Just moved to Huntsville? Do it in this order

Learn one thing about Huntsville before anything else: it is a single city spread across three counties. Its boundary reaches into Madison, Limestone and Morgan counties; on our calculation from the Census Bureau's own boundary data the weight sits overwhelmingly on the Madison side, the Limestone side is small but real, and the Morgan side is a very small piece. That is not administrative trivia: the tax you pay at the grocery store, your property tax office, your plate counter, the yearly value tax on your car and the emergency management agency you turn to in a storm all depend on your address. One county office puts it in a single sentence of its own: your tax district may have changed. The second thing is the utilities, and here Huntsville is one of the easier cities in this series: power, natural gas and water all come from the same municipal utility on one bill, and the identification it accepts is written down: the primary list names a passport and a consular identification card issued by another national government, and a Social Security number is not required. We also write the other side of that coin: because it is a municipal utility, you have no state-level complaint route. The third is vital: the emergency management agency states in its own words that this city has no public storm shelters, so the plan has to be built inside the building. Below are the 30 everyday tasks Huntsville newcomers search for most, with links to the official sources. Statewide rules are kept short and linked to our Alabama guide.

  1. Day oneFind out which county your address is in. This city spans three, and everything from tax to the plate counter, the shelter list and the emergency agency follows that answer.
  2. 10 daysIf you are subject to address reporting, report your new address to USCIS (AR-11). A move inside the city counts too.
  3. Week 1Open power, gas and water in your own name. All three come from one utility and the identification it accepts is published; a passport is on the primary list.
  4. Week 1Turn on weather alerts and decide where you shelter. There are no public storm shelters in the city; the plan has to be built inside the building.
  5. Week 1Get a library card. It is free, no number is asked for, a passport is accepted, and there is a separate card type for someone with no photo identification.
  6. Week 1Look up your trash collection day. The city's address tool gives you your council member, your school zone and your collection day together.
  7. 30 daysYou have 30 days for a license. There is a state license office inside the city, and for a non-citizen applicant that is the right counter.
  8. With a carRegistration and the plate. Your counter is at one of three addresses depending on your county, and the yearly value tax is collected before the plate.
  9. NowEnroll your children in school. It is the same district in all three counties, and enrollment is not refused for missing documents.
  10. NowApply for health coverage. This state did not expand coverage; learn early where the gap falls.
  11. RentingAsk four questions before you sign: county, shelter area, accepted identification and collection day.
  12. If marryingThere is no such thing as a marriage license here. The form is signed before an Alabama notary and must reach the court within 30 days.
  13. If you buyThe exemption application goes to the county, and this city has three. The increase cap resets when the property changes hands.

Consulate, apostille and other Türkiye-related tasks are at the end of the page. Statewide rules are in our Alabama guide. Download this checklist as a PDF (first 30 days)

Three counties

The city spans Madison, Limestone and Morgan counties. On our calculation from Census Bureau boundary data the weight sits overwhelmingly on the Madison side.

One bill

Power, natural gas and water all come from the same municipal utility and arrive on a single bill. Most cities in this series have no equivalent.

Two IDs

Two valid government-issued IDs are enough to open service. The primary list names a passport and a consular identification card issued by another national government; the secondary list names an individual taxpayer identification number.

30 days

The marriage certificate form must reach the court within thirty days of the later signature date. A postmark does not count.

01 · License

How do I get a driver license in Huntsville, and which office do I go to?

Short answer

A driving credential is a state matter and Huntsville has no rule of its own. But there are two practical answers here and both save a newcomer a day. First: the state law enforcement agency's license office sits inside the city, so in a city spread across three counties the counter question does not scatter on the license side. Second and more important, and this is no longer an assumption but a measurement: county counters do not process foreign nationals. The agency's own office dataset was read in full; not one office of the local type performs this work, and the answer is the same in all three of the city's counties. So your counterparty is the state agency's own office, and a county counter is not an option for this. The full statewide measurement is in the number section. The documents, the authorized presence requirement and the test languages are the same statewide; those are in our Alabama guide.

Steps, documents and official links

The state office inside the city

From the state law enforcement agency's own office page, read on October 10, 2026:

OfficeAddressDays and hours
State license office, inside the city7262 Governor's West, Suite 202-203, Huntsville, AL 35806Monday to Friday, 8 a.m. to 4.30 p.m.; open through lunch

You do not have to know your county for a license in this city, but you do for vehicle registration, property tax and the shelter list, so run the address lookup on day one anyway. The last hour for testing varies from office to office, so call before you go. We publish no distance or drive-time figure; no agency text measures it and we do not estimate.

Processing a foreign national: a county counter is not an option

This is the single most useful field the series has pulled out of an agency dataset, and this round the dataset was read in full. In the agency's license office data each record carries the office's type, and it keeps two separate fields for first issuance and renewal for a foreign national applicant. For the city's three counties the result is definite:

Which county your address is inState officesCounty counters
Madison sideThree offices, all three do itEight counters, none of the eight does it
Limestone sideOne office, it does itOne counter, it does not
Morgan sideOne office, it does itThree counters, none of the three does it

The sentence has to be built correctly in both directions. On the county side it can be stated hard: statewide, not one office of the local type performs this work, neither issuance nor renewal, with no exception. But it cannot be stated that hard on the state side: the dataset also contains state offices that do not perform it. The correct wording is most state offices. The full numbers and the statewide pattern are in the number section.

Ask two questions before the appointment, not one

  • Issuance and renewal are two separate fields in the dataset, and an office may not do issuance while it does do renewals. So do not ask on the phone whether you process foreign nationals: ask about issuance if this is your first card and renewal if you are extending the one you hold, separately, and write down both answers.
  • The office's name can give you the wrong answer. The rule follows the office's type, not its name, and in the dataset name and type can diverge: an office carrying the agency's initials in its name can be of the local type, and an office whose name suggests a licensing counter can be of the state type. In this city's three counties name and type do line up, but a reader cannot know that from the name; confirm the office type through the agency's own office locator.

A trap: the county's page gives information, its counter does not give service

The license department of the county holding most of this city publishes a document list for non-U.S. citizens on its own site and, at the end of the page, points the reader to the state agency's site. That page tells you what to bring, not where to go: none of that same county's eight counters performs this work. Do not read the page and then go to a county counter; book at the state office.

A contradiction, and it is printed in this city's own county

Among the documents the agency asks for, the secondary list includes a document authorizing presence in the United States for more than a stated number of days. That number is not written the same way in three official texts:

TextThe period it states
The state agency's driver manualmore than 30 days
The same agency's document and fee pagemore than 30 days
The same agency's card page, and this city's county license department's own pagemore than 160 days

We take no side. What it means for you: do not plan around the number on its own and ask the office about the exact document you hold, by name. We put this on this page in particular because one of the texts saying 160 days is this city's own county page.

I have no number: the route the agency itself writes

The three items asked of a non-U.S. citizen applicant are the same on the state agency's page and on this city's county page: a valid foreign passport with an acceptable visa or resident alien card, verification of a Social Security number or a letter from Social Security stating non-eligibility, and a document from the secondary list covering the period above.

The middle item sets your route directly: the number itself is not an absolute requirement, but if you have no number a letter of non-eligibility from the administration is asked for instead. So for a reader without a number the order is: that letter first, then the license appointment.

Four things to know on the state side

  • Research found no second, status-independent driving card. The agency's own driver manual requires every first-time applicant to submit proof of authorized presence, and states that for non-working authorized foreign national applicants it presumes their status to be unauthorized until documents are presented. The same manual also asks an applicant who has previously been deported for a document from the immigration enforcement agency. This door is not a procedural tip, it is a reason to talk to your lawyer. The detail is in the state guide.
  • A new resident has thirty days. The statute's own text requires every new resident of Alabama to obtain an Alabama driver license within 30 days of establishing residence.
  • The written test is given in eleven languages and Turkish is not among them. An oral test is available for applicants who cannot read the written one; ask about that option before your appointment.
  • A Turkish license is not exchanged. Türkiye does not appear among the reciprocity agreements the agency names, so the license is obtained from scratch and the tests are required. The detail is in the state guide.

Fees, and one payment trap

ItemAmount
Test fee, or the transfer fee for an out-of-state license$5, and checks are not accepted
The license itself$36.25
Non-driver identification card$36.25, plus $5 for document review on a first issue
Paying by credit card4 percent processing fee on the total

These figures were read from the agency's own page on October 10, 2026. Bring cash or a card, not a check.

Proof of address, and the order for week one

The item that trips people up in a license file is usually not a document but proof of address, and that item is easier here than you expect: power, natural gas and water come from one utility on one bill. The order for your first week is: open the account in your own name, then let the first bill arrive; a bill in your name serves as a residency document at several doors on this page. Which identification the utility accepts is written out in the utilities section, and a passport is on its primary list.

02 · Vehicles

How do I register a car in Huntsville and where do I get the plate?

Short answer

The three-county theme on this page first turns into money here. A vehicle is registered in the county where you live, so Huntsville has three separate counters and which one is yours depends on your address. Registration also carries a yearly value tax, and one multiplier in that calculation is the county rate: two people living in the same city can pay different amounts for the same car. We publish no figure, because the three counties' rates could not be verified in this research. And one county license department's own renewal warning lands squarely on this city: your tax district may have changed.

Steps, documents and official links

Three counties, three counters

From the state revenue department's directory of county plate offices, read on October 10, 2026:

Which county your address is inPlate and registration counterPhone
Madison side (most of the city)1918 N. Memorial Parkway, Huntsville, AL 35801 (inside the city)256-532-3315
Limestone side100 S. Clinton St., Suite B, Athens, AL 35611256-233-6430
Morgan side302 Lee St., N.E., Decatur, AL 35601256-351-4770

For most of the city the counter is inside the city, but if you live on the Limestone or Morgan side you have to go to a county seat outside your own city. Look your address up first; going to the wrong county is a real risk here and the offices are not interchangeable. We publish no distance or drive-time figure.

Your tax district may have changed

That sentence is not ours; it is a county license department's own renewal warning: if your address or insurance information has changed since your last renewal, call the office, because your tax district may have changed and the cost printed on your renewal notice may be wrong.

In a city spread across three counties that means this: you stayed in the same city, you may even have moved two streets over in the same neighborhood, but your tax district and the amount you owe may have changed. Call the counter when you move.

The yearly value tax: the structure, with no figure

In this state registration is not just a fee: a tax on the value of the vehicle is paid every year. The department's own formula has three multipliers: the market value of the vehicle, the vehicle's class ratio, and your county's millage rate. The valuation date is fixed too: the administrative rule sets valuation as of October 1 and uses it for the tax in the following calendar year.

Two features of this tax surprise newcomers:

  • It is collected before the plate is issued. Put the item in your budget before the registration appointment; the department writes that all accrued tax must be collected prior to registration.
  • It accrues even when the vehicle is not used. In the department's own words it is a property tax, not a use tax, and it follows the property from owner to owner; a car sitting in a garage does not stop it.

We publish no figure and we say why plainly: one multiplier is the county rate, Huntsville has three counties, and this research could not verify the millage rate of any of them. Ask your own county counter for your rate. The sales tax difference is in the tax section.

We also print a contradiction: the department's general property tax page and its vehicle valuation page do not agree on which class private passenger vehicles fall into or on that class's ratio. We take no side; both pages are linked below and we tell you to confirm the ratio at the counter.

If you sell the car or take it out of the state you can get money back: the department's own rule gives a pro rata credit for the remainder of the period on a sale, trade, total destruction, permanent removal from Alabama or theft without recovery; the claim is made within 60 days in the county where the tax was paid, and the credit document is valid for 12 months.

The order, the deadlines and the fees

  1. Insurance first. The policy must come from an insurer licensed to do business in Alabama and must start before registration; the clerk checks it through an electronic verification system and asks for an insurance card if it cannot be verified. Minimum coverage and rating rules are in the state guide.
  2. Then title and inspection. For vehicles requiring a title the title application comes first; on every change of ownership the licensing official or an appointed deputy physically inspects the vehicle. No inspection is required on a renewal.
  3. The counter last: the official collects the registration fees and the yearly value tax and issues the plate.
ItemAmount or deadline
Alabama title$15, plus $3 to the licensing official
Standard passenger plate$23, plus a $1.25 issue fee
Added on topLocal fees, the yearly value tax and sales tax, added by the counter
Moving in from another state30 days from the date the vehicle enters the state
Buying a vehicle in Alabama20 calendar days; if the last day falls on a Sunday or a holiday, the next business day
Late penalty$15 plus interest, for late registration, late transfer, missing your renewal month, or missing the thirty-day deadline
Not keeping the document in the vehicleA minimum $50 fine for failing to show current registration to a law enforcement officer

Identification for every owner: the license door reaches the registration door

This item matters for this readership. The state department's mandatory liability insurance brochure requires, in addition to evidence of insurance, a valid state-issued driver license or non-driver identification card for each owner shown on the vehicle title; two separate counties state the same requirement on their own pages, and one of them adds that the names must match the names on the paperwork.

What that means: the authorized presence requirement on the license side reaches the registration door too. The registration document lists of this city's three counties were not read separately in this research, so confirm by phone what the counter you are going to asks for.

The brochure also uses the phrase national driver license; no agency text explains whether that covers a foreign license, and we do not write that a vehicle can be registered on a foreign license.

Your renewal month follows your surname

This state renews plates on a staggered schedule from January through November, based on the first letter of the owner's last name. The agency's own example: owners whose surname starts with certain letters renew in April, and the previous registration expires on the last day of that month. The full table is not on the state department's page; one county license department publishes it in full and the two texts agree.

  • For a vehicle registered to two people the month follows the surname of the first person listed on the registration.
  • Letters specific to Turkish have no counterpart in the agency's table. The letter as your surname is spelled on your document may be the one used; we did not verify that, so confirm your renewal month at the counter.
  • A reminder letter may never arrive. The department's own answer: many counties mail renewal notices and many do not, and not receiving one does not relieve the obligation. Track your own month.

Emissions: the agency says no in its own words

This is one of the rare items in this series where we do not say we could not find it. The state revenue department's own question and answer page states plainly that Alabama law does not provide for emissions testing of motor vehicles. So there is no emissions step in Huntsville.

But we do not say the same about a periodic safety inspection: no such inspection appears in the department's list of registration prerequisites, and we write that as not found on the list, not as there is none. The only inspection on the list is the vehicle identification number and ownership document inspection carried out when ownership changes.

03 · Severe weather

Severe weather risk and a shelter plan in Huntsville

Short answer

There is no winter driving regime in this city; tornadoes and severe weather carry this section. Know three things straight away. First, there are two separate seasons and the second one runs from early November to mid-December. Second, the time to go to a shelter is the watch, not the warning; that is the agency's own rule. Third, and specific to this city, in the emergency management agency's own words: there are no public safe rooms here. Against that, the county publishes a detailed shelter list and only one entry on it sits inside the city limits. So most of your plan has to be built inside the building.

Steps, documents and official links

A correction: the forecast office is the same on all three sides

The three-county theme of this page turned out the opposite of what you might expect here, and we write the correction plainly. We measured it from the National Weather Service's own data service: all three county pieces of Huntsville are served by the same regional office. So not knowing your county does not put you on the wrong forecast office.

You still need to know your county, and the reasons are these three:

  • Warning text carries the county name. A tornado warning is usually issued for portions of one or two counties and for less than an hour; the text may name your county rather than your city.
  • Shelter lists are published by county. The list below belongs to one county; we could not find an equivalent for the other two.
  • The emergency management agency differs by county. This city has a joint city and county agency, but that agency covers only one of the city's three county pieces.

Two seasons, and newcomers do not know the second

A regional weather office's severe weather awareness page says this about Alabama: tornadoes can happen in any month of the year and at any hour of the day or night, but there are two distinct severe weather seasons. The primary one is spring, March through May. The second runs from the beginning of November until mid-December, and the same text warns that the severity of each season varies from year to year.

A family that arrives in September and has been told tornado season is spring walks into November unprepared. Turn the alerts on the week you move in, not in March. Huntsville has its own forecast office, separate from the one serving the state's other large cities, and it publishes its own page; the link is below.

Watch and warning are not the same thing

TermWhat it meansWhat to do
Tornado WatchConditions are favorable for a tornado to developWatch the sky, turn on the weather radio. This is the moment to travel to a community shelter.
Tornado WarningA tornado has been detected by radar or reliably reportedGo to your safe place immediately. In the agency's own words: traveling at this point is dangerous and is not recommended.

A folklore correction from the same agency: opening or closing windows does not reduce damage to a structure, and a tornado can be hidden by rainfall or arrive at night; waiting until you see or hear it may be too late.

Community shelters: the agency's own sentence

This is the most vital finding in the section, and we do not soften it. The joint city and county emergency management agency writes this on its own page:

"The larger cities of Huntsville and Madison do not have public safe rooms. In these cities, some places of worship and other buildings may announce they are open as a public shelter during severe weather."

So there are no public safe rooms in these two cities; instead, some places of worship and other buildings may announce they are open as a public shelter during severe weather. That is the agency's own statement, and it is one of the few items in this series where we can write there is none rather than we could not find one.

The county shelter list: the most detailed we have seen in this series

The same agency publishes a community shelter list for the whole county, and each entry gives capacity, accessibility and whether caged pets are accepted. The only entry inside the city limits, and the main ones nearby, from the agency's own list:

Shelter and addressCapacityAccessibleCaged pets

Harvest Youth Club, 230 Lockhart Road, Harvest, AL 35749 · 256-417-7080125YesNo, service animals only

The full list is on the agency's own page and carries more entries; the table above is a selection. The last row matters for a reader on the Limestone side: the agency notes that it opens when a tornado watch is issued for Limestone County, that it is an above-ground shelter, and that there is a limit of one bag per person.

We print the agency's own disclaimer as well: each community shelter is managed separately in the community it serves, has its own criteria for opening and closing and may not always be available; the joint agency does not manage any community storm shelter itself and cannot guarantee anyone's safety in a shelter opened by a church or a civic group. As a general rule, community shelters are opened during tornado watches.

And a gap: an equivalent community shelter list for readers on the Limestone and Morgan sides was not found in this research. We do not say there is none; we say we did not find one, and we tell you not to build a plan around a shelter we could not find.

If you have your own shelter: registration and a tax item

  • Registering a private shelter. The joint emergency management agency asks people who have their own shelter to register it, and writes that the information is shared with local fire and rescue departments. The registration route is given separately for city residents, for residents of the neighboring city and for the rest of the county.
  • The state has a storm shelter tax item. The state emergency management agency publishes it on its own page. We print no amount or condition, because the page was not read in this research; if you own a home, look at the agency's page.

What to do depending on where you are

WhereThe agency's instruction
At homeGo to a basement, or to a small interior room without windows on the lowest level (bathroom, closet, interior hallway). If you can, get under something sturdy such as a workbench or a heavy table, or under a stairwell. Use blankets or pillows against falling objects. Stay away from corners and exterior walls. The agency's own sentence: in a traditional home there is no guaranteed safe place
In an apartment or a large buildingGo to the designated shelter area, usually an interior room on the lowest level. Use the stairs, not the elevator. Stay away from large windows and skylights. Do not remain in rooms with high, unsupported roofs such as gymnasiums, halls, warehouses, manufacturing facilities and large sanctuaries
In a manufactured or mobile homeNot to shelter inside but to leave beforehand. The weather service: a mobile home or a tent is not safe. The joint emergency management agency is blunter: mobile homes are one of the most dangerous places to be during a storm and should be evacuated; residents of parks without a designated shelter should use community shelters where available or make plans to stay with friends, neighbors or family who live nearby and seek safe shelter before the storm reaches them. This is a renting decision and we wrote it into the renting section too
In a vehicleBeing in a vehicle is not safe. When tornadoes are possible, limit your outdoor plans or finish them early and stay close to a sturdy building. If you are caught outside, take shelter in a ditch or stay in the vehicle and cover your head. Do not shelter under a highway overpass; wind speeds there can increase due to a tunneling effect

We publish no risk ratio. A numeric figure for how much higher the risk is in a manufactured home could not be verified from any agency's own page; the two agency texts above say the same thing without one.

How to receive a warning on your phone

ChannelSignup neededDetail
Wireless emergency alertsNo. The agency's own sentence: no signup is requiredThey reach capable phones automatically; no app to download and no service to subscribe to. They reach you away from home as well, and if you travel into a threat area after an alert is sent, the message reaches you there. This is the main channel in a tornado. The length and language of the message depend on the carrier and the language setting of the device; the agency publishes its examples in English and Spanish, and research found no Turkish example
The city's own notification systemYes, optional signupGive your address and it sends alerts based on your location. The channels the city names: the joint emergency management agency, the police department (crashes and weather-related road closures), fire and rescue, and roadwork advisories. In a city spread across three counties, an address-based channel is a real advantage
The state notification systemYes, optional signupIt went live in August 2026 and notifies by cell and landline phone as well as through local broadcasts. The announcement describes it for floods and other disasters; no sentence from the agency was found saying it carries tornado warnings, and the broadcast languages were not found either
Weather radioNo, but you need the deviceThe weather service's own broadcast network. Because it works off radio waves, you get the alerts wherever you can receive the signal, with no internet and no cellular network. Whether this city has outdoor warning sirens was not verified in this research; do not wait for a siren

The honest answer on Turkish: no Turkish-language severe weather material was found from any state or federal agency. The regional office publishes a full Spanish safety section and safety videos with sign language interpreting. The practical answer is the automatic alerts on your phone plus a weather radio, and making sure everyone in the house knows the difference between a watch and a warning.

Flooding and road closures

Tornadoes are not the only risk. The driving rule is one sentence: do not drive through a flooded road. An address-based local flood information page for this city could not be read in this research; the county emergency management agency has a flood preparedness page whose content was not read. We do not say there is none; add the flood question to the list in the renting section and ask the city.

For road closures there is no single source. The state transportation department puts the same two lines at the top of every severe weather bulletin: for state roads, the department's own traffic app and website; for county and city roads, local news outlets, county commissions and municipal emergency management agencies. Its advice during a storm is equally plain: limit travel to essential trips only, wait for daylight and improved conditions where you can, and watch for crews working in the area.

04 · Towing

What do I do if my car is towed in Huntsville?

Short answer

We publish no tariff figure and we say why plainly: the statute leaves municipalities free to set their own rules and this city's towing and storage tariff could not be verified in this research. What we can verify is the structure: whoever removes the vehicle acquires a lien on it for the removal and storage charge, so the car cannot be released until the charge is paid. And the statute names one case directly: a vehicle can be towed when it is left unattended because the driver was taken into custody. There is an extra difficulty here: outside the city limits your counterparty is one of three different sheriff's offices.

Steps, documents and official links

Find the counterparty first, and here that means three possibilities

  • Inside the city limits the counterparty is the city's own police department. In an emergency call 911; for non-emergency reports and requests the city has its own channel and the number is 256-535-2489.
  • Outside the city limits the counterparty is the sheriff's office of the county the address sits in, and around Huntsville that means three different counties. You cannot dial the right number without knowing which county you are in; run the address lookup.
  • If it was towed from private property the counterparty is the towing operator and the property owner directly; law enforcement may hold no record of it.

If you are not sure whether the car was stolen or towed, call the law enforcement agency covering your address first; if there is no record, report a theft.

The cases the statute names

The statute lists the cases in which an officer may have a vehicle towed to the nearest garage or other place of safety: the vehicle has been left unattended in a public place for at least 48 hours; it is left unattended because the driver was taken into custody, was disabled by a crash, or because some other reason requires its immediate removal; or the vehicle is subject to an impoundment order for unpaid traffic or parking fines.

ItemWhat the statute says
LienThe person removing the vehicle has a lien on it for a reasonable charge for removal and storage
NoticeThe officer who ordered the tow must give written notice, with a description of the vehicle and the plate number, to the state law enforcement agency within five calendar days
Treated as abandonedA vehicle left unclaimed for at least 30 calendar days after the notice was sent may be treated as abandoned, and a sale procedure follows
Separate municipal authorityThe statute says this part is cumulative and does not limit a municipality's authority under other provisions. So the city can set rules of its own

What you should do

  1. Call the storage lot and ask whether the car is there, during which hours it can be collected, and which documents they require. Lots usually ask for photo identification, which is a separate problem for someone whose papers are incomplete.
  2. Ask for the bill itemized. The towing charge and the storage charge are separate items and storage accrues every day.
  3. Act the same day. Speed is the only thing in this section that saves money.
  4. Check the registration and insurance side. Getting the car back does not close a problem in your registration, and in this state failing to keep the registration document in the vehicle is itself a fine.

The general frame of the statute and the municipal class terminology are in the towing section of the state guide.

05 · Transit

Can you live in Huntsville without a car, and how do you pay the bus fare?

Short answer

The city has its own bus system, run by a city department. The schedule is this: weekdays from six in the morning to nine at night, Saturdays from eight to five, and no service on Sunday. A one-way ride is $1, a monthly pass is $30, and transfers are free. For a full-fare ride no identification or number requirement was found on the agency's pages; the discounted fares depend on a valid identification. And the city has one advantage: the airport with scheduled flights is inside the city itself.

Steps, documents and official links

The bus: hours, and a Sunday warning

In the city's own words the system runs weekdays from 6 a.m. to 9 p.m. and Saturdays from 8 a.m. to 5 p.m. No Sunday service appears, and that directly affects anyone who works on a Sunday or has to get to a Sunday shift. Open the route map while you are looking at homes and check whether a stop is within walking distance; in this city the transit decision is made inside the housing decision.

Fares

ProductFare
One-way, full fare$1.00
Over 65, disabled riders, holders of certain health program cards with identification, and students with a valid student identification$0.50
Children 6 and under$0.50
Children under 32 inchesFree with a paying adult, up to two children per fare
Twenty-ride ticket book$18.00
Monthly pass$30.00
TransfersFree

These figures were read from the agency's own fare table on October 10, 2026; confirm the current fare on the agency's page before you ride.

Where to buy a ticket

  • Transit center: 521 Pratt Avenue, weekdays 8 a.m. to 5 p.m.
  • Contactless payment: through the ticketing app the agency accepts.
  • Contact: the public transit office, 500 B Church Street, Huntsville · 256-427-6811.

Is identification or a number asked for

For a full-fare ride no identification, registration or Social Security number requirement was found on the agency pages that were read; cash or the payment app is enough. Discounted fares, in the agency's own words, require riders to show qualifying identification. We do not write that no number is asked for; we write that research found no number requirement. Before you apply for a discounted card, call and ask whether the document you hold is accepted, naming it.

The airport: inside the city, but the word in its name is a trap

The airport with scheduled flights is inside the city itself and is operated within a port authority. In its own words it offers nonstop flights to eighteen cities and connects travelers to hundreds of destinations through its airline partners; the nonstop list it publishes consists of domestic destinations.

The word international in its name is a trap: it does not mean there are scheduled international passenger flights; the same facility also works as a large cargo and intermodal hub. Research found no nonstop scheduled flight to Istanbul. We do not say there is none; the correct sentence is this: no international destination appears on the published nonstop list, so getting to Istanbul takes at least one connection. Time difference and flights are at the end of the page. We publish no distance or drive-time figure.

Trains

On intercity passenger rail the honest answer is this: the state has one permanent route with three stops inside it; Huntsville is off that route and research found no station of its own here. The route and the stops are in the state guide.

06 · Regions

Which county is Huntsville in, and what does that change?

Short answer

The thesis of this page is one sentence: Huntsville is a single city spread across three counties. Its boundary reaches into Madison, Limestone and Morgan counties; on our calculation from the Census Bureau's own boundary data the weight sits overwhelmingly on the Madison side, the Limestone side is small but real, and the Morgan side is a very small piece. The consequences are daily: your tax rate, your property tax office, your plate counter and the emergency management agency you turn to in a storm all depend on your address. The one thing to do on day one is look up your address.

Steps, documents and official links

How the city describes itself

We relay one sentence together with its source, because a reader will hear it in other forms elsewhere: the city's own page describes it as the largest municipality in Alabama. That is not our assessment but the institution's own wording, and a population ranking is something that changes over time. For a newcomer the practical consequence is this: that size comes with a boundary spread across three counties, and the rest of this page explains what that boundary means in daily life.

Day one: look up your address

The most functional link in this guide is an address lookup. There are three tools and all three belong to agencies:

  • The Census Bureau's address lookup service. Enter an address and it returns the county, the municipality and the school district in a single query, with no registration and no key. It was tested first hand in this research and the three-county structure was measured with it.
  • The state revenue department's own address lookup. Enter an address and it gives the state, county and city tax rates that apply to it, closing the county question from the money side. The link sits on the department's own tax rates page.
  • The city's own address tool. Enter an address and it returns your council member, your school zone and your trash collection day together. One caution: the city's own map server was closed to the outside in this research; we link the tool from the city's page but we could not test what it returns.

What changes with the county and what does not

ItemDoes it change with the county
Sales and grocery tax rateIt changes. There is more than one total rate in the same city; the figures are in the tax section
The yearly value tax on a vehicleIt changes, because one multiplier is the county rate. The detail is in the vehicle section
Property tax office and the exemption applicationIt changes. The application goes to the county; the detail is in the property tax section
Vehicle registration and plate counterIt changes. Three separate counters, one inside the city and two outside
Emergency management agency and shelter listIt changes, and this is the most critical distinction on the page. See the severe weather section
Probate court and recording a marriage certificateIt changes, but the choice is yours: the form can be recorded in any county. In the marriage section
School districtIt does not. The test is not the county but the city limits; in the school section
Power, natural gas and waterIt does not. All three come from the same municipal utility, on one bill
License officeIt does not. The state office is inside the city; in the license section
City police, zoning, the city business license and the report channelThey do not. All of them sit with the city itself
Library cardLargely it does not, and the library's own text names one county separately (below)
Weather forecast officeIt does not. All three counties are served by the same regional office; the measurement is in the severe weather section
Vital recordsIt does not. The registry is statewide and single; in the vital records section

Look at that list and the pattern is this: in this city money and disaster follow the county, while services and documents do not. Compared with a city where the water alone comes from four utilities, Huntsville's bill and school run through a single door; what is scattered here is tax and emergency management.

A second layer: the city limits and the county line are not the same question

In this state municipalities can exercise tax and licensing authority in a belt outside their limits. The state revenue department's own rate file carries a separate entry for Huntsville in that belt, and in this city that entry's rate shows as zero, so no city sales tax appears there. That does not mean the city has no authority in the belt and we do not write that it does: the statutory basis for that authority could not be read in this research, so we give no section number.

There is also a reverse pattern seen for the first time in this series: one county appears in the rate file with two separate entries. One applies countywide, including inside the city; the other applies only outside the city limits and is higher. In other words, the county share falls when you cross into the city. The figures are in the tax section.

And a gap: which county rate applies to the city's Morgan side could not be derived from the department's file. We assume nothing; a reader on that side should run the address lookup personally.

City government: council districts and an election caution

The city is governed by a mayor and council structure, and the council is divided into five districts. Meetings are held on the second and fourth Thursday of each month at 5.30 p.m. on the first floor of the municipal building; agendas are published on the site and sessions can be watched on the city's own broadcast channel. The council office is on the sixth floor of the municipal building, 305 Fountain Circle, phone 256-427-5011.

We publish no names, and there is a reason: a 2026 municipal election was held and those elected take office after the swearing-in. So no elected official is named on this page; find your own council member through the address lookup and take the list of names from the city's own page.

The city's own multicultural office: a door rarely seen in this series

The city keeps a multicultural affairs office within the mayor's office and describes itself as the administration's point of contact for the diverse cultures living in the city. The office was founded in 2008 and formalized by a council resolution dated August 26, 2021. What it runs:

  • A program for getting to know city government: free, six weeks, twice a year, on Tuesday evenings from 6 p.m. to 8 p.m. For a newcomer that is the cheapest way to learn the institutions.
  • An awareness program for young people aged 12 to 18 and a music event the city runs in its parks.
  • The city also has a human relations commission and an advisory council that meets every other month at city hall.

Contact: seventh floor of the municipal building, 305 Fountain Circle · 256-883-3993. Research found no program or advisory body run in Turkish; we do not say there is none, ask the office.

Reports and requests to the city, and the option to hide your identity

The city's own report system runs from the web and a mobile app; on the city's own page it covers graffiti, illegal dumping, potholes, broken parking meters and found pets. Emergencies go to 911, not to this channel. The phone number is 256-535-2489.

And one detail that enters this page in the city's own words: the city writes that reports of a sensitive nature may be submitted confidentially, and when you file a report it offers you the options submit as yourself, hide your identity, or submit as a guest. For a newcomer wary of leaving a record that is a concrete difference, and we relay it without comment.

The library card: free, no number, and an option with no photo

The library system is shared by the city and the county and has ten branches. The card types, from the library's own page:

Card typeThe library's own rule
Resident cardFree, for ages 18 and over. The library's own sentence adds that residents of Limestone County who live within the city limits of Madison and Huntsville are also eligible. It requires official photo identification carrying the correct name and a permanent address; the examples given include a driver's license, a passport and a student school card. If your identification is a license from another area it can be combined with a lease, a bill or a pay stub
Non-resident card$20 a year for an individual, $35 a year for a family; official photo identification with the correct name and address
Young reader cardFor ages 17 and under; it needs a parent or guardian's signature and their own card. Since March 3, 2025 the parent or guardian must also provide a waiver
Computer use only cardFree, for in-building computer use only, and the library's own sentence is this: for residents ineligible for a full membership card. Identification with the correct name is required and a photo identification is not. One of the lowest-threshold library doors in this series

Three notes. First, no card type asks for a Social Security number. Second, registration begins with an online form but in the library's own words no card is issued without showing proof of residency at a branch; the online application alone is not enough. Third, the library's eligibility sentence names the Limestone side but no separate sentence was found for the Morgan side; a reader there should ask at a branch. Research found no service in Turkish.

07 · Utilities

Opening power, gas and water, deposits and the shutoff rules

Short answer

This is the most useful part of the page, because in Huntsville power, natural gas and water all come from the same municipal utility on one bill, and the identification required to open an account is published: the utility's primary list names a passport and a consular identification card issued by another national government, and its secondary list names an individual taxpayer identification number. A Social Security number is not a required item. But the cost is written in the same section: because it is a municipal utility, you have no state-level complaint route.

Steps, documents and official links

One utility, one bill

In this city you do not have to chase separate organizations for power, natural gas and water. The utility's own text describes its service area as Madison County and parts of Limestone and a neighboring county, and lists water, gas and electric service together. The utility is a public entity owned by the city, as its own policy document puts it.

The basic numbers: the outage line (electric, gas or water) is 256-535-4448 and the main number is 256-535-1200. The administration building is at 112 Spragins Street, Huntsville, AL 35801, weekdays 8 a.m. to 5 p.m.

I have no number: the utility's own list

From the utility's residential service requirements page, the structure verbatim: unless you apply with the state's marked identification card, establishing service requires two valid and unexpired forms of government issued identification, with at least one from the primary list.

Primary list (at least one)Secondary list
The state's marked identification card (enough on its own, no second item asked)Social Security card
Driver's licenseCertified copy of a birth certificate
Non-driver identificationVoter registration
Gun permit with photoHealth program card
U.S. military identification cardAnnual wage statement
Pilot's license issued by the aviation administrationIndividual taxpayer identification number
Consular identification card or similar identification issued by another national governmentHunting, fishing or gun permit without a photo
PassportSelective service card, naturalization document, employee identification card

Three results for the reader. First, a Turkish passport is on the primary list and stands on its own as the first identification. Second, a consular identification card is on the primary list too, and the utility writes it out as issued by another national government. Third, a Social Security card is only one of the options on the secondary list; it is not required, and an individual taxpayer identification number sits on the same list in its place. This is one of the rare places where the sentence this series looks for is actually published.

We write the two limits too, because readers run into them:

  • Service is established in the name of the legal occupant of the property: the utility's sentence says the owner, legal tenant, or their legal representative. So you cannot open an account in your own name at someone else's house.
  • If a customer with an unpaid balance lives in the house, the utility does not allow a member of that customer's family or anyone else living there to make a deposit and open service in their place. If the home you are moving into carries a balance from the previous occupant, ask about it up front.

There are four ways to apply: the utility's online portal, mail (with the form, the deposit and copies of your identification), in person at the administration building, or through apartment management. If service is needed within two business days, do not use the online option; that warning is on the utility's own page. The application form has a Spanish version; research found no Turkish version.

The deposit: the cap, the right to decline a credit check, and the refund

ItemFrom the utility's own policy
CapA deposit or suitable guarantee may not exceed twice the average bill (previous or anticipated)
Who is asked for oneA new customer who does not meet the criteria of a third-party credit review or who opts out of the credit check; a customer with insufficient payment history; a customer disconnected for non-payment without a sufficient deposit
The right to decline the credit checkWritten down. If you decline, a deposit is required, but the door does not close
Refund and reductionA customer who maintains a satisfactory payment history for at least 12 months becomes eligible for a reduced or fully refunded deposit
Service establishment feeNon-refundable; expedited service carries an extra charge. We publish no amounts, as they were not verified in this research
Every account separatelyThe utility's own note: every residential account requires a security deposit
Past balanceIf an account was closed for non-payment, the full past balance is paid up front on a new application

For a newcomer with no credit history the third row matters most: declining the credit check is an option written into the utility's own policy. The price is a deposit, but the account opens.

What is shared if the balance goes to collection

The utility's own text says that if an unpaid balance is referred to a third-party collection company, it may share name, date of birth, Social Security number, contact information, payment history and the outstanding balance, and the balance may be reported to credit bureaus. The only way out the same text gives is explicit: if you do not want your data shared, you must settle the balance in full before the referral process begins.

We relay this because it has a consequence a reader should know: not paying a bill can produce not just a shutoff but a data transfer. Call before the problem grows.

The complaint door: there is no state body here

The state regulator names on its own consumer page the things it does not regulate: electric cooperatives, most water companies, municipal utilities, wireless services, cable television systems and a regional federal power producer. And it finishes the sentence this way: therefore it does not have power to resolve complaints concerning them.

Huntsville is on the other side of that line. The utility here is a municipal utility, so you cannot take a billing dispute to a state consumer line or online complaint. In cities whose power comes from a regulated private company that door is open; here it is closed. The distinction is not between cities but between types of organization, and a reader can recognize it on the bill: if your provider is a regulated private company there is a state route, if it is a municipal utility or a cooperative there is not.

So who is the counterparty here: the utility's own account review procedure. In the utility's text you have at least four business days to dispute a bill; service can be reconnected temporarily while the dispute runs, but only if you accept the written terms and pay the amounts you are not disputing. The second counterparty is political: the utility is a public entity owned by the city, so your council member is in that chain.

The shutoff rule: two separate rules, and which one protects you

The first rule belongs to the state regulator and it does not apply here. That rule bars disconnecting residential electric or natural gas service for non-payment when the forecast for that calendar day at that address is 32 degrees Fahrenheit or below. It has four limits: its scope is electricity and natural gas only (water, sewer and trash are outside), no heat trigger was found, the source document carries a very old effective date and whether it has since been amended could not be verified, and most important of all, it binds regulated utilities only. The utility in this city is not regulated, so we do not present that rule to you as a right.

The second rule is the utility's own policy and this is the one that applies to you: customers are not disconnected for non-payment during extreme temperatures. The test is the National Weather Service forecasting below 32 degrees or over 100 degrees Fahrenheit. In those conditions a representative visits customers whose service is set to be terminated and attempts to collect the delinquent charges; service is not terminated until weather conditions improve. Its scope is broad too: the policy is written for the utility's electric, water and gas service alike.

LimitFrom the utility's own sentence
If it is already offIt is not reconnected because of the weather. The protection works before the shutoff, not after
When the postponement endsThe disconnection resumes and no further notification is provided
The representative's visitA fee for it is placed on your next bill
Where the rule comes fromNot a state law but the utility's own internal policy. No outside body requires it
Significant weather eventsIn a hurricane, a winter storm or a widespread outage, management may suspend disconnections, and the text says this is solely at management's discretion

Billing, late charges and the shutoff timeline

  • The billing period runs 28 to 34 days; the due date is at least 15 days after the bill date, and if it falls on a weekend or a utility holiday it moves to the next business day.
  • Late charges: 5 percent on the first $250 and 1 percent on the remaining balance, calculated separately for each service. One bill does not mean the items are counted as one.
  • The disconnect notice goes out by mail, phone, text message, email and app notification; in the utility's own words not having received it does not remove the obligation to pay. Keep your contact details current.
  • If the balance is not paid within 7 days of a disconnection, the account is closed entirely, the other services at the same address are cut as well, and the deposit is applied to the final bill.

If there is electrically powered medical equipment at home: the critical care list

The utility keeps a separate critical care list and names who is on it: people using a ventilator with a tracheostomy, children under five on an apnea monitor, home hemodialysis patients, and ventilator patients who would otherwise be in hospital. An electrically powered oxygen concentrator on its own does not qualify, because bottled oxygen can be supplied.

  • The application is sent not by the patient but by the patient's health care provider (by fax or mail), and the utility's own physician reviews it.
  • Being on the list does not prevent a shutoff, and we write that plainly: in a delinquency the utility attempts contact by phone, regular mail and certified mail, and before cutting service it requests a wellness check from the police department or the sheriff's office.
  • Backup power is the customer's responsibility. If relocation is needed the emergency management agency may help; the number the utility gives is 256-427-5130.
  • The list is renewed every six to twelve months; do not miss the renewal.

Internet

This utility does not sell internet service and says so on its own page: it does not provide communications services and only leases dark fiber where it has excess capacity, with agreements to share strands with some government agencies in its service area. Residential internet providers were not examined at all in this research and we name no provider.

08 · Water and trash

Who provides water, sewer and trash service in Huntsville?

Short answer

On water the answer is short and reassuring: water comes from the same municipal utility as the power and the gas, and on the same bill. So in this city you do not have to ask which utility supplies the water; the account and identification rules are in the utilities section. On trash the answer is an address lookup: the city's own tool gives you your collection day. Who provides sewer service and how it is billed could not be verified in this research, and one structural caution: water, sewer and trash are all outside the state regulator's scope.

Steps, documents and official links

Water: same utility, same bill

The utility's own text lists its services as water, gas and electric and describes its service area as Madison County and parts of Limestone and a neighboring county. The practical result: when you move in, a single application opens three services, and the outage line is shared across all three: 256-535-4448.

That is a convenience most cities in this series do not have. There are cities in this same state where the water comes from four separate utilities depending on the neighborhood; here the question never arises. But do not confuse one detail: the utility's service area and the city limits are not the same thing; the service area extends beyond the city boundary.

Sewer: the honest answer is a gap

Who provides sewer service in this city and how the bill is issued could not be verified in this research. We do not say there is none, and we do not name an organization. There are two concrete questions to ask before you move, and add both to the list in the renting section:

  • Which organization provides the sewer service at this address and where does the bill go?
  • Who is responsible for the service line from the building to the main? The general tendency in this state is for that line to sit with the property owner, but the text for this city could not be read and we assume nothing.

Put the questions to the utility and, if you get no answer, to the city's report channel.

Trash: your collection day is an address lookup

The city's own address tool returns the council member, the school zone and the trash collection day for an address together. Run that lookup the week you move in and note the collection day.

And here too we are plain: the trash service's provider, bulk waste procedure, limb and leaf rules and holiday calendar were not read in this research. That is an out of scope note, not a there is none. Four questions to ask through the city's own channel when you move:

  1. Is a container already at the address, and if not, how is one requested?
  2. How are bulk items, old furniture and appliances collected, and is an appointment needed?
  3. Is there a separate day or a separate request for limbs and leaves?
  4. Does collection shift on public holidays?

How the trash charge is billed (included in a municipal tax or a separate item) could not be verified in this research. Ask that when you move too.

Where complaints go: there is no state door here either

The state complaint door described in the utilities section does not work for these items in any city. The regulator writes on its own page that it does not regulate most water companies or municipal utilities and has no power to resolve complaints concerning them; trash is outside its scope as well.

In Huntsville that means all three services point to the same place: power, gas and water come from one utility, and that utility is outside regulation. Your counterparty is the utility's own review procedure, the city, or the elected council.

We publish no tariff figure: water, sewer and trash tariffs were not verified in this research.

09 · Renting

Tenant rights in Huntsville and the questions to ask before you sign

Short answer

Know three things together. First, the state's fair housing provision protects national origin and that is the real basis for a Turkish reader; source of income and immigration status are not on that list. Second, the 2011 act's ban on renting to an immigrant was permanently enjoined by a federal court, but the text is still printed in the code and a reader searching for it will find it. Third, and specific to this city, at the top of the questions to ask before you sign is where you will shelter in a storm, because there are no public safe rooms here and the plan is built inside the building.

Steps, documents and official links

The rental ban: read the three layers together

  1. The text stands in the code. The state's own legislative server publishes the provision and attaches no warning note.
  2. A federal court permanently enjoined it. The order is Hispanic Interest Coalition of Alabama v. Bentley, Northern District of Alabama, Doc. 180, entered November 25, 2013.
  3. The act did not freeze in 2013. Other parts of the same act were amended twice in 2025, and common legal sites give a snapshot of this act dated December 30, 2024 and miss both amendments.

Know this if your landlord shows you the text, and if there is a problem specific to your situation, consult an attorney. The detail is in the renting section of the state guide.

Protected classes

GroundIn the state provision
Race, color, religion, sex, familial statusPresent
National originPresent. This is the real basis for a Turkish reader
Source of incomeNot on the list
Immigration statusNot on the list, and research found no state provision barring a landlord from asking about it
DisabilityNot named in this provision. Disability protection in housing comes from the federal fair housing statute; the two are separate laws and should not be merged

What it means in practice: if you believe you were refused an apartment because of your accent, your name or the country you came from, this is the provision you rely on.

An open end and a gap on the city side: whether the state bars cities from adopting their own stricter tenant ordinances could not be determined in this research, and whether this city has a rental ordinance or a rental licensing regime of its own could not be verified either. We do not say there is none; ask the city.

The retaliation ban: it exists, but it reaches three circumstances

The statute bars a landlord from retaliating by discriminatorily increasing rent, decreasing services or bringing or threatening an action for possession, but only for these three reasons:

  1. The tenant has complained to a government agency charged with enforcement of a building or housing code about a violation materially affecting health and safety,
  2. The tenant has complained to the landlord of a violation under a particular section of the act,
  3. The tenant has joined or organized a tenants' union.

These three are written out, and not generalized into tenants are protected.

Deposits and eviction

  • The cap is one month's rent, with three exceptions: pets, changes to the premises, and increased liability risks.
  • Sixty days for the refund or an itemized written statement; if the landlord misses that, they owe twice the deposit. But to claim it you must have left a written forwarding address when you moved out; if you do not, the landlord sends it to the last known address and a deposit left unclaimed for 90 days is treated as forfeited.
  • If rent goes unpaid, a written notice of termination is given and the agreement ends at least seven business days after the notice is received; if the rent is paid within those seven business days the termination does not take effect.
  • One circumstance cannot be cured: knowingly misrepresenting a material fact in the lease or in the rental application. Do not sign a form you do not understand.
  • The same obligation cannot be cured more than twice in twelve months without the landlord's written consent.

A source caution: some of these figures were read from a secondary snapshot dated December 30, 2024, which may not reflect later amendments. If you are going to act on a figure, have the current text confirmed; the detail and the source caution are in the state guide.

Four questions to ask before you sign in Huntsville

  1. Which county is this address in? Everything from your tax rate to your shelter list follows it; run the address lookup yourself rather than trusting the landlord's answer.
  2. Does this building have a designated shelter area, and where is it? There are no public safe rooms in this city, which makes the question more important here than elsewhere. Whether a landlord in Alabama has any obligation to provide or point out such an area could not be verified in this research, so you have to ask it. The detail is in the severe weather section.
  3. Whose name is the utility account in, and is there a past balance at this address? Power, gas and water come from one utility here, and if a customer with an unpaid balance lives in the house, the utility will not open an account in someone else's name. Ask before you sign.
  4. What is the trash collection day and the school zone? You can look both up yourself in the city's address tool; on the school side the test is the city limits, and a step outside them can fall into another district.

Add the flood question too, but set your expectation correctly: an address-based local flood information page for this city could not be read in this research. We do not say there is none; ask the city's building department and your insurer separately.

If you are considering a mobile home

This is a safety item and a material part of the renting decision. The weather service writes that a mobile home or a tent is not safe; the joint city and county emergency management agency is blunter: mobile homes are one of the most dangerous places to be during a storm and should be evacuated, and residents of parks without a designated shelter should use community shelters where available or make plans to stay with friends, neighbors or family who live nearby and seek safe shelter before the storm reaches them.

So the official safety instruction for that home is to leave it before the storm arrives. We publish no risk ratio, because no numeric figure could be verified from any agency's own page. Factor this in while you look for cheap rent, and ask whether the park has a shelter of its own.

10 · Property tax

Buying a home in Huntsville, property tax and the homestead exemption

Short answer

We start with the twofold difference: an owner-occupied single-family home sits in one class and is assessed at 10 percent of fair market value, while a rented-out home sits in another class and is assessed at 20 percent. Twice the assessed value on the same house. The exemption application goes to the county, not the state, and Huntsville has three counties, so your neighbor's office may not be yours. The state rule mentions no identification number at all, but the answer sits with the county and no county's document list could be read in this research. And one trap: the increase cap resets when the property changes hands.

Steps, documents and official links

Find your county first, then apply

The state revenue department's own instruction is one sentence: visit your local county office to apply. There is no state-level application. In Huntsville that means three separate doors: your address may be on the Madison, Limestone or Morgan side, and the application goes to that county's own revenue and assessment office.

The fastest way to find the right office is again the address lookup. An application sent to the wrong county is not processed and the calendar is tight. Which county office actually handles property tax and vehicle registration on the Limestone and Morgan sides was not separately verified from the county pages in this research; the general rule points to county authority, but confirm by phone.

The calendar: three dates

DateWhat happens
October 1The tax year begins. For the exemption the property must be your primary residence on this date
October 1 to December 31An application made in this window applies the exemption for that year; made at another time of year, it applies the following year
December 31Unpaid tax is delinquent after this date

The sentence that matters for a newcomer's first year: someone who moves in mid-year may not get the exemption for that year. Whether the application deadline differs at county level was not verified either; call your own county before September ends.

The twofold difference between living in it and renting it out

An owner-occupied single-family home sits in one class and is assessed at 10 percent of fair market value; vacant land or property not exclusively owner-occupied sits in another class and is assessed at 20 percent. The definition of the exemption is narrow too: in the department's own words it is a single-family owner-occupied dwelling and the land with it, not exceeding 160 acres.

The penalty for a false claim is heavy: the administrative rule says a person who knowingly and willfully gives false information in order to claim a homestead exemption, or to help another claim one, is liable for twice the tax that should have been paid, with 15 percent annual interest, going back up to ten years. If you rent your home out, tell the county.

Types of exemption

From the department's own table, abbreviated:

WhoWhat they get
Homeowner under 65 and not disabled$4,000 of assessed value exempt from the state share and $2,000 from the county share
Age 65 and over with income below a stated threshold on the most recent state return, or retired at any age because of permanent and total disabilityFully exempt from the state share, $5,000 from the county share (including the school share)
Age 65 and over with net taxable income below a stated threshold on the combined federal returnExempt from all ad valorem taxes
Permanently and totally disabled, regardless of age or incomeExempt from all ad valorem taxes
Age 65 and over with income above that thresholdFully exempt from the state share, with the usual $2,000 on the county share

Disability is documented through a physician's affidavit in the department's own procedure. Confirm the current income thresholds with the county office; these items change.

The increase cap resets when the property changes hands

A recent act and an administrative rule cap the annual increase in the taxable assessed value of certain classes of real property at 7 percent; the base year is October 1, 2024 and the rule applies to collections beginning October 1, 2025.

And here is a real trap for a reader about to buy: the cap resets when the property changes hands and the property is reassessed at full value. You do not inherit the seller's protected figure. Build your budget on the new assessment, not the seller's last tax bill. The rule is new enough that nobody may warn you, and county practice may vary in this first period.

I have no number: can I get the exemption

  • The administrative rule for the exemption was read end to end and nowhere does it mention an identification number. The documents it names are proof of income and a physician's affidavit for the age and disability types.
  • The department's exemption page mentions no number either; it only says visit your local county office.
  • But the county takes the application and no county's published document list could be read in this research. In Huntsville that means a question to be asked of three counties separately.

The correct sentence is this: the state rule asks for ownership, occupancy on October 1 and, for some types, income or medical proof; it says nothing about an identification number. But the county grants the exemption and we could not read what those counties ask for in practice. If you will apply with an individual taxpayer identification number, assume nothing; call your own county's revenue office before September ends.

Three extra checks when buying in Huntsville

  1. Which county is the address in? Your property tax rate, your office and your exemption application all follow it; look it up.
  2. Is the address inside the city limits? The school district, the city services and the city tax follow that, and it is a separate question from the county.
  3. Which organization provides the sewer and who is responsible for the service line? That item could not be verified in this research, so ask for a written answer before you buy.

The tax rates themselves and the difference between the counties are in the tax section. We also noted in the severe weather section that the state has a tax item for homeowners who build their own shelter.

How do I enroll my child in school in Huntsville?

Short answer

In this three-county city the school question has one answer: the district's own enrollment guide ties the test not to the county but to the city limits, so a Huntsville resident on the Limestone or Morgan side enrolls in the same district. And this section carries one of the strongest institutional guarantees we have seen in the series: in the district's own words, no student may be denied enrollment solely because of failure to meet the documentation requirements. The parent identification it accepts expressly includes a passport and an identification card obtained through a consulate, and a Social Security number is asked for nowhere. But there is a limit: if you are staying with a relative, a home visit by a school official is required.

Steps, documents and official links

The test is the city limits, not the county

The district's enrollment guide states the admission test this way: school-age children who reside within the municipal limits of the City of Huntsville may be admitted, and the student's residence is the residence of the parent or legal guardian with actual custody.

What that means in practice: in almost every section of this guide so far the answer changed with the county; here it does not. Whichever of the three counties you are in, if the address is inside the city limits you enroll in the same district. The only thing to check is whether the address is inside the city limits; a house a step outside them can fall into a county school system, which is a different district.

Which school is a separate question. The district uses the legal address in the tax records for zoning and publishes its own school zone lookup tool for parents; the city's general address tool also returns a school zone. Run both before you rent or buy.

The district's own guarantee: missing documents do not block enrollment

These two sentences come from the district's own enrollment guide and are among the most valuable texts on this page for a newcomer:

  • No student may be denied enrollment solely because of failure to meet the documentation requirements. Enrollment is provisional pending receipt of the required documentation and verification of eligibility.
  • A birth certificate is requested as age verification, but the guide repeats in capitals: failure to provide a birth certificate or other supplemental documentation will not cause enrollment or admission to be denied.

Take those sentences with you in writing. If you are turned away at the enrollment desk for missing paperwork, the text you rely on is the district's own guide.

The documents asked for at enrollment

DocumentThe district's own rule
Proof of residenceIf you own: the deed plus a current power, water, cable or landline bill. If you rent: the lease plus a current bill. The enrollment page states this as two proofs of residence and a bill from the most recent 30 days
Shared residenceIf you are staying in a relative's or an acquaintance's home, a shared residence affidavit is completed; the homeowner or leaseholder provides a current bill and photo identification, and the parent shows mail addressed to them at that address. A checklist, signatures from both parties and a student residency statement are also required. And the enrollment page's own sentence: a home visit by a school official is REQUIRED to verify residency
Age verificationThe original or a certified copy of a birth certificate is requested, but under the capitalized sentence above its absence does not block enrollment. Where to obtain one is in the vital records section
Proof of custodyIf custody is divided between two parents, a certified copy of the most recent court order
Parent photo identificationThe district's own list: a driver's license, a state identification card, a passport, or other official photo identification such as an identification card obtained through an official government agency or a consulate
Immunization certificateA current immunization certificate or a certificate of exemption issued by the state health agency. It can be obtained from the county health department, from local physicians or from military clinics; the department inside the city is at 301 Max Luther Drive, Huntsville, phone 256-539-3711
Previous school recordsIf a transcript or cumulative record is missing, the student is admitted provisionally to the grade claimed. If the records do not arrive within 30 calendar days, the school determines the grade through an academic assessment
If the enrolling adult is not the natural parentA non-parental affidavit is required. If the parent lives in one of the neighboring counties, the enrolling person needs a custody document from a court or an agency

Three points deserve extra emphasis. First, a Social Security number is asked for neither on the enrollment page nor in the guide. Second, an identification card obtained through a consulate is expressly named in the district's own text, which is one of the sentences this series looks for. Third, do not let the home visit come as a surprise: it is not an investigation, it is the district's residency verification procedure, but newcomer families very often stay with relatives and this procedure applies to exactly that situation. Say so up front and prepare for it.

Is immigration status asked about

The honest answer: the district's own text says nothing about it. It neither says it is asked nor says it is not asked. We produce no claim out of that silence. We can write the legal frame that applies statewide, and because a reader may find the statutory text online and be frightened by it, we give it in order:

  1. The text stands in the code. A provision requiring schools to ask about a student's immigration status at enrollment is published on the state's own legislative server in full and with no warning note.
  2. A federal court permanently enjoined that provision. The order is Hispanic Interest Coalition of Alabama v. Bentley, Northern District of Alabama, Doc. 180, entered November 25, 2013. The commonly repeated date of October 2013 is wrong; that date belongs to the parties' joint report, not to the order.
  3. The statute's own general rule already exempts school. A separate section of the same act lists the services for which lawful presence need not be verified, and the first item on that list is elementary and secondary education. The full list and the critical subsection beside it are in the clinics section.
  4. A constitutional backstop exists separately and applies in this state as well with respect to access to public elementary and secondary education.

One caution to add: the subsections inside the enjoined provision that look protective should not be read as live protection; they are part of the enjoined text too. The force of the ruling comes from the court finding the provision unconstitutional and it applies statewide; the list of defendants concerns who was sued, not where the ruling applies. The detail is in the state guide.

Language: there is a right to ask for

The district's site has a translation tool and a Spanish parent handbook. No published list of the languages the district actually translates into was found in this research, and Turkish appears on the list of no Alabama school district that could be read.

So the right sentence to write is not there is service in Turkish: it is there is a right to ask for, and this is the door. Make your request in writing, and note who you gave it to and when. And remember the detail from the vital records section: the state health agency publishes its language assistance notice in Turkish. No such text was found on the school side, but that does not mean support in Turkish cannot be requested from these institutions.

Five questions to ask before enrollment

  1. Which school zone does my address fall into, and is it inside the city limits?
  2. Which documents do you accept as proof of residence, and does the document have to be in my name?
  3. I am staying at a relative's home; where do I get the affidavit and when does the home visit take place?
  4. I do not have a birth certificate; is enrollment still completed, and within what period do I have to bring it?
  5. Can I request a Turkish interpreter at enrollment, and who should the request go to?

A date note: the revision date on the district's enrollment guide is April 2, 2024; the document can be updated at the start of a school year, so open the current version on the enrollment page.

12 · Health

If I have no insurance, where does Huntsville tell me to go?

Short answer

Three structural facts apply statewide and do not change here. First, this state did not take the federal option left open for children and pregnant people. Second, coverage was not expanded, and on the agency's own income table there is no category at all for a childless, non-disabled adult under 65; the coverage gap is real. Third, what remains is emergency coverage, and the state's own regulation removes the number requirement there. The part specific to this city: some doors run through a county health department and Huntsville has three counties.

Steps, documents and official links

The coverage gap: who is left with what

The conclusion from the income limits table published by the state's health coverage agency is plain: there is no adult expansion group on the list. Every category depends on being a child, being pregnant, being a parent or caretaker relative, age, blindness, disability or institutional care. The ceiling for a parent or caretaker relative sits far below the federal poverty line.

ReaderWhat they actually get
Child under 19, family income above the health coverage limitThe children's health program, with premiums and copays
Pregnant, income up to the program ceiling and no comprehensive insuranceThe pregnancy program, with no premium and low copays
Parent or caretaker relative, income above the ceiling but below the poverty lineNothing. This is the gap
Childless, non-disabled adult under 65No category at all; a full-price marketplace policy or a sliding-fee center
Everyone, in a medical emergencyEmergency coverage and the hospital emergency department's federal obligation

Do not merge the age limits: 21 in the health coverage program, 19 in the children's health program. Two separate programs, two separate ages.

The option not taken, and a date to watch

Federal law limited federal funding for full health coverage and children's health assistance to four groups as of October 1, 2026; refugees, asylees, people with temporary protected status and visa holders are not on that list. One of the exceptions the federal agency names is an option a state can take, and Alabama did not take it: Alabama does not appear on the state list the federal agency publishes.

And a date: for states that did not take the option and run a separate children's health program, the federal agency set an application deadline of November 30, 2026. Alabama is in that bucket. Research found no announcement from the state either way; we do not say it has applied or that it will not. Follow the agency.

A contradiction, with no side taken

Two documents point in two directions on the same question and we name both. The state's own eligibility regulation still treats refugees and asylees as eligible; federal law, from October 1, 2026, removes them from federal funding. Research found no state announcement reconciling the two.

We do not say which one governs today. If you are in that group and have an application pending, act knowing the answer sits between those two documents: ask the agency in writing and keep the answer.

A second difference was recorded as well: of the same agency's two children's health programs, one eligibility list states a citizenship or qualified immigrant requirement and the other does not. We relay that not as a promise but as a difference between two published lists; whether status is actually asked about was not verified.

The doors in this city: three county health departments

The part specific to Huntsville is this: items such as immunization and the nutrition program for women and children run through county health departments, and this city has three counties. To know which department is yours, find the county of your address. There is a county health department inside the city and we put its address in the school section, because that is where the immunization certificate comes up.

There is a reassuring exception too: vital records require no such choice; you can obtain the certificate at any county health department in the state. The detail is in the vital records section.

We publish no clinic or center address and we take none from a federal health center data service; the right search tool is in the clinics section.

Turkish: the agency's own text

The strongest Turkish-language item in this guide belongs to this agency: the state health agency publishes its free language assistance notice in Turkish on its own site and gives a telephone number. The same agency also runs vital records and two children's health programs, so the same institution sits behind several doors on this page. We put the full text of the notice and the number in the vital records section. Use the right and state your request plainly on the phone.

13 · Health

Where can I go around Huntsville without insurance?

Short answer

First, let us close a misunderstanding: community health centers are not free. The charge is set on a sliding scale by household income and family size, but there is still a charge. Second, which center serves this city and its three counties could not be verified in this research, so we name no center and publish no address and we give you the right search tool instead. Third and most important: the statute itself gives an explicit list of services for which lawful presence need not be verified.

Steps, documents and official links

Sliding-fee centers: not free

We say this first every time: a sliding-fee clinic is not a free clinic. The discount depends on household income and family size and a charge is still paid. When you book, ask what you will pay in advance and have your proof of income ready.

The statewide membership body for these centers publishes a center finder on its own site, and in its own words the network covers the great majority of Alabama counties.

We state three limits plainly. First, which member center serves this city or its three counties could not be verified; so we name none and send you to the finder. Second, we publish no center's address from a federal health center data service; take the address from the center's own site. Third, none of the center pages we read says anything about immigration status, so we do not add a sentence saying status does not matter.

When you find the center you want, the question to ask is this: does this center serve my county. In a three-county city that question is not idle.

The emergency room

The federal emergency care obligation applies here too: a hospital emergency department must screen and stabilize regardless of ability to pay or immigration status. On the payment side, the route behind it is emergency coverage, and the state's own regulation there expressly removes the number requirement. That is a stronger basis than a sentence in a manual, because it is at the regulation level.

Whether Huntsville's three counties run a local indigent care program was not searched in this research. That is an out of scope note, not a there is none; you can ask your own county health department.

The statute's own list: services needing no verification

Alabama law sets a general verification rule for state and local public benefits, but one subsection carves out a list. In the statute's own words, verification of lawful presence is not required for any of the following:

  • Elementary and secondary education and certain benefits named in federal law,
  • Health care necessary for the treatment of an emergency medical condition and not related to an organ transplant procedure,
  • Short-term, non-cash, in-kind emergency disaster relief,
  • Immunizations against immunizable diseases, the special supplemental nutrition program for women, infants and children, and testing and treatment of symptoms of communicable diseases,
  • Programs named in federal regulation such as soup kitchens, crisis counseling and intervention, and short-term shelter, on stated conditions,
  • Prenatal care,
  • Child and adult protective services and domestic violence services.

Note what the list says and what it does not. It says verification is not required; it does not say free and it does not say everyone is entitled. Each program's own eligibility rules continue to apply. Do not confuse this item with the sliding-fee message above; the two face in opposite directions.

Two of the doors on that list run through a county health department in this city: immunizations and the nutrition program for women and children. And both are run by the agency that publishes its language assistance notice in Turkish. Which department is yours depends on the county of your address; the address of the department inside the city is in the school section.

The interim affidavit, and the subsection beside it

Two subsections of the same section have to be read together and we write them together:

  • A right: verification runs through a federal system, and the statute says this: if verification of an alien's lawful presence is delayed or inconclusive, the person becomes eligible for state or local public benefits in the interim by signing an affidavit that they are lawfully present.
  • And the subsection beside it: another subsection of the same section treats a false, fictitious or fraudulent statement in that affidavit as perjury in the second degree, and counts each benefit received on the strength of that statement as a separate violation.

These two are published in the same breath or not at all. Writing only the first would be encouraging you to sign; writing only the second would be hiding a right. If you are asked to sign such an affidavit, consult an attorney before you sign.

There is one more subsection worth knowing: no state or local official may independently make a final determination of whether an alien is lawfully present; the status is verified by the federal government. If you meet an official improvising, know that subsection.

14 · Marriage

How do you get married in Huntsville, and which court do you go to?

Short answer

This is the most surprising item in the state: there is no such document as a marriage license. Since 2019 the courts have not issued one. The new flow is this: the couple fills in the marriage certificate form published by the state health agency, signs it before an Alabama notary, and files it with the probate court of any county. The local county's own text confirms it and describes the document as a contractual agreement between the parties, valid once properly completed and recorded. Two rules matter especially here: the recording fee and the requirement that the form be typewritten.

Steps, documents and official links

The flow, in four steps

  1. Get the form. The state health agency publishes it on its own server; there are two versions, one for adults and one for people aged 16 and 17. County probate courts may also publish a link to it or keep printed copies at the counter.
  2. Sign it before a notary. The name of each spouse must be notarized, and the notarization must happen before the form is filed with the court.
  3. File it with the probate court of any county. The agency's own answer: you can record the form at any Alabama county probate court.
  4. The court records it and the marriage is valid at that moment. A ceremony is not required; the local county's own text also says solemnization is no longer required.

We also write what did not change, so a reader does not over-read it: requirements such as minimum age and not being presently married have not changed, and in the agency's own words the information requested on the form is essentially the same as before. The repeal also does not affect divorce, spousal support, child support or custody.

Two extra rules in this city's county

ItemThe office's own rule
Recording fee$89.00 per certificate
Certified copy$2.00 each; available at the moment of recording
AmendmentAmending a filed certificate costs $25.75
PaymentIn person cash or credit card only; by mail a certified or cashier's check only
FormatThe completed form must be typewritten. The office's own sentence says it will not accept handwritten forms, so that all information is legible and the document is properly recorded
Recording hoursWeekdays 8.30 a.m. to 4.30 p.m.
Where to goThe county keeps two counters: Madison County Courthouse, 100 North Side Square (weekdays 8.30 a.m. to 5 p.m.) and the Madison County Service Center, 1918 North Memorial Parkway (weekdays 8.30 a.m. to 4.45 p.m.)
By mailTo the probate judge at 1918 Memorial Parkway NW, Huntsville, AL 35801, with a self-addressed stamped envelope

Three warnings. First, the figures above were read on October 10, 2026 and the source page carries no date; the agency's own instruction is to call the court first. Second, the typewritten requirement was found on no other county's page, so it is a local rule and we do not generalize it. Third, the fees in the city's other two counties could not be verified in this research and we print no figure; in any case the form can be recorded in any county in the state, so you do not have to choose a county at all.

The notary: the hardest rule in this section and its biggest gap

QuestionAnswer
Who can be the notary? It must be an Alabama notary. On an attorney general opinion the agency relays, a form notarized by a notary without authority under Alabama law is not accepted for recording. And the same answer adds: a form notarized by a notarizing official within the U.S. Department of State is not accepted either
Will the court notarize it?No. The local county's own page says it does not provide notary services; other counties say the same
Electronic signature? Not accepted. Such a form is not recorded or filed
Are witnesses required?Research found no separate witness requirement. What every source requires is notarization; the notary performs that function
Where do I find a notary? The agency's own answer names banks, public libraries, shipping stores, some automobile clubs and some pharmacies; your own bank may do it free. Mobile notaries may also charge a travel fee, and the statute sets no limit on it

For a Turkish reader the critical line is the first one: the notary must be an Alabama notary and a notarizing official of the U.S. Department of State is not accepted. So you cannot have the form notarized at a U.S. consulate abroad and mail it in.

And the biggest gap in this section: Alabama moved the identity check from the courthouse counter to the notary's desk, and research found no published rule on which identity documents a notary must accept for this form. Do not assume: call the notary before you set out and ask, naming the document you hold, do you notarize with a Turkish passport.

The thirty-day rule: what makes a marriage invalid

  • Your marriage becomes valid when a properly completed, signed and notarized form is recorded by a county probate court.
  • The date of the marriage, in the agency's own answer, is the date the affidavit on the form is signed by the two spouses; if they sign on different days, the later of the two dates.
  • The form must reach the court within 30 days of that later date.
  • If the thirty days are missed the marriage is treated as invalid and a new form must be completed and delivered within another 30 days.
  • Mail is accepted but a postmark is not enough: the postmark date is not the date the document was filed. Email is not accepted.

If you mail it, use a trackable method and do not leave it to the last day. If a correction is needed, a separate form is completed, signed and notarized by both spouses, presented to a probate court and charged another recording fee; the amendment is then permanently attached to the certificate and issued with every future certified copy.

I have no number: the clearest published answer in the series

The agency's question and answer page answers directly what someone living in another country should write: in the county of residence field, the name of that country's state, province or region, and in the state of residence field, the name of the country. And on the number: if a person has never been issued a Social Security number by the Social Security Administration, the Social Security number field should be left blank.

Note what that answer says and what it does not. The agency itself says the field is left blank; that is not an inference. But the answer says nothing about immigration status and we do not add that sentence. No Alabama source says a marriage certificate is refused to someone without a number, and none says it is accepted either.

A naming trap

County page titles and addresses still carry the old word: this city's county page among them, many county pages still sit under a marriage license heading while the content explains that the license no longer exists. A reader arriving from a search engine should not take the title at face value.

There is a similar trap in the statute: the 2011 act's public records transaction provision still lists applying for a marriage license among its exceptions, because the provision predates the 2019 repeal. We do not quote that exception without saying that the document it names no longer exists.

15 · Vital records

Where do I get a birth, death or marriage certificate?

Short answer

This section is the second exception to the three-county question: here you do not have to choose a county. There is a single statewide registry, and you can obtain the certificate at any county health department in the state; in the agency's own words most birth certificates are issued while you wait. There is good news for a reader with no number too: the identification list names a U.S. or foreign passport as a primary document, no list mentions a Social Security number, and the card is expressly not accepted. And the agency behind this section is the one that publishes its language assistance notice in Turkish.

Steps, documents and official links

Turkish: an agency's own Turkish text, a first for this series

We put this at the top of the section, because the agency behind it runs several of the doors on this page: vital records, two children's health programs and the immunization service are all its work. The agency publishes its free language assistance notice in Turkish on its own site:

Yardıma mı ihtiyacınız var? İngilizce konuşmadığınız veya engelli olduğunuz için bizimle iletişim kurmakta veya bu bilgileri anlamakta zorluk çekiyorsanız lütfen bizi haberdar edin. Talep edilmesi durumunda ücretsiz dil yardımı veya başka yardımlar ve hizmetler sunmaktayız. Lütfen arayın 1-800-252-1818.

The agency defines the service as the use of an interpreter or other communication services and names options including a qualified interpreter, a language line, a sign language interpreter, a qualified reader, large print, Braille, video remote interpreting, written notes and note takers. This is not a promise but a notice the agency itself publishes, and you have to make the request.

A single registry, a counter in every county

The records are held by the state health agency's center for health statistics. The agency's own sentence: to obtain a certified copy of an Alabama birth certificate you can go to any county health department in the state, and most birth certificates can be issued while you wait.

For a Huntsville reader the meaning is clear: unlike the other sections on this page, you do not have to know which county you are in. You can go to the department inside the city, or to one in a neighboring county.

The routes: in person at a county health department; by mail with the agency's application form (the form is also published in Spanish, and no Turkish version was found); or through an online service provider. The online route costs more than the counter and the agency says so itself.

Who may request: an asymmetry, in the same paragraph

DocumentRestriction
Marriage certificateUnrestricted. The agency's own sentence: marriage certificates are unrestricted; anyone who can supply enough information to locate the record and pay the fee may request one
Birth certificateRestricted. Those who may request: the person named on the record, a mother, father or legal guardian, a spouse, a child, a sibling, and the legal representative of an entitled person
Death certificateRestricted

Read those two rows in the same paragraph or you will get it wrong: a person with no acceptable photo identification can obtain a copy of a marriage certificate in Alabama, because that record is unrestricted. The same person cannot obtain a recent birth certificate without presenting identification.

Good news for a newcomer parent: on the list of entitled requesters, mother, father or legal guardian appears without qualification. So a Turkish parent requesting the certificate of a child born in Alabama is an entitled requester, and what they have to prove is not the relationship but their own identity.

The identification list: a foreign passport is a primary document

The rule: an applicant presents one identification from the primary list; if they cannot, they may present two different items from the secondary list. If someone else will collect the document, both the applicant and the person collecting must present identification, and a copy of every identification presented is kept at the office.

ListWhat matters for the reader
Primary (one is enough)A U.S. or foreign passport, a state driver's license or an out-of-state license, a state-issued non-driver identification card, a certificate of naturalization, a resident card, an employment authorization card, a military identification, a school identification and an employee identification
Secondary (at least two)An expired official identification, a bill no older than six months, a vehicle registration, a property tax bill, a health insurance card, Social Security correspondence (not the card), a voter registration card and an immunization record

Three observations. First, a Turkish passport is a primary document: the agency's list says U.S. or foreign passport, without qualification. Second, no list mentions a Social Security number and the card is expressly not accepted; the only reference is Social Security correspondence, not the card, and it sits on the secondary list. Third, and a trap: a primary document may be expired by no more than 60 days. For a newcomer waiting on a passport renewal that is a real obstacle; do not miss the sixty-day window.

And a way out, in the agency's own words: in special cases where the applicant can present none of these documents, the agency directs the reader to call the center. That is not an invented route, it is the agency's own.

Fees

ItemFee
Birth certificate search$15, including one certified copy of the record or a statement that it was not found
Marriage certificate search$15, same structure
Additional copies requested at the same time$6 each
Expedited handling$15 extra
Keepsake birth certificate$45, and not a legal document

One comparison, and do not confuse the two offices: a certified copy of a marriage certificate can be had for two dollars at the probate office at the moment of recording; requesting the same document later from the health agency runs through the table above. Different offices, different documents; when you marry, take the copy at the moment of recording.

Payment rule: a check or money order is made out to the agency; do not send cash and fees are not refunded.

Apostille: easy at the counter is not easy at the apostille

An Alabama document to be used in Türkiye must carry two signatures: the state registrar who signs the document, and the secretary of state who signs an additional certification. The agency's own page says certain restrictions apply to apostilled copies of birth and death certificates; what those restrictions are could not be read in this research.

What it means in practice: an ordinary copy taken from a county health department counter cannot be apostilled directly; the document has to have been produced for that purpose.

We write the asymmetry too: a marriage certificate is an unrestricted record that anyone may request, a birth certificate is restricted; but to travel to Türkiye both require the same two signatures. For the apostille side see the apostille section.

16 · Social Security

How do you get a Social Security number in Huntsville?

Short answer

The number is issued by a federal agency and the procedure does not change from state to state; we set it out step by step in our Alabama guide. This page keeps only what changes here, and what changes is not the number but the counter. Huntsville spans three counties, and your address decides which door you walk through for official business. On top of that sits a distinction peculiar to this state, and it is the one that costs a newcomer the most time: in the agency's own office dataset not one county counter handles foreign national business, so your driver license and ID business has to be done at a state agency office and the county counter is simply not an option for it. Two things up front: the state has no office that issues an SSN or anything that stands in for one, and no Social Security Administration street address appears on this page, because we could not verify a single one from an official source this round. If you hold an appointment notice, the address on that notice is the one that counts.

Steps, documents and official links
  • What to take: your current immigration document (green card, I-94 or EAD) and a valid passport, plus a birth certificate if you have one. Photocopies and notarized copies are not accepted.
  • F-1 and J-1: an SSN follows work authorization (on-campus work, CPT, OPT), not school registration on its own.
  • Which office covers you: enter your ZIP code in the agency's own office locator. General line 1-800-772-1213.
  • If your surname changed on marriage, update the record at an office free of charge; the document you will use is the certified marriage certificate issued by a probate court, set out in the marriage section.

The structural problem here: one city, three counties

Before you do anything official in this city there is one question to answer: which county is my address in? The answer does not follow the city limit, because the city limit cuts across three counties at once. Measured from Census boundary data, most of the land that falls entirely inside the city sits in Madison County, a substantial part in Limestone County, and a very small part in Morgan County. The city says as much itself: its own news items refer to roads on the Limestone County side and to Limestone County land annexed into the city.

ItemDoes it change with your address
Plates and vehicle registrationYes. Registration is done in the county where you live, and there are three separate county counters
Property tax and the homestead exemptionYes. The application goes to the county office. For addresses on the Limestone or Morgan side that can mean a trip to a town outside the city. Neither was separately confirmed from the county pages
Sales tax and vehicle taxYes. The gap reaches a point and a half; the rates are in the tax section
School districtNo. Everyone living inside the city limits enrolls in the city's own school district, whichever county the address is in. Details in the school section
Library cardNo. The library's own wording separately counts Limestone County residents who live inside the city limits; details in the library section

A county administration puts it in the shortest possible way of its own accord: when you move, your tax district may have changed. So even moving to another neighborhood within the same city can change the answer. How to find out which county your address is in is in the tax section, and the same tool is in the local services section; write the answer down, because you will be asked it repeatedly all year.

And the sharper distinction: the county counter is never an option for this job

In this state, driver license and ID card business is handled by the state law enforcement agency's own offices, while plates and registration are handled by county counters. The agency's own office dataset carries two separate fields for every office, one for foreign national issuance and one for foreign national renewal, and once the whole dataset is read the answer for this city is definite.

Type of officeWhat was measured in the city's three counties
The state agency's own officesMadison County has three offices and all three do both issuance and renewal; Limestone County has one office and it does; Morgan County has one office and it does
County license and registration countersMadison County has eight counters and not one of them does; Limestone County has one counter and it does not; Morgan County has three counters and not one of them does
  • The statewide pattern is now firm enough to state as a rule. Of the offices in the dataset whose type is local, all 124 of them handle neither issuance nor renewal, with no exception at all. So it is not some of them: a county counter is never an option for this job.
  • But you cannot turn the sentence around. Saying every state office does it would be wrong: the dataset contains six state offices that do not, one of them in the state capital. The accurate wording is most state offices.
  • Ask two questions, not one. Issuance and renewal are two separate fields in the dataset, and there is an office where issuance is not available but renewal is. Do not ask on the telephone whether they handle foreign national business; ask separately about issuance if this is your first card, and renewal if you are extending one you already hold.
  • Do not trust the office name, ask its type. The rule follows the office's type, not its name, and in the dataset name and type can come apart: an office carrying the agency's initials in its name can be of local type, and an office named like a license office can be of state type. In this city's three counties name and type do line up, but a reader cannot know that from the name: confirm the office's type through the agency's own office finder.
  • For a reader on the Madison side the conclusion is settled: plates and registration are one door, driver license and ID are a different door, and they are not in the same building. In most cases that means two separate agencies on two separate days; allow for it when you plan your first week.

The state office read for driver license business on this side is 7262 Governors West, Suite 202-203, Huntsville, AL 35806, weekdays 08.00 to 16.30 and open through lunch. Documents and procedure are in the driver license section.

Doors for a person without a number, as measured here

The long statewide table is in our Alabama guide. This page keeps only what was read from the institutions' own pages in Huntsville.

DoorIs a number requiredBasis
Electricity, gas and water accountNot requiredThe city's own utility asks for two valid government issued forms of identification, at least one from its primary list. The primary list names a passport and a consular ID card issued by another national government outright; the secondary list carries the ITIN, and the Social Security card appears only on that secondary list. A list written this plainly is rare in this series; details in the utilities section
Library cardNot asked for on any card typeFull membership asks for government issued photo identification, and the library's own examples include a passport. There is also a free, computer use only card that does not require photo ID; details in the library section
Passport acceptance facilityNot a number, a citizenship documentThe federal file lists three acceptance facilities in this city. The details, and the payment trap, are in the passport section
County counterThe question is not the number, it is nationalityOn the driver license and ID side a county counter does not handle foreign national business, and that was measured in all three of these counties; your counterpart is the state agency's own office. See the heading above
State income tax returnCould not be verifiedThe word ITIN does not appear anywhere in the revenue department's own return instructions. We are not saying it is refused; we are saying no instruction was found

And one language door, because it is a first for this series: the state health agency publishes its free language assistance notice in Turkish on its own site and gives a telephone number: 1-800-252-1818. The same agency runs vital records and two children's health programs, so that number is also the door to the business in the vital records and health sections.

17 · Tax and working

What comes out of a paycheck in Huntsville, and what rate do you pay at the till?

Short answer

The sentence there is no tax here will not appear anywhere on this page, because this state does levy an income tax; the brackets and the filing procedure are in our Alabama guide. What is particular to Huntsville starts at the till: the city spans three counties and two of the sides are a point and a half apart on sales tax. The rate you pay in a store depends on your address, not on your city. And this section carries a pattern this series has not seen in any settlement before, one that runs against most people's instinct: one county has two separate rates, one inside the city and one outside it, and crossing into the city makes that county's tax go down. Two warnings beside it: we publish no figure for the annual value based tax on a vehicle, because one of its multipliers is the county rate and here that multiplier can take three different values; and the state cut its grocery rate but the local shares were not cut, so the rate you see at the till is not the state rate.

Steps, documents and official links

Three sides, as measured

The rates below come from adding the city and county shares in the state revenue department's own local rate file, updated for October 2026, to the state share.

County the address is inGeneral sales taxFood and groceries
Madison side9.00 percent7.00 percent
Limestone side10.50 percent8.50 percent
Morgan sideCould not be verified. The revenue file carries separate entries for that county for incorporated areas and for unincorporated areas, but which one applies to the Morgan County part of this city does not come out of that file. We are not inventing a figure; run the address lookup
  • Two people living in the same city pay different tax at the grocery store. This is not a rounding difference: across a year of weekly groceries and one car purchase it is real money.
  • The city share is not reduced on food. The state has cut its own share on groceries, but the city and county shares on food are the same as on general sales. So the rate you see at the till is not the state rate, and the cut shows up smaller than you expect. The pattern was confirmed statewide.
  • And here is the pattern this series has not seen before: the revenue file carries two separate entries for one county. One applies across the whole county, including inside the city; the second applies only outside the city limits and is higher. The result runs against most readers' instinct: crossing into the city lowers that county's share, because the extra entry for outside the city does not apply to your address.
  • One note on the city's police jurisdiction: in this state a municipality can exercise tax and licensing powers in a belt beyond its own limits. In the revenue department's file the sales tax share published for this city's belt reads zero. We could not read the statutory basis for that power this round, so we do not describe where the belt runs; and licensing is a separate question from tax, dealt with in the business section.
  • The city collects its own tax. Huntsville is marked in the revenue file as a self administered jurisdiction. That is also in the business section.

How to find out which county your address is in

These are the two most useful links on this page. Both are free and both are the agencies' own tools.

  1. The U.S. Census Bureau's address lookup tool returns an address's county, municipality and school district in a single query and needs no account or key. It was tested first hand against Alabama addresses this round.
  2. The state revenue department's own address lookup shows which rates apply at that address. You can read the rate at the till straight from it, and it will also answer the question we leave open above for an address on the Morgan side.

Write the answer down. The same answer comes back at you again and again: sales tax, vehicle registration and plate office, property tax office, the exemption application, which county court a jury summons comes from, and which county emergency management agency to follow in severe weather. For the last of those see the severe weather section.

The annual value based tax on a vehicle: the structure, not the figure

  • In this state vehicle registration carries an annual tax based on value, separate from the sales tax paid once at purchase. The calculation multiplies a share of market value by a class rate and by the county's own rate.
  • Two practical consequences: the tax is collected before a plate is issued, and it runs whether or not the vehicle is driven. A car sitting in a garage still generates it.
  • We publish no figure, because county rates could not be verified this round. And that matters more here than elsewhere: one city can carry three different county rates, so the same car can produce three different amounts. Ask your own county's rate at the registration counter.
  • We print a conflict and take no side: the revenue department's general property tax page and its vehicle page do not agree on the class rate that goes into the calculation. Two official sources give two different rates for the same thing. Confirm which one applies to your vehicle at the counter; the procedure is in the vehicle registration section.
  • And the agency's own sentence: the amount depends on the vehicle owner's tax district, and the district can change when you move. In a three county city that can mean I stayed in the same city and my tax changed.

Local occupational tax: we do not say there is none, we say it was not found

  • Some cities in this state levy an occupational tax withheld by the employer from the gross pay of everyone working inside the city limits, and the test is not where you live but where the work is done.
  • This round it was confirmed in only one of five settlements, and that settlement is not Huntsville. The city's own tax page lists the taxes it collects one by one, and that list does not include a tax withheld from an employee's pay. That is a strong signal read from the city's own list; it is still not a declaration that none exists.
  • The right instruction is this: before you start a job, ask your employer whether there is a local withholding on the payroll. Working in Huntsville, and living in Huntsville while working in another city, can both change the answer, because the test is where the work is done.
  • One tax trap: the state return instructions say a local or occupational tax cannot be credited against the state income tax.

Work authorization verification: no threshold here either

This item comes from state law and is the same in all five settlements. The statute's own wording reaches every business entity or employer in this state, so there is no employee count threshold. The three sentences a worker needs to read, the employer's good faith document compliance defense, and the fact that the employer's immunity for dismissal is conditional, are set out in detail in the tax section of our state guide. Two practical consequences for you: make sure the name, date of birth and numbers on your Turkish documents match your federal documents exactly before you accept an offer, and speak to a lawyer before you accept a stated reason for a dismissal. There is also a question in this city about the citizenship wording in job advertisements, and we have written it separately; see the business section.

18 · Business and working

How do you start an LLC in Huntsville, and do defense and aerospace jobs require citizenship?

Short answer

There are two separate questions in this section and both are particular to this city. The first is starting a business: the entity is created at state level and the fees, the name reservation requirement and the order are in our Alabama guide; what sits on top of the state step here are two local doors. The city collects its own tax, so a business opened here reports its local taxes directly to the city rather than to the state; and the county license is a separate door, which in Huntsville means the county changes from address to address. The second question is the one that faces everyone who reads job advertisements in this city: is the phrase U.S. citizens only a matter of law? The short answer is that it is not one rule but three separate regimes run together, and a federal justice agency's own guidance states plainly that one of them contains no employment or hiring requirement. All three are set out below separately, each attributed to the institution that publishes it.

Steps, documents and official links

Three separate registrations, three separate bodies

  • The entity is created at state level. An LLC filing goes to the state office, and a certificate of name reservation must be obtained before the formation documents are filed; getting the order wrong sends the filing back. Fees and detail are in the state guide.
  • The operating license and the local tax are at the city. The city's finance office is at 305 Fountain Circle, 256-427-5080, weekdays 08.00 to 17.00.
  • The employer number is federal. If you will employ anyone you also obtain an employer identification number from the federal tax agency.

What a self administered tax jurisdiction means

  • In the city's own words, Huntsville is a self administered tax jurisdiction, which means businesses report and pay local taxes directly to the city. The same passage says the city follows the same rules, regulations, definitions and procedures adopted by the state revenue department for collection and administration, but that rates may be different. Rules and rates are not the same thing.
  • Filing calendar: returns are due by the 20th day of the month following the reporting period; whether that period is monthly, quarterly or annual depends on the type of business and the average amount.
  • The taxes the city lists for itself: consumer use, gasoline, liquor, lodging, rental and leasing, sales, tobacco and wine. That list contains no tax withheld from an employee's pay; details in the tax section.

The county question comes up here too

  • For a county business license your counterpart is the county, not the city, and in Huntsville that means three separate counties. Verify which county your business address is in before you file; the tool is in the tax section.
  • An incomplete filing, or one made to the wrong body, pushes an opening date back by weeks, and once a lease is signed changing the address is no longer an option.
  • Do not infer the county of a space you are about to lease from its mailing address. In this state the city name on an envelope shows neither the municipality nor the county.

The obligation that arrives with the business and most people do not expect

The statute governing work authorization verification defines a business entity as any person or group of persons employing one or more persons, and the definition expressly covers self employed people, partnerships, limited liability companies, every entity registered with the state office, and even businesses operating without a license. So the duty is on you from the day you hire your first employee, and no small business exemption was found. If you will take a contract, grant or incentive from the state or a local government the regime is tighter still; we set that out in the state guide.

The U.S. citizens only line in job advertisements: three separate regimes, each from the institutions' own texts

This city has a labor market weighted toward defense and aerospace; the large research and technology park known as Cummings Research Park is here, and many employers work with federal bodies. We name no employer and we verified no company's advertising language this round; the three items below are not about companies, they are about the rules themselves. A reader sees one line in an advertisement and takes it for law, when in fact there are three separate things, and confusing them costs people both jobs and rights.

RegimeThe testFrom the institution's own text
A federal civil service postCitizenshipThe federal personnel regulation says a person may be admitted to competitive examination, and may be appointed in the competitive service, only if they are a citizen of or owe permanent allegiance to the United States; a noncitizen may be appointed in rare cases under a defined exception, unless the appointment is prohibited by statute
Access to classified informationCitizenshipThe federal regulation covering contractors requires them to make every effort to ensure noncitizens are not employed in duties that may require access to classified information; a noncitizen may be granted only a limited access authorization, which the regulation itself frames as a rare circumstance. That authorization is not valid for the highest classification level or for several named categories of information, and noncitizens are not eligible for access on a temporary basis at all
Export controlNot citizenshipUnder export control regulations the test is being a U.S. person, and that definition covers lawful permanent residents and people the statute calls protected individuals. A federal justice agency's guidance for employers spells the category out as U.S. citizens, U.S. nationals, lawful permanent residents, workers granted refugee status and workers granted asylum

And here is the most important sentence in this section, from that federal justice agency's own guidance: the export control regulations do not contain employment or hiring requirements, so they do not require employers or recruiters to limit jobs or recruitment to U.S. citizens. Under its own heading of recommended practices the same document gives three lines: do not state in job advertisements, or otherwise tell applicants, that export control regulations require a specific citizenship, immigration status or national origin; do not use those regulations as a reason to limit jobs to candidates with certain citizenships; and when discussing export control requirements with candidates and employees, make clear that U.S. persons include more than U.S. citizens. The same document also says employers should not combine export compliance assessment with the employment eligibility verification process, and should not require workers to present documents proving their citizenship or a specific immigration status. The document states its own limit as well: it addresses discrimination under the immigration and nationality statute only, not other local, state or federal laws.

  • None of this is legal advice, it is a summary of what the institutions themselves publish. If an advertisement, a rejection or a contract term affects you directly, speak to a lawyer; you can request an initial consultation through the link below.
  • Learn to ask the right question, because that is what changes the answer: does this position require access to classified information, or only U.S. person status? Those are two questions with two different answers, and on the second a green card holder is inside the category.
  • What we do not write: what any particular employer is looking for. No private employer's advertising language was verified this round and we give no examples.
  • We also publish no visitor access rules for federal installations: the relevant garrison's own visitor page could not be read this round and we are not inventing an entry rule.

What we do not write in this section

  • The line items of the city's business license schedule. They were not read this round; confirm the amounts with the city.
  • How a trade name is registered. No page for that filing was found at the state office; in this series the filing is made to the county in some states and to the state in others, and we do not carry another state's answer over.
  • Whether an SSN or ITIN is needed to form an LLC. The state office's page says nothing either way. We are not filling that in with a guess; ask the business entities division and ask for the answer in writing.

19 · Public benefits

Will taking public benefits in Huntsville affect a green card application?

Short answer

It can. The federal public charge rule that took effect on 18 September 2026 rescinded the 2022 regulations and, in the agency's own summary, gave officers broader discretion to weigh all relevant facts; the assessment did not narrow, it widened. The same rule also contains one concrete sentence for an anxious reader: benefits received before 18 September 2026 are assessed under the earlier, narrower rule. On the state side there are three things to know. The state did not take the option left to it in the 1 October 2026 federal narrowing; Medicaid has not been expanded and the coverage gap here is real; and the statute itself contains an express list of services that need no verification. What is particular to Huntsville is the same question as everywhere else on this page: a good part of the applications go to a county office, and your county depends on your address.

Steps, documents and official links

What changed in the public charge rule

  • Date and scope: the rule was published on 20 July 2026 and took effect on 18 September 2026. It applies to applications for admission made on or after that date, and to adjustment of status applications postmarked or filed electronically on or after that date.
  • It is not retroactive: the rule's own wording says means tested public benefits received before 18 September 2026 are assessed under the 2022 rule.
  • Direction: the rule does not list which benefits count; it removes the old list and returns to a totality of the circumstances assessment. That is why no clean list of countable benefits can be published.
  • Exemptions created by statute remain: refugees and asylees adjusting status, the special immigrant juvenile category, people applying for or re-registering for temporary protected status, and the special statutes covering Cuban and Haitian nationals.

1 October 2026 and the option the state did not take

  • Federal money now pays for full Medicaid and children's health program coverage for four groups only: U.S. citizens and nationals, green card holders, Cuban and Haitian entrants, and people here under a compact of free association. The list is closed; refugees, asylees, people with temporary protected status, parolees and visa holders are not on it.
  • Alabama did not take the federal option available for children and pregnant people, and two independent sources say so; the federal agency's own roster does not include the state. Some states in this series did take that option; the sentences on their pages cannot be carried over here.
  • There is a date for your calendar: 30 November 2026. The federal administration expects a plan amendment by that date from states that did not take the option and run a separate children's health program, and ties it to a public notice requirement. Alabama is in that bucket. No announcement from the state to that effect was found, and we say neither that it has filed nor that it will not; we give the date and tell you to follow the agency.
  • Do not merge the age limits: under the federal definition the option runs to age 21 in Medicaid and to age 19 in the children's health program. Two programs, two ages.

The coverage gap is real, and we write who is left with what

  • The state has not expanded Medicaid. The agency's own published income table contains no category at all for a childless, non disabled adult under 65.
  • The ceiling for a parent sits far below the federal poverty level. In practice almost any job puts a person over the line.
  • The result: someone above the Medicaid line but below the federal poverty level is both outside Medicaid and below the band where marketplace savings begin. That is a gap and it is real. The doors left to a reader in that position are in the health and clinics sections.
  • And one sentence we do not soften: a sliding fee clinic is not a free clinic. The discount is calculated on household income and household size and a charge still results. Which community health center serves Huntsville could not be verified this round, and we publish no address from any federal health center database on this page.

The statute's own list, and the subsection beside it

After setting out lawful presence verification as the general rule, the state statute lists exemptions: primary and secondary education, health care for the treatment of an emergency medical condition, short term in kind disaster relief, immunization, the maternal and child nutrition program, testing and treatment for symptoms of communicable disease, soup kitchens, crisis counseling, short term shelter, prenatal care, child and adult protective services and domestic violence services. The full list and its institutional basis are in the state guide. We repeat the two mandatory warnings here, because this is the passage most often misread:

  • The list says verification is not required; it does not say free, and it does not say everyone is entitled. Each program's own eligibility rules still run.
  • If verification is delayed there is an interim right, and the subsection beside it goes in the same breath. The statute says that if federal verification is delayed or inconclusive, a person becomes entitled in the interim by signing a declaration that they are lawfully present. But another subsection of the same section treats a false statement in that declaration as perjury in the second degree and counts each benefit received on the strength of it as a separate violation. Ask your lawyer before you sign such a declaration.

Applying in Huntsville: which county decides it

  • A good part of exemption and benefit applications go to a county office, and in Huntsville that can mean three separate counties. Find out which county your address is in using the address lookup first, then telephone.
  • Say on the phone which program you mean: Medicaid, the separate children's health program and the marketplace are three different things and their doors are not the same.
  • Ask for language assistance and do not hesitate to: the state health agency publishes its free language assistance notice in Turkish on its own site and gives the number 1-800-252-1818. That agency runs vital records and two children's health programs.
  • We print a conflict and take no side: the state's own health regulation still counts refugees and asylees among eligible aliens, while federal law removes federal funding for them from 1 October 2026. No state announcement reconciling the two was found. We do not say which will be applied to your file; ask the agency and ask for the answer in writing.
  • No Alabama source was found on whether the state Medicaid agency reports applicants to immigration authorities. Neither its existence nor its absence should be assumed.

20 · Address change

I have moved to Huntsville. Do I have to report my address?

Short answer

As a general rule most non-citizens, green card holders included, must report a new address within 10 days of moving. That is not an administrative preference, it is a statutory duty. The easiest route is the change of address screen in your online account; the paper AR-11 is also free. If you have a case before an immigration court you also notify the court within 5 days on Form EOIR-33. And in this state that bureaucratic rule has a very unbureaucratic reason behind it: there is no immigration court in Alabama, so your hearing is in another state and only the notice sent to you says which court it is. An address the agencies do not hold is the fastest way to miss a hearing.

Steps, documents and official links
  1. Sign in to your online account and open the change of address screen. Reporting online satisfies the legal duty; you do not also need to send a paper AR-11.
  2. Enter the receipt number of every pending application. Filing an AR-11 does not by itself change the address on a pending case.
  3. Tell the post office separately. A postal forwarding order does not update an agency record.
  4. If you have a court case, file Form EOIR-33/IC within 5 days. The court address changes only through that form.
  5. If you are subject to periodic reporting, report the address through the enforcement agency's own portal as well.

Holders of A and G visas and visitors arriving under the visa waiver program are outside this reporting duty.

The trap peculiar to a move inside Huntsville

  • Moving within the city can change your county. Huntsville spans three counties. Staying in the same city and moving to another neighborhood can change your tax district, your plate office, your property tax office, the court a jury summons comes from, and which county emergency management agency to follow in severe weather. How to find your county is in the tax section.
  • But the federal reporting duty arises either way, whether your county changes or not. What triggers it is not the envelope or the county, it is the move itself.
  • The city name on your envelope may not change and you may still have moved. In this state an address can carry another settlement's name on the postal side, and that was confirmed this round through a federal location service; the envelope shows neither the municipality nor the county.

Add this to it: someone moving to Huntsville gives their address to several state, county and city bodies in their first week, from the driver license office to the electricity and water account, from school enrollment to trash service. None of those is an AR-11. Having given an address to a state, county or city body does not satisfy the federal duty.

One thing also changed in 2026: take into account the federal rule that took effect on 29 June 2026 and restates alien registration and what counts as evidence of registration. You can read the text in the Federal Register entry. Check that the document you carry still counts as evidence of registration.

21 · Immigration agency

Where is the immigration agency office in Huntsville, and where do you go for biometrics?

Short answer

This section deliberately contains no address, and the reason is concrete: the agency pages were closed to every route tried this round and the archive service was rate limited. We do not publish an office address from an old archive, because that is exactly the mistake that sends people on wasted journeys. The only correct sentence is this: the address you go to is the address on your appointment notice. What you do need to know is the office types: a field office conducts interviews, an application support center takes fingerprints and a photograph, and they are not the same place.

Steps, documents and official links
  • Two offices, two jobs: green card and citizenship interviews happen at field offices, fingerprint and photograph appointments at application support centers.
  • No walk-ins. Field offices do not take visitors without an appointment; appointments are arranged through the Contact Center. Use your online account for case status.
  • You do not choose the biometrics location: the center you attend is named on the I-797C notice. What to take is in our biometrics appointment article.
  • Do not assume the center nearest your mailing address. Whether appointments here are assigned to a center outside the state could not be verified this round, and in this state that is not a formality: as the court section below shows, traveling out of state is a real possibility.
  • What the center does not do: application support centers do not give information about your case. Ask the Contact Center, not the center.
  • Appointments are free: the Contact Center is 1-800-375-5283. Intermediary sites charging for an appointment are a scam.
  • Processing times: on the processing times page select the form, the category and the office holding your case.

Do not confuse the three agencies

Readers constantly run three bodies together: the immigration services agency and the enforcement agency are parts of the homeland security department, while the immigration courts are a separate body under the justice department. The agency does not answer what you ask the court and the court does not answer what you ask the agency. In this state the court side has two problems of its own and both are immediately below: there is no court in the state, and the federal list contains a facility carrying this city's name that sits in another state.

22 · Court

Where is the immigration court for Huntsville, and how do you check your case?

Short answer

The answer on this page is short and certain: there is no immigration court in Alabama. The federal agency's own court listing orders its courts by base city, and no Alabama city appears in that index. What follows matters more, and it is why no court is named on this page: which court controls the record could not be derived from the federal agency's own list. No Alabama office appears there by name; the neighboring regional courts describe their areas in open ended language and none of them names Alabama, while one court's parenthetical list of states leaves Alabama out. So we give you no court name and no distance figure. And this city carries a name trap on top of that, the clearest in the series, set out under its own heading below.

Steps, documents and official links

The most protective warning on this page: the facility carrying this city's name is in another state

The federal agency's administrative control list contains a department of corrections facility carrying the name Huntsville, and that facility is in Texas. It appears under the responsibility of a Texas court on that list. The same list also carries a processing center named Montgomery and a detention center named Limestone, and both of those are Texas facilities too. Alabama has places with the same names: Montgomery is this state's capital, and Limestone is one of the three counties this city spans.

  • What that means in practice: a Huntsville resident searching the federal list for the name of their city, their county or their state capital finds a facility in Texas and reads an entry they believe concerns their own case. That is how you end up waiting for a hearing in the wrong state.
  • The correct behavior is one sentence: do not try to match your case to a court by searching for the name of your town, your county or your city. Read the notice you were sent; it names the court and the address.

What the federal list says, and why it does not answer the question

  • The list ties a case to jurisdiction, not to distance. Which court maintains the record of a case is ordered by the federal office that issued the charging documents and by named detention facilities. You can see it on the agency's own page.
  • No Alabama office appears by name. The courts in neighboring states describe their areas as covering their district and any sub-offices, open ended language that names no state; one court's parenthetical list of covered states does not include Alabama.
  • The conclusion: a court cannot be derived from geography. In this state your hearing is not held at whichever building is nearest you, it is determined by which federal office issued your papers.

Three conflicts we print and do not resolve

  • The same facility appears under two states' courts. One Alabama detention facility appears in one column of the federal list under the responsibility of a court in one state, and in another column as a hearing location of a court in a different state. The two columns may describe different things, but it cannot be resolved from the list and we do not resolve it.
  • The same list misspells the name of an Alabama city. A letter is missing. Allow for that when you search the list for the name of your city or county.
  • One entry is printed with no state at all. The federal list does not say which state that facility is in, and we do not assign it one.

If you are going to court: the agency's own rules

  • Faxes and unauthorized electronic submissions are not accepted. In the agency's own words, unless specifically requested by court staff or the immigration judge, such transmissions are not made part of the record and are discarded without notice to the sender. That is a real way to lose a filing.
  • Security screening every visit: metal detector and bag screening, shoes may have to be removed, no food or drink except as the judge permits, no cameras or recording devices.
  • Hearings are open to the public and, in the agency's own words, you do not need to notify the court in advance of your visit.
  • Attorneys and accredited representatives must register with the agency's own registry. Check that whoever will represent you is registered.
  • Do not underestimate the journey. Because your hearing will be in another state, getting there may not be a one day job. We publish no distance or driving time figure, because none came from a source this round; plan the trip from the address on the notice, and see the time and flights section for the air side.

Case status and closures

  • Online check: your A number is enough for the case information system; the telephone line is 1-800-898-7180. The official information is still the hearing notice.
  • Check closures on the morning of the hearing: the agency's operational status page. Severe weather can close bodies mid-day in this state; details in the severe weather section.
  • No enforcement or customs office address, telephone number or name is published on this page. Those agencies' pages were closed this round. Confirm reporting locations from the agency's own check-in page.

Where do I find my I-94, and what if it is wrong?

You can download the I-94 for your most recent entry from the customs agency's site. Errors made at entry, meaning the wrong visa class, the wrong name or the wrong period of stay, are corrected by offices known as deferred inspection sites. Which office covers Huntsville, and its hours, could not be verified this round, so we print no address and no days here; read the list on the agency's own page.

  • Write first, travel second. Some of these offices are open only a few hours a week.
  • Why it matters: the validity of your work authorization and your eligibility for some applications depend on what the I-94 says; in this state the validity of a driver license or ID card can also be tied to the document presented, as set out in the driver license section.

23 · State law

What is the local position in Huntsville on federal immigration enforcement?

Short answer

The answer to this section comes not from the city but from state law, and that means the answer is the same in all five settlements in this state. The 2011 text of that law is still in the statute book and a reader who finds it online can be badly frightened; the job of this page is to say what actually applies today. The truth has three layers: some provisions were permanently enjoined by a federal court, some were never enjoined and still stand, and the law was amended twice in 2025. All three are set out briefly below; the full account is in our Alabama guide. There is also a detail particular to this city, and it comes from the order's own text: the head of the city's own school system and the district attorney of the county the city sits in are both named defendants in that order.

Steps, documents and official links

A source note, because it belongs at the top of this section

The state's own statute text was read this round, so the layers below come from the law itself and not from a secondary site. But there is something the server publishing that text does not know, and the whole trap starts there: the server shows repeals and does not show injunctions. A permanently enjoined section sits there in full and with no warning attached. A text standing in the statute book does not mean the provision is enforceable. Widely used legal sites, meanwhile, say current as of 30 December 2024 and miss both 2025 amendments; do not rely on them.

Three layers, briefly

LayerWhat it means
Permanently enjoinedA federal court order permanently enjoined a group of provisions. The order is Hispanic Interest Coalition of Alabama v. Bentley, the federal district court for the northern district of Alabama, entered 25 November 2013. Among the provisions enjoined are the school enrollment status inquiry, the offense of failing to carry registration documents, the offense of applying for or soliciting work without authorization and the ban on renting housing to someone not lawfully present
Never enjoinedSome provisions were never enjoined and still stand. Chief among them are the work authorization verification duty, the lawful presence verification rule for public benefits and the prohibition on local bodies adopting restrictive policies; details in the tax and public benefits sections
Amended twice in 2025The old offense of concealing and harboring was repealed; in its place came an offense of human smuggling, with carve-outs for an attorney transporting a client to or from a federal facility, an educational excursion, health care, noncommercial religious and charitable transport and transport for governmental purposes. A requirement of fingerprints and a known DNA reference sample before release from custody was also added

A date warning: the date widely given for this order, October 2013, is wrong; that is the date of the parties' joint report, not of the order.

The detail particular to this city, with its caveat in the same breath

  • The 2013 order's definition of defendants expressly names the head of the city's own school system, and the district attorney of the county the city sits in is also named among the state defendants. In permanently enjoining the provision that required a status inquiry at school enrollment, the order binds those parties too. Of the five settlements, only this page carries such a detail.
  • But we write in the same breath what it does not mean: the force of the order comes from the finding that the provision is unconstitutional, and that finding operates statewide. The defendant list shows who was sued; it is not a list of the only places where the provision is dead. It does not mean the provision survives in another county or another school district.
  • And it is not a promise of protection either. The substantive information on the school side, from the district's own documents, is in the school enrollment section.

Cooperation: the answer comes from the statute, not from the county

  • State law does not permit any state or local body to adopt a policy limiting the enforcement of federal immigration law, and attaches to that a cut-off of state funds and a daily civil penalty. A citizen or lawfully present resident can also compel a district attorney or the attorney general either to bring an action or to state in writing within 90 days why not; public employees are placed under a duty to report.
  • Since 1 October 2025, jails are required to hold a person for up to 48 hours when a federal detainer and an administrative warrant are received. The provision's own wording ties this to the detainer and the warrant together, not to a stop and not to a charge on its own.
  • And the statute's own limits: an officer may not attempt to make a final determination of status independently, and may not consider race, color or national origin beyond what the constitutions permit.
  • The statute contains its own presumption list, and this is the most practical line here for a reader: the provision says a person is presumed not to be an illegal alien on producing certain documents, and the list includes a valid, unexpired Alabama driver license, a valid, unexpired Alabama nondriver identification card, and a foreign passport with an unexpired U.S. visa and the corresponding federal admission stamp or notation. That is a statutory presumption, not immunity, and it is not a promise about how any particular encounter will go; but it is a concrete reason to get a driver license or ID card early.
  • No line in this section should be read as protection, and none of it is presented as a threat either. What is written here is the statute's own wording.

What could not be verified, and why it is left blank

  • The status of any federal cooperation agreement for Madison, Limestone or Morgan counties or for any Huntsville body could not be verified. The federal agency's participant list did not open by any route this round. We do not say there is none, we say we could not verify it; and absence from a list would not be a protection either.
  • Whether the state holds a federal agreement could not be verified. The statute places a duty to attempt to negotiate on the attorney general; whether a signed agreement exists today could not be confirmed from a source.
  • Whether there is any review, correction or deletion procedure for the fingerprint and DNA requirement could not be verified. We do not say there is none.
  • Whether the two new 2025 provisions have been challenged in court could not be verified. We do not say they are unchallenged; we say research did not find a challenge.
  • We name no immigrant services body, resettlement body or free legal aid organization, because none was researched this round. That is a gap and it stands as a gap. The one exception is a free legal clinic run through the library, and we have written its scope with a hedge in the library section.
  • We name no mosque and no association whose 2026 activity could not be verified on its own site.

24 · Voting and jury duty

I am not a citizen. Can I register to vote in Huntsville, and what do I do about a jury summons?

Short answer

Registering and voting belong to U.S. citizens only, green card holders included. Registering or voting without being a citizen can have severe consequences for your immigration file and is also a crime. On the jury side we have to be honest: we could not verify this round which public records the state builds its jury master list from, so we do not know whether driver license or voter records feed into it and we make no claim in either direction. What to do if a summons arrives is clear, and it has a wrinkle in this city: because Huntsville spans three counties, the court that writes to you can change with your address.

Steps, documents and official links

Voter registration: the rule is clear

  • The requirement is citizenship. Voting and registering in federal and state elections belong to U.S. citizens. A green card holder, someone with work authorization, a student or a pending asylum applicant cannot register.
  • The immigration consequence is severe. Registering or voting without citizenship is a direct problem in front of the officer assessing eligibility and good moral character; the policy manual treats this in its own chapter.
  • Read the box on the form. If a driver license, ID card or public service application carries a voter registration section, signing that section counts in most states as a sworn statement that you are a citizen. How a license application here connects to voter registration could not be verified from an official source; read every part of the form put in front of you at the counter, do not sign a part you do not understand, and do not answer yes to a citizenship question if you are not a citizen.
  • Do not fill in voter registration forms handed to you by volunteers door to door or at events, even if a campaign worker says it will not be a problem.

Jury summons: what we know and what we do not

  • We say what we do not know: which public records the jury master list is built from could not be verified. In some states the driver license pool feeds the jury list and a lawfully present foreign national can receive a summons; for this state we neither confirmed nor disproved that.
  • What to do if a summons arrives: do not ignore it and do not throw it away. Call the jury office of the court named at the top of the letter as soon as possible, or respond online as the letter instructs, and say that you do not meet the requirements for jury service.
  • Use the number on your own letter, not a general one, and in this city that warning has a concrete reason: Huntsville spans three counties and the county courts are separate. Read which court wrote to you from the letter itself, not from the envelope. If you do not know which county your address is in, the address lookup answers that too.
  • A summons is not a mistake: the lists are built from public records and your name appearing on one does not mean any action has been started against you. It is not something to panic about; it is also not something to leave unanswered.
  • We do not set out the qualifications for jury service on this page, because the state's text on the subject could not be read this round. We say neither that you are qualified nor that you are not; ask the court and ask for the answer in writing.

If you have recently become a citizen: you can now register. Confirm the requirements and the routes from the state election authority's own page and take the current form from there.

25 · New citizens

I have become a citizen. How do I get a U.S. passport in Huntsville?

Short answer

A first U.S. passport is applied for in person on Form DS-11: you take the original of your citizenship document to an acceptance facility. There are acceptance facilities in this city and the federal file lists three of them: the county probate court and two post offices. That is the widest choice among the five settlements. But two warnings up front, because both cost time and money. First: search by ZIP code, not by city name, because in this federal file a facility's postal city may not reflect where it actually sits, and a concrete example of that was measured in this state. Second, and more expensive: the county counter read in this city does not accept debit or credit cards for the federal passport fee.

Steps, documents and official links

An acceptance facility and an agency are two different things

This is the distinction readers confuse most. An acceptance facility can be a post office, a library, a county court counter or a university office, and it takes and forwards a routine or expedited application. A passport agency is a different, limited network for urgent international travel, by appointment only. We could not verify the nearest passport agency this round and we name no agency, city or distance; get the current list and the appointment rules from the federal agency's own site.

The three doors in this city

FacilityThe institution's own rule and what to know
The county probate court
1918 Memorial Pkwy NW, Huntsville, AL 35801
256-532-1058 · passport line 256-532-3330
The court's own page says it takes applications from U.S. citizens planning international travel between 08.30 and 16.00, and splits the week in two: Monday, Wednesday and Friday by appointment only, Tuesday and Thursday first come, first served. All passport related forms are held at the office, and the office publishes its own guidance in Spanish as well. No Turkish material was found
Two city post officesThe federal acceptance facility file lists two further post offices under this city's postal name: one at 645 Wynn Drive NW and one at 8401 Whitesburg Dr. Their hours and appointment rules could not be verified this round, so we do not print them; confirm the facility through the agency's own finder and telephone first

The payment rule, and the line in this section that saves the most money

  • The county counter's own wording is explicit: the federal passport fee cannot be paid by debit or credit card, only by check or money order. The counter's own execution fee can be paid by check, money order or cash.
  • Take a check or a money order with you. Someone arriving with a card alone can be sent away without finishing, appointment or not.
  • We print no fee figures here, because both the federal fee and the local execution fee change; read both from the institution's own page and confirm before you go.

Search by ZIP code

  • In the federal acceptance facility file a facility's postal city may not reflect where it actually sits. There is a concrete example of that in this state: a facility listed under another city's postal name resolved, through a federal location service, to a different municipality's boundaries. So the envelope shows neither authority nor location.
  • What that means in real life: someone searching by their own city's name can miss a facility close to them. A ZIP code search removes that error.
  • We do not complete a broken telephone number for a nearby facility: one Alabama record in the federal file has an incomplete telephone field carrying only six digits. That record is not in this city but it can surface in a search; take the number from the institution's own page.
  • Do not rely on the federal file's hour codes alone either. In the example measured in this city the file and the institution's own page show the same hours, but only the institution's own page explains the split between appointment days and walk-in days.

Going to the appointment

  • A first passport is applied for in person. Form DS-11 is completed but not signed; you sign it in front of the official. The original of the citizenship document is taken and handed over during the process; it comes back with the passport.
  • ID and photocopy: the original and a photocopy of your photo ID are required. Some facilities provide photographs, photocopying and mailing on site; ask in advance whether yours does.
  • For a child, both parents must attend or you must bring the consent document the agency requires. Where to get the child's birth certificate is in the vital records section.
  • If you are traveling to Türkiye, settle in advance how you will report your U.S. citizenship to the Turkish civil registry and which passport you will enter on as a dual citizen; the process runs through the consulate.

Not sure about a step?

Ask before you do something that touches your immigration status

Applying for a benefit, changing your address, a citizenship requirement in a job advertisement, registering to vote or answering a jury summons can all show up in your file. You can speak with Attorney Asim Clinch, a Turkish-speaking immigration attorney working with clients in Huntsville, in English or Turkish.

26 · Things to do

What is there to see in Huntsville, and what does it cost?

Short answer

The answer here is different from the other four settlements: the large and expensive institutions are in this city, and a day out costs real money. So in this section we print the prices exactly as the institutions publish them. Two rules up front. First: we do not print a price the institution does not publish, and we do not call a place free unless the institution says so in its own words. Second, a name trap that runs hard in this state: the park named after your area is usually in the next town. But this city has an exception to that rule and we do not correct it: the state park associated with this city really is inside the city. And a third practical warning: two large institutions here say on their own pages that they do not take cash, so turning up without a card or a phone payment does not work.

Steps, documents and official links

The paid institutions, from their own published rates

The amounts below were read from the institutions' own visit pages on 10 October 2026. Prices and hours change seasonally; confirm before you go.

PlaceAdmissionWhat the institution itself says
The city's space and rocket center
U.S. Space & Rocket Center
Adult (13 and over) $30
Child (5 to 12) $20
65 and over $20
4 and under free
Discounts require showing ID in person and apply to the individual only, not to the whole party. Hours are seasonal: daily 10.00 to 16.00 from 1 November 2026 to 28 February 2027; closed Thanksgiving, Christmas Eve, Christmas Day and New Year's Day
The city's botanical garden
Huntsville Botanical Garden
Adult $20
60 and over $17
Student with ID $15
Child (3 to 15) $13
2 and under free
The garden's own words: this is a cashless venue. October hours are Monday to Saturday 09.00 to 18.00 and Sunday 11.00 to 18.00; hours change with the season
The city's art museum
Huntsville Museum of Art
Adult $20
Educator $18
65 and over $18
Student $10
Children 12 and under free
The museum's own words: $5 after 5 p.m. on Thursdays. Closed Monday; Thursday 10.00 to 20.00, other open days 10.00 to 17.00, Sunday 12.00 to 17.00. This is a cashless venue too. Large bags and backpacks are not allowed in the galleries; lockers are available
The mountain history and nature site
Burritt on the Mountain
We print no priceThe institution itself says its site is under construction and directs ticket questions to a telephone number: 256-536-2882. Its published hours are closed Monday, Tuesday to Saturday 09.00 to 17.00, Sunday 12.00 to 17.00. We are not inventing a price
  • We give the figure, because that is how a budget gets built: two adults and two children pay $100 at the published rates at the space and rocket center, before parking or food. That is the single most expensive outing in this series.
  • And the cheapest indoor plan in this city is also here: at the art museum children 12 and under are free and admission is $5 for everyone after 5 p.m. on Thursdays. Put together, that is an evening plan for a family.
  • The cashless warning is a real barrier: the garden and the museum both say on their own pages that they do not take cash. A family that has not yet opened a bank account cannot buy a ticket at the door. That is the same family of problem as the utility account and the number question; see the SSN section.
  • There is one institution about which we write nothing: a children's museum in this city returned a bot challenge this round and not a single piece of information could be read, including its price, its hours and whether it is open. We do not say it is closed; we say it could not be read.

The state park inside the city, and an exception about its name

Most parks in this state are outside the city they are named after. Not here: the city's state park, Monte Sano State Park, really is inside the city limits and its address carries the city's name. Do not try to correct that one. The rates below were read from the agency's own fee page on 10 October 2026.

ItemAmount
Ages 12 to 61$5.00
Ages 4 to 11$2.00
Ages 62 and over$2.00
3 and underFree
Per vehicle capA maximum of $20.00 for standard passenger vehicles. Of the five parks read this round only this one publishes such a cap, and for a large family the difference is real
Annual passesIndividual $100 · family $150 · ages 62 and over $50, sold at the park office
  • An annual pass works only at the park that sold it, and that is the line in this section that saves the most money. In this state there is no single annual pass valid across the parks and the price varies from park to park: the individual annual passes of the five parks read this round run from $100 to $180. So with a pass bought here you pay again at the gate of another park in the state. The list of parks is in our Alabama guide.
  • Admission is per person, not per vehicle. A family of five pays five admissions; that is why the vehicle cap above matters.
  • Annual passes run twelve months from the date of purchase, not to the end of the calendar year.
  • There is one free admission route but we raise no hopes for this page's readers: the agency publishes a free admission tied to U.S. military service. That is not a usable door for a newly arrived family and we do not offer it as an option. This park's own page also says the waiver does not extend to dependents.
  • We do not print fees for the other state parks in this region. The fee pages of several parks in the north were not read this round; we say neither that there are none nor that they are free, we say they were not read.

Free federal sites, and one fee trap

  • Of the seven federal park units in this state, six charge no entrance fee at all. Of the two units in this city's direction, one is entirely free and the other charges only at a single entrance.
  • Here is the trap for that second unit: the preserve's own wording says entrance passes are required only for one park area. The rest can be visited without paying, and writing that entry to the unit costs a given amount would be wrong.
  • Payment warning: the same unit's own page says no checks are accepted, only cash and card, and no bills larger than $20. The fee booth is staffed only in peak season, and you place the receipt face up on the dashboard.
  • Federal fee-free days remaining in 2026: 27 October 2026 and 11 November 2026. Put them in your calendar. The 2027 list has not been published, so we give no date for next year. The practical value is limited, though: most federal units in this state are free every day anyway.

The name trap: what a place is called does not tell you where it is

  1. The general rule in this state is that the park named after your area is usually in the next town. Of the five parks read this round, three turned out to be outside the city their name suggests. Check the address before you drive.
  2. But here the rule runs the other way and we do not correct it: the state park associated with this city really is inside the city. For once the expectation holds.
  3. The same trap exists in federal lists and there the consequences are far heavier: a federal court list carries a facility named after this city that sits in Texas. Irrelevant for planning a day out, vital for a case file; the details are in the court section.

The agency's own language warning, which we print as written

The state park agency publishes a language assistance notice on its own site and directs visitors who do not speak English to an e-mail address, asking them to state in their own language what kind of help they need: [email protected]. The notice appears on that page in Korean, Vietnamese and Spanish, with the e-mail address given as the route for other languages; research found no Turkish on that page. So for a Turkish-speaking reader the door is that e-mail address.

And we print the warning from the same page word for word, because the agency itself says it: the state's site translations are made through an automated process, are only an approximation, and in some cases may include incorrect or offensive language. So do not make a decision about a price, an opening time or a rule from the machine translation of a government site; the agency is telling you that itself. For anything that matters, use that e-mail address or telephone.

What we do not write in this section, and why

  • The admission price of the mountain site. The institution says its own site is under construction and directs you to a telephone number.
  • Anything about the children's museum in this city. Its site could not be read by any route this round; we say neither free nor paid.
  • A regional land trust's trails, hours and preserve names. Free workshops were seen advertised on the trust's own site; nothing else was verified.
  • Visitor rules for a federal military installation. The garrison's own page could not be read this round and we are not inventing an entry rule.
  • Any distance or driving time, because none came from a source this round.
  • Seasonal items written as if they run year round. Seasonal sections such as the garden's butterfly house close, and some institutions switch to winter hours on 1 November 2026.
  • Any community association, cultural center or place of worship by name. None could be verified from its own site this round.

27 · Free and family-friendly

What is free in Huntsville, and where can you take children?

Short answer

The structure of this city is clear and fits in one sentence: the expensive institutions belong to private nonprofits and the free layer belongs to the city. So a family that cannot afford the rocket center or the garden should be pointed at the city's own parks and recreation calendar, not at a discount code. Alongside that, the most valuable item in this section is probably the library card, because no card type asks for a Social Security number and there is a free card type that does not even ask for photo identification. One warning up front, because it is the line in this section most likely to be misread: the museum discounts published for low income households are in fact a status question, and we set that out plainly below.

Steps, documents and official links

The library card: probably the most valuable item in this section

QuestionThe institution's answer
Who can get oneIn the library's own words the system has ten branches and serves the whole county. Full membership is for 18 and over and is free. The same text separately counts Limestone County residents who live inside the city limits as eligible, one of the rare places where the three county structure works in the reader's favor
What is requiredGovernment issued photo identification carrying the correct name and a permanent address. The library's own examples name a passport. If the ID is another jurisdiction's driver license it can be combined with a lease, a utility bill or a pay stub
Is a number requiredNot on any card type.
For someone with no photo IDFor a person not eligible for full membership there is a free, computer use only card, and the library's own wording says a photo ID is not required for it, only identification carrying the correct name. That is the lowest threshold library door in this series
Out of areaIndividual $20 and family $35 a year, with government issued photo identification carrying the correct name and address
ChildrenFor 17 and under a parent or guardian signature is required and the parent needs a card of their own. Since 3 March 2025 the parent or guardian must also give a separate waiver; the rule is new, so ask the branch
How registration worksIt starts with an online form, but the card is not issued without showing proof of residency at a branch. Filling in the form is not enough on its own
LanguageResearch found no Turkish service. We do not say there is none; we say it was not found
  • The same library hosts a free legal clinic. The library lists it among its own services and names the body that runs it: the county's volunteer lawyers program. But its schedule, the subjects it takes and whether it handles immigration questions could not be verified this round, and we do not know whether interpreting is available. We make no promise; start by calling the branch and asking about the program by name. For a question that touches your immigration file, see the attorney section as well.

The free layer belongs to the city

  • The city's parks and recreation department publishes its own events calendar, and it includes events it describes in its own words as free: neighborhood events, open play days, seasonal celebrations. We do not write a specific event on this page, because one-off dates pass soon after a page goes live. Check the calendar on the department's own page; its contact details are 2411 9th Avenue SW, 256-564-8026, weekdays 08.00 to 17.00.
  • The city has a new community complex containing a performing arts center and a theater. It opened in September 2026, so it is very new; its program and pricing were not read this round and we do not write them.
  • Federal fee-free days: the two dates remaining in 2026 after this page goes live are 27 October 2026 and 11 November 2026. The 2027 list has not been published. But most federal units in this region are free every day anyway; details in the section above.
  • Do not go looking for a borrowable park pass: the service list this library publishes contains no park pass and no museum pass. One state in this series had a state park pass lent through public libraries; research found no equivalent here. We do not say there is none; we say we did not find one. Ask your own branch.

The cheapest indoor plan for a household with children

  • At the city's art museum children 12 and under are free, in the museum's own words. The same museum publishes $5 admission after 5 p.m. on Thursdays.
  • Put together, one adult and two small children on a Thursday evening comes to $5. That is the cheapest indoor plan found across all the settlements read this round.
  • But bring a card: the museum says on its own page that it is a cashless venue. And large bags and backpacks do not go into the galleries; lockers are available.

The museum discount is in fact a status question, and we write that plainly

  • All three large institutions in this city run a discount program for low income households and publish the discounted amounts on their own pages. But the door to that discount runs through being enrolled in a food assistance program, and eligibility for that program depends on immigration status. So the answer to can I get this discount is in fact a status question, not a museum question.
  • This page does not advise anyone to enroll in an assistance program. We set out the immigration consequences of a benefit application in the public benefits section, and we ask you to read that section before this line.
  • The procedure varies between institutions too: at the institutions read this round the discount is taken on site at the ticket desk, the cardholder is required to be present, and some institutions also ask for photo identification. One institution's own text says the discount does not apply to special events. Read the page of the institution you are going to.

What is not on this list, and why

  • The children's museum in this city. Its site could not be read by any route this round; we say neither free nor paid.
  • The price of the mountain site. The institution says its own site is under construction.
  • The program and pricing of the city's new community complex. It opened very recently and was not read.
  • A land trust's trails and hours. Only the existence of free workshops was seen; free walking trails near a city usually sit on land like this, and this source was not opened this round. Look at their own site.
  • Any distance or driving time.
  • Any dated event. Some programs are free but require registration and the dates pass; check the calendar on the institution's own page.
  • Any information resting on the machine translation of a government site. The state's own warning says those translations are only an approximation and may include incorrect or offensive language; the e-mail address the park agency gives for help in other languages is in the section above.

Where are Turkish consular matters handled from Huntsville?

Short answer

Alabama falls within the jurisdiction of the Consulate General of the Republic of Türkiye in Houston, and that is not an assumption: the mission's own site gives its jurisdiction as eight states and Alabama appears on both of the two pages that carry the list; in the same sweep the pages of the five other Turkish consulates general in the United States were checked and the word Alabama appears on none of them. There is no Turkish authority in Huntsville where you can attend in person, and the trip crosses a state line. Two things up front, because both mean a wasted journey: there is a single published window for general consular business and it is mornings only, and visa applications are taken in a separate thirty-minute window.

All three attaché offices are in the same building

In the previous round of this series the attaché offices sat in a different building from the consulate general and that page had to send readers to two addresses. The position here is different and we do not carry that warning over: the offices for religious affairs, education and commercial affairs all publish the consulate general's address. So you can deal with a school equivalence matter and a consular matter in the same building; but the appointments are separate, and because the general window is mornings only you should work out in advance whether they fit into one day. The telephone numbers and e-mail addresses are in our Alabama guide.

Travelling from Huntsville: build the plan around your own city

  • We publish no distance or driving time figure, because none came from a source this round. What can be said: Houston is west of this state, Huntsville is in the north of the state, and the journey crosses a state line. So this is not the same trip as one made from the south or the east of the state.
  • If you are flying, this city's own airport is inside the city, an advantage particular to it among the five settlements; details are in the time and flights section and local transport is in the transit section.
  • You do not need to convert the time: the consulate general is in the same time zone, so its published appointment and telephone hours are already your hours. But the window is narrow, so keep that in mind.

What is handled through the mission

The headings in the mission's own application menu show what in practice runs through it: birth notifications and civil registry matters, marriage notifications, passport matters, military service matters, notarial matters and powers of attorney, Turkish citizenship matters, estate matters, and education and visa headings. Making, checking and cancelling an appointment is done through the mission's own menu, which is split in two: consular procedures for Turkish citizens and visa pre-applications for foreign nationals.

We do not print the document lists on this page. Each procedure has its own fee and its own document list, and we could not verify them one by one this round. Travelling to another state with the wrong documents would be the most expensive advice this page could give you; confirm the list from the appointment menu and from the call center.

And a notary trap, which you should read

In this state there is no such document as a marriage license; a marriage is created by signing a form before an Alabama notary and filing it with a probate court. And having that form notarized at the consulate is not accepted: the signature required is that of a notary commissioned by Alabama. So do not plan on traveling to Houston to have it signed there. We set out the whole procedure, and the requirement that the form reach the court within thirty days of signing, in the marriage section; read it before you book an appointment.

Three routes to try before you set out

  1. The Turkish e-government portal. Civil registry, address and some document matters can be done remotely; check there first which procedure can be handled that way.
  2. The call center. Open 24 hours a day, seven days a week, and the fastest way to find out which document is needed.
  3. Courier or post. Some procedures run by sending documents in. Ask the call center which ones are accepted; do not send documents on your own initiative.

2026 closure days

The 2026 holiday list published on the mission's own contact page contains days falling after this page goes live, and two are immediately ahead: 12 October and 29 October. The list also carries 11 November, 26 November, 24 December and 25 December 2026, and 1 January and 18 January 2027. The list is published annually; check the current one before booking.

29 · Apostille

What do I have to do to use a document from Huntsville in Türkiye?

Short answer

The office that does this work is at state level, and we set out its procedure, its fee and its published answers in our Alabama guide. Seen from Huntsville the critical links in the chain are these. First, and the most expensive: every document in a foreign language must carry a notarized English translation, and that is the likeliest reason a Turkish reader's packet comes back. Second: federal documents are not authenticated at state level, so a document such as a naturalization certificate does not go to the state capital. Third, and particular to this city: the certification route has a county step and the test is not your county but the notary's county, while the city limit here cuts across three counties. Fourth, the sentence that sums this section up: easy at the counter is not the same as easy at the apostille office.

Steps, documents and official links

The first link: getting the document with the right signature

  • In this state birth, death and marriage records are kept in a single statewide register and a copy can be obtained from any county health department. That makes the counter side easy; the details are in the vital records section.
  • But there is no such convenience on the apostille side. The office's own rule requires that all birth and death certificates needing an apostille bear the signature of the current state registrar. An ordinary counter copy may not be accepted directly.
  • Say so when you ask for the document: state from the outset that it will be used abroad and is needed for authentication. That one sentence can save you weeks.
  • The physical requirement: an original signature and an embossed or ink stamped seal of a currently commissioned Alabama public official. An ordinary photocopy does not meet it.

Apostille or certification: we do not answer that fork

  • The office's own wording says that if the country where the document will be used is a party to the Hague Convention an apostille is affixed, and if it is not a party a certification is affixed. The same passage points out that being a member of the Hague Conference and being a party to the Convention are not the same thing.
  • The office publishes a list of countries showing which treatment applies to each, but that list could not be opened this round. So we make no claim on this page about which applies to Türkiye. Check the office's own country list or telephone; asking for the wrong treatment means the packet comes back.
  • The signature requirement differs between the two routes: for an apostille the document must bear the signature and seal of a currently commissioned Alabama notary public, a probate judge or the current state registrar; for a certification the office names a probate judge, a circuit clerk or the current state registrar. Do not prepare a document without knowing which route you are on.

The county step, and why it must be settled first in this city

  • The certification route carries an extra step: for every document that has passed through a notary, an additional county authentication is required from the probate judge of the county in which the notary is commissioned. So two separate offices come into play on that route.
  • Note the test: it is not your county, it is the notary's county. For a reader living in Huntsville who finds a notary on another side of the city or in a neighboring settlement, that can mean going to a different county than expected; the city limit cuts across three counties.
  • The practical instruction: once you have found a notary, ask which county they are commissioned in and write the answer down. Finding out after the document is signed means a second trip.
  • Where to find a notary: the state health agency's own answer says notaries are found in many places including banks, public libraries, shipping outlets, automobile clubs and some pharmacies, and that your own bank should generally provide notary service free of charge. The same answer says mobile notaries may charge a travel fee and that the state sets no limit on it.
  • The office also publishes a public official database, which you can use to find the right county probate judge.

The two lines that send a Turkish reader's packet back

  1. Foreign language documents. The office's answer is literal: all documents in a foreign language must be accompanied by a notarized English translation. Sending a Turkish document without a translation brings the packet back.
  2. Federal documents. The office's answer is again literal: federal documents are not authenticated at state level, and the reader is sent to the federal authentications office. This is an expensive and very common mistake.

A separate rule for school documents

The office's own answer: school documents must go through a notary first. A school official's signature with a school seal applied by the registrar is not accepted. Plan for that from the outset if you will be sending a diploma or a transcript; the same rule applies to sending abroad any of the documents in the school enrollment section.

Do not break the order

  1. Get the document with the right signature. Say that you will use it abroad.
  2. Translate it and have the translation notarized if needed. This is mandatory for a document in a foreign language.
  3. Get the county authentication if needed. The test is the notary's county; settle that by telephone in this city.
  4. Get the authentication last. An authenticated document cannot be altered afterwards.

The other direction: using a Turkish document in the United States

For Turkish documents you will use in the United States for your immigration file the direction is reversed: those documents are apostilled in Türkiye and submitted here with a certified English translation. No office in Huntsville performs that step.

30 · Time and flights

What is the time difference between Huntsville and Türkiye, and how do you fly to Istanbul?

Short answer

Huntsville is on Central time, and the good news is that the whole state is in the same zone, so moving north or south within this state does not change your clock. Türkiye stays on the same time all year and does not observe daylight saving; here it is observed, so the gap shifts by an hour twice a year on its own: 8 hours in summer, 9 hours in winter. On the flight side this city has an advantage particular to it among the five settlements: the airport is inside the city itself. It also has a trap, hidden in its name: having the word international in the name does not mean there are scheduled international passenger flights. Research found no international destination on the airport's own published nonstop list, so a trip to Istanbul starts with at least one connection.

Steps, documents and official links

How many hours, and when it changes

PeriodDifference with TürkiyeIf it is 09.00 here, in Türkiye it is
During daylight savingTürkiye is 8 hours ahead17.00
During standard timeTürkiye is 9 hours ahead18.00
  • Clocks go back on the first Sunday in November at 02.00. For 2026 that is 1 November 2026. So in the days this page goes live the gap is 8 hours, and after the first week of November it is 9 hours. Because Türkiye does not shift, you experience the change one sided.
  • Clocks go forward on the second Sunday in March at 02.00.
  • The consulate is in the same time zone. The consulate general in Houston is on Central time, so its published appointment and telephone hours are already your hours. But the general window is mornings only; details in the consulate section.

The practical window for calling Türkiye

  • The trap runs the other way: if a bank, hospital or government office in Türkiye works 09.00 to 17.00 on weekdays, the window you can call from here opens very early in the morning and closes before noon. When it is 17.00 in Türkiye in summer, it is 09.00 here.
  • Two channels remove the problem: the Turkish e-government portal and the consular call center, open 24 hours a day. Both take the time difference out of the equation.
  • Tell people calling you from Türkiye: an hour that is evening there is midday here. Plan appointments and family calls accordingly.

The airport is inside the city, and that is particular to this city

  • This city's scheduled service airport sits inside its own city limits. Among the five settlements that is particular to it: elsewhere the reader travels to a neighboring city's airport or to the region's larger city. The airport is also a large cargo and intermodal hub; the passenger terminal is only one part of that activity.
  • We publish no distance or driving time figure, because none came from a source this round. Local transport is in the transit section; note when choosing a flight time that the bus system does not run on Sundays.
  • Nonstop destinations: the airport's own wording says it carries passengers nonstop to 18 cities and connects to other points through its airline partners. The nonstop cities the airport lists are all domestic.
  • The conclusion, carefully written: research found no scheduled nonstop flight from here to Istanbul or to any international destination. Our basis is the airport's own nonstop destination list. We do not write that there is none; look at connecting options when searching for a ticket and confirm the routing on the carrier's own site.
  • And the name trap: the airport's name contains the word international, but that does not mean there are scheduled international passenger flights. The same trap exists at the region's other large airport in this state. When searching for a ticket, look at the flight list and not at the airport's name.
  • The rail side: a single passenger line runs through this state and Huntsville is off that route, so the city has no passenger rail station. Take the train option out of your plan.
  • Baggage and identification: the identity document you use on an international flight is a passport. Where the cards issued by this state are and are not accepted on aircraft and in federal buildings is in the driver license section.
  • Weather: allow for severe weather when planning a flight day. This state has two severe weather seasons and the second starts in early November; details in the severe weather section.

Your questions, answered

Frequently asked questions

Which county is Huntsville in?

There is no single answer, and that is the most important sentence on this page. Huntsville spans three counties: Madison County, Limestone County and Morgan County. We measured it from the Census Bureau's own boundary data: the city's official boundary polygon intersects those three, and the land area of the census blocks lying wholly inside the city sits mostly on the Madison side, with roughly a sixth on the Limestone side and a very small piece on the Morgan side. The percentages are our own calculation; the agency does not publish them, so we use no exact figure in the body of the page. A fourth county is touched by the boundary only, with no block found inside the city, so we do not name it. The three-county finding is independently confirmed by the city's own text: the city writes about design contracts on roads in the neighboring county, its economic development page describes a financing district annexed into the city in that county, and the city's own utility describes its service area as reaching across those counties. What does that change: the rate you pay at the grocery store, the yearly value tax on your car, your property tax office and exemption application, your plate counter, and the emergency management agency you turn to in a storm. Some things do not change: city police, zoning, the city license, the report channel, the power, gas and water utility, the library card, the weather forecast office and the school district are the same everywhere in the city. The one thing to do on day one is look up your address; the tool and how to use it are in the city and regions section.

How do I find out which county my address is in?

There are three agency tools and all three are free. The first is the Census Bureau's address lookup service: enter an address and it returns the county, the municipality and the school district in a single query, with no registration and no key, and it was tested first hand in this research. For a newcomer that is the fastest route. The second is the state revenue department's own address lookup: enter an address and it gives the state, county and city tax rates that apply to it, closing the county question from the money side; the link sits on the department's own tax rates page. The third is the city's own address tool: enter an address and it returns your council member, your school zone and your trash collection day together. One caution: the city's own map server was closed to the outside in this research, so we link the tool from the city's page but we could not test what it returns. And a distinction: the county question and the city limits question are not the same question. In this state municipalities can exercise tax and licensing authority in a belt outside the city limits; the state revenue department's rate file carries a separate entry for Huntsville in that belt and shows its rate as zero, so no city sales tax appears there. We could not read the statutory basis, so we give no section number. The detail is in the city and regions section.

Does opening power, water and gas require a Social Security number?

On the utility's own list, no, and that is the most useful piece of information on this page. In Huntsville the power, the natural gas and the water all come from the same municipal utility and arrive on one bill. Its own residential service requirements page says this: unless you apply with the state's marked identification card, establishing service requires two valid and unexpired forms of government issued identification, at least one from the primary list. The primary list names a passport and a consular identification card issued by another national government. The secondary list includes an individual taxpayer identification number, and a Social Security card is only one of the options on that secondary list, not a required item. This is one of the rare places in this whole series where the sentence everyone looks for is actually published. The deposit side is written down too: where one is required the amount may not exceed twice the average bill; a deposit is asked of a customer who does not meet the criteria of a third-party credit review or who opts out of the credit check, and a customer with at least 12 months of satisfactory payment history becomes eligible for a reduced or fully refunded deposit. The written right to decline the credit check matters: for a newcomer with no credit history it means the door does not close. We write two limits too: service is established in the name of the legal occupant of the property, and where a customer with an unpaid balance lives in the house, service cannot be opened in someone else's name. The detail is in the utilities section.

Can my power be cut off if I cannot pay?

There are two separate rules here and you need to know which one protects you. The first is the state regulator's rule, and in Huntsville it does not apply: that rule bars disconnecting residential electric or natural gas service for non-payment on a day when the forecast is 32 degrees Fahrenheit or below, but it binds regulated utilities only, and the regulator writes on its own page that it does not regulate municipal utilities. The second, the one that actually applies to you, is the utility's own policy: when the National Weather Service forecasts below 32 degrees or over 100 degrees Fahrenheit, a representative visits customers whose service is set to be terminated and service is not terminated for non-payment until weather conditions improve. The scope is broad: the policy is written for the utility's electric, water and gas service alike. Read three limits with it. First, service already terminated is not reconnected because of the weather. Second, when the postponement ends the disconnection resumes and no further notification is provided. Third, a fee for that visit is placed on your next bill. And the most important point: this is not a state rule but the utility's own internal policy, so no outside body requires it. If you run into difficulty, call before the disconnect notice arrives. The detail is in the utilities section.

Where do I take a complaint about my bill?

The honest answer: in this city you have no state-level complaint route, and that is the sharpest institutional difference between Huntsville and other Alabama cities. The state public utilities regulator names on its own consumer page the things it does not regulate: electric cooperatives, most water companies, municipal utilities, wireless services, cable television systems and a regional federal power producer. And it finishes the sentence this way: therefore it does not have power to resolve complaints concerning them. Huntsville's power, gas and water utility is a municipal utility, so that door is closed here. In cities whose power comes from a regulated private company it runs the other way and the reader does have a state consumer line. So who is the counterparty here: the utility's own account review procedure. In the utility's own words you have at least four business days to dispute a bill; service can be reconnected temporarily while the dispute runs, but only if you accept the written terms and pay the amounts you are not disputing. The political counterparty is the city: the utility is a public entity owned by the city, so your elected council member is in that chain. You can find your council member through the address lookup. The detail is in the utilities section.

Where do I shelter if there is a tornado?

We give this answer in the agency's own words, because there is no softening it: the joint city and county emergency management agency writes on its own page that the larger cities of Huntsville and the neighboring city do not have public safe rooms, and adds that in these cities some places of worship and other buildings may announce they are open as a public shelter during severe weather. So there is no guaranteed community shelter to drive to, and the plan has to be built inside the building. Against that, the county does publish a shelter list, and it is one of the most detailed we have seen in this series: each entry gives capacity, accessibility and whether caged pets are accepted. The only entry inside the city limits is a volunteer fire department; the rest of the list sits in surrounding communities. No equivalent list was found for the Limestone or Morgan sides; we do not say there is none, we say research did not find one. The agency's own disclaimer belongs here too: each community shelter is managed separately in the community it serves, has its own criteria for opening and closing, and may not always be available. And the agency's most vital rule: the time to travel to a community shelter is the watch; setting out once the warning is issued is dangerous and not recommended. If you live in a manufactured or mobile home the official advice is not to shelter inside but to leave before the storm reaches you. The detail is in the severe weather section.

When is tornado season?

There are two seasons and newcomers do not know about the second one. A regional weather office's severe weather awareness page writes this about Alabama: tornadoes can happen in any month of the year and at any hour of the day or night, but there are two distinct severe weather seasons; the primary one is spring, March through May, and a secondary season typically runs from the beginning of November until mid-December. A family that arrives in September and has been told tornado season is spring walks into November unprepared. Turn the alerts on the week you move in, not in March. Knowing your county helps here too, but the reason has to be stated correctly. All three county pieces of Huntsville are served by the same forecast office, so not knowing your county does not put you on the wrong forecast office. The real reason to know it is different: warning text carries county names, a tornado warning is usually issued for portions of one or two counties and for less than an hour; shelter lists are published by county; and the emergency management agency differs by county. The most reliable way to receive a warning is the automatic emergency alerts on your phone: in the agency's own words no signup is required, no app has to be downloaded, and they reach you when you are away from home as well. The length and language of the message depend on the carrier and the language setting of the device; research found no Turkish example. The detail is in the severe weather section.

Which school will my child attend, and does it change with the county?

It does not, and that is the most reassuring exception to the three-county structure. The district's own enrollment reference guide ties the test to the city limits, not the county: school-age children who reside within the municipal limits of the City of Huntsville may be admitted, and the student's residence is the residence of the parent or legal guardian who has actual custody. So a Huntsville resident on the Limestone side enrolls in the same district. The only thing to check is whether the address is inside the city limits; a house a step outside them can fall into a county school system. And on enrollment, one of the strongest institutional guarantees in this series is here: the district's own guide states that no student may be denied enrollment solely because of failure to meet the documentation requirements; enrollment is provisional pending the documents, but it happens. The same document repeats in capitals that failure to provide a birth certificate or other supplemental documentation will not cause enrollment or admission to be denied. The parent identification it accepts names a passport and an identification card obtained through a consulate, and neither the enrollment page nor the guide asks for a Social Security number. But there is a limit and we write it: if you are staying with a relative or an acquaintance, a shared residence affidavit is completed and the district's own enrollment page makes a home visit by a school official required. It is not an investigation, it is the district's residency verification procedure, but prepare for it knowingly. The detail is in the school section.

I want to get married. Where do I go in Huntsville?

First the surprising part: there is no such document as a marriage license. Since 2019 the courts have not issued one. The flow that replaced it is this: the couple fills in the marriage certificate form published by the state health agency, signs it before an Alabama notary, and files it with the probate court of any county; the marriage is valid the moment the court records it, and a ceremony is not required. The local county's own text confirms this and describes the document as a contractual agreement between the parties. Two rules matter especially in this city. The first is money: each county sets its own recording fee and the verified fee in the local county is $89; the same office issues a certified copy for $2 at the time of recording and charges separately for a later amendment. In person it takes cash or a credit card; by mail it requires a certified or cashier's check. The second is formatting, and this rule was found in no other county: the completed form must be typewritten, and this office will not accept a handwritten form. The fees in the city's other two counties could not be verified and we write no figure; the form can be recorded in any county anyway. For a Turkish reader the critical line concerns the notary: the notary must be an Alabama notary, and on an opinion the agency relays, a notarizing official within the U.S. Department of State is not accepted, so you cannot have the form notarized at a consulate abroad. And the hardest deadline: the form must reach the court within 30 days; a postmark does not count, and if the time runs out the marriage is invalid. On the number question the agency's answer is plain: for someone never issued a number, the field is left blank. The detail is in the marriage section.

Where do I get a birth certificate, and is my passport enough?

This section is the second exception to the three-county question: here you do not have to choose a county. There is a single statewide registry, and in the agency's own words you can obtain the certificate at any county health department in the state; most birth certificates are issued while you wait. On identification the answer is clear and in your favor: the agency's primary document list names a U.S. or foreign passport without qualification, so a Turkish passport is enough on its own. The list also includes a resident card, an employment authorization card, a state identification and a school identification. No list mentions a Social Security number and the card is expressly not accepted; the only reference is Social Security correspondence, not the card, and that sits on the secondary list. But there is a trap: a primary document may be expired by no more than 60 days, which is a real obstacle for a reader waiting on a passport renewal. And if you hold no acceptable identification at all, do not stop: the agency tells you on its own page to call the center for that special case, and that route is the agency's own. We also print an asymmetry in the same paragraph: a marriage certificate is an unrestricted record that anyone who can supply enough information and pay the fee may request; a birth certificate is restricted and identification is required. And the strongest Turkish-language item in this series belongs to this same agency: it publishes its free language assistance notice in Turkish with a telephone number. On the apostille there is an asymmetry: an ordinary counter copy is not enough, the document must have been produced for that purpose. The detail is in the vital records section.

Are there free clinics?

First the sentence that matters most: a sliding-fee clinic is not a free clinic. The discount is calculated on household income and family size and you still pay something. We write this everywhere separately because it is the most misunderstood item on the page. The second sentence is specific to this city: which member center serves this city or its three counties could not be verified in this research, so we name no center and send you to the statewide membership body's center finder. We publish no addresses and we take none from a federal health center data service; take the address from the center's own site. And one sentence we do not add: none of the center pages we read says anything about immigration status, so we cannot write that status is not asked. In an emergency the answer is different: under federal law a hospital emergency department must screen and stabilize regardless of ability to pay or immigration status, and the payment route behind it is emergency coverage, where the state's own regulation expressly removes the number requirement. We also print the statute's own list: the services for which lawful presence need not be verified include immunizations, the nutrition program for women and children, testing and treatment of communicable diseases, prenatal care and emergency treatment. But the list says verification is not required; it does not say free. Some of those doors run through a county health department, so which county you are in matters again; the address of the county health department inside the city is in the school section, where the immunization certificate comes up. The detail is in the clinics section.

Can my landlord ask about my immigration status?

The honest answer has three parts. First, the real basis you hold: the state's own fair housing provision makes it unlawful to refuse to rent a dwelling, or to discriminate in the terms of a rental, because of race, color, religion, sex, familial status or national origin. National origin is on the list, and that is the handle for a Turkish reader: if you believe you were refused because of your name, your accent or the country you came from, that is the provision you rely on. Second, what is not on it: source of income and immigration status are absent, and research found no state provision barring a landlord from asking about status. Disability is not named in this provision either; disability protection in housing comes from the federal fair housing statute, and the two are separate laws, so do not merge them. Third, what you will run into online: the 2011 act contained a provision on renting a dwelling to a person unlawfully present; that provision was permanently enjoined by a federal court (the order is Hispanic Interest Coalition of Alabama v. Bentley, Northern District of Alabama, Doc. 180, entered November 25, 2013), but the text is still in the code and the state's own server publishes it with no warning note. Know that if your landlord shows it to you. There is a retaliation ban too, but a narrow one: it reaches three circumstances only and we write out all three. And an open end: whether the state bars cities from adopting their own tenant ordinances could not be determined, and whether this city has a rental ordinance of its own could not be verified; we do not say there is none, ask the city. The detail is in the renting section.
