How do I get a driver's license in Roswell, and which office do I go to?
Short answer
Licenses come from the state Department of Driver Services (DDS), and there is no published DDS address inside the Roswell city limits. The nearest full-service counter is the county building to the north: 11575 Maxwell Road, Alpharetta. The knowledge exam is walk-in and, per the DDS language list, available in Turkish. An SSN or form DDS-351 is required and every document must be in English.

Which office is nearest for a Roswell resident?
The City of Roswell does not issue licenses; this is a state function. In practice two addresses matter, and both are outside the city:

We print no distance or drive time. No official mileage or travel time from central Roswell to Maxwell Road or to Sandy Springs is published, so we give no minutes here. The route north runs along Alpharetta Highway and GA 400; the county counter to the south is reached along Roswell Road.
Careful: do not trust a "Roswell DDS" address you find online
We have to be straight here. A location page carrying the name Roswell appears to exist on the DDS site (it shows up in search results with its title), but the page returned an error to every attempt and we could not read it. Whether it is a staffed customer service center, a self-service kiosk only, or a stale record is unknown. So we publish no Roswell DDS address on this page. The right move: search your own ZIP code in the DDS location finder, or call (678) 413-8400 and ask whether there is a counter inside Roswell. There is a second trap: the old DDS office at 8610 Roswell Road in Sandy Springs closed in September 2017 and was replaced by Maxwell Road, yet many older guides and map listings still show it. Do not go there.
Step by step
- Fill in the online form. Whatever you are coming for, DDS asks you to complete the Online License/ID/Permit form before you enter the center. The form is on DRIVES e-Services and it is free.
- Take the knowledge exam without an appointment. No appointment is needed for the knowledge exam; you join the line and must start at least 30 minutes before the center closes. There are two sections, road rules and road signs, and each needs 15 correct out of 20.
- Call before you plan a road test. Two official sources disagree about whether this center gives road tests; the detail is below. Either way you book through DRIVES e-Services, and you bring a four-wheeled vehicle that is tagged, registered and insured. The pass mark is 75 out of 100.
- Prepare the documents in English. An identity document, an SSN (or form DDS-351 if you cannot get one), proof of address from two separate sources, and an immigration document showing your lawful status. DDS does not accept translations and wants to see the originals of your immigration documents at every visit. The full document list is in our Georgia guide.
- Wait for the card. You leave with a temporary paper document and the permanent card arrives by mail within 30 days. TSA does not accept the paper document, so carry your passport on domestic flights until the card arrives.

The hours and the service list come from the text of the DDS page itself, but we could not read the page directly (the site blocks automated access), so call (678) 413-8400 and confirm before you travel. Holiday closures are announced on the DDS home page, and the center can be closed on a given Saturday.
Does this center give road tests? Two official sources say different things
We are not picking a side. The text of the DDS page for the Maxwell Road center lists a Non-Commercial Road Test among its services and says an appointment is needed only for the road test. Our statewide research, on the other hand, puts this center among those that give no road test. Both sources are official and the conflict was not resolved this round. There is one practical route: call (678) 413-8400, ask, and book accordingly. If it does not, the nearest alternatives on the DDS road-test list are Marietta (1605 County Services Pkwy) and Decatur (2801 Candler Rd). DDS also states that non-commercial road tests are given with a dual-facing camera setup and with a licensed adult over 21 in the vehicle.
Is the knowledge exam really available in Turkish?
According to the DDS language list, both the road rules and road signs sections of the non-commercial knowledge exam are offered in 26 languages, and Turkish is one of them. The road test is in English. There is a conflict worth knowing: the older driver manual text still published on the DDS site says the road signs section is given in English only, while the newer language list says both sections are translated. Call (678) 413-8400 before you drive to Maxwell Road and confirm you can take the signs section in Turkish. One accompanying person, including an interpreter, is allowed.

Every Georgia license and ID issued since 2012 is REAL ID at no extra charge, with a star in the top right corner. A card issued to a non-citizen is printed LIMITED-TERM and ends with your approved period of stay, at most five years. If your immigration document is in an extension process, you can get a one-time 120-day extension.
Grocery store kiosks: DDS runs self-service kiosks in some stores, open 24 hours, and a renewal or replacement done at a kiosk carries a $5 fee reduction, with the card mailed rather than handed over. Two warnings: kiosks only renew or replace, so they are no use for a first license, and we could not confirm a kiosk inside Roswell. The kiosk listed at 4920 Roswell Road, despite the name, is on the Sandy Springs and Buckhead side. Use the DDS kiosk finder if you want one.
02 · Foreign license
Can I drive in Roswell on my Turkish license?
Short answer
Yes, until you count as a resident, and then you have 30 days. A Turkish license is not exchanged for a Georgia one: the only reciprocal jurisdictions on the DDS list are South Korea (with a consulate letter) and Taiwan. So you take the vision test, the knowledge exam and the road test. Your Turkish license is shown during the transaction and handed back. Delaying this costs you in Roswell, because no train reaches the city and the bus comes every 40 minutes.

When do you count as a resident?
- Being in the state for 30 days or more, or
- taking a job and enrolling your children in school within 10 days.
Once either applies, you have 30 days to hold a Georgia license. Until then you can drive on your foreign license as a tourist or business visitor. Georgia law does not allow a license to be issued to someone without lawful status.
The practical order in Roswell
- Knowledge exam: walk-in and in Turkish at 11575 Maxwell Road, Alpharetta. Join the line at least 30 minutes before closing. There is no confirmed DDS counter inside Roswell (above).
- Road test: by appointment. Because two official sources disagree about whether this center gives road tests, call (678) 413-8400 first; the alternatives are Marietta and Decatur.
- The vehicle: you bring your own car. If yours is not yet registered in Georgia, you can use someone else's insured and registered vehicle; carrying the insurance and registration documents is enough.
- International driving permit: not a license on its own. It is a translation carried alongside a foreign license and cannot be used in a DDS transaction.
- Retakes: fail the road test once and you can retry the next day, twice and after 7 days; if you failed because of a crash or a violation, you wait 30 days.
For adults getting a first license, DDS may ask those going straight to Class C for a declaration of 40 hours of supervised driving, 6 of them at night. Whether someone holding a Turkish license is exempt is not stated on the DDS pages we read; call (678) 413-8400 and ask.
Can you manage in Roswell without a car?
By north Fulton standards Roswell has more transit than its neighbors, though that is a relative advantage. Three MARTA bus routes enter the city, there is a 418-space park and ride inside the city limits, and an on-demand van zone is drawn over the older neighborhoods (transit section). Even so, there is no train, and the most frequent route that reaches the city center comes only every 40 minutes. The honest sentence is this: most households drive, and a working adult without a car depends on a 40-minute bus to North Springs. So squeezing the license into the first 30 days genuinely matters here. When you look at homes, being on the route of the 85 or the 185, or close to the Mansell Road lot, makes a real difference to a household trying to manage on one car at first. 03 · Car
Where do I register a car in Roswell, and is an emissions test required?
Short answer
Registration is not done at DDS but at the county tax office, and because Roswell is in Fulton County that is the Fulton County Tax Commissioner. There is no tag office inside the city: the two nearest counters are 11575 Maxwell Road (Alpharetta) and 7741 Roswell Road NE (Sandy Springs), weekdays 8 a.m. to 4:30 p.m., on 404-613-6100. The title is $18, the tag $20 a year, and the title tax (TAVT) is 7 percent of market value, except that a new resident to the state pays 3 percent. Fulton is in the emissions testing area.

Order matters: license first, then registration
The state Department of Revenue (DOR) asks for a valid Georgia license or ID to register a vehicle. So DDS issues the license (above) and the Tax Commissioner does the registration, and both are outside Roswell. You have 30 days after moving, or 7 business days if you bought from a private seller; the late penalty runs up to $100.

Both are Fulton offices, so whichever you use they do the same transactions. The name of the North Fulton Service Center causes confusion: the building is on Roswell Road but it is in Sandy Springs. Also, the county prints the Maxwell Road ZIP as 30022 while DDS prints 30009, so navigate by the street address. Confirm hours on the county page before you go. We could not confirm a tag kiosk inside Roswell, so we print no kiosk address.
What to bring and what it costs
- Documents: form MV-1, the original out-of-state title (or the registration if you come from a state that does not title), form T-17 if the car is financed or leased, proof of Georgia liability insurance, and the emissions test result.
- Fees: title $18, tag and registration $20 a year, lost or new title $8. Late renewal adds 10 percent of the ad valorem tax plus 25 percent of the tag fee.
- TAVT: a one-time tax charged when the title is issued, at 7 percent of market value, except that someone new to the state bringing a car with them pays 3 percent. On a $25,000 car the difference is $1,000. Tell the counter you are a new resident and take a document showing your move date (a lease, a job letter).
- Insurance: minimum coverage is $25,000 per person and $50,000 per accident for bodily injury, plus $25,000 property damage. A lapse costs $25 plus a $60 reinstatement fee.
- Renewal: registration expires on the birthday of the first person listed. Renewal opens 30 days before your birthday, or 90 days online.
Emissions testing: Fulton is covered
- The program is run by Georgia's Clean Air Force in 13 metro counties and Fulton is on the list, so Roswell addresses are covered. The test is annual, before your registration renewal date (your birthday), and 4 to 6 weeks ahead is recommended.
- Which vehicles: for a 2026 registration, gasoline cars and light trucks of model years 2002 to 2023. Exempt are the three newest model years, vehicles 25 model years and older, diesels, motorcycles and motorhomes. The window shifts a year on January 1, 2027: for a 2027 registration, 2003 to 2024 models are tested.
- Fee: up to $25, posted at the station. The test covers OBD plus a visual check of the catalytic converter; if you fail, you get one free retest at the same station within 30 days. You do not have to test in the county where you are registered.
- A car you bring with you: if you move into Fulton with a covered model, you show a valid test result from the last 12 months and register within 30 days. The help line is 1-800-449-2471. Program materials exist in Spanish, Korean, Vietnamese and Mandarin; not in Turkish.
- No general safety inspection. Georgia has no annual roadworthiness test.

04 · Tolls
Is GA 400 tolled, and do I need a Peach Pass in Roswell?
Short answer
GA 400 has no toll today, and between Roswell and Atlanta you use the free general-purpose lanes. The Peach Pass express lanes that are open run on I-85 and I-75, neither on this route. For a Roswell driver the issue is not the toll but the bottleneck: Holcomb Bridge Road is the city's only access to GA 400 and carries more than 70,000 vehicles a day. That interchange is to be rebuilt with the express lane project.

Where a Roswell driver stands today
GA 400 is the highway that connects Roswell to metro Atlanta, and the city has a single entrance to it: Holcomb Bridge Road (SR 140). There are no toll booths, cash payments or pay-by-plate bills on that road. The only tolled facilities in Georgia are the Peach Pass express lanes, and none of them is on GA 400 today:

Holcomb Bridge Road: the most useful fact when you pick a Roswell address
The city's own transportation page says it plainly: Holcomb Bridge Road is Roswell's only access point to SR 400, it carries more than 70,000 vehicles a day, and the city describes the congestion there as "the City's largest transportation challenge". In 2018 the Mayor and Council passed resolutions that significant improvements were required at that interchange, and the state transportation department (GDOT) will rebuild the Holcomb Bridge Road and SR 400 interchange as part of the Georgia 400 Express Lanes project. The practical effect: when you look at homes in Roswell, work out how dependent your commute will be on that one interchange, and count on years of construction. These facts come from the text of the city's own page; because we could not reach the site directly, confirm the project timetable with the city or with GDOT.
The GA 400 express lanes: when do they open?
We put this carefully. Per GDOT project documents, the SR 400 Express Lanes bring optional tolled lanes from North Springs MARTA Station to McFarland Parkway in Forsyth: two lanes each way as far as McGinnis Ferry Road and one beyond, dynamic pricing, open to two-axle vehicles with at most six wheels, with transit and registered vanpools exempt. Ground was broken in April 2026 and the opening is reported as 2031. Do not read that date as a firm commitment: the GDOT site blocks automated access, so the figure comes from official document text in search results and from groundbreaking coverage.
A MARTA bus rapid transit line between North Springs and Windward Parkway is also planned in the same corridor. It is not running, and it does not bring rail to Roswell.
If you do want a Peach Pass
- Where: peachpass.com, by phone on 1-855-724-7277, or in person at the Peach Pass Retail Center, 245 Peachtree Center Ave NE, Atlanta. The DDS centers in Lawrenceville, Kennesaw and Locust Grove also open accounts; the Maxwell Road center does not.
- What is asked: name, address, phone, email and the vehicle's year, color, make, model and plate. A personal account needs at least $20 of prepaid balance. The transponder is free and cannot be moved between vehicles.
- If you have no credit card: BancPass Pay n Go is a licensed alternative you can load with cash; the starter kit is $20 and it is sold at Kroger, CVS, Walgreens and Costco.
- Who travels free: on the I-85 express lanes, three or more people in a vehicle travel free using the Peach Pass Verify app; the I-75 lanes have no carpool exemption. Electric vehicles have not been free since September 30, 2025.
- Other states: E-ZPass, Florida SunPass, E-Pass and NC Quick Pass work in Georgia express lanes, and a Peach Pass works in 19 E-ZPass states. If you drive north or toward the Carolinas or Florida regularly, an account makes sense.
What happens if you do not pay
If a tag is not read, a camera photographs the plate and SRTA mails the violation notice to the registered owner. A $25 administrative fee is added per toll on top of the toll itself. Unpaid notices go to collections and to the Office of State Administrative Hearings; a civil penalty of up to $70 per toll and suspension of the vehicle registration are possible. Does MARTA rail reach Roswell, and which buses serve the city?
Short answer
No train; the Red Line ends at North Springs Station in Sandy Springs. But in the city's own words, "Residents in the City of Roswell are served by 3 MARTA bus routes": 85 Roswell, 185 Alpharetta (which despite its name runs through Roswell and serves the hospital) and 140, which touches the Mansell Road lot. One important trap: Route 87, named "Roswell Road", never enters Roswell.

First, the name trap
Type "Roswell" into the MARTA app or a search box and you will most likely find Route 87, because the route is named "Roswell Road/Dunwoody". That route does not enter Roswell. It runs between Dunwoody Station and North Springs Station entirely inside Sandy Springs, along Peachtree Dunwoody Road, Glenridge Drive, Roswell Road, Dunwoody Place and GA 400, serving Medical Center Station, Northside Hospital, Sandy Springs City Hall, North Springs High School and the county's North Fulton Service Center, every 30 minutes, seven days a week. So for a Roswell resident the 87 is useful only when you want to go south from North Springs to that county counter or to that hospital. Choose a route by its name and you board the wrong bus.

One warning: Route 140 can lose trips during the day (on the day of our research many morning trips from North Springs were cancelled), so check MARTA's alert list before you leave. Route and schedule information and customer service are on 404-848-5000. System-wide, buses run weekdays 5 a.m. to 1 a.m. and weekends 5 a.m. to 12:30 a.m. The network changed recently: MARTA rewrote the north Fulton bus map with the NextGen network on April 18, 2026, so a blog post, PDF or piece of advice older than that is probably out of date.
The Mansell Road Park and Ride: the city's transit hub
- Where: in the south-west quadrant of the Mansell Road and SR 400 interchange, inside the Roswell city limits. The city calls it the closest park and ride lot for Roswell.
- Capacity: 418 parking spaces. That figure comes from the text of the city's own page; because we could not reach the site directly, call MARTA if you want the count confirmed.
- What meets here: bus routes 85 and 140 and the MARTA Reach Zone 312 on-demand vans. This is the connecting point inside the city.
- Charges: MARTA's own rule is that stays under 14 hours are free at its daily and long-term lots (take the ticket on the way in and present it on exit); beyond 14 hours North Springs charges $10 a day and Sandy Springs and Dunwoody $7. We print no fee for Mansell, because MARTA's fee page lists only rail stations and this lot is not among them. For a long stay, call the Parking Command Center on 404-848-4064.
MARTA Reach: on-demand vans, and this time the map is drawn over Roswell
MARTA's point-to-point shared on-demand van service, Reach, operates in north Fulton as Zone 312, effective March 7, 2026. The zone is named "North Fulton", but the brochure's own zone map is drawn over Holcomb Bridge Road, Warsaw Road, Dogwood Road, Old Alabama Road, Grimes Bridge Road and Old Roswell Road and marks the Roswell Senior Center, Kings Market and the Mansell Park and Ride. In other words the zone sits on the Roswell side, not in downtown Alpharetta, which answers for Roswell a question the neighboring guides had to leave open.
- Booking: in the app (Google Play and App Store), at book.martareach.rideco.com, or on 404-848-6622, daily 8:30 a.m. to 5 p.m.
- Language help or an accessible format: 404-848-4037, TTY 404-848-5665.
- The fare is unclear: MARTA's Reach page says the service is fare free until better Breeze equipment is installed and $2.50 once it is, and better Breeze is now live. We could not resolve that contradiction, so we print no figure: call and ask.
- Is your address in the zone: the streets on the map are listed above, but confirm the exact boundary by phone. We found no municipal bus, circulator or senior transport van run by the city itself; the fact that the Roswell Senior Center is marked on the zone map suggests Reach is the van service for it.

The system moved to better Breeze in 2026: old silver Breeze cards, paper tickets and the old app no longer work. You can tap a contactless bank card or a phone wallet directly on the bus reader and at the faregate, so you do not have to buy a card. If you have a balance on an old card, the last day to transfer it is Friday, October 30, 2026, and you need the orange card first. For free transfers you must tap the same payment method.
There is no commuter coach
Georgia's regional express bus network, Xpress, has no route starting or stopping in Roswell on its live route list. The only northern route is 401, which runs between the Cumming park and ride and Perimeter Center, Dunwoody and Medical Center at weekday peaks, with no Roswell stop. Zone fares are $3 or $4 one way and a 31-day pass is $100 or $125; the Xpress site says fares are effective from September 15, 2025, so check before you buy. Information line (844) 977-7742.
The airport: Hartsfield-Jackson (ATL)
- By car: Roswell sits on GA 400 between Sandy Springs and Alpharetta, so the route is GA 400 south, then I-85 south. We print no miles or minutes: no official distance or travel time for Roswell is published. The neighboring city's tourism bureau calls itself "30 minutes from the airport", but that is its own marketing line and does not apply to Roswell. At peak the Holcomb Bridge Road exit alone takes time, so plan the flight around that.
- By transit: route 85 or 185 to North Springs, then the Red Line straight to Airport Station. The station is inside the Domestic Terminal, so you do not go outside with luggage. After about 8:30 p.m. a transfer at Lindbergh Center is needed. Because the bus comes every 40 minutes, the total runs well over 90 minutes; it is not a realistic option for an early flight.
- Parking tip: North Springs is one of the stations offering long-term parking for airport travelers, at $10 a day beyond 14 hours. That is cheaper than airport parking, and driving from Roswell to North Springs and taking the train is usually more predictable than driving to ATL in traffic.
- Flights: Turkish Airlines flies nonstop between ATL and Istanbul Airport, averaging about 11 hours (time and flights section).
06 · Power and gas
How do I turn on electricity and gas in Roswell, and do I need an SSN?
Short answer
You cannot choose your electric utility, but the utility depends on the address: Georgia Power or Sawnee EMC, a member-owned cooperative. Ask the landlord or look at an old bill, because no street-level map is published. Gas is deregulated: you pick a marketer and a residential deposit is capped at $150. Opening an account without an SSN is possible, usually at the cost of a deposit, an in-person visit or a prepaid plan.

Electricity: there are two possibilities
According to the state Public Service Commission (PSC), residential electricity in Georgia is not deregulated, so a household cannot choose its supplier. In Atlanta that is a simple sentence, because the whole city is Georgia Power. In north Fulton it is not: depending on the address it is Georgia Power or the member cooperative Sawnee EMC. Sawnee describes its territory as beginning "from the Chattahoochee River at GA 400 in the south" and includes part of Fulton. We could not read an official map showing which Roswell streets belong to which utility, so we publish no address-by-address list. The practical route: when you sign the lease, ask the landlord or the management company which utility serves the address, or ask for a previous bill.

No page we read asks for an ITIN. Georgia Power does not state on its general pages which documents it asks of someone with no SSN and no U.S. credit history on the standard plan, so we will not be definite about that. On rates, the PSC approved a plan freezing Georgia Power's base rates through at least the end of 2028; the freeze does not cover fuel costs or storm charges.
Gas: you pick the marketer
- How it works: Georgia deregulated the retail gas market in 1998, and that applies in the territory where Atlanta Gas Light (AGL) owns the pipes. AGL reads the meter, delivers the gas, repairs faults and turns service on and off at the marketer's request; it does not sell the gas. The marketer bills you, and AGL's distribution charge appears on the same bill.
- Starting service: if there is already a meter, call a marketer directly. If there is no meter, fill in AGL's online form and AGL responds within two business days.
- Deposit cap: Commission rule 515-7-9-.04 says a marketer's residential deposit cannot exceed $150.

- Switching marketers: apply by the 19th of the month and the switch can take effect on the 1st of the next month.
- Gas leaks: AGL responds 24 hours a day; confirm the number on AGL's safety page. If you smell gas, leave the house first and call from outside, and call 911 if you suspect carbon monoxide.
We could not separately confirm on the PSC map that a Roswell address sits in AGL territory, so if there is no meter, ask AGL first. One detail to note: a gas bill is not accepted as proof of address for school registration (school section), which is why putting the electric or water account in your own name matters. If you struggle to pay the bill
- LIHEAP and immigration status: we have to be plain here. Federal energy assistance is run in Georgia by local Community Action Agencies, and the applicant must be a U.S. citizen or a lawfully admitted immigrant; a Social Security number is asked for every member of the household. There is no ITIN alternative on the page. Someone without status cannot go through this door.
- Where to apply: for Fulton County it is the Fulton Atlanta Community Action Authority, 341 Kelly Street, Atlanta GA 30312. Roswell is in Fulton, so that is your agency, applications are not online, and you need an appointment, which means a trip downtown.
- Other conditions: household gross income at or below 60 percent of the state median, and you must be responsible for the main heating or cooling bill. In the 2026 cooling season the limit was $34,549 for a one-person household and $77,071 for five. One heating and one cooling benefit a year, and LIHEAP does not pay water bills, whether your water comes from the city or the county.
- Georgia Power Income-Qualified Discount: $33.50 a month off the bill, for households at or below 200 percent of the federal poverty level and either 65 or over or receiving federal housing assistance.
- For seniors: Georgia Power's EASE program gives homeowners 65 and over free insulation and HVAC maintenance (1-877-310-5607). On the gas side, AGL's senior discount takes up to $14 a month off the distribution charge.
- Local help: North Fulton Community Charities, working in Roswell since 1983, provides food, clothing and financial assistance and also runs English classes and career coaching. It is not a clinic, but it is one place to look when a bill gets tight (nfcchelp.org).
Internet
We could not verify from an official source which internet providers reach Roswell addresses, so we do not name companies: check your address in each provider's own coverage tool, or ask the landlord what service is wired into the building. For low-income households the federal Lifeline program gives up to $9.25 a month off phone or internet (lifelinesupport.org, renewed each year); the older federal ACP discount ended in 2024, so do not count on it. The city has two library branches, and both offer free computers with a card and free Wi-Fi (below).

How do I open a water account in Roswell, and who bills for trash?
Short answer
First find out this: does the city sell water at your address, or does Fulton County? Roswell runs its own water utility, but the city's own page says it serves only about 18,500 residents; roughly 80 percent of a city of about 91,500 is served by the county. Sewer is the county's for everyone, and the county sets the sewer rate even for city water customers. Trash and stormwater are city services for everyone inside the city limits, on the city's monthly bill.

"Roswell provides its own water" is true at only one address in five
This is the most important line on the Roswell page. The city does have its own treatment plant, but in the city's own words the plant "only services part of Roswell", while Fulton County handles all other residents and all sewer lines. In numbers: the Roswell Water Utility serves approximately 18,500 residents, and the remaining roughly 80 percent of the population is served by the county's Water and Sewer Department. Roswell has about 91,500 people, so four addresses in five inside the city limits are billed by the county.
That has three practical consequences:
- A household can hold bills from two different governments. A city bill (water, if you are a city customer, plus garbage plus stormwater) and a county bill (sewer, and water too if you are a county customer).
- The billing rhythms differ. The city bills monthly: the bill is processed on the last business day of the month and is due on the 20th of the following month. The county bills residential accounts every two months.
- The city does not set the sewer rate. Even if you are a city water customer, Fulton County sets your sewer rate; the city sends sewer-rate questions to Fulton County Public Works on 404-612-7400.
So how do you find out which one you are on? The honest answer is that you have to ask. We found no official address lookup tool. Because this is the first practical question for anyone moving to a new address here, we suggest this order: before you sign a lease or a purchase contract, ask the landlord or the seller, ask for a previous bill, and if you get no answer, call both numbers: City of Roswell Utility Billing (770) 641-3759 and Fulton County (404) 612-6830.
Opening water and trash service with the city
- How: submit the city's "Application for Utility Account (Garbage & Water)" or call (770) 641-3759. The office is the Financial Services Division, 38 Hill Street, Suite 130, Roswell GA 30075, weekdays 8 a.m. to 5 p.m., [email protected].
- The bill: emailed monthly, processed on the last business day of the month and due on the 20th of the next. The city has separate forms for electronic billing and bank draft, and payment goes through the city's online bill-pay page.
- When you move: on the way out you file a "Disconnection of Garbage & Water" form. Curbside placement rules are enforced, and a "Request for Curbside Exemption" form exists.
- We cannot be precise about deposits and documents. Whether the city asks for a deposit on a new account, and whether it asks for an SSN, a lease or a photo ID, is not stated on anything we could read, and we could not open the application form itself. So we publish no deposit figure and no document list here: call (770) 641-3759 and ask, and have your passport, your lease and any ITIN paperwork ready.

The sanitation and stormwater rates date from July 1, 2024 and the water rates from July 1, 2026; rates can change on a July 1 cycle. These figures come from the text of the city's own rate page, but we could not reach the site directly, so confirm the current amounts on (770) 641-3759 before you build a budget. Sanitation and stormwater apply to everyone living inside the city limits; even if your water comes from the county, those two lines sit on the city bill.
Opening water and sewer service with the county
- Who provides it: the Water and Sewer Billing and Collections Division of the Fulton County Finance Department serves north Fulton, including the county-served parts of Roswell. Wastewater is treated at the county's Big Creek Water Reclamation Facility, which covers Roswell, Alpharetta and parts of Johns Creek and Milton.
- How to start: complete the form and email it to [email protected], fax it to (404) 612-2111, or drop it off. The north location is 11575 Maxwell Road, Alpharetta GA 30009 (the same building as the license and tag offices); the south location is 141 Pryor St SW, 7th floor, Atlanta. Phone (404) 612-6830.
- If you own the home: the application, the first page of the settlement statement plus the acknowledgment (or the recorded deed), and a valid government-issued photo ID; a management agreement if the property is managed.
- If you rent: the application, the first page and the signature page of the lease, a government photo ID, and the owner or management company must already hold an account. That last condition matters: if the owner has no account, your application does not move.
- The SSN question: to be precise, the county page lists only a government photo ID, while the application form has fields for "SSN or Tax ID" and the last four digits of a driver's license. We could not confirm whether that field is mandatory. Call (404) 612-6830 before you fill in the form.
- Other details: new connections are made on weekdays only, restoring shut-off water "may take up to 5 business days", and unpaid bills become a lien on the property. Neither the page nor the form names a deposit amount, so we print no figure.

Tiers are set against the household's winter base use, and for new residences the base consumption is 16,200 gallons. The commissioners approved 5 percent volumetric increases on January 1, 2026 and again on January 1, 2027, so these figures go up next year. Where does the city's water come from?
The city plant has a capacity of 3.3 million gallons a day and the distribution network runs 89 miles; the primary raw-water source is Big Creek, supplemented with treated water purchased from the Tom Lowe Atlanta-Fulton County plant in Johns Creek. We could not download the annual water quality report (Consumer Confidence Report) from the city site, so we do not summarize its content; if you have a quality question, ask the city for the report.

Short answer
There is no three-digit 311 line. City Hall is at 38 Hill Street, the main number is (770) 641-3727 and hours are weekdays 8 a.m. to 5 p.m. To report a problem, Community Development is on (770) 641-3780; for bills, Utility Billing is on (770) 641-3759; police non-emergency is (770) 640-4160. Roswell runs its own police and fire departments. The library is the county's, not the city's, but there are two branches inside the city and both teach English.

If life is at risk or something is happening now, call 911, as the city itself says on its pages. A sewer fault or an overflowing manhole is the county's job, not the city's (water section), and so are marriage licenses and birth certificates (marriage section). We could not confirm whether the city has a service-request app comparable to the SeeClickFix tool used in Alpharetta, so we name no app. All these numbers come from the text of the city's own pages, which we could not reach directly; if one does not connect, try the main line. The city publishes its own news channel as Roswell Connections, where council recaps appear.
The library: two branches in the city, and both teach English
This is a concrete Roswell advantage. Inside the city limits there are two branches of the Fulton County Library System, and both run English classes for adults, at different levels:

Both appear to keep the same hours: Monday and Tuesday 10 a.m. to 8 p.m., Wednesday to Saturday 10 a.m. to 6 p.m., closed Sunday. The East Roswell branch is a 15,000 square foot building with a computer lab, an after-hours book return, bike racks, a tablet station and meeting and study rooms open to the community; its program list also includes baby playtime and activities for children. We could not confirm the class days, times or registration rules (the library site blocks automated access), so call the branch before you go. A practical sequence for a beginner: start with the beginners class at the Roswell Branch and move to the conversation class at East Roswell.
- Who gets it free: Fulton County residents, and Roswell is in Fulton, so the card is free. For people living outside the system it is $40 per person per year.
- What documents: one or more documents showing who you are and where you live; the list includes a driver's license, a student ID, checks printed with your current address, a rent receipt or lease, a Fulton County property tax receipt and a current utility bill. No SSN is asked and there is no photo ID requirement. A foreign passport is not named on the list, but a lease or bill showing your name and address is one of the listed items.
- Children: for under 13s a parent or guardian signs and shows their own ID.
- Language platform: the system gives free access with a card to the Mango language-learning platform.
- Turkish support: we found no information that either branch holds Turkish-language material, has Turkish-speaking staff or runs a Turkish class. Do not assume support in Turkish; if you need it, call the branch and ask.

Starting a business: the city has its own certificate and a hard calendar
If you open a business in Roswell, even from home, you need a City of Roswell Occupation Tax Certificate (commonly called a business license), and the city asks for it before you open. The calendar is firm: all certificates expire December 31, the occupation tax is due March 15, and a 10 percent penalty applies after that. The tax is computed from total gross receipts combined with the NAICS-code profitability ratios; there is an exemption for businesses reporting $100,000 or less in gross receipts, a $100 administrative fee on every business, a $50 non-refundable regulatory fee on commercial businesses only, and the tax is capped at $85,000. A business run from a residence still needs the certificate, and some uses are prohibited as home occupations: auto sales or repair, restaurants, animal hospitals and veterinary clinics, kennels or keeping animals, funeral homes, retail or wholesale shops, machine shops, personal service establishments, special event facilities and lodging services. Apply at Business Registration, 38 Hill Street Suite 120, 770-594-6235. We could not read the 2026 rate table, or whether an SSN or ITIN is required on the application, so we print no figures. 09 · Renting
How much deposit can a Roswell landlord ask for, and what are rents like?
Short answer
There is a cap on deposits and none on rent increases. Georgia law applies as written: the Safe at Home Act caps the deposit at two months' rent, the deposit must come back within 30 days, and rent control is banned by state law. What Roswell adds is a multi-family inspection program, so you can complain to the city about an apartment complex. For rent levels we use the federal tables: the two-bedroom fair market rent is $2,020 in ZIP 30075 and $1,850 in 30076.

The state Department of Community Affairs (DCA) handbook says it plainly: in Georgia there is no government agency that can intervene in a dispute between a tenant and a landlord. A case goes to the Fulton County magistrate court. The practical consequence: the person with written evidence wins, not the person who is right.

The refund check is mailed to the last address the landlord knows, and if they cannot find you the deposit becomes theirs 90 days after mailing, so give your new address in writing when you leave. Nothing can be deducted for ordinary wear and tear. If you rented from a small landlord, the formal move-in list is not required; in that case do the job yourself, photograph every room on move-in day and email the photos with the date.
What Roswell adds: multi-family inspections
Here is a door the neighboring cities' pages do not have. The city's Code Enforcement Division enforces the Unified Development Code, the nuisance ordinances and the property maintenance code, and alongside them a multi-family inspection program. For a tenant that means the city can inspect an apartment complex and cite the owner. To complain, call (770) 594-6101, 38 Hill Street Suite G-30. After a complaint an initial inspection is scheduled for the next business day, and a courtesy notice gives the owner 24 hours, 3 days or 10 days to comply, as stated on the notice. We could not read the program's scope, which buildings it covers, how often, or whether a registration or fee applies, so we say no more than that: call and ask, and keep the reference number for your complaint.
Rent increases and the end of a lease
- Rent control is banned: O.C.G.A. 44-7-19 forbids any county or municipality from regulating rent on private rental housing. So Roswell cannot limit rent and there is no cap on increases.
- Month to month: a landlord gives 60 days notice to end the tenancy or change the rent; a tenant gives 30 days.
- Breaking a fixed-term lease early: only as the lease provides, with limited exceptions for military service and victims of family violence.
- Eviction: for unpaid rent the landlord must give at least 3 business days written notice before filing; after service you have 7 days to answer, and paying all the rent, fees and court costs in that window ends the case. Changing the locks or cutting off power, water or heat without a court order is illegal.
- Repairs and retaliation: the landlord must keep the structure, electrical, heating, cooling and plumbing working. An eviction, rent increase or service cut within 3 months of a protected tenant act is presumed retaliatory, and the remedy is one month's rent plus $500.
- Short-term rentals: we could not confirm whether Roswell has a short-term rental (Airbnb-style) licensing ordinance. Neighboring Alpharetta does. So if you move between the two cities, do not assume the rules match, and ask whether a "house for rent" listing is a genuine long-term lease.
What are rents like? We use the federal tables
We do not use the "average rent" figures from listing sites. The defensible number is the housing department's (HUD) small area fair market rent effective October 1, 2026, published separately for Roswell's two ZIP codes:

Both ZIP codes sit above the metro average: by HUD's own ratio, 30075 runs roughly 15 percent above the metro level and 30076 about 5 percent, which makes west Roswell about 9 percent dearer than the east side. This is a federal benchmark, not a market price; real rents fall above and below it. Use it for direction: on the same budget you are more likely to find a larger home on the east side, but the commute from there runs through Holcomb Bridge Road (traffic note). We could not read population figures such as median household income, home value or the foreign-born share from an official source, so we do not print them.
The application stage: if you are asked for an SSN
Landlords generally ask for your legal name, a Social Security number, employment and income details, references and consent to a credit and criminal background check; application fees are not refunded even if you are turned down. The handbook does not say the SSN is mandatory, so this is the landlord's own choice. If you have no credit file or no SSN: ask whether they accept a passport or an ITIN, offer a higher deposit up to the two-month cap, a guarantor or proof of income (a job offer letter, bank statements), and get a receipt for every payment. 10 · Property tax
When is property tax due in Roswell, and how do I get a homestead exemption?
Short answer
In the city's own words a Roswell resident pays property tax to three different governments, and two bills arrive in the mail. The city adopted its 2026 rate on September 28, 2026 at 5.232 mills, not the advertised 7.732. The city bill is posted before the end of October and is due within 60 days, no later than December 31. Homestead has two different deadlines: January 1 to June 1 with the city, April 1 with the county.

Who does what?
Your home is valued by the Fulton County Board of Assessors, and the taxable assessed value is 40 percent of fair market value; the board's north counter is at 11575 Maxwell Road, on 404-612-6440, and online at fultonassessor.org. Two bodies issue bills: the City of Roswell sends and collects its own tax, while the Fulton County Tax Commissioner bills the county share and the Fulton County Schools share separately. One mill is $1 per $1,000 of assessed value.
What is in the bill? The city's own arithmetic
The city states this plainly, and it is the most clarifying figure for a Roswell resident: of a Roswell bill, about 56.2 percent goes to Fulton County Schools, 27.6 percent to Fulton County and only 16.3 percent to the city. In other words, what is being argued about when the city rate is debated is a little over a sixth of your bill. The city's own worked example: a home with a fair market value of $575,000 (assessed value $230,000) pays about $1,203 in city property tax at the adopted rate, of which about $272 goes to the Bond Program. Homestead exemptions reduce that.
The 2026 city rate: the advertised number is not the adopted one
This was the local story of the autumn, and anything written from September reporting gives the wrong rate. It happened in three steps:
- September 3, 2026: the city advertised a proposed 7.732 mills for tax year 2026. That was roughly a 56 percent increase, and 34 residents spoke against it.
- September 14, 2026: the council voted 4-2 to set a tentative starting rate of 5.9 mills, with the required public hearing on September 21.
- September 28, 2026: the council voted 4-2 to adopt 5.232 mills: 4.049 mills for maintenance and operations, unchanged from 2025, plus 1.183 mills for debt service.
Two details matter. First, the operating rate did not change from 2025 and, in the city's words, is at its lowest level in eighteen years; it funds fire and police, parks and recreation, transportation and the other city departments. Second, the part that rose is debt service: 1.183 mills is 0.283 up from 0.9 mills in 2025, and the city attributes that directly to the second bond tranche issued in April 2025. The bond program voters approved in 2022 has been issued in two tranches ($86.2 million in May 2023 and $93.4 million in April 2025) and funds parks, trails and sidewalks, police and fire facilities, technology and the downtown public parking deck that opened in May 2026. One conflict to note: the city's property tax page still carries a worked example at 4.949 mills. That is a pre-2026 example and is out of date. The rate for 2026 is 5.232.
The city bill calendar
- Mailing: bills go out before the end of October.
- Due: 60 days after the billing date and no later than December 31, 2026. That is not neighboring Alpharetta's December 1, so do not mix the two cities up.
- Late payment: we could not read the interest and penalty schedule for a late city bill, so we print no rate. If your bill is late, call the city finance office on (770) 641-3759.
- Detail: the city publishes its homestead and property tax detail at RoswellGov.com/PropertyTaxInfo. A "Property Tax and Utility History Request Form" exists for buyers and sellers.
The city's homestead exemptions and the June 1 trap
Careful here: there are two separate applications with two separate deadlines, and anyone who notes just one misses the other.

The city offers four homestead exemptions. One limit matters: apart from the Disabled Veteran exemption, the amounts apply to the General Fund millage only, so they do not reduce the debt service portion. Two are aimed at seniors:
- 65 or older: $2,000.
- 65 or older with combined adjusted gross income under $40,000: $20,000.
We could not read the amounts of the other two (the basic exemption and the Disabled Veteran exemption), so we print no basic-exemption figure for the city: check the PropertyTaxInfo page or call. Once granted, an exemption renews automatically each year until ownership changes. On the county side the basic exemption requires a valid Georgia license or state ID, so finish the DDS visit before April 1; the good news is that the assessors and DDS share a building. The window to appeal a Notice of Assessment is 45 days.
The county and school bill
- Fulton County: the county proposed holding its general fund rate flat at 8.87 mills for a fifth year, with the final vote set for October 7, 2026. The 2026 county bills went out as temporary bills at 2025 rates and were due October 15, 2026. If your bill did not arrive, the Fulton County Tax Commissioner is on 404-613-6100; bills can also be viewed at fultoncountytaxes.org.
- The school share: Roswell is in the Fulton County Schools district, which tentatively adopted 18.080 mills for 2026, up from 17.539. The notice was posted on September 29, 2026 and hearings were advertised for October 13, 2026 (North Learning Center, 450 Northridge Pkwy, Sandy Springs; noon and 6 p.m.) and October 22, 2026 (South Learning Center, Union City; 6 p.m.). Follow the district page for the final rate.
- The 2026 state credit (HTRG): a one-off that reduces the assessed value of an eligible homesteaded property by up to $18,000.
- School tax exemption at 65 and over: in the Fulton County Schools district, 25 percent of assessed value is exempt at 65 and 50 percent at 70, provided you held a homestead exemption in that district in at least 5 of the last 6 years.
- Total rate: we do not give a total millage for a Roswell bill, because the county bill carries levies beyond the general fund and we could not verify the total. Read the line items on your own bill; SB 566, in force in 2026, requires each taxing authority to be shown separately.

How do I enroll my child in school in Roswell, and do I need an SSN?
Short answer
The district is Fulton County Schools, not Atlanta Public Schools, and Roswell sits in the district's Learning Zone 5. Registration starts online and then you contact the school zoned to your address. The SSN is voluntary and waivers are available. The real condition is proof of address: two documents in the parent's name, one of which must be an electric or water bill, and a gas bill is not accepted.

Which schools serve Roswell?
Roswell is in Fulton County Schools' Learning Zone 5. The zone's high schools are Roswell High School and Centennial High School; the middle schools are Crabapple, Elkins Pointe, Haynes Bridge and Holcomb Bridge; the elementary schools include Hembree Springs, Mimosa, Mountain Park, Roswell North, Sweet Apple, Vickery Mill, Hillside, Northwood, River Eves, Esther Jackson, Ison Springs and Dunwoody Springs. But placement follows the address strictly, not the school name, and not every school in Zone 5 sits inside the Roswell city limits (Dunwoody Springs and Ison Springs, for example, are on the Sandy Springs side). So before you take a home, put your address into the district's "Find My School" tool; do not choose a school by trusting the city name.
- Read the enrollment policy. The district's own order is: read the enrollment policy, find the zone for your address, gather the documents, complete the online application, and finally call the school.
- Complete the online application. Registration runs through the "Online Registration" form in the district's Infinite Campus system, and you upload the documents there. If you have no internet, every school has a computer for registration. Registration for 2026-27 is open.
- Call the school. After you finish the form, call the school with your online registration number for the next steps. The district office is at 6201 Powers Ferry Road NW, Atlanta GA 30339, on 470-254-3600. There is no central registration office for newcomers; the work goes through the online form and the school.

Provisional enrollment: a 30-day clock
If documents are late, the district enrolls the child provisionally for 30 calendar days. A warning letter goes out by day 20, and if both proofs of address are still missing on day 30 the student is withdrawn. For a family new to Roswell that is a real risk, because producing one of the required bills takes time: put electricity in your own name the day you move in and open the water account too, but note the obstacle on the water side: you have to find out who sells the water, and on the county side a tenant needs the owner to already hold an account. That is why for most families in Roswell the electric bill is the faster route. Start registration early, and if you have to go before a bill arrives, call the school and ask in advance which alternative they accept.
Age rules
- For general education, the child must turn 5 by September 1 and be under 20.
- A child moving to Georgia from another country with suitable previous school years can enter kindergarten or grade 1 (turning 5 or 6 by December 31). Because the school year starts differently in Türkiye, discuss grade placement at registration and bring English translations of the report cards.
English support (ESOL) and the parent's language
The registration form contains a three-question home language survey. If any answer shows a language other than English, the child is given the W-APT language screener within about 7 days of enrollment and placed in ESOL if eligible; in later years the ACCESS for ELLs test is given once a year. The district ESOL coordinator is on 470-254-6827 and the district office on 470-254-3600. The 7-day timing comes from the department's own materials, so do not treat it as a firm commitment.
Let us be plain about Turkish. The district's own translation and language assistance pages name written parent materials only in English, Spanish, Korean and Chinese; Turkish appears nowhere. So do not expect a Turkish form. What the district does publish is a concrete interpreter route, and you should use it:
- For a district-level meeting: request an interpreter at least 72 hours in advance by emailing [email protected]. Written translation requests go to the same address.
- With less than 72 hours of notice: call the Manager of Language Assistance Services on (470) 254-6827.
- For a meeting at the school (a parent-teacher meeting, an enrollment appointment): tell the school directly and make the request through them.
- The site's automatic translation: the district pages carry a translation button, but the district itself warns that "the translation of our website content is automated" and apologizes in advance for discrepancies. Do not rely on it for a legal detail; ask for written confirmation.
There is good news for adults in Roswell: the city has two library branches and both teach English, one a beginners class and the other a conversation class (city services section).
Immunization and screening forms
- Form 3231 (immunizations): required for every student, including preschool. A medical exemption goes on the form itself and lasts a year; a religious exemption goes on notarized Form 2208. The Georgia Immunization Registry can replace lost records.
- Form 3300 (screening): asked for when a child enrolls at any grade level for the first time; a physician, an authorized health official or the county health department completes it.
- Where to get it done: there is no county health department clinic in Roswell. The nearest site is 4700 North Point Parkway in Alpharetta, which does give immunizations. If you have no insurance, see the clinics section; that center is not free and charges by income.
- State rule: entering grade 7 requires Tdap and a meningococcal dose, and students over 16 need an MCV4 booster in grade 11. Schools can allow up to 90 days for these documents.

I don't have insurance. Where do I go in Roswell?
Short answer
In a life-threatening emergency call 911: under the federal EMTALA rule an emergency department must screen and stabilize you regardless of ability to pay or immigration status. Roswell is better placed than its neighbors here: there is a hospital with a 24-hour emergency room inside the city, Wellstar North Fulton Medical Center at 3000 Hospital Boulevard. Its financial assistance program writes off the bill at or below 125 percent of the poverty level, but that is a hospital billing application, not a free clinic.

What happens in an emergency?
The federal EMTALA law (1986) requires every hospital with an emergency department that participates in Medicare to give anyone who comes in a medical screening examination and stabilizing treatment regardless of ability to pay. So you are not turned away at the door in an emergency. The bill is a separate matter: before you are discharged, speak to the hospital's financial counselor and ask for the financial assistance form.
The city's own hospital: Wellstar North Fulton Medical Center
This is what sets Roswell apart among the north Fulton guides. Wellstar North Fulton Medical Center, 3000 Hospital Boulevard, Roswell GA 30076 is inside the city limits and has a 24-hour emergency department. Per the text of the organization's own pages, the hospital is:
- a Level II Trauma Center (24-hour general surgery cover plus orthopedic surgery, neurosurgery, anesthesiology, emergency medicine, radiology and critical care),
- a Level II Emergency Cardiac Care Center, and
- a Comprehensive Stroke Center certified by The Joint Commission.
On top of that it is reachable by transit: MARTA Route 185 names this hospital on its official route profile. Neighboring Alpharetta has no emergency department inside the city and Johns Creek's hospital is outside it; Roswell has both a hospital and a bus route to it.
One caveat: because the hospital's site blocks automated access, we read these facts from the text of the organization's own pages as returned by search. In an emergency do not waste time looking up an address, call 911; for a planned visit, call the hospital and confirm.
The hospital's financial assistance program: an application, not a clinic
Wellstar's system-wide Financial Assistance Program (FAP) is the most generous policy on this page, and the detail matters:

- An application is required: a form with bank statements, tax returns and income verification. It may be filed within 240 days of the first post-discharge statement. The application help line is 470-245-9998.
- Citizenship: in the policy's own words, decisions under it "will not take into account race, color, national origin, citizenship, religion, creed, gender, sexual preference, age, or disability". That is the only wording we found in these documents that is explicitly citizenship-neutral. Even so, it is a billing decision, not a promise about protection or privacy.
- It is not a clinic: the program works retrospectively on a hospital bill. It is not a place you walk into for a free visit. Free and low-cost options are in the next section.
- Source caveat: we read these figures from the text of Wellstar's own document as returned by search, because its site blocks automated access, and the policy document path is dated 2024. Call 470-245-9998 before you rely on a number. We could not find a Turkish version of Wellstar's policy summary, so do not assume support in Turkish.

Northside's own charity care policy gives a full discount after an application to patients whose household income is at or below 300 percent of the federal poverty level; income, assets, debt and expenses are evaluated, and proof of residence in Georgia, Alabama, Florida, North Carolina, South Carolina or Tennessee is required. The policy's own wording is that people living outside those states and non-U.S. citizens may qualify "in certain circumstances". So status is not ignored there. Financial counseling is on (770) 844-3246 at Northside Forsyth and (404) 851-8589 at Northside Atlanta.
Grady financial assistance: Fulton residents are covered
- The financial assistance program of Grady Health System in Atlanta discounts care for Fulton and DeKalb County residents with household income up to 400 percent of the federal poverty level. Roswell is in Fulton, so you qualify by residence, but the care is at Grady's own hospital and clinics, which means a trip downtown.
- Any consular ID is accepted as identification, which is a practical door for someone without a Georgia license yet. You must also show that you have lived in the county for more than 30 days, and a post office box is not accepted.
- Visitor visa holders (B-1, B-2) are excluded from the program. Do not skip travel health insurance for family visiting from Türkiye.
- Copays for Fulton residents start at $20 in a clinic and $100 in the emergency department. Apply through MyChart or by mail; a financial counselor appointment is on (404) 616-6920. The program is a discount, not insurance; the detail is in our Georgia guide.
Insurance and public coverage
- Adults: Georgia did not take up the ACA adult Medicaid expansion. For a low-income adult the only route is Georgia Pathways, which requires 80 hours a month of work, study or volunteering; federal approval runs to December 31, 2026 and the rules change on January 1, 2027.
- Children and pregnancy: income-based Medicaid and PeachCare for Kids cover under-19s, with no premium or copay for children under 6. Apply at gateway.ga.gov or on 1-877-427-3224.
- Buying insurance: the state runs its own marketplace, Georgia Access. The 2027 enrollment period opens November 1, 2026, the deadline for coverage starting January 1, 2027 is December 15, 2026, and the period closes January 15, 2027. The consumer line is 888-687-1503. Moving to the United States from abroad opens a special enrollment period, so you do not have to wait for open enrollment.
- Hard news for visa holders: under Georgia policy, people in nonimmigrant statuses such as visitor, student, temporary worker and treaty investor do not qualify even for emergency Medicaid.
- Mental health crisis: the 988 line works with interpreter support.
Free and sliding-fee options in Roswell and north Fulton are collected in the next section, free and low-cost clinics. The short answer: there is no genuinely free clinic in Roswell, and this time we show it with federal data.

The federal health center locator's open data service returns an empty list for a five-mile radius around the city. The nearest federally recorded site in the county is a school clinic open to students only. The nearest wholly free clinic is in the neighboring county and serves that county's residents only. Everything else charges on a sliding scale, which is not free.

Why the definitions matter
By the Georgia Charitable Care Network's definition a free clinic provides all goods and services at no charge and does not bill third-party insurance; a charitable clinic charges a fee or uses a sliding scale; an FQHC, a federally funded community health center, is a separate category that bills insurance and charges an uninsured patient on a sliding scale. The directory sites that come up when you search "Roswell free clinic" do not make that distinction and call a sliding-fee center free. We do not. The same sites also keep publishing the county center's closed 3155 Royal Drive address, which is wrong too.
What the federal data says
This round we closed the question with data rather than guesswork. The open data service behind the federal health administration's (HRSA) own health center locator, queried at the coordinates of Roswell City Hall with a five-mile radius, returns an empty list: there is no federally funded health center in the city or within five miles of it. Widen the radius to 15 miles and 16 sites appear, but only two of them are in Fulton County and both are well to the south. And a federally funded center is never free; by federal rule it charges on an income-based sliding scale. The Georgia Charitable Care Network's member list and the county health department's own list of locations also contain no clinic in Roswell or anywhere in north Fulton.
The nearest federal site in the county is a school clinic
There is a detail here that closes a question the neighboring guide could not resolve. The nearest federally recorded site to Roswell inside Fulton County is the Lake Forest center in Sandy Springs (5920 Sandy Springs Circle, 470-254-0001), about 7.5 miles away in a straight line. But its parent organization's own locations page lists that site under "School-Based Health Centers. Services Available For Students and Approved Affiliates only". What "approved affiliate" means is not defined, and we could not confirm whether a sibling or a parent is covered. So it is not a walk-in option for a family; call first. Separately, none of the four school-based health centers run by Fulton County Schools is in Roswell or anywhere in north Fulton.
Genuinely free (but closed to Roswell residents)
Forsyth Community Clinic · Cumming, Forsyth County
An independent nonprofit clinic staffed by volunteer physicians, and on its own page it states that all services are provided at no cost to the patient; bloodwork and diagnostic testing are free, and medication is listed as "free and reduced cost", so there may still be a cost for medicines. Clinics run "most Saturdays", with administrative hours Monday to Thursday 10 a.m. to 4 p.m. The eligibility rules are explicit and the decisive one for Roswell is residence: you must live in Forsyth County, be aged 18 to 65, have no health insurance and meet the income test. Someone living in Fulton County does not qualify. Bring a photo ID ("license, passport, etc."), proof of income and proof of a Forsyth address; the clinic also says that if you are not a native English speaker you should text in your preferred language. Nothing on the pages we read says anything about immigration status.

The sliding-fee public center (not free, and not in Roswell)

This is the main public option for a Roswell resident, and two things should be clear from the start: it is not free and it is not in Roswell. The county health department's list of locations has no site in Roswell at all. In the organization's own words, fees depend on the services provided, and if you have no insurance the fee is charged on a sliding scale according to income and family size. Commercial insurance and Georgia Medicaid are accepted. You bring proof that you live in Fulton County (a lease, a mortgage statement or a utility bill) and proof of income and family size (a check stub). The service list covers immunizations, TB skin testing, a travel clinic, refugee health screening, teen health, children's dental and vision and hearing screening, WIC, women's health (pregnancy testing, family planning, breast and cervical cancer screening, STI evaluation and treatment, presumptive Medicaid eligibility for pregnancy), environmental health and walk-in vital records. A few individual programs are free on their own terms, but the center as a whole is not. The page says nothing about immigration status, either for or against.

The same organization's second northern site is the North Fulton Services Center, 7741 Roswell Road, Sandy Springs GA 30350, (770) 520-7267, and only WIC is offered there. Its name and street make people think it is in Roswell; it is in Sandy Springs. The Alpharetta center replaced the old North Fulton Regional Health Center and opened on April 16, 2026; sites still publishing the old 3155 Royal Drive address are out of date.
The nearest charitable clinic, in its own words: "we are not a free clinic"
Good Samaritan Health Center of Cobb · Marietta, Cobb County
About 18 miles from Roswell and the only charitable clinic entry on this list for the north metro. Its own patient page states: "We are not a free clinic, fees are based on a sliding scale depending on your income and household size." We quote that because people who go there expecting a free clinic make the trip for nothing. The practical detail:
- A $60 deposit is required at registration (cash, card or check) and is applied to the first visit's charges; the final amount varies with the services received and the federal poverty guidelines. If you bring a valid insurance card the deposit is waived and you pay the insurance copay instead.
- New-patient registration opens online once a month and the slots fill within minutes. The clinic records on its own page that the dental registration on September 29, 2026 opened at 8:30 a.m. and was filled by 8:54. The next dental registration was announced for October 27, 2026 at 8:30 a.m.; medical registration opens in the first week of each month. After you submit, the clinic contacts you within 3 to 4 business days, and if it does not you have to register again at the next opening.
- You must bring paper copies of income proof. In the clinic's words, electronic versions on phones, in emails or on other devices will not be accepted, and the clinic cannot print documents for you.
- Documents: a current government-issued photo ID (driver license or passport) and two forms of income verification: a tax return plus three consecutive months of pay stubs; or, if you are paid in cash, a notarized letter from the employer plus three months of bank statements; or, if homeless, a shelter letter dated the same day as each appointment; or three months of bank statements plus a tax return plus proof of any assistance received.
- Dental: an emergency extraction is $75 (including X-ray and oral evaluation, of which $30 is non-refundable) and $25 per additional tooth. Dental is not covered by insurance there and is paid out of pocket.
- Immigration status: the page says nothing about it either way, and it does not ask for proof of county residence either. A passport is accepted as the photo ID.

Hospital discounts (not clinics)
Roswell's own hospital is Wellstar North Fulton, and its financial assistance program is the most generous item on this page: 100 percent free hospital care for households at or below 125 percent of the federal poverty level, a sliding discount from 126 to 200 percent, and possible further help from 201 to 300 percent subject to an assets test. The application is filed within 240 days of the first statement, and the help line is 470-245-9998. The policy's own text says decisions do not take citizenship into account. But this is a hospital billing policy, not a clinic, and it works retrospectively. Northside's policy also gives a full discount up to 300 percent, but there the wording is that non-U.S. citizens may qualify "in certain circumstances". The detail for both is in the health section above.
Immigration status: who says what, and who says nothing
We have to be honest here, without overstating it in either direction:
- Those that say nothing: the county health department's Alpharetta center, the Good Samaritan clinic in Marietta and the Forsyth clinic in Cumming. On the pages we read there is no statement either for or against on immigration status. That does not mean the door is shut, and it does not mean status is irrelevant.
- The only place that states it explicitly: Wellstar's hospital billing policy, and that is not a clinic.
- Places that do take status into account: Northside's policy ("in certain circumstances") and Grady's program (visitor visa holders excluded).
So nobody tells you that your status does not matter. Call before you go, and before you apply for any means-tested public benefit, read the public benefits section and talk to an immigration attorney (the public charge rule effective September 18, 2026).
Ask before you book
- Are you taking new patients, and is there an age, income, insurance or residence requirement?
- Are the visit, labs, medication, dental treatment and outside referrals charged separately?
- Which documents should I bring, do they have to be on paper, and is an interpreter provided?

How do I get a marriage license in Roswell?
Short answer
Roswell has no probate court office, so a license means leaving the city: the nearest counter is the Fulton County Probate Court North Service Center in Sandy Springs. The fee is $68.50, or $28.50 if you bring a premarital education certificate, and both include one certified copy mailed to you. Both parties must appear in person. There is no blood test and the license does not expire.

A marriage license is not a municipal service; it is county work. If either party lives in Georgia, you can apply in any Georgia county, so Fulton is not required; if neither lives in Georgia, you can only apply in the county where the ceremony will take place. Using a county court nearer Roswell (Forsyth or Cherokee, for example) is lawful under that rule, but we did not research those courts' fees and hours, so we do not list them.

There is a conflict about appointments: the court's marriage license page says applicants are seen "based on their time of appointment and arrival and place in line", while the North Service Center directory page says no appointment is needed. Both are official. Call 404-613-7638 before you travel and ask how they are working that day.
Fee and payment
- $68.50, including one certified copy mailed to you. If you bring the certificate from a qualified premarital education program in hand, the fee drops to $28.50; you cannot bring the certificate later and get a refund. Fees are non-refundable.
- American Express is not accepted. The service centers do not take cash; cash works only at the downtown office. If you are driving from Roswell to Sandy Springs, plan to pay by card or money order.
- After the ceremony you mail the signed license to Fulton County Probate Court, Attn: License Division, 136 SW Pryor St, 2nd Floor C230, Atlanta GA 30303. Recording takes up to 30 days after it arrives, and the certificate is then mailed to you; after 45 days write to [email protected]. Extra certified copies are $10 each by mail with a request form, a stamped addressed envelope and a money order (no personal checks).
What is required?
- Both parties in person: both applicants attend with current ID; if you filled in the online application, bring the printout.
- Proof of age: a Georgia license or ID, an original or certified birth certificate, a valid passport or a military ID. A birth certificate in another language needs a certified English translation.
- A previous marriage: you must have the certified divorce decree, annulment or death certificate in hand.
- Minimum age is 17, with emancipation and counseling conditions. A blood test is no longer required and the license does not expire.
- Waiting period: Fulton's page does not mention one. We do not say "Georgia has no waiting period" either; we report only that the court page does not state one. Confirm before you apply.
- Ceremonies: the downtown court also performs courthouse weddings under the name "Forever Fridays".
Name change
- Through marriage: the license shows your pre-marriage name, and no court order is needed to change your name. With the marriage certificate you go first to the Social Security Administration, then to DDS (license section; DDS asks for name changes to be reported within 60 days), then to the passport and USCIS steps.
- Through the court: for a name change outside marriage you petition the Superior Court of the county where you live (O.C.G.A. 19-12-1). Notice runs once a week for four weeks in the county's legal organ, you wait 30 days and a hearing is held; georgia.gov describes the process as roughly five to seven weeks. Note that georgia.gov wrote that page for people who are "a U.S. citizen or permanent resident", so if you are in another status, ask your attorney before you apply.

Where do I get a birth certificate in Roswell?
Short answer
This too means leaving the city: there is no county vital records counter in Roswell. The nearest walk-in site is Health and Human Services North, 4700 North Point Parkway in Alpharetta. The fee is $25 including one certified copy, plus $5 for each extra copy. Georgia births and deaths only. Ordering by mail or online from the state office can take up to 10 weeks.

Where do you go?
The Fulton County Board of Health has three walk-in vital records sites and none of them is in Roswell: the downtown Government Center (141 Pryor Street, Suite 1029A, Atlanta 30303), the College Park Regional Health Center (1920 John Wesley Ave, College Park 30337) and Health and Human Services North, 4700 North Point Parkway, Alpharetta GA 30022. The third is the nearest for a Roswell resident. The phone number is (770) 520-7500 (option 1, then option 4 for vital records). Hours are listed as weekdays 8 a.m. to 4:30 p.m.; for the downtown office the page notes the last walk-in customer is seen at 4 p.m.
Call before you go. There is a small but important inconsistency: the organization's vital records page names the Alpharetta building as a walk-in site, while the same organization's locations page does not separately list vital records among that building's services. We could not confirm which hours apply to that counter, so call (770) 520-7500 before you travel.
One warning: the old address is still circulating
That building replaced the old North Fulton Regional Health Center in Alpharetta. The old address was 3155 Royal Drive; the offices closed in April 2026 and, per the county announcement, the new center opened on April 16, 2026. Even so, third-party directory and map sites still publish the old Royal Drive address and still describe the center as a "free clinic". Neither is true: the address changed and the center is not free but charges on an income-based sliding scale (clinics section).

- Paying at the counter: cash, certified check, money order, Visa and Mastercard; American Express is not accepted. By mail, only a certified check or money order. The fee is paid in advance.
- What is required: the requestor's signature and photo ID. Most records print on demand; some can take up to 72 hours.
- Who may request: the person themselves, a legal spouse, parents named on the record, grandparents, adult children, adult siblings and a legal guardian or representative. We could not read Fulton's list of accepted IDs directly, so call and ask whether a foreign passport is accepted. The state form asks for the requestor's SSN; if you do not have one, ask the counter which alternative they accept.
- Online and by mail: you can order through the state system or VitalChek, and mail and online orders can take up to 10 weeks. Because there is a walk-in counter, going in person is usually much faster.
- Georgia only: the counter prints records only for events that happened in Georgia. For someone born in Türkiye the record cannot be obtained here; Turkish records go through the Consulate General in Miami (consulate section).
Practical notes
- A baby born in Roswell: the city's hospital is Wellstar North Fulton Medical Center, and a child born there is registered into the Georgia vital records system by the hospital; you then order the certificate from the counter above. You sign the birth report form at the hospital, but the first certified copy is not free and the hospital does not order it for you. For a newborn, it can take a few weeks for the record to reach the system.
- Ask for at least two copies: one stays with the U.S. passport application and one goes to the apostille for Türkiye. At $5 per extra copy, taking several usually makes sense.
- Apostille: a certified copy is required to get an apostille for a document to be used in Türkiye. In Georgia the apostille comes not from the Secretary of State but from the Georgia Superior Court Clerks' Cooperative Authority, at $3 per document (apostille section).

- Death certificate: for a death that occurred in Fulton, the certificate comes the same way at the same fee.

How do I get a Social Security number in Roswell?
Short answer
An SSN goes only to people with work authorization or a valid legal need for one. If you arrived on an immigrant visa and asked for an SSN on the visa application, the card comes in the mail. People who adjust status inside the United States with Form I-485, and people who tick the SSN box on an EAD application, also get the card automatically. Otherwise you start online and attend an SSA appointment. There is no fee. The national line is 1-800-772-1213, 7 am to 7 pm on business days.

Is there an SSA office in Roswell?
This round we could not confirm an SSA field office inside Roswell. The agency's own office pages are closed to automated reading, so we cannot tell you which office covers your ZIP code. Third-party lists put the nearest offices on the Norcross and Marietta side, but we could not verify those addresses on an official page and one of them may have moved, so we are not printing a street address.
- The right way: enter your ZIP code (30075, 30076 or 30077) in the SSA office locator, read your assigned office there, and book on 1-800-772-1213 (TTY 1-800-325-0778). Office addresses and appointment rules change from time to time.
- Your ZIP code decides which office you go to, not which one is closest. Every office that serves Roswell is outside the city limits, so you are driving either way. Check your documents twice if you do not want to book a second appointment.
- What to bring: your current immigration document (green card, I-94 or EAD) and a valid passport, plus a birth certificate if you have one. Photocopies and notarized copies are not accepted. SSA suggests waiting a short while after entering the country so that DHS records have settled.
- F-1 and J-1: an SSN becomes available only once you have the right to work (on-campus work, CPT, OPT). It is not issued just because you enrolled.

What can I do in Roswell without an SSN?
- Driver license: Georgia asks applicants who are not eligible for an SSN to file form DDS-351. The lack of an SSN does not make a license impossible, but it adds a form and a document chain. See the driver license section.

- Marriage license: the Fulton County probate court accepts a valid passport for age and identity, and both parties must appear in person. See the marriage license section.

- Homestead exemption: if you bought a house in Roswell, the city and the county each have their own exemptions, and both ask for a Georgia license or ID card. Finishing the license first makes sense. See the property tax section.

What taxes do I pay in Roswell, and how do I get an ITIN?
Short answer
Roswell has no city income tax. Georgia has a flat state income tax of 4.99 percent for tax year 2026, with a standard deduction of $15,000 for a single filer and $30,000 for a married couple filing jointly. The state return is Form 500, due April 15. Sales tax in the part of Fulton County outside Atlanta is 7.75 percent. People who cannot get an SSN but must file use Form W-7 to get an ITIN.

Which taxes apply in Roswell?
- State income tax: one flat rate of 4.99 percent for tax year 2026 (it was 5.19 percent in 2025). The cut came with HB 463, signed on May 11, 2026, and the law also schedules further reductions in later years. The 3.99 percent figure you may see in summaries is the long-term floor in the statute, not the 2026 rate. Check the current position on the Georgia Department of Revenue tax updates page.
- No city income tax: Roswell raises its own revenue through property tax, its share of local sales tax, vehicle taxes and the occupation tax on businesses.
- Two returns: unlike Texas and Florida, Georgia has you file a state return (Form 500) alongside the federal return (Form 1040). Both are due April 15.

The state share is 4 percent and the rest is local: MARTA, LOST, education and T-SPLOST. Roswell, Alpharetta and Johns Creek sit in the same band. Cross south of the Chattahoochee into the Atlanta city limits and the rate goes up; head north on GA 400 into Forsyth County and it comes down. On a large purchase the gap is real money. Property tax and vehicles
- Three governments on one bill: in the city's own words, Fulton County Schools accounts for about 56 percent of a Roswell property tax bill, Fulton County about 28 percent and the city only about 16 percent. The council adopted a city rate of 5.232 mills for 2026 on September 28, 2026.
- The due date is not the same as Alpharetta's: the city bill is posted before the end of October and is due 60 days after the billing date, no later than December 31. Alpharetta's city deadline is December 1. Do not mix the two cities up.
- Two homestead applications, two deadlines: the city window is January 1 to June 1, the county deadline is April 1. See the property tax section.
- Vehicles: Georgia charges new residents 3 percent title ad valorem tax instead of 7 percent. See the car registration section.
How do I get an ITIN?
- Fill in Form W-7 and attach it to your federal return unless an exception applies.
- Get your documents verified. There are three routes: mail the passport with the form to the IRS in Austin, use a Certifying Acceptance Agent, or book an appointment at an IRS center that reviews ITIN documents in person. With the agent and the IRS center you never put your passport in the mail; the documents are handed back at the end of the appointment.
- Wait. Normal processing is 7 weeks, and 9 to 11 weeks during filing season (January 15 to April 30).
- The two closest IRS centers, and the order is the reverse of Alpharetta's: the IRS list of centers with ITIN services names ten locations in Georgia. From Roswell the nearer one is Smyrna, about 14 miles, with Atlanta-Woodcock about 17 miles. Seen from Alpharetta those two swap places and Woodcock comes first. We computed these distances ourselves; they are not official figures and they ignore traffic. We are not printing street addresses, because the ones we have come from third-party listings. Confirm the address and the floor through the IRS office locator when you book.
- Appointments: IRS centers are appointment only, on 844-545-5640. Getting a slot can take weeks.
- What happens there: the center reviews your completed W-7, authenticates most of your supporting documents (not school or medical records for dependents, which must be mailed), hands the documents back at the end of the appointment and mails the package itself.
- Expiry: an ITIN that is not used on a return for three consecutive years expires.

How do I start an LLC in Roswell, and what does a business license require?
Short answer
An LLC is formed with the Corporations Division of the Secretary of State on Form CD 030: $100 to file plus a $10 service charge, and $50 plus $10 for the annual registration. The step that matters most, though, is the license. Roswell calls it an Occupation Tax Certificate and requires it before the business opens. The bill looks nothing like Alpharetta's: the tax is based on gross receipts, not on headcount. The certificate expires December 31 and the tax is due March 15. A sourcing warning first: confirm every figure here by phone
The City of Roswell website would not open at all from the network we researched on. This was not a block on automated reading; the connection itself never completed. Every attempt timed out or was refused, even with a full set of browser headers. So the fees and dates below are search-engine reads of the city's own pages and its own PDFs. The fee schedule on the site is dated 2025 and we found no 2026 version. Confirm every item that involves money or a deadline by calling 770-594-6235.
The license is required before you open
In the city's own words, every business operating within the Roswell city limits must register with the Business Registration Office and pay the occupation tax before opening. Once registration and payment are complete you receive an Occupation Tax Certificate for the current year, and it is renewed annually. A business run from a home needs the certificate too.
The bill looks nothing like Alpharetta's
Two neighboring cities, two completely different bills. Alpharetta counts full-time-equivalent employees; Roswell looks at gross receipts. The same business will pay a different amount in each city on the same day, so do not reuse the table from the Alpharetta guide here.
- The tax base is gross receipts: the city combines total gross receipts with the current NAICS code profitability ratios to work out the tax. Each NAICS category has its own profitability class and rate. We could not read the full rate table, only the structure.
- What gross receipts means: in the city's definition, the total amount a business receives from all sources during its annual accounting period, without subtracting any costs or expenses. Revenue, not profit.
- A $100 administrative fee applies to every business (in Alpharetta that line is $75).
- A $50 regulatory fee is non-refundable and applies to commercial businesses only. A home-based business does not pay it.
- $12 per employee, but only at 100 or more employees: unless your business has 100 or more full-time employees, this line never applies. Alpharetta charges $10 per employee from the first one, while Roswell charges nothing per employee at a small business.
- A $100,000 gross receipts exemption applies to businesses reporting $100,000 or less in gross receipts.
- The tax is capped at $85,000.
- A flat option for licensed professions: practitioners in the professions listed in O.C.G.A. 48-13-9(c)(1)-(18) may elect a flat $400 per practitioner instead of the gross receipts assessment. If they choose gross receipts instead, the $100 administrative fee is also required.
The calendar: December 31 and March 15
- The certificate expires December 31, so it runs on the calendar year.
- The occupation tax is due March 15. Failing to renew before that date brings a 10 percent penalty. Do not rely on the December renewal notice habit from Alpharetta; in Roswell the date that bites is in March.
- A discount for opening part-way through the year: the research found none. Alpharetta cuts the tax by 50 percent for a certificate filed from July 1 and by 25 percent from October 1. We found no comparable proration rule in anything Roswell publishes, and no rule on how a brand-new business estimates its first-year gross receipts. Because the base is gross receipts, a part-year business will naturally report part-year receipts, but we could not read the city's own rule. If you are opening in October, call 770-594-6235 rather than assuming a discount.

Who can get a Roswell business license?
The application packet contains three items that need a notary or a certified copy, and on one of them Roswell cites a statute the neighboring city does not name:
- A sworn affidavit for a public benefit application (O.C.G.A. 50-36-1): the form is titled an Affidavit for Public Benefit Application. Under oath the applicant verifies one of three things: that they are a United States citizen, that they are a legal permanent resident, or that they are a qualified alien or a non-immigrant under the Federal Immigration and Nationality Act.
- A private employer affidavit of compliance (O.C.G.A. 36-60-6(d)): the employer states whether it employed more than ten or ten or fewer employees as of January 1 of the relevant year. In the "more than ten" case the federal work authorization program (E-Verify) user number and authorization date go on the form; that number is not the FEIN.
- A color photocopy of a photo ID (O.C.G.A. 50-36-2): Roswell expressly requires a color photocopy of an unexpired United States issued photo identification under that section. The neighboring city's packet does not name it. O.C.G.A. 50-36-2 is Georgia's secure-and-verifiable-document statute, so Roswell is being explicit about the identity document as well as the status affidavit. For applicants who are not citizens the packet asks for a Permanent Resident Card or an Employment Authorization Document. A Georgia license printed LIMITED-TERM is also a United States issued photo ID.
- Notarization is free: the packet requires every page to be notarized, and the city notarizes the pages at no charge. A small but real convenience: you do not have to find a notary on your own, you fill the pages in and take them to City Hall.
- You also prove you are in Roswell: the home business packet asks for a copy of a lease, deed, utility bill or driver license showing a current Roswell address.
- The forms do not say "SAVE": the word does not appear in anything we read. The form describes itself as a public benefit affidavit and names the Code sections. Because we could not reach the site directly we cannot prove the word is absent from the packet, so we call it a sworn lawful-presence affidavit and name the statutes.
- Who can sign: citizens, green card holders, people treated as qualified aliens such as refugees and asylees, and non-immigrants in lawful status such as an E-2 or H-1B holder.
- Who cannot: a person with no lawful status. In that case a Roswell business license is not available.
- Do not misread what the affidavit does: it proves that you are lawfully present. It does not grant permission to own or run a business. The form says nothing about which visa class may own a business. If you are here on a visa, ask a lawyer whether that visa permits this work before you sign. An E-2 investor can work in their own company, while F-1 and H-1B holders generally cannot. That is an immigration law question, not a licensing one.
Step by step
- Form the LLC: Form CD 030 (Articles of Organization) is filed with the Secretary of State through eCorp. The fee is $100 plus a $10 service charge, and the annual registration is $50 plus $10, filed between January 1 and April 1 each year. The Secretary of State fee schedule PDF is closed to automated reading, so confirm these amounts in eCorp before you pay.
- Federal tax number and sales tax: get a FEIN from the IRS, and if you sell goods open a sales tax number through the Georgia Tax Center.
- Trade name (DBA): if you will trade under a name other than your own, you register it not with the state but with the Fulton County Clerk of Superior Court (O.C.G.A. 10-1-490). Fulton's fee schedule shows $175 for that item, a high figure among Georgia counties.
- File the license application: applications go through the online Permitting and Licensing HUB. You create an account first and then apply. If you do not have a computer at home, a member of the Resident and Business Services staff at City Hall will walk you through the filing on a phone or a computer in the Resident and Business Services Center.
- Notary and delivery: add the three notarized or certified items, the Secretary of State paperwork for the company, the trade name registration if you have one, and the occupancy information. The office is Business Registration, Financial Services, Roswell City Hall, 38 Hill Street, Suite 120, Roswell GA 30075; phone 770-594-6235; email [email protected]; Monday to Friday 8 am to 5 pm.
- If you need fingerprints: some licenses and applications ask for ink-rolled fingerprints. The Records and Permits unit of the Roswell Police Department takes them at 1080 Holcomb Bridge Road, Roswell GA 30076, 770-640-4100, Monday to Friday 8:30 am to 4:30 pm. The same unit issues alcohol pouring permits and work permits.
Working from home: tighter on customers than the neighboring city
Roswell has a written home occupation rule, and it is noticeably tighter than Alpharetta's on customer traffic. These lines are what decide whether you can run your trade from the house:
- Definition: a home occupation provides a service or a product that is conducted wholly within a residential dwelling.
- No more than two home occupations per dwelling.
- Floor area: not more than 750 square feet or 25 percent of the dwelling's gross floor area, whichever is less. Alpharetta's limit is 500 square feet or 25 percent.
- Only five client visits a week. Alpharetta allows six outside trips per day. For a trade that sees customers at home the difference is enormous: in Roswell that is twenty people a month, five appointments a week.
- One outside worker: besides the occupants of the dwelling, only one additional employee, consultant, agent or subcontractor may work on the premises.
- Prohibited as home occupations: auto sales and auto repair, restaurants, animal hospitals, veterinary clinics, kennels and the keeping of animals, funeral homes, retail or wholesale shops, machine shops, personal service establishments, special event facilities and lodging services.
- Check your HOA rules separately. A city permit does not override an HOA ban.

Can immigrants in Roswell get food assistance, Medicaid or PeachCare?
Short answer
Georgia has not adopted the ACA adult Medicaid expansion. As of October 1, 2026 the only route for a low-income adult is Georgia Pathways, which requires 80 hours a month of work, study or volunteering. Children have Medicaid and PeachCare for Kids, and lawfully residing children and pregnant people are exempt from the five-year waiting period. People here on visitor or student visas cannot get Medicaid. Applications go through gateway.ga.gov.

Children
- Children's Medicaid: through the end of the month in which the child turns 19, with no asset test and income limits that vary by age.
- PeachCare for Kids: uninsured children under 19 whose family income is between 134 and 247 percent of the poverty line. The monthly premium starts at $11 for one child and rises to $36 in the top band, with a family cap of $16 to $72. Children under 6, foster children and Native American children pay no premium or copay. You have 45 days to pay the first premium, and after that first payment a missed premium does not end coverage.
- Status: both Medicaid and PeachCare require a citizenship or immigration status that qualifies for Medicaid. Since January 1, 2024 lawfully residing children under 19 and pregnant people are exempt from the five-year wait, and Georgia has taken that option.
- Applying: gateway.ga.gov or 1-877-427-3224.
Adults
- Georgia Pathways to Coverage: ages 19 to 64, income up to 100 percent of the poverty line ($15,960 a year for one person in 2026), a US citizen or, in the state's wording, a lawfully residing noncitizen, not eligible for another Medicaid category, and 80 hours a month of work, community service, education or job training. Since October 1, 2025 that activity is documented at application and at annual renewal rather than every month.
- How long Pathways lasts: the temporary extension granted by CMS ends on December 31, 2026. From January 1, 2027 H.R. 1 renames the requirement community engagement, adds income of at least $580 a month as an alternative route, and changes the exemption list (a parent or caregiver of a child 13 or under, pregnancy and the postpartum period, serious medical conditions, veterans and others). Keep proof of your activity from December 2026 onward. Existing members are not affected until their 2027 renewal.
- The gap in between: an adult who is not a parent, pregnant or disabled and cannot complete 80 hours a month has no public coverage. Traditional parent and caretaker Medicaid has an income limit of roughly $310 a month for a one-person household. For people above the poverty line the route is the state marketplace, Georgia Access; details are in the health section.
- Emergency Medicaid: people who meet every requirement except status and SSN can get Medicaid only for treatment of an emergency medical condition. Childbirth counts; routine prenatal care and organ transplants do not. A doctor must document the condition, and Emergency Medicaid is not approved in advance of an emergency.
- Non-immigrants: visitors, students, temporary workers and treaty investors do not meet Georgia's residency requirement and are not eligible for Medicaid, including Emergency Medicaid.

- Applications run through the county: because Roswell is in Fulton County, SNAP, Medicaid and PeachCare applications land in Fulton County records. Apply online at Georgia Gateway or call 1-877-427-3224.
- LIHEAP (heating and cooling assistance): the applicant must be a US citizen or a lawfully admitted immigrant, and an SSN is required for every person in the household, with no ITIN alternative on the page. You cannot apply online; you book an appointment with your county's Community Action Agency. Fulton County's agency is the Fulton Atlanta Community Action Authority, and its known office is downtown at 341 Kelly St, Atlanta GA 30312. Ask whether there is an appointment point on the north Fulton side before you drive. One heating and one cooling grant are given per year.
- SNAP (food assistance): under federal rules, since July 4, 2025 only US citizens, green card holders and a few other statuses may apply for SNAP. Refugees and asylees can no longer get SNAP on those statuses, and qualify without a five-year wait once they have a green card. US citizen children in the household can still benefit in their own right.
- Grady's financial assistance program: open to Fulton County residents with household income up to 400 percent of the poverty line, so living in Roswell brings you inside the program. A passport, visa, green card or consular ID card is accepted as photo identification, 30 days of residency proof is required (a PO box does not count), and B-1 and B-2 visitor visa holders are excluded. The hospital is downtown, about 22 miles from Roswell by our own calculation. Compare the closer options to the north in the health section and the clinics section first.
The federal rule that changed on October 1, 2026
Section 71109 of Public Law 119-21 limits federal matching funds in Medicaid and CHIP from October 1, 2026 to citizens, green card holders, Cuban and Haitian entrants and COFA migrants. Categories such as refugees and asylees lose that federal support. According to CMS, the state option for emergency medical conditions and for lawfully residing children and pregnant people is not affected by the change. Georgia's own implementation guidance had not been updated when we wrote this, so ask about your situation through Gateway or on 1-877-427-3224 before you apply.
The public charge rule
- September 18, 2026 onward: in green card applications filed after that date, an officer can weigh any income-tested benefit received after that date, including SNAP, Medicaid and housing assistance. For benefits received earlier only cash assistance and long-term care count. Benefits a family member receives in their own name, such as your child, generally do not count.
- Who is exempt: humanitarian categories such as asylum and refugee status, T and U visas, VAWA and TPS. People getting a green card through marriage or family, through employment in most categories, or through the lottery are subject to the rule.
- The state's own warning: even the official Pathways page says it is not certain whether taking part in the program would make someone a public charge, and tells applicants to consult USCIS first.
20 · Address change
I moved to Roswell. Do I have to report my address to USCIS?
Short answer
As a general rule most people who are not U.S. citizens, green card holders included, must report a new address to USCIS within 10 days of moving. The easiest route is the change of address screen in your USCIS online account, and the paper Form AR-11 is free. If you have a case in immigration court you also notify the court within 5 days on Form EOIR-33. Moving within Roswell or over to Alpharetta counts as a move.

- Sign in to your USCIS account and open the Change of Address screen. Filing online satisfies the legal duty; you do not need to send a paper AR-11 as well.
- Enter the receipt number of every pending application. Otherwise mail can go to the old address.
- Tell USPS separately. A change of address at the post office does not update the USCIS record, and USPS does not forward USCIS mail.
- If you have a court case, file Form EOIR-33/IC within 5 days. The court changes your address only through that form. Atlanta has two separate immigration courts in two different buildings, so make sure the form goes to the court that holds your case.
- If you have a reporting duty to ICE (for example a check-in condition imposed on release), report your address to ICE through the ICE Portal as well.
Holders of A and G visas and visitors who arrive under the Visa Waiver Program are outside the USCIS reporting duty.
Mailing addresses in north Fulton can surprise you: Roswell's ZIP codes (30075, 30076, 30077) spill past the city limits, so a house whose mail says Roswell can sit on a different municipal boundary in county records. Report the address printed on your mailbox to USCIS, not the name of the neighborhood.

Where is the nearest USCIS office to Roswell, and where do I go for biometrics?
Short answer
There is no USCIS office in Roswell. Georgia's only field office and only biometrics center are in Atlanta, in two different buildings: interviews at the field office on Parklake Drive, fingerprint appointments at the center on Chamblee Tucker Road. Both are close to Roswell, about 19 and 16 miles. Asylum interviews are handled by the Atlanta Asylum Office downtown. The field office does not take walk-ins, so always go to the address and the time printed on your notice.

- The drive from Roswell: about 19 miles and 30 minutes without traffic to the field office, about 16 miles and 27 minutes to the biometrics center. Both are reached on GA 400 and I-285, and you do not have to go downtown. We computed those figures ourselves; they are not official and they ignore traffic, which easily doubles the time at rush hour. Leaving home at 7:30 am for a 9 am appointment is not excessive.
- We cannot tell you which office is assigned to your ZIP code. This round we could not reach the USCIS office pages or the office locator services by any route: the pages are closed to automated reading, the locator interfaces returned errors or a security screen, and the web archive would not open either. - Three offices, three places: there is no single building called "USCIS Atlanta". Treat the address on your notice as its own location.
- Appointments and questions: the USCIS Contact Center is 800-375-5283 (TTY 800-767-1833), or book through online appointment. Appointments are free.

- Processing times: on the USCIS processing times page, pick your form, the category and Atlanta as the office. The figures are updated monthly.
- Asylum filings: Form I-589 is not handed in at the asylum office; it goes through the filing route USCIS specifies. The asylum office does not give case information by phone, so call the Contact Center with questions.

I live in Roswell. Where would my immigration court case be heard?
Short answer
Fulton County cases are heard in Atlanta's two immigration courts, and they are in two different buildings: 180 Ted Turner Drive SW, Suite 241, and 401 W. Peachtree Street, Suite 2600, in the Peachtree Summit building. Detained cases go to the court inside the Stewart detention center in Lumpkin. Downtown is about 22 miles from Roswell. Your hearing notice decides which court and which room. Check your case with your A number through the EOIR system ACIS or on 1-800-898-7180.

- Two courts, two buildings: the addresses are in the same city but not the same place, more than two miles apart. Read the address and the suite number on your notice again the day before the hearing; going to the wrong building can mean missing it.
- Getting there from Roswell: about 22 miles and 33 minutes without traffic to the Ted Turner Drive building (our own calculation, not an official figure). Parking downtown is a problem. The practical route is MARTA bus 85 to North Springs station and then the Red Line: the Ted Turner Drive court is about a block from Garnett station and the W. Peachtree Street court about a block from Civic Center. Routes and park and ride details are in the public transportation section. Allow two hours for a morning hearing.
- Hours: all three courts are open weekdays 8 am to 4:30 pm, with filings accepted at the window until 4 pm, and closed on federal holidays.
- Hearings are open to the public: you do not need to give notice to watch. If you want to see the courtroom before your own first hearing, you can.
- Checking online: ACIS needs only your A number (A plus 8 or 9 digits). The official information is still the hearing notice, since the system can be slow to show new dates.
ICE Atlanta and check-ins
- ICE ERO Atlanta Field Office: 180 Ted Turner Dr. SW, Suite 522, Atlanta GA 30303, phone (404) 893-1290. It covers Georgia, North Carolina and South Carolina.
- Same building, different floor: the Ted Turner Drive court is in Suite 241 and the ICE ERO office is in Suite 522 of the same building. Going to a hearing and going to an ICE check-in are not the same thing; read the suite number on your letter.
- Check-ins: ICE's own page gives this office as the reporting location for Georgia and shows appointment hours as Tuesday to Thursday 8 am to 3 pm. If you have a check-in obligation, speak with your attorney before you go.
- Detention: Stewart Detention Center in Lumpkin, message line for detainees (229) 838-5000. The immigration court information line is 1-800-898-7180.
Where do I find my I-94 record, and what if it is wrong?
You can download the I-94 for your most recent entry from the CBP site. Mistakes made at entry (the wrong visa class, the wrong name, the wrong period of stay) are corrected by the CBP Deferred Inspection office. The office for this region is near Hartsfield-Jackson airport: 157 Tradeport Drive, Suite C, Atlanta GA 30354, phone (404) 675-1239, email [email protected]. Hours are Tuesday to Thursday 7:30 am to 3:30 pm, and conviction and court order records are seen only on Wednesdays between 8 am and 2 pm. The airport area is about 31 miles from Roswell and about 47 minutes without traffic (again our own calculation), which becomes an hour and a half at rush hour, so plan half a day. The office only corrects errors made at the moment of entry, so call before you drive.
23 · State law
How does an arrest in Roswell work, and can the city policy change anything?
Short answer
It cannot, because Roswell has had no jail of its own since May 2017. Someone arrested on local Roswell charges is taken to the Fulton County jail facility in the next city, and the statute puts the intake status check and the detainer duty on the jailer: the sheriff at a county facility, the chief of police only at a municipal one. So the chain runs in the county system. State law (O.C.G.A. 36-80-23 and HB 1105 of 2024) also forbids a city from adopting a shielding policy. Our research found no published Roswell Police policy either way.

Roswell's own answer: no jail since 2017
Roswell closed its own jail on May 8, 2017. People arrested on local charges are now taken to the Fulton County jail facility in the next city, on Old Milton Parkway in Alpharetta. (The ZIP code printed with that address in the city's text looks wrong, so we are not publishing it.) The inmate lookup line is 404-612-3432 and the information lines are 404-612-3437 and 404-612-3433.
That has a concrete immigration consequence. HB 1105 of 2024 places the duty to honor an ICE detainer notice, and to run a nationality and lawful-status check at intake, on the custodial authority: the sheriff at a county jail and the chief of police at a municipal detention facility. Because Roswell has no municipal detention facility of its own, that check happens at a Fulton County facility, under the Sheriff. A Roswell arrest therefore lands in the county system, and the city's own policies cannot change what happens at booking. We say that plainly, because "what does my city council do" is not the right question here.
O.C.G.A. 36-80-23: a local government cannot adopt a shielding policy
- Who it binds: the statute defines a "local governing body" to include a county, a municipality and a school district, and it separately names a sheriff's office and a law enforcement agency. So the City of Roswell is covered, and so are Fulton County Schools and the sheriff.
- What is forbidden: any regulation, rule, policy or practice that stops or limits local officials or employees from complying with an immigration detainer notice, or from communicating and cooperating with federal officials about immigration status information.
- The penalty: a local official or employee who knowingly and willfully violates the section is punished as for a misdemeanor, and a second or later violation as for a misdemeanor of a high and aggravated nature. State funding, and federal funding passed through the state, can also be withheld, and funding agencies must require a certificate of compliance under O.C.G.A. 50-36-4.
- What this means for you: a Georgia city may use welcoming language, but it cannot give that language the legal effect the Cambridge or Evanston ordinances have. Do not choose where to live on the strength of such a statement.
O.C.G.A. 35-1-17: a yearly duty to apply for 287(g)
The same Act gives a local law enforcement agency a duty to seek a 287(g) memorandum of understanding every year in which no agreement is in effect. A peace officer acting within the scope of such an agreement gains the power to arrest on probable cause. The practical consequence: whether your county has an agreement today is not a settled fact, because the law asks agencies to apply in every year they do not. Do not read a current list and treat it as permanent.
What the research found about Roswell Police, and what it could not
- Roswell runs its own police department (people often assume the sheriff patrols the suburbs; in Roswell that is not the case). The Records and Permits unit is at 1080 Holcomb Bridge Road, Roswell GA 30076, 770-640-4100, weekdays 8:30 am to 4:30 pm. It issues accident and incident reports, criminal history reports, ink-rolled fingerprints, record restrictions and several kinds of permit.
- A published general order, policy, statement, council resolution or 287(g) agreement: the research found none of them. That is not the same as saying none exists. The department does not publish its policy manual or its general orders online; the city routes such documents through an open records request under the Georgia Open Records Act. So nothing is known about the department's internal practice in either direction.
- The official list could not be read: ICE's participating-agency pages and its data file would not open by any automated route this round, so we could not read the official list. We therefore cannot tell you that an agreement exists, or that one does not.
- What reporting says: according to an article published in February 2026, 57 Georgia law enforcement agencies had 287(g) agreements on file as of March 2026, up from six before January 2025. The agencies named in that reporting are county sheriffs plus two small city departments in Hall County (Oakwood and Flowery Branch), and Roswell is not among the names. To be clear, though: absence from a journalist's list is not proof of absence, and the count changes every month.
- A trap in the search results: a "Fulton County Sheriff" 287(g) agreement dated November 10, 2025 turns up in search results. The file name shows that agreement belongs to Fulton County, Kentucky, not Fulton County, Georgia. That confusion is circulating online, so check the source before you argue about it in a forum or act on a news summary.
The 48-hour rule at jail intake (O.C.G.A. 42-4-14)
When a person is confined in a county or municipal jail for any period, however short, a reasonable effort must be made within 48 hours to determine their nationality and whether they are lawfully present. If lawful status cannot be verified from the documents the person is carrying, verification is made within 48 hours by a query to the Law Enforcement Support Center at the Department of Homeland Security. If the person is determined to be unlawfully present, the keeper of the jail must notify DHS.
The documents the statute lists are a state driver's license or identification card from the approved list, a Form I-94, a permanent resident card (Form I-551), a valid Nexus card, a valid Global Entry card, or a valid passport showing that the person is a US citizen, has been issued a visa, or is a citizen of a visa waiver country.
The detail Turkish citizens should read closely: Turkey is not in the Visa Waiver Program. The passport item on that list therefore covers a Turkish passport only together with a visa record. Keeping the document that shows your status reachable, meaning your I-94 record, your green card or your visa, can be the difference between that 48-hour query chain never starting and starting.
Where a detainer notice exists, O.C.G.A. 42-1-11.5 requires the custodial authority, the sheriff at a county jail and the chief of police at a municipal facility, to comply with the request in the notice. The same section also requires that the person be told they are being held under that notice.
The statute frames the confinement as being in compliance with Article 36 of the Vienna Convention on Consular Relations, the article that covers a detained foreign national's right to have their own consulate notified. If you are a Turkish citizen you can ask that the consulate be notified.
It helps to know what the law does not do: it does not make Roswell police ICE officers, it does not require officers to stop anyone to ask about status, and it does not put an enforcement duty on schools, libraries or hospitals. Verification is tied to arrests, jail intake and investigations.
24 · Voting and jury duty
I'm not a citizen. Can I register to vote in Roswell, and what if I get a jury summons?
Short answer
Registering and voting are for U.S. citizens only, green card holders included. A jury summons is different: Georgia builds its statewide jury list from Department of Driver Services license and ID records plus the voter list. In Roswell the summons comes from Fulton County Superior Court, is answered online, and service is downtown. If you are not a citizen you still have to respond. On a license application, read the voter registration section and tick Opt-Out.

How jury duty works in Roswell
- Who sends the summons: Fulton County Superior Court Jury Services. As soon as the letter arrives you are required to complete the online questionnaire on the juror portal, signing in with the Badge Number on the summons. A paper form is also handed out on the day of service.
- Where you report: the Justice Center Tower, 185 Central Avenue SW, jury assembly room on the 7th floor, which means downtown. The court's jury pages show no separate jury room in north Fulton, so there is no closer alternative for someone in Roswell. The drive is about 22 miles and 33 minutes without traffic (our own calculation) and it falls in the morning rush. The court says parking and a shuttle are free.
- Find out the night before whether you have to come in: call 404-612-4600 after 7 pm on the evening before service and press 1.
- Pay: $25 a day in expenses, with the check mailed 21 to 30 business days after service.
- Contact: Jury Services on (404) 612-4600, weekdays 10 am to 4:30 pm, email [email protected]. If you lose the summons the court cannot send a replacement but can give you the details by phone. One deferral is allowed, by email or phone.
- Scam warning: it is on the court's own page too. Nobody from the sheriff's office will phone to demand money or a card number for missed jury duty. If you get a call like that, hang up and phone the court yourself on the number printed on the letter.
I am not a citizen and a summons arrived
- Jury service requires citizenship, but you must still respond to the summons. For the "not a United States citizen" exemption the court asks for documentation such as a copy of a Permanent Resident card, or a passport showing sole citizenship in your country of origin, emailed to [email protected]. Do not ignore the letter and do not throw it away.
- If you no longer live in Fulton County (because you moved, for example) you show the new address with a driver license, a lease or a utility bill. A mobile phone bill is not accepted.
- If you hold dual citizenship: if you are both a U.S. and a Turkish citizen you are a U.S. citizen and you are eligible. The phrase "sole citizenship" is for people who are not citizens.
- How your name got on the list: Georgia law builds a single statewide master jury list from the DDS records of license and ID holders over 18 plus the Secretary of State's registered voter list (O.C.G.A. 15-12-40.1). So a lawfully present noncitizen with a Georgia license can be summoned even though they never registered to vote. A summons does not mean somebody made a mistake.
The trap on the license application
- Every license and ID application has a voter registration section. It states that unless you tick the Opt-Out box, your information will be used for voter registration (DDS Drivers Manual, Section 4). In the form's own wording, signing that section counts as a sworn statement under penalty of false swearing that you are a U.S. citizen. If you are not a citizen, read that section, do not sign it, and tick Opt-Out.
- A license does not give you the right to vote: a Georgia license or ID card is an identity document. The registration requirements are set out in the Secretary of State's voter registration guide, and the first one is U.S. citizenship.
- The penalty is heavy: registering while knowing you do not meet the requirements, or knowingly giving false information when registering, is a felony in Georgia: one to ten years in prison or a fine of up to $100,000, or both (O.C.G.A. 21-2-561). Registering or voting without being a citizen can also have serious consequences for your immigration file (USCIS Policy Manual).
- Do not fill in voter registration forms handed to you by volunteers at the door or at an event. Do not fill one in even if a campaign worker says it will be fine.
If you have just naturalized: to register you must be a U.S. citizen living in Georgia and in Fulton County, at least 17 and a half to register and 18 to vote. Online registration needs a valid DDS license or ID. Check the details and the deadlines in the Secretary of State guide or with the Fulton County elections office.

I just became a citizen. How do I get a U.S. passport in Roswell?
Short answer
A first U.S. passport is applied for in person on Form DS-11. But there is no passport acceptance facility in Roswell at all: we established that from the State Department's own acceptance facility data file, not from post office pages. The nearest is the Fulton County Superior Court North office on Roswell Road, about 5 miles away: 7741 Roswell Road, Suite 253, Sandy Springs, phone 404-613-5313, appointment only, a $35 acceptance fee payable by money order only. An adult passport book costs a further $130.

We downloaded the official data file behind the State Department's acceptance facility locator: there are 185 records for Georgia and not one of them has a Roswell address. That matters, because two things online suggest otherwise:
- The post office on Eves Road (8920 Eves Rd, 30076) is not on the official list. Search summaries and a template block on the USPS page imply that passport appointments are taken there, but the State Department's own list does not include it. Do not go without calling first.
- Private shops in Roswell advertising "passport services" are not acceptance facilities. A photo studio on Alpharetta Street and a shipping store on Woodstock Road do not appear on the official list. They can take a photo; they cannot accept an application.

We computed the distances ourselves from Roswell City Hall using open road map data; they are not official figures and they ignore traffic.
- The practical order: the closest facility is the Fulton County office in Sandy Springs, and it is literally on Roswell Road. Because it works by appointment you have to call before you go. If you do not want to wait for an appointment, the Peachtree Corners library takes walk-ins.
- Cards are not accepted: at the Fulton County North office the $35 acceptance (execution) fee is paid by money order only, with no cash and no cards. Bring the money order with you. The Fulton County Clerk changed its payment rules recently, so ask again when you book.
- Which cases need an acceptance facility: first-time adult applicants, children under 16, anyone whose passport was lost, stolen or damaged, and anyone whose passport was issued before they turned 16 or is more than 15 years old. Eligible adult renewals go by mail and need no acceptance facility at all.
- Two separate payments: the $35 acceptance fee goes to the facility and the passport fee goes to the State Department.
- What to bring: the original of your naturalization certificate and your identification.
- Check with your own ZIP code: the list changes, so run the passport acceptance facility search with 30075, 30076 or 30077.

The free side of Roswell is history plus river: a 640-acre historic district, the free grounds of four historic houses, a free city history museum, a seven-mile riverwalk along the Chattahoochee, and over a thousand acres of city parks. Twenty outdoor sculptures come with a free audio app. The national park area next door does charge: $5 per vehicle per day, cards only. The nature center on Willeo Road is ticketed too.

We computed the mileage and times above from Roswell City Hall with open road map data; they are not official distances and they do not include traffic.
Two things that are not happening this year, and a closed park
- Riverside Sounds is not happening in 2026. The city's longest-running free concert series is off this year: in the words of the tourism page, the series will return in 2027 because of Riverside Park and Riverside Road construction and improvements. If you find an old calendar online, do not plan around it.
- Riverside Park itself is temporarily closed. A bond-funded renovation is underway and the park is expected to reopen in summer 2027. So it is not a weekend option this year. The open river access points are Azalea Park (kayak launch, playground, trails), Don White Memorial Park and Waller Park.
- A major project is underway at the Roswell Area Park pond (embankment rehabilitation and stormwater upgrades), so part of the park may be closed. We could not reach the city's own parks pages this round, so we cannot tell you what is shut or until when; call the city before you drive out.
- Music on the Hill runs from May to September, so it is over for 2026.
The national park next door charges, and since 2026 its free days are not free for everyone
This is the most consequential paragraph in the section, because it turns on your status. Entry to the Chattahoochee River National Recreation Area is paid. We read the figures and the rule on the National Park Service's own pages:
- The fee: $5 per private vehicle per day (which admits everyone in the vehicle), and $5 for a motorcycle. On foot or by bicycle it is $5 per person aged 16 and over; children under 16 do not need a pass.
- No cash: in the park's own words, this park does not accept cash. In-person purchase is only at the Island Ford Visitor Center and by card; otherwise you buy online on recreation.gov. A digital pass is checked against the license plate you entered when you bought it, and you do not need to display a printed pass.
- The visitor center is about 4 miles from City Hall (our own calculation).
- The remaining 2026 fee-free days are October 27 and November 11. But the Park Service's own page states that beginning in 2026, free entrance on those days is for United States citizens and residents only, and nonresidents pay the regular entrance fee plus any applicable nonresident fee.
- The annual passes carry the same distinction: the America the Beautiful annual pass is $80 for citizens and residents and $250 for nonresidents. At some parks a nonresident aged 16 and over pays a further $100. The park's own $40 annual pass is marked as available to US citizens and residents too, as are the senior and access passes. Passholders are asked to show valid photo identification with each pass.
- The Park Service does not define "resident" on these pages. So for a family here on a visa it is not written down anywhere whether they qualify for those passes. If you are not a citizen, ask about your own situation at the Island Ford Visitor Center before you rely on a free day or a discounted pass. The $5 daily vehicle pass is the same for everyone and is the safe route.
- The free walk-in alternative: you enter the Vickery Creek trails from Old Mill Park, past the covered pedestrian bridge. Even so, entering the federal park on foot as someone over 16 requires a pass, so buy it in advance if you are planning a long hike.
- A pass is not a reservation: the park warns that an entrance pass does not reserve a parking space, and the lots fill up on weekend mornings.
How fees work in state parks
The city parks and the Riverwalk are free. State parks are a separate system: at Georgia State Parks sites such as Amicalola Falls you buy a ParkPass for the vehicle. The fee went up on January 1, 2026, from $5 to $10 a day, with an annual pass at $70 (50 percent off for people over 62, 25 percent off for service members and veterans). We read those dollar figures from the search summary of the official page rather than from the page itself, so confirm on the ParkPass page before you set out. A ParkPass is not valid at Historic Sites.
Free with a library card: Georgia residents can borrow a ParkPass for the state parks with a public library card. Getting a library card does not ask about immigration status, which makes it the cheapest state park route for a newly arrived family. The Roswell branch is at 115 Norcross Street.

What are free things to do in Roswell, and where can I go with kids?
Short answer
Always free: the seven-mile Riverwalk, the playground and kayak launch at Azalea Park, Don White Memorial Park, Waller Park, the grounds of four historic houses, the city history museum, and the audio tour of twenty sculptures. Autumn brings two free children's events: the Halloween Fun House for children 8 and under on October 23, and the tree lighting on December 4. The Alive in Roswell street festival is free on the evenings of October 15 and November 19. The nature center on Willeo Road is ticketed.

- Lighting of the Christmas tree, Friday December 4, 6 to 8 pm: Heart of Roswell Park, 925 Canton Street. Free: choral performances, hot chocolate, fire pits, s'mores, a visit from Santa and the lighting of a 40-foot tree. The Mayor reads a Christmas story to the children.
- Alive in Roswell street festival: Thursday October 15 and Thursday November 19, 5 to 9 pm on Historic Canton Street. Both free; food and drink are extra. Leashed dogs are welcome. The November date was added to replace the festival rained off in June.
- Roswell Motoring Festival, Saturday October 10: cars and boats on the City Hall lawn, with face painting and a photo booth. Free to the public.
- Free exhibits: the juried art show at Art Center East through November 24, the photography exhibit at 10495 Woodstock Road through November 12, and crafting movie nights at 5100 Commerce Parkway through December 7.

With kids, the paid options

- Family Canoe Day: an introduction to canoeing on Beaver Pond at the nature center, ages 5 and up, all equipment and nature center admission included. $25, or $12.50 for members, 10:30 am to noon. The dates left in 2026 are October 10 and October 17, and registration closes the Thursday before each session.
- Touring the houses: tours of Barrington Hall, Bulloch Hall, Mimosa Hall and Smith Plantation are ticketed. We could not verify 2026 prices, so we print no figure; the grounds are free anyway.
- Children's theater: a youth musical at 950 Forrest Street on November 20 and 21, and a puppet holiday show in the same hall from December 2 to 4. Both ticketed, with no price published.
- Halloween workshops: on October 24 a costume brings a second round of mini golf at 5100 Commerce Parkway, and on October 24 and 25 there are chocolate workshops for children at 1575 Old Alabama Road. All paid.
- National parks and 4th graders: families with a child in 4th grade get the America the Beautiful pass free with an Every Kid Outdoors voucher, which removes the vehicle fee on federal land.
- Avalon on Ice (Alpharetta): the rink opens on November 22 and is paid; this is not in Roswell but about 7 miles north in Alpharetta. The page shows $18 for an adult and $14 for a child 12 and under, but that may be last season's rate, so check before you go.

Is there a Turkish consulate near Roswell, and what does the trip involve?
Short answer
There is no Turkish consulate in Georgia. Turkish citizens in the state are served by the Turkish Consulate General in Miami: 80 SW 8th St, Suite 2700, Miami FL 33130, phone +1 786 655 03 15. The mission's contact page gives its district as Florida, Georgia, North Carolina, South Carolina and Puerto Rico. In-person applications are taken on weekdays between 9 am and 1 pm only. The drive is long: about 683 miles from Roswell.

This is not a day trip
From the Roswell City Hall area the drive to the consulate is about 683 miles and more than 12 and a half hours of pure driving. We computed the distance and the time with open road map data; it is not an official statement, and it excludes stops, meals and traffic. Driving means a night in each direction, so in practice a two-day journey.
Flying is more reasonable: Hartsfield-Jackson (ATL) to Miami is a flight of about two hours. But this round we could not verify a single flight time or fare (airline pages are closed to automated reading), so we are not printing schedules or prices here. Because the in-person window is limited to 9 am to 1 pm, the plan looks like this:
- Book the appointment at the start of the window. In-person intake closes at 1 pm, so setting out with a 12:30 appointment is a risk.
- Count the airport run. From Roswell to ATL is about 31 miles and 47 minutes without traffic (again our own calculation); at rush hour it comfortably passes an hour and a half. MIA to the consulate is about 12 miles.
- Plan one hotel night from the start. Returning the same day is theoretically possible but needs a very early flight out and an evening flight back, which is not reasonable for a family with children. That is our assessment, not a statement by the consulate.
- Do not buy the ticket before the appointment is confirmed. Check the holiday calendar before you book too.
- Group everything that has to be done in person into one appointment: try to put your passport, ID card, power of attorney and military service business on the same day. A missing document means a new appointment and a new plane ticket. Check the required documents item by item on the consulate's page before you travel.
- Do not count on a mobile consulate: we saw no announced mobile consular visit to Atlanta or Georgia on the consulate's announcement and appointment pages. Do not hang an urgent matter on such a visit appearing.
- What can be done by post or online: birth and marriage registrations can be done in person or by post. Requests such as Formula A, B and C documents and civil registry extracts can go through online.konsolosluk.gov.tr. So you do not have to travel to Miami for everything; collect the items that need you there and handle the rest by post and online.
- Powers of attorney: issued only at the consulate building. If you need one for a sale, an inheritance or a case in Türkiye, putting it on the same day as your passport appointment saves a whole trip.
- There is no nearer mission: the Turkish Embassy in Washington and the Consulate General in Houston do not list Georgia in their districts.

Appointments are booked from the consulate's own site, under the appointment menu and the heading for consular services for Turkish citizens. Fees and required documents are updated from time to time, so check the consulate site before your appointment.
Registering a child born in Roswell with the Turkish civil registry
For a birth registration you use a certified copy of the birth certificate. There is no vital records counter inside Roswell, and the two nearest points are both just outside it: the Fulton County Board of Health Health and Human Services North center (4700 North Point Parkway, Alpharetta) and the North Fulton Services Center on Roswell Road (7741 Roswell Road, Sandy Springs). The second is about 5 miles from Roswell and sits in the same building as the passport acceptance facility, so you can put two errands on one day. For fees, hours and which counter offers which service see the birth certificate section, and confirm by phone before you go. Get the certificate in hand before you book the Miami appointment.

Where do I get an apostille near Roswell?
Short answer
The Secretary of State does not issue apostilles. The only authority in Georgia is the Georgia Superior Court Clerks' Cooperative Authority (GSCCCA), with one office in Atlanta: 1875 Century Blvd, Suite 100, Atlanta GA 30345, phone 404-327-6023. The fee is $3 per document, the office is open weekdays 9 am to 4 pm, and no appointment is needed. Walk-in service usually takes under 20 minutes. From Roswell it is a same-day errand.

Why the Secretary of State is the wrong address
Search for "Georgia apostille Secretary of State" and you land on the Secretary of State's page, but apostilles are not issued there. The Secretary of State only does "Great Seal" authentications for countries that are not party to the Hague Apostille Convention (phone 404-656-2871). Türkiye has been a party since 1985, so your document goes to the GSCCCA. Opening the GSCCCA page first saves you a round of correspondence.
- Get a certified original. An apostille is attached only to a certified copy. For birth and death records the two nearest counters are outside Roswell: the Fulton County Board of Health center in Alpharetta and the North Fulton Services Center on Roswell Road (see the birth certificate section). Marriage licenses and marriage certificates come from the Fulton County probate court, and a divorce decree from the Clerk of Superior Court. The GSCCCA recommends a copy issued after the year 2000, because the signature is on file.
- Prepare payment. $3 per document: a check or money order payable to the GSCCCA, or a credit card through the agency's online Authentication Pre-payment Voucher system.
- File. In person: 1875 Century Blvd, Suite 100, weekdays 9 am to 4 pm, no appointment. By mail: Attn: Notary Division at the same address, enclosing a self-addressed stamped envelope or a prepaid shipping label, and state the country the document is going to. Email [email protected].

- The drive from Roswell: the office is in the Century Center area beside the I-85 corridor, in the same ZIP code as the USCIS field office. You reach it on GA 400 and I-285 and do not have to go downtown. Setting out around midday keeps you out of the worst traffic. Remember to take the document with you; a photocopy does not work. You can also mail it in, and the office turns mailed work around in one to two business days.
- Federal documents do not go to the GSCCCA: federal documents such as an FBI criminal record go to the Authentications Office of the Department of State.
- A document from another state cannot be apostilled in Georgia. It goes to the competent authority of the state that issued it.
- Translation: an apostille does not require the document to be translated, and a document in a foreign language can be apostilled. If you want to apostille a translation, the translator has to sign an affidavit before a Georgia notary.
30 · Time and flights
What is the time difference between Roswell and Türkiye, and is there a nonstop flight?
Short answer
Türkiye stays on UTC+3 all year, while Roswell is on Eastern Time and changes clocks twice a year. So the gap is 7 hours until November 1, 2026 and 8 hours between November 1, 2026 and March 14, 2027. When it is 9 am in Roswell it is 4 pm in Istanbul in summer and 5 pm in winter. Turkish Airlines flies nonstop between Hartsfield-Jackson (ATL) and Istanbul Airport (IST), averaging 11 hours. The airport is about 31 miles from Roswell.

- Clock changes in the U.S.: daylight saving time starts on the second Sunday in March and ends on the first Sunday in November. In 2026 it ends on November 1, and in 2027 it starts on March 14. That is why the gap shifts twice a year.
- Calling Türkiye: a 7 or 8 hour gap means you have to use the early morning in Roswell to reach an office in Türkiye during its working hours. When the Turkish working day ends at 5 pm it is 10 am in Roswell in summer and 9 am in winter.
- Roswell to Istanbul: the Turkish Airlines site says there is a nonstop flight between ATL and IST averaging 11 hours. We could not find the number of weekly flights on the official page, so check the current days and times on the airline's Atlanta page. The U.S. reservation line is (800) 874-8875.
- Getting to the airport is the real issue: from Roswell to ATL is about 31 miles and 47 minutes without traffic (our own calculation). The route uses GA 400 and then I-285 or I-85, through some of the most congested stretches in the metro, and at rush hour it comfortably passes an hour and a half. Allowing two hours for an international flight is not excessive. By rail, MARTA does not reach Roswell: you take bus 85 (or drive to the Mansell Road park and ride) to North Springs station and change to the Red Line. Details are in the public transportation section.
- Two terminals: ATL has a domestic terminal (T, A, B, C, D) and an international one (E, F). The MARTA train arrives at the domestic terminal; getting to the international terminal needs the free shuttle or the Plane Train inside security. On the way back you cannot re-enter the secure area after international baggage claim, so you reach MARTA on the free 24-hour shuttle.
- The Miami connection: if you are flying to Miami for a consulate appointment, that is a domestic flight, so it leaves from the domestic terminal and there is no terminal change to worry about. The consulate section covers how long the trip takes.
