Just moved to Rockvale? Do it in this order

If you have just moved to Rockvale, learn one thing first, because every line on this page connects to it: there is no city government here. Rockvale is an unincorporated settlement, and three independent sources confirm it. A mayor, a council, a city police department, a city court and a city tax were searched for here and not found, because those offices do not exist. That has one very concrete consequence: in almost every item your contact is the county, which is to say Rutherford County, and the real job of this guide is to tell you who opens which door. But do not assume that a small settlement has nothing either: there is transit you reach by phone, your library card is free because you are inside the county line, and perhaps most surprising of all, this settlement appears on the list of public tornado shelters the county publishes. On the other hand there is no curbside trash collection and the nearest license site is at the county seat. Below are the 29 everyday tasks Rockvale newcomers search for most, with links to the official sources. Statewide rules are kept short and linked to our Tennessee guide.

  1. Day oneWrite out your contact list. There is no city government here; the doors for law enforcement, zoning, trash, water, power, registration, tax and schools all differ.
  2. Day oneOpen your bill and find out what kind of entity your provider is. Power comes from a cooperative and water from a utility district; the complaint forum differs for each.
  3. 10 daysIf you are subject to address reporting, report your new address to USCIS (AR-11). A move inside the same county counts too.
  4. Week 1Learn the trash schedule. There is no curbside collection; the convenience center is closed Monday and Thursday, and you get one visit a day.
  5. Week 1Register for alerts and note the closest shelter. The county publishes five public tornado shelters with their addresses and this settlement is on the list.
  6. Week 1Get your library card. It is free because you are inside the county line, but there is no branch here; the nearest are at the county seat or in a neighboring town.
  7. 30 daysGo to the county seat for your license. There is no site here at all and testing happens only at the full-service center.
  8. With a carRegistration goes through the county clerk. From January 1, 2027 an initial registration requires status documentation, and no plate is issued until the county wheel tax is paid.
  9. No carLearn the demand-response reservation rule. Twenty-four hours ahead for a local trip, seventy-two for one leaving the county; payment is cash or a pass.
  10. NowEnroll your children in school. Two separate proofs of residency are required, the two may not come from the same source, and a post office box is not accepted.
  11. NowApply for health coverage. This state did not expand coverage; assess each person in the household separately, because the mother may be covered while the child is not.
  12. RentingCheck three things before you sign: the bold print clauses, the deposit account and the building's refuge area.
  13. If marryingYou may get the license in any county and it is valid for 30 days. In this county it is 107.50 dollars, or 45.00 with the course; ask about the payment method first.
  14. DocumentsYour own county health department is enough for a birth certificate; that sentence is not written for marriage records.
  15. If you buyProperty tax and the relief program. The 2025 rate is 1.8762 and that is the county share only; there is no city share.

Consulate, apostille and other Türkiye-related tasks are at the end of the page. Statewide rules are in our Tennessee guide. Download this checklist as a PDF (first 30 days)

One contact: the county

Rockvale is an unincorporated settlement. A mayor, a council, a city police department, a city court and a city tax were searched for and not found; services are provided by Rutherford County.

$1.8762

The 2025 property tax rate per $100 of assessed value. That is the county share only; an unincorporated area has no city share. Residential assessed value is a quarter of the appraised value.

Five shelters

The county publishes its public tornado shelters as a list with addresses and rules, and this settlement is on it. Sign in and out, stay until the all clear, no pets, service animals accepted.

No curbside pickup

You take your trash to the county convenience center yourself: closed Monday and Thursday, one visit a day and about one pickup truck bed. Construction debris, yard waste and limbs are not accepted.

01 · Driver license

How do I get a driver license in Rockvale?

Short answer

Let us answer from the start, because it repeats in every section on this page: Rockvale has no municipal government and there is no driver license site here. The state safety department's own location list contains no entry at all under Rockvale; every site is in the county seat. Of the two centers there, only one is full service and testing happens only there; the second one carries the department's own note, No testing is done at this location. Three more sites exist but all three are kiosks, which is to say machines, not clerks. Card types, the limited-term card regime and exam languages are the same statewide; we wrote those in the license section of our Tennessee guide.

Steps, documents and official links

Five sites, and they do not substitute for each other

We read the state safety department's own location list on October 12, 2026. The sites in Rutherford County break down as follows, and none of them is in Rockvale.

SiteAddressDays and hours
Full service, testing is done hereMurfreesboro Driver Service Center, 1035 Samsonite Blvd., Murfreesboro, TN 37129Monday to Friday, 8:30 a.m. to 5 p.m.

KioskLinebaugh Public Library Kiosk, 105 W Vine, Murfreesboro, TN 37130Monday to Friday, 9 a.m. to 9 p.m.
KioskMTSU Student Union Kiosk, 1768 MTSU Blvd, Murfreesboro, TN 37132Monday to Friday 8 a.m. to 10:30 p.m.; Saturday 10 a.m. to 6 p.m.; Sunday noon to 10:30 p.m.
KioskLa Vergne Public Library Kiosk, 5063 Murfreesboro Rd, Lavergne, TN 37086No hours given in the department's list; call before you go

Separate the three doors like this: if you are testing or getting a license for the first time, only the full-service center; if your documents have to be reviewed, again the full-service center; if you are renewing a card you already hold or replacing a lost one, a kiosk. Going to a kiosk without knowing what it is is the easiest mistake on this page: a kiosk is a machine, not a clerk, and it is not suitable for testing, first issuance or document review.

There is a fee difference too: any license transaction handled at a county clerk partner carries an additional 4 dollar administrative fee on top of the state fee. That is the department's own note on its fee schedule.

The numbers, and the inequality inside them

We read the department's own fee schedule on October 12, 2026. Two numbers placed side by side produce something that hits your wallet directly.

  • A regular driver license is valid for eight years and costs 28 dollars in total.
  • A limited-term driver license also costs 28 dollars in total, but it is valid only for your authorized period of stay. So someone whose status runs a year pays the same money as a person who receives an eight-year card.
  • The real gap shows up on a lost card: the first duplicate of a regular license is 6 dollars; the first duplicate of a limited-term license is 26 dollars. Losing your wallet does not cost everyone the same.
  • A limited-term photo identification license totals 9.50 dollars; a limited-term learner license totals 28 dollars.

Two things to do before you go

  1. Fill out the application online and send your documents for pre-approval. The department advises new and returning residents to complete the application through its online service channel before coming in; documents can be sent for pre-approval and that takes five business days. You still have to appear with the originals.
  2. Make an appointment. Transactions you can book include first issuance, renewal, duplicate, name and address change, and the knowledge test; appointments are not available at every center and the types vary by center. Arrive fifteen minutes early; if you are late the appointment is canceled and you go into the walk-in line. Centers are closed on state holidays.

Five statewide items, and all five touch your case

  • Research found no status-independent driving card in this state. All three of the department's document lists recognize only three categories: citizenship, lawful permanent residence and temporary lawful presence. No fourth route was seen.
  • The card issued to a person with temporary lawful presence is limited term. Under the administrative rule's own definition it is valid for the authorized period of stay; if there is no definite end to that stay, the period is one year. And the face of the card gives away your status: in the department's own sample image, TEMPORARY DRIVER LICENSE appears in capital letters before the name and the class field reads CLASS XD. That information passes to whoever you show identification to.
  • There is no exam in Turkish. The department's own handbook says the computerized test is offered in three alternate languages and Turkish is not among them. Interpreters are not allowed, a printed dictionary is allowed, an electronic dictionary is not. We also print a contradiction: some news sources write that the test is given in five languages; the department's own handbook says three. We do not pick a side, but Turkish is absent either way.
  • And a fine consequence, which we state as it is: a state law enacted in 2026 provides that if an applicant unable to speak and read English is tested in another language, the resulting license is non-renewable and valid for only thirty-six months, that at expiration the written test must be administered in English only, and that in that re-examination a translation dictionary, an electronic device and an interpreter are all prohibited. Because there is no Turkish exam to begin with, a Turkish reader tests in English and does not fall into that regime. This is not a convenience; it is the absence of a convenience. Your real burden is that the test is in English and interpreters are barred.
  • A Turkish license is not exchanged. The department's own sentence requires new residents from other countries to take the vision screening, the knowledge test and the road skills test, and Türkiye does not appear on any reciprocity list. A foreign country license is not surrendered; you keep it. An English translation of a Turkish passport may be requested, and an international driving permit alone does not give you the right to drive; that is the department's own warning, and the permit must be obtained in your home country. The detail is in the foreign license section of the state guide.

Three small but expensive details

  • You have thirty days after establishing residency to obtain a state license.
  • Certain classes of license from two states are treated as invalid here: the department lists Connecticut and Delaware by name. If you are moving from either, check the class on your card.
  • There is no digital license on your phone in this state; the department's own sentence says it is currently not available in Tennessee. Carry the physical card.

The number question

For a card that does not meet the federal identification standard, an applicant may state the Social Security number verbally and the department verifies it electronically. For a card that does meet the federal standard, a certified document showing the number is required. If no number has ever been issued to you, the department has its own route: a sworn affidavit signed before a license examiner or a notary.

Booking a road test in winter: two written limits

The department's own driver handbook carries two sentences and both affect your appointment: road tests are not given in extreme weather (heavy rain and snow, dense fog, hail, high winds and icy roads are listed) and during winter months road tests are not given in the dark. Winter is real in this state; the detail is in the severe weather section. The practical result: if you book in winter, pick an early slot and assume the weather may cancel it. For a Rockvale resident without a car this matters twice over, because the county demand-response service requires a reservation and a canceled test means a new reservation.

Is there a restriction by office

In some states agencies publish, as data, which office handles foreign national transactions. In Tennessee such a field was searched for and not found; the department's site data carries name, address, hours, phone and county, but no service list. The only written distinction the department makes is between full service and a branch where no testing is done, and it asks new residents to go to any full-service center. That does not prove there is no restriction by office. Call before you go and ask about your transaction by name.

02 · Vehicles

How do I register a vehicle in Rockvale?

Short answer

Registration applications are processed only through the county clerk, and the state's own sentence is that plain. Because Rockvale has no municipal government there is no other contact here either: the single door is the Rutherford County Clerk. The one date that will shape your calendar is January 1, 2027: from then on, the initial registration of a vehicle that is issued a license plate requires documentation of citizenship, lawful permanent residence or temporary lawful presence. Renewals do not require that document. There is a local item too: this county levies a county wheel tax on top of the state registration fee, and no plate is issued until it is paid.

Steps, documents and official links

January 1, 2027: documents for initial registrations, a printed warning on renewals

A state law enacted in 2026 provides that a county clerk may not process the initial registration of a vehicle that is issued a license plate until the applicant provides documentation that they are a citizen of the United States, a lawful permanent resident, or a person whose presence in the United States has been authorized by the federal government for a specific purpose and for a specified period of authorized stay. The law passed on April 23, 2026. The state revenue department repeats this in its own registration notice and adds the same sentence: this requirement does not apply to renewals.

But do not skip one detail: a separate provision of the law requires a warning notice to be printed on every registration and every renewal, stating that the owner and operator of the vehicle must be a citizen, a lawful permanent resident or a temporary lawful resident. So the document is required only on an initial registration, while the warning sits on both.

And we report one search result too: a lawsuit or injunction halting this law was searched for in three separate sweeps and not found. That is why you can write January 1, 2027 into your plan.

Which documents count

  • Sufficient on their own: a state license meeting the federal identification standard, a Tennessee license, a Tennessee limited-term license, a Tennessee photo identification license and a Tennessee limited-term photo identification license. So finishing your license business early also eases the registration side; even a limited-term card suffices on its own.
  • If you hold no state document: the accepted document lists for citizenship, lawful permanent residence and temporary lawful presence are the same as the license lists: a foreign passport together with a valid visa and entry record; for students and exchange programs, the relevant program documents. An English translation of the passport may be requested.
  • Documents may be paper or electronic, and the department accepts an image on your phone.
  • If you buy from a dealer: when the dealer transacts on your behalf, it must attach a copy of the document to the application.

And one thing we deliberately do not write: the same law establishes data sharing between the state department and county clerks, puts that part into effect immediately, and requires the document to be retained. The text contains no provision transferring information to an immigration unit; the channel is to be filled in by rulemaking. That is why we say neither that the data goes to an immigration unit nor that it does not. If you have an open immigration case, discuss your registration plan with your attorney.

The county wheel tax: no plate until it is paid

Counties in Tennessee may levy a separate county wheel tax on vehicles used in the county by its own residents. The mechanism matters to you: the tax is owed when the owner resides in that county, it is collected by the county clerk at the same time as the state registration fee, and the clerk does not issue a plate or decal to a county resident until it is paid. The rate is set by the county commission.

The figure and its source: the county profile table maintained by the county technical assistance service of the state university shows an automobile rate of 52.50 dollars for Rutherford County for 2026; we read that table on October 12, 2026. The table was read indirectly rather than directly, and for another county we measured this round a competing figure circulated in secondary sources. So we print the figure with its source and its reading date, and we recommend confirming it with the county clerk before you go to the counter.

What this means here: this item looks at the county line, not a city line. There is no city line here at all; changing counties changes this item directly, and registration is not renewed until it is paid.

Inspection: the program ended, but we word this carefully

Emissions testing was required in six counties in this state, and Rutherford was one of the six. The program ended in five of those counties, including this one, on January 14, 2022. But no sentence in the agency's own words saying that no such requirement exists today could be obtained: the program's page is no longer published and four separate routes produced nothing. So we write that the program ended and we give the date; we do not say there is none.

A periodic safety inspection is a separate item and should not be confused with this: research found no official item showing that a periodic mandatory safety inspection applies to passenger vehicles; the revenue department's registration and renewal pages list only the fee and, from 2027, the identity and presence document. Even so, we do not say there is none.

Insurance

Mandatory insurance is entirely a state matter and no rule specific to this settlement was found. The state verifies policies electronically and a driver can query their own status with a plate number and vehicle identification number; responding to the department requires the plate number and the code from the notice it sends. We do not print minimum coverage amounts, because they could not be confirmed from the agency's own page this round. The framework is in the insurance section of the state guide.

03 · Winter and severe weather

What should I do in snow, ice or a tornado in Rockvale?

Short answer

Two risks are real in this state and this page covers both. On the winter side: the transportation department's statement of January 25, 2026 describes the ice as statewide, says crews were in their fourth day, and asks drivers not to travel. On the tornado side sits the most striking finding on this page: in this settlement, which has no municipal government, there is a standing public tornado shelter with a published address, and the county publishes a list of five shelters together with their rules. In the two settlements with municipal governments we measured this round, no such standing list was found.

Steps, documents and official links

Winter is real, and the agency itself supplies the numbers

The state transportation department's statement of January 25, 2026 asks drivers to stay home and describes the event as ice and dangerously low temperatures being experienced across the state. So this is not only a problem for the mountainous eastern end; the event measured hit middle Tennessee too. The statewide figures the agency reported by then: 10,000 equipment hours, 15,000 labor hours, 3,500 tons of salt, 1.4 million gallons of brine and 861 incidents managed. Crews were in their fourth day of clearing and had moved on to removing downed trees.

Salt has a limit and the agency writes it down: if roadway temperatures fall below 16 degrees Fahrenheit, salt is not strong enough; below that threshold the agency uses calcium chloride and a hot brine mixture, then an underbody-blade truck breaks the ice, and the snowplow comes last.

The priority order is written down too, and it matters directly to a Rockvale reader: first the primary routes, principally the interstates, along with freeze-prone points such as hills, curves, ramps, bridges and interchanges; secondary state routes come after. If you live in a rural settlement the conclusion is this: your own road is near the bottom of the list, and the interstate can be open while your road is still closed.

The agency runs its own traffic page with road conditions and live cameras; by phone the number is 511.

Research found no mandatory snow tire or chain rule. The state driver handbook describes winter equipment in the language of advice: it says snow tires are helpful in winter, lists a scraper for iced windows along with snow tires or tire chains in an emergency kit, and asks drivers to pull as far to the right of the roadway as possible before installing chains. All of it is advisory language. We do not say there is none; we say we did not find mandatory language.

Tornadoes: your contact is at the county, and here there is an address to go to

Because there is no municipal government, emergency contact sits entirely with the county. And the county publishes five buildings as public tornado shelters, as a list and with their rules. This settlement is at the top of that list.

ShelterAddress
Rockvale6540 Hwy 99, Rockvale, TN 37153
Kittrell8055 Woodbury Pike, Readyville, TN 37149
Lascassas6525 Lascassas Pike, Lascassas, TN 37085
Walter Hill6413 Lebanon Pike, Murfreesboro, TN 37129
Plainview4950 Sledge Rd, Christiana, TN 37037

The rules come from the county's own text and you should know them before you go:

  • You must sign in on arrival and sign out on leaving.
  • You follow the instructions of the volunteers in charge and stay in the shelter until the official all clear is announced. The county writes that these rules are consistent with federal emergency management guidance.
  • Pets are not accepted, including emotional support animals. Service animals as defined by law are accepted. For a reader caught in a storm with a dog, this is a real planning problem; think it through in advance.
  • By the architectural program description, each building includes accommodation for fourteen people, a tornado shelter, an emergency medical dispatch station and a fire apparatus bay.

One verification warning: the addresses on the county's own page and those in lists published by some news outlets in the spring of 2025 do not match at two points, and at one point the news source lists an entirely different building. We do not pick a side: the table above comes from the county's own page. News lists are snapshots of a particular day. On the day of a storm, confirm from the county's own page or by phone before you set out.

And a legal note, because it is the first question readers ask: the state's 2026 public benefits law, when listing what falls outside the verification and reporting regime, excludes short-term disaster relief and short-term shelter. So entering this shelter is, by the letter of the statute, outside that regime. Read that as falling outside the law's own definition, not as a guarantee; the detail is in the health section.

Even with an address to go to, build the plan inside your own building

Because timing decides everything. Severe weather comes in two separate tiers and they are not the same thing: a watch says conditions are favorable for the event to develop and is the time to prepare; a warning says the event has been sighted or detected and is the time to already be in place, not the time to start moving. This is a general rule; we did not find a Tennessee agency text describing this timing in its own words this round, and so we attribute it to no agency.

The practical result: setting out for a shelter once a warning is issued can mean being caught on the road in a rural settlement. So keep two plans: if you decide early, the county shelter; if you are late, the lowest floor of the building you are in, an interior room without windows, away from wide-roofed spaces such as a gym. When you look at a rental, ask about the building's refuge area; it is one of the questions we repeat in the renting section.

The alert system

County residents sign up for emergency alerts through Smart911; in the county's own description the system delivers weather alerts, evacuation orders and transportation updates such as road closures, and it can be installed on your phone by searching the app stores for it by name.

There is a currency trap: an older alert system in the county is still described on a municipal site, and whether both run at the same time could not be confirmed. If you land on an older page, check its date and register from the county's current page.

Research did not find which languages the alerts are sent in. Do not expect alerts in Turkish, and make sure a phone belonging to someone in the household who reads English is registered too.

A boundary question in road maintenance

Road maintenance in this area does not sit with the same agency everywhere: the street department of the city at the county seat clears snow and ice on state routes inside the city limits under a contract with the state agency. This item could not be confirmed firsthand and we do not write it as a rule; what we do write is this: maintenance of the same road can sit with a different agency depending on which side of a boundary you are on. Because Rockvale is not inside a city limit, the contacts here are the county and the state.

04 · Transit

Can I live in Rockvale without a car?

Short answer

The assumption that a small unincorporated settlement has no transit has now been wrong four times in this series. Here there is a county program you reach by phone that runs on demand, and a regional bus route that runs through the county seat. But let us be honest: this is a call service, not a route, it requires a reservation, and the fixed-route system the city at the county seat runs operates inside that city and does not come to Rockvale. If you are planning life without a car, learn the reservation rule and the fare schedule first.

Steps, documents and official links

Demand-response service: it runs by phone and requires a reservation

A demand-response transit program covers the county; the operator is a regional human resource agency and its local number for Rutherford County is 615.890.2677, with a toll-free line at 1-800-945-4125. This is not a route but a vehicle that comes when you call.

  • Reservation rule: 24 hours ahead for local trips and 72 hours ahead for trips leaving the county. The agency writes that if it cannot meet a request it tries to offer another day or time. Calling on the day you need it does not work.
  • Fares: inside the city at the county seat, 2.00 dollars one way; within the city and county, 3.00 dollars one way; each additional stop on a scheduled route, 2.00 dollars; 5.00 dollars for each county line crossed. A flat 10.00 dollars one way from this county to Nashville.
  • Payment is cash or a bus pass only; personal checks are not accepted. Pass books are sold from twenty dollars up to one hundred and fifty dollars.
  • The same operator also provides paratransit for people who cannot use the county seat city's fixed-route system because of a disability; that line is 615.217.6837.

We read these figures from the agency's own fare page on October 12, 2026; confirm the current schedule before you ride.

We also print a contradiction: the state transportation department's county-by-county directory includes the state's most populous county in this program's coverage, while the program's own site states plainly that it does not serve that county. Two official sources conflict; we do not pick a side. The practical result: if you are traveling outside the county, confirm coverage by phone rather than relying on the directory.

Fixed-route bus: present at the county seat, absent here

The fixed-route bus system run by the city at the county seat is listed in the state directory, but it operates inside that city and research found no route serving Rockvale. Also, that system's fares could not be read firsthand this round, so we print no figures.

Among the express routes of the regional transit authority there is one carrying the name of the county seat; it runs between the county seat and the state's most populous city. An express route means a route built around commute hours; it can be sparse in the middle of the day, so check the return time before you go. Reaching that route from Rockvale means getting to the county seat first, and for that leg your contact is the demand-response service above.

Getting to a medical appointment runs on a separate channel

Transportation for patients enrolled in the state health program is arranged not through this program but through the health plan's own transportation broker; the plans have their own numbers and there is a separate relay line for people who are deaf or hard of hearing. Call your plan and ask whether you have a transportation benefit; the detail is in the health section. In a settlement where no federally funded health center site appears within a ten-mile circle, this is the one item that genuinely helps.

Tolls: none today, but this corridor is on the first list

Research found no toll road, bridge or tunnel operating in this state today, and we did not open a separate tolls section on this page. But one note is required, because it concerns this corridor directly: the state has launched an optional tolled express lane model that leaves the main lanes free, and one of the first corridors proposed by the transportation department is the interstate between the county seat and the state's most populous city. Rockvale sits on that corridor. Opening dates, toll levels and contract status could not be confirmed and we print no figures. The framework is in the tolls section of the state guide.

Airport and rail

Your airport is the international airport in the state's most populous city. It announced reaching 115 nonstop destinations in fiscal year 2026, the highest in its history. But do not plan around the word international in its name: its known international routes are limited and none of them goes to Türkiye; Türkiye does not appear on the airport's own stated list of European targets either. Getting to Istanbul takes at least one connection. The airport's own destination list could not be read firsthand in this research, so we do not name individual routes and we print no distance or drive-time figures. The flights and time difference side is in the time and flights section.

On rail the answer is short: research found no intercity passenger rail station in this settlement or its county. The regional commuter rail line does not serve this county; it runs between two other counties. So rail is not an option in this settlement's transportation plan.

Time zone: there is no single answer for this state

Federal regulation runs the boundary between the Eastern and Central time zones through the middle of the state. Rutherford County lies west of that line, which is to say in Central time. The eastern end of the state is in Eastern time. The practical result: a single Tennessee time difference figure you find online may be wrong for you; calculate the difference with Türkiye on Central time. Convert the hours of every agency you plan to call accordingly.

05 · Local government

What does the city government handle in Rockvale?

Short answer

It does not, because there is no city government. Rockvale is an unincorporated settlement, and three independent sources confirm it: the census classification, the fact that the federal .gov domain registry contains no entry at all for a Rockvale in Tennessee, and the fact that the state sales tax rate file has no city line for Rockvale. A mayor, a council, a city police department, a city court and a city tax were searched for here and not found, because those offices do not exist. This is not a list of things missing; it is a change of address: services are provided by Rutherford County, and the real job of this page is to tell you, item by item, who opens the door.

Steps, documents and official links

Evidence first, conclusion second

This is not a guess but a measurement. All three were read on October 12, 2026.

  1. In the census bureau's own data service, Rockvale appears not in the layer of incorporated places but in the layer of census designated places, and its functional status confirms that. The ZIP code is 37153.
  2. The federal .gov domain registry contains no entry for a Rockvale in Tennessee. The only Rockvale entry in the registry belongs to a different town in another state, in Colorado. Keep that in mind when you type the name of your settlement into a search box: the official-looking site that comes up may not be your place.
  3. In the state revenue department's sales tax rate file, the two cities we measured this round each have their own line, while there is no city line for Rockvale. An unincorporated place cannot set its own sales tax rate.

One sentence of conclusion: a home whose mailing address reads Rockvale, TN 37153 is actually governed by Rutherford County Govt, seated in Murfreesboro.

An access warning, and why we are telling you

The county's official site does not open from Türkiye. The site applies a country-level block and returns an error to connections from Türkiye. That does not mean the site is down; it means we cannot read it from here. Many county items in this research were therefore read indirectly.

There are two consequences and we write both. First: for anything we could not read on that site we do not say it does not exist; we say we did not find it and we send you to the agency's own page. Second, the practical one: a relative in Türkiye may not be able to open the county's site on your behalf. If you need someone back home to look at a document or a form, send them the downloaded file rather than the page itself.

The library: where the county line turns directly into money

Library service is provided by the Rutherford County Library System. The system has six branches and none of them is in Rockvale; four are at the county seat, one in Smyrna and one in Eagleville.

And here is the single most concrete item on this page: as of November 3, 2025, the system charges people from outside the county 25 dollars a year for access to most resources, while the card remains free for county residents. Military personnel and students are exempt from that fee.

What this means for you cuts both ways. First, the good news: because Rockvale is inside the county line, your card is free. Having no municipal government costs you nothing here; the measure is the county line, not a city line. Second, the part to watch: what does create a disadvantage is distance. Getting the card means going to a branch, and there is no branch here.

Which identification documents are accepted at sign-up is not stated in the announcement, only that proper identification is required. So we do not say a passport is accepted or that no number is asked for; call the branch before you go and ask about the document you hold by name. In a system that looks at the county line, it matters that your proof of residency shows your address.

Building permits: a restriction that lands directly in front of the reader

Permits are issued by the Rutherford County Building Codes Department, and the department's jurisdiction covers only the unincorporated area of the county, which is exactly where Rockvale sits. The department offers an address lookup map on its own page: type in an address and it shows whether the home falls into that area.

Who may hold a permit, and this one hits readers buying a home as an investment: a licensed contractor; a person holding a home remodeling license for work up to a certain amount; or a legal owner who lives in the home or plans to live in it. In the county's own words, an owner who does not currently live in the home is not issued a permit for construction or remodeling intended for resale or for renting out.

The county has a zoning resolution effective January 1, 2013, with the text carrying amendments through December 11, 2025. The resolution's own text states that beginning excavation for any building, including an accessory building, before a permit is issued is unlawful. One example of an exception that needs no permit: a single-story detached storage building without a concrete foundation and under a certain size.

And here is a gap we have to be honest about: the full text of the county's zoning resolution could not be read in this research, because the county site blocks Türkiye and the county is not registered in the database where municipal codes are collected. So we do not write the full set of zoning district codes, the minimum lot sizes, or most importantly the county's definition of family. How many unrelated people may live in one home could not be measured this round; the detail is in the renting section.

Parks: we word this carefully

There is no city park here, because there is no city. And the county's own list of parks was not found in this research either; every park named in the area appears to belong to a surrounding municipality. We do not say the county has no parks; we say we did not find a list.

A warning about confusion, and it really is common: the playgrounds, walking trails and pools mentioned in residential development marketing are private community amenities, not public parks. They depend on dues, they follow the community association's rules, and a neighbor from outside the development cannot use them. When you hear the phrase "it has a park" while house hunting, ask who operates it.

What the absence here does not change

Living in a place without a municipal government does not mean the absence of rules. All of the following apply here in full and none of them depends on a city: the state landlord and tenant law (the renting section), the state's housing discrimination protections, property tax and the relief program (the owning a home section), license and vehicle registration, school enrollment and health programs. The only thing that differs is which door each one runs through.

And one new-law item belongs in this section: the state's 2026 public benefits law, when listing the institutions it places under a verification and reporting duty, draws the definition of a local governmental entity as counties together with incorporated cities and towns. Because Rockvale is not an incorporated city or town, it does not itself fall into that definition; Rutherford County does. The practical result: in the settlements with municipal governments we measured this round, a reader faces two separately obligated institutions, a city and a county; here there is one contact and it is the county. What the regime is appears in the health section.

06 · Utilities

Who do I open electric and gas service with in Rockvale?

Short answer

Because there is no municipal government, a municipal utility is not one of the options here. Electricity comes from Middle Tennessee Electric, a member-owned cooperative and one of the local distributors of the regional federal power agency. Water comes from Consolidated Utility District, a utility district, which is to say a separate public entity. Note those two words, because in a dispute they change your life: the door your complaint goes to depends on what kind of entity your provider is. Open your bill and read your provider's name.

Steps, documents and official links

Why learning your provider type is a first-day task

In Tennessee the bills in one household can fall into separate legal regimes, and you work out which door to go to from the type of your provider. The table runs as follows.

Provider typeWhat it is hereComplaint forum
Utility districtConsolidated Utility District (water and sewer)The utility regulation board within the state comptroller's office
Electric cooperativeMiddle Tennessee ElectricIts own member board
Private regulated companyYou may fall to such a company for natural gasThe state utility regulator
Municipal utilityNot present here, because there is no cityThe municipality concerned

The real conclusion here is this: the state utility regulator's authority is limited to private, investor-owned companies; it does not cover service provided by a city, a county, a utility district or a cooperative. So both of your main providers here sit outside that regulator's reach. In a water dispute your contact is the utility regulation board within the state comptroller's office; in an electricity dispute it is the cooperative's own member board.

A source note, because we have to be honest: the sentence describing that limit of authority could not be read directly from the regulator's own page in this research; we explain the distinction but we do not give a quotation attributed to the agency.

What a cooperative means, and whether that favors you

A cooperative is an entity owned by its customers. In principle a subscriber is also a member with a voice in board elections. But it has a second face: in a billing dispute there is no independent state forum to appeal to; the chain stays inside the organization. Know both.

The electricity provider's office in the county area is at 505 Nolan Drive, Smyrna, TN 37167 and its number is 615-494-1600. The water district is at 709 New Salem Highway, Murfreesboro, TN 37129, number 615-893-7225.

Do not assume which district your address falls into

A warning belongs here. There are multiple providers across the county, and the county seat and several surrounding municipalities run their own water and electric arrangements. That a specific Rockvale address falls within the service area of the two institutions above could not be confirmed from those institutions' own service area maps. A list that holds county-wide can mislead at the address level.

The right move: while looking at a house or when you move, ask for the previous occupant's bill or ask the agent for the provider's name; then call that institution and read out your address. This prevents one of the most common mistakes in this state: trying to open an account with the wrong utility.

What is asked when you open an account: not measured this round, and we do not invent it

We state this plainly: which identification documents these providers require to open an account, whether there is a route for someone without a Social Security number, and the deposit rules and any cap could not be measured from a primary source this round.

So we make neither statement: we do not say a number is not required and we do not say there is no deposit. What you should do is simple and happens by phone: call the institution and ask three questions in order. First: which identification documents do you accept, is a passport enough? Second: I do not have a Social Security number, is there an alternate route? Third: do you require a deposit, how much is it and can it be paid in installments? Ask for the answers in writing or note the name of the person you spoke with.

A disconnection moratorium: this could not be closed out this round

In some states, disconnection for unpaid bills is prohibited during winter or extreme heat. Whether such a rule exists in Tennessee, and if so its trigger, the services it covers, and whether cooperatives and municipal utilities fall outside it, could not be confirmed from a primary source this round.

And a warning: some consumer sites claim there is a winter moratorium in this state with specific dates. That claim could not be confirmed from any agency source and we do not print those dates. If you fall behind on a bill, call the provider before a disconnection notice arrives and ask for a payment plan; that is the one step that works regardless of whether such a rule exists.

Your landlord cannot cut your service, and that part is certain

There is a measured and strong protection here, but note who it runs against. The state landlord and tenant law prohibits a landlord from recovering a unit by cutting off or causing the cutoff of electricity, gas or another essential service. If service is cut, the tenant gains a three-option remedy; the detail is in the renting section.

But that protection runs against the landlord, not against the provider. If you pay the bill yourself and the cutoff follows unpaid bills, this provision does not help you. Do not confuse the two.

07 · Water and trash

When is trash collected in Rockvale?

Short answer

It is not. This is one of the most direct answers on the page and the item that surprises newcomers most: there is no curbside trash collection in the unincorporated area of the county. Instead the county runs convenience centers and you take your trash there yourself. The centers are closed two days a week, you get one visit a day, and construction debris, yard waste and limbs are not accepted. So here trash is not a service; it is a task that has to enter your calendar.

Steps, documents and official links

The convenience center: hours and rules

The county's solid waste arrangement for residents of the unincorporated area rests on convenience centers. Memorize the hours, because the centers are closed two days a week:

DayHours
Tuesday, Wednesday, Friday9:30 a.m. to 5 p.m.
Saturday and Sunday7:30 a.m. to 3 p.m.
Monday and ThursdayClosed

Note: these hours are the county's general arrangement and one site is kept outside it. Confirm the hours of your own site before you go.

The rules, and each one is a planning item:

  • Only county residents may use them. That is a residency requirement; you may be asked to carry something showing your address.
  • One visit a day, and as much household trash as one pickup truck bed. If you are doing a big cleanout, spread it over several days.
  • Construction and demolition debris is not accepted. If you are having remodeling done, put debris removal into your contract with the contractor; otherwise it stays in your yard.
  • Yard waste and limbs are not accepted. On a wooded lot this is a real burden: if you are going to prune, work out where the waste goes first.
  • Bulky items are limited to three a day.
  • Some sites also take electronics, oil-based paint and fluorescent bulbs. One example site: Leanna Convenience Center, 4303 Sulphur Springs Rd, Murfreesboro.

We print a contradiction: the county's own pages give 615-898-7739 as the solid waste line, while a page of the city at the county seat gives 615-848-7739. Two official sources conflict and we do not pick a side; but because your contact is the county, try the county's own number first.

A timestamp warning: a note stands that one site has been closed for renovation since the summer of 2024, and whether that still holds today could not be confirmed. Confirm that the site you are driving to is open before you set out.

A comparison, and we state its scope

Among the three smaller settlements we measured this round, trash runs under three different models, and the difference is in how much work falls on the resident. In the first, the city manages it and contracts the collection out; the resident does nothing. In the second, there is no municipal collection and the resident chooses a private company personally, which means signing a contract and paying a bill. The third is here: there is neither a city contract nor a company for you to choose; you haul it yourself. Of the three, this is the model that puts the most work on the resident.

The practical result: for a household without a car this item is a serious problem. There is no record that the demand-response service carries trash. Ask your neighbors how they handle it; whether individual households can contract privately on their own was not measured this round, and we write neither that it is possible nor that it is not.

Water and sewer

Water and sewer come through Consolidated Utility District, a separate public entity and not a department of the county. So calling the county about a water bill problem does not help you. The address is 709 New Salem Highway, Murfreesboro, TN 37129, the number 615-893-7225. Why the complaint forum differs is in the utilities section.

The well water and septic question: in a rural settlement some properties are on a well rather than a water main, and on a septic system rather than a sewer. Which addresses here are on the mains could not be measured this round. Ask about it directly while house hunting, because either can mean maintenance costs and permits; on the permit side your contact is the county building and codes department.

Irrigation restrictions

In some states the day and hour you may water a yard is set by rule and violations carry fines. Research found no such regime in this state and we did not open a separate irrigation section on this page. We do not say there is none; your own district may have its own rule, so read the back of your water bill and the district's page.

08 · Renting

What should I watch for in a lease in Rockvale?

Short answer

Three things, and all three are places where the common wisdom is wrong. First, the deposit: the return within thirty days rule that guides print does not exist in this state, and the law sets no cap either. Second, the bold print in the lease: a single waiver clause written in a certain type size can completely remove your right to the pay within fourteen days notice. Third, eviction law got harder in 2024 and appealing a judgment now requires a year's rent as security. And one thing is absent here: in a settlement with no municipal government there is no local tenant ordinance giving you more than state law, and in any case state law forbids one.

Steps, documents and official links

Which law applies, and why we ask

The state's landlord and tenant law does not apply everywhere in Tennessee: its own scope provision says it applies only in counties above a certain population threshold. Rutherford County is well above that threshold, so a tenant here is covered by that law.

But know this: if you move to another county within the state, your set of protections can change completely. In Tennessee's smaller counties this law does not apply at all. Before you move, ask whether the county you are going to is covered.

And a second scope rule, directly relevant to this settlement: the same law says it occupies and preempts the entire field of regulating the landlord and tenant relationship. So the commission of a covered county cannot adopt a rule that conflicts with it or adds to it. What that means here: because you have no municipal government you are not looking for a local tenant ordinance anyway; but you would not have one even if you did. State law is the rule.

The deposit: the real mechanism, and the sentence that loses deposits

  • No cap, no interest requirement, and no thirty-day rule. Guides that print those are printing something wrong.
  • A separate account is required: the landlord must hold all deposits in an account used only for that purpose.
  • And the landlord must tell you where that account is: the disclosure happens at the moment you sign the lease and hand over the money. The landlord need not give the account number, but must say where the account is. You have the right to ask, so ask when you sign.
  • The most critical sentence, and the one that loses deposits: if you owe nothing and a refund is due, the landlord sends notice of the amount to your last known address. If no response is received from you within sixty days of that notice, the money can be retained. So a tenant who does not give a new address after moving can legally lose the deposit. On moving day, give your new address in writing and keep a copy.
  • A rule in your favor: if the landlord did not hold the deposit in a separate account and did not give you the damage list, no part of the deposit may be retained. Both conditions are required together.
  • You have a move-out inspection right: you may inspect the premises to determine the physical damage to be deducted. After receiving your notice to vacate, the landlord may notify you of that right within five days; the inspection takes place on the day you fully vacate or within four calendar days after. If you do not attend a scheduled inspection you can lose the right to dispute the damage found; that waiver has to be written into the lease. Attend the inspection.
  • If you dispute the list you may sue, but your claim is limited to the items you objected to in writing. Before you sign, list your objections one by one.

Rent, the grace period and late fees

  • There is a five-day grace period and the due date counts within it; no late fee may be charged before five days pass.
  • If the fifth day falls on a Sunday or a legal holiday, the landlord may not apply any late fee as long as rent is paid on the next business day.
  • The late fee cap is ten percent of the past due rent, whatever it is called.
  • A lease may not provide that you waive the rights the law gives you, and the landlord must disclose in writing that it does not provide insurance for your belongings. Consider renter insurance; tornado risk is real here and we covered it in the severe weather section.

The bold print in the lease: the most insidious item on this page

Normally, when rent goes unpaid the landlord serves you a pay within fourteen days notice and the lease continues if you pay within that period. But state law says that notice can be waived: the waiver is effective if it appears in the lease in bold type of twelve point or larger.

If that clause is there, the landlord can file an eviction action directly, with no notice at all, when rent goes unpaid. That waiver cannot shorten the five-day grace period, but it changes everything after it.

Read every bold clause in the lease before you sign. If your English is not strong enough, photograph that clause and have someone read it to you; you do not need the whole lease translated, the bold print is enough.

Eviction: the periods, and the part that hardened in 2024

SituationPeriod
A breach curable by money (rent, repair costs, damage)The lease terminates if not cured within 14 days of receiving the notice
Repetition of the same breach within six monthsTermination on at least 7 days written notice
A breach not curable by moneyAt least 14 days after the notice is received
Terminating a month-to-month tenancy (either side)At least 30 days written notice
Terminating a week-to-week tenancyAt least 10 days written notice
Violence, a real and present danger to persons or property, unauthorized occupancy3 days from receipt of written notice

And a law that took effect in 2024 changed three things:

  • The hearing continuance was cut from fifteen days to seven. The time you can gain to prepare was halved.
  • Moving these cases to a higher court by a particular route was closed off.
  • The heaviest item: a tenant's appeal from an eviction judgment is accepted only on security in the amount of one year's rent for the property; it may be a bond, cash, a letter of credit or two sureties. So in this state, appealing an eviction judgment requires posting a year's rent as security.

One sentence of consequence: on the day you receive eviction papers, call an attorney the same day. By the time you reach the appeal stage, your options have become very expensive.

Three provisions in your favor

  • A landlord cannot evict by self-help: except on abandonment or surrender, a landlord may not recover the unit by cutting off essential services or by any other means. If you receive a three-day notice you may immediately ask a court for an injunction, and not having filed for one cannot be used as evidence against you in the eviction case.
  • There is a retaliation prohibition, but its scope is narrow: a landlord may not retaliate by raising rent, reducing services, or bringing or threatening an eviction action because you complained about a violation or used a remedy in the law. There are three exceptions and the most important is this: if you are behind on rent the landlord may still sue. Complaining does not give you a right to withhold rent.
  • A written disclosure right in leases signed after 2025: at the beginning of the tenancy the landlord must disclose in writing the name and address of the agent authorized to manage the property, a person authorized on the owner's behalf to accept service of process, and a phone number or email for maintenance or an online portal. If your lease lacks that information it is incomplete; for a newcomer this means knowing who to call when something breaks.

Can my landlord ask about my immigration status

The answer has three parts and we hide none of them.

First: the protected classes list in the state law now in force is this: race, color, creed, religion, sex, disability, familial status and national origin. For a Turkish reader the real hook is national origin: if you believe you were refused because of your name, your accent or the country you came from, that is the protection you rely on. The law also treats coercing, intimidating or threatening you because you exercised a right or helped someone else exercise one as a separate violation, and it prohibits making any notice, sign, application or record of inquiry that expresses a limitation based on those classes.

Second: source of income is not on the list and, because of a preemption provision in state law, cannot be added locally. One settlement we measured this round has its own fair housing ordinance with a broader list; that ordinance is not carried over here and gives you no protection in this place.

Third, and we do not hide it: immigration status is not on any list either.

And one change you must know: the state commission that handled housing discrimination complaints was closed on July 1, 2025 and the files moved to the civil rights enforcement division of the attorney general's office. The new arrangement also gives that office authority to conduct testing to measure housing accessibility and discrimination in sales and rentals. Any guide still directing you to that closed commission is stale.

How many people may live in the home: a gap we have to be honest about

We cannot answer this question this round. The full text of the county zoning resolution could not be read; the county site blocks Türkiye and the county is not registered in the database where municipal codes are collected. So we do not write the county's definition of family or any limit on unrelated occupants.

And we put one warning here deliberately: in the two cities we measured this round, the same number differed by a factor of five. So carrying a neighboring settlement's figure here would be a mistake and we do not carry it. If you will have a long-term guest or you are a large household, call the county building and codes department before you rent and ask directly. One more detail: state law says that reasonable local restrictions on the maximum number of occupants of a dwelling do not conflict with the discrimination prohibition, which is to say that if such a rule exists it can be enforced.

For the same reason we do not write items such as a minimum lease term or triggers for being counted as a permanent occupant. We do not say there are none; we say we could not read them.

09 · Owning a home

How much is property tax in Rockvale, and is there relief?

Short answer

This is where being unincorporated touches your wallet directly: there is no city property tax, because there is no city. You pay only the county share, and the 2025 rate is 1.8762 dollars per 100 dollars of assessed value. Residential assessed value is a quarter of the appraised value. Your bill comes through a single door as well: the Rutherford County Trustee. And one thing up front: a general homestead exemption open to all homeowners was not found in this research; the only relief found is a reimbursement program tied to age, disability or veteran status.

Steps, documents and official links

The rate and the arithmetic

We read the rate from the relevant table of the state comptroller's 2025 tax aggregate report; all figures are per 100 dollars of assessed value.

Share2025 rate
County share1.8762
City shareNone (unincorporated area)
Total1.8762

Let us do the arithmetic together, because this is the most confusing part for a newcomer. Residential assessed value is twenty-five percent of the appraised value. So a home appraised at 500,000 dollars has an assessed value of 125,000 dollars; the tax is 125,000 divided by 100, times 1.8762, which is about 2,345 dollars a year.

Watch the year label: the figure above is the 2025 rate and comes from the most recent full table the comptroller has published. Rates can fall in reappraisal years because assessed values rise; a more recent certified rate for this county circulates in a secondary source but we do not print it because it could not be confirmed. Confirm the current rate with the county trustee, and whenever you see a figure, ask which year it belongs to.

A single door, and what that means in practice

In one of the settlements with a municipal government we measured this round, a reader can go to two separate doors for property tax: the county trustee or the city's own collecting official. That second door does not exist here. Billing, collection and relief applications all run from one place: the Rutherford County Trustee. Appraisal is done by the county assessor.

This is a simplicity rather than a disadvantage; but it has a consequence: if you have an appeal or a relief application, there is no alternate door. You have to finish your business there.

Is there a general exemption: no, but there is a conditional reimbursement

The honest sentence first: in some states every homeowner gets an automatic homestead exemption. In Tennessee, this research found no such general exemption open to all homeowners.

What was found is a different mechanism: not an exemption but a reimbursement program. It is funded by an appropriation of the state legislature and its conditions are narrow. The items we read from the brochure published for 2026 run as follows.

GroupCondition2026 limits
Elderly homeownerTurning 65 by the end of the year; owner of the home and it is your primary residence; income statement from all sourcesApplicant, spouse and co-owners with 2025 income of no more than 38,470 dollars; maximum value on which relief is figured, 33,600 dollars
Disabled homeownerDisabled by the end of the year; owner and primary residence; income statementThe same: 38,470 dollars and 33,600 dollars
Disabled veteranOwner and primary residence; a consent form for information sharing with the veterans agency; meeting one of the listed disability conditionsNo income limit applies; maximum value 175,000 dollars
Widow or widower of a disabled veteranOwner and primary residence; the relevant form; a copy of the spouse's death certificate and a form of personal identification; married at the time of death and not remarried175,000 dollars
  • The application office here is single: the county trustee.
  • Timing: you apply when your 2026 property tax bill arrives. The deadline is thirty-five days after the delinquency date and the tax must also be paid by that date. So you pay first and are reimbursed afterward; write that into your cash plan.
  • Income documents: a tax return, the relevant income forms or similar copies. If your income is close to the limit, documentation for all sources is required.

The identification number question, and we word this carefully

The full text of the brochure contains no Social Security number requirement and no citizenship or immigration status requirement. The only identification language in it is a form of personal identification requested from the widow or widower of a disabled veteran.

But do not read that as "no requirement"; read it as "the brochure contains no requirement." For two reasons. First: a brochure is a summary document and the county trustee's own application form may ask for identification separately. Second and more important: the state's 2026 public benefits law places a duty on local governmental entities to verify citizenship or lawful presence for applicants eighteen and older; and that duty does not begin everywhere at once, but when each form is first reprinted after July 1, 2026.

The practical result is exactly this: an application whose form carries no attestation today may carry one tomorrow. That is not a gap or a guarantee; it is a matter of timing. If you have an open immigration case, or if people in your household hold different statuses, consult your attorney before applying to this program. The detail of the regime is in the health section, where the reporting chain is set out.

Sales tax: when we print a rate, we say which boundary it was measured for

We put this item here because it affects every grocery trip as much as it affects homeownership. The general state rate is 7 percent, and 4 percent on food and food ingredients. A local rate sits on top.

And here is what we are obliged to state: the rates below apply to the unincorporated area of the county, which is to say to Rockvale. In an unincorporated place there is no city line and the reader is subject directly to the county rate.

ItemStateLocal (county)Total
General merchandise7%2.75%9.75%
Food4%2.75%6.75%

We read these rates from the state revenue department's own machine-readable rate file on October 12, 2026.

The settlements we measured this round diverged on food, and in one of them the local rate on food came out half a point lower. Let us keep the scope in writing: the comparison runs across the five settlements we measured this round and we do not carry another jurisdiction's rate here. The practical result: the same grocery trip can differ by half a point depending on which jurisdiction you live in within the state.

Two more rules work in your favor: the local tax applies only to the first 1,600 dollars of the sales price of a single article; and a state rate applies to the slice between 1,600 and 3,200 dollars, while anything above 3,200 dollars is not subject to that tax. So on one expensive item the tax is not a flat rate but bracketed. On the purchase of a manufactured home the state rate is 3.5 percent, half the general rate.

And a tax you do not pay

There is no state income tax on wages in this state. The state's only personal income tax applied to interest and dividends and was fully repealed on January 1, 2021. But we do not write the sentence "there are no taxes here": the sales tax is high and the property tax is entirely local. A local tax on wages was also searched for and not found. The detail is in the taxes section and in our state guide.

10 · School

How do I enroll my child in school in Rockvale?

Short answer

First the reassuring part: enrollment does not depend on immigration status, and the state education department says so in writing in its own legal questions and answers document; the document asks the question directly and answers it with the single word no. The district question is simple too: because there is no municipal government there is no separate city district, and the one district is Rutherford County Schools, with schools of its own in this settlement. But this county has a strict rule of its own on enrollment documents: two separate proofs of residency are required and the two may not come from the same source.

Steps, documents and official links

Which school: all three levels here carry the settlement's name

The single district is Rutherford County Schools; the address is 2240 Southpark Drive, Murfreesboro, TN 37128 and the number is 615-893-5812. And here is something notable for an unincorporated settlement: all three levels are here and all three carry the settlement's name: Rockvale Elementary (prekindergarten through fifth grade), Rockvale Middle (sixth through eighth) and Rockvale High School (ninth through twelfth).

But your address determines which school you attend, not the name of the settlement. The district maintains its own school zone map and lets you query a bus route by address. The transportation department is reachable at 615-893-5815 through the relevant extension. Query the address on the map before you rent; in a rural area a school that looks close can fall into another zone.

Enrollment documents: this county's own list

We read the district's own enrollment page. Do not copy the list from another district; all three districts we measured this round turned out different from one another.

  • Only the parent with custody or the legal guardian may enroll the child, and must show custody papers or a court order. For a parent who brought a child from Türkiye alone, this is an item to settle in advance.
  • Two proofs of residency are required. The documents must carry the parent or guardian's name and the physical address of the home; in the district's own words, a post office box is not accepted as proof of residency.
  • And the critical rule: the two documents may not come from the same source. Two bills from the same utility count as the same source; likewise a state vehicle registration and a title count as the same source. That rule hits a newcomer directly, because in a new home most documents have not accumulated yet.
  • Accepted proofs of residency: a mortgage statement (last sixty days), a signed lease, a property tax receipt paid within the last twelve months, a current electric, water or gas bill for the service address (last sixty days), a current bank statement (last thirty days), a current pay stub (last thirty days), an unexpired state license or state photo identification, and an unexpired state vehicle registration or title (only one of those two may be used).
  • The student's birth certificate is required to verify name and age. We set out who to go to for a birth certificate in the vital records section.
  • Immunization records must be on the state's own form. And here this county offers a concrete convenience: the county health department allows immunization records given outside the state to be uploaded and transfers them onto the state certificate; the certificate can be emailed to the parent or picked up in person. If you arrived with an immunization card from abroad, make this your first task.
  • The district writes in its own words that all documents are subject to verification.

And we report one measurement as it stands: the phrase Social Security number does not appear anywhere on the district's enrollment page. That is consistent with the state education department's written answer: federal privacy law prohibits requiring a Social Security number to enroll a child in school.

I am staying with a relative: we could not find the procedure in this county

There is a gap here we have to be honest about, and we do not carry a neighboring county's answer into it. In the other two districts we measured this round, a route of a notarized residency affidavit for a family staying with a relative was clearly defined. No such procedure was found on this district's enrollment page.

We do not say there is none; we say we did not find it on the page. If you are staying in the home of a relative or an acquaintance and have no bill or lease in your own name, call the district before enrollment day, describe your situation and ask. On that call, have them name the documents you can bring.

The state's written answer, and the line between enrollment and a scholarship

The state education department's legal questions and answers document asks directly whether schools may refuse to enroll undocumented immigrant children and answers no, citing Plyler v. Doe, 457 U.S. 202 (1982) by name and citation. The same document writes that enrollment may not be denied over a parent's status either, that districts may not require a specific document as proof of address, and that a student should never be turned away over a missing document. Another state institution's text goes further and asks that, if additional documents are requested, the school immediately state that no documentation will be used in relation to immigration status.

And now the distinction, because merging these two into one sentence would make this page wrong.

School enrollment is open. A school scholarship is governed by a separate law. The state's education scholarship law provides that the application of a student who cannot establish lawful presence is denied and it treats the scholarship as a public benefit. That second clause matters, because the verification and reporting chain described in the health section attaches to public benefits. So enrolling your child in school and applying for a scholarship for your child are not the same legal territory. Consult your attorney before applying for a scholarship.

Language: the most concrete translation item of this round is here

Of the three districts we measured this round, this one states language access most openly.

  • The text of the enrollment page itself is written in two languages, states that translation services are available and gives a point of contact: the district's English as a second language center, phone 615-890-5728.
  • The kindergarten phase-in calendar is published in three languages: English, Spanish and Arabic.
  • There is no Turkish. The documents actually prepared are in those three languages.
  • A warning about confusion: the district site has an automatic translation button offering hundreds of languages. That is machine translation, not the institution's own Turkish text; do not confuse the two and do not sign an official document based on a machine translation.

The right move for you: do not expect Turkish material, but make the request for an interpreter explicitly. Call the center above before enrollment day and ask whether an interpreter can be arranged for your appointment. That the service exists is in writing; which languages it covers is a question to ask.

Age and calendar

  • Kindergarten age: under the state rule a child must be five years old on or before August 15.
  • The district also runs a five-day phase-in; after enrollment the parent receives a chart showing which days the child will be at school during that period. Plan your work around it; the child may not be at school every day in the first week.
  • Compulsory schooling covers ages six through seventeen.
  • In the prekindergarten program, applications arriving after a certain date have been placed on a waiting list. Apply early for prekindergarten.

An employment item: the school district is a large employer

In this county the school district is one of the largest employers, and public employers have been required since July 1, 2026 to use the federal work authorization verification system with no employee count threshold. In the private sector the threshold is thirty-five full-time employees. So if you apply for a job with the school district, that verification will certainly be applied. The detail is in our state guide.

11 · Health

What can I do in Rockvale if I have no health insurance?

Short answer

You need to know three things at once and all three changed this year. First: this state did not expand coverage and the program is categorical; a childless adult generally cannot enter at any income level. Second: from October 1, 2026, refugees and people granted asylum fall outside the program. Third, and directly relevant to this settlement: a state law that took effect in 2026 establishes status verification and a reporting duty for public benefit applications; local health departments are inside that law, and here your contact is the county health department. A court temporarily enjoined one narrow part of that regime; no final ruling has been made.

Steps, documents and official links

The coverage gap: the concrete person caught in between

The state program is categorical: it covers children, pregnant women, very low income parents and caretakers, the elderly and people with disabilities. A childless adult generally cannot enter at any income level.

Because the subsidy on the federal marketplace begins at one hundred percent of the poverty line, the person caught in between is this one: a childless adult who works but whose income is below that line. That person can neither enter the state program nor get a subsidy on the marketplace.

And there is a 2026 change: the enhanced subsidies on the marketplace ended on January 1, 2026 and the older structure, in which the subsidy cuts off entirely above a certain income threshold, came back. If your income varies during the year, make your estimate carefully.

October 1, 2026: refugees and people granted asylum fall outside

A federal change limits federal participation for comprehensive assistance to a narrow group from October 1, 2026, and the state adapted its own manual to it through a policy document dated September 10, 2026. The result: groups such as refugees, people granted asylum, parolees and victims of trafficking fall outside comprehensive coverage. The figure the program director gave lawmakers is roughly 8,500 people.

And we flag a trap: a far older document dated 2014 still sits on the same server with no warning and still shows refugees as eligible. That document is not valid today and we do not cite it. If you land on it in search results, check its date.

If you are pregnant: the door in your favor, and the distinction inside it

The state covers pregnant women through the unborn child category of the children's health program, and the program's own eligibility page still said, as of October 12, 2026, that if you are pregnant, no immigration documents are required. There is an income condition and it is categorical.

But the same is not true for the child itself. The state's own policy document limits the child category to groups eligible for federal participation; so the child must either be a citizen or fall within that narrow list.

We write this plainly, because a reader who treats the family application as a single file plans wrong: in the same household the mother may be covered while the child is not. Assess every person in the household separately.

One more item to watch: it was reported in early 2026 that state officials were considering narrowing this door. As of today the agency's page still says no documents are required, but open and read the page yourself before you apply.

Emergency care, immunizations and communicable disease: what sits outside the regime

These three items favor you and have two separate written bases.

The state's own policy document writes that groups who cannot enter comprehensive coverage may still be eligible for emergency medical services. And the state's 2026 public benefits law lists what it places outside the definition of a public benefit by reference to a federal list; that list includes treatment of an emergency medical condition, immunizations, testing and treatment of symptoms of communicable diseases, short-term disaster relief and short-term shelter.

So for these items the state's status verification and reporting regime does not apply by the letter of the statute. Read that as falling outside the law's own definition rather than as a guarantee. We wrote what the short-term shelter item means concretely in this settlement in the severe weather section.

And the federal side is separate: a hospital emergency department is required to screen and stabilize you regardless of ability to pay and regardless of immigration status. Research also found no state provision requiring a number for emergency care.

The new verification and reporting regime: here the contact is at the county

A state law enacted in 2026 and effective July 1, 2026 does three things in the area of public benefits. We write all three, because you need them to plan your own case.

  • Verification: state agencies, local governmental entities and local health departments must verify that every applicant for a public benefit who is eighteen years of age or older is a citizen or is lawfully present.
  • Reporting: the same institutions must report individuals receiving a public benefit from them who are not lawfully present, along with all identifying information about them, to the centralized immigration enforcement division within the state safety department. For an official who knowingly fails to report, this is a crime. The only exemption in the law is for the children's services department.
  • Enforcement: a local governmental entity or local health department that does not comply can have all state funds, including shared taxes, withheld.

We write two details in your favor too. First: a document submitted is treated as proof of eligibility until final verification arrives, and the agency may not delay the benefit solely because verification is pending. Second: the verification duty applies to applicants eighteen and older.

And there is an item specific to this settlement: the law's definition of a local governmental entity covers counties together with incorporated cities and towns. Because Rockvale is not an incorporated city or town, it does not itself fall into that definition; Rutherford County does. So here you meet this regime through the county, rather than through both a city and a county as in a settlement with a municipal government.

A matter of timing: an attestation absent today may be there tomorrow

This is the finest and most often missed part of the law. For local governmental entities the duty does not begin everywhere at once on July 1, 2026: for each entity it takes effect when it first reprints the relevant forms or first updates its electronic systems after that date.

What we measured is this: on none of the local service pages we looked at this round was a visible attestation clause found as of October 12, 2026. But there are two possible explanations and we could not measure which is right: those services may fall outside the definition, or those forms may not have been reprinted yet. We do not choose between the two.

The correct sentence we can give you is this: this regime takes effect form by form, at the moment of reprinting; so an attestation clause absent today may be on that form tomorrow. Before you apply for any public service, read the form, and if you have an open immigration case, consult your attorney.

The court ruling: it exists, but it is narrow and temporary

A lawsuit was filed against the application of this law and a court issued an injunction. The citation: Snader v. Tennessee Dept. of Health, No. 26-0825-I, Davidson County Chancery Court Part I, before Chancellor Patricia Head Moskal. A temporary restraining order came first on June 24, 2026, followed by an agreed temporary injunction entered on July 14, 2026.

And now we write three limits, because reading this ruling more broadly than it is would hurt you.

  1. Its scope is narrow: the injunction stops reporting only about patients receiving services through one state program for children with disabilities. It does not stop the law as a whole.
  2. It is temporary: the order stands until another ruling or a hearing. No trial date has been set.
  3. That is why we do not say the law was stopped. What we say is this: one narrow item was temporarily enjoined and no final ruling has been made.

The program at issue provides comprehensive medical care to children with physical disabilities from birth to age twenty-one and runs through all ninety-five county health departments in the state, including the one here. Financial eligibility depends on adjusted gross family income staying under a set multiple of the federal poverty level. If your child is in this program or you plan to apply, confirm today's status directly from the agency's own page and consult your attorney.

Getting to a medical appointment

For a household without a car this item is critical: transportation for patients enrolled in the state health program is arranged not through the county demand-response service but through the health plan's own transportation broker. Call your plan and ask whether you have a transportation benefit. In a settlement where no federally funded health center site appears within a ten-mile circle, this is the one item that genuinely helps.

12 · Clinics

Where is the nearest free clinic to Rockvale?

Short answer

First the sentence most often misunderstood: a sliding-fee clinic is not a free clinic. The discount is calculated from household income and household size and you still pay a fee. Now the hard finding specific to this settlement: we queried the official service listing federally funded health center sites on October 12, 2026 and found zero sites within a five-mile circle and zero within a ten-mile circle. Within twenty-five miles, twenty-nine sites and five organizations appear. So what produces the divergence here is not income but distance, and the practical result is this: a car or a transportation plan arranged in advance is required.

Steps, documents and official links

What we measured and what we did not

We queried the official search service listing federally funded health center sites on October 12, 2026, using the same method for all five settlements. For this settlement the result is as follows.

CircleNumber of sitesNumber of organizations
Five milesZeronone
Ten milesZeronone
Twenty-five milesTwenty-nineFive

We publish no addresses. What we write is only existence, counts, organization counts and the measurement date. Query the sites with your own address on the federal search tool; the link is below.

The organizations within the twenty-five-mile circle are spread across more than one county, and among them is a primary care organization serving this county. So there are federally funded sites inside the county, but the measurement shows they are not in the immediate surroundings.

We measured five settlements the same way, and the result broke the expectation

We ran the same query for all five settlements we measured this round. We found that what produces the divergence is not income but distance: in an affluent suburb dozens of sites appeared within ten miles, while in a rural settlement none did. This is the second kind.

What that means for you: going to a clinic here means making a travel plan. You have two options and you should set up both in advance: a car, or a reservation twenty-four hours ahead for the county demand-response service. If you are enrolled in the state health program, call your plan's own transportation broker; that channel genuinely works in this settlement.

What sliding fee means, and what it does not promise

  • It is not free. The discount is calculated from household income and household size and the fee does not go to zero.
  • Being uninsured is not a reason to refuse service, and neither is your immigration status. But that does not mean the fee disappears.
  • Call before your appointment and ask three things: which documents you need to bring for the discount, whether your insurance is in network, and whether an interpreter can be arranged.
  • On the language item let us be honest: research found no record of Turkish-language service at organizations around this settlement. We do not say there is none; ask when you book, and bring someone with you if you need to.

In an emergency the answer is different, and everyone should know it

A hospital emergency department is required by federal rule to screen and stabilize you regardless of your ability to pay and regardless of your immigration status. In an emergency do not waste time looking for a clinic; call 911 or go to the nearest emergency department.

And a legal note: the state's 2026 public benefits law lists, among what falls outside the definition of a public benefit, treatment of an emergency medical condition, immunizations, and testing and treatment of symptoms of communicable diseases. So for those three items the status verification and reporting regime does not apply by the letter of the statute; the detail is in the health section.

The county health department is a separate door

Apart from federally funded centers, the county has its own health department and you obtain some services there. It appears twice on this page: transferring your child's out-of-state immunizations onto the state form and issuing birth certificates.

But keep one thing separate: local health departments are among the institutions named inside the verification and reporting regime we described in the health section. The immunization and communicable disease items are placed outside that regime; if you are applying for another public benefit, read the form and consult your attorney if needed.

13 · Marriage

How do I get a marriage license in Rockvale?

Short answer

Good news: you can get the license from any county in the state. The county clerk issues it, and the state source's own sentence says the license may be issued by any county clerk without regard to the residence of the parties or the county where the ceremony is to be performed. The "it comes from your county of residence" line in common guides is wrong, and that gives you a real choice because the fee varies from county to county. The license is valid for 30 days. Your contact here is the Rutherford County Clerk, and of the four counties we measured, the highest amount is in this one.

Steps, documents and official links

The fee: the highest amount among the counties we measured is here

The amounts we read from county clerk pages run as follows. We also print the figures after the course discount, because the difference is genuinely large.

CountyFeeWith the courseNote
Rutherford (here)107.50 dollars45.00 dollarsThe course certificate is required to be notarized
The second county we measured100.00 dollars40.00 dollarsCash only
The third county we measured99.50 dollars in cashThe source gives the discount, not the amount: 60 dollars offChecks not accepted
The fourth county we measured97.50 dollars37.50 dollars

Research did not find the fee for the fifth county we measured and we print no estimate. The figures were read from county clerk pages indirectly, so confirm by phone before you go.

The conclusion for you is clear: because there is no residency requirement you are free to choose the county, and you can pay more than ten dollars of difference for the same document. The payment method is a real trap too: one of the counties we measured accepts cash only and another does not accept checks. Always ask before you go.

The sixty-dollar discount, and a contradiction to print

The route to taking sixty dollars off the fee is a four-hour premarital preparation course and a certificate of completion filled out by the instructor within the year before the application. The instructor may be a psychologist, a clinical social worker, a licensed marriage and family therapist, a professional counselor, an official representative of a religious institution or another instructor approved by the county's judicial district. Here the certificate is required to be notarized; tell your instructor that before you take the course.

And now we print the contradiction and take no side. A second route to the discount is given as residence outside the state: the state revenue department's page writes that the sixty-dollar discount also applies to out-of-state residents and places no county limitation on it. By contrast, the text of the county technical assistance service of the state university says that exemption applies only in counties containing a municipality of a particular tourist resort character and that, as of today, it covers only one county. This county is not that one county.

Two official sources conflict. If you are coming from out of state the difference is sixty dollars; ask the clerk before you go.

A person without a number: the agency has a written answer

The application form asks for a Social Security number. But an attorney general opinion settled the point explicitly: the statute does not require having a number in order to obtain a license, and applicants who have not been issued one are not required to provide one. The field is left blank and no substitute number is requested.

But we also have to say that the counter and the rule are not the same thing. An older and narrower opinion asked an applicant without a number to state the reason on the form, and some clerks may still follow that practice. The right move: go knowing the rule in writing and, if there is trouble at the counter, politely point to the existence of the opinion. If the problem persists, you have the right to go to another county; there is no residency requirement.

Waiting period: another contradiction, and it affects your wedding date

The list of license requirements in state sources contains no waiting period item and some county clerks write that there is no waiting period. By contrast, a document published by another county we measured this round states a three-day waiting period; the file metadata shows it is an old document dated 2010, and that county's current page makes no mention of a waiting period.

We take no side. Before you fix your wedding date, call the clerk and ask one question: can I marry on the day I receive the license?

Who can perform the ceremony, and are witnesses required

  • The list of people who may perform a ceremony is broad: regular ministers of any faith, county commissioners and former commissioners, mayors and county executives, state and federal judges along with municipal court judges, the governor, every county's county clerk, the speakers of the legislature, district attorneys general and notaries public.
  • That notaries may perform ceremonies is a practical convenience and a real option for a reader planning a small wedding.
  • Elected officials may perform ceremonies in any county in the state.
  • No particular form is required for the ceremony: all the law asks is that the parties declare, in the presence of the person performing the ceremony, that they accept each other. The parties must be present in person and together; a ceremony by telephone does not work. A video connection is permitted only for a very narrow military situation.
  • Research found no witness requirement. The license and ceremony sections of state sources contain no witness item. We do not say there is none; the county clerk's own form may ask for something else, so ask before you go.
  • The county clerk is not required to, and cannot, verify the qualification of the person performing the ceremony. The responsibility is yours; confirm that person's authority in advance.

The Türkiye side

Registering a marriage performed in the United States in Türkiye, and making the certificate usable there, requires a separate chain of steps; the apostille process and the consular steps are set out in the apostille section and the consulate section. Where to obtain the marriage certificate itself is a separate item with a trap in it; we wrote it in the vital records section.

14 · Vital records

Where do I get a birth certificate in Rockvale?

Short answer

First the easiest part of access: thanks to the state's electronic issuance system, all ninety-five county health departments can issue any birth or death certificate registered statewide, and in the agency's own words you no longer have to travel to the county where the birth occurred. That is genuinely notable for this settlement: distance produces a disadvantage at the clinics, but there is no such disadvantage in vital records; your own county's health department will do. But that sentence is not made for marriage and divorce certificates, and do not skip that distinction.

Steps, documents and official links

Which record from where: one distinction, but an important one

RecordWhere to obtain it
Birth and death certificatesAny of the ninety-five county health departments, as well as the central office and by mail
Marriage and divorce certificatesThe agency's sentence about county departments is not made for these; the central office or mail route applies

The central office is in Nashville; the agency works weekdays from 8 a.m. to 4 p.m. and no appointment is needed. For births more than a hundred years ago you are directed to the state archives.

A warning about ordering online: the agency does not take online orders directly; the state has authorized a single official vendor and that vendor charges an additional fee. Do not assume another site in your search results is official; ordering records is one of the items on which newcomers are most often defrauded.

Identification: the answer favors you

Among the documents the agency treats as sufficient on their own are the following, and read the list carefully:

  • A current passport. The list does not say a U.S. passport, only a current passport; no record was found excluding a foreign passport.
  • An alien, temporary or permanent resident card.
  • An employment authorization card.
  • A valid driver license, a military identification card, a certificate of naturalization and a certificate of citizenship.

So whatever your status, a reader holding a current foreign passport can transact with a single document. The agency also writes that it accepts photocopies.

We write the two limits as well. First: a Social Security card does not suffice on its own; it counts only if signed and together with a second document. Second: the list asks for documents to be current, and research found no statement that an expired document is accepted or that any grace period applies. We do not say there is no tolerance; we say none is stated.

And the most practical way out

The agency's own exception is this: if the application is signed and notarized, no additional identification documents are required.

For a reader waiting on a passport renewal, or holding a document that has expired, that is a real door. Banks and some commercial locations provide notary services; ask about the fee and which identification the notary requires before you go.

Who may request a copy: birth and marriage are on the same list

The list of people entitled to request these records is restricted and it is the same for birth certificates and marriage certificates: the person, mother, father, son, daughter and spouse. Guardians, legal representatives and attorneys may request on presenting documentation.

For someone not on that list there is a route, but it is conditional: an authorization to release from an entitled person is required, and identification for both the entitled person and the person collecting the record is requested. If the authorization is notarized, identification for the collecting person alone suffices. If you will obtain a record on behalf of a relative in Türkiye, set this route up in advance.

And one special rule: a father not listed on the child's certificate is not entitled to it.

Two things we do not write

We print no record fees and no processing times, because they could not be confirmed this round. Confirm them from the agency's own page before you go or place an order; the link is below.

If you will use the record in Türkiye

For a birth or marriage record obtained here to be valid in Türkiye, it needs an apostille, which has its own rules, its own fee and its own schedule; we set that out in the apostille section. Set the order of operations from the start: obtain the record, then the apostille, then any translation and the consular step. A step done in the wrong order has to be started over.

15 · Social Security

How do I get a Social Security number (SSN) in Rockvale?

Short answer

The agency that issues the number is federal and the procedure does not change from state to state; we wrote the step by step version, the documents to bring and the written path this state publishes for a person who was never issued a number in our Tennessee guide. This page keeps only what changes here. Two things up front: this state has no office that issues an SSN or produces a substitute number, and we publish no Social Security Administration street address on this page. If you hold an appointment notice, the address on that notice governs. There is also something here that affects your search directly, and it is this page's thesis in miniature: Rockvale has no municipality, which means agencies' search boxes may have no city value for it either. Search by your ZIP code, not by the place name. Your mailing address may read Rockvale, TN 37153, but the government that delivers services is Rutherford County, seated in Murfreesboro.

Steps, documents and official links
  • What to bring: your current immigration document (green card, I-94 or employment authorization card) and a valid passport, plus a birth certificate if you have one. Photocopies and notarized copies are not accepted.
  • F-1 and J-1: an SSN is issued only once work authorization exists; it is not issued for school enrollment alone.
  • Which office serves you: enter your ZIP code in the agency's own office locator. General line 1-800-772-1213.
  • If your last name changed after marriage, update the record at an office at no charge. The document you will use is the certified marriage certificate issued from the county clerk's record; details in the marriage section. Do not postpone this step; the reason is in the work authorization part below.

Why searching by ZIP code matters specifically here

In most settlements in this series the ZIP code tip is a general habit. Here it is a requirement, because what you are searching for is not a city. Rockvale is unincorporated: there is no municipality, no mayor and no municipal department, and the county delivers the services. One consequence is that the name you type into an agency's city field may have no match. A reader who types the place name into an office locator may get no result at all or be sent to the wrong place.

  • The ZIP code removes that problem. Type 37153 into federal and state search boxes.
  • A second route: if the agency asks for a county, type Rutherford County, not the place name.
  • A third one that works often: when you give your address over the phone or at a counter, say your county too. Several records measured in this series list settlements under the county seat's name.

And the boundary question worth asking here is not a city line, it is the county line. In several places on this page the answer turns directly into money: the library card is free to county residents, the county wheel tax is paid at registration, property tax has a county share only, and the marriage license fee varies from county to county. The figures are in the tax section, the property tax section and the marriage section.

What was measured here for a person without a number

The long statewide table is in our Tennessee guide, including the written path for a driver license applicant who was never issued a number. The rows below are only what was measured for this settlement.

DoorIs a number requiredBasis
Water and electric accountsCould not be measuredThis is the most honest row on the page. Water here comes from a utility district and electricity from a cooperative; neither is a department of the county or of any city, and each sets its own rules. The identification requested when opening an account, whether there is a route for someone without a number, and the deposit rule could not be measured first hand. So we do not say no number is asked for or that there is no deposit. Ask for the accepted identification list in writing; details in the utilities section
Library cardNo document list has been publishedLibrary service comes from the county system and the card is free to county residents. But the system's announcement says only proper identification and does not say which documents are accepted. We do not write that a foreign passport is accepted, and we do not write that it is refused. Branches and fees are in the library card part
School enrollmentNo, and the state says so in writingThe state education agency states in writing that enrollment carries no immigration status requirement and names Plyler v. Doe, 457 U.S. 202 (1982). Schools here belong to the county district and the settlement has its own schools; the two residence documents and the interpretation line are in the school enrollment section
Marriage licenseThe field exists and is left blankA published state attorney general opinion says an applicant who was never issued a number is not required to supply one, and no substitute document is requested. The county clerk issues the license, it can be obtained from any county in the state, and the fee varies by county; details in the marriage section
Birth and death certificateSecondary on the identification listThe identification list treats a current passport as sufficient on its own and the text does not say U.S. passport; a Social Security card counts only as secondary and only if signed. The certificate can be obtained from all 95 county health departments, so being rural is not a disadvantage in this item. Details in the vital records section
State income tax returnThe question does not ariseWage income is not subject to a state income tax, so an employee does not file an annual state return. Details in the tax section below
Property tax relief applicationNot in the brochure, but forms changeThe state's 2026 brochure carries no number or citizenship requirement; the only identification phrase in it concerns the surviving spouse of a disabled veteran. But a brochure is a summary document and the application door is the county trustee, a local governmental entity, so the verification regime below may reach that form too. Conditions are in the property tax section
Public benefit applicationYes, and the law changed in 2026The law in force requires state agencies and also local governmental entities and local health departments to verify an applicant's lawful presence. Here the entity inside that definition is the county, because there is no incorporated city. Do not evaluate this door before reading the public benefits section
Forming a companyCould not be verifiedNo sentence in either direction was found on the state filing office's pages; we wrote this separately in the business section below

Do not read this table as a list of exemptions. The driver license and ID regime in this state got stricter in 2026: a person whose lawful presence is federally authorized for a fixed period receives a temporary card marked on its face, and the card type can change at renewal. The driver license section is the most important thing to read before this page, because some doors ask specifically for a state issued photo ID, and getting one here means a trip to the county seat.

One thing we are not writing, and why

In some settlements in this series the utility that issues the bill publishes the identification documents it accepts, and that list became an open door for a reader without a number. No such list was found here, and there is a further reason: the county's official website does not open from Turkey. The site applies a country level block and could not be read by any route in this round. That does not mean the information is absent from those pages; it means we could not read them. So nowhere on this page do we write there is none about something we could not read from the county; we write research did not find it and send you to the institution's own page.

ITIN: for taxes, not for identification

Someone who cannot get an SSN but must file a federal return uses an ITIN. The application is made on Form W-7, attached to a federal return unless an exception applies. In the agency's own words an ITIN does not provide or change immigration status and does not authorize work in the United States; it is not an identity document either.

  • There are two ways to avoid mailing your original documents: go to a certifying acceptance agent, or go by appointment to a tax agency office that performs ITIN document review. We could not verify in this round which office in this region performs that review and we publish no federal tax office address on this page; confirm the office and the appointment through the federal tax agency's own office locator, appointment line 844-545-5640. Search by ZIP code here too.
  • We are not writing the supporting document list, because we did not read the separate page where the agency keeps it. Get the list from the agency's own page before you apply.
  • If you are planning an appointment without a car, start early. The county's dial a ride service requires reservations twenty four hours ahead for trips inside the county and seventy two hours ahead for trips that leave the county; details in the transit section.

16 · Tax and working

What comes out of my paycheck in Rockvale, and what rate do I pay at the register?

Short answer

This page never writes the sentence there is no tax, but it does state a fact plainly: wage income is not subject to a state income tax, and the state's only personal income tax, on interest and dividends, was fully repealed on January 1, 2021. The burden moves to the register. And here the structure of the rate shows this page's thesis once more: there is no city share at all. Because Rockvale has no municipality, the state revenue department's rate file carries no city line for it; you are subject directly to the county's rate. Measured for the unincorporated area of the county, the rate is 9.75 percent on general goods and 6.75 percent on food and food ingredients. On the employment side there is a concrete item: the county and the county school district are public employers, and work authorization verification at public employers has been mandatory with no threshold since July 1, 2026.

Steps, documents and official links

State income tax on wages: none, but there are items in its place

  • Wage and salary income is not subject to state income tax. The interest and dividend tax was phased down and repealed effective January 1, 2021. If you are coming from another state, your net pay calculation will change.
  • A local wage tax was searched for and not found. In this series some settlements withheld an occupational fee directly from pay; for this county research did not find such an item. We do not write that there is none. The right step is to ask your employer whether payroll carries any local deduction.
  • There is a state level professional tax and it hits only five professions: 400 dollars a year, due every June 1. Attorney, securities agent, broker-dealer, investment adviser and lobbyist. Physicians, engineers and accountants are not on that list; if you hold more than one of those titles you pay once a year. Details in the state guide.
  • The federal side does not change: federal income tax, Social Security and Medicare withholding still apply.

Sales tax: here the entire local share belongs to the county

The rates below were read from the state revenue department's own machine readable rate file on October 12, 2026. The state share is 7 percent on general goods and 4 percent on food and food ingredients; the local share sits on top and its statutory cap is 2.75 percent.

Boundary measuredGeneral goods and servicesFood and food ingredients
The unincorporated area of the county, meaning an address here9.75 percent6.75 percent
The county's local share2.75 percent2.75 percent
City shareNone, because there is no city hereNone
  • We say on purpose which boundary the rate was measured for. The line above is for the unincorporated area of the county. Inside the same county a municipality can carry a different local rate; when you walk into a store inside a city's limits, you pay that jurisdiction's rate.
  • The local rate here has been unchanged since July 1, 2000 and carries no end date in the file.
  • The food rate is in the upper group among the settlements measured this round. Another jurisdiction measured in this same state keeps its local share lower on food, and the same grocery basket there costs half a point less. We do not know the reason and we are not inventing one; what we measured is the rate in force.
  • What does not get the reduced food rate: per the revenue department's own notice, alcoholic beverages, tobacco, candy, dietary supplements and prepared food are not food ingredients and are taxed at the general rate.
  • On one expensive item the tax is not flat but bracketed: local tax applies only to the first 1,600 dollars of a single article's sales price; an additional state tax of 2.75 percent applies to the bracket between 1,600 and 3,200 dollars; amounts above 3,200 dollars are not subject to that additional tax.
  • If you are buying a manufactured home: the state rate on that item is 3.5 percent, half the general rate. In a rural county that is a real budget line.

Property tax and the county wheel tax: here both run through one door

  • There is no city share in property tax. The rate measured for 2025 is 1.8762 and that is the county share only; residential assessment is one quarter of appraised value. The office that bills and that takes the relief application is one and the same: the county trustee. Details in the property tax section, and it matters to renters too, because the rate feeds into rent indirectly.
  • The county wheel tax is paid with registration and no plate is issued until it is paid. The figure measured for this county is 52.50 dollars, taken from a 2026 county profile table maintained by a university based county services unit, read indirectly rather than directly on October 12, 2026; and for another county measured this round a competing figure was circulating in secondary sources. So we publish the figure with a condition: ask the county clerk before you go. Registration procedure and the document rule starting in 2027 are in the vehicle registration section.
  • Read together, the fiscal picture here is this: you pay no city share, but the county share arrives as a property tax rate above the state's middle band and as a county wheel tax. Unincorporated does not mean free government.

Work authorization verification: here the public side sits at the county

The federal verification system you will meet when hired runs under two separate regimes in this state.

EmployerStatus
Public employersMandatory with no threshold since July 1, 2026. The state, counties, municipalities, boards, agencies, universities and school districts are covered. Here that definition means the county, not a city: your local public employers are the county government and the county school district. There is no municipal job and no city school district in this settlement
Private sector, 35 and aboveMandatory since January 1, 2023. The threshold counts full time equivalent employees and looks at the total under the same employer tax number
Private sector, below 35Optional: either the federal system is used, or copies of the identity and work authorization documents the statute lists are taken and retained

That third row comes up often in a rural settlement, because most employers here are small. Optional does not mean exempt: that employer must still take and keep copies of your documents.

Three sentences on the worker's side, and all three cut against the reader

  • If the system produces a wrong result, the employer does not carry the cost. State law states plainly that an employer who acts on a false result from the system is not in violation. The cost of the system's error falls on the employee.
  • There is no protection against being let go; the opposite exists. State law treats an employer's failure to terminate an employee after a final nonconfirmation as a fact that can be weighed against the employer.
  • That is why a name or date mismatch is a real risk in this state. The four most common items for readers from Turkey: a middle name entered differently in a federal record, a father's name landing in the surname field, transliteration differences in Turkish letters, and a post marriage surname change never reported to Social Security. The fourth is the most common and the easiest to fix; we wrote it in the section above.

Two traps on the document list, and one protection

  • The state agency's own page says it in capital letters: a Social Security card and a Form I-9 are not acceptable documents under the state statute. If an employer asks you for one of those, ask for the whole list.
  • Another state's driver license is not automatically accepted: it counts only if that state's issuance standards are at least as strict as this state's, and the department publishes the list of those states. Cards that meet the federal standard are accepted from every state.
  • The statute does not cover employees only: documents are also requested and retained for people who are not directly employed but are paid directly by the employer for their labor or services. If you will work as a freelancer or a subcontractor, this concerns you too.
  • There is a protection and it is written: the statute is enforced without regard to race, color or national origin, and a person who alleges a violation benefits from anti retaliation protections. The authority that reviews the complaint is the state labor commissioner, not an immigration authority.
  • Enforcement is real and visible: the state publishes its final orders month by month, listing the employer name, city and penalty. Businesses from this county's seat appear on that list.
  • We are not writing the federal procedure on this page. How many days you have after a tentative nonconfirmation notice and the order of the steps live on the federal agency's own page; we write no deadlines and no day counts. Read the current procedure on the federal system's own site.

17 · Starting a business

How do I form an LLC in Rockvale, and what should I watch out for?

Short answer

Formation happens at the state level and the office is the business services division of the Tennessee Secretary of State; it sits in the state capital and no branch of it was found here. The same office also authenticates documents bound for Türkiye, so two separate jobs on this page lead to one door; the procedure is in the apostille section. And one door is missing entirely here: with no municipality there is no municipal business license step. That looks like a convenience but should not be read that way; on the licensing and registration side the counterparty is the county, and we could not read the county's own procedure in this round because the county's official site does not open from Turkey. We are not writing filing fees either, because the office's fee page was not read in this round. What we could measure are three things that matter more than any fee: there is no wage income tax but there is a separate tax on businesses; many professional licenses have carried a lawful presence requirement since 2026; and the verification duty arrives with your first employee.

Steps, documents and official links

State registration: the office is not here

  • The entity is formed at the state level and the office is the business services division of the Tennessee Secretary of State. For a reader living here that is an online or mail job; if any step requires appearing in person, put it on your calendar separately and plan the trip.
  • We are not writing fee figures. The formation fee, the registration fee for a company formed in another state, and the annual report fee were not read in this round. Take the amounts from the office's own page.
  • We are not stating registered agent, name availability or annual report requirements in definite terms, because they could not be confirmed from the office's own text. Ask before you open the formation form, and ask for the answer in writing.
  • No official answer was found on whether a number is required to form an LLC. That is exactly the question this page's reader has, and we are not filling it with a guess. Ask the business services division.

The licensing door: no municipality, so the counterparty is the county

  • There is no municipal business license door here, because there is no municipality. That does not mean no license is required. State law looks to the county clerk for business tax and business registration, and in this settlement your county clerk is also the counter where vehicle registration happens.
  • We are not writing the county's own procedure, fee or renewal calendar. The county's official site blocks Turkey at the country level and could not be read by any route in this round. We do not say there is none; we say we could not read it. Call the county clerk's office before you apply and ask for the required documents in writing.
  • There is one measured rule on the building side and it can affect your business plan directly: the county's building codes department issues permits only for the unincorporated area, and in its own words it does not issue a construction or renovation permit to an owner who does not live in the home when the purpose is resale or renting out. If you are building a model around real estate, read that rule first; details in the local government section.
  • If you are thinking about working from home, here is our honest answer: the full text of the county's zoning resolution could not be read in this round, so we do not know and do not write what rules apply to home occupations. Zoning rules were measured for other settlements in this series, but we are not carrying them here; two jurisdictions in this same state turned out to differ by a factor of five. Call the county's building and zoning office before you receive a customer.

In this state the tax that hits a business is not the tax that hits an employee

  • There is no wage income tax, but there is a business tax. State law provides for a tax on the privilege of engaging in a profession, trade or business. It is a gross receipts tax, meaning it is calculated on turnover, not profit. It is not a payroll deduction; it is a line a new business owner does not expect in the first year.
  • We are not writing rates or the filing calendar, because they were not measured in this round. Ask an accountant at the formation stage.
  • If you will collect sales tax: if your place of business is in the unincorporated area of the county, the rate you apply is 9.75 percent, or 6.75 percent on food. But if you move inside a city's limits the rate can change; local rates differ by jurisdiction in this state. The figures and the single article brackets are in the tax section.
  • Five professions also owe an annual state professional tax: 400 dollars, every June 1.

Professional licensing: a status door for a business owner

This item is easy to miss and expensive to miss. The General Assembly passed a law in 2026 requiring an applicant for many professional licenses, certificates, permits and authorizations to be a U.S. citizen or an alien qualified under federal law. The law took effect on the day it became law and applies to applications and renewals made after that date.

  • This is not a new direction but the hardening of an existing one. A 2022 law had taken professional and commercial licenses out of the state's public benefit definition and attached a separate condition to them: citizenship, or work authorization confirmed through the federal verification system. The 2026 law widens that chain. So a license is not a public benefit but it is a status door in its own right.
  • What that means in practice: if you will work in a licensed occupation or open a licensed business, the license application is a legal door. We are not listing which occupations are covered, because the list is long and was not measured item by item in this round.
  • The right step: consult an immigration attorney before applying and ask the licensing agency in writing which document is required. This page does not tell you which form to fill in; it tells you that this door is a legal one.

The duty that arrives with your first employee

  • The private sector threshold is 35 full time equivalent employees. An employer below it is in an optional regime: either use the federal system, or take and keep copies of the documents. Even a one person business is not exempt from taking and keeping documents.
  • The threshold is not per location; it is calculated on the total under the same employer tax number.
  • People you do not directly employ are covered too: documents are requested and retained for people you pay directly for their labor or services.
  • If you will bid on public contracts: here your counterparties are the county and the county school district, and both have been in the threshold free mandatory regime since July 1, 2026. Read the three sentences on the worker's side and the two document traps in the tax and work section.

If you run an association or foundation: a 2025 liability provision

This item concerns a charitable organization rather than a business, and we write it here because forming associations and foundations is common in Turkish communities. In 2025 the General Assembly provided that a charitable organization that provides housing to a person it knows is not lawfully present in the United States can be held liable for damages arising from a crime that person commits while receiving the service.

  • Liability is not automatic and the text carries its own condition: the organization's conduct in providing housing must amount to negligence, gross negligence or willful and reckless conduct.
  • What is excluded is written plainly: the statute's housing definition covers long term shelter and assistance in obtaining or signing a lease; temporary overnight shelter of the kind a homeless shelter provides is outside its scope.
  • This is not an item meant to frighten a reader; it is an item for a board member. If you serve on the board of an association or foundation that provides housing assistance, show this provision to an attorney. It was not written for an individual tenant or landlord; the rental rules are in the renting section.

18 · Public benefits

Will receiving public benefits in Rockvale affect my green card application?

Short answer

It can, and here the question has a second layer. On the federal side the public charge rule that took effect on September 18, 2026 removed the 2022 regulations and gave officers broader discretion; the assessment did not narrow, it widened. On the state side there is a law effective July 1, 2026 and it is the heaviest item on this page: it requires state agencies and also local governmental entities and local health departments to verify the lawful presence of applicants aged 18 and over and to report anyone not verified to the state's centralized immigration enforcement division. And how that definition works here follows this page's thesis: the statute defines a local governmental entity as a county and an incorporated city or town, listed separately. Rockvale is not an incorporated city or town, so it does not itself fall inside the definition; the county does, and you meet this regime through the county. The statute's exemption list, which runs in the reader's favor, is written in full below. This is not a decision section; consult your attorney before applying for any benefit.

Steps, documents and official links

Public charge: what changed on September 18, 2026

  • The rule was published on July 20, 2026 and took effect on September 18, 2026. It applies to admission applications made on or after that date and to adjustment applications postmarked or filed electronically on or after that date. You can read the text in the Federal Register record.
  • It is not retroactive: means tested benefits received before September 18, 2026 are assessed under the 2022 rule.
  • Direction: the rule does not list which benefits count; it removes the old list and returns to a totality of the circumstances assessment. That is why a clean these benefits count list can no longer be published. We explained it in our public charge article.
  • Statutory exemptions remain: refugees and asylees adjusting status, the special immigrant juvenile category, people applying for or re-registering for temporary protected status, and special laws covering Cuban and Haitian nationals.

The state side: here the covered government is the county

We wrote the statute's provisions in full, including the reporting duty, the penalty provided for an official and the sanction against a local government, in our Tennessee guide. Here we keep only the four lines that touch this settlement.

  1. The definition covers the county, not this settlement. The statute defines a local governmental entity as a county and an incorporated city or town. Rockvale is not an incorporated city or town, so it does not itself fall inside the definition. But that is not an exemption, because nearly every service here is already delivered by the county, and the county sits squarely inside the definition. In one sentence: in a settlement with a municipality two separate governments are each covered, while here one government is covered and that government is all of your doors.
  2. Local health departments are covered too. This county's health department is one of ninety five statewide and is under the same regime. And the same department is also where you get a birth certificate, so do not confuse the two jobs: a vital record request is not a public benefit application. The health side is in the health section and vital records in the vital records section.
  3. The duty does not begin everywhere at once. Under the statute's transition provision, for local governments the duty takes effect not on July 1, 2026 but at the moment that entity first reprints the relevant forms after that date or first updates its electronic or automated telephone systems. In one sentence for the reader: a clause that is not on a form today may be there tomorrow, and the absence of a declaration clause on a form you see is not an exemption, it is a matter of timing.
  4. And here we say plainly where we could not measure. We could not measure whether the county's service pages carry the citizenship or lawful presence declaration the statute requires, because the county's official site blocks Turkey at the country level and did not open by any route in this round. The one thing we could measure is that the published rule for the county's waste convenience centers says county residents only; that is a residence condition, not a citizenship condition. We do not say there is no declaration clause; we say we could not read it.

The right behavior is this: when you apply for a local service, read the form in front of you from top to bottom and ask before signing any declaration you do not understand. A declaration signed under penalty of perjury is not the same thing as a voter form; we wrote the distinction in the voter registration section.

The part in the reader's favor: the statute's own exemption list

The statute defines what sits outside public benefit by referring to federal law. The scope of that reference is:

Service outside the verification regime
Health care items and services necessary for the treatment of an emergency medical condition (not including organ transplant related care)
Immunizations, and testing and treatment of symptoms of communicable diseases
Short term, non cash, in kind emergency disaster relief
Programs such as soup kitchens, crisis counseling and intervention, and short term shelter, delivered in kind at the community level, not conditioned on income or resources, and necessary for the protection of life or safety
  • And the last two rows of that list are not theoretical here. The county publishes the addresses and rules of public storm shelters as a list, and this settlement is on it. That intersects directly with the statute's exemption list: short term shelter, as a matter of text, falls outside the verification regime above. Do not read this as a guarantee and do not read it as nothing will ever be asked; what we are saying is that the statute's own definition leaves this service out. The shelter list, the sign in and sign out rule, the requirement to stay until the all clear is given and the animal rule are in the severe weather section; read it before storm season.
  • Emergency medical care being on this list matters here, because health coverage was not expanded in this state and the coverage gap is real. We wrote who falls in it in the health section.
  • The list says verification is not required; it does not say anything is without charge or that everyone qualifies. Each program still runs its own eligibility rules. Do not confuse this with the sliding scale clinics section: there the message runs the other way, none of those centers are without charge, and in this settlement no site was found within a ten mile radius.
  • The statute's reporting provision carries one more exception: cases where a federal nutrition regulation already triggers a reporting duty are outside the statute's reporting requirement.
  • And the statute's only institutional exemption: the state's department of children's services is not required to provide information under this part.

Two more local items to check here

  • Property tax relief raises the most questions under this regime. The program is a reimbursement funded by a state appropriation and the application door is a local governmental entity: here a single door, the county trustee, because there is no city tax and no city collecting official. The brochure carries no number or citizenship requirement, but the first reprint rule may reach that form too and we could not verify it. Ask before you apply; the conditions are in the property tax section.
  • A local fair housing ordinance was searched for and not found. With no municipality here there is no municipal protected class list either; we wrote the national origin protection on the state list and the office that replaced the closed agency in the renting section. Another settlement in this series has its own ordinance with a broader list; that item belongs there and is not carried here.

There is a court order, but it is narrow, temporary and not on the merits

  • Case caption: Snader v. Tennessee Dept. of Health, No. 26-0825-I, Davidson County Chancery Court, Chancellor Patricia Head Moskal. Temporary restraining order June 24, 2026, agreed temporary injunction July 14, 2026.
  • The scope is narrow: the order restrains the health department from reporting the identifying information of patients receiving services from one children's health program only to the immigration enforcement division. The provision as a whole is not stayed; for other state agencies, all local governments and local health departments the verification and reporting regime is operating.
  • It is temporary and the merits were not reached. The order says in its own words that it runs until further orders of the court, and there is no hearing date on the merits. The parties agreed, and the defendants admitted no liability or fault. That is why this page does not say the law was stopped: the accurate sentence is that as of October 12, 2026 it is temporarily stayed with respect to one children's health program only and that no decision on the merits has been made.
  • One clause of the order touches readers directly: the agency must notify patients and providers of the injunction in the patient's language of record. If you are in that program, read the notice you receive.

The October 1, 2026 federal narrowing, and a source warning

  • Federal law now reimburses the state for full Medicaid and children's health program coverage for four groups only: U.S. citizens and nationals, green card holders, Cuban and Haitian entrants, and people living here under a compact of free association. Refugees, asylees, holders of temporary protected status, parolees and visa holders are not on that list.
  • The state published the document implementing this: the health coverage program's manual policy states that refugees and asylees fall outside coverage as of October 1, 2026; the document is dated September 10, 2026. The agency director's own figure is about 8,500 people.
  • And a source warning, because this item circulates incorrectly online: a 2014 document still sits unflagged on the same server and still shows refugees as eligible. This page does not cite that document and neither should you. The first thing to do when reading a text in this area is simple: check its date.
  • On pregnancy the agency's own sentence still reads: if you are pregnant, no immigration documents are required. But the same is not true on the child's side; the child must be a citizen or an eligible immigrant. So in the same household the mother can be covered while the child is not. Details in the health section.

School enrollment and a school scholarship are different things

  • On enrollment, state law imposes no status requirement. Every statute in the state was scanned this round and no law was enacted denying school enrollment based on immigration status; the education agency's written answer runs the same way and names Plyler v. Doe, 457 U.S. 202 (1982).
  • On scholarships the requirement is explicit in the statute. The 2025 education scholarship law provides that a student who cannot establish lawful presence will have the scholarship application denied, and treats the scholarship as a public benefit. So the verification and reporting regime above applies to scholarship applications, and the court order above does not cover that program.
  • So enrollment is open, the scholarship is not. Any text that merges the two into one sentence is wrong. We wrote the enrollment side and the two residence documents required here in the school enrollment section.

19 · Address change

I moved to Rockvale. Do I have to report my address?

Short answer

As a general rule most non U.S. citizens, including green card holders, must report a new address within 10 days of moving. That is a statutory duty, not an administrative preference. The easiest route is the address change screen in your online account; the paper AR-11 is free as well. If you have a case in immigration court you also notify the court within 5 days on Form EOIR-33, and that sentence carries extra weight on this page: the state's only immigration court is not here. Locally, what makes this settlement different is simple: at an unincorporated address the mail, school district, voter registration, registration and tax doors are all at the county. Nearly every local institution you will give your address to has Rutherford County in its name, and none of them has Rockvale in its name. Below we list each door by name.

Steps, documents and official links
  1. Sign in to your online account and open the address change screen. Online reporting satisfies the legal duty and you do not need to mail a paper AR-11 as well.
  2. Enter the receipt number of every pending application. Filing an AR-11 does not by itself change the address on a pending case.
  3. Tell the post office separately. A postal address change does not update the agency's record, and the post office does not forward those letters.
  4. If you have a court case, file Form EOIR-33/IC within 5 days. The court's address record changes only through that form.
  5. If you have a regular reporting requirement, also report the address through the agency's own portal.

Holders of A and G visas and visitors entering under the visa waiver program are outside this reporting duty.

What a move means locally here: who your counterparty is

What triggers the duty is the move itself, not crossing any boundary; changing houses on the same street is still a move. But there is a second question here and its answer is not a city hall, it is the county. The table below lists the counterparties measured for this settlement.

ItemCounterpartyWhere we wrote it
Address on your license and registrationThe county clerk, the single door for registration; on the license side, the state safety department's center in the county seatDriver license and vehicle registration sections

The name on the envelope is not the government

Your mailing address may read Rockvale, TN 37153. That is not a municipal name, it is a postal and statistical one. The government delivering services is Rutherford County, seated in Murfreesboro. Three consequences show up on this page:

  • Do not type the place name into agency search boxes. Use your ZIP code or the county name; the reason is in the number section.
  • If a form requires the place name, write it, but add the county. A mailing address is one thing; the government delivering the service is another.
  • The boundary question here is not a city line, it is the county line. Items such as the library card, the wheel tax and the marriage license fee turn on the county line; we wrote them in the library card part and the tax section.

Add one more thing: someone moving here gives their address to several state and local offices in the first week, from utility accounts to school enrollment. None of those is an AR-11. Giving your address to a state or local office does not satisfy the federal duty.

One more 2026 change to account for: the federal rule that took effect on June 29, 2026 and reorganized alien registration and what counts as evidence of registration. You can read the text in the Federal Register record. Check that the document you carry still counts as evidence of registration.

20 · Immigration agency

Where is the nearest immigration agency office to Rockvale, and where do I go for biometrics?

Short answer

We deliberately publish no address in this section, and the reason is a rule: in this guide series no street address of an immigration agency, immigration enforcement division, customs agency or Social Security office is published. This round the reason is also concrete: the customs agency's site would not open even with a full browser header set, so no first hand verification was possible. The only accurate sentence is this: the address you go to is the address on your appointment notice. What you do need to know is the office types: a field office conducts interviews, an application support center takes fingerprints and photographs, and the two are not the same place. A court is none of those, and there is none here; we wrote that in the next section. There is one more thing to add in this settlement and it affects planning directly: if you do not have a car, you need to arrange the trip to an appointment days in advance.

Steps, documents and official links
  • Two offices, two jobs: green card and citizenship interviews happen at field offices, fingerprint and photo appointments at application support centers. Confusing them costs you an appointment day.
  • No walk ins. Field offices do not take visitors without an appointment; appointments are set through the Contact Center. Get office information from the agency's own office locator and follow your case on the case status page.
  • Search by ZIP code, not by place name. The reason here is more basic than elsewhere: Rockvale is not an incorporated city, so it may have no entry in an agency's city list. A reader searching by place name may get no result at all. Use your ZIP code or the county name; the same rule applies in the passport section.
  • You do not choose the biometrics center: the center you must attend is named on your I-797C notice. To reschedule, use your online account or the Contact Center. We explained what to bring in our biometrics appointment article.
  • What the center does not do: application support centers do not give information about your case. Ask case questions at the Contact Center, not at the center.
  • Appointments are free: Contact Center 1-800-375-5283. Intermediary sites charging money for an appointment are fraudulent.
  • Asylum interviews: we could not verify in this round that a separate asylum office exists in this state. Form I-589 is not filed in person at an asylum office; the office list is on the agency's own page.
  • Processing times: on the processing times page, select the form, the category and the office holding your case.
  • Immigration enforcement and the customs agency: confirm reporting locations and offices on the agency's own office page; to look for someone in custody there is the agency's search page. We could not verify how these agencies are organized in this state from a first hand source, and we name no field office.

Without a car, set the appointment up three days ahead

This is specific to this settlement and it can cost you. There is no fixed route municipal bus here; a regional agency operates a dial a ride service that requires reservations twenty four hours ahead inside the county and seventy two hours ahead for trips that leave the county. When an appointment notice arrives, the first thing to do is check whether the appointment is outside the county and call the same day. Fares and the number are in the transit section. We write no distance or drive time figures.

Do not confuse three agencies, and in this state the distinction covers a fourth

The immigration agency and the enforcement agency are part of the homeland security department, while immigration courts belong to a separate agency under the justice department. Readers mix these three constantly; the agency will not answer what you asked the court, and the court will not answer what you asked the agency.

There is a fourth institution and it is not federal: a centralized immigration enforcement division created in 2025 inside the state's own safety department. It is not a branch of the federal agencies; it is a state unit coordinating state and local cooperation with federal authorities, and it has its own page. It appears in a reader's life in three places: in a public benefit application, in county jail and law enforcement contact, and through grants distributed to local law enforcement. The second one matters especially here, because with no municipal police the single counterparty on the law enforcement side is the county sheriff. What it does, what it does not do and where this county stands on the list that unit publishes are in the state law section below. Read that section before you file anything.

And one verified detail about that unit: its reporting form is restricted and, in its own page's words, not available for public download; only authorized agencies may request access. So it is not a form citizens fill in, it is a form institutions fill in. We write this because the opposite reading circulates online.

21 · Court

Is there an immigration court in Rockvale, and how do I check my case?

Short answer

We put the most valuable sentence of this section first: ask your attorney EARLY about a remote hearing. Requests made a few weeks before a hearing date often do not make it in time, and for a reader living here a hearing day may not be a single day trip. Because the answer this round is clear: there is no immigration court here, and the state has only one. The federal agency's own operational status list shows one court for Tennessee; the court appears as open and its address is Brinkley Plaza, 80 Monroe Avenue, Suite 501, Memphis, TN 38103. We publish that because it is a court address; we do not publish administrative agency addresses on this page. We write no distance or drive time figure, because this series does not publish distances.

Steps, documents and official links

First, one question: is a remote hearing possible

  • Ask this first. It is the first question worth asking for every reader who does not live in the city that holds the state's only court, and it matters even more for a reader in a rural settlement without a car.
  • Internet based hearing links are published on the agency's own page, with two separate blocks under the state heading. But remote attendance is a possibility and a judge decides it; this page does not promise it to you. Make the request through your attorney and make it early.
  • A late request may go unconsidered. Write to your attorney as soon as the hearing notice reaches you.

Where the court is, and two more things the list says

  • The state's only immigration court is not here. The federal list shows one court for the state, its status is open, and its address is above. No separate immigration court in this settlement, this county or this region was found on the federal list.
  • The same court also has a hearing location outside the state and it appears as a separate line on the federal list. So the court does not serve this state alone. Look at which line your notice points to.
  • The name trap scan was run and came back clean. In one state in this series, facilities on the federal list carrying that state's city names turned out to be in other states. The same scan was run line by line this round and no immigration court in another state carrying this region's name was found. Even so, as a general habit, write the state code next to any federal facility name you note down.

Planning a hearing day: four lines specific to this settlement

  • Without a car, set the plan three days ahead. There is no fixed route municipal bus here; the county's dial a ride service requires seventy two hours of notice for trips that leave the county. Details in the transit section.
  • If you are driving yourself, read the registration and license regime first. In this state the card issued to someone with temporary lawful presence is time limited and says so on its face; on the registration side, a status document is required at first registration starting January 1, 2027. Both are in the driver license and vehicle registration sections.
  • Intercity passenger rail is not an option. Research found no station in this settlement or its county, and the regional commuter line does not serve this county. Details in the time and flights section.
  • Account for the weather. Winter is real in this state: the transportation department's January 2026 statement described icing as statewide and asked drivers to stay off the roads; the same statement notes that interstates open first and rural roads last. If your hearing falls in the winter months, consider traveling a day early; details in the severe weather section.

The 100 mile border zone: no point in this state is inside it

In states with a land border or a coast we explained the reasonable distance rule created by a federal regulation. This round the regulation's full text was read and the answer came back clearly.

  • The regulation's test is geographic: an external boundary means the land boundaries and the territorial sea of the United States; reasonable distance is defined as 100 air miles from that external boundary. That is not a distance between settlements, it is the regulation's own parameter; this page publishes no distance between settlements.
  • This state has neither an international land border nor a coast. So no point in it is inside that zone, including here. Bordering another state is not what this rule is about; the regulation speaks of the country's external boundary, not state lines.
  • But we write two warnings in the same breath, both from the regulation itself. First, a subsection of the same provision says that in extraordinary circumstances a distance greater than 100 miles may also be deemed reasonable, so the figure is not an absolute ceiling. Second and more important: that zone concerns one specific search and stop authority only. Other immigration enforcement authorities apply nationwide. So do not conclude from being outside the zone that there is no immigration enforcement here; indeed a federal case about traffic stops inside this state has been filed, and we wrote it in the state law section.

If you are going to court: the agency's own rules

  • Faxes and unauthorized electronic submissions are not accepted. Unless staff or the judge specifically requests them, documents sent that way are not docketed and, in the agency's own words, are discarded without being reviewed and without notice to the sender.
  • Security screening at every visit: metal detector and bag search; you may be asked to remove your shoes; no food or drink without the judge's permission; cameras and recording devices are prohibited.
  • Hearings are open to the public and, in the agency's own words, no advance notice is required for your visit.
  • Anyone representing you must be registered in the agency's system. Check that when hiring an attorney or accredited representative.
  • Language: no Turkish material was found at any institution in this region this round, and we could not measure the state's court interpreter program either, because the state judiciary's site sat behind a verification wall. We do not say there is none; we say we could not read it. Report any interpreter need through your attorney well before the hearing.

Case status and closures

  • Online check: the case information system needs only your A number; the telephone line is 1-800-898-7180. The official information is still the hearing notice; the system can show new dates late.
  • Check closures the morning of your hearing: the agency's operational status page. The same page gives the number of courts in the state.
  • Report an address change to the court separately, within 5 days, on Form EOIR-33. Your local counterparty list is in the section above.

Where do I find my I-94, and what if it is wrong?

You can download the I-94 for your most recent entry from the customs agency's site. Errors made at entry, meaning the wrong visa class, the wrong name or the wrong period of stay, are corrected by offices called deferred inspection sites. We could not verify the location and hours of that office in this region this round, so we write no address and no day; read the list on the agency's own page.

  • Write first, travel second. Some of these offices are open only a few hours a week.
  • These offices only correct errors made at entry. They are not a general I-94 help desk.
  • Why it matters: the duration of your work authorization and some filing eligibilities depend on what the I-94 says. In this state the license regime is tied to it directly: the length of your lawful stay determines the validity period of your card. Details in the driver license section.

22 · State law

What does state law say about federal immigration enforcement, and where does this county stand?

Short answer

The job of this section is not to produce a fear or a promise but to separate the text in the book from the rule actually in force today. The statewide picture is written in four layers in our Tennessee guide, and the summary is this: almost every immigration related law passed in 2025 and 2026 is in force today. Here we write exactly what touches this county: this county appears on the participating county list published by the state's own immigration enforcement division. That is accurate. But it cannot be written without three things in the same breath: this is a question of delegated authority, not of protection; every sheriff faces a January 1, 2027 deadline; and the decision belongs to the sheriff. And here the third point is the most concrete consequence of this page's thesis: with no municipality there is no municipal police force, no city council and no municipal court; on the law enforcement side your counterparty is the county sheriff directly. Read this as neither a promise nor a threat, and note that this page attaches no label in either direction to this place.

Steps, documents and official links

The local cooperation list: this county is on it, and here is what that does not mean

The state's own immigration enforcement division lists, county by county, the counties participating in the federal cooperation program. As read on October 12, 2026, the list carries 93 of the state's 95 counties and this county is on it. The list is undated; the line above should not be quoted without that reading date.

Read alone, that line misleads. There are three things it does not mean, and we write all three.

  1. This is a question of delegated authority, not of protection. These programs concern a local sheriff being vested with federal authority; federal immigration enforcement applies everywhere in the state, in listed counties and unlisted ones alike. Indeed one of the federal cases filed in this state concerns traffic stops carried out by the state highway patrol. Just as a county's absence from the list does not mean there is no enforcement there, its presence does not create a separate legal regime; federal law is the same in both.
  2. Today's picture is not permanent and the statute has its own calendar. A 2026 law requires every county sheriff to enter a cooperation program by January 1, 2027 and allows state funds to be withheld from one who does not. So the position of a county not on the list today is not permanent either. Put that date on your calendar.
  3. The decision does not belong to a municipality, and here there is no municipality to begin with. The statute states plainly that the agreement is not subject to the approval of the local government the sheriff serves. In other settlements readers try to take this question to a city council; here there is no city council to take it to. The counterparty is the sheriff, and that is one of the most concrete consequences of being unincorporated.

Which model each county's agreement uses, and how this county's sheriff applies it today, were not verified this round; we do not say there is none and we do not say what it is. A page describing the sheriff's patrol arrangements in this settlement was also not found by research.

And the same boundary appears once more elsewhere in the law. The statute creating the verification and reporting regime for public benefits defines a local governmental entity as a county and an incorporated city or town, listed separately; here the entity inside the definition is the county. We wrote that regime in full in the public benefits section, and that is the section to read before applying for any benefit.

The statewide picture: a short summary and where to look

We wrote the four layers below at length in the state guide; here we give only the headings so you know where to look for which question. We write no code section numbers and attribute provisions to institutions and dates.

LayerStatus today
The package in forceThe centralized immigration enforcement division and its grant program, the license and ID regime, verification and reporting in public benefits, work authorization verification at public employers, the closing of enforcement information to public inspection, court cooperation, the lawful presence requirement for professional licenses, and documents at vehicle registration. All operating; the calendar and details are in the state guide
The public benefits regime and the only injunctionSnader v. Tennessee Dept. of Health, No. 26-0825-I, Davidson County Chancery Court, Chancellor Patricia Head Moskal; temporary restraining order June 24, 2026, agreed temporary injunction July 14, 2026. Narrow in scope, temporary, and not on the merits. Details in the public benefits section
A crime in the book but not in forceOne section of a 2026 law makes reentering the state after removal a crime, but that section is conditional and is not in force today. For it to take effect there must be a Supreme Court decision or a federal statutory change, plus thirty days from the attorney general's written notice. Do not panic at finding the text online; do not assume it will never take effect either
Automatic sunsetThe effective date provision of the law passed in the 2025 extraordinary session provides that four provisions, including the centralized immigration enforcement division, sunset on January 20, 2029; for the court cooperation provision the date is February 1, 2029. Do not read this as relief: the General Assembly can renew them, and most of the other laws are outside that provision

The provision about local council members, and a contradiction we print

The law passed in the 2025 extraordinary session provided a felony and removal from office for members of a local governing body who vote for a policy limiting federal immigration enforcement. Seven members of another city's local council sued the district attorney and the state attorney general over those provisions on June 24, 2025; the case is Capp v. Funk, Davidson County Chancery Court. The ground was freedom of speech.

  • Outcome: it was reported that in February 2026 an agreed order was entered between the state and the plaintiffs, that the state abandoned its defense of those provisions, and that neither the attorney general nor the district attorney would initiate proceedings against any local official under them. So the text remains in the book but those provisions are not being applied.
  • We print a contradiction and do not take sides: some news sources frame the outcome as held unconstitutional, while the plaintiffs' own page calls it a settlement. Those two framings are not the same and we do not pick one. The docket number and the order's own text were not found this round, because the relevant court's records system could not be reached by any route; so we write the case name and not its number. We do not say it does not exist; we say we could not verify it.
  • And do not widen the scope. The complaint covered only two provisions concerning local government officials; parallel provisions of the same law concerning state officials were not its subject, and whether the settlement reaches them is unknown. A general sentence such as the felony was struck down would be wrong.
  • This provision is not the reader's provision anyway, and here there is no local governing body either. We write it because this decision circulates online as though the whole law had fallen.

And a door, written as an attorney warning rather than a procedural tip

The provisions in this section share one feature: several everyday transactions are now status doors. Vehicle registration, license renewal, a professional license application, a public benefit application, a school scholarship application, and getting hired in the public sector.

  • This page does not tell you which form to fill in. It tells you that these doors are legal ones.
  • If there is any uncertainty about your status, consult an immigration attorney before approaching one of these doors, and do not act on a guess about what will happen at the counter.
  • If you are detained, ask to speak with an attorney before discussing your status, and if you are a Turkish citizen ask that the consulate be notified.
  • And do not treat a small court matter as small. There is no municipal court here, so a traffic citation does not go to one. We could not measure in this round which court it does go to and we name none; look at the court named on the citation or summons. If you have an open immigration case, tell your attorney about even the smallest court matter.

23 · Voting and jury duty

I am not a citizen. Can I register to vote in Rockvale, and what do I do about a jury summons?

Short answer

Voter registration and voting belong to U.S. citizens only, green card holders included. Registering or voting without citizenship can carry severe immigration consequences and is also a crime. Two additional things apply in this state: the temporary license and ID issued since January 1, 2026 are not accepted as valid identification for rights and benefits reserved to U.S. citizens, voting included; and a 2026 law gives the portal used by the state election coordinator access to a federal eligibility verification system. And there is a local detail here: with no municipality there is no municipal election; every election matter here runs at the county, state and federal level and the counterparty is the county election commission. On jury duty we have to be honest: we could not verify this round which public records this state builds its jury master list from, and we make no claim.

Steps, documents and official links

Voter registration: the rule is clear

  • The requirement is citizenship. A green card holder, a person with work authorization, a student or someone with a pending asylum application cannot register.
  • The immigration consequence is severe. Registering or voting without citizenship is a direct problem before the officer assessing eligibility and good moral character; the policy manual treats this in its own chapter.
  • The face of your card says something about this. The document issued to a person whose lawful presence is federally authorized for a fixed period is temporary, and the statute states plainly that it cannot be accepted as valid identification for rights and benefits reserved to U.S. citizens, including voting. We described the card type and how it looks in the driver license section.
  • Read the box on the form. If a driver license, ID card or public service application contains a voter registration portion, signing that portion counts in most states as a sworn statement that you are a citizen. We could not verify from an official source this round how license applications are linked to voter registration in this state; read every portion of the form placed in front of you, do not sign a portion you do not understand, and do not answer yes to a citizenship question if you are not a citizen.
  • That warning carries extra weight in this state: the law that took effect in 2026 requires agencies to place a citizenship or lawful presence declaration signed under penalty of perjury on public benefit forms. So the declaration form in front of you is not always a voter form; read which one you are signing. Details in the public benefits section.
  • One statutory change for the record: a 2026 law gives the state election coordinator's portal access to a federal eligibility verification system. Research did not measure how that works in an individual case and we write no conclusion; we record only that the law creates the access.
  • Do not fill in voter registration forms handed to you by volunteers door to door or at events. Do not fill them in even if a campaign worker tells you it will not be a problem.

If you have just become a citizen: who your counterparty is here

  • The registration door is the county election commission. With no municipality here there is no city voter office; for registration, polling place and early voting information the counterparty is at the county level. Get your county election commission's contact details from the state elections division's own page, linked below.
  • There is no municipal election here. Your ballot will carry county, state and federal races, and no mayoral or council race, because those offices do not exist. We described the local government structure in the local government section.
  • If your address changes, update your registration too, because where you vote depends on your address.

Jury summons: what we know and what we do not

  • We say what we do not know: we could not verify which public records this state builds its jury master list from. In some states the driver license pool feeds the jury list and a lawfully present non citizen can receive a summons; whether that is so here we do not know and we make no claim.
  • If a summons arrives: do not ignore it and do not throw it away. Call the jury office of the court named on the letter as soon as possible, or respond online per the instructions on the letter, and state that you do not meet the jury requirements. Use the number on your letter, not a general number.
  • Court doors here differ from other settlements and knowing that helps. There is no municipal court in this settlement, so a traffic citation does not go to one; we could not measure which court it does go to and we name none. A jury summons is a state or federal judiciary matter. An immigration court is none of those, is not located here and does not send jury summonses in any case. Always look at the court named at the top of the letter.
  • A summons is not a mistake: lists are built from public records and your name appearing on one does not mean any proceeding has been opened about you. It is not something to panic about; it is also not something to leave unanswered.
  • We did not read this state's text on juror qualifications this round, so we write neither that you are eligible nor that you are not. Ask the court and ask for the answer in writing.

And keep one thing separate: the topics in this section and the sheriff's cooperation status with federal immigration authorities are not the same subject. We wrote the second one, and where this county stands on the state list, in the state law section; when deciding about voter registration or a jury summons, do not look there, look here.

24 · New citizens

I became a citizen. How do I get a U.S. passport in Rockvale?

Short answer

A first U.S. passport is obtained in person on Form DS-11: you take the original of your citizenship document to an acceptance facility. The acceptance facilities in this settlement and this county were not counted in this round, so this page carries no count, no name and no address. The two most useful things this section can give you are these: search by ZIP code rather than place name, and get the hours from the institution itself rather than from a federal data file. And the first rule bites harder here than elsewhere: Rockvale is not an incorporated city, so a federal search box may have no city value for it, and a reader searching by place name may get no result at all.

Steps, documents and official links

Search by ZIP code, not by place name

This is the most functional instruction in the section, so we put it first. In the federal acceptance facility locator, do not type the place name; type your ZIP code. The reasons were measured:

  • There is no municipality here, so you may have no entry in agencies' city lists. This is the smallest and most frequent everyday consequence of this guide's thesis.
  • There are other municipalities in the county, and a facility that serves your ZIP code may be listed under another settlement's name. Someone searching by place name can miss a facility close by.
  • Postal name and actual location can diverge. In this series one acceptance facility sat inside one settlement while the federal file listed it under another place's postal name.
  • A ZIP code removes all three errors. Searching by county name works too.

An acceptance facility and an agency are two different things

This is the distinction readers confuse most. An acceptance facility can be a post office, a county clerk's office, a library or a university counter, and it takes and forwards a routine or expedited application. A passport agency is for urgent travel, works by appointment and is an entirely separate network. We could not verify the nearest passport agency to this state in this round and we write no agency name, city or distance; get the current list and the appointment rules from the federal agency's own site.

Get the hours and the payment rule from the institution

  • The federal file gives hours as a code and can understate the institution's own rule. In examples measured in this series the institution's own page was more detailed and more restrictive than the file: some facilities run certain days by appointment only, and some require a separate appointment for each applicant.
  • The payment trap costs real money. One county counter read in this series stated that the federal passport fee cannot be paid by debit or credit card and only by check or money order, while it accepted other methods for its own execution fee. So you make two separate payments at the same counter and the accepted payment methods may differ. Ask before you go.
  • Apply the same habit at this state's county counters: one county counter measured this round accepted cash only for a transaction and another did not accept checks. Payment methods were not measured for this county and we write no rule; call and ask.
  • We do not write fee figures here, because both the federal fee and the local execution fee change.
  • Language: no Turkish material was found at any institution in this region this round; the institutional second language is Spanish without exception. We do not say there is none, we say research did not find it, and we wrote the details in the language access part.

Going to the appointment

  • A first passport is obtained in person. Form DS-11 is completed but not signed; you sign it in front of the official. You bring the original of the citizenship document and surrender it during the process; it comes back with the passport.
  • Identification and a photocopy: the original of your photo ID and a photocopy are requested. Some acceptance facilities provide photos, copying and mailing on site; ask in advance whether yours does.
  • For a child's application, both parents must attend or you need the consent document the agency requires. Where to get the child's birth certificate is in the vital records section; in this state a birth certificate can be obtained from all 95 county health departments, which is a real convenience for a reader in a rural settlement.
  • Without a car, plan the appointment together with the ride: the county's dial a ride service requires one day of notice inside the county and three days for trips that leave it; details in the transit section.
  • If you will travel to Türkiye, settle in advance how you will report your U.S. citizenship to the Turkish civil registry and which passport you will use to enter as a dual citizen; the procedure runs through the consulate, and in this state the consulate is in another state.

25 · Things to do

What is there to see in Rockvale, and what does admission cost?

Short answer

The answer here follows this page's thesis: there is no city park, because there is no city. But do not read that as a list of things missing; the accurate sentence is the county delivers the service. And here is where we have to be honest: the county's own parks list could not be found this round, because the county's official site blocks Turkey at the country level. We do not say there is none; we say we could not read it. Against that there is one door that asks no boundary question at all, and it is the clearest positive item of this round: state parks charge no admission fee, and the agency says so in its own words, with walk in entry free as well. Everything below was read from the institutions' own pages on October 12, 2026.

Steps, documents and official links

State parks: no admission fee, and the agency writes it itself

  • The frequently asked questions page of the agency that runs the parks states in its own words that no access fee is charged at any state park, adding that donations are accepted instead of admission fees. There is no per vehicle or per person distinction, because the admission fee itself does not exist; walk in entry is free too. So if you have not registered a vehicle yet, that is not an obstacle.
  • Parks are open to the public seven days a week, 365 days a year; park offices, museums and visitor centers may close two days a week and their hours vary. In the agency's own words all state parks are open through the winter. At most parks hours run from half an hour before sunrise to half an hour after sunset.
  • A framing difference and an internal contradiction at the agency: the same page says in one item that there is no access fee while another item refers to day use fees. We do not take sides. The accurate framing for a reader: no fee is charged to enter the park; some facilities and activities inside it may charge. Which facility charges what varies park by park and no single list was found.
  • There is a second contradiction on discounts: the agency's frequently asked questions page describes the senior discount as tied to state residents, while the discounts page lists an age condition only for seniors and asks for no residency. Both sit on the same agency's site; we do not take sides. The agency also does not say which document it accepts as proof of state residency, and that could not be verified either.
  • None of these discounts is tied to income or to an assistance program; they are lodging, camping, golf and restaurant discounts. Since entry is already free, there is no entry discount to speak of. On the disability discount the agency's own sentence says it is open to disabled visitors who are residents and non residents of the state.

The local park question: here the answer is not "none" but "at the county", and part of it could not be read

This is the most honest part of the section. In settlements with a municipality the parks are run by a city parks and recreation department that publishes a list. There is no such department here, because there is no municipality. The county delivers the service. But we could not read the county's own parks list this round.

QuestionWhat was measured here
Is there a city parkThere cannot be a city park here, because there is no city. That is not a missing service, it is a change of counterparty
Does the county have parksResearch did not find the county's own parks list. The county's official site blocks Turkey at the country level and did not open by any route this round. We do not say there is none; ask the county directly or by phone
Is there a county park or community center in this settlementNot found. A commercial directory mentions a community center name but does not say who operates it; that is why we do not publish the name. Do not plan around an unverified facility name
Who owns the large parks nearbyThe large parks named in this region all appear to belong to neighboring municipalities, that is, to another jurisdiction. We could not measure whether they charge a non resident difference; check that jurisdiction's own page before you go
The pool and playground at a residential developmentThose are private amenities, not public parks. A listing that says pool or walking trail does not mean the facility is open to everyone; access depends on dues and the development's rules. This page does not count them as public facilities

Language: no Turkish material was found at any institution

  • No Turkish material was found at any institution read this round, and in this region's institutions the only institutional second language observed was Spanish.
  • But there is a right you can assert and its door is known: the footer of the agency that runs the state parks states that free language assistance services are available to people who have difficulty reading, speaking or understanding English, and it links to a separate language access page. The agency's language access plan is published in English and Spanish; no Turkish was found. Even so, asking for the service is your right.
  • State sites carry a translation menu and the agency's own sentence says it is a machine translation service. That is not the agency's own Turkish text, and this page does not present it as Turkish material is available.
  • Research also did not find a disclaimer. In one state in this series a parks agency published an accuracy warning for its own machine translation; no such warning was found in this state, meaning the translation is offered without a caveat beside it. We do not say there is none; we say it was not found. The practical consequence: do not read anything important through machine translation, use the agency's language assistance door or call.
  • The school side is better and we note it separately: the county school district has translation and an interpretation line; details in the school enrollment section.

What we did not write in this section, and why

  • The county's parks list and the name of a community center in this settlement. One could not be read, the other could not be verified.
  • Admission and discount tables for museums in other settlements. The large museums in this state are in other cities and their fees were not measured for this settlement; we do not carry another page's findings here. Read the visiting page of the institution you plan to visit.
  • No distance and no drive time, because this series does not publish distances. But transportation itself is a real planning item here: without a car, the county's dial a ride service requires one day of notice inside the county and three days for trips that leave it; details in the transit section.
  • No place of worship, and no association or cultural center whose 2026 activity is not verified on its own site.

26 · Free and family-friendly

What free and family friendly places are there in Rockvale?

Short answer

There are two separate doors to what is free here, and they do not ask the same question. The first asks nothing at all: state parks charge no admission fee, no document is requested at the gate, and walk in entry is free. The second asks one thing and turns the answer into money: do you live inside the county line? The county library system gives a card free to county residents and charges 25 dollars a year to people living outside the county. Rockvale is inside the county line, so your card is free. This is one of the rare items where being unincorporated creates no disadvantage; what does create one is distance: the system has six branches and none of them is in this settlement.

Steps, documents and official links

The first door: what asks nothing

  • State parks. No admission fee and the agency says so in its own words; open seven days a week, open in winter, and no document is requested at the gate. For a newly arrived family this is the safest door in the first months: you can go in even before you have a state ID.
  • But one warning, because it is easy to confuse here: a residential development's pool, clubhouse, walking trail and playground are private amenities, not public parks. A listing that says pool does not mean the pool is open to everyone; access depends on dues and the development's rules. In a rural settlement where public facilities are scarce, that distinction matters even more.

The second door: the library card, and here the county line decides

This is the most functional part of the section. Library service comes from the county's own system; a municipal library cannot exist here, because there is no municipality. On the card side, this is what was measured:

ItemWhat was measured
Who gets it freeCounty residents, and this settlement is inside the county, so a reader here pays nothing
Living outside the county25 dollars a year, since November 3, 2025. Military personnel and students are exempt from that fee
IdentificationThe announcement says only proper identification and does not say which documents are accepted. We do not write that a foreign passport is accepted, and we do not write that it is refused; call before applying and note the answer
BranchesThere are six branches and none is in this settlement. Four are in the county seat, one in Smyrna and one in Eagleville
Loan limit and periodNot found on the institution's page. Ask how many items and how many weeks when you get the card
Library of things, museum or park pass lendingDid not appear in research for this system. Some libraries in this series lend objects or museum passes; those items belong there and are not carried here. We do not say there is none, ask your branch
  • The real obstacle here is not money but distance. The card is free but you have to get to a branch, and the nearest ones are in the county seat or a neighboring town. We write no distance figure, but we do write that without a car you must reserve the ride a day in advance; details in the transit section.
  • Ask the boundary question correctly. In other settlements in this series the deciding line was the city limit; here there is no city limit and the deciding line is the county line. We also wrote the library item in the local government section.
  • If you will get a card for your child, ask about the age and guardian rules before applying; that detail was not found in this system's published announcement.

The nearest indoor venue for a family with children

In a rural settlement a rainy day is a planning problem, so we measured this item separately. There is a children's and science center in the county seat: Discovery Center at Murfree Spring, 502 SE Broad Street, Murfreesboro, TN 37130.

  • The admission the institution itself publishes, read on October 12, 2026: 12 months and under free, 15 dollars per person for ages 1 and up, members free.
  • Hours: Tuesday through Saturday 10:00 to 17:00, Sunday 12:00 to 17:00. Closed Mondays and on major holidays. So a plan made at the start of the week will meet a closed door.
  • We are not writing whether an assistance card discount exists. The institution's own visiting page does not mention such a discount; a figure circulates in a secondary source but could not be verified from the institution's own page. We do not say there is none; if you are enrolled in an assistance program, ask at the desk.
  • We write no distance or drive time figure. Without a car, arrange the trip a day in advance.

The third door to free in this state: a card, not income

The museum discounts measured this round share one structure, and knowing it helps: institutions ask at the door for a CARD, not an income statement. So the discount is not open to everyone with a low income but to people enrolled in a particular assistance program. A family that cannot enroll in that program does not get the discount even if its income is low.

  • We could not measure this door for this settlement. The nearest indoor venue does not mention such a program on its own page; if you read the opposite somewhere, ask the institution.
  • And we preserve one distinction here too: the assistance programs behind museum discounts and the programs immigration law exempts in the public charge assessment are not the same subject and are not merged on this page. We wrote the second one in the public benefits section. If you are considering enrolling in an assistance program, consult an attorney first; this page recommends that step to no one.
  • Residency based discounts carry an identification threshold too. Some institutions measured in this state ask for a state issued photo ID as proof of residency, and a newly arrived family may not hold that card yet. The card type and where to go are in the driver license section.

An order for a weekend with children

  1. State parks for the outdoors. No admission fee, open in winter, no document at the gate.
  2. Get your library card. It is free because you are inside the county line; but you have to reach a branch and there is none here.
  3. Call before applying for the card and ask which identification is accepted; the announcement says only proper identification and publishes no list.
  4. Check the indoor venue in advance for a rainy day plan: closed Mondays and priced per person.
  5. Without a car, reserve everything a day ahead. Three days if you are leaving the county.

27 · Turkish consulate

Where do Turkish consular matters get handled from Rockvale?

Short answer

Tennessee sits in the jurisdiction of the Turkish Consulate General in Houston, and that is not an assumption: the mission's own site lists its jurisdiction as eight states and Tennessee appears on four separate pages; in addition, the pages of the other five Turkish consulates general in the United States were scanned the same round and Tennessee appears on none of them. Two things about hours should be known before you travel: the only published window for general consular business is 9:00 to 12:30 in the morning, and visa applications are taken separately, in a thirty minute window. We write no distance or drive time figure, but we say up front that the trip leaves the state and that fitting two transactions into one day is unlikely. And there is a transportation planning question here as well: this settlement has no fixed route transit, the airport is in another county, and research found no intercity passenger rail option.

Steps, documents and official links
ItemInformation

Consular call center, 24 hours, 7 days+1 888 566 76 56
Office hoursWeekdays 9:00 to 12:30. The mission publishes no afternoon counter hours for general consular business; this is the only published window
Visa application hours14:00 to 14:30, a separate thirty minute window. The mission asks that an appointment be made before instructions arrive
AppointmentsAn appointment in advance for every transaction; the appointment system runs from the mission's own menu
Holiday calendarThe mission publishes its 2026 and 2027 holiday calendar on its own page; it covers both U.S. and Turkish official days, including October 29. That is the page to check before booking

One comparison, because it has a practical consequence for a reader traveling from here: some consulates general offer two windows a day, morning and afternoon. In Houston the afternoon holds only the thirty minute visa window. What that means is simple: your chances of fitting two transactions into one day are slim. Build that into the trip from the start.

On the clock there is one convenience and it is real for a reader traveling from here: the Consulate General is in the same time zone as you, so the published appointment and telephone hours are already your hours. Details in the time difference section.

The attaches are in the same building, in fact the same suite

In one round of this series the attaches sat in a different building from the Consulate General, and that page sent readers to two separate addresses. The situation differs here and we are not carrying that warning to this page: all three attaches publish the Consulate General's address and the same suite number.

  • Office of the Attaché for Religious Services
  • Office of the Educational Attaché
  • Office of the Commercial Attaché

So you can handle your child's diploma equivalency and your consular business in the same building. But the appointments are booked separately; work out in advance whether they fit in one day, because the general window is mornings only.

Jurisdiction: eight states, and a proximity trap

According to the mission's own list, its jurisdiction covers Alabama, Arkansas, Louisiana, Mississippi, New Mexico, Oklahoma, Tennessee and Texas.

And there is a trap here, because the intuition of geographic proximity misleads on this question. The Consulate General in Chicago lists its jurisdiction as thirteen Midwestern states, and that list includes Kentucky, this state's northern neighbor. Tennessee is not on it. So someone you know living across the line may belong to a different mission. Your neighbor's consulate may not be your consulate; confirm which mission covers your own state before you start.

Which matters run through the mission

The transaction headings in the mission's own application menu show what actually runs from there:

  • Birth notifications and civil registry transactions
  • Registration of a marriage
  • Passport transactions
  • Military service matters, under four separate subheadings in the menu
  • Notarial services: powers of attorney, revocations, consents, undertakings and contracts
  • Certification: certification of signatures and seals on documents issued by foreign authorities, and certification of translations by sworn translators
  • Turkish citizenship matters
  • Estate matters
  • The visa heading, information requests and appointments

What can be done by mail: it can cancel a trip

Nearly every transaction in the mission's menu carries the phrase you must apply in person after making an appointment. But two exceptions were found:

  • For registration of a marriage performed before foreign local authorities, the menu says you may apply by mail.
  • An international marriage record extract can be obtained either by appointment or by mail through an online link.

That is directly useful for a reader who marries here: if you obtained the license from the county clerk and held the ceremony here, you may not need to travel to Houston for the registration. The right step: before booking an appointment, call the call center and ask whether your own transaction can be done by mail. The license procedure in this county, the fee and your right to choose a county are in the marriage section.

We are not writing the document lists on this page. Every transaction has its own fee and its own document list, and we could not verify item by item this round what each one requires. Traveling to another state with the wrong document would be the most expensive advice this page could give you; confirm the list from the appointment menu and the call center.

Start the document side BEFORE the consular appointment

The state office that authenticates a U.S. document you will take to Türkiye is not here, it is in the state capital. The office has a same day window, but reaching it requires going to the counter; the mail route is open as well. The practical consequence: start the document job before your consular appointment. We wrote the procedure and one easily misread detail in the apostille section; that is the section to read before you book.

Three routes to try before traveling

  1. e-Devlet. Civil registry, address and some document transactions can be handled remotely; check here first which transaction is handled remotely.
  2. The call center. Open 24 hours, 7 days a week, so there is no time difference problem, and it is the fastest way to learn which document is required.
  3. Courier or mail. Apart from the exceptions above, ask the call center which transaction runs by document submission; do not send documents on your own initiative.

And plan the part of the journey that starts here: if you do not have a car, the county's dial a ride service, which you would use to reach the airport or a bus connection, requires seventy two hours of notice for trips that leave the county. We wrote the options in the transit section.

28 · Apostille

How do I make a document from Rockvale usable in Türkiye?

Short answer

First the office: the work is done by the authentication office inside the Tennessee Secretary of State, and it is not here, it is in the state capital. The office has a same day window, but that window requires going to the counter; the mail route is open too, and separating the two from the start saves your calendar. The fee is 2 dollars per document. There are two conveniences: the document does not have to have been reissued for apostille purposes, and vital records do not require county certification. There is, however, one detail that sends packages back: for notarized private documents county certification is mandatory, and the test is not the county you live in but the county where THE NOTARY WAS COMMISSIONED.

Steps, documents and official links

The office and how it works

ItemInformation
OfficeTennessee Secretary of State, authentication office in the business services division
Address312 Rosa L. Parks Avenue, 6th floor, Nashville, TN 37243
In person3rd floor customer service desk, weekdays 8:00 to 16:15
Same day serviceIf you arrive before 14:00. If you plan to use that window, plan the day around it; if you cannot make it, there is the mail route
Fee2.00 dollars per document. Since this is a fee figure, confirm it on the office's own page before paying
ScopeThe office issues an apostille or an authentication for documents executed, issued or certified by Tennessee county clerks, the state registrar and the Secretary of State

The same office is also the counterparty for starting a business. Company formation is handled by the same division; the two are not the same file but they are the same door. Details in the business section.

There are two routes and you should know which one you are on

Route A: a notarized private document. County certification is mandatory here.

  1. You take the document to a Tennessee notary public and have it notarized.
  2. You take the notarized document to the county clerk of the county where the notary was commissioned and have the notary's signature certified.
  3. Then you send the office's own application form, the document, the name of the certifying county and the fee to the Secretary of State.

The test in that step is easily misread, so we write it separately: what governs is not where the document was signed or which county you live in, but the county where the notary was commissioned. If you signed before a notary in the county where you work or shop, that step goes to that county. And a notary from a neighboring state does not enter this chain at all, because the office processes only documents issued in this state. Keep that in mind when choosing a notary. County clerk certification fees vary by county; the figures seen this round came from secondary sources and we write no figure, so ask the county clerk.

And here there is a convenience: in this settlement the county clerk's office is already the counter where vehicle registration happens, and because there is no other municipal counter here, the place you are going is already a single place. So you can plan two jobs in one trip; the registration procedure and the document rule starting in 2027 are in the vehicle registration section. But ask about appointments and counter arrangements in advance, because two jobs may not run from the same desk.

Route B: a vital record. No county certification here, and there is a convenience.

  • The office's own sentence says this: if you already have a certified copy of your certificate and need an apostille added, you may send your request and the certificate directly to the Secretary of State, along with the 2 dollar per document fee.
  • That is not the case everywhere in this series. In some states a birth or death certificate had to be reissued for apostille and had to carry a particular signature. There is no such requirement here: a certified copy you obtained years ago can go straight into the process.
  • If you do not have a certified copy, the route is still easy: you send two separate payments to the vital records office, one to the office for the copies and one to the Secretary of State for the apostille; and the vital records office forwards the certificate, the payment and the request to the Secretary of State itself. So you do not visit two offices separately.
  • And obtaining a vital record in this state is already easy, which is a real advantage for a reader in a rural settlement: a birth or death certificate can be obtained from all 95 county health departments. But the same sentence is not written for marriage and divorce certificates; for those the central office or the mail route applies. Details in the vital records section; that is what to read before the apostille.

Apostille or authentication: we do not answer that question

The office's own distinction is this: if a document requires an authentication, the U.S. Department of State must also certify the Tennessee Secretary of State's signature; that step is not necessary for an apostille. So the difference between the two is one more step of travel.

  • The office publishes no country list of its own and its own guidance is explicit: if you are unsure which type of certification you need, ask the consulate of the receiving country or the U.S. Department of State authentication office.
  • That is why this page makes no claim about which bucket Türkiye falls in. The right step is to follow the office's own guidance: call the Consulate General's call center and ask which one your document requires, or ask the federal authentication office. Requesting the wrong service means the package comes back.

Out of state documents and a timing warning

  • Only documents issued in this state are covered. The office's own sentence says that if the document was issued in another state you must contact that state's office. Do not send the certificate of a child born in another state to this state's office.
  • Federal documents are not authenticated at the state level. For a federal document such as a certificate of naturalization, the counterparty is the U.S. Department of State authentication office. This is an expensive and frequent mistake.
  • We write no figure for mail processing time. The office's page gives none, and the estimates seen this round were not official. Start early and build your calendar on dates rather than durations.

Do not break the order

  1. Get the document. Any county health department for a birth or death certificate; a notary for a private document.
  2. For a notarized document, get the county certification, and go to the county where the notary was commissioned.
  3. Translate it if required and have the translation notarized. Ask the Turkish institution that will receive the document, or the consulate, which translation is required.
  4. Take the authentication last. A certified document cannot be altered afterward.

The other direction: using a Turkish document in the United States

For Turkish documents you will use in your U.S. immigration case the direction reverses: those documents are apostilled in Türkiye and presented here with a certified English translation. No office here performs that step.

And we make no claim about order. For U.S. documents going to Türkiye, consular certification and apostille are alternative routes, not two links in one chain. Which one is required for which document depends on the issuing authority and on the Turkish institution that will request it. No official information note answering whether apostille or translation comes first was found this round, so this page imposes no order; ask the call center and ask for the answer in writing.

29 · Time and flights

What is the time difference between Rockvale and Türkiye, and how do I get to Istanbul?

Short answer

One sentence has to be written in two parts here, because writing it in one would be wrong. Tennessee is not in a single time zone: the federal time zone boundary runs through the state and the eastern part of the state is in a different zone. But this settlement's county is west of that line, which puts it on Central time. For you the difference is single: Türkiye is 8 hours ahead in summer and 9 hours ahead in winter, and the shift happens one sidedly twice a year because Türkiye does not observe daylight saving time. On the flight side we write carefully: research found no nonstop scheduled flight to Istanbul from the airport serving this region, and there is a name trap: the airport's name contains the word international, but its nonstop international routes are limited and Türkiye is not among them. And there is a third item here: how you get to the airport is a planning job in itself for a reader without a car.

Steps, documents and official links

The state is not in one time zone, but this place is on Central time

  • The federal time zone regulation runs the boundary through the state and describes it along county lines. East of the line is Eastern time, west of it is Central time.
  • This settlement's county is west of the line, so it is on Central time. The large cities in the eastern part of the state are in a different zone.
  • What that means in practice: when you call an institution in the eastern part of the state or travel there, account for the difference. Writing one statewide time difference would have been an error.

How many hours ahead Türkiye is, and when that changes

PeriodDifference with TürkiyeIf it is 9:00 here, in Türkiye it is
During daylight saving timeTürkiye is 8 hours ahead17:00
During standard timeTürkiye is 9 hours ahead18:00
  • Clocks go back on the first Sunday in November at 2:00. For 2026 that date is November 1, 2026. So in the days this page is published the difference is 8 hours, and after the first week of November it is 9 hours. Because Türkiye does not shift its clocks, you experience the change one sidedly.
  • Clocks go forward on the second Sunday in March at 2:00.
  • The consulate is in the same time zone. The Consulate General in Houston is on Central time, so its published appointment and telephone hours are already your hours and you do not need to convert them. But remember how narrow the window is: the only published window for general business is 9:00 to 12:30, details in the consulate section.

The practical window for calling Türkiye

  • The trap runs the other way: if a bank, hospital or government office in Türkiye works 9:00 to 17:00 on weekdays, the window from which you can call opens very early in the morning and closes before noon. In summer, when it is 17:00 in Türkiye it is 9:00 here.
  • Two channels solve this: e-Devlet and the consular call center, open 24 hours. Both remove the time difference.
  • Tell people calling you from Türkiye: an evening hour there is midday here, and midnight there is afternoon here. Plan appointments and family calls accordingly.

Istanbul flights, and a name trap

  • The name trap first: the airport serving this region has International in its name, but that does not mean there is a scheduled route to Türkiye. The airport announced that in fiscal year 2026 it reached 115 nonstop destinations, the highest number in its history; yet its nonstop international routes are limited and Türkiye was not found among them. Türkiye does not appear on the European destination list the airport has published either.
  • The conclusion, written carefully: research found no nonstop scheduled flight from here to Istanbul or to any point in Türkiye. We do not write that there is none, because the airport's own destination list could not be read first hand this round. When searching for tickets, look at connecting options and confirm the routing on the carrier's own site.
  • Plan how you will get to the airport, and here that really is a planning job. This settlement has no fixed route municipal bus; the county's dial a ride service requires seventy two hours of notice for trips that cross the county line, and the airport is in another county. We wrote the options and fares in the transit section. We write no distance or drive time figures.
  • Intercity passenger rail is not an option either: research found no station in this settlement or its county, and the regional commuter line does not serve this county. So do not plan to reach a connecting point by train.
  • Luggage and identification: the document you will use on an international flight is a passport. Where the cards this state issues are accepted on aircraft and in federal buildings is in the driver license section; that regime changed in 2026 and should be read.
  • Weather: when planning a travel day, account for winter. The transportation department's January 2026 statement described icing as statewide and asked drivers to stay off the roads; the same statement notes that interstates open first and rural roads last. Details in the severe weather section.

Your questions, answered

Frequently asked questions

Is there a city government in Rockvale, and who do I call with a problem?

There is none, and that is the most important sentence on this page. Rockvale is an unincorporated settlement, and three independent sources confirm it: the census bureau's classification, the fact that the federal domain registry contains no entry at all for a Rockvale in Tennessee, and the fact that the state sales tax rate file has no city line for Rockvale. A mayor, a council, a city police department, a city court and a city tax were searched for and not found, because those offices do not exist. But this is not a list of things missing; it is a change of address: services are provided by Rutherford County, and even though your mailing address reads "Rockvale, TN 37153", the government you belong to is the county, seated at the county seat. The practical result: for law enforcement, the county sheriff's office; for zoning and building permits, the county building and codes department; for trash, the county solid waste operation; for vehicle registration, the county clerk; for property tax, the county trustee; for schools, the county school district; for political decisions, the county commission. None of them sits in the same building, and the body you vote for is the county commission. One access note as well: the county's official site does not open from Türkiye, applying a country-level block; that does not mean the site is down, it means we cannot read it from here. So for anything we could not read there we do not say it does not exist. The detail is in the local government section.

Where do I shelter in a tornado here?

And here is the item on this page that reverses the expectation: in this settlement, which has no city government, there is a standing public tornado shelter with a published address. The county publishes five buildings as public tornado shelters, as a list and with their rules, and this settlement is at the top of that list: 6540 Hwy 99, Rockvale, TN 37153. In the two settlements with municipal governments we measured this round, no such standing list was found; what both had instead was a system for registering your own private shelter with the agency, and those two are not the same thing as this, so do not confuse them. Know the rules before you go: you must sign in on arrival and sign out on leaving; you follow the instructions of the volunteers in charge and stay until the official all clear is announced; pets are not accepted, including emotional support animals, but service animals as defined by law are. The county writes that the rules are consistent with federal emergency management guidance, and the architectural program of each building includes accommodation for fourteen people. One verification warning: the addresses on the county's own page and lists published by some news outlets in the spring of 2025 do not match at two points; we take no side and we rely on the county's own page. And a legal note: the state's 2026 public benefits law lists short-term shelter among what falls outside the verification regime, so entering here is outside that regime by the letter of the statute. The detail is in the severe weather section.

When is my trash collected?

It is not, and you need to know that from day one. In the unincorporated area of the county there is no curbside trash collection; instead the county runs convenience centers and you take your trash there yourself. Memorize the hours: Tuesday, Wednesday and Friday 9:30 a.m. to 5 p.m.; Saturday and Sunday 7:30 a.m. to 3 p.m.; closed Monday and Thursday. There are limits too: only county residents may use them, one visit a day and as much household trash as one pickup truck bed, with bulky items capped at three a day. And the two rules most often missed: construction and demolition debris is not accepted, and yard waste and limbs are not accepted either. Read together, those two produce this result: here a remodel or a round of pruning should not start before you have worked out where the waste goes; if you are hiring a contractor, put debris removal into the contract. Let us keep the scope of the comparison in writing: among the three smaller settlements we measured this round, trash runs under three different models; in one the city manages and contracts it, in another the resident chooses a private company personally, and the third is here, where the most work falls on the resident. We also print a contradiction: for the solid waste line the county's own pages give 615-898-7739 while a page of the city at the county seat gives 615-848-7739; we take no side, but because your contact is the county, try the county's number first. Where do I go for a driver license?

To the county seat, because there is no site here at all. We read the state safety department's own location list on October 12, 2026 and it contains no entry under Rockvale. All five sites in the county are at or around the county seat. And the five do not substitute for each other: there is one full-service center and testing happens only there; the second center carries the department's own note saying no testing is done at this location; the other three are kiosks, which is to say machines, not clerks. Going to a kiosk without knowing its limits is the easiest mistake on this page: a kiosk is for ready-made transactions such as renewals and duplicates, not for testing, first issuance or document review. Do two things before you go: fill out the application online and send your documents for pre-approval (it takes five business days, and you still have to appear with the originals), and make an appointment; arrive fifteen minutes early. There is a fee difference too: any license transaction at a county clerk partner carries an additional 4 dollar administrative fee. On the state side let us be honest: research found no status-independent driving card in this state; the card issued to a person with temporary lawful presence is limited term and its face says so in capital letters. There is no exam in Turkish and interpreters are barred; a Turkish license is not exchanged either, and a new resident is required to take all three tests. Discuss which document you will apply with with your attorney. The detail is in the license section and in our state guide.

Can I live in Rockvale without a car?

It is hard but not impossible, and the assumption that a small unincorporated settlement has no transit has now been wrong four times in this series. There is a county program you reach by phone that runs on demand; it is not a route but a vehicle that comes when you call. Know the reservation rule up front: you have to call twenty-four hours ahead for local trips and seventy-two hours ahead for trips leaving the county; calling on the day you need it does not work. The fares: inside the city at the county seat, 2.00 dollars one way; within the city and county, 3.00 dollars; each additional stop on a scheduled route, 2.00 dollars; 5.00 dollars for each county line crossed; a flat 10.00 dollars to the state's most populous city. Payment is cash or a bus pass only, and personal checks are not accepted. Let us be honest: the fixed-route bus system of the city at the county seat operates inside that city and research found no route serving here; reaching the regional express route means getting to the county seat first, which is a two-leg trip. And one item genuinely helps: if you are enrolled in the state health program, transportation to appointments is arranged not through this program but through your health plan's own transportation broker; call your plan and ask about that benefit. There is no rail: research found no intercity passenger rail station in this settlement or its county. The detail is in the transit section.

Does a library card cost money?

Not for you, and the reason turns this page's thesis into a number: the measure is the county line, not a city line. Library service is provided by the county library system, and as of November 3, 2025 the system charges people from outside the county 25 dollars a year for access to most resources, while the card remains free for county residents. Military personnel and students are exempt from that fee. Because Rockvale is inside the county line your card is free, and having no municipal government costs you nothing here. What does create a disadvantage is distance: the system has six branches and none of them is in Rockvale, with four at the county seat, one in a neighboring city and one in a neighboring town. So the card is free but you have to travel to get it. And one thing we do not write: which identification documents are accepted at sign-up is not stated in the announcement, only that proper identification is required. So we do not say a passport is accepted or that no number is asked for; call the branch before you go and ask about the document you hold by name. In a system that looks at the county line, it matters that your proof of residency shows your address, so carry something with your address on it. The detail is in the local government section.

How do I enroll my child in school?

First the reassuring part: enrollment does not depend on immigration status, and the state education department says so in writing in its own legal questions and answers document; the document asks the question directly, answers it with the single word no, and cites Plyler v. Doe, 457 U.S. 202 (1982) by name and citation. The same document writes that federal privacy law prohibits requiring a Social Security number to enroll a child in school and that districts should never turn a student away over a missing document. The district question is simple here: because there is no city government there is no separate city district, the one district is the county district, and all three levels are in this settlement and carry its name. But this county has a strict rule of its own: two separate proofs of residency are required, the two may not come from the same source, and a post office box is not accepted. If you are newly arrived, the easiest pair is usually a signed lease plus a utility bill. There is a convenience too: the county health department transfers immunizations given outside the state onto the state form and can send the certificate to the parent. We do not hide a gap either: a notarized affidavit route for a family staying with a relative was not found on this district's page; the other two districts we measured this round had one, but we do not carry that procedure here. We do not say there is none; we say we did not find it; call the district before enrollment day. And one distinction: enrollment is open, but a school scholarship is governed by a separate law and carries a lawful presence requirement; consult your attorney before applying. The detail is in the school section.

Will vehicle registration require status documentation?

Yes, but the date and the scope are precise: a state law enacted in 2026 provides that from January 1, 2027 the county clerk may not process the initial registration of a vehicle that is issued a license plate until the applicant provides documentation that they are a citizen of the United States, a lawful permanent resident, or a person whose presence in the United States has been authorized by the federal government for a specific purpose and for a specified period of authorized stay. Renewals do not require that document. But do not skip one detail: the warning notice is printed on every registration and every renewal. Here there is one contact and it is the county clerk; with no city government there is no other door. If you hold a valid state driver license or state photo identification, including a limited-term one, the department treats it as sufficient on its own, so finishing your license business early eases the registration side too. A newcomer with no state document has to bring a passport, visa and entry record to the counter; an English translation of the passport may be requested and documents may be paper or electronic. Let us add a local item: this county levies a county wheel tax on top of the state fee and no plate is issued until it is paid; the county profile table shows 52.50 dollars for 2026 and we read it on October 12, 2026, but because the table was read indirectly, confirm with the clerk before you go to the counter. And one thing we do not write: the law establishes data sharing, but the text contains no provision transferring information to an immigration unit; it says the channel will be filled in by rulemaking. Discuss your registration plan with your attorney. The detail is in the vehicle section.

Who do I open electric and water service with?

A municipal utility is not an option here, which is why your first-day task is to open your bill and read your provider's name. Electricity comes from a member-owned cooperative; water and sewer come from a utility district, a separate public entity. Note those two words, because they determine the door you go to in a dispute. The state utility regulator's authority covers only private, investor-owned companies; it does not cover service provided by a city, a county, a utility district or a cooperative. So both of your main providers sit outside that regulator: for a water dispute your contact is the utility regulation board within the state comptroller's office, and for electricity it is the cooperative's own member board. Being a cooperative cuts both ways: a subscriber is also a member with a voice in board elections, but in a billing dispute there is no independent state forum to appeal to. One more warning: there is more than one provider in the county and that a specific address falls within the service area of these two institutions could not be confirmed from their own maps; before you move, call the institution and read out your address. And here is where we are honest: the identification required to open an account, whether there is a route for someone without a number, and the deposit rules could not be measured this round, so we say neither that no number is required nor that there is no deposit. Call the institution, ask the three questions and write down the answers. The detail is in the utilities section.

What should I watch for in a lease?

Three things, and all three are places where the common wisdom is wrong. First, the deposit: the return within thirty days rule that common guides print does not exist in this state, and the law sets no cap either. The real mechanism is this: the landlord must hold the deposit in a separate account used only for that purpose and must disclose where that account is at the moment you sign and hand over the money. And here is the critical sentence: after the landlord sends notice of the refund to your last known address, if no response is received from you within sixty days the money can be retained. So a tenant who does not give a new address after moving can legally lose the deposit; give your new address in writing on moving day. Second and most insidious is the bold print in the lease: state law says a waiver written in bold type of twelve point or larger can completely remove your right to the pay within fourteen days notice. Read every bold clause before you sign. Third, eviction law got harder in 2024: the hearing continuance was cut from fifteen days to seven and an appeal is accepted only with a year's rent as security. If you receive eviction papers, call an attorney the same day. And one thing you should not look for here: with no city government there is no local tenant ordinance giving you more than state law; in any case state law fully preempts that field and the commission of a covered county cannot adopt such a rule. State law is the rule. The detail is in the renting section.

How many people may live in my home?

We cannot answer this question this round, and we write down why. The county has a zoning resolution effective January 1, 2013 with the text carrying amendments through December 11, 2025. But the full text could not be read: the county's official site blocks Türkiye at the country level and the county is not registered in the database where municipal codes are collected. So we do not write the county's definition of family, any limit on unrelated occupants, the minimum lot sizes or the full set of zoning district codes. And we put one warning here deliberately: in the two cities we measured this round, the same number differed by a factor of five; so carrying a neighboring settlement's figure here would be a mistake and we do not carry it. We do not say there is none; we say we could not read it. The right move: if you will have a long-term guest or you are a large household, call the county building and codes department before you rent and ask directly; the question line is 615-898-7734 and it is open weekdays from 8 a.m. to 4:15 p.m. One legal detail as well: state law says that reasonable local restrictions on the maximum number of occupants of a dwelling do not conflict with the housing discrimination prohibition, which is to say that if such a rule exists it can be enforced and not knowing it will not protect you. If you are buying, learn one more rule up front: the county does not issue a permit to an owner who does not live in the home for construction or remodeling intended for resale or renting. The detail is in the renting section and the local government section.

Where is the nearest free clinic?

First the sentence most often misunderstood: a sliding-fee clinic is not a free clinic. The discount is calculated from household income and household size and you still pay a fee; being uninsured and your immigration status are not reasons to refuse service, but the fee does not go to zero. Now the hard finding specific to this settlement: we queried the official service listing federally funded health center sites on October 12, 2026 and found zero sites within a five-mile circle and zero within a ten-mile circle. Within twenty-five miles, twenty-nine sites and five organizations appear, and among them is a primary care organization serving this county; so there are sites inside the county, but not in the immediate surroundings. We measured five settlements with the same method and found that what produces the divergence is not income but distance: in an affluent suburb dozens of sites appeared within ten miles, while in a rural settlement none did. What that means: here, clinic business is transportation business. If you have no car, book the demand-response service twenty-four hours ahead, or if you are enrolled in the state health program call your plan's own transportation broker. We publish no addresses; query the sites with your own address on the federal search tool. In an emergency the answer is different: a hospital emergency department is required by federal rule to screen and stabilize you regardless of ability to pay and regardless of immigration status. The detail is in the clinics section.

I have no health insurance. Can I enter the state program?

You need to know three things at once and all three changed this year. First: this state did not expand coverage and the program is categorical; it covers children, pregnant women, very low income parents, the elderly and people with disabilities, while a childless adult generally cannot enter at any income level. Because the subsidy on the federal marketplace begins at one hundred percent of the poverty line, the concrete person caught in between is this one: a childless adult who works but whose income is below that line. Second: from October 1, 2026, refugees and people granted asylum fall outside the program; the program director's own figure is roughly 8,500 people. Let us flag a trap too: a far older document dated 2014 still sits on the same server with no warning and still shows refugees as eligible; that document is not valid today and we do not cite it. Third, and in your favor: pregnant women are covered through the unborn child category of the children's health program, and that program's own page still said, as of October 12, 2026, that if you are pregnant, no immigration documents are required. But the same is not true for the child itself; the child must either be a citizen or fall within the narrow eligibility list. So in the same household the mother may be covered while the child is not, and a reader who treats the family application as a single file plans wrong. Assess every person in the household separately and consult your attorney before applying. The detail is in the health section.

How does the new public benefits law affect me?

We ask this separately, because the answer here differs from the other settlements. A state law enacted in 2026 and effective July 1, 2026 does three things. Verification: state agencies, local governmental entities and local health departments must verify that every applicant for a public benefit who is eighteen or older is a citizen or lawfully present. Reporting: the same institutions must report individuals receiving a public benefit from them who are not lawfully present, along with all identifying information about them, to the centralized immigration enforcement division within the state safety department; for an official who knowingly fails to report, this is a crime. Enforcement: an entity that does not comply can have all state funds, including shared taxes, withheld. And here is the part specific to this settlement: the law's definition of a local governmental entity covers counties together with incorporated cities and towns. Because Rockvale is not an incorporated city or town, it does not itself fall into that definition; Rutherford County does. So where a reader in a settlement with a municipal government faces two separately obligated institutions, here there is one contact and it is the county. Two details in your favor: a document submitted is treated as proof of eligibility until final verification arrives and the agency may not delay the benefit solely because verification is pending; and the law places emergency medical care, immunizations, treatment of communicable disease, short-term disaster relief and short-term shelter outside the definition. And the finest part: the duty does not begin everywhere at once but when each form is first reprinted after July 1, 2026; so an attestation absent from a form today may be there tomorrow. A court temporarily enjoined one narrow part of that regime and no final ruling has been made (Snader v. Tennessee Dept. of Health, No. 26-0825-I). Consult your attorney before you fill out an application form. The detail is in the health section.

I want to get married. Where do I apply?

Good news: you can get the license from any county in the state. The county clerk issues it, and the state source's own sentence says the license may be issued by any county clerk without regard to the residence of the parties or the county where the ceremony is to be performed. The "it comes from your county of residence" line in common guides is wrong, and it gives you a real choice because the fee varies from county to county. The license is valid for 30 days. In this county the amount is 107.50 dollars, or 45.00 dollars with the course, and it is the highest of the four counties we measured. The others run between 97.50 and 100 dollars; the payment method is a real trap too: one of the counties we measured accepts cash only and another does not accept checks. Here the course certificate is required to be notarized; tell your instructor before you take the course. We print a contradiction: on whether the sixty-dollar discount also applies to out-of-state residents, two official sources say different things; the state revenue department places no limit on it while the county technical assistance service writes that it applies in only one county, and this county is not that one. We take no side; ask the clerk. For a reader without a number the agency's written answer is clear: the form asks for a Social Security number, but under an attorney general opinion the statute does not require having a number and applicants who have not been issued one are not required to provide one; the field is left blank. There is a contradiction on the waiting period too and we take no side: before you fix your wedding date, call the clerk and ask whether you can marry on the day you receive the license. Research found no witness requirement and notaries may perform ceremonies. The detail is in the marriage section.
