misunderstanding in this section: a copy obtained easily over a counter may not be usable for an apostille. The document has to have been produced for that purpose and carry the right signature. Easy at the counter is not the same as easy for an apostille.
The office's own frequently asked questions, and what matters most to a Turkish reader
| Question | The office's answer |
|---|---|
| Fee | $5.00 per document. That is a fee figure, so it can change; confirm it before you mail anything |
| What the document must carry | An original signature and the embossed or ink stamped seal of a currently commissioned Alabama public official |
| Documents in a foreign language | Every document in a foreign language must be accompanied by a notarized English translation. This is the likeliest reason a Turkish reader's packet comes back, so do not mail the packet before the translation is done |
| School documents | They must be notarized first. The office states plainly that documents bearing a school official's signature and the school seal applied by the registrar are not acceptable. If the certification route applies, the document also needs a county authentication |
| Federal documents | No. Federal documents are not authenticated at state level; the office sends the reader to the federal authentications office. This is a common and costly mistake |
| Sending to a third party | Possible, where the sender encloses a pre-addressed, pre-paid carrier envelope. Without a paid return envelope the documents go back to the sender by mail |
How to start
- The office publishes its own submittal form: download it, complete it and send it with your document to the Secretary of State. The office's address is P.O. Box 5616, Montgomery, AL 36103-5616, telephone (334) 242-7200.
- It also publishes a handbook and a public official database for finding the right probate judge. You can look up the judge for the county where your notary is commissioned there.
- Which documents are authenticated: the office's own list names birth certificates, marriage certificates, statements of marital status, articles of incorporation and corporate bylaws, certificates of merger, powers of attorney, diplomas, school transcripts, deeds and law enforcement background checks.
- Mailing from a small settlement: this is a postal job, so it needs no journey. Use a trackable service and do not forget the paid return envelope; reproducing a document lost at a rural address means going back to the start of the chain.
30 · Time and travel
What is the time difference between Heflin and Türkiye, and how do you fly to Istanbul?
Short answer
Heflin is on Central time, and the good news is that the whole state shares that zone, so traveling north or south inside the state does not change your clock. Türkiye stays on one time all year and does not observe daylight saving; here it is observed, so the gap changes by an hour twice a year on its own: 8 hours in summer, 9 hours in winter. On the travel side this town's position is clear: there is no airport with scheduled service and no passenger rail stop here. Research found no airport with scheduled service in this county; within the state the nearest airport with scheduled service was identified as Birmingham-Shuttlesworth International Airport, and the nearest passenger rail stop is the Anniston stop in the neighboring county. But with a caveat: this town sits on the state's eastern edge and, by the city's own description, almost exactly between two large centers in two different states: the town's own page puts those two at 72 miles and 75 miles. So the airport that suits your address may be outside this state. We add no driving time and we do not present those two figures as our own measurement; enter your own address when you search for a ticket and compare what comes back.
Steps, documents and official links
How many hours, and when it changes
| Period | Difference from Türkiye | If it is 09:00 here, in Türkiye it is |
|---|---|---|
| During daylight saving | Türkiye is 8 hours ahead | 17:00 |
| During standard time | Türkiye is 9 hours ahead | 18:00 |
- Clocks go back on the first Sunday in November at 02:00. For 2026 that is 1 November 2026. So in the days this page goes live the gap is 8 hours, and after the first week of November it is 9. Türkiye does not shift, so you experience the change one-sidedly.
- Clocks go forward on the second Sunday in March at 02:00.
- The consulate is in the same zone. The Consulate General in Houston is on Central time, so its published appointment and telephone hours are directly your hours. The general counter window is mornings only, though; detail in the consulate section.
- One limit worth stating: the claim that the whole state is in one time zone could not be confirmed this round from a second first-hand source. If you are planning a trip into a neighboring state, confirm the time zone at the destination.
The practical window for calling Türkiye
- The trap runs the other way: if a bank, a hospital, a university or a government office in Türkiye works 09:00 to 17:00 on weekdays, the window you can call from here opens very early in the morning and closes before noon. When it is 17:00 in Türkiye in summer, it is 09:00 here.
- In this town that has a concrete side effect: some counters here work one day a week and for short hours, so a call to Türkiye and a counter appointment here can land on the same morning. Do not put both on the same day.
- Two channels solve it: the e-government portal and the 24-hour consular call center. Both remove the time difference.
- Tell the people who will call you from Türkiye: evening there is midday here. Plan appointments and family calls accordingly.
The airport: not in this town, and the nearest may be out of state
- Research found no airport with scheduled passenger service in this county. Within the state the nearest airport with scheduled service was identified as Birmingham-Shuttlesworth International Airport.
- But that is not a definitive nearest answer and we do not present it as one. This town sits on the state's eastern edge, and by the town's own description its distance to the large centers east and west of it is almost equal: one at 72 miles, the other at 75, and the two are in different states. Those two figures come from the town's own page, not from a measurement of ours, and we add no driving time to them. The airport comparison in the research covered only this state's airports, so an airport in a neighboring state may suit your address better. Enter your own address when you search and compare both directions.
- The two large airports in this state describe their own nonstop destinations as domestic; one lists 18 nonstop destinations and the other 22, and no international destination appears on either list.
- The conclusion, carefully worded: research found no nonstop scheduled flight from any airport in this state to Istanbul or to any international destination. Our basis is the airports' own nonstop destination lists. We do not write that there is none; look at connecting options and confirm the route on the carrier's own site.
- And a name trap: the word International in an airport's name in this state does not mean it has scheduled international passenger service. At some airports the word relates to cargo and intermodal operations. When you search for a ticket, read the flight list, not the airport's name.
Rail: the stop is in the next county
- One passenger rail route crosses this state, and the national passenger rail operator's own state fact sheet records three stops in the state.
- The nearest stop to this town is the Anniston stop in the neighboring county. The town has no station of its own. We publish no distance, because no institutional text gave one.
- Service is infrequent: the operator's own note records one round trip a day on that route. So even once you reach the stop you have no flexibility within the day, and a missed train means the next day.
- We also publish no ridership figure per station: the table in the operator's own document aligned differently under two extraction methods, so the numbers could not be trusted.
- The practical consequence: for a reader here without a car, leaving the state is a serious planning exercise. Local options are limited too; public transportation is not fixed-route and is arranged by telephone. Detail is in the transit section. Plan consular, biometrics and hearing journeys with that in mind.
Before you set out
- Baggage and ID: the document you use for international travel is a passport. Where the state's own cards are and are not accepted, on aircraft and in federal buildings, is in the driver license section, and remember that the counter in this town opens one day a week.
- Weather: factor severe weather into a travel day. This state has two separate severe weather seasons and the second begins in early November; detail in the severe weather section.
- The road: if your journey leaves the state, plan the day before rather than the day itself. There is usually no fallback here when something goes wrong.
