Just moved to Hendersonville? Do it in this order

If you have just moved to Hendersonville, learn two things first, because everything on this page connects to them. The first is your bill: here the city does not own or operate any of the utilities that reach your home. That is the city's own sentence. Water comes from one of two districts, electricity from a cooperative or from another city's municipal utility, and natural gas from a private company, and all of them can change with the address. That has one very concrete consequence: in a dispute, the complaint forum you go to splits four ways depending on what kind of entity your provider is. So your first job on day one is simple: open your bill and find out what kind of entity your provider is. The second is your driver license: this city does not yet have a permanent driver service center. The mobile unit operates on Thursdays only, from 8 a.m. to 4:30 p.m., and the full-service center where testing is done is in the next town over. Below are the 29 everyday tasks Hendersonville newcomers search for most, with links to the official sources. Statewide rules are kept short and linked to our Tennessee guide.

  1. Day oneOpen your bill and find out what kind of entity your provider is. The city operates no utility; your complaint forum splits four ways by provider type.
  2. Day oneNote what the city actually does. Police, fire, zoning, parks, the city court and trash sit with the city; everything else sits with other institutions.
  3. 10 daysIf you are subject to address reporting, report your new address to USCIS (AR-11). A move inside the city counts too.
  4. Week 1Find out which district your water comes from. The city has two separate water districts and which one you fall under depends on the address.
  5. Week 1Learn the trash schedule. Yard waste weekly, limbs and brush every six to eight weeks; your contact is the city's public works department, not the company.
  6. Week 1Register for alerts and choose your refuge area. Both tornado and winter risk are real here, and we found no published public shelter list.
  7. 30 daysArrange your license business for a Thursday. There is no permanent center in town and the mobile unit comes Thursdays only; testing is at the full-service center in the next town.
  8. With a carRegistration goes through the county clerk. From January 1, 2027 an initial registration requires status documentation, and no plate is issued until the county wheel tax is paid.
  9. No carLearn the express route's hours and the demand-response reservation rule. We found no bus system run by the city itself.
  10. NowEnroll your children in school. The district accepts a passport as photo identification; if you are staying with a relative you need a notarized affidavit.
  11. NowApply for health coverage. This state did not expand coverage; assess each person in the household separately, because the mother may be covered while the child is not.
  12. RentingCheck four things before you sign: the bold print clauses, the deposit account, the occupancy limit and the building's refuge area.
  13. If marryingYou may get the license in any county and it is valid for 30 days. We did not find this county's fee; ask about the amount and the payment method before you go.
  14. DocumentsYour own county health department is enough for a birth certificate; that sentence is not written for marriage records.
  15. If you buyProperty tax and the relief program. The 2025 combined rate is 2.0093, and you can apply at the city building too.

Consulate, apostille and other Türkiye-related tasks are at the end of the page. Statewide rules are in our Tennessee guide. Download this checklist as a PDF (first 30 days)

Four separate doors

The city operates no utility. Your complaint forum depends on your provider type: a private regulated company, a utility district, an electric cooperative or a municipal utility.

Thursdays only

There is no permanent driver service center in town. At the address chosen for the new center, the mobile unit works Thursdays only, from 8 a.m. to 4:30 p.m.; testing is in the next town.

$2.0093

The 2025 combined property tax rate per $100 of assessed value: a county share of 1.4210 plus a city share of 0.5883. Residential assessed value is a quarter of the appraised value.

Five people maximum

Under the city zoning ordinance, unless all members are related by blood or marriage a household may not exceed five people. Domestic servants employed on the premises are not counted.

01 · Driver license

How do I get a driver license in Hendersonville, and where do I go?

Short answer

The most practical sentence on this page is this one: Hendersonville does not yet have a permanent driver service center. At the address chosen for the new center, the state safety department runs a mobile unit, and that unit serves customers on Thursdays only, from 8 a.m. to 4:30 p.m. There is also a kiosk at city hall, but a kiosk is a machine, not a clerk. Your full-service office, the one where testing is done, is in the county seat, the next town over. Card types, the limited-term card regime, the document list and the exam languages are the same statewide; we cover those in the driver license section of our Tennessee guide.

Steps, documents and official links

Four locations, and three of them are not interchangeable

We read the state safety department's own location and advisory lists on October 12, 2026. Here is how the locations in Sumner County break down.

LocationAddressDays and hours
Mobile unit, one day a week260 W Main St., HendersonvilleThursdays only, 8 a.m. to 4:30 p.m.
Full service, testing done hereGallatin Driver Service Center, 855 N Bluejay Way, Gallatin, TN 37066Monday through Friday, 8:30 a.m. to 5 p.m.
KioskCity of Hendersonville Kiosk, 101 Maple Drive North, Hendersonville, TN 37075Monday through Friday, 8 a.m. to 4:30 p.m.
KioskSumner County Clerk Kiosk, 355 N Belvedere Dr #111, Gallatin, TN 37066Monday through Friday, 8 a.m. to 5 p.m.
KioskPortland Library Kiosk, 301 Portland Blvd, Portland, TN 37148Wednesday through Friday 9 a.m. to 6 p.m.; Saturday 9 a.m. to 1 p.m. The department's own note: closed Monday and Tuesday

The department's own wording is this: the mobile unit is assisting customers at the future site of the new Hendersonville driver services center. So an address has been chosen for the permanent center, but the center has not opened. For the opening date, research did not find anything; the department gives no date. Read that not as a failing but as planning information: if you cannot arrange your business for a Thursday, your trip is to the county seat.

What a kiosk does, and what it does not

Having a kiosk in town sounds reassuring, but going there without knowing its limits is the easiest mistake on this page. A kiosk handles ready-made transactions such as renewals and duplicates; it is not suitable for testing, first issuance or document review. If you have just arrived from abroad, if this is your first license, or if a clerk needs to look at your documents, the kiosk will not serve you.

Sort the three doors this way: if your documents must be reviewed, go to the mobile unit or the full-service center in the county seat; if you are taking an exam, only the full-service center; if you are renewing or replacing a card you already hold, the kiosk.

There is also a fee difference: every license transaction done at a county clerk branch adds 4 dollars on top of the state fee. A small amount, but know that the door you walk through has a price.

Two things to do before you go

  1. Fill out the application online and send your documents for pre-approval. The department advises new and returning residents to complete the application through its online service channel before coming in; documents can be submitted for pre-approval, which takes five business days. You still have to appear with the original documents.
  2. Make an appointment. Transactions you can book include first issuance, renewal, duplicate, name and address change, and the knowledge test; appointments are not offered at every center and the types vary by center. Arrive fifteen minutes early; if you are late the appointment is canceled and you are put in the walk-in line. Centers are closed on state holidays. When the office in your own town opens one day a week, these rules matter even more: a Thursday missed is a week lost.

Four statewide items, and all four touch your file

  • Research found no status-independent driving card. The department's document lists recognize only three categories: citizenship, lawful permanent residence and temporary lawful presence. No fourth card was found.
  • The card issued to someone with temporary lawful presence is limited-term. By the administrative rule's own definition it is valid for the length of the authorized stay; if the stay has no definite end, the term is one year. And the face of the card reveals the status: in the department's own sample image, TEMPORARY DRIVER LICENSE appears in capital letters ahead of the name.
  • There is no exam in Turkish. The computerized exam is offered in only three foreign languages, and Turkish is not among them. Interpreters are prohibited, a printed dictionary is allowed, an electronic one is not. This has a subtle consequence: because Turkish is not offered, a Turkish reader takes the exam in English and therefore does not fall into the short-term, non-renewable card regime applied to people who test in another language. That is not a convenience; it is the absence of one.
  • A Turkish license is not exchanged. Turkey does not appear on the department's reciprocity list; new residents from other countries are required to take the vision screening, the knowledge test and the road skills test, all three. An English translation of a Turkish passport may be requested, and an international driving permit alone does not grant driving privileges. Details are in the foreign license section of the state guide.

A winter road test appointment: the department's two written limits

The department's own driver handbook contains two sentences that affect your appointment: road tests are not given in extreme weather (it lists heavy rain and snow, dense fog, hail, high winds and icy roads) and during winter months road tests are not given in the dark. Winter is real in this state; the detail is in the severe weather section. The practical result: if you book in winter, pick an early slot and plan for the possibility of a weather cancellation.

Is there a restriction by office

In some states, agencies publish data showing which office handles foreign national transactions. In Tennessee such a field was searched for and not found; the department's location data carries the name, address, hours, phone number and county, but no service list. The department's only written distinction is between full service and a branch where no testing is done, and it asks new residents to go to any full-service center. That does not prove there is no restriction by office. Call before you go and ask about your transaction by name.

02 · Vehicles

How do I register a car in Hendersonville?

Short answer

Registration applications are processed only through the county clerk, and the state says so in its own sentence. For Hendersonville that means the Sumner County Clerk. One date should shape your calendar: January 1, 2027. From then on, the initial registration of a vehicle that is issued a license plate requires documentation of citizenship, lawful permanent residence or temporary lawful presence. Renewals do not require that document. There is also a local item: this county levies a county wheel tax on top of the state registration fee, and no plate is issued until it is paid.

Steps, documents and official links

January 1, 2027: documents for initial registrations, a warning notice on renewals

A state law enacted in 2026 provides that the county clerk may not process an application for the initial issuance of registration of a motor vehicle that is issued a license plate until the applicant provides documentation that the applicant is a citizen of the United States, a lawful permanent resident, or a person whose presence in the United States has been authorized by the federal government for a specific purpose and for a specified period of authorized stay. The state revenue department repeats this in its own registration notice and adds the same sentence: this requirement does not apply to registration renewals.

But do not skip one detail: a separate provision of the same law requires a warning notice printed on every registration and every renewal, stating that the owner or operator of the vehicle is required to be a citizen, lawful permanent resident or temporary lawful resident. So the document is asked for only at initial registration, while the notice appears on both.

Which documents are accepted

  • Accepted on their own: a state license that complies with the federal identification standard, a Tennessee driver license, a Tennessee temporary driver license, a Tennessee photo identification license, and a Tennessee temporary photo identification license. In other words, finishing your license business early also eases the registration side, and even a limited-term card is enough on its own.
  • If you hold no state document: the accepted document lists for citizenship, permanent residence and temporary lawful presence are the same as the license lists: a foreign passport together with the visa and the entry record, and for student and exchange programs the sponsoring institution's own documents. An English translation of the passport may be requested.
  • The document may be paper or electronic, and the department accepts an image on a phone.
  • If you buy from a dealer: when the dealer transacts on your behalf, it must attach a copy of the document to the application.

And here is something we deliberately do not write: the same law establishes data sharing between the state agency and county clerks and provides for the document to be recorded. The text contains no provision transferring that information to an immigration unit; the channel is to be filled in by rulemaking. For that reason we say neither that the data goes to an immigration unit nor that it does not. If you have an open immigration file, discuss your registration plan with your attorney.

The county wheel tax: no plate until it is paid

In Tennessee, counties may levy a separate county wheel tax on vehicles used in the county by county residents. The mechanism matters to you: the tax is owed when the vehicle's owner resides in that county, it is collected by the county clerk at the same time as the state registration fee, and the clerk does not issue a plate or decal to a county resident until the tax is paid.

The figure, and a conflict: the 2026 county profile table published by the state university's county technical assistance service shows a passenger car rate of 51.00 dollars for Sumner County; we read that table on October 12, 2026. Meanwhile, secondary sources circulate a figure of 75 dollars for the same county, and that figure does not appear in the agency's table. We are not picking a side: we print the table's figure, we note that a second number is in circulation, and we suggest you confirm with the county clerk before going to the counter. The practical result: changing counties changes this item directly, and your registration is not renewed until it is paid.

Inspections: the program ended, but we word this carefully

Emissions testing was required in six counties in this state, and Sumner was one of them. The program ended in five of those counties, including this one, on January 14, 2022. But no sentence in the agency's own words stating that no such requirement exists today could be obtained: the program's page is no longer online and the routes we tried returned nothing. So we write that the program ended and we give the date; we do not write that there is none.

A periodic safety inspection is a separate item and should not be confused with this: research found no official item showing that passenger vehicles are subject to a periodic mandatory safety inspection; the revenue department's registration and renewal pages list only the fee and, from 2027, the identity and presence documentation. Even so, we do not say there is none.

Insurance

Mandatory insurance is entirely a state matter and no rule specific to this settlement was found. The state verifies policies electronically and a driver can check their own status by license plate number. We do not print the minimum coverage amounts, because they could not be confirmed from the agency's own page this round. The framework is in the insurance section of the state guide.

Toll roads

Research found no toll road, bridge or tunnel in operation in this state today, and we have not opened a separate toll section on this page. One note: the state has opened the door to optional priced express lanes that leave the general lanes free; neither this city nor this county appears on the list of first proposed corridors. The framework is in the toll section of the state guide.

03 · Winter and severe weather

What should I do in Hendersonville during snow, ice or a tornado?

Short answer

Two risks are real in this state and this page covers both. On the winter side: the state transportation department's statement of January 25, 2026 describes the ice as statewide, says crews were in their fourth day, and asks drivers not to travel. On the tornado side: the county has an emergency management agency and an alert system that works, but research found no published, address-specific, standing public shelter list for this settlement. We are not saying there is no shelter; we are saying we did not find one, and we suggest you build your plan inside your own building.

Steps, documents and official links

Winter is real, and the agency supplies the numbers

The state transportation department's statement of January 25, 2026 asks drivers to stay home and describes the event as ice and dangerously low temperatures being experienced across the state. So this is not only a problem for the mountainous eastern end. The statewide figures the agency reported up to that point: 10,000 equipment hours, 15,000 labor hours, 3,500 tons of salt, 1.4 million gallons of brine and 861 incidents managed. Crews were in their fourth day of clearing and by then were removing downed trees.

Salt has a limit, and the agency writes it down: if roadway temperatures fall below 16 degrees Fahrenheit, salt is not strong enough; below that threshold the agency uses calcium chloride and a hot brine mixture, then an underblade truck breaks the ice, and a snow plow passes last. The priority order is written down too: first the primary routes, mainly the interstates, plus freeze-prone spots such as hills, curves, ramps, bridges and interchanges; secondary state routes come after. What this means for you: your neighborhood street is near the end of the list.

The agency publishes road conditions and live cameras on its own traffic page, and 511 is the phone line.

Research found no mandatory snow tire or chain rule. The state driver handbook treats winter equipment as a recommendation: it says snow tires are helpful for winter driving, lists a window scraper for iced windows along with snow tires or tire chains in the emergency kit, and asks drivers to pull as far to the right as possible before installing chains. All of that is recommendation language. We do not say there is no rule; we say we did not find mandatory language.

Tornadoes: your contact is at the county

Your contact is Sumner EMA, at 255 Airport Road, Gallatin, TN 37066, phone 615-452-7584. We record one note: a local chamber of commerce directory lists the Sumner County Emergency Communications Center at 253 Airport Road with the number (615) 451-3838. These may be two separate units and we could not confirm they are the same; for a non-emergency question, call the agency's own number first. The county also has a separate legal entity, the Sumner County Emergency Communications District.

Shelter: we word this carefully

Research found no published, address-specific, standing public shelter list for this settlement or its county. The county emergency agency's page carries no such list; what it does carry is a severe weather shelter registration program, which by its own description is free and voluntary.

And there is a conceptual distinction here, so do not skip it: whether that program is a system for reporting your own shelter to the agency or a list of public shelters you could go to did not come out of the page's text. In a neighboring county we measured this round, a program with the same name was a registry of private shelters, but we do not assume they are the same and we do not pick between the two. What to do: before you register, call the agency and ask one question: is this registration meant to tell you about my shelter, or will it give me an address I can go to?

In the past there have been event-specific temporary openings: after particular storms, temporary shelter points were announced in the county. Those are not a standing list, they were opened for that event and they do not form a schedule you can rely on today, which is why we do not name them.

Build the plan inside your own building: the lowest floor, an interior room without windows, and away from wide-roofed spaces such as gyms. When you look at a rental, ask about the building's shelter area; it is one of the four questions we repeat in the renting section.

The alert system: there is a real currency trap here

The county's current system is a mass notification program and registration is done from the county's own page; it sends to home phone, cell phone, work phone, email and text message.

But the page for the county's old system is still online, and it says this: that system is only for residents living outside the city limits. The page is years old. A reader who lives in Hendersonville and lands on that old page from a search result will draw the wrong conclusion and may never register for alerts at all. What to do: register from the county's current page, and check the date whenever you land on a page belonging to the old system.

The county emergency agency's site also states that this county was potentially affected by a cyberattack that hit the old system's users nationwide and that the agency is exploring alternative solutions. Research did not find which languages the alerts are sent in, and no separate emergency alert system belonging to the city itself was found.

One legal note to close: if a lawful presence declaration appears in front of you while applying for disaster assistance, consult your attorney before filling out the form. State law places short-term disaster relief and short-term shelter outside the scope of the verification regime; the detail is in the health section.

04 · Transit

Can you live in Hendersonville without a car, is there transit?

Short answer

The assumption that a small settlement has no transit has now been wrong four times in this series. There are two options here: a regional express bus route with this city's name in it, and a demand-response county program you reach by phone. But let us be honest: research found no fixed-route bus system operated by the city itself, so tying your daily life entirely to the bus is hard in this settlement. If you are planning without a car, learn the express route's schedule and the demand-response reservation rule first.

Steps, documents and official links

The regional express bus: this city's name is in the route name

Among the express routes of the regional transit authority there is one whose name carries this city and the county seat: 87 GALLATIN - HENDERSONVILLE. The state transportation department also states plainly in its own directory that this express network covers Sumner County.

The fare comes from the regional bus schedule: a single ride is 4.25 dollars and a twenty-ride pass is 73.50 dollars. We read these figures from the authority's own fare page on October 12, 2026; confirm the current fare before you board.

Plan knowing what an express route is: express routes are built mainly around commute hours and can be sparse in the middle of the day. If you are taking an express route to an appointment or a hearing, check the return time before you leave.

Demand-response service: it works by phone, and it requires a reservation

There is a demand-response transit program covering the county; the operator is a regional human resource agency and its local number for Sumner County is 615.452.5868. This is not a route; it is a vehicle that comes when you call.

  • Reservation rule: 24 hours ahead for local trips and 72 hours ahead for trips leaving the county. The agency writes that if it cannot meet a request it tries to offer another day or time.
  • Fares: a one-way trip within the county is 3.00 dollars; each additional stop on a scheduled route is 2.00 dollars; each county line crossed is 5.00 dollars. From this county, the flat one-way fare to Nashville is 10.00 dollars.
  • Payment is cash or a bus pass only; personal checks are not accepted. Pass books are sold from twenty dollars up to one hundred fifty dollars.

We also print a contradiction: the state transportation department's directory includes the state's most populous county in this program's coverage, while the program's own site states plainly that it does not serve that county. Two official sources disagree; we do not pick a side. The practical result: if you are traveling to that county, confirm coverage on the phone rather than relying on the directory.

Rides to medical appointments run through a different channel: for patients enrolled in the state health program, transportation is arranged not through this program but through the health plan's own transportation broker. Call your plan and ask whether you have a transportation benefit; the detail is in the health section.

The city's own system

Research found no fixed-route bus system operated by the municipality, and the city's own site could not be opened under the transportation heading during this research. We do not say there is none; we say we did not find one. Before you move, call the city switchboard and ask; the number is in the city services section.

Airport and trains

Your airport is the international airport in the state's most populous city. The airport announced that in fiscal year 2026 it reached 115 nonstop destinations, the highest number in its history. But do not plan around the word international in the name: its known international routes are limited and none of them go to Turkey; Turkey does not appear on the airport's own stated list of European targets either. Getting to Istanbul involves at least one connection. The airport's own destination list could not be read first-hand in this research, so we do not name individual routes and we do not print distance or drive-time figures. The flight and time difference side is in the time and flights section.

On trains the answer is short: research found no intercity passenger rail station in this settlement or its county. The regional commuter rail line does not serve this county; it runs between two other counties. So the train is not an option in this settlement's transportation plan.

05 · City government

Who do I deal with in Hendersonville, and which services does the city provide?

Short answer

The backbone of this page fits in one sentence: the city does not own or operate any of the utilities that reach your home. That is the city's own wording on its own utilities page. Your water comes from one of two districts, your electricity from a cooperative or from another city's municipal utility, and your natural gas from a private company, and any of these can change with the address. That has a direct consequence, and it is the most useful thing on this page: in a dispute, the complaint forum you go to splits four ways depending on what kind of entity your provider is. What the city does itself is separate and countable: police, fire, zoning and building permits, parks, a city court, and trash.

Steps, documents and official links

Structure: the mayor is directly elected, the board has twelve members

The state university's municipal technical advisory service classifies the city's form of government as a general law mayor and aldermanic charter. In practice that means:

  • The mayor is elected at large and directly, serves a four-year term, and is the city's chief executive officer. That differs from models run by an appointed city manager: the person you vote for is also the person who runs the administration.
  • The board has twelve members. The city is divided into six wards and each ward elects two aldermen; terms are staggered and run four years. So you have two separate board members and you can write to both about the same problem.
  • The board meets on the second and fourth Tuesday of each month at 7 p.m. in the main meeting room at city hall. The address is 101 Maple Drive North, Hendersonville, TN 37075, and the switchboard is 615-822-1000.
  • There is a city court, operating as its own department. That is a concrete item for you: a traffic or ordinance citation written inside the city limits can land in this court and a hearing takes you to the city building. Before you pay a citation, find out what it was written for and which court it lands in; for a reader with an open immigration file this is not a small detail, and do not accept any charge without asking your attorney.
  • The city has its own police department and its own fire department. On the zoning side there is a planning department and a building and codes department, plus the Hendersonville Planning Commission, the Municipal Board of Zoning Appeals, the Historic Zoning Commission and the Board of Adjustments & Appeals.

We print a contradiction: how old is this city

Two official sources give different years for this city's incorporation. The state university's municipal directory records the date as 1901; the city's own page states that it was incorporated in 1968 and that its present charter was granted by the state legislature in 1986. We do not pick a side and we do not print a single date. There is also a practical warning here: even on something as simple as a date, two official sources can diverge, so do not take even a date, let alone a rule, from a single source.

The domain trap: we print the right address

In the federal .gov registry, this city's registered domain appears as hvilletn.gov with the agency name City of Hendersonville. But that address never resolved during this research. The city's live site is on hvilletn.org, and the park, permit, utility and court pages all sit there.

What that means for you: if a search result sends you to a .gov address carrying the city's name and it does not open, do not assume the city's site is down; the live address is on .org. The links below are the ones that work.

The library: the widest door among the five settlements

The best news in this section is here, but we give it with a disclosure.

Hendersonville Public Library, 140 Saundersville Road, Hendersonville, TN 37075; phone (615) 824-0656. According to the library's own card page, anyone who lives in Tennessee may apply for a card: the scale of the rule is neither the city nor the county, but the state. Among the five settlements we measured this round, this is the only institution with no out-of-area fee; in the other four, what determines the price is a city line, a county line or a defined service area.

  • A passport is explicitly listed among the accepted forms of photo identification, alongside a driver license, a state identification card and a military identification card. For a newcomer that is a direct door.
  • Accepted proof of address includes a driver license, a property tax receipt, postmarked mail in your name, a utility bill, a lease agreement, an insurance card and a voter registration card.
  • A new card is free and a replacement card is 1.00 dollar. An adult card borrows 25 items at a time and a child or teen card 10 items; the loan period is three weeks.
  • You can apply online and the card number arrives by email, but to pick up the physical card you have to come to the library with identification and proof of residence.
  • There is a contradiction and we print it: on the age threshold requiring a parent's signature, one version of the page says seventeen and over while a newer-looking version says sixteen and over. If you are getting a card for your child, ask about that threshold on the phone.
  • No fee for people who live outside the state is mentioned on the page. We do not say there is none; that item was not confirmed.

The disclosure: the library's card page could not be reached directly during this research; the institution's catalog server refused the connection, and the items above come from the page content indexed by a search engine. The content belongs to the institution itself, but because it was not read first-hand it is not certain. Call (615) 824-0656 and confirm before you go. The institution's name also appears in two forms: the long form in the state library directory and the short form on its own page. The library's contact address sits on the county government's domain, which suggests the library may be tied to the county structure; whether it belongs to the city or the county was not confirmed.

One note on the tax side

Groceries in this settlement are subject to the lowest food sales tax rate among the three smaller settlements we measured this round: inside the city limits, state and local shares together come to 6.25 percent. In the other two the same item is 6.75 percent. We read the figures from the state revenue department's own machine-readable rate file on October 12, 2026.

And the measurement turned up a split, which we give with the boundary stated: the food rate is the same inside and outside the city limits, because the county's own food share and the city's food share are equal. But the general merchandise rate diverges: 9.75 percent inside the city limits and 9.25 percent in the part of the county outside the city. So your grocery bill is the same on either side of the line, and the rest of your shopping is not. We print the rate but not the reason: research found no mechanism allowing a city to keep a local rate increase off food. Income tax, sales tax and business tax in full are in the tax section.

A new verification regime and municipalities

A state law that took effect in 2026 requires not only state agencies but also local governmental entities and local health departments to verify the lawful presence of any public benefit applicant eighteen years of age or older. Municipalities were newly added to that definition.

But the subtle point for you is the timing: the law's own transition provision says the obligation takes effect in each entity at the first reprinting of its forms after July 1, 2026. So a declaration clause that is not on a form today may be there tomorrow. In this research, no visible citizenship or lawful presence declaration clause was found on this settlement's service pages, but whether that is because those services fall outside the definition or because the forms have not yet been reprinted could not be measured. We do not choose between the two. The detail, the exemptions and the partial court order are in the health section.

06 · Utilities

How do I start electricity and natural gas service in Hendersonville?

Short answer

Here you have to learn two things at once: who your provider is and what kind of entity your provider is. The first depends on your address: electricity can come from an electric cooperative or from a neighboring city's own municipal electric utility, and natural gas comes from a private, regulated company. The second changes your life in a dispute: in this city, four separate legal regimes can sit behind one household's bills, and each regime has a different complaint forum. The only job of this section is to help you find your own door.

Steps, documents and official links

First find your provider: it changes with the address

The city's own utilities page lists the providers, and two separate water districts and two separate electricity providers appear for the same city. So nobody on this page can give you a single name; before you take a place, you have to ask about the address and find out the provider.

ServiceProviderType of entity
ElectricityCumberland Electric Membership CorporationElectric cooperative, answering to a board its members elect
Electricity, some addressesNashville Electric ServiceMunicipal utility, an agency of a neighboring metropolitan government
Natural gasPiedmont Natural GasPrivate, regulated company
Water and sewerHendersonville Utility District or White House Utility DistrictUtility district, a separate public legal entity created under state law

The gas company's phone number for rate information is 800-752-7504. The water side is detailed in the water and trash section.

The most useful item on this page: the complaint forum splits four ways

When you dispute a bill, experience a disconnection or cannot agree about a deposit, the door you go to depends on the type of entity. Here is the table we measured:

Your provider's typeWhere you go
Private, regulated company (natural gas in this city)Tennessee Public Utility Commission
Utility district (water and sewer in this city)Tennessee Board of Utility Regulation, within the state comptroller's office
Electric cooperativeIts own member board
Municipal electric utilityThe municipality the utility belongs to

There is a general rule here, and it is this page's thesis: as far as could be measured, the state utility regulator's authority is limited to private, investor-owned companies; a service provided by a city, a county, a utility district or a cooperative falls outside that scope. We could not read that distinction first-hand from the regulator's own page, so we do not attribute a sentence to the agency and we offer no direct quotation; but the distinction itself was measured and can be stated.

What this means for you: in this city your electricity is probably outside the state regulator's scope, while your natural gas is inside it. Two bills in one household, two separate regimes. Open your bill, read the provider's name and note its type; the table above tells you which door to knock on. Keep a written record of the date, the time, the name of the person you spoke with and the reference number for every call.

Identification, numbers and deposits when you open an account

Here we have to be straightforward: this could not be measured this round. For none of the providers in this settlement could we confirm from a first-hand source which identification documents are required to open an account, whether there is a route for someone without a Social Security number, or what the deposit rules are. The reason is structural: the services are not in the city's hands but in those of four separate institutions, and each has its own policy.

So we say neither that a number is not required nor that there is no deposit. Instead, here are three questions to ask on the phone:

  1. Do you have a list of the identification documents you accept for opening an account, and can you email it to me? Institutions that publish a list have come out in the reader's favor throughout this series; asking for the list in writing reduces discretion at the counter.
  2. Is a deposit required of everyone, or only based on a credit assessment, and can it be paid in installments?
  3. If I have trouble paying, do you offer a payment plan?

Disconnection moratorium: we print no dates

Whether this state has a weather-based disconnection moratorium, and if so what triggers it and which services it covers, could not be confirmed from a first-hand source this round. Specific dates circulate on a consumer-form website, but that claim could not be verified against any agency source, so we do not print the dates. The only provision we could find in the regulator's published rules for electric companies governs a customer's own request to stop service and requires at least three days' notice; that does not govern disconnection for nonpayment.

On the tenant side, however, there is a measured and strong protection: the state landlord and tenant law prohibits a landlord from recovering the unit by cutting off or causing the cutoff of electricity, gas or other essential services. If an essential service is cut off, the tenant gains a three-option remedy; the detail is in the renting section. But note: that protection runs against the landlord, not against the utility.

07 · Water and trash

How do water service and trash collection work in Hendersonville?

Short answer

These two services describe the city's structure better than anything else. Your water does not come from the municipality: there are two separate utility districts and which one you fall under depends on the address. Trash, on the other hand, is with the city: the public works department manages residential trash and has contracted the collection to a private company. So the bill and the responsibility sit with the city while the truck belongs to the company. Knowing that distinction tells you who to call when something goes wrong.

Steps, documents and official links

Water and sewer: two districts, and neither is the city

The city's own page lists two separate districts for water and sewer: Hendersonville Utility District and, for some addresses, White House Utility District. Both are utility districts, which is to say separate public legal entities created under state law; they answer to their own boards, not to the municipality.

Three consequences for you:

  • You have to learn which district your address falls under. Before you take a place, ask the agent or the landlord which district the water bill comes from and, if you can, look at a recent bill.
  • Your complaint forum is not the city. For utility districts the contact is the utility regulation board within the state comptroller's office; the table is in the utilities section.
  • Rates and account terms can differ between the two districts, and this round we could not measure either one's identification, identification number or deposit rules. Ask on the phone.

Trash: the city manages it, a company drives the truck

The city's public works department manages residential trash, and the collection work is contracted out to a private company. That is the city's own statement: the service is currently contracted. It looks like a detail, but it helps you in a complaint: when the truck does not come or there is a container problem, your contact is the city's public works department, not the company's customer service. The phone number is 615-822-1016.

  • Yard waste is collected weekly.
  • Limbs and brush are picked up every six to eight weeks, directly by the city's own crews. So if you have done any pruning, learn the schedule in advance; a pile can sit at the curb for weeks.
  • The city provides paper bags for leaves and grass.
  • Your bill carries a separate stormwater utility fee line.

Three smaller settlements measured this round, three different trash models

We keep the scope of the comparison in writing: in the three smaller settlements we measured this round, trash works under three different models.

  1. In this settlement the city manages it and contracts it out: collection is at the curb and the contact is the city.
  2. In another one we measured there is no municipal collection at all and the resident chooses and contracts with a private company personally.
  3. In the third one we measured there is no curbside collection and the resident takes their waste to a county convenience center themselves.

What that means for you: in the same state, in three settlements close to one another, the same question has three different answers. Always ask how trash is collected before you move; this item touches both your monthly costs and your daily routine. Of the three models, this settlement puts the least work on the resident; in exchange, because your contact is the city, when something goes wrong you call the city and not the company.

Irrigation restrictions

Research found no regime in this state restricting summer lawn irrigation by day or by hour, and we have not opened a separate irrigation section on this page. We do not say there is none; we say we did not find one. Follow your water district's own rules, especially during droughts, from the district's own page.

08 · Renting

What are tenant rights in Hendersonville, and what should I watch for?

Short answer

The state landlord and tenant law does apply in this county, but do not sign a lease without knowing two things. First, the "deposit is returned within thirty days" rule that common guides print does not exist in this state; the real mechanism is different, and a tenant who does not respond can legally lose the deposit. Second, a single clause in bold print in your lease can remove your right to the "pay within fourteen days" notice entirely. There is also an item specific to this city: the zoning ordinance says a household whose members are not all related cannot exceed five people.

Steps, documents and official links

Which law applies, and do not look for a local add-on

The state landlord and tenant law applies in counties above a certain population threshold, and this county is well above it, so the law governs here. But the same law contains a preemption provision that matters to you: it occupies the entire field of landlord and tenant regulation, and a local legislative body in a covered county may not enact a regulation that conflicts with it or adds to it.

The practical result is clear: do not look in this city for a local tenant ordinance giving you more protection than state law. The state rule is the rule. And a caution: in this state's smaller counties the law does not apply at all, so if you move to another county within the state your entire set of protections may change.

Deposits: where the common wisdom is wrong

  • The law sets no cap on the deposit and does not require interest.
  • There is no "return within thirty days" rule either. This is an item that secondary guides widely get wrong.
  • The landlord must hold the deposit in a separate account used only for that purpose and must disclose where that account is at the moment you sign the lease and hand over the money. The landlord does not have to give the account number. Asking is your right; ask, and get the answer in writing.
  • And here is the critical sentence: if you leave owing nothing, the landlord sends notice of the refund amount to your last known or reasonably determinable address. If the landlord receives no response from you within sixty days of that notice, the money can be withdrawn and retained. So a tenant who does not give a new address after moving can legally lose the deposit. On moving day, give the landlord your new address in writing.
  • There is a rule in your favor too: if the landlord did not hold the deposit in the separate account and did not give you the damage list, the landlord has no right to retain any part of the deposit. Both conditions are required together.
  • You have a right to a move-out inspection to identify the physical damage that would be deducted. But if you miss a scheduled inspection you can lose your right to object, and if you do not sign the list you must specify each disputed item in writing. If you go to court, your claim is limited to the items you disputed in writing.

Rent, the grace period and late fees

  • There is a five-day grace period, and the due date itself counts in it. If the fifth day falls on a Sunday or an official holiday, the landlord may not apply any late fee as long as you pay on the next business day.
  • The late fee cap is ten percent of the overdue rent, whatever the fee is called.
  • The landlord must state in writing that it does not provide fire or casualty insurance for the tenant's belongings. You have to consider renter's insurance for your own property separately.

Notice periods, and the bold print in your lease

SituationPeriod
A breach that money can cure, including rent14 days from receipt of the notice
Repeat of the same breach within six monthsTermination on at least 7 days' written notice
A breach money cannot cureAt least 14 days after receipt of the notice
Termination of a week-to-week tenancy, by either partyAt least 10 days' written notice
Termination of a month-to-month tenancy, by either partyAt least 30 days' written notice
An act of violence or a real and present danger to life or property3 days from receipt of the notice

Now the trap: state law allows the tenant to waive this notice. If the waiver is valid, the landlord can file an eviction action directly, with no notice at all, when rent goes unpaid. For the waiver to be valid it must appear in the lease in bold type of twelve point or larger.

The instruction for you fits in one sentence: before you sign a lease, read every clause in bold print and ask about anything you do not understand before signing. This waiver cannot shorten the five-day grace period, but it can remove your notice right entirely.

Eviction law got harder in 2024

Two legislative changes bear directly on this, and neither appears in secondary summaries:

  • From July 1, 2024, the maximum period a judge may continue the hearing in an eviction case was reduced from fifteen days to seven. So the time you can gain to prepare has been cut in half; call an attorney the day you receive the papers.
  • The same change closed off one route to a higher court and introduced the heaviest item: if a tenant appeals, the appeal is accepted only on a bond, a cash deposit, an irrevocable letter of credit or two personal sureties in the amount of one year's rent for the property. So challenging an eviction judgment requires posting a year of rent up front.
  • For leases made, amended or renewed on or after January 1, 2025, the landlord must disclose in writing at the beginning of the tenancy: the name and address of the agent authorized to manage the property; the name and address of an owner or of a person authorized to accept service of process and to receive notices and demands on the owner's behalf; and either a phone number or email address for maintenance or an online portal. If your lease does not have these, it is incomplete; ask for them.

If essential services are cut off, and the ban on self-help eviction

Except in cases of abandonment or surrender, the landlord may not recover the unit by cutting off or causing the cutoff of electricity, gas or other essential services. Essential services, in the law's own definition, cover utility services including gas, heat and electricity and other obligations that materially affect your health and safety.

If a service is not provided, then after giving written notice you can use one of three options: procure the service yourself and deduct the reasonable cost from the rent; stay and recover damages based on the diminution in the fair rental value; or procure reasonable substitute housing and be excused from paying rent for the period of noncompliance. In any case reasonable attorney's fees may be claimed. The rights arise only after written notice; put every complaint in writing and keep a copy.

Discrimination: the list, and the door has moved

The protected classes, from the law in force: race, color, creed, religion, sex, disability, familial status and national origin.

  • For a Turkish reader the real hook is national origin. If you believe you were refused because of your name, your accent or the country you came from, this is the protection you rely on.
  • Source of income is not on the list and, because of the preemption provision, cannot be added locally. A local fair housing ordinance was searched for and not found in this settlement; another settlement we measured this round has its own ordinance, but that ordinance is not carried over here.
  • Immigration status is not on the list either. We are not hiding that.
  • And one change you must know: the state commission that handled housing discrimination complaints was closed on July 1, 2025 and the function passed to the civil rights enforcement division of the attorney general's office. Any guide still directing you to that closed commission is stale.
  • The law also treats coercing, intimidating, threatening or interfering with you because you exercised a right, or helped someone else exercise one, as a separate violation. If you face pressure after making a complaint, that is a second violation.
  • Where the protection ends is written down too: renting in a building of no more than two families where the owner or a family member lives, renting a single room in a home the person occupies, and certain religious organization rentals fall outside the scope.

An item specific to this city: how many people may live in a home

We read the October 2026 version of the city's zoning ordinance. Its definition of family works like this:

  • One or more persons occupying a single dwelling unit; but unless all members are related by blood or marriage, such a household may not exceed five persons. So in this city, unrelated people may live in one home up to a maximum of five.
  • Domestic servants employed on the premises may be housed there and are not counted toward that number.
  • A fraternity, sorority, club or institutional group is not a family.
  • There is one exception: groups of eight or fewer unrelated disabled persons count as a family, and three more persons acting as support staff or guardians may be added. The ordinance cites state law as the basis for that exception.

We keep the scope of the comparison in writing: in another settlement we measured this round, the same number is one, a fifth of this. In the same state and the same metropolitan area, the rule can differ by a factor of five. That is why you should not carry another city's number here, or this one there.

And we state this plainly: no clause setting a minimum lease term was seen in this city's ordinance, and no list of triggers for being counted as a permanent occupant was found either. We do not say there is none; we say we did not see one. If you are going to host a relative or a friend for a long stay, ask the city's building and codes department.

Zoning district codes: search for your own district with these

We give them exactly as the ordinance names them. You will use these codes to ask, on the city's map tool or at the counter, which district your home sits in.

TypeCodes
Residential districtsRR, ER, SR-1, SR-2, SR-3, THR, WR, MXR, MFR, DN
Commercial and other districtsNC, O, MXC, GC, HC, I

By the ordinance's own definitions, a zoning variance is a decision of the board of zoning appeals permitting an applicant to depart from the strict rules of the ordinance, and it may be granted only where the ordinance specifically authorizes it; a zoning appeal is a request to review the planning department's interpretation of a provision. The body to address is the Municipal Board of Zoning Appeals.

One item for readers who will provide childcare at home: the ordinance permits care for up to four children or adults unrelated to the caregiver, for less than twenty-four hours a day, as an accessory use in a dwelling unit. That is not a business license; ask about permits and licensing separately in the business section and at the department.

09 · Owning a home

What is the property tax in Hendersonville, and is there any relief?

Short answer

We give the figure as it stands. According to the state comptroller's 2025 table, the combined rate in this city is 2.0093 dollars per 100 dollars of assessed value (a county share of 1.4210 plus a city share of 0.5883), and the same rate applied in 2024. The residential assessment ratio is 25 percent. There is a convenience specific to this city: there are two doors for a property tax relief application, the county trustee and the city's own collecting official. But let us be honest: research found no general homestead exemption open to all homeowners in this state; what exists is a conditional reimbursement program.

Steps, documents and official links

The rate, and a concrete calculation

The figures come from the state comptroller's 2025 tax aggregate report, per 100 dollars of assessed value:

Item2025 rate
County share1.4210
City share0.5883
Total2.0093
Weighted average effective rate0.5655

Let us make it concrete: because the residential assessment ratio is 25 percent, a home appraised at 500,000 dollars has an assessed value of 125,000 dollars and an annual tax of about 2,512 dollars. So the tax is calculated not on the full value of the home but on a quarter of it; looking at rates without doing that calculation is misleading.

One warning: much higher old rates for this county and city circulate online, and old figures can be seen on the county assessor's calculation page too. The figures above come from the state comptroller's 2025 table, and you should not trust any rate that carries no year label. The rates are adopted each year by the county commission and the city board in open session.

Two doors: a convenience specific to this city

As a rule the application office for the property tax relief program is the county trustee. But if the property is inside a city's limits, the application may also be made to that city's own collecting official, and this city has one. What that means for you: you can handle the application at the city building and do not have to travel to the county seat. Go to either door with the same documents and keep a record of which door you applied through.

No general exemption, but a conditional reimbursement

Research found no general homestead exemption open to all homeowners in this state. The only program found is a reimbursement, not an exemption, and it is funded by an appropriation from the state legislature. The terms, read from the state comptroller's 2026 brochure:

GroupRequirement2026 limits
Homeowner aged 65 and overOwner of the home and primary residence, income statement from all sources2025 income of the applicant and spouse no more than 38,470 dollars; maximum market value on which relief is calculated 33,600 dollars
Disabled homeownerOwner and primary residence, income statementThe same: 38,470 dollars and 33,600 dollars
Disabled veteranOwner and primary residence, a consent form for information sharing with the veterans affairs administrationNo income limit applies; maximum value 175,000 dollars
Surviving spouse of a disabled veteranOwner and primary residence, the relevant form, a copy of the spouse's death certificate and a form of personal identification, married at the time of death and not remarried175,000 dollars
  • Calendar: you apply when your 2026 property tax bill arrives. The deadline is thirty-five days after the delinquency date, and the tax must also be paid by that same date. So you pay first and get reimbursed after; budget for that.
  • Income documents: tax returns, income forms and similar records. If you are very close to the income limit, documentation for all sources becomes mandatory.
  • Program office: Property Tax Relief, Cordell Hull Building, 425 Rep. John Lewis Way N., Nashville, TN 37243; phone 615.747.8871.

The identification number question: what the brochure says and does not say

We word this item carefully. The full text of the program's 2026 brochure contains no Social Security number requirement and no citizenship or immigration status requirement; the only identification phrase in it is a form of personal identification asked of the surviving spouse of a disabled veteran.

But we do not conclude from that that there is no requirement, for two reasons. First, a brochure is a summary document and the county trustee's own application form may ask for identification separately. Second and more important, the verification and reporting regime that took effect in 2026 covers local governments as well, and the law's own transition provision says the obligation takes effect at the first reprinting of forms. So a declaration clause that is not on a form today may be there tomorrow.

What to do: before you apply, call the county trustee or the city's collecting official and ask whether the form contains a lawful presence declaration, and if it does, consult your attorney before filling it out. The regime in full, its exemptions and the partial court order are in the health section.

Three questions to ask when you buy

  1. Is this address inside the city limits? If it is, the county plus the city share apply; if it is not, only the county share does, and that produces a difference of hundreds of dollars a year.
  2. Which district does the water come from, and how is the trash collected? Both depend on the address; the detail is in the water and trash section.
  3. How much is the county wheel tax? Changing counties changes that item directly; the detail is in the vehicle section.

10 · School

How do I enroll my child in school in Hendersonville?

Short answer

First the reassuring part: enrollment does not depend on immigration status, and the state education department says so in writing in its own legal questions and answers document. This settlement has one school district and it is the county district; no separate city district was found, so the question of which district you land in does not exist here. On the district's own enrollment page, a passport is explicitly accepted as the parent's photo identification, and there is a defined route of a notarized residency affidavit for a family staying with a relative. But let us state one distinction up front: enrollment is open, a school scholarship is not.

Steps, documents and official links

The state's own written answer

In the state education department's back to school legal questions and answers document, the question is asked directly: may schools or local education agencies refuse to enroll undocumented immigrant children? The answer is one word: no. The document gives the reason and cites Plyler v. Doe, 457 U.S. 202 (1982) by name and citation: schools may not deny enrollment because of the student's or the parent's actual or perceived citizenship or immigration status. The document also writes that enrollment practices that chill or discourage participation in school on the basis of immigration status may violate the federal civil rights law.

Two more sentences from the same document, both directly useful to you:

  • Federal privacy law prohibits requiring a Social Security number to enroll a child in school.
  • Districts may not require a specific document as proof of address, and the document says districts should never simply turn a student away over a missing document.

Another state agency text is even more explicit: if a school asks for additional documentation, it must immediately state that no documentation will be used in relation to immigration status. Go knowing that sentence; if you run into a problem at the counter, that is what you rely on.

The district's own list: what is required

The school district is Sumner County Schools, with a central address at 695 East Main Street, Gallatin, TN 37066, phone (615) 451-5200; hours are Monday through Thursday 8 a.m. to 4:30 p.m. and Friday 8 a.m. to 4 p.m. What the district's own enrollment page asks for:

  • Parent or guardian photo identification: a driver license, a state identification card, a passport or a passport card. For a newly arrived family that is a direct door, and it is written plainly on the page.
  • A certified birth certificate. The district's own sentence is clear: a mother's copy of the birth certificate is not accepted. The keepsake copy you may have on hand will not work; you need a certified copy. Where to get one is in the vital records section.
  • The state's own certificate of immunization. Required for kindergarten, for seventh grade and for every student new to a school in this state. Immunizations given outside the state must be transferred onto the state's form, so a vaccination record from abroad is not accepted directly; handle this weeks before enrollment.
  • A physical examination: required for kindergarten and for students moving from another state.
  • A student health information form is completed and brought to enrollment. English and Spanish versions of the form exist.
  • Two proofs of residency. Accepted: a signed lease with the student's name on it; a mortgage statement (which must be accompanied by two bills); an electric, water, gas or cable television bill. The list of what is not accepted is also written down and matters to you: a cell phone bill, a bank statement, a credit card statement and handwritten agreements.
  • If there is a parenting plan, the person who must enroll the student at the zoned school is the primary residential parent.

And we note a gap plainly: a Social Security number does not appear anywhere on the district's enrollment page. That is good news for a reader who does not have one; but go knowing the federal rule above in case you are asked at the counter.

If you are staying with a relative: the notarized affidavit

This is where newly arrived families get stuck most often, and the district has a written procedure for it. When the custodial or residing parent is neither a tenant nor an owner, the district asks for a notarized residency affidavit.

What that means in practice: if you are staying in a sibling's or a relative's home and your name is not on the lease, enrollment is not impossible; you need to sign an affidavit together with the relative who owns or rents the home and have it notarized. Schedule the notary and your relative for the same day, and bring a bill for that address along with the affidavit.

Language: one document, one language

Here we have to lower expectations. No interpreter service is mentioned on the district's enrollment page, and the only document actually translated is the Spanish version of the student health information form. There is no Turkish.

The picture is the same statewide: no Turkish material was found at any state agency in this research. The translation menu on the state's own site is machine translation, not an agency's own Turkish text, and we do not present that as Turkish-language service. What to do: bring a relative who speaks English to the enrollment appointment and ask on the phone whether you may request an interpreter from the district.

Enrollment is open, a scholarship is a separate law

Any guide that merges these two in one sentence is wrong. Enrollment is governed by the rules above and does not depend on status. But the law creating the state's school scholarship program imposes a separate regime: a student who cannot establish lawful presence has the scholarship application denied, and the law counts the scholarship as a public benefit. That means the verification and reporting chain described in the health section attaches to the scholarship application.

The instruction for you fits in one sentence: enroll your child in school, but talk to your attorney before making a scholarship application.

If you are applying for a job: the district verifies with no threshold

This district is one of the largest employers in this settlement, and public employers have been required since July 1, 2026 to use the federal employment verification system with no employee count threshold. So if you apply for a job at this institution, verification will certainly be applied. In the private sector the threshold is thirty-five full-time equivalent employees under the same employer number; the detail is in the working section of the state guide.

Which school do I land in

The district's address-based school zone lookup tool was not separately measured this round, so we do not give a tool address. What to do: before you take a place, call the district's main number and ask which school the address is zoned to. In this state, choosing a home and choosing a school are the same decision.

11 · Health

How do I get health care in Hendersonville if I have no insurance?

Short answer

You need to know three things at once, and all three changed this year. First: this state did not expand coverage, which means a childless adult generally cannot enter the state program at any income level. Second: from October 1, 2026, refugees and people granted asylum fall outside the state program's coverage. Third and most important: a state law that took effect in 2026 requires local health departments to verify the lawful presence of any public benefit applicant over eighteen and to report anyone not verified to the state immigration enforcement division. A court order has temporarily stopped one piece of that, but it covers only a single program.

Steps, documents and official links

The coverage gap: find out early who is in it

The state health program is categorical: it covers children, pregnant women, very low income parents and caretakers, the elderly and people with disabilities. A childless adult fits none of those categories, and the subsidy on the federal marketplace begins at one hundred percent of the poverty line. The concrete person caught in between is this one: a childless adult who works but whose income is below that line. They can neither enter the program nor receive a subsidy.

There is an additional tightening for 2026: the enhanced marketplace subsidies ended on January 1, 2026 and the threshold at which subsidies cut off entirely above a certain income ratio has returned. For a middle income family this can mean a difference of several hundred dollars a month; redo the arithmetic when you renew your policy.

October 1, 2026: a change for refugees and people granted asylum

In its own eligibility policy dated September 10, 2026, the state health program limits coverage to certain noncitizen categories; refugees, people granted asylum, parolees and victims of trafficking fall outside that narrow list. In January the program's director told legislators that roughly 8,500 people would lose coverage.

And we flag a trap plainly: a far older policy document dated 2014 still sits on the same server with no warning and says refugees qualify in the same manner as any other applicant. That document is not valid today and we do not cite it. If a search result takes you to it, check its date.

If you are pregnant the answer is different, and it can split within one household

This is the strongest item in this section in the reader's favor. The state covers pregnant women through the unborn child category of the children's health program, and that program's own eligibility page still said, as of October 12, 2026, that if you are pregnant, no immigration documents are required. An income requirement still applies.

But read this carefully: the same is not true for the child itself; the child must either be a citizen or fall within the narrow eligibility list.

So in the same household the mother may be covered while the child is not. We write that sentence plainly because a reader who treats a family application as a single file ends up planning wrong. Assess every person in the household separately and consult your attorney before making an application.

One item to watch: in January it was reported that state officials were reconsidering this coverage. As of today the agency's page still says no documents are required; but check the page yourself before you apply.

Emergency care is answered separately, and in the reader's favor

There are two written bases:

  • The state health program's own policy text says that people outside the narrow list, people lawfully present and people without documents may be eligible for emergency medical services.
  • The new verification law itself excludes from the definition of public benefit the items listed in federal law: emergency medical assistance, immunizations, and testing and treatment for symptoms of communicable diseases, as well as short-term disaster relief and short-term shelter.

So the state's verification and reporting regime does not apply to emergency care, immunizations or communicable disease treatment. In addition, a hospital emergency department is required by federal rule to screen and stabilize you regardless of ability to pay and regardless of immigration status. Research also found no state provision requiring a number for emergency care.

The new regime: local health departments and the duty to report

The state law enacted in 2026 and effective July 1, 2026 does the following:

  • State agencies, local governmental entities and local health departments must verify that every public benefit applicant eighteen years of age or older is a citizen or lawfully present.
  • Those determined not to be lawfully present must be reported, with their identifying information, to the centralized immigration enforcement division within the department of safety.
  • A penalty is provided for an official who does not report. The only exemption is the department of children's services.
  • The attorney general can withhold state funds, including shared taxes, from a local government or local health department that does not comply.
  • Two rules favor you: a document presented is treated as a presumption of eligibility until final verification arrives, and an agency may not delay the benefit solely because verification is pending.

And you must know the subtle point in the timing: the law's own transition provision says the obligation takes effect in each entity at the first reprinting of its forms after July 1, 2026. So a declaration clause that is not on your form today may be there tomorrow at the same agency. Having filled out a form this month does not mean it will be the same next month.

The court order: it exists, but it is narrow and temporary

We write this item in three layers, because read without all three it is misunderstood.

In Snader v. Tennessee Dept. of Health, No. 26-0825-I, heard in Part I of the Davidson County Chancery Court before Chancellor Patricia Head Moskal, a temporary restraining order was issued on June 24, 2026 and an agreed temporary injunction was entered between the parties on July 14, 2026. The order enjoins the health department from reporting to the immigration enforcement division identifying information about patients receiving services through the Children's Special Services program whom it has determined are not lawfully present.

  1. The scope is narrow: the order covers that program only, not the whole law. For other public benefit applications the verification and reporting duty is in force.
  2. It is temporary: the order is not a final ruling. No trial date has been set.
  3. That is why we do not say the law was stopped. The correct sentence is: one piece of it was temporarily stopped and no final ruling has been made.

The program in question provides comprehensive medical care to children with physical disabilities from birth to age twenty-one, runs through all 95 local health departments, and has financial eligibility tied to adjusted gross family income below a set multiple of the federal poverty line. If you have a child in the program, follow the current status on the department's own page.

Rides to appointments

If you are enrolled in the state health program, rides to appointments are arranged not through the county service described in the transit section but through your health plan's own transportation broker. Call your plan and ask whether you have a transportation benefit; because the nearest sliding-fee clinic in this settlement may not even be in your own county, this item really matters here.

12 · Clinics

Are there free or low-cost clinics in Hendersonville?

Short answer

First the sentence most often misunderstood: a sliding-fee clinic is not a free clinic. The discount is calculated from household income and household size, and you still pay a fee. Now the measured and hard finding specific to this settlement: we queried the official service that lists federally funded health center sites on October 12, 2026, and within a five-mile circle there were zero sites. Within a ten-mile circle there are two sites and both belong to a single organization; both are not in your own county but in a neighboring one. So in this settlement you have to factor a car into your plan.

Steps, documents and official links

What the measurement found

We queried the official service that lists federally funded health center sites from the center of this settlement on October 12, 2026. Here is the table that came back:

CircleNumber of sitesNumber of organizationsIn which county
Five miles0nonenone
Ten miles21Davidson County, that is, not your own county
Twenty-five miles225Spread across more than one county

There are federally funded centers in your own county too, but the measurement shows them appearing in the twenty-five-mile circle and not in this settlement's immediate surroundings.

We publish no addresses and we name no organizations; get the address, the hours and the appointment procedure from the center's own site. The link below is the federal search tool; enter your own address and see the current list yourself.

What produces the divergence is distance, not income

We measured five settlements with the same method this round, and access to clinics turned out to be the item on which the five diverge most sharply. The pattern we measured is this: what produces the difference is not whether a settlement is affluent but how far it sits from a center. In an affluent suburb we measured, dozens of sites appeared within ten miles, while in a rural settlement no site appeared at all. This settlement is between the two but is disadvantaged with respect to its own county: the two sites within ten miles are in a neighboring county.

What that means for you: a clinic that looks close on a map may sit in another county's health arrangements, and that can affect the referral chain and access to some local programs. Call before an appointment and ask three questions: which county are you in, is my insurance in your network, and which documents should I bring.

What sliding fee means, and what it does not

  • The discount is calculated from income and household size and the fee does not go to zero. On your first call, ask what to bring as proof of income.
  • Being uninsured is not a reason to refuse service and neither is immigration status. But that is not a promise of free care.
  • Do not trust any guide that describes a sliding-fee clinic as free; there will be an amount to pay when you go.

What to do in an emergency

If you are not in a condition to get to a clinic, the answer is different: a hospital emergency department is required by federal rule to screen and stabilize you regardless of ability to pay and regardless of immigration status. In an emergency, do not hesitate to go. Emergency medical assistance, immunizations and communicable disease treatment also fall outside the scope of the state's new verification and reporting regime; the detail is in the health section.

Solve transportation up front

Because your nearest sliding-fee clinic may not be in your own county, transportation is a real obstacle in this settlement. You have two options, both in the transit section: the regional express bus route and the county service you reach by phone. For the second, trips leaving the county require a reservation seventy-two hours in advance and each county line crossed is added to the fare. If you are enrolled in the state health program, request your ride through your plan's own transportation broker.

13 · Marriage

How do I get married in Hendersonville, and where do I get the license?

Short answer

Good news: you can get the license from any county in the state. The county clerk issues it, and the state source's own sentence says the license may be issued by the county clerk in any county without regard to the residence of the parties or the county where the ceremony is to be performed. The "it comes from your county of residence" line in common guides is wrong. The license is valid for 30 days. And for a reader without a number there is a written answer from the agency: the form asks for a number, but applicants who have not been issued one are not required to provide one.

Steps, documents and official links

Who issues the license, and where you get it

The county clerk issues the license. In its output dated October 12, 2026, the text of the state university's county technical assistance service states that the license may be issued in any county in the state, without regard to the residence of the parties or the county where the ceremony is to be performed.

That means a great deal to you: there is no residence requirement. A reader living in this settlement may go to any of the ninety-five counties in the state, and the fee varies from county to county.

The fee: we do not print this county's figure, we give the range

Research did not find this county's marriage license fee and we do not print an estimate. But we give what we could measure: the fee was measured in four counties this round and the amounts range from 97.50 dollars to 107.50 dollars.

  • The payment method also varies by county and that is a real trap: of the four counties we measured, one accepts cash only and another does not accept checks. Always ask which payment method they accept before you go; being turned away at the door costs a day.
  • There is a sixty-dollar discount: the fee drops if you bring the certificate from a four-hour premarital preparation course taken within the year before the application. The instructor may be a psychologist, a clinical social worker, a licensed marital and family therapist, a professional counselor, an official representative of a religious institution, or another instructor approved by the county's judicial district. Plan the course in advance; the certificate must be in hand before the wedding date.

And we print a contradiction: the state revenue department's page says the same sixty-dollar discount applies to out-of-state residents as well and places no county limitation on it. The county technical assistance service, on the other hand, says that exemption applies only in counties containing a particular type of tourist resort municipality and that today this covers a single county. Two official sources disagree and we do not pick a side. For a reader living out of state the difference is sixty dollars; ask the clerk before you go.

For a reader without a number: the agency's written answer

State law asks for a Social Security number on the application form. But the agency's written answer is clear: relying on an attorney general opinion dated July 22, 2008, the county technical assistance service's text states that the statute does not require an applicant to have a number in order to qualify for a license and that applicants who have not been issued a number are not required to provide one.

In practice the field is left blank and no alternative number is requested. There is also an older and narrower opinion; that one asked for the reason to be declared on the form, and this practice may continue at some counters.

The instruction for you: go to the counter knowing the rule in writing. Do not say you have no number; say I know the statute does not require having a number and that applicants who have not been issued one are not required to provide one. If a problem arises, do not argue, ask for the clerk's supervisor and note the date, the time and the name of the person you spoke with.

The waiting period: we print the contradiction

The list of license issuance requirements in state sources contains no waiting period item, and the two county clerks we measured say there is no waiting period. Meanwhile a marriage license document published by another county we measured this round states a three-day waiting period, and the file's metadata shows it to be an old document dated 2010.

We do not pick a side. What to do: before you fix your wedding date, call the clerk in the county where you will get the license and ask whether you can marry on the day you receive it. And do not forget that the license is valid for thirty days: getting it too early does not work either.

Who can perform the ceremony, and are witnesses required

  • The state law's list is broad: regular ministers of any faith, county commissioners and former commissioners, mayors, state and federal judges, general sessions and municipal court judges, the governor, the county clerk of every county, and notaries public. That notaries may perform ceremonies is a practical convenience and it is little known.
  • Elected officials may perform ceremonies in any county in the state. The county clerk is not required to, and may not, check the qualifications of the person performing the ceremony; so that responsibility is yours.
  • No formula is required for the ceremony: it is enough that the parties declare, in the presence of the officiant, that they accept each other in marriage. The parties must be present in person and together; a ceremony by telephone does not work. Video conference is permitted only for members of the armed forces on certain duties abroad.
  • Research found no witness requirement. No witness item appears in the state sources. We do not say there is none; the county clerk's own form may ask for something separate, so ask on the phone.

The Turkey side

Registering a marriage performed here in Turkey, the apostille and the consular steps are a separate subject, covered in the consulate section. Where to obtain a copy of your marriage certificate is a separate question and the answer differs from the birth certificate; the detail is just below, in the vital records section.

14 · Vital records

Where do I get a birth certificate and other vital records in Hendersonville?

Short answer

First the easiest part of access: thanks to the state's electronic issuance system, all ninety-five county health departments can issue any birth or death certificate registered statewide, and in the agency's own words you no longer have to travel to the county where the birth occurred. But that sentence is not made for marriage and divorce certificates; for those the central office or the mail route applies. On identification the answer favors you: among the documents the agency accepts on their own, a current passport appears without qualification, which is to say it does not say a U.S. passport.

Steps, documents and official links

Where to get one: no disadvantage for this settlement

The state's own sentence is this: with the introduction of the electronic issuance system, all county health departments can issue any birth or death certificate registered statewide, and you no longer have to travel to the county where the birth or death occurred.

That is a notable item for a reader in this settlement. Distance produces a disadvantage at the clinics, but there is no such disadvantage in vital records: your own county's health department will do.

But do not skip a distinction: the sentence above lists only birth and death certificates. The same sentence is not made for marriage and divorce certificates; for those the central office or the mail route applies. The central office is the Tennessee Office of Vital Records, first floor of the Andrew Johnson Tower, 710 James Robertson Parkway, Nashville, TN 37243; Monday through Friday 8 a.m. to 4 p.m., no appointment needed.

Ordering online: the office does not take online orders directly; there is a single authorized vendor designated by the state and it charges an additional fee. For births more than a hundred years old, the contact is the state archives.

The identification list: a passport is enough on its own

The agency's identification requirements page gives two lists, and photocopies are accepted.

Accepted on their own (bringing one is enough):

  • A valid driver license, provided the issue and expiration dates are visible
  • A current passport. The list does not say a U.S. passport and there is no record of a foreign passport being excluded. So whatever your status, if you hold a current passport you can transact with a single document.
  • A military identification card
  • An alien, temporary or permanent resident card
  • An employment authorization card
  • A certificate of naturalization, a certificate of citizenship or a citizen identification card

Counted two together are items such as a current pay stub, a vehicle registration with name and address, a voter registration card, a bill or bank statement with name and address, a health insurance card and a signed Social Security card. So a Social Security card is not enough on its own: it counts only if signed and only together with a second document.

And here is the most practical way out: the agency's own exception says that if the application is signed and notarized, no additional identification documents are required. For a reader waiting on a passport renewal or unsure whether a document will be accepted, that is a real door.

We note a gap as well: the list asks for a current document, but research found no statement about whether an expired document is accepted or how many days of tolerance are allowed. We do not say there is no tolerance; we found no declared tolerance. If your document has expired, use the notarized application route.

Who may obtain a copy: birth and marriage are on the same restricted list

This item disproved an expectation this round, so we state it plainly: in this state, the birth certificate and the marriage certificate are subject to the same restricted entitlement list. A marriage certificate is not a freely issued record.

RecordWho is entitledIn addition
BirthThe person, mother, father, son, daughter, husband and wifeGuardians, legal representatives and attorneys, on presenting documentation
Marriage and divorceThe same listThe same requirement
  • There is a special rule for birth certificates: a father not listed on the child's certificate is not entitled to it.
  • There is a route for someone who is not entitled: an authorization to release from an entitled person is required, and identification is asked for both the entitled person and the person collecting the record. If the authorization is notarized, only the collector's identification is needed.

Fees and timing

We do not print record fees or processing times, because they could not be confirmed as figures this round. Always ask for the amount and the accepted payment method before you call in; in this series the payment method has repeatedly been the item that turns people away at the door.

If it will be used in Turkey

If you will use a birth, marriage or death certificate obtained here in Turkey, an apostille is required and the authority sits in the state capital; the procedure, which documents can be sent directly and when county certification is needed are in the apostille section. Work out how many copies you need when you order: a separate certified copy may be required for the apostille, and ordering a second time costs both money and time.

15 · Social Security

How do I get a Social Security number (SSN) in Hendersonville?

Short answer

The agency that issues the number is federal and the procedure does not change from state to state; we wrote the step by step, the documents to bring and the route written in this state for a person who was never issued a number in our Tennessee guide. Here we keep only what changes in this settlement. Two things up front: this state has no office that issues an SSN or produces a number that stands in for one, and we publish no Social Security Administration street address on this page. If you hold an appointment notice, the address on that notice governs. The part specific to this settlement requires honesty: utility service here does not come from the municipality, it comes from four separate organizations, and we could not measure the identification or number rules of any of them this round. So at the door most often asked about, we give you not a rule but the question to ask.

Steps, documents and official links
  • Documents to bring: your current immigration document (green card, I-94 or employment authorization card) and a valid passport, plus a birth certificate if you have one. Photocopies and notarized copies are not accepted.
  • F-1 and J-1: an SSN is issued only once work authorization exists; it is not issued simply for school enrollment.
  • Which office serves you: enter your ZIP code in the agency's own office locator. Search by ZIP code, not by the name of the town; in this settlement there are two very concrete reasons for that, written just below. The general line is 1-800-772-1213.
  • If your last name changed after marriage, update your record at an office free of charge. The document you will use is the certified marriage certificate from the county clerk's record; details in the marriage section. Do not delay this step; the reason is in the work authorization verification part below.

Why you must search by ZIP code here: two concrete reasons

The first is a same-name trap, and it really operates in this settlement. In this research, searches made with this city's name returned institutions in identically named places in other states; the measurement turned up same-name institutions from at least three separate states and none of them had anything to do with this state. A reader searching by town name can end up reading another state's rules and planning around them. A ZIP code removes that error entirely. The same warning applies in the immigration agency section and in the passport section.

The second is a domain trap. In the federal government domain registry this city's registered address appears under a .gov extension, but that address never resolved in this research; the city's live site sits on a .org extension. So if a search result hands you an address carrying the city's name that will not open, do not assume the institution is closed. We wrote the detail in the local government section.

And learn one thing in your first week: whether your address is inside or outside the city limits. That answer touches money in three places on this page: the general sales tax rate you pay outside the grocery aisle, whether the city share rides on top of your property tax, and which district supplies your water.

What was measured in this settlement for a person without a number

We wrote the long statewide table in our Tennessee guide, including the route written in this state for a license applicant who was never issued a number. The rows below are only what was measured in this settlement, and we put what could not be measured into the same table.

DoorIs a number requiredBasis
Electricity, natural gas, water and sewer accountsCould not be measuredThe row on this page where we must be most honest. The municipality here operates none of the utilities; service sits with four separate organizations and each has its own policy. No accepted identification list, number requirement or deposit rule could be verified first hand this round. We say neither that it is required nor that it is not; we wrote the three questions to ask by phone in the utilities section
School enrollmentNever appears on the district's enrollment pageThe state education agency's written answer says enrollment does not depend on immigration status, and it separately writes that federal privacy law forbids requiring a number for enrollment. The district's own enrollment page never mentions a number and lists a passport explicitly as parent photo identification. Details in the school section
Marriage licenseThe field exists and is left blankA published attorney general opinion says an applicant who was never issued a number is not required to provide one, and no substitute document is requested. The county clerk issues the license and it can be obtained from any county in the state; details in the marriage section
Birth and death certificatesSecondary on the identification listOn the identification list a current passport is sufficient on its own and the text does not say a U.S. passport; a Social Security card counts only as secondary and only if signed. And the most practical way out: if the application is signed and notarized, no additional identification is required at all. Details in the vital records section
Library cardNot mentioned on the page, but we do not write it as certainThe institution's card page does not mention a number or immigration status, and a passport is listed explicitly among accepted photo identification. That page could not be read first hand and the item is hedged; details and a confirmation number are in the local government section
Property tax relief applicationNot in the brochure, but we do not say there is no requirementThe program's 2026 brochure does not mention a number or a status requirement. But it is a summary document and the application door is a local governmental entity; do not apply without reading the public benefits section below. Figures and the two doors are in the property tax section
Vehicle registrationFrom January 1, 2027 a status document for initial registrationNo document is requested at renewal, but a warning statement is printed on every registration and every renewal. Details and accepted documents are in the vehicle section
State income tax returnThe question does not arise hereWage income is not subject to state income tax, so no annual state return arises for an employee. Details in the tax section below
Public benefit applicationYes, and the law changed in 2026The law in force requires state agencies and also local governmental entities and local health departments to verify an applicant's lawful presence; the definition covers a county and an incorporated city separately. In this settlement both exist. Do not assess this door without reading the public benefits section
Forming a companyCould not be verifiedNo sentence in either direction was found on the state authority's formation pages; we wrote this separately in the business section below

Do not read this table as a list of exemptions. The license and identification regime in this state tightened in 2026: a person whose lawful presence is authorized by federal authorities for a defined period is issued a temporary card that is distinguishable on its face. The driver license section is the most important preliminary reading on this page, and in this settlement there is an added reason: there is not yet a permanent driver service center here, the mobile unit works one day a week, and the center where the test is given is in the next town. So the license job takes longer here than you expect, and it sets the calendar for the doors that depend on it.

ITIN: for taxes, not for identification

A person who cannot get an SSN but must file a federal return uses an ITIN. The application is made on Form W-7 and, absent an exception, attached to a federal return. In the agency's own words an ITIN does not provide or change immigration status and does not authorize work in the United States; it is not an identity document either.

  • No record was found of an ITIN being accepted as a service door in this settlement. In some cities in this series an individual taxpayer identification number appeared by name on a utility's accepted identification list; here none of the providers' identification lists could be read, so we write neither that such a door exists nor that it does not. Ask, and ask for the answer in writing.
  • There are two ways to avoid mailing your documents: go to an authorized acceptance agent, or go by appointment to a tax agency office that performs ITIN document review. We could not verify this round which office in this settlement or county performs that review, and we publish no federal tax office address on this page; confirm the office and the appointment through the federal tax agency's own office locator, appointment line 844-545-5640.
  • We do not write the supporting document list, because we did not read the agency's separate page holding it this round. Get the list from the agency's own page before you apply.

16 · Tax and working

What comes out of my paycheck in Hendersonville, and what rate do I pay at the register?

Short answer

The sentence there is no tax will not be written anywhere on this page, but we state one fact as it is: wage income is not subject to state income tax and the state's only personal income tax, on interest and dividends, was fully repealed on January 1, 2021. The burden shifts to the register. And in this settlement the picture at the register has to be read in two pieces, because the two sides of the line do not behave the same way: the grocery rate is 6.25 percent both inside and outside the city limits, while the general rate diverges and runs 9.75 percent inside the city and 9.25 percent in the part of the county outside it. So your grocery bill is the same on both sides of the line; everything else you buy is not. On the employment side there is one concrete item here: the city, the county and the county school system are each public employers, and work authorization verification has been mandatory with no threshold since July 1, 2026 for public employers.

Steps, documents and official links

State income tax on wages: none, but there are items that take its place

  • Wage and salary income is not subject to state income tax. The interest and dividend tax was phased down and repealed as of January 1, 2021. If you are coming from another state, your net pay calculation changes.
  • A local wage tax was searched for and not found. Some cities in this series withhold an occupational fee directly from pay; in this city, this county and the other jurisdictions measured this round no such item was found by research. We do not write that there is none. The right step is to ask your employer whether there is a local deduction on your pay stub.
  • There is a state level privilege tax and it hits only five professions: 400 dollars a year, every year on June 1. Attorney, securities agent, broker-dealer, investment adviser and lobbyist. Physicians, engineers and accountants are not on that list; details in the state guide.
  • The federal side does not change: federal income tax and Social Security and Medicare withholding still apply.

Sales tax: two sides of the line, and groceries behaving separately

The rates below were read on October 12, 2026 from the state revenue department's own machine readable rate file. The state share is 7 percent on general goods and 4 percent on food; the local share rides on top. The statutory ceiling on the local share is 2.75 percent.

WhereGeneral goods and servicesFood and food ingredients
Inside the city limits9.75 percent6.25 percent
In the part of the county outside the city9.25 percent6.25 percent
  • What the table says in one sentence: crossing the line does not change your grocery bill, and changes everything else. That is the reverse of the usual pattern in this series, where the two rates move together.
  • The reason lies in the city not applying its local share to food. The city's general local share sits at the ceiling, 2.75 percent; the local share it applies to food is 2.25 percent. The county's local share outside the city is 2.25 percent on both general goods and food. So on food the city and the county take the same local share, and on general goods they do not.
  • The timeline is on the record too: the city raised its local rate from 2.25 percent to 2.75 percent on June 1, 2024, then brought food back down to 2.25 percent effective February 1, 2025. In other words, the increase did not pass through to food. This pattern is rare in the state: among the 315 city rows in force in the rate file, only a handful of jurisdictions have a general rate different from their food rate, and this city is one of them.
  • And here we stop: we publish the rate, not the reason. The mechanism that lets a city keep a local rate increase off food was not found in research, and we do not invent an explanation. Do not rely on any text that presents it as a political decision, a statutory provision or a preference.
  • Note that this is the rate of the place where you shop, not where you live. If you live outside the city and shop at a store inside it, you pay the city rate there. So this is not a residency advantage, it is a location difference.
  • What does not get the reduced rate: by the revenue department's own notice, alcoholic beverages, tobacco, candy, dietary supplements and prepared food are not food ingredients and are taxed at the general rate. So not everything you buy at a grocery store falls under the food rate.

If you are buying one expensive item: the rate is not flat, it is bracketed

This item is little known and it costs real money when you buy a car, furniture or an appliance. From the revenue department's own page:

  • The local tax applies only to the first 1,600 dollars of the sales price of a single article; above that there is no local tax.
  • The slice between 1,600 and 3,200 dollars carries an additional state single article tax of 2.75 percent; above 3,200 dollars that tax does not apply.
  • So on an expensive item the total rate is not the rate in the table above. Build that into your budget and ask the seller for an itemized calculation.
  • One more item from the same page, directly relevant if you are house hunting: the state rate on a manufactured home is 3.5 percent, half the general state rate.

Property tax and the county wheel tax: both tied to a line

Crossing the line moves the sales tax by half a point; in property tax it decides whether the city share rides on top at all. Inside the city the county share and the city share stack; in the part of the county outside the city only the county share applies. We wrote the rates, the assessment percentage and the conditional relief program in the property tax section. This matters to renters too, because the rate feeds indirectly into rent.

And one item is tied to the county, with a hedged figure, because two separate numbers are circulating. Counties in this state may levy a separate county wheel tax on vehicles belonging to their residents, and no plate is issued until it is paid. The 2026 county profile table published by the state university's county technical assistance service shows an automobile rate of 51.00 dollars for this county; we read that table on October 12, 2026. Against that, a figure of 75 dollars for the same county circulates in secondary sources and does not appear in the agency's table. We do not pick a side: we publish the table's figure, we say the other is in circulation, and we recommend that you confirm it with the county clerk before you go to the counter. The registration procedure is in the vehicle section.

Work authorization verification: the public side is broad here

The federal verification system you will meet when you take a job operates under two separate regimes in this state.

EmployerStatus
Public employersMandatory with no threshold since July 1, 2026. The state, counties, municipalities, boards, agencies, universities and school systems are covered. In this settlement that definition reaches the municipality, the county and the countywide school district at once; the school district is one of the largest employers here
Private sector, 35 and aboveMandatory since January 1, 2023. The threshold runs on full-time equivalent employees and looks at the total under the same employer tax number
Private sector, under 35Optional: either the federal system is used, or copies of the identity and work authorization documents the statute lists are taken and retained

Three sentences on the worker's side, and all three cut against the reader

  • If the system produces a wrong result, the employer does not carry the cost. State law expressly provides that an employer acting on an incorrect result of the system is not in violation. The cost of the system's error falls on the employee.
  • There is no protection against being kept on, there is the opposite. State law makes an employer's failure to terminate an employee after a final nonconfirmation a fact that can be weighed against the employer.
  • That is why a name or date mismatch is a real risk in this state. The four most common items for readers from Türkiye: a middle name entered differently in a federal record, a father's name landing in the surname field, transliteration differences in Turkish letters, and a post-marriage surname change never reported to Social Security. The fourth is the most common and the easiest to fix; we wrote it in the section above.

Two traps on the document list, and one protection

  • The state agency's own page says it in capital letters: a Social Security card and a Form I-9 are not among the acceptable documents the state statute lists. If an employer asks you for one of those, ask for the whole list.
  • Another state's driver license is not automatically accepted: it counts only if that state's issuance requirements are at least as strict as this state's, and the department publishes the list of those states. Cards compliant with the federal standard are accepted from every state.
  • The statute does not cover employees only: documents are also required and retained for people who are not directly employed but are paid directly by the employer for their labor or services. If you will work as a freelancer or a subcontractor, this reaches you too.
  • There is one protection and it is written: the statute is applied without regard to race, color or national origin, and a person who alleges a violation benefits from anti-retaliation protections. The authority that reviews a complaint is the state labor commissioner, not an immigration authority.
  • Enforcement is real and visible: the state publishes violation decisions month by month, with the employer's name, city and penalty.
  • We do not write the federal procedure on this page. How many days you have after a tentative nonconfirmation and the order of the steps are on the federal agency's own page; we write no deadline and no number of days. Read the current procedure on the federal system's own site.

17 · Starting a business

How do I start a company (LLC) in Hendersonville, and what should I watch for?

Short answer

Formation happens at the state level and the counterpart is the business division of the Tennessee Secretary of State. The first practical fact for a reader here is that the office is not in this settlement, it is in the state capital, and the same office also certifies documents you will send to Türkiye; two separate jobs on this page look at the same counter, and we wrote the procedure in the apostille section. We do not publish formation fees, because the authority's fee page was not read this round and this series does not publish a figure it has not read. We could, however, measure four things a founder needs to know: there is no wage income tax but there is a separate tax on businesses; many professional licenses have carried a lawful presence requirement since 2026; the work authorization verification duty arrives with your first employee; and, specific to this settlement, running a fee-based activity in a city park requires a separate permit.

Steps, documents and official links

State filing: the office is in another city

  • The legal entity is formed at the state level and the counterpart is the business division of the Tennessee Secretary of State. For a reader living here that is a mail or online job, or a separate trip. The office's walk-in desk is open on weekdays and same day service requires arriving before 14.00; we wrote the transportation options in the transit section, but we publish no distance or drive time figure.
  • We do not write fee figures. The formation fee, the registration fee for a company formed in another state, and the annual report fee were not read this round. Take the amounts from the authority's own page.
  • We do not state the registered agent, name availability and annual report requirements in definite terms, because they could not be confirmed from the authority's own text. Ask before you open the formation form and ask for the answer in writing.
  • No official answer was found on whether a number is needed to form an LLC. That is precisely this page's reader's question and we do not fill it with a guess. Ask the authority's business division.

The local licensing side: not measured, and we do not hide that

  • The city's own business license procedure was not measured this round: the type of license, the fee, the renewal calendar and the application door did not enter the research. We do not say there is none, we say we did not measure it. The city switchboard and the county clerk are two separate doors; call both and ask which one your matter falls to. The switchboard number is in the local government section.
  • And a domain warning: the city's registered government domain did not resolve in this research; the live site sits on a different extension. If you hit an address that will not open while looking for a license form, use the live address.
  • Do not skip the zoning side. We wrote which zoning district your business premises or home-based work falls in, the district codes and the board to approach in the renting and zoning section. If you will work from home, read that section before you form the company.

A permit specific to this settlement: fee-based activity in a park

This item looks small but it reaches a reader actually starting a business here, and it is written on the city's own page. The city's park and permit page defines one permit type as an activity where a payment, fee or other consideration is expected to be made to the permittee.

  • What that means in practice: if you are thinking of running paid lessons, group training or a fee-based event in a city park, that is a permitted activity. Sports coaching, yoga and personal training can fall under that definition.
  • Other items the same page puts under a permit: special events, amplified sound, alcohol in a park, and photography and filming. If you will do commercial photography, that last one reaches you.
  • The right step: call the city's park division before you start and ask which permit you need, how far in advance, and at what fee. We write no fee figure, because no amount was found on the page.

In this state the tax that hits a business is not the one that hits an employee

  • There is no wage income tax, but there is a business tax. State law provides for a business tax on the privilege of engaging in a vocation, occupation or business, and cities may levy it at the rate and in the manner the statute allows. It is a gross receipts tax, calculated on turnover rather than profit. It is not a payroll deduction; it is an item a founder does not expect in the first year.
  • We do not write rates or filing calendars, because they were not measured this round, and how this city levies the tax, on which activity and by what procedure, was separately not measured. Ask an accountant during formation.
  • If you will collect sales tax, build your price list in two pieces here: on general goods the rate is 9.75 percent if your premises are inside the city limits and 9.25 percent if they are outside; on food it is 6.25 percent on both sides. So the line makes no difference to a grocery or food business and does make a difference to a shop or a service business. The figures are in the tax section.
  • If you sell an expensive single item, factor in that the local tax applies only to the first 1,600 dollars and that a separate state bracket sits above it; details again in the tax section.
  • Five professions also owe a state level annual privilege tax: 400 dollars, every June 1.

Professional licensing: a direct status door for a founder

This item is easy to miss and expensive to miss. The General Assembly passed a statute in 2026 requiring applicants for a large number of professional licenses, certificates, permits and authorizations to be U.S. citizens or aliens eligible under federal law. The statute took effect on the day it became law and applies to applications and renewals after that date.

  • This is not a new direction but the tightening of an existing one. A 2022 statute moved professional and commercial licenses outside the state's definition of a public benefit and gave them a separate requirement: citizenship, or work authorization confirmed through the federal verification system. The 2026 statute extends that chain. So a license is not a public benefit but it is a status door in its own right.
  • If you are considering home-based child care, this looks straight at you. The city's zoning ordinance allows care for a limited number of children or adults for less than twenty-four hours a day in a dwelling as an accessory use; the detail and the number are in the renting and zoning section. But that is a zoning allowance, not a professional license. Whether the activity separately requires a state license was not measured this round and we write no answer; ask the relevant state agency and ask for the answer in writing.
  • The right step: consult an immigration attorney before you apply, and ask the licensing agency in writing which document is required. This page does not tell you which form to fill in; it tells you that this door is a legal door.

The duty that arrives with your first employee

  • The private sector threshold is 35 full-time equivalent employees. Below it the employer is in an optional regime: either use the federal system, or take and retain copies of the documents. Even a one-person business is not exempt from taking and retaining documents.
  • The threshold is not calculated per location but on the total under the same employer tax number.
  • People you do not directly employ are also covered: documents are required and retained for people you pay directly for their labor or services.
  • If you are thinking of bidding for public work, read the three sentences on the worker's side and the two traps on the document list in the tax and work section; in this settlement the municipality, the county and the school system have been in the no-threshold mandatory regime since July 1, 2026.

If you run an association or a foundation: a 2025 liability provision

This item concerns a charitable organization rather than a business, and we write it here because forming associations and foundations is common in Turkish communities. The General Assembly provided in 2025 that a charitable organization that provides housing to a person it knows is not lawfully present in the United States can be held liable for damages arising from a crime that person commits while receiving the service.

  • Liability is not automatic and the text has its own condition: the organization's conduct in providing housing must constitute negligence, gross negligence or intentional and reckless conduct.
  • What is excluded is written out: the statute's housing definition covers long term shelter and help obtaining or signing a lease; short term overnight shelter of the kind a homeless shelter provides is outside its scope.
  • This is not an item meant to frighten a reader; it is an item for a board member. If you serve on the board of an association or a foundation that provides housing assistance, show this provision to an attorney. The provision was not written for an individual tenant or landlord; the rental rules are in the renting section.

18 · Public benefits

Will receiving public benefits in Hendersonville affect my green card application?

Short answer

It can, and in this settlement the question has a second layer. On the federal side the public charge rule that took effect on September 18, 2026 removed the 2022 regulations and gave officers broader discretion; the assessment did not narrow, it widened. On the state side there is a statute that took effect on July 1, 2026, and it is the heaviest item on this page: it requires state agencies and also local governmental entities and local health departments to verify the lawful presence of an applicant aged 18 or over and to report anyone not verified to the state's centralized immigration enforcement division. And in this settlement the definition opens two doors at once: the statute defines a local governmental entity to include a county and an incorporated city separately, and here there is both an incorporated city and a county. We also write out the statute's own exemption list, which runs in the reader's favor. This is not a decision section; consult your attorney before applying for a benefit.

Steps, documents and official links

Public charge: what changed on September 18, 2026

  • The rule was published on July 20, 2026 and took effect on September 18, 2026. It applies to applications for admission made on or after that date and to adjustment of status applications postmarked or filed electronically on or after it. You can read the text in the Federal Register record.
  • It is not retroactive: means-tested benefits received before September 18, 2026 are assessed under the 2022 rule.
  • Direction: the rule does not list which benefits count; it removes the old list and returns to a totality of the circumstances assessment. That is why a clean these benefits count list can no longer be published. We explained the detail in our public charge article.
  • Exemptions created by statute remain: refugees and asylees adjusting status, the special immigrant juvenile category, people applying for or re-registering temporary protected status, and the special statutes for Cuban and Haitian nationals.

The state side: two separate governments are covered here

We wrote the statute's provisions in full, the reporting duty, the penalty for an official and the sanction against a local government in our Tennessee guide. Here we keep only the four lines that touch this settlement.

  1. The definition covers two governments at once. The statute defines a local governmental entity to include a county and an incorporated city or town. Here the municipality and the county are two separate legal persons, so both are covered separately. Which one you receive a service from makes no difference under this statute.
  2. Local health departments are covered too. This county's health department is one of the ninety-five statewide and is subject to the same regime. That door matters more in this settlement, because birth and death certificates come from the same department; details in the vital records section and the health side in the health section.
  3. The duty does not begin everywhere at the same moment. Under the statute's transition provision the duty switches on for a local government not on July 1, 2026 but when that entity first reprints its relevant forms after that date or first updates its electronic or automated telephone systems. The consequence for the reader in one sentence: a clause absent from a form today may be there tomorrow, and the absence of a declaration clause on a form you see is a matter of timing, not an exemption.
  4. And we report the measurement as it is: as of October 12, 2026, no visible citizenship or lawful presence declaration clause was found on this settlement's service pages. There are two possible explanations: those services may fall outside the statute's public benefit definition, or those forms may simply not have been reprinted yet. We do not choose between them. When you apply for a local service, read the form you are handed from beginning to end and ask before signing a declaration you do not understand.

Three rules in the reader's favor, and two of them are little known

  • A document you submit counts as proof of eligibility until final verification arrives, and an agency may not delay distribution of any federal, state or local benefit solely because verification is pending. That is the statute's own provision and it is what you rely on if you are told to wait at the counter.
  • The agency must retain a copy of every document you submit. What you hand over goes into the agency's file; keep your own copy of what you gave and note the date you gave it.
  • The statute's one institutional exemption: the state's department of children's services is not obliged to provide information under this part. Cases where a federal nutrition regulation already requires reporting are also outside the reporting duty.

The statute's own exemption list

The statute defines what falls outside public benefit by reference to federal law. That reference covers:

Services outside the verification regime
Health care items and services necessary for the treatment of an emergency medical condition (other than those related to an organ transplant)
Immunizations, and testing and treatment for symptoms of communicable diseases
Short-term, non-cash, in-kind emergency disaster relief
Programs such as soup kitchens, crisis counseling and intervention, and short-term shelter, delivered in kind at the community level, not conditioned on income or resources, and necessary for the protection of life or safety
  • Emergency medical care being on this list matters more in this settlement, because the state did not expand Medicaid and the coverage gap is real, and because the nearest sliding-fee clinic here may not even be in your own county. We wrote both in the health section and the clinics section.
  • Short-term shelter being on the list is not abstract here, but it meets an uncertainty: research found no published, address-specific, standing public shelter list for this settlement or its county, and what the registration program that was found actually is did not come out of the page. We are not saying there is no shelter; we wrote both in the severe weather section. The exemption says that entering a short-term shelter falls outside the verification regime; it does not say no question will ever be asked.
  • The list says verification is not required; it does not say a service is free or that everyone is eligible. Each program's own eligibility rules still apply. Do not confuse this with the sliding-fee clinics section: there the message runs the other way and none of those centers is free.

Two local items to check here as well

  • The property tax relief program is the most concrete intersection on this page. The program is a refund rather than an exemption, funded by a state appropriation, and the application door is a local governmental entity: the county trustee or the city's own collecting official. Both doors exist in this city. The program's 2026 brochure does not mention a number or a status requirement, but the transition provision above may cover that form. We do not say there is no requirement: call before you apply and ask whether the form carries a lawful presence declaration. The conditions and the figures are in the property tax section.
  • There is a distinction on the disaster relief side and it is easily missed. The statute puts short-term, non-cash, in-kind disaster relief on the exemption list. Not every form of disaster assistance fits that definition and you cannot assess that at the counter. If a lawful presence declaration appears on a disaster application, consult your attorney before completing the form; the alert system and the winter regime are in the severe weather section.

There is a court order, but it is narrow, temporary and not on the merits

  • Case citation: Snader v. Tennessee Dept. of Health, No. 26-0825-I, Davidson County Chancery Court, Chancellor Patricia Head Moskal. Temporary restraining order June 24, 2026, agreed temporary injunction July 14, 2026.
  • The scope is narrow: the order restrains the health department from reporting the identifying information of patients receiving services from one children's health program only. The provision as a whole is not enjoined; the verification and reporting regime operates for other state agencies, all local governments and local health departments.
  • It is temporary and does not reach the merits. By its own terms it runs until further order of the court, and there is no hearing date on the merits. The parties agreed, and the defendants admitted no liability or fault. That is why we do not write that the law is enjoined on this page: the correct sentence is that, as of October 12, 2026, it is temporarily enjoined with respect to one children's health program only, and no decision on the merits has been made.
  • One clause of the order reaches readers directly: the agency must notify patients and providers of the order's existence in the patient's recorded primary language. If you are in that program, read the notice you receive.

The federal narrowing of October 1, 2026 and a source warning

  • Federal law now makes full Medicaid and children's health program payments to the state for four groups only: U.S. citizens and nationals, green card holders, Cuban and Haitian entrants, and people living here under a compact of free association. Refugees, asylees, holders of temporary protected status, parolees and visa holders are not on that list.
  • The state published the document implementing this and it states that refugees and asylees fall outside coverage from October 1, 2026; the program director's own figure is roughly 8,500 people. The detail and the fine distinction on the pregnancy side are in the health section.
  • And a source warning: a 2014 document still sits on the same server with no warning and still shows refugees as eligible. This page does not cite that document and neither should you. The first thing to do when reading a text in this area is clear: look at the date of the source.

School enrollment and school scholarships are different things

  • On the enrollment side state law sets no status requirement. All of the state's statutes were scanned this round and no law was enacted denying school enrollment on the basis of immigration status; the education agency's written answer runs the same way and cites Plyler v. Doe, 457 U.S. 202 (1982) by name.
  • On the scholarship side the requirement is expressly in the statute. The 2025 education scholarship act provides that a student who cannot establish lawful presence will have the scholarship application denied, and treats the scholarship as a public benefit. So the verification and reporting regime above applies to a scholarship application too, and the court order above does not cover that program.
  • So enrollment is open, a scholarship is not. Any text that merges the two into one sentence is wrong. We wrote the enrollment side, the district's document list and the notarized affidavit route for families staying with relatives in the school section.

19 · Address change

I moved to Hendersonville. Do I have to report my address?

Short answer

As a general rule most non-citizens, green card holders included, must report a new address within 10 days of moving. That is not an administrative preference, it is a statutory duty. The easiest route is the address change screen in your online account; the paper AR-11 is free as well. If you have a case in immigration court you also notify the court within 5 days on Form EOIR-33, and that sentence carries different weight in this settlement: the state's only immigration court is not here, it is at the other end of the state. On the local side a move here has six separate consequences, and all of them turn on which side of which line your address falls. One of them does not exist in most cities and really costs money here: even which district supplies your water depends on the address.

Steps, documents and official links
  1. Log in to your online account and open the address change screen. Online reporting satisfies the legal duty and you do not also need to mail a paper AR-11.
  2. Enter the receipt number of every pending application. Filing an AR-11 does not by itself change the address on a pending case.
  3. Notify the post office separately. A postal change of address does not update the agency's record, and the post office does not forward these letters.
  4. If you have a court case, file Form EOIR-33/IC within 5 days. The court address changes only through that form.
  5. If you have a regular check-in requirement, also report the address through the agency's own portal.

Holders of A and G visas and visitors entering under the visa waiver program are outside this reporting duty.

The six local consequences of moving here

What triggers the duty is the move itself, not crossing a boundary; changing houses on the same street is still a move. But there is a boundary question here too, and the answer comes from three separate lines: the city limits, the county line, and the utility district line. The table below shows which item depends on which.

What can change when you moveWhich line decidesWhere we wrote it
Which district supplies your water. There are two separate water districts in the city and neither is the municipalityUtility district lineWater and trash section
Which organization supplies your electricity, and which complaint forum you go to in a disputeUtility district lineUtilities section
Your property tax rate. Inside the city the county share and the city share stack; in the part of the county outside the city only the county share appliesCity limitsProperty tax section
The rate you pay outside the grocery aisle. The general rate is 9.75 percent inside the city and 9.25 percent in the part of the county outside it; the food rate is the same on both sidesCity limitsTax section
Who collects your trash. Inside the city the service is managed by the city's public works divisionCity limitsWater and trash section
The county wheel tax and the sheriff's federal cooperation status. Both turn on the countyCounty lineVehicle section and the state law section below

And one item runs the other way, meaning it does not change even if you move: the library card. The institution's card rule operates at the scale of the state, not the city or the county; the detail and an honesty note are in the local government section. Do not settle the question of which line a service looks at with a single answer in this settlement: in the same town the library works at state scale while park and tennis court fees work at city scale; we wrote that separately in the things to do section.

Two local notifications for your first week, and one currency trap

  • Re-register for the alert system. The county's emergency alert registration is address based and needs updating when you move. But there is an older system page still online here and it can lead a reader living in the city to the wrong conclusion; we wrote what to watch for in the severe weather section. Register from the current page.
  • Give your landlord your new address in writing. That is not an immigration rule, but it touches money directly in this state: a tenant who does not respond within sixty days to a deposit notice can lawfully lose the deposit. Details in the renting section.

Add one more thing: someone moving here gives their address to several state and local agencies in the first week, from utility accounts to school enrollment. None of those is an AR-11. Giving an address to a state or local agency does not satisfy the federal duty.

One more thing changed in 2026: account for the federal rule that took effect on June 29, 2026 and reorganized alien registration and what counts as evidence of registration. You can read the text in the Federal Register record. Check that the document you carry still counts as evidence of registration.

20 · Immigration agency

Where is the immigration agency's office in Hendersonville, and where do I go for biometrics?

Short answer

We deliberately publish no address in this section, and the reason is a rule: this guide series publishes no street address for any immigration agency, immigration enforcement division, customs agency or Social Security Administration office. This round the reason is concrete as well: the customs agency's site would not open even with a full browser header set, so no first hand verification was possible. The only correct sentence is this: the address you go to is the address printed on your appointment notice. What you need to know is the office types: a field office conducts interviews, an application support center takes fingerprints and photographs, and they are not the same place. A court is none of these. There is also a search trap specific to this settlement, and it is the most useful warning on this page: places carrying this name exist in other states.

Steps, documents and official links

The search trap first, because it really operates here

In this research, institutional searches using this city's name returned institutions in identically named places in other states; the measurement turned up same-name institutions from at least three separate states and none of them had anything to do with this state. That is not an abstract risk: a reader can read another state's institution's rule page and plan their own matter around it.

  • Search by ZIP code rather than by town name. All of the federal locators accept a ZIP code.
  • When you note an institution's name, write the state code beside it. In one round of this series facility names on a federal list turned out to be in another state; the same scan was run this round and came back clean, but the habit pays.
  • There is a domain trap too: the city's registered government domain did not resolve in this research and the live site sits on a different extension. Details in the local government section.

Offices and appointments

  • Two separate offices, two separate jobs: green card and citizenship interviews happen at field offices, fingerprint and photograph appointments at application support centers. Confusing them costs an appointment day.
  • No walk-ins. Field offices do not take visitors without an appointment; appointments are made through the Contact Center. Take office information from the agency's own office locator and follow your case on the case status page.
  • You do not choose your biometrics location: which center you attend is printed on the I-797C notice. To reschedule, request it through your online account or the Contact Center. What to bring is in our biometrics appointment article.
  • What the center does not do: application support centers do not give information about your case. Ask case questions at the Contact Center, not at the center.
  • Appointments are free: the Contact Center is 1-800-375-5283. Intermediary sites charging for an appointment are a scam.
  • Asylum interviews: we could not verify this round that there is a separate asylum office in this state. Form I-589 is not filed in person at an asylum office; the office list is on the agency's own page.
  • Processing times: on the processing times page, select the form, the category and the office holding your case.
  • Immigration enforcement and the customs agency: confirm check-in locations and offices from the agency's own office page; to search for someone in custody there is the agency's search page. We could not verify how these agencies are organized in this state from a primary source and we write no field office name.

Planning an appointment day from this settlement

  • If you will travel without a car, build the calendar early. There is a regional express bus route here and a demand-response county service you reach by phone; the second requires a reservation twenty-four hours ahead for local trips and seventy-two hours ahead for trips leaving the county. So you cannot call for a vehicle on the day of the appointment. Details in the transit section.
  • Account for winter. The transportation agency's January 2026 statement described icing as statewide and for a time asked drivers not to travel; details in the severe weather section.
  • If you do not have a state identification card yet, you may run into trouble at some doors, and that job runs on a long calendar here: there is not yet a permanent driver service center in the city and the mobile unit works one day a week. Read the driver license section early.

Do not confuse three agencies, and in this state the distinction covers a fourth

The immigration agency and the enforcement division are part of the Department of Homeland Security, while the immigration courts are a separate agency under the Department of Justice. Readers mix these three constantly; the agency does not answer what you ask the court, and the court does not answer what you ask the agency.

There is a fourth agency and it is not federal: a centralized immigration enforcement division established in 2025 within the state's own safety department. It is not a branch of the federal agencies; it is a state unit coordinating state and local cooperation with federal authorities, and it has its own page. It appears in a reader's life in three places: in a public benefit application, in county jail and law enforcement contact, and through grants distributed to local law enforcement. We wrote what it does, what it does not do and where this county stands on the list that unit publishes in the state law section below. Read that section before you file anything.

And one verified detail about that unit: its reporting form is restricted and, in the words of its own page, not available for public download; only authorized agencies may request access. So it is not a form the public fills in, it is a form agencies fill in. We write that because the opposite reading circulates online.

PDF: Official Offices in Hendersonville: Immigration, Court and Passports 2026

21 · Court

Is there an immigration court in Hendersonville, and how do I check my case?

Short answer

The answer is clear this round: there is no immigration court here. The federal agency's own operational status list shows a single court for Tennessee, and it is at the other end of the state: Memphis Immigration Court, Brinkley Plaza, 80 Monroe Avenue, Suite 501, Memphis, TN 38103. The list shows it as open. We publish the court address because this guide publishes court addresses rather than the addresses of administrative agencies. But we publish no distance or drive time figure, because none was measured from a source this round. The single most useful sentence for a reader traveling from here is this: ask your attorney early about a remote hearing, because the decision belongs to the judge and late requests often do not make it.

Where the court is, and two more things the list says

  • There is one immigration court in the state and the federal agency's own list counts one for Tennessee. There is no immigration court in this settlement, in this county or in the state capital.
  • The same court also has a hearing location outside the state and it appears as a separate line on the federal list. So the court does not serve this state alone. Look at which line your notice points to.
  • Internet-based hearing links are published on the agency's own page and there are two blocks under the Tennessee heading. But remote participation is a possibility and the judge decides; this page does not promise it to you. For a reader at this end of the state that is the first question worth asking, and asking a few weeks before the hearing is usually too late.

If you are traveling from here: four things to plan

  • Plan travel and lodging as soon as the hearing date is set. This may not be a single day's work and you may need time off work. We publish no distance or duration figure; calculate the route with your own vehicle or from the carrier's own site.
  • Research found no intercity passenger rail station in this settlement, and the regional commuter line does not serve this county. So rail is not part of this plan; we wrote the options in the transit section.
  • If you will use the demand-response county service, trips leaving the county require a reservation seventy-two hours ahead, and each county line crossed is added to the fare. Payment is cash or a bus pass; personal checks are not accepted.
  • Account for the weather. The winter regime is real in this state: the transportation agency's January 2026 statement described icing as statewide and asked drivers not to travel. If your hearing falls in the winter months, consider traveling the day before; details in the severe weather section.

The same-name scan was run and came back clean this round

In one round of this series, facilities on a federal list carrying a state's city names all turned out to be in another state, and we put a warning on those guides. The same line by line scan was run this round and no immigration court in another state carrying this city's name was found. So we are not carrying that warning onto this page. But note this: a scan that came back clean on the court side did not come back clean for other institutions. Institutions in identically named places in other states do show up in search results; we wrote the detail in the section above.

The 100-mile border zone: no point in this state is inside it

In states with a land border or a coast we have explained the reasonable distance rule created by a federal regulation. The full text of the regulation was read this round and the answer came back definite.

  • The regulation's test is geographic: an external boundary means the land boundaries and the territorial sea of the United States, and a reasonable distance is defined as 100 air miles from that external boundary.
  • This state has neither an international land border nor a coast. So no point in it is inside that zone, including this settlement. Bordering another state is not what this rule is about; the regulation speaks of the country's external boundary, not a state line.
  • But we write two warnings in the same breath, and both come from the regulation itself. First, a subsection of the same provision says that in unusual circumstances a distance greater than 100 miles may also be deemed reasonable, so the figure is not an absolute ceiling. Second, and more important: that zone relates only to a particular search and stop authority. Other immigration enforcement powers apply nationwide. So do not conclude from being outside the zone that there is no immigration enforcement here; indeed a federal case has been filed in this state about in-state traffic stops, and we wrote it in the state law section.

If you are going to court: the agency's own rules

  • Fax and unauthorized electronic filings are not accepted. Unless staff or the judge specifically requests them, documents sent that way are not docketed and, in the agency's own words, are discarded without review and without notice to the sender.
  • Security screening at every visit: metal detectors and bag searches; you may be asked to remove your shoes; no food or drink without the judge's permission; cameras and recording devices are prohibited.
  • Hearings are open to the public and, in the agency's own words, no advance notice is required for your visit.
  • Whoever represents you must be registered in the agency's registry system. Check that when you retain an attorney or an accredited representative.
  • Language: no Turkish material was found at any institution in this settlement this round, and we could not measure the state's interpreter program on the court side either, because the state judiciary's site sat behind a verification wall. We do not say there is none, we say we could not read it. Report your interpreter need through your attorney and well before the hearing.

Case status and closures

  • Online lookup: your A number is enough for the case information system, and the telephone line is 1-800-898-7180. The official information is still the hearing notice; the system can show new dates late.
  • Check closures on the morning of the hearing: the agency's operational status page. That is the place to check before you set off from here, because learning about a closure halfway there costs the whole day.
  • Report an address change to the court separately, within 5 days, on Form EOIR-33. We wrote the local consequences of moving in the section above.

Where do I find my I-94, and what if it is wrong?

You can download the I-94 for your most recent entry from the customs agency's site. Errors made at entry, meaning the wrong visa class, the wrong name or the wrong period of stay, are corrected by deferred inspection offices. We could not verify this round which office serves this settlement or county, or its hours, so we publish no address and no days; read the list on the agency's own page.

  • Write first, travel second. Some of these offices are open only a few hours a week.
  • These offices correct only errors made at the moment of entry. They are not a general I-94 help desk.
  • Why it matters: the duration of your work authorization and some application eligibilities depend on the I-94. In this state the license regime is tied directly to it: the length of your lawful stay sets the validity period of your card. Details in the driver license section, and that section should be read before this one.

22 · State law

What do state laws say about federal immigration enforcement, and what is the position in Sumner?

Short answer

The job of this section is not to produce a fear or a promise, but to separate the text sitting in the books from the rule that actually applies today. The statewide picture is written in four layers in our Tennessee guide and the summary is this: nearly all of the immigration-related statutes passed in 2025 and 2026 are in force today. Here we write out the item that touches this county: Sumner County appears on the participating county list published by the state's own immigration enforcement division. That is accurate. But it cannot be written without three things in the same breath: this is not a question of protection but of a delegation of authority, every sheriff has a January 1, 2027 deadline, and the body that decides is the sheriff, not the city board. Read it as neither a promise nor a threat, and note that this page attaches no label to this settlement in either direction.

Steps, documents and official links

The local cooperation list: this county is on it, and what that does not mean

The state's own immigration enforcement division lists, one by one, the counties participating in the federal cooperation program. As read on October 12, 2026 the list holds 93 of the state's 95 counties, and Sumner County is on it. The list carries no date, so this line should not be quoted without that reading date.

Reading that line on its own misleads a reader. There are three things that cannot be drawn from it, and we write all three.

  1. This is not a question of protection but of a delegation of authority. These programs are about equipping a local sheriff with federal authority; federal immigration enforcement applies everywhere in the state, in a county on the list and in a county off it. Indeed one of the federal cases filed in this state concerns traffic stops conducted by the state highway patrol. Just as a county's absence from the list does not mean there is no enforcement there, its presence does not mean a separate legal regime has been created; federal law is the same in both.
  2. Today's picture is not permanent and the statute has its own calendar. A 2026 statute requires every county sheriff to enter a cooperation program by January 1, 2027 and allows state funds to be withheld from those who do not. So the gaps in the list have a life limited by the statute's own calendar. Put that date in your calendar: the substantive part of the document regime for vehicle registration takes effect the same day; details in the vehicle section.
  3. The body that decides is not the city board. The statute's text expressly says the agreement is not subject to approval by the local government the sheriff serves. That warning is especially needed in this settlement, because the city has its own police department and its own municipal court; readers confuse the two easily and go to the board or the city. On this matter the decision belongs to the county sheriff. We wrote what the municipality does and does not do in the local government section.

Which county has which model of agreement, and this sheriff's current practice, were not verified this round; we say neither that there is none nor that it is a particular way.

And the same boundary appears once more elsewhere in the law. The statute creating the verification and reporting regime for public benefits defines a local governmental entity to include a county and an incorporated city separately; so here both the municipality and the county are covered. We wrote that regime in full in the public benefits section and that is what to read before applying for a benefit.

The statewide picture: a short summary and where to look

We wrote the four layers below at length in the state guide; here we give only the headings so you know where to look from this page. We write no statute section numbers, citing provisions by agency and date instead.

LayerStatus today
The package in forceThe centralized immigration enforcement division and its grant program, the license and identification regime, verification and reporting in public benefits, work authorization verification for public employers, the closing of enforcement information to public inspection, court cooperation, the lawful presence requirement for professional licenses, and the document requirement in vehicle registration. All of it operating; the calendar and the detail are in the state guide
The public benefits regime and the only injunctionSnader v. Tennessee Dept. of Health, No. 26-0825-I, Davidson County Chancery Court, Chancellor Patricia Head Moskal; temporary restraining order June 24, 2026, agreed temporary injunction July 14, 2026. The scope is narrow, the order temporary, and the merits untouched. Details in the public benefits section
The offense in the books but not in forceA section of a 2026 statute makes re-entering the state after removal an offense, but that section is conditional and is not in force today. Do not panic on finding the text online; but do not assume it will never take effect either. The trigger is in the state guide
Automatic sunsetThe effective-date provision of the statute passed in the 2025 extraordinary session provides for automatic sunset on January 20, 2029 for four provisions, including the centralized immigration enforcement division; for the court cooperation provision the date is February 1, 2029. Do not read this as relief: the General Assembly can renew, and most of the other statutes are outside that provision

The data channel in vehicle registration: we make no claim in either direction

We write this item again here because it is the most commonly misreported point online. The 2026 statute creates data sharing between a state agency and county clerks and provides for the submitted document to be recorded.

  • The text contains no provision transferring it to an immigration unit. The detail of the channel is to be filled in by regulation.
  • That is why we say neither that the data goes to an immigration unit nor that it does not. Do not trust sources that write a sentence in either direction.
  • And one countervailing direction is on the record: another statute from the same period requires information about immigration enforcement to be closed to public inspection. So the provision in this area runs toward closure rather than transparency.
  • If you have a pending immigration case, discuss your registration plan with your attorney; the procedure and accepted documents are in the vehicle section.

The provision about local council members, and a contradiction we print

The statute passed in the 2025 extraordinary session provided for a felony and removal from office for members of a local governing body who vote for a policy limiting federal immigration enforcement. Seven members of another city's local council sued the district attorney and the state attorney general over those provisions on June 24, 2025; the case is Capp v. Funk, Davidson County Chancery Court. The ground was freedom of speech.

  • The outcome: in February 2026 an agreed order was reported between the state and the plaintiffs, with the state abandoning the defense of those provisions, and with neither the attorney general nor the district attorney initiating action against a local official under them. So the text sits in the books but those provisions are not being applied.
  • We print a contradiction and pick no side: some news sources frame the outcome as held unconstitutional, while the plaintiffs' own page says settlement. Those two framings are not the same thing and we do not choose which is correct. The docket number and the text of the order could not be found this round, because the relevant court's record system could not be reached by any route. We do not say it does not exist, we say we could not verify it.
  • And do not widen the scope. The complaint covered only two provisions concerning local government officials; parallel provisions of the same statute concerning state officials were not its subject, and whether the settlement reaches them is unknown. A general sentence such as the felony was struck down would be wrong.
  • This provision is not the reader's provision anyway. It concerns the members of a local governing body; it says nothing about your case. We write it here because this decision circulates online as if the entire statute had fallen.

And a door, written as an attorney warning rather than a procedural tip

What the provisions in this section have in common is this: several everyday transactions are now status doors. Vehicle registration, license renewal, a professional license application, a public benefit application, a school scholarship application, and taking a public sector job.

  • This page does not tell you which form to fill in. It tells you that these doors are legal doors.
  • If there is any uncertainty about your status, consult an immigration attorney before approaching one of these doors, and do not act on a guess about what will happen at the counter.
  • If you are detained, ask to speak with an attorney before discussing your status, and if you are a Turkish citizen ask that the consulate be notified.

23 · Voting and jury duty

I am not a citizen. Can I register to vote in Hendersonville, and what if I get a jury summons?

Short answer

Voter registration and voting belong to U.S. citizens only, green card holders included. Registering or voting without being a citizen can have severe consequences for your immigration case and is also a crime. Two added things apply in this state: the temporary license and identification card issued since January 1, 2026 is not accepted as valid identification for rights and benefits reserved to citizens, voting included; and a 2026 statute gives the portal used by the state election coordinator access to federal eligibility verification data. There is also a source of confusion specific to this settlement and we write it too: there is a municipal court here, and a letter from a municipal court is not the same thing as a jury summons.

Steps, documents and official links

Voter registration: the rule is clear

  • The requirement is citizenship. A green card holder, a person with work authorization, a student or someone with a pending asylum application cannot register.
  • The immigration consequence is severe. Registering or voting without being a citizen is a direct problem in front of the officer assessing eligibility and good moral character; the policy manual treats this in a separate chapter.
  • The face of your card says something about this. The document issued to a person whose lawful presence is authorized by federal authorities for a defined period is temporary, and the statute expressly provides that it cannot be accepted as valid identification for rights and benefits reserved to U.S. citizens, voting included. We described the card type and how it looks in the driver license section.
  • Read the box on the form. If a license, identification card or public service application contains a voter registration section, signing that section is treated in most states as a sworn declaration that you are a citizen. We could not verify from an official source this round how license applications are linked to voter registration in this state; read every section of the form put in front of you at the counter, do not sign a section you do not understand, and do not answer yes to a citizenship question if you are not a citizen.
  • That warning carries extra weight in this state: a statute in force since 2026 requires agencies to place on public benefit forms a declaration of citizenship or lawful presence signed under penalty of perjury. So the declaration form in front of you is not always a voter form; read which one you are signing. Details in the public benefits section.
  • One statutory change goes on the record: a 2026 statute allows the state election coordinator's portal to access a federal eligibility verification system. Research did not measure how that works in an individual case and we write no conclusion; we record only that the statute creates the access.
  • Do not fill in voter registration forms handed to you door to door or at events by volunteers. Do not fill them in even if a campaign worker says it will not be a problem.

Jury summons: what we know and what we do not

  • We say what we do not know: we could not verify which public records this state builds its jury master list from. In some states the driver license pool feeds the jury list and a lawfully present foreign national can receive a summons; here we do not know whether that is so and we make no claim.
  • What to do if a summons arrives: do not ignore it and do not throw it away. Call the jury office of the court named on the letter as soon as possible, or respond online as the letter instructs, and state that you do not meet the requirements for jury service. Use the number on your letter, not a general number.
  • Three different letters get confused in this settlement and they are three different things: a traffic or ordinance citation from the municipal court, a jury summons from a state or federal court, and a hearing notice from an immigration court. A municipal court does not send jury summonses, and neither does an immigration court. Look at the name of the court at the top of the letter. We wrote what the municipal court does in the local government section and the immigration court in the court section.
  • A summons is not a mistake: the lists are built from public records and your name appearing on one does not mean any action has been started against you. It is not something to panic about; it is also not something to leave unanswered.
  • We did not read the text of this state's jury service requirements this round, so we write neither that you are qualified nor that you are not. Ask the court and ask for the answer in writing.

And keep one thing separate: the subjects in this section and the sheriff's agreement status with federal immigration authorities are not the same subject. We wrote the second and this county's place on the state list in the state law section; when deciding about voter registration or a jury summons, look here rather than there.

If you have just become a citizen: you can now register. Confirm the requirements and the routes from the state election authority's own page and get the current form there.

24 · New citizens

I became a citizen. How do I get a U.S. passport in Hendersonville?

Short answer

A first U.S. passport is obtained in person on Form DS-11: you go to an acceptance facility with the original of your citizenship document. Acceptance facilities in this settlement and county were not counted this round, so we publish no count, no name and no address on this page. The two most useful things this section can give you are these: search by ZIP code rather than by the name of the town, and take the hours from the institution rather than from the federal data file. And the first rule is especially concrete here: places carrying this name exist in other states, and institutional searches really did get mixed up in this research.

Steps, documents and official links

Search by ZIP code, not by town name

This is the most functional instruction in the section, which is why it comes first. In the federal acceptance facility locator, do not type the name of the town, type your ZIP code. The reasons were measured:

  • The same-name trap is real here. In this research, institutional searches using this city's name returned institutions in identically named places in at least three separate states. A reader searching by town name can end up reading another state's institution's page without noticing.
  • There is more than one municipality in this county and the place name on your envelope may be one of them. Someone searching by city name can miss a facility nearby.
  • The postal name and the actual location can diverge too. In this series one acceptance facility sat inside a city but was listed in the federal file under another city's postal name.
  • A ZIP code removes all three errors.

An acceptance facility and an agency are two different things

This is the distinction readers confuse most. An acceptance facility can be a post office, a county clerk's office, a library or a university counter, and it takes and forwards routine or expedited applications. A passport agency is an entirely separate network, by appointment, for urgent travel. We could not verify the nearest passport agency to this state this round and we write no agency name, city or distance; get the current list and the appointment rules from the federal agency's own site.

Two doors come to mind in this settlement and neither was measured: the county clerk's office and the library. We did not verify this round whether those institutions are acceptance facilities and we make no claim; search the federal locator with your ZIP code and confirm the facility by telephone.

Take the hours and the payment rule from the institution

  • The federal file gives hours as a code and can understate an institution's own rule. In the examples measured in this series the institution's own page was more detailed and more restrictive than the file: some facilities run certain days by appointment only, and some require a separate appointment for each applicant.
  • The payment trap costs real money. One county counter read in this series wrote that the federal passport fee cannot be paid by debit or credit card and only by check or money order, while accepting other forms for its own execution fee. So you make two separate payments at the same counter and the two may not accept the same payment method. Ask before you go.
  • We do not write fee figures here, because both the federal fee and the local execution fee change.
  • Language: no Turkish material was found at any institution in this settlement this round; in the school district the only document actually translated is a Spanish version of a health form. We do not say there is none, we say research did not find any, and we wrote the detail in the language access part.

Going to the appointment

  • A first passport is obtained in person. Form DS-11 is completed but not signed; you sign in front of the official. The original of the citizenship document is taken and surrendered during the process; it comes back with the passport.
  • Identification and photocopy: the original and a photocopy of your photo identification are required. Some acceptance facilities provide photographs, photocopying and mailing on site; ask in advance whether yours does.
  • For a child's application both parents must attend or you must bring the consent document the agency requires. We wrote where to get a child's birth certificate in the vital records section; in this state a birth certificate can be obtained from any of the 95 county health departments, so you do not have to leave this settlement for that step.
  • If you will travel to Türkiye, settle in advance how to record your U.S. citizenship with the Turkish civil registry and which passport you will use to enter as a dual citizen; the process runs through the consulate, and the consulate for this state is in another state.

25 · Things to do

What is there to see in Hendersonville, and what does admission cost?

Short answer

In this settlement the key to a leisure budget cannot be reduced to one question, and that is the carrying idea of this section: the answer to "are you a resident?" does not look at the same line for every service. At the library the scale is the state: the institution's own rule issues a card to anyone who resides in Tennessee and asks for no city or county line. But at the city's own facility the scale is the city: a tennis court reservation carries a resident and non-resident difference that doubles the fee. So two services in the same town look at two separate lines. Outdoors the undisputed item is this: there is no entrance fee at state parks and the agency says so in its own words. Everything below was read from the institutions' own pages on October 12, 2026.

Steps, documents and official links

The carrying idea first: every service looks at a different line

In other settlements in this guide the question are you a resident has a single answer. Here it does not, and we measured that.

ServiceWhich line decidesWhat it means in practice
Library cardThe stateThe institution's own rule issues a card to anyone who resides in Tennessee; no city or county line is applied. So it does not change even if you move. The detail and an honesty note are in the local government section
The city's tennis courtsThe cityThere are two separate fees for residents and non-residents and the difference is double. The figures are below
State parksNeitherThere is no entrance fee and no document is asked for at the gate. But most discounts require proof of residency and the agency does not write which document it accepts

One instruction for the reader: before you go to an institution, ask which line that institution looks at, and do not carry one service's answer over to another.

State parks: no entrance fee, and the agency says so itself

  • The frequently asked questions page of the agency that runs the parks says in its own words that no access fee is charged at any state park, and adds that donations are accepted instead of an access fee. There is no per vehicle or per person distinction, because there is no access fee at all; pedestrian entry is free too.
  • All parks are open to the public seven days a week, 365 days a year; park offices, museums and visitor centers may be closed two days a week, and most parks run from half an hour before sunrise to half an hour after sunset. In the agency's own words all state parks are open during the winter as well.
  • A framing difference and a contradiction inside the agency's own site: the same page says in one item that there is no access fee and in another refers to day-use fees. We pick no side. The correct framing for a reader is this: there is no fee to enter a park, and some facilities and activities inside a park may charge one. Which facility charges what varies park by park and no single list was found.
  • There is another contradiction on the discount side: the frequently asked questions page describes the senior discount as tied to state residency, while the discount page's senior item states an age requirement only and asks for no residency. Both sit on the same agency's site; we pick no side. The agency also does not write which document it accepts as proof of state residency, and that could not be verified.
  • One exception runs in the reader's favor and is explicitly written: for the disability discount the agency says on its own page that it is available to residents and non-residents of Tennessee. By contrast the active military, state employee, teacher and veteran discounts do require residency.
  • None of these discounts is tied to income or to a benefit program; they are lodging, camping, golf and restaurant discounts. Since entry is already free, there is no entry discount to speak of.

The city's own parks: open, but the page does not answer the fee question

  • The city's park and permit page never mentions an entrance fee. We do not write that as free: the institution says nothing, so neither do we. The absence of a fee statement does not mean something is free; ask before you go.
  • The parks named on the page itself: Memorial Park and Drakes Creek. The tennis complex is on the Memorial Park side and the page gives the number of courts there as twelve.
  • Third-party travel directories list other parks in this city, but those could not be verified from the city's own page and are not named on this page. We do not say they do not exist; get the current list from the city's park division.
  • Shelter and court rentals run from separate pages; if you are planning a birthday or a family gathering, ask about the reservation procedure in advance.

The tennis courts: where the city line turns into money here

This item looks small but it is the most concrete proof of the carrying idea above. At the tennis complex, city residents pay 5 dollars per court for a two hour slot and non-residents pay 10 dollars.

  • Reservations are made online three to fourteen days in advance, and payment is taken at the tennis shop after approval. So it is not a matter of showing up and playing; it has to be planned.
  • The rules were updated on June 13, 2025.
  • We hedge this item: the information belongs to the city's own page but it was quoted through a search engine in this research rather than read first hand. Ask the city's park division before you go.
  • And a note: in the same town residing in the state is enough for a library card, while here residing in the city is what is asked. A reader who mixes the two budgets wrong.

If you will run a fee-based activity in a park: there is a separate permit

We write this item here too because the leisure plan and the business plan intersect at this point. The city's park page puts activities where a payment, fee or other consideration is expected to be made to the permittee under a separate permit. The same page also places special events, amplified sound, alcohol in a park and photography and filming among permitted items. If you are thinking of giving paid lessons or group training in a park, we wrote the detail in the business section.

The library: the widest door among the institutions measured this round

The most valuable cultural item in this settlement is the library, and we wrote the detail, the accepted identification list and an honesty note in the local government section. Here we keep only the three lines that concern this section:

  • The scale of the rule is the state: the institution's own sentence says anyone who resides in Tennessee can apply for a card. Among the five settlements measured this round, this is the only institution with no out-of-area fee; in the others the money is set by a city line, a county line or a defined service area. That is the scope of the comparison and we name no other settlement.
  • A passport is explicitly listed as photo identification; for a newly arrived reader that is a direct door.
  • Honesty note: the institution's card page could not be reached directly in this research and the lines above came from content indexed by a search engine. Confirm by telephone before you go, and if you are getting a card for your child, be sure to ask about the age threshold for a parental signature: two versions of the page give different thresholds.

What was not found in this settlement, and we write that too

  • Research found no large museum with free admission. Other settlements in this guide have such institutions; here none was found. We do not say there is none.
  • No record was found of a library card converting into a museum or park pass. Another settlement in this series has such a program; no counterpart was found here. Ask the library.
  • No single residency-based city card was found either. In one settlement in this series a single card opened community centers, aquatic centers and a zoo day; no such card was measured here.
  • No library of things was found. Ask again; a service not appearing on an institution's page does not mean it does not exist.

Two traps when you search, and both are real here

  • The same-name trap. In this research, institutional searches using this city's name returned institutions in identically named places in at least three separate states, and none of them had anything to do with this state. When you read an institution's rule page, look at the state name at the top. The same warning applies in the passport section, where it touches money directly.
  • The domain trap. The city's registered government domain did not resolve in this research; the live site sits on a different extension. If you hit an address that will not open, do not assume the institution is closed; details in the local government section.

Language: the institutional second language is Spanish, no Turkish was found

  • No Turkish material was found at any institution read this round. In the school district the only document actually translated is a Spanish version of a student health form; details in the school section.
  • There is a language assistance door at the state parks and it is written: the site's footer directs readers who find it hard to read, speak or understand English to a separate page for free language assistance services. The state agency the link points to also says in its own words that it offers free language assistance services. But that agency's language access plan is published in two languages only: English and Spanish, and no Turkish material was found.
  • There is a translation menu on state sites and the agency's own sentence says it is a machine translation service. That is not the agency's own Turkish text, and this page does not present it as Turkish material is available.
  • Research found no accuracy caveat either. In one state in this series a parks agency published an accuracy warning for its own machine translation; no such warning was found in this state, meaning the translation is offered without a caveat beside it. We do not say there is none, we say it was not found. The practical consequence: do not read anything important in machine translation, use the institution's language assistance door or call.
  • There is a right to request and its door is identified: the state agency above commits to language assistance without limiting the language. Even though its published plan is in two languages, the commitment does not limit the language; if you need it, ask in writing.

What we did not write in this section, and why

  • Entrance and parking fees for the city parks. The city's own page says nothing on the subject; we do not write free either.
  • Park names that came only from third-party directories. They were not verified from the city's own page.
  • Any distance or drive time, because none came from a source this round.
  • Any place of worship, and any association or cultural center whose 2026 activity is not verified from its own site.

26 · Free and family-friendly

What is free to do in Hendersonville, and where can I take the kids?

Short answer

There are two solid free doors in this settlement, and three doors that work in other settlements in this guide were not found here. The first door asks for nothing: there is no entrance fee at state parks and no document is requested at the gate. The second door asks that you reside in the state, and this settlement's most valuable item is there: the library card, free, with a passport explicitly listed among accepted identification. The three doors not found are these: a museum discount tied to a benefit card, a museum or park pass lent through a library card, and a single residency-based city card. We write those not as there are none, but as research did not find them.

Steps, documents and official links

The first door: items that ask for nothing

  • State parks. There is no entrance fee and the agency says so in its own words; open seven days, open in winter, and no document at the gate. Pedestrian entry is free too, so not having registered your car yet is not an obstacle. For a newly arrived family this is the most reliable item of the first months.
  • The city's parks are open and an everyday option for a family with children. But we do not write free for entry or parking: the city's own page says nothing on the subject. We wrote the detail in the section above.
  • Plan park hours by the agency's own definition: at state parks most parks open half an hour before sunrise and close half an hour after sunset; park offices and visitor centers may be closed two days a week.

The second door: residing in the state, and this settlement's most functional card

This is the real free door here, because the scale of the rule is not the city or the county but the state. The detail, the accepted documents and the honesty note are in the local government section; here we collect the part that concerns a family with children.

ItemFrom the institution's own page
Who can applyAnyone who resides in Tennessee. No city or county requirement
FeeA new card is free, a replacement card is 1.00 dollar
Photo identificationDriver license, state identification card, military identification, and a passport
Proof of addressDriver license, property tax receipt, postmarked mail addressed to you, utility bill, lease agreement, insurance card, voter registration card
Borrowing limit25 items on an adult card, 10 items on a child or teen card; the loan period is three weeks
How to applyThe form can be completed online and the card number arrives by email, but collecting the physical card requires going to the institution with identification and proof of residence
Parental signatureTwo versions of the page give different ages for the threshold; we print the contradiction and pick no side. If you are getting a card for your child, ask by telephone
People residing out of stateNo fee is mentioned on the page. We do not say there is none; that item was not verified
  • The most important row for this page's reader is the identification list: a state driver license is not required and a passport is explicitly listed. For a family that has just arrived and does not yet hold state identification that is a real door, and it is worth more in this settlement: there is not yet a permanent driver service center here, so obtaining state identification takes time. Details in the driver license section.
  • Keep expectations measured on the online resources. The institution's site refers to a statewide online resource pool, an interlibrary loan program and a digital collection. We could not verify their scope, who can reach them or whether a card is required; ask the library.
  • We repeat the honesty note: this information belongs to the institution's own page, but the page could not be reached first hand. Call before you go.

Three doors not found, and we write all three plainly

  1. A museum discount tied to a benefit card. Some museums measured in other settlements in this guide give a discount or free admission on presentation of a benefit card at the door. No such institution was measured in this settlement and we name none. If you are enrolled in a benefit program, ask at the counter of whatever institution you visit; you have nothing to lose.
  2. A museum or park pass lent through a library card. In another settlement in this series a library card can be converted into a museum pass; no counterpart to that program was found here.
  3. A single residency-based city card. In one settlement in this series a single card opened community centers, aquatic centers and a zoo day on its own; no such card was measured here.

The rule is the same for all three: a service not appearing on an institution's page does not mean there is no answer when you ask at the counter. We do not say there is none, we say we did not find one.

If you will travel elsewhere in the state: watch the identification requirement at the door

This paragraph is not about this settlement but about a family setting off from here. Among the institutions measured this round there are some that give free admission to Tennessee residents on particular days. But those doors are narrow: in the examples measured, institutions ask at the door for state-issued photo identification, and some also require an advance online reservation and charge parking per vehicle.

  • The consequence, written plainly: if you do not yet have a state driver license or a state identification card, you may not get through those doors. Your passport is enough for a library card, but those institutions ask for state identification and the two are not the same thing.
  • That warning carries extra weight in this settlement, because obtaining state identification takes time here: there is not yet a permanent driver service center and the mobile unit works one day a week. Read the driver license section before you build a trip around those doors.
  • We write no institution names or prices, because those institutions are not in this settlement and we do not carry another settlement's item here. Read the institution's own page and look at the state name at the top: places carrying this name exist in other states.

We keep one distinction here as well

The benefit programs that museum discounts rest on and the programs immigration law exempts from the verification regime are not the same subject, and they are not merged on this page. We wrote the second in the public benefits section. If you are considering enrolling in a benefit program, consult an attorney first; this page recommends no such step to anyone and makes no assessment here about the consequences of an application.

An order for a weekend with children

  1. Get the library card in the first week. It is free, open to anyone residing in the state, and a passport counts as photo identification. If you are getting a card for your child, ask by telephone about the parental signature threshold.
  2. State parks for the outdoors. No entrance fee, open seven days, open in winter.
  3. Use the city's parks as the everyday option, but if you will rent a facility or play tennis, book three to fourteen days ahead and know there are two separate fees depending on whether you reside in the city.
  4. Plan separately for a day elsewhere in the state: some institutions that give a free day ask at the door for state-issued identification, and some also require a reservation.
  5. And do not read anything important in machine translation. To learn an important rule, use the institution's language assistance door or call.

27 · Turkish consulate

Where do Turkish consular matters get handled from Hendersonville?

Short answer

Tennessee sits in the consular district of the Consulate General of the Republic of Türkiye in Houston, and that is not an assumption: the mission's own site lists its district as eight states and Tennessee appears on four separate pages; the pages of the other five Turkish consulates general in the United States were scanned in the same round and Tennessee appears on none of them. Two things to know before you set off, both about hours: the only window published for general consular business is 09.00 to 12.30 in the morning, and visa applications are taken separately, in a thirty minute window. We publish no distance or drive time figure, but we say up front that the trip leaves the state and that fitting two appointments into one day is a narrow proposition.

Steps, documents and official links

Consular call center, 24 hours, 7 days+1 888 566 76 56
Working hoursWeekdays 09.00 to 12.30. The mission publishes no afternoon counter hour for general consular business; this is the only published window
Visa application hours14.00 to 14.30, a separate thirty minute window. The mission asks that an appointment be made before you arrive
AppointmentsAn appointment in advance for every transaction; the booking system runs from the mission's own menu
Holiday calendarThe mission publishes its 2026 and 2027 holiday calendar on its own page; the calendar covers both U.S. and Turkish official days, October 29 included. Check it before booking

One comparison, because it has a practical consequence for a reader traveling from here: some consulates general publish two windows a day, morning and afternoon. In Houston the afternoon holds only the thirty minute visa window. What that means is this: your chance of fitting two transactions into a single day is narrow. Build that into the trip from the start.

On time zones there is a real convenience for a reader traveling from here: the consulate general is in the same time zone as you, so the published appointment and telephone hours are directly your own hours. Details in the time difference section.

The attaches are in the same building, and in the same suite

In one earlier round of this series the attaches sat in a different building from the consulate general and that page sent readers to two separate addresses. Here the situation is different and we are not carrying that warning onto this page: all three attache offices publish the consulate general's address and the same suite number.

  • Office of the Attache for Religious Services
  • Office of the Educational Attache
  • Office of the Commercial Attache

So a diploma equivalence matter for your child and a consular matter can be handled in the same building. Appointments are booked separately, though; work out in advance whether they fit into one day, because the general transaction window is mornings only.

The district: eight states, and a neighboring state trap

By the mission's own list, the district covers these states: Alabama, Arkansas, Louisiana, Mississippi, New Mexico, Oklahoma, Tennessee and Texas. The mission's pages print the list in different orders but the content is the same; that is an ordering difference, not a contradiction.

And there is a trap here, because the instinct of geographic proximity misleads on this question. The Consulate General in Chicago lists its district as thirteen Midwestern states, and neighboring Kentucky is on that list. Tennessee is not. That matters particularly for a reader at the northern end of the state: the consulate a neighbor across that line uses is not your consulate. Confirm which mission covers your own state before you begin.

What is handled there

The transaction headings on the mission's own application menu show what actually runs through it:

  • Birth notifications and civil registry transactions
  • Marriage registration
  • Passport matters
  • Military service matters, under four separate subheadings in the menu
  • Notarial acts: powers of attorney, revocations, consents, undertakings and contracts
  • Certification: certification of signatures and seals on documents issued by foreign authorities, and certification of translations made by sworn translators
  • Turkish citizenship matters
  • Estate matters
  • The visa heading, information requests and appointment matters

What can be done by mail: one of the most valuable items for this town

Nearly every transaction on the mission's menu carries the phrase you must apply in person after booking an appointment. But two exceptions were found, and either can mean a trip canceled:

  • Registration of a marriage performed before foreign local authorities is marked you may apply by mail on the menu.
  • An international marriage record extract can be obtained either by appointment or through an online link with delivery to your address.

The right step: call the call center before you book and ask whether your own transaction can be done by mail. There may be an exception the menu does not state, and a phone call is cheaper than a trip.

We do not write document lists on this page. Each transaction has its own fee and its own document list, and we could not verify item by item which transaction requires what this round. Traveling to another state with the wrong document would be the most expensive advice this page could give you; confirm the list from the appointment menu and the call center.

A sequencing warning for a reader traveling from here

The state authority that certifies a U.S. document you will take to Türkiye is not in this settlement, it is in the state capital. But there is a convenience for this settlement and we write it: the demand-response transit program covering the county has a flat one-way fare to that city, and trips leaving the county are made with seventy-two hours of advance reservation. So the authority's same day service window can be reachable from here, but the plan has to be made days ahead. The fares and the reservation rules are in the transit section; the procedure and one fine point are in the apostille section. Read that before you book.

Three routes to try before you set off

  1. e-Devlet. Civil registry, address and some document matters can be handled remotely; check here first which transaction can be done at a distance.
  2. The call center. Open 24 hours a day, 7 days a week, so there is no time difference problem, and it is the fastest way to learn which documents you need.
  3. Courier or mail. Beyond the exceptions above, ask the call center which transaction runs by document submission; do not send documents on your own initiative.

PDF: Turkish Consulate and Apostille Matters from Hendersonville 2026

28 · Apostille

How do I make a document from Hendersonville usable in Türkiye?

Short answer

First the office: the work is done by the certification office in the business division of the Tennessee Secretary of State, and it is not in this settlement, it is in the state capital. So if you live here this is either a mail job or a separate trip; the office has a same day service window, but reaching it means walking up to the counter. The fee is 2 dollars per document. There are two conveniences: the document does not have to have been issued for apostille purposes, and vital records do not need county certification. There is one fine point, though, and it can send your package back: for notarized private documents county certification is mandatory, and the test is the county where the notary is commissioned. In this settlement that test works more simply than you might expect: the city was measured as lying entirely within a single county, so if you used a notary inside the city limits your counterpart is that county's clerk.

Steps, documents and official links

The office and how it works

ItemInformation
OfficeTennessee Secretary of State, the certification office of the business division
Address312 Rosa L. Parks Avenue, 6th floor, Nashville, TN 37243
In person3rd floor customer service desk, weekdays 08.00 to 16.15
Same day serviceIf you arrive before 14.00. For a reader living in this settlement that window is usable only by traveling to that city
Fee2.00 dollars per document. Because that is a fee figure, confirm it on the office's own page before you pay
ScopeThe office issues an apostille or a certification for documents executed, issued or certified by Tennessee county clerks, the state registrar and the Secretary of State

The same authority is also where a founder files. Company formation is handled by the same division; the two are not the same file but they are the same counter. Details in the business section.

And there is a way to get there from this settlement, but it runs on reservations: the demand-response transit program covering the county has a flat one-way fare to that city, and trips leaving the county require seventy-two hours of advance reservation. So using the same day service window is possible, but the plan has to be set at least three days ahead. The fares and the rules are in the transit section. We publish no distance or drive time figure.

There are two routes and you should know which one you are on

Route A: a notarized private document. County certification is mandatory here.

  1. Take the document to a Tennessee notary public and have it notarized.
  2. Take the notarized document to the clerk of the county where the notary public was commissioned and have the notary's signature certified.
  3. Then send the office's own application form, the document, the name of the certifying county and the fee to the Secretary of State.

The test in that step is easily misread, so we write it separately: what governs is not where the document was signed or which county you live in, but the county where the notary is commissioned. The good news in this settlement is this: the city's boundaries were measured this round and the city lies entirely within a single county, touching two neighboring counties only. So if you used a notary inside the city, your counterpart is your own county's clerk, in the county seat one town over. One warning, though: if work or home took you before a notary in a neighboring county, this step changes and you must go to that county's clerk; a notary from a neighboring state does not enter this chain at all, because the office only processes documents issued in this state. The county clerk's certification fee varies from county to county; the figures seen this round came from secondary sources and we publish no number, so ask the county clerk.

Route B: a vital record. No county certification here, and there is a convenience.

  • The office's own sentence says this: if you already hold a certified copy of your certificate and need an apostille added, you may send your request and your certificate directly to the Secretary of State, along with the 2 dollar per document fee.
  • This is not the case everywhere in this series. In some states a birth or death certificate had to be reissued for apostille purposes and had to carry a particular signature. There is no such requirement here: a certified copy you obtained years ago can go straight into the process.
  • If you do not hold a certified copy, the route is still easy: you send two separate payments to the vital records office, one to that office for the copies and one to the Secretary of State for the apostille, and the vital records office forwards the document, the payment and the request to the Secretary of State itself. So you do not visit two agencies separately; from here that removes a trip entirely.
  • And getting a vital record is already easy in this state: birth and death certificates can be obtained from any of the 95 county health departments, so you do not leave this settlement for that step. But the same sentence is not written for marriage and divorce records; for those the central office or the mail route applies. Details in the vital records section, and that is what to read before the apostille.

Apostille or certification: we do not answer that question

The office's own distinction is this: if a document requires a certification, the U.S. Department of State must also certify the Tennessee Secretary of State's signature; with an apostille that step is not needed. So the difference between the two is one more leg of travel.

  • The office does not publish its own country list and its own direction is clear: if you are unsure which type of certification you need, ask the consulate of the receiving country or the U.S. Department of State's Office of Authentications.
  • That is why this page makes no claim about which bucket Türkiye falls into. The right step is to follow the office's own direction: call the consulate general's call center and ask which one your document requires, or ask the federal authentications office. Asking for the wrong process means the package comes back.

Out of state documents and a timing warning

  • Only documents issued in this state are in scope. The office's own sentence says that if your document was issued in another state you must contact the Secretary of State where it originated. In this settlement that warning matters more, because you are at the northern end of the state and a household's documents can easily come from more than one state.
  • Federal documents are not certified at the state level. For a federal document such as a certificate of naturalization, the counterpart is the U.S. Department of State's Office of Authentications. This is an expensive and frequently made mistake.
  • We write no figure for mail processing time. The office's page does not give one and the estimates seen this round were not official. If you will work by mail, start early and build the calendar around a date rather than a duration.

Do not break the order

  1. Get the document. Any county health department for a birth or death certificate; a notary for a private document.
  2. Get county certification for a notarized document, and go to the county where the notary is commissioned.
  3. Translate it if needed and have the translation notarized. Ask the Turkish institution that will receive the document, or the consulate, which translation is required.
  4. Get the certification last. A certified document cannot be altered afterward.

The other direction: using a Turkish document in the United States

For Turkish documents you will use in the United States for your immigration case the direction reverses: those documents are apostilled in Türkiye and submitted here with a certified English translation. No authority here performs that step.

And we make no claim about ordering. For U.S. documents destined for Türkiye, consular certification and an apostille are alternative routes, not two links in the same chain. Which one is required for which document depends on the authority that issued it and on the Turkish institution that will ask for it. No official information note answering the question of apostille first or translation first was found this round, so this page imposes no order; ask the call center and ask for the answer in writing.

29 · Time and flights

What is the time difference between Hendersonville and Türkiye, and how do I fly to Istanbul?

Short answer

We have to write one sentence in two pieces here, because writing it in one piece would be wrong. Tennessee is not in a single time zone: the federal time zone boundary runs through the state and the eastern part sits in a different zone. But this county lies west of that line, so it is on Central time. For you the difference is single: Türkiye is 8 hours ahead in summer and 9 hours ahead in winter, and the change happens one sidedly twice a year because Türkiye does not observe daylight saving. On flights we write carefully: your airport is the international airport in the state's largest city, and it announced reaching 115 nonstop destinations in fiscal 2026, the highest figure in its history, but none of its known international routes goes to Türkiye and Türkiye does not appear on the airport's own announced list of European targets either.

Steps, documents and official links

The state is not in one time zone, but this county is on Central time

  • The federal time zone regulation runs the boundary through the state and describes it along county lines. East of that line is Eastern time, west of it is Central time.
  • This county sits west of the line, so it is on Central time. The large cities in the east of the state are in a different zone.
  • What that means in practice: when you call an institution in the eastern part of the state, or travel there, account for the time difference. Writing a single statewide time difference would be a mistake.

How many hours ahead Türkiye is, and when it changes

PeriodDifference with TürkiyeWhen it is 09.00 here, in Türkiye it is
During daylight saving timeTürkiye is 8 hours ahead17.00
During standard timeTürkiye is 9 hours ahead18.00
  • Clocks go back on the first Sunday in November at 02.00. For 2026 that date is November 1, 2026. So in the days this page is published the difference is 8 hours, and after the first week of November it is 9 hours. Because Türkiye does not shift its clocks, you experience the change one sidedly.
  • Clocks go forward on the second Sunday in March at 02.00.
  • The consulate is in the same time zone. The Consulate General in Houston is on Central time, so its published appointment and telephone hours are directly your own hours and you do not have to convert them. But remember the window is narrow: the only published window for general business is 09.00 to 12.30 in the morning; details in the consulate section.

The practical window for calling Türkiye

  • The trap runs the other way: if a bank, hospital or government office in Türkiye works weekdays from 09.00 to 17.00, the window in which you can call from here opens very early in the morning and closes before noon. When it is 17.00 in Türkiye in summer, it is 09.00 here.
  • Two channels solve it: e-Devlet and the consular call center, open 24 hours. Both remove the time difference.
  • Tell people calling you from Türkiye: an evening hour there is midday here, and a midnight hour there is afternoon here. Plan appointments and family calls accordingly.

The Istanbul flight, and a name trap

  • Your airport is the international airport in the state's largest city, and the regional bus network runs its own airport route; details in the transit section.
  • The name trap: the airport carries the word international in its name, but that does not mean there is a scheduled route to Türkiye. The airport announced reaching 115 nonstop destinations in fiscal 2026, but its known international routes are limited and none goes to Türkiye; Türkiye does not appear on the airport's own announced list of European targets either.
  • The conclusion, written carefully: getting to Istanbul from here takes at least one connection. The airport's own destination list could not be read first hand in this research, so we list no individual route names and write nothing in definite negative terms. When you look for tickets, look at connecting options and confirm the routing on the carrier's own site.
  • When you look for tickets, look at the flight list rather than the airport's name. A high destination count does not mean an international connection; most of the routes added are domestic.
  • On rail the answer is short: research found no intercity passenger rail station in this settlement or its county, and the regional commuter line does not serve this county. So rail is not part of this plan.
  • How to reach the airport is in the transit section. We publish no distance or drive time figures.
  • Luggage and identification: the identity document you will use on an international flight is your passport. Where the cards this state issues are accepted on aircraft and in federal buildings is in the driver license section; that regime changed in 2026 and needs reading.
  • Weather: when you plan a travel day, account for winter. The transportation agency's January 2026 statement described icing as statewide and for a time the public was asked to stay home. We wrote the detail in the severe weather section.

Your questions, answered

Frequently asked questions

Who do I open water, power and gas service with in Hendersonville?

This should be your first question, because the answer changes your life in a dispute. In the words of the city's own utilities page, the city does not own or operate any of these services. There is no single provider either; there are four separate kinds of institution and which one you fall under depends on the address: water and sewer come from one of two utility districts, electricity from an electric cooperative or a neighboring city's own municipal electric utility, and natural gas from a private, regulated company. The practical result: when you dispute a bill or suffer a disconnection, the door you go to depends on the type of entity. For a private regulated company the contact is the state utility regulator; for a utility district, the utility regulation board within the state comptroller's office; for a cooperative, its own member board; for a municipal utility, that municipality. So two bills in one household can fall into two separate legal regimes. Your job on day one is simple: open your bill, read the provider's name and note its type. And one thing we do not write: which identification documents these providers require to open an account, whether there is a route for someone without a number, and what the deposit rules are could not be measured this round, so we do not say a number is not required or that there is no deposit. The detail is in the utilities section.

Where do I go for a driver license, is there a center in town?

Here the answer shapes your calendar in a way rarely seen in this guide series: there is not yet a permanent driver service center in town. The state safety department's own advisory says a mobile unit is serving customers at the address chosen for the new center and that it works on Thursdays only, from eight in the morning to half past four. For the opening date of the permanent center, research found nothing; the department gives no date. Testing does not happen at the mobile unit: the full-service center is in the next town over, the county seat, and that is where a first-time applicant or someone newly arrived from abroad has to go. There is a kiosk in town, at city hall, open every weekday; but going there without knowing what a kiosk is is the easiest mistake on this page. A kiosk is a machine, not a clerk: it is for ready-made transactions such as renewals and duplicates, and it is not suitable for testing, first issuance or document review. Do two things before you go: fill out the application online and send your documents for pre-approval (it takes five business days, and you still have to appear with the originals), and make an appointment; arrive fifteen minutes early. Card types, the limited-term card regime and exam languages are the same statewide: there is no exam in Turkish and a Turkish license is not exchanged. The detail is in the license section and in our state guide.

Who collects my trash, and who do I call if there is a problem?

Trash is one of the few things the city actually does, which is why the answer is clear. The city's public works department manages residential trash and has contracted the collection to a private company. So the bill and the responsibility sit with the city while the truck belongs to the company. Knowing that helps you directly in a complaint: when the truck does not come or there is a container problem, you call the city's public works department, not the company's customer service; the number is 615-822-1016. The schedule matters too: yard waste is collected weekly, while limbs and brush go every six to eight weeks and are picked up directly by the city's own crews. If you are going to prune, do it knowing that; otherwise the pile can sit at the curb for weeks. The city also provides paper bags for leaves and grass, and your bill carries a separate stormwater utility fee line. Let us also make a comparison and state its scope: among the three smaller settlements we measured this round, trash works under three different models. Here the city manages it and contracts it out; in another one we measured the resident chooses the private company personally; in the third there is no curbside collection at all and the resident takes their waste to a county convenience center. Of the three, this one puts the least work on the resident. The detail is in the water and trash section.

How many people may live in my home, can I host a relative?

We read the October 2026 version of this city's zoning ordinance and the answer is written down. The ordinance's definition of family works like this: one or more persons occupying a single dwelling unit, but unless all members are related by blood or marriage that household may not exceed five persons. So unrelated people may live in one home in this city up to a maximum of five. The ordinance has three additional rules and all three help you: domestic servants employed on the premises may be housed there and are not counted; a fraternity, sorority, club or institutional group is not a family; and as an exception, groups of eight or fewer unrelated disabled persons count as a family and three more persons acting as support staff or guardians may be added. Let us keep the scope of the comparison in writing: in another settlement we measured this round, the same number is one, a fifth of this. In the same state and the same metropolitan area the rule can differ by a factor of five, which is why carrying one city's number to another is a mistake. We state two things plainly as well: no clause setting a minimum lease term was seen in this city's ordinance, and no list of triggers for being counted as a permanent occupant was found either. We do not say there is none; we say we did not see one. If you will have a long-term guest, ask the city's building and codes department. The detail is in the renting section.

What should I watch for in a lease?

Three things, and all three are places where the common wisdom is wrong. First, the deposit: the return within thirty days rule that common guides print does not exist in this state, and the law sets no cap either. The real mechanism is this: the landlord must hold the deposit in a separate account used only for that purpose and must disclose where that account is at the moment you sign and hand over the money. And here is the critical sentence: after the landlord sends notice of the refund to your last known address, if no response is received from you within sixty days the money can be retained. So a tenant who does not give a new address after moving can legally lose the deposit; give your new address in writing on moving day. Second and most insidious is the bold print in the lease: state law says a waiver written in bold type of twelve point or larger can completely remove your right to the pay within fourteen days notice. If that clause is there, the landlord can file an eviction action directly, with no notice at all, when rent goes unpaid. Read every bold clause before you sign. Third, eviction law got harder in 2024: the hearing continuance was cut from fifteen days to seven and an appeal is accepted only with a year's rent as security. If you receive eviction papers, call an attorney the same day. The detail is in the renting section.

Can my landlord ask about my immigration status?

The answer has three parts and we hide none of them. First: the protected classes list in the state law now in force is this: race, color, creed, religion, sex, disability, familial status and national origin. For a Turkish reader the real hook is national origin: if you believe you were refused because of your name, your accent or the country you came from, that is the protection you rely on. The law also treats coercing, intimidating or threatening you because you exercised a right, or helped someone else exercise one, as a separate violation. Second: source of income is not on the list and, because of a preemption provision in state law, cannot be added locally. A local fair housing ordinance was searched for and not found in this settlement; another settlement we measured this round has its own ordinance, but that ordinance is not carried over here and gives you no protection in this city. Third, and we do not hide it: immigration status is not on any list either. And one change you must know: the state commission that handled housing discrimination complaints was closed on July 1, 2025 and the files moved to the civil rights enforcement division of the attorney general's office; any guide still directing you to that closed commission is stale. The detail is in the renting section.

Which school will my child attend, and will a missing document stop enrollment?

First the reassuring part: enrollment does not depend on immigration status, and the state education department says so in writing in its own legal questions and answers document; the document asks the question directly, answers it with the single word no, and cites Plyler v. Doe, 457 U.S. 202 (1982) by name and citation. The same document writes that federal privacy law prohibits requiring a Social Security number to enroll a child in school, that districts may not require a specific document as proof of address, and that they should never turn a student away over a missing document. In this settlement the district question is simple: there is one school district and it is the county district; no separate city district was found. Two items on the district's own list matter directly to you: a passport is explicitly accepted as the parent's photo identification, and there is a defined route of a notarized residency affidavit for a family staying with a relative. Come prepared for two more things: a certified birth certificate is required and the copy the hospital gave the mother is not accepted; immunizations given outside the state must be transferred onto the state's own form. And one distinction: enrollment is open, but a school scholarship is governed by a separate law and carries a lawful presence requirement; consult your attorney before applying for one. The detail is in the school section.

Will vehicle registration require status documentation?

Yes, but the date and the scope are precise: a state law enacted in 2026 provides that from January 1, 2027 the county clerk may not process the initial registration of a vehicle that is issued a license plate until the applicant provides documentation that they are a citizen of the United States, a lawful permanent resident, or a person whose presence in the United States has been authorized by the federal government for a specific purpose and for a specified period of authorized stay. Renewals do not require that document. But do not skip one detail: the warning notice is printed on every registration and every renewal. If you hold a valid state driver license or state photo identification, including a limited-term one, the department treats it as sufficient on its own; so finishing your license business early eases the registration side too. A newcomer with no state document has to bring a passport, visa and entry record to the counter; an English translation of the passport may be requested and documents may be paper or electronic. For Hendersonville the contact is the Sumner County Clerk. Let us add a local item: this county levies a county wheel tax on top of the state registration fee and no plate is issued until it is paid; because two different figures circulate, confirm with the clerk before you go. And one thing we do not write: the law establishes data sharing, but the text contains no provision transferring information to an immigration unit; it says the channel will be filled in by rulemaking. Discuss your registration plan with your attorney. The detail is in the vehicle section.

Where do I shelter in a tornado or a snowstorm?

Two risks are real in this state and we cover both. On the winter side: the transportation department's statement of January 25, 2026 describes the ice as statewide, says crews were in their fourth day, and asks drivers not to travel; statewide, 3,500 tons of salt had been used and 861 incidents managed by then. The agency also writes down salt's limit: if roadway temperatures fall below 16 degrees Fahrenheit, salt is not strong enough. On the tornado side your contact is at the county: Sumner EMA, 255 Airport Road, Gallatin, TN 37066, phone 615-452-7584. On shelter we word things carefully: research found no published, address-specific, standing public shelter list for this settlement or its county. We are not saying there is no shelter; we are saying we did not find one. What exists is a severe weather shelter registration program, described in its own words as free and voluntary; but whether that is a system for reporting your own shelter or a list that will give you an address does not come out of the page, and we do not choose between the two. Before you register, call the agency and ask one question: is this registration meant to tell you about my shelter, or will it give me an address I can go to? Build the plan inside your own building: the lowest floor, an interior room without windows, away from wide-roofed spaces. And a currency trap: the page for the county's old alert system is still online and says it is for residents living outside the city limits; if you land on that page, register from the county's current page instead. The detail is in the severe weather section.

Can I live in Hendersonville without a car?

It is hard but not impossible, and the assumption that a small settlement has no transit has now been wrong four times in this series. You have two options. The first is a regional express bus route whose name carries this city and the county seat; the state transportation department also writes in its own directory that this express network covers Sumner County. The fare comes from the regional schedule: a single ride is 4.25 dollars and a twenty-ride pass is 73.50 dollars. But an express route means a route built around commute hours; it can be sparse in the middle of the day, so check the return time before you go. The second is a demand-response county program you reach by phone. It is not a route but a vehicle that comes when you call, and it requires a reservation: twenty-four hours ahead for local trips and seventy-two hours ahead for trips leaving the county. The fare is 3.00 dollars one way within the county, 5.00 dollars for each county line crossed and a flat 10.00 dollars to Nashville; payment is cash or a bus pass only, and personal checks are not accepted. And let us be honest: research found no fixed-route bus system operated by the municipality and the city's own site could not be opened under the transportation heading in this research; we do not say there is none, we say we did not find one. No intercity passenger rail station was found in this settlement either. The detail is in the transit section.

Where is the nearest free clinic?

First the sentence most often misunderstood: a sliding-fee clinic is not a free clinic. The discount is calculated from household income and household size and you still pay a fee; being uninsured and your immigration status are not reasons to refuse service, but the fee does not go to zero. Now the hard finding specific to this settlement: we queried the official service listing federally funded health center sites on October 12, 2026 and found zero sites within a five-mile circle. Within ten miles there are two sites, both belonging to a single organization, and both are not in your own county but in a neighboring one. Within twenty-five miles, twenty-two sites and five organizations appear. There are federally funded centers in your own county too, but the measurement shows they are not in the immediate surroundings. We measured five settlements with the same method and found that what produces the divergence is not income but distance: in an affluent suburb dozens of sites appeared within ten miles, while in a rural settlement none did. What that means for you: a clinic that looks close on a map may sit in another county's arrangements; call before your appointment and ask which county they are in, whether your insurance is in network and which documents to bring. We publish no addresses; query the sites with your own address on the federal search tool. In an emergency the answer is different: a hospital emergency department is required by federal rule to screen and stabilize you regardless of ability to pay and regardless of immigration status. The detail is in the clinics section.

I have no health insurance. Can I enter the state program?

You need to know three things at once and all three changed this year. First: this state did not expand coverage and the program is categorical; it covers children, pregnant women, very low income parents, the elderly and people with disabilities, while a childless adult generally cannot enter at any income level. Because the subsidy on the federal marketplace begins at one hundred percent of the poverty line, the concrete person caught in between is this one: a childless adult who works but whose income is below that line. Second: from October 1, 2026, refugees and people granted asylum fall outside the program; the program director's own figure is roughly 8,500 people. Let us flag a trap too: a far older document dated 2014 still sits on the same server with no warning and still shows refugees as eligible; that document is not valid today and we do not cite it. Third, and in your favor: pregnant women are covered through the unborn child category of the children's health program, and that program's own page still said, as of October 12, 2026, that if you are pregnant, no immigration documents are required. But the same is not true for the child itself; the child must either be a citizen or fall within the narrow eligibility list. So in the same household the mother may be covered while the child is not, and a reader who treats the family application as a single file plans wrong. Assess every person in the household separately and consult your attorney before applying. The detail is in the health section.

I want to get married. Where do I apply?

Good news: you can get the license from any county in the state. The county clerk issues it, and the state source's own sentence says the license may be issued by any county clerk without regard to the residence of the parties or the county where the ceremony is to be performed. The "it comes from your county of residence" line in common guides is wrong, and this gives you a real choice because the fee varies from county to county. The license is valid for 30 days. Research did not find this county's fee and we print no estimate; in the four counties we could measure, the amounts run between 97.50 dollars and 107.50 dollars. The payment method is a real trap too: of the four counties we measured, one accepts cash only and another does not accept checks; always ask before you go. For a reader without a number the agency's written answer is clear: the application form asks for a Social Security number, but under an attorney general opinion the statute does not require having a number to obtain a license and applicants who have not been issued one are not required to provide one; the field is left blank. We also print a contradiction: state sources recognize no waiting period, while an old document dated 2010 from another county we measured this round states a three-day waiting period. We do not pick a side: before you fix your wedding date, call the clerk and ask whether you can marry on the day you receive the license. Research found no witness requirement and notaries may perform ceremonies. The detail is in the marriage section.

Where do I get a birth certificate, and is my passport enough?

First the easiest part of access: thanks to the state's electronic issuance system, all ninety-five county health departments can issue any birth or death certificate registered statewide, and in the agency's own words you no longer have to travel to the county where the birth occurred. That is notable for this settlement: distance produces a disadvantage at the clinics, but there is no such disadvantage in vital records, because your own county's health department will do. But that sentence is not made for marriage and divorce certificates; for those the central office or the mail route applies, and do not skip that distinction. On identification the answer favors you: among the documents the agency accepts on their own, a current passport appears without qualification, which is to say it does not say a U.S. passport; the list also counts an alien, temporary or permanent resident card and an employment authorization card as sufficient on their own. A Social Security card appears only on the secondary list and only if signed, and then only together with a second document. And here is the most practical way out: the agency's own exception says that if the application is signed and notarized, no additional identification documents are required; for a reader waiting on a passport renewal, that is a real door. There is a limit too: the birth certificate and the marriage certificate are subject to the same restricted entitlement list, so the person, mother, father, son, daughter and spouse may request them, and anyone else needs a notarized authorization. And one special rule: a father not listed on the child's certificate is not entitled to it. We print no fees or processing times, because they could not be confirmed this round. The detail is in the vital records section.
