Just moved to Paradise? Do it in this order

This page is about a place where two sentences are true at once. The first: there is no city government here. Paradise is an unincorporated town of Clark County; the county's own document states that in Nevada county commissioners are the legally constituted town boards for all unincorporated towns and that all official governmental decisions are made by the board of county commissioners. There is no mayor, no town council, no town police, no town court and no town tax, the advisory board here is appointed, and your envelope says Las Vegas while the City of Las Vegas does not cover your house. The second: most of the hotel and casino corridor the world calls Las Vegas is inside no municipal boundary at all, it is unincorporated county territory, and the dividing line is Sahara Avenue. In the county's own map data this area appears under this settlement's name; the statistical layer of the same service calls the same points Las Vegas. So this is both a town without a government and one of the most recognized places in the country. But we are not saying everything is different: licensing, vehicle registration, insurance and emissions were always state business, the school district and the property tax offices were always county-wide, and transit was always a regional authority's job. What changes is home, city and documents. Below are the 30 everyday tasks Paradise newcomers search for most, with links to the official sources. Statewide rules are kept short and linked to our Nevada guide.

  1. Day 1Put your address into the county's jurisdiction lookup. Your envelope says Las Vegas but your authority is the county; this is the first step before writing to anyone.
  2. 10 daysIf you are subject to address reporting, report your new address to the federal immigration agency (AR-11). A move within the settlement counts too.
  3. Week 1Open the water and electricity accounts in your own name. These are the only two bills that can carry a tenant's name here, and they produce the two residency documents the license application asks for.
  4. Week 1Ask for the watering days assigned to this address. In a flat or a complex this may be the association's job; find out who the fee is charged to.
  5. Before signingAsk the transit authority about the route and the frequency at your address. There is service here; the real question is the evening and night hours.
  6. Before signingEnter the address into the school district's zoning search. The city name on your envelope does not answer the school question.
  7. NowEnrol your children in school. If nothing is in your name yet, ask for the Shared Housing option by name and do not postpone.
  8. At enrollmentWrite Turkish on the home language survey; it is the one record that leads to an interpreter request.
  9. Month 1Start the license or driver authorization card application. The agency's handbook gives thirty days to someone moving from another state; we found no separate period for someone arriving from abroad.
  10. Month 1Have your policy rewritten for Nevada. Out-of-state insurance is not accepted at registration and this state has no grace period.
  11. After a job offerAsk whether your line of work needs a card issued by the police. The employer signs the application; the order is the job first, then the card.
  12. Month 1Apply for health coverage: if there is a pregnant person or a child under twenty-one in the household, do not delay. Nevada elected a separate route for those two groups.
  13. Month 1Get a library card. A separate card for people who cannot verify an address is reported; we could not reach the system's site, so ask the branch.
  14. After closingIf you bought a home, sign and return the card the assessor mails. Any recorded ownership document removes the 3 percent cap.

Consulate, apostille and other Türkiye-related tasks are at the end of the page. Statewide rules are in our Nevada guide. Download this checklist as a PDF (first 90 days)

No city

Paradise is an unincorporated town. The county's own document states that the county commission is the legally constituted town board and makes every official decision. The advisory board is appointed: it cannot permit and cannot fine.

Sahara Avenue

The dividing line of the corridor the world calls Las Vegas. Most residents south of it are inside no city boundary and get their services from the county. Two independent official sources point to the same place.

No Sundays

Irrigation is prohibited on Sundays in every season, and between 1 May and 31 August spray irrigation from 11:00 to 19:00 counts as water waste. First violation a warning, second $80.

105 °F

The shutoff moratorium is triggered by temperature, not the calendar: a forecast above 105 degrees Fahrenheit or below 15 postpones a disconnection. A postponement, not a cancellation, and water is outside it.

01 · License

Where do you get a driver license in Paradise, and is there a counter here?

Short answer

The rest of this page will tell you that you have no municipal government. On licensing that changes almost nothing, because licensing, ID cards, vehicle registration, insurance and emissions are state business and all of them run through the Nevada Department of Motor Vehicles. The one thing that does change is geography: we found no licensing and registration office inside Paradise, so residents use the offices elsewhere in Clark County. The rule itself has two paths, and the difference between them is not only the document list, it is what happens to your information. We put the agency's own two sentences side by side below; this page does not decide which one fits you.

Steps, documents and official links

The only thing that differs here is the address, not the rule

On small-settlement pages this series usually writes: that service is not here, you will drive to the city. Here that sentence would be wrong, because licensing was never a municipal function. Paradise could have a city hall and the license would still come from the state agency. That is why, in transport, being unincorporated shows up in only three items: no licensing office of your own, policing by a county-wide department, and a service density that changes from one end of the settlement to the other. Everything else is the same rule as in our state guide.

We print no office address. The agency's branch list was not read separately in this research, and on top of that a 2026 agency notice reports that two offices are being consolidated. Going to the wrong counter costs half a day here: book through the agency's own system and read the location off the appointment screen.

There is a shift-work problem here too. A large share of households in this settlement work evening and night shifts, and the agency's counters run on ordinary business hours. Book around when you sleep, not around your day off; unlike several other institutions on this page, this agency has no late window.

The two sentences at the center of this page, side by side

Nevada issues a separate card to a person who cannot document status: the Driver Authorization Card. The agency's own driver handbook says two different things for the two paths, and we carry both exactly as written.

  • For the Driver Authorization Card: Information used to obtain a Driver Authorization Card will not be released or used to determine legal presence or immigration status.
  • For a standard license or REAL ID: Any immigration documents presented will be submitted for electronic verification of lawful status.

The second sentence is about the documents presented; it is not a threat about the card. The first is not a general protection either, it is a limit on how information is used and released. Neither a promise nor a warning: we put both texts in front of you, and you and your attorney make the decision. We could not read the full text of the cited sections, because the state legislature's site did not open by any route in this round; section numbers appear only as the agency itself cites them.

What the card says on its face

The agency describes it this way: there are only two differences between the Driver Authorization Card and a standard license. The card states Not Valid for ID in the top portion, and the blue banner reads Driver Authorization Card. In the agency's own words, the appearance is otherwise identical. So the card is not set apart by a colored stripe; the difference is one phrase and one banner. It is valid four years, expires on your birthday, and renewals and address changes are done in person only.

A standard license or REAL ID issued on temporary-status documents carries a different mark: in the agency's own words the face of the card reads Limited Term, and it expires on the departure date electronically verified by the federal security department. A standard card that is not a REAL ID reads NOT FOR REAL ID PURPOSES. Three phrases, three different things; do not mix them up.

Where the card works and where it does not

DoorDoes the card work
Driving on Nevada roadsWorks
Registering and insuring a vehicleWorks
Identification on the agency's own formsWorks
Boarding an aircraftDoes not work
Entering a federal building that asks for identificationDoes not work
Benefits, licenses and services issued by the state and its political subdivisionsDoes not work
A passport applicationDoes not work
Private businesses (cashing a check, a notary, buying alcohol)At the business's discretion. The agency's own wording: private businesses have the right to accept or deny it
A reduced-fare transit identificationWe could not find out. The transit lists say driver license or state ID card and do not say whether this card substitutes
A work card applicationWe could not find out. Many jobs in this settlement require that card, and we found no published answer
Opening a bank accountWe could not find out. Banks are private businesses, but the agency does not address banks separately
Employment eligibility paperwork (I-9)We could not find out. That is a federal matter outside the state agency's authority
A county social service applicationWe could not find out. The county asks for a valid state-issued photo ID; we could not confirm from the county's own text whether this card opens that door

All five could not find out lines are questions from ordinary life, and we are not guessing. The one-sentence summary: this card says you may drive; it does not say you are identified. The work-card line stings here in particular, because many of the industries around this settlement require a separate card issued by the police, and the order is fixed: a job offer first, the card second.

Is lawful presence required: two sentences disagree

The published document list for the card contains no lawful-status document, and the agency writes that the information used for the card will not be used to determine legal presence. Against that, the agency's new-resident page says foreign nationals may or may not be eligible for a license or a driver authorization card depending on their specific immigration status. The two sentences do not point the same way and we print both; we take no side. Ask the agency about your own situation and write down the answer with the date.

Documents, translation, and the residency requirement that hits a tenant here hardest

Identity for the Driver Authorization Card is met through one of three options, and the third option matters directly to a Turkish reader: two of the following together are accepted, a foreign passport, a foreign birth certificate, a consular identification card, another state's driver license or ID card, another state's driver authorization card, and another document issued by a foreign government. So a foreign passport plus a foreign birth certificate is expressly accepted on the agency's own list. Most of those same documents are rejected for a standard license, and the agency says so on its own page. The system is deliberately two-doored.

Translation is not skipped: every document not in English needs a complete translation from a translator the agency has approved; summaries are not accepted, the translation must be written, and it must carry the translator's signed statement including the number the agency issued them. The translator list is on the agency's own page.

And there is a trap specific to this settlement. Proving Nevada residency takes two documents showing your name and your street address; a post office box is not accepted. For a tenant in Paradise that is harder than it looks: the sewer bill goes to the property owner from the start, and the owner is the named party on the trash bill too. So the number of bills that can carry a tenant's name here is two: the water district's bill and the electricity bill. Open both in your own name; a household that delays this in the first month is delaying the card too. The agency's accepted list also includes a lease with your name on it, a pay stub, a bank statement, a vehicle insurance card, a hotel or recreational vehicle park record longer than thirty days, and a notarised statement from a Nevada resident. Those last two matter more here than almost anywhere, because many people arriving in this settlement spend their first weeks in a weekly-rate room or with relatives, and the agency publishes its own forms for this.

Tests, language and deadlines

  • A Turkish license is not exchanged. An applicant licensed in a foreign country other than Canada is asked for all three tests: vision, knowledge and skills. The agency's only published reciprocity program is for Taiwan; research found no such program with Türkiye. We do not say there is none.
  • An interpreter is allowed for the knowledge test, and the agency says so on its own page. An applicant who lacks English or Spanish may use an interpreter for the written examination; the interpreter must bring an approval letter from a government agency, a court, an educational institution or a non-profit advocacy organization, sign a statement at every session and complete the agency's form. A family member may not interpret, the applicant pays the interpreter, and no interpreter is allowed on the skills test. Research found no record of the test being offered in Turkish; only English and Spanish were found.
  • Deadline: the agency's handbook gives thirty days to someone moving from another U.S. state. We found no agency sentence giving the same period to someone arriving directly from abroad; we do not generalise, so ask the agency.
  • Another state's card is surrendered. The agency requires an out-of-state license or ID card to be handed in; it is punched and returned to you while the new card comes by mail.

Fee lines and the two recorded fee conflicts are collected in the license section of our state guide; read the agency's fee page yourself before you go.

02 · Vehicle

How do you register a car in Paradise, and is there an emissions test?

Short answer

Three sentences. One: registration is also state business, not municipal and not county, and a vehicle can be registered and insured on a Driver Authorization Card. Two: an emissions test is required here, because Paradise sits inside the valley; but the program area is a drawn boundary, not a county line, so no one can write "if you are in Clark County you are covered". Three, and the most expensive: Nevada has no grace period for a lapse in insurance, a single uncovered day can suspend your registration, and a car driven on a suspended registration can be impounded.

Steps, documents and official links

Here the choice between a car and the bus is a real one

We say this up front because it differs from most pages in this series. The transit evidence for this settlement is solid: the airport's own page names the regional authority, the authority's own guide lists the routes that serve the airport, and there is a ticket machine in the terminal. So living without a car is genuinely possible for some households here. But the counters are elsewhere: no licensing office here, no marriage counter here, no vital records counter here. We print no distance figures, because none came from a source; but getting those four errands onto one day is a serious saving here.

What a new resident needs to register

  • Insurance written for Nevada. The agency is blunt: an out-of-state policy is not accepted. Have your policy rewritten for Nevada before you move; the gap in between is a direct suspension risk.
  • A VIN inspection. Required for a vehicle coming from out of state, done at stations outside the main building of the large offices, before your appointment. A sworn peace officer or an authorized business using the agency's form can also do it.
  • An emissions report if required, your current registration document, current mileage and the out-of-state plates. Carry the plates in; the agency does not supply tools.
  • Governmental services tax exemptions run at county level and the approving office is the Clark County Assessor. Veterans, disabled veterans, surviving spouses, blind persons and military personnel stationed in Nevada are covered. There is no exemption based on age or the value of the vehicle.

Emissions: the area is drawn, not the county line

The program is the Nevada Emission Control Program, run by the state agency's compliance unit. A test is required if the vehicle is kept inside the Las Vegas Valley or the buffer surrounding it, if it is a 1968 model or newer, if it is petrol or a diesel under a stated weight, and if its registration status calls for it. Paradise is inside the valley, so the test applies here. But the same county contains exempt rural pockets, which is why summarising the rule by county name would be wrong.

  • Once a year, and a test is valid ninety days (one hundred and eighty for a vehicle bought from a Nevada dealer).
  • A new vehicle is exempt for its first three registrations and tested on the fourth. Hybrids are exempt for the first five model years. Electric vehicles, motorcycles and pre-1967 models are outside the program.
  • If a vehicle fails there is a waiver regime, and it differs between the two counties. On the Clark County side repairs must be done at an authorized station and the threshold is high; owner-performed repairs earn no waiver, whatever they cost. The northern county is looser, but do not carry that answer here.
  • The Clark County Division of Air Quality runs a payment program for emissions-related repairs on older vehicles; there is an income limit and we could not verify the threshold. Confirm the program name and scope on the agency's own page.
  • One rule applies even outside the program area: a petrol vehicle in Nevada may not emit visible smoke, and the agency runs a public-reporting program to enforce it.

Fee caps and the difference between the two counties are in the vehicle section of our state guide.

Insurance: the hardest item is that there is no grace period at all

  • The regime is at-fault, the minimum is 25/50/20, and there is no grace period. If your policy lapses for even one day your registration can be suspended and reinstatement carries a fee. This is the most expensive first-month mistake a new household makes in this state.
  • The list of prohibited rating factors is long: state law bars the use of income, sex, sexual orientation, gender identity, address, postcode, ethnic group, religion, marital status and national origin in calculating an insurance score. Do not mistake the limit: the ban is on calculating the score, not on general territorial rating. It is not the same thing as the postcode ban in another of our state guides.
  • Coverage and rating detail is in the insurance section of our state guide.

No toll roads, but you will get toll messages

For the first time in this series we can write there are none rather than we could not find out, because the sentence comes from the agency itself: in its bulletin warning about fake toll messages, the state motor vehicle agency writes that Nevada does not have tolls on public roads and that any payment towards such a fine is illegitimate. The only toll facility recorded for Nevada in the federal inventory is a park road inside a state park.

The practical consequence is blunt: every toll-fine text message you receive is a scam. The agency's own warning list names the signs: poor spelling and grammar, coercive or threatening language, a sense of urgency, and a link that does not match the agency's address. A second bulletin warns about messages that appear to come from the federal security department and threaten license suspension or a registration block if unpaid; the agency's sentence is that these notices are not legitimate and it never requests payment this way. A newcomer is more exposed to these, because they do not yet know which agency can write to them.

The hidden cost of delaying registration

Entrance, camping and boat-launch fees at state parks are charged by plate, and a vehicle without Nevada plates pays the higher rate at every gate. Annual permits are tied to the plate as well. So delaying registration is not merely an administrative lag; it is money per weekend. We opened the detail in the things-to-do section.

Parking: here the rule is in the contract, not on the sign

Part of this settlement sits next to hotel, convention and entertainment properties, and parking there is private-property rule, not public rule. Visitor parking, guest time limits and the towing agreement are in the contract of the apartment or homeowners association. Read that clause before you sign; here the towing decision is usually made by a property owner rather than by the police.

03 · Season

Is winter driving an issue in Paradise?

Short answer

This section is deliberately short, because this is the floor of a desert basin and a snow regime barely enters daily driving. We could not read an official rule text on winter tyres, chain requirements or pass closures for Nevada in this research; we do not say there is none, we say we did not find one. In this settlement the weight of this section is carried by two other things, and both arrive in summer: the heat-triggered shutoff moratorium and the watering calendar. The seasonal risk of the year here is not in January, it is in July.

Steps, documents and official links

What we do not know, stated plainly

  • We could not read a statewide mandatory winter-tyre or studded-tyre rule. The state legislature's site did not open by any route in this round and this item fell into that gap.
  • Paradise cannot have a snow ordinance of its own, because there is no municipality here that could pass one. If such a rule exists it lives in the Clark County Code and the county is the authority.
  • Driving up into the mountains changes everything. Winter is real on the western and north-western heights above the valley and the road up can close. When it snows, read the road conditions for where you are going, not for your own street.

In this settlement the seasonal risk is called heat

  1. The shutoff moratorium is triggered by temperature, not the calendar. If the national weather service forecasts 105 degrees Fahrenheit or above or 15 degrees Fahrenheit or below for a twenty-four-hour period, a disconnection for non-payment is postponed. A postponement, not a cancellation, and it does not cover water. Detail in the utilities section.
  2. The watering rule adds a clock in summer. Between 1 May and 31 August, spray irrigation between 11:00 and 19:00 counts as water waste and carries a fee. It is the most common first-month mistake a new household makes. Detail in the water restrictions section.
  3. A car wants different things in summer here. The battery, the cooling system and tyre pressure matter more in this climate than winter maintenance does, and whether your parking space is shaded is not a comfort question. Think separately about children and pets in a parked car.
  4. Walking distance is not the same distance in summer. In this settlement the few hundred metres between a bus stop and your door is a genuine health matter at midday in July. A household that relies on transit makes a separate summer plan: early morning, late evening, and water in the bag.
  5. Agencies publish their own outdoor warnings: litres of water per person per day, areas with no lifeguard, and facilities that close at midday in summer. We wrote these in the agencies' own words in the things-to-do section.

Time zone and Türkiye

Nevada is on Pacific time and observes daylight saving; Türkiye does not. So the gap between the two places changes twice a year on its own and the number you memorised is wrong for part of the year. If you are calling the consulate or an institution in Türkiye, recalculate the window every time; we wrote the detail in the time and flights section.

04 · Impound

Who do I call in Paradise if my car is towed?

Short answer

The answer here differs from other pages, and the difference comes precisely from there being no municipality. Paradise has no town police to call; policing in the unincorporated areas of Clark County is provided by the Las Vegas Metropolitan Police Department, headed by the elected Clark County sheriff. There is a second detail you should not skip: we found no station carrying the name Paradise. The department organizes the area through its own area commands, and you find out which one covers your address through the department's own station lookup. On money we have to be honest: we could not verify the maximum towing and storage charges a consumer pays, and we print no figures.

Steps, documents and official links

The station you search for by name does not exist; the one that covers you does

A neighboring unincorporated town has an area command named after it; we found no equivalent for this settlement. Do not read that as nobody covering you: the whole unincorporated county is the same department's responsibility, the command names simply do not match settlement names one to one. We publish no street address, because command boundaries and buildings change; the correct route is to put your address into the department's own station lookup. Do it today and save the number in your phone, because standing beside a towed car is a bad moment to start searching.

If your car has been towed, in order

  1. Call the police first and ask whether the car was towed. Rule out theft on the first call; the two situations follow completely different paths. The authority here is not the City of Las Vegas, it is the county-wide department.
  2. Ask which yard it went to, who may collect it and how payment is taken. Note the answer, who you spoke to and the time. We print no yard address, because we could not verify one.
  3. Have proof of ownership ready: the title, a current registration or lease, plus the plate or VIN.
  4. Do not underestimate the photo-ID requirement. If what you hold is a Driver Authorization Card it states on its face that it is not valid for identification, and whether the yard accepts it is a private business's decision. Take your passport too, and ask on the phone rather than at the gate.
  5. A tow from private property is a different matter, and here it is the most common kind. There the decision is made by the property owner, not the police, and the rulebook is the contract. Hotel, casino, shopping-center and convention-property car parks are private property; read the time and condition signs before you leave a guest's car there.

The two concrete situations that lead to a tow

  • Driving on a suspended registration. The agency's own wording is that when a vehicle is driven on a suspended registration, Nevada peace officers must confiscate the plates and may impound the vehicle. The commonest cause of suspension is an insurance lapse, and this state has no grace period.
  • An abandoned-vehicle report. A car left motionless for a long time can be reported. When you travel, think about where you left the car and who knows about it.

Charges: why we print no figures

Tow operators are licensed and tariffed by a state-level authority; every licensed operator files its own tariff with that authority, and under the authority's model tariffs every item on a towing invoice must be itemised. That rule itself helps you: if you see a single-line total on an invoice, ask for the breakdown. But the authority's own site did not open at all in this research and we could not verify the maximum consumer-facing amounts. When you see a tariff circulating online, ask where it came from.

If a family member is detained

Read this paragraph as a note to pin up at home. The first hours of a detention go to phone calls, a lawyer and childcare arrangements; the car is the last thing anyone thinks of, and yet storage charges run every night. Our advice is concrete: collect the car early, keep a copy of the title somewhere accessible at home, and make sure at least one other person in the household has the documents needed to collect it. A notarised authorization is the single most useful preparation for any situation in which a car is left behind. The case itself is federal rather than county business; we wrote the detail in the court section and the address reporting section.

05 · Transit

If Paradise has no city, does it have no bus either?

Short answer

It does, and the most reassuring sentence here is this: transit was never a municipal function. Service across the whole urban part of Clark County comes from a single regional authority, the Regional Transportation Commission of Southern Nevada, and the unincorporated areas are inside its service area. Something rare in this series applies here: the chain of evidence is solid. The airport's own page names the authority by name, the authority's own guide lists the routes that serve the airport, and there is a ticket machine from the authority inside the terminal. So the question is there a bus is answered here from documents, not from inference.

Steps, documents and official links

The chain of evidence, as it stands

The authority's own website did not open directly in this research, and the information came from its publications on an accessible file server. Even so, for this settlement the evidence is not indirect, and it rests on three separate documents:

  1. The airport's own ground transportation page states that bus service is provided by the regional transportation authority, naming it.
  2. The authority's own pocket guide lists the routes serving the airport by number: an express route and routes 108 and 109.
  3. There is a ticket machine from the authority in the terminal, so a pass or ticket can be bought at the point where you step off the plane.

The authority's route list also shows a route carrying this settlement's name, but we read that route name from a single source, so rely on route numbers rather than the name. The practical conclusion is still strong: this settlement sits on the busiest transit corridors in the valley.

Three separate questions to ask, because there are three separate coverages

  1. Fixed route. Is there a stop within walking distance of my address, which route, and how frequent? In this settlement the answer varies block by block: frequency is high near the corridor and can drop at the eastern and southern edges.
  2. On-demand service. Is my address inside a request zone, how far ahead must I book a ride, and how does a trip leaving the zone work?
  3. Paratransit. The covered area is defined separately; if anyone in the household needs it, ask about it on its own.

Fares and passes: no identification or number is asked for here

  • No official page we read requires identification or a number to ride at the ordinary fare. For a household without a number that is a real open door. You can board with cash, but the authority's own warning says in capitals: no change is given, exact fare is required.
  • Passes are not sold on board. They are bought through the authority's own app, authorized retailers and selected ticket machines; in this settlement the machine in the terminal is one of them. Some pass types are available only in the app.
  • There is a separate fare category for the resort corridor. A ticket that works elsewhere in the valley may not be enough for a route in the corridor. Ask which category you fall into when you buy a pass; for a household living here that is a direct monthly-budget question.
  • Reduced fares exist for youths, passengers aged sixty and over, veterans, people with disabilities and holders of a health insurance card; to use one you need the authority's reduced-fare identification or one of the listed documents. Research found no Social Security number in the authority's document list; but what the list asks for is photo identification, and we could not verify whether the Driver Authorization Card works at that door. Ask the authority directly before you apply.
  • Children aged five and under ride free with a responsible person.
  • Read the fare table from the state guide and do not mix it with the northern authority's: two separate authorities, two fares, two apps.

The airport: three true sentences, all valid at once

The region's scheduled airport is Harry Reid International Airport, operated by the Clark County Department of Aviation. The question of where it is has a three-layer answer, and we separate the layers, because mixing them would make this page assert an authority that does not exist:

  1. What is certain: the airport is not inside any municipal boundary. The federal geocoder returns no result at all for the terminal coordinate in the incorporated places layer. So the sentence the Las Vegas airport belongs to the City of Las Vegas is wrong; the airport sits in unincorporated Clark County and is run by a county department.
  2. In the statistical layer: the same coordinate falls inside this settlement's boundary as the census draws it. But that is a statistical boundary, not a jurisdiction; you cannot conclude from it that the airport is governed by Paradise, because there is no settlement government to govern it.
  3. The envelope layer: the airport's postal address says Las Vegas, NV. That too is only a postal designation.

One fact on flights: Turkish Airlines does not appear on the airport's own airline list, and you should not expect a direct flight towards Istanbul. We wrote connecting routes and the time difference in the time and flights section.

The corridor rail systems do not belong to the transit authority

The tourist corridor that runs across this settlement carries rail and automated systems linking the hotels. Do not confuse them:

  • A separate operator, a separate board, a separate ticket. Your regional transit pass is not valid on them, and their ticket is not valid on the bus.
  • The corridor's single rail line does not serve the airport, and the airport's own question-and-answer page says so. Do not rely on it to catch a flight.
  • You cannot walk between the terminals; the airport runs its own free inter-terminal shuttle, and automated trams operate inside security.
  • There is no passenger rail at all in Clark County. Passenger trains in this state run only in the north; this is one of the sharpest items separating the southern settlements from the northern one.

A realistic plan for a household without a car

  1. Call the authority before you sign a lease. In this settlement the answer will probably be yes, but frequency and service in the evening and at night are the real questions for a shift-working household.
  2. Batch your appointments. Put the counter, the doctor, the library and the shopping on the same day; four errands on one trip is cheaper than four trips.
  3. Plan summer separately. The distance between the stop and your door is not the same distance in July; prefer early mornings and late evenings and carry water.
  4. Build a neighbor network. For shift-working households this is the one real compensation here; workplaces and schools are where that network forms.

06 · Local government

How do I reach the city government in Paradise?

Short answer

You cannot, because there is no city government here. Paradise is an unincorporated town of Clark County, and the county's own document says it in one sentence: In Nevada, County Commissioners are the legally constituted town boards for all unincorporated towns. While all official governmental decisions are made by the Board of County Commissioners… There is no mayor, no town council, no town police, no town court and no town tax. The advisory board here is appointed and is not a decision-making body: it cannot issue a permit, cannot fine anyone and cannot pass an ordinance. And here is the oddity of this page: the place the world knows by name sits in a town with no government.

Steps, documents and official links

The corridor the world recognizes, in a town with no government

Unincorporated settlements in this series are usually places nobody has heard of. This one is the reverse. Most of the hotel and casino corridor the world calls Las Vegas is not inside any municipal boundary. Two independent official sources stand behind that sentence and both point to the same place: the county's own prose and the county's own mapping service. The county's sentence is this: most residents living south of Sahara Avenue and across the outskirts of the urban valley are not inside a city boundary and receive traditional urban services from the county rather than from any municipality. The county's mapping service shows the same line: an address at the northern end of the corridor returns a city, while addresses south of Sahara Avenue return an empty municipal field.

There is a second layer we have to qualify. In the same county's same service, the place layer gives the addresses in this area the name Paradise; a few points at the northern end of the corridor are filed instead under Winchester, a neighboring unincorporated town. That is the county's own data and it is strong, but it is a single source, and the county's prose never gives those names. So the sentence we build on this page is: the corridor is inside no municipal boundary, it is unincorporated county territory; in the county's own map data this area appears under this settlement's name. We do not write a flat the corridor is in Paradise.

The third layer is the trap itself. The statistical layer of the same service calls the same points Las Vegas, and your envelope says Las Vegas, NV as well. So a reader meets three correct answers and substitutes them for one another. Learn the distinction once and much of this page falls into place: one is jurisdiction, one is a map name, one is a postal designation.

Your envelope says Las Vegas, but the City of Las Vegas does not cover you

A household here almost certainly has a postal address reading Las Vegas, NV. That is a postal designation only and proves nothing about jurisdiction. A Paradise resident who calls the City of Las Vegas about a pothole, a building permit, a business license, zoning or a code complaint is calling an authority that does not cover their house. Even the county's own parks carry that postal name in their addresses; the postal name proves nothing here.

One tool settles this in a click and we give it by name: the county's Where am I Located? jurisdiction lookup. You type your address and it tells you whose jurisdiction you are in. Use it before you move and before you write to any agency; it may be the single most useful link on this page.

The chain of authority has three links, and we write it that way

  1. Policing and day-to-day order → the county-wide department, the Las Vegas Metropolitan Police Department, headed by the elected Clark County sheriff. There is no town police to call, because this is not a police jurisdiction. We also found no station carrying this settlement's name; you find the command covering your address through the department's own station lookup.
  2. Political representation and services → the Clark County Board of County Commissioners. The elected person who represents you is a county commissioner, elected from a geographic district for four years. The Paradise Town Advisory Board is a channel in this chain, not a government: its five members are appointed by the county commission for two-year terms, members must live inside the town boundary, and its job is to give opinions on zoning, planning and public works, to carry residents' problems to the commission or county staff, and to bring county information back. The county's own document addresses these boards directly: input is valuable and appreciated, but remember, you are an Advisory Board.
  3. Litigation → your immigration case is federal business, not the county's. We wrote the detail in the court section.

We publish no board member names, because the new term begins in January 2027 and the roster will change. The board appears to meet at a community center in this settlement, but we could not verify the meeting place and time; confirm on the county's own page.

One detail explains why they are appointed rather than elected: the county's own presentation says a town's advisory board can be elected only if the town lies a stated distance away from a large incorporated city. This settlement does not meet that test, so the appointed board here is not a choice, it is the consequence of the rule.

The town is its own taxing district, but the county holds the money and the decisions

The county's own definition: an unincorporated town is a specific area receiving additional services paid for by residents through ad valorem taxes, and under state law each town is treated as a separate taxing district. But the same text continues: all financial and legal responsibility sits with the county commission. So there is a budget line in the town's name and no government behind it.

The county describes itself as carrying a tri-part responsibility: it is simultaneously a regional, an urban and a town government. In its own words it supplies the unincorporated valley with all the functions normally associated with a city: public works, building inspections, parks and recreation, fire protection and street sweeping. One more detail explains the structure: those same seven elected people also sit as the board of the water district, the water reclamation district and the county public hospital.

The complaint channel is not 311, and the county posts its own warning

Research found no 311 line operated by the county under that name. The channel is called Fix It Clark County and the unit behind it is the Clark County Code Enforcement - Public Response Office. Zoning, blighted property, graffiti, unpermitted construction and short-term rental complaints run through this unit.

  • General line (702) 455-4191. There are also separate lines for graffiti, (702) 455-4509, and for short-term rentals, (702) 455-8314.
  • The office is open Monday to Thursday 07:30 to 17:30 and closed Friday, Saturday and Sunday. A problem you find on a Friday waits until Monday.
  • This warning has to go on the page, because the county writes it itself: your name, address and telephone number are requested in case additional information is needed, and if you provide your name or other personal information it may be disclosed, even if you request to remain anonymous. The county gives its reason too: everything it collects is public under the public records act. A newcomer who assumes a complaint stays confidential is wrong, and if you are a tenant that matters to you directly.

The parks are the county's, and there was never a town park here

There is no town park in this settlement, because there is no town to run one. Every park here sits in the county parks system, and the county's own list files about seventeen parks under this settlement's name. The largest is Sunset Park, named on the county's own page, and it is the real open space of this settlement. Two entries on the list are actually school grounds; joint-use sites rather than full parks, so ask when access is open before you go. Names, hours and what is where are in the things-to-do section.

The name trap runs here too: the county's own park carries the postal name Las Vegas in its address. The park is the county's, the settlement is this one, and the envelope says something else. Do not substitute one for another.

Library: the system is clear, the conditions are weakly verified

The system is the Las Vegas-Clark County Library District. From here on we owe you a plain warning: the system's own site did not open by any route in this research, and the conditions below come from indirect readings of the system's published texts. This is the weakest-verified section on this page, and we want you to confirm every line by telephoning a branch.

  • We found no branch carrying this settlement's name. The nearby branches are known by other names in the system. Search for a branch by your address, not by your settlement's name; as with much else on this page, the name misleads you. We print no branch address.
  • Instant online card: appears to be open to anyone who lives, works, attends school in or visits Clark County; the card number and PIN are e-mailed. The system says it uses a third-party verification service to confirm identity.
  • A full card obtained in person requires photo identification and proof of current address.
  • There is a separate card for a person with no address or who cannot verify one, with a lower borrowing limit. The extract we read says five items and no expiry. This may be the most open door on this page for a household short of a number or papers, and it is also the weakest-verified line. Ask the branch for that card by name.
  • For under-fourteens a parent or guardian must present their own photo identification and proof of address.
  • A Social Security number appears nowhere in the system's published card requirements. We write that as the published requirements do not include a number, not as no number is required; the difference matters.

The counters that are not here, and where you go instead

  • No licensing office of your own. You use the state agency's offices elsewhere in Clark County and book through the agency's own system; detail in the license section.
  • No marriage counter of your own. The license comes from the county clerk's bureau in Las Vegas, which is open seven days a week until midnight, and the county's government center does not do this work; detail in the marriage section.
  • No vital records counter of your own. Birth and death certificates come from the county health district and that office runs four days a week; detail in the birth certificate section.
  • No passport acceptance point of your own, and one more warning: this settlement's name does not appear at all in the federal passport acceptance data file, so searching under your own town name returns nothing. The county clerk's marriage bureau also works as an acceptance point by appointment; detail in the passport section.
  • No police station of your own. The department organizes the area through its own commands; find the station covering your address through the department's own lookup, detail in the impound section.

07 · Utilities

Who bills you in Paradise, and how do you open an account?

Short answer

The one-sentence summary of this section: one household sits under three separate legal regimes, and you can tell which door to use from the provider's name. Electricity and gas are inside the state regulator's rulebook; water districts and trash collection are outside it, and the regulator names them one by one. The second structural surprise lands on tenants: there is no sewer account for you to open here, because the responsible party is the property owner from the start, and the named party on the trash bill is the owner too.

Steps, documents and official links

ServiceProviderRegulated
ElectricityNevada Power Company, trading as NV EnergyYes, by the state regulator
Natural gasSouthwest Gas CorporationYes
WaterLas Vegas Valley Water DistrictNo
SewerClark County Water Reclamation DistrictNo
TrashA franchised private company through the county franchise services divisionNo

Electricity and gas are identical to the neighboring cities. Being unincorporated changes nothing in those two items; what changes is water, sewer and trash.

The rule you can read off the name

The regulator writes it out by name on its own consumer page: for the Las Vegas Valley Water District, the Southern Nevada Water Authority and the northern water authority it says contact your county commission, and it states plainly that it has no regulatory authority over trash collection services. The regulator also gives a naming rule: it does not regulate providers with authority, district or mutual in their name.

The practical consequence: if you have a dispute on an electricity or gas bill you can complain to the regulator. On water, sewer and trash that door is closed and the authority is the county commission, that is the same seven elected people. And the water and wastewater districts are already governed by those seven; the board of the body you are complaining about and the board you would complain to are the same.

Is a number required to open an account

  • On water the district has its own sentence, one of the clearest answers in this series: resident aliens may be asked for a passport, a state identification number and/or a consular identification card, and international customers may be asked for a passport number. There is a limit in the same passage: expired passports are not acceptable. The district's binding service rules ask only for full name and valid identification information; its web form, however, asks for the last four digits of a Social Security number. We could not verify whether the district will open an account on photo identification alone, so call before you go in person.
  • On electricity and gas the regulator's own answer is: some utilities may require a Social Security number, but many provide an alternative such as a driver's license number. The electric utility's own privacy text lists a driver's license, a passport and a state ID among documents that may be requested for identity verification.
  • We could not find out whether a taxpayer identification number is accepted. It appears neither in the tariff nor in the privacy text; we do not write that it is accepted.
  • A neighboring city publishes a route on its own page, letting a person who does not want to give identifying information by telephone open the account in person at city hall with photo identification. That solution belongs to that city's own customers and has no equivalent here: your water utility is a different body, there is no city hall to walk into, and the district publishes no such written route. Do not carry the neighboring city's answer onto this page.

Deposits: two different rules for electricity and water

  • No guarantor may be required for electricity. The utility's tariff says a customer may not be required to use a guarantor to start service. Credit can be established through a previous account or through service taken from another regulated utility within the last two years and paid on time for twelve months.
  • On a new account the deposit cap is one hundred and fifty percent of the estimated average monthly bill, calculated from the last twelve months of actual usage at that address. The deposit is waived on documentation for recipients of disability benefits, recipients of social security or pension payments, active military, veterans, and customers who enrol in automatic payment and keep it. That last one is a rule-based, documented way out for a newcomer with no U.S. credit history. For an elderly customer the cap is halved.
  • The water rule is heavier: a new customer who has not established credit with the district is asked for a deposit, and the amount is at least two and a half times the highest monthly bill in a twelve-month period. A surety bond acceptable to the district may be offered instead of cash, and the deposit bears interest, credited quarterly. The deposit must be paid in full on the day it is assessed, otherwise service may not start on the day you asked for; installments are at the district's discretion.
  • Turning water on also carries a service charge: a normal connection is $10, same-day addition $15, and after hours or on a holiday $70. Plan your moving day accordingly; a household moving on a Saturday afternoon pays this line.

The shutoff moratorium: the trigger is temperature, not the calendar

The electric utility's tariff filed with the regulator postpones a disconnection for non-payment during a period of forecast extreme temperature: if the national weather service forecasts 105 degrees Fahrenheit or above or 15 degrees Fahrenheit or below at any point in a twenty-four-hour period, the moratorium applies. Five things must be said with it:

  1. There are no dates at all. No season, no start and no end day; the protection exists only on days the forecast hits the threshold.
  2. It is a postponement, not a cancellation, and it covers only disconnection for non-payment. The debt does not go away.
  3. Gas is largely carved out of the heat half. The same tariff says the general high-temperature postponement does not apply to the gas utility unless natural gas is essential for air conditioning. There is no such exception on the cold trigger. Do not skip that condition.
  4. Water and trash sit outside this tariff. The regulator's own bulletin describes the extreme-weather limit for electricity, gas and water, but the water there means regulated water utilities and the district here is not one of them. Whether any heat-based protection reaches a water customer here we could not verify, and we assert it in neither direction. The district's service rules, read end to end, contain no temperature-based postponement.
  5. Lower thresholds for elderly and disabled customers appear, but only in the regulation. The state regulation appears to set earlier triggers for protected customers and to cover gas on the heat side as well; the utility's filed tariff carries none of those tiers and the tariff sheets predate the regulation. We record the conflict as it is: the 105 and 15 degree thresholds are common to both sources, but we cannot write the protected-customer tiers with confidence. If your household includes an elderly or disabled person, ask the utility and the regulator separately.

Protections that do not depend on temperature

  • Medical postponement: if a doctor or public health official certifies in writing that disconnection would be particularly dangerous to the health of a permanent resident of the household, the utility must postpone for thirty days, renewable for another thirty on a renewed certificate. The letter must carry the address, the patient, a clear description of the condition and the physician's name, title and signature. It does not cancel the debt and a payment plan is usually signed. The rule covers electricity, gas, water and telecommunications.
  • Notice: ten days' written notice before disconnection, stating the reason, the amount that would prevent it and the earliest shutoff date; if unpaid, a second notice at least forty-eight hours ahead.
  • No shutoff before or during a weekend or on a state holiday, in the regulator's wording, absent a safety issue.
  • Reconnection after payment: on electricity, if payment arrives by 10:00 the same day, otherwise within twenty-four hours. The commitment on the gas side is weaker: as soon as conditions permit.
  • The complaint forum is the regulator, but it cannot help with a provider it does not regulate; so on water and trash that door is closed.

Sewer: there is no account for a tenant to open here

Wastewater service comes from the Clark County Water Reclamation District, whose board is also the county commission. Three things matter to a tenant:

  • The bill is in the name of the legal owner of the property. Responsibility stays with the owner even when a tenant lives there; changes of ownership and occupancy must be reported within thirty days.
  • The bill is annual and can be paid in full or in quarterly installments.
  • Service is not cut off for an unpaid sewer balance; the debt with penalties is added to the property tax roll. The enforcement is on the deed, not at the tap.

The practical consequence: if someone tells you to open your water, electricity, gas, trash and sewer accounts, here there is nothing to open for sewer. We print no amount: the figure we hold was not read from the district's live rate schedule.

Trash: mandatory, and the named party on the bill is the owner

In unincorporated Clark County solid waste collection is franchised and managed by the county's franchise services division; the franchisee is a private company. The county ordinance makes subscription mandatory for all dwellings. For a single-family home the charge is calculated monthly and billed quarterly in advance, and the ordinance's own wording says the property owner is responsible for all charges even if the owner does not live there, with their name on every quarterly bill.

We print no trash rate. The only fee schedule we could verify is years old; read the current rate on the county's own franchise page. If you are a tenant, know this: you most likely pay for trash inside your rent and may never have an account of your own.

Internet: the authority is neither the county nor a city

We print no provider names and we say why: we could not verify them from an official source for this item. We can write the structure: video service franchises in Nevada are issued by the state, and the county's role is limited to rights-of-way. The practical consequence: on internet service the complaint forum is neither the county nor any city. We write nothing about speed, price or availability; availability in this state varies address by address and the only correct route is to ask the provider about your own address.

08 · Water rules

Is there a calendar for watering a garden in Paradise?

Short answer

There is, and it is not a temporary drought measure but a permanent regime. Your property is assigned watering days, Sunday is prohibited in every season, and between 1 May and 31 August spray irrigation from 11:00 to 19:00 counts as water waste. The fees are graduated and rise on an eighteen-month history: a warning on the first violation, then $80, $160, $320, $640 and $1,280. The most-missed detail is this: nothing at all is exempt from water running off the property. It is usually the first fee a new household pays.

Steps, documents and official links

The calendar changes with the season

SeasonWatering pattern
November, December, January and FebruaryOne assigned day a week
March and AprilThree assigned days a week
May, June, July and AugustAny day but Sunday
September and OctoberThree assigned days a week

You do not pick the days. The district assigns each property its own and notifies the customer. So one of the first things to do when you move in is find out the days assigned to this address. Your neighbor's day may not be yours.

One warning for the north of the state: in the same state, the large northern city runs its watering rule the other way round; there the prohibited day is not Sunday, and Sunday is open to some addresses. So if you carry the rule you learn here to northern Nevada you will be in violation. We wrote the two sides separately in our state guide.

What counts as water waste

  • Water running or spraying off the property.
  • A broken irrigation device or supply line left unrepaired for more than forty-eight hours after you knew about it.
  • Washing a vehicle, driveway, pavement or street other than as permitted.
  • Draining pool or spa water off the property when a sewer connection exists.
  • Spray irrigation between 11:00 and 19:00 from 1 May to 31 August.
  • Cooling misters, and failing to follow your assigned watering group.

The fee ladder: a warning first, graduated after that

The district's own rule says the customer is notified on the first violation and given a period to correct it; charges accrue on subsequent violations. On a normal residential meter the steps are:

ViolationCharge
FirstWarning and time to correct, no charge
Second$80
Third$160
Fourth$320
Fifth$640
Sixth and after$1,280

The step is set on an eighteen-month history, so a violation from a year ago can raise today's charge. Amounts are higher on properties with large meters. Water theft is an entirely separate and much heavier regime; stay well clear of it.

More than money: citations and termination

  • The district's own wording says it may issue misdemeanour citations under authority granted by the competent authorities. So this is not only a line added to a bill.
  • Water waste is listed among the grounds for terminating service.
  • But there is an appeal, and this is the most important line in the section: water waste and water theft violations and charges may be appealed to an independent hearing officer. The appeal must cite the date of the notice and be filed within the period the rules allow. That sentence is what protects a household still learning the language when a notice arrives; do not throw the notice away, record its date.

Exemptions, and the one thing nothing is exempt from

  • Hand watering with a hand-held hose is exempt from the clock and the assigned-day rule.
  • Drip and low-volume, non-spray irrigation is also exempt from the clock and the day rule. New landscaping gets up to fourteen days of extra allowance.
  • Nothing is exempt from water running off the property. Not drip, not a hand-held hose. Water on the pavement is a violation in every case.

Tenant or owner: both

Whoever the account is in receives the notice and the charge, so a tenant with the water account in their own name pays the fee. But the district's rules do not stop there:

  • If the tenant does not pay or does not resolve ongoing water waste, the district may require the owner shown in the county property records to take over the account and pay the arrears.
  • Unpaid bills, charges and costs are owed by both the customer and the property owner and constitute a lien on the real property.

So a tenant who ignores a water waste notice drags the landlord in, and that is the kind of thing that ends a tenancy. When a notice arrives, do two things: fix the fault, and tell your landlord in writing.

The mistake a new household actually makes

Turning the sprinklers on the day you move in, without knowing three things: that the district assigns the days, that Sunday is prohibited in every season, and that 11:00 to 19:00 between 1 May and 31 August is water waste in itself. A household that moves in during June and waters at midday has committed a violation before the suitcases are open. The first is a warning; the second is $80.

The ornamental grass rule: there is a date in the calendar

The state adopted a rule requiring the removal of non-functional ornamental turf, and the rule ties the obligation only to property dedicated to non-residential use. Single-family gardens are outside it. So why does it concern you? Because the common areas of homeowners and community associations are not outside it, and in this settlement households live largely in flats, complexes and association-governed developments. If you are renting or buying in such a place you may see turf removed from common areas, a levy raised for conversion, or landscaping disputes. The deadline is the end of 2026 and the water prohibition starts in early 2027, so this item is about to change; ask the association before you sign.

Is there a local ordinance protecting tenants in Paradise?

Short answer

This question has a structural answer here: a town cannot have its own tenant ordinance, because there is no town government here to pass one. The decision-making body is the county commission and the only local law here is the Clark County Code. We could not verify whether the county has adopted such a rule. What is certain on the state side: the fair housing protected-class list contains neither source of income nor immigration status, and among the section headings of the landlord-tenant statute we found no section referring to status. That is a finding of a gap, not a guarantee.

Steps, documents and official links

Build the structure first, because the structure decides the answer

In other guides in this series a city was able to use its own ordinance to bar a landlord from asking about immigration status; in another state, state law barred cities from doing exactly that. Paradise fits neither picture, because there is no city here at all. A local rule could come only through an ordinance adopted by the county commission.

We could not verify either of two things and we write neither: whether the county has such an ordinance, and whether the state bars local governments in this field. The state legislature's site did not open in this round and the county code could not be read directly. We do not say there is none.

What is certain statewide

The following rest on the landlord-tenant statute; because we could not read the statute's own text, the sources used were the state supreme court's landlord and tenant handbook and the publications of the two free legal aid organizations in the county. These are secondary rather than primary sources; have the lines below confirmed before you sign a lease.

  • The deposit cap is three months' rent. If the landlord also takes the last month's rent in advance, the deposit cannot exceed two months' rent.
  • You have the right to ask for a signed written receipt for the deposit, and if the landlord does not give one you may withhold rent until it is given. It is the most-missed right at lease signing.
  • A second deposit cannot be demanded mid-term.
  • Deductible items are limited: unpaid rent, reasonable cleaning costs, and damage beyond normal wear and tear.
  • However the tenancy ends, eviction included, within thirty days the landlord must either return the balance or provide an itemised written accounting. Wrongful retention can make a landlord liable for up to twice the deposit.
  • If the property is sold, the former owner either returns the deposit or transfers it to the new owner.
  • There is a prohibition on retaliation, one of the most concrete protections we can give you: you cannot be punished for exercising a right.

Protected classes: what is on the list and what is not

The state equal rights body is the Nevada Equal Rights Commission, inside the department of employment and rehabilitation. Its current page lists for housing: race, color, religion, sex, sexual orientation, gender identity or expression, disability, national origin and familial status.

  • For a Turkish reader the handle is national origin, and it is on that list.
  • Source of income and a housing voucher are not on the list. We do not write that as a declaration that none exists: a 2021 bill was found that would have added source of income, but no record of enactment was found and the statute in force could not be read because the legislature's site was closed. We assert it in neither direction.
  • Immigration status is not on the list either, and we found no provision barring a landlord from asking about it. Again: not found, not none.
  • We record a conflict and do not resolve it: the body's own poster adds ancestry and omits familial status, while its website does the opposite. Two documents from the same body disagree. Carry both when you file.
  • Some county-funded projects appear to carry a source-of-income condition, but that is a funding condition, not a general rule. Do not mix the two.

How to file a complaint

  • A housing complaint must be filed within one year of the last alleged violation. The period is shorter for employment and public accommodation complaints.
  • Filing is free and no attorney is required. The body's current page says the complaint must be filed online, and that post, fax and in-person filing are no longer accepted. The southern Nevada office is (702) 486-7161.
  • Nothing is tolled: time spent at the agency does not stop a court deadline. Filing with the agency does not buy you time; know that going in.

Free local legal help, by name

Two organizations across the county produce tenant publications and both serve a resident here equally: the Civil Law Self-Help Center and the Legal Aid Center of Southern Nevada. The first operates in partnership with the court in the county. Make them your first door on deposit, eviction and lease questions.

Short-term rentals: a particular issue in this settlement

  • Renting for fewer than thirty-one days requires a separate business license in unincorporated Clark County, and renting without one violates the county code. The county does not distinguish by whether the owner is present, requires a valid license number to appear in every listing, and sets a limit of one unit per person or company in residential areas.
  • This item matters more here than average, because the settlement sits on the tourist corridor and short-term rental demand is high. The county's separate short-term rental hotline is itself a sign of that. If you are a tenant and there is an unlicensed short-term rental in your building, the complaint channel is the county's code unit; but we wrote the warning there about your name being disclosed, so read that first.
  • The application window closed: the county's own page says complete applications had to be filed by a stated date and that late applications were not considered. Programmes like this can be reopened or litigated; read the county's page yourself before you act.
  • The county states expressly that this ordinance applies only to people and properties in unincorporated Clark County and that residents of neighboring cities must apply to their own municipality. That is a second independent proof of the county-versus-city distinction and it confirms this page's thesis exactly.
  • We could not find out whether an ordinary long-term rental of a single-family home requires a county business license. If you are a landlord, ask the county's business license department.

And this: water waste can end your tenancy

We put this in the renting section too, because it does not come to mind at signing. Where water waste goes unresolved, the water district may require the owner on the deed to take over the account, and the unpaid amount becomes a lien on the real property. So ignoring a watering notice becomes your landlord's financial problem. When a notice arrives, inform your landlord in writing; it protects the relationship and creates the record.

10 · Property tax

How does property tax work if you buy a home in Paradise?

Short answer

The answer here is a county matter, not a municipal one. The office that values the property and administers the abatement is the Clark County Assessor; the office that bills and collects is the Clark County Treasurer. In neighboring cities the bill carries a municipal line; here there is no municipal line, though the town counts as its own taxing district under state law. The system itself is not a discount but a cap: the annual increase on the tax bill for an owner's primary residence is limited to 3 percent, while on property the owner does not occupy the cap runs up to 8 percent.

Steps, documents and official links

How the cap works

The county's own page explains it like this: state law applies the 3 percent cap to the tax bill of an owner's primary residence; single-family homes, townhouses, condominiums and manufactured homes are covered. Only one property in Nevada may be designated the primary residence. Some rental housing meeting low-income rent limits can also reach the 3 percent cap. On residential property the owner does not occupy the cap runs up to 8 percent, and the same cap applies to land, commercial buildings, business personal property and so on. New construction or property whose use changes gets no cap at all in that fiscal year and enters the cap from the following fiscal year.

Read this correctly: it is not a deduction from the bill, it is a limit on how fast the bill can grow. The rate comparisons from other states in this series cannot be carried here: the difference here is in the speed of the annual increase, not in the amount.

The second-home question is real in this settlement: not everyone who buys a flat on a corridor like this lives in it. If you will not live in it your cap is not 3 percent but up to 8 percent; and short-term rental licensing is a separate matter, so read that before you decide to buy.

The two most critical sentences for a buyer

  • The county's own warning: any recorded ownership document removes the 3 percent abatement on the home you occupy. If the assessor's document number is updated you must complete and return a new card to keep the cap for the following year.
  • The assessor mails the cards after 1 July, to properties whose document number or ownership changed during that fiscal year. Watch your letterbox for that card in the months after you buy. Transferring the home into a trust is also named among the reasons the cap must be reclaimed.
  • A refinance that does not involve an ownership document does not affect the abatement.
  • The assessor's own information gives an annual deadline for correcting the tax cap and says corrections may not appear on the bill immediately, with a revised bill from the treasurer following the update. The office's number is (702) 455-3882.

3 percent is possible on rental property too

The assessor sends owners of residential rentals with more than two units a rent declaration in the spring; if rent in all units is below the applicable limit, the owner signs and returns it and enters the 3 percent cap. These rent limits change every tax year, so we print no figures and ask you to read the county's own page. These caps are not a rent limit and must not be presented as rent control.

The number question

We could not find out whether the assessor accepts a taxpayer identification number for this abatement, or even asks for a number at all. The abatement is claimed by signing and returning the card the office mails, which suggests the identity link runs through the deed record; but that is an inference, not a finding. We assert it in neither direction; ask the office directly before you buy.

The taxes you do not pay here, and the ones you do

Nevada has no personal income tax, no state return and no state withholding certificate. But there is no tax would be wrong: its place is taken by sales tax and property tax, with separate items on the employer side. The sales tax rate depends on the county and in Clark County it is 8.375 percent; even the components of the rate show what the locality spends on, with two separate policing items and a water district item on the Clark County side. Do not carry this rate to the north of the state, where both the rate and its components differ. We opened the detail in the tax section and in the property tax section of our state guide.

11 · School

Which school will your child attend in Paradise?

Short answer

The school district here is county-wide as well: it is the Clark County School District, and being unincorporated does not change that. What changes is which school, and that is decided by your address. There is a trap here: the city name on your envelope says Las Vegas, and the answer to the school question comes not from the envelope but from the district's own zoning search. The good news is on documents: the district states on its own page that it does not collect or verify immigration status, citing a section of state law, and there is no Social Security number on the required document list.

Steps, documents and official links

Find the school first, not from the envelope

Because the district covers the whole county, a parent's question here is answered by address, not by town name. Since your postal address says Las Vegas, reasoning from the envelope gives the wrong answer. The only reliable route is to put your address into the district's own zoning search. Do it while you are house-hunting too: two streets apart in the same neighborhood can fall to different schools.

There is a second reason in this settlement. Some buildings here sit close to the tourist corridor and large employers, and two addresses in the same postcode can differ sharply. Do not rely on the neighborhood name or the postcode; put the full street address into the search.

The four required document groups

  1. Proof of address, one document. The district lists: a current utility bill, a current mortgage statement, a rent receipt, a residential lease or a purchase agreement. Telephone and cable bills are expressly not accepted, and a driver's license does not count as proof of address for this purpose. That detail matters here, because the sewer and trash bills are issued in the owner's name; in a tenant household the bills that can produce proof of address are usually water and electricity.
  2. Parent identification: the district's list says a driver's license, a photo ID or a passport. That the passport is named is what keeps this door open for a Turkish parent. If there is a guardianship, the guardianship document is asked for too.
  3. The child's identity: an original birth certificate, a passport, or a certified birth card issued by a health district. Photocopies are not accepted. If you do not have the birth certificate, see the birth certificate section.
  4. Immunisation records. Required by state law with a valid document. The district cites a statutory section as the basis and says exemptions exist for religious belief or a medical condition. For access to immunisations it gives the Southern Nevada Health District and the number 702-759-0850; the district's own immunisation events and school-based health centers are also listed.

Three options that rescue a family short of papers, by name

  • The Shared Housing option. Families where the parent or guardian has no lease, mortgage or bill in their own name can tick this option during online registration. This may be the single most important line for a newcomer, because in the first month nothing may yet be in your name.
  • A future-dated lease or purchase agreement. The school enrols the child and requires one more proof of address within thirty days.
  • The Title I HOPE program. It can help obtain an original birth certificate that cannot otherwise be found, and families eligible for those services get extra time for immunisations and proof of address.

Ask for all three by name. These are the district's own published options; doors that open with a single sentence at the registration desk.

The immigration status question

The district states on its own page that it does not collect or verify students' immigration status and that it is not responsible for enforcing federal immigration law, citing a section of state law as the basis. We could not read that section's own text, because the state legislature's site did not open by any route in this round; so we cite the section number only as the district cites it and quote no statutory text.

And there is something absent from the list: the district's published required-document list contains no Social Security number. We write that as the published list does not include a number, not as no number is asked for. The identification the district names, a passport and a birth certificate, are documents obtainable without a number in the first place.

Language: the correct sentence is not that Turkish services exist

There are three separate numbers here and we do not average them, because the three count three different things:

  • The online registration system itself runs in two languages: English and Spanish. That is the real operational answer at the registration desk.
  • The home language identification sentences the district uses for first contact with newly arrived families exist in forty-nine languages.
  • The district's core document on language learners is published in eight languages.

Turkish was not found in any list we read. We write that plainly, and the sentence we put in its place is: we are not saying Turkish services exist; we are saying there is a right to request, and this is its door. State law recognizes a parent's right to a qualified interpreter in their own native language regardless of which language it is, and the district's multilingual learner and family services unit says it provides translation and interpretation at district-related meetings and at special education meetings. Make your request in writing, say which meeting it is for, and keep the answer with its date. You do not have to walk into a meeting without an interpreter.

Age and grade placement

  • For kindergarten the child must be five on 1 August, and for first grade six and have completed kindergarten. The district's own rule says completing kindergarten cannot be satisfied through an online or home-school program; for a student arriving from out of state the last school's report card is asked for.
  • A student arriving from another state who meets that state's age requirements and can produce a report card, a transcript or an official promotion letter may be enrolled in the grade they attended or were due to attend.
  • But note: that rule is written for other U.S. states. We found no published district rule on grade placement for a child arriving from another country. For a family coming from Türkiye the most practical preparation is to bring the child's report cards and school records with notarised translations and to ask this question directly at the registration desk.

Two practical notes for a shift-working parent

  • Agree the meeting times up front. Many households in this settlement work evening and night shifts while school meetings happen during the day. If you need an interpreter, ask for both in the same letter: the time and the language.
  • Fill in the emergency contact form carefully. If there are hours when you cannot answer the phone during a shift, make sure another reachable adult is on the list; that also governs who the school may release the child to.

12 · Health

Where do you apply in Paradise if you have no health insurance?

Short answer

Do not copy this section from another of our state guides, because Nevada took an option. Federal rules limited full coverage to four status groups from 1 October 2026; but Nevada took the option left open for lawfully residing children and pregnant people years ago, and the federal agency's own implementation document says a state that took that option must treat those people as eligible for full benefits. The application is state business rather than county; the route for a household here is the same as in the other Clark County settlements.

Steps, documents and official links

Names first, because they changed in 2025 and the old one is still everywhere

  • The health coverage program is now run by the Nevada Health Authority; the agency's own page says it was created by a law passed in the 2025 session. The old name still appears throughout documents and letters; an older letter carrying the old agency name is not thereby invalid.
  • The program is Nevada Medicaid and the children's health program is Nevada Check Up.
  • The body that decides eligibility differs from the one that runs the program: applications and eligibility run through the welfare and supportive services division on the Access Nevada portal. Two official documents give different addresses for the portal; we record the conflict and take no side, and we suggest you enter through the agency's own page.
  • The insurance marketplace is not federal but the state's own: Nevada Health Link, operated by the Silver State Health Insurance Exchange. This is the opposite of some of our other state guides; you do not enrol through the federal marketplace site.

The 1 October 2026 change, and what makes Nevada different

Federal law tied federally matched full coverage from that date to four groups: U.S. citizens and nationals, lawful permanent residents, Cuban and Haitian entrants, and migrants under the compacts of free association. Refugees, asylees, people with temporary protected status, parolees and people here on visas are not on that list.

But there is a second sentence for Nevada, and that is where this page differs: the federal health agency's implementation document says a state that took the option left open for lawfully residing children and pregnant people must treat them as eligible for full benefits. Nevada took that option for both children and pregnant people and the documents exist.

  • There are two separate age limits and they are not merged: 21 on the health coverage side and 19 in the children's health program. Two programs, two ages.
  • Lawfully residing does not mean any immigration status. This door does not reach a person without status.
  • We could not find Nevada's own announcement. No bulletin of the kind other states publish was found in this research and the agency's pages were unreachable; that is an access gap, not evidence. Ask the agency about your own situation before you apply.

Emergency coverage: still in place after the change

The federal document states plainly that emergency coverage continues after the 1 October 2026 change. Carry both warnings with it:

  • There is no emergency equivalent inside the children's health program. So for a child outside the lawfully-residing route, that side is a gap.
  • The same law also limits the share the state receives from the federal government for emergency coverage. That does not change who is eligible, it changes what the state pays.
  • If Nevada has its own name for an emergency coverage package we could not find it; do not carry package names from another of our state guides onto this page.

Applying and documents

The portal's published document list is a general one: proof of citizenship, a Social Security card and proof of income are named. Do not read that list on its own, because emergency coverage and the lawfully-residing route do not depend on the applicant's own citizenship. The portal has a pre-eligibility screening that shows which of health coverage, the children's program or the marketplace you might fall into.

We could not find two things and we write neither: a Nevada text saying the number requirement is waived for emergency coverage, and a Nevada sentence on whether the agency reports applicants to the immigration authorities. Those sentences existed in other state guides of ours; here they were not found and will not be assumed.

What the children's health program costs

The program's published description says the only cost is a quarterly premium, that enrolled children pay no copayment, deductible or other charge, and that the premium is set by family size and income. We print no income limit: we saw two different thresholds in two official sources and could not determine which is current. Screen your own household on the portal.

Read this even if you have employer coverage

Some households in this settlement work in hotels, food and beverage and entertainment, and coverage may come from an employer or a union plan. Ask two things up front: the waiting period, how many months after starting work coverage begins, and the hours threshold, how many hours a week are needed to keep it. In a month when shifts drop, coverage can lapse, and in that gap the routes in the next section are what you have.

The second date: 1 January 2027

From that date federal rules tie marketplace premium subsidies to a narrower group: lawful permanent residents, Cuban and Haitian entrants, and migrants under the compacts of free association. Other statuses can buy a policy but cannot receive the subsidies. We found no text from the marketplace explaining how it applies this rule; we state it as a federal rule and tell you to ask the marketplace about its implementation. Open enrollment runs 1 November to 15 January.

We opened the statewide detail in the health section of our state guide.

13 · Health

Where do you go in Paradise without insurance?

Short answer

First the sentence this guide repeats most: a sliding-fee center is never a free clinic. The discount is calculated on household income and family size, but there is still a charge. In an emergency a separate federal obligation applies: a hospital emergency department must examine you and stabilise your condition regardless of ability to pay and regardless of immigration status. And there is one more structural thing to know here: a hard identification requirement stands at the county's social assistance door, and it hits a household without a number or a state ID directly.

Steps, documents and official links

Community health centers: how they work

The membership organization for community health centers in this state is the Nevada Primary Care Association. Its own page says these centers serve regardless of ability to pay and charge on a sliding fee scale, and that anyone can receive services from a community health center.

  • But immigration status is not mentioned anywhere on that page, and we do not add that sentence. We could not verify the centers' own policies on the point.
  • We publish no addresses. We do not publish addresses from the federal health center database, and we could not verify the service area of every organization on the membership list one by one. The correct route: find the center serving Clark County on the membership organization's own list, go to that center's own website, and read the address and hours there.
  • We print no number of centers either: two official sources give two different figures, counting different years and different things.
  • Three questions for the first call: how do you apply for the sliding fee scale, which income documents are asked for, and how much will the first appointment cost. Write the answers down; the sliding fee is a discount you request, not something that arrives automatically.
  • If you work shifts, ask about hours up front. Most of these centers run during the day; find out on the first call whether there is an evening or weekend window and plan your day off around it.

The emergency room: the federal obligation and the payment route are two different things

A hospital emergency department's duty to examine and stabilise comes from federal law and does not look at immigration status. But that does not mean the service is free; do not mix the two. How the bill is paid is a separate question, and for a person whose status does not reach full coverage emergency coverage stands on that route. The region's public hospital is the University Medical Center; the county's own publications name it as the institution whose discharge planners work alongside county social service staff.

There is an identification barrier at county social assistance and you should know it

Clark County Social Service exists, but it has to be described accurately: the county's own documents speak of financial assistance for rent, burial and out-of-state transportation and of certain in-home service programs. Research found no general indigent health care program belonging to the county.

And this condition stands at that door: the county's verification list asks for two identifications for every member of the household, and for adults one of them must be an unexpired, state-issued photo ID showing a Clark County address. That is the likeliest point of refusal for a newcomer, and it connects directly to the card in the license section: if what you hold is a Driver Authorization Card, it states on its face that it is not valid for identification, and the law excludes it from counting as identification for services of the state and its political subdivisions. We could not confirm from the county's own text whether that door opens, and we do not guess. An applicant is also expected to have applied first to health insurance, unemployment insurance and other programs.

Where to go in a billing dispute

The county's own assistance directory refers insured and uninsured people alike to a consumer health assistance office for hospital bills, physician bills, prescription needs, health rights and appeals. We could not verify that office's current full name or which agency it sits in after the 2025 reorganisation, so we do not print its name; look up the current equivalent in the county's own directory. The referral itself is real and useful.

A practical order for a newcomer

  1. If there is no emergency, apply for coverage first and ask separately about any child and pregnant person in the household; Nevada opened a separate route for those two groups.
  2. Pick a community health center and apply for the sliding fee in advance. The day you fall ill is the worst time to collect paperwork.
  3. Save which hospital has the emergency room in everyone's phone. The nearest hospital may not be inside the settlement.
  4. Ask about prescription costs separately. The sliding fee may cover the visit and not the medicine.
  5. When a bill arrives, ask for an itemised breakdown before you pay and ask about the discount program; hospitals run their own financial assistance programs.

14 · Marriage

Where do you get a marriage license in Paradise?

Short answer

There is no marriage counter here, and there could not be: this is county business, and there is no city hall here to walk into. The license comes from the Marriage License Bureau of the Clark County Clerk, at 201 E. Clark Avenue, Las Vegas, open seven days a week from eight in the morning until midnight, all public holidays included. The fee is $102 and checks are not accepted. For a Turkish reader the real information is on identification: this county lists foreign documents in writing.

Steps, documents and official links

Which counter, and which one is not

The clerk in this county has several offices and they do not all do the same thing. We separate three:

  • The place that issues the license is the bureau above. The same bureau also handles fictitious firm name filings, notary bonds and oaths, and works as a passport acceptance point by appointment. Since this settlement has no acceptance point of its own, that detail may be useful to you.
  • The county's government center does not issue licenses, and the clerk says so in capitals on its own page: you cannot obtain a marriage license at this location. That address handles only filing and purchasing the marriage certificate, fictitious firm name filings and notary work. Going to the wrong building is the commonest mistake in this county.
  • The ceremony is somewhere else again: the Office of Civil Marriages, 330 S. 3rd Street, Las Vegas, by appointment only and accepting credit or debit cards only, no cash and no checks. That is where the ceremony happens, not where the license is issued.
  • The clerk's general customer service number is (702) 671-0600. The clerk also says fees are set by the legislature and the county commission and may change without notice; confirm before you go.

One warning specific to this settlement: the tourist corridor around you carries a great many private businesses offering wedding services. None of them can issue a license. The license comes only from the county clerk; if a private business tells you we will handle the license, ask in writing what it is doing and what it charges.

Waiting period, blood test, appearing in person

  • No waiting period and no blood test.
  • Both of you must be there in person at the same time. The clerk's own sentence says so expressly.
  • There is an online pre-application and it saves time, and the application stays in the system for a year; but the license is not issued online. Fill in the form, then both of you go with original photo identification.
  • A license is not a marriage. The ceremony must be performed in Nevada by someone authorized, and the law requires a witness. A ceremony held outside Nevada on a Nevada license is not valid.

Identification: this county's written list is open to a Turkish reader

The clerk's proof of name and age list names the following expressly: a passport, a consular identification card, and an official foreign government identification card or driver license provided it shows the date of birth. Both limits are on the same page:

  • Documents must be originals; digital copies and photocopies are not accepted, and the document must carry a photograph.
  • A foreign birth certificate must be translated into English and the translation must be notarised.

And a warning: the published list of the county in the north of the state is not the same and does not name foreign government identification. Do not mix the two counties; the answer here is for this county.

The Social Security number question, without asserting either way

The clerk's own sentence is: if you are a United States citizen and have been issued a Social Security Number, you must provide it. The obligation is tied to two conditions at once: citizenship and the number having been issued. We found no county page saying what happens for a person who is not a citizen or who has no number.

We will be very careful here: no Nevada source says a license is refused for lack of a number, and none says it is granted. We write neither, and we suggest one thing: call the clerk before you travel, describe your own situation, and note the answer with who you spoke to and the date.

Fee, payment and names

  • The license fee is $102. Paying by credit or debit card carries an additional charge, and checks are not accepted.
  • The license and the certificate are issued exactly as your identification reads. The practical consequence for a Turkish reader: if your middle name is written out in full in your passport it goes on the certificate in full; if it appears as an initial, it goes on as an initial. Correcting it afterwards is a separate job; check the spelling on your identification.
  • The institution that holds the certificate is not the clerk: after the ceremony the marriage certificate goes to the county recorder, and the certified copy you need to change your name with the social security administration and the motor vehicle agency comes from there. What you get from the clerk is the license; what you get from the recorder is the certificate. They are different.

15 · Vital records

Where do you get a birth certificate for a child born in Paradise?

Short answer

There is no vital records counter here. A child born in Paradise is a Clark County birth and the certificate comes from the vital records office inside the Southern Nevada Health District. There is a limit particular to this county: the district holds county births only from 1973 onwards and deaths from 1988. A Clark County birth before 1973 cannot be obtained here at all and goes to the state's own office. For a reader without a number this is one of the strongest doors in the series: the state office's published identification list names foreign documents, and a Social Security number appears nowhere in those lists.

Steps, documents and official links

Which door, and on what basis

SituationWhere to go
A Clark County birth in 1973 or laterThe vital records office in the county health district
A Clark County death in 1988 or laterThe same office
A Clark County birth before 1973The state vital records office, or the authorized online agent
A birth in another Nevada countyThe state office or that county's district
Marriage and divorce recordsNot in vital records, at county level. Detail in the marriage section

The county office is at 280 S. Decatur Blvd., Las Vegas, telephone (702) 759-1010, and it operates Monday to Thursday. So you cannot simply go on a Friday; that is the same four-day pattern as the county's complaint office.

Who may request one

Nevada does not issue these to anyone: the applicant must have a direct and tangible interest in the record. Both the state office and the county district cite the same test, referring to a statutory and a regulatory section; we could not read the text of those sections and cite the numbers only as the institutions cite them. The test is a blood or marriage relationship within the second degree to the person named on the record, or a legal relationship or a legal process requiring it.

And the single most useful sentence for a new family is this: a parent ordering a child's birth certificate must only prove their own identity; no further proof of relationship is asked for. Other relatives such as grandparents, siblings, grandchildren and step-parents must be named on the record or produce their own birth certificate. A spouse or former spouse needs proof of marriage or divorce. Identification is required on every request.

The identification list: foreign documents are named

In the primary section of the identification list published by the state vital records office, that is the photographic and valid documents accepted on their own, the following appear by name:

  • A foreign passport (the list's own note says it may be verified with an embassy or consulate)
  • A consular identification card
  • An employment authorization card
  • A permanent resident card and a temporary resident card
  • A U.S. visitor visa presented with a valid arrival record
  • Also a tribal identification card, U.S. school and university identifications and an identification card issued by a support service

For those without a primary document there is a secondary list, from which two documents are asked for. And a Social Security number appears nowhere in either list. We write that as these two published lists do not include a number, not as no number is required.

But carry a warning with it: these are the state office's lists. We could not read the county health district's own list of accepted identification in this research, and we do not copy the state's list across. Ask the county counter for its own list before you go.

Fees, payment and timing traps

  • At the county district a birth or death certificate is $38 for the first copy and $25 for each additional. The first copy fee includes $13 for filing with the state registry; if you document that this was paid before, the district deducts that item on later purchases. If no record is found a $10 non-refundable search fee applies.
  • Personal checks are not accepted. Debit cards, credit cards, money orders, cashier's checks and company checks are accepted; orders placed by post or through a drop box require a money order or a company check.
  • Processing takes two to four weeks, and the district's own sentence says there is no same-day or next-day service. Documents are held for sixty days from the date of payment.
  • If you are in a hurry, expedited delivery is possible for an extra fee through the authorized online agent; that is not available through the district's own channel.

Fraud warning: the institution's own words

The county district warns on its own page that it is receiving an increasing number of calls about third-party companies selling certificates, and that those companies charge high fees to process or to assist with officially issued records. Complaints go to the consumer protection unit of the state attorney general; the numbers the district gives are (702) 486-3132 and the toll-free line 888-434-9989.

There is one authorized online agent, the only company all three offices name; the institutions themselves write that other internet sellers are not authorized. Do not enter card details on the first site that comes up in a search.

A child born in Türkiye

The certificate for a child born in Türkiye does not come from Nevada; that record is in Türkiye and the apostille process runs as described in the apostille section. The office here issues Nevada records only. And remember that for the child's identity at school registration a passport is accepted too; the birth certificate is not the only route.

16 · Social Security

How do I get a Social Security Number (SSN) in Paradise?

Short answer

The number is issued by a federal agency: the Social Security Administration. It goes only to people with work authorization or another legally recognized reason. If you arrived on an immigrant visa and asked for the number during the visa application, the card arrives by post; so does the card for people who adjust status inside the United States on an I-485 and tick the SSN box on the work permit application. Otherwise you start online and attend an office by appointment, free of charge. Two limits up front: Nevada has no office that issues an SSN or any substitute number, and we publish no Social Security Administration street address on this page, because none could be confirmed from an official source this round. For a reader here the real issue is not how the number is obtained but where the counter is: this settlement has no legal personality, so no counter you need, with or without a number, is inside the town. Every door opens onto the county or the state.

Steps, documents and official links
  • What to take: your current immigration document (green card, I-94 or work permit) and a valid passport, plus a birth certificate if you have one. Photocopies and notarised copies are not accepted.
  • F-1 and J-1: the number comes only once a right to work exists (on-campus employment, CPT, OPT). It is not issued simply because you enrolled.
  • Which office covers you: type your postcode into the agency's own office locator. Do not type the settlement's name into the search box; federal locators recognize places by their postal name, and the passport section below shows the measured proof of that. Nevada is in a single time zone, so you do not need to convert an appointment time; detail in the time difference section.
  • General line: 1-800-772-1213. A lost card is free and in most cases can be started online.
  • If your surname changed on marriage, update the record at an office free of charge.

A map of this place for someone without a number

Read the right-hand column below. The settlement's own name appears in none of the rows, because there is no municipality here: no town hall, no town police, no town court and no town counter. In every item the body you deal with is either Clark County or the state. Statewide detail is in our Nevada guide; here we keep only what changes in this settlement.

The doorIs a number asked forWhere it goes
Driver authorization cardNoThe state driver handbook says in its own words that a Social Security Number is not necessary for this card. The card is issued by the state agency, and there is no branch here; other offices in the valley are used. See the driving license section
Birth and death certificateNoA Social Security Number appears nowhere in the state vital records office's identity lists, and a foreign passport is treated as primary identification. On the county side the body is the Southern Nevada Health District, and a child born here has a Clark County certificate. See the birth certificate section
Marriage licenseThe duty is tied to citizenshipThe county clerk's own sentence imposes the duty to give the number only on a United States citizen who has been issued one; it says nothing about anyone else. There is no marriage counter here; the license comes from the Marriage License Bureau of the Clark County Clerk. See the marriage section
School enrollmentIt does not appear on the district's published listThe school district is county-wide: the Clark County School District, which also states that it does not collect and does not verify immigration status. See the school enrollment section
Work cardNot a number, but another documentThe card is issued by the county police department, which asks a person born outside the United States for additional identification, and you cannot get it before you have the job. Written out fully in the tax and starting-work section below
County social assistanceNot a number, an identity card problemClark County Social Service requires an unexpired Nevada government issued photo ID showing a Clark County address. If you live here your address is already a Clark County address; what stops you may not be the address but the type of card. See the benefits section below
Library cardNo statement that one is required was foundThe system is county-wide and no branch carrying this settlement's name was found; nearby named branches are the Clark County Library, the Whitney Library and the Spring Valley Library. The system's own site never opened this round. Hedged in the free things section
Trade name and companyUnverified for the trade name, unreadable for the companyThe trade name goes to the Clark County Clerk, the company to the state. There is no municipal licensing step here; see the business section below

The row most often misread is the driver authorization card. It asks for no number, but the agency's own wording is printed on it: Not Valid for ID. So you may have a license and still have no identity document, and here that distinction meets you at two counters: the county's social assistance window and the passport acceptance window. Both are covered below and in the passport section.

The city name on your envelope is not your government

The warning this page repeats from start to finish is this: the city name on your envelope is not your government. A household here most likely has Las Vegas, NV on its post, and the City of Las Vegas does not serve that address. Institutions are no different: the largest park the county runs in this settlement carries Las Vegas in its published address, yet the operator is Clark County.

And there is one more layer here. For much of the great hotel and casino corridor the world calls Las Vegas, the county's own map data shows this settlement's name, while the administrative fact is that the corridor lies inside no municipal boundary at all, in the county's unincorporated area. We separate the three layers in the local services section and again in the things to do section. Knowing this before you fill in a form or telephone an agency saves a day.

ITIN: for tax, not for identity

Someone who cannot get an SSN but must file a federal return uses an ITIN. You apply on Form W-7, attached to a federal return unless an exception applies. In the agency's own words an ITIN does not provide or change immigration status and does not give work authorization; it is not an identity document either.

  • Three ways to prove documents: post them with your passport to the address the agency gives, go to an authorized acceptance agent, or attend by appointment a tax agency office that reviews ITIN documents. The last two mean you do not put your passport in the post.
  • Which office in the valley performs that review could not be verified, and we publish no federal tax office address on this page. Confirm the office and the appointment through the federal tax agency's office locator; the appointment line is 844-545-5640.
  • One piece of relief: because Nevada has no state income tax you file no state return, so the problem of filing a state return with an ITIN never arises here. The federal obligation is unchanged.

17 · Tax and working

What comes out of a pay check in Paradise, and what do you need before starting work?

Short answer

Nevada levies no personal income tax: no state income tax comes out of your pay, you file no state return, and the form you complete when you start a job has no state equivalent. But this page will not tell you there is no tax, because that is not true: the tax exists, it has moved. In Clark County the rate you pay at the till is 8.375 percent, and a large part of local services comes back out of property tax. There is also no municipal tax line here at all, because there is no municipality. The second thing, and the one that bites hardest when you start work here: some jobs require a separate card issued by the county police department, and you cannot get it before you have the job, because the application form is given to you and signed by your employer. For a reader about to work in the corridor the world calls Las Vegas, this is probably the most practical section on the page.

Steps, documents and official links

Sales tax: what is inside the rate shows this county's priorities

  • Sales and use tax in Clark County is 8.375 percent. The figure comes from the state tax agency's own components document. Do not carry this rate to another county; the large county in the north of the state is lower. The rate is county-wide, so moving from a municipality into an unincorporated area within the valley does not change what you pay at the till.
  • The real information is inside the rate. The Clark rate contains two separate police components and a water authority component; in the northern county the largest local component is a school facilities share approved at the ballot box. So in the same state what the locality spends on can be read out of the rate you pay at the till. That is directly meaningful here: you have no municipality, but policing and water are paid for inside the rate at the till, and both of those agencies serve this settlement.
  • This is a retail tax, so it is unrelated to income. For a low-income household the burden can be proportionally heavier than in a state with an income tax. Do not base a decision to move on the sentence there is no income tax alone.

What takes the place of income tax

  • Property tax. Levied on your home or on the property behind your rent, and there is no municipal line inside the bill here. Caps and abatements are in the property tax section.
  • The Modified Business Tax on employers, 1.17 percent statewide. It is not deducted from your payslip; your employer pays it. It can still come up in a pay negotiation.
  • The Commerce Tax, for businesses above a certain turnover. If you are setting up a small business, ask about the threshold from the outset.
  • Federal tax is unchanged. Without a number you file with an ITIN; see the section above.

The work card: the invisible precondition for starting a job here

This item appeared in no earlier round of this series, and it follows directly from this valley's economy. Certain jobs require a separate card issued by the police. It is not a professional license and it is not federal work authorization. A reader job-hunting in the corridor will almost certainly meet it.

  • The issuing body is the police, and here that means the county department. In the unincorporated areas of Clark County, which includes this settlement, policing is provided by the Las Vegas Metropolitan Police Department, and that department issues the card. Its own question-and-answer page states that the popular name sheriff card and the work card are the same thing. There has never been a town police force here, so there is no municipal counter to look for on this item.
  • The detail that matters most: you cannot get the card before you have the job. The department's own answer is plain: you must obtain employment first, your prospective employer gives you the application form, and the employer signs it. The order is: offer first, card second. Anyone who queues for a card without an offer in hand has wasted the trip.
  • A person born outside the United States is asked for additional identification. The department's own list says it this way: if you were not born in the United States or a United States territory, bring one additional form of identification, and the three options listed are a United States Passport, a Naturalization Certificate and Authorization to Work documents. We do not restate the agency's wording: the requirement is not written as lawful status, it is written as those three options. A foreign passport does not appear on the list, only a United States passport.
  • And a risk: the photo identification the department lists includes a driving license issued by the state motor vehicle agency, but whether the driver authorization card is accepted at this counter could not be verified. Given that the card itself says it is not valid for identification, that is a real risk. We are not saying it is sufficient; ask the department before you collect the form.
  • Which jobs require one: the department's own answer says that city and county ordinances and state statute determine which positions require a card, and the department publishes no list of occupations. We publish none either: when you receive the offer, ask the employer does this position require a work card.
  • Validity and scope: the card lasts five years. There is no renewal; you reapply. It is valid only for the type of work printed on it; if you change employer you file a location change form within five days, and if the type of work changes you need a new employer-signed application. Fingerprints are taken at the department without exception and electronically; ink prints are not accepted.
  • Bars: a card is not issued to anyone with a felony conviction, and a false statement on the application is also a ground for refusal. Other convictions do not bar an application; the decision follows the rule governing the position, and there may be a right of appeal against a refusal.
  • Fees: $67 from 1 October 2026, plus $40 for a federal background check where one is needed, so $107 in total when it applies. The department notes that not every application requires the federal check. Fees are not refunded.
  • For major events the application is not accepted from an individual, only through a registered employer. If you are going to work at one of the large productions the corridor hosts a few times a year, know that in advance.

You cannot find the right building by this settlement's name

Here the round's central trap turns up again, and this time it affects the day you start work. The department divides its area into stations, but there is no station carrying this settlement's name. The neighboring unincorporated settlement has one that carries its name; this one does not.

  • What that means: do not guess which station covers your address. The department publishes its own station lookup; put your address into it. The number it publishes for help identifying a station is 702-828-4082.
  • And the station is not the right building anyway. A station is a patrol command; card transactions and fingerprinting are handled by the department's records and fingerprint bureau. So there are two separate questions: which station covers me and which building do I go to for the card. The answer to the second is not a station.
  • The whole point of the round in one line: you cannot find a police unit carrying this settlement's name, your envelope says Las Vegas, and yet the department that serves you is not the City of Las Vegas police but the county-wide department headed by the elected Sheriff of Clark County. Detail in the state law section.

Three cards the department no longer issues

This paragraph saves a day on its own, because old information still sends people to the wrong counter, and the department lists on its own page the cards it no longer handles.

CardWho issues it nowWhat the police still do
Casino employee cardNevada Gaming Control Board. The police have not processed these since 1 July 2004Electronic fingerprint submission only, $75.25
Security guard and private investigator cardNevada Private Investigators Licensing Board, (702) 486-3003Electronic fingerprint submission only, $58.00
Child care work cardThe state health agency's child care licensing unit, (702) 486-3822None

This distinction matters especially on this page, because a large share of the jobs that require a card are in the corridor's tourism and entertainment sector, and the casino card is usually the first one a reader hears about. The casino card is no longer handled by the police. You go to them only for fingerprints, and that carries its own fee.

Working in a neighboring state: we do not close the gap

Because Nevada has no income tax there is no state tax to be the subject of a reciprocity agreement. But whether someone who lives here and works in a neighboring state must file a return in that state could not be verified this round, and we do not invent an answer. Ask a tax adviser before you start the job; if withholding is set up wrongly the difference arrives in one lump in April.

18 · Starting a business

How do you set up a company (LLC) in Paradise, and what should you watch for?

Short answer

Formation is filed with the Nevada Secretary of State through the state's own business portal, SilverFlume. We publish no fee figure in this section, and the reason is concrete: every one of that agency's sites sat behind a bot wall this round and not a single figure could be read from the agency's own pages; we do not publish numbers taken from third-party guides. What we can state firmly is the set of doors a business faces here, and one row of that table is simpler in this settlement than in the cities: on operating licenses there is no municipal side at all. At some addresses in this valley a reader first has to work out whether the city or the county licenses them; here that question never arises, because the answer is always the county.

Steps, documents and official links

Three separate registrations, and here the third has one answer

  • The legal entity is with the state. Forming an LLC or a corporation, the state business license and the annual filings all go to the state agency through the portal. This item is identical in all five settlements.
  • The trade name is with the county. If you use a business name that does not show the owner's real name you file a fictitious firm name certificate with the Clark County Clerk. The statute the clerk's own document cites requires the filing in every county where the business operates, so a business that also trades in the north opens a separate file there. There is no municipal alternative for a reader here; this is a county matter from the start.
  • The operating license, and this settlement's cleanest answer. This is the county's unincorporated area, so the body you deal with is the Clark County Department of Business License, on (702) 455-0174. The county's own rule requires anyone doing business in unincorporated Clark County to hold a license. There is no municipal licensing step here, because there is no municipality, and that is a simplification rather than a gap: at some addresses in this valley a reader has to read two authorities' rules together, and here there is only one authority.

One warning, and it matters more here than almost anywhere: the simplification does not mean you need not know the address. The distance between the northern edge of this settlement and a municipal boundary can be a single avenue, and across it the regime changes. Before you lease a shop, an office or a storage unit, find out which authority that address belongs to through the county's own jurisdiction lookup; we explain how in the local services section. Ask before you sign the lease, not after.

Lines to read in the trade name filing

  • The filing does not give you the name. The clerk's own warning is that filing the certificate does not give exclusive rights to the use of that name. Most readers assume the opposite.
  • Fee and validity: a new filing or renewal is $25, termination $20, a mailing-address update is free. Payment by cash in person, check or money order payable to the clerk. Validity is five years, with a reminder sent to the address on file roughly 60 days before expiry.
  • No online filing. The clerk keeps an original signed form; the certificate is issued by post or in person and a self-addressed stamped envelope is required for the return. For a reader here that means a journey: there is no counter inside the settlement where you can collect it.
  • The signature rule raises the identity question. An older clerk page requires the form to be either notarised or signed in front of a deputy clerk, and the second route calls for government issued photo identification. Whether a foreign passport satisfies that requirement could not be verified. Telephone before you complete the form, (702) 455-4431.
  • The wrong form means the filing comes back. There are separate forms for a sole proprietorship, a general partnership, a registered entity, a trust and a series LLC. The owner name on the trade name certificate is also required to match the name on the state business license exactly.

What we do not publish, and why

  • Any LLC fee. We publish no figure for articles of organization, the initial list of managers, the state business license, the annual list or a name reservation; third-party guides also contradict each other. Read the amounts from the state agency's own pages before you pay.
  • We do not state the registered agent requirement firmly. A registered agent in Nevada is reported to need a street address in the state, and that is an ordinary rule in this series, but this round it came only from third-party sources.
  • No official answer was found on whether an SSN or ITIN is needed to form an LLC. That is precisely this readership's question, and we do not fill it with a guess. Ask the portal's support line and ask for the answer in writing.
  • The county license fees and the extra requirements by trade. We read the county's general licensing guide but could not open the separate schedules for each activity.

Trading into the corridor: the licensing answer is the same, the second party may not be

Some readers here build a business serving hotels, restaurants and events: cleaning, transport, translation, photography, catering. On licensing the answer is again the county, because the whole corridor sits in the unincorporated area. But a second counterparty can appear: if you will work inside a property, that property has its own contractor and access rules, and some positions also require the work card described above. Ask about this before you sign a contract; holding a license does not mean you can enter the building.

Working from home: the question changes here

Some readers plan to run the business from home at first. Whether a home-based activity needs a separate permission, and on what conditions, could not be read from the county's own pages this round, so we say neither that it is required nor that it is not. The body is certain, though: the question goes to the county's licensing division, not to a municipality, and the zoning rule for the same address is also the county's. Ask both on the same call: will a license be issued for this activity at this address, and is there a zoning restriction.

Two free things to do before you part with money

  1. Ask what the register says about the name. Check the standing of any business you are going into partnership with or paying a deposit to, through the portal or by telephone.
  2. Find out which authority your address belongs to first. For a restaurant, a salon, child care and similar activities the state formation alone is not enough. Here the answer is the county, but one avenue away it may be another authority, and a missing license pushes an opening date back by weeks.

19 · Public benefits

Will taking public benefits in Paradise affect my green card application?

Short answer

It can. The federal public charge rule that took effect on 18 September 2026 rescinded the 2022 regulations and, in the agency's own summary, gave officers broader discretion to weigh all relevant facts; the assessment widened rather than narrowed. The same rule also contains one concrete sentence for a worried reader: benefits received before 18 September 2026 are considered under the older, narrower rule. On the Nevada side the most important fact in this section is this: the option the federal narrowing of 1 October 2026 left to the states, Nevada took years ago, for both children and pregnant people. What a household here has to add is a door problem: the only body you deal with on social assistance is the county, and the county's assistance unit requires a Nevada identity card showing a Clark County address.

Steps, documents and official links

What changed in the public charge rule?

  • Date and scope: the rule was published on 20 July 2026 and took effect on 18 September 2026. It applies to applications for admission made on or after that date and to adjustment applications postmarked or filed electronically on or after it.
  • Not retrospective: the rule's own sentence says that means-tested public benefits received before 18 September 2026 will be considered under the 2022 rule.
  • Direction of travel: the rule does not list which benefits count; it removes the old list and returns to a totality of the circumstances test. That is why no clean these benefits count list can be published.
  • The statutory exemptions survive: refugees and asylees adjusting status, special immigrant juveniles, people applying for or re-registering for temporary protected status, and beneficiaries under the special Cuban and Haitian statutes.
  • Does Emergency Medicaid count: the comments raising that question are recorded in the rule's preamble, but we could not find the agency's binding answer. We say neither that it counts nor that it does not.

1 October 2026 and the option Nevada held

Federal law now makes full Medicaid payment to a state only for four groups: United States citizens and nationals, green card holders, Cuban and Haitian entrants, and people living here under a compact of free association. The list is closed: refugees, asylees, holders of temporary protected status and parolees are not on it. The law does not change a person's coverage; it cuts the federal payment to the state.

  • The federal implementation deck names three exceptions: Emergency Medicaid, coverage under the CHIPRA 214 option, and health service initiatives. The critical sentence: a state that has taken that option must determine lawfully residing children and pregnant people eligible for full benefits, and must maintain full benefits for those already covered.
  • And Nevada took the option. There are two state plan amendments approved in 2018 for children and a further amendment effective in 2023 for pregnant people; the summary of the last of these says it covers all lawfully present pregnant individuals, including those who would otherwise face the five-year waiting period.
  • Do not merge the two age limits: on the federal deck's own definition the option runs up to age 21 in Medicaid and up to age 19 in the children's health program. Two programs, two ages.
  • One boundary: lawfully residing is not the same as having any immigration status at all. Someone with no status does not fall inside this option.
  • Open ends: we could not find Nevada's own announcement about the 1 October 2026 change, and the conformity plan amendment the federal agency requires from every state by 31 December 2026 is not yet visible.
  • Emergency Medicaid remains, listed by the federal rule as the first of the three exceptions. But there is no emergency equivalent in the children's health program; for a child outside the option there is no payment after 1 October 2026. That is a genuine gap.

The door here: one body, and the problem is identity rather than a number

  • There is no municipal assistance unit to apply to. Because there is no municipality here, rent assistance, burial costs and similar items go directly to Clark County Social Service. In other cities a reader first asks whether to go to the city or the county; here that question never arises.
  • What the county's unit does and does not do: the county's own documents list rent assistance, burial and cremation costs and out-of-state transportation assistance, plus homemaker and alternative care programs for residents aged 18 and over. Research found no general county indigent medical program; we do not say there is none, we say we did not find one.
  • The identity requirement, and the hardest line in this section: the county requires two forms of identification for each household member, and for adults one of them must be an unexpired Nevada government issued photo ID showing a Clark County address. If you live here your address is already a Clark County address; what stops you may not be the address but the type of card.
  • And the driver authorization card can be a problem here. The top of the card carries the agency's own wording, Not Valid for ID, and the state handbook says the card cannot be used to determine eligibility for benefits, licenses or services issued or provided by the State of Nevada. We could not verify from the county's own page whether it accepts the card, so we say neither that it passes nor that it fails; but think in advance about whether you have a second identity option before you go to this door.
  • A precondition: the county asks applicants to apply first, where applicable, for Medicaid, unemployment insurance, SSI, Social Security, veterans benefits and workers compensation. So this is generally the last door, not the first.
  • Names of agencies and programs: the state's Medicaid program now sits under the Nevada Health Authority and the old abbreviation is still everywhere in documents; the children's health program is called Nevada Check Up; applications run through the Division of Welfare and Supportive Services on the Access Nevada portal. All four are correct and none of them is the same thing, and naming the right one on the telephone speeds things up.
  • The general document list frightens readers, so we set two sentences side by side: the agency's leaflet asks for proof of citizenship, a Social Security card and the last two payslips, and that is the general list; in the same breath it should be said that emergency coverage and the option above do not turn on the applicant's own citizenship. We found no Nevada text removing the number requirement for emergency coverage.
  • No source was found on whether Nevada Medicaid reports applicants to the immigration agency. Neither its existence nor its absence should be assumed.
  • The state's own food and cash assistance programs were not researched this round. That is not a finding but an area outside the scope of the research; ask about the route through Access Nevada.

The marketplace is the state's own

  • Nevada runs its own health insurance marketplace: Nevada Health Link, operated by the Silver State Health Insurance Exchange. In some states in this series plans are bought on the federal site; that is not the case here, and the steps written for those states do not apply.
  • 1 January 2027, support narrows: in the federal source's own words, from that date only three statuses qualify for premium assistance. The rest matters: other statuses may still qualify for marketplace coverage but not for the subsidy.
  • A note for shift workers: a large share of corridor jobs are shift work and insurance is tied to the employer. When you change jobs, ask in the same week on which day coverage ends and whether a special enrollment period opens on the marketplace; the gap in between is not covered by emergency care.

One door we do not send you to

The state has a unit called the Governor's Office for New Americans. But this page does not send a reader there for immigration paperwork, and the reason is not a guess: a federal memorandum of understanding records that the office stopped certain legal referrals. That description is that document's description; the office's own site never opened this round, so its current position could not be verified. For your immigration file the place to go is a lawyer, or the organizations listed in the state law section.

20 · Address change

I moved to Paradise. Do I have to report my address?

Short answer

As a general rule most non-citizens, green card holders included, must report a new address within ten days of moving. This is not an administrative preference but a statutory duty. The easiest route is the address change screen in your online account; the paper AR-11 is also free. If you have a case in immigration court you must additionally notify the court within five days on Form EOIR-33. The trap specific to someone moving here is this: an address here has more than one name, and none of them substitutes for another. Your envelope says Las Vegas, the county's map data shows a different name, and the name the world uses is a third thing. What is reported is neither the envelope nor the map but the residential address where you live.

Steps, documents and official links
  1. Sign in to your online account and open the address change screen. Filing online satisfies the duty; you do not also need to post a paper AR-11.
  2. Enter the receipt number of every pending application. Filing an AR-11 does not by itself change the address on a pending case.
  3. Tell the post office separately. A change of address at the post office does not update the agency's record, and the post office does not forward this mail.
  4. If you have a court case, file Form EOIR-33/IC within five days. The court address changes only through that form.
  5. If you have a reporting condition, also report the address through the enforcement agency's own portal.

Holders of A and G visas and visitors arriving under the visa waiver program are outside this reporting duty.

One address, three names

This may be the most practical paragraph on the page, because it describes exactly the confusion of a reader's first week here, and all three names are correct in their own context.

Which nameWhere it comes fromWhat it is good for
The name on the envelopePostal delivery. Most households here have Las Vegas, NV on their postPost only. It shows no jurisdiction: the City of Las Vegas does not serve this address
The name in the county's map dataClark County's own geographic service. For this area it shows Paradise, and Winchester at its northern endA settlement name inside the county's own systems. It rarely appears on signage or on the envelope
The name the world usesThe international name of the hotel and casino corridor, and the same service's statistical layerDescription. It has no governmental counterpart: the corridor lies inside no municipal boundary

We state the administrative fact firmly: addresses here are inside no municipal boundary, they are in the unincorporated area of Clark County. Two independent sources say so: the county's own prose and the county's own map service. The break point is Sahara Avenue. The second row we write with a qualification, because it comes from a single source.

The right answer for the AR-11 falls out of that table: what the form asks for is the residential address where you live, which is your postal address with street, number and postcode. Do not try to guess the settlement name, write what is on your envelope; but do not assume the city name on that envelope has given you a municipality. We separate which service comes from which door in the local services section.

Three kinds of move here, and all three require a report

  • From inside a municipal boundary to here. Your envelope may still say Las Vegas, but everything from zoning and business licensing to code complaints and refuse contracts changes hands. The federal duty still arises.
  • From one house to another inside the unincorporated area. No official name changes, and even the postcode may stay the same. You have still moved.
  • From one end of the corridor to the other. Some readers who work here move along the boulevard to be nearer the job; a move between two ends of the same boulevard is a change of address too.

Add this: in that first week a new arrival gives the address to several state and county bodies, from the driving license counter to the water account, from school enrollment to the assistance portal. None of those is an AR-11. Giving an address to a state or county agency does not satisfy the federal duty.

And a second errand specific to this state: if you hold a driver authorization card, a change of address on that card must be made in person, so there are two jobs and one of them needs an appointment. That costs extra here: there is no licensing branch inside the settlement, so the appointment has to be at another office in the valley. Detail in the driving license section.

One thing changed in 2026: take account of the federal rule effective 29 June 2026 that re-regulates alien registration and what counts as evidence of registration. The text is in the Federal Register entry. Check that the document you carry still counts as evidence of registration.

21 · Immigration agency

Where is the immigration agency's office near Paradise, and where do you go for biometrics?

Short answer

We deliberately publish no address in this section, and the reason is concrete: the agency's pages were closed this round to direct access and to automated reading alike, and the archive service was entirely offline. We do not publish an office address from an old archive, because that is precisely the mistake that sends people on wasted journeys. The only correct sentence is this: the address you go to is the one printed on your appointment notice. For a reader here that sentence carries extra weight: the assumption that the nearest center to my postal address is the right one is the single most misleading assumption here, because the city name on your envelope and the place you actually live do not match. What you do need to know is the types of office: a field office conducts interviews, an application support center takes fingerprints and a photograph, and they are not the same place.

Steps, documents and official links
  • Two offices, two jobs: green card and citizenship interviews happen at field offices, fingerprint and photograph appointments at application support centers. Confusing the two costs an appointment day.
  • No walk-ins. Field offices do not take visitors without an appointment; appointments are arranged through the Contact Center. Use your online account for case status and appointment requests.
  • You do not choose the biometrics center: which one you attend is printed on the I-797C notice. What to take is set out in our article on the biometrics appointment.
  • A warning specific to readers here: do not type the settlement's name into a federal agency's search box. The passport section below shows the measured proof from federal data: that name appears nowhere in a federal data file. Search by your postcode.
  • What a center does not do: support centers give no information about your case and provide no service beyond taking biometrics. Put case questions to the Contact Center, not to the center.
  • Appointments are free: the Contact Center is on 1-800-375-5283. Intermediary sites that charge for an appointment are a fraud.
  • Asylum interviews: we could not verify this round that there is a separate asylum office in this valley. Form I-589 is not handed in at an asylum office; it is sent by the filing route the agency specifies. The list of offices is on the agency's own page.
  • A planning note for shift workers: appointments fall in office hours and there is no late window. If you are planning to come off a night shift and go straight to an appointment, treat that day as a day off; unlike several agencies on this page, this one offers no evening option.
  • Processing times: on the processing times page select the form, the category and the office holding your case.

Do not confuse the three agencies, and the court itself says so

The immigration court in this valley directs readers on its own page to the separate locators of the benefits agency, the enforcement agency and the government's legal office, and adds a reminder: the benefits agency and the enforcement agency are part of the homeland security department, while the court is a separate body under the justice department. Readers mix these three up constantly; the court will not answer what you put to the agency, and the agency will not answer what you put to the court.

And here there is a fourth confusion worth naming: this settlement has an advisory board, but that board is not a government. There is no local body that answers any question about immigration paperwork, and even if there were, these matters are federal. The state law section below sets out what the board can and cannot do.

22 · Court

Where do you go from Paradise for immigration court, and how do you check a case?

Short answer

Nevada's only immigration court is not in this settlement but in the county's center: 110 North City Parkway, Suite 400, Las Vegas, NV 89106, telephone 702-458-0227. Three things up front. First, filings are accepted at the window in a single continuous period each day: 7:30 a.m. to 4:00 p.m. Some courts in this series split the day into three separate windows; do not carry that warning here. Second, the court does not docket faxes and electronic submissions it has not asked for, and discards them without telling the sender. Third, and most practical for anyone traveling from here: the court states on its own page that parking and public transportation in its area are very limited. That is not our commentary; it is the court's own sentence. We publish no distance figure, because none came from a source this round.

Fax and electronic filingNot accepted unless staff or the judge has specifically asked for it. In the court's own words, unsolicited submissions are not docketed and are discarded without review and without notice to the sender
Parking and transitThe court's own text: there is a private car park nearby at $3.00 per half hour, and a restaurant directly opposite validates one hour. The rest matters: parking and public transportation in this area are very limited

Planning the day from here

The court is not in this settlement but in the center to the north of the county. The court's own warning says parking and public transport in that area are very limited, and we do not put a route suggestion on top of that sentence. Three practical consequences:

  • Parking is paid in half-hour blocks and you do not know how long a hearing will take, so it is an open-ended cost. Take coins or a card.
  • Do not plan to fit another errand into the same day. Going there and back is a day in itself, and if you work shifts, arrange that day's shift in advance; the cost of missing a hearing time is far heavier than the cost of swapping a shift.
  • If you travel by public transport, choose the route yourself and set off well ahead of the hearing; we describe how service works in this settlement in the transit section, but the court says the network around it is very limited.

Which court has your case: the answer lines up here, but the rule is unchanged

  • The federal administrative control list ties a case to jurisdiction, not to distance. The list sets out which cases a court may control by reference to the federal office that issued the paperwork and to named detention facilities. You can see it on the agency's own page.
  • For this settlement two entries point the same way: the relevant line of the list names the federal office in this valley and its sub-offices along with almost every detention and correctional facility in Nevada. So for someone living here, court and geography generally coincide.
  • But the rule does not change, and it has one sentence: read the notice you were sent. It names the court and the address. The position in the north of the state is different, and we set out the whole distinction in our Nevada guide; look there if you are thinking of moving north.

A remote hearing is a possibility, not a right

  • The agency publishes an internet hearing link and a telephone access code for each judge; for telephone attendance you dial a single number and enter the judge's code.
  • But the agency's own note says this: for people without a representative on record the default hearing format is in person in any event. So a reader without a lawyer should expect to attend in person, and that bears directly on the day plan above.
  • Whether a case is heard remotely is the judge's decision; this page promises you nothing.
  • Lawyers and accredited representatives must register with the agency's own registry. Check that whoever will represent you is registered.
  • Checking online: the case information system needs only your A number; the telephone line is 1-800-898-7180. The authoritative information is still the hearing notice.
  • Check closures on the morning of the hearing: the agency's operational status page and the court's own social media accounts.

Enforcement and customs: we publish no address, only the rule

  • No enforcement or customs office address, telephone number or name is published on this page. Those agencies' pages were closed to automated access this round and the archive was offline. Confirm reporting locations on the agency's own check-in page.
  • Detention information line: 1-888-351-4024. If you have a reporting condition, speak to your lawyer before you go.
  • The federal list establishes one thing and we write it carefully: many detention and correctional facilities in Nevada are named among those whose cases this court may control. That does not mean any of those facilities has a detention agreement; the list says where a case is controlled from, and nothing more.

The border zone question: we assert nothing

In states with a land border this series has explained the federal reasonable distance rule. Nevada has no international land border and no coast. Even so, whether any part of the state falls inside a band measured from another state's external boundary could not be verified from any source this round, and we write nothing in either direction. The one certain thing: a state line inside the United States is not an external border. We also write nothing about what an officer will do.

Where do I find my I-94, and what if it is wrong?

You can download the I-94 for your most recent entry from the customs agency's site. Mistakes made at entry, meaning the wrong visa class, the wrong name or the wrong period of admission, are corrected at offices known as deferred inspection sites. We could not verify the location and hours of that office in this valley this round, so we publish no address and no days here; read the list on the agency's own page.

  • Write first, travel second. Some of these offices are open only a few hours a week.
  • They correct only mistakes made at the moment of entry. They are not a general help desk.
  • Why it matters: the length of your work authorization and some filing eligibilities depend on what the I-94 says; in this state the validity of identity and driving cards can also be tied to the document presented. Detail in the driving license section.

23 · State law

What is the local position in Paradise on federal immigration enforcement?

Short answer

This section does not tell you what will happen; it tells you what the documents say. Three things first. One: the text of state law could not be read by any route this round, so below we cite statute numbers only as the agencies themselves cite them, quote no statutory text and derive no numbering. Two: the main document we rely on is a federal memorandum of understanding, signed between the justice department and the governor's office and published on the department's own site. Three, and this one bears directly on here: the same federal document records that the police department serving this settlement rejoined the federal 287(g) program on 4 June 2025. Because there has never been a town police force here, that item applies here directly, and a reader cannot infer it from another settlement's answer. Read none of the lines below as either a protection or a threat.

Steps, documents and official links

A source warning, because in this section it belongs at the top

The legislature's own site blocked every route attempted, commercial and non-profit mirrors produced nothing, and the archive service was entirely offline. The memorandum of understanding dated 26 September 2025 that we rely on was read with two separate text extraction methods and the two readings agreed on every figure. We also state what kind of document it is: a text in which a federal agency and a governor's office record their own commitments and assertions. Where it characterises a statute, that characterisation is the parties' characterisation, not the statute's own text.

Local structure first: there is no policy question to put to anyone here

This settlement has no government of its own. The county's own document states that in Nevada county commissioners are the legally constituted town boards for all unincorporated towns and that all official governmental decisions are made by the board of county commissioners. For this section the consequence is clean:

  • The advisory board is not a government. Its members are appointed rather than elected; the board cannot issue a permit, cannot impose a fine and cannot take a binding decision. So it is legally impossible for it to adopt a local policy on immigration cooperation.
  • The chain has three links: on policing, the county department and the elected county sheriff; politically, the Clark County Board of County Commissioners; on litigation, the federal courts and federal agencies.
  • So looking for a local rule here means looking for a county-level decision and a sheriff's department decision. There is no such thing as a town-level decision.
  • And here the name of the police force does not help you either: the department has no station carrying this settlement's name. Find out which station covers your address through the department's own station lookup, or call 702-828-4082. We say this again in the work card section, because the same problem arises there.

What the document contains, with what it says and what it does not in the same breath

ItemWhat the document saysWhat it does not say
State statuteTwo sections impose on the state attorney general a duty to publish model policies on how public officials interact with federal immigration authoritiesIt does not say the statute gives an order to local agencies. We could not read the statute, so this characterisation is the document's
The model policiesThe attorney general's model immigration policies were published on 24 February 2025. The document calls them non-binding and says they do not align with the governor's directionWe could not read the policies themselves. And the attorney general's office is reported to reject that characterisation; we take no side
The department serving here and 287(g)The document says the Las Vegas Metropolitan Police Department rejoined the federal 287(g) program on 4 June 2025. The same department polices the City of Las Vegas and all unincorporated areas of the county, which includes hereWhich model the agreement follows, and its scope, could not be verified. A 287(g) agreement is not a power to stop people and ask about status, and the scope varies by model. We do not describe the scope
Federal fundingThe document says $895,889.60 in federal funding is allocated to that department for intelligence gathering and information-sharing capacity with federal partners. Approval date 8 August 2025Whether the work has been completed could not be verified. And a funding allocation says nothing about any individual's case
National GuardThe document records that on 8 August 2025 the governor authorized the Guard to assist immigration operations in an administrative support capacityAdministrative support is not law enforcement authority; the document does not claim the latter
The corrections departmentPer an internal memorandum dated 27 March 2025, the department screens all new inmates for citizenship status at intake, shares information about foreign-born inmates, tracks federal requests and coordinates pre-release transfersThat is a corrections procedure; it describes no power related to arrest or day-to-day policing
A bill about schoolsVetoed on 5 June 2025. It would have barred federal immigration officers from school grounds without a court order and barred the sharing of student informationIt did not become law. Do not read it as a state rule for schools; the veto itself was verified
A federal listWhen read on 10 October 2026, the list published by the justice department does not include Nevada, nor any Nevada county or settlementThis is not a guarantee. The department's own page says the list will be reviewed regularly
The document's own termsIt takes effect on signature, continues until terminated, and either party may end it on 30 days written noticeThe document expressly creates no enforceable right or benefit for anyone

What could not be verified, and why it is left blank

  • The federal agency's own participant list could not be read. Its 287(g) page and data file were closed this round. So we have no current status information from the agency about the department serving here. We do not say there is none; we say we could not verify it.
  • Litigation against the agreement is reported to have been filed and to be on appeal. We know that only from news sources; no court record was read. We do not predict the outcome and we do not describe what the agreement authorizes on the basis of one party's pleading.
  • Even the date is disputed between sources; the federal document dates the rejoining to 4 June 2025, while some news sources say May. We record the conflict without resolving it.
  • A structural warning, and it matters particularly on this page: this department's answer does not hold for every settlement in the county. Some cities in Clark County stayed out of the 1973 consolidation and have their own police departments; in the north of the state the agencies are different altogether. Do not carry the answer that applies here to a neighboring city, and do not carry a neighboring city's answer here.

Free and low-cost legal help: none in the settlement, two doors in the valley

  • Legal Aid Center of Southern Nevada is the main door in the south. The address and telephone number are in its own site footer: 725 E. Charleston Blvd., Las Vegas, NV 89104, (702) 386-1070, and (702) 386-1059 for deaf callers. Its immigration arm is the Immigration Advocacy Project; the subjects it publishes on include know-your-rights material, family preparedness planning, status, policing and detention and bond, schools and employers, parole in place for military families, Violence Against Women Act petitions and the crime victim visa. The organization also runs free classes, ask-a-lawyer sessions and self-help materials.
  • But in the same breath as the word free: we could not read the organization's eligibility criteria this round. We publish no income limit or status condition and promise no representation. The honest instruction: apply and find out. Its site also carried a notice about a street beside the main office being closed for construction; check before you travel.
  • The UNLV Immigration Clinic, within the law school, is narrow but genuinely different. In its own words it serves three groups: unaccompanied children in removal proceedings, detained adults in removal proceedings, and certain members of the university community. Its own sentences: all our services are free and we never charge a fee, and immediately alongside, our capacity is limited and we cannot guarantee that we can help everyone. The line for the first two groups is 702-895-3000, weekdays 10 a.m. to 3 p.m. This is not a general immigration advice line: a reader looking for help with a family petition is outside its scope.
  • Neither is inside this settlement, and this page does not hide that: institutional services of every kind, legal help included, are elsewhere in the valley. Make an appointment before you travel and build the journey into the day.
  • What the court itself gives free: the agency publishes self-help materials and an online court resource explaining what happens at a hearing and how to prepare. That is general information, not representation.
  • We found no state board, council or program specific to Türkiye, and no Turkish association in this settlement whose activity could be verified from its own site. We do not say there is none; we say the research did not find one.

How not to use this section

We write this plainly. The text of state law could not be read; the current status of the local agreement was not confirmed with the agency; two senior state officers say opposite things about the same subject; and the federal document we rely on can be ended by either party on thirty days notice. Do not use this page to decide where to live. Choosing a neighborhood or a county on the strength of these lines will gain you nothing and will give you either false confidence or false fear. Ask a lawyer about your own situation.

24 · Voting and jury duty

I am not a citizen. Can I register to vote in Paradise, and what if I get a jury summons?

Short answer

Voter registration and voting belong to United States citizens only, green card holders included. Registering or voting without being a citizen can have severe consequences for your immigration file and is also a criminal offense. On jury duty we have to be honest: we could not verify this round which public records Nevada builds its jury master list from, so we do not know whether driving license records feed it. What to do if a summons arrives is clear and set out below. There is also a point specific to here, and it surprises most readers: you live beside a place the whole world can name, and yet there is no elected local office here at all. The advisory board's members are appointed, so even once you are a citizen there is no mayor and no town council for you to vote for; the local line on your ballot is the county commission line.

Steps, documents and official links

Voter registration: the rule is clear

  • The requirement is citizenship. Voting and registering in federal and state elections belong to United States citizens. A green card holder, a person with work authorization, a student or someone with a pending asylum claim cannot register.
  • The immigration consequence is heavy. Registering or voting without being a citizen is a direct problem in front of the officer assessing eligibility and good moral character; the policy manual deals with it in its own chapter.
  • Read the box on the form. If a driving license, identity card or public service application contains a voter registration section, signing that section counts in most states as a sworn statement that you are a citizen. We could not verify this round from an official source how a Nevada driving license application connects to voter registration; read every part of the form put in front of you at the counter, do not sign a part you do not understand, and do not answer yes to the citizenship question if you are not a citizen.
  • Do not complete voter registration forms handed to you by volunteers at the door or at events. Do not complete one even if a campaign worker tells you it will not be a problem. We record this particularly here, because registration tables are a common sight along the corridor and at the large retail destinations.
  • One distinction: some local decisions are taken at the ballot box and end up inside the rate you pay at the till; we explain that in the tax section. But the fact that a ballot decision affects you does not give you the right to vote.

Local representation: even as a citizen there is no municipality to vote for here

This paragraph answers a question asked as often as voter registration: who represents this place.

  • The advisory board is not elected. On the county's own document the board is appointed and performs an advisory function; it is not a decision-making body.
  • The elected counterpart is your county commissioner. All official governmental decisions are taken by the Clark County Board of County Commissioners, and the county provides a lookup on its own page for which address falls to which commissioner.
  • The second elected office is the sheriff. The county sheriff who heads the police department is elected, so the ballot-box counterpart of any debate about policing policy is at county level here.
  • Once you are a citizen you will see those two local lines on your ballot; you will not see a line for a mayor or a town council.

Jury summons: what we know and what we do not

  • We say what we do not know: we could not verify which public records Nevada's jury master list is built from. In some states the driving license pool feeds the jury list and a lawfully present foreign national can receive a summons.
  • If a summons arrives: do not ignore it and do not throw it away. Telephone the jury office of the court named on the letter as soon as possible, or answer online as the letter instructs, and state that you do not meet the qualifications. Use the number on your letter rather than a general number, because there is more than one court in this valley and the body you deal with is whichever one sent the summons. There is no municipal court here, so a summons will come from a county or state court.
  • A summons is not a mistake: the lists are built from public records and your name appearing on one does not mean any action has been started against you. It is not something to panic about; it is also not something to leave unanswered.
  • Qualification rules do genuinely vary from state to state. We could not read Nevada's text on this, because the state legislature site did not open by any route this round, so we say neither that you are qualified nor that you are not. Ask the court, and ask for the answer in writing.

If you have just naturalised: you can now register. Confirm the requirements and the routes from the state elections agency's own page and take the current form from there.

25 · New citizens

I became a citizen. How do I get a U.S. passport from Paradise?

Short answer

A first United States passport is applied for in person on Form DS-11: you take the original of your citizenship document to an acceptance facility. And this section has to open with a warning, because a reader here can get lost inside the federal system: this settlement's name appears nowhere in the State Department's acceptance facility data file. All 47 Nevada records are filed under other postal names. So searching by your own settlement's name finds nothing, and that is not a gap but the consequence of a system that recognizes places by their postal name. Search by your postcode, or by the name Las Vegas. Second warning: take the hours from the agency, not from the federal data file, because the federal file understates the widest windows in this county.

Steps, documents and official links

First warning: your settlement's name is not in the federal data

The research measured this from the federal file itself. There are 47 acceptance facilities on record in Nevada, and among their postal cities neither this settlement's name nor the neighboring unincorporated settlement's name appears at all. Most records are filed under Las Vegas, some under Reno, Henderson and North Las Vegas, and the rest are spread across the state's smaller places.

  • What that means: type the settlement's name into the federal finder and you get zero results. That does not mean there is no facility near you; there is, but it is filed under a different postal name.
  • The right search: put your postcode into the finder. Searching by postcode is the only reliable route here.
  • The same logic works elsewhere: the city field in the federal file is a postal label, not a unit of government. In the same data file one neighboring city appears as two separate postal cities, once under its own name and once under an abbreviated one.
  • The data is clean but incomplete: the research found a valid postcode on all 47 records and a complete telephone number on 45; two records have an empty telephone field and neither of those is in this valley. So the problem is not bad data but the settlement name not being there at all.

An acceptance facility and an agency are two different things

This is the distinction readers confuse most. An acceptance facility can be a post office, a county clerk, a library or a municipal counter, and it takes and forwards a routine or expedited application. A passport agency is for emergency travel and is an entirely separate thing. Everything listed below is an acceptance facility only.

The county clerk, from the agency's own page

The lines below come from the agency's own page, not from the federal file. There are two counters and they do not keep the same hours. Because there is no counter in this settlement, the body you deal with is the county directly. And there is something notable here: the county's marriage license bureau is also a passport acceptance facility, so one counter does two jobs, and it holds the widest passport window we have seen in this series.

ItemWhat the agency says
Government center counter500 S Grand Central Pkwy, Las Vegas, NV 89155. By appointment, Monday to Thursday, 7:30 a.m. to 4:15 p.m.
Marriage license counter201 E Clark Ave, Las Vegas, NV 89101. By appointment: seven days, 8:15 to 10:00 a.m. · By appointment: Sunday to Thursday, 3:15 to 7:45 p.m. · Walk-in: seven days, 8:30 to 10:00 p.m.
County processing fee$35; cash, credit card, check, money order or cashier's check. Cheques not made out to the county clerk are not accepted
The federal fee and the cash trapThe federal application fee is paid only by check, money order or cashier's check, made out to the U.S. Department of State; cash and credit cards are not accepted. So at the same counter there are two fees, two payees and two payment rules
What they do not doNo renewals. The agency says on its own page that it receives many calls about renewals, does not provide that service, and that renewal runs by post only
Identity, and this is the critical rowThe agency's own sentence: a standard Nevada driving license bearing the not-for-federal-official-use legend is accepted as primary identification; by contrast a driver authorization card is not accepted for a passport application
AppointmentsAppointments open up to 15 days ahead. The agency's advice: if no slot shows, do not call, look every day. To cancel, (702) 671-0600
PhotographsBoth counters have a photo booth: $14.99, credit card only, two 2x2 inch photographs. Arrive at least 20 minutes before your appointment. The agency's own warning is that appointments are most often postponed because of an unacceptable photograph
ChildrenEvery child needs their own passport whatever their age, and the child must be present; both parents or guardians are asked to attend. Those aged 16 and 17 may apply alone with their own identification, though the agency still recommends a parent attends

Let us say plainly why that table takes up so much room. A large share of readers here work evening and night shifts, and the marriage license counter's late and partly walk-in hours are a real advantage for exactly that reader. But the same counter does not do renewals and will not take the federal fee by card. Do not go without a check or money order.

And a recorded conflict: the federal file gives the government center's postcode one way and the agency's own page gives it another. Use the agency's own postcode for the agency's own building; we record the conflict rather than resolving it. The same conflict exists on hours and there the gap is far wider: the federal file does not contain most of that counter's windows at all.

Other facilities nearby

  • Library branches are acceptance facilities too. One branch in the valley is recorded in the federal file at 7060 W. Windmill Lane, Las Vegas, NV 89113, telephone (702) 507-6030, and its own note says appointments are made through the system's passport page. That is an example of a record, not a recommendation: find the branch nearest you by postcode.
  • Other library facilities in the valley: one branch publishes a window of Tuesday, Wednesday and Thursday, 2:00 to 6:00 p.m., by appointment only; another has no note and no link at all in its federal record, so telephone before you go.
  • A counter of the southern Nevada health agency is also an acceptance facility and notes that it provides photocopying. That can save your appointment if you arrive without copies.
  • The university runs its own passport office: by appointment, weekdays 9 a.m. to 3 p.m., inside the student union building. If you are a student or a university employee that may be the shortest route.
  • Several post offices are acceptance facilities and take appointments through the postal service's own booking system.
  • Do not choose a facility from a line on this page. The same valley contains facilities open only a few hours a week and one counter open late seven days a week. Telephone before you go.
  • We publish no fee. We could not read the federal passport fees from the agency's own page this round. Read the current amounts on the State Department's fee page. The county's $35 processing fee is separate from that.
  • Which transactions are in person: adults applying for the first time, children under 16, anyone whose passport was lost, stolen or damaged, and anyone whose passport was issued before they turned 16 or is more than 15 years old. Renewal is done by post.

Emergency travel: we do not name the nearest agency here

  • The State Department's list of agencies could not be read by any route this round. So we do not say which agency is nearest, give no address or hours, and use no distance figure. Read the list on the department's own page.
  • The general conditions for an emergency application must come from the same page: nothing we could read this round came from the primary source, so we put no figure and no number of days on this page.
  • One warning needs no source: do not pay any site that charges for a passport appointment. Appointments are free.
  • Do not overlook the alternative that needs no journey: routine and expedited applications run by post through the national passport center.

One distinction: this section is about the United States passport, meaning for someone who has naturalised or for a child born here. A Turkish passport is not renewed at a post office; that business runs through the Consulate General.

Not sure about a step?

Ask before you do something that touches your immigration status

Applying for a benefit, changing your address, registering to vote or answering a jury summons can all show up in your file. You can speak with Attorney Asim Clinch, a Turkish-speaking immigration attorney working with clients in Clark County, in English or Turkish.

26 · Things to do

What is there to do in and around Paradise, and what does it cost?

Short answer

The question in this section looks like no other page in this series, and the reason is a contradiction. On one hand there is no municipality here: no municipal park, no municipal museum, no municipal events calendar. On the other, for much of the hotel and casino corridor the world calls Las Vegas, the county's own map data shows this settlement's name. So this is at once a town without a government and the place a few of the most photographed streets on earth run through. And almost none of that corridor is built for a family. What is genuinely usable here is the county's parks, and the county's own system lists 17 records under this settlement's name; we name them below. The second item is money: state park entry is priced by number plate, not per person. Third, the big federal landscape to the west cannot be visited on impulse for eight months of the year.

Steps, documents and official links

The name trap: three layers, all correct, not the same thing

Do not skip this paragraph; the answer to every address question on this page is in it, and what costs most here is not a price but a name.

  1. The administrative fact, and we state this firmly: the great hotel and casino corridor is inside no municipal boundary, it is the unincorporated area of Clark County. Two independent sources establish it: the county's own text and the county's own map service. The break point is Sahara Avenue, and the county's own sentence says that residents south of that avenue are not located within a city boundary.
  2. The county's own town name, and we write this with a qualification: in the county's own map data this area appears as Paradise, and as Winchester at its northern end. That comes from a single source and the county's prose does not give those two names, so we do not write a flat sentence saying the corridor is in Paradise.
  3. The statistical layer, which is the trap itself: another layer of the same service calls the same points Las Vegas, and so does the envelope. The postal name is for delivery, the statistical layer is for counting, authority lives in the municipal layer, and there the name for these points never fills in at all.
  • What the three layers mean in practice: when something goes wrong in the corridor, when you need a permit for an event or when you are working out where to send a complaint, the body you deal with is not a municipality but Clark County and the county police department. We set that out in the local services section and in the state law section.
  • A "Las Vegas, NV" postal address is not proof of jurisdiction. The clearest evidence is this page's own list: the largest park below is a county park, yet its published address says Las Vegas. Look at the operator, not the envelope.
  • There is a reverse trap too, and do not try to correct it: the state historic park with Las Vegas in its name really is inside the City of Las Vegas, the city's founding site. By contrast the free museum carrying the county's name is in another city in the county, so going there is a day trip rather than an afternoon.
  • We give no recommendation about the corridor itself. We name and price no hotel, show or attraction; none was researched this round and those prices change constantly. Look at each venue's own site and ask the minimum age before you pay; the reason is in the section below.

The county's own list: parks filed under this settlement's name

Because there is no municipality here there is no municipal park either. But in the county's own park locator this settlement exists as a community filter, and that filter returns 17 records. In the county's own spellings, alphabetically:

  • Cambridge - Myrna Torme Williams Park
  • Cannon Middle School Park
  • Desert Bloom Park
  • Desert Inn Park
  • Duck Creek Park
  • Grapevine Springs Park
  • Harmony Park
  • Hidden Palms Park
  • Maslow Park
  • McCarran Marketplace Park
  • Molasky Family Park
  • Orr Middle School
  • Paradise Park
  • Paradise Vista Park
  • Pebble Park
  • Siegfried & Roy Park
  • Sunset Park
  • Two of the entries are school sites: two records are school grounds, that is joint-use land. Do not plan them as parks; ask before you go whether they are open to the public and at what hours.
  • The first thing to take from the list: the settlement's name here is not a unit of government but a filter value in the county's own system. The park you go to is a Clark County park run by the county. Do not look for a parks department; there is none.
  • The second thing: two parks on the list carry the settlement's name, so this place differs at one point from the neighboring unincorporated settlement: you do at least see the name on some park signs. But that is not a government; it is still the county's sign.

The biggest item here: the county's large park

Sunset Park was read from the county's own page and may be the single most useful item on this page. Its address is 2601 E. Sunset Rd., Las Vegas, NV 89120, which is the round's central trap in a single line: a county park, filed in the county's locator under this settlement's name, with Las Vegas in its postal address.

ItemWhat the county says
HoursDaily 6:00 a.m. to 11:00 p.m.
Size214 of 324 total acres developed; the rest is being opened in phases
For a household with children5 playgrounds, a splash pad, picnic areas, walking paths and a fitness course
Sport9 softball fields, 2 Little League fields, 8 basketball courts, 7 sand volleyball courts, 8 tennis courts, a disc golf course
OtherA dog park, a pond, a ramp for radio-controlled boats, restrooms
Fishing, read both sentences togetherThe county's own wording says you may fish the pond free, with a Nevada fishing license. The state wildlife agency oversees the pond. Do not go without a license; what is free is the fishing, not the license
Reserving an area22 areas are first come, first served; 9 are reservable. The county asks for requests at least two weeks ahead. The reservations office is open Monday to Thursday, 8:00 a.m. to 5:00 p.m., closed Friday to Sunday, (702) 455-8200
The fee distinctionThe park itself is free; reserving a specific area is not. The county publishes daily fees for reservable areas and the amounts vary widely by area; a small area at the community rate is low, a large area at the commercial rate is high. Confirm the amount with the county before you book

What that table means for a reader here: if you are planning a birthday, a holiday picnic or a large family gathering, doing it in the county's park rather than at a venue in the corridor is both free and free of age limits. But if you have fixed a date, call two weeks ahead and remember the reservations office is closed at weekends.

State parks: the fee follows the number plate

The agency is the Nevada Division of State Parks, which brands itself Nevada State Parks; head office telephone (775) 684-2770. The tariffs below were read from the agency's own fee page on 10 October 2026, and we keep only the parks reachable from here.

ParkDay-use entryNote
Spring Mountain Ranch State Park$10.00 per vehicle, $15.00 for a vehicle without Nevada platesWest of the valley. Free with a library park pass
Valley of Fire State Park$10.00 per vehicle, out-of-state plates $15.00Camping $20 / $25 per vehicle per night, plus $10 for a hook-up site. Bike-in $2. North-east of the valley, a day trip
Old Las Vegas Mormon Fort State Historic ParkMuseum admission $3.00, children 12 and under freeNorth of the valley, inside the City of Las Vegas. Charged as museum admission rather than a per-vehicle gate fee
Ice Age Fossils State Park$3.00 per person, children 12 and under freeThe only park priced per person rather than per vehicle, and the state's newest. At the northern end of the valley
  • The plate rule connects directly to the vehicle registration section. Delaying registration has a hidden cost, and for a household that visits a few parks a year that is real money. How and when registration is done is in the vehicle registration section. It matters more here, because there is no licensing and registration branch inside the settlement and you have to travel elsewhere in the valley for the appointment anyway; the longer you put it off, the longer you pay the visitor rate at every park gate.
  • There is no free walk-in. The agency's own rule charges $2 per person to anyone entering a fee-charging park on foot, on horseback or by bicycle. In some states in this series walking in was free; not here.
  • Annual permits: the annual day use permit is $100 and the all access permit $250; both run for 12 months from the day of purchase and arrive by post as a physical placard. There is no renewal; you reapply. The agency also publishes separate permits for Nevada resident seniors and disabled veterans; we publish no price for those two, nor for the veteran and tribal member permits.
  • A discount is a discount, not free entry: the agency gives one dollar off day-use entry to holders of a disability placard and to active duty service members and veterans. In some states in this series veterans entered free; that sentence would be wrong here.
  • Do not arrive without cash. At least one park in the system plainly does not take cards, and the agency publishes a separate collection charge for anyone who does not leave the fee in a self-service box.

The nearest big landscape: the structure is verified, the price is not

The large federal conservation area west of the valley is the nearest big landscape reachable from here, and the most consequential planning fact in this section concerns it. It is managed by the Bureau of Land Management.

  • Timed entry reservations are mandatory: to enter the scenic drive you need a reservation for entries between 1 October and 31 May, from 8:00 a.m. to 5:00 p.m., and in the agency's own words every vehicle entering needs its own reservation. The reservation is separate from the entrance fee and is required even if you hold a pass.
  • So for eight months of the year you cannot go on impulse. Do not plan to take a visitor there after breakfast on the morning they arrive; book days in advance.
  • Scenic drive hours are seasonal: November to February 6:00 a.m. to 5:00 p.m.; March 6:00 a.m. to 7:00 p.m.; April to September 6:00 a.m. to 8:00 p.m.; October 6:00 a.m. to 7:00 p.m.; Thanksgiving Day and Christmas Day 6:00 a.m. to noon.
  • We publish no figure. The agency publishes neither the entrance fee nor the annual pass price on any readable page, and the reservation site prints the price from the page's code. Read the amount on the reservation site.
  • The agency's own accessibility notes: one trail is rocky and crosses a wash that becomes impassable after rain, a visitor needs to be able to lift a foot at least four inches, cactus and yucca can cause injury, and busy days can be noisy and overstimulating.
  • Commercial buses and vans pay an extra $5 per person, driver excluded, on entry.

The park pass borrowed from a library: real, but two of them

The program is the Nevada State Parks Library Park Pass and it was read from the agency's own page. It is the most valuable free item in this file, but we do not write that it is available; we describe the structure and tell you to ask.

QuestionThe agency's answer
What it isA free day-use entry permit that a Nevada public library card holder can borrow, for one vehicle of up to 8 people
Where it worksAll 27 Nevada state parks. It does not work on federal, regional or other public land
Loan periodOne week, borrowed from your own public library
Museum admissionCovered. The agency names three museum admissions inside state parks, one of them the state historic park north of the valley
Camping and boatingNot covered, day-use entry only
Guaranteed entryNo. The agency says pass holders are given no priority and entry depends on capacity
Where to get oneThe agency's own sentence: at participating Nevada public libraries, and ask your own library whether it is participating this year
  • And here is the real number: the agency's own press release of 13 January 2023 says that each public library in Nevada has been provided with two passes. Two passes, a one-week loan, and a valley of two million people. The pass is rationed; this page does not promise you a free weekend.
  • The program is still described as a pilot and began in 2023. We could not verify this year's participation by the library system serving here, because the system's own site never opened this round. We do not write that every library issues one; call your own branch.
  • One difficulty seen from here: the system is county-wide, but no branch carrying this settlement's name was found. The named branches nearby are the Clark County Library, the Whitney Library and the Spring Valley Library; we could not verify branch addresses this round. Choose whichever is nearest to you and ring to ask whether they are issuing passes this year.
  • The most common mistake: the pass does not work on federal land. So it is of no use at the federal conservation area to the west or at the federal recreation area around the lake. Nor is it valid in county parks, but those have no entry fee anyway.

Other large items in the valley

  • The federal recreation area around the lake charges: a private vehicle is $25.00 covering 1 to 7 days; a motorcycle $20; entering on foot or by bicycle is $15.00 per person; the site-specific annual pass is $45.00, valid for a year from the month of purchase. The most important line for a family: in the agency's own words, children under 16 need no entrance pass. It is at the eastern end of the valley.
  • The federal fossil monument north of the valley is free. In the agency's own sentence, no fee or pass is currently required for entry. But there is an address trap: the agency publishes a postal address and labels it as not to be used for directions. That address is not where the monument is; do not put it into a navigation app. Information line 702-293-8853.
  • The national park in the east of the state charges no entrance fee but is not near here; it is a holiday rather than a day trip. Cave tours are separately ticketed and payment is cashless.
  • The large cultural and nature site in the middle of the valley shares a ticket with the state museum on the same campus, and the Nevada resident price is close to half the visitor price. Detail in the free and family-friendly section below.

Heat: the agencies' own warnings

We include this as a planning item rather than decoration, and we use the agencies' own language.

  • The park service's own sentence for the lake area, capitals and all: it says it cannot be emphasised enough that hiking from late spring to early autumn can be VERY DANGEROUS because of extreme heat, and recommends delaying hiking plans to cooler seasons.
  • How much water: the same agency says to carry at least one gallon, four litres, of drinking water per person per day and to drink even when you are not thirsty. Stay on paved roads in summer, stay with your car if it breaks down, and keep spare water in the vehicle.
  • Swimming: the same page says there are no lifeguards and no designated swim beaches. Pool toys, inflatable or not, are prohibited and visitors can be fined for bringing them. In late summer and early autumn there is a blue-green algae warning: do not touch bright green or yellow scum, do not swim where there is algae, do not drink untreated lake water, and rinse off afterwards.
  • Summer monsoon rain: a distant downpour can cause a flash flood in a wash that has seen no rain; do not hike or camp in a wash or other low-lying area.
  • Paid venues have a heat rule too. The large cultural and nature site in the valley states on its own ticket page that during summer months and extreme heat advisories outdoor areas may close early and the playground, trails, train and trolley rides may be unavailable. Some venues close their outdoors at midday in summer; build an outdoor plan around the season.
  • The most practical version of that here: in summer go to the county park early in the morning or in the late afternoon. The park is open until 11 p.m., so shifting the hour rather than waiting out the season is the one solution that genuinely works here.

What we do not publish in this section

  • Any fee for the federal area to the west. We describe the structure, not the figure.
  • The name or price of any hotel, show or attraction in the corridor.
  • Any distance or driving time, because none came from a source this round.
  • Opening hours and facility lists for the parks above, other than the largest. We read the list from the county's locator, not from the park detail pages.
  • The exact fee schedule for reservable areas. The county's page gives examples but we could not verify the whole schedule.
  • The full statewide park list. We kept only what is reachable from here; the rest is in our Nevada guide.

27 · Free and family-friendly

What is free and family-friendly in and around Paradise?

Short answer

This question looks like nowhere else, and the reason is not a list of parks but an age limit. The legal gambling age in this state is 21, and the regulator's own text defines a class of venue that prohibits patrons under the age of 21 from entering. And the same text lists that venue's dance area as possibly being a swimming pool or a pool deck. So a hotel pool can legally be a 21-and-over venue. That matters on every page in this series, but here it is vital, because for most of those hotels the county's map data shows this settlement's name: you live next door to them. A family that books a room on the strength of pool photographs, or puts a visitor into one of those hotels, may not be able to take a child into that pool. Against that there is a free, nearby, age-unrestricted alternative, and it is the county's parks.

Steps, documents and official links

Pools and the age of 21: the question to ask before you book

  • The regulator's own text, defining a class of venue on the premises of a hotel casino, lists one of its features in these words: it prohibits patrons under the age of 21 from entering the venue. The same definition says the dancing area may be a designated dance area, a swimming pool or a pool deck.
  • What that means in practice: if a hotel's pool falls into that class, your child cannot go into it. Do not decide from photographs and a star rating; telephone the hotel before you book and ask whether the pool has an age limit, and ask as well whether there is a separate pool at the same property open to children.
  • A household here hits that wall more often than a tourist does, for three separate reasons: you put a visitor from Türkiye into a hotel nearby, you buy a day pass to cool off in summer, or you try to book a poolside for a birthday. In all three the question has to be asked before any money changes hands.
  • And we set the free alternative deliberately alongside it: the county's largest park here has a splash pad and five playgrounds, the park is free and it is open until 11 p.m. Some facilities are seasonal, so ask before you go whether the water area is open; but for a child this is the free, age-unrestricted way into water in summer.
  • The gambling age is a separate and harder item: for people under 21 it is not only playing that is barred but loitering in gaming areas. We could not read the text of the statute, because the state legislature site did not open by any route this round, so we quote nothing and publish no penalty figure. What you need in practice is this: a child may walk through a casino floor with a parent to get from one place to another, but may not stop, stand or sit at the machines or tables. Here that is not holiday information but daily life: if you are crossing a floor with your child on the way to a restaurant or a cinema in the corridor, keep moving.
  • There is a night-time curfew too, but we do not publish the hours. Clark County is reported to operate a night-time limit for people under 18, with stricter rules on the resort corridor; but the sources contradict each other on the hours and on which days apply, and we could not read the county code. We publish no time. And there is no town police force here to enforce it; the body is the county police department. For a family living right beside the corridor this question genuinely matters: if you are planning a late evening out with children, check the current county code or ask the police.

The genuinely free items

  • The county's parks, and here they carry this list. We named them in the section above: there are 17 records under this settlement's name, two of them school sites and the rest parks run by the county, with no entry fee. Playgrounds, a splash pad, a dog park, a fitness course, disc golf and a pond are among them. Do not look for a municipal park; what you are looking for is already the county's.
  • Fishing in the pond is free, the license is not. We say both in one breath, because said separately it earns a fine: you pay nothing to fish, but you must hold a Nevada fishing license.
  • A library card and everything behind it. This is inside the Las Vegas-Clark County Library District, but no branch carrying this settlement's name was found; the named branches nearby are the Clark County Library, the Whitney Library and the Spring Valley Library. And this card may be the most valuable item on the page, because the system's own material describes a separate card type for people who cannot prove an address: borrowing is limited to five items at a time and the documents state no time limit. But we hedge this heavily: the system's own site was never reachable this round, the information was read from the institution's material but indirectly, and we could not verify which documents are required or the branch addresses. No statement that a Social Security Number is required was found, but that is a not found, not a not required. Call the branch and ask for the card type by name.
  • The federal fossil monument north of the valley is free. In the agency's own words no fee or pass is required for entry. Do not put the administrative postal address into a navigation app.
  • The library park pass. Covered above: two per library, one week, and it covers the museum admission at the state historic park north of the valley. So with luck a library card produces a free museum day. It does not work at the federal conservation area to the west.
  • Federal free entrance days: after this page's publication date, the two remaining in 2026 are 27 October 2026 and 11 November 2026. Put them in the calendar. In the agency's words free entry is for U.S. citizens and residents, and even on those days other charges such as timed entry can still apply. The 2027 list will be different.

Cheap, but not free

We write all three as discounts, not as free entry. All three apply at the large cultural and nature site in the middle of the valley.

RouteWhat it givesWhat it asks for
A national museum discount scheme$3 per person, for up to four peopleThe maternal and child nutrition program, food assistance, or the EBT card itself
A bank's museum programOne free general admissionAn active credit or debit card from that bank and photo identification; only on the first full weekend of each month
A national program for military familiesFree general admission for active duty personnel and up to five family membersFrom Armed Forces Day to Labor Day, and one of the listed military identity documents
  • Do not overlook the Nevada resident price. At the same site the price for Nevada residents is $9.95 for an adult and $4.95 for a child aged 3 to 17; for non-residents it is $18.95 and $10.95; children 2 and under are free but still need a ticket. So being able to show residency roughly halves the price. The ticket page does not say what counts as proof, so ask before you go. The site does not take cash, only card or mobile payment.
  • We correct a common error: some travel sites say under-17s are free at the state museum on the same campus. The museum's own page prices ages 3 to 17. That sentence belongs to other members of the state museum system.
  • One boundary, plainly: the first two routes are reached through being enrolled in an assistance program or being a bank's customer. This page does not advise anyone to enrol in an assistance program; we set out the immigration consequences of applying for benefits in the public benefits section.
  • Do not look for a statewide culture card for low-income households: one state in this series had one, and the research found no counterpart here. We do not say there is none; we say we did not find one.

Places worth going to knowing they are paid

  • The valley's children's museum: open Tuesday to Saturday 10 a.m. to 5 p.m. and Sunday noon to 5 p.m.; also open Mondays on holidays, in summer and during school breaks; closed at Easter, Thanksgiving, Christmas Eve, Christmas and New Year. We do not publish its price, because the museum's own visit page carries no price and we could not read the discounts page. Ask about the price and discounts on (702) 382-3445.
  • Museums inside state parks: the admission charges are in the section above. If you have a library park pass, one of them comes free.
  • The state museum system has seven museums, but only a few are within reasonable reach of here and one member in the north is currently closed for refurbishment with no reopening date given. Do not set off on the strength of the system list.

What is not on this list, and why

  • The name or price of any hotel, show or attraction in the corridor. None was verified this round, and prices and age limits change constantly. Ask the minimum age before you pay.
  • Any figure for the federal landscape to the west, and we explained in the section above that timed entry reservations are mandatory there for eight months of the year.
  • Night-time curfew hours. The sources conflict and we could not read the county code.
  • A municipality's park and free events list. There is no municipality here, so there is no such list; that is not an access failure but the structure itself. We could not read the neighboring cities' lists this round.
  • The document lists for library card types, and branch addresses. The system's site could not be read.
  • The complete facility lists for the parks, and the splash pad's season. Ask by telephone.
  • We do not present seasonal items as year-round. Water play areas, outdoor events and some park hours are seasonal; fire restrictions in state parks are seasonal too.
  • The name of any community association, cultural center or place of worship. None could be verified from its own site this round.

28 · Turkish consulate

Where are Turkish consular matters handled from Paradise?

Short answer

Nevada falls within the jurisdiction of the Consulate General of the Republic of Türkiye in Los Angeles. We verified that from the list rather than by assumption: the mission's own site gives its jurisdiction as 12 states plus the Pacific Islands, and Nevada appears eighth on both of the two pages that carry the list. There is no Turkish authority anywhere in Nevada where you can attend in person. Two traps are worth naming before you travel. First, the Consulate General is not in the City of Los Angeles; it is in Beverly Hills. That is another instance of what this page has been saying throughout: the city in an institution's postal address does not tell you whose jurisdiction the building sits in. A reader here lives with that every day. Second, two pages of the mission's own site disagree with each other on the e-mail address and on working hours, and we print both.

Two traps, and both of them mean a wasted journey

  • The building is not in Los Angeles. The mission's own contact page prints the address as Beverly Hills, CA 90211. Typing Los Angeles into a map and setting off can cost you the appointment. The version of this trap you live with here is sharper still: a household here has Las Vegas on its post, the world calls this place Las Vegas, and yet the City of Las Vegas does not serve this address and there is no municipality here at all. The same mistake works two thousand kilometres away and at home: a postal name does not show a jurisdiction. We separate the three layers in the local services section.
  • The attaché offices are in a different building. The Religious Affairs attaché office is in the same building as the Consulate General (+1 (424) 313-9449), but the Education and Commercial attaché offices are at a different address: 5455 Wilshire Blvd. Education is in Suite 804, +1 310 342 5222, [email protected]; Commercial is in Suite 1120, +1 323 852 1894, [email protected]. Do not go to the Consulate General about your child's school equivalence; make two appointments at two addresses and work out in advance whether they fit into one day.

The jurisdiction: twelve states, one mission

On the mission's own list the jurisdiction covers Alaska, Arizona, California, Colorado, Hawaii, Idaho, Montana, Nevada, Oregon, Utah, Washington and Wyoming, plus the Pacific Islands. The mission's page also states that it is one of six Turkish consular missions in the United States, the others being in Boston, Chicago, Houston, Miami and New York, with the Embassy in Washington also having a consular section.

We publish no distance figure, because none came from a source this round. What we can say is that a journey from the south of the valley is not the same journey as one from the north of the state; build the plan around your own address. The statewide picture is in our Nevada guide.

Which matters are handled there

The transaction headings on the mission's own application menu show what actually runs through it:

  • Birth notification and civil registry matters
  • Marriage notification
  • Passport matters
  • Military service matters
  • Notarial matters, powers of attorney and signature certification
  • Turkish citizenship matters
  • Estate matters
  • Education and visa headings, information requests and appointments

Booking, checking and cancelling an appointment is done through the mission's own menu, which is split in two: consular transactions for Turkish citizens and visa pre-applications for foreign nationals.

We do not publish a document list on this page. Each transaction has its own fee and its own document list, and we could not verify item by item this round which transaction requires what. Travelling to another state with the wrong document would be the most expensive advice this page could give you; confirm the list from the appointment menu and the call center.

Seen from here, one piece of good news: no time difference

The Consulate General is also in the Pacific time zone, so the published appointment and telephone hours are already your hours. In some settlements in this series a reader has to convert an agency's hours; not here. Against that, the in-person window is three and a half hours a day; if you want to finish more than one matter in one trip, book appointments on the same day or on consecutive days.

And a shift note: a large share of readers here work nights. The in-person window closes in the middle of the morning, so coming off a night shift and making an appointment that same morning is not a travel plan, it is a sleep deprivation plan. Book it between two days off rather than on the morning after a shift.

The mistake people make with addresses, doubled here

When sending a form or a parcel to the mission, or writing an address on a document, readers confuse two things. The first is above: the consulate's postal name is Beverly Hills. The second is at your own end: your postal address does not carry your settlement's name either. If a form asks where you live, write what is on your envelope and add the county if an explanation is needed; the settlement's name alone means nothing in most systems. For the same reason, when you are waiting for a document to arrive, remember that tracking follows the postcode rather than the place name.

Three routes to try before you travel

  1. e-Devlet. Civil registry, address and some document matters can be done remotely; check first which of them can.
  2. The call center. Open 24 hours, seven days, so the time difference with Türkiye is not a problem here and it is the fastest way to learn what documents you need. It is also the fastest way to close the hours conflict above.
  3. Courier or post. Some matters run by sending documents. Ask the call center or the mission which ones are accepted; do not post documents on your own initiative.

2026 closures

The 2026 holiday list published on the mission's own contact page contains days falling after this page was published, two of them immediately ahead: 12 October and 29 October. The list also carries 11 November, 26 November and 25 December 2026 and 1 January 2027. The list is annual, so it is republished each year; check the current one before booking.

29 · Apostille

How do I use a document issued in Paradise in Türkiye?

Short answer

Türkiye and the United States are both parties to the Hague Apostille Convention, so a document issued here needs an apostille rather than consular legalisation to be used in Türkiye. In the Hague Conference's own register of competent authorities the authority shown for Nevada is the Nevada Secretary of State, together with the chief deputy and the deputy. We publish no fee, turnaround or address in this section, and the reason is concrete: every one of that office's sites sat behind a bot wall this round and the procedure could not be read from the agency's own pages. What we can state firmly is the thing that actually costs money and time: there is not one apostille door but four, and sending your document to the wrong one means the package comes back.

Steps, documents and official links

Four doors, and which document goes to which

Type of documentWhich authority
A document issued by the State of Nevada or a Nevada county (birth, death, marriage, a court order, a notarised document)Nevada Secretary of State, or the chief deputy or deputy
A document issued by a federal agency (a naturalisation certificate, for example)The authentications office of the U.S. Department of State. It does not go to the state
A consular report of birth, death or marriage abroad for a U.S. citizenThe vital records unit of the U.S. Department of State's Bureau of Consular Affairs
A document issued by a U.S. federal courtThat court's clerk or deputy clerk. The Hague list names the relevant federal district court for Nevada

Why this table matters to a Turkish reader: a newly arrived household's apostille package is usually mixed. The birth certificate of a child born here goes to the state, but the naturalisation certificate placed in the same envelope goes to a federal office, not the state. Putting everything in one envelope and sending it to one authority means the package comes back a month later exactly as it left.

The first link of the chain is not a town matter here

An apostille chain starts with obtaining the document, and there is no counter in this settlement where you can obtain one. Three points together:

  • The birth certificate of a child born here is a county certificate. This settlement has no vital records unit of its own and no municipal counter. On the county side the body is the Southern Nevada Health District; on the state side it is the state's own office of vital records.
  • The two doors do not even cover the same years, and their fees differ. Which one you should use is set out in the birth certificate section; an apostille chain that starts at the wrong door has to be started again.
  • A marriage certificate follows the same logic: there is no marriage counter here, and the license and the record sit with the county clerk. See the marriage section. And that detail touches a reader here in a particular way: many couples who come to the corridor to marry use the same counter, but for someone who lives here that counter is not a tourist stop, it is where a civil status document comes from.

What we do not publish in this section, and why

  • No fee. We could not read the per-document amount from the state authority's own page.
  • No turnaround. We could not read the ordinary processing time or the expedited option.
  • No address or counter. We could not read whether applications go by post or in person, where in-person applications are taken and whether an appointment is needed.
  • No pre-certification chain. In some states in this series a document first needed certification by a county clerk or a registrar. Whether Nevada has such a preliminary step could not be verified, and we write nothing in either direction.
  • Nor how foreign documents are handled.

Ask all of it in one place: the state authority's own site. Confirm by telephone before you prepare the envelope and ask for the answer in writing.

Do not break the order

  1. Obtain the document from the right door. Mind the distinction between the two doors above, and do not look for a counter inside the settlement.
  2. Translate it and have the translation notarised if required. None of the apostille authorities in this series does translation. We could not read the Nevada authority's own rule on translation, so we state no firm requirement; but ask about it before you send the envelope.
  3. Take the apostille last. Nothing can be altered on a document once it has been apostilled.

The other direction: using a Turkish document in the United States

For Turkish documents you will use in your immigration file here, the direction reverses: those documents are apostilled in Türkiye and submitted in the United States with a certified English translation. No authority in this valley performs that step.

30 · Time and flights

What is the time difference between Paradise and Türkiye, and how do you get to Istanbul?

Short answer

This place uses Pacific time, which produces one of the largest gaps in this series: Türkiye is 10 hours ahead in summer and 11 in winter. Türkiye stays on the same clock all year and does not observe daylight saving; here it is observed, so the gap changes by an hour twice a year on its own. The practical consequence is blunt: there is almost no window in which you and a Turkish government office or bank are awake at the same time. On flights we write this: we did not find a direct flight to Istanbul from this valley's airport, and the journey starts with a connection. The question of which settlement the airport is in is this page's own subject, and we set it out below in three layers.

Steps, documents and official links

How many hours, and when it changes

PeriodDifference with TürkiyeIf it is 9:00 a.m. here, in Türkiye it is
During daylight savingTürkiye is 10 hours ahead7:00 p.m.
During standard timeTürkiye is 11 hours ahead8:00 p.m.
  • Clocks go back on the first Sunday in November at 2:00 a.m. For 2026 that is 1 November 2026. So in the days this page is published the gap is 10 hours, and after the first week of November it is 11. Because Türkiye does not shift, you experience the change one-sidedly.
  • Clocks go forward on the second Sunday in March at 2:00 a.m.
  • Almost the whole state is in one zone, so traveling north or south within Nevada does not change your clock. The only exception drawn in the regulation's own text is a town at the eastern edge of the state, a long way from here.
  • The consulate is in the same zone. The Consulate General in Los Angeles is on Pacific time, so its published appointment and telephone hours are already your hours and need no conversion. Detail in the consulate section.

The practical window for calling Türkiye

  • The trap in the other direction: if a bank, hospital or government office in Türkiye works weekdays from 9 to 5, the window from which you can call starts in the early hours of the night here and ends before dawn. This series has seen gaps of seven and eight hours; here it is ten and eleven, so the window is narrower still.
  • A small advantage for shift workers: if you are on nights, Türkiye's office hours fall inside your waking hours. For many households here that is a real convenience; plan family and bank calls around your break.
  • Two channels solve it: e-Devlet and the consular call center, open 24 hours. Both remove the time difference.
  • Tell people calling you from Türkiye: an hour that is early afternoon there is the middle of the night here. Plan appointments and family calls accordingly.

Flights to Istanbul

  • The valley's airport: Harry Reid International Airport, code LAS, operated by the Clark County Department of Aviation. The airport's own airline list carries 31 airlines and Turkish Airlines does not appear on it. The European carriers on the list serve other points.
  • The conclusion, written carefully: the research did not find a direct flight to Istanbul from here. Our basis is the absence of the Turkish flag carrier from the airline list. We do not state flatly that there is no direct flight, because we could not read the airport's point-to-point route list this round. Look at connecting options when you search, and confirm the routing on the carrier's own site.
  • Which settlement the airport is in: three layers, all three correct. First, and this one is certain: the airport is inside no municipal boundary, it sits in the unincorporated area of Clark County, and the operator is the county. Second, with a qualification: in the statistical boundaries drawn by the census bureau the terminal point falls inside this settlement's census place. Third, and this is the trap itself: the postal address says Las Vegas. So saying the airport is here is defensible statistically and wrong in terms of jurisdiction, because a census place is not a boundary of authority. We set the three layers out again in the local services section.
  • What that means in practice: for a complaint, a lost item or a parking problem at the airport the body you deal with is the county's aviation department, not a municipality. On buses the authority is regional; we name the routes in the transit section.
  • A time-limited warning: the airport has announced on its own site that lane closures in the connector tunnels run until December 2026 and asks travellers to allow extra journey time. Leave extra time on the day you fly.
  • Baggage and identity: the document you use on an international flight is your passport. Where the state's cards are and are not accepted for flying is covered in the driving license section; you cannot board a plane with a driver authorization card.

Your questions, answered

Frequently asked questions

How do I reach the city government in Paradise?

You cannot, because there is no city government here, and that is the most important sentence on this page. Paradise is an unincorporated town of Clark County. The county's own document says this: in Nevada county commissioners are the legally constituted town boards for all unincorporated towns, and all official governmental decisions are made by the board of county commissioners. The consequences are blunt: no mayor, no town council, no town police, no town court and no town tax. The Paradise Town Advisory Board has five members, appointed by the county commission, and it is not a decision-making body: it cannot issue a permit, cannot fine anyone and cannot pass an ordinance. The county's own document addresses these boards directly: input is valuable and appreciated, but remember, you are an Advisory Board. The chain of authority has three links: policing through the county-wide department, political representation through the county commission and your elected commissioner, and litigation on the federal side. One detail explains the structure: those same seven elected people also sit as the board of the water district, the water reclamation district and the county public hospital. Detail in the local government section.

Is the corridor the world calls Las Vegas really here?

The answer has three layers and we write all three separately, because mixing them produces a false claim of authority. First, what is certain: most of that corridor is inside no municipal boundary, it is unincorporated Clark County territory, and the dividing line is Sahara Avenue. Two independent official sources say so: the county's own text states that most residents living south of that avenue are not inside a city boundary and receive their services from the county; and in the county's own mapping service an address north of the avenue returns a city while addresses to the south return an empty municipal field. Second, what we qualify: in the county's own map data this area appears under this settlement's name, with a few points at the northern end filed under Winchester, a neighboring unincorporated town. That is the county's own data and it is strong, but it is a single source, and the county's prose never gives those names; so we do not write a flat the corridor is in Paradise. Third, the trap itself: the statistical layer of the same service calls the same points Las Vegas, and so does your envelope. One is jurisdiction, one is a map name, one is a postal designation. Detail in the local government section.

My envelope says Las Vegas. Am I under the City of Las Vegas?

No, and this is the most expensive misunderstanding on this page. Las Vegas, NV on your envelope is a postal designation only and proves nothing about jurisdiction. So when you call the City of Las Vegas about a pothole, a building permit, a business license, zoning or a code complaint, you are calling an authority that does not cover your house. You can see how deep the trap runs here: even the county's own parks carry that postal name in their addresses, and this settlement's name does not appear at all in the federal passport acceptance data file, so searching under your own town name returns nothing. One tool settles this in a click: the county's Where am I Located? jurisdiction lookup. You type your address and it tells you whose jurisdiction you are in. Use it before you move and before you write to any agency. Detail in the local government section.

I have no Social Security number. Can I get a driver license in Paradise?

Nevada answers this with two paths, and the difference between them is not only the document list but what happens to your information. The card open to people who cannot document status is the Driver Authorization Card; the agency's own handbook states that a Social Security number is not necessary to obtain it. And here are the two sentences we put at the center of this page, both from that same handbook: for this card, information used to obtain it will not be released or used to determine legal presence or immigration status; while for a standard license and REAL ID, any immigration documents presented will be submitted for electronic verification of lawful status. This page does not decide which one fits you; we put both texts in front of you. The card states Not Valid for ID on its face and, in the agency's own description, is otherwise identical in appearance; it is valid four years. On documents the open door for a Turkish reader is this: the agency accepts a foreign passport plus a foreign birth certificate or a foreign passport plus a consular identification card on its own list. Paradise has no licensing office of its own; you use the offices elsewhere in Clark County and book through the agency's own system. Detail in the license section.

Is there a police station called Paradise, and who do I call if my car is towed?

We found no station carrying the name Paradise, and that is a structural fact rather than a shortfall: there is no town police to call here, because an unincorporated town is not a police jurisdiction. Policing in the unincorporated areas of Clark County comes from the Las Vegas Metropolitan Police Department, headed by the elected Clark County sheriff. The department organizes the area through its own area commands and the command names do not match settlement names one to one. The right thing to do: put your address into the department's own station lookup and save the number in your phone today. We publish no street address, because command boundaries and buildings change. If your car has been towed, the order is: call the police first and ask whether it was towed, find out which yard it went to and who may collect it, and have proof of ownership ready. The commonest version here is a tow from private property, where the decision is made by the property owner rather than the police; hotel, casino and shopping-center car parks are private property. We print no towing or storage charges, because the regulating authority's site did not open at all in this research. Detail in the impound section.

If Paradise has no city, does it have no bus either?

It does, and here we say so from documents rather than inference. Transit was never a municipal function: service across the whole urban part of Clark County comes from a single regional authority, the Regional Transportation Commission of Southern Nevada, and the unincorporated areas are inside its service area. In this settlement the chain of evidence is solid and rests on three documents: the airport's own ground transportation page names the authority; the authority's own pocket guide lists the routes serving the airport by number, an express route plus 108 and 109; and there is a ticket machine from the authority in the terminal. Good news on fares: no official page we read requires identification or a number to ride at the ordinary fare, you can board with cash, but no change is given. Two warnings: there is a separate fare category for the tourist corridor, so ask which one you are in when you buy a pass; and the corridor rail systems do not belong to this authority, they need separate tickets, and the corridor's single rail line does not serve the airport (the airport's own question-and-answer page says so). Detail in the transit section.

Is the airport in Paradise?

The correct answer is not one sentence but three. What is certain: Harry Reid International Airport is inside no municipal boundary. The federal geocoder returns no result at all for the terminal coordinate in the incorporated places layer. The airport sits in unincorporated Clark County and is operated by the Clark County Department of Aviation. So the sentence the Las Vegas airport belongs to the City of Las Vegas is wrong. In the statistical layer: the same coordinate falls inside this settlement's boundary as the census draws it. But that is a statistical boundary, not a jurisdiction; you cannot conclude from it that the airport is governed by Paradise, because there is no settlement government to govern it. Third: the airport's postal address says Las Vegas, NV, and that too is only a postal designation. One fact on flights: Turkish Airlines does not appear on the airport's own airline list and you should not expect a direct flight towards Istanbul. Detail in the transit section and the time and flights section.

When may I water my garden, and what is the fee if I get it wrong?

Watering here is a permanent regime and the fees are real. Three rules: you do not pick the days, the water district assigns each property its own; Sunday is prohibited in every season; and between 1 May and 31 August spray irrigation from 11:00 to 19:00 is itself water waste. The calendar changes with the season: one day a week from November to February, three days in March and April, any day but Sunday from May to August, three days again in September and October. The fees are graduated and rise on an eighteen-month history: a warning and a period to fix it on the first violation, then $80, $160, $320, $640 and $1,280. It does not end with money: the district's own wording says it may issue misdemeanour citations, and water waste is listed among the grounds for terminating service. But there is an appeal and this is the most important line: violations and fees may be appealed to an independent hearing officer, so do not throw away a notice and record its date. The one thing nothing is exempt from is water running off the property; neither a hand-held hose nor drip irrigation escapes that. If you live in a flat or a complex this is probably the association's job, but a common-area fee lands in your service charge. Detail in the water restrictions section.

Do I need a number to open water and electricity accounts?

There are two different answers and both are open to you. On water the district has its own sentence: resident aliens may be asked for a passport, a state identification number and/or a consular identification card, and international customers may be asked for a passport number. One limit sits in the same passage: expired passports are not acceptable. The district's binding service rules ask only for full name and valid identification information, but its web form asks for the last four digits of a number; we could not verify whether the district will open an account on photo identification alone, so call first. On electricity and gas the regulator's own answer is: some utilities may require a number but many provide an alternative such as a driver's license number; the electric utility's privacy text lists a driver's license, a passport and a state ID for identity verification. Two rights help on deposits: no guarantor may be required for electricity, and enrolling in automatic payment can waive the deposit. A neighboring city's route of opening an account in person at city hall does not exist here, because there is no city hall to walk into and your water utility is a different body. We do not write that a taxpayer identification number is accepted, because no source mentions it. Detail in the utilities section.

Can my power be cut off if I cannot pay the bill?

Here the shutoff moratorium depends on temperature, not the calendar, and that is a first in this series. The electric utility's tariff filed with the regulator says that if the national weather service forecasts, at any point in a twenty-four-hour period, 105 degrees Fahrenheit or higher or 15 degrees Fahrenheit or lower, a disconnection for non-payment is postponed. Four things must be said with it: there are no dates at all, the protection exists only on days the threshold is hit; it is a postponement, not a cancellation, the debt stands; gas is largely carved out of the heat half, because the tariff conditions it on natural gas being essential for air conditioning; and water and trash are outside this tariff. Whether any heat-based protection reaches a water customer here we could not verify, and we assert it in neither direction. We also record a conflict: lower thresholds for elderly and disabled customers appear only in the regulation, and the utility's filed tariff carries none of those tiers; so we write the 105 and 15 degree thresholds with confidence but cannot write the protected-customer tiers. Other protections do not depend on temperature: a thirty-day postponement on a doctor's certificate, ten days' written notice before disconnection plus a second notice at least forty-eight hours ahead, and no disconnection before a weekend, on a weekend or on a state holiday. Detail in the utilities section.

Why are the trash and sewer bills not in my name?

Because here the responsible party for both is the property owner from the start, and that is a genuine surprise for a tenant. On sewer the service comes from the county's water reclamation district, and its own rule says the legal owner of the property is responsible for all bills; the bill is annual, payable in quarterly installments, and if it goes unpaid service is not cut off, the balance is added to the property tax roll. So if someone tells you to open a sewer account, here there is nothing to open. On trash the service is franchised and the county ordinance makes subscription mandatory; for a single-family home the fee is billed quarterly in advance and the ordinance's own wording says the property owner is responsible for all charges even if the owner does not live there, with their name on every bill. We print no trash rate, because the only fee sheet we could verify is years old. The practical consequence: two bills can carry a tenant's name here, water and electricity, and the two residency documents the license application asks for usually come from those two. Detail in the utilities section.

Is a Social Security number required to enrol my child in school?

The district is the Clark County School District and we write two things together. One: the district states on its own page that it does not collect or verify students' immigration status, that it is not responsible for enforcing federal immigration law, and it cites a state law section; we could not read that section's text and cite the number only as the district cites it. Two: the district's published required-document list contains no Social Security number. Four things are asked for: one proof of address (telephone and cable bills are not accepted, and a driver's license does not count as proof of address for this purpose), parent identification (a driver's license, picture ID or a passport), the child's identity (an original birth certificate, a passport, or a certified birth card from a health district; photocopies are not accepted), and immunisation records. Three options exist for a family short of papers and each should be asked for by name: Shared Housing for those with no lease or bill in their own name, registration on a future-dated lease with thirty days of extra time, and the Title I HOPE program, which can help obtain an original birth certificate. On language the right sentence is this: we do not say Turkish services exist, Turkish was not found in any list we read; but the law recognizes a parent's right to a qualified interpreter in their own native language regardless of which language it is, and the place to request it is known. Detail in the school section.

Where do I get a marriage license, and what if I have no number?

There is no marriage counter here and there could not be, because this is county business. The license comes from the Marriage License Bureau of the Clark County Clerk, at 201 E. Clark Avenue, Las Vegas, open seven days a week from eight in the morning until midnight, all holidays included. No waiting period and no blood test, but both of you must be there in person at the same time; the online pre-application saves time but the license is not issued online. The fee is $102 and checks are not accepted. On identification this county is open to a Turkish reader: its list names a passport, a consular identification card and an official foreign government ID card or driver license showing the date of birth; documents must be originals and a foreign birth certificate needs a notarised English translation. On the number question the clerk's sentence is if you are a United States citizen and have been issued a Social Security Number, you must provide it, so the obligation is tied to citizenship and there is not a word about anyone else. No Nevada source says a license is refused for lack of a number, and none says it is granted. We write neither; call the clerk before you travel. Two more traps: the county's government center does not issue licenses and says so in capitals on its own page, and none of the private wedding businesses in the corridor around you can issue one. Detail in the marriage section.

Is a Social Security number required for a birth certificate?

There is no vital records counter here; a child born in Paradise is a Clark County birth and the certificate comes from the office inside the Southern Nevada Health District. The answer on the number is strong: in the primary section of the state vital records office's published identification list, that is the documents accepted on their own, the following appear by name: a foreign passport, a consular identification card, an employment authorization card, a temporary resident card and a visitor visa accompanied by a valid arrival record, and a Social Security number appears nowhere in those lists. The most useful sentence for a new family: a parent ordering a child's certificate must only prove their own identity. But a warning: these are the state office's lists, and we could not read the county district's own list; we are not copying one onto the other, so ask before you go. There is another limit particular to this county: the district holds county births only from 1973 onwards and deaths from 1988; a birth before 1973 cannot be obtained here at all and goes to the state office. The fee is $38 for the first copy and $25 for each additional, personal checks are not accepted, and processing takes two to four weeks; there is no same-day service. Detail in the birth certificate section.

Is there a local ordinance protecting tenants in Paradise?

This question has a structural answer here: a town cannot have its own tenant ordinance, because there is no town government to pass one. The only local law here is the Clark County Code and only the county commission could adopt such a rule; we could not verify whether the county has one. What is certain on the state side: the fair housing protected-class list names race, color, religion, sex, sexual orientation, gender identity, disability, national origin and familial status; for a Turkish reader the handle is national origin and it is on that list. Source of income and immigration status are not on the list, and we found no provision barring a landlord from asking about status; but we do not write that as "there is none", because the state legislature's site did not open by any route in this round. We also record a conflict: the agency's own poster adds ancestry and omits familial status, while its website does the opposite. Three verified things we can give you: the prohibition on retaliation, the deposit cap and the right to an itemised accounting within thirty days, and that a complaint can be filed within one year, free, and without an attorney. Two organizations provide free local help by name. Detail in the renting section.
