01 · Driver license
How do I get a driver license in Brentwood, and which center do I go to?
Short answer
The license is a state matter and Brentwood has no rule of its own on it. What is specific to this city is geography: research found no full-service driver service center inside Brentwood. Testing, document review and a first-time license all happen at the county's center in the next city. Inside the city limits there is only a kiosk, and a kiosk is a machine, not a clerk: it handles routine work such as renewals and duplicates. Card types, the temporary card regime, the document lists and the test languages are the same statewide; we wrote those in the license section of our Tennessee guide.

What happens at which location
We read the state safety department's own location list on October 12, 2026. The locations in Williamson County fall into two groups, and the difference is not on the sign but in the agency's own list.
| Location | Address | Days and hours |
|---|---|---|
| Full service, testing available | Franklin Driver Service Center, 3830 Carothers Parkway, Franklin, TN 37067 | Monday to Friday, 8:30 to 17:00 |
| Kiosk | AAA Office Cool Springs Kiosk, 1701 Mallory Lane, Brentwood, TN 37027 | Monday to Friday, 8:30 to 17:30 |
| Kiosk | Williamson County Rec Complex Kiosk, 7250 Nolensville Rd, Nolensville, TN 37135 | Monday, Tuesday and Thursday 5:00 to 20:00; Wednesday 5:00 to 17:00; Friday 5:00 to 18:00; Saturday 8:00 to 17:00; Sunday 13:00 to 17:00 |
| Kiosk | Williamson Fairview City Hall Kiosk, 7100 City Center Way, Fairview, TN 37062 | Monday to Friday, 8:00 to 16:30 |
Here is the easiest mistake: someone applying for a first license, or newly arrived from abroad, goes to the location nearest home. The nearest location here is a kiosk, and a kiosk does no testing, reviews no documents and issues no first license. The agency asks new and returning residents to go to any full-service center; in this county that is the single full-service location in the county seat.
We print a contradiction: which county is the kiosk in
The state's own location list labels the kiosk inside the city limits as being in Davidson County. Yet the location's address is Brentwood with the 37027 ZIP code, which is the Williamson County side, and the other Williamson locations on the same list are labeled Williamson County. We take no side; we print the contradiction.
One thing we do state with confidence, because it was measured: in the census bureau's own mapping service, Brentwood's municipal boundary falls entirely within Williamson County, and it only touches Davidson County along its northern line, with no part spilling over. So Brentwood is not split between two counties; the label above does not match that measurement. In practice: your office for vehicle and license matters is the Williamson County Clerk, and if a clerk names a different county, confirm yours by showing your address and ZIP code.
What a kiosk is and is not good for
A kiosk is a machine built for routine transactions such as renewals and duplicates. It handles none of the following: a first license, any transaction where documents must be reviewed, the knowledge test or the road test. For a reader newly arrived from abroad, a kiosk is of no practical use in the first year; it saves time later.
There is a fourth door: some license transactions can be done at county clerk partner offices. It costs extra: by the agency's own fee schedule, a county clerk partner adds $4.00 in administrative fees to each transaction.
Two things to do before you go
- Complete the application online. The agency asks new and returning residents to complete the application through its own online service channel before coming in; documents can be sent for pre-approval, which takes five business days. You still have to bring the originals to the center.
- Book an appointment, but know it is not offered everywhere. Appointments cover first issuance, renewal, duplicate, name and address changes and the knowledge test. Arrive fifteen minutes early; if you are late the appointment is canceled and you go into the queue. Centers are closed on state holidays.
Five statewide items, and all five touch your case
- Research found no status-independent driving card. The agency's document lists recognize only three categories: citizenship, lawful permanent residence and temporary lawful presence. No fourth path was found.
- The card issued to someone with temporary lawful presence expires with the stay, and costs the same. A regular driver license is valid for eight years and costs $28; the temporary license also costs $28 but is valid only for your authorized period of stay. By the agency's own rule, if there is no definite end to that stay the period is one year. A first duplicate of a lost card is $6 on a regular license and $26 on a temporary one.
- The face of the card reveals the status. On the agency's own sample card image, the words TEMPORARY DRIVER LICENSE appear in capitals before the name, and the class field reads CLASS XD. That information passes to whoever you show identification to.
- There is no test in Turkish. The agency's own manual says the computerized test is offered in three alternate languages, and Turkish is not among them. We print a contradiction too: some news sources say the test is given in five languages while the agency's manual says three; on either account Turkish is not on the list. Interpreters are not allowed, a printed dictionary is, and an electronic dictionary or phone is not.
- That has a subtle consequence and we write it as it is. The state adopted a rule making the license issued to a person who tests in a language other than English non-renewable and valid for thirty-six months; when it expires the written test is retaken in English only, with no dictionary, electronic device or interpreter. Because Turkish is not offered at all, a Turkish-speaking reader tests in English and does not fall into that regime. That is not a convenience; it is the absence of one, and the real burden stays the same: the test is in English and interpreters are barred.
A Turkish license, passport translation and other states' cards
The agency's own sentence is this: new residents from other countries take the vision screening, the knowledge test and the road skills test, all three. Türkiye does not appear on any reciprocity list, so a Turkish license is not exchanged; on the other hand a license issued by another country is returned to you, while another state's card is surrendered. An international driving permit alone does not authorize you to drive here and must have been obtained in your home country. An English translation of your Turkish passport may be required. The agency also publishes a list of two states whose licenses in a particular class it treats as invalid here; if you are moving from another state, check the class of your card. The detail is in the foreign license section of our state guide.
On the Social Security number there is a written path as well: for a card without the federal star, the number can be declared orally and verified electronically; if you were never issued a number, the agency accepts a sworn affidavit signed before an examiner or a notary. We cover numbers and taxpayer identification in the number section.
The clock after you move
You are expected to obtain a state license within thirty days of establishing residency here. A digital identification on your phone is not available in this state; the agency says so in its own words, so you will be carrying a physical card.
02 · Vehicles
Where do I register a car in Brentwood, and what documents are required?
Short answer
Registration is not handled by the city but by the county clerk. In the state's own words, registration applications are processed only through your local county clerk, and for Brentwood that is the Williamson County Clerk. Put one date in your calendar: January 1, 2027. From that date a county clerk may not process an application for the initial registration of a vehicle for which a license plate is issued until the applicant provides documentation that they are a citizen, a lawful permanent resident, or a person whose presence has been authorized by the federal government for a specific purpose and a specified period of authorized stay. Renewals do not require the document, but the warning language is printed on every registration and every renewal.
Steps, documents and official links
The full frame of the new rule
The state revenue department's own registration notice and the signed text of the act say the same thing. The act passed on April 23, 2026; it takes effect immediately for data sharing, forms and rulemaking, and on January 1, 2027 for all other purposes.
| Transaction | Status document required | Warning language printed |
|---|---|---|
| Initial registration (vehicle with a license plate) | Yes, from January 1, 2027 | Yes |
| Registration renewal | No | Yes |
The accepted documents, from the agency's own list:
- Sufficient on their own: a federally compliant driver license, a state driver license, the state temporary driver license, a state photo identification license and the state temporary photo identification license. So finishing your license early makes the registration side easier by itself, and the temporary card counts.
- For a newcomer with no state document: a valid foreign passport, a valid visa and the attached arrival record. An English translation of the passport may be required. Student and exchange statuses also need the relevant program document.
- Documents may be paper or electronic; the agency accepts an image on your phone.
- If you buy from a dealer: when the dealer transacts on your behalf, it must attach a copy of the document to the application.
Where the data goes: neither a promise nor a threat
The same act provides for data sharing between the state department and county clerks, and that part took effect immediately. But the text of the act contains no provision for transfer to an immigration enforcement unit; it says the channel will be filled in by rule. So we say neither that the data goes to an immigration unit nor that it does not. The accurate sentence for a reader is this: you present a document today, a copy of it stays in the file, and where the channel will lead has not yet been written. If you have an open immigration case, discuss your registration plan with your attorney. The full statewide frame is in the new laws section.
The county wheel tax: a low number, but no plate without it
In this state counties may levy a separate wheel tax on vehicles owned by their residents. The mechanism matters: the tax is owed when the owner resides in that county, it is collected by the county clerk at the same time as the state registration fee, and the clerk will not issue a plate or decal until it is paid.
For Williamson County the 2026 rate appears as $25.75 in the wheel tax table published by the state university's county technical assistance service. We give the figure with a hedge: the table could only be read indirectly in this research. Confirm the amount with the county clerk before you go. As far as we could measure, this rate is less than half of the rates in the two neighboring counties we compared this round.
Inspection: the program ended, but we do not say there is none
Emissions testing was required in six counties in this state, and Williamson County was one of them. The program was repealed: it ended in five counties on January 14, 2022, and in the state's most populous county on February 5, 2022. We stop the sentence there, and we say why: the state unit that ran the program no longer publishes its page, and no sentence from the agency itself saying there is no emissions testing could be obtained. So we write that the program ended, not that there is none.
A periodic safety inspection is a separate item and should not be confused with emissions: research found no such requirement for passenger vehicles. The revenue department's renewal pages list only the fee and, from 2027, the identity and presence document.
Mandatory insurance
The state's own verification program checks policies electronically; a driver can look up their own status with the plate number and the vehicle identification number, and responding to the agency requires the plate number and the personal number printed on the notice the agency sends. We do not print minimum liability amounts: they could not be confirmed from the agency's own page this round. The detail is in the insurance section of our state guide.

03 · Winter and severe weather
What should I do about winter driving and severe weather in Brentwood?
Short answer
Both risks are real in this state and we write both. The state transportation department's statement of January 25, 2026 describes the icing as statewide, says crews were in their fourth day and asks drivers not to travel. On the tornado side your contact is the county's office of public safety and emergency management. And we clear up a conceptual trap at the outset: the county's storm shelter registration page is not a list of public shelters; in the county's own words its purpose is to give emergency agencies a database of shelter locations in order to reach disaster victims, which makes it a registry of private shelters.
Steps, documents and official links
The winter side: the agency's own numbers and its own limit
The transportation department's statement of January 25, 2026 reports that by then the state had used 3,500 tons of salt and 1.4 million gallons of brine, and had managed 861 incidents. The agency also states the limit of salt plainly: if roadway temperatures fall below 16 degrees Fahrenheit, salt is no longer strong enough; below that threshold crews use calcium chloride and heated brine, followed by underbody blade trucks that break the ice.
The order of priority is written down and it affects your plan: primary routes, mainly interstates, come first, along with the spots that freeze first, hills, curves, ramps, bridges and interchanges. Secondary state routes come afterward. On the first snow day your neighborhood streets may be among the last to be cleared.
Research found no mandatory snow tire or chain rule. The state's own driver manual treats winter equipment as advice: it says snow tires are helpful for winter driving and lists a window scraper and snow tires or tire chains in an emergency kit. That is the language of advice, not of a requirement.
And if you are booking a road test in winter, know the agency's two rules: road tests are not given in extreme weather (heavy rain or snow, dense fog, hail, high winds, icy roads), and during winter months they are not given in the dark. Book an early slot and expect weather cancellations.
The tornado side: who your contact is
For this place the emergency contact is the Williamson County Office of Public Safety and Emergency Management: 1320 West Main Street, Suite B-25, Franklin, TN 37064, phone (615) 790-5757. The county publishes its preparedness program on its own site. Research found no separate emergency page or alert system run by the City of Brentwood itself, so the system you register with is the county's.
Three details when you sign up for alerts
- The county's alert system can send messages only to people in the geographic area of an incident or to the entire county. Registering with your correct home address is therefore a technical necessity; a wrong address means the message never reaches you.
- A second location, such as your workplace, has to be registered separately. One registration does not cover two locations.
- During registration you can flag individual special needs for yourself or a relative; that feeds into first responder planning.
Research could not find which languages the alert system sends messages in. Do not assume an alert will arrive in Turkish; register the household member most comfortable reading English as the alert recipient and agree in advance on who calls whom.
Shelters: keep two concepts apart
This is the most important distinction in this section. The county's storm shelter registration system is not a list of shelters you can go to. By the county's own definition its purpose is to give emergency agencies a database of shelter locations in order to reach disaster victims; in other words, a person who has a shelter at home reports it to the county, and the information is not shared for purposes other than assistance. If your home has a shelter, register it; but do not mistake this for a public shelter.
For this place and its county, research found no published, address-level, permanent public shelter list. We do not say there is no shelter; we say we did not find one. What was found is incident-specific temporary openings: during one February winter storm two high schools in the county were opened as temporary shelters. That is not a schedule or a standing list, so you cannot build a plan on it.
So the plan is inside your own building
- Choose your refuge area before a storm comes: the lowest floor, an interior room with no windows, ideally a hallway or bathroom enclosed by interior walls. Stay away from long-span spaces; gyms, cafeterias and big-box structures are not suitable.
- If you rent, ask about the building's refuge area before you sign. That question is one of the four we list in the renting section.
- Do not switch off the automatic emergency alerts on your phone. Outdoor sirens are designed for people who are outdoors and are not guaranteed to be heard inside a home.
- Know the general rule, because the two are not the same thing: a watch means conditions are favorable for severe weather, while a warning means the event has been seen or detected. A watch means prepare; a warning means act. We write this as a general rule; research found no text from an agency serving this place describing that timing.
One legal note: if a lawful presence declaration appears on a disaster assistance form, talk to your attorney before you fill it in. The act itself keeps short-term, non-cash disaster relief and short-term shelter outside the verification regime; the detail is in the new laws section.
04 · Transit
Can you live in Brentwood without a car, and is there a bus?
Short answer
The honest answer: research found no municipal bus system run by Brentwood. Under the transportation heading, the city's own site carries only road, intersection and accessibility projects, with no transit authority. But we do not write the sentence "there is none" either, because two real options exist: the regional human resource agency's demand-response service, booked by phone, and the fixed-route municipal system in the next city. A household without a car is possible here, but it has to be planned: one option wants a reservation, the other wants you to leave the city.
Steps, documents and official links
Option one: demand-response service, by phone
The regional human resource agency operates demand-response transit across a wide area including Williamson County. The local number for the county is 615.790.5791. This is not a bus route; it is a door-to-door service booked in advance.
| Trip | One-way fare |
|---|---|
| Inside the city at the county seat | $2.00 |
| City plus county together | $3.00 |
| Each additional stop on a scheduled route | $2.00 |
| Each county line crossed | $5.00 |
| Flat fare to the state's most populous city | $10.00 |
Two rules should not be missed. The first is payment: only cash or the agency's bus card is accepted and personal checks are not; card books are sold from $20 up to $150. The second is the reservation window: 24 hours ahead for local trips and 72 hours ahead for out-of-county trips. The agency writes that when it cannot meet a request it tries to offer another day or time. So if you are going to a job interview or a hearing on this service, call three days ahead.
Option two: the fixed-route system in the next city
The nearest fixed-route municipal bus system runs in the neighboring city and its fares are low: $1.00 for an adult; $0.50 for riders 65 and over, riders with disabilities and holders of a federal health program card; $0.50 for a child under five and free for a lap child; veterans and active duty service members ride free with a military identification. Routes run every thirty minutes. The exact fare must be paid, no change is given, and a child twelve or under must ride with an adult.
The same agency runs two extra services, and both may be useful:
- Zoned demand-response service: within three quarters of a mile of a fixed route, $3.00 one way and $5.00 round trip; $2.00 and $4.00 for riders eligible under disability rules or aged 65 and over. Reservations at least twenty-four hours ahead at (615) 628-0260.
- Flexible deviation: for riders with disabilities and federal health program customers, the bus will deviate up to three quarters of a mile from the fixed route to your door. A reservation on the previous service day is required, at most two deviations per hour per route are made, and the fare totals $1.00.
There is also a park and ride lot used with regional buses in Williamson County: Cool Springs Park and Ride, 730 Cool Springs Blvd., Franklin. Whether there is a regional bus stop or park and ride lot inside Brentwood's own limits could not be verified in this research; the route pages could not be read directly. Do not assume; ask the agency.
Getting to a medical appointment: a separate door
Few readers know this and it affects money directly: for patients enrolled in the state health program, appointment transportation is arranged not by the agency above but by the transportation broker of your own health plan. The three large plans publish separate transportation lines, and a state relay service is available for people with hearing difficulties. We cover the health side in the health section; when you book an appointment, ask for your plan's transportation number as well.
Rail and the airport
Research found no intercity passenger rail station in Brentwood. Of the five places we cover this round, only one has intercity passenger rail, and this is not that place. The region's commuter rail line serves a different corridor.
For air travel your airport is the one in the state's most populous city. Do not let the word international mislead you: its nonstop international service is limited and there is no nonstop flight to Türkiye; Türkiye does not appear on the airport's own stated list of European targets either. We write these items with a hedge, because the airport's own destination list could not be read first hand in this research. We cover flights to Istanbul and the time difference in the flights and time section.
Tolls
Research found no toll road, bridge or tunnel operating today. The state has opened a model that keeps general lanes free and adds optional priced express lanes, and one of the first proposed corridors is this area's north-south corridor. Opening dates, price levels and contract status could not be verified, which is why this page has no separate toll section. And a warning: text messages claiming you owe a toll circulate in this state as well; do not tap a link in such a message.
05 · Boundaries
Who do I deal with in Brentwood, and is my address inside the city limits?
Short answer
This should be your first question on this page. All of Brentwood sits inside a single county, that was measured, and the city is not split between two counties. The real trap is elsewhere: the 37027 ZIP code also covers land outside the city limits. So while your envelope says Brentwood, your home may be in the unincorporated part of the county rather than the city. The warning is not ours but the city's own institution's: its library says on its own page, "Please know, some Brentwood addresses lie outside the city limits." And the difference carries a measurable price: the same library card is free for a city resident, $75 a year for someone living elsewhere in the county, and $130 a year for someone outside the county.
Steps, documents and official links
First, the measured fact: the city is not split between two counties
In the census bureau's own mapping service, Brentwood's municipal boundary falls entirely within Williamson County. It only touches the county to the north along its boundary line, with no part spilling over. That is why no sentence on this page says Brentwood straddles two counties. There is one office for the county clerk, county property tax, the county school district and county emergency management.
But we print a contradiction: the state safety department's location list labels the license kiosk inside the city limits as being in the neighboring county. It does not match the measurement; we wrote the detail in the license section and took no side.
The real trap: a postal address is not a municipal boundary
The 37027 ZIP code covers both the municipality and the unincorporated part of the county. A ZIP code is a delivery unit, not a government unit. The consequence: two homes with the same ZIP code can fall under two different arrangements.
| Item | Inside the city limits | Outside the limits, in the county |
|---|---|---|
| Library card | Free | $75 a year (and $130 for someone outside the county) |
| Property tax | County share plus city share | County share only |
| Sales tax | We measured it and it does not change: the local rate is the same on both sides; the combined rate is 9.75 percent on general goods and 6.75 percent on food | |
| Policing, the city's brush program, municipal court | None of these was verified separately. You would expect the city limit to change them too, but do not assume: ask about each one while you are house hunting | |
We give the food tax rate together with the boundary it was measured for, because elsewhere in this series one county turned out to have two different rates inside it. There is no such split here: on the state revenue department's own rate file the local rate is 2.75 percent both for the city and for the county, so the rate on your receipt is the same whichever side of the line your home is on. We cover the whole tax picture in the tax section.
Where to find out: the city's own tool
The city publishes its own mapping application, and it contains a layer built for exactly this question: a boundary and ZIP code map. The same application also holds the zoning map, a utility district map (which shows which utility supplies your water), a land records map and the city's urban growth boundary.
Do not treat the map as the final word on its own. While house hunting, or before you sign anything, call the city and ask the question like this: is this address inside the city limits, is my library card free, is a city share charged on the property tax, and which agency polices it. City Hall is at 5211 Maryland Way, Brentwood, TN 37027, phone (615) 371-0060, open weekdays 7:30 to 17:00.
How the city is run: you do not vote for the mayor
This is the sharpest structural difference from nearby places. Brentwood has seven commissioners, all elected at large, citywide, for four years; each represents the whole city rather than a ward. The mayor is not elected directly: after each regular commission election, every two years, the commission selects a mayor and a vice mayor from among its own members for a two-year term.
Day-to-day administration is run by an appointed city manager. So the person who will solve your problem is usually not an elected politician but an appointed manager and the departments under them. The city has its own municipal court, its own police department, its own fire department and its own library; zoning and building matters sit with the planning and codes department, main number 615-371-2204.
In practice: a traffic citation or a municipal offense goes to the city's own court. If you have an open immigration case, tell your attorney about even the smallest court matter; a record in municipal court can be asked about elsewhere in your file.
The property tax rate: measured, and it reverses the expectation
On the state comptroller's 2025 table, per $100 of assessed value, the county share is 1.3000 and the city share is 0.1900, a total of $1.4900. That is the lowest rate among the five places we compared this round. So the expectation that a wealthy suburb pays a higher rate is wrong; here the base is high and the rate is low. We cover the arithmetic, the relief programs and the stale figure on the city's own page in the property tax section.
The part of the new state law that touches this door
A state law enacted in 2026 and effective July 1, 2026 requires local governmental entities and local health departments to verify the citizenship or lawful presence of any applicant eighteen or older who applies to them for a public benefit. Under the act's definition, both an incorporated city and a county fall within that scope, so here the city and the county are each separately bound.
One subtle provision must be understood: for local governments the duty does not start all at once on July 1, 2026; it comes into force when each entity first reprints the relevant forms or first updates its electronic systems after that date. So a clause that is not on a form today may be there tomorrow. Indeed, as of October 12, 2026 research found no such declaration clause visible on this city's service pages, and there are two possible explanations: the service may fall outside the definition, or the form may simply not have been reprinted yet. We do not choose between them.
We also write the part that favors you: the act keeps emergency medical care, immunizations, testing and treatment for symptoms of communicable disease, short-term disaster relief and short-term shelter outside the definition of a public benefit. The scope, the court order and the reporting duty are in the new laws section, and the health side is in the health section.
06 · Utilities
How do I open electricity and natural gas service in Brentwood?
Short answer
There is no single utility here, and this section comes down to one sentence: the type of your provider decides which door you knock on. Electricity is split by address: part of the city is served by the municipal electric utility of the large city to the north, part by a member-owned electric cooperative. Natural gas is split as well: two separate private companies hold franchises in the city and both fall under the state's public utility regulator. Water is billed by the city; we cover that in the water and trash section.
Steps, documents and official links
Electricity: two providers, two legal regimes
No single electric provider serves the whole city. Part of it is served by the municipal electric utility of the large neighboring city, and part by a member-owned, not-for-profit electric cooperative covering the counties south of Nashville. The line between them could not be found in this research, so you have to ask by address which one you fall under.
And one point matters for a reader: according to the information available, the city has no authority to regulate that provider. Going to the city over an electricity dispute may have no practical effect. We write that sentence with a hedge, because it comes from an indirect source.
Natural gas: two franchises, one regulator
Two separate private natural gas companies hold franchise agreements inside the city limits. Both fall within the scope of the state's public utility regulator, which means that for a dispute with either company you do have a state-level door. Which company serves which neighborhood could not be found in this research; ask by address here as well.
The complaint door changes with the type of provider
Read this table once when you move, then open your bills and place your own providers in it. In this state the same service falls into a different oversight arrangement depending on who supplies it.
| Type of provider | Where you meet it here | Complaint door |
|---|---|---|
| Private, regulated company | Natural gas (two companies) | The state public utility regulator |
| Utility district | Part of the water supply, by area | The utility board within the comptroller's office |
| Electric cooperative | Part of the electricity supply | Its own member board |
| Municipal electric utility | The other part of the electricity supply | That municipality (not this city) |
| Municipal water utility | Your water bill | The city itself |
The general rule holds in this state: the state public utility regulator's authority is limited to private, investor-owned companies and does not cover a service supplied by a city, a county, a utility district or a cooperative. We do not give that distinction as a quoted sentence from the regulator, because it could not be read first hand from the regulator's own page; but that is the structure a reader needs to know.
Opening an account: three things we do not write
Let us be honest. For none of the three places we studied could the identification documents required to open an account, whether there is a path for someone without a number, or any deposit cap be measured from a first-hand source. So this page does not say that a Social Security number is not required or that no deposit is charged. What you should do:
- First find out which provider you fall under. The utility district layer in the city's mapping application answers the water question; for electricity and gas, ask by giving your address.
- Ask the question properly on the phone. Instead of saying "I have no number," ask "what is your list of accepted identification documents, and are a passport and a taxpayer identification number on it." If the list is published, have them read it; if it is not, ask them to send it to you in writing.
- If a deposit is required, ask about installments and refunds, and keep a written record of the date, the time, the name of the person you spoke to and the case number for every call.
Disconnection moratorium: a question we could not close
Whether this state has a weather-based disconnection moratorium could not be verified from a first-hand source this round. The winter dates circulating online could not be confirmed by any agency source, so we do not print those dates. The rule the regulator publishes for electric companies governs a customer's own request to stop service and requires at least three days notice; it does not govern disconnection for nonpayment.
On the tenant side, however, there is a measured and strong protection: under the state landlord and tenant law, a landlord may not recover a dwelling by cutting off, or causing the cutoff of, electricity, gas or other essential services. If they are cut off, the tenant gains a three-option remedy and may also claim reasonable attorney fees. The detail is in the renting section. But that protection runs against the landlord, not against the utility.
07 · Water and trash
Who bills my water in Brentwood, and who collects my trash?
Short answer
Both answers are unusual for this state. Your water bill comes directly from the city, yet in the city's own words it does not operate water or wastewater treatment plants: it buys water from other utilities and distributes it. On trash there is no municipal collection at all: for household waste you choose a private company yourself and contract with it yourself. And that is not a preference but the result of the city's own code: the municipal code says no person may hold an exclusive right to collect solid waste, so a monopoly is barred in the city.
Steps, documents and official links
Water: billed by the city, treated by someone else
The city has a water services department and billing is handled by the city's finance department. But the city's own sentence is plain: it does not operate water or wastewater treatment plants; for drinking water it coordinates with utility districts in the area and with the water department of the large city to the north. So Brentwood distributes water, it does not produce it.
Two practical consequences for a reader. First, for billing and account problems your contact is the city: the water services department at (615) 371-0080, email [email protected]. Second, a question about water quality, an outage or the source may travel further up the chain, because treatment sits with another organization. You can see which utility serves your address through the utility district layer in the city's mapping application.
We do not list the documents required to open an account: the city's billing page does not state an identification requirement, a number requirement or a deposit amount at all, and the separate sign-up form could not be opened in this research. Call and ask for the list in writing.
Trash: you choose the company, because the code bars a monopoly
By the city's own account, trash and recycling run through a combination of private haulers and county facilities, and residents choose among several private companies themselves for regular collection. The relevant chapter of the municipal code explains why: no person may have an exclusive right to collect and transport solid waste within the city or any part of it.
The arrangement the code creates has three parts, and one of them favors you:
- Haulers must register. Every company that collects, transports or removes refuse in the city must register with the city manager, give the physical location of its main office and the mailing address and telephone of a contact person; if the information changes, written notice within fifteen days is required.
- Insurance is mandatory. Every registered hauler must file and maintain a certificate of insurance with the city manager, with coverage of at least $100,000 per person and $300,000 per occurrence for bodily injury and at least $100,000 for property damage. Ask for that certificate when you choose a company: an unregistered hauler is a risk to you.
- You may haul your own waste. A person who takes waste they generated themselves to an approved landfill, container, refuse convenience center or recycling point does not have to register or furnish insurance. People helping with free neighborhood cleanups are exempt as well.
The city itself runs two services, and neither is free weekly collection: a monthly brush and limb program and spring and fall oversize item cleanups. The cart at your curb each week is emptied by the company you contracted with.
Four things to do as soon as you move in
- Compare companies and ask for the price as a monthly total. Here trash is not a tax line but a subscription you pay; give it its own line in your budget.
- If you rent, ask before you sign: is the trash contract the landlord's or yours. That question is real money here and may not be written in the lease.
- If you live in a managed community, find out whether collection is handled by the management under a single contract.
- Confirm that your company is registered with the city. Registration and insurance are mandatory, and the city manager's department does the checking.
One comparison, with its scope stated: among the three smaller places we measured this round, trash follows three different models. Here the resident picks their own company; in one neighboring city the municipality contracts the work to a single company and the resident does not choose; in an unincorporated place there is no collection at all and the resident takes waste to the county's drop-off center. So "trash is the city's job" is not a general truth in this state.
Water restrictions
Research found no permanent irrigation restriction regime in this state, and this page has no separate water restrictions section. For the possibility of a temporary notice during drought, follow the announcements of the utility named on your bill.

What are tenant rights in Brentwood, and how many people may live in one home?
Short answer
This is the most critical section on the page, and here is why: Brentwood's zoning ordinance limits the number of unrelated people who may live in a dwelling to AT MOST ONE. Instead of defining a "family," the ordinance uses the concept of a permanent occupant, and there are five separate triggers that make someone a permanent occupant: staying more than twenty-one days in any twelve-month period, registering to vote at that address, receiving mail at that address, registering a vehicle or applying for a driver license using it, and being enrolled in school using it. So the person you think of as a guest may become a permanent occupant the moment they receive mail at the address or enroll a child from it. On top of that, a rental shorter than three months is prohibited.
Steps, documents and official links
First, which law applies
The state landlord and tenant law applies only in counties above a certain population threshold, and this county is far above it, so the law governs here. The second and more important rule: in the counties where it applies, the state occupies the entire field of landlord and tenant regulation, and local councils may not even add to those rules.
The consequence is plain: do not look for a local tenant ordinance here giving you more protection than the state rule. Elsewhere in this series one city had its own fair housing ordinance; here we looked and found none. The only general nondiscrimination provision in the city's code binds the city's own conduct, not private landlords.
Deposits: where the common wisdom is wrong
Most secondary guides say deposits must be returned within thirty days in this state. The statute does not say that. The actual mechanism is this:
- No cap and no interest requirement. The law sets no ceiling on the amount of a deposit.
- A separate account is mandatory. The landlord must hold all deposits in a separate account used only for that purpose and must tell you where that account is held the moment you sign the lease and hand over the money. They need not give the account number. Ask at signing.
- The sixty-day rule works against you. If you owe nothing, the landlord sends notice of the amount to be returned to your last known address; if no response arrives within sixty days of that notice, the landlord may keep the money. Always give written notice of your new address when you move.
- Attend the move-out inspection. A tenant has the right to inspect the premises to identify damage to be charged against the deposit. In a joint inspection the signed list counts as conclusive evidence; if you do not sign, list each item you dispute in writing. If you fail to attend a scheduled inspection and the lease contains that waiver, you can lose the right to object.
Look for the bold print in the lease
This is the single most important check when you sign a lease. State law allows a tenant to waive the right to receive a fourteen-day notice to pay; for the waiver to be valid it must appear in the lease in bold type of twelve points or larger. If such a clause is there, the landlord may file an eviction action directly, with no notice at all, when rent is unpaid. Before you sign, read every bold paragraph and ask what it means.
Notice periods
| Situation | Period |
|---|---|
| A breach that can be cured with money (rent, damage, another amount under the lease) | 14 days from receipt of the notice |
| Repeat of the same breach within six months | Termination on at least 7 days written notice |
| A breach that cannot be cured with money | At least 14 days after receipt of the notice |
| Ending a week-to-week tenancy (either party) | At least 10 days written notice |
| Ending a month-to-month tenancy (either party) | At least 30 days written notice |
| Violence, or a real and present danger to life or property | 3 days from receipt of the notice |
Two more rules on rent and late fees: a late fee cannot be charged before the five-day grace period ends, and if the fifth day falls on a Sunday or a legal holiday no late fee may be charged at all as long as rent is paid on the next business day; and a late fee, whatever it is called, may not exceed ten percent of the past due rent.
Eviction law got harder in 2024: two acts
These two changes are missing from most secondary guides and both run against you.
- From July 1, 2024: the maximum continuance a judge may grant in an eviction hearing dropped from fifteen days to seven; one route for moving the case to the higher court was closed; and the heaviest part, a tenant's appeal is accepted only on a security, and the amount of that security is one year's rent for the property. So objecting to an eviction judgment requires posting a year of rent up front.
- For leases made, amended or renewed on or after January 1, 2025: the landlord must disclose in writing, at or before the beginning of the tenancy, the name and address of the agent authorized to manage the property, the name and address of a person authorized to accept service of process and to receive notices and demands, and either a telephone number or email address for maintenance or an online portal. If your lease lacks that information it is incomplete; ask for it in writing.
Protected classes, and the agency your complaint goes to has changed
The state's housing discrimination list is: race, color, creed, religion, sex, disability, familial status and national origin. For a Turkish reader the handle is national origin: if you believe you were refused because of your name, your accent or the country you came from, that is the protection you rely on. We do not hide the two things missing from the list: source of income is not there and immigration status is not there, and because of the state preemption provision they cannot be added locally.
And one change you must know: the state commission that handled housing discrimination complaints was closed effective July 1, 2025 and the function moved to the civil rights enforcement division of the Attorney General's office. Any guide still pointing you to that closed commission is stale. The new text also treats coercing, threatening or interfering with a person for exercising a right, or for helping someone else exercise one, as a separate violation, and expressly bars inducing property transactions by representing that the composition of a neighborhood is changing.
How many people may live in a home: this city's narrowest rule
Now we reach the most important part of this page. The city's zoning ordinance treats a dwelling unit as a single-family residence only if its permanent occupants fall within one of these categories:
- One person.
- Any number of people related by blood, marriage, adoption or foster relationship.
- A person or a related group as above (the ordinance calls them the primary occupants), plus AT MOST ONE PERSON not related to the primary occupants and that person's biological or adopted children. There are conditions: everyone must function as a single housekeeping unit with a common kitchen, meaning unrestricted access to the whole dwelling, sharing of food and other necessities, and sharing of household expenses and responsibilities. In addition, at least one primary occupant must have a documented legal right to use the property, such as being named on the deed or the lease.
- A separate category resting on state law: up to eight unrelated people with a mental or physical disability, plus three more people as house parents or guardians. But a group home operated as a commercial for-profit business is not a permitted use in a residential zoning district.
Who counts as unrelated: by the ordinance's own test, anyone whose relationship to a primary occupant is more distant than first cousins. So a second cousin is unrelated and fills the single-person quota.
The five triggers that make someone a permanent occupant
This is where readers get caught most easily. Under the ordinance a person becomes a permanent occupant of the dwelling, and falls under the limits above, if they do any one of the following:
| Trigger | What it means for you |
|---|---|
| Living in the dwelling more than twenty-one days in any twelve-month period | A three-week stay crosses the threshold |
| Registering to vote using that address | Applies to a relative who is a citizen |
| Receiving mail at that dwelling | A single official envelope may be enough |
| Registering a vehicle or applying for a driver license using that address | The license and registration connect directly to this |
| Being enrolled in school, or as a home school student, at that address | School enrollment connects directly to this too |
We spell out the consequence: a household hosting a newly arrived relative may have made that person a permanent occupant the moment they receive mail at the address or enroll a child in school from it. The quota for an unrelated person is already one, so a second unrelated person cannot live there at the same time. Plan knowing that: have your guest's mail sent to their own address, and understand what you are doing before you arrange school enrollment and housing in the same week.
Rentals under three months are barred, and the multiple meter presumption
- The minimum rental term is three months. Apart from a bed and breakfast lodge permitted under the ordinance, no single-family residence or part of one may be rented to any tenant for less than three months. So the option of renting a house for a few weeks is closed here. For a newly arrived family that shapes the arrival plan directly: either a three-month lease, or a form of lodging the ordinance permits.
- What is not a single-family residence: boarding houses, apartment houses, dwelling units with one or more rooms rented to unrelated tenants, and dwellings whose separate portions are used as separate households. These are expressly prohibited in residential zoning districts unless specifically permitted. So renting out a room is not an open source of income here.
- Separate quarters for a relative are allowed, with conditions: a dwelling may contain a separate portion for people related to the primary occupants, provided that portion is connected to the rest by interior passages and is not rented to any unrelated tenant.
- The multiple meter presumption: if more than one meter is installed for the same kind of household service, the structure is presumed not to be used as a single-family residence. If you see a second electric or water meter while house hunting, ask what it means.
- There is an emergency exception and it has a name: people displaced from their permanent housing by an officially declared local, regional or national emergency may be housed temporarily with the approval of the city manager for such periods as they find reasonable and necessary; such cases are reported to the board of commissioners and to the planning department.
Zoning district codes
The district codes you will meet while looking at a house or a lot, exactly as the ordinance names them, are: AR (Agricultural/Residential Estate, with AR-General and AR-IP), R-1 (Large Lot Residential), R-2 (Suburban Residential), OSRD (Open Space Residential Development, with OSRD-General and OSRD-IP), C-1 (Commercial Office), C-2 (Commercial Retail), C-3 (Commercial Service-Warehouse), C-4 (Commercial Town Center), SI-1 (Service Institution, Religious), SI-2 (Service Institution, Educational), SI-3 (Service Institution, Cultural, Recreational and Governmental), SI-4 (Service Institution, Retirement/Assisted Care), HP (Hillside Protection), SR (Special Restrictions), and a separate Flood Hazard District for the floodway.
Each residential district has its own permitted and prohibited uses; there are three separate tiers for working from home, and two residential districts require a sewer connection. Zoning changes and variances go through a separate board of zoning appeals. If you will work from home or receive clients there, ask the planning and codes department before you sign.
A source and date note: we read the rules above in the city's code as currently in force; the supplement is dated August 24, 2026 and was online as of October 3, 2026. Ordinances change; check the date before making a long-term decision.

How much is property tax in Brentwood, and is there any relief?
Short answer
On the state comptroller's 2025 table, per $100 of assessed value, the county share is 1.3000, the city share is 0.1900, a total of $1.4900. That is the lowest rate among the five places we compared this round. But never use the rate without a year label: the same city share was 0.2900 in 2024, the county share was 1.8800, and the total was 2.1700. The fall in the rate is not relief but the result of a reappraisal. For a home, tax is computed on 25 percent of the appraised value.
Steps, documents and official links
The figures and which year they belong to
| Year | County share | City share | Total |
|---|---|---|---|
| 2025 | 1.3000 | 0.1900 | 1.4900 |
| 2024 | 1.8800 | 0.2900 | 2.1700 |
We name a trap directly: the 0.29 figure in circulation on the city's own property tax page belongs to 2024 and may not have been updated, while the 0.19 in news coverage is the 2025 figure. Both are correct, for different years. When someone quotes you a rate, ask which year it is.
Why the rate fell: the county share went from 1.8800 in 2024 to 1.3000 in 2025 because of a reappraisal. When property values rise the rate is brought down, so a lower rate does not automatically mean a lower bill. If your appraised value has risen, what you pay can stay the same or increase.
Making it concrete
The residential assessment ratio is 25 percent. The city's own page confirms it with an example: a $750,000 home has an assessed value of $187,500. Using the 2025 rate:
- A home appraised at $500,000: assessed value $125,000, annual tax about $1,863.
- A home appraised at $750,000: assessed value $187,500, annual tax about $2,794.
And the city limit is money here as well: if your home is outside the city limits, in the unincorporated county, you do not pay the city share. We cover the boundary question in the boundaries section; it is the first question to ask while house hunting.
Who bills it and when it is due
There is a convenience here: the county trustee bills and collects both the city and the county property tax in one place, while the county assessor does the appraising. So you are not making two payments to two offices.
The calendar: the payment window runs from October 1 to February 28 of the following year, with no penalty or interest in that window. After February 28, penalty and interest of 1.5 percent per month are added. Put the end of February in your calendar.
Relief: no general homestead exemption, but a conditional reimbursement
The honest answer first: research found no general homestead exemption open to all homeowners in this state. What exists is a reimbursement rather than an exemption, funded by an appropriation from the legislature. From the comptroller's 2026 brochure, four groups:
| Group | Condition | 2026 limits |
|---|---|---|
| Elderly homeowner | Turning 65 by the end of 2026 or earlier, owning the home as the primary residence, declaring income from all sources | Household income no more than $38,470; maximum market value on which relief is computed $33,600 |
| Disabled homeowner | Disabled by the end of 2026 or earlier, owner and primary residence, income declaration | The same: $38,470 and $33,600 |
| Disabled veteran | Owner and primary residence, consent on the relevant form to share disability and income information | No income limit; maximum value $175,000 |
| Surviving spouse of a disabled veteran | Owner and primary residence, the relevant form, a copy of the spouse's death certificate and a form of personal identification, married at the time of death and not remarried | $175,000 |
Applying and the calendar: the application goes to the county trustee and opens when your 2026 property tax bill arrives. The deadline is thirty-five days after the delinquency date, and the tax must be paid by the same date. Copies of a tax return or other income documents are required; full documentation of all sources is mandatory for a sole owner within $100 of the income limit and for co-owners within $200 of it.
Identification and numbers: not in the brochure, but we word it carefully
The full text of the 2026 brochure contains no Social Security number or citizenship requirement; the only identification mentioned is a form of personal identification asked of a disabled veteran's surviving spouse. But a brochure is a summary document and the county trustee's own application form may ask for identification separately. That is why we do not say there is no requirement; we say the requirement does not appear in the brochure.
And read it together with the new law: this program is a reimbursement funded by a state appropriation and the application door is a local governmental entity. The verification law effective in 2026 reaches local government forms at their first reprinting, so a declaration clause that is not on the form today may be there next year. Before you apply, call the county trustee and ask whether the form contains a declaration clause; if you have an open immigration case, talk to your attorney before filling it in. We cover the scope of the law in the new laws section.
Three questions before you buy
- Is this address inside the city limits? The answer changes the city share, the library card and services at once.
- Which year does the rate I was quoted belong to? There is a large gap between 2024 and 2025 and the figures in circulation are mixed.
- When was the appraised value last updated? In a reappraisal year the rate falls while the base can rise.

How do I enroll my child in school in Brentwood?
Short answer
The reassuring part first: enrollment does not depend on immigration status, and the state education department says so in writing in its legal questions and answers document, naming Plyler v. Doe, 457 U.S. 202 (1982) by name and citation. The same document says federal privacy law prohibits requiring a Social Security number to enroll a child in school and that districts should never turn a student away over a missing document. Brentwood has no separate city school district; your child will be enrolled in the county district, and enrollment follows the address of the primary residing parent.
Steps, documents and official links
The state rule: what may be asked and what may not
According to the state education department's document, the things a district may require are: proof of identity and age (such as a certified birth certificate), official copies of records and transcripts from the previous school, immunization records, and proof of home address. But no specific document may be required as proof of address; the department writes that it may be proved by a variety of documents such as a utility bill, a tax statement or a rental agreement.
Another state body's enrollment procedure is even clearer: a school cannot deny enrollment because a family cannot produce Social Security cards or numbers, health forms, birth certificates or other information, and if additional documentation is requested the school must immediately state that no documentation will be used in relation to immigration status. If you have no birth certificate, the school decides which document counts as proof of birth; students in foster care and students experiencing homelessness are enrolled immediately and without documents.
The district's own list
We read the county district's enrollment page and its new student checklist on October 12, 2026. In neither text do the words Social Security, citizenship or immigration appear at all. What is required:
- A certified copy of the birth certificate and the address where previous school records should be sent.
- Immunization and physical examination requirements. If you are coming from another public school in this state, the state immunization certificate or a valid exemption is enough; if you are coming from out of state, or from a private or church school, the original certificate is required at enrollment. The form can be obtained from a private physician or from the county health department; the number given on the page is 615-794-1542.
- Custody documents: the district writes that a student cannot attend without a parenting plan or guardianship documentation. For parents who are divorced, separated or not married, current custody documentation is required.
- Enrollment is done through the district's own online system with an account; for the coming school year, new student enrollment opens on March 16 for all grade levels.
If you are staying with a relative: a separate nine-item list
This is the most critical part for newly arrived families. The district publishes a separate checklist for a parent residing with a legal resident of the county. These requirements do not apply to a student in foster care or experiencing homelessness. What is required:
- A birth certificate or other official birth records.
- Immunization and physical examination requirements.
- A notarized residency verification affidavit, signed both by the parent or guardian and by the legal resident of the home.
- Proof of residence from the legal resident: a copy of a current signed lease, a signed current settlement statement, a warranty deed or a current mortgage statement.
- A utility bill in the legal resident's address: electric, water, gas, sewer or a connection confirmation, and it must be from the month before enrollment.
- The parent's own proof of residence: a checking account, a credit card statement, voter registration, a copy of a pay stub showing name and address, a telephone bill or a form of official mail.
- A second parent proof of residence, which cannot be the same type as the first.
- The parent or guardian's photo identification. The listed options are: driver license, passport, passport card. So a passport is expressly accepted.
- Current custody documentation where applicable.
And we repeat one warning here, because two sections are linked: under this city's zoning ordinance, being enrolled in school from that address is one of the five triggers that make a person a permanent occupant of the dwelling. If you are staying with a relative, enrolling a child in school can produce a zoning consequence at the same time. We wrote the whole rule in the renting section; read it before you do both in the same week.
Language: what we found and what we did not
Research found no actually translated language or interpreter service on this district's enrollment page or checklist. That does not mean no service exists; it means we found no published record of one, and we do not carry another district's language list here. What you should do: when you book the enrollment appointment, ask for an interpreter as a separate question and ask for the answer in writing. Do not expect Turkish materials: as we explain in the health section, no material published in Turkish was found at any agency in this state.
Enrollment is open, a scholarship falls under a separate law
Combining these two in one sentence would be wrong. School enrollment does not depend on immigration status. A school scholarship is different: the state's scholarship law says the application of a student who cannot establish lawful presence is denied and treats the scholarship as a public benefit. So the verification and reporting chain that took effect in 2026 attaches to the scholarship application, not to school enrollment. Talk to your attorney before you apply for a scholarship; the detail is in the new laws section.
There is an employer side too, and it matters in this county: school districts count as public employers, and for public employers electronic work authorization verification has been mandatory with no employee threshold since July 1, 2026. If you apply for a job with the school district, that step will certainly apply.

What can I do in Brentwood if I have no health insurance?
Short answer
First the structure itself: this state did not expand health coverage, so a childless adult generally cannot enter the state program whatever their income, and marketplace support does not begin below a certain income threshold. There is a gap in between and it is real. Second, from October 1, 2026 a federal change took effect: certain groups, including refugees and people granted asylum, fall out of the full coverage of the state program. Third, a new state law created verification and reporting duties for local health departments and local governmental entities; for one program a court has temporarily stopped that.
Steps, documents and official links
Who falls into the coverage gap
The state program is categorical: children, pregnant women, very low income parents and caretakers, the elderly and people with disabilities are covered. A childless adult falls outside those categories, and marketplace support does not start below a given percentage of the federal poverty level. The person in between is concrete: an adult who works, has no children, and earns below that threshold. Assess every person in your household separately as soon as you arrive; in this state a household does not get one single answer.
The October 1, 2026 change
A change at the federal level limits, from October 1, 2026, the funding of full benefits to certain groups; refugees, people granted asylum and some other statuses fall outside that limit. The state's own policy manual applies this in writing with a document dated September 10, 2026. On the scale there is a figure from the agency itself: the program's director told legislators that from that date roughly 8,500 refugees and people seeking asylum would lose coverage.
One warning that will save you time: on the same agency's server a 2014 document still sits with no warning and still shows refugees as eligible. Do not treat that document as a source; the text in force is the 2026 one. If an office shows you an older text, ask for the date of the document.
Pregnant women and children: two different answers in one household
This is the most misunderstood item in this state. The state did not take up the federal option that removes the five-year wait for lawfully residing immigrant children and pregnant women. But for pregnant women it uses another door: the unborn child category of the children's health program. As of October 12, 2026, the agency's own eligibility page still says: if you are pregnant, no immigration documents are required.
The child side is different: for a child to be covered, they must be a citizen or hold one of the statuses eligible for federal funding. So in the same household the mother may be covered while the child is not. Keep that sentence in mind exactly and apply person by person.
Emergency care: the door does not close
In an emergency the answer is different and it favors you. Under federal law a hospital emergency department must screen and stabilize regardless of ability to pay or immigration status. There is a written basis on the state side as well: the state's own policy text says that people in certain statuses, and people without status, may be eligible for emergency medical services.
And the provision of the 2026 act that favors you: the act lists what it keeps outside the definition of a public benefit, and the list includes emergency medical care, immunizations, testing and treatment for symptoms of communicable disease, short-term non-cash disaster relief and short-term shelter. So the verification and reporting regime does not apply to those items.
The new verification and reporting regime, and the court's narrow order
The act passed in 2026 and effective July 1, 2026 does three things:
- Verification: state agencies, local governmental entities and local health departments must verify the citizenship or lawful presence of any applicant eighteen or older who applies to them for a public benefit.
- Reporting: the same bodies must report people who receive a benefit and are not lawfully present, along with their identifying information, to the state's centralized immigration enforcement division; the act makes a knowing failure to report an offense for the official concerned. The only exemption is the children's services department.
- Enforcement: a local governmental entity that does not comply can have its state funds, including shared taxes, withheld.
Two details that favor you: a document presented is treated as proof of eligibility until final verification arrives, and an agency may not delay a benefit solely because verification is pending. The duty also does not start everywhere at once: it comes into force when each entity first reprints its forms.
There is a court order, but it is narrow and temporary: in Snader v. Tennessee Dept. of Health, No. 26-0825-I, in the Davidson County Chancery Court, Chancellor Patricia Head Moskal first issued a temporary restraining order on June 24, 2026, and an agreed temporary injunction between the parties was entered on July 14, 2026. Its scope is only the special services program for children with disabilities, not the whole act. The order temporarily stops the health department from reporting identifying information about patients in that program to the immigration enforcement division, and requires certain steps for children enrolled in it. No trial date has been set. That is why we do not say the law was stopped: it was stopped temporarily and only as to that program, and no final ruling has been made.
Turkish: not found, but there is a right to interpretation
Research found no material published in Turkish by the agencies of this state. We counted the state health program's own multilingual notice: it lists fifteen languages and Turkish is not among them. The translate menu on agency websites is machine translation, not the agency's own Turkish text, and we do not present it as Turkish service.
What does exist is a right you can ask for, and the door is known: the state health program commits to free interpretation and translation without naming languages, and you can request it by phone at 855-259-0701; a relay line for people with hearing difficulties is published as well. Call before your appointment and have your interpreter request recorded.

Are there free or low cost clinics in Brentwood?
Short answer
First the most misunderstood sentence: a sliding-fee clinic is not a free clinic. The discount is calculated on household income and household size and you still pay something. Being uninsured and your immigration status are not grounds for refusing care, but the fee does not drop to zero. On access this place is on the better side of this round: we queried the official service that lists federally funded health center sites on October 12, 2026, and within a ten-mile radius there were 18 sites, operated by four separate organizations.
Steps, documents and official links
The measurement: what we found

| Five miles | 1 site | 1 |
| Ten miles | 18 sites | 4 |

The measurement date is October 12, 2026 and we print it because these site lists change. We publish no addresses; take the address, the hours and the appointment procedure from the center's own site.
The county breakdown changes your plan: of the sites within ten miles, five are in your own county and eight are in the neighboring county to the north. The county of the remaining sites was not separately recorded in this measurement. So a center that looks close on a map may be in another county, which affects your travel and some county-based services.
The finding that reverses the expectation
We compared five places on the same measure this round and the result was surprising: what determines access to a sliding-fee clinic is distance, not income. This place, a wealthy suburb, sees eighteen sites within ten miles; on the same measurement a rural place sees no sites at all within ten miles. So the expectation that a wealthy suburb has no clinics was not borne out here.
Three questions before you book
- What is your sliding fee schedule and what will I pay at the first visit? The schedule depends on household income and size; on the same call ask what they accept as proof of income.
- Which county are you in, and is my insurance in your network? A center in the neighboring county means a different travel and referral chain for you in practice.
- Which documents should I bring, and do you provide an interpreter? For the right to interpretation you can also use the phone line we give in the health section.
How the new law relates to these clinics
We write the accurate sentence and nothing more: the verification and reporting act effective in 2026 expressly lists what it keeps outside the definition of a public benefit, and the list includes emergency medical care, immunizations and testing and treatment for symptoms of communicable disease. Whether a general visit at a federally funded health center falls on that list is a separate question, and this research could not measure whether these clinics' intake forms carry a declaration clause. So we say neither that you will be asked nor that you will not; when you book, ask on the phone whether the form contains a citizenship or lawful presence declaration. If you have an open immigration case, talk to your attorney before you fill in the form.
And do not forget the coverage side: this state did not expand coverage, so even with good clinic access the insurance gap remains. The detail is in the health section.

Where do I get a marriage license near Brentwood, and what does it cost?
Short answer
Good news: you may obtain the license in any county in the state. The license is issued by the county clerk, and the state source says it may be issued by the clerk of any county without regard to the residence of the parties or the county where the ceremony is to be performed. The claim in many popular guides that it comes from your county of residence is wrong. The license is valid for 30 days. This county's fee is $100 and it carries a practical trap: cash only. With a certificate from a premarital preparation course the fee drops to $40.
Steps, documents and official links
The fee, item by item, and you may choose the county
The fee is made up of a state privilege tax, a share that stays with county schools, an optional county tax the county commission decides on, the clerk's issuance fee and an additional state fee. The part that varies from county to county is the county commission's own decision.
| County | Fee | With the course | Payment note |
|---|---|---|---|
| This county | $100 | $40 | Cash only |
| The state's most populous county | $99.50 | $60 discount | No checks; a surcharge on cards |
| The county to the southeast | $107.50 | $45 | A notarized certificate is required |
| The large county to the west | $97.50 | $37.50 |
We could measure four counties; one county's fee could not be verified this round and we do not print it. Because you are free to choose the county this is a real decision item: there is more than ten dollars of difference for the same document inside one state, and the accepted payment method varies by county. If you are going to this one, bring cash.
The discount: two routes, and a contradiction
The sixty-dollar discount comes through one of two routes. The first is a four-hour premarital preparation course with a certificate of completion filled in by the instructor and obtained within the year before the application; the instructor may be a psychologist, a clinical social worker, a licensed marital and family therapist, a professional counselor, an official representative of a religious institution, or another instructor approved by the county's judicial district.
The second route is disputed and we print the contradiction: the state revenue department's page says the discount also applies to out-of-state residents and sets no county limitation, while the state university's county technical assistance service says the exemption applies only in a single county with a particular tourism designation. We take no side. If you live out of state the difference is sixty dollars to you; call the clerk and ask before you go.
A waiting period: another contradiction
The state sources' list of license requirements contains no waiting period item, and some county clerks say plainly that there is none. On the other hand a marriage license document published by another county in this state states a three-day wait, and the file's metadata shows it is a 2010 document. We take no side: before you fix your wedding date, call the clerk you will apply to and ask whether you can marry on the day you collect the license.
If you have no number: the agency's written answer
The application form asks for a Social Security number. But under an Attorney General opinion the statute does not require an applicant to have a number and applicants who were never issued one are not required to provide one; the field is left blank and no alternative number is requested. Go knowing that rule in writing: gaps between the rule and the counter have appeared repeatedly in this series.
Who may perform the ceremony, and are witnesses required
- The list of people who may solemnize a marriage is broad: regular ministers of any faith, county commissioners and former commissioners, mayors, state and federal judges, general sessions and municipal court judges, the governor, county clerks and notaries public.
- Elected officials may solemnize a marriage in any county in the state.
- The form of the ceremony is free: the law requires no particular formula, only that the parties declare before the officiant that they accept each other. The parties must be present together in person; a ceremony by telephone is not allowed.
- Research found no witness requirement. We do not say there is none; the clerk's own form may ask for something else, so ask.
Copies of a marriage record: a restricted list
We correct one expectation: in this state birth certificates and marriage certificates are subject to the same restricted entitlement list. A copy may be requested by the person themselves, their mother, father, son, daughter and spouse; anyone else needs an authorization. And one more distinction that should not be missed: while birth and death certificates can be obtained from any county health department in the state, that sentence is not written for marriage and divorce records; for those the central office or the mail route applies. The detail is in the vital records section.
A reminder for the Türkiye side: using a record obtained here in Türkiye may require an authentication step; we cover the procedure and the fee in the apostille section.

Where do I get a birth certificate near Brentwood, and is my passport enough?
Short answer
First the easiest part: thanks to the state's electronic issuance system, all 95 county health departments can issue any birth or death certificate registered statewide, and in the agency's own words you no longer have to travel to the county where the birth or death occurred. That sentence is not written for marriage and divorce records; for those the central office or the mail route applies. On identification the answer favors you: among the documents the agency accepts on their own, a current passport appears without qualification, which means it does not say a U.S. passport.
Steps, documents and official links
Identification: the list that works with a single document
According to the agency's identification requirements page, the documents sufficient on their own are:
- A current driver license (the issue and expiration dates must be visible)
- A current passport
- A military identification card
- An alien, temporary or permanent resident card
- An employment authorization card
- A naturalization certificate, a certificate of citizenship or a citizen identification card
The documents counted two together include a current pay stub, a vehicle registration with name and address, a voter registration card, a bill or bank statement with name and address, a health insurance card, a medical record and a signed Social Security card.
Three things to read carefully:
- A passport is a primary document and the list does not say a U.S. passport. No record excluding a foreign passport was found, and a resident card and an employment authorization card are sufficient on their own as well. So a reader holding a current passport can transact with a single document.
- A Social Security card is not enough on its own: it counts only if signed and only together with a second document.
- No tolerance is stated for an expired document. The list says "current," and research found no statement about how many days of tolerance are allowed. We do not say there is none, but plan for it.
The most practical route: a notarized application
The agency's own exception may do the job for you: if the application is signed and notarized, no additional identification documents are required. For a reader waiting on a passport renewal, or without identification in hand for the moment, that is a real door. Go to a notary and sign the application there.
Who may request one
The entitlement list for birth, death, marriage and divorce records is restricted and the same for all four: the person themselves, their mother, father, son, daughter and spouse. Guardians, legal representatives and attorneys may request one by presenting documentation. For someone who is not entitled, an authorization from an entitled person is required; if the authorization is notarized, only the identification of the person collecting the record is needed.
And one special rule that would otherwise waste a trip: a father not listed on the child's certificate is not entitled to it.
Where to go
- For a birth or death certificate: any county health department in the state. That means you can use the nearest department in the area.
- For a marriage or divorce record: the state office of vital records or the mail route. The office is at 1st Floor, Andrew Johnson Tower, 710 James Robertson Parkway, Nashville, TN 37243, open weekdays 8:00 to 16:00, and no appointment is required.
- For birth records more than a hundred years old you are directed to the state archives.
- Online: the office does not take orders online directly; the single authorized vendor for the state charges an additional fee.
We print no fee or processing time figures: they could not be verified this round. Call before you go.
If you will use it in Türkiye
If you will use a record obtained here in Türkiye, an authentication step may be required and the office is in the state capital. The record does not have to have been produced for authentication purposes; a certified copy you already hold can be sent directly. We cover the procedure, the fee and the same-day window in the apostille section.

How do I get a Social Security number (SSN) in Brentwood?
Short answer
The agency that issues the number is federal and the procedure does not change from state to state; we wrote the step by step version, the documents to bring and the written path this state publishes for a person who was never issued a number in our Tennessee guide. This page keeps only what changes here. Two things up front: this state has no office that issues an SSN or produces a substitute number, and we publish no Social Security Administration street address on this page. If you hold an appointment notice, the address on that notice governs. There is also a concrete local warning that affects your search: your ZIP code also covers land outside the city limits, so an envelope that says Brentwood does not prove your address is inside the line. Search by ZIP code, not by city name.
Steps, documents and official links
- Documents to bring: your current immigration document (green card, I-94 or employment authorization card) and a valid passport, plus a birth certificate if you have one. Photocopies and notarized copies are not accepted.
- F-1 and J-1: an SSN is issued only once you have work authorization; it is not issued simply because you enrolled in school.
- Which office covers you: enter your ZIP code in the agency's own office locator. The general line is 1-800-772-1213.
- If your surname changed after marriage, update your record at an office free of charge. The document you will use is the certified marriage record from the county clerk; the detail is in the marriage section. Do not delay this step, and the reason is in the work authorization verification part below.
Why searching by ZIP code matters specifically here
In most cities in this series the ZIP code tip is a general habit. Here it has a concrete source, and it is the city's own institution: the library writes on its own page, "Please know, some Brentwood addresses lie outside the city limits." So the ZIP code also covers homes outside the municipal boundary, and the place name on your envelope may not match the government your address legally belongs to. We explain how to run the check in the boundaries section.
Run that check in your first week and write the answer down. The same answer comes back three times on this page: the city share of the property tax, the price of a library card, and which department you deal with. And in one item it does not come back, which we measured: the tax you pay at the grocery store does not change with the side of the line. The figures are in the tax section below.
What was measured here for a person without a number
We wrote the long statewide table in our Tennessee guide, including the written path for an applicant who was never issued a number. The lines below were measured for this place only.
| Door | Is a number required | Basis |
|---|---|---|
| Water, power and gas accounts | Could not be measured | This is the most honest line on the page. The city bills the water, while power and gas come from other providers; the identification required to open an account, whether there is a path for someone without a number, and the deposit rules could not be measured first hand. So we do not say a number is not required or that no deposit is charged. On the phone, ask for the accepted identification list in writing; the detail is in the utilities section |
| Library card | Not on the form, but the type of ID is not stated | The city library asks for government issued photo identification and does not say which types count, so we could not verify whether a foreign passport falls inside that phrase. A Social Security number and immigration status do not appear in the published requirements. There is a second door as well and it is not the same thing; we wrote both separately in the library card part |
| School enrollment | No, and the district's own list was read | One of the strongest items on this page. In the county school district's own enrollment list, Social Security, citizenship and immigration status do not appear at all, and a passport is expressly accepted as photo identification. The state education department also says in writing that a number may not be required to enroll. The detail is in the school section |
| Marriage license | The field exists and is left blank | Under a published Attorney General opinion, an applicant who was never issued a number is not required to provide one, and no substitute document is requested. The license is issued by the county clerk and may be obtained in any county in the state; the detail and the payment trap are in the marriage section |
| Birth and death certificates | Secondary on the identification list | On the identification list a current passport is sufficient on its own and the text does not say a U.S. passport; a Social Security card counts only as secondary and only if signed. The detail is in the vital records section |
| State income tax return | The question does not arise | There is no state income tax on wages, so an employee files no annual state return. The detail is in the tax section below |
| Property tax relief application | Not in the brochure, but the form can change | The state's 2026 brochure contains no number or citizenship requirement; the only identification language is a form of personal identification asked of the surviving spouse of a disabled veteran. But a brochure is a summary document, and the application door is a local government body, so the verification regime below may reach that form too. Ask the county trustee before you apply; the detail is in the property tax section |
| Public benefit application | Yes, and the law changed in 2026 | The law in force requires state agencies and also local governments and local health departments to verify the applicant's lawful presence; the definition covers a county and an incorporated city separately. Here both are covered. Do not assess this door without reading the public benefits section |
| Forming a company | Could not be verified | No sentence in either direction was found on the state agency's formation pages; we also wrote this in the business section below |
Do not read this table as a list of exemptions. The driver license and identification regime hardened in 2026: a person whose lawful presence is authorized by the federal government for a fixed period receives a temporary card that is distinguishable on its face, and the card type can change at renewal. The license section is the most important preparatory reading on this page, because some doors ask directly for a state issued photo identification.
One thing we do not write, and why
In some cities in this series the utility that bills you publishes the list of identification it accepts, and that list becomes an open door for a reader without a number. No such list was found here. The city's water and sewer billing page says nothing about identification, numbers or deposits; it links to a separate signup form, and that form could not be opened this round. We do not say there is none, we say we could not read it. For billing and accounts call (615) 371-0080.
ITIN: for taxes, not for identification
A person who cannot get an SSN but must file a federal return uses an ITIN. The application is Form W-7, filed with a federal return unless an exception applies. In the agency's own words an ITIN does not provide or change immigration status and does not authorize work in the United States; it is not an identity document either.
- Two ways to avoid mailing your documents: go to an authorized acceptance agent, or go by appointment to a tax agency office that reviews ITIN documents. We could not verify which office performs that review in this area this round, and we publish no federal tax office address on this page; confirm the office and the appointment through the federal tax agency's own office locator, appointment line 844-545-5640.
- We do not list the supporting documents, because we did not read the agency's separate page holding that list this round. Take the list from the agency's own page before you apply.
- One extra note for this state: because the license and identification regime hardened in 2026, we point out specifically that an ITIN is not a substitute for photo identification. It is a tax number; do not expect a counter to accept it as identification.

What is withheld from my pay in Brentwood, and what rate do I pay at the register?
Short answer
The sentence there is no tax is never written on this page, but we also state a fact as it is: there is no state income tax on wages, and the interest and dividend tax, the state's only personal income tax, was fully repealed on January 1, 2021. The burden moves to the register instead: the general sales tax rate is 9.75 percent, and on food and food ingredients it is 6.75 percent. And this is the one item that argues against this page's thesis, so we write it plainly: everywhere else on this page we make you ask which side of the city line your address is on, but the rate you pay at the grocery store does not depend on that answer. We read the state revenue department's own rate file on October 12, 2026: the city's local rate and the county's local rate are both 2.75 percent, so the receipt is the same on both sides. On the employment side there is a concrete item: the city, the county and the county school system are all public employers, and work authorization verification has been mandatory with no threshold since July 1, 2026.
Steps, documents and official links
State income tax on wages: none, but other items take its place
- Wage and salary income is not subject to state income tax. The interest and dividend tax was phased down and repealed effective January 1, 2021. If you are coming from another state, your net pay calculation will change.
- A local wage tax was searched for and not found. In this series some cities withhold an occupational fee directly from pay; research found no such item for the city or the county. We do not write that there is none. The right step is to ask your employer whether any local deduction appears on your payslip.
- There is a state level professional tax and it reaches only five professions: $400 a year, due every June 1. Attorney, securities agent, broker-dealer, investment adviser and lobbyist. Physicians, engineers and accountants are not on that list, and if you hold more than one of those credentials you pay once a year. The detail is in the state guide.
- The federal side does not change: federal income tax, Social Security and Medicare withholding apply here too.
Sales tax: the line makes no difference in this item
The rates below were read from the state revenue department's own machine readable rate file on October 12, 2026. The state share is 7 percent on general goods and 4 percent on food and food ingredients, with the local share on top, and the statutory cap on the local share is 2.75 percent.
| Where | General goods and services | Food and food ingredients |
|---|---|---|
| Inside the city limits | 9.75 percent | 6.75 percent |
| In the unincorporated county | 9.75 percent | 6.75 percent |
- The two identical rows are not a typographical error, they are a measurement. Both the city's and the county's local rate is 2.75 percent, and both have been so since April 1, 2018. So the question this page asks repeatedly, which side of the line am I on, changes nothing on your grocery receipt.
- We write this deliberately, because the opposite example exists. In another place covered this round two different rates apply inside the same county, and there the postal address does land on the receipt. There is no such split here; if you read a sentence saying otherwise, it was not written for this place.
- The rate is still high and sits in the upper group on food among the places we measured. Other jurisdictions in this state have cut their local share on food; no such reduction appears in the state rate file here, and we do not know the reason and will not invent one.
- Note that this is the rate of the place where you shop, not the place where you live. If you drive to a store inside another jurisdiction you pay that jurisdiction's rate, and the food rate does vary between jurisdictions in this state.
- What the reduced food rate does not cover: under the revenue department's own notice, alcoholic beverages, tobacco, candy, dietary supplements and prepared food are not food ingredients and are taxed at the general rate.
- On a single expensive item the tax is bracketed, not flat: the local tax applies only to the first $1,600 of the sales price of a single article; the portion between $1,600 and $3,200 carries an additional state tax of 2.75 percent; and anything above $3,200 is not subject to that additional tax. Read the receipt accordingly when you buy furniture or a large electronic item.
Property tax and the county wheel tax: here the line really does mean money
- The city share of the property tax is paid only inside the line. We wrote the 2025 rates, the assessment percentage, the payment window and the conditional relief program in the property tax section. It matters for renters too, because the rate feeds indirectly into rent.
- The county wheel tax is paid together with registration. The figure measured for this county is $25.75, but our source is a university county services unit's table and we could read that table only indirectly; on top of that, competing figures appeared for another county in this state. So we write the figure subject to confirmation: before you register, ask the county clerk. The registration procedure and the document rule starting in 2027 are in the vehicle section.
Work authorization verification: the public side is broad here
The federal verification system you will meet when you take a job operates under two regimes in this state.
| Employer | Status |
|---|---|
| Public employers | Mandatory with no threshold since July 1, 2026. The state, counties, municipalities, boards, agencies, universities and school systems are covered. Here that definition reaches the city, the county and the countywide school district at once; there is no separate city school district |
| Private sector, 35 and above | Mandatory since January 1, 2023. The threshold counts full time equivalent employees and looks at the total under the same employer tax number |
| Private sector, under 35 | Optional: either use the federal system, or take and keep copies of the identity and work authorization documents the statute lists |
Three sentences on the worker's side, and all three cut against the reader
- If the system returns a wrong result, the employer does not bear the cost. State law says expressly that an employer who acts on an incorrect result of the system is not treated as in violation. The cost of the system's error lands on the employee.
- There is no protection against being let go, and the opposite exists. State law treats a failure to terminate an employee after a final nonconfirmation as a fact that can be weighed against the employer.
- That is why a name or date mismatch is a real risk in this state. The four most common items for readers from Türkiye: a middle name entered differently in the federal record, a father's name landing in the surname field, transliteration differences in Turkish letters, and a post-marriage surname change never reported to Social Security. The fourth is the most common and the easiest to fix; we wrote it in the section above.
Two traps on the document list, and one protection
- The state agency's own page says in capital letters that a Social Security card and a Form I-9 are not among the acceptable documents the statute lists. If an employer asks you for one of these, ask for the full list.
- Another state's driver license is not automatically accepted: it counts only if that state's issuance requirements are at least as strict as this state's, and the department publishes the list of those states. Cards that meet the federal standard are accepted from every state.
- The statute does not cover employees only: documents are also required and retained for people who are not directly employed but are paid directly by the employer for their labor or services. If you will work as a freelancer or a subcontractor, this concerns you too.
- There is a protection and it is written: the statute is enforced without regard to race, color or national origin, and a person who alleges a violation is covered by anti-retaliation protections. The body that reviews complaints is the state labor department's commissioner, not an immigration authority.
- Enforcement is real and visible: the state publishes violation orders month by month, listing the employer's name, the city and the penalty.
- We do not write the federal procedure on this page. How many days you have after a tentative nonconfirmation and the order of the steps are on the federal agency's own page; we publish no deadlines or day counts. Read the current procedure on the federal system's own site.
17 · Starting a business
How do I form a company (LLC) in Brentwood, and what should I watch for?
Short answer
Formation happens at the state level and the agency you deal with is the business services unit of the Tennessee Secretary of State; the office sits in the state capital and no branch of it was found in this city. The same agency also authenticates documents bound for Türkiye, so two separate errands on this page lead to the same door; we wrote the procedure in the apostille section. We do not write the filing fees, because the agency's fee page was not read this round and this series does not publish a figure it has not read. What we could measure are three things that matter more than the fee: there is no income tax on wages but there is a separate tax on businesses; many professional licenses have carried a lawful presence requirement since 2026; and the work authorization obligation arises with your first employee. There is also an item specific to this city that concerns anyone planning to work from home: the zoning ordinance regulates home occupations in three separate tiers.
Steps, documents and official links
State registration: the agency is not in this city
- The entity is formed at the state level and the agency is the Secretary of State's business services unit. For a reader here this is an online or mail errand; if any step requires appearing at a counter, put it on your calendar separately.
- We do not write fee figures. The formation fee, the registration fee for a company formed in another state, and the annual report fee were not read this round. Take the amounts from the agency's own page.
- We do not state the registered agent, name availability and annual report requirements in definite terms, because they could not be confirmed from the agency's own text. Ask before you open the formation form, and ask for the answer in writing.
- No official answer was found on whether a number is required to form an LLC. That is exactly the question this page's reader has, and we will not fill it with a guess. Ask the agency's business services unit.
- The city's own business license procedure was not measured this round. For the license type, the fee and the renewal calendar, ask the city's planning and codes department and the county clerk. We do not say there is none, we say we did not measure it.
In this state the tax that hits a business is not the tax that hits a wage earner
- There is no income tax on wages, but there is a business tax. State law provides for a business tax on the privilege of engaging in an occupation, trade or business, and cities may levy it at the rate and in the manner the statute allows. It is a gross receipts tax, computed on turnover rather than profit. It is not a payroll deduction; it is a line item the first year catches people who start their own business.
- We do not write rates or the filing calendar, because they were not measured this round, and how this city levies the tax, on which activity and by what procedure, was not measured either. Ask an accountant at the formation stage.
- If you will collect sales tax, one thing is simpler here: the city's and the county's local rate are the same, so the rate you apply does not change with which side of the line your premises fall on. That is not true everywhere in this series. The figures and the single article brackets are in the tax section.
- Five professions also pay an annual state professional tax: $400, every June 1.
Professional licensing: a status gate for anyone starting a business
This item is easy to miss and expensive to miss. The General Assembly passed an act in 2026 requiring applicants for a long list of professional licenses, certificates, permits and authorizations to be U.S. citizens or aliens who qualify under federal law. The act took effect on the day it became law and applies to applications and renewals made after that date.
- This is not a new direction but the hardening of an existing one. A 2022 act moved professional and commercial licenses outside the state's definition of a public benefit and gave them a separate condition: citizenship or work authorization confirmed through the federal verification system. The 2026 act widens that chain. So a license is not a public benefit, but it is a status gate in its own right.
- The practical consequence: if you will work in a licensed occupation or open a licensed business, the license application is a legal gate. We do not list which professions are covered, because the list is long and was not measured item by item this round.
- The right step: consult an immigration attorney before you apply and ask the licensing body in writing which document is required. This page does not tell you which form to complete; it tells you that this door is a legal door.
The obligation that arises with your first employee
- The private sector threshold is 35 full time equivalent employees. Below it the employer is in an optional regime: use the federal system, or take and keep copies of the documents. Even a one person business is not exempt from taking and keeping documents.
- The threshold is calculated on the total under the same employer tax number, not per location.
- People you do not directly employ are also covered: documents are required and retained for people you pay directly for their labor or services.
- If you will bid on public contracts: the city, the county and the county school system have been in the threshold-free mandatory regime since July 1, 2026. Read the three sentences on the worker's side and the two document traps in the tax and work section.
If you will work from home: here the zoning ordinance is a separate door
We write this here because a newly arrived entrepreneur's first workplace is often their own home, and this city's zoning ordinance is detailed on the point. The ordinance regulates home occupation uses in three tiers: direct limitations, home occupations permitted under administrative review, and home occupations permitted on appeal. In other words the permitting path depends on the type of activity.
- Ask first, take customers second. Your contact is the city's planning and codes department; find out which tier you fall into and whether a building permit or certificate of occupancy is needed before you apply.
- The residential rules reach your business too. The same ordinance limits unrelated occupants of a dwelling to one person, prohibits rentals shorter than three months, and presumes a structure is not used as a single-family residence if more than one meter is installed for the same service. If you plan to set a portion of your home aside for work, read those three rules together; the detail is in the renting section.
- If you are thinking of short term lodging as a business: apart from a bed and breakfast lodge permitted by the ordinance, no rental shorter than three months is allowed. That closes a business model outright in this city and binds the landlord side as well.
If you run an association or a foundation: a liability provision from 2025
This item concerns a charitable organization rather than a business, and we write it here because forming associations and foundations is common in Turkish communities. In 2025 the General Assembly provided that a charitable organization that provides housing to a person it knows is not lawfully present in the United States may be held liable for harm arising from a crime that person commits while receiving the service.
- Liability is not automatic and the text sets its own condition: the organization's conduct in providing the housing must constitute negligence, gross negligence, or intentional and reckless conduct.
- What is excluded is written plainly: the statutory definition of housing covers long term shelter and help obtaining or signing a lease; short term overnight shelter of the kind a homeless shelter provides is outside its scope.
- This is not an item to frighten readers, it is an item for directors. If you sit on the board of an association or a foundation and you provide housing assistance, show the provision to an attorney. It was not written for an individual tenant or landlord; the rental rules are in the renting section.
18 · Public benefits
Will receiving public benefits in Brentwood affect my green card application?
Short answer
It can, and here the question has a second layer. On the federal side the public charge rule that took effect on September 18, 2026 removed the 2022 regulations and gave officers broader discretion, so the assessment widened rather than narrowed. On the state side there is an act that took effect on July 1, 2026, and it is the heaviest item on this page: it requires state agencies and also local governments and local health departments to verify the lawful presence of applicants aged 18 and over and to report those who are not verified to the state's centralized immigration enforcement division. And here the definition opens two doors at once: the act defines a local governmental entity as a county and an incorporated city separately; this place is an incorporated city, so both the city and the county are covered. We also write the act's own exemption list in full below. This is not a decision section; consult your attorney before applying for any benefit.
Steps, documents and official links
Public charge: what changed on September 18, 2026
- The rule was published on July 20, 2026 and took effect on September 18, 2026. It applies to admission applications made on or after that date and to adjustment applications postmarked or filed electronically on or after it. You can read the text in the Federal Register record.
- It is not retroactive: means-tested benefits received before September 18, 2026 are assessed under the 2022 rule.
- The direction: the rule does not list which benefits count; it removes the old list and returns to a totality of the circumstances assessment. That is why a clean list of benefits that count can no longer be published. We explained the detail in our public charge article.
- Exemptions created by statute remain: refugees and asylees adjusting status, the special immigrant juvenile category, applicants for or re-registrants of temporary protected status, and the special statutes covering Cuban and Haitian nationals.
The state side: two governments are covered here at once
We wrote all of the act's provisions, the reporting duty, the penalty for an official and the sanction on a local government in our Tennessee guide. Here we keep only the four lines that touch this place.
- The definition covers two governments at once. The act defines a local governmental entity as a county and an incorporated city or town. Here the city and the county are two separate legal entities, so both are covered separately. Which of them provides the service you apply for makes no difference under this act.
- Local health departments are covered too. This county's health department is one of the ninety five in the state and is under the same regime. We wrote the health side in the health section.
- The obligation does not begin everywhere at the same time. Under the act's transition provision, for local governments the obligation starts not on July 1, 2026 but at the moment that entity first reprints the relevant forms after that date or first updates its electronic or automated telephone systems. In one sentence for the reader: a clause that is not on a form today can be there tomorrow, and the absence of a declaration clause on a form you see is a matter of timing, not an exemption.
- And that is exactly what was measured. As of October 12, 2026, no citizenship or lawful presence declaration clause required by the act was visibly found in this place's service pages: not in water and sewer signup, not on the trash side, not in library registration, not in park or building permits. There are two possible explanations and we could not measure which is correct: those services may not fall within the act's definition of a public benefit, or those forms may not yet have gone through their first reprint. We do not choose between them.
The right behavior is this: when you apply for a local service, read the form in front of you from beginning to end and ask before you sign any declaration you do not understand. A declaration signed under penalty of perjury is not the same thing as a voter form; we explain how to tell them apart in the voting section.
The part that favors the reader: the act's own exemption list
The act defines what falls outside public benefit by reference to federal law. That reference covers:
| Services outside the verification regime |
|---|
| Health care items and services necessary for the treatment of an emergency medical condition (other than those related to an organ transplant) |
| Immunizations, and testing and treatment of symptoms of communicable diseases |
| Short term, non-cash, in-kind disaster relief |
| Programs such as soup kitchens, crisis counseling and intervention, and short term shelter, that deliver in-kind services at the community level, are not conditioned on income or resources, and are necessary for the protection of life or safety |
- Emergency medical care being on this list matters here, because the state did not expand health coverage and the coverage gap is real. We wrote who falls into it in the health section.
- The short term shelter line carries a conceptual trap, and it is this page's real finding. What exists in this county is not a list of public shelters but, in the county's own words, a registry of private shelters that gives emergency agencies a database in order to reach disaster victims. So the exemption line above does not mean there is a shelter with a published address you can go to. We do not say there is no shelter; we say research found no published, address-level, permanent public list, and we suggest building your plan inside your own building. The detail is in the severe weather section.
- The list says verification is not required; it does not say the service is free or that everyone qualifies. Each program's own eligibility rules still apply. Do not confuse this with the sliding-fee clinics section, where the message runs the other way and none of those centers are free.
- The reporting provision contains one more exception: cases where a federal nutrition regulation already imposes a reporting duty are kept outside the act's reporting obligation.
- And the act's only institutional exemption: the state's department of children's services is not required to provide information under this part.
Two local items to check here as well
- Property tax relief raises the most questions under this regime. The program is a reimbursement funded by a state appropriation and the application door is a local government body: here the county trustee bills both the city and the county tax, so there is a single contact. The brochure contains no number or citizenship requirement, but the first reprint rule may reach that form, and we could not verify it. Ask before you apply; the conditions are in the property tax section.
- Elsewhere in this series a city had its own fair housing ordinance whose protected class list included source of income. Here we looked and found none; the only provision in the city's code binds the city's own conduct. So if you use a rent subsidy, research found no local provision you could rely on against a landlord here; we wrote the national origin protection on the state list and the office that replaced the closed commission in the renting section.
There is a court order, but it is narrow, temporary and does not reach the merits
- Case citation: Snader v. Tennessee Dept. of Health, No. 26-0825-I, Davidson County Chancery Court, Chancellor Patricia Head Moskal. The temporary restraining order is dated June 24, 2026 and the agreed temporary injunction July 14, 2026.
- The scope is narrow: the order bars the health department from reporting the identifying information of patients receiving services from a single children's health program. The provision as a whole is not enjoined; the verification and reporting regime continues to operate for other state agencies, all local governments and local health departments.
- It is temporary and the merits were not reached. The order itself says it runs until further order of the court, and there is no hearing date on the merits. The parties agreed, and the defendants admitted no liability or fault. That is why we do not say the law was halted: the correct sentence is that, as of October 12, 2026, it is temporarily enjoined as to one children's health program only and no decision on the merits has been made.
- One paragraph of the order touches readers directly: the agency must notify patients and providers of the injunction in the patient's recorded primary language. If you are in that program, read the notice you receive.
The federal narrowing of October 1, 2026, and a source warning
- Federal law now makes full Medicaid and children's health program payments available to the state for four groups only: U.S. citizens and nationals, green card holders, Cuban and Haitian entrants, and people living here under a compact of free association. Refugees, asylees, holders of temporary protected status, parolees and visa holders are not on that list.
- The state published the document implementing this: the health coverage program's manual policy states that refugees and asylees fall outside coverage as of October 1, 2026; the document is dated September 10, 2026. The program director's own figure is about 8,500 people.
- And a source warning, because this item circulates wrongly online: a 2014 document still sits on the same server with no warning and still shows refugees as eligible. This page does not cite that document and neither should you. The first thing to do when reading a text in this area is simple: check the date of the source.
- On pregnancy the agency's own sentence still reads: if you are pregnant, no immigration documents are required. But the same is not true on the child's side; the child must be a citizen or an eligible immigrant. So in the same household the mother may be covered while the child is not. The detail is in the health section.
School enrollment and school scholarships are different things
- On enrollment, state law sets no status condition. All of the state's enacted laws were searched this round and no act denying school enrollment based on immigration status was passed; the education department's written answer runs the same way and names Plyler v. Doe, 457 U.S. 202 (1982).
- On scholarships the condition is in the statute itself. The 2025 education scholarship act provides that a student who cannot establish lawful presence will have the scholarship application denied, and it treats the scholarship as a public benefit. So the verification and reporting regime above also applies to the scholarship application, and the court order above does not cover that program.
- So enrollment is open, the scholarship is not. Any text that merges the two into one sentence is wrong. We wrote the enrollment side and the documents required here in the school section.
19 · Address change
I moved to Brentwood. Do I have to report my address?
Short answer
As a general rule most non-citizens, green card holders included, must report a new address within 10 days of moving. This is a statutory duty, not an administrative preference. The easiest route is the address change screen in your online account; the paper AR-11 is free as well. If you have a case in immigration court you also notify the court within 5 days on Form EOIR-33, and that sentence carries particular weight on this page: the state's only immigration court is not here. Locally two things happen at once, and both are specific to this city. First, your postal address does not show the city limits; the same ZIP code also covers land outside them. Second, and less widely known: receiving mail at an address is one of the five triggers that make you a permanent occupant of that dwelling under the zoning ordinance. So reporting an address here is not only a federal duty, it is also a zoning question.
Steps, documents and official links
- Log into your online account and open the address change screen. Online reporting satisfies the legal duty and you do not need to mail a paper AR-11 as well.
- Enter the receipt number of every pending application. Filing an AR-11 does not by itself change the address on a pending case.
- Notify the post office separately. A postal change of address does not update the agency's record, and the post office does not forward these letters.
- If you have a court case, file Form EOIR-33/IC within 5 days. The court's address record changes only through that form.
- If you have a regular reporting requirement, also report your address through the enforcement agency's own portal.
Holders of A and G visas and visitors entering under the visa waiver program are outside this reporting duty.
The local consequences of moving here
What triggers the duty is the move itself, not crossing any boundary; changing homes on the same street is a move. But there is also a boundary question here, and the answer means money. The city's own library warns: "Please know, some Brentwood addresses lie outside the city limits." So while your envelope carries this city's name, your home may be in the unincorporated county. We explain how to run the check in the boundaries section.
| What changes when you move | Where we wrote it |
|---|---|
| The city share of your property tax. Inside the line the county share and the city share stack; outside it there is only the county share | Property tax section |
| The price of your library card. Free for a city resident, $75 a year elsewhere in the county, $130 a year outside it | Free and with kids section |
| Who you deal with. Policing, zoning, the municipal court and the trash arrangement depend on which side of the line you are on | Boundaries section |
| The tax you pay at the grocery store: this one does NOT change. The city's and the county's local rate are the same; we measured it and we write it deliberately | Tax section |
And one more rule here: receiving mail is a zoning fact
This is the most easily missed item on the page. The city's zoning ordinance uses the concept of a permanent occupant rather than a family, and limits the number of unrelated people who may live in a dwelling to one. Two of the five triggers that make someone a permanent occupant are directly the subject of this section:
- Receiving mail at that dwelling. So reporting your address to an agency and having letters start arriving there has a zoning consequence.
- Registering a vehicle or applying for a driver license using that address.
- The other three: staying more than twenty-one days in any twelve month period, registering to vote at the address, and being enrolled in school from it.
The practical consequence runs both ways. If you are staying temporarily with a relative or a friend, having mail delivered there can make you a permanent occupant of that dwelling and can push your host over the one person limit. The reverse is equally true if you are the one taking someone in. We wrote the whole rule, the definition of unrelated, and the emergency exception that runs through the city manager's approval in the renting section; read it before you report an address.
We do not write this to frighten anyone: federal address reporting is mandatory and failing to report has serious consequences. What we are saying is this: when you decide which address to report, also count how many people are treated as permanent occupants there.
Add one more thing: a person moving here gives their address to several state and local bodies in the first week, from utility accounts to school enrollment. None of those is an AR-11. Giving an address to a state or local agency does not satisfy the federal duty.
One more thing changed in 2026: take into account the federal rule that took effect on June 29, 2026 and reorganizes alien registration and the documents that count as evidence of registration. You can read the text in the Federal Register record. Check that the document you carry still counts as evidence of registration.
20 · Immigration agency
Where is the nearest immigration agency office to Brentwood, and where do biometrics appointments happen?
Short answer
We deliberately write no address in this section, and the reason is a rule: in this guide series no street address of an immigration agency, an immigration enforcement unit, a customs agency or the Social Security Administration is published. This round there is also a concrete reason: the customs agency's site did not open even with a full browser header set, so no first hand verification was possible. The only correct sentence is this: the address you go to is the address on your appointment notice. What you do need to know is the office types: a field office conducts interviews, an application support center takes fingerprints and photographs, and they are not the same place. A court is none of these, and there is no immigration court in this city; we cover that in the next section.
Steps, documents and official links
- Two different offices, two different jobs: green card and citizenship interviews happen at field offices, while fingerprint and photograph appointments happen at application support centers. Confusing them costs an appointment day.
- No walk-ins. Field offices do not take visitors without an appointment; appointments are arranged through the Contact Center. Take office information from the agency's own office locator and follow your case on the case status page.
- Search by ZIP code, not city name. There is a concrete reason here: your ZIP code also covers land outside the city limits, so the place name on the envelope does not show which government your address belongs to. We explain why in the boundaries section, and the same rule applies in the passport section.
- You do not choose the biometrics location: the center you go to is named in the I-797C notice. To reschedule, request it through your online account or the Contact Center. We explained what to bring in our biometrics appointment article.
- What the center does not do: application support centers do not give information about your case. Ask case questions to the Contact Center, not to the center.
- Appointments are free: the Contact Center is 1-800-375-5283. Intermediary sites that charge for an appointment are fraudulent.
- Asylum interviews: we could not verify this round that a separate asylum office exists in this state. Form I-589 is not filed in person at an asylum office; the office list is on the agency's own page.
- Processing times: on the processing times page, select the form, the category and the office holding your case.
- The enforcement agency and the customs agency: confirm reporting locations and offices through the agency's own office page; there is also a detainee locator. We could not verify these agencies' structure in this state from a primary source and we name no field office.
- Plan your transportation from the start. No municipal bus system run by this city was found, and the regional demand-response service requires reservations twenty-four hours ahead locally and seventy-two hours ahead out of county. If you will travel to an appointment that way, call as soon as the notice reaches you; the detail is in the transit section.
Do not confuse three agencies, and in this state the distinction reaches a fourth
The immigration services agency and the enforcement agency are part of the department of homeland security, while the immigration courts are a separate agency under the department of justice. Readers constantly mix these three up; the agency does not answer what you asked the court, and the court does not answer what you asked the agency.
There is a fourth body and it is not federal: a centralized immigration enforcement division created in 2025 inside the state's own department of safety. It is not a branch of the federal agencies; it is a state unit that coordinates state and local collaboration with federal authorities, and it has its own page. It meets the reader in three places: in a public benefit application, in county jail and law enforcement contact, and through grants distributed to local law enforcement. What it does, what it does not do, and where this county stands on the list the division publishes are in the state law section below. Read that section before you file any application, because the most easily misread item on this page is there.
And one verified detail about that division: its reporting form is restricted and, in the words of its own page, not available for public download; only authorized agencies may request access. So this is a form agencies complete, not one members of the public complete. We write this because the opposite reading circulates online.

21 · Court
Is there an immigration court in Brentwood, and how do I check my case?
Short answer
The answer is clear this round: there is no immigration court here, and the state has only one. The federal agency's own operational status list shows one court for Tennessee; it is listed as open and its address is Brinkley Plaza, 80 Monroe Avenue, Suite 501, Memphis, TN 38103. We write it because it is a court address; we do not publish administrative agency addresses on this page. We write no distance or drive time figure, because this series does not publish distance figures. But we put the single most valuable sentence of this section up front: ask your attorney EARLY about a remote hearing. Requests made a few weeks before a hearing date often do not make it in time, and for a reader living here a hearing day may not be a single-day errand.
Steps, documents and official links
Where the court is, and two more things the list says
- The state's only immigration court is not in this city. The federal list shows a single court for the state, listed as open, at the address above. No separate immigration court in this city, this county or this area appears on the federal list.
- The same court also has a hearing location in another state, listed as a separate line on the federal list. So the court does not serve this state alone. Check which line your notice points to.
- Internet-based hearing links are published on the agency's own page, and under the state heading there are two separate blocks. But remote participation is a possibility and the judge decides; this page does not promise it to you. Make the request through your attorney and make it early.
- A name-trap scan was run and came back clean. In an earlier round of this series, federal listings carried facilities bearing a state's city names that turned out to be in other states. The same scan was run line by line this round and no immigration court in another state bearing this place's or this area's name was found. Even so, as a general habit, write the state code next to any federal facility name you note down.
Planning the hearing day: four lines specific to this city
- Ask about a remote hearing early. For every reader who does not live in the city where the state's only court sits, this is the first question worth asking. The judge decides, but a late request can go unconsidered.
- If you will drive yourself, read the registration and license regime first. In this state the card issued to a person with temporary lawful presence is time limited and says so on its face; on the registration side, from January 1, 2027 an initial registration requires status documentation. Both are in the license and vehicle sections.
- If you have no car, build the plan three days ahead. No municipal bus system run by this city was found; the regional demand-response service requires reservations seventy-two hours ahead for trips out of county and accepts cash or its own card only. The detail is in the transit section.
- Take the weather into account. Winter is real in this state: the transportation department's January 2026 statement described the icing as statewide and asked drivers not to travel. If your hearing falls in the winter months, consider traveling a day early; the detail is in the severe weather section.
The 100-mile border zone: no point in this state is inside it
In states with a land border or a coast, this series has explained the reasonable distance rule created by a federal regulation. The regulation's full text was read this round and the answer came back definite.
- The regulation's test is geographic: the external boundary means the land boundaries and the territorial sea of the United States, and reasonable distance is defined as 100 air miles from that external boundary. This is not a distance between settlements; it is the agency's own rule parameter.
- This state has neither an international land border nor a coast. So no point in it is inside that zone, including this city. Bordering another state is not what this rule is about; the regulation speaks of the country's external boundary, not a state line.
- But we write two warnings in the same breath, and both come from the regulation itself. First, a subsection of the same provision says that in unusual circumstances a distance greater than 100 miles may be deemed reasonable, so the figure is not an absolute ceiling. Second and more importantly: this zone concerns only a particular search and stop authority. Other immigration enforcement powers apply nationwide. So do not conclude from being outside the zone that there is no immigration enforcement here; indeed a federal case has been filed in this state precisely about in-state traffic stops, and we wrote it in the state law section.
If you are going to court: the agency's own rules
- Fax and unauthorized electronic filings are not accepted. Unless staff or the judge specifically asked for them, documents sent that way are not entered into the record and, in the agency's own words, are discarded without review and without notice to the sender.
- Security screening at every visit: metal detector and bag search; you may be asked to remove your shoes; food and drink are not allowed without the judge's permission; cameras and recording devices are prohibited.
- Hearings are open to the public and, in the agency's own words, no advance notice is required for your visit.
- Anyone representing you must be registered in the agency's registry system. Check this when you retain an attorney or accredited representative.
- Language: no Turkish material was found at any institution in this area this round, and we could not measure the state's court interpreter program either, because the state judiciary's site sat behind a verification wall. We do not say there is none, we say we could not read it. Raise any interpreter need through your attorney well before the hearing.
Case status and closures
- Online lookup: your A number is enough for the case information system, and the telephone line is 1-800-898-7180. The official information is still the hearing notice; the system can show new dates late.
- Check for closures on the morning of your hearing: the agency's operational status page. The same page gives the number of courts in the state.
- Report an address change to the court separately, within 5 days, on Form EOIR-33. We wrote the local consequences of moving here in the section above.
Where do I find my I-94, and what if it is wrong?
You can download the I-94 for your most recent entry from the customs agency's site. Errors made at entry, meaning a wrong visa class, a wrong name or a wrong period of stay, are corrected by offices called deferred inspection sites. We could not verify the location or hours of such an office in this area this round, so we write no address or days; read the list on the agency's own page.
- Write first, travel second. Some of these offices are open only a few hours a week.
- These offices correct only errors made at the moment of entry. They are not a general I-94 help desk.
- Why it matters: the duration of your work authorization and some filing eligibilities depend on the information in the I-94. In this state the license regime connects to it directly: the length of your lawful stay determines the validity period of your card. The detail is in the license section.
22 · State law
What do state laws say about federal immigration enforcement, and what is the situation in this county?
Short answer
This section's job is not to produce a fear or a promise but to separate the text on the books from the rule that actually governs today. The statewide picture is set out in four layers in our Tennessee guide, and its summary is this: nearly all of the immigration-related laws enacted in 2025 and 2026 are in force today. Here we write exactly the item that touches this county: this county appears on the participating county list published by the state's own immigration enforcement division. That is accurate. But it cannot be written without three things in the same breath: this is not a question of protection but of delegated authority, every sheriff faces a January 1, 2027 deadline, and the decision belongs to the sheriff, not the city. Read it as neither a promise nor a threat, and this page attaches no label to this city in either direction.
Steps, documents and official links
The local cooperation list: this county is on it, and here is what that does not mean
The state's own immigration enforcement division lists, one by one, the counties participating in the federal cooperation program. As read on October 12, 2026, the list contains 93 of the state's 95 counties, and this county is on it. The list is undated; the line above should not be quoted without that reading date.
Reading that line on its own misleads the reader. There are three things it does not establish, and we write all three.
- This is not a question of protection but of delegated authority. These programs concern a local sheriff being vested with federal authority; federal immigration enforcement applies everywhere in the state, in a listed county and an unlisted one alike. Indeed one of the federal cases filed in this state concerns traffic stops conducted by the state highway patrol. A county's absence from the list does not mean there is no enforcement there, and its presence on the list does not establish a separate legal regime; federal law is the same in both.
- Today's picture is not permanent and the statute has its own calendar. A 2026 act requires every county sheriff to enter a cooperation program by January 1, 2027 and allows state funds to be withheld from those who do not. So the gaps in the list have a limited life under the statute's own timetable. Put that date on your calendar.
- The city is not the body that decides, and that has particular meaning here. The statute says expressly that the agreement is not subject to the approval of the local government the sheriff serves. This city has its own police department and its own municipal court, but this decision belongs to the county sheriff. A city resolution or a commission vote does not change the picture; we write this because readers often go to the wrong door.
Which model of agreement a county holds, and this sheriff's current practice, were not verified this round; we say neither that there is none nor that it is a particular way.
And the same boundary appears once more elsewhere in the law. The act creating the verification and reporting regime for public benefits defines a local governmental entity as a county and an incorporated city separately, so here both the city and the county are covered. We wrote that regime in full in the public benefits section, and that is the place to read before applying for any benefit.
The statewide picture: a short summary and where to look
We wrote the four layers below at length in the state guide; here we give only their headings so you know where to look from this page. We write no code section numbers and refer to provisions by agency and date.
| Layer | Status today |
|---|---|
| The package in force | The centralized immigration enforcement division and its grant program, the license and identification regime, verification and reporting in public benefits, work authorization verification for public employers, the closing of enforcement information to public inspection, court cooperation, the lawful presence condition on professional licenses, and documentation for vehicle registration. All of it operates; the timetable and the detail are in the state guide |
| The public benefits regime and the single injunction | Snader v. Tennessee Dept. of Health, No. 26-0825-I, Davidson County Chancery Court, Chancellor Patricia Head Moskal; temporary restraining order June 24, 2026, agreed temporary injunction July 14, 2026. The scope is narrow, the order is temporary and the merits were not reached. The detail is in the public benefits section |
| An offense on the books but not in force | One section of a 2026 act makes re-entering the state after removal an offense, but that section is conditional and is not in force today. Do not panic if you find the text online; do not assume it will never take effect either. Its trigger is in the state guide |
| Automatic sunset | The effective date provision of the act passed in the 2025 extraordinary session provides for an automatic sunset on January 20, 2029 for four provisions, the centralized immigration enforcement division among them; for the court cooperation provision the date is February 1, 2029. Do not read this as relief: the General Assembly can renew it and most of the other acts are outside its scope |
The provision about local council members, and a contradiction we print
The act passed in the 2025 extraordinary session provided for a felony and removal from office for members of a local governing body who vote for a policy limiting federal immigration enforcement. Seven members of another city's local council sued the district attorney and the state attorney general over those provisions on June 24, 2025; the case is Capp v. Funk, Davidson County Chancery Court. The ground was freedom of speech.
- The outcome: it was reported that in February 2026 an agreed order was entered between the state and the plaintiffs, that the state stopped defending those provisions, and that neither the attorney general nor the district attorney would initiate proceedings against a local official under them. So the text sits on the books but those provisions are not being applied.
- We print a contradiction and take no side: some news sources frame the result as held unconstitutional, while the plaintiffs' own page calls it a settlement. The two framings are not the same and we do not choose between them. The docket number and the text of the order could not be found this round, because the relevant court's records system could not be reached by any route. We do not say there is none, we say we could not verify it.
- And do not widen the scope. The complaint covered only two provisions concerning local government officials; the parallel provisions of the same act concerning state officials were not the subject of the complaint, and whether the settlement reaches them is not known. A general sentence such as the felony was struck down would be wrong.
- This provision is not the reader's provision anyway. It concerns members of a local governing body; it says nothing about your case. We write it here because this decision circulates online as though the whole law had fallen.
And one door, written as an attorney warning rather than a procedural tip
What the provisions in this section have in common is this: several everyday transactions are now status gates. Vehicle registration, license renewal, a professional license application, a public benefit application, a school scholarship application and public sector employment.
- This page does not tell you which form to complete. It tells you that these doors are legal doors.
- If there is any uncertainty about your status, consult an immigration attorney before you approach one of these doors, and do not act on a guess about what will happen at the counter.
- If you are detained, ask to speak with an attorney before discussing your status, and if you are a Turkish citizen, ask that the consulate be notified.
- And do not treat a small court matter as small: this city has its own municipal court, and a traffic citation or a municipal offense goes there. If you have an open immigration case, tell your attorney about even the smallest court matter.
23 · Voting and jury duty
I am not a citizen. Can I register to vote in Brentwood, and what do I do about a jury summons?
Short answer
Voter registration and voting belong to U.S. citizens only, green card holders included. Registering or voting without being a citizen can have severe consequences for your immigration case and is also a crime. Two additional things apply in this state: the temporary license and identification card issued since January 1, 2026 is not valid identification for rights and benefits reserved to citizens, voting included, and a 2026 act gives the portal used by the state election coordinator access to a federal eligibility verification data source. And there is one more detail here: registering to vote at an address is one of the five triggers that make a person a permanent occupant under the zoning ordinance. On the jury side we have to be honest: we could not verify this round which public records this state builds its jury master list from, and we make no claim.
Steps, documents and official links
Voter registration: the rule is clear
- The requirement is citizenship. A green card holder, a person with work authorization, a student or someone with a pending asylum application cannot register.
- The immigration consequence is serious. Registering or voting without being a citizen is a direct problem before the officer assessing eligibility and good moral character; the policy manual treats this in a separate chapter.
- The face of your card says something about this. The document issued to a person whose lawful presence is authorized by the federal government for a fixed period is temporary, and the statute states expressly that it may not be accepted as valid identification for rights and benefits reserved to U.S. citizens, including voting. We described the card type and how it looks in the license section.
- Read the box on the form. If a license, identification card or public service application contains a voter registration portion, signing that portion counts in most states as a sworn declaration that you are a citizen. We could not verify from an official source this round how a license application in this state connects to voter registration; read every portion of the form placed in front of you, do not sign a portion you do not understand, and do not answer yes to the citizenship question if you are not a citizen.
- That warning carries extra weight in this state: the act that took effect in 2026 requires agencies to place on their forms a citizenship or lawful presence declaration signed under penalty of perjury in public benefit applications. So the declaration form in front of you is not always a voter form; read which one you are signing. The detail is in the public benefits section.
- One statutory change for the record: a 2026 act allows the state election coordinator's portal to access a federal eligibility verification system. Research did not measure how that works in an individual file and we write no conclusion; we only record that the statute creates the access.
- Do not fill out voter registration forms handed to you by volunteers door to door or at events. Do not fill them out even if a campaign worker says it will not be a problem.
A detail specific to this city: registering to vote is also a zoning fact
The city's zoning ordinance counts a person's registering to vote using that address as one of the five triggers that make them a permanent occupant of the dwelling. That has no direct consequence for this section's reader, because if you are not a citizen you are not registering anyway. But if there are citizens in your household and you are counting how many people are treated as permanent occupants, add this item to the list; the full rule is in the renting section.
Jury summons: what we know and what we do not
- We say what we do not know: we could not verify which public records this state's jury master list is built from. In some states the driver license pool feeds the jury list and a lawfully present foreign national can receive a summons; whether that is the case here we do not know and we make no claim.
- What to do if a summons arrives: do not ignore it and do not throw it away. Call the jury office of the court named on the letter as soon as possible, or respond online as the letter instructs, and state that you do not meet the qualifications. Use the number on your letter, not a general number.
- There are three separate court doors here and they get confused. A traffic citation or municipal offense goes to the city's own municipal court; a jury summons is a state or federal judiciary matter; and the immigration court is not in this city and does not send jury summonses anyway. Look at the name of the court on the letter.
- A summons is not an error: lists are built from public records, and your name appearing on one does not mean a proceeding has been started against you. It is not something to panic about; it is also not something to leave unanswered.
- We did not read this state's text on jury qualifications this round, so we write neither that you are eligible nor that you are not. Ask the court and ask for the answer in writing.
And keep one thing separate: the subjects in this section and the sheriff's cooperation agreement with federal immigration authorities are not the same subject. We wrote the latter and this county's place on the state list in the state law section; when deciding about voter registration or a jury summons, do not look there, look here.
If you have recently become a citizen: you may now register. Confirm the requirements and the routes from the state election agency's own page and take the current form from there.

I became a citizen. How do I get a U.S. passport in Brentwood?
Short answer
A first U.S. passport is obtained in person on Form DS-11: you take the original of your citizenship document to an acceptance facility. The acceptance facilities in this city and this county were not counted this round, so this page gives no count, no name and no address. The two most useful things this section can give you are these: search by ZIP code rather than city name, and take the hours from the institution itself rather than from the federal data file. And the first rule is particularly concrete here: your ZIP code also covers homes outside the city limits, so the place name on the envelope and the government you legally belong to can come apart.
Steps, documents and official links
Search by ZIP code, not by city name
This is the most functional instruction in this section, which is why we put it first. Do not type a city name into the federal acceptance facility locator, type your ZIP code. The reasons were measured:
- Here the postal name and the legal situation can diverge. The city's own institution warns that some addresses carrying this city's name on the envelope are outside the municipal boundary. We explained the check in the boundaries section.
- There are other municipalities in the county, and a facility that serves your ZIP code may be listed under another place's name. Someone searching by city name can miss a nearby location.
- Postal name and actual location can diverge too. In this series an acceptance facility sitting inside one city was listed in the federal file under another city's postal name.
- A ZIP code eliminates all three errors.
An acceptance facility and an agency are two different things
This is the distinction readers confuse most. An acceptance facility can be a post office, a county clerk's office, a library or a university counter, and it takes and forwards a routine or expedited application. A passport agency is an entirely separate network, for urgent travel, working by appointment. We could not verify the nearest passport agency to this state this round and we write no agency name, city or distance; take the current list and the appointment rules from the federal agency's own site.
Take hours and payment rules from the institution
- The federal file gives hours as a code and can understate an institution's own rule. In examples measured in this series the institution's own page was more detailed and more restrictive than the file: some locations work by appointment only on certain days, and some require a separate appointment for each applicant.
- The payment trap costs real money. A county counter read in this series stated that the federal passport fee cannot be paid by debit or credit card and only by check or money order, while it accepted other forms for its own execution fee. So you make two separate payments at the same counter and the two may not accept the same payment method. Ask before you go.
- A similar warning came up at the marriage counter in this state: in this county the marriage license is cash only. The detail is in the marriage section; apply the same habit at the passport counter and ask about payment methods by phone.
- We do not write fee figures here, because both the federal fee and the local execution fee change.
- Language: no Turkish material was found at any institution in this area this round; the institutional second language is Spanish without exception. We do not say there is none, we say research found none, and we wrote the detail in the language access part.
When you go to apply
- A first passport is obtained in person. Form DS-11 is completed but not signed; you sign it in front of the official. The original of the citizenship document is taken and surrendered during the process; it comes back with the passport.
- Identification and photocopies: the original and a photocopy of your photo identification are required. Some acceptance facilities provide photos, copying and mailing on site; ask in advance whether the location you are going to does.
- For a child's application both parents must be present or you must bring the consent document the agency requires. We wrote where to obtain the child's birth certificate in the vital records section; in this state a birth certificate can be obtained from any of the 95 county health departments.
- If you will travel to Türkiye, settle in advance how you will report your U.S. citizenship to the Turkish civil registry and which passport you will use to enter as a dual citizen; the process runs through the consulate, and in this state the consulate is in another state.

What is there to see in Brentwood, and what does admission cost?
Short answer
In this city the gate to an outings budget is not a discount, it is a boundary line. The question this page has been asking from the start, is my address inside the city limits, comes back here too, and this is where you pay for it most concretely: the same library card is free for a city resident, $75 a year for someone living elsewhere in the county and $130 a year for someone outside it. There is also a door that asks about no boundary at all, and it is the clearest positive item of this round: state parks charge no admission fee, and the agency says so in its own words. The city's own park system is large, and there is not a single sentence about admission fees on the department's page; that is why we do not write that they are free either. Everything below was read from the institutions' own pages on October 12, 2026.
Steps, documents and official links
State parks: no admission fee, and the agency writes it itself
- The frequently asked questions page of the agency that runs the parks says in its own words that no access fee is charged at any state park, and adds that donations are accepted instead of an access fee. There is no per vehicle or per person distinction, because the admission fee itself does not exist, and entry on foot is free too. So if you have not registered a car yet, that is not an obstacle.
- Parks are open to the public seven days a week, 365 days a year; park offices, museums and visitor centers may close two days a week and their hours vary. In the agency's own words all state parks are open through the winter as well. In most parks the hours run from half an hour before sunrise to half an hour after sunset.
- A framing difference and a contradiction inside the agency itself: the same page says in one item that there is no admission fee, while another item refers to day-use fees. We take no side. The correct framing for the reader is this: there is no charge to enter a park, but some facilities and activities inside a park may charge. Which facility charges what varies park by park and no single list was found.
- There is a second contradiction on discounts: the agency's frequently asked questions page describes the senior discount as tied to residents of the state, while the discounts page states only an age condition in the senior item and asks for no residency. Both sit on the same agency's site; we take no side. The agency also does not say which document it accepts as proof of state residency, and that could not be verified.
- None of these discounts is tied to income or to an assistance program; they are lodging, camping, golf and restaurant discounts. Since admission is already free there is no admission discount to speak of. On the disability discount the agency's own sentence says it is available to disabled visitors who are residents and non-residents of the state.
The city's own parks: a long list, no fee sentence
On its own page the city's parks and recreation department lists its parks and facilities: Granny White Park, Crockett Park, Tower Park, Flag Pole, Marcella Vivrette Smith Park, Deerwood Arboretum, Library Arboretum, Miss Peggy's Bark Park and Holiday Park.
- On fees the measurement is this: the page does not mention an admission fee, a resident versus non-resident difference, or any free program. That is why we do not say they are free; the institution does not say it, so neither do we. The absence of a fee is not proof that something is free, so ask before you go.
- Renting a facility is a separate errand: the page asks you to create an account first in order to reserve a shelter or the pavilion, and it does not list rental rates. If you are planning a birthday or a community event, you will see the price after you open the account.
- There is a field conditions line and it is useful: field status for three large parks is announced at 615-373-7752. Call before you set out on a rainy day.
- Holiday hours: on Thanksgiving, Christmas Eve and Christmas Day and on New Year's Day the parks are open 06:00 to 18:00 with offices closed.
- What the city writes about the large park: Marcella Vivrette Smith Park opened to the public on November 8, 2014; it has more than six miles of hiking trails; the mountain bike trail system opened in April 2024; and the historic Ravenswood Mansion sits inside the park. For a family with children that means a day out with no indoor admission to pay.
- If you have a dog, a dog park is on the list; the arboretum beside the library is a stop you can combine with a library visit.
Three items not found in this city, and why we write that
Three doors that work in other places in this guide were all three not found here. We write them so that you can check if you read the opposite somewhere.
| Door | What was measured in this place |
|---|---|
| A large museum that charges no admission | Not found. Such institutions exist in other places in the state; no counterpart turned up here in the research. We do not say there is none |
| A free residency card issued by the city | Not found. In one place in this series such a card opens community centers and a zoo day; that item belongs there and is not carried here |
| A museum or park pass lent through the library | Not found. Since state parks are already free, a park pass expectation is beside the point anyway; a museum pass loan did not appear for this library in the research. Ask the library |
| An item lending collection and a borrowing limit | Not found on the institution's page. How many items and for how many weeks is not stated on the page; ask when you get your card |
| A resident versus non-resident park fee difference | Not found. No such distinction appears on the department's page; the place where the distinction bites is the library card, and we wrote it below |
Language: no Turkish material was found at any institution
- No Turkish material was found at any institution read this round, and no institutional second language appeared at this place's institutions either. Statewide the institutional second language is Spanish without exception.
- But there is a right you can ask for and the door is identified: the footer of the agency that runs the state parks says that free language assistance services are offered to people who find it hard to read, speak or understand English, and it links to a separate language access page. The agency's language access plan is published in English and Spanish; no Turkish was found. Asking for the service is still your right.
- State sites carry a translation menu and the agency's own sentence says it is a machine translation service. That is not the agency's own Turkish text, and this page does not present it as Turkish material being available.
- A disclaimer sentence was not found either. In another state in this series a park agency published an accuracy warning about its own machine translation; no such warning was found in this state, so the translation is offered without a caveat beside it. We do not say there is none, we say none was found. The practical consequence: do not read anything important through machine translation, use the institution's language assistance door or call.
What we did not write in this section, and why
- The fee and discount tables of museums in other settlements. This is a large area and institutions exist in neighboring places; but their prices were not measured for this place this round and we do not carry another page's finding here. Read the visit page of the institution you plan to go to.
- Any distance or drive time, because this series does not publish distance figures.
- No place of worship, and no association or cultural center whose 2026 activity could not be verified from its own site.
- Subdivision pools and playgrounds. These are private amenities, not public parks; they depend on the dues and rules of the home you rent or buy, and this page does not count them as public facilities.
26 · Free and family-friendly
What is free to do in Brentwood, and where can I take the kids?
Short answer
In this city free has two separate doors and they work very differently. The first door asks nothing: state parks charge no admission, no document is requested at the gate, and entry on foot is free. The second door asks one single question and turns the answer into money: is your address inside the city limits? A library card is free for a city resident, $75 a year for someone living elsewhere in the county and $130 a year for someone outside it. And there is a second library here: the county's own library system is a separate institution with its own rules and its own fee. They are not the same thing, and this page writes them separately.
Steps, documents and official links
The first door: the items that ask nothing
- State parks. No admission fee, and the agency says so in its own words; open seven days a week, open in winter, and no document is requested at the gate. For a newly arrived family that is the safest door in the first months: you can enter even if you do not yet have a state identification card.
- The city's own parks. The list is long and the large park has more than six miles of trails plus a mountain bike system. But we do not write free: the department's page says nothing about admission. The detail is in the section above.
- One warning, because it is easy to confuse in this place: a subdivision pool, clubhouse or playground is a private amenity, not a public park. A listing that says pool does not mean that pool is open to everyone; access depends on dues and on the association's rules.
The second door: the library card, and there are TWO libraries here
This is the most important part of the section. The city's own library and the county's library system are separate institutions, they issue separate cards, and their conditions are not the same. If you live outside the city limits you have two separate options and they are not the same thing.
| Item | The city library | The county library system |
|---|---|---|
| Who gets it free | Residents of the city, age 5 and over. Also people operating a business inside the city limits (one card per business, family members can be added), educators employed at a school in the county (family members cannot be added) and volunteers who have completed their first 15 hours (at least 60 hours a year to keep the privilege) | Its own residents. A card can be obtained starting at age 4 |
| Who pays | County residents outside the city: $75 a year. Residents outside the county: $130 a year | There is an annual fee for non-residents, but the amount is not stated on the page. The institution refers callers to the circulation department: 615-595-1277. We could not verify the amount and we write no figure |
| Identification | Government issued photo identification. The institution does not say which types count, so we could not verify whether a foreign passport falls inside that phrase and we do not write that it is accepted. If the address on the identification is out of date, proof of residence is also required and the document must carry the applicant's name | A driver license showing a current address; if it does not, another official item such as a piece of postmarked mail with your name on it or a utility bill |
| Accepted proof of residence | Checkbook, bank statement, utility bill, current property tax bill or receipt, renter's or homeowner's insurance, closing documents, a property lease and a voter registration card | No list at that level of detail was found on the page; ask the circulation department |
| Children | Anyone 17 and under must have a parent or legal guardian present; the same applies to applicants between 5 and 17 | The age threshold is 4; the parent rule was not found at that level of detail on the page |
| One extra option | An eCard for online materials only can be registered online; no physical card is issued | A reciprocal borrowing program runs with counties touching Williamson County; material borrowed from another library is returned to that library |
- The institution states the reason for the fee itself: the city library is funded by the city's property taxes, so people living outside the line buy an annual membership. It is not discrimination, it is a funding logic, but it still comes out of your pocket.
- And the city's own warning sits exactly here: "Please know, some Brentwood addresses lie outside the city limits." So a home whose envelope carries this city's name may face a paid library card. Before you apply for a card, check your address the way we describe in the boundaries section.
- If you are outside the city line, make the choice knowingly: paying $75 to the city library and applying to the county system for an annual fee whose amount is not published are two separate options. Learning the second one's price is one phone call; decide afterward.
- The county system's page does not mention this city at all, so do not assume automatic validity between the two institutions.
- If you are getting a card for your child you must be present and bring your identification; do not send the child alone.
An honest summary of this section for a reader without a number
- The good news: the city library's published requirements never mention a Social Security number or immigration status, and the accepted proofs of residence include a lease and a utility bill.
- The open end: the institution describes identification only as government issued photo identification and does not say which types count. Other institutions in this series list a passport expressly; that sentence is absent here. We do not write that a foreign passport is accepted, and we do not write that it is refused. Before you apply, call and ask which documents are accepted and note the answer.
- The state identification side is a separate file: the license and identification regime changed in this state in 2026 and the card issued to someone with temporary lawful presence is time limited. We wrote the card type and where to go in the license section.
The door not found here, and why we write it
In other places in this guide, free has one more door: museums give a discount or free admission in return for showing an assistance card at the door. No such program appeared in the research for institutions in this place.
- We do not write that there is none. Its absence from institutions' pages does not mean there is no answer when you ask at the counter. If you are enrolled in an assistance program, ask at the window.
- And we keep one distinction here as well: the assistance programs behind museum discounts and the programs that immigration law exempts from the public charge assessment are not the same subject and are not merged on this page. We wrote the latter in the public benefits section. If you are considering enrolling in an assistance program, consult an attorney first; this page recommends no such step to anyone.
- The common structure of the museum discounts measured this round is worth knowing: institutions ask at the door for a CARD, not an income statement. So the discount is open not to everyone with a low income but to people enrolled in a particular assistance program. Read the visit page of any museum before you go.
The order for a weekend with children
- Find out your address first. The price of the library card depends on it and the difference is $75 or $130 a year. We explained the check in the boundaries section.
- Call before you apply for the card and ask which photo identification is accepted; the institution does not state the types and we could not verify it.
- State parks for the outdoors. No admission fee, open in winter, no document at the gate.
- The city's large park is enough for a full day; call the field conditions line before you set out in wet weather and remember that on holidays the parks are open 06:00 to 18:00.
- If you will rent a facility, open the account in advance; the department shows availability only through an account and does not list rates on its page.
27 · Turkish consulate
Where do Turkish consular matters get handled from Brentwood?
Short answer
Tennessee sits in the consular district of the Turkish Consulate General in Houston, and this is not an assumption: the mission's own site lists its district as eight states and Tennessee appears on four separate pages; moreover the pages of the five other Turkish consulates general in the United States were scanned the same round and Tennessee appears on none of them. Two things about timing should be known before you travel: the only published window for general consular business is 09:00 to 12:30 in the morning, and visa applications are separate and taken in a thirty minute window. We write no distance or drive time figure, but we say up front that the trip leaves the state and that fitting two transactions into one day is unlikely.
Steps, documents and official links
| Item | Information |
|---|---|
| Mission | Consulate General of the Republic of Türkiye in Houston |
| Address | 5333 Westheimer Road, Suite 1050, Houston, TX 77056 |
| Switchboard | +1 346 439 65 60 |
| After hours emergency and duty officer | +1 832 774 18 61 |
| Consular call center, 24 hours, 7 days | +1 888 566 76 56 |
| Office hours | Weekdays 09:00 to 12:30. The mission publishes no afternoon counter hours for general consular business; this is the only published window |
| Visa application hours | 14:00 to 14:30, a separate thirty minute window. The mission asks that an appointment be made before you come |
| Appointments | An advance appointment for every transaction; the appointment system runs through the mission's own menu |
| Holiday calendar | The mission publishes its 2026 and 2027 holiday calendar on its own page; it covers both U.S. and Turkish official days, including October 29. Check it before you book |
One comparison, because it has a practical consequence for a reader traveling from here: some consulates general offer two windows a day, morning and afternoon. In Houston the afternoon holds only the thirty minute visa window. What that means is this: your chances of fitting two transactions into a single day are slim. Factor that in when you plan the trip.
On the clock there is an advantage and it is real for a reader traveling from here: the consulate general is in the same time zone as you, so the published appointment and telephone hours are directly your hours. The detail is in the time difference section.
The attache offices are in the same building, in fact the same suite
In one round of this series the attache offices sat in a different building from the consulate general and that page sent readers to two separate addresses. The situation here is different and we do not carry that warning onto this page: all three attache offices publish the consulate general's address and the same suite number.
- Office of the Religious Services Attache
- Office of the Education Attache
- Office of the Commercial Attache
So your child's diploma equivalency matter and your consular business can be handled in the same building. But appointments are made separately; work out in advance whether they fit into the same day, because the general transaction window is mornings only.
The consular district: eight states, and a proximity trap
According to the mission's own list, the district covers Alabama, Arkansas, Louisiana, Mississippi, New Mexico, Oklahoma, Tennessee and Texas.
And there is a trap here, because geographic intuition misleads on this question. The Chicago consulate general lists its district as thirteen Midwestern states, and this state's northern neighbor, Kentucky, is on that list. Tennessee is not. So an acquaintance living on the other side of the line may belong to a different mission. Your neighbor's consulate may not be your consulate; confirm which mission covers your state before you start.
Which matters are handled there
The transaction headings in the mission's own application menu show what actually runs through it:
- Birth notifications and civil registry transactions
- Marriage registration
- Passport services
- Military service matters, under four separate subheadings in the menu
- Notarial services: powers of attorney, revocations, consents, undertakings and contracts
- Certification services: certification of signatures and seals on documents issued by foreign authorities, and certification of translations made by sworn translators
- Turkish citizenship matters
- Estate matters
- Visa information, inquiries and appointments
Transactions that can be done by mail: this can cancel a trip
Nearly every transaction in the mission's menu carries the line that you must apply in person after taking an appointment. But two exceptions were found:
- For registration of a marriage performed before foreign local authorities, the menu says you may apply by mail.
- An international marriage record extract can be obtained either by appointment or through an online link that mails it to your address.
This is directly useful for a reader who marries in this city: if you took the license from the county clerk and held the ceremony here, you may not need to travel to Houston for the registration. The right step: before booking an appointment, call the call center and ask whether your particular transaction can be done by mail. We wrote this county's marriage license procedure, its fee and its payment trap in the marriage section.
We do not list the documents on this page. Every transaction has its own fee and its own document list, and we could not verify item by item which transaction requires what this round. Traveling to another state with the wrong documents would be the most expensive advice this page could give you; confirm the list from the appointment menu and the call center.
Start the document side BEFORE your consular appointment
The state agency that authenticates a U.S. document you will take to Türkiye is not in this city. The agency has a same day counter window, but reaching it means going to the counter; mail is also an option. The practical consequence: start the document errand before your consular appointment. We wrote the procedure and a detail that is easy to misread in the apostille section; that is the place to read before you book.
Three routes to try before you travel
- The Turkish e-government portal. Civil registry, address and some document transactions can be done remotely; check there first which transaction can be handled without traveling.
- The call center. Open 24 hours, seven days, so the time difference is not a problem, and it is the fastest way to learn which documents are required.
- Courier or mail. Apart from the exceptions above, ask the call center which transactions run by document shipment; do not send documents on your own initiative.

What do I do to use a document from Brentwood in Türkiye?
Short answer
First, the agency: the work is done by the authentication office within the Tennessee Secretary of State, and it is not in this city. The office has a same day window, but that window requires going to the counter; mail is also available, and separating the two from the start saves your calendar. The fee is $2 per document. There are two conveniences: the document does not have to have been reissued for the purpose of an apostille, and county certification is not required for vital records. There is, however, one subtlety that can send a package back: for notarized private documents county certification is mandatory, and the test is not the county where you live but THE COUNTY WHERE THE NOTARY IS COMMISSIONED.
Steps, documents and official links
The office and how it works
| Item | Information |
|---|---|
| Unit | Tennessee Secretary of State, the authentication office of the business services division |
| Address | 312 Rosa L. Parks Avenue, 6th floor, Nashville, TN 37243 |
| In person | 3rd floor customer service desk, weekdays 08:00 to 16:15 |
| Same day service | If you arrive before 14:00. If you intend to use that window, plan the day around it; if you cannot make it, there is the mail route |
| Fee | $2.00 per document. Since this is a fee figure, confirm it on the agency's own page before you pay |
| Scope | The agency issues an apostille or a certificate of authentication for documents issued, made or certified by county clerks, the state office of vital records and the Secretary of State |
The same agency is also the contact for anyone forming a business. Company formation runs through the same division; the two are not the same file but they are the same door. The detail is in the business section.
There are two routes and you should know which one you are on
Route A: a notarized private document. County certification is mandatory here.
- You take the document to a Tennessee notary and have it notarized.
- You take the notarized document to the clerk of the county where the notary is commissioned and have the notary's signature certified.
- Then you send the agency's own request form, the document, the name of the certifying county and the fee to the Secretary of State.
The test in that step is easily misunderstood, so we write it separately: what governs is neither where the document was signed nor the county where you live, but the county where the notary is commissioned. If you live in this city and signed before a notary in the county where you work, that step goes to that county. And a notary from a neighboring state never enters this chain at all, because the agency processes only documents issued in this state. Keep that in mind when you choose a notary. The county clerk's certification fee varies from county to county; the figures seen this round came from secondary sources and we write no figure, so ask the county clerk.
There is one convenience in this county: the county clerk is the same office where you will register your vehicle. So you can plan two errands into one trip; we wrote the registration procedure and the document rule starting in 2027 in the vehicle section. But ask about appointments and counter arrangements in advance, because the two errands may not run from the same desk.
Route B: a vital record. County certification is not required here, and there is a convenience.
- The agency's own sentence says this: if you already hold a certified copy and simply need an apostille added, you may send your request and the document directly to the Secretary of State, with the $2 per document fee.
- That is not the case everywhere in this series. In some states a birth or death certificate has to be reissued for an apostille and must carry a particular signature. There is no such condition here: a certified copy you obtained years ago can go straight into the process.
- If you do not hold a certified copy, the route is still easy: you send two separate payments to the vital records office, one to the office for the copies and one to the Secretary of State for the apostille, and the vital records office forwards the document, the payment and the request to the Secretary of State itself. So you do not visit two agencies separately.
- And obtaining a vital record is already easy in this state: birth and death certificates can be obtained from any of the 95 county health departments. But the same sentence is not written for marriage and divorce records; for those the central office or the mail route applies. The detail is in the vital records section, and that is the place to read before the apostille.
Apostille or authentication: we do not answer that for you
The agency's own distinction is this: if a document requires a certificate of authentication, the U.S. Department of State must also certify the state's signature; with an apostille that step is not required. So the difference between the two is one more leg of travel.
- The agency does not publish its own country list and its own guidance is clear: if you are unsure which type of certification is required, ask the consulate of the receiving country or the U.S. Department of State's authentications office.
- That is why this page makes no claim about which bucket Türkiye falls into. The right step is to follow the agency's own guidance: call the consulate general's call center and ask which one your document requires, or ask the federal authentications office. Requesting the wrong service means the package comes back.
Out of state documents and a timing warning
- Only documents issued in this state are within scope. The agency's own sentence says that if the document was issued in another state you must apply to that state's authority. Do not send the certificate of a child born in another state to this state's agency.
- Federal documents are not authenticated at the state level. For a federal document such as a certificate of naturalization, the contact is the U.S. Department of State's authentications office. This is an expensive and common mistake.
- We write no figure for mail processing time. The agency's page gives no time frame and the estimates seen this round were not official. Start early and build the calendar around dates rather than durations.
Do not break the order
- Obtain the document. Any county health department for a birth or death certificate; a notary for a private document.
- Get the county certification on a notarized document, and go to the county where the notary is commissioned.
- Translate it and have the translation notarized if required. Ask the Turkish institution that will receive the document, or the consulate, which translation is required.
- Take the certification last. Nothing can be changed on a document after it has been certified.
The reverse direction: using a Turkish document in the United States
For Turkish documents you will use in the United States for your immigration case, the direction reverses: those documents are apostilled in Türkiye and submitted here with a certified English translation. No agency here performs that step.
And we make no claim about the order. For U.S. documents going to Türkiye, consular certification and an apostille are alternative routes, not two links in the same chain. Which one is required for which document depends on the issuing authority and on the Turkish institution that will ask for it. No official information note answering whether the apostille or the translation comes first was found this round, so this page imposes no order; ask the call center and ask for the answer in writing.
29 · Time and flights
What is the time difference between Brentwood and Türkiye, and how do I fly to Istanbul?
Short answer
Here one sentence has to be written in two parts, because writing it in one would be an error. Tennessee is not in a single time zone: the federal time zone boundary runs through the state and the eastern part sits in another zone. But this city's county is west of that line, which means Central time. For you the difference is single: Türkiye is 8 hours ahead in summer and 9 hours ahead in winter, and the change happens one-sidedly twice a year because Türkiye does not observe daylight saving. On the flight side we write carefully: research found no nonstop scheduled flight to Istanbul from the airport serving this area, and there is a name trap: the airport's name contains the word international, but its nonstop international routes are limited and Türkiye is not among them.
Steps, documents and official links
The state is not in one time zone, but this place is on Central time
- The federal time zone regulation runs the boundary through the state and describes it along county lines. East of the line is Eastern time and west of it is Central time.
- This city's county lies west of the line, so Central time. The large cities in the eastern part of the state are in another zone.
- The practical consequence: when you call an institution in the eastern part of the state or travel there, account for the time difference. Writing a single statewide time difference would have been an error.
How many hours ahead Türkiye is, and when it changes
| Period | Difference with Türkiye | When it is 09:00 here, in Türkiye it is |
|---|---|---|
| During daylight saving time | Türkiye is 8 hours ahead | 17:00 |
| During standard time | Türkiye is 9 hours ahead | 18:00 |
- Clocks go back on the first Sunday in November at 02:00. For 2026 that date is November 1, 2026. So in the days this page is published the difference is 8 hours, and after the first week of November it is 9 hours. Because Türkiye does not shift its clocks, you experience the change one-sidedly.
- Clocks go forward on the second Sunday in March at 02:00.
- The consulate general is in the same time zone. It is on Central time, so its published appointment and telephone hours are directly your hours and you do not have to convert them. But remember how narrow the window is: the only published window for general business is 09:00 to 12:30 in the morning, and the detail is in the consulate section.
The practical window for calling Türkiye
- The trap runs the other way: if a bank, hospital or government office in Türkiye works weekdays from 09:00 to 17:00, the window in which you can call from here opens very early in the morning and closes before noon. When it is 17:00 in Türkiye in summer, it is 09:00 here.
- Two channels solve it: the Turkish e-government portal and the consular call center, open 24 hours. Both remove the time difference.
- Tell people calling you from Türkiye: an hour that is evening there is midday here, and an hour that is midnight there is afternoon here. Plan appointments and family calls accordingly.
Flying to Istanbul, and a name trap
- The name trap first: the airport serving this area carries the word International in its name, but that does not mean there is a scheduled route to Türkiye. Its nonstop international routes are limited and Türkiye was not found among them; Türkiye does not appear on the airport's own stated list of European targets either.
- The conclusion, written carefully: research found no nonstop scheduled flight from here to Istanbul or to any point in Türkiye. We do not write that there is none, because the airport's own destination list could not be read first hand this round. When you search for tickets, look at connecting options and confirm the routing on the carrier's own site.
- Plan how you will get to the airport in advance. No municipal bus system run by this city was found; the regional demand-response service requires reservations seventy-two hours ahead for trips that cross a county line and accepts cash or its own card only. We wrote the options in the transit section. We write no distance or drive time figure.
- No intercity passenger rail station was found in this place either, so do not plan on reaching a connection point by train.
- Luggage and identification: the identification you will use on an international flight is your passport. We wrote where the state's cards are accepted on aircraft and in federal buildings in the license section; that regime changed in 2026 and needs reading.
- Weather: account for winter when you plan a travel day. The transportation department's January 2026 statement described the icing as statewide and asked drivers not to travel; the same statement says interstates are cleared first and neighborhood streets can come last. We wrote the detail in the severe weather section.
