Just moved to Las Vegas? Do it in this order

Learn one thing about Las Vegas before anything else: the place you call Las Vegas is often not the City of Las Vegas. The famous hotel and casino corridor lies inside no municipal boundary at all; it is the unincorporated area of the county, and the break point is Sahara Avenue. The county says so in its own words: most residents living south of that avenue are not within a city boundary and receive their traditional urban services from the county rather than from any municipality. The Las Vegas, NV on your envelope does not change that. The consequence shows up in everyday life: zoning, building permits, business licenses, code complaints and the refuse contract all depend on which side of that line your address falls. Second, money: the watering rule here is permanent and the penalty is real, and water running off your property has no exemption at all. Third, documents: several doors are open to a person without a number, the water utility writes the passport route on its own page, and there is a separate driving credential that asks for no Social Security number. Below are the 30 everyday tasks Las Vegas newcomers search for most, with links to the official sources. Statewide rules are kept short and linked to our Nevada guide.

  1. Day oneFind out whether your address is inside the city limits. The answer decides which door you knock on for everything from a code complaint to a building permit.
  2. 10 daysIf you are subject to address reporting, report your new address to USCIS (AR-11). A move inside the city counts too.
  3. Week 1Open three separate accounts: electricity from one company, gas from another, water from a third. A bill in your name is a residency document.
  4. Week 1Find out your watering day. Days are assigned to the address, Sunday is banned all year, and a second violation starts the fines.
  5. 30 daysIf you moved from another state, the reported deadline to apply for a license is 30 days. Without a number the route is a separate card.
  6. With a carRegistration and the emissions test. One day without insurance has a price here; there is no grace period.
  7. NowEnroll your children in school. The district states it does not collect immigration status; a driver license is not accepted as proof of address.
  8. NowApply for health coverage: the marketplace is the state's own. After October 1, 2026 Nevada treats children and pregnant people differently from some other states.
  9. Week 1Get a library card. A separate card type exists for people who cannot verify an address; confirm the terms at a branch.
  10. Week 1Open a transit fare account. Drivers give no change and passes are not sold on board.
  11. If marryingThe marriage license counter is open seven days a week until midnight. The fee is $102 and checks are not accepted.
  12. If you boughtThe property tax cap does not arrive by itself; recording a deed drops the prior abatement and the card must be signed and returned.

Consulate, apostille and other Türkiye-related tasks are at the end of the page. Statewide rules are in our Nevada guide. Download this checklist as a PDF (first 90 days)

Sahara Avenue

This is the break point. The county itself writes that most residents south of this avenue are not inside any city boundary.

$80 to $1,280

Water waste fees escalate. A warning first, then $80, $160, $320, $640 and $1,280 on a typical residential meter.

7 days, to midnight

The marriage license counter is open seven days a week from 8 a.m. to midnight, and the office states it does not close for holidays.

1973

The county office holds birth records from this year onward. An earlier Clark County birth cannot be obtained there at all.

How do I get a driving credential in Las Vegas, and what if I have no number?

Short answer

A driving credential is a state matter and Las Vegas has no rule of its own; inside the city limits or outside them it is the same agency and the same rules. The state answer has two routes: if your documents meet the standard, a standard license or REAL ID; if they do not, a Driver Authorization Card. The agency's own handbook states that a Social Security number is not necessary for that second card. But the two routes are not separated only by a document list; they are two separate information regimes, and that is what we put at the center of this page. The sections and the full document list are in our Nevada guide; what belongs here is the appointment in this city and which doors the card does and does not open.

Steps, documents and official links

Two routes, two information regimes

The two sentences below come from the same official driver handbook and we print them side by side. Which one fits you is a decision for you and your lawyer; this page does not decide.

  • For the status-neutral card: the handbook states that information used to obtain it will not be released or used to determine legal presence or immigration status. The same paragraph also draws the card's limits: it cannot be used to determine eligibility for any benefits, licenses or services issued or provided by the state.
  • For a standard license and REAL ID: the same handbook states that any immigration documents presented will be submitted for electronic verification of lawful status.

The second sentence is about the documents presented, not a promise or a threat about the card itself. This page labels neither route safe nor risky; no promise and no threat, only the agency's own two sentences.

What the card says on its face

The agency describes it this way: between the status-neutral card and a standard license there are only two differences. The card states Not Valid for ID in the top portion, and the blue banner carries the card's own name instead of the word license. The appearance is otherwise identical. So there is no colored stripe or cut corner of the kind other states use; the difference is one phrase and one banner.

Three other markings get confused and all three are different things: a person whose documents qualify receives a REAL ID carrying a gold state outline and star; a standard non-REAL-ID credential carries NOT FOR REAL ID PURPOSES; and a credential issued on temporary status documents is additionally marked Limited Term, with the agency stating that it expires on the verified departure date, or after one year where no date is given.

Where it is accepted, where it is not, and what we could not find

Applying for a police-issued work cardWe could not find out
Opening a bank accountWe could not find out
As an identity document for employment paperworkWe could not find out
The county's own assistance applicationWe could not find out

The last five lines are your real life and we guess at none of them. The riskiest is the county assistance door: for adults the county requires one of the two identity documents to be a valid, unexpired, Nevada government issued photo ID showing a Clark County address. The statute excludes this card from determining eligibility for services of the state and its political subdivisions, and a county is a subdivision; but we could not verify this from the county's own text, so we do not write that it is refused. Call before you go and write down the answer you get.

We print one conflict as it stands

The agency's published document list for the status-neutral card contains no lawful status document, and the agency writes that information for the card will not be used to determine legal presence. Against that, the agency's new resident page says foreign nationals may or may not be eligible for a license or that card depending on their specific immigration status. The two sentences do not point the same way; we take no side and we print both.

The appointment and the documents in this city

  • Two Nevada residency documents are required and both must show your name and a street address. A post office box is not accepted. Accepted items include a lease, a rent receipt, a gas, electricity or water bill, a bank statement, a pay stub, a vehicle insurance card and tax records. That is why opening the utilities in your own name in week one is urgent.
  • There are two more routes and they matter for a newcomer: a notarised affidavit from a Nevada resident is accepted, and a hotel, motel or RV park record longer than thirty days counts as a residency document. For a family spending its first month in a hotel that is a real door.
  • All documents must be originals; photocopies and scans are not accepted. Every document not in English requires a translation from the agency's own list of approved translators; the translation must be complete, a summary is not accepted, and it must carry the translator's signed statement with their approval number. That line binds a reader arriving with Turkish documents directly.
  • An out-of-state license is surrendered. The agency punches it void and hands it back; the new credential arrives by post.
  • Deadline: the agency's handbook states that drivers moving in from another state must apply within thirty days of becoming a resident. We could not find a separate period for someone arriving directly from abroad, and we do not generalise; ask the agency.
  • Tests: a person holding a license from outside the United States is asked for the vision, knowledge and road tests. The agency states the knowledge test is offered in English and Spanish. We found no record of it being offered in Turkish; we do not say there is none, we say the research could not find one.

Fees

On the agency's own fee page the status-neutral card is $22.50 and valid four years; a standard license is $41.50 and valid eight years; the first knowledge and road test is $25 with $10 per retest; an address-only change is $3.50. We also print a conflict: the agency's printed handbook shows the same items twenty-five cents lower. The handbook itself names the website as the current source, but confirm the fee by telephone before you go.

02 · Car

How do I register a car in Las Vegas, and is an emissions test required?

Short answer

An emissions test is required here, and the coverage is not a county line but a drawn area: the agency states that testing is required in the Las Vegas Valley and a five-mile buffer around it, and it names exempt rural pockets inside the same county. So "if you are in Clark County you are covered" would be wrong; for Las Vegas the answer is yes, but if your address sits outside the buffer, ask the agency. Registration is also a state function, not a city or county one. And a vehicle can be registered and insured on the status-neutral card, which is one of the most practical sentences on this page.

Steps, documents and official links

What a new resident registration asks for

  • Insurance written for Nevada. The agency does not accept an out-of-state policy; the cover must come from a company licensed in Nevada and be electronically verifiable.
  • An emissions report, where required.
  • A vehicle identification inspection. This is done at a station outside the main building at the agency's larger offices, before your appointment; the alternatives are a sworn peace officer or an authorized business using the agency's form. The Las Vegas office has such a station.
  • The current registration, current mileage and the out-of-state plates. Take the plates off and bring them with you; the agency does not supply tools.

Surrendering the out-of-state title is not required. Vehicle tax exemptions run at county level and the approving body is the Clark County Assessor; veterans, disabled veterans, surviving spouses, blind persons and out-of-state military personnel stationed in Nevada and their spouses are covered. There is no exemption based on age or on the value of the vehicle.

Insurance: this state's hardest item

  • The mandatory minimum is $25,000 / $50,000 / $20,000. The property damage limit is lower than in some states in this series; do not carry a quote from elsewhere into this state.
  • There is no grace period. The agency's own wording is blunt: even a one-day lapse can lead to suspension and reinstatement fines, and you are told to cancel the registration before you drop liability cover. Depending on the length of the lapse the cost runs from $250 to $1,250, and a lapse beyond ninety days brings a three-year filing requirement.
  • If you drive on a suspended registration, the agency's own sentence is that peace officers must seize the plates and may impound the vehicle. That is the most expensive first-month mistake available to a newcomer here.
  • There are prohibited rating factors, but draw the line correctly: the statute bars an insurance score from being calculated using income, gender, sexual orientation, gender identity, address, zip code, ethnic group, religion, marital status or nationality. That ban is aimed at how the score is calculated, not at general territorial rating; it is not the same as another state's zip code ban. The part that helps a newcomer with no U.S. credit history is separate: the absence of credit information cannot be used against you by default, and the insurer must choose one of three routes. The detail is in the state guide.

Emissions: coverage, frequency and exemptions

The test is annual and the result is valid ninety days (one hundred and eighty for a car bought from a Nevada dealer). Exempt: new vehicles for their first three registrations, hybrids for their first five model years, 1967 and older models, motorcycles and mopeds, electric vehicles, and heavy diesels. The agency's published 2026 maximum fees on the Clark County side are $75.50 for a light-duty petrol vehicle and $90 for a diesel; those are ceilings, a station may charge less and must post its prices.

If the car fails there is a waiver regime, and in this county its conditions are strict: the repair must have been done at an authorized station and the minimum spend threshold is $450. Repairs you make yourself or at an unauthorised shop earn no waiver whatever they cost. A waiver lasts one year only. The county also runs a voucher program contributing to emissions repairs on older vehicles; we could not verify its income threshold, so ask the program itself.

One rule that applies outside the coverage area, and an invisible cost

The agency states that petrol vehicles in Nevada must not emit visible smoke regardless of county, and it runs a public reporting program. There is also an invisible cost to delaying registration: state park entry fees are tied to the plate, and a vehicle without a Nevada plate pays a higher rate at every gate. A newcomer who has not registered yet pays the visitor price on weekend trips too. The detail is in the things to do section.

On a periodic safety inspection for ordinary passenger cars we found no requirement; we do not say there is none, we say the research could not find one.

03 · Season

What should I prepare for winter driving in Las Vegas?

Short answer

The honest answer: winter in this valley does not mean what it means in the other cities in this series. The research found no published winter tyre or chain requirement for the Las Vegas Valley; we do not say there is none, we say we could not find one, and for the mountain roads outside the valley confirm the rule from a road conditions source before you set off. The real seasonal risk in this city runs the other way: heat and water. We keep this section short and give its space to those two.

Steps, documents and official links

Why this section is short

In the northern states of this series this section was full of snow days, chain rules and salting calendars. In the official sources we read for the Las Vegas Valley there is no equivalent, and we do not manufacture sentences to fill a rule we did not find. Mountain roads near the valley may have their own conditions; we could not verify that and we do not guess.

What the season actually means here

  • On the bill: the trigger for the ban on disconnection for non-payment is not a calendar here but temperature. If the forecast for a twenty-four hour period shows 105 Fahrenheit or above or 15 Fahrenheit or below, disconnection is postponed. It runs both ways, so there is a cold side, but the end that actually bites in this city is the heat. The detail is in the utilities section.
  • In the garden: the watering rule is seasonal and gives different numbers of days for summer and winter, with a daytime sprinkler ban added in summer. Think of it as a rule that changes four times a year. The detail is in the water restrictions section.
  • In your plans: the agencies publish their own warnings in plain language and say that outdoor plans from late spring to early autumn can be cut short. We pass those warnings on in the agencies' own words in the things to do section.

Two seasonal notes about the car

Keep the insurance and the registration continuously live regardless of season; there is no grace period and a single day has a price. Second, your car must not emit visible smoke regardless of county and the rule is open to public reports, which is an unexpected risk for an older car returning from a summer trip.

04 · Towing

My car was towed in Las Vegas. What will I pay?

Short answer

We print no tariff, and we say why: the state body that regulates tow tariffs was unreachable throughout this research and we could not verify the consumer-side maximum charges. What we could verify is the structure: every licensed tow operator must file its own tariff with the regulator, every line on the invoice must be itemised in that tariff, and all charges must be documented in writing and attached to the invoice. In other words, you are entitled to ask for an itemised bill.

Steps, documents and official links

First, who to ask

This is one of the few items in Las Vegas that does not change with your address: policing is the same inside the city limits and in the unincorporated area, the Las Vegas Metropolitan Police Department. The department's own history page states that under a state law effective in 1973 it took over all police services within the city limits and in the unincorporated areas of the county. But that answer does not carry to neighboring municipalities: Henderson did not join the merger and has its own department. Whichever address your car was towed from, the law enforcement body there is your counterpart.

The two most concrete causes of a tow

  1. Driving on a suspended registration. The agency's own wording is plain: in that case peace officers must seize the plates and may impound the vehicle. The most common cause of suspension is an insurance lapse, and this state has no grace period, so a one-day gap can start the chain.
  2. An abandoned vehicle report. Law enforcement agencies run their own reporting channels for this. Before leaving a vehicle you will not use on the street, confirm the parking rule for your address, because that rule does not come from the same authority inside and outside the city limits.

When you go to collect the car

  • Photo identification is required, and that is a separate problem for someone whose documents are incomplete. Whether the status-neutral card described in the license section is accepted by a private business is the business's decision, and storage lots are private businesses. Call ahead and ask which identification they accept.
  • Ask for an itemised invoice. The regulator's model tariff requires the charge to begin when the truck sets out and to end when it returns to the yard, with every line itemised.
  • For vehicles left behind because of immigration detention, the free-release practice we have seen in some states has no equivalent we could find here. We do not say there is none.

05 · Transit

Can I live in Las Vegas without a car, and how do I pay the bus fare?

Short answer

Across all of urban Clark County, transit is provided by a single regional authority: the Regional Transportation Commission of Southern Nevada. So whether your address is inside the city limits or outside them, the same body runs the bus; this item is not a municipal function. The practical part is two sentences: cash is accepted on board but no change is given, and passes are not sold on the bus. A newcomer who boards without knowing those two either overpays or cannot board.

Steps, documents and official links

Fares and two separate categories

According to the authority's own publication, on residential routes a single ride is $2, a two-hour pass $3, a twenty-four hour pass $5 and a thirty-day pass $65; reduced fares halve those figures. There is a separate category covering the resort corridor, where a twenty-four hour pass is $8 and a three-day pass $20. We print a conflict too: the authority's mobile fare page shows a different figure for a single ride; we have used the figure from the authority's own printed guide and main fare page, but confirm the current fare on the authority's page before you buy.

Payment: three rules to know in this city

  • Exact change is required on board. That is the warning on the cover of the authority's own guide, and no change is given.
  • Passes cannot be bought on the bus. They are sold through the authority's app, authorized retailers and selected ticket machines. Seven-day and fifteen-day passes are sold through the app only.
  • No identification or number is required to ride at the full fare. No official page we read imposes an identity requirement for the standard fare.

Reduced fares, and a question we left open

The discount is for young people aged six to seventeen, people sixty and over, veterans, people with disabilities and holders of certain health cards. To use it you need the authority's reduced-fare identification or another accepted document, and a Social Security number does not appear on the authority's list; that does not mean it is not asked for, it means we did not find it on the list. And there is a question we could not close: the authority's wording refers to a driver license or the agency's identification card, while the status-neutral card states on its face that it is not valid for identification. We could not verify whether that card is accepted for a reduced-fare application; ask the authority directly before applying. Children five and under ride free with a responsible adult.

The airport, the monorail and one common mistake

The city's airport is Harry Reid International Airport and it is operated by the Clark County Department of Aviation. The airport is also inside no municipal boundary; it sits in the county's unincorporated area and falls within an unincorporated town for statistical purposes. The airport's own page states that bus service is provided by the regional authority, and there is a ticket machine in the terminal.

The most common mistake concerns the monorail: there is a separate seven-station monorail along the resort corridor with its own governance and its own ticket, it does not belong to the regional authority, and it does not serve the airport. The airport's own FAQ says so in one sentence. Walking between terminals is not possible either; a free inter-terminal shuttle is used.

On intercity rail the honest answer is that there is no passenger train in Clark County. That is a structural difference from cities in the north of the state and it affects your travel planning directly.

06 · Renting

What are my tenant rights in Las Vegas, and can a landlord ask about my status?

Short answer

Tenancy here is governed by state law and there is no difference in that law between Las Vegas and the settlements around it. What we can verify is concrete: a deposit may not exceed three months of rent, at the end of a tenancy the landlord must provide an itemised written accounting and return the balance within thirty days, and a late fee may not exceed five percent of the periodic rent. On the status question our answer has two parts and we print both as they stand.

Steps, documents and official links

The status question: what we found and what we did not

What we found: the protected class list in the state's fair housing provision names race, religious creed, color, national origin, disability, sexual orientation, gender identity or expression, ancestry, familial status and sex. Immigration status and citizenship are not on that list. Neither is source of income. We read through the section headings of the landlord and tenant chapter and found no section dealing with status or tenant screening.

What we did not find, and therefore do not write: we could not verify the absence of such provisions. The state legislature's site never opened during this research and local ordinance texts could not be read. So this page nowhere says "there is no such protection". The same applies to the kind of pre-emption clause seen in other states that bars cities from making tenant rules: we did not find one, and we could not verify its absence either.

Do not confuse one item: in housing projects the county itself funds, owners are barred in writing from rejecting an applicant who holds a rental assistance voucher. That is a funding condition, not a general rule; it binds only projects that took money from those programs.

Three verified things you do have

  1. A retaliation ban. Where a tenant complains in good faith to the relevant public agency about a building, housing or health code violation affecting health and safety, exercises fair housing rights, or joins a tenants' union, the statute bars the landlord from terminating the tenancy, refusing to renew, raising the rent, reducing essential services, and bringing or threatening an eviction action. Victims of domestic violence, harassment, sexual assault and stalking are on that list too. There are exceptions: it is not retaliation where the violation arose mainly from the tenant's own neglect, or where a rent increase applies uniformly to all tenants.
  2. The complaint body is named. The county's own fair housing page names the Nevada Equal Rights Commission as the state body. A national origin discrimination claim falls within that scope.
  3. The rights the statute gives a tenant are not tied to status. The deposit return, the thirty-day rule, the late fee cap and the retaliation ban are never linked to a tenant's status anywhere in the text.

What the lease must contain by law

The statute lists the subjects a written lease must cover, and two of them touch money directly in this city:

  • How utility charges are divided between the parties. That clause is mandatory, and it matters here: the water waste fee is charged to whoever holds the account, so the bill in your name means the fee in your name. Read that clause before you sign.
  • A signed record of the condition of the dwelling and a list of the furnishings under the tenant's exclusive control. Most deposit disputes turn on that record; photograph everything on moving day.

A copy of the lease must be given free of charge at signing. Where the lease sets no term, the tenancy runs week to week for a weekly rent and month to month in every other case.

Rental licensing and eviction

We could not verify whether the city has its own rental license; the municipal code and business license pages were unreachable in this research. On the county side we saw a separate code chapter for short-term rentals, but we could not confirm a license requirement for long-term residential letting. We write neither that it exists nor that it does not. The court and procedure for an eviction case could not be read this round either; if you receive an eviction notice, go by the court name and the deadline printed on the notice and seek legal help at once.

07 · Utilities

How do I open utility accounts in Las Vegas, and what if I have no number?

Short answer

There is no single billing door here: electricity comes from one company, natural gas from a different one, water from a separate district, sewer from the city and refuse from a contracted hauler. And the single most useful sentence is this: one household sits under three separate legal regimes, and you can tell which door to use from the provider's name. Electricity and gas are inside the regulator's rule book; the water agencies and refuse collection are outside it, and the regulator names them on its own page.

Steps, documents and official links

Five items, five separate providers

ItemProvider
ElectricityNevada Power Company d/b/a NV Energy
Natural gasSouthwest Gas Corporation (a separate company, a separate bill)
WaterLas Vegas Valley Water District
SewerCity of Las Vegas (inside the city limits)
RefuseRepublic Services of Southern Nevada (exclusive franchise with the city)

Do not confuse this with cities in the north of the state: there electricity and gas come from the same company, here they are two separate companies and two separate bills.

Reading the regime from the name

The regulator, the Public Utilities Commission of Nevada, states on its own page that an entity whose name contains authority, district or mutual is not one it regulates. It then names the water agency serving this area, tells readers to take complaints to the county commission, and gives the telephone number. It also states that it has no authority over refuse collection and points readers to the local business license department. So the word district in the water agency's name tells you which door to use.

ItemRegimeComplaint door
ElectricityInside the regulator's scopeThe regulator
Natural gasInside the regulator's scope, a separate companyThe regulator
WaterOutside it, sets its own rulesThe county commission
RefuseOutside itThe local business license department

The number question: two answers, both open to the reader

On water the answer is in writing. The district asks only for the last four digits of a number and states on its own page that resident aliens may be required to provide a passport, a state identification number and/or a matrícula consular, and that international customers may be required to provide a passport number. And one warning: an expired passport is not accepted. The full list asked for at application is legal name, date of birth, the last four digits of a number, telephone numbers, the service address with mailing and previous addresses, and, if applying in person, a government issued photo ID.

On electricity and gas the regulator's own answer is that companies set their requirements in their own tariffs, some may require a number, but many provide an alternative such as a driver's license number. So your first question should be "what do you accept as alternative identification".

Deposits: for electricity and gas your rights are written down

  • The ceiling may not exceed one and a half times the estimated average monthly bill, and each service is calculated separately.
  • The company must allow the deposit to be paid in installments.
  • The deposit must be returned after twelve consecutive months of on-time payment, and it is returned with interest.
  • For elderly customers the ceiling is halved, and some customers receiving certain benefits cannot be asked for a deposit at all.
  • One way of establishing credit is having paid twelve months of bills on time; a newcomer has no such history, so in practice you pay a deposit and get it back later.

Water sits under a different regime because the district is outside the regulator's scope: its own rules state that it may require a deposit from a new customer with no credit history with it, and that interest is credited to the deposit quarterly. A small fee applies to opening an account, with extra charges for same-day and after-hours connection.

The shutoff ban: the trigger is temperature, not a calendar

In the other states in this series this section was a fixed winter window. Not here. If the forecast for a twenty-four hour period shows either threshold below, a disconnection for non-payment is postponed:

  • 105 Fahrenheit or above
  • 15 Fahrenheit or below

We write those two figures with confidence, because they appear in both the regulation and the tariff the company has filed with the regulator. Do not miss four nuances:

  1. This is a postponement, not a cancellation. The debt stays; only the disconnection moves.
  2. Lower thresholds for elderly and disabled households appear in the regulation but not in the company's published tariff. The tariffs predate the regulation and the two do not agree at this point. If your household includes someone 62 or older or a person with a disability, the threshold may be lower; we do not state it as settled and we tell you to ask your company. The same regulation also requires at least forty-eight hours notice to those households.
  3. The gas exemption is conditional. The tariff states the heat postponement does not apply to the gas utility unless natural gas is essential for air conditioning at that dwelling. Do not drop the condition.
  4. Water and refuse are entirely outside this regime. Do not defer a water bill because a heat wave has arrived.

Three further protections do not depend on temperature: ten days written notice before disconnection and a second notice at least forty-eight hours beforehand if the bill is unpaid; no disconnection at weekends, on public holidays or the day before one; and a thirty-day postponement on a written statement signed by a physician, public health official or advanced practice registered nurse. That last one needs two documents together: the medical statement and the customer's own statement that the bill cannot be paid; in that case the company must offer up to ninety days of installments. A postponement does not erase the debt.

Sewer and refuse

Inside the city limits the sewer bill is issued by the City of Las Vegas and the counterpart is the property owner from the start; there is no separate sewer account for a tenant to open. We publish no figure for the regular residential bill, because we could not verify it. The only thing we could verify is that the new connection charge has risen year on year, so for anyone building or connecting a home that item climbs each year.

On refuse the city has an exclusive franchise with a hauler, so you do not choose the provider. We publish no tariff figure. Note that the residential rate is billed quarterly in advance and that the service covers weekly collection and recycling; take the current amount from the hauler or the city's fee schedule.

We name no internet provider, because we could not verify from an official source which company serves which address. Internet and cable are not within the regulator's authority and the complaint routes are separate.

08 · Water

Which day can I water my garden in Las Vegas, and what does a violation cost?

Short answer

You live in a desert metropolis and the watering rule here is permanent, not a temporary drought measure. The number of permitted days changes with the season, days are assigned to the address, outdoor watering is banned on Sundays in every season, and a violation costs money. This section has no counterpart anywhere else in this series; for a newcomer the easiest and most expensive first-month mistake lives here.

Steps, documents and official links

The seasonal calendar

SeasonWatering allowed
1 November to 28/29 FebruaryOne assigned day a week
1 March to 30 AprilThree assigned days a week
1 May to 31 AugustEvery day except Sunday
1 September to 31 OctoberThree assigned days a week

You do not choose the days; the district assigns them to your address and notifies you. In summer, spray irrigation between 11 a.m. and 7 p.m. is also prohibited.

What counts as water waste

  • Water supplied by the district running or spraying off the property.
  • Failing to repair a faulty device or supply line after knowing about it for forty-eight hours.
  • Breaching the rules on washing vehicles, driveways, car parks, pavements and streets.
  • Draining pool or spa water off the property where a sewer connection is available.
  • Spray irrigation during the prohibited midday window in summer.
  • Breaching the misting rules and the assigned watering group.

The fee schedule and how it escalates

On a first violation the district notifies you and allows a period to put it right. After that it is money, and the amount depends on the meter size. On a typical residential meter the steps run:

ViolationAmount
FirstNotice and a period to correct
Second$80
Third$160
Fourth$320
Fifth$640
Sixth and beyond$1,280

On larger meters the amounts are higher. Which step you land on is set by your violation history over the previous eighteen months, so a violation from a year ago can raise today's fee. The fee is not the only sanction either: the district writes that it may exercise other authority including issuing a misdemeanour citation, and service can also be shut off. There is a far heavier schedule for water theft.

There is an appeal and you should use it: a violation and a fee can be challenged before an independent hearing officer. File in time and keep the repair records for your irrigation system.

Exemptions, and the one thing that is never exempt

Hand watering with a hose, drip and low-flow systems, watering newly planted landscape for up to fourteen days, and a supervised test of the irrigation system are all exempt from the day and time limits. But the third column of that table says no almost all the way down: water running off your property has no exemption at all. However you applied it, water reaching the pavement or the street is a violation. That is the easiest mistake a newcomer makes, and on the second occasion it starts at $80.

Who pays, the tenant or the owner

The fee is charged to whoever holds the account. In a single-family home where the account is usually in the tenant's name, the fee goes to the tenant; in an apartment building where the operator holds it, the fee goes to the operator while the tenant uses the water. And there is a chain: where the waste is not resolved, the district may require the owner of record to take over the account, and the debt is owed by both customer and owner and creates a lien on the property. So even where the bill sits with the tenant, unresolved waste pulls the owner in.

For sewer the counterpart is the owner from the start; there is no sewer account for a tenant to open. Who pays what must be set out in your lease by statute. Read that clause before you sign.

09 · City services

Do I report a problem in Las Vegas to the city or to the county?

Short answer

This is the most important question on the page, because the answer depends on your address. The hotel and casino corridor the world knows as Las Vegas is inside no municipal boundary at all; it is the unincorporated area of Clark County. The break point is Sahara Avenue, and the county writes it in its own text: most residents living south of that avenue are not within a city boundary and receive their traditional urban services from the county rather than from any municipality. The address on your envelope does not change that.

Steps, documents and official links

Three layers, all true, none of them the same thing

  1. The administrative fact, stated flatly: the corridor lies inside no municipal boundary. Two independent official sources say so: the county's own prose, and the county's own mapping service. When we queried the municipal layer of that service, a downtown address returned the name City of Las Vegas, while corridor addresses returned an empty field. The control test is decisive: it is not that the field is never populated; there genuinely is no municipality there.
  2. The county's own town name, with a qualifier: in the county's own map data this area appears as the unincorporated town of Paradise, with Winchester at its northern end. The county's prose does not give those two names; our only source is the map layer, which is why we write it this way rather than flatly.
  3. The statistical layer, which is the trap itself: another layer of the same service calls the same points Las Vegas. So does the postal address. The postal name is for delivery, the statistical layer is for counting, and jurisdiction lives in the municipal layer.

The reverse is also true and should not be corrected: downtown, around the old street, really is inside the City of Las Vegas. A state historic park that carries the city's name in its own name really is in the city too. So the municipality is not an imaginary counterpart; it simply may not be the counterpart for the place the reader has in mind.

The sewer billThe citySeparate on the county side
PolicingThe same regional department in both
Licence, registration, insurance, emissionsThe state agency
School districtOne district county-wide
Marriage license and birth certificateThe county
TransitThe regional authority

The unincorporated towns have no mayor, no council and no municipal court. They have appointed advisory boards only; the county's own document states that those boards cannot issue a permit or impose a fine, and that all official governmental decisions are made by the Clark County Board of County Commissioners. That board is your political counterpart.

Reporting a problem: there is no single number called 311 here

On the city side the city's own app and code enforcement lines operate; in the unincorporated area the channel is called Fix It Clark County. And we pass on the county's own warning as it stands: it writes that your information may be disclosed even if you ask to remain anonymous. That is not a promise of protection, and you should report knowing it.

The library card: there is a door for someone whose documents are incomplete

The library system for this area is the Las Vegas-Clark County Library District. We have to hedge heavily here: the system's site was unreachable throughout this research, and the following comes from the institution's own documents but read indirectly. Confirm at a branch before you rely on it.

  • A standard card asks for valid photo identification and proof of current address; where the ID carries no home address, a billing statement fills the gap.
  • There is a separate card type for people without a residential address or unable to verify one. Borrowing is limited to five items at a time, and the document we read states no expiry. In the system in the north of the state the equivalent card is conditional and expires after three months; so the same state holds two different solutions, and this one is the broader.
  • There is also an instant digital card issued online; identity is verified through a third-party verification service and the applicant is taken to have agreed to that. It can later be upgraded to a full card at a branch.
  • We found no statement that a Social Security number is required. That is not the same as "it is not required"; the published requirements say photo ID and proof of address and do not mention a number.
  • One trap: Clark County does not have a single library system. Residents of some municipalities in the county are subject to their own library districts. Confirm which system covers your address first.

10 · Property tax

If I buy a home in Las Vegas, does the property tax cap apply automatically?

Short answer

No, and this is the most expensive misunderstanding a new owner can have. Nevada limits property tax through a cap system: the cap applied to an owner's primary residence is three percent, while homes the owner does not occupy, land and commercial property may take a cap of up to eight percent. But recording a deed drops the previous three percent abatement, and re-establishing it in your name requires a piece of paper to be signed and returned.

Steps, documents and official links

The mechanism and the procedure in this county

  • Eligible property types: a single-family home, a townhouse, a condominium or a manufactured home. Only one property in all of Nevada may be chosen as the primary residence.
  • In Clark County the procedure is a postcard. The county's assessment office mails a card to qualifying owners and the task is one sentence: sign it and return it as soon as possible.
  • Recording a deed drops the cap. Recording any document of ownership removes the three percent abatement for an owner-occupied home; if the document number in the records changes, a new card must be completed to keep the three percent the following year. A refinance alone, where it creates no document of ownership, does not affect the abatement.
  • Properties whose ownership or document number changes during the fiscal year receive a new card after 1 July.
  • New construction and a change of use take no cap at all for that fiscal year and qualify from the following one.

Dates, and a conflict we print as it stands

The county gives 30 June 2027 as the deadline for correcting owner information for the 2026-2027 fiscal year. A date of 15 June also appears on the same office's page, but under the heading for exemption renewal cards, and it should not be confused with the cap claim. We print both dates and suggest planning to the earlier one.

There is a separate route for rental homes: the county mails rental affidavit letters each year in April or May; if every unit is let at or below the published rent limits, the affidavit is signed and returned and the property can take the three percent cap.

What we could not verify

We could not verify which identification or taxpayer number the cap claim asks for. No list of required documents for the claim form could be found on the county's page. For a reader who bought a home using a taxpayer identification number that is a real question, and we do not guess; whether or not the card arrives, call the assessment office and write down the answer.

The state income tax side does not belong on this page: Nevada has no personal income tax, and what stands in its place is covered in the taxes section, along with the local components inside the rate.

11 · School

How do I enroll my child in school in Las Vegas?

Short answer

Whether your address is inside the city limits or outside them, the school district is the same: the Clark County School District, one district county-wide. There are two pieces of good news. First, the district states on its own enrollment page that it does not collect or verify immigration status and cites a state statute. Second, it has a separate option for families with no proof of address. The hard part is documents: photocopies are not accepted, and a driver license does not count as proof of address.

Steps, documents and official links

The documents asked for

  • Parent identification: a valid driver license or another photo ID carrying your name.
  • The child's identification: the original of a birth certificate, a passport, or a certified birth card from a health district. The district writes it plainly: photocopies will not be accepted. For a family arriving on Turkish passports this line matters, because the passport is listed on the page as one of the three options.
  • Immunisation record: required. Exemptions exist on religious belief or medical grounds, and the current immunisation list is published on the district's page.
  • Proof of address: a current utility bill, rent receipt, or lease or purchase agreement. And note: a driver license, a telephone bill and a cable bill are not accepted. If all you hold is a future-dated agreement, a second proof of address is required within thirty days.

Excluding the driver license from proof of address hits newcomers directly. The first document a newly arrived family holds is often the license, and here it does not work. That is why opening the utilities in your own name in week one becomes a precondition for school enrollment too.

Families with no proof of address

The district has a separate option and a separate line for families staying in someone else's home or in temporary housing. Do not postpone enrollment because you have no proof of address; call the district first and ask for that option by name. Enrollment and attendance are different things: enrollment happens in every case, but without the immunisation record and without an exemption, attendance is blocked.

Age and grade placement

Grade placement is set by age as of 1 August: five on or before that date for kindergarten, six plus completed kindergarten for first grade, and seven plus two completed grades for second grade.

The number question, and stating the difference correctly

A Social Security number never appears on the district's enrollment page. That is not the same as "it is not required"; it means it is not written on their pages, and we mark the difference. On immigration status the district makes an active statement instead: it does not collect and does not verify. Do not merge the two.

Language: not "there is service in Turkish" but "there is a right to request"

There are three separate lists here and we do not average them:

  • The district's online enrollment system is available in English and Spanish only.
  • The list of languages the district translates its own documents into is separate and longer.
  • The languages for which the district actually staffs interpreters is a third list, including Spanish, Arabic, Swahili, Persian and Russian among others.

Turkish is on none of those lists. We write that plainly. But the right does not depend on the language: state law gives parents of English learners the right to a qualified interpreter in their own native language for significant interactions with the district, and requires the district to provide information in a language and format the parent can understand. The office to ask is identified: the district's English language learner division. So the sentence for this page is not that there is service in Turkish, but that there is a right to request and this is its door.

The practical consequence: write Turkish on the home language survey at enrollment, because that survey is the record that places your child into language support. Make the interpreter request in writing when you book, not verbally at the counter.

12 · Health

What can I do in Las Vegas if I have no insurance?

Short answer

Separate three things from the start. First, the marketplace is the state's own: coverage is bought not on the federal site but through Nevada Health Link, operated by the Silver State Health Insurance Exchange. Second, from October 1, 2026 federally matched full coverage is open to four status groups only. Third, and this is what sets this state apart: Nevada has taken a federal option, so for lawfully residing children and pregnant people the position differs from some other states.

Steps, documents and official links

First the naming trap: four names, all correct, none of them the same thing

  • Nevada Medicaid is now administered under the Nevada Health Authority; the structure changed through a state law in 2025. The former agency name is still everywhere in the paperwork, so your letter may carry the old one.
  • The children's health program is called Nevada Check Up.
  • The marketplace is Nevada Health Link.
  • Applications and eligibility decisions sit with another body again: the Division of Welfare and Supportive Services, through the portal called Access Nevada.

We publish no income limit figure, because two official sources give two different percentages and we could not establish which is current.

The October 1, 2026 change and what makes Nevada different

The federal rule is this: from that date federal participation for non-emergency medical assistance is limited to U.S. citizens and nationals, lawful permanent residents, Cuban and Haitian entrants, and certain Compacts of Free Association migrants. Refugees, asylees, holders of temporary protected status, parolees and visa holders are not on that list.

But the federal rule has three exceptions, and the second one sets this state apart. In its own implementation document the federal agency states that where a state has elected the option covering lawfully residing children and pregnant women, that state must determine them eligible for full benefits and must maintain full benefits for current beneficiaries. Nevada elected that option years ago for both children and pregnant people, through two separate state plan amendments approved by the federal agency.

Do not merge two things:

  1. The age limit is two separate numbers for two programs: 21 on the Medicaid side and 19 in the children's health program. Do not reduce it to one figure.
  2. "Lawfully residing" is not the same as "any immigration status". A person with no status is not reached by this.

We print one open end too: we could not find Nevada's own announcement about this change; most of the state's health sites never opened during this research. So the state's election is documented, but we could not verify the state's current public notice on the subject.

What remains: emergency coverage

Medicaid coverage for emergency conditions survives the October 1, 2026 change; the federal agency lists it first among the three exceptions. But there is no equivalent in the children's health program: the federal document states that for a child not covered through that option there is no authorization for emergency services in a separate children's program. That is a real gap for a child with no status and we say so plainly.

Another section of the same law also lowers the federal matching rate for emergency coverage. That changes what the state pays, not who is eligible; we write it as budget pressure, never as a loss of entitlement.

Applying and the documents

Applications run through Access Nevada and the portal carries a pre-screening tool. The general document list on the application page names items such as proof of citizenship, a Social Security card and proof of income; but that is the generic list, and neither emergency coverage nor the children and pregnancy route turns on the applicant's own citizenship. For Nevada we could not find a policy sentence stating that the number requirement falls away for emergency coverage, and we found no source at all on whether Nevada Medicaid reports applicants to immigration authorities. We assume neither.

13 · Health

Are there free clinics in Las Vegas?

Short answer

First let us correct the most misunderstood sentence: a sliding-fee clinic is not a free clinic. The discount is calculated on household income and family size and you still pay something. We write this separately in every section because for a newcomer it is the most expensive misunderstanding available. In an emergency the answer is different and it comes from federal law.

Steps, documents and official links

Community health centers

In Nevada the membership body for these centers is the Nevada Primary Care Association, which publishes the list of member organizations on its own page. On the Clark County side that list names the Southern Nevada Community Health Center. Confirm the service points and the fee policy from the organization's own site.

We state three limits plainly:

  • We publish no addresses. Take them from the clinic's own site, not from a federal health center database.
  • That list of organizations says nothing at all about immigration status. So we cannot write either that status is not asked or that it is; ask the clinic yourself when you call.
  • We publish no count of centers or sites, because the two official documents we could find give two different numbers from different years.

The membership body's own wording is that the centers provide services regardless of a patient's ability to pay and charge on a sliding fee scale. So the door is not closed, but it is not free either.

What happens in an emergency

Under federal law a hospital emergency department must screen and stabilise regardless of ability to pay or immigration status. The payment route behind it is emergency coverage, which survives the October 1, 2026 change. On the Clark County side University Medical Center is named as the local public hospital, and county social service documents describe its discharge planners working with county staff.

The county's assistance door, and the identity barrier there

The county has a social service unit, but we found no indigent medical care program. The assistance items we could find are rent, burial and out-of-state transport, plus certain homemaker services. And there is a hard barrier at that door: the county requires two identity documents for each household member and, for adults, insists that one of them be a valid, unexpired, Nevada government issued photo ID showing a Clark County address. Whether the status-neutral card opens that door we could not verify from the county's own text, so we write neither a yes nor a no. Call before you apply. The county also expects an applicant to have applied first, where applicable, for Medicaid, unemployment insurance and other federal benefits.

For disputed medical bills the county's own directory points to the state's consumer health assistance line; we could not verify that office's current name after the 2025 restructuring, so we do not name it and we tell you to take it from the county's directory.

14 · Marriage

How do I get a marriage license in Las Vegas, and what if I have no number?

Short answer

This is the outlier of the series: no waiting period, no blood test, and the counter in this county is open seven days a week from 8 a.m. to midnight; the office writes on its own page that it is open all holidays, no exceptions. The fee is $102 and checks are not accepted. For a Turkish reader the most valuable part is the documents: this county accepts foreign documents in writing.

Steps, documents and official links

Where it is issued and where it is not

The issuing body is the county, not the city, so whether your address is inside the city limits or outside them you go to the same counter. But being in the same county does not mean going to the same counter: some county offices do not issue licenses and one of them says so in capitals on its own page. In a neighboring municipality the county has a separate branch, open four weekdays only, closed over lunch, and it does not accept cash. The main bureau in Las Vegas is open seven days until midnight but does not accept checks. Confirm which office you are going to before you set off.

Both of you must appear in person at the same time. There is an online pre-application that saves time at the counter, but the license is not issued online.

Documents: this county's strongest feature

Among accepted proofs of name and age the county lists, in writing:

  • A passport
  • A consular identification card
  • An official foreign government issued ID card or driver license, provided it carries a date of birth

Three rules bind: documents must be originals, with digital copies and photocopies not accepted; the document must carry your photograph; and a foreign birth certificate must be translated into English with the translation notarised. So if you are arriving with documents from Türkiye the order is: sworn translation first, then the notary, then the counter.

One more detail that causes trouble later: the license and the certificate are issued exactly as your name appears on the identification. If your passport spells the middle name in full, that is what goes on the document; if it shows an initial, the initial goes on. That difference can cause problems in later name-change transactions.

The number question: the county's sentence and its limit

The county's own wording is: if you are a United States citizen and have been issued a Social Security Number, you must provide it. The obligation is tied to citizenship, and there is not a word about anyone else.

And that is where we stop. We found no Nevada source saying a license is refused to a person with no number; we found none saying it is granted either. We write neither and we promise no outcome. The one right thing to do is to call the bureau before you go and write down the answer.

Age, the ceremony and the certificate itself

  • The minimum age is eighteen; at seventeen, parental consent and a certified court order are required. Marriage under seventeen is prohibited.
  • A license is not a marriage. The ceremony must be performed by someone authorized in Nevada, one witness is required by law, and a ceremony performed outside Nevada on this license is not valid.
  • After the ceremony the certificate is recorded by the county recorder; the office that issues the license and the office that issues the certificate are different. What you need for a name change is not the license but a certified copy of the marriage certificate.

15 · Vital records

Where do I get a birth certificate in Las Vegas?

Short answer

Nevada runs a hybrid: one statewide office plus two county health agencies. The certificate for a child born in Clark County comes from the county agency. And there is a date limit to know: the county agency holds birth records from 1973 onward. An earlier Clark County birth cannot be obtained there at all and goes to the state office. In one of the neighboring counties the records run far further back, so the same state holds two different coverages.

Steps, documents and official links

Fees, payment and timing

  • The first copy is $38 and each additional copy $25. The first copy fee includes a component for registering the certificate with the state registrar; if you can document that it was already paid, it is waived on later purchases. If no record is found, a $10 non-refundable search fee applies.
  • Personal checks are not accepted. Debit cards, credit cards, money orders, cashier's checks and business checks are accepted; for mail and drop-off orders a money order or business check is required.
  • Processing runs two to four weeks. There is no same-day and no overnight service. A finished certificate is held sixty days from the date of payment.

Who may request one

Nevada ties certificates to a direct and tangible interest: the person named on the record, the parents named on it, those related by blood or marriage within the second degree, those with a legal relationship, and applicants acting under a legal requirement. Identification is required for every request.

The single most valuable sentence here for a new family: a parent requesting a child's birth certificate only has to prove their own identity; no further relationship document is asked for.

Identification: the state office's list names foreign documents

This is one of the strongest doors in the series for a person without a number, but we have to name the source correctly. The list below comes from the identification list published by the state office of vital records, whose primary listing expressly names:

  • A foreign passport
  • A consular identification card
  • An employment authorization card
  • A temporary resident card
  • A visitor visa accompanied by a valid arrival record

And one observation: a Social Security number appears nowhere in the identification and proof lists published by that office. We write that as an observation about those two documents, not as a statement that no Nevada form asks for one.

A warning, and it matters: the list above is the state office's list. We could not read the county agency's own list of accepted identification in this research and we do not copy the state's onto it. Confirm the county's own list from its own page before you go to its counter.

If your photo identification cannot be uploaded to the online application, the county points to the postal route, but that route still asks for a copy of an ID. So it is not a way through for someone with no identification at all; read it carefully.

The scam warning, and the one authorized online channel

We pass on the county agency's own warning: it writes that it has received an increasing number of calls about third-party vendors selling certificates, and that those companies charge high fees to "process" or "help apply" for a certificate. The complaint body named is the state attorney general's consumer protection bureau. Do not use sites outside the single authorized online channel that all three offices recognize.

One last distinction: marriage and divorce records are not held with vital records; they sit at county level. For those see the marriage section.

16 · Social Security

How do you get a Social Security number in Las Vegas?

Short answer

An SSN is issued only to people with work authorization or a legally required reason for one, and the agency that issues it is federal. If you arrived on an immigrant visa and asked for the number on the visa application, the card comes by mail. People who adjust status inside the United States with an I-485, or who tick the SSN box on an EAD application, also receive the card automatically. Otherwise you start the application online and attend an appointment; there is no fee. Two things up front: Nevada has no office that issues an SSN or anything that stands in for one, and no Social Security Administration street address appears on this page, because we could not verify a single one from an official source this round. If you hold an appointment notice, the address on that notice is the one that counts. In Las Vegas the real question is not how the number is obtained but which doors open without one, and here the answer changes from counter to counter.

Steps, documents and official links
  • What to bring: your current immigration document (green card, I-94 or EAD) and a valid passport, plus a birth certificate if you have one. Photocopies and notarised copies are not accepted.
  • F-1 and J-1: an SSN follows work authorization (on-campus work, CPT, OPT). It is not issued simply because you enrolled.
  • Which office covers you: enter your ZIP code in the agency's own office locator. Nevada sits in one time zone, so you do not need to convert an appointment time; see the time difference section.
  • General line: 1-800-772-1213. A replacement card is free and can usually be started online.
  • If your surname changed on marriage, update the record at an office; there is no charge.

A map of the no-number question in Las Vegas

The table below separates the doors in this city. Statewide answers are set out in our Nevada guide; here we keep only what changes locally.

DoorIs a number asked forBasis
Driver authorization cardNoThe state driver handbook states in its own words that a Social Security number is not necessary for this card. It is issued by a state agency, so the answer does not change by city. See the driving license section
Birth and death certificatesNoA Social Security number appears nowhere in the state vital records office's identity lists, and a foreign passport is listed as primary identification. But this city has a second counter whose own list could not be read; see the birth certificate section
Marriage licenseThe duty is tied to citizenshipThe county clerk's own sentence places the duty to supply a number on a U.S. citizen who has been issued one; it says nothing about anyone else. See the marriage section
School enrollmentNot on the district's published listAnd this city's school district separately states that it does not collect or verify immigration status. See the school enrollment section
Work cardNot a number, a different documentThe card is issued by the county police department and a person born abroad is asked for an extra identity document. Set out in full in the tax and work section below
County social assistanceNot a number, an ID card problemThe county's assistance office asks for a valid, unexpired, Nevada-issued photo ID showing a Clark County address. This is the hardest line in the benefits section below
Library cardNo statement found that one is asked forThe system's own site never opened this round. A separate card type for people who cannot verify an address is reported; we write it with a heavy hedge below and in the free things section
Forming a company, opening a bank accountCould not be verifiedNo official answer was found for either. We do not guess; see the business section below

The line people misread most is the driver authorization card. It asks for no number, but the top portion carries the notation Not Valid for ID, so by the agency's own wording it is not an identity document. You can hold a license and still have no ID, and in Las Vegas that distinction bites in two specific places: the county assistance counter and the passport acceptance counter. Both are set out below and in the passport section.

ITIN: for tax, not for identity

Someone who cannot get an SSN but must file a federal return uses an ITIN. You apply on Form W-7, attached to a federal return unless an exception applies. In the agency's own words an ITIN does not provide or change immigration status and does not authorize work; it is not an identity document either.

  • Three ways to prove your documents: post the passport to the address the agency gives, use a certifying acceptance agent, or attend an agency office that reviews ITIN documents by appointment. The last two mean you do not put your passport in the post.
  • Which Las Vegas office performs that review could not be verified this round, and we publish no federal tax office address here. Confirm the office and appointment through the federal tax agency's own locator; the appointment line is 844-545-5640.
  • One thing works in your favor: because Nevada has no state income tax you file no state return, so the problem of filing a state return on an ITIN never arises here. The federal obligation is unchanged.

17 · Tax and working

What comes out of your pay in Las Vegas, and what do you need before you start work?

Short answer

Nevada levies no personal income tax: no state income tax is withheld, you file no state return, and the federal withholding form has no state equivalent here. But this page will not tell you there is no tax, because that is not true: the tax exists, it has moved. In Clark County the rate you pay at the till is 8.375 percent, and a large share of local services is funded from property tax. The second item bites harder in this city, and it is about starting work at all: some jobs require a separate card issued by the county police department, and you cannot get it before you have the job, because the application form is handed to you and signed by your employer.

Sales tax: what is inside the rate tells you the county's priorities

  • Sales and use tax in Clark County is 8.375 percent. The figure comes from the state tax department's own components document. Do not carry that rate to another county; other Nevada counties differ and the large northern county is lower.
  • The real information is inside the rate. The Clark rate contains two separate police components and a water authority component; in the northern county the largest local component is a schools facilities share approved at the ballot box. In other words, what local government spends on can be read out of the rate you pay at the till, and in Clark that means water and policing.
  • It is a retail tax, so it is blind to income. For a lower-income household the burden can be proportionally heavier than in a state with an income tax. Do not base a move on the sentence no income tax alone.

What takes the place of an income tax

  • Property tax, charged on your home or on the property behind your rent. Caps and abatements are in the property tax section.
  • Modified Business Tax on employers, 1.17 percent statewide. It is not deducted from your payslip; it is a tax your employer pays, but it can surface in a pay negotiation.
  • Commerce Tax above a turnover threshold. If you are starting a small business, ask about the threshold from the outset.
  • Federal tax is unchanged. If you have no SSN you file on an ITIN; see the section above.

The work card: this city's invisible precondition

Nothing like this has appeared anywhere else in the series, and it follows directly from the Las Vegas economy. Some jobs require a separate card issued by a police agency. It is not a professional body license and it is not federal work authorization.

  • The issuing body is the police. In the City of Las Vegas and across unincorporated Clark County the card is issued by the Las Vegas Metropolitan Police Department; the department's own FAQ states that the colloquial sheriff card and the work card are the same thing.
  • And the detail that matters most: you cannot get it before you have the job. The department's own answer is explicit: you must obtain employment first, your prospective employer provides the application form, and the employer signs it. The order is: offer first, card second. Anyone who queues for a card without an offer in hand has wasted the trip.
  • A person born abroad is asked for an extra identity document. The department's own list reads: if born outside the United States or a U.S. territory, bring one additional form of identification, and the three options named are a United States Passport, a Naturalization Certificate and Authorization to Work documents. We do not rewrite the agency's wording: the requirement is not phrased as lawful status but as those three options. A foreign passport does not appear on that list; only a United States passport does.
  • And a risk: the photo identification the department accepts includes a license issued by the state motor vehicle agency, but whether a driver authorization card is accepted at this counter could not be verified. Given that the card itself says it is not valid for identification, that is a real risk. We do not write that it is enough; ask the department before you collect the form.
  • Which jobs need one: the department's own answer is that city and county ordinances and state law determine which positions require a card, and the agency publishes no list of occupations. So we publish none either: when you receive the offer, ask the employer whether the position requires a card.
  • Term and scope: the card runs five years, there is no renewal and you reapply. It is valid only for the type of work printed on it; a change of employer requires notice within five days, and a change in the type of work requires a fresh employer-signed application. Fingerprints are taken at the department, without exception, electronically; inked prints are not accepted.
  • Bars: a card is not issued to a person with a felony conviction, and a false statement on the application is also a ground for refusal. Other convictions do not bar an application; the decision follows the rule governing the position, and a refusal may carry a right of appeal.
  • Fee: 67 dollars from 1 October 2026, plus 40 dollars for a federal background check where one is required, so up to 107 dollars. The department notes that not every application requires the federal check. Fees are not refunded.
  • At large events applications are not taken from individuals, only through a registered employer. If you will be working at one of the large events this city hosts each year, know this in advance.

Three cards the department no longer issues

This paragraph saves a day outright. Old information circulating online still sends people to the wrong counter, and the department lists on its own page the cards it no longer handles.

CardWhich body issues it nowWhat remains with the police
Casino employee cardNevada Gaming Control Board. The police have not processed these since 1 July 2004Electronic fingerprint submission only, 75.25 dollars
Security guard and private investigator cardNevada Private Investigators Licensing Board, (702) 486-3003Electronic fingerprint submission only, 58.00 dollars
Child care work cardThe state health agency's child care licensing unit, (702) 486-3822None

In this city that distinction matters more than anywhere else, because a large share of the jobs that require a card sit in tourism and entertainment and the first card a newcomer hears about is the casino one. The casino card is no longer issued by the police. You go to the police only for fingerprinting, and that carries its own fee.

Working in a neighboring state: a gap we are not filling

Because Nevada has no income tax there is no state tax for a reciprocity agreement to cover. But whether someone who lives in Las Vegas and works in a neighboring state must file a return there could not be verified this round, and we are not inventing an answer. Ask a tax adviser before you start; if withholding is set up wrongly the difference arrives all at once in April.

18 · Starting a business

How do you form an LLC in Las Vegas, and what should you watch for?

Short answer

Formation goes to the Nevada Secretary of State through the state's own business portal, SilverFlume. We publish no filing fee in this section, for a concrete reason: every one of that office's sites sat behind a bot wall this round and we could not read a single figure from the agency itself. We do not republish third-party numbers. What we can state with confidence is that a business in Las Vegas faces three separate counters, and the costliest mistake is treating two of them as one: the entity is registered with the state, the trade name with the county, and the operating license with either the county or the city depending on your address.

Steps, documents and official links

Three registrations, three bodies

  • The entity sits with the state. LLC or corporate formation, the state business license and annual filings all go to the state office through the portal.
  • The trade name sits with the county. If you use a business name that does not show the owner's real name you file a fictitious firm name certificate with the Clark County Clerk. The statute the clerk's own document cites requires the filing in every county where the business is conducted, so a business operating in the north as well opens a separate file there.
  • The operating license depends on your address, and this is the most practical sentence on the page. If your business is in unincorporated Clark County your counter is the Clark County Department of Business License, on (702) 455-0174, and the county's own rule requires anyone operating a business in unincorporated Clark County to hold a license. If you are inside the City of Las Vegas boundary the city's own regime applies, but the city's website did not open by any route this round and we could not read its procedure, so we publish no city requirement or fee here. Which address falls under which authority is set out in the local services section; in this city, do not apply for a license before you know which side of the line your address sits on.

Lines to read in the trade name filing

  • The filing does not give you the name. The clerk's own warning is that filing the certificate does not give exclusive rights to the use of that name. Most readers assume the opposite.
  • Fee and term: a new filing or renewal is 25 dollars, a termination 20 dollars, and a mailing-address update is free. Payment is by cash in person, check or money order payable to the clerk. The certificate runs five years, with a reminder sent to the address on file roughly 60 days before expiry.
  • There is no online filing. The clerk keeps an original signed form, so the document is posted or handed in, with a self-addressed stamped envelope for the return.
  • The signature rule raises the identity question. An older clerk page requires the form to be either notarised or signed in front of a deputy clerk, and the second route calls for government-issued photo identification. Whether a foreign passport satisfies that requirement could not be verified. Call before you complete the form, (702) 455-4431.
  • The wrong form comes back. There are separate forms for a sole proprietorship, a general partnership, a registered entity, a trust and a series LLC. The owner name on the certificate must also match the name on the state business license exactly.

What we are not writing, and why

  • No LLC fee at all. Articles of organization, the initial list of managers, the state business license, the annual list and name reservation: no figure for any of them. Third-party guides also contradict each other. Read the amounts on the state office's own pages before you pay.
  • We do not state the registered agent requirement as settled. It is reported that a registered agent must hold a Nevada street address, and that is an ordinary rule in this series, but this round it came only from third-party sources.
  • No official answer was found on whether an SSN or ITIN is needed to form a Nevada LLC. This is precisely the question this readership asks and we are not filling it with a guess. Ask the portal's support line and ask for the answer in writing.
  • Nothing about the city side of licensing, because the city's site did not open.

Two free things to do before you spend money

  1. Check the standing of a name on the register. Before joining a business as a partner or paying a deposit, check its status through the portal or by phone.
  2. Find out which authority your address answers to. For restaurants, salons, child care and the like, state formation alone is not enough, and in this city a street away can be a different authority. A missing license pushes an opening back by weeks.

19 · Public benefits

Will taking a public benefit in Las Vegas affect my green card application?

Short answer

It can. The federal public charge rule that took effect on 18 September 2026 rescinded the 2022 regulations and, in the agency's own summary, gave officers broader discretion to weigh all relevant facts. The assessment widened rather than narrowed. The same rule also contains one concrete sentence for an anxious reader: benefits received before 18 September 2026 are assessed under the older, narrower rule. On the Nevada side the most important fact is this: the option the October 2026 federal change left to states is one Nevada took years ago, for children and for pregnant people alike. The Las Vegas-specific part is a door problem: the county's own assistance office asks for a Nevada photo ID showing a Clark County address, and for a household holding only a driver authorization card that is a real obstacle.

Steps, documents and official links

What changed in the public charge rule

  • Date and scope: the rule was published on 20 July 2026 and took effect on 18 September 2026. It applies to admission applications made on or after that date, and to adjustment applications postmarked or filed electronically on or after it.
  • It is not retrospective: the rule's own sentence states that means-tested public benefits received before 18 September 2026 are assessed under the 2022 rule.
  • Direction of travel: the rule does not list which benefits count; it removes the old list and returns to a totality assessment. That is why no clean list of countable benefits can be published.
  • Statutory exemptions remain: refugees and asylees adjusting status, the special immigrant juvenile category, people filing or re-registering for temporary protected status, and the special statutes covering Cuban and Haitian nationals.
  • Does emergency Medicaid count: comments raising the question are recorded in the preamble, but we could not find a binding agency answer. We say neither that it counts nor that it does not.

1 October 2026 and the option Nevada already held

Federal law now makes full Medicaid payment to a state for four groups only: U.S. citizens and nationals, green card holders, Cuban and Haitian entrants, and people here under a compact of free association. The list is closed: refugees, asylees, holders of temporary protected status and parolees are not on it. The law cuts the federal payment to the state, not a person's coverage.

  • The federal implementation deck names three exceptions: emergency Medicaid, coverage under the CHIPRA 214 option, and health service initiatives. The critical sentence: a state that has elected that option must determine lawfully residing children and pregnant people eligible for full benefits, and must maintain coverage for those already enrolled.
  • Nevada has elected it. Two state plan amendments approved in 2018 cover children, and a further amendment effective in 2023 covers pregnant people; its own summary says it covers all lawfully present pregnant individuals, including those who would otherwise face the five-year wait.
  • Do not merge the two age limits: by the federal deck's own definition the option reaches age 21 on the Medicaid side and age 19 in the children's program. Two programs, two ages.
  • A boundary: lawfully residing is not the same as any immigration status. A person with no status is not reached by this option.
  • Open ends: we could not find Nevada's own announcement about the October 2026 change, and the conformity plan amendment the federal agency requires from every state by 31 December 2026 is not yet visible.
  • Emergency Medicaid survives, named as the first of the three exceptions. But there is no emergency equivalent in the children's program; for a child outside the option there is no payment after 1 October 2026. That is a genuine gap.

In Las Vegas the obstacle at the counter is not the number, it is the ID

  • The county's own assistance office, Clark County Social Service, asks applicants for a valid, unexpired Nevada government-issued photo ID showing a Clark County address. That is not a number requirement; it is an identity card requirement.
  • And this is where the driver authorization card can fail you. The top portion of the card carries the agency's own notation Not Valid for ID, and the state handbook states the card cannot be used to determine eligibility for benefits, licenses or services issued or provided by the State of Nevada. Whether the county accepts the card could not be verified from the agency's own page, so we say neither that it passes nor that it fails; but think through your second identity option before you go to that counter.
  • Applications and agency names: the state Medicaid program now sits under the Nevada Health Authority, and the former abbreviation is still all over the paperwork; the children's program is Nevada Check Up; applications run through the Division of Welfare and Supportive Services on the Access Nevada portal. All four names are correct and none is the same thing, so saying which program you mean speeds up a phone call.
  • The general document list can frighten a reader, so we put two sentences side by side: the agency's leaflet asks for proof of citizenship, a Social Security card and two recent payslips, and that is the general list; emergency coverage and the option above do not turn on the applicant's own citizenship. We found no Nevada text removing a number requirement for emergency coverage.
  • No source was found on whether Nevada Medicaid reports applicants to immigration authorities. Neither its presence nor its absence should be assumed.

The marketplace is the state's own

  • Nevada runs its own health insurance marketplace: Nevada Health Link, operated by the Silver State Health Insurance Exchange. In some states in this series coverage is bought on the federal site; not here, and the steps written for those states do not apply.
  • 1 January 2027, help narrows: in the federal source's own words, from that date only three statuses qualify for premium assistance. The rest matters: other statuses may still qualify for marketplace coverage but not for the subsidy.

One door we are not sending you to

The state has a body called the Governor's Office for New Americans. This page does not send you there for immigration paperwork, and the reason is not a guess: a federal memorandum of understanding records that the office stopped certain legal-help referrals. That description is the document's description; the office's own site never opened this round, so we could not verify its current position. For an immigration file, go to a lawyer or to the organizations named in the legal help section.

20 · Address change

I moved to Las Vegas. Do I have to report my address?

Short answer

As a general rule most non-citizens, green card holders included, must report a new address within 10 days of moving. This is not an administrative preference but a statutory duty. The easiest route is the address change screen in your online account; the paper AR-11 is free as well. If you have a case in immigration court you also notify the court within 5 days on Form EOIR-33. In Las Vegas this section carries its own trap, and it comes out of your envelope: in this valley you can move and have the city on your envelope never change, even when you have crossed from a municipality into unincorporated county land. What triggers the duty is the move itself, not the envelope.

Steps, documents and official links
  1. Sign in to your online account and open the change of address screen. Filing online satisfies the duty; you do not also need to post an AR-11.
  2. Enter the receipt number of every pending application. Filing an AR-11 does not by itself update the address on a pending case.
  3. Tell the post office separately. A postal forwarding order does not update the agency's record, and the post office does not forward this mail.
  4. If you have a court case, file Form EOIR-33/IC within 5 days. The court address changes only through that form.
  5. If you have a regular reporting requirement, also report the address through the agency's own portal.

Holders of A and G visas and visitors arriving under the visa waiver program are outside this reporting duty.

Three ways of moving in Las Vegas, and all three require a report

  • From inside the city boundary into unincorporated county land. Your envelope still says Las Vegas, but everything from zoning to business licensing, code complaints and refuse contracts now answers to a different counter. The federal duty still arises.
  • From one unincorporated area to another. No official name changes and the ZIP code may stay the same. You have still moved.
  • A short move within the valley. Changing streets in the same neighborhood is reportable too.

Add this: someone moving to Las Vegas gives their address to several state and county bodies in the first week, from the motor vehicle office to the water account, school enrollment and the benefits portal. None of those is an AR-11. Giving an address to a state or county agency does not satisfy the federal duty.

And a second step specific to this state: if you hold a driver authorization card, the address change on that card must be made in person, so there are two separate jobs and one of them needs an appointment. The detail is in the driving license section, and which address answers to which authority is in the local services section.

One thing changed in 2026: take into account the federal rule that took effect on 29 June 2026 and reworked alien registration and what counts as evidence of registration. The text is in the Federal Register record. Check that what you carry still counts as evidence of registration.

21 · Immigration agency

Where is the immigration agency's office in Las Vegas, and where do biometrics appointments happen?

Short answer

We deliberately publish no address in this section, for a concrete reason: the agency's pages were closed this round both to direct access and to automated reading, and the archive service was entirely offline. We do not publish an office address from an old archive, because that is exactly the mistake that sends people on wasted journeys. The only correct sentence is this: the address you go to is the address on your appointment notice. What you do need to know is the difference between office types: a field office conducts interviews, an application support center takes fingerprints and a photograph, and they are not the same place.

Steps, documents and official links
  • Two offices, two jobs: green card and citizenship interviews happen at field offices, fingerprint and photograph appointments at application support centers. Confusing the two costs an appointment day.
  • No walk-ins. Field offices do not take visitors without an appointment; appointments are arranged through the Contact Center. Use your online account for case status and appointment requests.
  • You do not choose the biometrics location: the I-797C notice states which center. What to bring is in our article on the biometrics appointment.
  • Do not assume the center nearest your postal address. In this valley the postal address and the jurisdictional boundary do not line up; whichever center the notice names is the one.
  • What the center does not do: support centers give no information about your case and provide no service beyond collecting biometrics. Put case questions to the Contact Center, not to the center.
  • Appointments are free: Contact Center 1-800-375-5283. Any intermediary site charging for an appointment is a scam.
  • Asylum interviews: we could not verify this round that there is a separate asylum office in Las Vegas. Form I-589 is not handed in at an asylum office; it is sent by the filing route the agency specifies. The office list is on the agency's own page.
  • Processing times: on the processing times page, select the form, the category and the office holding your case.

Do not confuse the three agencies, and the court says so itself

The immigration court in Las Vegas directs readers on its own page to the separate locators of the immigration agency, the enforcement arm and the legal adviser's office, and adds a reminder: the immigration agency and the enforcement arm sit in the homeland security department, while the court is a separate body under the justice department. Readers mix these three up constantly; the court will not answer what you asked the agency, and the agency will not answer what you asked the court.

22 · Court

Where is the immigration court in Las Vegas, and how do I check my case?

Short answer

Nevada's only immigration court is in this city: 110 North City Parkway, Suite 400, Las Vegas, NV 89106, telephone 702-458-0227. Three things up front. First, window filing runs in a single continuous period, 7:30 a.m. to 4 p.m. Some courts in this series split the day into three separate windows; do not carry that warning here. Second, the court does not make unsolicited faxes and electronic submissions part of the record and discards them without notice to the sender. Third, and most practical for anyone living here: the court writes on its own page that parking and public transportation are very limited in this area. That is the court's sentence, not our comment.

Steps, documents and official links

Faxes and electronic filingsNot accepted unless court staff or the judge specifically asked for them. In the court's words, unauthorised transmissions are not made part of the record and are discarded without consideration of the document or notice to the sender
Parking and transitThe court's own text: a privately owned garage nearby at 3.00 dollars per half hour, with one hour of validation offered by a restaurant immediately in front of it. The rest matters: parking and public transportation are very limited in this area
Building accessA guard escorts visitors from the entrance lobby to the fourth-floor courtroom lobby, and visitors check in at the fourth-floor guard station. All electronic devices must be switched off before entering the lobby
SecurityMagnetometer and bag screening on every visit; shoes, hats and sunglasses may have to be removed; no food or drink except as the judge permits; cameras and recording devices prohibited
HearingsOpen to the public, and in the court's own words you do not need to notify the court in advance of your visit

Do not treat the parking line lightly. Paying for parking in half-hour increments on a hearing morning is an open-ended cost, because you cannot know how long a hearing will run. By the court's own warning the alternatives are thin; bring a means of payment and do not plan another appointment for later that day. We describe the city's transit network in the transit section, but the court says that network is very limited around its own building, and we are not putting a route suggestion on top of that sentence.

Which court hears your case: here the answers line up, but the rule stands

  • The federal administrative control list ties a case to jurisdiction, not to distance. It sorts which cases a court may control by the federal office that issued the charging document and by named detention facilities. The list is on the agency's own page.
  • In this city the two records point the same way: the Las Vegas entry names the federal office here and its sub-offices, along with almost every custodial facility in Nevada. So for someone living in Las Vegas, court and geography usually line up.
  • The rule does not change, and it has one sentence: read the notice you were sent. It names the court and the address. The position is different in the north of the state and we set that out in full in our Nevada guide.
  • We publish no distance figure, because none came from a source this round.

A remote hearing is a possibility, not a right

  • The agency publishes an internet hearing link and a telephone access code for each judge; for telephonic access you dial a single number and enter the judge's code.
  • But the agency's own note says this: for people without a representative of record the default hearing medium is in person in every case. So a reader without a lawyer should expect to attend in person, which bears directly on the parking warning above.
  • Whether a particular case is heard remotely is the judge's decision; this page does not promise it.
  • Attorneys and accredited representatives must register with the agency's own registry. Check that whoever represents you is registered.
  • Checking your case: the case information system needs only your A number; the telephone line is 1-800-898-7180. The official information remains the hearing notice.
  • Check closures on the morning of a hearing: the agency's operational status page and the court's own social media accounts.

Enforcement and customs: no address, but the rule

  • No immigration enforcement or customs office address, telephone number or name appears on this page. Those agencies' pages were closed to automated access this round and the archive was offline. Confirm reporting locations on the agency's own check-in page.
  • Detention information line: 1-888-351-4024. If you have a reporting requirement, speak to your lawyer before you go.
  • The federal list establishes one thing and we write it carefully: the facilities whose cases the court may control include many detention and correctional facilities in Nevada. That does not mean any of them holds a detention contract; the list says where a case is controlled from, and nothing more.

The border zone question: we assert nothing

In states in this series with a land border we set out the federal reasonable distance rule. Nevada has no international land border and no coastline. Even so, whether any part of the state falls inside a zone measured from another state's external boundary could not be verified from any source this round, and we assert nothing either way. The only certainty is this: a state line inside the United States is not an external boundary. We also write no sentence predicting what an officer will do.

Finding and fixing your I-94

You can download the I-94 for your most recent entry from the customs agency's site. Errors made at entry, such as the wrong visa class, the wrong name or the wrong admitted-until date, are corrected by deferred inspection offices. We could not verify the location or hours of that office in Las Vegas this round, so no address or day appears here; read the list on the agency's own page.

  • Write first, travel second. Some of these offices open only a few hours a week.
  • They correct errors made at entry only. They are not a general help desk.
  • Why it matters: the length of your work authorization and some filing eligibilities turn on what the I-94 says, and in this state the validity of identity and license cards can also be tied to the document you present. The detail is in the driving license section.

23 · State law

Where do things stand locally in Las Vegas on federal immigration enforcement?

Short answer

This section does not tell you what will happen to you; it tells you what the documents say. Three things up front. First: the state statute text could not be read by any route this round, so below we cite statute numbers only as the agencies themselves cite them, quote no statutory text and derive no numbers. Second: the main document we rely on is a federal memorandum of understanding signed between the justice department and the governor's office and published on the department's own site. Third, and directly about this city: that same federal document states that this city's police department rejoined the federal 287(g) program on 4 June 2025. Read none of the lines below as either a promise or a threat.

Steps, documents and official links

A source warning, because it belongs first in this section

The legislature's own site blocked every route attempted, commercial and non-profit mirrors returned nothing, and the archive service was entirely offline. The memorandum of understanding of 26 September 2025 that we rely on was read with two separate text extraction methods and the two readings agreed on every figure. And we state what the document is: a text in which a federal agency and a governor's office record their own commitments and assertions. Where it characterises a statute, that characterisation is the parties', not the statute's text.

What the document says, and what it does not, in the same breath

ItemWhat the document saysWhat it does not say
State statuteTwo sections place a duty on the state attorney general to draft model policies on public employees interacting with federal immigration authoritiesIt does not say the statute commands local agencies. We could not read the statute, so this characterisation is the document's
The model policiesThe attorney general's model immigration policies were issued on 24 February 2025. The document calls them non-binding and says they did not align with the governor's directionWe could not read the policies themselves. And the attorney general's office is reported to dispute that characterisation; we take no side
This city's police department and 287(g)The document states that on 4 June 2025 the Las Vegas Metropolitan Police Department rejoined the federal 287(g) program. That department polices the City of Las Vegas and the unincorporated areas of the countyThe model and scope of the agreement could not be verified. A 287(g) agreement is not a general power to stop people and ask about status, and the scope varies by model. We do not describe the scope
Federal fundingThe document records 895,889.60 dollars of federal funds for that department to enhance capabilities for intelligence collection and information sharing with federal partners. Approved 8 August 2025Whether the work was completed could not be verified. And a funding allocation says nothing about any individual's case
National GuardOn 8 August 2025 the governor recorded authorizing the Guard to assist immigration operations in an administrative support capacityAdministrative support is not law enforcement authority; the document does not claim the second
CorrectionsAn internal memorandum of 27 March 2025 sets out that the department screens all new offenders for citizenship status at intake, shares information on foreign-born offenders, tracks federal holds and coordinates custody transfers before releaseThis is a corrections procedure; it describes no authority relating to arrest or to day-to-day policing
A bill about schoolsVetoed on 5 June 2025. The bill would have barred federal immigration officers from school property and barred sharing student information without a court orderIt did not become law. Do not read it as a state rule for schools; it is the veto that was verified
The federal listRead on 10 October 2026, the list published by the justice department does not contain Nevada, and contains no Nevada county or city eitherThis is not a reassurance. The department's own page says the list will be reviewed regularly
The document's own termsEffective on signature, continuing until rescinded, and either party may terminate on 30 days written noticeThe document expressly creates no right or benefit enforceable by any person

What could not be verified, and why it is left blank

  • The federal agency's own participant list could not be read. Its 287(g) page and data file were closed this round. So we have no current, agency-sourced status for the department in this city. We do not write that there is none; we say we could not verify it, and those are not the same thing.
  • A challenge to the agreement is reported to have been filed and to be on appeal. We know this only from news reporting; no court record was read. We do not predict the outcome and we do not describe what the agreement authorizes on the basis of a party's pleading.
  • Even the signing date is disputed between sources; the federal document dates the rejoining to 4 June 2025 while some reporting says May. We record the conflict rather than resolving it.
  • A structural warning: this department's answer does not apply to every settlement in the county. Some cities in Clark County did not enter the 1973 consolidation and keep their own police departments. Which agency covers which address is in the local services section.

Free and low-cost legal help: two doors in this city

  • Legal Aid Center of Southern Nevada, the main door in the south and in this city. The address and telephone are in its own site footer: 725 E. Charleston Blvd., Las Vegas, NV 89104, (702) 386-1070, and (702) 386-1059 for hearing-impaired callers. Its immigration arm is the Immigration Advocacy Project, and its published topics include know-your-rights material, family preparedness planning, status, law enforcement and detention and bond, schools and employers, parole in place for military families, violence against women act petitions and the crime victim visa. The organization also runs free classes, ask-a-lawyer sessions and self-help material.
  • But in the same breath as the word free: we could not read the organization's eligibility criteria this round. We publish no income limit or status requirement and we promise no representation. The honest instruction is: apply and find out. Its site also carried a notice about a street closure for construction beside the main office; check before you go.
  • The UNLV Immigration Clinic, inside the law school, is narrow but genuinely different. In the clinic's own words it serves three groups: unaccompanied children in removal proceedings, detained adults in removal proceedings, and certain members of the university community. Its own sentences: all our services are free and we never charge a fee, and immediately beside it, our capacity is limited and we cannot guarantee that we can help everyone. The line for the first two groups is 702-895-3000, weekdays 10:00 to 15:00. This is not a general immigration advice line: a reader seeking help with a family petition falls outside its scope.
  • One free thing the court itself provides: the agency publishes self-help material and an online court resource explaining what happens at a hearing and how to prepare. That is general information, not representation.
  • We found no state board, council or program specific to Türkiye, and no Turkish association in this city whose activity we could verify from its own site. We do not say there is none; we say the research did not find one.

How not to use this section

We write this plainly. The state statute text could not be read; the current status of the local arrangement was not confirmed by the agency; two senior state officers have taken opposing public positions on the same question; and the federal document we rely on can be ended by either party on 30 days notice. Do not use this page to decide where to live. Choosing a neighborhood or a county on the strength of these lines buys you no outcome and gives you either false comfort or false fear. Ask a lawyer about your own position.

24 · Voting and jury duty

I am not a citizen. Can I register to vote in Las Vegas, and what if I get a jury summons?

Short answer

Voter registration and voting belong to U.S. citizens only, green card holders included. Registering or voting without being a citizen can have serious consequences for your immigration file and is also a criminal offense. On jury duty we have to be honest: we could not verify this round which public records Nevada builds its master jury list from, so we do not know whether driving license records feed it. What to do if a summons arrives is clear, and it is below.

Steps, documents and official links

Voter registration: the rule is clear

  • The requirement is citizenship. Voting and registering in federal and state elections belong to U.S. citizens. A green card holder, a person with work authorization, a student or a pending asylum applicant cannot register.
  • The immigration consequence is serious. Registering or voting without citizenship is a direct problem in front of the officer assessing eligibility and good moral character; the policy manual treats it in a dedicated chapter.
  • Read the box on the form. If a license, identity card or public service application contains a voter registration section, signing it counts in most states as a sworn statement that you are a citizen. We could not verify from an official source how a Nevada license application connects to voter registration; read every section of the form in front of you, do not sign a section you do not understand, and do not answer yes to a citizenship question if you are not a citizen.
  • Do not fill in registration forms handed to you at the door or at events, even if a campaign worker says it will not matter. In this city that warning is more concrete, because registration tables appear often in busy shopping and entertainment areas.
  • A distinction: some local decisions are taken at the ballot box and end up inside the rate you pay at the till; we set that out in the tax section. But a ballot measure affecting you does not give you a vote.

Jury summons: what we know and what we do not

  • We say what we do not know: we could not verify which public records Nevada's master jury list is built from. In some states the license pool feeds the jury list and a lawfully present non-citizen can receive a summons.
  • If a summons arrives: do not ignore it and do not throw it away. Call the jury office of the court named on the letter as soon as possible, or respond online as the letter instructs, and state that you do not meet the qualifications. Use the number on your letter, not a general number, because this city has more than one court and the summons comes from whichever one issued it.
  • A summons is not a mistake: lists are built from public records, and your name appearing on one does not mean proceedings have been started against you. It is not something to panic about; it is also not something to leave unanswered.
  • Jury qualifications genuinely differ from state to state. We could not read Nevada's text, because the state legislature's site did not open by any route this round, so we write neither that you qualify nor that you do not. Ask the court and ask for the answer in writing.

If you have just become a citizen: you can now register. Confirm the requirements and routes on the state election office's own page and take the current form from there.

25 · New citizens

I have become a citizen. How do I get a U.S. passport in Las Vegas?

Short answer

A first U.S. passport is applied for in person on Form DS-11: you take the original of your citizenship document to an acceptance facility. This city has plenty of them, but the useful fact is this: take the hours from the agency, not from the federal data file. The reason is concrete: the county clerk's marriage license bureau is also a passport acceptance point and it works in windows that do not appear in the federal file at all. Seven days a week by appointment in the morning, by appointment in the evening, and in one window with no appointment at all. Two more things up front: this counter does not do renewals, and at the same desk there are two separate fees, two separate payees and two separate payment rules.

Steps, documents and official links

An acceptance facility and an agency are two different things

This is the distinction readers get wrong most often. An acceptance facility can be a post office, a county clerk, a library or a city clerk counter, and it takes a routine or expedited application and sends it on. A passport agency is for urgent travel and is an entirely different thing. Everything below is acceptance facilities only.

The county clerk, from the agency's own page

The lines below come from the agency's own page, not from the federal file. There are two counters and they do not keep the same hours.

ItemWhat the agency publishes
Government center counter500 S Grand Central Pkwy, Las Vegas, NV 89155. Appointments Monday to Thursday, 7:30 a.m. to 4:15 p.m.
Marriage license counter201 E Clark Ave, Las Vegas, NV 89101. By appointment: 7 days, 8:15 to 10:00 a.m. · By appointment: Sunday to Thursday, 3:15 to 7:45 p.m. · Walk-in: 7 days, 8:30 to 10:00 p.m.
County processing fee35 dollars; cash, credit card, check, money order or cashier's check. Cheques not made out to the county clerk are not accepted
The federal fee and the cash trapThe federal application fee is paid only by check, money order or cashier's check, made payable to the U.S. Department of State; cash and credit cards are not accepted. So at one desk there are two fees, two payees and two payment rules
What they will not doNo renewals. The agency writes on its own page that it receives many calls about renewals, that it does not provide the service, and that renewals run by mail only
Identification, and this is the critical lineThe agency's own sentence: a standard Nevada driver license bearing the notation that it is not for federal official use is accepted as primary identification; a driver authorization card is not accepted for a passport application
BookingAppointments are released up to 15 days in advance. The agency's advice: if nothing is showing, do not call, check every day. Cancellations on (702) 671-0600
PhotosBoth counters have a photo booth: 14.99 dollars, credit card only, two 2x2 inch photographs. Arrive at least 20 minutes before your appointment. The agency's own warning is that an unacceptable photo is the most common reason appointments are rescheduled
ChildrenEvery child needs their own passport whatever their age and the child must be present; both parents or guardians are asked to attend. Sixteen and seventeen year olds with their own ID may apply alone, though the agency still recommends a parent attends

Why this table takes up so much room: the late and walk-in window at the marriage license counter is the widest passport access we have found in this series and a real difference for a reader who cannot take a weekday off. But the same counter does not do renewals and will not take the federal fee on a card. Do not go without a check or money order.

And a recorded conflict: the federal file gives one ZIP code for the government center and the agency's own page gives another. Use the agency's own ZIP for the agency's own building; we record the conflict rather than resolving it.

Other points in the city

  • Library branches are acceptance points too. The Windmill and Rainbow branches work by appointment; Rainbow's published window is Tuesday, Wednesday and Thursday 2 p.m. to 6 p.m., by appointment only. The Sunrise branch's federal record carries no note and no link, so call before you go. One record's opening-hours field appears corrupted; do not set out on the strength of that line, and book through the system's own page.
  • A counter of the southern Nevada health district is also an acceptance point and its own note says it offers photocopying. That can save your appointment if you arrive without copies.
  • The university runs its own passport office: by appointment, weekdays 9 a.m. to 3 p.m., inside the student union building. If you are a student or university employee that may be the shortest route.
  • Several post offices are acceptance points, booked through the postal service's own scheduler.
  • Do not pick a location from a line on this page. The same city has points open only a few hours a week and a counter open late seven days. Call before you go.
  • We publish no fee. We could not read the federal passport fees from the agency's own page this round. Read current amounts on the Department of State's fee page. The county's 35 dollar processing fee is a separate item.
  • Which cases must be in person: first-time adult applicants, children under 16, anyone whose passport was lost, stolen or damaged, and anyone whose passport was issued before they were 16 or is more than 15 years old. Renewals go by mail.

Urgent travel: we do not name a nearest agency

  • The Department of State's agency list could not be read by any route this round. So we do not say which agency is nearest, we give no address or hours, and we use no distance figure. Read the list on the department's own page.
  • The general conditions for an urgent application must be confirmed from the same page: nothing we could read this round came from a primary source, so no figure or number of days appears here.
  • One warning needs no source: do not pay any site that charges you to book a passport appointment. Appointments are free.
  • Do not overlook the route that needs no journey: routine and expedited applications run by mail through the national passport center.

One distinction: this section is about a U.S. passport, meaning for someone who has become a citizen or for a child born here. A Turkish passport is not renewed at a post office; that runs through the Consulate General.

Not sure about a step?

Ask before you do something that touches your immigration status

Applying for a benefit, changing your address, registering to vote or answering a jury summons can all show up in your file. You can speak with Attorney Asim Clinch, a Turkish-speaking immigration attorney working with clients in Las Vegas, in English or Turkish.

26 · Things to do

What is there to see in Las Vegas, and what does it cost to get in?

Short answer

This section opens with a warning rather than a price list, because in this city the thing that costs people money is not the price but the name. The hotel and casino corridor the world calls Las Vegas lies inside no municipal boundary at all; it is the unincorporated area of Clark County. So most of the places in a newcomer's head are not inside the city, and which settlement a venue sits in has to be checked each time. The second money item: state park entry is priced by the license plate, not the person. A vehicle without Nevada plates pays more at every gate, which means delaying your registration carries an invisible cost. The third is the free side: there is a park pass you can borrow on a library card, but it is rationed, and we say so honestly below.

Steps, documents and official links

The name trap: three layers, all true, none the same thing

Do not skip this paragraph; every address question on this page is answered here.

  1. The administrative fact, and we write this one as certain: the big hotel and casino corridor is inside no municipal boundary, it is unincorporated Clark County. Two independent sources establish it: the county's own text and the county's own mapping service. The break point is Sahara Avenue.
  2. The county's own town name, and we write this one with a qualifier: in the county's own map data this area appears as Paradise, with Winchester at its northern end. That comes from a single source and the county's prose does not give those two names, so we do not write a flat sentence saying it is there.
  3. The statistical layer, which is the trap itself: another layer of the same service calls those same points Las Vegas, and so does the envelope. The postal name is for delivery, the statistical layer is for counting, and jurisdiction lives in the municipal layer.
  • The reverse trap exists too, and do not try to correct it: the state historic park with Las Vegas in its name really is in this city, and it is the city's founding site. In the same way the city's own historic core really is inside the municipal boundary.
  • And one name that misleads: the free museum carrying the county's name is not in this city but in another city in the county. Going there is a trip to plan, not an afternoon.
  • Do not read the envelope, read the operator. The county's own large parks are also written with Las Vegas postcodes. Look at which body runs a place; the detail is in the local services section.

State parks: the fee follows the plate

The parks are run by the Nevada Division of State Parks, which brands itself Nevada State Parks, headquarters telephone (775) 684-2770. The tariff below was read on the agency's own fee page on 10 October 2026 and we have kept only what is reachable from this city.

ParkDay entryNote
Old Las Vegas Mormon Fort State Historic ParkMuseum admission 3.00 dollars, children 12 and under freeThe city's founding site and a state park inside the municipal boundary. Charged as museum admission, not as a per-vehicle gate fee
Ice Age Fossils State Park3.00 dollars per person, children 12 and under freeThe only park priced per person rather than per vehicle, and the newest in the state. At the north of the valley
Valley of Fire State Park10.00 dollars per vehicle, a vehicle without Nevada plates 15.00 dollarsCamping 20 or 25 dollars per vehicle per night; 10 dollars extra for a utility site. Entry by bicycle 2 dollars
Spring Mountain Ranch State Park10.00 dollars, out-of-state plates 15.00 dollarsOne of the closest state parks to the western side of the valley
  • The plate rule connects directly to the vehicle registration section. Delaying registration carries an invisible cost, and in a household that visits a few parks a year that is real money. How and when registration happens is in the vehicle registration section.
  • There is no free walk-in. The agency's own rule charges 2 dollars per person to anyone entering a fee-charging park on foot, on horseback or by bicycle. In some states in this series walking in was free; here it is not.
  • Annual permits: annual day use is 100 dollars and all access is 250 dollars, both valid 12 months from purchase and posted out as a physical placard. There is no renewal; you reapply. The agency also publishes separate permits for Nevada resident seniors and disabled veterans; we do not print the price of those, nor of the veteran and tribal annual passes.
  • Do not arrive without cash. At least one park in the system plainly does not take cards, and the agency publishes a separate collection charge for anyone who does not leave the fee in a self-pay box.

The library park pass: real, but two per library

The program is the Nevada State Parks Library Park Pass and it was read on the agency's own page. It is the most valuable free item in this file, but we do not write that it is there; we describe the structure and tell you to ask.

QuestionThe agency's answer
What it isA free day-use entry permit a Nevada public library card holder can borrow, valid for one vehicle carrying up to eight people
Where it worksAt all 27 Nevada state parks. It does not work on federal, regional or other public lands
Loan periodOne week, borrowed from your own public library
Museum admissionCovered. The agency names three state park museum admissions, and one of them is the state historic park in this city
Camping and boatingNot covered, day use only
Guaranteed entryNo. The agency states pass holders get no priority and admission depends on available space
Where to get oneThe agency's own sentence: at participating Nevada public libraries, and ask your own library whether it is participating this year
  • And here is the number: the agency's own press release of 13 January 2023 states that each public library in Nevada has been provided with two passes. Two passes, a one-week loan, and a valley of two million people. The pass is rationed; this page promises you no free weekend.
  • The program is still described as a pilot and began in 2023. We could not verify this year's participation by the library system serving this city, because the system's own site never opened this round. We do not write that every library lends one; ring your own branch.
  • This is where people go wrong most: the pass does not work on federal land. It is no use at the large federal landscape west of the valley or at the federal recreation area around the lake.

The big items inside the city

  • The large culture and nature site in the middle of the valley shares a ticket with the state museum on the same campus. For Nevada residents an adult is 9.95 dollars and a child aged 3 to 17 is 4.95 dollars; for non-residents an adult is 18.95 dollars and a child 10.95 dollars; children 2 and under are free but still need a ticket. In other words being able to show Nevada residency nearly halves the price; what counts as proof is not published on the ticket page, so ask before you go. The site is cashless, card or mobile payment only. Open Thursday to Monday, 09:00 to 16:00.
  • We correct a common error: several travel sites say under-17s are free at the state museum on this campus. The museum's own page prices children 3 to 17. That sentence belongs to other museums in the state system.
  • The county wetlands park at the east of the valley is free and large: 2,900 acres, with a 210-acre nature preserve and five trailheads. Trails, trailhead parking and trailhead toilets are open daily dawn to dusk, holidays included. The nature center opens Tuesday to Sunday, 09:00 to 15:00. But it is run by the county, not the city, however the postal address reads.
  • The same park has closures with end dates: a toilet on one nature preserve trail is closed, pond maintenance from September 2026 to February 2027 closes some preserve trails temporarily, a water district pipeline project may continue through 2027, and the main loop trail does not currently complete a loop. Call before you go, (702) 455-7522.
  • The federal fossil monument north of the valley is free. In the agency's own words, no fees or passes are currently required for access. But there is an address trap: the agency publishes a mailing address and labels it, in its own words, not to be used for navigation purposes. That address is not where the monument is; do not type it into a satnav. Information line 702-293-8853. For a household with school-age children it pairs naturally with the newest state park, but the two are separate units run by different governments; do not merge them.

Federal land outside the city

  • The federal recreation area around the lake charges: a private vehicle is 25.00 dollars covering one to seven days; a motorcycle 20 dollars; walking or cycling in is 15.00 dollars per person; the park-specific annual pass is 45.00 dollars, good for one year from the month of purchase. The line a family needs: in the agency's own words, children under 16 do not need an entrance pass.
  • At the large federal landscape west of the valley the structure was verified but the price was not. The agency's own pages state that entering the scenic drive requires a timed entry reservation from 1 October to 31 May for entry between 08:00 and 17:00, and that each vehicle needs its own reservation. The reservation is separate from the entrance fee and is required even if you already hold a pass. We publish no figure, because the agency publishes no price on any readable page. So the finest landscape near the city is not somewhere you can decide to visit on impulse for eight months of the year.
  • The national park in the east of the state charges no entrance fee, but it is not near this city; it is a holiday, not a day out. Cave tours are separately ticketed and payment is cashless.

Heat: the agencies' own warnings

We write this as a planning item rather than decoration, and we use the agencies' own language.

  • The park service's own sentence for the lake area, capitals included: it writes that it cannot be emphasised enough that hiking from late spring to early autumn can be VERY DANGEROUS because of extreme heat, and recommends delaying hiking plans to cooler seasons.
  • Water: the same agency says to carry at least one gallon, about four litres, of drinking water per person per day and to drink even when you are not thirsty. Stay on paved roads in summer, stay with your car if it breaks down, and carry spare water in the vehicle.
  • Swimming: the same page states there are no lifeguards and no designated swim beaches. Pool toys, inflatable or not, are prohibited and visitors can be fined for bringing them. In late summer and early autumn there is a blue-green algae warning: do not touch bright green or yellow scum, do not swim where there is algae, do not drink untreated lake water, and rinse off afterwards.
  • Summer monsoon: a downpour far away can cause a flash flood in a wash that has seen no rain; do not hike or camp in dry washes or low ground.
  • Paid venues have a heat rule too. The large culture and nature site in the city writes on its own ticket page that during summer months and extreme heat advisories outdoor areas may close early and that the playground, trails, train and trolley rides may not be available.

What this section does not contain

  • Any fee for the federal area west of the valley. We wrote the structure, not the number.
  • The name or price of any hotel, show or entertainment venue on the corridor. None was researched this round and these prices move constantly. Check each venue's own site and ask about the age limit before you pay; the reason is in the next section.
  • Any distance or driving time, because none came from a source this round.
  • The full statewide park list. We kept only what is reachable from here; the rest is in our Nevada guide.

27 · Free and family-friendly

What is free in Las Vegas, and where can you take children?

Short answer

In this city the answer to where can we take the children looks like nowhere else, and the reason is not a list of parks but an age limit. The legal gaming age here is 21, and the regulator's own text defines a class of venue on a licensed premises that bars patrons under 21 from entering. And the same text lists that venue's dancing area as possibly being a swimming pool or a pool deck. So a hotel pool can lawfully be an over-21 venue: a family that books a hotel on the strength of its pool photographs may find their children cannot go in. That is the source of the most expensive mistake on this page, and it is written in the state's own regulation. Beyond that there are genuinely free items, and we separate them below.

Steps, documents and official links

Pools and the age of 21: the question to ask before you book

  • The regulator's own text, defining a class of venue on a resort premises, lists one of its characteristics in these words: it prohibits patrons under the age of 21 from entering the venue. The same definition states that the dancing area may be a designated dance area, a swimming pool or a pool deck.
  • What that means in practice: if a hotel's pool falls into that class, your child cannot go in. Do not decide from the photographs or the star rating; ring the hotel before you book and ask whether the pool has an age limit, and ask whether there is a separate pool on the same property that is open to children.
  • There is a local version of this question too: a household putting visiting family into a hotel runs into exactly the same problem. Through the summer the pool is a reason to choose a hotel in this city, which is precisely why no booking should be made without asking about the age limit.
  • The gaming age is a separate and stricter item: for under-21s it is not only playing that is barred but also loitering in gaming areas. We could not read the statute text, because the state legislature's site did not open by any route this round, so we neither quote it nor print a penalty. What a reader needs is this: a child may walk through a casino floor with a parent to get from one place to another, but may not stop, stand or sit at the machines or the tables.
  • There is a night curfew too, but we do not print the hours. It is reported that Clark County operates a night-time curfew for under-18s and that the rules on the resort corridor are tighter; but the sources disagree about the hours and about which nights apply, and we could not read the county code. We print no time. If you are planning a late evening out with children, check the current county code or ask the Las Vegas Metropolitan Police Department.

Genuinely free

  • A library card and everything behind it. This city sits in the Las Vegas-Clark County Library District. And this card may be the most valuable item on the page, because the system's own document describes a separate card type for people who cannot verify an address: borrowing is limited to five items at a time and the documents state no expiry. But we keep the hedge heavy: the system's own site never opened this round, the information comes from the agency's documents but was read indirectly, and we could not verify which documents are asked for. No statement was found that a Social Security number is required, but that is a not found, not a not required. Ring the branch and ask for the card type by name.
  • The county wetlands park east of the valley is free and the easiest place to spend half a day with a child: trails open daily dawn to dusk, an exhibit gallery in the nature center and a picnic room for children, plus a free mobile app. Check the closure list above before you go.
  • The federal fossil monument north of the valley is free, in the agency's own words no fee or pass is required for access. Do not put the administrative mailing address into a satnav.
  • The library park pass. We set it out in the section above: two per library, one week, and it covers museum admission at this city's own state historic park. So with luck a library card buys a free museum day in this city.
  • Federal fee-free days: the two remaining in 2026 after this page goes live are 27 October 2026 and 11 November 2026. Put them in the calendar. Free entry applies, in the agency's words, to U.S. citizens and residents, and other charges such as timed entry can still apply on those days. The 2027 list will differ.

Cheap, but not free

We write all three as discounts, not as free entry.

RouteWhat it givesWhat it asks for
A national museum discount scheme3 dollars a head for up to four people at the large culture and nature site in the cityA maternal and child nutrition program card, a food assistance card or an EBT card
A bank's museum programOne free general admission at the same siteThat bank's active credit or debit card plus photo ID; only on the first full weekend of each month
A national program for military familiesFree general admission at the same site for a serving member and up to five family membersFrom Armed Forces Day to Labor Day, and one of the named military identity documents
  • Do not overlook the Nevada resident price. At the site above a resident ticket is close to half the visitor price. What counts as proof is not published, so ask before you go.
  • A boundary, stated plainly: the first two routes depend on being enrolled in an assistance program or on being a bank's customer. This page does not advise anyone to enrol in an assistance program; the immigration consequences of a benefit application are in the public benefits section.
  • Do not look for a statewide culture card for low-income households: one state in this series had one, and here the research did not find an equivalent. We do not say there is none; we say we could not find one.

Places to visit knowing they charge

  • The city's children's museum: open Tuesday to Saturday 10:00 to 17:00 and Sunday 12:00 to 17:00; also Mondays during holidays, summer and school breaks; closed Easter, Thanksgiving, Christmas Eve, Christmas and New Year's Day. We do not print its price, because the museum's own visit page carries none and we could not read its discounts page. Ask about prices and discounts on (702) 382-3445.
  • The large culture and nature site and the state museum on the same campus: prices are in the section above. The site is cashless; anyone arriving without a card is turned away.
  • The state museum system has seven members, but what is within reasonable reach of this city is limited, and one northern member is currently closed for renovation with no reopening date. Do not set out from the system list.

What is not on this list, and why

  • The name or price of any hotel, show or entertainment venue on the corridor. None was verified this round and prices and age limits change constantly. Ask about the age limit before you pay.
  • Any figure for the federal landscape west of the valley, where a timed entry reservation is required for eight months of the year as set out in the section above.
  • The city's own park and free events list. The city's website did not open by any route this round; we do not say there is none, we say we could not read it.
  • The document lists for library card types. The system's site could not be read.
  • We do not write seasonal items as if they ran all year. Splash pads, outdoor events and some park hours are seasonal, and fire restrictions in state parks are seasonal too.
  • The name of any community association, cultural center or place of worship. We could not verify any of them from its own site this round.

28 · Turkish consulate

Where are Turkish consular matters handled from Las Vegas?

Short answer

Nevada falls within the jurisdiction of the Consulate General of the Republic of Türkiye in Los Angeles. We verified that from the list rather than by assumption: the mission's own site gives its jurisdiction as 12 states plus the Pacific Islands, and Nevada appears eighth on both of the two pages that carry the list. There is no Turkish authority in Las Vegas where you can attend in person. Two traps are worth naming before you travel. First, the Consulate General is not in the City of Los Angeles; it is in Beverly Hills, which means the address works exactly like the postal trap you live with in this city. Second, two pages of the mission's own site disagree with each other on the e-mail address and on working hours, and we print both.

Two traps, and both mean a wasted journey

  • The building is not in Los Angeles. The mission's own contact page prints the address as Beverly Hills, CA 90211. Typing Los Angeles into a map and setting off can cost you the appointment. You already know this trap: in Las Vegas too, a postal address does not tell you which municipality a place sits in. We set out the same logic for this city in the local services section.
  • The attaché offices are in a different building. The Office of the Attaché for Religious Services is in the same building as the Consulate General (+1 (424) 313-9449), but the Office of the Educational Attaché and the Office of the Commercial Attaché are at a different address: 5455 Wilshire Blvd. Educational Attaché Suite 804, +1 310 342 5222, [email protected]; Commercial Attaché Suite 1120, +1 323 852 1894, [email protected]. Do not go to the Consulate General for a school equivalence matter; make two appointments at two addresses and work out in advance whether they fit into one day.

Jurisdiction: twelve states, one mission

According to the mission's own list its jurisdiction covers Alaska, Arizona, California, Colorado, Hawaii, Idaho, Montana, Nevada, Oregon, Utah, Washington and Wyoming, plus the Pacific Islands. The same page states that this is one of six Turkish consular missions in the United States, the others being in Boston, Chicago, Houston, Miami and New York, and that the Embassy in Washington also has a consular section.

We publish no distance figure, because none came from a source this round. What can be said is that the journey from Las Vegas is not the same journey as from the north of the state; plan around your own city. The statewide picture is in our Nevada guide.

What is handled there

The procedure categories on the mission's own enquiry form show in practice what runs through it:

  • Birth notification and civil registry matters
  • Marriage notification
  • Passport matters
  • Military service matters
  • Notarial acts, powers of attorney and signature certification
  • Turkish citizenship matters
  • Estate matters
  • Education and visa headings, information requests and appointments

Booking, checking and cancelling appointments run through the mission's own menu, which is split into consular procedures for Turkish citizens and visa pre-application for foreign nationals.

We do not publish a document list here. Each procedure has its own fee and its own list, and we could not verify them one by one this round. Travelling to another state with the wrong documents would be the most expensive advice this page could give; confirm the list from the appointment menu and the call center.

The one piece of good news for Las Vegas: no time conversion

The Consulate General is in the Pacific time zone as well, so its published appointment and telephone hours are already your hours. In some cities in this series the reader had to convert the agency's hours; not here. Against that, the in-person window is three and a half hours a day; if you want to finish more than one matter in a single trip, book the appointments on the same day or on consecutive days.

Three things to try before you travel

  1. e-Devlet. Civil registry, address and some document matters can be done remotely; check there first which of them can.
  2. The call center. Open 24 hours a day, seven days a week, so there is no time difference problem with Türkiye, and it is the fastest way to learn which documents are needed. It is also the fastest way to close the working-hours conflict above.
  3. Courier or post. Some procedures run by sending documents. Ask the call center or the mission which ones are accepted; do not post documents on your own initiative.

2026 closure days

The 2026 holiday list published on the mission's own contact page contains days falling after this page goes live, and two are immediately ahead: 12 October and 29 October. The list also carries 11 November, 26 November and 25 December 2026, and 1 January 2027. The list is annual, so check the current one before booking.

29 · Apostille

How do I use a document issued in Las Vegas in Türkiye?

Short answer

Both Türkiye and the United States are parties to the Hague Apostille Convention, so a document issued here needs an apostille, not consular legalisation, to be used in Türkiye. In the Hague Conference's own register of competent authorities, the authority shown for Nevada is the Nevada Secretary of State, together with the chief deputy and the deputy. We publish no fee, turnaround or address in this section, for a concrete reason: every one of that office's sites sat behind a bot wall this round and we could not read the procedure from the agency itself. What we can state with confidence is the thing that actually costs money and time: the apostille door is not one door but four, and sending a document to the wrong one means the packet comes back.

Steps, documents and official links

Four doors, and which document goes to which

Type of documentWhere it goes
A document issued by the State of Nevada or by a Nevada county (birth, death, marriage, a court order, a notarised document)Nevada Secretary of State, or the chief deputy or deputy
A document issued by a federal agency (a naturalisation certificate, for example)The U.S. Department of State's authentications office. It does not go to the state
A consular report of birth, death or marriage for a U.S. citizen born abroadThe vital records section of the Department of State's Bureau of Consular Affairs
A document issued by a U.S. federal courtThe clerk or a deputy clerk of that court. The Hague list names the relevant federal district court for Nevada

Why this table matters to a Turkish reader in particular: a newcomer household's apostille packet is usually mixed. The birth certificate of a child born in Las Vegas goes to the state, while a naturalisation certificate in the same envelope goes to a federal office, not to the state. Putting everything in one envelope and sending it to one authority means the packet comes back untouched a month later.

In this city the first link in the chain needs care too

An apostille chain begins with obtaining the document, and in this city birth and death certificates come from two separate counters: the state vital records office and the county health district. They do not even hold the same years. Which counter you need is set out in the birth certificate section; an apostille chain that starts at the wrong counter has to be started again.

What we are not writing, and why

  • No fee. We could not read the per-document amount from the state authority's own page.
  • No turnaround. We could not read the standard processing time or any expedited option.
  • No address or counter. We could not read whether applications go by post or in person, where any in-person counter is, or whether an appointment is needed.
  • No pre-certification chain. In some states in this series a document had first to be certified by a county clerk or the state registrar. We could not verify whether Nevada has such a step and we write nothing either way.
  • Nothing about how foreign-issued documents are treated.

Ask all of it in one place: the state authority's own site. Confirm by telephone before you prepare the envelope and ask for the answer in writing.

Do not break the order

  1. Obtain the document from the right counter. Mind the two-counter distinction above.
  2. Translate it if needed and have the translation notarised. None of the apostille authorities in this series performs translation. We could not read the Nevada authority's own rule on translation, so we state no firm requirement; ask before you send the envelope.
  3. Take the apostille last. An apostilled document cannot be altered afterwards.

The other direction: using a Turkish document in the United States

For Turkish documents you will use in a U.S. immigration file the direction reverses: those documents are apostilled in Türkiye and submitted here with a certified English translation. No authority in Las Vegas performs that step.

30 · Time and flights

What is the time difference between Las Vegas and Türkiye, and how do you get to Istanbul?

Short answer

Las Vegas uses Pacific time, which produces one of the widest gaps in this series: Türkiye is 10 hours ahead in summer and 11 in winter. Türkiye stays on the same clock all year and does not observe daylight saving; here daylight saving applies, so the gap shifts by an hour twice a year on its own. The practical consequence is harsh: there is almost no window in which you and a Turkish government office or bank are awake at the same time. On flights we write this: we could not find a non-stop flight from this city's airport to Istanbul, so the journey starts with a connection.

Steps, documents and official links

How many hours, and when it changes

PeriodGap to TürkiyeIf it is 09:00 here, in Türkiye it is
During daylight savingTürkiye is 10 hours ahead19:00
During standard timeTürkiye is 11 hours ahead20:00
  • Clocks go back on the first Sunday in November at 02:00. For 2026 that is 1 November 2026. So in the days this page goes live the gap is 10 hours, and after the first week of November it is 11. Türkiye does not shift, so you experience the change one-sidedly.
  • Clocks go forward on the second Sunday in March at 02:00.
  • Almost all of the state sits in one zone, so traveling north or south within Nevada does not change your clock. The single exception drawn in the regulation's own text is a city at the eastern edge of the state and has nothing to do with this city.
  • The consulate is in the same zone. The Consulate General in Los Angeles is on Pacific time, so its published appointment and telephone hours are already your hours. The detail is in the consulate section.

The practical window for calling Türkiye

  • The trap runs the other way: if a bank, hospital or government office in Türkiye works weekdays 09:00 to 17:00, the window from here begins in the early hours of the night and ends before dawn. This series has seen gaps of seven and eight hours; here it is ten and eleven, so the window is narrower still.
  • Two channels solve it: e-Devlet and the 24-hour consular call center. Both remove the time difference entirely.
  • Tell people calling you from Türkiye: an hour that is mid-afternoon there is the middle of the night here. Plan appointments and family calls accordingly.

Flying to Istanbul

  • The city's airport is Harry Reid International Airport, code LAS, operated by the Clark County Department of Aviation. Its own airline list carries 31 airlines and the Turkish flag carrier is not on it. The European carriers on the list fly to other points.
  • The conclusion, written carefully: the research did not find a non-stop flight from here to Istanbul. Our basis is the absence of the Turkish flag carrier from the airline list. We do not write flatly that there is none, because we could not read the airport's point-by-point route list this round. Look at connecting options and confirm the routing on the carrier's own site.
  • A jurisdictional point, and this city's main trap works here too: the airport is inside no municipal boundary, it sits in the unincorporated area of the county, and the county operates it. The postal address says Las Vegas, but it is not an airport run by the City of Las Vegas. That it also falls to a different settlement name in statistical boundaries is a separate layer; we set out all three layers in the local services section.
  • A time-limited warning: the airport announced on its own site that lane closures in its connector tunnels run through December 2026 and asked travellers to allow extra time. Leave more time on the day you fly.
  • Baggage and identification: the document you use on an international flight is your passport. Where the state's cards do and do not work in the air is set out in the driving license section; you cannot board a plane with a driver authorization card.

Your questions, answered

Frequently asked questions

Is the famous hotel and casino corridor inside the City of Las Vegas?

No, and this is the most important sentence on the page. That corridor lies inside no municipal boundary at all; it is the unincorporated area of Clark County. The break point is Sahara Avenue. The county writes it in its own text: most residents living south of that avenue are not inside a city boundary and take their traditional urban services from the county. We measured the same result in the county's own mapping service: for a downtown address the municipal layer fills in the name City of Las Vegas, while for corridor addresses the same field comes back empty. So it is not that the field is never populated; there genuinely is no municipality there. The second layer we write with a qualifier: in the county's own map data this area appears as the unincorporated town of Paradise, with Winchester at its northern end. The county's prose does not give those two names, and our only source is the map layer. The third layer is the trap itself: another layer of the same service calls the same points Las Vegas, and so does the postal address. All three are true and none of them is the same thing: the postal name is for delivery, the statistical layer is for counting, and jurisdiction lives in the municipal layer. The reverse is also true, so do not try to correct it: downtown really is inside the City of Las Vegas. The detail is in the city services section.

Which services come from the city and which from the county?

The answer depends on your address, and the line breaks around Sahara Avenue. Inside the city limits, zoning, building permits, business licenses, code enforcement and the sewer bill come from the City of Las Vegas; in the unincorporated area all of those come from Clark County, and the decisions are made by the Clark County Board of County Commissioners. Even the reporting channel differs: city lines and apps on one side, Fix It Clark County on the other. But four things do not depend on your address: the driving credential, vehicle registration, insurance and emissions sit entirely with the state agency; the school district is county-wide; the marriage license and the birth certificate are county functions; and policing, both inside the city and in the unincorporated area, is the Las Vegas Metropolitan Police Department. So "I have no city" changes nothing in those items. One more trap: the unincorporated towns have no mayor, no council and no municipal court; they have appointed advisory boards, and the county's own document states those boards are not decision-making bodies. The detail is in the city services section.

I have no Social Security number. Can I get a driving credential?

Nevada has a credential that does not turn on status: the Driver Authorization Card. The agency's own handbook states that a Social Security number is not necessary to obtain it; the card is valid four years and costs $22.50. The agency describes it like this: there are only two differences between this card and a standard license, it states Not Valid for ID in the top portion and the blue banner carries the card's own name instead of the word license; the appearance is otherwise identical. What we put at the center of this page is the two separate information regimes, both from the same handbook: for this card, the handbook states that information used to obtain it will not be released or used to determine legal presence or immigration status; on the standard license and REAL ID route, it states that any immigration documents presented will be submitted for electronic verification of lawful status. We set the two side by side and take no side; which one fits you is a decision for you and your lawyer. The second sentence is about the documents presented, not a promise or a threat about the card itself. We also print a conflict: the agency's document list for this card contains no lawful status document, yet another of its pages says foreign nationals may or may not be eligible depending on their specific immigration status. We take no side. The detail is in the license section.

Where is that card accepted and where is it not?

The one-line summary: you may drive, but you are not an ID. Verified from the agency's own page as accepted: driving on Nevada streets and highways, registering a vehicle, insuring it, and identification on the agency's own forms. Verified as not accepted: boarding an aircraft and entering federal buildings where identification is required, any benefit, license or service issued by the state or its political subdivisions, and a passport application. Whether a private business accepts it is the business's own decision, and the agency says so on its page. And five doors we could not verify, which we print as gaps: applying for a reduced-fare transit ID, applying for a work card, opening a bank account, using it as an identity document for employment paperwork, and the county's own assistance application. All five are your real life, and for all five we do not say it is refused, we say we could not find out. The county assistance door is the riskiest: for adults the county requires one of the identity documents to be a valid, unexpired, Nevada government issued photo ID showing a Clark County address, and we could not confirm from the county's own text whether this card satisfies it. Call before you go. The detail is in the license section.

Do water and electricity accounts require a Social Security number?

There are three doors and three answers. On water the answer is in writing: the utility asks only for the last four digits of a number and states on its own page that resident aliens may be required to provide a passport, a state identification number and/or a matrícula consular, and that international customers may be required to provide their passport number. An expired passport is not accepted. On electricity and gas the regulator's own answer is that some utilities may require a number, but many provide an alternative such as a driver's license number. So your first question should not be "can I do this without a number" but "what do you accept as an alternative." On deposits, electricity and gas rights are set by regulation: the ceiling is one and a half times the estimated average monthly bill, installments must be allowed, the deposit must be returned after twelve months of on-time payment, and for elderly customers the ceiling is halved. Water sits under a different regime, because the water district is outside the regulator's authority and sets its own rules. We publish no figure for the residential sewer bill, because we could not verify it; we could only verify that the new connection charge has risen year on year. The detail is in the utilities section.

Can my power be cut off if I cannot pay?

Here the trigger is not a calendar window but temperature, and that is the first inversion in this series. If the forecast for any twenty-four hour period reaches 105 Fahrenheit or above or 15 Fahrenheit or below, a disconnection for non-payment is postponed; those two figures appear in both the regulation and the tariff the company has filed with the regulator, so we write them with confidence. Do not miss four nuances. First, this is a postponement, not a cancellation; the debt remains. Second, if your household includes someone 62 or older or a person with a disability, the regulation states lower thresholds, but the company's published tariff does not carry them; the tariffs predate the regulation and the two do not agree here, so we write it as a possibility rather than a certainty and tell you to ask your company. Third, the gas exemption is conditional: the tariff states the heat postponement does not apply to the gas utility unless natural gas is essential for air conditioning at that dwelling. Fourth and most important: water and refuse are entirely outside this regime. The regulator names the water agencies and refuse collection and says it does not regulate them. There is also a thirty-day medical postponement, a ten-day written notice before disconnection, and a ban on disconnection at weekends and on holidays. The detail is in the utilities section.

Can I water my garden on any day I like?

No, and here it costs money. The watering rule follows a seasonal calendar: one assigned day a week in winter, three days in spring and autumn, and every day except Sunday in summer. Outdoor watering is banned on Sundays in every season. Days are assigned to the address; you do not choose them. In summer, spray irrigation between 11 a.m. and 7 p.m. is also prohibited. A first violation brings a notice and a period to put it right; after that it is money: on a typical residential meter $80, then $160, $320, $640 and $1,280, with higher amounts on larger meters. Which step you land on is set by your violation history over the previous eighteen months, and alongside the fee the district may also issue a misdemeanour citation. There is an appeal: a violation and a fee can be challenged before an independent hearing officer. And here is the mistake newcomers make most: hand watering and drip systems are exempt from the day and time limits, but water running off your property has no exemption at all. Water reaching the pavement or the street is a violation however you applied it. If you rent, the fee goes to whoever holds the account, but where the waste is not resolved the district may require the owner of record to take over the account, and the debt becomes a lien on the property. The detail is in the water restrictions section.

Will school enrollment ask about immigration status?

The district's own enrollment page states that it does not collect or verify immigration status and cites a state statute. A Social Security number never appears on the enrollment page; that is not the same as "it is not asked for", it means it is not written on their pages, and we mark the difference. The two items that actually decide the matter are the immunisation record and proof of address. On proof of address the Las Vegas side is strict in a way that hits newcomers directly: a current utility bill, rent receipt or lease or purchase agreement is accepted, and a driver license, a telephone bill and a cable bill are not. If all you hold is a future-dated agreement, a second proof of address is required within thirty days. There is a separate route for families without proof of address, which the district runs for people staying in someone else's home through its own line. For the child's identity a birth certificate or a passport is accepted, but photocopies are not accepted, only originals. On language, let us be plain: the languages the district translates into, the languages it actually staffs interpreters for, and the languages the state publishes its notices in are three separate lists, and Turkish is on none of them. But the right does not depend on the language: state law gives a parent the right to a qualified interpreter in their own native language, and the office to ask is identified. So the correct sentence is not "there is service in Turkish" but "there is a right to request, and this is its door." The detail is in the school section.

Is a Social Security number required for a marriage license?

This state is the outlier in the series: no waiting period, no blood test, and the Las Vegas counter is open seven days a week from 8 a.m. to midnight; the office writes on its own page that it is open all holidays, no exceptions. The fee is $102 and checks are not accepted; card payment carries an additional fee. Both of you must appear in person at the same time. Foreign documents are accepted here in writing, and that is this county's strongest feature: a passport, a consular identification card and a foreign government issued ID card or driver license (so long as it carries a date of birth) are listed among the accepted documents. Documents must be originals, not digital copies or photocopies, and a foreign birth certificate must be translated into English with the translation notarised. On the number question, the county's sentence reads: if you are a United States citizen and have been issued a Social Security Number, you must provide it. The obligation is tied to citizenship and there is not a word about anyone else. We found no source saying a license is refused for lack of a number, and none saying it is granted, so we write neither and tell you to call the bureau first. One last warning: being in the same county does not mean going to the same counter; some county offices do not issue licenses, and one of them says so in capitals on its own page. The detail is in the marriage section.

Where do I get my child’s birth certificate?

Nevada runs a hybrid: a statewide office plus two county health agencies. A child born in Clark County gets the certificate from the county agency, and there is a date limit: the county holds births from 1973 onward. A Clark County birth before 1973 cannot be obtained there at all and goes to the state office. The fee is $38 for the first copy and $25 for each additional one; the first copy includes a component for registering the certificate with the state registrar, waived on later purchases if you can document it was already paid. Personal checks are not accepted; mail and drop-off orders require a money order or a business check. Processing runs two to four weeks, there is no same-day or overnight service, and a finished certificate is held sixty days from the date of payment. The strongest door for a person without a number is here, but let us name the source correctly: it is the state office's published identification list that expressly names a foreign passport, a consular identification card, an employment authorization card, a temporary resident card and a B1/B2 visa accompanied by a valid I-94, and a Social Security number appears nowhere on those lists. A parent ordering a child's certificate only has to prove their own identity; no further relationship document is required. Warning: those are the state office's lists; we could not read the county agency's own list and we do not copy one onto the other. The detail is in the vital records section.

I have no insurance. Where does Las Vegas tell me to go?

Three things. First, the marketplace is the state's own: coverage is bought not on the federal site but through Nevada Health Link, operated by the Silver State Health Insurance Exchange. Second, a naming trap: Nevada Medicaid now sits under the Nevada Health Authority, and the former agency name is still everywhere in the paperwork, so your letter may carry the old one. The children's program is Nevada Check Up, and applications run through the Division of Welfare and Supportive Services via Access Nevada. All four names are correct and none of them is the same thing. Third and most important: from October 1, 2026 federally matched full coverage is open to four status groups only, and refugees and asylees are not on that list. But Nevada has taken an option, and here it is the opposite of Indiana: the state elected the federal option years ago for lawfully residing children and lawfully residing pregnant people, and the federal agency writes that a state which has elected it must still determine those people eligible for full benefits and must maintain that coverage. Do not merge the age limits: it reaches 21 on the Medicaid side and 19 in the children's program. Two programs, two ages. Lawfully residing is not the same as any immigration status; a person with no status is not reached by this. What remains for everyone else is emergency coverage, which survives the October 1 change. The detail is in the health section.

Are there free clinics?

First the sentence that matters most: a sliding-fee clinic is not a free clinic. The discount is calculated on household income and family size and you still pay something. We write this everywhere separately because it is the most misunderstood item on the page. In Nevada the membership body for these centers is the Nevada Primary Care Association, which publishes the list of organizations on its own page; on the Clark County side that list names the Southern Nevada Community Health Center. We publish no addresses; take them from the clinic's own site. And one sentence we do not add: that list of organizations says nothing at all about immigration status, so we cannot write that status is not asked. In an emergency the answer is different: under federal law a hospital emergency department must screen and stabilise regardless of ability to pay or immigration status, and the payment route behind it is emergency coverage. On the Clark County side University Medical Center is named as the local public hospital. We found no county indigent medical care program; the assistance items we could find are rent, burial and out-of-state transport. And there is a hard identity barrier at that door: for adults the county requires one identity document to be a valid, unexpired, Nevada government issued photo ID showing a Clark County address. The detail is in the clinics section.

Can my landlord ask about my immigration status?

The honest answer has two parts. First: immigration status and citizenship are not on the protected class list in the state's fair housing provision, which names race, religious creed, color, national origin, disability, sexual orientation, gender identity or expression, ancestry, familial status and sex. Source of income is not on it either. We read through the section headings of the landlord and tenant chapter and found no section dealing with status or tenant screening. Second and equally important: we could not verify their absence. The state legislature's site never opened during this research and the local ordinance texts could not be read. So we do not write "no such protection exists"; we write the research could not find one. The same applies to the kind of pre-emption clause seen elsewhere that bars cities from making tenant rules: we did not find one and we could not verify its absence. Three things you do have are verified: a provision barring a landlord from retaliating after certain complaints, the Nevada Equal Rights Commission which the county names on its own page as the state complaint body, and the fact that the rights the tenancy statute gives a tenant are never tied to status in any section. One practical item too: a written lease is required by statute to set out how utility charges are divided between the parties. Read that clause before you sign, because the water waste fee also lands on whoever holds the account. The detail is in the renting section.
