Just moved to Memphis? Do it in this order

If you have just moved to Memphis, learn two things first, because everything on this page connects to them. The first is your bill: here electricity, natural gas and water all come from the city's own utility and arrive as a single bill. That is a convenience, and for a reader with limited documents it is a real gain: the utility publishes the list of identification documents it accepts, and that list names a passport, a resident card, a government-issued visa, an individual taxpayer identification number and a consular identification; a Social Security card is only one of the options. There is a price too: because municipally owned utilities fall outside the state regulator's definition, research found no state-level complaint forum for a dispute. The second is your address: the city's own boundary data lists deannexation ordinances, which means a home whose postal address says Memphis may have been taken out of the city limits. That single question changes the property tax, the garbage service, the policing and the school district at once. Below are the 29 everyday tasks Memphis newcomers search for most, with links to the official sources. Statewide rules are kept short and linked to our Tennessee guide.

  1. Day oneFind out whether your address is inside the city limits. The trap runs backwards here: a home with a Memphis postal address may have been taken out of the city.
  2. Day oneNote which door is your door. Vehicle registration sits with the county clerk, garbage with the city, property tax with both.
  3. 10 daysIf you are subject to address reporting, report your new address to USCIS (AR-11). A move inside the city counts too.
  4. Week 1Open power, gas and water in your own name. All three come from one utility and the accepted identification list is published; two documents are enough, as long as one is a photo identification.
  5. Week 1Ask about the trash fee and the reduced rate. It is $41.96 a month and drops to $9.23 for a household that qualifies; applications take at least forty-five days.
  6. Week 1Turn on weather alerts and choose your refuge area. Both tornado and winter risk are real here, and we found no published public shelter list.
  7. 30 daysBook a license appointment. Testing happens only at the three full-service centers; two kiosks sit in a police station open around the clock.
  8. With a carRegistration goes through the county clerk. From January 1, 2027 an initial registration requires status documentation; renewals do not.
  9. No carThe bus is free today, but it is a pilot. Its end is indefinite, and if the fare returns the base rate will be $1.00.
  10. NowEnroll your children in school. There is no single district in the county: alongside the county-wide district there are six municipal districts opened in 2014.
  11. NowApply for health coverage. This state did not expand coverage; learn early where the gap falls and assess each person in the household separately.
  12. RentingCheck four things before you sign: the city limit, the deposit account, the bold print in the lease and the building's refuge area.
  13. If marryingYou may get the license in any county and it is valid for 30 days. This county's fee is the lowest of the four we measured, but ask about a waiting period.
  14. DocumentsAny of the 95 county health departments can issue a birth certificate; that sentence is not written for marriage records.
  15. If you buyProperty tax and relief programs. Inside the city limits the combined rate is 5.2708, outside it is 2.6900.

Consulate, apostille and other Türkiye-related tasks are at the end of the page. Statewide rules are in our Tennessee guide. Download this checklist as a PDF (first 30 days)

One bill

Electricity, gas and water all come from the city’s own utility. The accepted identification list is published and names a passport, a resident card, a visa, a taxpayer identification number and a consular identification.

$5.2708

The combined property tax rate per $100 of assessed value inside the city limits. Outside the limits only the county share of $2.6900 applies.

$41.96

The monthly trash fee for a residential unit, charged on the utility bill. For a household meeting all four conditions the same fee drops to $9.23.

Seven school administrations

The county-wide district plus six municipal districts opened in 2014. Which district a Memphis postal address lands in depends on the address.

01 · Driver license

How do I get a driver license in Memphis, and which center do I go to?

Short answer

The license is a state matter and Memphis has no rule of its own on it. What is specific to this city is density: the county holds three full-service driver service centers, one branch where no testing is done, and seven kiosks. And one detail here appears nowhere else in this series: two of those seven kiosks sit inside a police station that is open twenty-four hours, seven days a week. Of the five places we cover, this is the only one where you can transact at midnight. Card types, the temporary card regime, the document lists and the test languages are the same statewide; we wrote those in the license section of our Tennessee guide.

Steps, documents and official links

What happens at which location

We read the state safety department's own location list on October 12, 2026. The centers in Shelby County fall into two groups, and the distinction is not on the sign but in the agency's own note.

LocationAddressDays and hours
Full service, testing doneEast Shelby Driver Service Center, 3200 E Shelby Drive, Memphis, TN 38118Monday to Friday, 8:30 a.m. to 5 p.m.
Full service, testing doneSummer Avenue Driver Service Center, 5266 Summer Avenue Suite 75, Memphis, TN 38134Monday to Friday, 8:30 a.m. to 5 p.m.
Full service, testing doneMillington Driver Service Center, 5019 W Union Road, Millington, TN 38053Monday to Friday, 8:30 a.m. to 5 p.m.
No testingBartlett Express Driver Service Center, 6340 Summer Avenue, Bartlett, TN 38134Monday to Friday, 8:30 a.m. to 5 p.m.

The agency's own note on the fourth location says it plainly: no testing is done there. So if you are applying for a first license, or you have just arrived from abroad, do not go there; testing happens only at the three full-service centers above. The agency asks new and returning residents to use any full-service center.

Seven kiosks, and two of them never close

The county also holds seven kiosks. A kiosk is not a counter: it handles routine transactions such as renewals and duplicates, and it is not suitable for testing, first issuance or document review.

KioskDays and hours
Memphis Police Tillman Station, 426 Tillman, Memphis 38112Monday to Sunday, 24 hours
Memphis Police Appling Farms Station, 6850 Appling Farms Pkwy, Memphis 38133Monday to Sunday, 24 hours
Memphis Police Mt Moriah Station, 2602 Mt Moriah Rd, Memphis 38115Monday to Friday, 8 a.m. to 4 p.m.
Benjamin L. Hooks Central Library, 3030 Poplar Ave, Memphis 38111Monday to Thursday 10 a.m. to 8 p.m.; Friday and Saturday 10 a.m. to 5 p.m.; Sunday 1 p.m. to 5 p.m.
University of Memphis, 506 University St Room 100, Memphis 38152Monday to Friday 8 a.m. to 6 p.m.; Saturday 10 a.m. to 2 p.m.

Bartlett City Hall, 3730 Appling Rd, Bartlett 38133Monday to Friday, 8 a.m. to 5 p.m.

We compared the five places we cover, and this is the only one with a kiosk open around the clock. For a reader who works shifts, or who cannot take time off during the day, that is a real gain. But state the limit too: a kiosk is a machine, not a clerk, and it will not serve someone whose documents must be reviewed, who is applying for the first time, or who has to take a test.

There is a fourth door: the county clerk's downtown office (Shelby County Clerk, 150 Washington Avenue Suite 103, Memphis 38103; Monday to Friday 8 a.m. to 4:15 p.m.) handles some license transactions. It costs more: each transaction at a county clerk branch adds $4 on top of the state fee.

And we state one measurement openly: in some states the agency publishes, as data, which office handles foreign national transactions. Such a field was looked for in Tennessee and was not found; the agency's location data carries name, address, hours, phone and county, but no service list. That does not prove there is no office-level restriction. Call before you go, and name your transaction when you ask.

Appointment and pre-approval: two things to do before you go

  1. Fill in the application online. The agency recommends that new and returning residents complete the application through its own online service channel before coming in; documents can be sent for pre-approval, which takes five business days. You still have to bring the originals to the center.
  2. Book an appointment, but know it is not offered everywhere. Transactions that can be booked include first issuance, renewal, duplicate, name and address change, and the knowledge test. Arrive fifteen minutes early; if you are late the appointment is canceled and you join the walk-in line. Centers are closed on state holidays.

Four statewide items, and all four touch your case

  • Research found no status-independent driving card. The agency's document lists recognize only three categories: citizenship, lawful permanent residence and temporary lawful presence. No fourth card was found.
  • The card issued to someone with temporary lawful presence is time-limited. Under the administrative rule's own definition it is valid for the duration of the authorized stay; if the stay has no definite end, the term is one year. And the face of the card reveals the status: the agency's own sample image shows TEMPORARY DRIVER LICENSE in capital letters above the name.
  • There is no test in Turkish. The computerized test is offered in three foreign languages and Turkish is not among them. Interpreters are not allowed, a printed dictionary is, an electronic one is not. This has a subtle consequence: because Turkish is not offered at all, a Turkish reader takes the test in English and therefore does not fall into the short-term, non-renewable card regime applied to those who test in another language. That is not a convenience, it is the absence of one.
  • A Turkish license cannot be exchanged. Türkiye does not appear on the agency's reciprocity list; new residents from other countries are asked for the vision screening, the knowledge test and the road test, all three. An English translation of a Turkish passport may be required. The detail is in the foreign license section of the state guide.

Booking a road test in winter: two written limits

Winter is real in this state, so we repeat the agency's own two rules here. First: road tests are not given in extreme weather, and the agency names icy roads in its list. Second: during winter months road tests are not given in the dark. So when you book for January, pick an early slot and allow for the appointment being canceled because of weather. The full winter regime is in the severe weather section.

Proof of address and the order of your first week

What usually holds up a license file is not a document but proof of address. In this city, order it like this: open power, gas and water in your own name first, because here all three come from one utility and produce a single bill; that bill, in your name, works as proof of residence at many of the doors on this page. And write the address the same way everywhere: the address on your license, your vehicle registration, your lease and your school enrollment should match.

02 · Vehicles

How do I register a car in Memphis and where do I get the plate?

Short answer

Registration applications are processed only through the county clerk, and your office is the Shelby County Clerk. The real news is on the calendar: a state law enacted in 2026 provides that from January 1, 2027 a county clerk may not process an application for the initial registration of a vehicle without documentation of the applicant's citizenship, lawful permanent residence or temporary lawful presence. Renewals do not require the document, but the warning language is printed on every registration and every renewal.

Steps, documents and official links

The order: insurance first, then registration

  1. Insurance. The state checks policies electronically through its own verification program, and a driver can look up their own status by license plate number and vehicle identification number. The coverage detail is the same statewide; it is in the insurance section of the state guide.
  2. Registration and plate. The state says it plainly: applications for registration are processed only through your local county clerk. For Memphis that is the Shelby County Clerk.
  3. Renewal. No document is required at renewal, but the warning language below sits on the paperwork.

January 1, 2027: documentation required at initial registration

The act was enacted on April 23, 2026 and its effective date is split in two: immediately for data sharing, forms and rulemaking, and January 1, 2027 for all other purposes. The revenue department's own notice says the same thing.

ItemWhat the rule says
ScopeThe initial registration of a vehicle for which a plate is issued. The clerk may not process the application until the applicant provides documentation that they are a citizen, a lawful permanent resident, or a person whose presence has been authorized by the federal government for a specific purpose and a specified period
RenewalNo document required. But the warning language is printed on every registration and every renewal
Documents sufficient on their ownA state driver license, a temporary driver license, a state photo identification license, a temporary photo identification license, and a federally compliant license
For someone with no state documentThe citizenship, permanent residence and temporary lawful presence lists are the same as the license lists: foreign passport, visa and arrival record; for students and exchange programs, the relevant federal form. An English translation of the passport may be required
Form of the documentPaper or electronic; the agency accepts an image on your phone
If you buy from a dealerA dealer handling the transaction for you must attach a copy of the document to the application

What this means in practice: someone holding a valid state driver license or state photo identification can register after 2027 without carrying any extra document. A newcomer with no state document has to bring a passport, a visa and the arrival record to the counter. So the license and the registration are two ends of the same file; read the license section first.

Where the data goes: what we say and what we do not

One section of the act sets up data sharing between the state agency and the county clerks; the document presented is recorded, and in a dealer registration a copy goes into the file. But the text contains no provision for transferring that information to an immigration enforcement unit, and it says the detail of the channel will be filled in by rule.

So we write neither sentence: not that the data goes to an immigration unit, and not that it does not. The most accurate version is this: the act creates a record and a sharing channel, the scope of that channel is waiting to be filled in by rule, and make your registration plan knowing that. No lawsuit or injunction was found in three separate searches, so as of today the January 1, 2027 date stands.

The rest of the act, the statewide table of new legislation and the local cooperation side are in the state laws section.

County wheel tax: no figure, and here is why

In this state many counties levy a wheel tax on top of registration, and the amount varies by county. No published figure for Shelby County was found in this research, so we print no amount. A claim that there is an additional municipal vehicle charge inside the city limits also circulates, and that could not be verified either. Budget for the possibility of such a line alongside the registration fees, and ask the county clerk for the amount.

Emissions testing: we build the sentence carefully

Emissions testing used to be required in six counties in this state. Shelby was not among those six, and that distinction matters directly to a Memphis reader. The city council voted to stop funding its own emissions program at the end of fiscal 2013 and responsibility was left to the county or the state; the state's six-county program ended entirely in early 2022.

But we state one limit openly: a sentence from an agency saying in its own words that Shelby County has no mandatory emissions test today could not be read in this research. The state environment department's program page no longer exists and the city's own page is unreachable. So we do not write that there is no emissions test; we write that Shelby was not among the six counties running the program and that the program has ended. Ask about this item at the counter. No periodic safety inspection item was found either, and we report that as research did not find one, not as there is none.

03 · Winter and severe weather

Winter driving, ice and tornadoes in Memphis: what do I do?

Short answer

Both regimes are real in this state and both are recent. On the winter side, the state transportation department's statement of January 25, 2026 describes the icing as statewide, says crews were in their fourth day, and asks drivers not to travel. On the tornado side your contact is the Shelby County Emergency Management and Homeland Security Agency. And we say one thing plainly: research found no published, address-level, publicly available storm shelter list for this place. We do not say there is none; we say we did not find one, and we suggest you build your plan inside your own building.

Steps, documents and official links

Winter is real here, and it has been measured

The state transportation department's statement of January 25, 2026 gives the size of the event in its own numbers: crews were in their fourth day, by then clearing downed trees, and statewide they had used 3,500 tons of salt and 1.4 million gallons of brine and managed 861 incidents. The agency's own wording describes the ice and dangerously low temperatures as being experienced across the state, so this is not only an eastern Tennessee matter.

And salt has a limit, which the agency writes down: if roadway temperatures fall below 16 degrees Fahrenheit, salt is no longer strong enough; below that threshold the agency uses calcium chloride and hot brine, then an underblade truck breaks the ice and the plow passes last. The priority order is written too: first the primary routes and interstates, along with freeze-prone points such as hills, curves, ramps, bridges and intersections; secondary state routes come after.

What this means for you: driving on the first snow day is a choice, and the agency argues against it. For road conditions and live cameras the agency keeps its own traffic page, and the phone number is 511.

Are snow tires or chains required

Research found no mandatory snow tire or chain rule. The state's own driver handbook treats winter equipment as advice: an emergency kit lists a window scraper and snow tires or chains, and it says to pull as far to the right of the roadway as possible before installing chains. We do not say there is no rule, we say we did not find one, but today we hold no text imposing a requirement.

Tornadoes: who your contact is, and the sirens

Emergency management in this area runs through the Shelby County Emergency Management and Homeland Security Agency; the county's own public notice gives the address as 1075 Mullins Station, Building C, Memphis and the phone as (901) 222-6700.

On sirens, let us be honest and separate two things. First, a county grant notice dated June 2025 says that six sirens installed in 1999 will be upgraded to current standards, so the system exists and is being renewed. Second, which body is responsible for sirens within which boundary could not be verified as current in this research. Several municipalities and the county itself may each operate sirens at the same time; we do not print that as a diagram, and we tell you to get the definitive answer from the phone number above.

What a siren is not, we can state with confidence, because it is the same everywhere: an outdoor siren is designed for people outdoors. Do not expect to hear it indoors. In the week you move, keep the wireless emergency alerts on your phone switched on and, if you can, get a weather radio. Research did not find which languages the alerts are issued in; on phone alerts the language usually depends on the carrier and the device's own language setting.

The difference between a watch and a warning

This distinction saves lives, and we state it as a general rule:

  • A watch means conditions are favorable for a tornado to form. This is the preparation moment: review the plan, charge the phone, and if you intend to move to another building, do it during the watch.
  • A warning means a tornado has been sighted or indicated on radar. This is not the moment to travel; it is the moment to move to the safest area you already chose inside the building you are in.

We attribute this to no Tennessee agency, because this round's research found no Tennessee agency text giving that timing advice in its own words. We link the federal weather service's own page on what to do in a tornado, indoors, in a vehicle and in the open.

Shelter: build the plan inside your own building

This is the most delicate sentence in the section. Research found no published public storm shelter address list for this place or its county. We do not say there is no shelter; we say we found no published list. In practice, here is what to do:

  • The lowest floor and an interior room with no windows. If there is a basement, that is safest.
  • Stay away from rooms with long-span roofs: gymnasiums, auditoriums and similar large volumes.
  • In a tall building, reinforced concrete stairwells, and failing that interior restrooms.
  • If you rent, ask before you sign: does this building have a designated refuge area and where is it. We wrote that into the renting section too.

We print no risk ratios. No figure for how many times the risk rises with building type could be verified from any agency's own page; the instructions above say the same thing without a number.

Flooding and rain

Flood risk for this place was not measured in this round, and we say so plainly. The question to ask when you look at a home does not change: is this address in a floodplain. Get the answer not from the agent but from the city's building and planning office or from the flood zone determination run by the bank financing your mortgage. The driving rule is one sentence: do not drive through a flooded road.

04 · Transit

Can you live in Memphis without a car, and what does the bus cost?

Short answer

Today it is zero, but it is not permanent and we do not write the sentence that way. Under a pilot program the transit authority launched on November 16, 2025, all rides are currently free; the pilot was originally ninety days, it was extended, and its end date is indefinite. The base fare that returns when the pilot ends is $1.00, which is half the fare in the state's largest city. And there is one more distinction: of the five places we cover, this is the only one with intercity passenger rail, one train a day.

Steps, documents and official links

Where things stand today: the pilot and its scope

The authority's own page says all rides are currently available at no cost. It names the scope too:

  • Fixed-route buses
  • Downtown trolleys
  • Door-to-door paratransit for riders with disabilities
  • On-demand neighborhood service

The program began on November 16, 2025, the city council and the authority launched it together, and by the authority's own measurement ridership rose by about a quarter.

But we write no permanent sentence on this page, and neither should your plan. The authority's own wording is that once the evaluation is complete it will make a determination on the future of the zero fare, and that a return to fares would be announced in advance. So this is a pilot, not an entitlement. Choose your home and set your monthly budget as if the fare were coming back.

The fares that return if the pilot ends

ProductFare
Adult base fare$1.00
Student$1.00
Age 65 and over$0.50
Rider with a disability$0.50
Day pass$2.00
Day pass, senior or rider with a disability$1.00
Under 5Free with a fare-paying adult

Seven-day and thirty-one-day passes are not being sold today, because no fare is charged. When the fare returns, remember two things: the farebox gives no change and drivers do not handle money. The figures were read from the authority's own fare page on October 12, 2026; confirm the current position on that page before you ride.

Paratransit: the fare is gone, the process is not

Here is the easiest mistake: the fare being lifted does not mean access to door-to-door service has been opened up. The authority's own warning is clear: for paratransit the eligibility certification and reservation process continues unchanged. So if you will use the service, you must first apply for eligibility and then reserve the trip. Handle it before you need it.

On-demand service and the service area

Alongside fixed routes the authority runs two separate on-demand services, each covering a defined cluster of neighborhoods. The buses carry wireless internet.

The most interesting detail on this page sits in the service area: the state transportation department's own directory describes this authority's coverage as taking in the city, the facing town in the neighboring state, and part of the county. In other words the bus network crosses a state line. That is part of a pattern you will meet more than once on this page: your nearest sliding-fee clinic may also be in the neighboring state.

Intercity passenger rail: only here, of the five

This city has a genuine intercity passenger rail station. The route runs between Chicago to the north and New Orleans to the south; there is one train a day in each direction and the full journey takes about nineteen hours. The route has two stops in the state and one of them is this city's central station.

That is worth noting comparatively: the state's largest city has a commuter train but no intercity passenger rail, and the other three places we cover have neither. We give no distance or duration figures; check the operator's own page for schedules and stops.

The airport: the word in its name is a trap

The city's airport carries the word international in its name. Do not plan around that word. Research could not verify a scheduled international passenger route operating from it today; the only nonstop international route traceable in recent years was a seasonal holiday route, and no announcement was found that it will return for 2026. The airport reports thirty-six destinations in 2026 and the recent additions are all domestic.

The accurate sentence is this: despite the word international in its name, this airport today is essentially a domestic passenger and cargo airport, and there is no nonstop flight to Türkiye from here or from the state's other large airport. Getting to Istanbul means at least one connection. The airport's own destination list could not be read first-hand in this research, so we name no individual routes and we print no distance or drive-time figures. The flight and time difference side is in the time and flights section.

Toll roads

Research found no toll highway, bridge or tunnel operating in this state today, and we opened no separate toll section on this page. One note: the state has opened an optional tolled express lane model that leaves the general lanes free, and this city does not appear on the list of proposed first corridors. The framework is in the toll section of the state guide.

05 · Boundaries

Who do I deal with in Memphis, and is my address inside the city limits?

Short answer

Here the city and the county are two separate legal entities, and the county holds seven municipalities. But the real trap is none of that, and it runs backwards. In other cities a reader checks whether a home with the city's name on the envelope was annexed into the city. Here the city's own boundary data lists deannexation ordinances: in other words, a home whose postal address says Memphis may have been taken out of the city limits. That has four consequences, and all four cost money or service: property tax, garbage, policing and the school district.

Steps, documents and official links

First the structure: two legal entities, seven municipalities

In this place the city and the county are not consolidated. The city has its own government, the county has its own, and they are separate legal entities. Inside the county there are seven municipalities including this city: Arlington, Bartlett, Collierville, Germantown, Lakeland, Millington and this one.

What this means in practice: before you handle anything, you have to learn which door is your door. Vehicle registration sits with the county clerk, garbage with the city, property tax with both, and school depends on the address. The city's information and complaint line is 311, or 901-636-6500 from outside the city; the city government's address is 125 N Main Street, Memphis, TN 38103.

The reverse address trap: not annexation but deannexation

The single most useful fact on this page is here. The official description of the city's own jurisdiction boundary data set says the data was created by the city engineering division's mapping and records service on October 26, 2020, and that boundary adjustments follow deannexation ordinances. The description names three areas: Rocky Point, Southwind Windyke and South Cordova.

So the question is not whether your home was annexed into the city. The question is whether it was taken out. And if the answer is yes, while your envelope still carries this city's name:

ItemInside the city limitsOutside the city limits
Property taxCounty rate plus city rateCounty rate only
GarbageThe city's solid waste division, for a monthly feeNo city service; the county or a private hauler
PolicingThe city police departmentThe county sheriff
School districtDepends on the address either way. We cover it in the school section

Where to get the definitive answer: the city publishes the jurisdiction boundary layer on its open data portal and it asks for no registration or key. You can find your own house on the map. But a date warning is required: the layer was created in 2020 and the boundary may have changed since. So before you look at homes or sign anything, call the city and ask the question this way: is this address inside the city limits, who collects my garbage, and does the city rate apply to my property tax.

Property tax: the highest of the five, because the rates stack

From the state comptroller's 2025 tax aggregate report, per $100 of assessed value:

JurisdictionCounty rateCity rateTotal
Inside the city limits2.69002.58085.2708
Unincorporated county2.6900None2.6900
Arlington2.69001.13003.8200
Bartlett2.69001.66004.3500
Collierville2.69001.62004.3100
Germantown2.69001.79004.4800
Lakeland2.69000.94003.6300
Millington2.69001.20003.8900

The residential assessment ratio is 25 percent, so the base your tax is calculated on is a quarter of the appraised value. Make it concrete: for a home appraised at $300,000 the assessed value is $75,000; inside the city limits the annual property tax is about $3,953, and in the unincorporated county about $2,018.

This is the highest combined rate among the five places we cover, and clearly higher than any of the county's own suburbs. But do not read it alone: a high rate does not come with equally high home prices, and your monthly total is rent, utilities and transport together. If you are buying, we cover the relief programs in the property tax section.

The part of the new state law that touches this door

A state law enacted in 2026 and effective July 1, 2026 requires local governmental entities and local health departments to verify that an applicant eighteen or older seeking a public benefit is a citizen or lawfully present. The act places both an incorporated city and a county inside that definition.

And the act has a subtle section you should know: for local governments the obligation does not begin all at once on July 1, 2026; it takes effect when each entity first reprints the relevant forms after that date. So a question that is not on a form today may be there tomorrow. The act also has a saving provision that works in your favor: emergency medical assistance, immunizations, and testing and treatment for communicable diseases are excluded from the definition of public benefit. The detail and the scope of the court order are in the state laws section; the health side is in the health section.

The city's own residency card

The city issues a free residency card to residents that grants access to city community centers and aquatics centers, and it can be activated as a library card. The application asks for one identification document and two current proofs of residence; accepted proofs include a lease, a bank statement, a utility bill, school records and a state vehicle registration.

On identification we build the sentence carefully. The program's document guide lists a foreign passport and a photo consular identification card, but which tier those documents fall into did not come out clearly from the document's text. So we do not write that a foreign passport is accepted; we write that it appears on the list and that you should ask the agency which tier it sits in. The agency also says the card is not an identification document and does not replace a driver license or any state or federal identification. The outings and children's side of the card is in the things to do section.

06 · Utilities

How do I open power, gas and water service in Memphis?

Short answer

Here all three come from one place: the city's own utility supplies electricity, natural gas and water together, and you get a single bill. That is a convenience, but it has a price and we write both. The gain: the utility publishes the list of identification documents it accepts, and that list names a passport or passport card, a permanent resident or alien registration card, a government-issued visa, an individual taxpayer identification number and a consular identification card; a Social Security card is only one of the options on the list. The price: because municipally owned utilities fall outside the state regulator's definition, research found no state-level complaint forum for a dispute.

Steps, documents and official links

The clearest text of the round for a reader with limited documents

The utility's service request page publishes a table headed acceptable forms of valid identification. The rule is one sentence: two documents are required and one of them must be a valid, selectable photo identification. The table splits into three columns:

GroupDocuments listed in the table
State issuedDriver license, the state driver certificate, hunting or fishing license, official state identification card, gun permit or license
Federally issuedSocial Security card, passport or passport card, permanent resident or alien registration card, government-issued visa, individual taxpayer identification number, health program identification card
OtherCertified copy of a birth certificate, voter registration card, consular identification card

Read that table carefully, because it carries a clarity rare in this series. The Social Security card here is an option, not a requirement. Beside it, a passport, a resident card, a visa, a taxpayer identification number and a consular identification are listed separately. In other words, opening service without a Social Security number is expressly possible on the utility's own written list. The utility's service agreement page repeats the same rule in prose: copies of two forms of valid identification, one of which must be a selectable photo identification.

Ask the question properly on the phone. Do not say I have no number; ask this: your accepted identification list includes a passport, a visa, an individual taxpayer identification number and a consular identification, I will bring these two, is that sufficient. Keep the list with you.

Deposit: only from applicants who carry credit risk, and it can be spread

  • The utility requires a minimum $200 deposit in cash, cashier's check or money order from applicants who carry credit risk. It is not required of everyone; do not miss that distinction.
  • The deposit can be added to the next bill, and new customers may pay it in eight installments of $25 starting with the first billed month.
  • The deposit is returned as a credit on the bill after twenty-four months of good payment history.
  • The utility pays no interest on deposits. That is the opposite of the practice in some states; set your expectation accordingly.

A note on the fee schedule: the utility publishes a schedule of charges covering items such as connection fees, reconnection fees and trip charges. But the column layout of that document meant we could not match figures to line items in this research, so we print no amounts. Ask for the connection fee by phone when you open service.

The price: the same service, two different complaint regimes

This is the most important part of this section and the part you will not read elsewhere.

The state's public utility regulator has limited authority over municipally owned utilities. State law places municipally owned utilities outside the definition of a public utility; the regulator's oversight of them amounts to regulating the relationship between utilities and municipalities. The state's own municipal technical advisory service says this in writing.

The consequence for you is plain: for a dispute with this utility, research found no state-level complaint forum. The rules on disconnection, deposits and identification are not the state's but the utility's own internal policy, and the policy's own text says that these rules and regulations may be revised or changed from time to time without notice, and that once effective the changes carry the same force as the existing rules. No employee of the utility may waive any provision of the policy unless specifically authorized by its board.

And a comparison by type of institution has to be drawn here, because this is what you need to know: the same service can fall into two different regimes. If a service is supplied by a private company, that company falls within the state regulator's jurisdiction and you have a state-level door. If the same service is supplied by a municipally owned utility, that door closes and the source of the rules becomes the utility's own board. In this city, electricity, gas and water are all three in the second regime.

Read that as procedure, not as a complaint. In practice it means this: if a problem is not resolved, do not wait to escalate to the state; your route runs through the utility's own customer service, then its board, then the elected city council. So put everything in writing: note the date and time of each call, the name of the person you spoke to and the case number you were given, and use written channels wherever you can.

Disconnection moratorium: not measured this round

Some states bar disconnection on days of extreme heat or extreme cold. No such rule was measured for this state and this utility in this round. So we say neither that there is one nor that there is not, and we print no temperature threshold. If your bill is behind and disconnection becomes a risk, call the utility without waiting and ask for a payment plan; the utility runs discount and payment assistance programs, some of which we cover in the water and trash section.

07 · Water and trash

Who collects my garbage in Memphis, and what does it cost?

Short answer

Water comes from the same utility on the same bill; you are not looking for a separate water district. Garbage is collected by the city's own division and it is charged. We took the figure not from the internet but from the city's own code: $41.96 a month for a residential unit, and $10.00 for an extra cart. And here is the most profitable fact on this page: for a household that meets the conditions the same fee drops to $9.23. Four conditions must all be met, and most people do not know the program exists.

Steps, documents and official links

The trash fee: from the code, with the figures

A warning first: several different figures for this fee circulate online and none of them matches the city's own code text. We read the table below from the solid waste fees section of the city's code of ordinances; the text was last amended on June 25, 2024 and the code is codified through December 16, 2025.

CustomerMonthly fee
Residential unit: single-family home, mobile home, duplex, triplex, quadruplex and apartment buildings of seven units or fewer, per unit$41.96
Additional rented cart for a residential unit, each$10.00
Apartments with non-mechanized collection, per unit$29.86
Apartments and mobile homes with central, mechanized collection, per unit$19.42
Commercial businesses, places of worship, rooming houses of three or more living units and other institutionsTiered by weekly container volume

The fee is added to your utility bill, meaning it arrives on the same sheet as electricity, gas and water. A residential customer is assigned at least one trash cart and one recycling cart, and keeping at least one trash cart is mandatory.

Think of it annually: for a single-family home, garbage runs to roughly $504 a year. Do not leave that line out of your household budget; in some cities this service is covered by taxes and carries no separate fee.

The reduced rate: four conditions, and most people miss it

The code recognizes a reduced fee of $9.23 for a residential customer. All four conditions are required:

  1. Be the head of household.
  2. Hold an active utility account in your own name. The bill has to be in your name; you cannot apply on an account in someone else's name.
  3. Be at least 65 years old or 100 percent disabled.
  4. Have an annual gross household income of $25,000 or less.

The program does not cover garbage only: by the city's own account, the discount applies to both the solid waste and the sewer portions of the utility bill. Applications take at least forty-five days, so apply early. And a practical detail: if you bring the application in person, no notarization is required. The information line is 901-636-6500.

A note for Turkish readers: none of the four conditions above concerns citizenship or immigration status. But we do not write that as there is no such requirement; we write that no such requirement appears in the code text. The application form itself may ask for more, and the verification regime that the new state law brought to local governmental entities has to be read alongside it. You may want to consult your attorney before applying.

Collection day rules

  • Weekly: the trash cart and the recycling cart are collected together. Bagged yard waste is also collected weekly up to a set volume.
  • Yard waste must be organic only; construction debris is not accepted and the waste has to be left as a separate pile at the curb. A pile that is not taken gets a warning tag.
  • Twice a month: on the normal collection day, bulky items that do not fit the cart and yard waste beyond two bags are taken. Tree limbs and furniture fall under this.
  • If you want an extra cart, the order is placed only on a printed form sent by mail; it is not taken by phone. Commercial businesses cannot join this program.

Convenience centers: what you may take, and what to bring

The city runs two solid waste convenience centers, both open Friday, Saturday and Sunday from 9 a.m. to 3 p.m.: 304 Collins Street, Memphis, TN 38112 and 3207 Farrisview Blvd, Memphis, TN 38118.

Take two things with you, because the city asks for them in writing: your most recent utility bill and photo identification. The reason makes sense: the centers are for customers who pay the solid waste fee, and the city writes that a fee-paying customer may take up to one truckload of non-hazardous waste to the landfill each month. So your bill works as an entry pass at this door.

Which collection area is my address in

The city publishes a solid waste areas layer on its open data portal and it asks for no key; you can find your own address on the map. But that layer tells you the collection day, not the city limit. Whether your address is inside the city limits is a separate question and we answered it in the boundaries section; remember that a home taken out of the city limits may not have this service at all.

Sewer: no figures

The sewer charge is the city's own line and it appears on the same utility bill; the discount program above covers it too. The council was reported to have revised the sewer rate in the summer of 2026, but the ordinance text could not be read in this research, so we print no amount. Ask about the monthly sewer minimum when you open service.

08 · Renting

What should I watch for when renting in Memphis?

Short answer

This city gives tenants something the rest of the state does not. The city has its own fair housing ordinance, and its list of protected classes includes national origin, age and source of income. The state list does not include source of income, and because of a preemption provision in state law it cannot be added locally; so this ordinance is an exception, and research found no equivalent in the other places we cover. For a Turkish reader the handle is national origin; for a reader using rental assistance it is source of income. We keep the state rules on deposits, eviction and notice short and link them to our Tennessee guide.

Steps, documents and official links

The city's own ordinance: broader than the state list

The city's code of ordinances contains a chapter titled fair housing, and its purpose section names the protected classes in its own words: race, color, religion, national origin, sex, age, familial status, source of income and disability. The same chapter says it applies together with the state human rights act and the federal civil rights acts and does not diminish the rights those laws recognize. The code is codified through December 16, 2025.

Let us spell out why that matters. The state's protected class list reads: race, color, creed, religion, sex, disability, familial status and national origin. Source of income is not on that list, and a preemption provision in state law restricts local governments from setting their own rules in the landlord and tenant field. Despite that, this city's ordinance names source of income, and research found no equivalent in the other places we cover.

Protected classState listThe city’s own ordinance
National originYesYes
Race, color, religion, sex, disability, familial statusYesYes
AgeNoYes
Source of incomeNoYes
Immigration statusNoNo

Two concrete consequences. First: if you believe you were refused because of your name, your accent or the country you came from, national origin is on both the state and the city lists and that is your handle. Second: if you use rental assistance or a voucher, the source of income provision is a protection with real effect in this city. But immigration status is on neither list, and we say that plainly; a landlord asking about status does not fall within the scope of these lists.

And one change you must know: the state commission that handled housing discrimination complaints was closed effective July 1, 2025, and those complaints now go to the civil rights enforcement division of the Attorney General's office. Any guide still pointing you to the closed commission is stale.

Deposits: the commonly known rule is wrong

Popular guides talk about a thirty day deposit rule. The statute contains neither a cap nor a thirty-day rule. The actual mechanism is this:

  • A separate account is required. The landlord must hold deposits in an account used only for that purpose, and the location of the account is disclosed in the lease. Look for that disclosure in your lease.
  • You have a right to be present at the move-out inspection that identifies the physical damage to be deducted. If the landlord gives written notice of that right and you do not attend, you can lose your right to contest. Go to the appointment.
  • If no response comes within sixty days of the return notice, the landlord may retain the money. Put it on your calendar.

And a waiver can be buried in the lease, which is one of the most practical warnings on this page: the statute provides that a waiver printed in the lease in twelve-point bold type entirely removes the tenant's right to receive the fourteen-day notice to pay. Look for the bold type in the lease before you sign and read what it says. That single paragraph can decide the fate of your home after one late payment.

Eviction law tightened in 2024

Three items, and all three run against tenants:

  • The continuance of a hearing dropped from fifteen days to seven. The time you have to find a lawyer or gather documents was cut in half.
  • One route to a higher court was closed.
  • An appeal is accepted only on a bond equal to one year's rent. In practice that threshold closes the appeal route for most tenants.

Another rule, in force since 2025, works in your favor: at the start of the lease the landlord must give written notice of an address for service and a maintenance contact. If that information is not in your lease, ask for it. The detail is in the renting section of the state guide.

How many people may live in a home: not measured, and we are not guessing

We cannot answer this in this round and we say why. Zoning and subdivision here run through a development code shared by the city and the county, and the city's own code of ordinances points directly to the county's site on this subject. The county's site could not be opened in this research, and the code is not registered in the ordinance library we use. So the definition of family and the limit on unrelated occupants could not be verified.

We do not carry another city's figure over here, because these limits genuinely vary from city to city and a wrong number puts a reader directly at risk. Here is what to do: when you look at a home, tell the landlord or the manager clearly how many people will live there and how many bedrooms there are, and ask for the zoning limit in writing. Remember too that the zoning rule and your lease's own occupancy limit are different things, and the lease binds you separately.

Four questions to ask before you sign

  1. Is this address inside the city limits? The answer changes your garbage, your policing and your property tax. See the boundaries section.
  2. Which account is the deposit held in? It has to be stated in the lease.
  3. Is there a waiver in bold type in the lease? Look for twelve-point bold.
  4. Does this building have a designated refuge area, and where is it? Tornadoes are real here and we found no published public shelter list; the detail is in the severe weather section.

09 · Owning a home

If I buy a home in Memphis, is there any property tax relief?

Short answer

The honest answer first: research found no general homestead exemption open to all homeowners in this state. What exists are two conditional programs: a property tax relief program funded by a state appropriation, which is a reimbursement rather than an exemption, and a tax freeze that locks the rate for owners 65 and over. The subject matters particularly here, because the combined property tax rate is the highest of the five places we cover and a homeowner's annual burden follows straight from it.

Steps, documents and official links

The figures first: the rate and the base

Inside the city limits the combined rate is $5.2708 per $100 of assessed value (a county share of 2.6900 plus a city share of 2.5808). The residential assessment ratio is 25 percent, so the tax is calculated not on the full appraised value but on a quarter of it. The full rate table is in the boundaries section.

Your bill comes from two places, and that will reappear when you apply for relief: the county trustee collects the county share and the city collects the city share.

Property tax relief: a reimbursement, not an exemption

We read this from the state comptroller's 2026 brochure. The program is funded by an appropriation from the state legislature and it is, as the name says, a reimbursement: you pay the tax first, and the amount you qualify for comes back to you.

GroupRequirement2026 limits
Homeowner 65 and overTurn 65 on or before the end of 2026; own the home and use it as your primary residence; declare income from all sourcesApplicant, spouse and co-owners' 2025 income at most $38,470; the maximum market value the relief is computed on is $33,600
Disabled homeownerBe disabled on or before the end of 2026; own and occupy as primary residence; declare incomeThe same: $38,470 and $33,600
Disabled veteranOwn and occupy as primary residence; the relevant year's form consenting to the release of disability and income information; meet one of the listed disability conditionsNo income limit; maximum value $175,000
Surviving spouse of a disabled veteranOwn and occupy as primary residence; the relevant form; a copy of the spouse's death certificate and a form of personal identification; married at the time of death and not remarried$175,000
  • You apply to the county trustee. If the property sits inside the city limits you may also apply to the city collecting official, so there are two separate doors and each runs on its own.
  • The calendar: you apply when the year's property tax bill arrives. The deadline is thirty-five days after the delinquency date, and the tax must also be paid by that date. Hold those two together; missing one wastes the other.
  • Income documentation: a tax return, an income statement or a pay record. If you are close to the income limit the agency requires documentation for all sources.

Tax freeze: the second program, which locks the rate

The state's second program freezes the rate for homeowners 65 and over who meet the income limit. The income limit varies by county and the comptroller publishes a county-by-county list each year. This program is particularly valuable in this city, because where the combined rate is high the benefit of a freeze is high too. Check the current limit on the list before you apply.

The identification number question: what we say and what we do not

The most careful sentence in this section is here. The full text of the 2026 brochure contains no Social Security number requirement and no citizenship or immigration status requirement. The only identification language in it is a form of personal identification asked of the surviving spouse of a disabled veteran.

But we do not write that as there is no requirement, for three reasons:

  1. The brochure is a summary document; the county trustee's own application form may ask for identification separately.
  2. In this city you may also have to apply to the city's own collecting office, and that office's form could not be read in this research.
  3. And most important: the 2026 state law gave local governmental entities a verification duty for public benefit applicants eighteen and older, and that duty takes effect when forms are first reprinted. So a question that is not on a form today may be there tomorrow.

The right move: call the county trustee before you apply and ask what information the form requires. If your immigration case is open, consult your attorney before filling it in.

Three questions to ask when buying

  1. Is this address inside the city limits? Inside, the rate is 5.2708; outside, 2.6900. That single question is worth thousands of dollars a year.
  2. What is the appraised value, and what is the assessed value? The tax is computed on 25 percent of the appraised value.
  3. Is anyone in the household 65 or over, or disabled? If so, both programs come into play, and there is also a separate discount on the trash bill that we cover in the water and trash section.

10 · School

How do I enroll my child in school in Memphis?

Short answer

The reassuring part first: enrollment does not depend on immigration status, and the state education department says so in writing in its own document. Now the part specific to this city: there is no single school district in this county. Alongside the county-wide district there are six separate municipal school districts that began taking students in 2014. So which district a home with a Memphis postal address lands in depends on the address, and this question has to be read together with the deannexation item. And set one distinction up front: school enrollment and a school scholarship are different things and they do not follow the same rule.

Steps, documents and official links

The district map: one county, seven school administrations

The school structure in this county is this: the county-wide district plus the districts of six of the county's municipalities. The six municipal districts began taking students in August 2014; in order they are Arlington, Bartlett, Collierville, Germantown, Lakeland, Millington. The county-wide district today serves the city and the unincorporated areas of the county.

And even the name will not give you the answer: according to the secondary sources this research read, some schools carrying a municipality's name in their title stayed with the county district rather than that municipality's district. This item comes from secondary sources, because the district's own site could not be opened in this research. So do not decide by the school's name or by the neighborhood it sits in.

What this means in practice, and where the two big questions on this page meet:

QuestionWhere you get the answer
Is my address inside the city limitsThe jurisdiction boundary layer on the city's open data portal, and 311 for the definitive answer. Boundaries section
Which school district does my address fall inA separate question, answered by the relevant school administration; run the address lookup before you enroll
Which school is zoned to this addressThe third question, once you know the district; use that district's own address lookup

Ask those three in order when you look at a home and get the answers before you sign. Moving from one school district to another is one of the hardest mistakes to fix after the fact.

Enrollment does not depend on immigration status, and the state says so

The state education department's own legal questions and answers document asks plainly whether schools may refuse to enroll undocumented immigrant children, and the answer is one word: no. The document names the 1982 Supreme Court decision by name and citation: Plyler v. Doe, 457 U.S. 202 (1982). The same answer applies to the actual or perceived citizenship and immigration status of the parent or legal guardian. The document also writes that enrollment practices which chill or discourage participation in school on the basis of citizenship or immigration status may violate federal civil rights law.

The documents that may be required are listed in the same document:

  • Proof of identity and age (such as a certified birth certificate)
  • Official records and transcripts from the previous school
  • Immunization records, or proof that immunization is not required for the child
  • Proof of home address. And here is the subtle part: the state says districts may not require a specific document; proof may be given through a variety of documents such as a utility bill, a tax statement or a rental agreement.

We quote two sentences directly, because they may help you at a counter. First: districts should never simply turn a student away due to a missing document. Second: federal privacy law prohibits requiring a Social Security number to enroll a child in school.

Another state body's enrollment procedure document is even clearer: enrollment cannot be denied because a Social Security card or number, a health form, a birth certificate or other information cannot be produced; the only thing that may be required is an immunization record. The same document says a school asking for additional documentation shall immediately state that no documentation will be used in relation to immigration status.

If there is no birth certificate the road is not closed: the school decides what counts as proof of age. Students in foster care and students experiencing homelessness are enrolled immediately and without documents.

The district's own list: not readable this round, and we are not inventing it

There is a gap here we have to be honest about. The county-wide district's own enrollment page could not be opened by any route in this research. So we do not write these three items:

  • The district's own list of enrollment documents. The list above is the state's; the district's own page may ask for something more.
  • The district's answer on identification numbers. Federal law bars the number, but we could not see how that line appears on the district's own form.
  • The languages the district actually translates into and the procedure for a family staying with a relative.

We do not carry another city's district list over here, because these lists genuinely vary from district to district. Here is what to do: call the district before you enroll, name the documents you hold and ask whether they are accepted, and take the two state sentences above with you. On the same call, ask whether you can request an interpreter; research found no Turkish-language material published by state agencies, but there is a translation service you can ask for and the door is the agency's own line.

Enrollment and a scholarship are different things

This is the distinction we have to write most clearly on this page, because merging the two misleads the reader.

  1. School enrollment: no law conditioning enrollment on immigration status has been enacted. Research scanned every act in force in the state and found none; the education department's written answer still says no today. Attempts in that direction were made two years running and neither became law.
  2. School scholarship: a separate law governs the education freedom scholarship and provides that a student who cannot establish lawful presence has their scholarship application denied. The same law treats the scholarship as a public benefit, which attaches the verification and reporting chain of the new state law to the scholarship application.

In one sentence: enrolling your child in a public school is open, but applying to a scholarship program is not the same thing. Consult your attorney before making a scholarship application.

Age and attendance

For kindergarten the child must have turned five by August 15; compulsory schooling runs from six through seventeen. There is a separate exception for a student transferring from another state who will turn five by the end of the year.

Health insurance and Medicaid in Memphis: where do I stand?

Short answer

Three things to know separately, and all three changed this year. First: this state did not expand Medicaid, so a childless adult generally cannot enter the program whatever their income, and marketplace help does not begin below a certain income threshold. Someone in between is in a real gap. Second: from October 1, 2026 refugees and people granted asylum are leaving the state program. Third: a state law enacted in 2026 gave local health departments a verification and reporting duty; a court temporarily halted the part of it tied to one program, and no decision on the merits has been made.

Steps, documents and official links

The coverage gap: who falls in it

The state program works categorically: children, pregnant women, very low income parents and caretakers, the elderly and people with disabilities are covered. A childless adult generally cannot enter. Marketplace help, meanwhile, does not begin below a set percentage of the federal poverty level.

The concrete person is this: an adult with no children who works but whose income falls below that threshold. They enter neither the state program nor the marketplace subsidy. For a newcomer, that is one of the real risks of a first year.

And there is an addition for 2026: the enhanced marketplace subsidies ended on January 1, 2026 and the cliff returned, where help stops entirely once income passes a set threshold. So a household whose income rises can lose the help all at once rather than gradually.

October 1, 2026: refugees and asylees leave the program

A federal statutory change narrows federal participation for non-emergency medical assistance to certain groups, with limited exceptions, from October 1, 2026. The state program updated its own policy accordingly and, in a policy document dated September 10, 2026, limited eligibility to lawful permanent residents and two specific categories.

The scale comes from a state official's own figure: the program's director told legislators in early 2026 that roughly 8,500 refugees and asylum seekers would lose coverage.

A warning on the source side too: on the same agency's server a 2014 policy document still sits without any notice and still shows refugees as eligible. That document does not state today's rule. Check the date on any health page you find online.

Pregnancy: in the same household the mother may be covered and the child may not

This is the most useful and most misunderstood item in this section.

The state did not take the federal option that removes the five-year wait for lawfully residing immigrant children and pregnant women. It covers pregnant women anyway, because it uses a different federal door: the children's health program's unborn child category. That program's eligibility page still says, in its own words: if you are pregnant, no immigration documents are required.

But the same sentence is not written for the child. For a child to be covered they must be a citizen or an eligible noncitizen.

The consequence is important enough to state plainly: in the same household the mother may be covered while the child is not. If you are pregnant and there are other children in the family, treat the two applications separately and do not assume the child's position.

One item to watch: in early 2026 state officials were reported to be considering withdrawing prenatal care from pregnant women without documents. As of today the agency's page still says no documents are required, but read the page in its current form before you apply.

In an emergency the answer is different, and it favors you

Three separate authorities point the same way:

  • Under federal law a hospital emergency department must screen and stabilize regardless of ability to pay or immigration status.
  • The state program's own policy says that noncitizens who are otherwise ineligible may still be eligible for emergency medical services.
  • And the new state law, listing what falls outside the definition of a public benefit, points to a federal list that covers emergency medical assistance, immunizations, testing and treatment for communicable diseases, short-term disaster relief and short-term shelter.

But read that list correctly: it says verification is not required; it does not say free. You have the right to be screened and stabilized in an emergency department; the bill itself is a separate matter.

The new verification and reporting regime, and the scope of the court order

The act enacted in 2026 and effective July 1, 2026 placed these duties on local governmental entities and local health departments alongside state agencies:

Now the court order, and we build the sentence in three layers.

The state health department's own page announces that a court issued a temporary injunction restraining the department from reporting identifying information about patients receiving care through a particular program for children with disabilities whose lawful presence the department has not been able to establish. The case caption: Snader v. Tennessee Dept. of Health, No. 26-0825-I, Davidson County Chancery Court Part I, Chancellor Patricia Head Moskal. The temporary restraining order is dated June 24, 2026 and the agreed temporary injunction July 14, 2026.

  1. The scope is narrow. The order concerns only that program; it does not stop the act or even the whole section.
  2. The order is temporary. No date has been set for a hearing on the merits.
  3. So we do not say it was halted: we say it was temporarily halted and no decision on the merits has been made. If the injunction lifts, the picture changes.

The program in question provides comprehensive medical care to children with physical disabilities from birth to age twenty-one and runs through all ninety-five local health departments in the state, including this city. Financial eligibility is capped at a set multiple of the federal poverty level.

Turkish: what exists and what does not

Research found no Turkish-language material published by state agencies. The state health program's own multilingual language assistance notice lists fifteen languages and Turkish is not among them. The translate menu on agency pages is machine translation, not the agency's own Turkish text; we do not present that as Turkish material exists.

But the notice's English text does not limit the language: it states in writing that if you speak a language other than English, free interpretation and translation services are available, and they can be requested by phone. So the sentence is not that Turkish service exists, but that there is a service you can ask for and this is its door.

12 · Clinics

Are there free or low-cost clinics in Memphis?

Short answer

The most misunderstood sentence first: a sliding-fee clinic is not a free clinic. The discount is calculated on household income and household size and you still pay something. Being uninsured and your immigration status are not grounds for refusing care, but the fee does not drop to zero. On access, this city sits on the better side of the state: we queried the official service that lists federally funded health center sites on October 12, 2026, and within a ten-mile radius there were 21 sites. But one detail matters, and missing it will spoil your plan: five of those 21 sites are in a neighboring state.

Steps, documents and official links

The measurement: what we found

RadiusNumber of sitesNote
Five miles8 sitesAll in this county
Ten miles21 sites, 5 operators16 in this county, 5 in a neighboring state
Twenty-five miles28 sites, 6 operatorsAt this radius a second neighboring state also comes into play

The figures come from a query dated October 12, 2026 against the federal service's own data. We publish no addresses and we do not suggest taking an address from the federal data service; take the address, the hours and the appointment procedure from the center's own site.

The state line: what those five sites mean

This is the part of the section that touches you most. Of the 21 sites within ten miles, five belong to two separate organizations and sit in a county of a neighboring state. So a clinic that looks close on a map may belong, administratively, to another state's health arrangements.

That has three practical consequences, and you should ask about all three:

  1. Insurance network. If you hold a health plan, a center in the neighboring state may be out of network. Call your plan before the appointment and ask whether that specific center is in network.
  2. State programs. The state Medicaid program and the children's health program are state-bound programs. Enrolled in one state's program, you may not always be able to get routine care from a provider in another state.
  3. Referrals and follow-up. When tests, imaging or a specialist referral are needed, having the chain cross a state line can slow things down.

What to do is simple: call before you go to a center and ask which state they are in and whether they accept your insurance or program. Look at coverage, not at distance.

How the sliding fee works

  • The fee is calculated on household income and household size. You are usually asked for proof of income and the number of people in the household.
  • Being uninsured is not grounds for refusing care.
  • Immigration status is not a condition of service at these centers, but let us also record that the centers' own lists say nothing about immigration status; so we cannot write the sentence that status is never asked. When you book, ask which documents to bring.
  • And most important: the fee does not drop to zero. If you cannot pay, say so at registration and ask about the center's own patient assistance program.

An emergency is a separate item

Everything above concerns routine care. In an emergency the answer is different: under federal law a hospital emergency department must screen and stabilize regardless of ability to pay or immigration status, and the state's new verification regime leaves emergency medical assistance, immunizations and treatment for communicable diseases outside its scope. But we repeat: being outside that scope does not mean free. The detail is in the health section.

13 · Marriage

I want to get married in Memphis. Where do I go?

Short answer

Good news: you may obtain the license in any county in the state. The license is issued by the county clerk, and the state source says in its own words that it may be issued by the county clerk in any county without regard to the residence of the parties or the county where the ceremony is to be performed. The claim in many popular guides that it comes from your county of residence is wrong. The license is valid for 30 days. This county's fee is $97.50, the lowest of the four counties this research could measure. But there is a contradiction we have to print, and it lands exactly here: state sources recognize no waiting period, while a document published by this county and dated 2010 states three days.

Steps, documents and official links

You choose the county, and that is a real decision

There is no residence requirement for the license and no requirement about where the ceremony takes place. You may go to any of the state's ninety-five counties. That turns the fee difference into a genuine decision.

CountyFeeWith the courseNote
Shelby$97.50$37.50The lowest of the four measured
Davidson$99.50 cash, $101.49 by card$60 reductionChecks not accepted
Williamson$100.00$40.00Cash only
Rutherford$107.50$45.00A notarized certificate is required

Good news for a reader living in this city: your own county already charges the lowest amount, so there is no reason to travel to another county for the fee. These figures were read from county clerk pages and can change; confirm by phone before you go and ask about payment methods.

The sixty dollar reduction: two routes, and one is contradicted

Sixty dollars of the $62.50 additional state fee inside the total is waived in two cases:

  1. A four-hour premarital preparation course. It must have been taken within the year before the application, and you must bring a certificate of completion filled in by the instructor. The instructor may be a psychologist, a clinical social worker, a licensed marriage and family therapist, a professional counselor or an official representative of a religious institution.
  2. Residing out of state. And here is the contradiction. The state revenue department's page says the reduction also applies to out-of-state residents, with no county limitation. The state's county technical assistance service says the exemption applies only in counties containing a municipality with a particular tourist resort status, and that today this covers a single county, which is not this one.

We do not take a side. If you live out of state and are counting on the reduction, call the clerk before you go and ask whether it is applied; the difference is $60. The course route, by contrast, is valid in every county and is the safer one.

The waiting period: the contradiction sits in this county, and we print it

There is a conflict we have to state plainly on this page.

  • State sources recognize no waiting period. The state county technical assistance service's list of license issuance requirements contains no waiting period item, and some county clerks say openly that there is none.
  • But a marriage license document published by this county states a three-day waiting period. The document's metadata shows it is a file dated July 28, 2010. So the document is old. The county clerk's page today says nothing about a waiting period.

We do not take a side and we do not quietly pick one. Here is what to do: call the clerk and ask directly: can I marry on the day I collect the license, or is there a waiting period. Do not fix your wedding date before you have that answer. And remember the license is valid for thirty days: collecting it too early is a risk of its own.

The agency's written answer for someone with no number

This is the most valuable fact in this section. The statute asks for a Social Security number on the application form. But an Attorney General opinion states in writing that the statute does not require an applicant to have a number in order to qualify, and that applicants who were never issued one are not required to provide one. The opinion is dated July 22, 2008.

What happens in practice: the field is left blank and no substitute number is requested. There is an older and narrower opinion as well, and some clerks may ask for the reason to be written on the form; that is an item to raise with the clerk.

How you approach the counter matters: do not say I have no number; go knowing the rule, and if necessary say: under the Attorney General's opinion, applicants who were never issued a number are not required to provide one. If the rule is not applied at the counter, ask to speak with a supervisor and note the date, the time and the name of the person you spoke to.

Who may solemnize, and are witnesses required

  • The list is broad: regular ministers of any faith, county commissioners and former commissioners, mayors, state and federal judges and municipal court judges, the governor, county clerks and notaries public may all solemnize a marriage.
  • Elected officials may solemnize in any county of the state.
  • The form of the ceremony is free: the statute requires no particular formula; it is enough that the parties declare in the presence of the officiant that they accept each other in marriage. The parties must be personally present together; a ceremony by phone does not count. Video conference is a very narrow exception for military personnel deployed abroad.
  • Research found no witness requirement. The item does not appear in state texts. We do not say there is none; the clerk's own form may ask for something, so ask.

Notaries being able to officiate is a practical convenience: if you are planning a small ceremony, you do not need to look for a separate officiant.

14 · Vital records

Where do I get a birth certificate in Memphis, and is my passport enough?

Short answer

First the easiest part: thanks to the state's electronic issuance system, all ninety-five county health departments can issue any birth or death certificate registered statewide, and in the agency's own words you no longer have to travel to the county where the birth or death occurred. That sentence is not written for marriage and divorce records, so do not skip the distinction. On identification the answer favors you: among the documents the agency accepts on their own, a current passport appears without qualification, meaning it does not say a U.S. passport. And there is an escape route: a notarized application removes the identification requirement entirely.

Steps, documents and official links

Where to get it: two sentences, two different rules

RecordWhere it can be obtained
Birth and death certificatesFrom any of the ninety-five county health departments. No need to travel to the county where the event occurred
Marriage and divorce recordsThat sentence is not written for these records. The central office or the mail route applies

Do not skip that distinction, because many people go to a county health department for a marriage record and come back empty-handed. The central office is in Nashville and the mail route is open.

A warning on ordering online: the agency does not take online orders directly; the state has authorized a single official vendor, which charges an additional fee. Other sites in search results that are not that vendor are intermediaries; check on the agency's own page before you pay. For births more than a hundred years ago, the contact is the state archives.

Identification: a passport is enough on its own

We read the agency's identification requirements page. Photocopies are accepted.

Sufficient on their own:

  • A valid driver license (the issue and expiration dates must be visible)
  • A current passport. The list does not say U.S. passport, and there is no record excluding a foreign passport
  • A military identification card
  • An alien, temporary or permanent resident card
  • An employment authorization card
  • A certificate of naturalization, a certificate of citizenship or a citizenship identification card

Counted two together are items such as a pay stub, a vehicle registration with name and address, a voter registration card, a bill or bank statement with name and address, a health insurance card and a signed Social Security card.

Read three things carefully:

  1. A Social Security card is not enough on its own; it counts only if signed and only together with a second document. At this door the number is not decisive.
  2. Research found no statement of tolerance for an expired document. The list says current. We do not say there is no tolerance, but do not rely on it.
  3. And here is the real escape route: the agency's own exception says that if the application is signed and notarized, no additional identification documents are required. For a reader waiting on a passport renewal, or holding a document that has expired, that is a genuine door.

Who may request a copy: birth and marriage follow the same list

An expectation was disproved this round and we state it plainly: in some states the birth certificate is restricted while the marriage record is open. Here both are subject to the same restricted entitlement list.

RecordWho is entitled
BirthThe person themselves, mother, father, son, daughter and spouse
Marriage and divorceThe same list

For someone not on the list the route is not closed: an authorization to release from an entitled person is required, and as a rule both the entitled person's and the recipient's identification are requested. If the authorization is notarized, only the recipient's identification is needed. Guardians, legal representatives and attorneys may apply by presenting documentation.

And one special rule: a father not listed on the child's certificate is not entitled to it. That surprises some families; know it in advance.

Fees and timing: no figures

Certificate fees and the processing times for mail and in-person applications could not be verified as numbers this round, so we print no amounts. Check the current fee on the agency's own help center, and if your matter is urgent plan to go in person.

If it will be used in Türkiye: the next step is an apostille

If you will present a birth or marriage record obtained here to an institution in Türkiye, the next step is an apostille. The good news: the document does not have to have been produced specifically for an apostille; a certified copy you already hold can be processed directly. The office is in Nashville and we cover the whole procedure in the apostille section.

15 · Social Security

How do I get a Social Security number (SSN) in Memphis?

Short answer

The agency that issues the number is federal and the procedure does not change from state to state; we wrote the step by step version, the documents to bring and the written path this state publishes for a person who was never issued a number in our Tennessee guide. This page keeps only what changes here. Two things up front: this state has no office that issues an SSN or produces a substitute number, and we publish no Social Security Administration street address on this page. If you hold an appointment notice, the address on that notice governs. In return, this city offers one of the clearest written doors in this series for a reader who has no number yet: the utility that bills you publishes the list of identification it accepts, and that list names a passport, a resident card, a government issued visa, an individual taxpayer identification number and a consular identification card.

Steps, documents and official links
  • What to bring: your current immigration document (green card, I-94 or employment authorization card) and a valid passport, plus a birth certificate if you have one. Photocopies and notarized copies are not accepted.
  • F-1 and J-1: an SSN only becomes available once you have work authorization; it is not issued simply because you enrolled in school.
  • Which office covers you: enter your ZIP code in the agency's own office locator. Search by ZIP code, not by city name; in this city that has a concrete reason, written just below. The general line is 1-800-772-1213.
  • If your surname changed after marriage, update your record at an office free of charge. The document you use is the certified marriage record issued from the county clerk's file; details in the marriage section. Do not delay this step, for the reason written in the work authorization part below.

Why the ZIP code rule is concrete in this city

In most cities in this series, the ZIP code advice is a general habit. Here it has a specific cause: the city's own boundary data lists deannexation ordinances, which means a home whose mailing address says Memphis may have been taken out of the city limits. The place name on your envelope and the government your address legally belongs to are not always the same. How to check which side your address falls on, using the city's own map layer, is in the local government section.

Run that query in your first week and write the answer down. The same answer comes back at you four times on this page: in your property tax rate, in garbage service, in your school district, and in the tax you pay at the grocery store. The last one is the least known item in this guide and it is written with its figures in the tax section below.

What was measured in this city for a person without a number

The long statewide table is in our Tennessee guide, including the written path this state publishes for a driver license applicant who was never issued a number. The rows below are only what was measured here.

DoorIs a number asked forBasis
Electric, gas and water serviceNo, and it is in writingThe strongest item on this page. The city's own multi service utility publishes the identification it accepts in a table; two documents, one of them a photo ID, are enough, and the list separately names a passport, a passport card, a resident card, a government issued visa, an individual taxpayer identification number and a consular identification card. The Social Security card is only one option on that list. Details in the utilities section
Library cardThe form does not askThe agency's own application form never mentions a Social Security number or immigration status. A state driver license is not required; the any two of the following route is open and that list includes a lease and a utility bill. The form is printed in two languages. Details in the library card section
The city's residency cardNot mentioned in the published termsThe city's own residency card asks for one identification document and two current proofs of residency; accepted proofs include a lease, a utility bill, school records and a resident card. A number and immigration status are not mentioned in the published terms; that is an absence, not a written exemption. The document guide also lists a foreign passport and a photo consular identification card, but which tier they fall into could not be verified, so we do not write that they are accepted. Details in the things to do section
School enrollmentThe district's own list could not be readThe state education agency's written answer says enrollment does not depend on immigration status. But the district's own enrollment document list could not be reached by any route this round, so we do not answer the number question from here. Details in the school enrollment section
Marriage licenseThere is a field, and it is left blankThe published opinion of the state attorney general says an applicant who was never issued a number is not required to supply one, and no substitute document is requested. The county clerk issues the license; details in the marriage section
Birth and death certificatesSecondary on the identification listOn the identification list a current passport is sufficient on its own, and the text does not say U.S. passport; a Social Security card counts only as secondary and only if signed. Details in the vital records section
State income tax returnThe question does not arise hereWage income is not subject to a state income tax, so an employee does not file an annual state return. Details in the tax section below
Public benefit applicationYes, and the law changed in 2026The law in force requires state agencies and also local governmental entities and local health departments to verify an applicant's lawful presence; the definition covers a county and an incorporated city separately. Do not weigh this door without reading the public benefits section
Forming a companyCould not be verifiedNo sentence in either direction was found on the state filing authority's pages; we wrote this separately in the business section below

Do not read this table as a list of exemptions. The driver license and identification regime in this state hardened in 2026: a person whose lawful presence is authorized by federal authorities for a defined period receives a temporary card distinguishable by its face, and the card type can change at renewal. The driver license section is the most important thing to read before this page, because several doors in this city ask directly for a state issued photo identification; we listed which ones in the free and family section.

The openness on your utility bill has a price, and we write that too

The first row of the table above favors the reader. But the same structure has a reverse side that closes a door: because this utility belongs to the city, it falls outside the state utility regulator's definition, and research found no state level complaint forum for a dispute. So the list of accepted identification is open and written, but the text that creates it is the utility's own policy, and by its own words it can be changed without notice. Read the two together; details in the utilities section.

ITIN: for taxes, not for identification

A person who cannot get an SSN but must file a federal return uses an ITIN. You apply with Form W-7, attached to a federal return unless an exception applies. In the agency's own words an ITIN does not provide or change immigration status and does not authorize work in the United States; it is not an identity document either.

  • In this city an ITIN has one extra function and it is in writing: it appears by name on the identification list the utility accepts. So here an ITIN can serve not only a tax filing but a service door. This is not a generalization; it holds only for that utility's own list and does not travel to another door.
  • Two ways to avoid mailing your original documents: go to a certifying acceptance agent, or go by appointment to a tax agency office that reviews ITIN documents. We could not verify which office performs that review in this city this round, and we publish no federal tax office address on this page; confirm the office and the appointment through the federal tax agency's own office locator, appointment line 844-545-5640.
  • We do not write the supporting document list, because we did not read the page the agency keeps for it this round. Take the list from the agency's own page before you apply.

16 · Tax and working

What comes out of my paycheck in Memphis, and what rate do I pay at the register?

Short answer

This page will never say there are no taxes here, but we write one fact as it is: wage income is not subject to a state income tax, and the state's only personal income tax, on interest and dividends, was fully repealed on January 1, 2021. The weight moves to the register: the general sales tax rate is 9.75 percent. And there is a little known item in this city: whether you shop inside or outside the city limits changes the rate. Inside the city the general rate is 9.75 percent and the grocery rate is 6.75 percent; in the unincorporated part of the county the general rate is 9.25 percent and the grocery rate is 6.25 percent. So the tax you pay at the grocery store depends on which side of the line you are standing on. On the hiring side there is one concrete item here: the city, the county and the school districts are all public employers, and work authorization verification has been mandatory for public employers with no threshold since July 1, 2026.

Steps, documents and official links

State income tax on wages: none, but there are items that take its place

  • Wages and salary are not subject to a state income tax. The interest and dividend tax was phased down and ceased to apply as of January 1, 2021. If you are arriving from another state, your take home calculation will change.
  • A local wage tax was looked for and not found. In this series some cities withhold an occupational fee directly from pay; here research found no such item. We do not write that there is none. The right step is to ask your employer whether payroll carries a local deduction.
  • There is a state level professional tax and it hits only five professions: 400 dollars a year, due June 1. Attorney, securities agent, broker dealer, investment adviser and lobbyist. Physicians, engineers and accountants are not on that list; details in the state guide.
  • The federal side does not change: federal income tax and Social Security and Medicare withholding apply here too.

Sales tax: two rates inside the same county

The rates below come from the state revenue agency's own rate file, read on October 12, 2026. The state share is 7 percent on general goods and 4 percent on food; the local share goes on top. In this city the local share sits at the cap the law allows and has since January 1, 2020.

WhereGeneral goods and servicesFood and food ingredients
Inside the city limits9.75 percent6.75 percent
In the unincorporated part of the county9.25 percent6.25 percent
  • The gap looks small but it repeats every week. Half a point is a few dollars on one trip and something else across a year of grocery bills.
  • And it connects straight back to the address question. The city's own boundary data lists deannexation ordinances; a home whose mailing address says Memphis may have been taken out of the city limits. We explained the lookup in the local government section.
  • Careful: this is the rate of the place where you shop, not where you live. If you live outside the city and shop at a store inside it, you pay the city rate at that store. So this is not a residency advantage, it is a location difference.
  • What does not get the lower rate: by the revenue agency's own notice, alcoholic beverages, tobacco, candy, dietary supplements and prepared food are not food ingredients and are taxed at the general rate.
  • Among the five settlements in this guide, this city sits in the highest grocery rate group, because no local grocery reduction for this city was found in the state's rate file. Elsewhere in the state some jurisdictions have cut their local share on food; there is no such record here, and we do not know why and will not invent a reason.

The property tax side is heavy here too

Sales tax is high in both places, but the real gap is in property tax: inside the city the county rate and the city rate stack, while in the unincorporated part of the county only the county rate applies. We wrote the rates, the assessment percentage and the conditional relief programs in the property tax section. This matters for renters in this city too, because the rate feeds indirectly into rent.

And one figure is deliberately missing: the annual county fee charged on vehicle registration here. The county clerk's and trustee's pages could not be reached by any route this round. We do not say there is none, we say we could not read it, and we do not carry a figure from a secondary source; the registration procedure is in the vehicle registration section.

Work authorization verification: the public side is broad in this city

The federal verification system you will meet when you are hired runs under two regimes in this state, and the public side is unusually broad here.

EmployerStatus
Public employersMandatory with no threshold since July 1, 2026. The state, counties, cities, boards, agencies, universities and school districts are covered. In this city that definition reaches the city, the county, the countywide school district and the six municipal school districts created in 2014 at once
Private employers, 35 and aboveMandatory since January 1, 2023. The threshold counts full time equivalent employees and looks at the total under the same employer tax number
Private employers under 35A choice: either use the federal system, or take and keep copies of the identity and work authorization documents the statute lists

Three sentences on the employee side, and all three run against the reader

  • If the system produces a wrong result, the employer does not carry the cost. State law says plainly that an employer who acts on a false result from the system is not in violation. So the cost of the system's error lands on the worker.
  • There is no protection against being let go, there is the reverse. State law treats an employer's failure to terminate an employee after a final nonconfirmation as a fact that may be weighed against the employer.
  • That is why a name or date mismatch is a real risk in this state. The four most common items for readers from Türkiye: a middle name entered differently in the federal record, a patronymic landing in the surname field, transliteration differences in Turkish letters, and a post marriage surname change never reported to Social Security. The fourth is the most common and the easiest to fix; we wrote it in the section above.

Two traps on the document list, and one protection

  • The state agency's own page says it in capital letters: a Social Security card and a Form I-9 are not acceptable documents under the state statute. If an employer asks you for one of those, ask for the full list.
  • Another state's driver license is not automatically accepted: it counts only if that state's issuance requirements are at least as strict as this state's, and the department publishes the list of those states. Cards that meet the federal standard are accepted from every state.
  • The statute does not cover employees only: people who are not directly employed but are paid directly by the employer for their labor or services also require documents to be taken and kept. If you will work freelance or as a subcontractor, this applies to you too.
  • There is a protection and it is written: the statute applies without regard to race, color or national origin, and a person who alleges a violation is covered by retaliation protections. The authority that reviews a complaint is the state labor commissioner, not an immigration authority.
  • Enforcement is real and visible: the state publishes its violation orders month by month, with the employer's name, city and the penalty assessed. That tells you an employer has no realistic option of skipping the system.
  • We do not write the federal procedure on this page. How many days you have once a tentative nonconfirmation notice arrives, and the order of the steps, sit on the federal agency's own page; we publish no deadline and no day count. Read the current procedure on the federal system's own site.

17 · Starting a business

How do I start a company (LLC) in Memphis, and what should I watch for?

Short answer

Formation happens at the state level and the authority is the business division of the Tennessee Secretary of State. And the first practical fact for a reader in this city is this: that office is not here, it is in the state capital. The same authority also certifies documents destined for Türkiye, so two separate jobs on this page both look to the same distant counter; the procedure and the mail route are in the apostille section. We do not publish filing fees, because the authority's fee page was not read this round and this series does not publish a figure it has not read. What we could measure are three things every founder needs to know, and all three cost more than a filing fee: there is no wage income tax but there is a separate tax on businesses; many professional licenses have been tied to lawful presence since 2026; and your verification duty starts with your first employee.

Steps, documents and official links

State filing: the authority is in another city

  • The legal entity is created at the state level and the authority is the business division of the Tennessee Secretary of State. For a reader living here this is a mail or online job, not something you walk in and hand over. Things a reader in another city can finish the same day, you do at a distance; build that into your calendar from the start.
  • We do not publish fee figures. The formation fee, the registration fee for a company formed in another state, and the annual report fee were not read this round. Take the amounts from the authority's own page.
  • We do not write the registered agent, name availability and annual report requirements in definite language, because they could not be confirmed from the authority's own text. Ask before you open the formation form, and ask for the answer in writing.
  • No official answer was found on whether a number is required to form an LLC. That is exactly the question this page's reader has, and we are not filling it with a guess. Ask the authority's business division.
  • We also do not write the city's own business license procedure. The city's domain could not be reached by any route this round, so the license type, its fee and the renewal calendar could not be read. We do not say there is none; ask the city and the county clerk.

In this state the tax falls on the business, not on the wage earner

  • No wage income tax, but there is a business tax. State law provides for a tax on the privilege of engaging in a vocation, occupation or business, and cities may levy it at the rate and in the manner the statute allows. It is a gross receipts tax, calculated on turnover rather than profit. It is not a payroll deduction; it is an item a new founder does not expect in year one.
  • We do not write the rates or the filing calendar, because they were not measured this round, and how this city levies the tax, on which activity and by what procedure, was not measured separately either. Ask an accountant at the formation stage.
  • If you will collect sales tax, do not skip this distinction when you build your price list: the rate differs inside and outside the city limits. You apply the rate for the side your premises falls on; the figures are in the tax section.
  • Five professions also owe an annual state professional tax: 400 dollars, due June 1 each year.

Professional licensing: a direct status door for a founder

This item is easy to miss and expensive to miss. The General Assembly passed a law in 2026 requiring an applicant for many professional licenses, certificates, permits and authorizations to be a U.S. citizen or a qualified alien as federal law defines that term. The law took effect on the day it became law and applies to applications and renewals made after that date.

  • This is not a new direction, it is an existing one hardening. A 2022 law had already moved professional and commercial licenses out of the state's public benefit definition and given them a separate requirement: citizenship, or work authorization confirmed through the federal verification system. The 2026 law extends that chain. So a license is not a public benefit, but it is a status door in its own right.
  • What it means in practice: if you will work in a licensed trade or open a licensed business, the license application is a status door. We do not list which professions are covered, because the list is long and was not measured item by item this round.
  • The right step: talk to an immigration attorney before you apply, and ask the licensing agency in writing which document it requires. This page does not tell you which form to file; it tells you this door is a legal door.

The duty that starts with your first employee

  • The private sector threshold is 35 full time equivalent employees. Below it, an employer is in a choice regime: use the federal system, or take and keep copies of documents. Even a one person business is not exempt from taking and keeping documents.
  • The threshold is not counted per location but on the total under the same employer tax number. A business with two locations can wrongly believe it is under the threshold.
  • People you do not directly employ are also covered: documents must be taken and kept for anyone you pay directly for their labor or services.
  • The public side is broad in this city: the city, the county, the countywide school district and the six municipal school districts in the county are all public employers and have been in the no threshold regime since July 1, 2026. If you are considering public employment or public contracting, read the three sentences on the employee side and the two traps on the document list in the tax and working section.

If you run an association or a foundation: a liability provision from 2025

This item concerns a charitable organization rather than a business, and we write it here because forming associations and foundations is common in Turkish communities. In 2025 the General Assembly provided that a charitable organization that provides housing to a person it knows is not lawfully present in the United States may be held liable for harm caused by a crime that person commits while receiving the service.

  • Liability is not automatic and the text sets its own condition: the organization's conduct in providing housing must amount to negligence, gross negligence, or intentional and reckless conduct.
  • What is excluded is written plainly: the statute's housing definition covers long term shelter and help obtaining or signing a lease; short term overnight shelter, such as that provided by a homeless shelter, is outside its scope. Do not skip that distinction.
  • This is not an item meant to frighten a reader, it is an item for a board member. If you serve on the board of an association or a foundation that provides housing assistance, show this provision to an attorney. It was not written for an individual tenant or landlord; the rental rules and this city's own fair housing ordinance are in the renting section.

18 · Public benefits

Will receiving public benefits in Memphis affect my green card application?

Short answer

It can, and in this city the question has a second layer. On the federal side, the public charge rule that took effect on September 18, 2026 removed the 2022 regulations and gave officers broader discretion; the assessment did not narrow, it widened. On the state side there is a law that took effect on July 1, 2026, and it is the heaviest item on this page: it requires state agencies and also local governmental entities and local health departments to verify the lawful presence of any applicant 18 or older and to report anyone not verified to the state's centralized immigration enforcement division. And in this city the definition opens two doors at once: the statute defines a local governmental entity to include a county and an incorporated city or town, so both the city and the county are covered. We also wrote the law's own exemption list in full below. This is not a decision section; talk to your attorney before applying for any benefit.

Steps, documents and official links

Public charge: what changed on September 18, 2026

  • The rule was published on July 20, 2026 and took effect on September 18, 2026. It applies to admission applications filed on or after that date and to adjustment applications postmarked or electronically filed on or after that date. You can read the text in the Federal Register record.
  • It is not retroactive: means tested benefits received before September 18, 2026 are weighed under the 2022 rule.
  • Direction: the rule does not list which benefits count; it removes the old list and returns to a totality of the circumstances assessment. That is why a clean these benefits count list can no longer be published. We explained the detail in our public charge article.
  • Exemptions created by statute remain: refugees and asylees adjusting status, the special immigrant juvenile category, applicants for or re-registrants of temporary protected status, and the special statutes for Cuban and Haitian nationals.

The state side: two separate governments are covered in this city

We wrote all of the law's provisions, the reporting duty, the penalty provided for an officer and the sanction on a local government item by item in our Tennessee guide. Here we keep only the three lines that touch this city.

  1. The definition covers two governments at once. The statute defines a local governmental entity to mean a county and an incorporated city or town. In this city the municipality and the county are two separate legal persons, so both are covered separately. Which service you receive from which one makes no difference under this law; both sit under the same duty.
  2. Local health departments are covered too. This county's health department is one of the ninety five across the state and is under the same regime. The health side detail is in the health section.
  3. The duty does not begin everywhere at the same moment. Under the law's transition provision, for local governmental entities the duty begins not on July 1, 2026 but when that entity first reprints the relevant forms or first updates its electronic or automated telephone systems after that date. What that means for you in one sentence: a clause that is not on a form today may be there tomorrow, and the absence of a declaration clause on a form you see is not an exemption, it is a timing.

And we have to be honest: neither the city's nor the county's own domain could be reached by any route this round, so we could not measure whether this declaration clause has appeared on service forms. We do not say there is none, we say we could not read it. When you apply for a local service, read the form in front of you end to end and ask before you sign a declaration you do not understand.

The part that favors the reader: the law's own exemption list

The law defines what falls outside public benefit by reference to federal law. The scope of that reference is:

Services outside the verification regime
Health care items necessary for treatment of an emergency medical condition (other than those related to an organ transplant)
Immunizations, and testing and treatment for symptoms of communicable disease
Short term, non cash, in kind disaster relief
Programs delivering in kind services at the community level, such as soup kitchens, crisis counseling and intervention, and short term shelter, that are not conditioned on income or resources and are necessary to protect life or safety
  • That emergency medical care sits on this list matters especially here, because the state did not expand Medicaid and the coverage gap is real. We wrote who falls into it in the health section.
  • That short term shelter sits on the list is not abstract: research found no published list of public storm shelters with addresses for this settlement, yet the severe weather regime is real. The agency and the plan are in the severe weather section.
  • The list says verification is not required; it does not say free, and it does not say everyone qualifies. Each program's own eligibility rules still apply. Do not confuse this with the sliding fee clinics section: there the message runs the other way, and none of those centers is free.
  • The reporting provision carries one more exception: cases where a federal nutrition regulation already creates a reporting duty are outside the law's reporting requirement.
  • And the law's single institutional exemption: the state's children's services department is not required to furnish information under this part.

Two local items to look at in this city

  • The city's own reduced garbage rate carries an income condition. We wrote the fee and the four conditions in the water and trash section. We could not measure how that program is classified under the law above and we write no conclusion; read the form before you apply and show it to your attorney if needed.
  • The city's own fair housing ordinance is one of the rare items on this page that runs the other way: its list of protected classes includes national origin, age and source of income, and is broader than the state list. We wrote what that means for a tenant using rental assistance in the renting section. It does not mean you should take assistance; it tells you what a landlord in this city cannot do if you do.

There is a court order, but it is narrow, temporary and not on the merits

  • The case caption: Snader v. Tennessee Dept. of Health, No. 26-0825-I, Davidson County Chancery Court, Chancellor Patricia Head Moskal. The temporary restraining order is dated June 24, 2026, the agreed temporary injunction July 14, 2026.
  • The scope is narrow: the order restrains the health department from reporting the identifying information of patients receiving services from a single children's health program. The provision as a whole is not stayed; for other state agencies, all local governmental entities and local health departments the verification and reporting regime is running.
  • Temporary, and not on the merits. By its own words it runs until further orders of the court, and there is no hearing date on the merits. The parties agreed, and the defendants admitted no liability or fault. That is why this page does not say stopped: the correct sentence is that, as of October 12, 2026, it is temporarily halted only as to one children's health program and no decision has been made on the merits.
  • One clause of the order touches readers directly: the agency must notify patients and providers of the order's existence in the patient's recorded primary language. If you are in that program, read the notice that reaches you.

The October 1, 2026 federal narrowing, and a source warning

  • Federal law now makes full Medicaid and children's health program payments to a state for only four groups: U.S. citizens and nationals, green card holders, Cuban and Haitian entrants, and people living here under a compact of free association. Refugees, asylees, holders of temporary protected status, parolees and visa holders are not on the list.
  • The state published the document implementing this: the health coverage program's manual policy states that refugees and asylees fall outside coverage as of October 1, 2026; the document is dated September 10, 2026. The agency director's own figure is about 8,500 people.
  • And a source warning, because this item circulates wrongly online: an older document dated 2014 still sits on the same server without any warning and still shows refugees as eligible. This page does not cite that document and neither should you. The first thing to do when reading a text in this area is obvious: look at the date of the source. Confirm the agency's current policy by phone and ask for the answer in writing.
  • On pregnancy the agency's own sentence today is still this: if you are pregnant, no immigration documents are required. But the same does not hold on the child's side; the child must be a citizen or an eligible immigrant. So in one household the mother may be covered while the child is not. Details in the health section.

School enrollment and a school scholarship are different things

  • On the enrollment side the state imposes no status requirement. Every statute in the state was scanned this round and no law was enacted denying school enrollment on the basis of immigration status; the education agency's written answer runs the same way and names Plyler v. Doe, 457 U.S. 202 (1982).
  • On the scholarship side the requirement is explicitly in the statute. The 2025 education scholarship act says the application of a student who cannot establish lawful presence shall be denied, and it treats the scholarship as a public benefit. So the verification and reporting regime above applies to the scholarship application as well, and the court order above does not cover that program.
  • So enrollment is open, the scholarship is not. Any text that merges the two into one sentence is wrong. We wrote the enrollment side, and the question of which district you land in in this city, in the school enrollment section.

19 · Address change

I moved to Memphis. Do I have to report my address?

Short answer

As a general rule most non U.S. citizens, green card holders included, must report a new address within 10 days of moving. That is a statutory duty, not an administrative preference. The easiest route is the address change screen in your online account; the paper AR-11 is free as well. If you have a case in immigration court you also notify the court within 5 days on Form EOIR-33, and that sentence carries different weight here: the state's only immigration court is in this city. Locally, this city has a trap of its own and it runs backward: a home whose mailing address says Memphis may have been taken out of the city limits. Moving house on the same street can change that answer, and the answer touches money in four places.

Steps, documents and official links
  1. Log into your online account and open the address change screen. Online reporting satisfies the legal duty, and you do not also have to mail a paper AR-11.
  2. Enter the receipt number of every pending application. Filing an AR-11 does not by itself change the address on a pending case.
  3. Tell the post office separately. A postal change of address does not update the agency's record, and the post office does not forward these letters.
  4. If you have a court case, file Form EOIR-33/IC within 5 days. The court address changes only through that form.
  5. If you have a regular check-in requirement, also report your address through the agency's own portal.

Holders of A and G visas and visitors admitted under the visa waiver program are outside this reporting duty.

Four local consequences of moving in this city

What triggers the duty is the move itself, not crossing a boundary; changing houses on the same block is still a move. But there is a boundary question here too, and it runs opposite to what people expect. In other cities a reader asks whether a home was annexed into the city. Here the city's own boundary data lists deannexation ordinances: a home whose mailing address says Memphis may have been taken out of the city limits. We explained how to run the lookup in the local government section, and the answer decides four things at once.

What can change when you moveWhere we wrote it
Your property tax rate. Inside the city the county rate and the city rate stack; in the unincorporated county only the county rate appliesProperty tax section
Who collects your garbage and what you pay. Inside the city collection belongs to the city's own division and carries a monthly feeWater and trash section
Your school district. Alongside the countywide district there are six municipal districts that began enrolling students in 2014, and the address decides which one you land inSchool enrollment section
The tax you pay at the grocery store. Inside the city the food rate is 6.75 percent, in the unincorporated county 6.25 percentTax section

If you are moving out of the county the list grows: the price of a library card, whether the city's residency card still applies, and the county's own vehicle fee. We wrote the first two in the free and family section and the registration procedure in the vehicle registration section. And one more item depends on the county: whether the sheriff has an agreement with federal immigration authorities. We wrote what that means and what it does not mean item by item in the state law section below; do not make a moving decision based on that list.

Add this as well: someone moving here gives their address to several state and local agencies in the first week, from the utility counter to school enrollment. None of that is an AR-11. Giving an address to a state or local agency does not satisfy the federal duty.

One more thing changed in 2026: take into account the federal rule that took effect on June 29, 2026 and restates alien registration and what counts as evidence of registration. You can read the text in the Federal Register record. Check that the document you carry still counts as evidence of registration.

20 · Immigration agency

Where is the immigration agency's office in Memphis, and where do I go for biometrics?

Short answer

We deliberately publish no address in this section, and the reason is a rule: in this guide series no street address is published for any immigration agency, immigration enforcement division, customs agency or Social Security Administration office. This round the reason is also concrete: the customs agency's site would not open even with a full browser header set, so no first hand verification was possible. The only correct sentence is this: the address you go to is the one printed on your appointment notice. What you do need to know is the office types: a field office conducts interviews, an application support center takes fingerprints and photographs, and they are not the same place. The court is none of these, and in this city the court does exist; we wrote it in the next section.

Steps, documents and official links
  • Two offices, two jobs: green card and citizenship interviews happen at field offices, while fingerprint and photograph appointments happen at application support centers. Confusing them costs you an appointment day.
  • No walk-ins. Field offices do not take visitors without an appointment; appointments are arranged through the Contact Center. Take office information from the agency's own office locator and follow your case on the case status page.
  • Search by ZIP code. In this city that advice has a concrete reason: the mailing address and the government an address legally belongs to can diverge. We explained it in the local government section, and the same rule applies in the passport section.
  • You do not choose your biometrics location: which center you attend is printed on the I-797C notice. To reschedule, request it through your online account or the Contact Center. What to bring is in our biometrics appointment article.
  • What the center does not do: application support centers do not give information about your case. Ask case questions to the Contact Center, not the center.
  • Appointments are free: the Contact Center is 1-800-375-5283. Intermediary sites that charge for an appointment are a scam.
  • Asylum interviews: we could not verify this round that a separate asylum office exists in this state. Form I-589 is not handed in at an asylum office; the office list is on the agency's own page.
  • Processing times: on the processing times page, select the form, the category and the office holding your case.
  • Immigration enforcement and the customs agency: confirm check-in locations and offices through the agency's own office page; to look for a person in custody there is the agency's search page. We could not verify how these agencies are organized in this state from a first hand source, and we do not write a field office name.

Do not confuse three agencies, and in this state the distinction reaches a fourth

The immigration agency and the enforcement agency are part of the homeland security department, while immigration courts belong to a separate agency under the justice department. Readers constantly mix these three up; the agency does not answer what you asked the court, and the court does not answer what you asked the agency. In this city the distinction has a practical edge: the courthouse is here, but going to the courthouse is not an immigration agency errand.

There is a fourth body and it is not federal: a centralized immigration enforcement division created in 2025 inside the state's own safety department. It is not a branch of the federal agencies; it is a state unit that coordinates state and local cooperation with federal authorities, and it has its own page. It appears in a reader's life in three places: in a public benefit application, in contact with the county jail and law enforcement, and through grants distributed to local law enforcement. What it does, what it does not do, and where this county stands on the list that body publishes, are in the state law section below. Read that section before you file anything, because the most easily misread item on this page is there.

And one verified detail about that body: its reporting form is closed to the public and, in its own page's words, not available for public download; only authorized agencies may request access. So it is a form that agencies complete, not one that residents complete. We write this because the opposite reading circulates online.

21 · Court

Is there an immigration court in Memphis, and how do I check my case?

Short answer

This round the answer is clear: yes, and it is the only immigration court in the state. On the federal agency's own operational status list the court shows as open, and its address is Brinkley Plaza, 80 Monroe Avenue, Suite 501, Memphis, TN 38103. The same list shows one court for Tennessee in its state count; no other city in the state has an immigration court. That has two faces and we write both. If you live here, a hearing is a trip across town rather than a journey. If you are coming from elsewhere in the state, plan travel, lodging and time off from the start, and ask your attorney about a remote hearing early. We publish no distance or drive time figure, because none was measured from a source this round.

Steps, documents and official links

Where the court is, and two more things the list says

  • The Memphis Immigration Court shows as open on the federal agency's own list: Brinkley Plaza, 80 Monroe Avenue, Suite 501, Memphis, TN 38103. We publish this because it is a court address; in this guide we do not publish administrative agency addresses, but we do publish court addresses.
  • The same court also has a hearing location outside the state, listed as a separate line on the federal list. So the court does not serve this state alone. Look at which line your notice points to, because the same court has two hearing locations.
  • Internet based hearing links are published on the agency's own page, and under the Tennessee heading there are two separate blocks. But remote appearance is a possibility and the judge decides it; this page does not promise it. Make the request through your attorney and make it early. For a reader at the other end of the state this is the first question worth asking, and asking a few weeks before the hearing is usually too late.

The advantage for a reader who lives here, and one practical note

  • If you are inside the city, a hearing day is not a journey. That is a real difference from the rest of the state: for a reader in another settlement in this same state, a hearing is not a one day errand.
  • If you travel by transit: the city's transit authority is currently running a pilot program that makes rides free, but it is not permanent and its end date is open. When you plan a hearing day, check the fare and the route in the transit section; free today does not mean free tomorrow.
  • If you are coming from out of state or from the other end of this state: this city is the only settlement in this guide with intercity passenger rail, one departure a day. Details again in the transit section.
  • Factor in the weather. Winter is real in this state: the transportation agency's January 2026 statement described icing as statewide and asked drivers to stay off the roads. If your hearing day falls in winter, consider traveling a day early; details in the severe weather section.

The same-name scan was run and came back clean this round

Earlier in this series, a state's city names turned up on the federal list attached to facilities that were all in a different state, and we wrote a warning into those guides. The same scan was run line by line this round and no such trap was found: the only Memphis entry on the federal list is the one in this state, and no immigration court in another state carries one of this state's other major city names. So we are not carrying that warning onto this page. As a general habit, though, write the state code next to any federal facility name you note down.

The 100 mile border zone: no part of this state is inside it

In states with a land border or a coast, this series explained the reasonable distance rule created by a federal regulation. This round the regulation's full text was read and the answer came back clear.

  • The regulation's test is geographic: the external boundary means the land boundaries and the territorial sea of the United States, and reasonable distance is defined as 100 air miles from that external boundary.
  • This state has neither an international land border nor a coast. So no part of it is inside that zone, including this city. Bordering another state is not what this rule is about; the regulation speaks of the country's external boundary, not a state line. Do not confuse the two.
  • But we write two warnings in the same breath, and both come from the regulation itself. First, a subsection of the same provision says that in unusual circumstances a distance greater than 100 miles may also be held reasonable, so the figure is not an absolute ceiling. Second and more important: that zone concerns only one particular search and stop authority. Other immigration enforcement powers apply nationwide. So do not conclude from being outside the zone that there is no immigration enforcement here; indeed a federal case filed in this state concerns traffic stops inside the state, and we wrote it in the state law section.

If you are going to court: the agency's own rules

  • Faxes and unauthorized electronic submissions are not accepted. Unless staff or the judge specifically asked for it, what you send is not entered into the record and, in the agency's own words, is discarded without review and without notice to the sender.
  • Security screening at every visit: metal detector and bag search; you may be asked to remove your shoes; food and drink are not allowed without the judge's permission; cameras and recording devices are prohibited.
  • Hearings are open to the public and, in the agency's own words, no advance notice is required for your visit.
  • Anyone who represents you must be registered in the agency's registry system. Check this when you retain an attorney or accredited representative.
  • Language: no Turkish material was found at any institution in this city this round, and we could not measure the state's court interpreter program either, because the state judiciary's site sat behind a validation wall. We do not say there is none, we say we could not read it. Raise any interpreter need through your attorney and well before the hearing.

Case status and closures

  • Online lookup: your A number is enough for the case information system, and the phone line is 1-800-898-7180. The official information is still the hearing notice; the system can be slow to show new dates.
  • Check closures on the morning of your hearing: the agency's operational status page. The same page gives the number of courts in the state.
  • Report an address change to the court separately, within 5 days, on Form EOIR-33. We wrote the local consequences of moving in this city in the section above.

Where do I find my I-94, and what if it is wrong?

You can download the I-94 for your most recent entry from the customs agency's site. Errors made at entry, meaning the wrong visa class, the wrong name or the wrong period of stay, are corrected by offices called deferred inspection sites. We could not verify the location or hours of that office in this city this round, so we write no address and no day; read the list on the agency's own page.

  • Write first, travel second. Some of these offices are open only a few hours a week.
  • These offices correct only errors made at the moment of entry. They are not a general I-94 help desk.
  • Why it matters: the length of your work authorization and some filing eligibilities depend on what the I-94 says. In this state the driver license regime attaches to it directly: the length of your lawful stay determines how long your card is valid. Details in the driver license section, and that section should be read before this one.

22 · State law

What do state laws say about federal immigration enforcement, and what is the position in Shelby?

Short answer

The job of this section is not to produce fear or a promise, but to separate the text sitting in the books from the rule actually in force today. The statewide picture is written in four layers in our Tennessee guide, and the summary is this: almost all of the immigration related laws passed in 2025 and 2026 are in force today. Here we write the item that touches this county precisely: Shelby County appears on the participating county list published by the state's own immigration enforcement division. That is accurate. But it cannot be written without saying three things in the same breath: being on or off that list is not a protection, every sheriff faces a January 1, 2027 deadline so the position of the two counties not currently listed is not permanent either, and the body that decides is the sheriff, not the city council. Read it as neither promise nor threat, and note that this page attaches no label to this city in either direction.

Steps, documents and official links

The local cooperation list: Shelby is on it, and here is what that does not mean

The state's own immigration enforcement division names, one by one, the counties participating in the federal cooperation program. As read on October 12, 2026, the list holds 93 of the state's 95 counties. For the counties of this guide's five settlements the result is:

CountyOn the list
Shelby (this city)Yes
SumnerYes
WilliamsonYes
RutherfordYes
DavidsonNo

Reading that line on its own will mislead you. There are three conclusions you cannot draw from it, and we write all three.

  1. This is not a question of protection, it is a question of delegated authority. These programs concern a local sheriff being vested with federal authority; federal immigration enforcement applies everywhere in the state, in listed counties and unlisted ones alike. Indeed one of the federal cases filed in this state concerns traffic stops carried out by the state highway patrol. Just as a county's absence from the list does not mean there is no enforcement there, its presence does not create a separate legal regime; federal law is the same in both.
  2. Today's picture is not permanent and the statute has its own calendar. A 2026 law requires every county sheriff to enter a cooperation program by January 1, 2027 and allows state funding to be withheld from one who does not. So the gaps on this list have a limited life under the statute's own calendar. Put that date on your calendar.
  3. The body that decides is not the city council. The statute says plainly that the agreement is not subject to approval by the local government the sheriff serves. So the decision belongs to the county sheriff, not the city council. A municipal resolution or a council vote does not change this picture; we write it because readers frequently knock on the wrong door.

The list is also undated. The lines above are as read on October 12, 2026 and should not be quoted without that date. Which model of agreement each county holds, and this county sheriff's current practice, were not verified this round; we do not say there is none and we do not say it is one way or the other.

And the same boundary shows up once more elsewhere in the law. The statute creating the verification and reporting regime for public benefits defines a local governmental entity to include a county and an incorporated city, so in this city both the municipality and the county are covered. We wrote that whole regime in the public benefits section, and that is what to read before applying for any benefit.

The statewide picture: a short summary and where to look

We wrote these four layers at length in the state guide; here we give only the headings so you know where to look from this page. We write no code section numbers and refer to provisions by agency and date.

LayerWhere it stands today
The package in forceThe centralized immigration enforcement division and its grant program, the driver license and identification regime, verification and reporting in public benefits, work authorization verification for public employers, closing enforcement information to public inspection, court cooperation, a lawful presence requirement for professional licenses, documents at vehicle registration. All of it is running; the calendar and the detail are in the state guide
The benefits regime and the single injunctionSnader v. Tennessee Dept. of Health, No. 26-0825-I, Davidson County Chancery Court, Chancellor Patricia Head Moskal; temporary restraining order June 24, 2026, agreed temporary injunction July 14, 2026. Narrow scope, temporary order, and no ruling on the merits. Details in the public benefits section
An offense in the books but not in forceOne section of a 2026 law makes re-entering the state after removal an offense, but that section is conditional and is not in force today. Do not panic if you find the text online; but do not assume it will never take effect either. The trigger is in the state guide
Automatic sunsetThe effective date provision of the law passed in the 2025 extraordinary session provides that four provisions, including the centralized immigration enforcement division, expire on January 20, 2029; the court cooperation provision carries the date February 1, 2029. Do not read this as relief: the General Assembly can renew, and most of the other laws are outside that provision

The provision about local council members, and a contradiction we print

The law passed in the 2025 extraordinary session provided a felony and removal from office for members of a local legislative body who vote for a policy limiting federal immigration enforcement. Seven members of a local council in another city in this state sued the district attorney general and the state attorney general over those provisions on June 24, 2025; the case is Capp v. Funk, Davidson County Chancery Court. The ground was freedom of speech.

  • The outcome: in February 2026 it was reported that an agreed order issued between the state and the plaintiffs, that the state abandoned the defense of those provisions, and that neither the attorney general nor the district attorney general will bring proceedings against any local official under them. So the text sits in the books but those provisions are not being applied.
  • We print a contradiction and take no side: some news sources frame the outcome as held unconstitutional, while the plaintiffs' own page calls it a settlement. The two framings are not the same thing and we do not pick between them. The docket number and the text of the order could not be found this round, because the relevant court's records system could not be reached by any route. We do not say there is none, we say we could not verify it.
  • And do not widen the scope. The complaint covered only two provisions concerning local government officials; parallel provisions of the same law concerning state officials were not its subject, and whether the settlement reaches them is unknown. A broad sentence such as the felony was struck down would be wrong.
  • This provision is not the reader's provision anyway. It concerns members of a local legislative body; it says nothing about your case. We write it here because online this order circulates as though the whole law was repealed.

And one door, written as an attorney warning rather than a procedure tip

What the provisions in this section have in common is this: several everyday errands are now status doors. Vehicle registration, driver license renewal, a professional license application, a public benefit application, a school scholarship application, and being hired in the public sector.

  • This page does not tell you which form to file. It tells you these doors are legal doors.
  • If there is any uncertainty about your status, talk to an immigration attorney before you approach one of these doors, and do not act on a guess about what will happen at the counter.
  • If you are detained, ask to speak with an attorney before discussing your status, and if you are a Turkish citizen, ask that the consulate be notified.

23 · Voting and jury duty

I am not a citizen. Can I register to vote in Memphis, and what if I get a jury summons?

Short answer

Voter registration and voting belong to U.S. citizens only, green card holders included. Registering or voting without being a citizen can carry heavy consequences for your immigration case and is also a crime. Two things are added in this state: the temporary driver license and identification issued since January 1, 2026 is not accepted as valid identification for rights and benefits reserved to citizens, voting included; and a 2026 law gives the portal used by the state election coordinator access to a federal eligibility verification data source. On jury duty we have to be honest: we could not verify this round which public records this state builds its jury master list from, and we make no claim.

Steps, documents and official links

Voter registration: the rule is clear

  • The requirement is citizenship. A green card holder, a person with work authorization, a student or a pending asylum applicant cannot register.
  • The immigration consequence is heavy. Registering or voting without being a citizen is a direct problem in front of the officer assessing eligibility and good moral character; the policy manual treats this in a separate chapter.
  • The face of your card says something about this. A document issued to a person whose lawful presence is authorized by federal authorities for a defined period is temporary, and the statute says plainly that it may not be accepted as valid identification for rights and benefits reserved to U.S. citizens, including voting. We described the card type and how it looks in the driver license section.
  • Read the box on the form. If a driver license, identification card or public service application contains a voter registration section, signing that section counts in most states as a sworn declaration that you are a citizen. We could not verify from an official source this round how a driver license application ties into voter registration in this state; read every section of the form placed in front of you at the counter, do not sign a section you do not understand, and do not answer yes to a citizenship question if you are not a citizen.
  • In this state that warning carries extra weight: a law that took effect in 2026 requires agencies to put a citizenship or lawful presence declaration signed under penalty of perjury on public benefit application forms. So the declaration form in front of you is not always a voter form; read which one you are signing. Details in the public benefits section.
  • One statutory change for the record: a 2026 law allows the state election coordinator's portal to access a federal eligibility verification system. Research did not measure how that works in an individual case and we write no conclusion; we only record that the statute creates the access.
  • Do not fill in voter registration forms handed to you by volunteers door to door or at events. Do not fill them in even if a campaign worker says it will not be a problem.

Jury summons: what we know and what we do not

  • We are saying what we do not know: we could not verify which public records this state builds its jury master list from. In some states the driver license pool feeds the jury list and a lawfully present foreign national can receive a summons; whether that is so here we do not know and we make no claim.
  • What to do if a summons arrives: do not ignore it and do not throw it away. Call the jury office of the court named at the top of the letter as soon as you can, or respond online per the instructions in the letter, and state that you do not meet the jury requirements. Use the number on your letter, not a general number.
  • We write one distinction separately in this city: a jury summons is a state or federal court matter and has nothing to do with the immigration court. Because this city holds an immigration court, readers confuse the two easily; look at the court name at the top of the letter. An immigration court does not send jury summonses.
  • A summons is not a mistake: lists are built from public records, and your name landing on a list does not mean anything has been started against you. It is not something to panic about; it is also not something to leave unanswered.
  • We did not read this state's statutory text on jury qualifications this round, so we write neither that you are qualified nor that you are not. Ask the court and ask for the answer in writing.

And keep one thing separate: the subjects in this section and the sheriff's agreement status with federal immigration authorities are not the same topic. We wrote the second one, and where this county sits on the state list, in the state law section; when deciding about voter registration or a jury summons, look here, not there.

If you have just become a citizen: you can now register. Confirm the registration requirements and routes on the state election agency's own page and take the current form from there.

24 · New citizens

I became a citizen. How do I get a U.S. passport in Memphis?

Short answer

A first U.S. passport is obtained in person on Form DS-11: you take the original of your citizenship document to an acceptance facility. The acceptance facilities in this city were not counted this round, so this page gives no count, no name and no address. The two most useful things this section can give you are these: search by ZIP code rather than by city name, and take the hours from the institution itself rather than from the federal data file. And the first rule is especially concrete in this city: a home whose mailing address says Memphis may have been taken out of the city limits, so the place name on the envelope and the government you legally belong to can diverge.

Steps, documents and official links

Search by ZIP code, not by city name

This is the most useful instruction in the section, which is why it comes first. Do not type a city name into the federal acceptance facility locator; type your ZIP code. The reasons were measured:

  • In this city the postal name and the legal position can diverge. The city's own boundary data lists deannexation ordinances; a home whose mailing address says Memphis may sit outside the city limits. We explained the lookup in the local government section.
  • The county holds seven separate municipalities, and the place name on your envelope may be one of them. Someone searching by city name can miss a facility that is actually close by.
  • Postal name and physical location can diverge too. In this series one acceptance facility sat inside a city yet was listed in the federal file under another city's postal name.
  • A ZIP code removes all three of these errors.

An acceptance facility and an agency are two different things

This is the distinction readers mix up most. An acceptance facility can be a post office, a county clerk's office, a library or a university counter, and it takes and forwards routine or expedited applications. A passport agency is for urgent travel, runs by appointment, and is an entirely separate network. We could not verify the nearest passport agency to this state this round, and we write no agency name, city or distance; take the current list and the appointment rules from the federal agency's own site.

Take the hours and the payment rule from the institution

  • The federal file gives hours as a code and can understate an institution's own rule. In the examples measured in this series the institution's own page was more detailed and more restrictive than the file: some facilities run certain days by appointment only, and some require a separate appointment for every applicant.
  • The payment trap costs real money. One county counter read in this series stated that the federal passport fee cannot be paid by debit or credit card and only by check or money order, while it accepted other forms for its own execution fee. So you make two separate payments at the same counter and the two may not accept the same payment method. Ask before you go.
  • We do not write fee figures here, because both the federal fee and the local execution fee change.
  • Language: no Turkish material was found at any institution in this city this round; the institutional second language is Spanish without exception, and the library's card form is even printed in two languages. We do not say there is none, we say research did not find it, and we wrote the detail in the language access part.

Going to the appointment

  • The first passport is applied for in person. Form DS-11 is completed but not signed; you sign it in front of the official. You take the original of the citizenship document and hand it over during the process; it comes back with the passport.
  • Identification and a photocopy: the original and a photocopy of your photo identification are required. Some acceptance facilities provide photos, copying and mailing on site; ask in advance whether the one you are going to does.
  • For a child's application, both parents must attend or you must bring the consent document the agency requires. We wrote where to get the child's birth certificate in the vital records section; in this state a birth certificate can be obtained from any of the 95 county health departments.
  • If you will travel to Türkiye, settle in advance whether your U.S. citizenship is recorded with the Turkish civil registry and which passport you will use to enter; the process runs through the consulate, and in this state the consulate is in another state.

25 · Things to do

What is there to see in Memphis, and what does admission cost?

Short answer

In this city the gate to an outings budget is not a discount, it is residency. For a newly arrived family that is both good news and bad. The good part: the city issues residents a free residency card, and that card opens community centers, aquatics centers, the zoo on Tuesdays, and can also be activated as a library card. The bad part: some of the other residency based free items ask at the door for a state issued photo identification, which means if you do not yet have a state driver license or identification card, you cannot pass through those gates. There is also a date for your calendar: the city's large art museum has closed, and the institution replacing it opens downtown on December 6, 2026. All the prices below were read from the institutions' own pages on October 12, 2026.

Steps, documents and official links

The calendar first: the large art museum is closed, the new one opens December 6, 2026

We put this first, because it is where the guides circulating online are flatly wrong today. The institution's own visit page says the museum is closed and tells visitors to come to the new institution beginning December 6. The new institution says this on its own page:

  • Opening date December 6, 2026, address 55 S. Front Street, Memphis, TN 38103.
  • In the institution's own words, admission is free for all Shelby County residents. So this is a gate tied to residency rather than status, and once it opens it will be the most valuable item on this page for a family living here.
  • But two things we do not write, and we say why. First, the institution's page does not say what document proves residency at the door, so we do not know whether a state identification will be asked for. Second, it does not say what people living outside Shelby County will pay. Ask the institution before it opens.
  • And one thing we deliberately leave out: the closed institution's old ticket prices still sit on the same page as the closure notice. Those prices belong to a closed institution and are not written on this page. If you see those numbers somewhere, do not read them as today's position.

Indoor places open today: prices and gates

InstitutionAdmissionWhat to watch for
A civil rights museumAdult $25; 65 and over $23; college student $23; ages 5 to 17 $22Free for state residents on Mondays from 15.00 until closing, but a state issued identification is required at the door; the scope is one adult and up to five children. The free period does not apply to groups and does not apply on the five official days the institution lists. The page has no fee category for under 5 and we do not invent one
The zooFree admission for state residents on Tuesdays, year round, from 09.00 until the gates closeThere are three separate gates and all three belong on the page: a valid state photo identification for ages 17 and over; an advance online reservation, with up to six tickets per reservation and a weekly allocation, tickets opening each Wednesday at 09.00 for the following Tuesday; and $10 parking per vehicle. Everyone aged 2 and over needs a ticket; whoever brings children aged 16 and under must be over 18. Not valid for school or other group entry
A children's museumGeneral admission $20 (ages 1 to 100); carousel $5; splash area $7; a summer combination ticket $27Under 1 is free (general admission, carousel and splash area). Parking is $6 for non members. The page does not mention a reduced admission program or a free day, so at this institution a discount is something research did not find

The large outdoor park: open, but the fee question has no answer on the page

  • The city's large park and the greenline attached to it are open, in the institution's own words, from sunrise to sunset, 365 days a year.
  • The operator type is the one item that sets this city apart among the five settlements: the park is run not by a city or county department but by a nonprofit organization, and the institution writes that on its own page. So for a problem or a question your counterpart is not the city.
  • The main item for a family with children is a discovery playground; the climbing boulders are open from 09.00 to sunset, and the institution requires shoes, allowing neither bare feet nor flip flops.
  • We do not write an admission or parking fee, and the reason is a measurement: not a single sentence about an admission or parking fee was found on the institution's own pages. Third party travel lists say free, but because the institution does not say it, neither do we. The absence of a price is not proof that something is free; ask before you go.
  • And we print a contradiction without taking a side: two different addresses for the visitor center circulate on the institution's own site, one on the directions page and one in the footer. Call the institution before you enter an address into your navigation.

State parks: no admission fee, and the agency says so itself

  • The frequently asked questions page of the agency that runs the parks says in its own words that no access fee is charged for any state park, and adds that donations are accepted instead of access fees. There is no per vehicle or per person distinction, because there is no access fee at all; walking in is free too.
  • The parks are open to the public seven days a week, 365 days a year; park offices, museums and visitor centers may close two days a week. In the agency's own words all state parks are open through the winter.
  • A framing difference and a contradiction inside the agency's own page: the same page says in one item that there is no access fee while mentioning day use fees in another. We take no side. The correct framing for a reader is this: there is no charge to enter a park, but some facilities and activities inside a park may charge. Which facility charges what varies park by park and no single list was found.
  • There is another contradiction on discounts: the agency's frequently asked questions page describes the senior discount as tied to state residency, while the discounts page writes only an age requirement for seniors and asks nothing about residency. Both pages are on the same agency's site; we take no side. The agency also does not write which document it accepts as proof of state residency, and that could not be verified.
  • None of these discounts is tied to income or to an assistance program; they cover lodging, camping, golf and dining. Because admission is already free, there is no admission discount to speak of.

The city's residency card: the most functional card in this round

The city issues residents a free residency card, and research found no equivalent in the other four settlements of this guide. In the library's own words, the card gives city residents access to all programs and special events at the city's community centers and senior centers, to aquatics centers, and to free zoo admission on Tuesdays; and the same page says you can activate it and use it as your library card.

ItemFrom the institution's own page
FeeThe card is free. A replacement card is $10
What is requiredOne identification document and two current proofs of residency. If the identification also shows the address, it can count as one of the two residency documents
Accepted proofs of residencyA lease, tax documents, a bank statement, a utility bill, school records, a state vehicle registration or title, a resident card, a pay stub carrying the address
Document date ruleDocuments that renew monthly must be dated within six months of the application; those that renew annually within one calendar year
Identification tiersOne primary document, or two secondary, or three tertiary, or one secondary with two tertiary. A U.S. passport is primary; a U.S. passport that expired less than a year before the application is secondary
For people without an addressFor people experiencing homelessness, survivors of domestic violence and human trafficking, or people receiving services from a care organization, copies may be accepted together with a letter written by that organization

And on identification we build the sentence carefully, because this is exactly this page's reader's question. The program's document guide lists a foreign passport and a photo consular identification card, but which tier those documents fall into did not come out clearly from the document's text. So we do not write that a foreign passport is accepted: we write that it appears on the list, and we tell you to ask the agency which tier it sits in. We built the same hedge in the local government section; the two sections say the same thing.

  • The agency says plainly that the card is not an identification document: it does not replace a driver license or any state or federal identification. So this card does not satisfy the gates above that ask for a state identification.
  • The program's name appears in two forms and that was recorded as a contradiction: the library's page and the city's page give the same program two different names. Try both when you search.
  • We do not write the distribution points. The location information available this round comes from documents dated 2024 and 2025 and the current position could not be verified. Ask the library or the city where to pick the card up.

Language: the institutional second language is Spanish, no Turkish was found

  • No Turkish material was found at any institution read this round. The institutional second language is Spanish without exception, and in this city that support is more concrete than elsewhere: the library has a real Spanish page, not a machine translation, listing card registration, branches, Spanish books, English learning programs and an immigration heading. The card application form is printed in two languages as well.
  • One door stays uncertain and we write that too: the library offers cardholders an online language learning service, and in the institution's own words it covers more than one hundred languages. Whether Turkish is among them is not stated on the page and could not be verified. If you are interested, ask the library.
  • State sites carry a translation menu and the agency's own sentence says it is a machine translation service. That is not the agency's own Turkish text, and this page does not present it as Turkish material being available.
  • Research also did not find a disclaimer. Elsewhere in this series a park agency published an accuracy warning about its own machine translation; no such warning was found here, meaning the translation is offered without a caveat beside it. We do not say there is none, we say it was not found. What follows in practice: do not read anything important in machine translation, use the institution's language assistance door or call.
  • There is a right you can ask for and the door is known: the state health coverage program commits in its own multilingual notice to free translation and interpretation services without naming a language, and gives a telephone number. Turkish is not among the languages that notice lists, but the commitment does not limit the language. Details in the health section.

What we did not write in this section, and why

  • We write no fees for the city's own parks, community center memberships or children's programs. The city's own domain could not be reached by any route this round. We do not say there is none, we say we could not read it; the residency card above opens some of these doors, but ask the institution which program is free.
  • The closed museum's old prices and the new museum's pricing structure. The first belongs to a closed institution, the second has not been published yet.
  • No distance or drive time, because none came from a source this round.
  • No place of worship by name, and no association or cultural center whose 2026 activity could not be confirmed from its own site.

26 · Free and family-friendly

What is free to do in Memphis, and where can I take the kids?

Short answer

Free has three separate gates in this city, and a fourth gate that works elsewhere in this guide was not found here. The first gate asks for nothing: state parks charge no admission fee. The second gate asks for residency, and this city's most functional items sit there: the city's residency card and the library card. The third gate also asks for residency, but it asks for one more thing, and for a newly arrived family that is the real obstacle: a valid state photo identification. The gate that was not found is this: none of the institutions measured in this city mentions a museum discount tied to an assistance card on its pages. We write that as research did not find it, not as there is none.

Steps, documents and official links

First gate: the items that ask for nothing

  • State parks. There is no admission fee and the agency says so in its own words; open seven days, open through winter, and no document is asked for at the gate. Walking in is free too, so not having registered your car yet is not an obstacle.
  • The city's large park is open from sunrise to sunset, 365 days a year, and has a discovery playground for families with children. But we do not write free for admission or parking: the institution's own pages say nothing on the subject. We wrote the detail and an address contradiction in the section above.
  • An age threshold table, because it changes from institution to institution: at a children's museum under 1 is free, at the zoo everyone aged 2 and over needs a ticket, and at the civil rights museum the fee categories begin at age 5 with no line on the page for younger children. Do not carry one institution's threshold to another.

Second gate: residency, and this city's two most functional cards

This is the real gate to free in this city, because two separate cards connect: the city's residency card can be turned into a library card.

ItemThe city's residency cardLibrary card
Free for whomPeople living in the cityResidents and property owners in Memphis, in a neighboring town and in the unincorporated part of Shelby County
Outside the service areaNot measured$50 a year, and the application is made in person. Counties in neighboring states fall into this group as well
IdentificationOne identification plus two proofs of residency; there is a tier system, detail aboveEither a state driver license or state identification showing the current address, or any two of the following (one showing the current address): a voter registration card, a current utility bill, a printed check, a check stub, a lease and similar
Number and statusNot mentioned in the published termsThe form does not ask. A Social Security number and immigration status never appear on the form
What it opensCommunity centers, senior centers, aquatics centers, the zoo on Tuesdays, and the library card if activatedThe collection and branches, a library of things, a seed library, citizenship corners, job search support, teen learning centers and notary services
  • A state driver license is not required for the library card, and that is the most important line on this page for its reader. The any two of the following route is open and that list includes a lease and a utility bill. The form is also printed in two languages, and it carries a privacy clause: the agency releases account information only to the person the card was issued to, or for a minor to the responsible party, and it grounds that in a statute.
  • If you are 17 or younger, a parent or guardian must show acceptable identification and sign the application.
  • And we write one thing plainly, because it exists in another city in this series and does not here: no record was found that this library system lends museum or park passes. In another city in this state a library card converts into a museum pass; research did not find the counterpart of that program here. We do not say there is none; ask the library.
  • There is a middle route for Shelby residents outside the service area, from a secondary but official source: a free card valid only in that branch's collection can be obtained from a particular branch. We write this with a hedge; ask the library about its conditions.

Third gate: residency plus a state identification, the real obstacle for a new family

This gate looks wider, because it is not tied to an assistance program. But it has its own condition and in this city that condition is written: institutions ask at the door for a state issued photo identification.

  • The civil rights museum gives free admission to state residents on Mondays from 15.00 until closing, and asks at the door for a state issued identification.
  • The zoo gives free admission to state residents on Tuesdays, and requires a valid state photo identification for ages 17 and over. Two more gates beside it: an advance online reservation and $10 parking per vehicle.
  • We write the consequence plainly: if you do not yet have a state driver license or state identification card, you cannot pass through those two gates. For a newly arrived family that is not an abstract rule; it is one of the most common obstacles in the first months. That ties this section directly to the driver license section, and that regime changed in 2026: a person whose lawful presence is authorized for a defined period receives a temporary card distinguishable by its face. We wrote the card type, how long it is issued for and the centers in this city in the driver license section, and that section should be read before this one.
  • The city's residency card does not open this gate. The agency writes on its own page that the card is not an identification document and does not replace a driver license or any state or federal identification. Do not conflate the two cards: the residency card gives its own route into the zoo on Tuesdays, but it does not satisfy the state identification requirement at the museum door.

The gate that was not found: a museum discount tied to an assistance card

In another settlement of this guide free has one more gate: museums give a discount or free entry in exchange for an assistance card shown at the door. That gate was not found in this city and we write that plainly.

  • The measurement is this: on the pages of the institutions read in this city, a national discount program tied to an assistance card is not mentioned. It is not on the children's museum's page, not on the civil rights museum's page, and not on the zoo's page; the zoo's free day is tied to residency rather than assistance.
  • We do not write this as there is none. Its absence from an institution's page does not mean there is no answer if you ask at the counter. If you are enrolled in an assistance program, ask at the ticket desk; you have nothing to lose.
  • And we keep one distinction here too: the assistance programs that museum discounts rest on and the programs the immigration rules exempt in a public charge assessment are not the same subject, and this page does not merge them. We wrote the second in the public benefits section. If you are considering enrolling in an assistance program, talk to an attorney first; this page recommends no such step to anyone and makes no assessment here about the consequences of an application.

An order for a weekend with children

  1. Get both cards in your first week. The city's residency card is free and opens community centers, aquatics centers and the zoo on Tuesdays; the library card does not require a state driver license and the form does not ask for a number. The two can be merged into a single card.
  2. State parks for the outdoors. No admission fee, and they are open in winter.
  3. If you are going to the zoo on a Tuesday, make the reservation on Wednesday morning, because the allocation is weekly and tickets open a week ahead. Put the parking fee in the budget.
  4. If you are going to the civil rights museum after 15.00 on a Monday, bring your state issued identification, and check that the day is not one of the official days the institution lists.
  5. Put December 6, 2026 on your calendar. The museum opening that day says on its own page it will be free for Shelby County residents; what document it will ask for at the door is not yet written, so ask before it opens.

27 · Turkish consulate

Where do Turkish consular matters get handled from Memphis?

Short answer

Tennessee sits in the consular district of the Consulate General of the Republic of Türkiye in Houston, and that is not an assumption: the mission's own site lists its district as eight states and Tennessee appears on four separate pages; the pages of the other five Turkish consulates general in the United States were scanned in the same round and Tennessee appears on none of them. Two things to know before you set off, both about hours: the only window published for general consular business is 09.00 to 12.30 in the morning, and visa applications are taken separately, in a thirty minute window. We publish no distance or drive time figure, but we say up front that the trip leaves the state and that fitting two appointments into one day is a narrow proposition.

Steps, documents and official links

Visa application hours14.00 to 14.30, a separate thirty minute window. The mission asks that an appointment be made before you arrive
AppointmentsAn appointment in advance for every transaction; the booking system runs from the mission's own menu
Holiday calendarThe mission publishes its 2026 and 2027 holiday calendar on its own page; the calendar covers both U.S. and Turkish official days, October 29 included. Check it before booking

One comparison, because it has a practical consequence for a reader traveling from here: some consulates general publish two windows a day, morning and afternoon. In Houston the afternoon holds only the thirty minute visa window. What that means is this: your chance of fitting two transactions into a single day is narrow. Build that into the trip from the start.

On time zones there is a real convenience for a reader traveling from here: the consulate general is in the same time zone as you, so the published appointment and telephone hours are directly your own hours. Details in the time difference section.

The attaches are in the same building, and in the same suite

In one earlier round of this series the attaches sat in a different building from the consulate general and that page sent readers to two separate addresses. Here the situation is different and we are not carrying that warning onto this page: all three attache offices publish the consulate general's address and the same suite number.

  • Office of the Attache for Religious Services
  • Office of the Educational Attache
  • Office of the Commercial Attache

So a diploma equivalence matter for your child and a consular matter can be handled in the same building. Appointments are booked separately, though; work out in advance whether they fit into one day, because the general transaction window is mornings only.

The district: eight states, and a neighboring state trap

By the mission's own list, the district covers these states: Alabama, Arkansas, Louisiana, Mississippi, New Mexico, Oklahoma, Tennessee and Texas. The mission's pages print the list in different orders but the content is the same; that is an ordering difference, not a contradiction.

And there is a trap here, because the instinct of geographic proximity misleads on this question. The Consulate General in Chicago lists its district as thirteen Midwestern states, and neighboring Kentucky is on that list. Tennessee is not. This matters particularly for a reader in this city, which sits in a corner of the state with several state lines nearby: some neighboring states are in the same consular district and some are not. The consulate your neighbor uses may not be your consulate; confirm which mission covers your own state before you begin.

What is handled there

The transaction headings on the mission's own application menu show what actually runs through it:

  • Birth notifications and civil registry transactions
  • Marriage registration
  • Passport matters
  • Military service matters, under four separate subheadings in the menu
  • Notarial acts: powers of attorney, revocations, consents, undertakings and contracts
  • Certification: certification of signatures and seals on documents issued by foreign authorities, and certification of translations made by sworn translators
  • Turkish citizenship matters
  • Estate matters
  • The visa heading, information requests and appointment matters

What can be done by mail: one of the most valuable items for this city

Nearly every transaction on the mission's menu carries the phrase you must apply in person after booking an appointment. But two exceptions were found, and either can mean a trip canceled:

  • Registration of a marriage performed before foreign local authorities is marked you may apply by mail on the menu.
  • An international marriage record extract can be obtained either by appointment or through an online link with delivery to your address.

The right step: call the call center before you book and ask whether your own transaction can be done by mail. There may be an exception the menu does not state, and a phone call is cheaper than a trip.

We do not write document lists on this page. Each transaction has its own fee and its own document list, and we could not verify item by item which transaction requires what this round. Traveling to another state with the wrong document would be the most expensive advice this page could give you; confirm the list from the appointment menu and the call center.

The disadvantage for a reader living here: the certification job does not fit the same day

The state authority that certifies a U.S. document you will take to Türkiye is not in this city, it is in another city in this state. A reader living in the state capital can finish that job the same day by arriving before 14.00; from here it is a mail job or a separate trip. What that means in practice: start the document work before your consular appointment, and build mail time into the plan. We wrote the procedure and one fine point in the apostille section; read that before you book.

Three routes to try before you set off

  1. e-Devlet. Civil registry, address and some document matters can be handled remotely; check here first which transaction can be done at a distance.
  2. The call center. Open 24 hours a day, 7 days a week, so there is no time difference problem, and it is the fastest way to learn which documents you need.
  3. Courier or mail. Beyond the exceptions above, ask the call center which transaction runs by document submission; do not send documents on your own initiative.

28 · Apostille

How do I make a document from Memphis usable in Türkiye?

Short answer

First, the most practical fact for a reader in this city: the office that does the work is the certification office in the business division of the Tennessee Secretary of State, and it is not in this city, it is in another city in this state. So if you live here this is a mail job or a separate trip; the office has a same day window, but reaching that window means walking up to the counter. Knowing that in advance saves your calendar. The fee is 2 dollars per document. There are two conveniences, and both make the job workable from here: the document does not have to have been issued for apostille purposes, and vital records do not need county certification. There is one fine point, though, and it can send your package back: for notarized private documents county certification is mandatory, and the test is the county where the notary is commissioned.

Steps, documents and official links

The office and how it works

ItemInformation
OfficeTennessee Secretary of State, the certification office of the business division
Address312 Rosa L. Parks Avenue, 6th floor, Nashville, TN 37243
In person3rd floor customer service desk, weekdays 08.00 to 16.15
Same day serviceIf you arrive before 14.00. For a reader living in this city that window is usable in practice only by traveling to that city
Fee2.00 dollars per document. Because that is a fee figure, confirm it on the office's own page before you pay
ScopeThe office issues an apostille or a certification for documents executed, issued or certified by Tennessee county clerks, the state registrar and the Secretary of State

The same authority is also where a founder files. Company formation is handled by the same division; the two are not the same file but they are the same distant counter. Details in the business section.

There are two routes and you should know which one you are on

Route A: a notarized private document. County certification is mandatory here.

  1. Take the document to a Tennessee notary public and have it notarized.
  2. Take the notarized document to the clerk of the county where the notary public was commissioned and have the notary's signature certified.
  3. Then send the office's own application form, the document, the name of the certifying county and the fee to the Secretary of State.

The test in that step is easily misread, so we write it separately: what governs is not where the document was signed or which county you live in, but the county where the notary is commissioned. If you live in this city but signed before a notary in a neighboring county or a neighboring state, this step changes; a notary from a neighboring state does not enter this chain at all, because the office only processes documents issued in this state. Keep that in mind when choosing a notary; this city sits near several state lines and this mistake is common. The county clerk's certification fee varies from county to county; the figures seen this round came from secondary sources and we publish no number, so ask the county clerk.

Route B: a vital record. No county certification here, and there is a convenience.

  • The office's own sentence says this: if you already hold a certified copy of your certificate and need an apostille added, you may send your request and your certificate directly to the Secretary of State, along with the 2 dollar per document fee.
  • This is not the case everywhere in this series. In some states a birth or death certificate had to be reissued for apostille purposes and had to carry a particular signature. There is no such requirement here: a certified copy you obtained years ago can go straight into the process. Because the office is not in this city, that convenience is worth more here: you do not have to visit a second agency to have the document reissued.
  • If you do not hold a certified copy, the route is still easy: you send two separate payments to the vital records office, one to that office for the copies and one to the Secretary of State for the apostille, and the vital records office forwards the document, the payment and the request to the Secretary of State itself. So you do not visit two agencies separately; from here that removes a trip entirely.
  • And getting a vital record is already easy in this state: birth and death certificates can be obtained from any of the 95 county health departments, so you do not leave the city for that step. But the same sentence is not written for marriage and divorce records; for those the central office or the mail route applies. Details in the vital records section, and that is what to read before the apostille.

Apostille or certification: we do not answer that question

The office's own distinction is this: if a document requires a certification, the U.S. Department of State must also certify the Tennessee Secretary of State's signature; with an apostille that step is not needed. So the difference between the two is one more leg of travel.

  • The office does not publish its own country list and its own direction is clear: if you are unsure which type of certification you need, ask the consulate of the receiving country or the U.S. Department of State's Office of Authentications.
  • That is why this page makes no claim about which bucket Türkiye falls into. The right step is to follow the office's own direction: call the consulate general's call center and ask which one your document requires, or ask the federal authentications office. Asking for the wrong process means the package comes back, and because you are working by mail that costs you not a day but weeks.

Out of state documents and a timing warning

  • Only documents issued in this state are in scope. The office's own sentence says that if your document was issued in another state you must contact the Secretary of State where it originated. In this city that warning matters more, because several state lines are close and a household's documents can easily come from more than one state: do not send a certificate for a child born in a neighboring state to this state's office.
  • Federal documents are not certified at the state level. For a federal document such as a certificate of naturalization, the counterpart is the U.S. Department of State's Office of Authentications. This is an expensive and frequently made mistake.
  • We write no figure for mail processing time. The office's page does not give one and the estimates seen this round were not official. If you will work by mail from here, start early and build the calendar around a date rather than a duration.

Do not break the order

  1. Get the document. Any county health department for a birth or death certificate; a notary for a private document.
  2. Get county certification for a notarized document, and go to the county where the notary is commissioned.
  3. Translate it if needed and have the translation notarized. Ask the Turkish institution that will receive the document, or the consulate, which translation is required.
  4. Get the certification last. A certified document cannot be altered afterward.

The other direction: using a Turkish document in the United States

For Turkish documents you will use in the United States for your immigration case the direction reverses: those documents are apostilled in Türkiye and submitted here with a certified English translation. No authority here performs that step.

And we make no claim about ordering. For U.S. documents destined for Türkiye, consular certification and an apostille are alternative routes, not two links in the same chain. Which one is required for which document depends on the authority that issued it and on the Turkish institution that will ask for it. No official information note answering the question of apostille first or translation first was found this round, so this page imposes no order; ask the call center and ask for the answer in writing.

29 · Time and flights

What is the time difference between Memphis and Türkiye, and how do I fly to Istanbul?

Short answer

We have to write one sentence in two pieces here, because writing it in one piece would be wrong. Tennessee is not in a single time zone: the federal time zone boundary runs through the state and the eastern part sits in a different zone. But all five settlements in this guide, this city included, are on Central time. So for you the difference is single: Türkiye is 8 hours ahead in summer and 9 hours ahead in winter, and the change happens one sidedly twice a year because Türkiye does not observe daylight saving. On flights we write carefully: research found no scheduled nonstop flight from this city's airport to Istanbul, and there is a name trap: the airport's name contains the word international, but today it operates mainly on domestic passenger and cargo traffic.

Steps, documents and official links

The state is not in one time zone, but this city is on Central time

  • The federal time zone regulation runs the boundary through the state and describes it along county lines. East of that line is Eastern time, west of it is Central time.
  • This city's county sits far west of the line, so it is on Central time. The large cities in the east of the state are in a different zone.
  • What that means in practice: when you call an institution in the eastern part of the state, or travel there, account for the time difference. Writing a single statewide time difference would be a mistake, and this city sits at the end of the state where that difference bites.

How many hours ahead Türkiye is, and when it changes

PeriodDifference with TürkiyeWhen it is 09.00 here, in Türkiye it is
During daylight saving timeTürkiye is 8 hours ahead17.00
During standard timeTürkiye is 9 hours ahead18.00
  • Clocks go back on the first Sunday in November at 02.00. For 2026 that date is November 1, 2026. So in the days this page is published the difference is 8 hours, and after the first week of November it is 9 hours. Because Türkiye does not shift its clocks, you experience the change one sidedly.
  • Clocks go forward on the second Sunday in March at 02.00.
  • The consulate is in the same time zone. The Consulate General in Houston is on Central time, so its published appointment and telephone hours are directly your own hours and you do not have to convert them. But remember the window is narrow: the only published window for general business is 09.00 to 12.30 in the morning; details in the consulate section.

The practical window for calling Türkiye

  • The trap runs the other way: if a bank, hospital or government office in Türkiye works weekdays from 09.00 to 17.00, the window in which you can call from here opens very early in the morning and closes before noon. When it is 17.00 in Türkiye in summer, it is 09.00 here.
  • Two channels solve it: e-Devlet and the consular call center, open 24 hours. Both remove the time difference.
  • Tell people calling you from Türkiye: an evening hour there is midday here, and a midnight hour there is afternoon here. Plan appointments and family calls accordingly.

The Istanbul flight, and a name trap

  • The name trap first: this city's airport carries the word international in its name, but that does not mean there is a scheduled route to Türkiye. Research established that the only nonstop international passenger route found in recent years was seasonal and went to a holiday destination; no announcement was found that the route returns for 2026, and one flight tracking record marks it as inactive. The airport's own destination list could not be read first hand this round, so we write nothing in definite terms.
  • The conclusion, written carefully: research found no scheduled nonstop flight from here to Istanbul or to any point in Türkiye. We do not write that there is none. When you look for tickets, look at connecting options and confirm the routing on the carrier's own site.
  • This airport today runs mainly on domestic passenger and cargo traffic, and while the number of nonstop destinations it reported for 2026 has grown, the routes added are domestic. When you look for tickets, look at the flight list, not the airport's name.
  • And this city has one advantage: it is the only settlement in this guide with intercity passenger rail, one departure a day in each direction. Not an international connection, but a real option for a domestic leg; details in the transit section.
  • How to reach the airport and the transit connection are also in the transit section. We publish no distance or drive time figures.
  • Luggage and identification: the identity document you will use on an international flight is your passport. Where the cards this state issues are accepted on aircraft and in federal buildings is in the driver license section; that regime changed in 2026 and needs reading.
  • Weather: when you plan a travel day, account for winter. The transportation agency's January 2026 statement described icing as statewide and for a time the public was asked to stay home. We wrote the detail in the severe weather section.

Your questions, answered

Frequently asked questions

My postal address says Memphis. Is my home inside the city limits?

This should be your first question, because the answer changes four things at once. Here the city and the county are two separate legal entities, and the county holds seven municipalities including this city. But that is not the real trap, and the real one runs backwards. Elsewhere a reader checks whether a home was annexed into the city; here the official description of the city's own jurisdiction boundary data set lists deannexation ordinances and names three areas: Rocky Point, Southwind Windyke and South Cordova. So while your envelope still carries this city's name, your home may have been taken out of the city limits. The consequences are concrete: inside the limits property tax is the county rate plus the city rate, outside it is the county rate only; inside, the city's division collects your garbage, outside there is no city service; inside, policing is the city department, outside it is the county sheriff. Where to find out: the jurisdiction boundary layer on the city's open data portal needs no key and you can find your house on the map, but the layer dates from 2020; get the definitive answer from 311. The detail is in the boundaries section.

Does opening power, gas or water service require a Social Security number?

The clearest and most useful answer in this city is here. All three services come from the city's own utility and arrive as one bill. The utility publishes the list of identification documents it accepts, and the rule is one sentence: two documents are required and one must be a valid, selectable photo identification. The table splits into three groups. State issued: driver license, the state driver certificate, hunting or fishing license, official state identification card, gun permit. Federally issued: Social Security card, passport or passport card, permanent resident or alien registration card, government-issued visa, individual taxpayer identification number and a health program card. Other: certified copy of a birth certificate, voter registration card and consular identification card. So a Social Security card is not a requirement but one of the options on the list, and opening service without a number is expressly possible on the utility's own written list. Ask the question properly on the phone: do not say you have no number, say your list includes a passport and a consular identification, I will bring those two. The deposit is not required of everyone either: only of applicants who carry credit risk, a minimum of $200, payable in eight monthly installments of $25. The detail is in the utilities section.

If I have a problem with that utility, where do I complain?

An honest answer has to state the price of the convenience too. The state's public utility regulator has limited authority over municipally owned utilities: state law places them outside the definition of a public utility, and the regulator's oversight amounts to regulating the relationship between utilities and municipalities. As a result, research found no state-level complaint forum for a dispute with this utility. The rules on disconnection, deposits and identification are not the state's but the utility's own internal policy, and the policy's text says those rules may be revised and changed without notice. Read that as procedure rather than as a complaint, because the general rule is this: the same service can fall into two regimes. If a service is supplied by a private company, that company is within the state regulator's jurisdiction and you have a state-level door; if the same service comes from a municipally owned utility, that door closes. In this city electricity, gas and water are all three in the second regime. In practice: your route runs from the utility's customer service to its board and to the elected city council, so keep a written record of the date, the time, the name of the person you spoke to and the case number for every contact. The detail is in the utilities section.

Who collects my garbage and what does it cost?

Inside the city limits garbage is collected by the city's own solid waste division and the service is charged; the fee is added to your utility bill. We took the figure not from the internet but from the city's own code, because none of the several figures in circulation matches the statute. For a residential unit it is $41.96 a month; an additional rented cart is $10.00. So for a single-family home garbage runs to roughly $504 a year, and this line is not covered by taxes. And here is the most profitable fact on this page: the code recognizes a reduced fee of $9.23 for a residential customer who qualifies. All four conditions are required: be head of household, hold an active utility account in your own name, be at least 65 or 100 percent disabled, and have an annual gross household income of $25,000 or less. The discount covers not only garbage but the sewer line on the bill too. Applications take at least forty-five days, so apply in the month you move; if you bring it in person no notarization is required. One warning: if your address was taken out of the city limits this service may not exist at all, so settle the boundary question first. The detail is in the water and trash section.

How much is property tax, and is buying worth it?

We give the figure as it is, because this line is large in this city. On the state comptroller's 2025 table the combined rate inside the city limits is $5.2708 per $100 of assessed value (a county share of 2.6900 plus a city share of 2.5808). In the unincorporated county it is only $2.6900. The county's suburbs fall in between: the lowest municipal rate is 0.9400 in Lakeland and the highest 1.7900 in Germantown. The residential assessment ratio is 25 percent, so the tax is computed on a quarter of the appraised value. Make it concrete: for a home appraised at $300,000 the assessed value is $75,000; inside the city limits the annual tax is about $3,953, outside them about $2,018. So the same postal address can fall into two different tax tables, and that is the first question to ask when buying. On relief, let us be honest: research found no general homestead exemption open to all homeowners in this state. Both programs that exist are conditional: one is a reimbursement for owners who are 65 and over, disabled or disabled veterans, and the other freezes the rate for owners 65 and over. The detail is in the property tax section.

Can my landlord ask about my immigration status?

The answer has three parts and the first is an advantage specific to this city. First: this city has its own fair housing ordinance, and the relevant chapter of the code names the protected classes in its own words: race, color, religion, national origin, sex, age, familial status, source of income and disability. That list is broader than the state's. The state list does not include source of income, and because of a preemption provision in state law it cannot be added locally; yet this city's ordinance names it, and research found no equivalent in the other places we cover. So this is an exception and it is specific to this city. Second, and the real handle for a Turkish reader: national origin is on both the state and the city lists. If you believe you were refused because of your name, your accent or the country you came from, that is the protection you rely on. If you use rental assistance or a voucher, the source of income provision is a protection with real effect. Third, and we do not hide it: immigration status is on neither list. And one change you must know: the state commission that handled housing discrimination complaints was closed effective July 1, 2025 and those complaints now go to the civil rights enforcement division of the Attorney General's office; any guide still pointing you to the closed commission is stale. The detail is in the renting section.

Which school will my child attend?

The reassuring part first: enrollment does not depend on immigration status, and the state education department says so in writing in its legal questions and answers document, naming Plyler v. Doe, 457 U.S. 202 (1982) by name and citation. The same document says federal privacy law prohibits requiring a Social Security number to enroll a child in school and that districts should never turn a student away over a missing document; no specific document may be required as proof of address either. Now the part specific to this city: there is no single school district in the county. Alongside the county-wide district there are six municipal districts that began taking students in August 2014: Arlington, Bartlett, Collierville, Germantown, Lakeland and Millington. So which district a home with a Memphis postal address lands in depends on the address, and the question has to be asked together with the city limit question. We also state a gap plainly: the county-wide district's own enrollment page could not be opened in this research, so we do not write its own document list, its answer on identification numbers or its translation languages, and we do not carry another city's list here. And one distinction: school enrollment is open, but a school scholarship falls under a separate law with a lawful presence requirement. The detail is in the school section.

Will vehicle registration require status documentation?

Yes, and both the date and the scope are definite: a state law enacted in 2026 provides that from January 1, 2027 a county clerk may not process an application for the initial registration of a motor vehicle for which a license plate is issued until the applicant provides documentation that they are a citizen of the United States, a lawful permanent resident, or a person whose presence has been authorized by the federal government for a specific purpose and a specified period of authorized stay. Renewals do not require the document. But do not miss one detail: the warning language is printed on every registration and every renewal. If you hold a valid state driver license or state photo identification license, including the temporary versions, the agency treats that as sufficient on its own. A newcomer with no state document has to bring a passport, a visa and the arrival record to the counter; an English translation of the passport may be required, and documents may be paper or electronic. For Memphis the office is the Shelby County Clerk. And one thing we do not write: the act sets up a data-sharing channel, but its text contains no provision for transfer to an immigration enforcement unit; it says the channel will be filled in by rule. So we say neither that the data goes to an immigration unit nor that it does not. Discuss your registration plan with your attorney. The detail is in the vehicle section.

Where do I go for a driver license?

The county holds three full-service driver service centers, one branch where no testing is done and seven kiosks. Here is the easiest mistake: a reader applying for a first license, or newly arrived from abroad, goes to the branch where no testing is done. Testing happens only at the three full-service centers. And a detail that appears nowhere else in this series is here: two of the seven kiosks sit in a police station open twenty-four hours, seven days a week. We compared the five places we cover, and this is the only one where you can transact at midnight. But state the limit of a kiosk too: it is a machine, not a clerk; it handles routine work such as renewals and duplicates and will not serve someone whose documents must be reviewed, who is applying for the first time, or who has to take a test. There is a fourth door: the county clerk's downtown office handles some transactions, but each one there adds $4. Do two things before you go: complete the application online and send the documents for pre-approval (five business days, and you still bring the originals), and book an appointment; arrive fifteen minutes early. Card types, the temporary card regime and the test languages are the same statewide; there is no test in Turkish and a Turkish license cannot be exchanged. The detail is in the license section and in our state guide.

Is the bus really free?

Today yes, but it is not permanent and we do not write the sentence that way. Under a pilot program the city's transit authority launched on November 16, 2025, all rides are free; the scope covers fixed-route buses, downtown trolleys, door-to-door paratransit for riders with disabilities and on-demand neighborhood service. The pilot was originally ninety days, it was extended, and its end date is indefinite. The authority's own wording is that once the evaluation is complete it will make a determination on the future of the zero fare, and that a return to fares would be announced in advance. So this is a pilot, not an entitlement. If the pilot ends the base fare returns at $1.00, half the fare in the state's largest city; $0.50 for riders 65 and over and riders with disabilities, and $2.00 for a day pass. Budget your home and job choice as if the fare were coming back. And here is the easiest mistake: the fare being lifted does not mean access to door-to-door paratransit has been opened up; the eligibility certification and reservation process continues unchanged and you should handle it before you need it. One more distinction: of the five places we cover, this is the only one with intercity passenger rail, one train a day. The detail is in the transit section.

What do I do in a tornado or in snow?

Both risks are real in this state and we write both. On the winter side: the state transportation department's statement of January 25, 2026 describes the icing as statewide, says crews were in their fourth day and asks drivers not to travel; by then the state had used 3,500 tons of salt and managed 861 incidents. The agency also writes down the limit of salt: if roadway temperatures fall below 16 degrees Fahrenheit, salt is no longer strong enough. On the tornado side: your contact is the Shelby County Emergency Management and Homeland Security Agency, phone (901) 222-6700. A county grant notice dated June 2025 says six sirens installed in 1999 will be upgraded to current standards; on the other hand, which body is responsible for sirens within which boundary could not be verified as current in this research, and we do not print that as a diagram. On shelters we build the sentence carefully: research found no published, address-level public shelter list for this place or its county. We do not say there is no shelter; we say we did not find one, and we suggest building your plan inside your own building: the lowest floor, an interior room with no windows, away from long-span spaces. The detail is in the severe weather section.

I want to get married. Where do I go?

Good news: you may obtain the license in any county in the state. The license is issued by the county clerk, and the state source says it may be issued in any county without regard to the residence of the parties or the county where the ceremony is to be performed. The claim in many popular guides that it comes from your county of residence is wrong. The license is valid for 30 days. This county's fee is $97.50, the lowest of the four counties this research could measure; bring the certificate from a four-hour premarital preparation course and it drops to $37.50. But we print a contradiction, and it lands in this county: state sources recognize no waiting period, while a marriage license document published by this county states a three-day wait, and its metadata shows it is a file dated July 28, 2010. We do not take a side: before you fix your wedding date, call the clerk and ask whether you can marry on the day you collect the license. For someone without a number the agency's written answer is clear: the application form asks for a Social Security number, but on an Attorney General opinion the statute does not require an applicant to have a number and applicants who were never issued one are not required to provide one; the field is left blank. Research found no witness requirement, and notaries may solemnize a marriage. The detail is in the marriage section.

Where do I get a birth certificate, and is my passport enough?

First the easiest part: thanks to the state's electronic issuance system, all 95 county health departments can issue any birth or death certificate registered statewide, and in the agency's own words you no longer have to travel to the county where the birth or death occurred. That sentence is not written for marriage and divorce records; for those the central office or the mail route applies. Do not skip that distinction. On identification the answer favors you: among the documents the agency accepts on their own, a current passport appears without qualification: it does not say a U.S. passport; the list also accepts an alien, temporary or permanent resident card and an employment authorization card on their own. A Social Security card appears only on the secondary list, only if signed, and only together with a second document. And here is the most practical route: the agency's own exception says that if the application is signed and notarized, no additional identification documents are required. For a reader waiting on a passport renewal that is a real door. There is a limit as well: birth certificates and marriage certificates are subject to the same restricted entitlement list: the person themselves, mother, father, son, daughter and spouse; anyone else needs an authorization. And one special rule: a father not listed on the child's certificate is not entitled to it. We print no fee or processing time figures, because they could not be verified this round. The detail is in the vital records section.

Are there free clinics?

First the most misunderstood sentence: a sliding-fee clinic is not a free clinic. The discount is calculated on household income and household size and you still pay something. Being uninsured and your immigration status are not grounds for refusing care, but the fee does not drop to zero. On access, this city is on the better side of the state: we queried the official service that lists federally funded health center sites on October 12, 2026, and within a ten-mile radius there were 21 sites, operated by five separate organizations. But one detail matters, and missing it will spoil your plan: five of those 21 sites belong to two separate organizations and sit in a neighboring state; the other sixteen are in this county. A clinic that looks close on a map may belong to another state's health arrangements, which affects insurance networks, state-bound programs and the referral chain. Call before you book and ask three questions: which state are we in, is my insurance in your network, which documents should I bring. We publish no addresses; take the address and the hours from the center's own site. On coverage the picture is harder: this state did not expand Medicaid, so a childless adult generally cannot enter the program whatever their income. In an emergency the answer is different: under federal law a hospital emergency department must screen and stabilize regardless of ability to pay or immigration status. The detail is in the clinics section.
