How do I get a driver license in Hoover, and which office do I go to?
Short answer
A driving credential is a state matter and Hoover has no rule of its own. But there are two more questions here, and both turn on your address. First: Hoover spans two counties and research found no license counter inside the city itself, so which office you go to depends on whether you live on the Jefferson side or the Shelby side. Second, and harder: not every counter processes foreign nationals, and on this city's Shelby side the name of an office does not tell you its type. Below are the measured answer and the two separate questions to ask on the phone. The documents, the authorized presence requirement and the test languages are the same statewide; those are in our Alabama guide.
Steps, documents and official links
Find your county first, then book
Almost every section on this page starts with the same question, and the license is no exception. Hoover's boundary is split between Jefferson County and Shelby County; on our calculation from the Census Bureau's own boundary data, the city's land area is divided roughly in half between them. The postal address on your envelope does not tell you your county. The first thing to do is run the address lookup and learn the name of your county.
| Which side you live on | The license office you use | Days and hours |
|---|---|---|
| Jefferson side | Trooper Post, 908 Bankhead Hwy W, Birmingham, AL 35201 | Monday to Friday, 7 a.m. to 4.30 p.m. |
| Shelby side | Shelby County Courthouse Annex, 1022 County Services Drive, Pelham, AL 35124 | Monday to Friday, 8 a.m. to 4.30 p.m. |
Three warnings. First, we publish no distance or drive-time figure; no agency text measures it and we do not estimate. Second, these hours were read from the agency's own office pages on October 10, 2026; the last hour for testing varies from office to office, so call before you go. Third and most important: this table tells you which county your address is in, not that the office there processes foreign nationals. On the Shelby side in particular those are not the same question; do not skip the next heading.
Four things to know on the state side
- Research found no second, status-independent driving card. The agency's own driver manual requires every first-time applicant to submit proof of authorized presence, and states that for non-working authorized foreign national applicants it presumes their status to be unauthorized until documents are presented. This door is not a procedural tip, it is a reason to talk to your lawyer. The detail is in the state guide.
- A new resident has thirty days. The statute's own text requires every new resident of Alabama to obtain an Alabama driver license within 30 days of establishing residence.
- The written test is given in eleven languages and Turkish is not among them. An oral test is available for applicants who cannot read the written one; ask about that option before your appointment.
- A Turkish license is not exchanged. Türkiye does not appear among the reciprocity agreements the agency names, so the license is obtained from scratch and the tests are required. The detail is in the state guide.
Processing foreign nationals: the measured answer
The state agency's own office layer was read for all 203 offices on October 12, 2026. The dataset carries fields showing whether an office processes foreign nationals, and the result is clear:
| Type of office | Foreign national transactions |
|---|---|
| Local, meaning a county counter | None of them do it. All 124 offices recorded as local give the same answer, and it holds for both first issuance and renewal. Zero exceptions |
| State office | Most do, but not all. Six state offices do not, including the one in the state capital. That is why we do not write that every state office does it |
The first consequence for you: going to a county counter achieves nothing on this item. The second: going to a state office is not enough on its own either, because six state offices do not handle it.
Issuance and renewal are two separate fields
The dataset keeps first issuance and renewal separately, and the two do not give the same answer at every office: there is an office that does not issue to a foreign national but does renew.
So do not ask one question on the phone. Ask two, and write the answers down separately:
- I am getting an Alabama license for the first time. Do you handle first issuance for a foreign national applicant at this office?
- I am renewing an Alabama license I already hold. Do you handle renewal for a foreign national applicant at this office?
A naming trap, and it is real on this city's Shelby side
The rule follows the type field in the agency's own dataset, not the name on the office. And in this county the name and the type come apart:
- The office in Pelham whose name carries the agency's own abbreviation is recorded in the dataset as local, which means it does not process foreign nationals.
- The offices along the Shelby 280 corridor named License Office, by contrast, are recorded as state, which means they do.
So a reader on the Shelby side who goes by the name gets it wrong in both directions: they see the agency's abbreviation, assume this will work here, go, and are turned away; or they see License Office, assume that is the county counter, and miss the office that would have handled their business.
This is the item that confirms the two-county thesis of this page most sharply: on the Jefferson side the name and the type agree; on the Shelby side they do not.
Our rule is plain: we give you no shortcut based on an office name. The correct order is this: confirm the office type in the agency's own office finder, then call and ask the two questions above separately, and record the answers along with the name of the person you spoke to.
Proof of address, and the order for week one
The item that trips people up in a license file is usually not a document but proof of address. Bills here come from more than one organization, so the order for your first week is: open power and gas in your own name first, then water; a bill in your name serves as a residency document at several doors on this page. In Hoover the water utility depends on your neighborhood, so read that section before you call.

How do I register a car in Hoover and where do I get the plate?
Short answer
The two sharpest county differences on this page are here. There is a county branch office inside Hoover, but it serves the residents of one county only: the city's own page states the office is for Jefferson County residents. So a Hoover resident on the Shelby side cannot use the county office inside their own city and has to go to their own county's office. The second difference is money: registration carries a yearly tax on the value of the vehicle, and one multiplier in that calculation is the county rate. We publish no figure, because the county rates could not be verified.
Steps, documents and official links
The office inside the city, and who may use it
The city's own page says this about the Jefferson County Satellite Office: Jefferson County residents can now use the satellite office in Hoover, and the services offered there are for all residents of Jefferson County. The transactions listed are motor vehicle registrations, title applications and registrations, boat registrations, county sales tax collections, state and county business licenses, and property tax collections.
| Which side you live on | Plate and registration counter | Phone |
|---|---|---|
| Jefferson side | Jefferson County Satellite Office, 1901 Hoover Court, Hoover, AL 35226 (inside the city) | 205-497-8976 |
| Jefferson side, county seat | County Courthouse, 716 Richard Arrington Jr. Blvd. N., Suite A-100, Birmingham, AL 35203 | 205-325-5171 |
| Shelby side | 104 Depot St., Columbiana, AL 35051 | 205-670-6836 |
And one more detail, because you will hear about it from neighboring cities: the state revenue department's directory of county plate offices separately names several cities with their own plate office under Jefferson County, and marks each one for the residents of that city only. Hoover is not on that list. So for a Hoover resident on the Jefferson side the counter is either the satellite office in the city or the office at the county seat.
A naming trap: the plate counter is not the license counter
We repeat this warning here for readers on the Shelby side in particular. The counter that handles plates and registration is the county's counter, and the Shelby side address is in the table above. A driving credential is a different agency's business and sits in a separate section.
Confusing the two is especially easy in this county, because the names do not help: the offices along the Shelby 280 corridor named License Office are recorded in the state agency's own office layer as state driver license offices; the office in Pelham whose name carries the agency's abbreviation is recorded in that same layer as local. So the words License Office do not tell you that an office is the plate counter, and the agency's abbreviation does not tell you that every transaction is handled there.
The correct order: for plates and registration go to your own county's counter (addresses above); for the driving credential apply the rule in the license section, which is to look at the type of the office rather than its name and confirm by phone.
The yearly value tax: the structure, with no number
In this state registering a car is not a single fee: a tax on the value of the vehicle is collected every year. The calculation has three multipliers: the market value of the vehicle, the class rate of the vehicle, and your county's millage rate. Two features of it surprise newcomers:
- It is collected before the plate is issued. Put it in your budget for the registration visit.
- It runs even if the vehicle is not driven. A car sitting in a garage does not stop the tax; what stops it is closing the registration properly.
We publish no figure, and we say plainly why: one multiplier is the county rate, Hoover has two counties, and this research could not verify the millage rates of either. Two neighbors can pay different amounts for the same car. Ask your own rate at the county counter. The sales tax difference between the two sides is in the tax section.
We also print a contradiction: the state department's general property tax page and its vehicle valuation page do not agree on one class rate. We take no side; both addresses are below and we tell you to confirm the rate at the counter.
The order of registration, and the deadlines
- Insurance first. The policy must be written for Alabama and must start before registration; the counter official checks it through the electronic verification system and asks for an insurance card if it cannot be confirmed. Minimum limits and rating rules are in the state guide.
- Then title and inspection. For a vehicle requiring a title, the title application comes first; on every transfer of ownership the license official or an authorized deputy physically inspects the vehicle. There is no such inspection at renewal.
- The counter last: the official collects the registration fees and the yearly value tax and issues the plate.
Deadlines: a new resident bringing a vehicle from another state has 30 days; someone buying a vehicle in Alabama has 20 days. Your plate renewal month depends on the first letter of your surname, and research found no equivalent in the agency's table for the letters specific to Turkish; confirm your renewal month at the counter, because many counties send no reminder and a missed month carries a late penalty.
Emissions: the agency says no, in its own words
This is one of the rare items in this series where we do not say we could not find it. The state revenue department's own question and answer page states that Alabama law does not provide for emissions testing of motor vehicles. So there is no emissions step in Hoover.
But we do not say the same about a periodic safety inspection: it does not appear in the agency's list of registration prerequisites, and we write that as we did not find it on the list, not as it does not exist.

03 · Severe weather
Severe weather risk in Hoover and how to plan for it
Short answer
There is no winter driving regime in this city; this section carries tornadoes and severe weather instead. Know three things now. First, there are two separate seasons and the second runs from early November to mid December. Second, the time to go to a shelter is the watch, not the warning; that is the agency's own rule. Third, and specific to this city: Hoover does not appear on the county emergency agency's community shelter list, and the other county's emergency agency could not be reached at all in this research. So your plan has to be built inside the building you live in.
Steps, documents and official links
A correction: the forecast office is the same on both sides
The two-county theme of this page came out the opposite way here, and we print the correction plainly. We measured it from the National Weather Service's own data service: both county parts of Hoover are served by the same regional office. So not knowing your county does not make you follow the wrong forecast office.
But the agency's own capitalized warning still holds: know where you live. Because the split shows up somewhere else:
- Warning texts come with a county name. A tornado warning is usually issued for part of one or two counties for less than an hour; the text may name your county rather than your city.
- Shelters and emergency management change with the county. The two halves of Hoover do not share an emergency management agency, and as you will see below, what we know about the two is not equal either.
Two seasons, and newcomers do not know the second one
The regional weather office's own severe weather awareness text says tornadoes can occur in any month of the year and at any hour of the day or night, but that there are two distinct seasons. The main one is spring, March through May. The second runs from early November to mid December. A family that arrives in September having heard that tornado season is in spring walks into November unprepared. Turn the alerts on the week you move in, not in March.
Watch and warning are not the same thing
| Term | What it means | What to do |
|---|---|---|
| Tornado watch | Conditions are favorable for a tornado to form | Watch the sky, turn on weather radio. This is the moment to travel to a community shelter. |
| Tornado warning | Radar has detected a tornado or a reliable report has come in | Go to your safe place immediately. In the agency's own words, traveling at this point is dangerous and is not recommended. |
Community shelters: Hoover is not on the list in this city
This is the most vital finding in the section, and we build the sentence carefully.
- Jefferson side: the county emergency management agency's 2025 community shelter document states in its own heading that the agency does not open community safe rooms, and the agency's page says community storm shelters are managed by the local jurisdiction, not the county agency. The list in that document names more than forty settlements, and Hoover is not among them.
- Shelby side: this county's emergency management agency and any shelter list could not be reached at all in this research. One address we tried redirected to an unrelated organization, so the identity of that page cannot be trusted. That is a gap and we write it as one.
The correct sentence is this: Hoover does not appear on the county's 2025 list, and no community storm shelter page was found on the city's own site. We do not say there is no shelter in Hoover; we say the research did not find one, and we tell you not to build a plan around a shelter we could not find.
One tool does work: the county agency on the Jefferson side publishes a shelter locator that searches by address or location and shows open and closed shelters by color. We took the link from the agency's own page; we were not able to test the tool itself. And the agency's own warning: monitor official alerts and local instructions before traveling to a shelter.
A naming trap: the same word for two different things
We put this warning on the Hoover page in particular. The city's own site has a page headed emergency shelters, but that page is not a storm shelter list: it is a resource directory for homelessness and emergency housing services. A reader who types shelter into the search box lands straight on it and ends up looking at the wrong thing. For a storm shelter the office to ask is the county emergency management agency, not the city.
What to do, depending on where you are
| Where you are | The agency instruction |
|---|---|
| At home | Go to a basement, or a small interior room without windows on the lowest level (a closet, a bathroom, an inner hallway). If you can, get under something sturdy like a heavy table. Use pillows or a thick blanket for protection. Stay away from corners and exterior walls. Opening windows does not reduce damage to the structure |
| In an apartment or a large building | Go to the designated shelter area, usually an interior room on the lowest level. Use the stairs, not the elevator. Stay away from large windows and skylights. Do not remain in large rooms with high unsupported roofs such as gyms, halls and warehouses |
| In a manufactured or mobile home | The instruction is to leave beforehand, not to shelter inside. The weather service: a mobile home or tent is not safe. A county emergency management agency: mobile homes are one of the most dangerous places to be during a storm and should be evacuated; residents of parks without a designated shelter should make plans to stay with friends, neighbors or family who live nearby. This is a renting decision and we wrote it into the renting section as well |
| In a vehicle | Being in a vehicle is not safe. Drive to the closest shelter. If you cannot reach one, either get down in the car and cover your head or leave the car and take shelter in a low lying area such as a ditch. Do not shelter under an overpass |
We publish no risk ratio. A numeric figure for how much higher the risk is in a manufactured home could not be verified from any agency's own page; the two agency texts above say the same thing without a number.
How the warning reaches your phone
| Channel | Does it need signup | Detail |
|---|---|---|
| Wireless emergency alerts | No. The agency's own sentence: no signup is required | Sent automatically to capable phones; no app or subscription needed. They reach you outside the area where you live too. This is the primary channel for tornadoes. The language of the message depends on the carrier and the device language setting; research found no Turkish example |
| A notification app | No | The county agency on the Jefferson side writes this about the app it recommends: no personal information is required to use the app, privacy is protected, nothing is shared with the agency, and the app automatically translates notifications into the language your phone is set to. The same agency says the app works outside its own county too. Whether it translates into Turkish is not stated by name in the agency's text |
| The state notification system | Yes, opt-in signup | It went live in August 2026 and alerts by cell and landline phone as well as through local broadcasters. Its announcement describes it for floods and other disasters; no agency sentence saying it carries tornado warnings was found, and its broadcast languages were not found either |
| Weather radio and outdoor sirens | No, a device is needed | The county agency's advice: because it works on radio waves, if you can receive the signal you will get the alerts. On sirens the same agency warns that the technology is old, subject to mechanical failure, and not a primary method of notification |
Flooding and road closures
Tornadoes are not the only risk. Flooding is a separate item and in this city it has addresses: the city's own page names the local flood hazard areas, and we put the property side of that into the renting section. The driving rule is one line: do not drive through a flooded road.
On road closures there is no single source. The state transportation department puts the same two lines at the top of every severe weather bulletin: for state roads use the department's own traffic app and site, and for county and city road closures check local news outlets, county commissions and municipal emergency management agencies. Its advice during a storm is also plain: limit travel to essential trips only and wait for conditions to improve.
Whether the city's own notification channel covers weather alerts was not verified in this research; the channel used to send the city a report or a request is described in the city services section.

04 · Towing
What do I do if my car is towed in Hoover?
Short answer
We publish no tariff figure, and we say why: the statute leaves municipalities free to set their own rules and this city's towing and storage tariff could not be verified in this research. What we can verify is the structure: whoever removes the vehicle acquires a statutory lien on it for a reasonable removal and storage fee, so the car cannot be collected until the fee is paid. And the statute names one circumstance directly: a vehicle left unattended because the driver has been arrested may be removed.
Steps, documents and official links
Find out who to ask first
In this city the answer depends on where it was towed from, and there are three possibilities:
- Inside the city limits the office is the city's own police department. One of the city's own pages gives 205-822-5300 as the number for reporting violations, with 911 for emergencies.
- Outside the city limits it is your county sheriff's office, and in Hoover that depends on your address.
- On private property the counterparty is the towing operator and the property owner.
If you are not sure whether the car was towed or stolen, call the law enforcement agency covering your address first; if there is no record, report it stolen.
The circumstances the statute names
The statute lists when an officer may have a vehicle removed to the nearest garage or other place of safety: when it has been left unattended in a public place for at least 48 hours; when it is unattended because the driver has been arrested, is impaired by an accident, or for any other reason requiring immediate removal; or when the vehicle is subject to an impoundment order for outstanding traffic or parking violations.
| Item | What the statute says |
|---|---|
| Lien | The person removing the vehicle has a lien on it for a reasonable fee for the removal and for the storage |
| Notice | The officer who ordered the removal must give written notice, with a description of the vehicle and its plate number, to the state law enforcement agency within five calendar days |
| Deemed abandoned | A vehicle unclaimed for not less than 30 calendar days after notice was sent may be treated as abandoned |
| Separate municipal power | The statute says this chapter is cumulative and does not limit powers a municipality holds under other provisions. So the city may set rules of its own |
What to do
- Call the storage lot and ask whether the car is there, during what hours it can be collected, and which documents they require. Lots usually ask for photo identification, which is a separate problem for someone whose documents are incomplete.
- Ask for an itemized invoice. The towing fee and the storage fee are separate items and the storage fee runs every day.
- Move the same day. Speed is the only thing in this section that saves money.
- Check the registration and insurance side. Getting the car back does not close a problem in registration.
The general statutory frame, including the term the statute uses for municipal classes, is in the state guide.
05 · Transit
Can you live without a car in Hoover, and how do you pay the fare?
Short answer
A regional authority serves the city with a single route, and that route stops at the city library and the large shopping center. The practical part is two sentences: one-way passes are sold only on the bus and drivers cannot make change, so you need exact change. For a full fare, no identification or number requirement was found on any authority page; discounted fares do require valid identification.
Steps, documents and official links
Which route, and where it goes
According to the regional transit authority's route list, the route serving Hoover is route 31, Highway 31 South. In the authority's own description the places it serves include City of Hoover, Hoover Library and Riverchase Galleria, along with Lorna Road; heading north it passes through a neighboring municipality to the downtown Birmingham transfer center, the university hospital and Five Points South.
The practical consequence: living without a car in Hoover depends on a single corridor. When you look at apartments, open the route map and check whether a stop is within walking distance; in this city the transport decision is made inside the housing decision.
Fares
| Product | Fare |
|---|---|
| Fixed route one way, adult | $1.50 |
| Ages 0 to 5 | Free |
| Student, grades 1 to 12, with valid identification | $1.00 |
| Riders with disabilities, age 62 and over, military identification or a health card | $0.75 |
| Two-hour pass | $2.00 |
| Day pass | Adult $3.50, student $2.00, reduced $2.00 |
| Two-week pass | Adult $26.50, student $15.00, reduced $12.50 |
| Certified curb-to-curb service | One way $2.00, book of ten $20.00, monthly $80.00; free on fixed routes |
These figures were read from the authority's own fare page on October 10, 2026; confirm the current fare on the authority's page before you ride.
Three rules about paying
- One-way passes are sold only on the bus and exact change is required. The authority's own sentence: bus operators cannot make change.
- Advance purchase goes through the authority's own sales channel; a ticket for the on-demand service is bought through an app or by phone.
- The customer center is open weekdays 6 a.m. to 6 p.m. and Saturday 7 a.m. to 3 p.m., and is closed on Sunday.
One access note: the authority's older domain returned an error in this research; the working address is maxtransit.org. Do not try the old address and conclude that the service does not exist.
Is a number or identification asked for
For a full fare, no requirement for identification, registration or a Social Security number was found on the authority pages we read; cash or a payment app is enough. Discounted fares depend on age, disability, student status, military identification or certain health cards, and valid identification must be shown. An identification requirement is also written for the certified curb-to-curb service. We do not write that no number is asked for; we write that the research found no number requirement.
The airport and the train
The nearest scheduled air service is at Birmingham-Shuttlesworth International Airport. The word international in the name is a trap: the airport's own published nonstop destination list consists of domestic points, and research found no nonstop scheduled flight to Istanbul. We do not say there is none; the correct sentence is that no international point appears on the published nonstop list, so getting to Istanbul involves at least one connection. We publish no distance or drive-time figure.
On intercity passenger rail the honest answer is this: the state has one permanent route with three stops inside Alabama, and research found no station of its own in Hoover. The route and the stops are in the state guide.
06 · Regions
Which county is Hoover in, and what does that change?
Short answer
The thesis of this page is one sentence: Hoover is a single city spread across two counties. Its boundary is divided between Jefferson County and Shelby County, and on our calculation from the Census Bureau's own boundary data the land area is split roughly in half. The consequences are daily ones: your tax rate, your property tax office, your plate counter, your probate court and the emergency management agency you turn to in a storm all depend on your address. The one thing to do on day one is look up your address.
Steps, documents and official links
Day one: look up your address
The most useful link in this guide is an address lookup. There are two tools and both belong to agencies:
- The Census Bureau's address lookup service. Enter an address and it returns the county, the municipality and the school district in a single query, with no registration and no key. It was tested first hand in this research.
- The state revenue department's own address lookup. Enter an address and it gives the state, county and city tax rates that apply to it, closing the county question from the money side. The link sits on the department's own tax rates page.
One warning: the counties' own mapping services did not open in this research (one behind bot protection), so we do not cite them as sources.
What changes with the county and what does not
| Item | Does the county change it |
|---|---|
| Sales and grocery tax rate | Yes. Two different totals in one city; the figures are in the tax section |
| The yearly value tax on a vehicle | Yes, because one multiplier is the county rate. The detail is in the vehicle section |
| Property tax office and the exemption application | Yes. The application goes to the county; the detail is in the property tax section |
| Vehicle registration and the plate counter | Yes, and the county office inside the city is open to the residents of one county only |
| License office | Yes. Two offices, two sets of hours; see the license section |
| County business license | Yes |
| Emergency management agency and the shelter list | Yes, and this is the most critical split on the page. See the severe weather section |
| Probate court and recording the marriage certificate | Yes, and the fees can differ too; see the marriage section |
| School district | No. The city has its own school system and it is the same whichever county the address is in; see the school section |
| City police, zoning, the city business license and the report channel | No. All of it sits with the city |
| Trash collection | No. One contractor under the city's own contract; see the water and trash section |
| Library card | No. A Hoover resident on either side can get a free card (below) |
| Weather forecast office | No. Both counties fall to the same regional office; the measurement is in the severe weather section |
| Water and sewer | Yes, but not by county. The boundaries do not follow the county line; we wrote it up in its own section |
That last row is the most easily misread item on the page: knowing your county is not enough to know which utility supplies your water. You have to know your neighborhood.
A third layer: the belt outside the city limits
In this state municipalities can exercise tax and licensing authority in a belt outside their own boundary. The state revenue department's own rate file carries a separate rate for Hoover in that belt, and it differs from the in-city rate. The practical consequence: someone living just outside the city may say I am not in the city and still be paying tax to it.
The statutory basis for that authority could not be read in this research, so we give no section number; the rate comes from the department's own file, the basis is unverified. The figures are in the tax section.
A postal address is not proof of jurisdiction
In the Nevada round this trap was called the postal address; the same thing applies here, and it was measured in a federal data file. A location whose postal address carries the name of the neighboring large city resolves, in the Census Bureau's address lookup, to a place inside the City of Hoover.
Two consequences for you. First, another city's name on your postal address does not put that address outside Hoover; this matters for utility, school, tax and licensing questions. Second, searching federal or commercial directories by city name can mislead you; where you can, search by ZIP code.
Reporting and requests to the city: one channel
The city's own system works from a desktop and a mobile app, and according to the city's own pages it handles trash and recycling, bulky waste, branch and leaf requests, new resident services, and sewer problem reports. You can also reach it by phone at 205-739-7311, weekdays 8 a.m. to 5 p.m. The city's own text says the representative resolves the issue together with the service provider and that the city measures service levels this way.
We also record a gap: the city's government page returned an empty body in this research, so the council structure, the meeting calendar and the mayor's name could not be verified. Take those from the city's own site; we do not publish a name or a calendar we have not verified.
The library card: free on both sides, and no number asked for
This is one of the few items where the two-county structure works in your favor. The library's own page says any resident of Hoover or Jefferson County, which means a Hoover resident on the Shelby side can get a free card too.
| Item | The library's own rule |
|---|---|
| Fee | Free for a city or county resident. For a resident outside the county, $50 a year, and the card can be used by the whole family |
| Identification | A government issued photo ID. The accepted ones named include a driver license, a state ID, a military ID and a passport |
| Proof of address | Mail in your name, a deed or lease, an insurance card, a check or a paystub |
| Social Security number | It does not appear in the library's published requirements |
| Children | A parent or guardian can take responsibility for a minor; anyone 18 or over must give their own information |
| Where it works | The card is valid at the county cooperative's forty-one libraries, and many items can be borrowed at once |
| Late fees | The city library charges no late fees, but items from other libraries in the county can accrue them. A lost or damaged item is billed at a replacement cost |
| Language | The internet use agreement has a Spanish version; research found no Turkish version |
One limit: the card you get is a Jefferson County library card valid in that county's cooperative. Shelby County runs its own library system, which was not examined in this research; if you want to use branches there, ask about their own terms.

07 · Utilities
Opening power and gas, deposits and the shutoff rule
Short answer
In this city electricity comes from an investor-owned, regulated company and gas from another. Both answer to the state public utilities regulator, and the one-line consequence is this: here you have a state-level complaint route. That is the opposite of cities whose power comes from a municipally owned utility. But there is a limit, and we write that too: the large provider's online application asks for a Social Security number, and no alternative route for someone without one was found on the company's own site.
Steps, documents and official links
Three organizations, three bills
In Hoover power, gas and water do not arrive on one bill. According to the city's own service page, power comes from one company and gas from another; water comes from separate utilities that change with the neighborhood, and trash from yet another contractor. So in your first week you deal with at least three separate organizations. We wrote up the water side in its own section.
The complaint door: open here
The state regulator names on its own consumer page exactly who it does not regulate: electric cooperatives, most water companies, municipal utilities, wireless services, cable television systems and a regional federal power producer. And it finishes the sentence this way: therefore it does not have power to resolve complaints concerning them.
Hoover sits on the fortunate side of that split. Because the power and gas providers are regulated private companies, a billing problem you cannot resolve can be taken to the regulator's consumer line and online complaint. The consumer line is 1-800-392-8050, weekdays 8 a.m. to 5 p.m.
Here is how to recognize the split on your own bill: find out what kind of provider you have. An investor-owned company means a state complaint route exists; a municipal utility or a cooperative means it does not, and your counterparty is the organization itself.
I have no number: can I open an account
We have to be honest here, and we state two things separately.
- The power company's own question and answer page lists the Social Security number of the primary account holder among the information required for the online application.
- No alternative route for someone without a number was found on the company's own site. Whether an in-person application, an individual taxpayer identification number or a passport is accepted could not be verified.
This does not mean the company will not open an account without a number. What we could not find is a published alternative route. The right move is to call, and to ask the right question: do not say I have no number, ask what do you accept as alternative identification, are a passport and an individual taxpayer identification number on your list, and does applying in person change the answer. Write the answer down and ask for it in writing if you can.
The gas company's account, identification and deposit rules were not examined at all in this research, so we write nothing about that side.
Deposit and the opening charge
| Item | From the company's own page |
|---|---|
| Account establishment charge | $40, added to the first bill |
| Is a deposit required | Determined by a credit check run through a credit bureau |
| Deposit amount | Where required, twice the average monthly bill for the home |
| Refund | Credited back to the account with interest after 12 consecutive on-time payments |
The regulator's general rules also grant rights such as a deposit ceiling, annual interest and a receipt; those bind regulated electric and gas utilities. The detail is in the state guide.
The shutoff rule: cold only
The regulator's rule says this: residential electric or natural gas service may not be disconnected for non-payment when the forecast for that calendar day at that address is 32 degrees Fahrenheit or below. The governing forecast is the National Weather Service forecast for that location.
Read the four limits together:
- The scope is electricity and natural gas only. Water, sewer and trash are outside this rule; see the separate section for them.
- No heat trigger was found. So we cannot show you a state protection against an air conditioning shutoff in summer. We do not say there is none; we say we did not find one.
- The source carries a very old effective date. Whether the rule has since been amended could not be verified in this research, so we name the rule but we do not claim it applies unchanged today.
- The rule binds regulated utilities only. Hoover's power and gas providers are regulated, but the water utilities are not, and we can show no such protection for them.
The same general rules carry one more right, and it is the one a newcomer needs most: every utility must give at least one employee in each of its offices the authority to extend the payment period and to arrange installments. So if you run into difficulty, call before the disconnect notice arrives.

08 · Water and trash
Who supplies water, sewer and trash in Hoover?
Short answer
The answer here is not an organization's name but a map. The city's own page names four separate water utilities, the sewer is split three ways, and none of those boundaries follows the county line. So knowing your county is not enough; you have to know your neighborhood. Trash is simpler: one contractor under the city's contract, two collections a week. And one structural warning: water, sewer and trash sit outside the state regulator's authority, so for these items we can point to no state-level complaint route.
Steps, documents and official links
Water: four utilities, and it changes by neighborhood
The city's own water page says most of the city is served by one utility, with three exceptions:
| Neighborhood | Water utility | Phone |
|---|---|---|
| Most of the city | Central Alabama Water | 205-244-4000 |
| Greystone, excluding Greystone Highlands | Shelby County Water System | 205-678-2818 |
| Lake Cyrus and Ross Bridge | Bessemer Water | 205-481-4333 |
| Quail Run and Valley Station | Pelham Water | 205-620-6420 |
Do not confuse this table with the county table. Greystone is on the Shelby side and its water comes from that county's system, but Quail Run and Valley Station are on the Shelby side too and take water from a different utility. In other words, the county line does not give you the water line. The question to ask when you look at a home is this: which utility supplies water to this address, and who handles the sewer.
A name change and a wrong domain
We give this its own heading, because it can send you straight to the wrong place.
- The city's page for businesses gives the first phone number above under the old name; its page for residents gives the same number under the new name. That is not a contradiction but a name change: the organization was restructured in 2025 and began doing business under its new name. The information about the name change comes from secondary sources, because the organization's own site did not open in this research, so we print both names. You will see the old name on old bills and in older articles.
- And a warning: a similarly named .org domain is not the organization's site but a parked domain. Do not use that address; the organization's correct domain is caw-al.gov.
And a gap: that utility's own site could not be reached at all in this research, so its account, identification and deposit rules are unverified. The account rules of the other three utilities were not examined either. For a reader without a number the only honest sentence here is: call the utility and name the document you hold when you ask what they accept.
Sewer: split three ways
The city's own text states that it owns, operates and maintains the sanitary sewer system in the residential and business areas of Inverness, Riverchase and Southlake. The same page draws a responsibility line: the property owner is responsible for the service line from the building to the main; if the blockage turns out to be in the main, the city steps in.
The city's business page also gives addresses for Jefferson County Environmental Services (205-325-5390) and Southwest Water (205-733-1672) for sewer. Which neighborhood belongs to which was not fully verified in this research, so we draw no map.
The city also keeps a septic information page, so part of the city may be on septic; the content of that page was not read and we claim nothing.
The city's own numbers: 205-444-7523 for sewer and 205-444-7529 for the engineering department. A problem report can also go through the city's own channel.
Trash: one contractor, two collections a week
| Item | From the city's own page |
|---|---|
| Who collects | A single contractor the city engages through a joint purchasing structure |
| How many days | Two collections a week. On the first day household waste and small bulky items go to the landfill. On the second day everything collected goes to a sorting facility where recyclable material is separated out |
| Recycling | No sorting or rinsing required. The city keeps no list of recyclable materials. But on the second collection, bags left outside the cart are not taken |
| Time | Routes can start at 6.30 a.m.; the cart must be at the curb by then |
| Cart placement | Lid arrows facing the street, no more than three feet back from the curb; a set distance from fixed objects such as a mailbox, fence, wall or parked car; not on the footpath, over a storm drain or under low wires |
| Weight | A single bag or container may not exceed fifty pounds |
| Bulky waste, branches, appliances | By request. Branch length is limited; an appliance with a coolant needs a removal tag from a certified technician; two or more bags need an appointment |
| Not collected | Large volumes of construction debris, batteries, large vehicle parts, creosote ties, needles, animal carcasses and hazardous waste beyond household quantities |
| Backdoor collection | Paid, and the contractor's own service; the city does not manage its billing and it has to be arranged with the contractor in advance |
| New resident | If the previous resident had service, nothing needs to be done. If no cart was left, request one through the city's channel |
| Holidays | There is no collection on certain holidays and the collections that follow shift by a day |
How the trash fee is billed (whether it is inside a city tax or a separate item) could not be verified in this research. Ask when you move in.
Where complaints go: no state door here
The state complaint line described in the power and gas section does not work for these items. The regulator writes on its own page that it does not regulate most water companies and has no power to resolve complaints concerning them; trash is not in scope either. Your counterparty is the water utility, the city, or the elected city council.
We publish no tariff figures: the rates and deposits of the four water utilities and of the sewer could not be verified in this research.

09 · Renting
Tenant rights in Hoover, and the questions to ask before you sign
Short answer
Know three things together. First, the state fair housing provision protects national origin, and for a Turkish reader that is the real handle; source of income and immigration status are not on that list. Second, the ban on renting to a person unlawfully present was permanently enjoined by a federal court, but the text is still printed in the code and a reader who searches will find it. Third, and specific to this city: in Hoover the list of questions to ask before signing is longer than elsewhere, because the county, the water utility, the shelter area and the flood zone all change with the address.
Steps, documents and official links
The rental ban: read the three layers together
- The text is printed in the code. The state's own legislative server publishes the section with no warning note of any kind.
- A federal court permanently enjoined it. The order is Hispanic Interest Coalition of Alabama v. Bentley, Northern District of Alabama, Doc. 180, entered November 25, 2013.
- The law did not stop moving in 2013. Other parts of the same act were amended twice in 2025, and widely used legal websites carry a December 30, 2024 snapshot of this chapter and miss both amendments.
Know this if your landlord shows you the text, and talk to a lawyer about your own situation. The detail is in the state guide.
Protected classes
| Criterion | In the state provision |
|---|---|
| Race, color, religion, sex, familial status | Listed |
| National origin | Listed. This is the real basis for a Turkish reader |
| Source of income | Not listed |
| Immigration status | Not listed, and research found no state provision barring a landlord from asking about it |
| Disability | Not named in this provision. Disability protection in housing comes from the federal fair housing statute; the two are separate laws and should not be merged |
What it means in practice: if you believe you were refused an apartment because of your accent, your name or the country you came from, this is the provision you rely on.
An open end, and a gap on the city side: whether the state bars cities from adopting stricter tenant ordinances could not be determined in this research, and whether Hoover has a rental ordinance of its own could not be verified either. The city's site map carries a page on short term rentals, but its content was not read. We do not say there is none; ask the city.
The retaliation ban: real but limited to three circumstances
The statute bars a landlord from retaliating by discriminatorily increasing rent, decreasing services or bringing or threatening a possession action, but only for these three reasons:
- The tenant has complained to a public agency charged with enforcement of a building or housing code violation materially affecting health and safety,
- The tenant has complained to the landlord of a violation under a specific section of the statute,
- The tenant has joined or organized a tenant union or similar organization.
These three are written out one by one and not generalized into tenants are protected.
Deposit and eviction: two numbers
- The ceiling is one month's periodic rent, with three exceptions: pets, changes to the premises, and increased liability risks.
- Sixty days to return it or give an itemized written accounting; if the landlord misses that, they owe twice the deposit. But to claim it you must have left a written forwarding address when you moved out.
- If rent is not paid, a written termination notice is given and the lease ends no earlier than seven business days after it is received; paying within those seven business days stops the termination.
- One circumstance cannot be cured: a deliberate misrepresentation of a material fact in the lease or in the rental application. Do not sign a form you do not understand.
Some of these figures were read from a December 30, 2024 secondary source; the detail and the source warning are in the state guide.
Five questions to ask before you sign in Hoover
- Which county is this address in? Everything from your tax rate to your shelter list depends on it; run the address lookup yourself rather than relying on the landlord's answer.
- Which utility supplies the water, and who handles the sewer? This city has four separate water utilities and the boundaries are drawn by neighborhood.
- Does this building have a designated shelter area, and where is it? Whether an Alabama landlord has any duty to provide or point out such an area could not be verified in this research, so you have to ask. The detail is in the severe weather section.
- Is this address in a flood hazard area? Below.
- Which identification does the power company accept? Call the provider before you sign; if you cannot open the account, your move-in date can slip.
Flood hazard areas: the city names them
This is the most concrete tool you have when you look at a home in Hoover. The city's own page names the local flood hazard areas: two watercourses in particular, one around Green Valley Country Club and the other in the Riverchase, Chace Lake and Trace Crossings neighborhoods. The city's text says that in two of those neighborhoods, historically only vacant land has flooded; in the LochRidge and LochHaven areas around Rocky Ridge Road there has been known flooding, but the last reported occurrence was more than fifteen years ago.
And the city offers a service: its building inspections department can help you determine whether your property lies within a special flood hazard area. That is the concrete question to ask when you look at a home.
We also record a limit: a property inside a special flood hazard area triggers a flood insurance requirement on a federally backed home loan; the city's full wording on that point could not be read in this research, so we do not write out the detail of the requirement. If you are taking a loan, ask your bank and the city separately.
If you are considering a mobile home
This is a safety item and a material part of the renting decision. The National Weather Service writes that a mobile home or tent is not safe; a county emergency management agency is blunter: mobile homes are one of the most dangerous places to be during a storm and should be evacuated, and residents of parks without a designated shelter should make plans to stay with friends, neighbors or family who live nearby.
So the official safety instruction for that home is to leave it before the storm arrives. We publish no risk ratio, because no numeric figure could be verified from any agency's own page. Factor this in when you are hunting for cheap rent, and ask whether the park has a shelter of its own.

10 · Property tax
Buying a home in Hoover, property tax and the homestead exemption
Short answer
We start with a factor of two: an owner-occupied single-family home sits in one class, and a home that is rented out sits in another with twice the assessment. The exemption application goes to the county, not the state, and Hoover has two counties, so your neighbor's office may not be yours. The state rule never mentions an identification number, but the answer lies with the county and no county's document list could be read in this research. And one trap: the increase cap resets when the property changes hands.
Steps, documents and official links
Find your county first, then apply
The state revenue department's own instruction is one line: visit your local county office to apply. There is no state-level application. In Hoover that means two separate doors:
| Which side you live on | Application and property records |
|---|---|
| Jefferson side | Jefferson County's own revenue and assessment office |
| Shelby side | Shelby County's own revenue and assessment office |
The quickest way to find the right office is again the address lookup. An application filed with the wrong county is not processed, and the window is narrow.
The calendar: three dates
| Date | What happens |
|---|---|
| October 1 | The tax year begins. For the exemption the property must be your primary residence on that day |
| October 1 to December 31 | An application filed in this window applies the exemption that year; filed at any other time of the year it applies the following year |
| December 31 | Unpaid tax is delinquent after this date |
This is the critical sentence for a newcomer's first year: someone who moves in mid year may not get the exemption that year.
The factor of two between living in it and renting it out
An owner-occupied single-family home sits in one class and is assessed at 10 percent of market value; vacant land or a property not occupied exclusively by its owner sits in another class and is assessed at 20 percent. For the same house, twice the assessment.
The penalty for a false claim is heavy: the administrative rule says a person who knowingly and willfully gives false information in order to claim a homestead exemption, or to help someone else claim one, is liable for twice the tax that should have been paid for up to ten years back, with 15 percent annual interest. If you rent your home out, tell the county.
The increase cap resets when the property changes hands
A recent act and administrative rule cap the annual increase in the taxable assessment of properties in certain classes at 7 percent; the base year is October 1, 2024 and the rule applies to collections beginning October 1, 2025.
And here is a real trap for a buyer: the cap resets when the property changes hands and the property is reassessed at full value. So you do not inherit the seller's protected figure. Build your budget on the new assessment, not on the seller's last tax bill. The rule is new enough that nobody may warn you.
I have no number: can I get the exemption
- The administrative rule for the exemption was read end to end and nowhere mentions an identification number. The documents it names are proof of income for the age and disability categories and a physician's affidavit for disability.
- The state department's exemption page carries no number either; it only says visit your local county office.
- But the county takes the application, and no county's published document list could be read in this research. In Hoover that makes it a question to ask separately for two counties.
The correct sentence is this: the state rule asks for ownership, occupancy on October 1 and, for some categories, income or medical proof; it never mentions an identification number. But the county grants the exemption and we could not read what those counties ask for in practice. If you will apply with an individual taxpayer identification number, assume nothing; call your own county's revenue office before September ends. Whether the filing deadline differs at county level was not verified either.
Three extra checks when you buy in Hoover
- Which county is the address in? Your property tax rate, your office and your exemption application all follow it; look it up.
- Is the address in a special flood hazard area? The city's building inspections department checks by address; the hazard areas are named in the renting section.
- Which utility supplies water and sewer? There are four utilities and the property's connection is not written on the deed.
The tax rates themselves and the difference between the two sides are in the tax section.
11 · School
How do I enroll my child in school in Hoover?
Short answer
This is the one exception to the two-county theme on this page: the school does not change. The city has its own school system, separate from the two county systems around it, and your child enrolls in the same district whichever county your address is in. We verified that first hand from federal boundary data. But there is a gap and we state it plainly: the district's own site could not be reached by any route in this research. So the enrollment documents, the proof of address rule, the number question and the translation languages are unverified for this city, and we do not carry another district's answers over to it.
Steps, documents and official links
The school is not affected by the two counties
In every section of this guide so far, the answer changed with the county. Here it does not. The city's own school system appears in federal boundary data as a separate district covering the whole city. Every Hoover address we tested fell into the same district, whatever its county.
The practical consequence: when you look at a home, you do not have to choose between the two counties out of school concerns. But you do have to check one thing: is the address inside the city limits. A house a step outside them can fall into a county school system, and that is a separate district. The address lookup gives you the school district along with the county; run it before you rent or buy.
What we could not verify, and why
The district's own site was tried on four separate domains and no connection was made on any of them. That is not a missing page, it is a server that never answered. The result: we cannot give you the answer to any of the questions below for this city, and we do not copy over the answers we found in other Alabama cities:
- Which documents enrollment requires.
- What counts as proof of address, and whether it must be in the name of the enrolling adult.
- Whether a Social Security number is requested, and if so whether the request is stated to be voluntary.
- Whether families staying with relatives need a shared residence affidavit or a home visit.
- Which languages the district actually translates into.
For none of these do we say it exists, and for none of them do we say it does not. The right move is to call the district and ask for the answer in writing. The city's own site keeps pages linking to the district; take the contact details from there.
The four steps that apply statewide
Even though we could not read the district's own text, we can write the legal frame that applies statewide, and because a reader who searches online will find the statute and may be frightened by it, we keep the order intact:
- The text is printed in the code. A section requiring schools to determine a student's immigration status at enrollment is published on the state's own legislative server in full and with no warning note of any kind.
- A federal court permanently enjoined it. The order is Hispanic Interest Coalition of Alabama v. Bentley, Northern District of Alabama, Doc. 180, entered November 25, 2013.
- The statute's own general rule already exempts school. A separate section of the same act lists the services for which verification of lawful presence is not required, and the first item on that list is elementary and secondary education. The full list and the clause beside it are in the clinics section.
- The constitutional backstop exists separately and applies to access to public elementary and secondary education in this state too.
One more warning: that order names the superintendents of certain school systems as defendants. But the force of the ruling comes from the appeals court holding the provision unconstitutional, which governs the state generally. A list of defendants is about who was sued, not about where the ruling applies. The detail is in the state guide.
Questions to ask when you call the district
When you pick up the phone, ask these one by one, and write the answers down:
- Which documents does enrollment require, and can I have the list in writing?
- What do you accept as proof of address, and must the document be in my name?
- I am staying at a relative's home; is there a separate affidavit or a home visit for that?
- Do you ask for a Social Security number, and if so is that request a condition of enrollment?
- Can I request a Turkish interpreter at enrollment, and who do I send the request to?
For the immunization record the office is not the school but the health side: the certificate comes from the county health department, a family doctor or certain clinics. And this item is good news: the statute's list of services needing no verification names immunizations expressly.
Language: there is a right to request
Turkish does not appear on the translation list of any Alabama school district we could read, and we could not read this district's list at all. So the correct sentence is not there is service in Turkish but: there is a right to request, and this is its door.
Make the request in writing, and note who you gave it to and when. And remember one detail from the health section: the state health agency publishes its language assistance notice in Turkish. No such text was found on the school side, but that does not mean you cannot ask an agency for Turkish support.

I have no insurance. Where does Hoover tell me to go?
Short answer
Three structural facts apply statewide and do not change here. First, this state did not take the federal option left open for children and pregnant people. Second, coverage was not expanded, and the agency's own income table has no category at all for an adult under 65 with no children and no disability; the coverage gap is real. Third, what remains is emergency coverage, and the state's own regulation removes the number requirement there. The part specific to this city is this: many doors run through a county health department, and Hoover has two counties.
Steps, documents and official links
The coverage gap: who is left with what
The income table published by the state's health coverage agency gives a clear result: there is no adult expansion group on the list at all. Every category depends on being a child, being pregnant, being a parent or caretaker relative, age, blindness, disability or institutional care. The ceiling for a parent or caretaker relative sits far below the federal poverty line.
| Who you are | What you actually get |
|---|---|
| A child under 19 whose family income is above the coverage threshold | The children's health program, with premiums and copays |
| Pregnant, income within the program ceiling and no comprehensive insurance | The pregnancy program, with no premium and low copays |
| A parent or caretaker relative above the ceiling but below the poverty line | Nothing. This is the gap |
| An adult under 65 with no children and no disability | No category at all; a full-price marketplace policy or a sliding-fee center |
| Everyone, in a medical emergency | Emergency coverage and the federal duty of a hospital emergency department |
Do not merge the age limits: 21 on the coverage side, 19 in the children's program. Two programs, two ages.
An option not taken, and a date to watch
Federal law limited federal funding for full coverage and children's health assistance to four status groups from October 1, 2026; refugees, asylees, people with temporary protected status and visa holders are not on that list. One of the exceptions the federal agency names is an option a state may elect, and Alabama has not elected it: the federal agency's published state list does not include Alabama.
And a date: for states that have not elected the option and run a separate children's health program, the federal agency set a filing deadline of November 30, 2026. Alabama is in that bucket. Research found no state announcement either way; we do not say it has filed or will not file. Follow the agency.
The contradiction between the state's own regulation and federal law, and the removal of the number requirement in emergency coverage, are written out in the state guide; we take no side.
Doors in this city: two county health departments
The part specific to Hoover is this: items such as immunizations, the nutrition program for women and children, and vital records run through county health departments, and this city has two counties. To know which department is yours, find out the county of your address.
There is one reassuring exception: vital records do not require that choice; you can obtain the certificate at any county health department in the state. The detail is in the vital records section.
We publish no clinic or center address, and we take no address from a federal health center data service; the right search tool is in the clinics section.
Turkish: the agency's own text
The strongest item we hold on the Turkish side of this guide is here: the state health agency publishes its free language assistance notice in Turkish on its own site and gives a phone number. The agency describes the service as the use of an interpreter or other communication services and names options including a qualified interpreter, a language line, a sign language interpreter, large print and video remote interpreting.
That same agency runs the vital records and the two children's health programs, which means it sits behind several of the doors on this page. Use the right and say what you need plainly on the phone.

Where can I go around Hoover without insurance?
Short answer
First let us close a misunderstanding: community health centers are not free. The charge is set on a sliding scale by household income and family size, but there is still a charge. Second, which center serves this city could not be verified in this research, so we publish no center name and no address and we give you the right search tool instead. Third and most important: the statute itself gives an express list of services for which lawful presence need not be verified.
Steps, documents and official links
Sliding-fee centers: not free
We say this first every time: a sliding-fee clinic is not a free clinic. The discount depends on household income and family size and you still pay something. When you book, ask what you will pay before you go and have your income documents ready.
The statewide membership body for these centers publishes a center finder on its own site, and by its own account the network reaches the great majority of Alabama counties.
We state three limits plainly. First, which member center serves this city or its two counties could not be verified; so we name none and send you to the finder. Second, we publish no center's address from a federal health center data service; take the address from the center's own site. Third, none of the center pages we read says anything about immigration status, so we do not add a sentence saying status does not matter.
The emergency room
The federal emergency care duty applies here too: a hospital emergency department must screen and stabilize regardless of ability to pay or immigration status. The payment route behind it is emergency coverage, and the state's own regulation expressly removes the number requirement there.
Whether either of Hoover's counties runs a local indigent health program was not researched this round. That is an out of scope note, not a statement that none exists; you can ask your own county health department.
The statute's own list: services needing no verification
Alabama law sets a general verification rule for state and local public benefits, but one clause carves out a list. In the statute's own words, verification of lawful presence is not required for any of the following:
- Elementary and secondary education and certain benefits named in federal law,
- Health care items and services necessary for the treatment of an emergency medical condition, not related to an organ transplant procedure,
- Short-term, non-cash, in-kind emergency disaster relief,
- Immunizations against immunizable diseases, the special supplemental nutrition program for women, infants and children, and testing and treatment of symptoms of communicable diseases,
- Programs such as soup kitchens, crisis counseling and intervention, and short-term shelter specified in federal law, under set conditions,
- Prenatal care,
- Child and adult protective services and domestic violence services.
Note what the list says and what it does not. It says verification is not required; it does not say free and it does not say everyone qualifies. Each program's own eligibility rules keep running. Do not confuse this item with the sliding-fee message above; the two point in opposite directions.
Two doors on that list run through a county health department in this city: immunizations and the nutrition program for women and children. Which department depends on the county of your address.
The interim declaration, and the clause beside it
Two clauses of the same section have to be read together, and we publish them together:
- A right: verification runs through a federal system, and the statute says that if verification of an alien's lawful presence is delayed or inconclusive, the person becomes eligible for state or local public benefits in the interim by signing a declaration that they are lawfully present.
- And the clause beside it: another clause of the same section treats a false, fictitious or fraudulent statement in that declaration as perjury in the second degree, and counts each benefit received on that statement as a separate violation.
These two are published in the same breath or not at all. Writing only the first would be pushing you toward a signature; writing only the second would be hiding a right. If you are asked to sign such a declaration, talk to a lawyer before you sign.
One more clause is useful to you: no state or local official may make the final determination of whether an alien is lawfully present; the status is verified by the federal government. Know that clause if you meet an official improvising.

How do you get married in Hoover, and which court do you go to?
Short answer
This state's most surprising item: there is no such document as a marriage license. Since 2019 the courts have not issued one. The flow is now this: the couple fills in the marriage certificate form published by the state health agency, signs it before an Alabama notary, and delivers it to the probate court of any county. For a Hoover reader that carries an advantage: you can choose between the city's two counties, and the fees can differ. But we publish only the fee we verified.
Steps, documents and official links
The flow, in four steps
- Get the form. The state health agency publishes it on its own server; there are separate versions for adults and for 16 and 17 year olds. County probate courts may also publish a link or keep printed copies at their offices.
- Sign it before a notary. The name of each spouse must be notarized, and the notarization must happen before filing with the court.
- File it with the probate court of any county. The agency's own answer: you may record the form at any Alabama county probate court.
- The court records it and the marriage is valid at that moment. A ceremony is not required.
What a Hoover reader gets to choose
Because the form can be recorded in any county and each county sets its own recording fee, this is the one item on this page you can shop for.
| County | Recording fee | Payment and notes |
|---|---|---|
| Shelby | $86 | Cash, check or card; paying by card adds a 3.5 percent processing fee. This office gives you a certified copy when the certificate is recorded, and its own text says that copy can be used for name change business. It offers the gazebo beside the courthouse free of charge for an optional ceremony |
| Jefferson | No published fee was found | The only schedule found in this research is a 2012 judicial filing fee sheet with no marriage line. We publish no figure. This county also has two separate probate divisions, and which one serves a given Hoover address could not be verified; call before you go |
Three warnings. First, the figure above was read on October 10, 2026 and the source carries no date. The agency's own instruction is to call the court first. Second, the practice of giving a certified copy differs from county to county; the agency's own sentence says some probate courts provide one but that the practice differs by county. Third, a Hoover resident is not confined to these two: the form may be recorded in any county in the state.
The notary: the strictest rule and the biggest gap in this section
| Question | Answer |
|---|---|
| Who can notarize it? | It has to be an Alabama notary. On an attorney general opinion the agency relays, a form notarized by a notary without authority under Alabama law is not accepted for recording. And the same answer adds: a form notarized by a notarizing official within the U.S. Department of State is not accepted either |
| Does the court notarize it? | No. Several county probate courts write on their own pages that they do not provide notary services and that their staff are not permitted to notarize signatures on the marriage form |
| Electronic signature? | Not accepted. Such a form is not recorded or filed |
| Are witnesses required? | Research found no separate witness requirement. What every source requires is notarization; the notary performs the witnessing function |
| Where do I find a notary? | The agency's own answer names banks, public libraries, shipping stores, some automobile clubs and some pharmacies; your own bank may provide it free. Notaries who travel to you may charge an additional travel fee, and the law sets no limit on that |
For a Turkish reader the first line is the critical one: the notary has to be an Alabama notary and a U.S. Department of State notarizing official is not accepted. So you cannot have the form notarized at a U.S. consulate abroad and mail it in.
And the biggest gap in this section: Alabama moved the identity check from the courthouse counter to the notary's desk, and research found no published rule on which identity documents a notary must accept for this form. Do not assume: call the notary before you set out and name the document you hold, do you notarize with a Turkish passport.
The thirty-day rule: what makes a marriage invalid
- Your marriage becomes valid when the properly completed, signed and notarized form is recorded by a county probate court.
- The form must reach the court within 30 days of the later of the two signature dates.
- If the thirty days are missed the marriage is invalid, and a new form has to be completed and delivered within another 30 days.
- Mail is accepted but the postmark is not enough. One county's own sentence is plain: the postmarked date is not the date the certificate is filed. E-mail is not accepted.
If you mail it, use a trackable method and do not leave it to the last day.
I have no number: the clearest published answer in the series
The agency's question and answer page states plainly what someone living in another country should write: in the county of residence field, the state, province or region of that country; in the state of residence field, the name of the country. And on the number: if a person has never been issued a Social Security number by the Social Security Administration, the Social Security number field should be left blank.
Note what that answer says and what it does not. It is the agency itself saying the field is left blank; that is not an inference. But the answer says nothing about immigration status and we do not add that sentence. No Alabama source says a marriage certificate is refused to someone without a number, and none says it is granted either.
A naming trap
County page titles and addresses still carry the old word: one county's page is headed marriage license, while its content states the license no longer exists. A reader landing there from a search engine should not take the title at face value.
A similar trap sits in the statute: the public records transaction section of the 2011 act still names applying for a marriage license among its exceptions, because the section predates the 2019 repeal. We do not quote that exception without saying the document it names no longer exists.

Where do I get a birth, death or marriage certificate?
Short answer
This section is the second exception to the two-county question: here you do not have to choose a county. There is a single statewide registry and you can obtain the certificate at any county health department in the state; in the agency's own words, most birth certificates are issued while you wait. There is good news for a reader without a number too: the identification list names a U.S. or foreign passport as a primary document, no list mentions a Social Security number, and the card itself is expressly not accepted.
Steps, documents and official links
One registry, a counter in every county
The records are held by the state health agency's center for health statistics. The agency's own sentence: to obtain a certified copy of an Alabama birth certificate you may go to any county health department in the state, and most birth certificates can be issued while you wait.
For a Hoover reader the meaning is clear: unlike every other section on this page, here you do not have to know which county you are in. Go to whichever of the two departments is nearer, or to another county entirely.
Ways to apply: in person at a county health department; by mail with the agency's application form (the form is also published in Spanish, and no Turkish version was found); or through an online service provider. The online route costs more than the counter and the agency says so itself.
Who may request: an asymmetry, in one paragraph
| Certificate | Restriction |
|---|---|
| Marriage certificate | Unrestricted. The agency's own sentence: marriage certificates are unrestricted, and anyone who can supply enough information to find the record and pays the fee may request one |
| Birth certificate | Restricted. Those who may request it: the person named on it, a parent or legal guardian, a spouse, a child, a sibling, and the legal representative of an entitled person |
| Death certificate | Restricted |
Read those two rows in the same paragraph or you will get it wrong: someone with no acceptable photo identification can obtain a copy of a marriage certificate in Alabama, because that record is unrestricted. The same person cannot obtain a recent birth certificate without presenting identification.
Good news for a newly arrived parent: the list of entitled requesters names a parent or legal guardian without qualification. So a Turkish parent asking for the certificate of a child born in Alabama is an entitled requester, and what they have to prove is their own identity, not the relationship.
The identification list: a foreign passport is a primary document
The rule: an applicant presents one document from the primary list; if they cannot, they may present two different documents from the secondary list. If someone else will collect the certificate, both the applicant and the collector must present identification, and a copy of every document presented is kept at the office.
| List | What matters for you |
|---|---|
| Primary (one is enough) | A U.S. or foreign passport, a state driver license or an out-of-state license, a state issued non-driver identification card, a naturalization document, a resident card, an employment authorization card, a military identification, a school identification and an employer identification |
| Secondary (at least two) | An expired official identification, a utility bill no older than six months, a vehicle registration, a property tax bill, a health insurance card, Social Security correspondence, not the card, a voter registration card and an immunization record |
Three observations. First, a Turkish passport is a primary document: the agency's list says U.S. or foreign passport, without qualification. Second, no list mentions a Social Security number and the card is expressly not accepted; the only reference is Social Security correspondence, not the card, and that sits on the secondary list. Third, and a trap: a primary document may be expired by no more than 60 days. For a newcomer waiting on a passport renewal that is a real obstacle; do not miss the sixty-day window.
And a way out, in the agency's own words: for special circumstances in which an applicant cannot present any of these documents, the agency directs you to call the center for health statistics. That is not an invented route, it is the agency's own.
Fees
| Item | Fee |
|---|---|
| Birth certificate search | $15, which includes one certified copy of the record or a statement that it was not found |
| Marriage certificate search | $15, same structure |
| Additional copies requested at the same time | $6 each |
| Expedited handling | $15 extra |
| Commemorative birth certificate | $45, and not a legal document |
Payment rule: a check or money order is made out to the agency; do not send cash, and fees are not refunded.
Apostille: easy at the counter is not easy for an apostille
An Alabama document to be used in Türkiye must carry two signatures: the state registrar who signs the document, and the secretary of state who signs an additional certification. The agency's own page says certain restrictions apply to apostilled copies of birth and death certificates; what those restrictions are could not be read in this research.
The practical consequence: an ordinary copy from a county health department counter cannot be apostilled directly; the document has to have been produced for that purpose.
We print the asymmetry too: a marriage certificate is an unrestricted record that anyone may request and a birth certificate is restricted; but to travel to Türkiye both need the same two signatures. The apostille detail is in the apostille section.

How do you get a Social Security number in Hoover?
Short answer
The number is issued by a federal agency and the procedure does not change from state to state; we set it out step by step in our Alabama guide. This page keeps only what changes here, and what changes is not the number but the counter. Hoover spans two counties, and that decides which door you walk through for official business: the county satellite office inside the city serves residents of only one of those counties. If your address falls on the other half of the city, you cannot use the office that sits inside your own city. Two things up front: the state has no office that issues an SSN or anything that stands in for one, and no Social Security Administration street address appears on this page, because we could not verify a single one from an official source this round. If you hold an appointment notice, the address on that notice is the one that counts.
Steps, documents and official links
- What to take: your current immigration document (green card, I-94 or EAD) and a valid passport, plus a birth certificate if you have one. Photocopies and notarized copies are not accepted.
- F-1 and J-1: an SSN follows work authorization (on-campus work, CPT, OPT), not school registration on its own.
- Which office covers you: enter your ZIP code in the agency's own office locator. General line 1-800-772-1213.
- If your surname changed on marriage, update the record at an office free of charge; the document you will use is the certified marriage certificate issued by a probate court, set out in the marriage section.
The real Hoover problem: two counties, two separate counters
Before you do anything official in this city, answer one question: which county is my address in? The answer does not follow the city boundary, because the county line cuts the city in half.
| Item | Jefferson side | Shelby side |
|---|---|---|
| The county satellite office inside the city | You can use it | You cannot use it |
| Plates and vehicle registration | The office at the county seat | Your own county's office |
| Property tax and the exemption claim | Jefferson office | Shelby office |
| School district | No change: whichever county your address sits in, you enroll in the city's own school district. See the school section | |
The city's own text says this plainly: the county satellite office in Hoover describes its services as being offered for all residents of Jefferson County. Address and phone: 1901 Hoover Court, Hoover, AL 35226, 205-497-8976. If you live on the Shelby side, your counter is the Shelby County License Department, 104 Depot St., Columbiana, AL 35051, 205-670-6836. So having a county office inside your own city means nothing on its own; find out which county your address is in first. We explain how in the tax section below, and the same tool appears in the local services section.
And one more split: not every counter handles foreign nationals
In this state, driver license and ID card work is done by the state law enforcement agency's own offices, while plates and registration are handled at county counters. A government data set produces a practical consequence: some county counters do not take foreign national transactions. A reader holding a passport and immigration documents may have to visit two different agencies on two different days. The license offices read this round for the Hoover area: Jefferson side 908 Bankhead Hwy W, Birmingham, AL 35201 (weekdays 07.00 to 16.30), Shelby side 1022 County Services Drive, Pelham, AL 35124 (weekdays 08.00 to 16.30). Call before you go and ask whether your transaction is handled at that counter. Documents and procedure are in the license section.
What changes in this city if you have no number
The long statewide table is in our Alabama guide. Here we keep only what was measured in Hoover.
| Door | Is a number asked for | Basis |
|---|---|---|
| The city library card | Not in the published terms | The library's own sentence gives a free card to any resident of Hoover or Jefferson County, and names the two things it asks for: a government issued photo ID and proof of local address. The accepted IDs expressly include a passport. That is an absence, not a published exemption |
| Passport acceptance facility | Not a number, a citizenship document | This city has acceptance facilities, and two of them; one is listed in the federal file under another city's mailing name. See the passport section |
| The county counter | The question is residence, not a number | The county office inside the city serves only one county's residents, as above |
| State income tax return | Could not be verified | The word ITIN does not appear anywhere in the revenue department's own return instructions. See the state guide |
And there is a postal trap specific to this city with a direct consequence here: a facility whose mailing address carries another city's name can in fact sit inside Hoover. That was confirmed this round by a federal location service in a single query. In other words, the city name on the envelope tells you neither your county nor your municipality. When you search for an office, search by ZIP code rather than by city name.
17 · Tax and working
What comes out of your pay in Hoover, and what do you pay at the register?
Short answer
This page will nowhere say there is no tax, because this state has an income tax; the brackets and the filing procedure are in our Alabama guide. What is particular to Hoover starts at the register, and it produces the table most people will read on this page: the city spans two counties and the sales tax differs by a full point between the two sides. What you pay at the grocery store, when you buy a car and on every purchase depends on your address, not on your city. The gap was measured in three separate items and all three appear below. Two warnings beside them: we publish no figure for the annual value tax on a vehicle, because one of its multipliers is the county rate and in this city that multiplier takes two different values; and the state cut its grocery rate but the local shares did not come down, so the rate you see at the register is not the state rate.
Steps, documents and official links
The two sides of Hoover: the measured gap
The rates below come from adding the city and county shares in the revenue department's own local rate file, updated for October 2026, to the state share.
| Item | Jefferson side | Shelby side |
|---|---|---|
| General sales tax | 9.50 percent | 8.50 percent |
| Food and groceries | 7.50 percent | 6.50 percent |
| Vehicle purchase | 3.75 percent | 3.375 percent |
- Two people living in the same city pay different tax at the grocery store. This is not a rounding difference: across a year of weekly shopping and one car purchase it is real money.
- The city share is not reduced on food. The city applies the same share to groceries as to general sales, and so do both counties. The state has cut its own grocery share, but once the local shares are added the gap at the register closes. This pattern was confirmed statewide.
- There is also a city rate outside the city limits, and few people know it. In this state a municipality can exercise tax and licensing authority in a belt beyond its boundary. In the revenue department's own file, Hoover's rate in that belt is half the in-city rate. So an address whose occupant says I am not inside the city may still be paying tax to the city. We could not read the statutory basis for that authority this round, so we do not describe how far the belt reaches; the rate itself comes from the agency's own file.
- The city collects its own tax. Hoover is flagged in the revenue department's file as a self-administered jurisdiction. What that means in practice matters to anyone opening a business, and it is in the business section.
How to find out which county your address is in
These are the two most useful links on this page. Both are free and both belong to the agencies themselves.
- The Census Bureau's address lookup tool returns an address's county, municipality and school district in a single query, with no key and no registration. It was tested first hand on Hoover addresses this round.
- The state revenue department's own address lookup shows which rates apply at that address. You can read your register rate directly from it.
Write the answer down. The same answer comes back in sales tax, vehicle registration and the plate office, the property tax office, the exemption claim, your right to use the county office inside the city, and which county's shelter list you follow in severe weather. For that last one see the severe weather section.
The annual value tax on a vehicle: we give the structure, not a figure
- In this state, registering a vehicle brings an annual tax on its value, separate from the sales tax paid once at purchase. The calculation multiplies a share of the market value by a class ratio and by the county's own rate.
- Two practical results: the tax is collected before a plate is issued, and it accrues even if the vehicle is never driven. A car sitting in a garage still generates it.
- We publish no figure, because county rates could not be verified this round. In Hoover that matters more than elsewhere: there are two county rates inside one city, so the same car can produce two different bills. Ask your own county's office.
- We print a conflict and we do not take sides: the revenue department's general property tax page and its vehicle page do not agree on the class ratio used in the calculation. Two official sources give two different ratios for the same thing. Confirm at the counter which applies to your vehicle; the procedure is in the registration section.
- And one sentence in an agency's own words: the amount depends on the vehicle owner's tax district, and the district can change when you move. In Hoover that can mean I stayed in the same city but my tax changed.
A local occupational tax: we do not say there is none, we say none was found
- Some cities in this state withhold an occupational tax from the gross pay of everyone who works inside the city limits, collected by the employer, and the test is not residence but where the work is done.
- Of the five settlements covered this round it was confirmed in only one, and that one is not Hoover. Hoover's own tax page points straight at a business license schedule; that document sets fees charged to a business, not a deduction from an employee's pay. We could not read a full list of the taxes the city collects this round.
- The right instruction: before you start work, ask your employer whether there is a local deduction on the payroll. Working in Hoover and living in Hoover but working elsewhere can give different answers, because the test is where the work is done.
- One tax trap: the state return instructions say a local or occupational tax cannot be credited against state income tax.
Work authorization verification: no threshold here either
This item comes from state law and is the same in all five settlements. The statute's own words are every business entity or employer in this state, which means there is no employee-count threshold; the only carve-out the definitions create is a household hiring casual domestic labor. The three sentences a worker needs to read, the employer's good-faith documentation defense, and the fact that the employer's dismissal immunity is conditional are set out in detail in the tax section of our state guide. The one practical conclusion to draw here: make sure the name, date of birth and numbers on your Turkish documents match your federal documents exactly, before a job offer rather than after, and talk to a lawyer before you accept any dismissal explanation you are given.
18 · Starting a business
How do you start a company (LLC) in Hoover, and what should you watch for?
Short answer
The entity itself is created at state level, and the fees, the name reservation requirement and the order of the steps are in our Alabama guide. What you need to know in Hoover is not the state step but the two local counters stacked on top of it. First: the city collects its own tax, which means a business opened here reports local sales, use, rental and lodgings taxes directly to the city and takes a separate account number from the city. Second, and particular to this city: which county your business sits in is a licensing question. A city license is one counter, a county license is another, and in Hoover the county changes from address to address. A third warning up front: the work authorization verification duty covers a one-person business too.
Steps, documents and official links
Three separate registrations, three separate authorities
- The entity is state level. Formation, the name reservation and annual filings go to the state office. The fees and why the order matters are in the state guide.
- The operating license and local tax are city level. Hoover's business license schedule is published from the city's own ordinance and priced item by item: a minimum of $50 for any trade for which no other license is provided, $100 for general contracting, $50 for electrical work. Read the full schedule in the city's own document; these are schedule figures and they can change.
- The employer number is federal. If you will hire staff you also take an employer identification number from the federal tax agency.
What a self-administered tax jurisdiction means
- Hoover is flagged self-administered in the revenue department's own file. A business in such a city reports local taxes to the city and takes a separate account number from the city.
- Rules and rates are not the same thing. Another self-administered city read this round states on its own page that it follows the same rules, definitions and procedures as the state revenue department but that rates may be different. The same distinction applies here.
- And the rates are not single even inside the city: Hoover publishes a separate, lower rate for the belt outside its boundary. If your premises are close to the city line, ask about this up front; the rates are in the tax section.
The county question comes back here too
- For a county business license your counter is the county, not the city, and in Hoover that means two different counties. If your business address is on the Jefferson side you can handle county business at the satellite office inside the city; if it is on the Shelby side you cannot use that office and you go to your own county's office. See the section above.
- Verify which county your address is in before you file a license application. The address lookup is in the tax section; an application filed at the wrong counter pushes your opening day back by weeks.
- Do not trust the mailing address of the premises you rent. In this city an address can be written on the postal side under another city's name, and that was confirmed this round by a federal location service. The envelope shows neither the county nor the municipality.
The duty that comes with formation and that most people do not expect
The statute governing work authorization verification defines a business entity as any person or group of persons employing one or more persons, and the definition expressly includes self-employed individuals, partnerships, limited liability companies, any entity that registers with the Secretary of State, and even businesses operating without a license. So the duty sits on you from the day you hire your first employee, and no small business exemption was found. If you will take a contract, grant or incentive from the state or a local government the regime is tighter still; the detail is in the state guide.
What we are not writing
- We are not reproducing Hoover's full license schedule. Three items are given as examples; read the rest from the city's own document and confirm before you pay.
- We are not describing how a trade name is registered. No page for that transaction was found at the state office; across this series it is done at county level in some states and at state level in others, and we are not carrying another state's answer over.
- No official answer was found on whether an SSN or an ITIN is needed to form an LLC. We are not filling that in with a guess; ask the state business division and ask for the answer in writing.
- Hoover's short-term rental ordinance. The city has such a page but its text was not read this round. If you are going into short-term rentals, ask for that text first.
19 · Public benefits
Will taking public benefits in Hoover affect my green card application?
Short answer
It can. The federal public charge rule that took effect on 18 September 2026 rescinded the 2022 regulations and, in the agency's own summary, gave officers broader discretion to weigh all relevant facts; the assessment did not narrow, it widened. The same rule also contains one concrete sentence for an anxious reader: benefits received before 18 September 2026 are assessed under the older, narrower rule. On the state side there are three things to know, and all three apply to a household living in Hoover: the state did not take the option left to it in the federal narrowing of 1 October 2026; Medicaid was not expanded and the coverage gap is real; and the statute itself contains an explicit list of services for which no verification is required. The Hoover-specific part is the same question again: the application is made at a county office, and your county depends on your address.
Steps, documents and official links
What changed in the public charge rule
- Date and scope: the rule was published on 20 July 2026 and took effect on 18 September 2026. It applies to admission applications made on or after that date, and to adjustment of status applications postmarked or filed electronically on or after that date.
- It is not retroactive: the rule's own sentence says means-tested public benefits received before 18 September 2026 are assessed under the 2022 rule.
- Direction: the rule does not list which benefits count; it removes the old list and returns to a totality assessment. That is why no clean list of benefits that count can be published on this page.
- Statutory exemptions remain: refugees and asylees adjusting status, the special immigrant juvenile category, people applying for or re-registering for temporary protected status, and the special statutes covering Cuban and Haitian nationals.
1 October 2026, and the option the state did not take
- Federal law now makes full Medicaid and children's health program payments to a state for four groups only: U.S. citizens and nationals, green card holders, Cuban and Haitian entrants, and people living here under a compact of free association. The list is closed.
- Alabama did not take the federal option for children and pregnant women, and two independent sources say so; the state does not appear on the federal agency's own list. Some states in this series did take that option; the sentences on their pages cannot be carried over here.
- There is a date for your calendar: 30 November 2026. The federal agency expects a plan amendment by that date from states that did not take the option and that run a separate children's health program, and it ties that amendment to a public notice requirement. Alabama is in that bucket. No announcement from the state in either direction was found, and we say neither that it has filed nor that it will not; we give the date and tell you to follow the agency.
- Do not merge the two age limits: on the federal definition the option reaches age 21 in Medicaid and age 19 in the children's health program. Two programs, two ages.
The coverage gap is real, and we say who is left in it
- The state did not expand Medicaid. In the agency's own published income table there is no category at all for a childless, non-disabled adult under 65.
- The parent ceiling sits far below the federal poverty line. The practical consequence: almost any job puts a person above the limit.
- The result: someone above the Medicaid limit but below the federal poverty line is shut out of Medicaid and falls below the band where marketplace subsidies begin. That is a gap and it is real. The doors that remain for someone in that position are in the health and clinics sections.
- And one sentence we do not soften: a sliding-fee clinic is not a free clinic. The discount is calculated on household income and household size and a charge still results. Which community health center serves Hoover could not be verified this round, and we publish no address from any federal health center database on this page.
The statute's own list, and the subsection beside it
After setting lawful presence verification as the general rule, the state statute lists exemptions: primary and secondary education, health care necessary to treat an emergency medical condition, short-term in-kind disaster relief, immunizations, the maternal and child nutrition program, testing and treatment of symptoms of communicable diseases, soup kitchens, crisis counseling, short-term shelter, prenatal care, and child and adult protective services together with domestic violence services. The full list and its institutional basis are in the state guide. The three warnings that must sit beside it are there as well, and we repeat two of them here because this is where readers go wrong:
- The list says verification is not required; it does not say the service is free or that everyone qualifies. Each program's own eligibility rules still operate.
- If verification is delayed there is an interim right, and the subsection beside it is written in the same breath. The statute says that if federal verification is delayed or inconclusive the person becomes eligible in the interim by signing a declaration that he or she is lawfully present. But another subsection of the same section treats a false statement in that declaration as perjury in the second degree and counts each benefit received on the strength of it as a separate violation. Applying in Hoover: which county decides
- A large part of exemption and benefit applications are filed at a county office, and in Hoover that means two different counties. The county satellite office inside the city serves only one county's residents; readers on the other half go to their own county's office. See the section above.
- Do not go without calling, and say on the phone which program you mean: Medicaid, the separate children's health program and the marketplace are three different things and they do not share a counter.
- We print a conflict and take no side: the state's own health regulation still lists refugees and asylees among eligible aliens, while federal law removes federal funding for them from 1 October 2026. No state announcement reconciling the two was found. We do not say which will be applied in your case; ask the agency and ask for the answer in writing.
- No Alabama source was found on whether the state Medicaid agency reports applicants to immigration authorities. Neither its existence nor its absence should be assumed.
20 · Address change
I moved to Hoover. Do I have to report my address?
Short answer
As a general rule most non-citizens, green card holders included, must report a new address within 10 days of moving. That is a statutory duty, not an administrative preference. The simplest route is the address change screen in your online account; the paper AR-11 is free as well. If you have a case in immigration court you also notify the court within 5 days using Form EOIR-33. And in this state the bureaucratic rule has a very unbureaucratic reason behind it: Alabama has no immigration court, which means your hearing is in another state and the notice sent to you is the only thing that tells you which court it is. An address the agencies do not have is the fastest way to miss a hearing.
Steps, documents and official links
- Sign in to your online account and open the change of address screen. The online filing satisfies the legal duty; you do not also need to mail a paper AR-11.
- Enter the receipt number of every pending application. Filing an AR-11 does not by itself change the address on a pending case.
- Tell the post office separately. A postal change of address does not update the agency record.
- If you have a court case, file Form EOIR-33/IC within 5 days. That form is the only way the court's address record changes.
- If you are under a regular reporting requirement, also report the address through the enforcement agency's own portal.
Holders of A and G visas and visitors entering under the visa waiver program are outside this reporting duty.
Moving in Hoover has two traps, and both come from the envelope
- The city name on your envelope may not change, and you have still moved. In this city an address can be written on the postal side under another city's name; that was confirmed this round by a federal location service in a single query. The duty is triggered by the move, not by the envelope.
- Moving within the city can change your county. Hoover spans two counties. Staying in the same city but crossing into another neighborhood can change your tax district, your plate office, your property tax office and which county's shelter list you follow in an emergency. The federal reporting duty arises either way. How to find your county is in the tax section.
Add this to it: someone moving to Hoover gives their address to several state, county and city bodies in the first week, from the license office to the water account, from school enrollment to trash service. None of those is an AR-11. Giving an address to a state, county or city body does not satisfy the federal duty.
One thing changed in 2026: take account of the federal rule that took effect on 29 June 2026 and reorganized alien registration and the documents that count as evidence of registration. You can read it in the Federal Register entry. Check that the document you carry still counts as evidence of registration.
21 · Immigration agency
Where is the immigration agency's office near Hoover, and where do biometrics appointments happen?
Short answer
This section deliberately contains no address, and the reason is concrete: the agencies' pages were closed to every route tried this round and the archive service was rate limited. We do not publish an office address from an old archive, because that is exactly the mistake that sends people on a wasted trip. The only correct sentence is this: the address you go to is the address on your appointment notice. What you do need to know is the office types: a field office holds interviews, an application support center takes fingerprints and a photograph, and they are not the same place.
Steps, documents and official links
- Two different offices, two different jobs: green card and citizenship interviews happen at field offices, fingerprint and photograph appointments at application support centers.
- No walk-ins. Field offices do not take visitors without an appointment; appointments are arranged through the Contact Center. Use your online account for case status.
- You do not choose your biometrics location: the center you attend is named in the I-797C notice. What to take is in our biometrics appointment article.
- Do not assume the nearest center to your mailing address, and in this city that warning counts twice over: the city name on the envelope here shows neither authority nor location. Whether an appointment may be assigned to a center outside the state could not be verified either; as the court section below shows, leaving the state is a real prospect here, not a formality.
- What the center does not do: application support centers do not give information about your case. Ask the Contact Center, not the center.
- Appointments are free: Contact Center 1-800-375-5283. Intermediary sites that charge for an appointment are a scam.
- Processing times: on the processing times page choose the form, the category and the office holding your case.
Do not confuse the three agencies
Readers mix up three bodies constantly: the immigration services agency and the enforcement agency are parts of the homeland security department, while the immigration courts are a separate body under the justice department. The court will not answer what you ask the agency, and the agency will not answer what you ask the court. In this state the court side has a problem of its own, immediately below.

22 · Court
Where is the immigration court for Hoover, and how do I check my case?
Short answer
The answer on this page is short and certain: there is no immigration court in Alabama. The federal agency's own court listing orders courts by the city they sit in, and no Alabama city appears in that listing's index of cities. So a hearing for someone living in Hoover takes place in another state. What follows matters more, and it is why no court is named on this page: we could not determine from the federal agency's own list which court holds the record. No Alabama office appears in it by name, the neighboring courts use open-ended wording and none of them mentions Alabama. So we give you no court name and no distance figure. The one correct instruction is this: read the notice sent to you; it names the court and the address.
Steps, documents and official links
What the federal list says, and why it does not answer the question
- The list ties a case to authority, not to distance. Which cases a court keeps the record of is set out by reference to the federal office that issued the charging document and to named detention facilities. You can see it on the agency's own page.
- No Alabama office appears by name. Courts in neighboring states describe their reach as a district office including any sub-offices, open-ended wording; another one's parenthetical list of states does not include Alabama.
- The result: geography does not produce the court. In this state your hearing is not held at whichever building is closest to you; it follows the federal office that issued your papers.
We print three conflicts and resolve none of them
- The same facility appears under two different states' courts. One Alabama detention facility sits in one column as the administrative responsibility of a court in one state, and in another column as a hearing location of a court in a different state. The two columns may describe different things, but that cannot be settled from the list and we do not settle it.
- The same list misspells the name of an Alabama city. One letter is missing. Keep that in mind if you search the list for the name of your own city or county.
- One entry is printed with no state at all. The federal list does not say which state that facility is in, and we do not assign it one.
A name trap that reaches Hoover readers too
The federal list contains facilities that carry Alabama place names and sit in another state. So seeing a name from your own region in the list does not mean the entry has anything to do with you. Do not try to match your case to a court by searching for your town's or county's name; read the notice sent to you, because it names the court and the address.
If you are going to court: the agency's own rules
- Faxes and unauthorized electronic submissions are not accepted. In the agency's own words, unless staff or the judge specifically asked for them, such submissions are not made part of the record and are discarded without notice to the sender. This is a real way to lose a filing.
- Security screening every visit: metal detector and bag screening, shoes may have to be removed, no food or drink except as the judge permits, and no cameras or recording devices.
- Hearings are open to the public, and in the agency's own words you do not need to give notice before visiting.
- Attorneys and accredited representatives must register with the agency's own registry. Check that whoever will represent you is registered.
- Do not underestimate the journey. Because your hearing will be in another state, getting there may not be a single day's work. We publish no distance or driving time figure, because none came from a source this round; plan the trip from the address on your notice.
Case status and closures
- Online check: your A number is enough for the case information system, and the telephone line is 1-800-898-7180. The official information is still the hearing notice.
- Check closures on the morning of your hearing: the agency's operational status page. In this state severe weather can close offices mid-day; see the severe weather section.
- No enforcement or customs office address, phone number or name is published on this page. Those agencies' pages were closed this round. Confirm reporting locations on the agency's own check-in page.
Where do I find my I-94, and what if it is wrong?
You can download the I-94 for your most recent entry from the customs agency's site. Errors made at entry, meaning the wrong visa class, the wrong name or the wrong period of stay, are corrected by offices known as deferred inspection sites. Which office covers Hoover, and its hours, could not be verified this round, so no address and no day is published here; read the list on the agency's own page.
- Write first, travel second. Some of these offices are open only a few hours a week.
- Why it matters: the length of your work authorization and some filing eligibility depend on what the I-94 says; in this state the validity of a license or ID card can also be tied to the document you present, as set out in the license section.
23 · State law
What is the local position in Hoover on federal immigration enforcement?
Short answer
The answer here comes not from the local level but from state law, and that means one thing: the answer is the same in all five settlements covered this round. It does not change in Hoover, in the next city, or at the other end of the state. The text of the 2011 statute is still printed in the state code, and a reader who finds it online can be badly frightened; the job of this page is to say what actually applies today. The truth has three layers: some provisions were permanently enjoined by a federal court, some were never enjoined and remain, and the statute was amended twice in 2025. All three are set out briefly below; the full account is in our Alabama guide.
Steps, documents and official links
A source note, because it belongs at the top of this section
The state's own statutory text was read this round, so the layers below come from the statute itself and not from a secondary site. But there is something the server that publishes the statute does not know, and the whole trap starts there: it shows repeal and it does not show an injunction. A permanently enjoined section sits there in full operative text with no warning at all. Text standing in the code does not mean the provision is enforceable. Widely used legal sites, meanwhile, say they are current through 30 December 2024 and miss both of the 2025 amendments; do not rely on them.
Three layers, briefly
| Layer | What it means |
|---|---|
| Permanently enjoined | A federal court order permanently enjoined a group of provisions. The citation: Hispanic Interest Coalition of Alabama v. Bentley, Northern District of Alabama, stamped 25 November 2013. Among the enjoined provisions are the immigration status inquiry at school enrollment and the prohibition on renting housing to a person not lawfully present |
| Never enjoined | Some provisions were never enjoined and remain. First among them is the work authorization verification duty; see the tax section |
| Amended twice in 2025 | The old concealing and harboring offense was repealed; a human smuggling offense took its place, with carve-outs for attorneys, official educational excursions and noncommercial transport. A requirement to collect fingerprints and a known DNA reference sample before release from custody was also added |
A date warning: the October 2013 date commonly repeated for this order is wrong; that is the date of the parties' joint report, not of the order.
The direct answer for a tenant
The provision making it unlawful to rent housing to a person not lawfully present was permanently enjoined, and it is still printed in the state code. So a landlord or a tenant who looks it up will find it. Text standing there does not make it enforceable, and we do not turn that sentence around either: it is not a promise of protection. The protected classes on the tenant side, the three narrow situations covered by the anti-retaliation provision and the deposit rules are in the renting section.
One caution, because it is easy to misread
The named defendants in the 2013 order show who was sued in that case; they are not a list of the places where the provision is dead. The order's force comes from a holding that the provision is unconstitutional, and that holding operates statewide. So a body not appearing on that list does not mean the provision lives on there. Hoover's own school district is a separate unit from the county school systems; the substance on enrollment is in the school section.
Cooperation: the answer comes from the statute, not the county
- State law does not allow any state or local body to adopt a policy limiting federal immigration enforcement, and backs that with a cut-off of state funds and a daily civil penalty. A citizen or lawfully present resident can also compel a district attorney or the attorney general either to sue or to state in writing within 90 days why not; public employees carry a duty to report.
- From 1 October 2025, jails are required to hold a person for up to 48 hours where a federal detainer and an administrative warrant are received. The provision's own words tie this to both documents together, not to a stop and not to a charge on its own.
- And the statute's own limit: an officer may not attempt to make a final determination independently on status, and may not consider race, color or national origin beyond what the federal and state constitutions permit.
- No line in this section should be read as protection, and none of it is offered as a threat either. What is written here is the statute's own language.
What could not be verified, and why it is left blank
- The federal cooperation agreement status of Jefferson County, Shelby County or any Hoover body could not be verified. The federal agency's participant list did not open by any route this round. We do not say there is none, we say we could not verify it; and absence from a list would not be a protection either.
- Whether the state holds a federal agreement could not be verified. The statute places a duty to negotiate on the attorney general; whether a signed agreement exists today could not be confirmed from a source.
- Whether any review, correction or deletion procedure exists for the fingerprint and DNA requirement could not be verified. We do not say there is none.
- We name no immigrant services organization, resettlement organization or free legal aid body, because none was researched this round. That is a gap and it stands as a gap.
- We name no mosque and no association whose 2026 activity could not be verified from its own site.
24 · Voting and jury duty
I am not a citizen. Can I register to vote in Hoover, and what if I get a jury summons?
Short answer
Voter registration and voting belong to U.S. citizens only, green card holders included. Registering or voting without being a citizen can have severe consequences for your immigration file and is also a crime. On jury duty we have to be honest: we could not verify this round which public records the state builds its jury master list from, so we do not know whether license or voter records feed it, and we make no claim in either direction. What to do if a summons arrives is clear, and in this city it has one wrinkle: because Hoover spans two counties, the court that summons you can differ with your address.
Steps, documents and official links
Voter registration: the rule is clear
- Citizenship is the requirement. Voting and registering in federal and state elections belong to U.S. citizens. A green card holder, a person with work authorization, a student or someone with a pending asylum application cannot register.
- The immigration consequence is heavy. Registering or voting without being a citizen is a direct problem before an officer assessing eligibility and good moral character; the policy manual treats it in its own chapter.
- Read the box on the form. Where a license, ID card or public service application carries a voter registration section, signing that section is in most states treated as a sworn statement that you are a citizen. How a license application is linked to voter registration in this state could not be verified from an official source; read every part of the form put in front of you, do not sign a part you do not understand, and do not answer yes to a citizenship question if you are not a citizen.
- Do not fill in voter registration forms handed to you door to door or at events, even if a campaign worker tells you it will not be a problem.
Jury summons: what we know and what we do not
- We say what we do not know: which public records the jury master list is built from could not be verified. In some states the license pool feeds the jury list and a lawfully present non-citizen can be summoned; for this state we neither confirmed nor ruled that out.
- What to do if a summons arrives: do not ignore it and do not throw it away. Call the jury office of the court named on the letter as soon as you can, or respond online as the letter instructs, and tell them you do not meet the requirements for jury service.
- Use the number on your letter, not a general number, and in this city there is a concrete reason for that: Hoover spans two counties and the county courts are separate. Read which court wrote to you from the letter itself, not from the envelope.
- A summons is not a mistake: lists are built from public records and your name appearing on one does not mean anything has been started against you. It is not something to panic about, and not something to leave unanswered.
- We do not set out the qualifications for jury service on this page, because the state's text on it could not be read this round. We say neither that you are eligible nor that you are not; ask the court and ask for the answer in writing.
If you have just become a citizen: you can now register. Confirm the requirements and the routes on the state election authority's own page and take the current form from there.
25 · New citizens
I became a citizen. How do I get a U.S. passport in Hoover?
Short answer
A first U.S. passport is applied for in person on Form DS-11: you take the original of your citizenship document to an acceptance facility. Hoover has one, and the real finding in this section is how many: the federal file shows one facility under the city's own mailing name, but a second facility sits inside the city and is listed in the federal file under another city's mailing name. That second one is named after the city itself. This was confirmed this round by a federal location service in a single query. Which is why the practical instruction is so clear: search for an acceptance facility by ZIP code, not by city name.
Steps, documents and official links
An acceptance facility and an agency are two different things
This is the distinction readers get wrong most often. An acceptance facility can be a post office, a library, a county clerk's counter or a university desk, and it takes a routine or expedited application and forwards it. A passport agency is for urgent travel, runs by appointment and is an entirely separate network. We could not verify the nearest passport agency this round and we give no agency name, city or distance; take the current list and appointment rules from the federal agency's own site.
Two doors in Hoover, and one takes its name from the city
| Facility | How it appears in the federal file | The institution's own rule |
|---|---|---|
| The city public library | Listed under the city's own mailing name. 200 Municipal Drive, Hoover, AL 35216 · 205-444-7869 | The library's own passport page says it works by appointment only and that each applicant needs a separate appointment. Passport photo services are generally available during office hours but subject to availability; other services require a scheduled appointment |
| A second facility carrying the city's name | Listed under another city's mailing name: 1809 Riverchase Drive, ZIP 35244, phone 205-982-4861 | A federal location service places that address inside the Hoover city limits and in Jefferson County. So the facility is physically in the city and filed under another city's name |
- The consequence in real life: a Hoover resident searching by their own city name finds one facility and misses a second one inside their own city that is named after their own city. Searching by ZIP code removes that error.
- And the reverse holds too: a big city's name in a facility's mailing address does not mean the facility is in that city. In this city the envelope shows neither authority nor location, and the same rule runs through local services and taxes.
- We publish no phone number for one nearby facility: the phone field of one record in the federal file is printed incomplete, carrying only six digits. That record is in none of the five settlements but can surface in a Hoover resident's search. We do not complete an incomplete number; confirm the facility through the agency's own finder.
Take hours and payment rules from the institution
- The federal file encodes hours in a code and can understate the institution's own rule. In the example measured in this city the file shows a weekday time band, while the institution's own page adds the appointment requirement and the separate-appointment-per-applicant rule. The institution is stricter than the file.
- The payment trap costs real money. Another county counter read this round states that the federal passport fee cannot be paid by debit or credit card and must be paid by check or money order. We could not separately verify that rule for the Hoover facilities, so we do not state it as a rule here; ask which payment methods are accepted before you go and take a check or money order with you.
- We publish no fee figures, because both the federal fee and any local processing fee change; read both from the page of the institution you will attend.
- Language: one of the Alabama acceptance facilities read this round publishes its help notes in Spanish as well. No Turkish-language material was found at any of them. We do not say there is none; we say research found none.
Going to your appointment
- A first passport is applied for in person. Form DS-11 is completed but not signed; you sign it in front of the official. The original citizenship document is taken and handed over during the process; it comes back with the passport.
- ID and photocopy: the original of your photo ID and a photocopy of it are asked for. Some facilities offer photo, photocopy and mailing services on site; ask in advance whether yours does.
- For a child's application both parents must attend or the agency's consent document is required. Where to get the child's birth certificate is in the vital records section.
- If you are traveling to Türkiye, settle in advance how to report your U.S. citizenship to the Turkish civil registry and which passport you will enter on as a dual citizen; that runs through the consulate.
Not sure about a step?
Ask before you do something that touches your immigration status
Applying for a benefit, changing your address, registering to vote or answering a jury summons can all show up in your file. You can speak with Attorney Asim Clinch, a Turkish-speaking immigration attorney working with clients in Hoover, in English or Turkish.
26 · Things to do
What is there to see in Hoover, and what does it cost to get in?
Short answer
The free side of this city is strong and almost all of it is municipal: a playground and splash pad built for children costs nothing, a botanical garden charges no admission, and the city's own nature preserve holds close to twelve miles of trail. But two rules go at the top of this section, because both of them cost readers money and time. First: we do not publish a fee the institution does not publish, and we do not call a place free unless the institution says so in its own words. Second, and sharper in this state: a place's name or mailing address does not tell you which city or which county it is in. The state park a reader takes for a Hoover park is in a neighboring city, and for another state park two official sources point to two different counties.
Steps, documents and official links
The city's own free items
| Place | Admission | What the institution itself says |
|---|---|---|
| The city inclusive playground and splash pad EXPLORE Playground & Splashpad, 1060 RV Trace, Hoover, AL 35244 | Free | The city's own sentence says the site is open to the public and free of charge for people of all ages and abilities. There are restrooms, a family restroom, charging stations, accessible play space and a splash pad; parking is at the front entrance. Opening hours and the splash pad season are not stated on the city's page, so we do not state them either |
| The city botanical garden Aldridge Gardens | Admission is free | The garden's own sentence: the gates are open daily 08.00 to 19.00, unless a special event or severe weather limits operations. Closed on Thanksgiving Day, Christmas Eve, Christmas Day, New Year's Day and for special events. Dog walking and fishing the lake are allowed Monday to Thursday only, and fishing is currently catch and release |
| The city nature preserve Moss Rock Preserve | We publish no fee | The city's page describes a 349-acre nature preserve with nearly twelve miles of hiking trail, a boulder field used for rock climbing, six rare plant species and a sandstone glade variant known from very few places. The city states no admission price and does not use the word free, and publishes no opening hours. Neither do we |
- A rules note for the preserve: the area is protected by the city's own ordinance and signs setting out the rules are posted at the trailheads. Violations are reported to the city police department on 205-822-5300, emergencies to 911.
- We print a conflict: the city's current page gives the area as 349 acres, while other city material gives 350. The gap is small but there are two sources, so we do not present a precise figure as settled.
- Part of the garden is a memorial: behind the lake there is a veterans memorial area holding busts of three young men from the city. Know what it is before you walk a child into it.
- Some of the garden's programs are free but require registration. This page does not promise that any named program is running this season; check the calendar on the garden's own page.
- The garden's legal relationship to the city could not be established this round. The staff e-mail addresses on its page carry the city's domain, but we do not state that it is a city department.
The state park outside the city: there is a gate fee and the payment method is published
The state park Hoover residents use most is not inside the city; it is in a neighboring one. That is not a detail: the park is not Hoover's and the city does not run it. The rates below come from the agency's own fee page, read on 10 October 2026.
| Item | Amount |
|---|---|
| Adult, 12 and over | $5.00 |
| Child, 4 to 11 | $2.00 |
| 62 and over | $2.00 |
| 3 and under | Free |
| Payment | The park's own sentence: the gates take cash and card |
| Annual pass | Individual $180 · family $230 (two passes, up to four people per pass) · 62 and over $80 · replacement pass $25 |
| Where to buy a pass | The main park office, 200 Terrace Drive, Pelham, AL · seven days a week 08.00 to 16.30 |
- An annual pass is valid only at the park that sold it, and that line saves the most money in this section. In this state there is no single annual pass good across the parks, and the price differs park to park: the individual annual passes read this round range from $100 to $180. So a pass bought here means paying a second time at a park in the north of the state. The full list of parks and their fee pages is in our Alabama guide.
- There is one free admission route and we raise no hope about it for this page's readers: the agency publishes a free admission tied to U.S. military service. That is not a usable door for a newly arrived family and we do not offer it as an option.
- We publish no fees for the other state parks. The fee pages of some parks near this region were not read this round; we do not say there are none and we do not say they are free, we say they were not read.
A free federal site, and the city in its name
- The federal monument in this region states in its own words that no entrance fee is charged. The same page adds two things: some partner sites may charge their own visit or tour fees, and the monument does not issue the federal annual pass.
- But that site is not in Hoover, it is in the large city of this region. It is a trip, not a half day; check the hours before you set off.
- Federal fee-free days remaining in 2026: 27 October 2026 and 11 November 2026. Put them in your calendar. The 2027 list is not yet published, so we give no date for next year.
A name and county trap, and it works twice in this city
- A place whose name or mailing address says a city may not be in that city. In Hoover the reverse was confirmed as well: a facility whose mailing address carries another city's name is physically inside Hoover. So do not decide where a place is by looking at the envelope; the same rule appears in the local services and passport sections.
- Two official sources conflict on which county one state park sits in: the park's own mailing address points to one county, while a birding trail list published by a city counts the park among the sites of another county. Both are official sources and we take no side. The practical consequence reaches a Hoover reader directly: if you are tying a fee, a permit or an emergency question to which county a place is in, confirm it with the address lookup; the tool is in the tax section.
The agency's own language warning, and we print it as written
The state parks agency publishes a language assistance notice on its own site and directs a visitor who does not speak English to write, in their own language, what help they need, to an e-mail address: [email protected]. The notice appears on that page in Korean, Vietnamese and Spanish, with that e-mail address given for other languages; research found no Turkish on it. So for a Turkish-speaking reader the door is that e-mail address.
And we print the warning on the same page word for word, because the agency itself says it: the state's site translations are made through an automated process, are only an approximation, and in some cases may include incorrect or offensive language. So do not make a decision about a fee, an hour or a rule from the machine translation of a public site; the agency itself is telling you not to. For anything that matters, use that e-mail address or call.
What we are not writing in this section, and why
- Any fee or term for the two large cultural institutions in this region. One site could not be reached by any route this round; the other's admission terms were not read. We do not say free and we do not say paid; read both from their own sites.
- The nature preserve's fee and hours. The city publishes neither.
- The playground's opening hours and the splash pad season. Not stated on the city's page.
- Any distance or driving time, because none came from a source this round.
- Seasonal items written as if they run all year. Splash pads, outdoor events and some park hours are seasonal.
- Any community association, cultural center or place of worship by name. None could be verified from its own site this round.
27 · Free and family-friendly
What is free to do in Hoover, and where can you take children?
Short answer
For a family that has just arrived the answer here is a good one: the city's inclusive playground and splash pad are free, the botanical garden charges no admission, and inside that garden there is an outdoor reading trail sponsored by the library with eighteen panels and a book that changes every quarter. That last one is especially valuable, because it is a free, outdoor reading activity for a child whose English is still weak, with no line to stand in. The library card is free in this city as well, and its published terms contain no Social Security number. One warning up front: the museum discounts published for low-income families are in fact a status question, and we set that out plainly below.
Steps, documents and official links
The genuinely free items
- The city's inclusive playground and splash pad. In the city's own words, open to the public and free of charge, accessible, with restrooms and a family restroom. The city does not publish opening hours or the splash pad season, so call before you go. The address and detail are in the section above.
- Admission to the botanical garden. The gates are open daily 08.00 to 19.00 unless a special event or severe weather limits operations; closed on certain holidays.
- The outdoor reading trail in the garden. The library's own announcement: eighteen panels and the book changes quarterly. You read a different story on the next visit, which for a household with small children means a plan that can be repeated.
- Federal fee-free days: the two remaining in 2026 after this page goes live are 27 October 2026 and 11 November 2026. The 2027 list is not yet published.
The library card may be the most valuable item in this section
| Question | The institution's answer |
|---|---|
| Who can get one | The library's own sentence: any resident of Hoover or Jefferson County, free of charge. So a Hoover resident living on the Shelby side also gets a free card |
| What is asked for | A government issued photo ID and proof of local address. The accepted IDs expressly include a passport; mail, a deed or lease, an insurance card, a check or a paystub can serve as proof of address |
| Is a number asked for | Not in the published terms. That is an absence, not a published exemption |
| Children | A parent or guardian can take responsibility for a minor; anyone 18 and over must give their own details |
| Where it works | The card is valid at the libraries in Jefferson County and a large number of items can be borrowed at once. Shelby County runs its own separate library system and it was not examined this round |
| Late fines | This city's library charges no late fines, but fines can run on items from other libraries in the county. Very late or damaged items are billed at replacement cost, and the library does not accept a replacement item, only the cost |
| Out of county | $50 a year; the card is in the applicant's name and the whole family can use it |
| Language | The library's internet use agreement has a Spanish version. Research found no Turkish |
- This is one of the few places where the two-county structure works in the reader's favor: the test for the card is being a resident of the city, so it is free whichever county your address is in. But the card you get is a Jefferson County card; the libraries on the Shelby side run a separate system and we do not state its terms.
- The library runs a lending collection of objects: tools, kitchen gadgets, game boxes, learning boxes and outdoor activity kits. For a household that arrived with two suitcases, this may be the way to equip a first picnic or a first repair for nothing. But whether borrowing is free and on what terms could not be verified this round, so we do not call it free; call the branch and ask for the collection by name.
- Do not go looking for a borrowable park pass: the published list of objects at this library does not include a park pass or a museum pass. One state in this series had a park pass lent through libraries; research found no equivalent here. We do not say there is none; we say we did not find one.
The museum discount is really a status question, and we say so plainly
- Some museums in this state apply a discount for low-income households. But the door to that discount runs through being enrolled in a food assistance program, and eligibility for that program depends on immigration status. So the question can I get this discount is really a status question, not a museum question.
- This page does not recommend that anyone enroll in a benefit program. We set out the immigration consequences of a benefit application in the public benefits section, and we ask you to read that before this line.
- And the terms differ museum to museum: at museums read this round in two other cities the same scheme is applied in one place as completely free and in another as a reduced per-person rate, with the cardholder required to be present. The terms of the museums in this region were not read this round, so we publish no amount here; check the page of the museum you plan to visit.
One item older guides get wrong
The children's museum in another city in this state closed to the public after 1 August 2026, and the institution's own announcement says it plans to reopen under a different name and in a different center in late 2027. Travel sites, older guides and forum posts still show the old name and the old address. Take that into account when planning a weekend trip, and do not read the 2027 opening as a firm date: the institution writes it as a plan, not as a schedule.
Something to know before you walk a child in
The part of the botanical garden behind the lake is a veterans memorial area holding busts of three young men from the city. It is a quiet and attractive space, but go in knowing what it is; a small child may need it explained.
What is not on this list, and why
- We do not call the city nature preserve free. The city publishes no fee and does not use the word free; those are not the same thing, and in this series a fee that is not published is not written.
- Any term for the two large cultural institutions in this region. One site could not be reached, the other's admission terms were not read.
- The terms and cost of the object lending collection. Not verified.
- Any distance or driving time.
- Any particular event or free class. Some programs are free but require registration and change from season to season; check the calendar on the institution's own page.
- Anything resting on the machine translation of a public site. The state's own warning says those translations are only an approximation and may include incorrect or offensive language; the e-mail address the parks agency gives for help in other languages is in the section above.
28 · Turkish consulate
Where are Turkish consular matters handled from Hoover?
Short answer
Alabama falls within the jurisdiction of the Consulate General of the Republic of Türkiye in Houston, and that is not an assumption: the mission's own site gives its jurisdiction as eight states and Alabama appears on both of the two pages that carry the list; in the same sweep the pages of the five other Turkish consulates general in the United States were checked and the word Alabama appears on none of them. There is no Turkish authority in Hoover where you can attend in person, and the trip crosses a state line. Two things up front, because both mean a wasted journey: there is a single published window for general consular business and it is mornings only, and visa applications are taken in a separate thirty-minute window.
Steps, documents and official links
| Item | Detail |
|---|---|
| Mission | Consulate General of the Republic of Türkiye in Houston |
| Address | 5333 Westheimer Road, Suite 1050, Houston, TX 77056 |
| Switchboard | +1 346 439 65 60 |
| After-hours emergency and duty officer | +1 832 774 18 61. The contact page prints the same number under two separate headings, so it is a single line |
| Consular call center, 7 days 24 hours | +1 888 566 76 56 |
| [email protected] | |
| Working hours | Weekdays 09.00 to 12.30. The mission publishes no afternoon counter hours for general consular business |
| Visa application hours | 14.00 to 14.30, a separate thirty-minute window. The mission's own instruction is to make an appointment before you visit |
| Consul General | Çağrı Sakar. Diplomatic postings rotate, so check current details before you travel |
All three attaché offices are in the same building
In the previous round of this series the attaché offices were in a different building from the Consulate General, and that page sent readers to two separate addresses. Houston is different and we are not carrying that warning over: the offices for religious services, education and commerce all publish the Consulate General's own address. So you can handle a school equivalence matter and a consular matter in the same building; the appointments are separate though, and because the general window is mornings only, work out in advance whether they fit into one day. Phone numbers and e-mail addresses are in our Alabama guide.
Traveling from Hoover: build the plan around your own city
- We publish no distance or driving time figure, because none came from a source this round. What can be said: Houston is west of this state and the trip is interstate.
- If you fly, the nearest airport with scheduled service to Hoover is Birmingham-Shuttlesworth International Airport. Detail is in the time and flights section, and getting around locally is in the transit section.
- You do not have to convert the time: the Consulate General is in the same time zone, so the published appointment and telephone hours are your own hours. The window is narrow, though, so do not forget that.
What is handled through the mission
The procedure headings in the mission's own application menu show what actually runs through it: birth notification and civil registry matters, marriage notification, passports, military service, notarial matters and powers of attorney, Turkish citizenship matters, estates, and education and visa headings. Booking, checking and canceling appointments run through the mission's own menu, which is split into consular procedures for Turkish citizens and visa pre-applications for foreign nationals.
We do not reproduce the document lists here. Each procedure has its own fee and its own document list, and we could not verify them one by one this round. Traveling to another state with the wrong documents would be the most expensive advice this page could give you; confirm the list through the appointment menu and the call center.
And a notary trap, which you should read
In this state there is no such document as a marriage license; a marriage is created by signing a form before an Alabama notary public and delivering it to a probate court. And having that form notarized at the consulate is not accepted: the signature required is that of a notary commissioned by Alabama. So do not plan to travel to Houston and have the form witnessed there. The full procedure, the thirty-day deadline and how the recording fee differs because Hoover sits in two counties are in the marriage section; read it before you book an appointment.
Three routes to try before you travel
- e-Devlet. Civil registry, address and some document matters can be handled remotely; check here first which ones can.
- The call center. Open seven days, twenty-four hours, and the fastest way to learn which document is required.
- Courier or mail. Some matters run by sending documents. Ask the call center which ones are accepted; do not send documents on your own initiative.
2026 closures
The 2026 holiday list published on the mission's own contact page contains dates falling after this page goes live, and two of them are immediately ahead: 12 October and 29 October. The list also carries 11 November, 26 November, 24 December and 25 December 2026, then 1 January and 18 January 2027. The list is published annually; check the current one before you book.
29 · Apostille
How do I use a document issued in Hoover in Türkiye?
Short answer
The office that does this work is at state level, and its procedure, fee and published answers are set out in detail in our Alabama guide. Seen from Hoover, these are the critical links in the chain. First and most expensive: every document in a foreign language must be accompanied by a notarized English translation, and that is the likeliest reason a Turkish reader's packet comes back. Second: federal documents are not authenticated at state level, so a document such as a naturalization certificate does not go to the state capital. Third, and specific to this city: the certification route has a county step, and in Hoover there is more than one county. Fourth, the sentence that sums the section up: easy at the counter is not the same as easy for authentication.
Steps, documents and official links
The first link: getting the document with the right signature
- In this state birth, death and marriage records are held in a single statewide register and a copy can be obtained from any county health department. That makes the counter side easy; the detail is in the vital records section.
- But the authentication side is not equally easy. The office's own rule requires that every birth and death certificate requiring an apostille bear the signature of the current state registrar. An ordinary copy taken at the counter may not be acceptable as it stands.
- Say so when you ask for the document: state from the outset that it will be used abroad and is needed for authentication. That single sentence can save you weeks.
- The physical requirement: an original signature and an embossed or ink stamped seal belonging to a currently commissioned Alabama public official. An ordinary photocopy does not meet it.
Apostille or certification: we do not answer that fork
- The office's own words: if the country where the document will be used is a party to the Hague Convention an apostille is affixed; if it is not, a certification is affixed. The same sentence also points out that being a member of the Hague Conference is not the same as being a party to the Convention.
- The office publishes a list of countries with the type that applies to each, but that list could not be opened this round. So we make no claim on this page about which type applies to Türkiye. Look at the office's own country list or call and ask; asking for the wrong procedure means the packet comes back.
The county step, and why it has to be asked twice in Hoover
- The certification route has an extra step: every notarized document also needs a county authentication issued by the probate judge of the county where the notary is commissioned. So two separate offices are involved on that route.
- Note that the test is the notary's county, not yours. For a reader living in Hoover who finds a notary on the other half of the city or in a neighboring settlement, that can mean a different county from the one they expected.
- And an open question: which branch handles probate business for an address on the Jefferson side of Hoover could not be verified this round; the county has two separate probate branches. We do not name a branch; call before you go, give your address and ask which branch you should attend. For an address on the Shelby side the counter is that county's own probate office.
- Where to find a notary: the state health agency's own answer says notaries are available in many places including banks, public libraries, shipping stores, automobile clubs and some pharmacies, and that your own bank should generally provide notary services free of charge. The same answer adds that notaries who travel to meet you may charge a travel fee and that the state sets no limit on it.
The two lines that send a Turkish reader's packet back
- Foreign-language documents. The office's answer, verbatim: all documents in a foreign language must be accompanied by a notarized English translation. Sending a Turkish document without a translation brings the packet back.
- Federal documents. Again verbatim: federal documents are not authenticated at the state level, and the reader is directed to the federal authentications office. This is an expensive and common mistake.
A separate rule for school documents
The office's own answer: school documents must be notarized first. A school official's signature and the school seal applied by the registrar are not accepted. Plan for that in advance if you will be sending a diploma or a transcript; the same rule applies when documents from the school section are sent abroad.
Do not break the order
- Get the document with the right signature. Say that you will use it abroad.
- Translate it and have the translation notarized if needed. This is mandatory for a foreign-language document.
- Get the county authentication if needed. The test is the notary's county; settle that by phone in Hoover.
- Get the authentication last. An authenticated document cannot be altered afterwards.
The other direction: using a Turkish document in the United States
For Turkish documents you will use in the United States for your immigration file the direction reverses: those documents are apostilled in Türkiye and submitted here with a certified English translation. No office in Hoover performs that step.
30 · Time and flights
What is the time difference between Hoover and Türkiye, and how do you fly to Istanbul?
Short answer
Hoover is on Central time, and the good news is that the whole state is in one zone, so traveling north or south within the state does not change your clock. Türkiye stays on the same time all year and does not observe summer time; here summer time is observed, so the gap shifts by an hour twice a year on its own: 8 hours in summer, 9 hours in winter. The practical consequence is sharp: the window in which you are awake at the same time as a government office or a bank in Türkiye is very narrow. On flights we write this: research found no international destination in the nonstop list published by the airport serving this area, so a trip to Istanbul starts with at least one connection.
Steps, documents and official links
How many hours, and when it changes
| Period | Difference with Türkiye | If it is 09.00 here, in Türkiye it is |
|---|---|---|
| During summer time | Türkiye is 8 hours ahead | 17.00 |
| During winter time | Türkiye is 9 hours ahead | 18.00 |
- Clocks go back on the first Sunday in November at 02.00. For 2026 that date is 1 November 2026. So in the days this page goes live the gap is 8 hours, and after the first week of November it is 9 hours. Because Türkiye does not shift its clocks, you experience the change one-sidedly.
- Clocks go forward on the second Sunday in March at 02.00.
- The consulate is in the same time zone. The Consulate General in Houston is on Central time, so its published appointment and telephone hours are your own hours. The general window is mornings only, though; see the consulate section.
The practical window for calling Türkiye
- The trap runs the other way: if a bank, hospital or government office in Türkiye works weekdays 09.00 to 17.00, the window in which you can call from here opens very early in the morning and closes before noon. In summer, when it is 17.00 in Türkiye it is 09.00 here.
- Two channels remove the problem: e-Devlet and the twenty-four hour consular call center.
- Tell people calling you from Türkiye: an evening hour there is midday here. Plan appointments and family calls accordingly.
Flying to Istanbul
- The nearest airport with scheduled service to Hoover: Birmingham-Shuttlesworth International Airport, code BHM, operated by the Birmingham Airport Authority. The airport's own words say its airlines carry travelers nonstop to 22 destinations across the country, with hundreds of other destinations reachable with one stop.
- The conclusion, written carefully: research found no scheduled nonstop flight from here to Istanbul or to any international destination. Our basis is the airport's own nonstop destination list and its description of those destinations as domestic. We do not write flatly that there is none; look at connecting options when you search and confirm the routing on the carrier's own site.
- And a name trap: the airport's name contains International, but that does not mean it carries scheduled international passenger flights. When you search for tickets, look at the flight list rather than the airport's name. The same trap exists at the airport in the north of the state; the comparison is in our Alabama guide.
- The rail side: a single passenger route crosses this state with one round trip a day and three stops in the state. The nearest stop to Hoover is the station in the large city of this region. We publish no distance or driving time figure, because none came from a source this round; the detail is in the transit section.
- Baggage and ID: the identity document for an international flight is a passport. Where the cards issued by the state are accepted on aircraft and in federal buildings is in the license section.
- Weather: factor severe weather into a travel day here. This state has two separate severe weather seasons and the second starts in early November; see the severe weather section.
