Just moved to Tuscaloosa? Do it in this order

Tuscaloosa is a university town, and most people who move here are students, researchers or academics. This guide is written for that reader. Start with the good news: this city sits in a single county, so the question our Alabama guides keep asking, which county am I in, has one answer here. But three other lines run in its place, and none of them follows the same path: your address can be inside the city limits, in the city's police jurisdiction, or in the unincorporated part of the county. Your tax rate, your water rate, whether the three-digit city line works for you and which school district your child falls into all depend on that answer. The second thing concerns anyone thinking about sharing a house: the number of unrelated people who may live in one dwelling is capped, and the way above that cap runs through the unit being certified. The third is a pair of items we write on this page only: the state's toll crossing is here, and the city has its own train station. The fourth matters most: the county emergency management agency publishes a shelter map with open and closed status, and we did not find one in most Alabama counties. Below are the 31 everyday tasks Tuscaloosa newcomers search for most, with links to the official sources. Statewide rules are kept short and linked to our Alabama guide.

  1. Day oneFind out whether your address is inside the city limits. Tax, the school district, the water rate and the three-digit city line all follow that answer.
  2. 10 daysIf you are subject to address reporting, report your new address to USCIS (AR-11). A move inside the city counts too.
  3. Week 1Open one account for water, sewer and garbage. The form lets you ask for a call back instead of giving a number.
  4. Week 1Open power and gas in your own name. School enrollment asks for two separate bills in the parent's name, so opening both early does the work.
  5. Week 1Turn on weather alerts and decide where you shelter. The county shelter map shows open and closed status, and the time to travel is the watch, not the warning.
  6. Week 1Get a library card. It is free, no number is asked for, and a local college ID alone is enough.
  7. 30 daysYou have 30 days for a license. A foreign national is served at the state law enforcement office, not at the county counter.
  8. With a carRegistration and the plate. Every owner's valid license or ID card is verified, and the yearly value tax is collected before the plate.
  9. With housematesFind out how many unrelated people may live in one dwelling. There is a cap, and the route to five runs through the unit being certified.
  10. NowEnroll your children in school. The city district is separate from the county district; check the map for your address.
  11. NowApply for health coverage. This state did not expand coverage; learn early where the gap falls.
  12. RentingAsk five questions before you sign: city limits, occupancy, accepted identification, shelter space and whose name goes on the bills.
  13. If marryingThere is no such thing as a marriage license here. The form is signed before an Alabama notary and must reach the court within 30 days.
  14. If you buyThe exemption application goes to the county and the window is narrow. A unit you rent out is not in the owner-occupied class.

Consulate, apostille and other Türkiye-related tasks are at the end of the page. Statewide rules are in our Alabama guide. Download this checklist as a PDF (first 30 days)

Three people

Under the city zoning text, no more than three unrelated people may live together in one dwelling unit; five in certified student-use housing.

One account

Water, sewer and garbage sit on a single city account, and the application lets you ask for a call back instead of giving a number.

Two school districts

The city district and the county district are separate bodies; which one your address falls into is answered by a map lookup.

30 days

The marriage certificate form must reach the court within thirty days of the later signature date. A postmark does not count.

01 · License

How do I get a license in Tuscaloosa, and which office do I go to?

Short answer

A license is state business and this city has no rule of its own. But there is a distinction that bears directly on a foreign national: the state law enforcement agency's own office dataset carries a field showing whether foreign national transactions are handled, and in this city the county plate and license offices do not handle them. The right door is the state law enforcement agency's own office in the city. The documents, the lawful presence requirement and the test languages are the same statewide; those are in the license section of our Alabama guide.

Steps, documents and official links

Which counter is open to you

The data layer behind the state law enforcement agency's office map keeps separate fields for foreign national issuance and foreign national renewal at every office. For this city the reading is this:

OfficeDaysForeign national transactions
The state law enforcement agency's office, 2645 Skyland Boulevard E, Tuscaloosa, AL 35405WeekdaysAvailable
The county license and plate offices (in the city and in nearby towns)WeekdaysNot available

The practical result in one sentence: the county counter may be closer to you, but if you are a foreign national applicant you can be turned away there. Book at the state law enforcement agency's office.

We print a contradiction: the closing time

Two sources from the same agency disagree on when this office closes, and we do not take a side:

  • The agency's own office page gives the hours as weekdays 7:00 a.m. to 4:30 p.m., with a lunch break from 12:30 to 1:30 p.m.
  • The data layer behind the same agency's office map gives the closing time as 4:00 p.m.

Both are the agency's own source and both were read on October 10, 2026. So call before you go and ask two things together: what time do you close today, and what is the latest you will start a test. At Alabama offices the last time a test is accepted can be earlier than the closing time.

Four things to know on the state side

  • A new resident has thirty days. The statute's own text requires an Alabama license within 30 days of establishing residence in the state.
  • No status-independent second driving card was found in research. The agency's own driver handbook asks every first-time applicant for evidence of authorized presence, and writes that for foreign national applicants without work authorization it presumes status to be unauthorized until documents are presented. That door is not a procedural tip, it is a reason to speak to your attorney.
  • The written test is offered in eleven languages and Turkish is not among them. An oral test option exists for applicants who cannot read the test; ask about it before your appointment.
  • A Turkish license is not exchanged. Türkiye does not appear among the reciprocity agreements the agency lists, so the license is earned from scratch and the tests are required. The detail is in the foreign license section of the state guide.

Two notes for a student or researcher

First, a license is not only for driving: in this state every vehicle owner's valid license or non-driver identification card is verified at registration, and the county's own page says so plainly. So the license requirement reaches the registration counter as well.

Second, the item that holds a file up is usually not a document but proof of address. The order for your first week here is this: open the water, sewer and garbage account in your own name, then the power account. A bill in your name works as proof of residence at many doors on this page, and school enrollment asks for both of them.

02 · Vehicles

How do I register a car in Tuscaloosa and where do I get the plate?

Short answer

Registration runs through the county license department, and the department's own page states the requirement plainly: before a vehicle is registered, the license or non-driver identification card of every owner on it is verified. On the money side there are two items: the registration fees, and a tax on the value of the car, charged every year. One multiplier in that tax is your tax district, and in this city the district is not the county; it turns on whether your address is inside the city limits, in the police jurisdiction, or in the unincorporated part of the county. We publish no figure, because the county rate could not be verified.

Steps, documents and official links

The counter and the identification it asks for

In the state revenue department's directory of county counters, the address given for this county is 2501 7th St., Suite 100, Tuscaloosa, AL 35401, telephone 205-464-8233. The county license department also keeps counters in towns outside the city; confirm which counter is open when from the department's own page.

The department states the identification requirement in harder language than most counties: before vehicles are registered, the driver license and non-driver identification cards of all owners must be verified; most Alabama licenses and identification cards can be verified electronically, but a valid, unexpired out-of-state license or identification card must be presented in person. The same page tells you to bring your valid license and a printed Alabama insurance card to avoid delays.

The same requirement is written at state level too: the revenue department's mandatory liability insurance brochure says that in addition to evidence of insurance, a valid state-issued license or identification must be provided for each owner shown on the title. One phrase in that brochure can be read as covering a foreign license; it is explained nowhere else in any agency text this research reached, so we do not write that a foreign license will register a car.

The yearly value tax: the structure, with no figure

In this state registering a car is not just a fee. The county department's own explanation splits the registration fee three ways: a plate fee (which varies by plate type), a $1.25 issue fee, and a tax on value, which varies with the market value of the vehicle and the tax district of the owner.

  • It is collected before the plate is issued. Budget for it before your appointment.
  • It runs even if the car is not driven. The department's own sentence: this is a property tax and is not related to the usage of a vehicle; a car stored and not driven does not change the amount that may be due.
  • Back tax can arise. The department writes that in some situations back value tax may be due.

And here is the item people miss in this city: the department's own warning says to contact the office if your address or insurance information has changed since your last renewal, because your tax district may have changed, and the cost printed on your renewal notice may be incorrect. Even in a single-county city, moving from inside the city limits to outside them can change your tax district.

We publish no figure and we say why: one multiplier in the calculation is the county millage rate, and this research could not verify it. Ask the county counter for your own rate. The sales tax side is in the tax section.

We also print a contradiction: the state department's general property tax page and its vehicle valuation page do not agree on one class rate. We take no side; both addresses are below, and we tell you to confirm the rate at the counter.

The order and the deadlines

  1. Insurance first. The policy must be written for Alabama and must start before registration; the clerk checks it through an electronic verification system and asks for a printed insurance card if it cannot be verified. Minimum coverage and rating rules are in the state guide.
  2. Then title and inspection. For vehicles that need a title, the title application comes first; whenever ownership changes, the license official or an authorized deputy physically inspects the vehicle. There is no such inspection on renewal.
  3. The counter last: the clerk collects the registration fees and the yearly value tax and issues the plate.

Deadlines: a new resident bringing a car from another state has 30 days; someone buying a car in Alabama has 20 calendar days. The late penalty is $15 plus interest. And keeping the document in the car is required: the statute asks for the registration receipt to be retained in the vehicle, and the fine for failing to produce it is at least $50.

Your renewal month follows the first letter of your last name

Alabama plates renew on a staggered schedule from January through November, and your month is set by the first letter of your last name. The state department does not publish the whole table on its own page; this county's license department publishes it in full, and it agrees with the example the state department gives:

Renewal monthLast names beginning with
JanuaryA, D
FebruaryB
MarchC, E
AprilF, G, N
MayH, O
JuneM, I
JulyP, L
AugustJ, K, R
SeptemberQ, S, T
OctoberU, V, W, X, Y, Z
October and NovemberCommercial vehicles and certain special plates

Three cautions. First, the table comes from the county department's own page; the state department does not publish it in full, so we do not write that it is certain statewide. Second, where a vehicle is registered to two people the month follows the last name of the first person listed on the registration. Third, and this is the one for a Turkish reader: no entry was found in this table for the letters specific to Turkish (Ç, Ğ, İ, Ö, Ş, Ü). The letter as your last name is spelled on your document is probably what governs, but we did not verify that; confirm your renewal month at the counter.

And a notice may not arrive: the state department's own answer says many counties mail renewal notices and many others do not, and that failure to receive one does not relieve the owner. Track your own month.

Emissions: the agency's own no

This is one of the rare items in this series where we do not say we could not find it. The state revenue department's own question and answer page states plainly that Alabama law does not provide for emissions testing of motor vehicles. So there is no emissions step in this city.

But we do not say the same about a periodic safety inspection: such an inspection does not appear in the agency's list of registration prerequisites, and we write that as we did not find it on the list, not as there is none.

PDF: Registering a Car, Plates and the Toll Crossing in Tuscaloosa: 2026 Guide

03 · Tolls

Is there a toll crossing around Tuscaloosa?

Short answer

There is, and this is a section we open on this page alone among our Alabama guides. Among the Alabama entries in the Federal Highway Administration's toll facility inventory there is a bridge beside this city: the Black Warrior Parkway Bridge, over the Black Warrior River between US-82 to the north and I-59. Know three things together: the bridge is not operated by the state transportation department, the electronic toll tag is named Alabama Freedom Pass, and we publish no passenger-car amount because the inventory we hold does not give one.

Steps, documents and official links

What the inventory says

ItemThe federal inventory's record
FacilityBlack Warrior Parkway Bridge, a bridge
WhereOver the Black Warrior River, between US-82 to the north and I-59
OperatorA private company (American Roads, LLC), not the state transportation department
Electronic tollAlabama Freedom Pass
Rate structureFlat toll; for trucks, an additional $0.50 per axle
Federal aidNot a federal-aid facility

Let us be honest about the figure. The inventory describes this bridge as carrying a flat toll and gives only a per-axle surcharge for trucks; it gives no passenger-car amount. And the dataset's own cover report carries the name of an earlier year's compilation. So the per-axle figure above should be read as the maximum the federal inventory records, not as today's tariff. Get the current rate from the operator's own channel.

There is no state toll road system here

This distinction saves the reader from the wrong expectation. The other Alabama facilities in the same inventory are not free-flow toll highways either: every one of them is a bridge or a ferry, and four of the bridges belong to the same private company. So there is no system here where you buy one tag and it covers everything; this is a matter of individual crossings. The statewide table is in the toll section of our Alabama guide.

We write a limit too: whether a toll-free alternative crossing exists on the same route was not verified in this research. Do not assume; run your route once with toll roads switched off in a map application and compare the result.

Paying, and the scam

  • Buy the tag and pay only through the operator's own channel. This bridge is operated by a private company; the counterparty is not the state.
  • Do not tap a payment link that arrives by text message. Messages claiming an unpaid toll are a common scam pattern; verify the amount, and whether the debt exists at all, on the operator's own page.
  • A limit: research did not find a notice published by any Alabama agency on this subject. The advice above is general caution, not a relay of an agency text.
  • If you will cross in a rental car, ask the rental company in advance how it bills tolls; many add a separate service charge per crossing.

04 · Severe weather

Severe weather risk and a shelter plan in Tuscaloosa

Short answer

There is no winter driving regime in this city; this section carries tornadoes and severe weather instead. Know three things right away. First, there are two seasons and the second runs from early November into mid-December. Second, the time to travel to a shelter is the watch, not the warning; that is the agencies' own rule. Third, the good news specific to this city: the county emergency management agency publishes a storm shelter map that shows open and closed status. We did not find a list like that in most Alabama counties; here there is one.

Steps, documents and official links

Two seasons, and a newcomer does not know the second

The regional weather office's own severe weather awareness text says this: tornadoes can happen in any month of the year and at any hour of the day or night, but there are two distinct severe weather seasons. The primary season is spring, March through May. The second runs from the beginning of November until mid-December, and the office writes that the severity of each season varies from year to year, so it is imperative to stay prepared year-round.

What that means for the reader: a student or a family who arrives at the start of term, in September or October, and has been told tornado season is spring walks into November unprepared. Turn the alerts on in your first week, not in March.

Know your county, and know the real reason

The weather office writes KNOW WHERE YOU LIVE on its own page in capitals, and says a plan is never complete until you can pinpoint your location on a map. The good news in this city: the settlement sits in a single county and the county carries the same name as the city, so the name you see in a warning will not be foreign to you. But the real reason for knowing your county has to be stated correctly, and there are three parts to it:

  • Warning texts carry the county name. A tornado warning is usually issued for portions of one or two counties, for an hour or less.
  • Shelter lists are published by county. The map below is a county agency's publication.
  • Emergency management changes with the county. Cross into the next county and the agency you deal with changes.

This city's forecast office is the region's central office, and the same office also publishes a Spanish severe weather section, with pages from watch versus warning through to flood safety. No Turkish-language warning material was found at any agency, so the practical answer is the English and Spanish product set plus a weather radio.

Watch and warning are not the same thing

TermWhat it meansWhat to do
Tornado watchConditions are favorable for a tornado to developWatch the sky and turn on a weather radio. This is the moment to travel to a community shelter.
Tornado warningRadar has detected a tornado or a reliable report has come in; usually issued for portions of one or two counties, for an hour or lessGo to your safe place immediately. The agency's own language: setting out at this point is dangerous and is not recommended.

The weather office also corrects two pieces of folklore here: a tornado can be hidden by rainfall or come at night, so do not wait until you see or hear it; and do not waste time opening or closing windows and doors, it will not protect the structure.

Community shelters: here there is a map

This is one of the most valuable items on the page. The county emergency management agency publishes a storm shelters page, and the map on it separates its records into these categories: shelters located in the city, shelters located in the county, pet friendly shelters, open shelters and closed shelters. The same agency's site carries an English and Spanish language switcher, a separate siren information page, and a notice about the state storm shelter tax credit.

But we write a limit plainly: the individual shelter locations on that map load through a component that runs in the browser and could not be read in this research. So we do not give you a building name. We give you the map by name and tell you to open it and identify your nearest one before the weather arrives.

And the agencies' most vital rule, as written: community shelters are generally opened during a watch, each one has its own criteria for opening and closing and may not always be available; the time to travel to a community shelter is during the watch, not once a warning has been issued. Traveling during a warning is dangerous and is not recommended.

What to do, by where you are

WhereThe agency's instruction
In a home or public buildingGo to the basement, or to a small interior room with no windows on the lowest level (a closet, a bathroom, an interior hall). Close the doors to the hallway. If you can, get under something sturdy like a heavy table. Protect yourself with pillows, heavy coats or quilts. The agency's own advice: use a bicycle or motorcycle helmet to protect your head.
In an apartment or a dormitoryGo to the designated shelter area, usually an interior space on the lowest floor. Use the stairs, not the elevator. Stay away from large windows, and do not stay in large rooms with unsupported roofs. If your apartment has no basement, which is true of most student housing here, the plan is lowest floor plus an interior room with no windows.
In a manufactured or mobile homeNot shelter inside, but leave beforehand. The weather service's own sentence: leave well in advance of the approaching severe weather and go to a strong building; if there is no shelter nearby, get into the nearest ditch, low spot or underground culvert, lie flat and cover your head with your hands. This is a renting decision and we wrote it into the renting section too.
In a vehicle or outdoorsWhen tornadoes are possible, limit your outdoor plans or finish them early and stay close to a sturdy shelter. If you are caught out, shelter in a ditch or stay in the vehicle and cover your head. Do not take shelter under a highway overpass; wind speeds there can increase through a tunneling effect.

We publish no risk ratio. A numerical ratio for the higher risk in manufactured homes could not be verified from any agency's own page; the agency text above says the same thing without a number: the official safety instruction for that home is to leave it before the storm.

How to get the warning on your phone

ChannelRegistration neededDetail
Wireless emergency alertsNoThey reach compatible phones automatically; no app and no subscription, and they reach you when you are away from home too. In a tornado this is the main channel. The language of the message depends on the carrier and your device language setting; no Turkish example was found in research
The county's own alert serviceYes, registration requiredThe county emergency management agency runs its own alert registration and links to it from its own page. Sign up in your first week; it is free. The languages it broadcasts in were not verified in this research
The state notification systemYes, opt-inIt went live in August 2026, reaching cell and landline phones and local broadcasts. Its announcement frames the system around floods and other disasters; no agency sentence was found saying it carries tornado warnings, and its broadcast languages were not found either
Weather radio and outdoor sirensNo, but you need the deviceThe weather office names turning on a weather radio as what to do during a watch. The county keeps its own siren information page; sirens are designed to be heard outdoors and are not reliable as a sole notification method

Flooding and road closures

A tornado is not the only risk. On the driving side the rule is one sentence: do not drive through a flooded road. There is a river at this city and heavy rain can stop city programs too; the city's own announcement channel publishes advance cancellations of outdoor events when heavy rain and high winds are forecast. That produces a practical habit for a newcomer: check the city's announcement page before you make weekend plans.

For road closures there is no single source. The state transportation department puts the same two lines at the head of every severe weather bulletin: for state roads, the department's own traffic application and site; for county and city roads, local news organizations, county commissions and municipal emergency management agencies. The department's advice during a storm is plain as well: limit travel to what is necessary.

05 · Towing

What should I do if my car is towed in Tuscaloosa?

Short answer

We publish no tariff figure and we say why: the statute leaves municipalities their own authority, and this city's towing and storage tariff could not be verified in this research. What we can verify is the structure: whoever removes the vehicle acquires a lien on it for a reasonable towing and storage charge, so the car is not released before the charge is paid. And the statute names one circumstance directly: a vehicle left unattended because its driver was taken into custody may be towed.

Steps, documents and official links

Find the right counterparty first, and here that follows a boundary

  • Inside the city limits, the counterparty is the city's own police force. The city's three-digit service line also works here; note, though, that the city's own wording describes that line as being for inside the city limits only.
  • Outside the city limits, that is in the police jurisdiction or the unincorporated part of the county, the counterparty is the county sheriff's office.
  • If it was towed from private property, the counterparty is the towing operator and the property owner directly. In student housing parking lots this is the most common case: a car left in a visitor space can be removed under the terms of the agreement.

If you are not sure whether your car was stolen or towed, call the law enforcement agency that covers your address first; if there is no record, report a theft. You can look up which side of the boundary your address is on with the city's own map tools; we wrote how in the city and regions section.

The circumstances the statute names

The statute lists the circumstances in which an officer may have a vehicle towed to the nearest garage or other place of safety: the vehicle has been left unattended in a public place for at least 48 hours; it is left unattended because the driver was taken into custody, because a wreck has made it unusable, or because some other reason requires immediate removal; or the vehicle is subject to an impoundment order for unpaid traffic or parking fines.

ItemWhat the statute says
LienThe person removing the vehicle holds a lien on it for a reasonable towing and storage charge
NoticeThe officer who ordered the tow must give written notice, with the vehicle description and plate number, to the state law enforcement agency within five calendar days
Treated as abandonedA vehicle unclaimed for at least 30 calendar days after the notice was sent may be treated as abandoned
Municipalities keep their own authorityThe statute says this part is cumulative and does not limit the authority municipalities have under other provisions. So the city can set rules of its own

What to do

  1. Call the lot and ask that the car is there, what hours it can be collected, and what documents are required. Lots usually ask for photo identification, which creates a separate problem for someone whose documents are incomplete.
  2. Ask for the bill itemized. The tow charge and the storage charge are separate items, and storage runs every day.
  3. Act the same day. Speed is the only thing in this section that saves money.
  4. Check the registration and insurance side. Getting the car back does not close a problem at registration.

The general frame of the statute is in the towing section of the state guide.

06 · Transit

Can I live without a car in Tuscaloosa, and how do I pay the bus fare?

Short answer

The city has its own transit authority, running fixed-route buses and a trolley; it operates weekdays from 5 a.m. to 6 p.m., a single ride is $1.00 and transfers are free. The authority's own practical warning: the 4 p.m. run is the last one that lets you transfer from one bus to another at the main terminal. And this city has a privilege: it has its own passenger train station, and among the Alabama settlements covered in this series it is the only one where we can write that.

Steps, documents and official links

Routes and hours

The routes named on the authority's own list include Greensboro, Alberta, McKenzie Court, Skyland, Shelton State, the university route, a veterans hospital route and a route for game days. The authority's own sentence gives the operating hours as Monday through Friday, 5:00 a.m. to 6:00 p.m.; the Shelton State route runs 7:00 a.m. to 4:00 p.m. Monday through Thursday and 7:00 a.m. to noon on Friday. All routes are accessible. The main terminal is 601 23rd Avenue, telephone 205-343-2300.

A currency warning: the copyright line on the authority's site carries an older year, and the authority writes on its own page that its live tracking application is being updated and that times and stops will vary. Confirm the hours and the fare with the authority before you ride.

Fares

WhoFare
Single ride, adult$1.00
Age 3 and underFree
Over 60 (with a card)$0.50
Disabled ridersHalf fare; the authority also accepts a Medicare card for the half fare
TransferFree. But the 4 p.m. run is the last one that lets you transfer at the main terminal
University routeFree with a valid university ID; school days only, in two narrow windows, morning and afternoon

The figures were read from the authority's own page on October 10, 2026.

Is the university route open to the public? We measured rather than assumed

We write this item by measurement, because another Alabama university town produced a surprise. There, the shuttle run by the university itself is closed to the general public, and the university's own page says so plainly; the public system is a different body with different hours.

The structure here is different: the university route is not the university's own service but a route on the city transit authority's own route list. The authority's fare table describes that route as free with a valid university ID and limits its operating window to school days.

But here is what we could not verify, and we are not inventing it: no sentence by the authority was found about whether someone without that ID may board that route by paying the ordinary fare. So we write neither that it is open to the public nor that it is closed to the public. The right move is to call the authority and ask: I do not have a university ID, can I board this route by paying a dollar.

Door-to-door service for documented riders

The authority also runs a demand-response service inside the city limits for riders with a physical or mental disability, and it requires an application form. The fare for that service could not be verified from the authority's own page, so we publish no figure; call the authority before you apply.

Is identification or a number asked for?

For the full fare, no identification, registration or Social Security number requirement was found on the authority pages read; cash is enough. Discount fares depend on age, disability or certain health cards, and a card or identification is asked for. We do not write that no number is required; we write that research found no number requirement.

The train: the city has its own station

This is the most distinctive item in the section. According to the national passenger rail operator's own state fact sheet, Alabama has one permanent route, two trains a day, and three scheduled stops in the state, one of them this city. The route is named the Crescent, and in the operator's own description it runs to the major cities in the northeast and down to the Gulf in the southwest, with one round trip daily.

What that means for the reader: for a student or researcher without a car, this city sits above the Alabama average for connections. But there is a limit: one round trip a day means a train you miss cannot be made up the same day. Confirm the schedule and the station hours on the operator's own page. The statewide table is in the state guide.

The airport and Istanbul

No scheduled passenger service was found in research at the city's own airport. The nearest point with scheduled flights is Birmingham-Shuttlesworth International Airport. The word international in that name is a trap: the airport's own published nonstop destination list consists of domestic points, and no scheduled nonstop flight to Istanbul was found in research. We do not say there is none; the correct sentence is this: no international point appears on the published nonstop list, so reaching Istanbul takes at least one connection. We give no distance or drive-time figures.

Which county is Tuscaloosa in, and what does my address change?

Short answer

The county question has one answer here: the city sits entirely inside Tuscaloosa County. Do not relax, though, because three other lines run in its place and none of them follows the same path: your address can be inside the city limits, in the city's police jurisdiction, or in the unincorporated part of the county. The rate you pay at the register, your water rate, whether the three-digit city line works for you, your child's school district and how many unrelated people may live in one house all depend on that answer. The one thing to do on day one is look up your address.

Steps, documents and official links

Day one: look up your address

The most useful link in this guide is an address lookup. There are three tools and all three belong to agencies:

  • The city's own zoning map. It shows whether an address is inside the city and which zoning district it falls into. In this city that map answers three questions at once rather than one: am I inside the city limits, which zoning district am I in, and how many people may live in this dwelling.
  • The Census Bureau's address lookup service. Enter an address and it returns the county, the municipality and the school district in a single query, with no registration and no key.
  • The state revenue department's address lookup. It gives the state, county and city rates that apply to that address, closing the city limits question from the money side. The figures are in the tax section.

An access note: some of the county's official domains did not connect at all in this research; the county's working domain is tuscco.com. Look for county pages there, including the license department and the probate office; if you tried an address that did not connect, do not assume the office is closed.

What changes with your address and what does not

ItemDoes it change with your address?
Sales and grocery tax rateIt changes. There are separate rates for inside the city, the police jurisdiction and the unincorporated county; the figures are in the tax section
Water and sewer rateIt changes. The city utility publishes two separate rate schedules, one for inside the city and one for the police jurisdiction; see the water and trash section
The three-digit city lineIt changes. The city's own wording describes the line as being for inside the city limits only (below)
School districtIt changes. The city district and the county district are separate bodies; see the school section
Unrelated occupants in one dwellingIt changes, and it changes with the zoning district too; see the renting section
Yearly value tax on a carIt can change, because one multiplier is your tax district; see the vehicle section
Which law enforcement agency, and towingIt changes. The city force inside the limits, the county sheriff outside; see the towing section
The countyIt does not change. The whole city sits in a single county
License and vehicle registration countersIt does not change. One county, one set of counters; but foreign national transactions are handled only at the state law enforcement office, see the license section
Property tax and the exemption applicationIt does not change. The application goes to the county; see the property tax section
Vital records and the marriage certificateIt does not change. The register is statewide and the form may be recorded in the county of your choice; see the vital records section
Weather warnings and emergency managementIt does not change. One county, one agency; the shelter map is in the severe weather section
Library cardIt does not change, anyone living in the county can get one (below)

Here is how to read that table: living in a single-county city does not mean the answer is always single. What draws the distinction here is not the county but the city's own boundary and the authority belt around it.

The police jurisdiction: the belt outside the city

In this state municipalities can exercise tax and licensing authority in a belt outside their limits. In this city that belt shows up in two separate agency sources: the state revenue department's rate file carries a separate rate for the city's police jurisdiction, and the city water utility publishes a separate rate schedule for that area.

The practical result: someone living just outside the city may say I am not inside the city and still pay tax to the city and be on a different water rate than the city's own. But that same person cannot use the three-digit city line and falls into the county district on the school side. The statutory basis for that authority and the width of the belt could not be read in this research, so we give no section number and we do not state how wide the belt is.

Reporting to the city: the three-digit line

The city's own service line is three digits, a structure we have not met for several rounds in this series. In the city's own wording: dial 3-1-1 from within the city limits, or call 205-248-5311. The number and the within the city limits qualifier sit in the footer of every page of the city's site.

Take that qualifier seriously: an address in the police jurisdiction or in the unincorporated part of the county is not inside the scope of the city's own sentence. For a reader there, the counterparty is the county.

The city's other channels: a news and alert sign-up, a website feedback page, and an interactive maps index. The revenue division is separate: City of Tuscaloosa Annex 3, 2230 6th Street, 3rd Floor, mail PO Box 2089, Tuscaloosa, AL 35403, telephone 205-248-5200, e-mail [email protected].

The library card: the easiest door in a university town

The most practical item in this section for a newcomer, and for a student reader the easiest door on the whole page. The library's own terms:

WhoThe library's own rule
County residentsThe card is free. What is asked for: a photo ID and proof of your current local address. Children must be present to be issued a card
StudentsThe card is free and no proof of address is asked for. The library's own sentence says a student ID from the University of Alabama, Stillman College or Shelton State Community College is enough on its own; you apply in person at any branch
People in temporary accommodationIf you are living in a temporary residence in the county, your photo ID and a signed letter from the institution where you are staying get you a courtesy card. For a newcomer in a dormitory or a guest house that is a real solution
Residents outside the countyA $30 non-refundable annual fee, a picture ID and proof of current address
Online cardFor county residents over 18 who do not already hold a full card. What is asked for: a government-issued photo ID with a current county address, or a government-issued photo ID plus a document showing local address (a utility bill, a bank statement or a lease agreement). For college students, a college ID card plus a government-issued photo ID
LanguagesThe card application is published in English and Spanish, with separate adult and minor versions. No Turkish form was found in research
Social Security numberIt does not appear anywhere in the library's published card requirements. The published requirements are a photo ID and proof of address. We do not write that no number is required; we write that we did not find one in the requirements

Opening power and gas, deposits and the shutoff rules

Short answer

There is a gap here we have to be honest about: which organization supplies electricity and natural gas to this city could not be verified from a primary source; the providers' own start-service pages load through components that run in the browser and could not be read. That is not an empty answer, because the question itself matters: the state regulator does not regulate municipal utilities, electric cooperatives or most water companies. So whether you have a state-level complaint route depends on what kind of body your provider is. Learn it from your bill. For water, sewer and trash the answer is certain and negative: those three come from a city department, which puts them outside the regulator's reach.

Steps, documents and official links

Which door is open: you can tell from what kind of body supplies you

The state regulator names on its own consumer page the bodies it does not regulate: electric cooperatives, most water companies, municipal utilities, wireless services, cable television systems and a regional federal power producer. It closes the sentence this way: therefore it does not have power to resolve complaints concerning them.

For a reader that reads out in three steps:

  1. Look at your bill and learn what kind of body supplies you. An investor-owned, regulated company means you have a state-level complaint route. A municipal utility or a cooperative means you do not, and the counterparty is the body itself.
  2. In this city the kind of body supplying power and gas could not be verified in this research. One company's published service territory appears to include this area, but we could not verify that from the company's own text, so we name no company.
  3. For water, sewer and trash the answer is certain: those three come from the city's own department, which puts them outside the regulator's reach and means you have no state complaint route. The counterparty is the city; the detail is in the water and trash section.

I have no number: can I open an account?

No published answer was found on the power and gas side. No agency or company text could be read either on whether an individual taxpayer identification number is accepted or on the deposit amount. That does not mean it will be refused; what we could not find is a published route.

But in this city you hold a strong precedent, so use it: the city water utility writes the number field on its application as Social Security number or taxpayer identification number, and gives someone who would rather not provide a number the option of asking a representative to call them instead. When you call the power company, do not say I have no number; ask this: what do you accept as alternative identification, are a passport and an individual taxpayer identification number on your list, and does applying in person change the answer. Write the answer down and ask for it in writing if you can. The detail of that form is in the water and trash section.

The shutoff rule: cold only

The regulator's rule says residential electric or natural gas service may not be disconnected for non-payment when the temperature at that address is forecast to be 32 degrees Fahrenheit or below for that calendar day. The governing forecast is the National Weather Service forecast for that location.

Read the four limits together:

  1. The scope is electricity and natural gas only. Water, sewer and trash sit outside this rule, and in this city those three share a single city account.
  2. No heat trigger was found. So we cannot show you a state protection against an air conditioning shutoff in summer. We do not say there is none, we say we did not find one.
  3. The source carries a very old effective date. Whether the rule has since been amended could not be verified; we name the rule but we do not claim it applies unchanged today.
  4. It binds regulated utilities only. If your provider is a cooperative or a municipal utility, the rule may not operate at your address.

The other rights the same rules give you

RightFrom the regulator's general rules
Installments and an extensionEvery utility must give at least one employee in each of its offices the authority to extend the payment period, agree to installments and correct billing errors. This is the sentence a newcomer needs most: when you run into difficulty, call before the disconnect notice arrives
Notice periodA disconnect notice sent by mail must be posted at least five calendar days before service is to be disconnected
The form of the noticeThe notice must carry a bold heading and must tell the customer to contact the utility first and, if unresolved, the regulator
No cutoff before a closureOn the day immediately preceding a day the utility's office will be closed, service may not be cut off for non-payment after 3:30 p.m.
Special circumstancesEvery utility must adopt tariff rules for termination where life or health may be threatened, or where the customer needs special consideration because of age or disability
Paying up to the last momentThe customer may pay at any time before the actual disconnection
Deposit capIt may not exceed an estimated bill for two regular billing periods
Interest on the deposit7 percent annually, credited to the account on the December bill
Returning the depositWhere the account is in good standing, the utility may not hold the deposit beyond the December following 24 months of retention
ReceiptThe utility must issue a receipt to every customer from whom a deposit is taken
A further depositIf the account falls out of good standing, a further deposit may be demanded on five days' written notice

All of these rights bind regulated electric and gas utilities only. The statewide frame is in the utilities section of the state guide.

How do I open water, sewer and garbage in Tuscaloosa?

Short answer

All three sit on a single account, and the counterparty is the city's own water and sewer department. Even the heading of the application says so: application for a new water, sewer and garbage account. The most valuable item in this section is a sentence on the form itself: if you would rather not provide a number, you can ask for a customer service representative to contact you instead. But the same form's document list asks for a copy of a driver's license, and no sentence saying a passport is accepted was found; read the two together. And a structural warning: these three services sit outside the state regulator's reach, so there is no state-level complaint route for them.

Steps, documents and official links

Other conveniencesA three-lane drive-through, an after-hours drop box, a self-service card terminal in the lobby, free street-level and garage parking, accessible entrances

The route without a number, and the gap beside it

We write these two in the same paragraph, because one is an opening and one is a gap, and writing only one would mislead you.

  • The opening. The number field on the form is written as the customer's Social Security number or taxpayer identification number. And the form's own instruction says this: if you would prefer not to provide a Social Security number on the form, you can request contact by a service representative instead, and you indicate that by writing a request to be contacted in that blank. A taxpayer identification number named in the field, and a published way to give no number at all, make this the plainest wording we have seen on a utility application in this series.
  • The gap. The same form's required documentation list names two items: a legible copy of the customer's driver's license, and a copy of the lease or home ownership papers showing the date of occupancy at the service address (at a minimum the pages showing all parties to the lease and their signatures). No sentence saying a passport is accepted in place of the license was found in the department's own text. So a newcomer who does not yet hold an Alabama license or identification card is not addressed by the form's own wording. We do not say it will be refused, we say we found no published sentence.

The right move: before you fill in the form, call and ask one question: I have no driver's license, do you accept a copy of my passport. Write the answer down with the date, and ask for it in writing if you can.

If your name is not on the lease

The form has a built-in route for this, and it matches a situation newcomers fall into often: if you are staying with family, or the lease is in your spouse's name, you state your relationship to the person named on the documents and that person's name on the form, and that person signs it as a witness.

Charges, billing and one trap

ItemFrom the department's own text
OpeningA $25 activation fee, plus a deposit of $80 to $120 depending on the size of the meter. The applicant accepts this in the signature block of the form
How the sewer charge is setOn your water consumption. Residential water is billed in units of ten cubic feet, and the department's own sentence says ten cubic feet of water equals 74.8 gallons
Billing cycleAbout 30 days. If a meter cannot be read, the bill is estimated
If no bill arrivesThe department's own sentence: failure to receive a bill does not exempt the customer from timely payment or preclude service termination
DisputesA billing dispute must be raised in person or in writing before the delinquent date; raising it does not exempt the customer from paying the bill by the due date
Payment on a disconnected accountWhere the balance exceeded $200 on the disconnect date, a personal check is not accepted; the full balance must be paid in cash, by certified check or by card
Returned checksTwo or more returned checks in 12 months suspends check-writing privileges
RatesThe department publishes two separate rate schedules, one for inside the city and one for the police jurisdiction. We publish no figure: the schedules themselves were not read in this research

I paid but the water is still off: the real trap in this section

This is the mistake newcomers make most often. The department's own text is plain: paying the balance on a disconnected account does not automatically reschedule reconnection. The customer has to contact the water business office and request reconnection, and there is one more condition: every tap in the home must be turned off when the technician arrives. If not, the technician leaves a notice and you have to book again.

The channels the department gives for a reconnection request: [email protected] and 205-248-5500.

Garbage

Garbage collection sits on the same account, and the city's own guidance says that an active water account must be established before garbage collection service can be activated. So you cannot start garbage service without opening the water account.

We publish no garbage rate: the city's rate documents did not open in this research. For collection days, recycling rules and bulk waste procedure, see the city's own service pages, and ask the city for your collection day and your container when you move in.

Where complaints go: there is no state door here

This is the structural result of the section and it should be read with the utilities section. The state regulator writes on its own page that it does not regulate municipal utilities or most water companies, and therefore has no power to resolve complaints concerning them. In this city water, sewer and garbage come from the city's own department.

The practical result: a reader whose water is cut off has no state body to appeal to; the counterparty is the city itself, and if necessary the elected city council. The city's own reporting line is in the city and regions section.

10 · Renting

Tenant rights and the housemate cap in Tuscaloosa

Short answer

The most concrete thing that follows from this being a university town sits here: the number of unrelated people who may live in one dwelling is capped. Under the city's zoning text the number is three, and the route to five runs through the unit being certified for student use. Three more items sit beside it: the state's fair housing provision protects national origin, the 2011 act's ban on renting to immigrants was permanently enjoined but the text is still in the code, and the deposit cap is one month's rent.

Steps, documents and official links

How many people can live here: the real question in this section

The city's zoning text sets the occupancy restriction out like this:

  • The rule: no more than three unrelated persons may live together in a single dwelling unit.
  • First exception: in the districts the zoning text calls Historic Overlay, a separate occupancy restriction in the city code applies.
  • Second exception: in the dwelling types the zoning text names for student use, that is U-single, U-rowhouse, U-duplex and U-triplex, and in multifamily student-use housing, the number rises to five, but only where the unit is certified for that occupancy.

We print those codes exactly, because the code is what you will be searching for. On the city's zoning map and in its ordinance the districts appear under these abbreviations; search with a description instead and you will not find your own district.

What that means in practice: four graduate students sharing a house is not lawful by default. The question to ask before you sign: what occupancy is this unit certified for, and may I see the certification. Do not rely on the landlord's spoken answer, look at the document; and look up the zoning district of the address yourself on the city's own zoning map.

Two cautions, both important. First, we read this text in the city's own zoning rewrite document; its footnote says the restriction is carried forward from the existing zoning ordinance, so the number predates the rewrite. But the adopted code text could not be reached in this research (the city's code publisher runs as an application in the browser), so we give no section number and we tell you to confirm the figure with the city's zoning office. The rewrite is also reported to have taken effect at the start of 2025, so the text is new.

Second, another Alabama university town has a different cap, and there it varies from district to district inside the city; two sides of one street can give two different answers. Do not carry that answer over to here, or this one over to there.

Protected classes

GroundIn the state provision
Race, color, religion, sex, familial statusPresent
National originPresent. For a Turkish reader this is the real basis
Source of incomeNot on the list
Immigration statusNot on the list, and research found no state provision barring a landlord from asking about it
DisabilityNot named in this provision. Disability protection in housing comes from the federal fair housing statute; the two are separate laws and should not be merged

What that means in practice: if you believe you were refused an apartment because of your accent, your name or the country you came from, that is the provision you rely on. On the federal side the complaint goes to the housing department's fair housing office.

An open end and a gap on the city side: whether the state bars cities from adopting their own stricter tenant rules could not be determined in this research, and whether this city has a rental ordinance of its own could not be verified. We do not say there is none; ask the city.

The rental ban: read the three layers together

  1. The text stands in the code. The state's own legislative server publishes the provision and attaches no warning note.
  2. A federal court permanently enjoined it. The order is Hispanic Interest Coalition of Alabama v. Bentley, Northern District of Alabama, Doc. 180, entered November 25, 2013. The October 2013 date commonly repeated online is wrong; that is the date of the parties' joint report.
  3. The act did not freeze in 2013. Other parts of the same act were amended twice in 2025, and common legal sites give a December 30, 2024 snapshot of it and miss both amendments.

Know this if your landlord shows you that text, and if you have a problem specific to your situation, consult an attorney. The detail is in the renting section of the state guide.

The retaliation ban exists, but reaches three circumstances only

The statute bars a landlord from retaliating by discriminatorily increasing rent, decreasing services, or bringing or threatening a possession action, but only for these three reasons:

  1. The tenant has complained to a public agency responsible for enforcement of a building or housing code violation materially affecting health and safety,
  2. The tenant has complained to the landlord of a violation under a particular section of the act,
  3. The tenant has joined or organized a tenants' union or a similar organization.

Those three are written out and not generalized into the tenant is protected. The statute also grants carve-outs to the landlord: a possession action can still be brought where the code violation was caused primarily by the tenant's own lack of reasonable care, where the tenant is in default in rent, or where there are other material violations of the lease.

Deposit, eviction and the one thing that cannot be cured

  • The deposit cap is one month's rent, with three exceptions: pets, changes to the premises, and increased liability risks.
  • Sixty days to return it or give an itemized written accounting; a landlord who misses that owes double the deposit. But to claim that you must have left a written forwarding address when you vacated; an unclaimed deposit is forfeited after 90 days.
  • For unpaid rent the landlord gives a written notice to terminate, and the lease ends no less than seven business days after it is received; if the tenant pays within those seven business days the lease does not terminate.
  • A tenant may cure no more than twice in any 12-month period without the landlord's express written consent.
  • Non-curable defaults are listed separately: illegal drugs in the unit or common areas; the unlawful use, possession or discharge of a firearm or ammunition on the premises, self-defense excepted; criminal assault of a tenant or a guest; and a repeat of substantially the same breach within six months.
  • And one thing can never be cured: intentional misrepresentation of a material fact in the rental agreement or in the rental application. Do not sign a form you do not understand and do not let someone else fill in your application.
  • A month-to-month tenancy ends on 30 days' written notice, week-to-week on 7 days; the penalty for a willful bad-faith holdover is heavy.

A source warning: some of these figures were read, at a stage when the state text could not be reached, from a secondary source current as of December 30, 2024, and that source could not see the 2025 amendments. Do not rely on the deposit and eviction timings in a dispute without having an attorney confirm them. The detail is in the state guide.

If you are considering a manufactured or mobile home

This is a safety item and a material part of the renting decision. The National Weather Service's official instruction for manufactured and mobile homes is not to shelter inside: leave well in advance of the approaching severe weather and go to a strong building. So the official safety instruction for that home is to leave it before the storm.

We publish no risk ratio, because a numerical ratio could not be verified from any agency's own page. Factor this in when you look for cheap rent, ask whether the park has a shelter of its own, and if it does not, identify the strong building you will go to in advance. The detail is in the severe weather section.

Five questions to ask before you sign

  1. Is this address inside the city limits? Your tax rate, your water rate, your school district and whether you can use the three-digit line all follow from it; look it up yourself rather than trusting the landlord's answer.
  2. How many unrelated people may live in this unit, and is it certified for five? The rule above is three; five applies only in U-single, U-rowhouse, U-duplex, U-triplex and multifamily student-use housing, and then only where the unit is certified.
  3. What identification do they accept to open the water account? The form's list says a copy of the driver's license; we found no published sentence saying a passport is accepted. Call the department, because if you cannot open the account your moving date slips.
  4. Does this building have a designated shelter area, and where is it? Whether an Alabama landlord has any duty to provide or point out such an area could not be verified in research, so you have to ask the question yourself.
  5. Whose name will the bills be in? If you have children this is a school matter: enrollment asks for a lease in the parent's name plus two current utility bills in the parent's name, and in this city water, sewer and garbage arrive on one bill.

11 · Property tax

Buying a home, property tax and the homestead exemption in Tuscaloosa

Short answer

Start with the factor of two: an owner-occupied single-family home sits in one class, and a property not exclusively owner-occupied sits in another, at double the assessed value. For a student or academic reader that has a direct counterpart: an apartment you buy and rent out is not in the owner-occupied class. The exemption application goes to the county, not the state, and the window is narrow. No identification number appears in the state rule at all, but the answer lies with the county and this county's document list could not be read in this research. And a trap: the increase cap resets when the property changes hands.

Steps, documents and official links

The calendar: three dates

DateWhat happens
October 1The tax year begins and property is valued as of this date. For the exemption the property must be your primary residence on this date
October 1 to December 31An application made in this window applies the exemption for the current year; one made at any other time of year applies it for the following year
December 31Unpaid tax becomes delinquent after this date

This is the critical sentence for a newcomer's first year: someone who moves mid-year may not get the exemption for that year. The state revenue department's own instruction is one sentence too: visit your local county office to apply; there is no state-level filing.

The factor of two between owner-occupier and landlord

An owner-occupied single-family home sits in one class, assessed at 10 percent of fair market value; vacant land, or property not exclusively owner-occupied, sits in another class and is assessed at 20 percent. Double the assessed value on the same house.

Two consequences specific to this city's reader. First, an apartment bought to rent to students is not in the owner-occupied class; run your return calculation on that class. Second, tell the county if you rent your home out: the administrative rule says that a person who knowingly and willfully gives false information for the purpose of claiming a homestead exemption, or of helping another person claim one, must pay twice the amount of tax that would have been due, retroactive for up to ten years, with interest at 15 percent a year, payable within thirty days of written demand.

The types of exemption

TypeWhoHow much
First typeUnder 65 and not disabled$4,000 of assessed value exempt from state tax and $2,000 from county tax
Second type65 or older with adjusted gross income under $12,000 on the most recent state return; or retired for permanent and total disability at any ageExempt from all the state portion; $5,000 of assessed value on the county portion, including school district taxes
Third type, by age65 or older with net taxable income of $12,000 or less on the combined federal returnExempt from all ad valorem taxes
Third type, by disabilityPermanently and totally disabledExempt from all ad valorem taxes, with no income limit
Fourth type65 or older with income above $12,000 on the most recent Alabama returnExempt from all the state portion, plus the regular $2,000 county exemption

A limit common to all of them: the exemption covers an owner-occupied single-family dwelling and the land with it, not exceeding 160 acres. For the age and disability types, after the initial qualification you do not have to claim again every year; verification is done by mail on an affidavit form from the county.

The increase cap resets on a change of hands

A recent act and administrative rule cap the annual increase in the taxable assessed value of certain classes of real property at 7 percent, with October 1, 2024 as the base year, applying to collections from October 1, 2025.

And here is a real trap for a buyer: the cap resets when the property changes ownership. So you do not inherit the seller's sheltered figure. Budget from the new assessment, not from the seller's last tax bill. The rule is new enough that nobody may warn you.

I have no number: can I get the exemption?

  • The administrative rule on the exemption was searched in full and mentions no identification number anywhere. The documents it names are income evidence for the age and disability types and a physician's certification.
  • The state department's exemption page names no number either; it says only visit your local county office.
  • But the county takes the application, and this county's published document list could not be read in this research; some of its official domains did not connect at all, and the working domain is tuscco.com.

The correct sentence: the state's rule asks for ownership, occupancy on October 1 and, for some types, income or medical evidence; it does not mention an identification number at all. But the county grants the exemption and we could not read what it asks for in practice. If you will apply with an individual taxpayer identification number, assume nothing; call the county revenue office before the end of September and write down the documents they name. Whether the deadline differs at county level was not verified either.

A gap on the rate side

This county's millage rates could not be read in this research, so there is no tax amount or estimate anywhere on this page. Ask the county revenue office for the rate, and have it calculated by naming the tax district the home you are buying sits in; within one county, addresses inside and outside the city can carry different components.

Three extra checks when you buy here

  1. Is the address inside the city limits? Your rate components, your school district and your water rate follow from it; look it up.
  2. Are you thinking of renting it out? If so the class changes and the assessed value doubles; keeping the exemption brings the false-information penalty into play.
  3. The seller's tax bill is not your tax bill. The increase cap resets on a change of hands; work from the new assessment.

12 · School

How do I enroll my child in school in Tuscaloosa?

Short answer

First, separate the thing people confuse: this city has two separate school districts and they are different bodies. The city school district runs addresses inside the city and the county school district runs addresses outside it; a house a step outside the city line falls into a different district. The city district publishes its own school zoning map, which tells you which school an address is zoned for. The hardest item among the enrollment documents is not a number but proof of residence: a lease or mortgage in the parent's name plus two current utility bills in the parent's name is asked for, and post office boxes are not accepted.

Steps, documents and official links

Which district is yours

This distinction is the easiest thing on the page to misread, because the two bodies carry very similar names while having separate administrations, separate enrollment procedures and separate policies.

There is one thing to do when you look at a home: put the address into one of two tools. The city district's own zoning map tells you which school you are zoned for; the Census Bureau's address lookup tells you which school district you fall into, along with the county and the municipality. The rental listing does not carry this, and do not rely on an agent's spoken answer.

The documents, from the district's own list

DocumentDetail
Proof of birthA birth certificate or another document showing the birth. Where to obtain one for a child born in Alabama is in the vital records section
Report cardThe current or most recent report card, if applicable
Proof of residence, in two partsA copy of the lease or mortgage in the parent's name, plus two current utility bills in the parent's name
Immunization recordThe state's current immunization form. It can be obtained from the county health department, a family doctor or some clinics
A formatting ruleThe district's own sentence: all documents must show the address of the physical residence and the name of the parent or custodian; post office boxes are not acceptable
Kindergarten ageA student must be five years old on or before September 1

Note one word: the district's own page calls these documents requested, not required. That is not a promise of a right, but it is worth knowing when you are at the enrollment counter.

The real difficulty in this city: two bills in the parent's name

This is the most practical sentence in the section, and it follows from two verified facts put together. The district asks for two current utility bills in the parent's name. But in this city water, sewer and garbage sit on one account and arrive as one bill. So the thing that produces the second bill is the power account, and it has to be in the parent's name too.

That turns into an order: in the week you move in, open both the water account and the power account in the parent's name. Opening both is the only way to have two separate bills in hand on enrollment day. This is our own inference from two agency texts, not a sentence of the district's, but it correctly shows the order needed to meet the rule.

And we write a gap plainly: for a family with no lease, or whose bills are in somebody else's name, no published affidavit or alternative procedure was found in this research. We do not say there is none; call the district, describe your situation by name and ask for the alternative.

Numbers and immigration status

  • No Social Security number appears in the district's published document list. We do not write that none is asked for; we write that we did not find one on the list.
  • No statement was found that immigration status is asked either.
  • The district's enrollment page carries a separate resources section for international families; look at it before your first call.
  • The district runs an English as a second language program under its federal programs department.

The four steps that apply statewide

A reader may find the statutory text online and be frightened by it, so we give the order without breaking it:

  1. The text stands in the code. A provision requiring schools to determine a student's immigration status at enrollment is published in full and with no warning note on the state's own legislative server.
  2. A federal court permanently enjoined that provision. The order is Hispanic Interest Coalition of Alabama v. Bentley, Northern District of Alabama, Doc. 180, entered November 25, 2013. The October 2013 date commonly repeated online is wrong; that is the date of the parties' joint report, not of the order.
  3. The statute's own general rule already exempts school. A separate provision in the same act lists the services for which lawful presence need not be verified, and the first item on that list is elementary and secondary education. The full list and the critical subsection beside it are in the clinics section.
  4. The constitutional backstop exists separately and applies in this state too for access to public elementary and secondary education.

We add one caution: the order names the superintendents of particular school systems as defendants. But the force of the holding comes from the provision having been found unconstitutional, which governs statewide. A list of defendants is about who was sued, not about where the holding applies. The detail is in the state guide.

Language: there is a right to request

The district's registration system publishes exactly two language versions of each form: English and Spanish. Both the new student registration and the returning student registration come in those two.

No Turkish registration form was found, and no published list was found of the languages the district actually interprets or translates into. So the correct sentence is not Turkish-language service is available but there is a right to request, and this is the door.

Make your request in writing, and note who you gave it to and when. And remember a detail from the health section: the state health agency publishes its language assistance notice in Turkish, and it is the same agency that issues the immunization record. No such text was found on the school side, but that does not mean Turkish-language help cannot be requested from the district.

Five questions to ask when you call the district

  1. Which district does my address fall into, and which school is my child zoned for?
  2. How can I meet the two-bills-in-the-parent's-name rule; do the water bill and the power bill count together?
  3. The lease is not in my name; is there an affidavit or another procedure for that?
  4. Do you ask for a Social Security number, and if so, is that request a condition of enrollment?
  5. Can I request a Turkish interpreter during enrollment, and who should I address the request to?

Ask for the answers in writing and do not leave this to enrollment day.

13 · Health

Where am I told to go if I have no insurance?

Short answer

Three structural facts apply statewide and do not change here. First, this state did not take the federal option left open for children and pregnant women. Second, health coverage was not expanded, and in the agency's own income table there is no category at all for an adult under 65 with no children and no disability; the coverage gap is real. Third, what remains is emergency coverage, and the state's own regulation removes the number requirement there. What is good about this city: because it sits in one county, there is a single county health department door, and everything from immunizations to the nutrition program runs through it.

Steps, documents and official links

The coverage gap: what is left, and for whom

The conclusion from the income limits table the state health coverage agency publishes is plain: there is no adult expansion group on the list. Every category turns on being a child, being pregnant, being a parent or caretaker relative, age, blindness, disability or institutional care. For a parent or caretaker relative the ceiling is far below the federal poverty line.

ReaderWhat they actually get
A child under 19 whose family income is above the health coverage limitThe children's health program, with premiums and copays
A pregnant woman with income up to the program ceiling and no comprehensive insuranceThe pregnancy program, with no premium and low copays
A parent or caretaker relative above the ceiling but below the poverty lineNothing. This is the gap
An adult under 65 with no children and no disabilityNo category at all; a full-price marketplace policy or a sliding-fee center. Most of the graduate student and early-career researcher readers of this page sit on this row
Anyone, in a medical emergencyEmergency coverage and the hospital emergency department's federal duty

Do not merge the age limits: 21 under health coverage, 19 under the children's program. Two separate programs, two separate ages.

An extra note for a student reader

Colleges and universities can have their own student health plans and campus health services, but the coverage, cost and family eligibility of the plans at the institutions in this city were not examined in this research. That is an out of scope note, not a there is none. When you register, ask your own institution's student health office, and ask separately whether your spouse and children are covered; family coverage tends to be a separate decision.

The option not taken, and a date to watch

Federal law limited federal funding for full health coverage and children's health assistance to four groups from October 1, 2026; refugees, asylees, people with temporary protected status and visa holders are not on that list. One of the exceptions the federal agency names is an option a state can take, and Alabama did not take it: Alabama does not appear on the state list the federal agency publishes.

And a date: for states that did not take the option and run a separate children's health program, the federal agency set an application deadline of November 30, 2026. Alabama is in that bucket. No announcement by the state to that effect was found in research; we do not say it has applied or that it will not. Follow the agency.

The contradiction between the state's own regulation and the federal statute, and the removal of the number requirement in emergency coverage, are written out in the health section of the state guide; we take no side.

The doors in this city: one county, one department

This city's structural advantage shows up here. Immunizations, the nutrition program for women and children and vital records run through county health departments, and because this city sits in a single county the question of which department to go to never arises. Take the department's address and hours from the state health agency's own locations list.

One more reassuring point: for vital records that choice does not exist at all; you can obtain the certificate at any county health department in the state. The detail is in the vital records section.

We publish no clinic or center address and we take none from a federal health center data service; the right door and the name are in the clinics section.

Turkish: the agency's own text

The strongest item we hold on the Turkish side of this guide sits here: the state health agency publishes its free language assistance notice in Turkish on its own site and gives a telephone number: 1-800-252-1818. The agency defines the service as the use of an interpreter or other communication services and lists options including a qualified interpreter, a language line, a sign language interpreter, large print, Braille, video remote interpreting, written notes and note takers.

That agency also runs vital records, immunizations and two children's health programs, so the same body sits behind many of the doors on this page. Use the right and state your request plainly on the phone.

14 · Health

Where can I go in this city without insurance?

Short answer

First close a misunderstanding: community health centers are not free. The charge is set on a sliding scale by household income and family size, but there is still a charge. Second, something specific to this city and it counts as good news: there is an organization that says on its own site that it serves this area, and we can name it. Third and most important: the statute itself gives an express list of services for which lawful presence need not be verified, but that list says verification is not required, it does not say free.

Steps, documents and official links

Sliding-fee centers: not free

We say this first every time: a sliding-fee clinic is not a free clinic. The discount depends on household income and family size and you still pay something. When you book, ask in advance what you will pay and have your income documents ready.

The organization that says it serves this area

We could not write this item in most of our Alabama guides; here we can. Whatley Health Services says on its own site that it provides primary health care to all people of West Alabama, and lists among its locations a center in this city. Its main number is 205-758-6647. By its own announcement it runs a Saturday clinic from 8 a.m. to 3 p.m. and accepts walk-ins. And in its own words: it accepts all major health insurance while also providing care for uninsured and medically underserved residents.

We write two limits plainly.

  • The phrase sliding fee does not appear on that organization's own home page. The sliding-fee point comes from the general federal description that applies to this kind of center and was not separately verified for this one. So ask what you will pay before you book.
  • None of the center pages we read says anything about immigration status, so we do not add a sentence saying status does not matter.

We publish no address and we take no center's address from a federal health center data service; take the address from the organization's own site. The statewide membership body for these centers also publishes a center finder and writes that its network sits in the great majority of the state's counties.

The emergency room

The federal emergency care duty applies here too: a hospital emergency department must screen and stabilize regardless of ability to pay or immigration status. On the payment side the route behind it is emergency coverage, where the state's own regulation expressly removes the number requirement.

Whether this county runs a local indigent health program was not looked for in this research. That is an out of scope note, not a there is none; you can ask the county health department.

The statute's own list: services needing no verification

Alabama law sets a general verification rule for state and local public benefits, but one subsection carves out a list. In the statute's own words, verification of lawful presence is not required for any of the following:

  • Elementary and secondary education and certain benefits named in federal law,
  • Health care services necessary for the treatment of an emergency medical condition and not related to an organ transplant procedure,
  • Short-term, non-cash, in-kind emergency disaster relief,
  • Immunizations against immunizable diseases, the special supplemental nutrition program for women, infants and children, and testing and treatment of symptoms of communicable diseases,
  • Programs named in federal law such as soup kitchens, crisis counseling and intervention, and short-term shelter, on certain conditions,
  • Prenatal care,
  • Child and adult protective services and domestic violence services.

Note what the list says and what it does not. The list says verification is not required; it does not say free and it does not say everyone is entitled. Each program's own eligibility rules continue to operate. Do not confuse this item with the sliding-fee point above; the two face in opposite directions.

Two of the doors on that list run through the county health department in this city: immunizations and the nutrition program for women and children. Because there is one county, there is one counterparty.

The interim affidavit, and the subsection beside it

Two subsections of the same provision have to be read together, and we write both:

  • A right: verification runs through a federal system, and the statute says this: if verification of an alien's lawful presence is delayed or inconclusive, the person becomes eligible for state or local public benefits in the interim by signing an affidavit that they are lawfully present.
  • And the subsection beside it: another subsection of the same provision treats a false, fictitious or fraudulent statement in that affidavit as perjury in the second degree and counts each benefit received on the strength of it as a separate violation.

These two are published in the same breath or not at all. Writing only the first would be encouraging you to sign; writing only the second would be hiding a right. If you are asked to sign such an affidavit, consult an attorney before you sign.

One more subsection in the statute is useful to you: no state or local official may make the final determination of whether an alien is lawfully present; the status is verified by the federal government. If you meet an official who is improvising, know that subsection.

15 · Marriage

How do you get married in Tuscaloosa, and which court do you go to?

Short answer

The most surprising item in this state: there is no such document as a marriage license. Since 2019 the courts have not issued one. The new flow is this: the couple fills in the marriage certificate form published by the state health agency, signs it before an Alabama notary, and files it with the probate court of any county. This county's recording fee is verified: $75.00, payable in cash or by two card brands, and the county's own note says there are no refunds. But the page we read that figure on carries no date; call before you go.

Steps, documents and official links

The flow, in four steps

  1. Get the form. The state health agency publishes it on its own server, in two versions, one for adults and one for people aged 16 and 17. This county's probate office names the form by its number: the state health agency's marriage certificate form HS50. County probate courts may publish a link to the form or keep printed copies at their offices.
  2. Sign it before a notary. Both spouses' names must be notarized, and the notarization must happen before the form is filed with the court.
  3. File it with a probate court. The agency's own answer: you may record the form in any Alabama county probate court.
  4. The court records it and the marriage is valid at that moment. A ceremony is not required; this county's own page says a ceremony is optional.

The fee in this county, and being able to choose a county

ItemFrom the county's own page
Recording fee$75.00
PaymentCash or two card brands. The county's own note: no refunds
Notary serviceThe probate office does not offer notary services for marriage certificates; it says so in its own text
CeremonyOptional
AgeA minimum of 16; under 18 requires the consent of a parent or guardian

Three cautions. First, the figure above was read on October 10, 2026 and the source page carries no date. The state agency's own instruction is also to call the court first. Second, the form may be recorded in any county in the state and each county sets its own fee; this is the one item on this page you can shop for. Third, the practice of giving a certified copy differs from county to county; the agency's own sentence says some courts give a certified copy at the moment of recording but that the practice is different from county to county. We did not verify such a practice for this county and we make no promise.

The notary: the hardest rule in this section and the biggest gap

QuestionAnswer
Who may be the notary? It must be an Alabama notary. On an attorney general's opinion the agency relays, a form notarized by a notary public not authorized to notarize under Alabama law shall not be accepted for recording. And the same answer adds: a form notarized by a notarizing officer of the U.S. Department of State is also not acceptable
Will the court notarize it?No. This county's own text says the probate office does not offer notary services for marriage certificates
Electronic signature? Not accepted. A form carrying an electronic signature of a spouse, a notary or a consenting parent will not be recorded or filed
Are witnesses required?Research found no separate witness requirement. What every source requires is notarization; the notary performs the witnessing function
Where do I find a notary? The agency's own answer names banks, public libraries, shipping stores, some automobile clubs and some pharmacies; your own bank may do it for free. A notary who travels to you may charge a travel fee, and the law sets no limit on it

For a Turkish reader the critical line is the first one: the notary must be an Alabama notary and a U.S. Department of State notarizing officer is not accepted. So you cannot have the form notarized at an American consulate abroad and send it in.

And the biggest gap in this section: Alabama moved the identity check from the courthouse counter to the notary's desk, and no published rule was found in research about which identity documents a notary must accept for this form. Do not assume: call the notary before you travel and ask, naming the document you hold: will you notarize with a Turkish passport.

The thirty-day rule: the thing that invalidates a marriage

  • Your marriage is valid when the properly completed, signed and notarized form is recorded by a county probate court.
  • The form must reach the court within 30 days of the later of the spouses' signature dates.
  • If the thirty days are missed the marriage is treated as invalid, and a new form must be completed and delivered, again within 30 days.
  • Mail is accepted but a postmark is not enough. The agency's own wording asks that the form be mailed in sufficient time to be received by the court within the 30 days; the postmarked date is not the date the certificate is filed. E-mail is not accepted.

If you mail it, use a trackable method and do not leave it to the last day.

I have no number: the plainest published answer in the series

The agency's question and answer page gives a clear answer on the number: where a person has never been issued a Social Security number by the Social Security Administration, the Social Security number field should be left blank. It also sets out separately how a person living in another country fills in the residence fields.

Note what that answer says and what it does not. The agency itself says the field is left blank; that is not an inference. But the answer says nothing about immigration status and we do not add that sentence. No Alabama source says a marriage certificate is refused to someone with no number; none says it is accepted either.

A name change arising from marriage

This county's probate office requires county residency and a law enforcement and federal records check for its name change service. But its own text names an exception: name changes arising from marriage or divorce, and minor corrections on birth certificates and other Alabama government identification, are outside that check. So a reader changing a surname because of marriage does not go through that process.

A naming trap

County page titles and addresses still carry the old word: some county pages still sit under a marriage license heading while their content says the license no longer exists. A reader who lands on such a page from a search engine should not be misled by the title.

A similar trap sits in the statute: the public records transactions provision of the 2011 act still names an application for a marriage license among its exceptions, because the provision predates the 2019 repeal. We do not quote that exception without saying that the document it names no longer exists.

16 · Vital records

Where do I get a birth, death or marriage certificate?

Short answer

There is a single statewide register, and you can obtain the certificate at any county health department in the state; in the agency's own words, most birth certificates are issued while you wait. There is good news for a reader with no number too: the identification list names a U.S. or foreign passport as a primary document, no list mentions a Social Security number, and the card itself is expressly not accepted. An extra convenience for a student reader: a school identification is on the primary list as well.

Steps, documents and official links

One register, a counter in every county

The records are held by the state health agency's center for health statistics. The agency's own sentence: to obtain a certified copy of an Alabama birth certificate you may go to any county health department in the state, and most birth certificates can be issued while you wait.

The routes: in person at a county health department; by mail, on the agency's application form (the form is also published in Spanish; no Turkish version was found); or through an online service provider. The online route costs more than the counter, and the agency writes that itself.

Who may request: an asymmetry, in the same paragraph

DocumentRestriction
Marriage certificateUnrestricted. The agency's own sentence: marriage certificates are unrestricted; anyone who can supply enough information to locate the record and pay the fee may request one
Birth certificateRestricted. Those who may request: the person named on the certificate, the mother, father or legal guardian, a spouse, a child, a sibling, and the legal representative of an entitled person
Death certificateRestricted

Read these two lines in the same paragraph or you will get it wrong: someone holding no acceptable photo identification can obtain a copy of a marriage certificate in Alabama, because that record is unrestricted. The same person cannot obtain a recent birth certificate without producing identification.

Good news for a newcomer parent: the list of entitled requesters names mother, father or legal guardian without qualification. So a Turkish parent asking for the certificate of a child born in Alabama is an entitled requester, and what they must prove is their own identity, not the relationship.

The identification list: a foreign passport is a primary document

The rule: the applicant presents one identification from the primary list; if they cannot, they may present two different identifications from the secondary list. If someone else will collect the document, both the applicant and the person collecting must present identification, and copies of all identifications presented are kept at the office.

ListWhat matters to this reader
Primary (one is enough)A U.S. or foreign passport, a state or out-of-state driver license, a state-issued non-driver identification card, a certificate of naturalization, a resident card, an employment authorization card, a military identification, a school identification and a workplace identification
Secondary (at least two)An expired official identification, a utility bill no older than six months, a vehicle registration, a property tax bill, a health insurance card, Social Security correspondence (not the card), a voter registration card and an immunization record

Four observations. First, a Turkish passport is a primary document: the agency's list says U.S. or foreign passport, with no qualifier. Second, a school identification is on the primary list too, which a reader newly arrived on campus already holds. Third, no list mentions a Social Security number and the card is expressly not accepted; the only reference is Social Security correspondence, not the card, and that sits on the secondary list. Fourth, and a trap: a primary document may be expired by no more than 60 days. For a newcomer waiting on a passport renewal that is a real obstacle; do not miss the sixty-day window.

And an exit, in the agency's own words: where an applicant cannot present any of these documents, the agency directs the reader to call the center. That is not an invented route, it is the agency's own.

Fees

ItemFee
Birth certificate search$15, including one certified copy of the record or a statement that it was not found
Marriage certificate search$15, same structure
Additional copies ordered at the same time$6 each
Expediting$15 extra
Commemorative birth certificate$45, and not a legal document

Payment rule: a check or money order is made out to the agency; do not send cash and fees are not refunded. Do not confuse these fees with the county recording fee in the marriage section: different offices, different documents.

Apostille: being easy at the counter is not being easy at the apostille

An Alabama document to be used in Türkiye must carry two signatures: the state registrar who signs the certificate, and the secretary of state who signs a further certification. The agency's own page says that certain restrictions apply to apostilled copies of birth and death certificates; what those restrictions are could not be read in this research.

The practical result: an ordinary copy collected at a county health department counter cannot be taken straight to an apostille; the document has to have been produced for that purpose.

We write the asymmetry too: a marriage certificate is an unrestricted record that anyone may request, a birth certificate is restricted; but to go to Türkiye both need the same two signatures. For the apostille side see the apostille section.

The Turkish handle

The agency that issues these documents publishes its free language assistance notice in Turkish and gives a telephone number: 1-800-252-1818. There is no Turkish version of the forms, but that does not mean an interpreter cannot be requested. The detail is in the health section.

17 · Social Security

How do you get a Social Security number in Tuscaloosa?

Short answer

The number is issued by a federal agency and the procedure does not change from state to state; we set it out step by step in our Alabama guide and do not repeat it here. This page keeps only what changes here, and what changes is not the number but the counter. The state agency's own office layer was read in full this round, and the result is one of the most practical things a guide can hand you: on the driver license and ID side, county counters do not handle foreign national business, and in this city's county all four counters read are in that position. The office that does handle it is the state agency's own office. Two things up front: the state has no office that issues an SSN or anything that stands in for one, and no Social Security Administration street address appears on this page, because we could not verify a single one from an official source this round. If you hold an appointment notice, the address on that notice is the one that counts.

Steps, documents and official links
  • What to take: your current immigration document (green card, I-94 or EAD) and a valid passport, plus a birth record if you have one. Photocopies and notarized copies are not accepted.
  • The line that matters most for a student or researcher: in F-1 and J-1 status the number only becomes available once work authorization exists, which means on-campus employment, CPT or OPT. Being enrolled is not by itself a route to a number.
  • Which office serves you: enter your ZIP code in the agency's own office locator. The general line is 1-800-772-1213.
  • If your surname changed on marriage, update the record at an office free of charge; the document you use is the certified marriage record from the probate court, and we cover it in the marriage section.

Foreign national business at the license counter: measured this round, and the result is blunt

In this state the driver license and ID card business is handled by the state law enforcement agency's own offices, while license plates and vehicle registration are handled by county counters. The agency's own office layer carries two separate fields, one for foreign national issuance and one for foreign national renewal, and both were read for every office in the state. Here is what came back.

What was measuredResult
Counters whose type is localOf the 124 offices read, all 124 do not handle foreign national business. There is not one exception on the issuance side or on the renewal side. So this is not a tendency, it is the whole dataset
Offices whose type is stateMost do, but not all. Six state offices do not handle issuance, and at one office issuance is unavailable while renewal is available. That is why there is no single yes or no answer for an office
Measured for this cityThe state office handles foreign national business; all four counters read in this city's county do not.
  • Do not decide from the office name, and this is the most important warning in this section. The rule follows the type field in the agency's own dataset, not the name on the door. Elsewhere in the state an office carrying the state agency's acronym in its name has a type of local, which means the business is not handled there; another office named as a license office has a type of state, which means it is handled there. So a reader who goes by the name is wrong in both directions.
  • Ask two questions on the telephone, not one. First-time issuance and renewal are two separate fields, and one can exist at an office while the other does not. Do not ask whether the office handles foreign national business; name the transaction you are there to do.
  • Confirm the office in the agency's own office finder before you set out, and ask about the hours for that day while you are on the line. Offices move; this round the agency's own notice showed an office in another county changing address.
  • Documents, fees and the test are not in this section: we cover them in the driver license section, and the plate and registration side in the vehicle registration section.

What changes in this city for a person with no number

The long statewide table is in our Alabama guide. Here we keep only what was measured in Tuscaloosa.

18 · Tax and work

What comes out of your pay in Tuscaloosa, and what rate do you pay at the till?

Short answer

The sentence there is no tax here will not appear anywhere on this page, because this state does have an income tax, and because the rate at the till here is the highest of the five settlements read this round. Two figures up front, because this is the item most readers come for: general sales tax 10 percent, groceries 8 percent. That is 8 dollars of tax on every 100 dollars of weekly shopping. Three warnings go with them. First: the state cut its own share on food but the local shares did not come down, so the rate you see at the till is not the state rate. Second: we publish no figure for the annual value tax on a vehicle, because one of its multipliers is a county rate and that was not verified this round. Third, and the one that touches a reader's real life hardest: the word ITIN does not appear anywhere in the revenue department's own return instruction booklet.

Steps, documents and official links

The rate at the till: state plus county plus city

The shares below come from the state revenue department's own rate files, whose cover line says the rates are current as of 1 October 2026. We give the shares separately so you can check the sum yourself.

ShareGeneral goods and servicesFood and groceries
State share4.0 percent2.0 percent
County share, inside the city limits3.0 percent3.0 percent
City share3.0 percent3.0 percent
Total10.0 percent8.0 percent
  • The grocery cut is real but only half of it, and what the reader sees is the other half. The state has reduced its own food share below its general rate. But both the city and the county apply their full general rate to food. So a person who reads that Alabama cut the grocery tax and then goes shopping still sees 8 percent at the till. This pattern was confirmed statewide; it is not peculiar to this city.
  • There is also a half-rate belt outside the city limits. In this state a municipality can exercise tax and licensing authority in a belt beyond its boundary, and in the revenue department's own file this city's rate in that belt is half the inside-city rate. So an address that says I am not inside the city may still be paying the city. We could not read the statutory basis for that authority or the extent of the belt this round, so we do not say where it runs; the rate itself comes from the agency's own file.
  • The city collects the tax itself. Both the city and the county are flagged in the revenue department's file as self-administered. That has one consequence and it lands squarely on a reader opening a business: you file and pay locally, not to the state. More in the business section.
  • And there is a statutory complaint route for self-administered jurisdictions. The revenue department's rate page publishes a hotline for taxpayers with complaints about the auditing or collection activity of a private firm acting for a self-administered county or municipality: 1-334-844-4706, toll free 1-855-638-7092. It is one of the few routes that works when you do not know whose door to knock on.

How to find out which rate your address produces

  1. The state revenue department's own address lookup shows which rates apply at an address. You can read directly from it whether you are inside the city, in the half-rate belt or outside the county's city rate altogether.
  2. The Census Bureau's address lookup tool returns the county, the incorporated place and the school district for an address in a single query, with no registration and no key.

Write the answer down. The same answer comes back at the till, in the property tax exemption, in garbage service and in school enrollment. In this city a reader sits inside more than one line at once: the city limit for school, the zoning district for how many unrelated people may share a dwelling, and the tax jurisdiction for sales tax. The three do not run along the same line.

There is a state income tax, and the top band starts earlier than you expect

ItemSingle or married filing separatelyMarried filing jointly
2 percent bandfirst 500 dollarsfirst 1,000 dollars
4 percent bandnext 2,500 dollarsnext 5,000 dollars
5 percent bandeverything over 3,000 dollarseverything over 6,000 dollars
Personal exemption1,500 dollars3,000 dollars
Standard deduction maximum3,000 dollars8,500 dollars
  • What that means in practice: for a single worker, taxable income above 3,000 dollars is taxed in the top band. So almost everyone in work is in the top band.
  • The standard deduction shrinks as income rises, so the maximum above is an upper limit rather than a typical amount. Confirm your own band and deduction from the department's own schedule.
  • And this is the biggest gap in this section: the word ITIN does not appear anywhere in the department's return instruction booklet, and the only instruction the booklet gives a person with no number is to apply to the federal agency for one. The one no-number situation the booklet does address is a nonresident alien spouse with no income on a separate return, where the spouse's number field is left blank and a box is checked. That does not add up to Alabama not accepting an ITIN, and we do not write that sentence: research did not find an ITIN instruction in the booklet. If this is your situation, ask a tax adviser before you file.
  • The booklet also carries a warning that costs money: local, city and occupational taxes are not counted as Alabama income tax withheld. So a local charge taken out of your pay cannot be set against the state return.

A local occupational tax: not found here, but we do not say there is none

  • Some municipalities in this state levy a license fee on wages taken straight out of the pay packet, and among the settlements read this round it was confirmed in only one. That settlement is not this one.
  • The city's own tax page enumerates the taxes it levies and no tax on wages appears on that list; none appears in the city's own revenue FAQ either. But the city's code of ordinances could not be read by any route this round, so we do not say there is none: research did not find an occupational tax.
  • How to check: read every deduction on your first pay statement, and ask your employer's payroll office about any local line you do not recognize. If you live in one city and work in another the question doubles, because in this state a charge of that kind attaches to where the work is done, not where you live.

The annual value tax on a vehicle: we write the structure, not the figure

  • In this state vehicle registration carries an annual tax on value, separate from the sales tax paid once at purchase. The calculation multiplies a share of market value by a class rate and by the county's own rate.
  • Two practical consequences: the tax is collected before the plate is issued, and it runs even if the vehicle is not driven. A car sitting in a garage or parked on campus still produces this line.
  • We publish no figure, because county rates were not verified this round. Ask your county's registration counter for its rate; the procedure is in the vehicle registration section.
  • We print a conflict and we do not take a side: the revenue department's general property tax page and its motor vehicle page do not agree on the class rate that goes into the calculation. Two official sources give two different rates for the same thing. Confirm at the counter which one applies to your vehicle and ask for the answer in writing.

19 · Starting a business

What does it take to start a business or work for yourself in Tuscaloosa?

Short answer

Company formation runs at state level and the procedure is the same in all five settlements; we set it out in our Alabama guide. This page keeps two things: the first step that people skip, and the local tax counterpart that is specific to this city. A third thing we say plainly and do not soften: no sentence was found on the state's own formation page about whether a Social Security number or an ITIN is required to form an LLC. So we do not say it is required and we do not say it is not. That is a gap and it stays a gap. And one more warning that genuinely matters in this city: earning income or running a business outside the scope of your work authorization can damage your status, and in student status that boundary is narrow.

Steps, documents and official links

The state step, and the order matters

  1. The name reservation certificate first. The state's own sentence requires a name reservation certificate before formation documents are filed. A filing that skips this step comes back. We could not verify the fee or the timing for that certificate this round, so we do not publish them; confirm from the agency's own page.
  2. Then the certificate of formation. The fee for an LLC formed in Alabama is 200 dollars; for an LLC formed in another state and registering here it is 150 dollars. The name must contain the words Limited Liability Company or the abbreviation.
  3. Then the federal tax number. You apply to the federal tax agency for the business's own number. That is separate from your personal number.
  4. Then the local license and tax registration. That is the city-specific part of this section, just below.

The route for registering a trade name, meaning running the business under a name different from your own, was not verified this round. The state's own menu carries trademark headings but no separate trade name page could be reached. We do not carry another state's answer across, because in some states this is a county filing and in others a state one. Call the agency and ask.

What is specific to this city: the tax counterpart is local

  • Both the city and the county administer their own sales tax. The practical effect is this: you report and pay the sales tax you collect to the local jurisdiction, not to the state, and you open your registration there as well. A reader used to a single state filing window meets a second window here.
  • The city's own tax page lists the taxes it levies, and the list carries consumer use tax, lodging tax, rental tangible personal property tax, sales tax, sellers use tax, tobacco tax and wine tax. No tax on wages appears on that list; details in the tax section.
  • The half-rate belt applies to businesses too. The belt just outside the city limits carries both a rate and licensing authority; run the address lookup before you sign a lease for premises.

Starting a business in a university town: let us be honest about it

  • This city's economy is heavily tied to the university, and that comes with a calendar. The start of a term, the end of a term and vacation weeks change customer numbers considerably. For a business in food, accommodation, transport or rentals this is a seasonality question and it belongs in the business plan.
  • We name no employer, business or sector as a recommendation, and we make no claim here about what will succeed. This is a legal guide; we do not give market advice.
  • If you will hire, the state's verification duty binds you too and it has no threshold. The statute's own words are every business entity or employer in this state, so a one-person business is inside it. We cover the detail, and the three sentences that matter on the worker's side, in the state law section.
  • The status side: in student and exchange categories, earning unauthorized income affects your file directly. Ask your immigration attorney before forming a business, taking a share in one or accepting freelance work. We publish no list here of what each status may do, because your file decides the answer.

20 · Public benefits

Will claiming a public benefit in Tuscaloosa affect my green card application?

Short answer

First the rule itself: the new public charge rule that took effect on 18 September 2026 brings certain benefits into the assessment, and that is federal, independent of which city you live in. What is specific to this page is not the rule but how narrow the options are in this state. Four things up front. First: the state has not expanded Medicaid and the coverage gap is real. Second: the state did not take the federal option that lets a state look past the five-year wait for children and pregnant people. Third: a sliding fee clinic is not a free clinic, and we publish no health center address from a federal database on this page. Fourth, and it matters particularly for this city's reader: a university student health plan and the public programs in this section are entirely separate things, and mixing them produces the wrong answer.

Steps, documents and official links

First, the distinction: a student health plan is not a public benefit

  • A health plan offered by a university or an employer is private insurance, paid for by you or by the institution. Medicaid, the separate children's health program and the marketplace discount described in this section are public programs. They are not the same question and they do not have the same answer.
  • If you are in student or researcher status, learn the scope of your institution's required plan and its waiver procedure from your own student services. We publish no institution's plan terms on this page, because none was read this round.
  • The cost of mixing them is real: using a student plan does not raise the public charge question in this section; applying to a public program can be a separate assessment matter. Know which box you are in before you act.

The coverage gap in this state: who is left with what

SituationWhat is actually left
Child under 19, family income above the Medicaid lineThe separate children's health program, with a premium and copayments; its published eligibility list names being a US citizen or an eligible immigrant
Pregnant, not eligible for Medicaid and without comprehensive coverageThere is a separate program for pregnancy, and the agency's published eligibility list names four things: residence, pregnancy, income and the absence of other coverage. Worth a telephone call
Parent with income above 18 percent of the federal poverty level but below 100 percentNothing. Above the Medicaid line, below the range where marketplace help begins. This is exactly where the gap is
Adult under 65 with no children and no disabilityThe agency's published income table contains no category at all for this person. A marketplace plan at full price, or a sliding fee health center
A medical emergencyEmergency Medicaid; the state's own regulation expressly puts the number, citizenship and status requirements outside this coverage
  • The parent ceiling is 18 percent of the federal poverty level. In a one-person household that is a few hundred dollars a month. The practical consequence is that almost any job puts a person over the line.
  • There is no adult expansion row in the agency's own table. We say that by reading the list the agency publishes; we do not quote the agency saying the word expansion, because it does not.
  • And one sentence we never soften: a sliding fee clinic is not a free clinic. The discount is calculated on household income and household size, and a charge still comes out. There is a health center that says on its own site that it serves this region, and we name it in the clinics section; we publish no address for it from a federal database, so take the address from the organization's own site.

A date for your calendar: 30 November 2026

  • The state did not take the federal option that lets a state look past the five-year wait for children and pregnant people. Alabama does not appear on the federal agency's own list of states that took it, and a second tracker gives the same result.
  • For states with a separate children's health program that did not take the option, the federal administration has set a plan-change deadline: 30 November 2026. This state is in that bucket.
  • No announcement by the state in either direction was found. So we do not say it has applied and we do not say it will not. We write the date and tell you to follow the agency. If your child is in this category, ask again in December.
  • 1 January 2027 is a separate date, when the marketplace premium discount narrows. Put all three in your calendar: 18 September 2026, 30 November 2026 and 1 January 2027.

The statute's own list, and the clause beside it in the same breath

After setting out verification of lawful presence as the general rule, the state statute names a list of exemptions: primary and secondary education, health care necessary for the treatment of an emergency medical condition, short-term in-kind disaster relief, immunizations, the maternal and child nutrition program, testing and treatment of symptoms of communicable disease, soup kitchens, crisis counseling, short-term shelter, prenatal care, child and adult protective services and domestic violence services. The full list and its institutional basis are in our state guide. Two warnings are mandatory and we repeat them here:

  • The list says verification is not required; it does not say the service is free or that everyone is entitled to it. Each program's own eligibility rules continue to run.
  • If verification is delayed there is an interim right, and the clause beside it goes in the same breath. The statute says that where federal verification is delayed or inconclusive, a person becomes eligible in the interim by signing a declaration of lawful presence. But another clause of the same section treats a false statement in that declaration as perjury in the second degree and counts every benefit received on it as a separate violation. Ask your attorney before you sign a declaration of that kind.

We print a conflict and take no side

  • The state's own health regulation, as last revised, still names refugees and people granted asylum among qualified aliens.
  • Federal law removes federal funding for them from 1 October 2026.
  • No state announcement reconciling the two was found. We do not say which will be applied in your file; ask the agency and ask for the answer in writing.
  • A second difference is on the record, and we write it as a difference and not as a promise: of two children's program eligibility lists published by the same agency on the same site in the same month, one names citizenship or eligible immigrant status and the other does not. Whether status is asked for in practice was not verified. This is a question for a telephone call.
  • No Alabama source was found on whether the state Medicaid agency reports applicants to immigration authorities. Neither its existence nor its absence should be assumed.

21 · Address reporting

I moved to Tuscaloosa. Do I have to report my address?

Short answer

As a general rule most people who are not US citizens, green card holders included, must report a new address within 10 days of moving. That is a statutory duty, not an administrative preference. The easiest route is the change-of-address screen in your online account; the paper AR-11 is free as well. If you have a case in immigration court you also notify the court within 5 days on Form EOIR-33. In this state the rule has a non-bureaucratic reason behind it, and it bears directly on a student reader: there is no immigration court in Alabama, so your hearing is in another state and only the notice sent to you says which court that is. An address the agencies do not have is the fastest way to miss a hearing.

Steps, documents and official links
  1. Sign in to your online account and open the change-of-address screen. The online filing satisfies the duty and you do not also need to mail a paper AR-11.
  2. Enter the receipt number of every pending application. Filing an AR-11 does not by itself change the address on a pending case.
  3. Tell the postal service separately. A postal change of address does not update an agency record.
  4. If you have a court case, file Form EOIR-33/IC within 5 days. The court address changes only through that form.
  5. If you are subject to regular reporting, also report the address through the enforcement agency's own portal.

Holders of A and G visas and visitors who entered under the visa waiver program are outside this reporting duty.

The trap peculiar to this city: a reader who moves several times a year

  • People move often in a university town, and this is where the rule above is broken most. Dormitory to apartment, apartment to a house shared with roommates, a different address for the summer. Each one is a move and each one creates its own report. What triggers the duty is not the envelope or the lease, it is the move itself.
  • The address you give the university is not an AR-11. Giving an address to the registration system, to a scholarship office, to the library, to a utility company or to a department secretary does not satisfy the federal duty. Telling the international student office is a separate duty of its own and does not stand in for this one; do both.
  • If you will be abroad or in another state for the summer, settle in advance who receives your mail. When an interview notice or a request for evidence lands in an empty mailbox, the clock keeps running.
  • If you are moving into a shared house, there is a zoning limit as well: in this city the number of unrelated people who may share a dwelling is capped, with a higher figure for certified student-use units. Read the renting section before you sign; this address question has a counterpart there and here.

One thing changed in 2026 as well: take account of the federal rule effective 29 June 2026 that restates alien registration and what counts as evidence of registration. You can read the text in the Federal Register record. Check that the document you carry still counts as evidence of registration.

22 · The immigration agency

Where is the immigration agency's office in Tuscaloosa, and where do you go for biometrics?

Short answer

We deliberately publish no address in this section, and the reason is concrete: the agencies' pages were closed to every route tried this round, and the archive service was rate-limited as well. We do not publish an office address out of an old archive, because that is precisely the mistake that sends people on wasted journeys. The only correct sentence is this: the address you go to is the address on your appointment notice. What you do need to know is the office types: a field office conducts interviews, an application support center takes fingerprints and a photograph, and the two are not the same place.

Steps, documents and official links
  • Two offices, two jobs: green card and citizenship interviews happen at field offices, and the fingerprint and photograph appointment at application support centers.
  • No walk-ins. Field offices do not take visitors without an appointment; appointments are arranged through the Contact Center. Use your online account for case status.
  • You do not choose the biometrics location: the center you attend is named on the I-797C notice. We cover what to take in our biometrics appointment article.
  • Do not assume the nearest center to your mailing address. Whether an appointment may be set at a center outside the state could not be verified this round, and in this state that is not a formality: as the court section below shows, traveling out of state is a real possibility here.
  • If a class schedule clashes with an appointment, the appointment comes first. A missed biometrics appointment delays a case and in some situations leads to it being treated as abandoned. If a notice arrives mid-term, follow the agency's instruction first and then speak to your institution.
  • What the center does not do: support centers do not give information about your case. Ask the Contact Center, not the center.
  • Appointments are free: the Contact Center is 1-800-375-5283. Intermediary sites that charge for an appointment are a scam.
  • Processing times: on the processing times page, select the form, the category and the office holding your case.

Do not confuse the three agencies

Readers constantly mix up three bodies: the immigration services agency and the enforcement agency both sit under the homeland security department, while the immigration courts are a separate body under the justice department. The agency does not answer what you ask the court, and the court does not answer what you ask the agency. On the court side this state has a problem of its own, and it is immediately below: there is no court in the state, and which one controls cannot be derived from the federal listing.

23 · The court

Where is the immigration court for Tuscaloosa, and how do I check my case?

Short answer

The answer on this page is short and certain: there is no immigration court in Alabama. The federal agency's own court listing arranges courts by the city they sit in, and no Alabama city appears in that index. What follows matters more, and it is why no court name appears on this page: we could not derive from the agency's own listing which court controls the record. No Alabama office appears by name; the neighboring regional courts use open-ended wording and none of them names Alabama, and one of them carries a parenthetical list of states that does not include Alabama. So we give you no court name and no distance figure. The same listing also carries three inconsistencies, and we print all three as contradictions below.

Steps, documents and official links

What the federal listing says, and why it does not answer the question

  • The listing ties a case to authority, not to distance. Which court keeps the record of a case is arranged by the federal office that issued the charging document and by named detention facilities. You can see the listing on the agency's own page.
  • No Alabama office appears by name. Courts in neighboring states describe their areas open-endedly as their region and any sub-offices; one of them carries a parenthetical list of states that does not include Alabama.
  • The result: a court cannot be derived from geography. In this state your hearing is not held in whichever building is closest; it follows which federal office issued your papers.
  • The correct behavior is one sentence: do not try to match your case to a court by searching for the name of your city, your county or your state. Read the notice sent to you; it names the court and the address.

We print three contradictions and resolve none of them

  • The same facility appears under courts in two different states. An Alabama detention facility appears in one column of the federal listing as the responsibility of a court in one state, and in another column as a hearing location of a court in a different state. The two columns may be describing different things, but that cannot be settled from the listing and we do not settle it.
  • The same listing misspells the name of an Alabama city. A letter is missing. Allow for that when you look for your own city or county in the listing; a reader searching letter by letter will never find that record.
  • One record is printed with no state at all. The federal listing does not say which state that facility is in, and we do not assign it one.
  • And a general name trap: the same listing carries facilities bearing the names of Alabama places, and some of them are in another state. Do not assume a record concerns you because a name looks familiar.

If you are going to court: the agency's own rules

  • Faxes and unauthorized electronic filings are not accepted. In the agency's own words, unless staff or the judge specifically asked for them, such filings are not made part of the record and are discarded without notice to the sender. That is a real way to lose a motion.
  • Security screening on every visit: metal detector and bag screening, shoes may have to be removed, no food or drink except as the judge permits, and no cameras or recording devices.
  • Hearings are open to the public and, in the agency's own words, you do not need to give notice of your visit in advance.
  • Attorneys and accredited representatives must register with the agency's own registry. Check that the person representing you is registered.
  • Do not underestimate the journey. Because your hearing will be in another state, getting there may not be a single day's work. We publish no distance or driving time figure, because none came from a source this round; plan from the address on the notice. For travel options, see the time and travel section, because what is available from here is not the same in all five settlements.

Case status and closures

  • Online check: the case information system needs only your A number; the telephone line is 1-800-898-7180. The official information is still the hearing notice.
  • Check closures on the morning of a hearing: the agency's operational status page. Severe weather closes institutions mid-day in this state; details in the severe weather section.
  • No enforcement or customs office address, telephone number or name is published on this page. Those agencies' pages were closed this round. Confirm reporting locations from the agency's own check-in page.

Where do I find my I-94, and what if it is wrong?

You can download the I-94 for your most recent entry from the customs agency's site. Errors made at entry, meaning the wrong visa class, the wrong name or the wrong period of stay, are corrected by offices called deferred inspection sites. Which office covers Tuscaloosa, and its hours, could not be verified this round, so we publish no address and no day here; read the list on the agency's own page.

  • Write first, travel second. Some of these offices open only a few hours a week.
  • Why it is critical for a student or researcher: the length of your status, the start of your work authorization and some eligibility questions all rest on what the I-94 says. If you went home over the summer and came back, each entry creates a new record; download it and check it after you return.

24 · State law

What is the local position in Tuscaloosa on federal immigration enforcement?

Short answer

The answer to this section comes from state law rather than from anything local, which means the answer is the same in every settlement in this state. The 2011 text of that law is still printed in the code, and a reader who finds it online can be badly frightened; the job of this page is to say what actually applies today. The truth has three layers: some provisions were permanently enjoined by a federal court, some were never enjoined and still stand, and the law was amended twice in 2025. We set out all three briefly here; the full account is in our Alabama guide. There is also one item that matters for this city's reader, and it sits on the worker's side: the work authorization verification duty has no employee-count threshold, so the smallest employer is inside it.

Steps, documents and official links

A source note, because it belongs at the top of this section

The state's own statutory text was read this round, so the layers below come from the law itself and not from a secondary site. But there is something the server that serves that text does not know, and it is the root of the whole trap: the server shows repeal and does not show an injunction. A permanently enjoined section sits there in full and with no warning attached. Text standing in the code does not mean the provision is enforceable. Widely used legal sites, meanwhile, say they are current as of 30 December 2024 and miss both 2025 amendments; do not rely on them.

Three layers, briefly

LayerWhat it means
Permanently enjoinedA federal court order permanently enjoined a group of provisions. The citation: Hispanic Interest Coalition of Alabama v. Bentley, Northern District of Alabama, stamped 25 November 2013. Among the enjoined provisions are the status inquiry at school enrollment, the offense of failing to carry registration papers, the offense of soliciting or applying for work without authorization, and the ban on renting housing to a person not lawfully present
Never enjoinedSome provisions were never enjoined and still stand. Foremost among them are the work authorization verification duty, verification of lawful presence for public benefits and the ban on local policies limiting enforcement; details below and in the public benefits section
Amended twice in 2025The old offense of concealing and harboring was repealed; a new offense of human smuggling took its place, with carve-outs for an attorney transporting a client to a federal facility, educational excursions, health care, noncommercial religious and charitable transport and transport for governmental purposes. A requirement of fingerprints and a known DNA reference sample before release from custody was also added
  • A date warning: the October 2013 date widely repeated for this order is wrong; that is the date of the parties' joint report, not of the order. If you see that date online, the citation above is the correct one.
  • A note on who the order binds: the defendants named in an order are not a list of where the provision is not dead. The force of the order comes from the finding that the provision is unconstitutional, and that finding operates statewide.
  • Do not read the protective clauses inside an enjoined section as live protections either; they are part of the enjoined text too.

Employer verification: no threshold, and three sentences for the worker

  • The statute's own words are every business entity or employer in this state. There is no employee-count threshold, so a cafe with one employee and a shop near campus are both inside it. The sanction side attaches to the business license.
  • The federal government makes the determination. The result the system returns is not the employer's opinion, and the route to contest and correct it runs on the federal side.
  • The employer has a good faith document compliance defense. The practical consequence is this: a name or date-of-birth mismatch is a real problem. Make sure the spelling in your passport matches the spelling in your other documents; Turkish characters and second given names are frequently entered differently in these records.
  • The employer's immunity for terminating an employee is conditional. The statute attaches that immunity to the termination having been made without regard to race, ethnicity or national origin. That sentence is a direct call to get legal advice. If you lost a job over a verification result and you suspect discrimination, speak to an attorney before you sign anything or settle.
  • And a note: two further provisions that put pressure on employers were both held preempted on the federal side. Those concern the employer, not the worker.

Cooperation and identity: the statute's own words

  • State law does not allow any state or local agency to adopt a policy that limits federal immigration enforcement, and attaches to that the withholding of state funds and a daily civil penalty. It also places a reporting duty on public employees.
  • From 1 October 2025, jails must hold a person for up to 48 hours when a federal detainer and an administrative warrant arrive. The provision's own wording ties this to the detainer and the warrant being present together.
  • And the statute's own limit: an officer may not attempt to make a final determination of status on their own, and may not consider race, color or national origin beyond what the constitutions permit.
  • The statute carries its own presumption list, and this is the most practical line for a reader: the provision names documents that, if produced, create a presumption that the person is not unlawfully present, and the list includes a valid Alabama driver license, a valid Alabama nondriver identification card, and a foreign passport with an unexpired US visa and a corresponding federal entry stamp. That is a presumption, not immunity, and it is no promise about how any particular encounter will go; but it is a concrete reason to get a license or ID card early.
  • No line in this section should be read as protection, and none of it is presented as a threat either. What is written here is the statute's own language.

What could not be verified, and why it is left blank

  • No federal cooperation agreement status could be verified for this county or for any agency in this city. The federal agency's participant list did not open by any route this round. We do not say there is none; we say we could not verify it, and not appearing on a list is not a protection either.
  • Whether the state itself holds a federal agreement could not be verified. The statute places a duty to negotiate on the attorney general; whether a signed agreement exists today could not be confirmed from a source.
  • Whether the fingerprint and DNA requirement carries any review, correction or deletion procedure could not be verified. We do not say there is none.
  • Whether the two provisions enacted in 2025 have been challenged in court could not be verified. We do not say they have not been challenged; we say research did not find a case.
  • We name no immigrant services organization, resettlement organization or free legal aid organization, because none was researched this round. That is a gap and it stands as one.
  • We name no mosque and no association whose 2026 activity was not confirmed from its own site. The same applies to student groups around the university.

25 · Voter registration and jury duty

I am not a citizen. Can I register to vote in Tuscaloosa, and what do I do about a jury summons?

Short answer

Voter registration and voting belong to US citizens only, green card holders included. Registering or voting without being a citizen can have severe consequences for your immigration file and is also a criminal offense. On the jury side we have to be honest: we could not verify this round which public records the state builds its jury master list from, so we do not know whether driver license or voter records feed into it, and we make no claim in either direction. What to do if a summons arrives is clear. This city also carries a warning peculiar to a campus environment: voter registration tables and campaign volunteers become visible at the start of a term, and filling in the form someone hands you, if you are not a citizen, is a step that is very hard to undo.

Steps, documents and official links

Voter registration: the rule is clear

  • The requirement is citizenship. Registering and voting in federal and state elections belongs to US citizens. A green card holder, a person with work authorization, a student or someone with a pending asylum application cannot register.
  • The immigration consequence is serious. Registering or voting without being a citizen is a direct problem in front of the officer assessing eligibility and good moral character; the policy manual treats this in a section of its own.
  • Do not fill in a form handed to you on campus. Voter registration forms are offered at start-of-term events, at dormitory entrances and at street tables, and the volunteer may tell you it is not a problem. Do not fill it in. A form signed at a club event is still a real application.
  • Read the box on the form. If a driver license, ID card or public service application contains a voter registration section, signing that section counts in most states as a sworn statement that you are a citizen. We could not verify from an official source how a license application in this state connects to voter registration; read every section of the form put in front of you at the counter, do not sign a section you do not understand, and do not answer yes to a citizenship question if you are not a citizen.

Jury summons: what we know and what we do not

  • We say what we do not know: we could not verify which public records the jury master list is built from. In some states the license pool feeds the jury list and a lawfully present foreign national can receive a summons; for this state we have neither confirmed nor disproved that.
  • If a summons arrives: do not ignore it and do not throw it away. Call the jury office of the court named at the top of the letter as soon as possible, or respond online as the letter instructs, and state that you do not meet the requirements for jury service.
  • Use the number on your own letter, not a general one. An address in this city sits in a single county, so there is none of the multi-county ambiguity other settlements have; but the letter can come from a county court or from a federal court, and the two do not follow the same procedure. Read which one it is from the letter itself, not from the envelope.
  • If you have moved, the summons may have gone to your old address. That happens often in a university town and an unanswered summons can create a problem. We cover updating your address in the section above.
  • A summons is not a mistake: the lists are built from public records and your name appearing on one does not mean anything has been started against you. It is not something to panic about; it is also not something to leave unanswered.
  • We do not set out the qualifications for jury service on this page, because the state's text on it could not be read this round. We write neither that you are qualified nor that you are not; ask the court and ask for the answer in writing.

If you have become a citizen: you can now register. Confirm the requirements and the routes from the state election authority's own page and take the current form from there.

26 · New citizens

I have become a citizen. How do I get a US passport in Tuscaloosa?

Short answer

A first US passport is applied for in person on Form DS-11: you take the original of your citizenship document to an acceptance facility. This city has acceptance facilities and the federal file shows two; one is the county court clerk's office and the other is the university's own unit. The second is the most practical line on this page, because the federal file's own note says it takes walk-ins and provides photocopying, photographs and mailing on site. One warning up front, because it costs journeys: search by ZIP code, not by city name. In this federal file a facility's postal city may not reflect where it actually is, and a concrete example of that was measured in this state.

Steps, documents and official links

An acceptance facility and an agency are two different things

This is the distinction readers mix up most. An acceptance facility can be a post office, a library, a court clerk's counter or a university unit, and it takes and forwards a routine or expedited application. A passport agency is a separate network for urgent travel, by appointment only. We could not verify the nearest passport agency this round and we name no agency, city or distance; take the current list and the appointment rules from the federal agency's own site.

The two doors in this city

FacilityThe federal file's own note, and what to know
The county court clerk's office
714 Greensboro Ave, Room 214, Tuscaloosa, AL 35401
205-464-8260
The federal file's own note says walk-in service Monday to Friday 8am to 5pm and gives a separate line: 205-464-8259. We could not verify the payment method or any local execution fee this round, so we do not publish them; another counter read in this state does not accept a card for the federal fee, so telephone and ask about payment before you go
The university's acceptance unit
325 Kirkbride Ln, Tuscaloosa, AL 35401
205-348-2054
The federal file's own note: walk-in, with appointments also available through the website, and photocopy, photo and mailing services available on site, no appointment necessary. So this is the facility where a reader is most likely to finish the job in one stop. Take the hours from the unit's own page rather than from the federal file

Search by ZIP code

  • In the federal acceptance facility file a facility's postal city may not reflect its actual location. There is a concrete example in this state: a facility listed under another city's postal name resolved, through a federal location service, to a different municipality's boundaries. So the envelope shows neither the authority nor the location.
  • What that means in real life: a person searching by their own city's name can miss a facility close to them. A ZIP code removes that error.
  • Some fields in the federal file are printed incomplete. The telephone field of one record in this state is incomplete and carries only six digits. That record is not in this city but it can come up in a search; we do not complete an incomplete number, so take the number from the institution's own page.
  • Do not rely on the federal file's hours codes alone. In an example measured in this state the file and the institution's own page show the same hours, but only the institution's own page explains the split between appointment days and walk-in days.

Going to the appointment

  • A first passport is applied for in person. Form DS-11 is completed but not signed; the signature goes on in front of the official. The original citizenship document is taken and handed over during the process, and comes back with the passport.
  • Identification and a photocopy: the original and a photocopy of your photo identification are asked for. On the notes read this round the university unit provides photocopying and photographs on site; ask about that in advance for the clerk's office.
  • We publish no fee figures here, because both the federal fee and any local execution fee change; read both from the page of the institution you will attend and confirm before you go.
  • For a child's application both parents must attend, or the consent document the agency requires must be produced. We cover where to obtain a child's birth record in the birth certificate section.
  • If you are traveling to Türkiye, settle in advance how your US citizenship is reported to the Turkish population register and which passport you will use to enter; that runs through the consulate.

Not sure about a step?

Ask before you do something that touches your immigration status

Applying for a benefit, changing your address, a citizenship requirement in a job advertisement, a voter registration form handed to you on campus or a jury summons can all show up in your file. You can speak with Attorney Asim Clinch, a Turkish-speaking immigration attorney working with clients in Tuscaloosa, in English or Turkish.

27 · Things to do

What is there to see in Tuscaloosa, and what does it cost to get in?

Short answer

In this city the answer fits in one sentence, and that sentence appears on no other page in this series: the cultural life here belongs to the university, the university charges the public, and it admits its own people free. So for a reader who is not a student or a university employee this is a disadvantage, and we say so plainly. In the other university town read this round the arrangement is the opposite; the two pages cannot be written in the same language. We set two rules up front as well. First: we do not publish a price that is not on the institution's own page, and we do not call a place free unless the institution says so in its own words. Second, a name trap that runs hard in this state: the park named after your area is usually in the next town. And a third, peculiar to this city: check the university's football calendar before planning a museum morning in the fall.

Steps, documents and official links

The university's museums: the public pays, its own people go free

The university's museum system describes itself as including four public museums. The amounts below come from the institutions' own visit pages, read on 10 October 2026. Prices and hours change; confirm before you go.

PlaceAdmissionWhat the institution itself writes
The natural history museum
Alabama Museum of Natural History
Smith Hall, 427 Sixth Avenue, Tuscaloosa, AL 35487
Adults 5 dollars
K-12 students 3 dollars
Children 5 and under free
Those admitted free expressly include the university's faculty, staff and students. Hours are Monday to Saturday 09:00 to 16:30, and the museum's own hours line says it is closed on university home football game days
The campus sports history museum
Paul W. Bryant Museum
Adults 5 dollars
K-12 students 3 dollars
Members and children under 5 free
Here too, the university's faculty, staff and students are free. Open Tuesday through Sunday
The archaeological park
Moundville Archaeological Park
Not in this city
Adults 8 dollars
Seniors 7 dollars
Students 6 dollars
Under 5 free
Part of the university's museum system but its address is in a different settlement. The park's own notice says the north half is closed to the public until further notice; the museum and the center of the plaza are open. The campground bathhouse is also closed from 1 December 2026 to 1 March 2027, with no tent camping during that period
The museum in the oldest building on campus
Gorgas House Museum
We publish no priceNo admission price was found on the museum's own page this round. We do not call it free and we do not call it paid; we do not invent a price. Published event hours are 09:00 to 16:30
  • A rare reversal in this series, and we write it plainly: in this city the university offers its cultural institutions at a charge to the public and free to its own people. If you are not a student or a university employee, that works against you. In the other university town read this round the university's art museum is free for everyone. So there is no rule that university town culture is free, and here the opposite holds.
  • Even in a household with someone studying or working on campus, the rule follows the person. The waiver belongs to the institution's own member; check separately for a guest or a family member with you.
  • The game day rule is a real closing rule. The natural history museum states in its own hours line that it is closed on home game days. Before planning a museum morning on a fall Saturday in this city, check the football calendar. Nothing else in this series has an equivalent.
  • The address trap is here too: the archaeological park is described in every guide as a trip from this city, but its address is in a different settlement. Against that, the natural history museum carrying the state's name really is in this city, on campus; do not try to correct that one.

The parks are run by the county, not the city, and that is specific here

  • In this city parks and recreation are run by the county's own authority, not by the municipality. In the other settlements read this round the parks sit under a city department. The practical effect: calling the city about a park is the wrong door here.
  • The authority's own list names many parks, activity centers and a playground built to be usable by everyone, and community garden plots are on the list as well. For a family that has just arrived, a garden plot is cheap outdoor activity and food at once.
  • But none of their fee terms were read this round, so we do not call them free and we do not call them paid. Ask the authority's own page.

The state park does not take its name from this city

  • The nearest state park to this city has an address in another town. So the place described as the city's park is not inside the city. Check the address before you set out.
  • Day admission, from the agency's own fee page, read 10 October 2026: ages 12 to 61, 5.00 dollars, ages 4 to 11, 2.00 dollars, ages 62 and over, 2.00 dollars, ages 0 to 3 free.
  • Admission is per person, not per vehicle. A family of five pays five admissions. Of the five parks read in this state, only one has a per-vehicle cap and this is not that park.
  • Annual passes at this park are 130 dollars individual, 180 dollars family and 80 dollars for ages 62 and over. And here is the line in this section that saves the most money: an annual pass is valid only at the park that sold it. There is no single statewide annual pass in this state and the price varies park by park; with a pass bought here you pay again at the gate of another state park.
  • Annual passes run twelve months from the date of purchase, not to the end of the calendar year.
  • There is one free admission route, but we raise no hopes for this page's reader: the agency publishes a free admission tied to United States military service. That is not a usable door for a newly arrived family and we do not offer it as an option.
  • We publish no fees for the other state parks in this region, because their fee pages were not read this round. We do not say there are none and we do not say they are free; we say they were not read.

Free federal land

  • Of the seven National Park Service units in this state, six charge no entrance fee at all, and the seventh charges only at a single entrance. That is the strongest free finding of this round, and it is federal rather than state. The list of units is in our Alabama guide.
  • Fee-free days remaining in 2026: 27 October 2026 and 11 November 2026. Put them in your calendar. The 2027 list has not been published yet, so we give no date for next year. The practical value is limited, though: most federal units in this state are free every day anyway.

The agency's own language warning, and we write it as it stands

The state parks agency publishes a language assistance notice on its own site, directing visitors who do not speak English to e-mail [email protected] and say, in their own language, what kind of help they need. The notice appears on the page in Korean, Vietnamese and Spanish, with that e-mail address given for other languages; research found no Turkish on that page. So for a Turkish-speaking reader the door is that e-mail address.

And we reproduce the warning on the same page, because the agency itself gives it: the state's site translations are produced by an automated process, are only an approximation, and in some cases may include incorrect or offensive language. So do not decide a price, an opening hour or a rule from the machine translation of a government site; the agency itself is telling you that. For anything that matters, use that e-mail address or telephone.

What we do not write in this section, and why

  • The admission price of the museum in the oldest building on campus. Not found on the institution's own page.
  • The fee status of the county park authority's parks and playgrounds. Not read; we do not call them free.
  • Admission prices for the city's own venues. Not published on the city's page.
  • The operator, hours and price of a transportation museum. Its former domain redirected this round to an address belonging to the university's museum system, so there has been an institutional change and the current position was not read.
  • The city's riverside walkway. Not verified at all this round.
  • Any distance or driving time, because none came from a source this round.
  • Any community association, cultural center or place of worship. We could not verify any of them from their own sites this round.

28 · Free and with children

What is free in Tuscaloosa, and where can you take children?

Short answer

We start this section with a warning, because it is the item stale guides get wrong most: the city's children's museum closed to the public in August 2026. The institution's own words say it plans to reopen under a different name and in a different building in late 2027. So the address that online guides, forum posts and travel sites point to as the thing to do with children is no longer it. Second, the most valuable item in this section: the library card, and in this city the card has a route of its own. Third, the line most likely to be misread: the discount published for low-income visitors at the museum is really a status question, and we explain that plainly below.

Steps, documents and official links

The children's museum has closed: do not trust the old guides

  • What the institution writes on its own site: after forty years the museum was closed to the public after 1 August 2026, and the institution announces that it plans to reopen under a new name, inside a new center, in late 2027.
  • Do not read that as a promise of a date. The institution's own wording is a plan; we publish no fixed opening date for late 2027 and you should not plan around one either.
  • The practical consequence: options for a household with small children on a rainy day are thinner here than they were. The honest answer is the natural history museum or a public library, not a children's museum.
  • And the general rule: when planning a weekend outing in this city, do not trust old guides and forum posts; look at the institution's own page. This item is the clearest proof of that rule.

The library card: the most valuable item in this section

QuestionThe institution's answer
Is a number asked forA Social Security number does not appear in the published card terms. That is an absence, not an express waiver
The route specific to this cityThe library's own sentence names three institutions, and a student ID from any one of them is enough on its own for a free card: The University of Alabama, Stillman College and Shelton State Community College. If your institution is one of those three, no proof of address is asked for; you only have to apply in person at a branch. For a student reader that is the shortest route to a library card in this series
If you are not a studentThe general terms run: identification carrying the right name and address, plus proof of residence. Confirm which documents are accepted from the library's own page; the document list was not read item by item this round
LanguageResearch did not find Turkish-language service. We do not say there is none; we say it was not found
A park or museum passResearch did not find a park pass lent through a public library in this state. Another state in this series had such a program; no counterpart was found here. We do not say there is none; ask your own branch

Why it goes on the first-week list: the card is free, it asks for no number, and in a city where indoor options are limited it is the most dependable free door for a household with children. Take your identification and proof of residence to a branch.

A weekly outing that is free and needs no English

  • The city's own page says the producers market at the riverside market building runs every Saturday from 07:00 to 12:00, all year round. Walking it costs nothing and needs no English; it is the cheapest weekly outing in this city.
  • But it is canceled in severe weather. The city's own notice of 7 October 2026 says that week's market was canceled because of forecast severe weather and would return to its normal schedule the following Saturday. So this is also the most concrete illustration of the weather problem in this state. Check the city's own notices before you set out.
  • The city's own arts and entertainment department runs four venues, including an amphitheater, the market building, a discovery center and a plaza. Admission prices for those venues are not published on the city's page, so we publish no figure.
  • We do not write dated events either, because one-off dates pass shortly after a page like this is published. Check the calendar on the institution's own page.

The cheapest indoor plan for a household with children

  • At the natural history museum children 5 and under are free, in the museum's own words; adults 5 dollars and K-12 students 3 dollars.
  • The library is free and getting a card asks for no number.
  • Do not forget the game day rule: on fall Saturdays the natural history museum is closed on home game days. Check the calendar before planning.
  • Do not plan a children's museum visit in this city; the closure warning above is exactly why.

The museum discount is really a status question, and we say so plainly

  • The university's natural history museum takes part in a nationwide program for low-income visitors and treats people covered by that program as free. But the door to that program runs through being enrolled in a food assistance program, and eligibility for that assistance program depends on immigration status. So the answer to can I get this discount is really a status question, not a museum question.
  • This page is not recommending that anyone enroll in an assistance program. We set out the immigration consequences of a benefit application in the public benefits section, and we ask you to read that section before this line.
  • The program does not mean the same thing at every institution. At this museum a covered visitor is treated as free; at other institutions read this round the same program means a reduced amount. Do not generalize, and read the page of the institution you will visit.
  • The procedure varies too: the discount is generally taken in person at the desk, with the card, and at some institutions photo identification, present there. The museum's own text says discounts apply to that person only and not to a group.

What is not on this list, and why

  • The price of the museum in the oldest building on campus. Not found on the institution's own page.
  • The fee status of the county park authority's playgrounds and parks. Not read. In another settlement read this round a comparable playground was documented as free in the institution's own words; we do not carry that answer across.
  • Admission prices for the city's own venues. Not published.
  • The current position of a transportation museum. Its domain redirected and current information was not read.
  • Any distance or driving time.
  • Any dated event. Some programs are free but require registration, and the dates pass.
  • Anything based on a government site's machine translation. The state's own warning says those translations are only an approximation and may include incorrect or offensive language; we give the park agency's e-mail address for help in languages other than English in the section above.

29 · Consulate

Where do Turkish consular matters run from for Tuscaloosa?

Short answer

Alabama sits in the consular district of the Consulate General of Türkiye in Houston, and that is not an assumption: the mission's own site lists its district as eight states and Alabama appears on the list on two separate pages; in the same round the pages of the other five Turkish consulates general in the United States were also checked and the word Alabama appears on none of them. There is no Turkish authority in Tuscaloosa where you can get something done in person, and the journey leaves the state. Two things up front, because both mean a wasted trip: there is a single published window for general consular business and it is mornings only, and visa applications are taken separately, in a thirty-minute window.

Consul GeneralÇağrı Sakar. Diplomatic postings change, so check current information before traveling

All three attache offices are in the same building

In the previous round of this series the attache offices were in a different building from the Consulate General, and that page sent readers to two separate addresses. The position here is different and we do not carry that warning across: the Religious Affairs, Education and Commercial attache offices all publish the Consulate General's address. The education attache office being in the same building matters particularly for this city's reader, because diploma and equivalence questions are common in this audience; but the appointments are separate, and because the general window is mornings only, work out in advance whether both will fit into one day. Telephone numbers and e-mail addresses are in our Alabama guide.

Getting there from Tuscaloosa: build the plan around your own city

  • We publish no distance or driving time figure, because none came from a source this round. What we can say is that Houston lies to the west of this state and that the journey leaves the state.
  • If you fly, this city's scheduled service does not run from its own airfield; we cover that in the time and travel section. This city does have its own passenger rail station, but the route does not run toward Houston; that is in the same section.
  • You do not need to convert the time: the Consulate General is in the same time zone, so the published appointment and telephone hours are directly your hours. But the window is narrow; keep that in mind.
  • For a reader with a class or laboratory schedule: because the general window is mornings only, this trip is in practice a full day. If you plan to go during term, take an appointment in a reading week or a vacation period.

What runs through the mission

The transaction headings in the mission's own application menu show what actually runs from there: birth notification and population register matters, marriage notification, passport matters, military service matters, notarial acts and powers of attorney, Turkish citizenship matters, estate matters, and the education and visa headings. Booking, checking and canceling an appointment is done through the mission's own menu, which is split in two: consular transactions for Turkish citizens and visa pre-applications for foreign nationals.

We do not publish a document list on this page. Each transaction has its own fee and its own document list, and we could not verify them one by one this round. Traveling to another state with the wrong document would be the most expensive advice this page could give you; confirm the list from the appointment menu and from the call center.

And a notary trap, which you should read

In this state there is no such document as a marriage license; a marriage is created by signing a form before an Alabama notary and delivering it to a probate court. And that form cannot be notarized at the consulate: the signature required is that of a notary commissioned by Alabama. So do not plan to travel to Houston and have the form signed there. We set out the whole procedure, including the requirement that the form reach the court within thirty days of the signatures, in the marriage section; read it before you book an appointment.

Three routes to try before you travel

  1. The e-Devlet portal. Population register, address and some document matters can be handled remotely; check here first which transaction can be done at a distance.
  2. The call center. Open seven days a week, twenty-four hours, and the fastest way to find out which document you need.
  3. Courier or post. Some transactions run on documents sent in. Ask the call center which ones are accepted; do not send documents on your own initiative.

2026 closure days

The 2026 holiday list published on the mission's own contact page contains days that fall after this page was published, and two are immediately ahead: 12 October and 29 October. The list also carries 11 November, 26 November, 24 December and 25 December 2026, and 1 January and 18 January 2027. The list is published annually; check the current one before booking.

PDF: Turkish Consular Matters from Tuscaloosa: 2026 Guide

30 · Apostille

How do I get a document from Tuscaloosa accepted in Türkiye?

Short answer

The office that does this work is at state level, and we set out its procedure, its fee and the answers to its frequently asked questions in our Alabama guide. Seen from Tuscaloosa, the critical links in the chain are these. First, and the most expensive: every document in a foreign language must be accompanied by a notarized English translation, and that is the likeliest reason a Turkish reader's packet comes back. Second: federal documents are not authenticated at state level, so a document such as a naturalization certificate does not go to the state capital. Third, and the one this city's reader meets most often: school documents also have to be notarized first, and the school's own seal with the registrar's signature is not enough. Fourth, the sentence that sums the section up: easy at the counter is not the same as easy at the apostille desk.

Steps, documents and official links

The first link: obtaining the document with the right signature

  • In this state birth, death and marriage records are kept in a single statewide register and a copy can be collected from any county health department. That makes the counter side much easier; we cover it in the birth certificate section.
  • But the apostille side is not as easy. The office's own rule requires that all birth and death certificates needing an apostille bear the signature of the current state registrar. So an ordinary copy taken at a counter may not be usable directly.
  • Say it when you order: state from the outset that the document will be used abroad and is needed for authentication. That one sentence can save you weeks.
  • The physical requirement: an original signature and an embossed or ink stamped seal of a currently commissioned Alabama public official. An ordinary photocopy does not meet it.

School documents: the item asked about most in this city

  • The office's own answer is clear: school documents such as diplomas and transcripts must first be notarized by an Alabama notary public. A school official's signature with the school seal applied by the registrar is not accepted.
  • If you are on the certification route there are two steps: the document goes through a notary, then a county authentication is obtained, and only then does it go to the office.
  • Practical order: start during the graduation term, not after it. Obtain the original from the records office, take it to a notary, then run the authentication chain. Records offices are busy at the end of a term and that costs weeks.
  • The same chain applies if you are using the document yourself: documents sent to Türkiye for equivalence may not be accepted without it; ask the education attache office which document is required in which form.

Apostille or certification: we do not answer that fork

  • The office's own sentence says that if the country where the document will be used is a party to the Hague Convention an apostille is affixed, and if it is not a party a certification is affixed. The same sentence points out that being a member of the Hague Conference and being a party to the Convention are not the same thing.
  • The office publishes a list of countries showing which treatment applies to each, but that list could not be opened this round. So we make no claim on this page about which treatment applies to Türkiye. Consult the office's own country list or telephone; asking for the wrong treatment means the packet comes back.
  • The signature requirement differs between the two routes: for an apostille the document must bear the signature and seal of a currently commissioned Alabama notary public, a probate judge or the current state registrar; for a certification the office names a probate judge, a circuit clerk or the current state registrar. Do not prepare documents without knowing which route you are on.

The county step, and the test is not your county

  • The certification route carries an extra step: for every document that has passed through a notary, a county authentication must also be obtained from the probate judge of the county where the notary is commissioned. So two separate offices come into play on that route.
  • Note that the test is the notary's county, not yours. An address in this city sits in a single county, so there is no ambiguity on your side; but if you found your notary in a neighboring settlement or off campus, that notary's county may be a different one and the step moves there.
  • Practical instruction: once you have found a notary, ask which county they are commissioned in and write the answer down. Finding out after the document is signed means a second journey.
  • Where to find a notary: the state health agency's own answer says notaries are found in many places including banks, public libraries, shipping outlets, automobile clubs and some pharmacies, and that your own bank should generally provide notary service free of charge. The same answer notes that notaries who travel to you may charge a travel fee and that the state sets no limit on it.
  • The office also publishes a public official database, which you can use to find the right county's probate judge.

The two lines that send a Turkish reader's packet back

  1. Documents in a foreign language. The office's answer, word for word: all documents in a foreign language must be accompanied by a notarized English translation. Sending a Turkish document without one brings the packet back.
  2. Federal documents. Again word for word: federal documents are not authenticated at state level, and the reader is directed to the federal authentications office. This is an expensive and very common mistake.

Do not break the order

  1. Obtain the document with the right signature. Say it will be used abroad.
  2. Translate it if needed and have the translation notarized. For a foreign-language document this is mandatory.
  3. Obtain the county authentication if needed. The test is the notary's county; settle this by telephone.
  4. Obtain the authentication last. An authenticated document cannot be altered afterwards.

The other direction: using a Turkish document in the United States

For Turkish documents you will use in the United States for your immigration file, the direction reverses: those documents are apostilled in Türkiye and presented here with a certified English translation. No authority in Tuscaloosa performs that step.

What is the time difference between Tuscaloosa and Türkiye, and how do you get to Istanbul?

Short answer

Tuscaloosa is on Central time, and the good news is that the whole state is in the same zone, so moving north or south inside this state does not change your clock. Türkiye stays on the same time all year and does not observe daylight saving; here it is observed, so the gap changes by an hour twice a year on its own: 8 hours in summer, 9 hours in winter. On the travel side this city has one advantage of its own among the five settlements, and it is what sets this section apart: the city has its own passenger rail station. Of the five settlements read this round, only here is there one. On the flight side there is a name trap: the word international in an airport's name does not mean there are scheduled international passenger flights.

Steps, documents and official links

How many hours, and when it changes

PeriodDifference from TürkiyeIf it is 09:00 here, in Türkiye it is
During daylight savingTürkiye is 8 hours ahead17:00
During standard timeTürkiye is 9 hours ahead18:00
  • Clocks go back on the first Sunday in November at 02:00. For 2026 that is 1 November 2026. So in the days this page is published the gap is 8 hours, and after the first week of November it is 9 hours. Because Türkiye does not shift its clocks, you experience the change one-sidedly.
  • Clocks go forward on the second Sunday in March at 02:00.
  • The consulate is in the same time zone. The Consulate General in Houston is on Central time, so its published appointment and telephone hours are directly your hours. But the general window is mornings only; details in the consulate section.

The practical window for calling Türkiye

  • The trap runs the other way: if a bank, hospital, university or government office in Türkiye works weekdays 09:00 to 17:00, the window you can call from here opens very early in the morning and closes before midday. In summer, when it is 17:00 in Türkiye it is 09:00 here.
  • The most concrete form of this for a student reader: if you need a transcript, an equivalence document or a student certificate from your institution in Türkiye, make that contact first thing in the morning; an e-mail written in the afternoon gets its reply the next day.
  • Two channels solve it: e-Devlet and the twenty-four hour consular call center. Both remove the time difference.
  • Tell people calling you from Türkiye: an evening hour there is midday here. Plan appointments and family calls accordingly.

Rail: this city has its own station, and it is the only one of the five

  • A single passenger rail route crosses this state, and according to the national passenger rail operator's own state fact sheet there are three stops in the state. This city is one of those three. Of the other four settlements read this round, two sit entirely off the route and two have their nearest stop in a different settlement.
  • Service is infrequent and you should know that up front: the operator's own note says the route runs one round trip a day. So a missed train means the next day, and that leaves a very thin margin when you are planning a connecting flight.
  • The route runs to the northeast, and in the operator's own description it passes from this city to the region's largest city and then on to the major cities of the eastern seaboard; westward it runs down to the gulf. We publish no distance, driving time or journey time figure, because none came from a source this round.
  • We publish no per-station ridership figure: the table in the operator's own document aligned differently under two separate extraction methods, so the figure could not be trusted. The state total and the route and stop information are reliable; the per-station breakdown is not.
  • Why it matters: for a reader without a car, or one who prefers not to fly, this is an option available in only one of the five settlements. Take the timetable and the ticket from the operator's own site; we could not verify the station's hours or whether it is staffed.

Flights: the airport is not in this city

  • There is an airfield in this city, but research did not find scheduled passenger service there. For a scheduled flight a reader travels to the airport in the region's largest city. We do not say there is none; we say research did not find one, and we publish no distance or driving time figure.
  • The region's large airport says in its own words that it connects travelers nonstop to 22 destinations across the country and that other destinations are reached with one stop. Every nonstop destination on its list is domestic.
  • The conclusion, carefully written: research did not find a nonstop scheduled flight from any airport in this state to Istanbul or to any international destination. Our basis is the airports' own nonstop destination lists. We do not write that there is none; look at connecting options when you search and confirm the routing on the carrier's own site.
  • And the name trap: both of this state's large airports carry the word International in their names, but that does not mean there are scheduled international passenger flights. One of them is also a large cargo and intermodal hub, and the word in its name relates to that activity too. When you search for a ticket, look at the flight list and not at the airport's name.
  • Luggage and identification: the document you use on an international flight is a passport. We cover where the cards issued by this state are and are not accepted, on aircraft and in federal buildings, in the driver license section.
  • Weather: allow for severe weather when planning a flight or train day. This state has two separate severe weather seasons and the second begins in early November; details in the severe weather section.

Your questions, answered

Frequently asked questions

Which county is Tuscaloosa in, and what does that change?

Here the answer is single: the city sits entirely inside Tuscaloosa County. The Census Bureau's place-to-county file confirms it. So the question our Alabama guides keep asking, which county am I in, does not have two answers here. Do not relax, though, because three other lines run in its place and none of them follows the same path: your address can be inside the city limits, in the city's police jurisdiction, or in the unincorporated part of the county. What changes: the rate you pay at the register, your water and sewer rate (the city utility publishes two separate rate schedules, one for inside the city and one for the police jurisdiction), whether the three-digit city line works for you, which school district your child falls into, and how many unrelated people may live in one dwelling. What does not change: the license and vehicle registration are state and county business, vital records come from a single statewide register, a marriage certificate can be recorded in the county of your choice, and weather warnings carry the county name. The one thing to do on day one is look up your address; the tools and how to use them are in the city and regions section.

How many people can I share a house with?

This is the university-town question in its legal form, and the answer is a number. The city's zoning text says that no more than three unrelated persons may live together in a single dwelling unit. There are two exceptions. First, in the districts the zoning text calls Historic Overlay, a separate occupancy restriction in the city code applies. Second, and this one is for students: in the dwelling types the zoning text names for student use, that is U-single, U-rowhouse, U-duplex and U-triplex, and in multifamily student-use housing, the number rises to five, but only where the unit is certified for that occupancy. We print the codes exactly, because the code is what you will be searching for on the city's zoning map. What that means in practice: four graduate students sharing a house is not lawful by default, and the question to ask before you sign is whether this unit is certified for five. And two cautions. First, we read this text in the city's own zoning rewrite document, whose footnote says the restriction is carried forward from the existing zoning ordinance; the adopted code text could not be reached in this research, so we give no section number and tell you to confirm the figure with the city. Second, another Alabama university town has a different cap, and there it varies from district to district inside the city; do not carry that answer over to here. The detail is in the renting section.

Does opening a water account require a Social Security number?

We have to say two things in the same paragraph here, because one is an opening and one is a gap. The opening: the city water and sewer department's new account application writes the number field as Social Security number or taxpayer identification number, and the form's own instruction says this: if you would prefer not to provide a Social Security number on the form, you can request contact by a service representative instead, and you indicate that by writing a request to be contacted in that blank. That is the plainest wording we have seen on a utility application in this series. The gap: the same form's required documentation list names a copy of the customer's driver's license and a copy of the lease or home ownership papers. No sentence saying a passport is accepted in place of the license was found in the department's own text. So a newcomer who does not yet hold an Alabama license or ID card is not addressed by the form's own wording. We do not say it will be refused, we say we found no published sentence, and that makes it a phone call. If your name is not on the lease, the form has a built-in route: you state your relationship to the person named on the documents, and that person signs the form as a witness. The detail is in the water and trash section.

Can my power be cut off if I cannot pay?

Here the trigger is not a calendar but temperature, and it runs one way only: cold. The regulator's rule says residential electric or natural gas service may not be disconnected for non-payment when the forecast for that calendar day at that address is 32 degrees Fahrenheit or below; the governing forecast is the National Weather Service forecast. Read the four limits together. First, the scope is electricity and natural gas only; water, sewer and trash sit entirely outside this rule, and in this city those three share one city account. Second, no heat threshold was found, so we cannot show you a state protection against an air conditioning shutoff in summer; we do not say there is none, we say we did not find one. Third, the rule document the regulator publishes carries a very old effective date and whether it has since been amended could not be verified, so we name the rule but we do not claim it applies unchanged today. Fourth, and this is the part that bites here, the rule binds regulated utilities only, and the regulator writes on its own page that it does not regulate municipal utilities, electric cooperatives or most water companies. In this city water, sewer and garbage come from a city department, so for those three you have no state-level complaint route; the appeal is to the city. The kind of body that supplies power and gas here could not be verified in this research, so we tell you to learn from your own bill whether that door is open. The detail is in the utilities section.

Where do I shelter if there is a tornado?

One of this city's most valuable items sits here: the county emergency management agency publishes a storm shelter map that shows open and closed status. The map's own categories separate shelters located in the city, shelters located in the county, pet friendly shelters, open shelters and closed shelters. The same agency's site carries an English and Spanish language switcher, a siren information page, and a notice about the state storm shelter tax credit; it also runs its own alert registration. We did not find a list like this in most Alabama counties, and having one here is a real advantage. But we write a limit too: the individual shelter locations on the map load through a component that runs in the browser and could not be read in this research. So we do not give you a building name; we give you the map by name and tell you to open it and identify your nearest one before the weather arrives. And the agencies' most vital rule: the time to travel to a community shelter is the watch; setting out after a warning is issued is dangerous and is not recommended. Shelters are generally opened during a watch and may not always be available. If you live in a manufactured or mobile home, the official advice is not to shelter inside but to leave before the weather arrives and go to a strong building, and that is a renting decision. The detail is in the severe weather section.

Is there really a toll crossing, and how do I pay it?

Yes, and this is a section we open on this page alone among our Alabama guides. In the Federal Highway Administration's toll facility inventory, the Alabama entries include a bridge at this city: the Black Warrior Parkway Bridge, over the Black Warrior River between US-82 to the north and I-59. Know three things. First, the bridge is not operated by the state transportation department; the inventory names a private company as the operator and records that it is not a federal-aid facility. So there is no such thing as a state toll road system here; this is a matter of individual bridges. Second, the electronic toll tag is named Alabama Freedom Pass, and the inventory names it for this bridge. Third, and this is the honest part: we publish no passenger-car toll amount. The inventory describes the facility as carrying a flat toll and gives only a per-axle surcharge for trucks; the compilation itself dates from an earlier year. Get the current amount from the operator's own channel and pay only through that channel. One more warning: research did not find a notice published by any Alabama agency about fake toll text messages, but even so, do not tap a payment link that arrives by text, and verify the amount on the operator's own page. The detail is in the toll section.

Can I live here without a car, and can I ride the university shuttle?

The city has its own transit authority, running fixed-route buses and a trolley. Hours are Monday to Friday, 5 a.m. to 6 p.m., a single ride is $1.00, transfers are free, children 3 and under ride free, riders over 60 pay half with a card, and disabled riders pay half with a Medicare card accepted for the discount. The agency's own practical warning: the 4 p.m. run is the last one that lets you transfer from one bus to another at the main terminal. On the university shuttle question we measured rather than assumed, because a neighboring university town produced a surprise. There, the university's own shuttle is closed to the general public and the public system is a different body altogether. The structure here is different: the university shuttle appears as a route on the city transit authority's own route list, and under the authority's fare table that route is free with a valid university ID, running on school days only and in two narrow windows. But here is what we could not confirm: no sentence by the authority was found about whether someone without that ID may board that route by paying the ordinary fare. So we say neither that it is open to the public nor that it is closed; call the authority before you ride. And this city has a privilege: it has its own passenger train station, and the state's only permanent route runs through it. The detail is in the transit section.

Which license office do I go to?

There is a distinction here and it bears directly on a foreign national. The state law enforcement agency's own office dataset carries a field showing, for each office, whether foreign national transactions are handled. In this city the result is this: the county plate and license offices do not handle them; the state law enforcement agency's own office does. So a foreign national who goes to the county counter can be turned away. The right address is the agency's office in the city: 2645 Skyland Boulevard E, Tuscaloosa, AL 35405, weekdays, opening early in the morning. And we print a contradiction without taking a side: the agency's own office page gives the closing time as 4:30 p.m., while the data layer behind the same agency's office map gives 4:00 p.m. Both are the agency's own source and both were read on October 10, 2026. So call before you go, and also ask for the last time a test will be started, which can be earlier than closing. On the state side, know four things: a new resident has 30 days; the written test is offered in eleven languages and Turkish is not among them (an oral test option exists for applicants who cannot read the test); Türkiye is not on the reciprocity list, so a license is not exchanged but earned from scratch; and the agency's own handbook asks for evidence of authorized presence. That last item is not a procedural tip, it is a reason to speak to your attorney. The detail is in the license section.

Which school will my child attend?

First, separate the thing people confuse: this city has two separate school districts and they are different bodies. The city school district runs addresses inside the city, and the county school district runs addresses outside it. A house a step outside the city line falls into a different district, and the rental listing will not say so. The city district publishes its own school zoning map, which tells you which school an address is zoned for; run it before you rent or buy. The documents asked for at enrollment are listed on the district's own page: proof of birth, the current or most recent report card if applicable, proofs of residence in the form of a lease or mortgage in the parent's name and two current utility bills in the parent's name, and the state immunization record. The district's own sentence adds this: all documents must show the address of the physical residence and the name of the parent or custodian, and post office boxes are not acceptable. And here is a real difficulty for a newcomer, which follows from two verified facts put together: in this city water, sewer and garbage arrive on one bill, so meeting a rule that asks for two separate utility bills in the parent's name means the power account has to be in the parent's name too. Open both in your own name in your first week. There is good news as well: no Social Security number appears in the district's published list, and no statement was found that immigration status is asked; the page calls the documents requested, not required; and the page carries a separate resources section for international families. The detail is in the school section.

I want to get married. Where do I go?

First the surprising part: there is no such document as a marriage license. Since 2019 the courts have not issued one. The flow that replaced it is this: the couple fills in the marriage certificate form published by the state health agency, signs it before an Alabama notary, and files it with the probate court of any county; the marriage is valid the moment the court records it, and a ceremony is not required (the county's own page says so too). This county's recording fee is verified: $75.00, paid in cash or by two card brands, and the county's own note says there are no refunds. Two cautions: the figure was read on October 10, 2026 and the page carries no date; and because the form may be recorded in any county in the state, the fee varies by county and this is the one item on this page you can shop for. The agency's own instruction is to call the court first. For a Turkish reader the critical line concerns the notary: the notary must be an Alabama notary, and on an opinion the agency relays, a notarizing official within the U.S. Department of State is not accepted, so you cannot have the form notarized at a consulate abroad. The probate office does not provide notary services for marriage certificates either, and it says so in its own text. And the hardest deadline: the form must reach the court within 30 days of the later signature date; a postmark does not count, e-mail and electronic signatures are not accepted, and if the time runs out the marriage is invalid. On the number question the agency's answer is plain: for someone never issued a number, the field is left blank. The detail is in the marriage section.

Where do I get a birth certificate, and is my passport enough?

There is a single statewide register, and in the agency's own words you can obtain the certificate at any county health department in the state; most birth certificates are issued while you wait. Because this city sits in one county, the counter is single too. On identification the answer is clear and in your favor: the agency's primary document list names a U.S. or foreign passport without qualification, so a Turkish passport is enough on its own. The list also includes a resident card, an employment authorization card, a state identification and a school identification, which helps a student reader. No list mentions a Social Security number and the card is expressly not accepted; the only reference is Social Security correspondence, not the card, and that sits on the secondary list. But there is a trap: a primary document may be expired by no more than 60 days, which is a real obstacle for a reader waiting on a passport renewal. And if you hold no acceptable identification at all, do not stop: the agency tells you on its own page to call the center for that special case. We also print an asymmetry in the same paragraph: a marriage certificate is an unrestricted record that anyone who can supply enough information and pay the fee may request; a birth certificate is restricted and identification is required. So someone with no identification can obtain a copy of a marriage certificate while the same person cannot obtain a birth certificate. And the apostille asymmetry: an ordinary counter copy is not enough, the document must have been produced for that purpose. The Turkish handle is here: the same agency publishes its free language assistance notice in Turkish, with a telephone number. The detail is in the vital records section.

I have no insurance. Where can I go?

First the sentence that matters most: a sliding-fee clinic is not a free clinic. The discount is calculated on household income and family size and you still pay something. In this city there is one organization we can name, which we could not do in our other Alabama guides: Whatley Health Services says on its own site that it provides primary health care to all people of West Alabama and lists a center in this city; its main number is 205-758-6647, it advertises a Saturday clinic from 8 a.m. to 3 p.m. and walk-ins, and in its own words it also cares for uninsured and medically underserved residents. But we write two limits plainly. First, the phrase sliding fee does not appear on that organization's own home page; the sliding-fee point rests on the general federal description of this kind of center and was not separately verified for this one. When you book, ask in advance what you will pay. Second, none of the center pages we read says anything about immigration status, so we cannot write that status is not asked. We publish no address and we take none from a federal health center data service; take the address from the organization's own site. In an emergency the answer is different: under federal law a hospital emergency department must screen and stabilize regardless of ability to pay or immigration status, and on the payment side the state's own regulation expressly removes the number requirement. We also print the statute's own list: the services for which lawful presence need not be verified include immunizations, the nutrition program for women and children, testing and treatment of communicable diseases, prenatal care and emergency treatment. But the list says verification is not required; it does not say free. The detail is in the clinics section.

Can my landlord ask about my immigration status?

The honest answer has three parts. First, the real basis you hold: the state's own fair housing provision makes it unlawful to refuse to rent a dwelling, or to discriminate in the terms of a rental, because of race, color, religion, sex, familial status or national origin. National origin is on the list, and that is the handle for a Turkish reader: if you believe you were refused because of your name, your accent or the country you came from, that is the provision you rely on. Second, what is not on it: source of income and immigration status are absent, and research found no state provision barring a landlord from asking about status. Disability is not named in this provision either; disability protection in housing comes from the federal fair housing statute, and the two are separate laws, so do not merge them. Third, what you will run into online: the 2011 act contained a provision on renting a dwelling to a person unlawfully present; that provision was permanently enjoined by a federal court (the order is Hispanic Interest Coalition of Alabama v. Bentley, Northern District of Alabama, Doc. 180, entered November 25, 2013), but the text is still in the code and the state's own server publishes it with no warning note. Know that if your landlord shows it to you. There is a retaliation ban too, but a narrow one: it reaches three circumstances only and we write out all three. And an open end: whether the state bars cities from adopting their own tenant ordinances could not be determined, and whether this city has a rental ordinance of its own could not be verified; we do not say there is none, ask the city. The detail is in the renting section.
