01 · Driver license
How do I get a driver license in Nashville, and which center do I go to?
Short answer
The license is a state matter and Nashville has no rule of its own on it. What is specific to this city is geography: the county holds two full-service driver service centers, one branch where no testing is done, and seven kiosks. Here is the easiest mistake: a reader applying for a first license, or newly arrived from abroad, goes to the downtown branch, and no testing is done there. Card types, the temporary card regime, the document lists and the test languages are the same statewide; we wrote those in the license section of our Tennessee guide.
Steps, documents and official links
What happens at which location
We read the agency's own location list on October 12, 2026. The locations in Davidson County fall into three groups, and the distinction is not on the sign but in the agency's own note.
| Location | Address | Days and hours |
|---|---|---|
| Full service, testing done | Hart Lane Driver Service Center, 624 Hart Lane, Nashville, TN 37216 | Monday to Friday, 8:30 a.m. to 5 p.m. |
| Full service, testing done | Hickory Hollow Driver Service Center, 2460 Morris Gentry Blvd., Antioch, TN 37013 | Monday to Friday, 8:30 a.m. to 5 p.m. |
| No testing | Downtown Express Driver Service Center, 312 Rosa L. Parks Blvd, 3rd floor, Nashville, TN 37203 | Monday to Friday, 8:30 a.m. to 5 p.m. |
The agency's own note on the downtown branch says exactly this: no testing is done at this location. So if you are applying for a first license, or you have just arrived, do not go there; testing happens only at the two full-service centers above.
Seven kiosks, and what they are for
The county also has seven kiosks. A kiosk is not a counter; it handles ready transactions such as renewals and duplicates, and it is not suitable for testing, first issuance or document review. They sit at Metro Center (220 French Landing Dr.), Bellevue Public Library (720 Baugh Rd), Davidson County Clerk (700 Second Ave. South), Davidson County Register of Deeds (300 Deaderick St), MPD West Precinct (5500 Charlotte Pike), Foster Info Center (1150 Foster Ave) and Goodlettsville Public Library (205 Rivergate Parkway).
The last one ties back to this page's thesis: Goodlettsville is one of the six cities inside the county that kept its own municipal government, and the kiosk sits in that city's library. In other words the service runs county-wide, and living in a separate municipality does not shut you out. We explain the districts in the city and regions section.
And we state one measurement plainly: in some states the agency publishes, as data, which office handles foreign national transactions. In Tennessee such a field was looked for and not found; the agency's location data carries the name, address, hours, phone and county, but no service list. That does not prove there is no restriction by office. The agency's only written distinction is between full service and a branch where no testing is done, and it asks new and returning residents to go to any full-service center. Call before you go.
Appointments and pre-approval: two things to do before you go
- Fill out the application online. The agency recommends that new and returning residents complete the application through its own online services channel before visiting a center; documents can be sent for pre-approval, which takes five business days. You still have to go to the center with the original documents.
- Book an appointment, but know they are not offered everywhere. The appointment system runs, and the transactions you can book include first issuance, renewal, duplicate, name and address change and the knowledge test. Arrive fifteen minutes early; if you are late the appointment is canceled and you join the walk-in line. Centers are closed on state holidays.
Four statewide items, all of which touch your case
- Research found no status-independent driving card. The agency's document lists recognize three categories only: citizenship, lawful permanent residence and temporary lawful presence. No fourth card was found.
- The card issued to someone with temporary lawful presence is temporary. Under the administrative rule's own definition it is valid for the authorized period of stay; if the stay has no definite end, the term is one year. And the face of the card reveals your status: on the agency's own sample image the words TEMPORARY DRIVER LICENSE appear in capitals before the name.
- There is no test in Turkish. The computerized test is offered in three foreign languages and Turkish is not among them. Interpreters are not allowed, a printed dictionary is, an electronic one is not. That has a subtle consequence we set out in the state guide: because Turkish is not offered, a Turkish reader takes the test in English and therefore does not fall into the short-term, non-renewable card regime that applies to people who test in another language. That is not a convenience; it is the absence of one.
- A Turkish license is not exchanged. Türkiye does not appear on the agency's reciprocity list; new residents from other countries are required to take the vision screening, the knowledge test and the road skills test. An English translation of a Turkish passport may be required. The detail is in the foreign license section of the state guide.
Winter appointments: two written limits
Because winter is real in this city we repeat two of the agency's own rules here. First: road tests are not given in extreme weather, and the agency names icy roads when it lists what that covers. Second: during winter months road tests are not given in the dark. So when you book for January, pick an early slot and allow for a weather cancellation. The full winter picture is in the severe weather section.
Proof of address and the order of your first week
What trips people up in a license file is usually not the documents but proof of address. Set the order this way: first open power and gas in your own name, then water; a bill in your name works as proof of residence at many of the doors on this page. And write the address the same way everywhere: your license, your vehicle registration, your lease and your school enrollment should match.

How do I register a car in Nashville and where do I get the plate?
Short answer
Registration applications are processed only through the county clerk, and yours is the clerk of Davidson County. Consolidation helps here too: there is no split between a city counter and a county counter. The real news is on the calendar: a state law enacted in 2026 provides that from January 1, 2027 a county clerk may not process an initial registration application until the applicant provides documentation of citizenship, lawful permanent residence or temporary lawful presence. Renewals do not require the document, but the warning language is printed on every registration and every renewal.
Steps, documents and official links
The order: insurance first, then registration
- Insurance. The state verifies policies electronically through its own verification program, and a driver can check their own status with the plate number and the vehicle identification number. We do not print a minimum coverage figure, because it could not be confirmed from the agency's own page this round; the state sets a minimum and verification is electronic. The detail is in the state guide.
- Registration and the plate. The state's own sentence is plain: applications for registration are processed only through your local county clerk. For Nashville that is the Davidson County Clerk.
- Renewal. No document is required at renewal, but the warning language below sits on the paperwork.
January 1, 2027: documentation required for an initial registration
The act passed on April 23, 2026 and its effective date is split in two: immediately for data sharing, forms and rulemaking, and January 1, 2027 for all other purposes. The revenue department's own notice says the same thing.
| Item | What the rule says |
|---|---|
| Scope | The initial registration of a vehicle for which a plate is issued. The clerk may not process the application until the applicant provides documentation that they are a citizen, a lawful permanent resident, or a person whose presence has been authorized by the federal government for a specific purpose and a specified period of authorized stay |
| Renewal | No document required. But the warning language is printed on every registration and every renewal |
| Documents sufficient on their own | A state driver license, a temporary driver license, a state photo identification license, a temporary photo identification license and a federally compliant license |
| If you hold no state document | The citizenship, permanent residence and temporary lawful presence lists are the same as the license lists: a foreign passport, a visa and the arrival record; the relevant federal form for student and exchange categories. An English translation of the passport may be required |
| Form of the document | Paper or electronic; the agency accepts an image on your phone |
| If you buy from a dealer | A dealer acting on your behalf must attach a copy of the document to the application |
What this means for you: someone holding a valid state driver license or state photo identification can still register after 2027 without carrying extra documents. A newcomer with no state document has to bring a passport, a visa and the arrival record to the counter. In other words the license and the registration are two ends of one file; read the license section first.
Where the data goes: what we say and what we do not
One section of the act sets up data sharing between the state agency and county clerks; the document presented is recorded, and in a dealer registration a copy goes into the file. But the text contains no provision for transferring that information to an immigration enforcement unit, and it says the detail of the channel will be filled in by rule.
So we write neither sentence: not the data goes to an immigration unit, and not it does not. The most accurate version is this: the act creates a record-and-share channel, the scope of that channel is waiting to be filled in by rule, and you should plan your registration knowing that. No lawsuit and no injunction were found in three separate searches; so as of today the January 1, 2027 date stands.
The rest of the act, the statewide picture of new legislation and the local cooperation side are in the state law section.
County wheel tax: we print no figure and we say why
In this state many counties charge a county wheel tax on top of registration, and the amount varies from county to county. No published figure was found for Davidson County in this research, so we print no amount. Budget for the possibility of such a line alongside the registration fees, and ask the county clerk for the figure.
Emissions testing: we build this sentence carefully
Emissions testing used to be required in six counties in this state and Davidson was one of them. The program ended in five counties on January 14, 2022, and in Davidson on February 5, 2022; Davidson differed because it ran its own air pollution control program, and its council separately ended it.
But we state a limit plainly: the agency's own sentence saying the program has ended could not be read first hand in this research. The state environment department's program page is gone, and the city's own page is not reachable. So we do not write that there is no emissions test; we write that the program ended, with the dates. Ask about it at the counter. No item was found for a periodic safety inspection either, and we record that as research did not find one rather than as there is none.

Winter driving, ice and tornadoes in Nashville: what to do
Short answer
Both regimes are real in this city and both are recent. On the winter side the state transportation department's statement of January 25, 2026 describes the icing as statewide and asks drivers not to travel; that same winter a named winter storm hit the city and disaster relief centers were opened. On the tornado side there are 113 outdoor sirens county-wide. On shelters we build the sentence carefully: the emergency management office publishes not an address list but guidance on how to choose the safest area inside a building.
Steps, documents and official links
Winter is real here, and it has been measured
The state transportation department's statement of January 25, 2026 gives the scale in its own figures: crews were in their fourth day, by then clearing downed trees, and statewide they had used 3,500 tons of salt and 1.4 million gallons of brine and managed 861 incidents. The department's own wording describes the ice and dangerously low temperatures as being experienced across the state.
And salt has a limit, which the department writes down: when roadway temperatures fall below 16 degrees Fahrenheit salt is not strong enough; below that it uses calcium chloride and hot brine, then an underbladed truck breaks the ice and a snowplow follows. The priority order is written too: first the primary routes, mainly the interstates, plus freeze-prone spots such as hills, curves, ramps, bridges and interchanges; secondary state routes come later.
What that means for you: driving on the first icy day is a choice, and the department argues against it. For road conditions and live cameras the department keeps its own traffic site, and 511 by phone.
Are snow tires or chains required
Research found no mandatory snow tire or chain rule. The state's own driver handbook treats winter equipment as advice: the emergency kit list names a window scraper and snow tires or tire chains, and it says to pull as far to the right of the roadway as possible before installing chains. We do not say there is none, we say we did not find one, but today we hold no text imposing a requirement.
Tornadoes: the sirens, and what a siren is not
There are 113 outdoor tornado sirens across Davidson County. Read three rules together:
- Sirens are activated only when a tornado warning is issued. When the National Weather Service issues a warning for any part of the county, the emergency management office sounds them.
- The test schedule is fixed: noon on the first Saturday of each month, plus a daily silent test. So the sound you hear on the first Saturday is not an event.
- Sirens are designed for people outdoors. That is the agency's own warning; people indoors are asked to keep a weather radio or a phone alert. Do not expect to hear a siren at home.
The office also asks people to sign up for its free emergency alert and notification app and to keep wireless emergency alerts switched on. Which languages those alerts go out in was not found by research; on phone alerts the language usually depends on the carrier and the device setting. In June 2026 all the sirens had their annual maintenance; the current status of each siren after that work could not be verified.
Sheltering: what is published is guidance, not a list
This is the most delicate sentence in the section and we build it carefully. Research found no public storm shelter address list published by the emergency management office. What the office publishes under the heading safe refuge areas is not a list but guidance for a building owner or occupant on how to choose the safest area inside their own building.
We do not say there is no shelter; we say what is published. The guidance's own criteria are these:
| Where | What the guidance says |
|---|---|
| At home | The lowest floor and the basement are safest. Choose a space without glass; prefer a roof with a short span |
| Places to avoid | Long-span roofs such as gyms and auditoriums |
| In a tall building | Reinforced concrete stairwells; failing that, restrooms |
| In a big store or a theater | Restrooms, closets or narrow storage areas |
| In a grocery store with no other option | Crouch in the narrow aisle between the frozen food cases and protect your head |
And the agency's most vital rule: the time to travel to a community location is the watch. Once the warning is issued, you do not set out; you move to the safest area in the building you are in. If you rent, ask the landlord or the manager before you sign whether the building has a designated shelter area and where it is. We put that in the renting section too.
We print no risk ratio. No figure for how many times the risk rises by building type could be verified from any agency's own page; the instructions above say the same thing without a number.
Winter storms and disaster relief centers
The emergency management office's news feed carries consecutive daily updates for a named winter storm in February 2026 and an announcement that disaster relief centers were opening to support residents affected by the winter storm; that same winter, in January, it announced cold patrols. The office also keeps a standing severe winter weather page. So in this city winter is not a one-off event but a permanent heading for the agency.
Flooding: a separate item, and an institutional one here
Flooding is a line of work in itself here. The city water department's site carries a separate flood risk information section with subheadings such as know your flood hazard, insure your property, protect yourself, protect your property, build responsibly, drainage maintenance and protect natural floodplains, plus a unified flood preparedness plan and a floodplain development heading. When you look at a home, the question to ask is whether the address is in a floodplain. The driving rule is one sentence: do not drive through a flooded road.

04 · Transit
Can you live in Nashville without a car, and how do you pay the fare?
Short answer
The city has its own transit agency and it covers all of Davidson County; consolidation again means a single network. The base fare is $2.00 and buys two hours of unlimited rides; the daily cap is $4.00 and the calendar month cap is $65.00. If you pay cash, bring exact change: the agency's own note says no change and no transfers are given. And let us close one misunderstanding straight away: the city has a commuter rail line but no intercity passenger train.
Steps, documents and official links
Fares
| Product | Fare |
|---|---|
| Local service, two hours unlimited | $2.00 |
| Local service, cash single ride | $2.00. The agency's own note: exact cash only, no change and no transfers |
| Daily cap | $4.00 |
| Calendar month cap | $65.00 |
| Age 4 and under | Free |
| Discount fare (19 and under, 65 and over, people with disabilities, certain health card holders) | Two hours $1.00, day $2.00, month $33.00 |
| Regional bus | Single ride $4.25, twenty rides $73.50 |
| Door-to-door paratransit | Single ride $3.70; book one to seven days ahead and complete an eligibility certification first |
The figures were read from the agency's own fare page on October 12, 2026; confirm the current fare on that page before you ride.
The discount trap: the card first, then the discount
You cannot claim the discount fare on the bus. The agency's own warning is plain: no discount is applied to the fare until the rider holds a discount identification. The application is made in person, at the agency's transit center downtown.
So a reader over 65, or a reader with a disability, pays the full fare until that card is in hand. Put it early on your list of things to do after moving. Call and ask which document is accepted and name the document you hold; no number requirement appears on the agency's fare page, but we do not write that as no number is asked for.
Commuter rail yes, intercity train no
Do not confuse the two. The city has a regional commuter rail line running east into the neighboring county; the fare depends on the station you board at and a single ride runs from $2.00 to $5.25, while thirty-one-day passes start at $67.25.
But there is no intercity passenger train. There is an intercity passenger line in the state and it has two stops; neither is in this city. A reader who wants to travel to another state by train has to reach another city first. We print no distance or time figures. The line and its stops are in the state guide.
Regional buses: the routes that leave the county
The agency's regional routes run outside the county and carry the names of neighboring communities. The route list includes regional services named for Murfreesboro, Smyrna and La Vergne, Gallatin and Hendersonville, and Spring Hill and Franklin, along with local routes on the same corridors. The regional fare applies: $4.25 a ride.
Use that when you look at a home: if your job is outside the county, checking the regional route map changes your monthly transport cost directly.
The airport: the word in its name is a trap
The city's airport carries the word international in its name, and the authority announced that it reached 115 nonstop destinations in fiscal 2026. But research found no scheduled nonstop flight to Türkiye. The known international routes run toward Canada, Iceland, the United Kingdom, Mexico and the Caribbean; and the airport's own published European target list does not include Türkiye either.
The accurate sentence is this: Türkiye does not appear on the published nonstop list, so getting to Istanbul means at least one connection. The authority's own destination list could not be read first hand in this research, so we do not name individual routes. To reach the airport by transit, the agency runs a local route named for the airport. We print no distance or drive-time figures. Flights and the time difference are in the time and flights section.
Toll roads
Research found no toll highway, bridge or tunnel operating in this state today, and we have not opened a separate toll section on this page. One note, though: the state opened an optional tolled express lane model that leaves the main lanes free, and two of the first proposed corridors are this city's southern and southeastern approaches. Opening dates, toll levels and contract status could not be verified, so we print no dates and no amounts. The frame is in the toll section of the state guide.

Who do I deal with in Nashville, and which district am I in?
Short answer
The good news first: the city and the county are consolidated, and the government's territory is the whole of Davidson County. Schools, libraries, courts, health, planning and the building code are county-wide and in one hand, so the is this the city or the county question that wears newcomers down elsewhere does not arise here. But there are two divisions. First, six cities inside the county kept their own municipal governments. Second, and this is the real trap: the general services district and the urban services district, and the difference between them shows up in garbage collection.
Steps, documents and official links
Consolidation: one door, and the most reassuring sentence on this page
The government's official name is the Metropolitan Government of Nashville & Davidson County, Tennessee, and it is registered under that name, as a city, in the federal domain registry. The charter's own text says the functions of the former city and the county were consolidated and that a new metropolitan government was created to perform all, or substantially all, of the governmental and corporate functions previously performed by the county and by the city. Its territory is in the same text: the whole of Davidson County.
The charter itemizes which service is provided where. Provided county-wide are: general administration, police, courts, jails, assessment, health, welfare, hospitals, housing for the aged, streets and roads, traffic, schools, parks and recreation, the library, the airport, public housing, planning, the electrical code, the building code, the plumbing and housing codes, transit and refuse disposal.
What that means for you: you are not hunting for one door for school, another for court and a third for health. In other cities that search costs days; here it never starts.
The first division: six cities inside the county that kept their own governments
Inside Davidson County, alongside the metropolitan government, six cities retain their own municipal governments: Belle Meade, Berry Hill, Forest Hills, Goodlettsville, Oak Hill and Ridgetop.
The relevant charter provision says these cities continue to exist and to operate, bars them from expanding by annexing territory from the metropolitan area, and states that after the charter's adoption no city may be created in that area. The same provision also places a duty on the metropolitan government: it must furnish these cities services not less than those provided to other areas outside the urban services district.
And the government says it in its own words on its open data portal: the parts of the satellite cities falling in the county are considered part of the consolidated government, while each retains its own municipal government.
| Item | Status |
|---|---|
| Its own property tax | Three levy one: Belle Meade, Goodlettsville and Ridgetop. The other three have no city rate line in the 2025 rate table |
| School | No difference. Children living in all six attend the single county-wide district |
| Library, courts, health | No difference, all county-wide |
| Do they have their own police | Could not be verified. The six cities' own sites were not reachable in this research; we do not say they do not |
What it means for you: a home whose postal address says Nashville may sit inside one of those six cities, and then you face an additional property tax and a separate mayor and council. But there is also a protection here that is the opposite of the trap seen elsewhere: the charter obliges the metropolitan government to serve those cities, and school, library and courts are county-wide. So living in a separate city does not drop you out of services; it adds a layer on top.
The second division: the general services district and the urban services district
Here is the real trap. The charter defines two service districts within the government's boundaries: the general services district is the whole county, and the urban services district is the former city boundary as it stood when the charter took effect. The urban services district boundary can expand by annexation, and the charter writes the condition: when an area needs urban services and the government is in a position to provide them within one year of property tax becoming due in the annexed area.
And the charter lists one by one what is provided only in the urban services district: additional police protection, fire protection, water, sanitary sewers, storm sewers, street lighting, street cleaning, refuse collection, and wine and whiskey supervision.
The most concrete item on that list is refuse collection, and we set it out separately in the water and trash section. Here we state the distinction itself: refuse disposal is a county-wide service, refuse collection is not. The same logic runs through alcohol regulation; on that subject the charter says the urban services district is deemed a municipality and the general services district is not.
The tax difference: large in service, small in money
Actual rates from the state comptroller's 2025 tax aggregate report, per $100 of assessed value:
| Jurisdiction | County rate | City rate | Total |
|---|---|---|---|
| General services district | 2.7820 | - | 2.7820 |
| Urban services district | 2.7820 | 0.0320 | 2.8140 |
| Belle Meade | 2.7820 | 0.3011 | 3.0831 |
| Goodlettsville | 2.7820 | 0.5068 | 3.2888 |
| Ridgetop | 2.7820 | 0.3490 | 3.1310 |
The gap between the two districts in 2025 was only $0.0320. The year before it was ten times larger; 2025 was a reappraisal year in this county and the two districts' new rates were certified separately, which narrowed the gap.
Read the two together and the sentence is this: a large difference in service, a small difference in tax. A household in the general services district pays separately for garbage and does not get the same intensity of fire protection and street lighting, yet saves almost nothing on tax. When you look at a home, this is not a rent negotiation; it is a service question. The residential assessment ratio is 25 percent; we show how the math works in the property tax section.
How do I find my own address
The honest answer has two parts.
- There is an official map and it needs no key. The government publishes the boundary between the two districts on its own open data portal; the layer is called Services Districts and holds exactly two polygons, named Urban Services District and General Services District. The same portal carries the layer for the six separate cities, called Satellite Cities. Neither asks for registration or a key.
- But research found no tool that answers the question from a typed address. You can find your own house on the map; there is no search box that returns an answer. We do not say there is none; we say we did not find one.
A date warning is required: the services district layer was last updated in January 2023, and the urban services district boundary can expand by annexation. So the map gives you an idea, not today's definitive answer.
Get the definitive answer from the government. Its information line is 615-862-5000, and garbage service is signed up for through the government's own request channel. Ask one question on the phone and write down the answer: is this address in the urban services district or in the general services district.
A rule that changed when you apply for a local service
A state law effective July 1, 2026 requires state agencies, local governmental entities and local health departments to verify that applicants eighteen years of age or older seeking a public benefit from them are citizens or lawfully present. And the act expressly includes a county with a metropolitan or charter form of government within the definition of a local governmental entity: being consolidated is not an exemption.
Do not miss the fine point on the calendar: for local governments the act starts the obligation not on July 1, 2026 but when that entity first reprints the relevant forms after that date, or first updates its electronic system. So a declaration that is not on a form today may be on it tomorrow, and within the same government one service's form may carry it while another's does not yet. The act's scope, its exemptions and what it means for you are in the benefits section, and the local cooperation side is in the state law section.

How do I open power and gas service in my own name in Nashville?
Short answer
Three services sit with three separate organizations here: power with a separate public utility, water and sewer with the city's own department, and natural gas with a private company. That last detail is an advantage: the gas company falls within the state regulator's jurisdiction, so for a gas problem you cannot resolve you have a state-level complaint route. On the power side the requirement is written down: two current forms of identification, and at least one must be government-issued. But no list of accepted documents is published.
Steps, documents and official links
Which service sits with which organization
| Service | Type of organization | Who to complain to |
|---|---|---|
| Electricity | A separate public utility | The utility's own policy and governing bodies |
| Natural gas | A private company subject to state regulation | The state public utility commission |
| Water, sewer and stormwater | The city's own department | Department customer service; detail in the water and trash section |
Why the gas detail matters: in filings in the regulator's own docket archive, the company is described as engaged in supplying natural gas to this city and the rest of the county, and the natural gas distribution business is stated to be subject to the commission's regulation and supervision. The company's right to operate in the city rests on a franchise agreement with the metropolitan government, and extensions of that agreement come before the commission.
We put this as a comparison because you will hear the opposite in other cities: where the same service is supplied by a municipally owned utility, that utility often falls outside the regulator's definition and no state-level complaint door can be found; the rules become the utility's own policy. Here, for gas, that door is open. The full table of organization types is in the utilities section of the state guide.
Opening power service: the utility's own written requirements
The power utility's customer relations policy was approved in November 2025 and states its requirements openly:
- Two current forms of identification must be presented; one of them must be government-issued, and photo identification may be required.
- The duty to serve is in writing: the utility is obligated to serve applicants who have no prior past-due balance with it and who provide satisfactory proof of identification.
- No new service for minors unless married or holding a decree of emancipation.
- A deposit is conditional: it is required on a residential account when the customer cannot show sufficient evidence of ability to pay through credit bureau reporting. The deposit may not exceed twice the highest monthly bill for the applicable rate class.
- The deposit comes back: on residential accounts it is refunded or credited after twelve months of satisfactory payment history, and interest accrues on it.
The number question: we write this answer carefully
The utility's policy does not name a Social Security number, a passport, an individual taxpayer identification number or a consular identification. None is required and none is expressly accepted; no list of accepted documents is published.
We do not write that as no number is asked for. What we could not find is a published list. The right move is to call and ask the question properly:
- Which documents do you accept as government-issued identification?
- Are a foreign passport and a resident card on that list?
- What counts as the second document?
- If I have no credit history, how large is the deposit and can it be paid in installments?
Write the answer down, ask for it in writing if you can, and note the name of the person you spoke to. Do not open with I have no number; ask what do you accept as alternative identification.
Weather-based shutoff protection
In some states a rule bars disconnecting residential power for non-payment below or above a given temperature. No such rule was measured for this state in this round, so we print no threshold. We do not say there is none; we say research did not find one. If you run into payment difficulty the right move is the same: call before the disconnect notice arrives and have your request for a payment plan or installments recorded.
The order of your first week
Utilities are the key to many of the doors on this page, because a bill in your name is accepted as proof of residence. Set the order this way: first power and gas, then water, then the license and school enrollment. Write the address the same way on every document.

How do I start water service in Nashville, and who collects my garbage?
Short answer
Water, sewer and stormwater sit with the city's own department, and under the charter these are urban services district services. Starting service carries a non-refundable fee: $35 for guaranteed same-day service and $25 for any later day. And the most concrete finding on this page is about garbage: the charter treats refuse disposal as county-wide but assigns refuse collection to the urban services district only. If you live in the general services district you must contract with a private hauler.
Steps, documents and official links
Water service: fees and rules
| Item | What the department writes |
|---|---|
| Service initiation fee, residential | $35 for guaranteed same-day service, $25 for any later day. The fee is non-refundable |
| Transfer (moving within the same service area) | The same amounts: $35 or $25 |
| Residential deposit | No deposit requirement appears on the page. Commercial customers must post a cash deposit, a letter of credit or a certificate of deposit |
| Identification and number | No identification or number requirement appears on this page. We record that as not stated on the page, not as not required |
| Closing the account | Call customer service a day before the date you want service stopped, and keep the confirmation number until the final bill arrives |
| Unpaid bills | The department warns of referral to a collection agency and reporting to credit bureaus |
The department's customer service number is 615-862-4600 and its office is at 1700 3rd Ave N, Nashville, TN 37208. The figures and rules were read from the department's own page on October 12, 2026.
Garbage: the most concrete item on this page
The charter's division of services touches your budget directly here. The city waste department's own page applies it:
| Where you live | Who collects your garbage |
|---|---|
| Urban services district, single-family home (including duplexes, triplexes and quadplexes) | The city collects. Garbage weekly, recycling every two weeks |
| General services district | The city does not collect. The department's own sentence: residents and businesses outside the urban services district must contract with a private hauler for disposal |
| A multi-family community, anywhere in the county | Your contact is the property manager or a private hauler |
So the question to ask when you look at a home is not the rent but who collects the garbage at this address. If the answer is general services district, add a monthly private hauler line to your budget, and we do not print that amount, because the company sets it.
Container rules: not fines, but lost service
- Containers go out to the curb or the alley by 6 a.m. on collection day; collection runs 6 a.m. to 5 p.m.
- The container must be removed from the street by 7 p.m. the same day, and the code requires it to be stored out of view from the street.
- Nothing placed outside the container is taken. That is the rule that surprises newcomers most.
- Garbage must be bagged; recycling must not be.
- New homes receive one garbage container per address; a second container costs $65.00. Recycling containers are free up to two.
- Replacing a lost, stolen or unrepairable container costs $65.00 and, under the code, is the owner's responsibility.
Signing up, and finding out about your address
Garbage collection service is signed up for through the city's own request channel or its information line, 615-862-5000. The department also links to an address-based collection calendar tool, but that tool's own address could not be verified in this research, so we do not link to it directly.
The right order: first find out your service district, then call and ask whether city collection is provided at this address. If the answer is no, start looking for a private hauler and arrange the contract before you move.
Irrigation restrictions
Some states impose permanent day-and-hour limits on outdoor watering and back them with fines. Research found no such irrigation restriction regime in this state, so we have not opened a separate water restrictions section on this page. On the water side the real item here is not irrigation but flooding; we set that out in the severe weather section.

Tenant rights, deposits and occupancy limits in Nashville
Short answer
Sign knowing three things. First, the city-specific one: how many people may live in a home depends on the number of bedrooms: four in a unit with three or fewer bedrooms, five in a unit with four or more, and a mix of related and unrelated people is expressly allowed. Second: the thirty-day deposit rule that popular guides describe does not exist here; the real mechanism is a separate account and a sixty-day response window. Third: a waiver in bold type in the lease can remove your most important notice right entirely.
Steps, documents and official links
How many people may live in a home: what circulates online is out of date
The definition of family in the city's zoning code works like this today:
| Situation | Limit |
|---|---|
| A single individual | No limit |
| People related by blood, marriage or law | No numerical limit |
| A group of unrelated people in a unit with three or fewer bedrooms | Not more than four |
| A group of unrelated people in a unit with four or more bedrooms | Not more than five |
| A mixed group | Expressly allowed: the group may include a mix of related and unrelated persons |
| A group of unrelated people with disabilities | Up to eight, plus three additional persons serving as support staff or guardians |
| A group of unrelated people over sixty-five | Up to eight, plus two additional persons serving as house parents or guardians |
The claim still circulating online that no more than three unrelated people may live together is out of date. The current text is as above. In practice: when you look at a home, discuss the number of bedrooms rather than the headcount. And a warning: this is a zoning rule; your lease may set its own occupancy limit, and the two are not the same. Read the number written in the lease.
The deposit: where common knowledge is wrong
Popular guides say a deposit in this state must be returned within thirty days. The statute contains neither a cap nor a thirty-day rule. The real mechanism is this:
- A separate account is mandatory. Every residential landlord who requires a deposit before occupancy must hold tenants' deposits in an account used only for that purpose, and the location of the account is disclosed in the lease. Look for that disclosure in your lease.
- There is a sixty-day rule and it runs against you: if no response to the return notice arrives within sixty days, the landlord may retain the money. So make your return request in writing and keep the date.
- You have a right to join the move-out inspection. You may be present to identify the physical damages to be deducted from the deposit; if the landlord gives you written notice of that right and you do not attend, you may lose the right to contest. The inspection takes place within a short window after you vacate.
The bold print in the lease: the biggest trap
We put this sentence in the most visible place on the page. The state landlord and tenant act provides that a waiver placed in the lease in twelve-point bold type removes the tenant's right to the pay within fourteen days notice entirely.
What that means for you: normally, when rent goes unpaid, a notice is issued and a cure period runs. If your lease carries that bold waiver, the period never begins. Scan the lease for bold type before you sign, and if a paragraph is unclear, ask before signing.
Eviction law hardened in 2024
A change that does not appear in secondhand summaries is in force and affects you directly. A law effective July 1, 2024 changed three things:
- The continuance for a hearing dropped from fifteen days to seven.
- One of the older routes to a higher court was closed.
- And the heaviest: an appeal is accepted only on a bond equal to one year's rent. A tenant who wants to take the decision up faces a sum equal to a year of rent.
The practical consequence in one sentence: in an eviction case in this state, the first hearing is almost the last. On the day the papers reach you, contact an attorney or a free legal aid organization; waiting is not an option here.
Also, since January 1, 2025, a landlord must disclose in writing at the start of the lease the address for service of notices and the contact for maintenance requests. Look for that in your lease; if it is not there, ask for it.
Discrimination: we found no handle on the municipal side
We state this plainly. The city code has a chapter whose title includes housing, but all of its operative sections concern employment only: employers, employment agencies, labor unions, training programs, job advertisements and the government itself. Its purpose section describes the protection as being in connection with employment. There is no housing prohibition in the chapter.
So at the municipal level in this city, research found no housing discrimination provision, and we do not import other cities' housing ordinances here.
The handle you do hold is state and federal law. The state's protected classes are race, color, creed, religion, sex, disability, familial status and national origin. National origin is on the list, and that is the handle for a Turkish reader. Source of income and immigration status are not on the list, and because of a preemption provision in state law they cannot be added locally.
And an institutional change you must know: the state human rights commission that handled housing discrimination complaints was closed effective July 1, 2025, and those complaints moved to the civil rights enforcement division of the Attorney General's office. Any guide still pointing you to the closed commission is stale. The full statewide frame is in the renting section of our Tennessee guide.
Five questions to ask before you sign
- Is this address in the urban services district? If not, you will pay separately for garbage (water and trash section).
- In which bank will my deposit be held in a separate account? It should be stated in the lease.
- Is there a waiver in bold type in the lease? If so, ask what it means.
- Does this building have a designated shelter area, and where is it? (severe weather section)
- Is this address in a floodplain? The city water department takes that question seriously.
09 · Property tax
If I buy a home in Nashville, how is the property tax calculated?
Short answer
The calculation has three parts: the appraised value, the assessment ratio and the rate. The residential assessment ratio is 25 percent, so a quarter of the appraised value is the taxable base. The rate depends on which service district you are in: 2.7820 in the general services district and 2.8140 in the urban services district, per $100 of assessed value. If you are in one of the six separate cities inside the county, that city's own rate stacks on top. Instead of a general homestead exemption, the state runs two relief programs.
Steps, documents and official links
How the math works
Under the state comptroller report's own definition, the residential assessment ratio is 25 percent and the commercial ratio is 40 percent. So a home appraised at $400,000 has an assessed value of $100,000, and the tax is calculated on that figure.
| Where | Rate per $100 | Annual on a $400,000 home |
|---|---|---|
| General services district | 2.7820 | $2,782 |
| Urban services district | 2.8140 | $2,814 |
| Belle Meade | 3.0831 | $3,083 |
| Goodlettsville | 3.2888 | $3,289 |
| Ridgetop | 3.1310 | $3,131 |
The amounts in the example are our own calculation and exist only to show how the rate works; local line items and exemptions can change your actual bill. The rates come from the state comptroller's 2025 report.
Three things to watch:
- The gap between the two service districts is tiny: on a $400,000 home the annual difference is $32. So choosing the general services district for a tax advantage makes no sense; the real difference is in garbage collection and the other urban services.
- Living in a separate city is real money: three of the cities inside the county levy their own property tax, and on the same home the difference can run to hundreds of dollars. The other three have no rate line in the 2025 table.
- 2025 was a reappraisal year in this county. In a reappraisal year appraised values are updated and rates are recalculated; do not budget from a prior year's rate.
The state's two relief programs
Instead of a general homestead exemption, this state runs two separate programs:
| Program | Who it is for | What it does |
|---|---|---|
| Property tax relief | Age 65 and over; totally and permanently disabled; totally and permanently disabled veterans and their surviving spouses | The state reimburses part of the tax paid |
| Tax freeze | Age 65 and over, subject to an income limit | Freezes the amount due, protecting you from later increases |
Where you apply: to the county trustee or the city collecting official. The income limit is published county by county each year and sits on the state comptroller's site.
And we state one gap plainly: whether these programs ask for an identification number, and whether they carry a citizenship or status requirement, could not be verified in this research. We say neither that they do nor that they do not. Before applying, do two things: read the whole form, and if you meet a lawful presence declaration, talk to your attorney before you fill it in. Given the new verification law described above, that is not a trivial detail.
Questions to ask before you buy
- Which service district is this address in? It sets the rate and the garbage service.
- Is this address in one of the separate cities inside the county? It can mean a second property tax rate.
- Is this a reappraisal year? Appraised values and rates can change.
- Do I qualify for one of the relief programs? The income limit list is published annually.
- Is this address in a floodplain? It affects your insurance premium and your loan directly.
Sales tax, income tax and the working side are in the tax section; the statewide property tax frame is in our Tennessee guide.

How do I enroll my child in school in Nashville?
Short answer
Here is the most concrete good news of consolidation: because the charter treats schools as a county-wide service, Davidson County has a single school district, and children living in the six separate cities inside the county attend it too. So you do not have to pick a municipality out of school concerns when you look at a home. The enrollment documents were read on the district's own page and a Social Security number does not appear at all. If the proof of residence is not in your name the road is not closed; the district has a separate center route for exactly that.
Steps, documents and official links
One district, and why that matters
In other cities a reader has to work out which school district an address falls into; suburbs may have created their own districts and the same ZIP code can split across two systems. That problem does not exist here. In the charter's own service list, schools appear as a general services district function, that is, a service provided across the whole county, and a separate charter article governs the metropolitan board of education.
On top of that, because creating a new city is prohibited, the suburb created its own district situation seen elsewhere cannot arise in this county. Children of families living in Belle Meade, Berry Hill, Forest Hills, Goodlettsville, Oak Hill and Ridgetop attend the same district.
In one sentence: when you choose a home, the question is not which district but which school is zoned to this address. Ask the district that question.
Documents required at enrollment
From the district's own enrollment page, for kindergarten through twelfth grade:
- A birth record
- The state immunization certificate (unless a medical or religious exemption is documented)
- Photo identification for the parent or guardian
- Proof of residence: a current lease, a mortgage statement, a utility bill and the like
- A school physical
- Transcripts and report cards are optional
- A completed enrollment packet for in-person enrollment
And the two most important sentences:
First, a Social Security number does not appear anywhere on the district's page: it is neither required nor prohibited there. Second, and this is your handle: the state education department's own legal questions and answers document states in writing that federal privacy law prohibits requiring a Social Security number to enroll a child in school.
Can immigration status be asked about: the state's own written answer
The same document answers the question may schools or education agencies refuse to enroll undocumented immigrant children in a single word: no. It gives its own reasoning and names the decision: Plyler v. Doe, 457 U.S. 202 (1982). The same answer says enrollment may not be denied because of the parent's or guardian's actual or perceived citizenship or immigration status either, and adds that enrollment practices that chill or discourage participation in school on that basis may violate federal civil rights law.
The document also lists the documents that may be required, and two of its sentences favor you: on proof of address, districts may not require a specific document and may accept a variety of documents; and districts should never simply turn a student away due to a missing document.
Another state agency's text is even plainer: if a school asks for additional documentation, it must immediately state that no documentation will be used in relation to immigration status, and no family should be sent home to collect additional documentation.
School enrollment and a school scholarship are separate things
We never merge these into one sentence, because merging them makes the page wrong.
| Subject | Status |
|---|---|
| School enrollment | No law conditioning enrollment on immigration status was enacted. The state education department's own answer is no, and it names the constitutional basis |
| School scholarship | A separate regime. Under the state's education freedom scholarship act, a student who cannot establish lawful presence has the scholarship application denied, and the scholarship counts as a public benefit, which ties the verification and reporting chain to the scholarship application |
What that means for you: enrolling your child in school and applying to a scholarship program are not the same door. Talk to your attorney before you apply for a scholarship; enrollment requires no such step. The full statewide frame is in the school section of our Tennessee guide, and the verification and reporting act is in the benefits section.
If the proof of residence is not in your name
This is a real obstacle for families staying with relatives or whose lease is in someone else's name. The district offers a separate route: if you have no proof of address in your name it directs you to an enrollment center, and the process runs there.
We also record one detail as it is: no document named something like a shared residency affidavit was seen on the district's page. Other counties have a notarized affidavit procedure, but we do not import it here. Call and ask: the lease is not in my name, which route should I use.
Language: the honest answer
The district's translation menu offers Amharic, Arabic, Burmese, Kurdish, Nepali, Somali, Spanish, Swahili and Vietnamese. Turkish is not on that list.
But the door is not closed. The district's family information center writes that its team can answer your questions and connect you with an interpreter if needed. So the sentence we put on the page is this: we do not say Turkish service exists; we say there is a route you can ask for and this is its door. When you book the enrollment appointment, make your request for a Turkish interpreter in advance and in writing.
Five questions to ask the district
- Which school is zoned to this address?
- The lease is not in my name; which center should I use and what should I bring?
- How do I match the immunization certificate with the records I brought from Türkiye?
- Where do I send my request for a Turkish interpreter for the enrollment meeting?
- Where can I get the school physical done and what is the deadline?

I have no insurance in Nashville. Where do I go?
Short answer
Know two things together. First, this state did not expand Medicaid and the coverage gap is real: a childless adult, whatever their income, generally cannot enter the state program, and marketplace help does not begin below a certain income threshold. Second, from October 1, 2026 refugees and people granted asylum are moving out of the state program. But two doors stay open in your favor: pregnancy and emergency care.
Steps, documents and official links
The coverage gap: who falls in between
The state program works categorically: children, pregnant women, very low income parents and caretakers, the elderly and people with disabilities are covered. A childless adult fits none of those categories.
The concrete person in between is this: an adult with no children, working, but earning below the federal poverty line. They cannot enter the state program because there is no category for them, and they cannot get marketplace help because their income is below the threshold. That is not a mistake; it is the direct result of coverage not being expanded.
And one addition for 2026: the enhanced marketplace subsidies ended on January 1, 2026 and the hard cutoff at the upper income threshold returned. So a middle-income household can also see a higher premium than expected this year.
October 1, 2026: the rule that changed for refugees and people granted asylum
A change at the federal level narrows federal participation for full benefits, from October 1, 2026, to a limited group: citizens, certain lawful permanent residents and two specific categories.
The state wrote that change into its own manual. A policy dated September 10, 2026 in the state program's families and children manual limits non-citizen eligibility to that narrow group. On the state program director's own figure, roughly 8,500 people are affected.
And a warning: a 2014 document still sits on the same server with no notice and still shows refugees as eligible. Do not rely on that document. If someone online or on a helpline shows you that text, check its date.
Pregnancy: the door is open today and the agency says so itself
The state covers pregnant women through the unborn child category of the children's health program. On that program's own eligibility page, as of October 12, 2026, this sentence stands: if you are pregnant, no immigration documents are required.
But it has a consequence and we write it plainly: in the same household the mother may be covered while the child is not. For the child to enter the program they must be a citizen or fall within the narrow group above. So a mother receiving prenatal care may not find the same door for her child after the birth.
And one item to watch: in January 2026 state officials were reported to be reconsidering the scope of prenatal coverage. As of today the agency's page still says no documents are required, but this item can change; check the page before you apply.
Emergency care: two separate written bases
- The state program's own policy says various non-citizen groups and undocumented people may be eligible for emergency medical services.
- State law excludes from its definition of public benefit a list set out in federal law, and that list includes emergency medical assistance, immunizations, and testing and treatment of symptoms of communicable diseases, as well as short-term disaster relief. So the state's status verification and reporting regime does not apply to those services.
But one sentence we do not add: the list says verification is not required, it does not say free. Going to the emergency department does not make the bill disappear.
Verification and reporting: the act that binds everyone, and a court order
A state law effective July 1, 2026 requires state agencies, local governments and local health departments to verify the lawful presence of applicants eighteen years of age or older seeking a public benefit, and provides for reporting people who are not verified to the centralized immigration enforcement division within the state safety department. The act also says the document presented is treated as a presumption of eligibility until final verification, and that an agency may not delay the benefit merely because verification is pending.
There is a court order, and we write it in three layers:
- The order is real. The Davidson County Chancery Court enjoined the state health department from reporting, to the immigration enforcement division, identifying information about patients receiving services through one specific program for children with disabilities whom the department determined were not lawfully present. The case: Snader v. Tennessee Dept. of Health, No. 26-0825-I. The temporary restraining order is dated June 24, 2026 and the agreed temporary injunction July 14, 2026.
- Its scope is narrow. The order covers that program only, not the whole act.
- And it is temporary. No hearing date has been set and no decision on the merits has been made. So we do not say it was stopped; we say it was temporarily stopped and no decision on the merits has been made.
What that means for you: when you apply for a public benefit from a local health department, you may meet a lawful presence declaration. Talk to your attorney before you fill in the form. Emergency care, immunizations and communicable disease treatment sit outside this regime because of the list above.

Are there free clinics in Nashville?
Short answer
First the most misunderstood sentence: a sliding-fee clinic is not a free clinic. The discount is calculated on household income and household size and you still pay something. On access this city sits on the better side of the state: we queried the official service listing federally funded health center sites on October 12, 2026, and within a ten-mile radius there were 14 sites, operated by three separate organizations. We publish no addresses.
Steps, documents and official links
What we measured and what we did not
| Item | Finding |
|---|---|
| Sites within ten miles | 14 |
| Organizations operating them | Three |
| Date measured | October 12, 2026 |
| Addresses | We do not publish them. Take the address and the hours from the center's own site |
| Is immigration status asked about | The center pages we read say nothing on the subject, so we cannot write that status is not asked |
Why we print the count but not the address: the count tells you what access looks like in this city and helps when you choose where to live. An address can change; a center can close, hours move, and a family that goes to the wrong address loses a day. The right route is to find the center through the official center finder and confirm the address and hours on the center's own site.
What sliding fee means
- The fee drops with household income and household size, but it does not drop to zero.
- Being uninsured is not grounds for refusing care.
- Immigration status is not grounds for refusing care either, but the center pages we read make no commitment on the subject, so we give you no assurance that status will not be asked about.
- Proof of income is required for the discount. Take documents showing your household income to the first appointment and call ahead to ask which documents are accepted.
The emergency room: a different rule, and in your favor
Under federal law a hospital emergency department must screen and stabilize whoever arrives, regardless of ability to pay or immigration status. The payment route behind it is emergency coverage, and the state program's own policy says undocumented people may be eligible for emergency medical services.
We also print the state law's own list: the services excluded from the definition of a public benefit include emergency medical assistance, immunizations, testing and treatment of symptoms of communicable diseases and short-term disaster relief. But the list says verification is not required; it does not say free.
Language
Research found no material published in Turkish by the state agencies. The state health program's own multilingual language assistance notice carries fifteen languages and Turkish is not among them. But the English text of that notice does not limit the language: it says that if you speak a language other than English, free interpretation and translation services are available and can be requested by phone.
One more warning is required: the translate menu at the bottom of state sites is a machine translation component; it is not the agency's own Turkish text. We do not present it as Turkish material exists.
13 · Marriage
How do I get a marriage license in Nashville?
Short answer
Good news: the license is issued by the county clerk and you may obtain it from any county in the state. The state source's own sentence says it may be issued without regard to the residence of the parties or the county where the ceremony is to be performed; the claim in many popular guides that it comes from your county of residence is wrong. The license is valid for 30 days. In this county the fee is $99.50 in cash or $101.49 by card, and checks are not accepted. For someone without a number the agency has a written answer, and the field is left blank.
Steps, documents and official links
The fee: choosing a county is a real decision
The fee is built from statutory line items: a state privilege tax, a share that stays with county schools, an optional county tax the county commission decides on, the clerk's issuance fee and an additional state fee. Because the optional part varies from county to county, so does the total, and you are free to choose the county.
| County | Fee | Note |
|---|---|---|
| Davidson (this city) | $99.50 cash / $101.49 by card | Checks are not accepted |
| Shelby | $97.50 | $37.50 with the course |
| Williamson | $100 | Cash only |
| Rutherford | $107.50 | A notarized course certificate is required |
The figures were read from the county clerks' own pages; confirm on the county's own page before you go. The $60 reduction requires completing a four-hour premarital preparation course and bringing a certificate of completion filled in by the instructor and obtained within the year before the application. The instructor may be a psychologist, a clinical social worker, a licensed marital and family therapist, a professional counselor or an official representative of a religious institution.
And we print a contradiction: one state agency writes that the reduction also applies to out-of-state residents and sets no county limit; another state body says it applies in one county only. We do not take a side; call the clerk you plan to use.
Someone without a number: the agency's written answer
The statute asks for a Social Security number on the application form. But the Attorney General opinion the agency relays is clear: the statute does not require an applicant to have a number in order to qualify, so applicants who were never issued a number are not required to provide one to obtain a license.
So the field is left blank and no substitute number is requested. An older and narrower opinion described a practice of stating the reason on the form; that older practice may persist at some counters. The right move is to go in knowing the rule in writing and to point to the agency's own opinion if you meet resistance.
Waiting period: we print the contradiction
The state sources' list of conditions for issuing a license contains no waiting period item, and some county clerks write that there is none. Against that, a document published by a neighboring county states a three-day waiting period; the file information shows that document dates from 2010, and that county's current page says nothing about a wait.
Two official sources do not line up and we do not take a side. When you plan the ceremony date, call the county where you will get the license and ask whether a waiting period applies; write the answer down.
Who may solemnize, and are witnesses required
- The statutory list is broad: regular ministers of any faith, county commissioners and former commissioners, mayors, state and federal judges, general sessions and municipal court judges and former judges, the governor, every county's county clerk, the speakers of the legislature, law enforcement chaplains, notaries public and district attorneys.
- Elected officials may solemnize in any county in the state.
- The form of the ceremony is open: in the statute's own wording no formula need be observed; it is enough that the parties declare, in the officiant's presence, that they accept each other in marriage. The parties must be present in person and together; a ceremony by telephone does not work. The video conference exception covers only certain armed forces members deployed abroad.
- Research found no witness requirement. The statute's ceremony provision asks only for the parties' declaration. We do not say there is none; the clerk's own form may ask for something else, so ask on the phone.
What to bring when you get the license
- Photo identification. Ask the county clerk which documents are accepted before you go.
- Your number if you have one; if not, know the agency's opinion above.
- Cash. This county does not accept checks and the card total is slightly higher.
- The original course certificate if you have one. Some counties require it notarized.
- A calendar. The license is valid for 30 days; fit the ceremony inside that window.

Where do I get a birth certificate in Nashville, and is my passport enough?
Short answer
Good news on access: thanks to the state's electronic issuance system, all 95 county health departments can issue any birth or death certificate registered statewide, and in the agency's own words you no longer have to travel to the county where the birth or death occurred. That sentence is not written for marriage and divorce records. On identification, a current passport is sufficient on its own, and a notarized application removes the identification requirement entirely.
Steps, documents and official links
Which record comes from where
| Record | Where |
|---|---|
| Birth | Any of the 95 county health departments. The agency's own sentence: you no longer have to travel to the county where the birth occurred |
| Death | The same sentence applies: any of the 95 county health departments |
| Marriage and divorce | That sentence is absent. Mail and in-person routes are listed; the point of contact is the central office |
Do not skip that distinction: for a birth certificate you can go to the nearest county health department, while for a marriage certificate the same convenience is not written down. The central office is in this city, at 710 James Robertson Parkway, Nashville, TN 37243, open Monday to Friday, 8 a.m. to 4 p.m., and no appointment is needed. For births more than a hundred years ago the point of contact is the state archives.
Ordering online: the central office does not take online orders directly; there is one authorized outside vendor and it charges an additional fee.
Identification: the list favors you
One of the documents accepted on its own is enough:
- A current passport. The list does not say U.S. passport, only current passport, and nothing records foreign passports as excluded.
- An alien, temporary or permanent resident card
- An employment authorization card
- A valid driver license (the issue and expiration dates must be visible)
- A military identification card
- A certificate of naturalization, a certificate of citizenship or a citizen identification card
Accepted two together: a current pay stub or annual wage statement, a vehicle registration with name and address, a voter registration card, a military discharge record, a utility bill or bank statement with name and address, a health insurance card, a medical record, the application page of an insurance policy, a signed Social Security card, and a police report for people whose identification was stolen.
Three details:
- A Social Security card is not enough on its own; it counts only if signed and only together with a second document.
- No tolerance statement for an expired document was found. The list says current; nothing states how many days of grace are allowed. We do not say there is none; we say none is stated.
- And the most practical route is the agency's own exception: if the application is signed and notarized, no additional identification documents are required. For a reader waiting on a passport renewal that is a real door.
Who may request a copy: birth and marriage share one list
This item works differently in other states and it was measured separately here. In some states a marriage record is unrestricted and even a person with no identification can obtain a copy; that is not the case here.
| Record | Who is entitled |
|---|---|
| Birth | The person themselves, mother, father, son, daughter and spouse. Guardians, legal representatives and attorneys on presenting documentation |
| Marriage and divorce | The same list |
There is a route for someone not entitled, but it is documented: an authorization to release from the entitled person is required, and identification is requested for both the entitled person and the person collecting the record. If the authorization is notarized, only the collecting person's identification is needed.
And one special rule: a father not listed on the child's certificate is not entitled to it.
A note on apostilles
A certified copy of a birth certificate you already hold can be sent for an apostille without having it reissued; the office and the procedure are in the apostille section. The certificate fee and processing time could not be verified as figures this round, so we print no fee; confirm on the agency's own page before you go.

How do I get a Social Security number (SSN) in Nashville?
Short answer
The agency that issues the number is federal and the procedure does not change from state to state; we wrote the step by step version, the documents to bring and the written path this state publishes for a person who was never issued a number in our Tennessee guide. This page keeps only what changes here. Two things up front: this state has no office that issues an SSN or produces a substitute number, and we publish no Social Security Administration street address on this page. If you hold an appointment notice, the address on that notice governs. In return Nashville offers something most cities in this series do not, and it matters in this section: the city and the county are merged into a single government, so the question which county is my address in never arises here.
Steps, documents and official links
- What to bring: your current immigration document (green card, I-94 or employment authorization card) and a valid passport, plus a birth certificate if you have one. Photocopies and notarized copies are not accepted.
- F-1 and J-1: an SSN follows work authorization; it is not issued for school enrollment alone.
- Which office serves you: enter your ZIP code in the agency's own office locator. Search by ZIP code, not by city name; we explain why in the passport section and the same rule applies there. General line 1-800-772-1213.
- If your surname changed after marriage, update your record at an office free of charge. The document you use is the certified marriage certificate from the county clerk's record; details in the marriage section. Do not postpone this step; the reason is in the work authorization verification part below.
What makes the answer simpler here: one government
In this series some cities straddle two counties, and before any official errand the reader had to settle the question which county am I in: two counters, two rates, two tax offices in one city. That question does not exist in Nashville. The metropolitan charter defines the government's territory as the whole of Davidson County and places schools, the library, the courts, health, planning and the building code county wide in a single hand.
What you get instead are two other divisions, and both matter as much as the county question would: the six cities inside the county that kept their own municipal governments, and the split between the general services district and the urban services district. Where each one meets you, and how to find out which one your address falls in, is in the local government section. Run that lookup in your first week and write the answer down; the same answer returns in trash collection, in property tax and in some service applications.
What was measured here for a person without a number
The long statewide table is in our Tennessee guide, including the written path at the driver license counter for someone who was never issued a number. The rows below are only what was measured in Nashville.
| Door | Is a number asked for | Basis |
|---|---|---|
| Library card | Not in the published terms | The library's card page lists a passport by name among accepted identification and does not require a Tennessee license; a lease or a utility bill counts as proof of address. The page never mentions a number or immigration status. That is an absence, not a stated exemption; details in the library card section |
| School enrollment | No | The county wide district's enrollment document list never mentions a Social Security number, and there is a separate route for families with no proof of address in their own name. Details in the school section |
| Marriage license | There is a field, it is left blank | A published state attorney general opinion says an applicant who was never issued a number is not required to provide one, and no substitute document is requested. The county clerk issues the license; details in the marriage section |
| Birth and death certificates | Secondary on the ID list | A valid passport is sufficient on its own on the identification list; a Social Security card is secondary and only if signed. Details in the vital records section |
| State income tax return | The question does not arise | There is no state income tax on wages, so no annual state return arises for an employee. Details in the tax section below |
| Public benefit application | Yes, and the law changed in 2026 | The law in force requires state agencies and also local governments and local health departments to verify an applicant's lawful presence, and a merged city and county government falls inside that definition. Do not weigh this door without reading the public benefits section |
| Forming a company | Not verified | No sentence in either direction was found on the state office's formation pages; we write about it in the business section below |
Do not read this table as a list of exemptions. The driver license and identification regime tightened in 2026: a person whose lawful presence is authorized by federal authorities for a defined period receives a temporary card that is distinguishable on its face, and the card type can change at renewal. The driver license section is the most important thing to read before this page, because other doors below ask for that card.
ITIN: for taxes, not for identification
Someone who cannot get an SSN but must file a federal return uses an ITIN. You apply with Form W-7, attached to a federal return unless an exception applies. In the agency's own words an ITIN does not provide or change immigration status and does not authorize work in the United States; it is not an identification document either.
- Two ways to avoid mailing your passport: go to an authorized acceptance agent, or go by appointment to a tax agency office that reviews ITIN documents. We could not verify which office does that review in Nashville this round and we publish no federal tax office address; confirm the office and the appointment through the tax agency's own office locator, appointment line 844-545-5640.
- We do not reproduce the supporting document list, because the separate page that holds it was not read this round. Get the list from the agency's own page before you apply.
16 · Tax and working
What comes out of my pay in Nashville, and what rate do I pay at the register?
Short answer
This page never writes the sentence there is no tax, but it does write a fact plainly: there is no state income tax on wages, and the state's only personal income tax, on interest and dividends, ended entirely on January 1, 2021. The burden moves to the register instead: the general sales tax rate is 9.75 percent. In return this city has one advantage at the grocery store, and among the five settlements in this guide only here: from November 1, 2026 the rate on food and food ingredients is 5.75 percent, the lowest grocery rate of the five. But two official texts do not agree on that same question and we take no side; the rate on your receipt may come out at either of two values. On the employment side there is a concrete item here: the merged government and the county wide school district are public employers, and for public employers work authorization verification has been mandatory with no size threshold since July 1, 2026.
Steps, documents and official links
State income tax on wages: none, but there are items in its place
- Wage and salary income is not subject to state income tax. The interest and dividend tax was phased down and repealed as of January 1, 2021. If you are coming from another state your net pay arithmetic will change.
- A local wage tax was searched for and not found. In this series some cities take an occupational fee straight out of pay; here research did not find such an item. We do not write there is none. The right step is to ask your employer whether payroll carries any local deduction.
- There is a state level professional privilege tax and it hits only five professions: 400 dollars a year, due every June 1. Attorney, securities agent, broker-dealer, investment adviser and lobbyist. Physicians, engineers and accountants are not on that list; details in the state guide.
- The federal side does not change: federal income tax, Social Security and Medicare withholding apply here too.
Sales tax: a high general rate, and a grocery rate that drops on November 1, 2026
The rates below were read from the state revenue department's own rate file and its own notice on October 12, 2026. The state share is 7 percent on general goods and 4 percent on food, with a local share on top.
| Item | Rate | Note |
|---|---|---|
| General goods and services | 9.75 percent | 7 percent state share plus the local share. The same in all five settlements |
| Food and food ingredients | 5.75 percent | From November 1, 2026: 4 percent state share plus a reduced local rate of 1.75 percent |
| Items the reduction does not reach | The general rate | Per the revenue notice, alcoholic beverages, tobacco, candy, dietary supplements and prepared food are not food ingredients |
- The reduction applies across the whole county. The revenue department's September 2026 notice says it applies in all cities within Davidson County, including the six settlements that kept their own municipal governments. So for the grocery rate it makes no difference which municipality you live in.
- Everything else stays at the old local rate. The reduction covers food and food ingredients only; from furniture to phones, the rest is 9.75 percent.
- Across the five settlements the difference is only at the grocery store. The general rate is identical in all five; the food rate is not, and the gap reaches a full point. For a large household with a high monthly grocery bill that is a real line item when choosing an address.
- On one expensive item the tax is not a flat rate: the local share applies only to the first 1,600 dollars of a single item's price, and a special state rate applies to the next band. When you buy a car, furniture or an appliance the number on the receipt may differ from what you expect; details in the state guide.
And here we print a contradiction and take no side. The revenue department's local rate map page says the transit surcharge in Davidson County raised the food rate as well to 2.75 percent. The same department's official September 2026 notice computes food as the state share plus the reduced local rate and never mentions the surcharge. Two official texts do not line up on the same question. The practical consequence for you: after November 1, 2026 the grocery rate on your receipt may come out between 5.75 and 6.25 percent. Check which one was applied on your receipt, and if it differs ask the revenue department rather than the store.
A date note: November 1, 2026 changes two things here at once. The grocery rate drops, and the clocks go back the same day, so the gap with Türkiye grows by an hour. The second one is in the time difference section.
Two figures this section does not publish
- The county wheel tax. Counties in this state levy their own vehicle tax and registration is not renewed until it is paid. The amount for Davidson County was not found this round and we do not write an estimate; ask the county clerk's office. Registration procedure and the document rule arriving in 2027 are in the vehicle registration section.
- Property tax rates. Here the rate depends on whether your address sits in the general services district or the urban services district, and some municipalities inside the county levy their own rate on top. Rates, the assessment ratio and the state's two relief programs are in the property tax section; the district difference is in the local government section.
Work authorization verification: on the public employer side there is no threshold here
We write this part carefully, because it is both the most misunderstood item and the one that most needs legal advice. It is not an information item; it is a call to consult an attorney.
| Employer type | Rule |
|---|---|
| Private sector | Employers with 35 or more full-time equivalent employees under the same employer tax number have had to use the federal verification system since January 1, 2023 |
| Private employers under 35 | Optional: either use the system, or take and keep copies of the identity and work authorization documents the statute lists. Staying under the threshold does not mean no documents are requested |
| Public employers | Mandatory with no threshold since July 1, 2026. The statutory definition covers the state and every kind of subdivision and names merged governments explicitly; school boards are covered too. So in this city's own government and in the county wide school district the verification step is certain at hiring |
| A non-compliant local government | The attorney general investigates; if a violation is found, all state money transferred to that local government, including shared taxes, can be withheld |
- The employer is not the decision maker. The state labor department reviews complaints, and its own page says any person lawfully present in this state may file one. An employer who tells you the system says so is relaying a result, not making a finding.
- And the harshest line in the statute runs against you: an employer is not in violation if it acts on an incorrect result produced by the system. The cost of the error lands on the worker, not the employer. Concrete risks for a reader of Turkish origin: a difference in name order between a passport or green card and the Social Security record (middle name, father's name, transliteration of Turkish letters), a post-marriage surname change never reported to the agency, and a date of birth with day and month swapped. Fix these before the job offer, not after.
- There is no immunity for firing, and the statute runs the other way. An employer who does not dismiss a worker after a final mismatch can have that held against it in an assessment. The statute pushes employers toward dismissal.
- Two protective provisions sit in the same statute: a person alleging a violation of this part is covered by the state's anti-retaliation protections, and the statute says it is to be applied without regard to race, color or national origin. If you were dismissed and the reason given was a document mismatch, consult an attorney before accepting that reason.
- Two traps in the document list: a Social Security card and the I-9 form are not among the documents the state statute accepts. Another state's driver license is accepted only if that state's issuance standards are at least as strict as this one's; a document carrying the federal star is accepted from every state.
- The scope is not limited to employees: people who are not directly employed but are paid directly by the employer for their labor or services are covered too. If you invoice as a freelancer, read that line.
- We do not write the federal procedure on this page. How many days you have after a tentative nonconfirmation and the order of the steps are on the federal agency's own page; we write no period and no number of days. Read the current procedure on the federal system's own site.
17 · Starting a business
How do I form a company (LLC) in Nashville, and what should I watch for?
Short answer
Formation happens at the state level and the office is the business services division of the Tennessee Secretary of State. There is a concrete convenience for a reader who lives here: that office is in Nashville, at 312 Rosa L. Parks Avenue, and the same office authenticates documents you will send to Türkiye. Two separate errands on this page share one building; details in the apostille section. We do not write formation fees, because the office's fee page was not read this round and this series does not publish a figure it has not read. What we could measure are three things a business owner needs to know, and all three cost more than a fee: there is no wage income tax but there is a separate tax on businesses; many occupational licenses have carried a lawful presence requirement since 2026; and the verification obligation arrives with your first employee.
Steps, documents and official links
State filing: the office is in this city
- The legal entity is formed at the state level. The office is the business services division of the Tennessee Secretary of State, 312 Rosa L. Parks Avenue, Nashville. We write it because it is a state office address; this guide does not publish addresses for federal immigration agencies.
- We do not write fee figures. The formation fee, the registration fee for a company formed in another state and the annual report fee were not read this round. Get the amounts from the office's own page.
- We do not state the registered agent, name availability and annual report requirements in firm language, because they could not be confirmed from the office's own text. Ask before you open the formation form and ask for the answer in writing.
- No official answer was found on whether a number is needed to form an LLC. That is precisely this page's reader's question and we do not fill it with a guess. Ask the office's business services division.
The tax that hits the business is not the tax that hits the employee
- No wage income tax, but a business tax exists. State law provides for a business tax on the privilege of engaging in a profession, occupation or business, and cities may levy it at the rate and in the manner the statute allows. It is a gross receipts tax, computed on turnover rather than profit. Not a payroll deduction; an item a new owner does not expect in the first year.
- We do not write rates or the filing calendar, because they were not measured this round, and how this city levies it on which activity was not measured either. Ask an accountant at the formation stage.
- If you will collect sales tax, the general rate is 9.75 percent, food is taxed at a separate rate from November 1, 2026, and two official texts do not agree on that point. Start from the tax section when you prepare a price list.
- Five professions also owe a state level annual tax: 400 dollars, due June 1.
Occupational licensing: a direct status door for a business owner
This item is easy to miss and expensive to miss. In 2026 the General Assembly passed a law requiring an applicant for a large number of occupational licenses, certifications, permits and authorizations to be a United States citizen or a qualified alien as federal law defines that term. The law took effect on the day it became law and applies to applications and renewals after that date.
- This is not a new direction but the hardening of an existing one. A 2022 law had already moved professional and commercial licenses outside the state's definition of a public benefit and attached a separate requirement to them: citizenship, or work authorization confirmed through the federal verification system. The 2026 law widens that chain. So a license is not a public benefit, but it is a status door in its own right.
- What it means in practice: if you will work in a licensed trade or open a licensed business, the license application is a legal door. We do not list which occupations are covered, because the list is long and it was not measured item by item this round.
- The right step: consult an immigration attorney before applying and ask the licensing body in writing which document it requires. This page does not tell you which form to fill in; it tells you this door is a legal one.
The obligation that arrives with your first employee
- The private sector threshold is 35 full-time equivalent employees. An employer below it is in an optional regime: use the federal system, or take and keep copies of the listed documents. Even a one-person business is not exempt from collecting and keeping documents.
- The threshold is counted across the same employer tax number, not per location. A business with two locations can believe itself to be under the threshold.
- People you do not directly employ are covered too: documents are requested and kept for anyone you pay directly for their labor or services.
- The public side matters here: the merged government and the county wide school district are public employers and have been in the no-threshold mandatory regime since July 1, 2026. If you are considering public work or a public contract, read the three sentences on the worker side and the two traps in the document list in the tax and working section.
If you run a nonprofit: a liability provision arrived in 2025
This item concerns a charitable organization rather than a business, and we write it because founding associations and foundations is common in Turkish communities. In 2025 the General Assembly provided that a charitable organization that provides housing to a person it knows is not lawfully present in the United States may be held liable for damages from a crime that person commits while receiving the service.
- Liability is not automatic and the text sets its own condition: the organization's conduct in providing housing must amount to negligence, gross negligence, or intentional and reckless conduct.
- What is excluded is written plainly: the statute's definition of housing covers long-term shelter and help obtaining or signing a lease; short-term overnight shelter of the kind a homeless shelter provides is outside its scope. Do not skip that distinction.
- This is a board member's item, not a scare item for a tenant. If you sit on the board of an association or a foundation and it provides housing assistance, show this provision to an attorney. It was not written for an individual tenant or landlord; the rental side is in the renting section.
18 · Public benefits
Will receiving public benefits in Nashville affect my green card application?
Short answer
It can, and here the question has a second layer. On the federal side the public charge rule that took effect on September 18, 2026 rescinded the 2022 regulations and gave officers broader discretion; the assessment widened rather than narrowed. On the state side there is a law that took effect on July 1, 2026, and it is the heaviest item on this page: it requires state agencies and also local governments and local health departments to verify the lawful presence of applicants aged 18 and over and to report those who are not verified to the state's centralized immigration enforcement division. And the sentence that matters most for this city sits in the statute's own definition: a local government entity expressly includes a county with a metropolitan or charter form of government. In other words, merging is not an exemption. The statute's exemption list, which runs in your favor, is written out in full below. This is not a decision section; consult your attorney before applying for any benefit.
Steps, documents and official links
Public charge: what changed on September 18, 2026
- The rule was published on July 20, 2026 and took effect on September 18, 2026. It applies to admission applications made on or after that date and to adjustment applications postmarked or filed electronically on or after that date. You can read the text in the Federal Register record.
- It is not retroactive: means-tested benefits received before September 18, 2026 are assessed under the 2022 rule.
- Direction: the rule does not list which benefits count; it removes the old list and returns to a totality of the circumstances assessment. That is why a clean these benefits count list can no longer be published. We explain it in our public charge article.
- Statutory exemptions remain: refugees and asylees adjusting status, the special immigrant juvenile category, people applying for or re-registering for temporary protected status, and special laws for Cuban and Haitian nationals.
The state side: a merged government is inside the definition
We set out all of the statute's provisions, the reporting duty, the penalty for an official and the sanction on a local government item by item in our Tennessee guide. Here we keep only the three lines that touch this city.
- The definition covers this city. In defining a local government entity the statute lists a county, including a county having a metropolitan or charter form of government, and an incorporated city or town. The fact that Nashville and Davidson County are merged into one government makes no difference under this law. This was the item on this page most likely to create false hope, and the answer is plain: merging is not an exemption.
- Local health departments are covered too. In this county health is a county wide service under the charter's own service list, which places it inside the same government. The health side is in the health section.
- The obligation does not start everywhere at once. Under the statute's transition provision, for local governments it begins not on July 1, 2026 but when that entity first reprints the relevant forms after that date or first updates its electronic or automated telephone systems. In one sentence: a clause that is not on a form today may be there tomorrow, and the absence of an attestation clause on a form you see is not an exemption but a matter of timing.
And we should be honest: as of October 12, 2026 that attestation clause could not be found in visible form on this city's service pages. There are two possible explanations: those services may fall outside the statute's definition of a public benefit, or those forms may not have had their first reprint yet. We could not measure which is true and we do not choose between them. This city's own domain could not be reached by any route this round, so this is a limit on measurement, not a finding.
What runs in your favor: the statute's own exemption list
The statute defines what falls outside public benefit by reference to federal law. That reference covers:
| Services outside the verification regime |
|---|
| Health care items and services necessary for the treatment of an emergency medical condition (other than those related to an organ transplant) |
| Immunizations, and testing and treatment of symptoms of communicable diseases |
| Short-term, non-cash, in-kind disaster relief |
| Programs delivering in-kind services at the community level, such as soup kitchens, crisis counseling and intervention, and short-term shelter, that are not conditioned on income or resources and are necessary for the protection of life or safety |
- Emergency medical care being on this list matters especially here, because this state did not expand Medicaid and the coverage gap is real. Who falls into it, and the written bases for emergency care, are in the health section.
- Short-term disaster relief and short-term shelter on the list are not abstract either: a named winter storm hit this city in February 2026, disaster assistance centers opened, and the emergency management office publishes a standing winter page. The severe weather regime, and the fact that what is published here is guidance rather than an address list, are in the severe weather section.
- The list says verification is not required; it does not say free, and it does not say everyone qualifies. Each program's own eligibility rules still apply. Do not confuse this with the sliding scale clinics section, where the message runs the other way and none of those centers is free.
- The reporting provision carries one more exception: cases where a reporting duty already arises under a federal nutrition regulation sit outside the statute's reporting obligation.
There is a court order, but it is narrow, temporary and not on the merits
- Case caption: Snader v. Tennessee Dept. of Health, No. 26-0825-I, Davidson County Chancery Court, Chancellor Patricia Head Moskal. Temporary restraining order June 24, 2026, agreed temporary injunction July 14, 2026. The case is before this county's own chancery court, but the order's scope is defined by program rather than geography.
- The scope is narrow: the order bars the health department from reporting the identifying information of patients receiving services from one children's health program only. The provision as a whole is not enjoined; for other state agencies, all local governments and local health departments the verification and reporting regime is running.
- It is temporary and the merits were not reached. The order says in its own words that it runs until further order of the court, and there is no hearing date on the merits. The parties agreed, and the defendants admitted no liability or fault. That is why this page does not say the law was stopped: the correct sentence is that as of October 12, 2026 it is temporarily enjoined for one children's health program only, with no decision on the merits.
- One clause of the order touches readers directly: the agency must notify patients and providers of the injunction in the patient's recorded primary language. If you are in that program, read the notice you receive.
The October 1, 2026 federal narrowing, and a source warning
- Federal law now reimburses states for full Medicaid and children's health program benefits for four groups only: United States citizens and nationals, green card holders, Cuban and Haitian entrants, and people here under a compact of free association. Refugees, asylees, holders of temporary protected status, parolees and visa holders are not on that list.
- The state published the document implementing this: the state health coverage program's manual policy says that from October 1, 2026 refugees and asylees fall outside coverage; the document is dated September 10, 2026. The program director's own figure is about 8,500 people.
- And a source warning, because this item circulates incorrectly online: a 2014 document still sits on the same server with no warning and still shows refugees as eligible. This page does not cite that document and neither should you. The first thing to do when reading a text in this area is plain: look at the date of the source. Confirm the agency's current policy by phone and ask for the answer in writing.
- On pregnancy the agency's own sentence still reads: if you are pregnant, no immigration documents are required. The same is not true on the child's side; the child must be a citizen or an eligible immigrant. So in the same household the mother may be covered while the child is not. Details in the health section.
School enrollment and a school scholarship are separate things
- On enrollment, state law sets no status condition. All of this General Assembly's acts were scanned this round and no law was enacted denying school enrollment on the basis of immigration status; the education department's written answer runs the same way and names Plyler v. Doe, 457 U.S. 202 (1982).
- On the scholarship side the condition is expressly in the statute. The 2025 education scholarship act says the application of a student who cannot establish lawful presence shall be denied, and treats the scholarship as a public benefit. So the verification and reporting regime above applies to the scholarship application too, and the court order above does not cover that program.
- So enrollment is open, the scholarship is not. Any text that merges the two into one sentence is wrong. The enrollment side is in the school section.
19 · Address change
I moved to Nashville. Do I have to report my address?
Short answer
As a general rule most non-citizens, including green card holders, must report a new address within 10 days of moving. That is not an administrative preference but a statutory duty. The easiest route is the address change screen in your online account; the paper AR-11 is free as well. If you have a case in immigration court you also notify the court within 5 days on Form EOIR-33, and that sentence carries more weight here: the court is not in this city. On the local side Nashville has a structure of its own: even if you move without crossing the county line, your service district can change, and that directly changes who collects your trash.
Steps, documents and official links
- Sign in to your online account and open the address change screen. The online filing satisfies the legal duty; you do not also need to mail a paper AR-11.
- Enter the receipt number of every pending application. Filing AR-11 does not by itself change the address on a pending case.
- Tell the post office separately. A postal change of address does not update the agency's record, and the post office does not forward these letters.
- If you have a court case, file Form EOIR-33/IC within 5 days. The court address changes only with that form.
- If you have a regular check-in requirement, also report your address through the agency's own portal.
Holders of A and G visas and visitors arriving under the visa waiver program are outside this reporting duty.
Three local consequences of moving within this city
What triggers the duty is the move itself, not crossing a boundary; changing homes on the same street is a move. But moving within Davidson County can change three concrete things:
- Who collects your trash. The charter assigns trash collection to the urban services district only; households in the general services district contract with a private hauler themselves. Two homes in the same county can sit in two different regimes. Details in the water and trash section, and the district lookup is in the local government section.
- Your property tax rate. The two service districts carry different rates, and if you move into one of the six cities inside the county that kept their own municipal governments, that city's own rate may apply on top. The table is in the property tax section.
- Your school district does not change. This runs in your favor here: because the charter treats schools as a county wide service, moving within the county does not change the school district. Details in the school section.
If you move out of the county the list grows: the tax rate on grocery food, the county's own vehicle tax, the property tax rate and the price of a library card. We wrote those in the tax, vehicle registration and library card sections. And one more item follows the county line: whether the sheriff has an agreement with federal immigration authorities. What that means, and what it does not mean, is written out in the state law section below. Do not base a decision about where to live on that list.
Add this as well: in the first week here you will give your address to several state and local offices, from the driver service center to school enrollment. None of those is an AR-11. Giving your address to a state or local office does not satisfy the federal duty.
One more change in 2026: account for the federal rule that took effect on June 29, 2026 and reworked alien registration and what counts as evidence of registration. You can read the text in the Federal Register record. Check that the document you carry still counts as evidence of registration.
20 · Immigration agency
Where is the immigration agency's office in Nashville, and where do I go for biometrics?
Short answer
We deliberately write no address in this section, and the reason is a rule: this guide series publishes no street address for any immigration agency, immigration enforcement division, customs agency or the Social Security Administration. This round the reason is concrete as well: the customs agency's site would not open even with a full browser header set, so no first-hand verification was possible. The only correct sentence is this: the address you go to is the address on your appointment notice. What you do need to know is the office types: a field office conducts interviews, an application support center takes fingerprints and a photograph, and they are not the same place. A court is none of these, and there is no court in this city; that is the next section.
Steps, documents and official links
- Two offices, two jobs: green card and citizenship interviews happen at field offices, fingerprint and photo appointments at application support centers. Mixing them up costs an appointment day.
- No walk-ins. Field offices do not take visitors without an appointment; appointments are arranged through the Contact Center. Get office information from the agency's own office locator and follow your case on the case status page.
- You do not choose your biometrics location: the center is named on your I-797C notice. To reschedule, request it through your online account or the Contact Center. What to bring is in our biometrics appointment article.
- What the center does not do: support centers give no information about your case. Ask case questions to the Contact Center, not the center.
- Appointments are free: Contact Center 1-800-375-5283. Intermediary sites that charge for an appointment are scams.
- Asylum interviews: we could not verify this round that there is a separate asylum office in this state. Form I-589 is not filed in person at an asylum office; the office list is on the agency's own page.
- Processing times: on the processing times page select the form, the category and the office holding your case.
- Immigration enforcement and the customs agency: confirm check-in locations and offices through the agency's own office page; there is a search page for locating someone in custody. We could not verify these agencies' structure in this state from a primary source and we name no field office.
Do not confuse three agencies, and here the distinction covers a fourth
The immigration services agency and the enforcement agency are part of the Department of Homeland Security; the immigration courts belong to a separate agency under the Department of Justice. Readers mix these three up constantly; the agency does not answer what you ask the court, and the court does not answer what you ask the agency.
There is a fourth body here and it is not federal: a centralized immigration enforcement division established in 2025 inside the state's own safety department. It is not a branch of the federal agencies; it is a state unit that coordinates state and local cooperation with federal authorities, and it has its own page. It reaches readers in three places: in a public benefit application, in county jail and law enforcement contact, and through grants distributed to local law enforcement. What it does, what it does not do, and where this county stands on the list that division publishes, are in the state law section below. Read that section before you file anything, because the most easily misread item on this page is there.
And one verified detail about that division: its reporting form is restricted and, in its own page's words, not available for public download; only authorized agencies may request access. So it is a form agencies complete, not one members of the public complete. We write this because the opposite reading circulates online.

21 · Court
Is there an immigration court in Nashville, and how do I check my case?
Short answer
The answer is clear this round and it is a concrete burden for this city: there is no immigration court in Nashville. No entry under Nashville appears in the federal agency's own operational status list. The state's only immigration court is in Memphis and it is open: Brinkley Plaza, 80 Monroe Avenue, Suite 501, Memphis, TN 38103. The same list shows one court for Tennessee in its state count. So for a reader at the other end of the state a hearing is not a day's errand but a trip. We write no distance or drive-time figure, because none was measured from a source this round; but plan for travel, lodging and time off from the start.
Steps, documents and official links
Where the court is, and two more things the list says
- The Memphis Immigration Court shows as open on the federal agency's own list. We write it because it is a court address; this guide does not publish administrative agency addresses, but it does publish court addresses.
- The same court also has a hearing location in another state, listed as a separate line in the federal list. The court does not serve this state alone.
- Internet-based hearing information is published on the agency's own page, and there are two blocks under the Tennessee heading. But remote appearance is a possibility and the judge decides; this page does not promise it. Make the request through your attorney. For a reader at the other end of the state this is the first question worth asking.
The name-trap scan was run and came back clean this round
In this series we once found, in another state, federal facilities carrying that state's city names that all turned out to be in a different state, and we wrote a warning into those guides. The same scan was run line by line this round and no such trap was found: there is no immigration court in another state carrying the name Nashville, Memphis or this state's other major city names. So we do not carry that warning onto this page. As a general habit, though, write the state code next to any federal facility name you note down.
The 100-mile border zone: no point in this state is inside it
In states with a land border or a coast we have explained the reasonable distance rule created by a federal regulation. This round the regulation's full text was read and the answer came back definite.
- The regulation's test is geographic: an external boundary means the land boundaries and the territorial sea of the United States, and reasonable distance is defined as 100 air miles from any such external boundary.
- This state has neither an international land border nor a coast. So no point in it is inside that zone, and neither is Nashville.
- But we write two warnings in the same breath, both from the regulation itself. First: another subsection of the same provision allows a distance greater than 100 miles to be treated as reasonable in unusual circumstances, so the figure is not an absolute ceiling. Second and more important: the zone relates only to a particular search and stop authority. The other powers of immigration enforcement apply nationwide. So do not conclude from being outside the zone that there is no immigration enforcement here; indeed a federal case has been filed in this state about traffic stops conducted within the state, and we write about it in the state law section.
If you are going to court: the agency's own rules
- Faxes and unauthorized electronic filings are not accepted. Unless staff or the judge specifically requests it, documents sent that way are not entered into the record and, in the agency's own words, are discarded without being reviewed and without notice to the sender.
- Security screening at every visit: metal detector and bag search; you may be asked to remove your shoes; food and drink are not allowed except as the judge permits; cameras and recording devices are prohibited.
- Hearings are open to the public and, in the agency's own words, no advance notice is needed for your visit.
- Anyone who represents you must be registered in the agency's registry system. Check this when you retain an attorney or accredited representative.
- Plan the trip, and account for the weather. The winter regime is real here: the transportation department's January 2026 statement describes icing as statewide, and for a period the public was asked to stay home. If your hearing falls in the winter months, consider traveling a day early; details in the severe weather section.
Case status and closures
- Online lookup: your A number is enough for the case information system; the phone line is 1-800-898-7180. The official information is still the hearing notice; the system can be slow to show new dates.
- Check closures on the morning of your hearing: the agency's operational status page. The same page also gives the number of courts in the state.
- Report an address change to the court separately, within 5 days, on Form EOIR-33.
Where do I find my I-94, and what if it is wrong?
You can download the I-94 for your most recent entry from the customs agency's site. Errors made at entry, meaning the wrong visa class, the wrong name or the wrong period of admission, are corrected by offices called deferred inspection sites. We could not verify the location or hours of that office for this city this round, so we write no address or days; read the list on the agency's own page.
- Write first, travel second. Some of these offices are open only a few hours a week.
- They correct only errors made at the moment of entry. They are not a general I-94 help desk.
- Why it matters: the length of your work authorization and some filing eligibilities depend on what the I-94 says. In this state the driver license regime is tied directly to it: the length of your lawful stay sets how long your card is valid. Details in the driver license section, which should be read before this one.
22 · State law
What does state law say about federal immigration enforcement, and is Davidson different?
Short answer
The job of this section is not to produce a fear or a promise, but to separate the text sitting in the code from the rule that actually governs today. The statewide picture is set out in four layers in our Tennessee guide, and the summary is this: almost every immigration-related law passed in 2025 and 2026 is in force today. Here we write out in full the one item specific to this county, because it is the most misread line online: Davidson County does not appear on the participating county list published by the state's own immigration enforcement division. That is accurate. But it cannot be written without saying three things in the same breath: it is not a protection, every sheriff faces a January 1, 2027 deadline, and the decision rests with the sheriff, not the metropolitan council. In other words the merged government opens no door for the reader here. Read it as neither a promise nor a threat, and note that this page attaches no label to this city in either direction.
Steps, documents and official links
The local cooperation list: Davidson is not on it, and what that does not mean
The state's own immigration enforcement division lists, county by county, the counties participating in the federal cooperation program. As read on October 12, 2026 the list holds 93 of the state's 95 counties. For the counties of this guide's five settlements the result is:
| County | On the list |
|---|---|
| Davidson (Nashville) | No |
| Shelby | Yes |
| Sumner | Yes |
| Williamson | Yes |
| Rutherford | Yes |
Nashville-Davidson is the only county among this guide's five settlements that does not appear on the state's own list. There are three things that cannot be inferred from that, and we write all three, because reading the line on its own misleads.
- It is not a protection. These programs concern a local sheriff being delegated federal authority; federal immigration enforcement applies everywhere in the state. Indeed one of the federal cases filed in this state concerns traffic stops conducted by the state highway patrol. A county's absence from the list does not mean there is no immigration enforcement in that county.
- Today's position is not permanent and the statute has its own calendar. A 2026 law requires every county sheriff to enter a cooperation program by January 1, 2027 and allows state funds to be withheld from one who does not. So the life of this list in its current form is limited by the statute's own calendar. Put that date on your calendar.
- The metropolitan council is not the body that decides. The statute says expressly that the agreement is not subject to approval by the local government the sheriff serves. This is the limit of this city's merger story: even though Nashville and Davidson County are merged into one government, on this question the decision belongs not to the metropolitan council but to the sheriff. The merger runs in the reader's favor in many places on this page, but it opens no door here.
The list also carries no date. The lines above are as read on October 12, 2026 and should not be quoted without that date. Which county holds which model of agreement, and this county sheriff's current position, were not verified this round; we say neither that there is none nor that it is so.
And the same limit is written once more elsewhere in the statutes. The law creating the verification and reporting regime for public benefits defines a local government entity to include a county having a metropolitan or charter form of government. So merging is not an exemption. We set out that regime in full in the public benefits section, and that is the place to read before applying for any benefit.
The statewide picture: a short summary and where to look
We wrote the four layers below at length in the state guide; here we give only the headings so you know where to take each question from this page. We write no code section numbers and attribute provisions by agency and date.
| Layer | Where it stands today |
|---|---|
| The package in force | The centralized immigration enforcement division and its grant program, the driver license and identification regime, verification and reporting for public benefits, work authorization verification for public employers, closing enforcement information to public inspection, court cooperation, a lawful presence requirement for occupational licenses, and documents at vehicle registration. All of it is operating; the calendar and the detail are in the state guide |
| The benefits regime and the single injunction | Snader v. Tennessee Dept. of Health, No. 26-0825-I, Davidson County Chancery Court, Chancellor Patricia Head Moskal; temporary restraining order June 24, 2026, agreed temporary injunction July 14, 2026. The scope is narrow, the order is temporary, and the merits were not reached. Details in the public benefits section |
| A crime in the code that is not in force | One section of a 2026 act makes re-entering the state after removal a crime, but that section is conditional and is not in force today. Do not panic on finding the text online; equally, do not assume it will never take effect. Its trigger is in the state guide |
| Automatic sunset | The effective-date provision of the act passed in the 2025 special session provides for automatic repeal on January 20, 2029 of four provisions, including the centralized immigration enforcement division itself; the court cooperation provision carries February 1, 2029. Do not read that as relief: the General Assembly may renew, and most of the other acts are outside that provision |
A case brought by members of this city's own council, and a contradiction we print
We write this here because the plaintiffs were members of this city's own metropolitan council. The act passed in the 2025 special session had provided a felony and removal from office for members of a local legislative body who vote for a policy limiting federal immigration enforcement. Seven metropolitan council members sued the district attorney and the state attorney general over those provisions on June 24, 2025; the case is Capp v. Funk, Davidson County Chancery Court. The ground was freedom of speech.
- The outcome: in February 2026 an agreed order was reported between the state and the plaintiffs, with the state abandoning the defense of those provisions, and with neither the attorney general nor the district attorney to initiate proceedings against a local official under them. So the text sits in the code but those provisions are not being applied.
- We print a contradiction and take no side: some news sources frame the outcome as held unconstitutional, while the plaintiffs' own page calls it a settlement. Those are not the same framing and we do not choose between them. The docket number and the order's own text could not be found this round, because the relevant court's records system could not be reached by any route. We do not say there is none; we say we could not verify it.
- And do not widen the scope. The complaint covered only two provisions concerning local government officials; the parallel provisions of the same act concerning state officials were not its subject, and whether the settlement reaches them is not known. A general sentence such as the felony was struck down would be wrong.
- This provision was never the reader's provision anyway. It concerns members of a local legislative body; it says nothing about your case.
And one door, written as an attorney warning rather than a procedural tip
What the provisions in this section have in common is this: several everyday transactions are now status doors. Vehicle registration, driver license renewal, an occupational license application, a public benefit application, a school scholarship application, and getting hired in the public sector.
- This page does not tell you which form to fill in. It tells you these doors are legal doors.
- If there is any uncertainty about your status, consult an immigration attorney before going through one of them, and do not act on a guess about what will happen at the counter.
- If you are detained, ask to speak with an attorney before discussing your status, and if you are a Turkish citizen ask that the consulate be notified.
23 · Voting and jury duty
I am not a citizen. Can I register to vote in Nashville, and what if I get a jury summons?
Short answer
Voter registration and voting belong to United States citizens only, green card holders included. Registering or voting without citizenship can have severe consequences for your immigration case and is also a crime. Two additional things apply in this state: the temporary license and identification card issued since January 1, 2026 is not valid identification for rights and benefits reserved to citizens, voting included; and a 2026 law gives the portal used by the state election coordinator access to a federal eligibility verification data source. On jury duty we have to be honest: we could not verify this round which public records this state builds its jury master list from, and we make no claim.
Steps, documents and official links
Voter registration: the rule is clear
- The requirement is citizenship. A green card holder, a person with work authorization, a student or someone with a pending asylum application cannot register.
- The immigration consequence is severe. Registering or voting without citizenship is a direct problem before the officer assessing eligibility and good moral character; the policy manual treats it in a separate chapter.
- The face of your card says something about this. The document issued to a person whose lawful presence is authorized for a defined period is temporary, and the statute says expressly that it cannot be accepted as valid identification for rights and benefits reserved to United States citizens, voting included. We describe the card type and how it looks in the driver license section.
- Read the box on the form. If a driver license, identification card or public service application carries a voter registration part, signing it counts in most states as a sworn statement that you are a citizen. We could not verify from an official source this round how a license application is linked to voter registration in this state; read every part of the form placed in front of you, do not sign a part you do not understand, and do not answer yes to a citizenship question if you are not a citizen.
- That warning carries extra weight in this state: the law that took effect in 2026 requires agencies to place on benefit application forms an attestation of citizenship or lawful presence signed under penalty of perjury. So an attestation form in front of you is not always a voter form; read which one you are signing. Details in the public benefits section.
- One statutory change is on the record: a 2026 law lets the state election coordinator's portal reach a federal eligibility verification system. Research did not measure how that works in an individual case and we write no conclusion; we record only that the statute creates the access.
- Do not fill in voter registration forms handed to you by volunteers at the door or at events, even if a campaign worker says it will not be a problem.
Jury summons: what we know and what we do not
- We say what we do not know: we could not verify which public records this state builds its jury master list from. In some states the driver license pool feeds the jury list and a lawfully present non-citizen can receive a summons; whether that is so here we do not know and we make no claim.
- If a summons arrives: do not ignore it and do not throw it away. Call the jury office of the court named on the letter as soon as possible, or respond online as the letter instructs, and state that you do not meet the requirements for jury service. Use the number on your letter, not a general number.
- A summons is not an error: lists are built from public records and your name appearing on one does not mean a proceeding has been opened about you. It is not something to panic about; it is also not something to leave unanswered.
- We did not read this state's text on jury service qualifications this round, so we write neither that you are qualified nor that you are not. Ask the court and ask for the answer in writing.
And keep one thing separate: the subjects in this section and the sheriff's cooperation agreement with federal immigration authorities are not the same subject. We wrote the second one, and where this county stands on the state list, in the state law section; when deciding about voter registration or a jury summons, look here, not there.
If you have become a citizen: you may now register. Confirm the requirements and the routes on the state election office's own page and take the current form from there.
24 · New citizens
I became a citizen. How do I get a U.S. passport in Nashville?
Short answer
A first U.S. passport is obtained in person on Form DS-11: you take the original of your citizenship document to an acceptance facility. The acceptance facilities in this city were not counted this round, so this page gives no count, no name and no address. The two most useful things this section can give you are these: search by ZIP code rather than by city name, and get the hours from the institution itself rather than from the federal data file. The cost of both rules has been measured in this series: a facility's postal city can differ from where it actually sits, and institutions' own pages can publish more restrictive hours than the federal file.
Steps, documents and official links
Search by ZIP code, not by city name
This is the most useful instruction in this section, which is why it comes first. In the federal acceptance facility locator, do not type a city name; type your ZIP code. The reasons were measured:
- Postal name and actual location can diverge. In this series one acceptance facility sat inside a city yet was listed in the federal file under another city's postal name. Someone searching by their own city's name can miss a facility in their own city.
- Place names nest inside this county. The metropolitan government's territory is the whole county, but inside it are six cities that kept their own municipal governments, and the place name on your envelope may be one of them. How to check which district and which municipality your address falls in is in the local government section.
- A ZIP code removes both errors.
An acceptance facility and an agency are two different things
This is the distinction readers confuse most. An acceptance facility may be a post office, a county clerk's counter, a library or a university desk, and it takes and forwards routine or expedited applications. A passport agency is a separate network for urgent travel, working by appointment. We could not verify the nearest passport agency to this state this round and we write no agency name, city or distance; get the current list and the appointment rules from the federal agency's own site.
Get the hours and the payment rule from the institution
- The federal file gives hours as a code and can understate an institution's own rule. In examples measured in this series the institution's own page was more detailed and more restrictive: some facilities run certain days by appointment only, and some require a separate appointment for each applicant.
- The payment trap costs real money. One county counter read in this series said the federal passport fee cannot be paid by debit or credit card and only by check or money order, while accepting other methods for its own processing fee. So you make two separate payments at the same counter and the two may not accept the same payment method. Ask before you go.
- We do not write fee figures here, because both the federal fee and local processing fees change.
- Language: no Turkish material was found at any institution in this city this round; the institutional second language is Spanish without exception. We do not say there is none; we say research did not find any, and we write the detail in the language access part.
Going to the appointment
- A first passport is obtained in person. Form DS-11 is completed but not signed; you sign in front of the official. The original of the citizenship document is taken and handed over during the process; it comes back with the passport.
- Identification and a photocopy: the original of your photo identification and a photocopy of it are requested. Some facilities provide photo, photocopy and mailing services on site; ask in advance whether yours does.
- For a child's application both parents must appear or you must bring the consent document the agency requires. Where to get the child's birth certificate is in the vital records section; in this state a birth certificate can be obtained from any of the 95 county health departments.
- If you are traveling to Türkiye, settle in advance how you will report your U.S. citizenship to the Turkish population registry and which passport you will use to enter. The process runs through the consulate, and in this state the consulate is in another state.
25 · Things to do
What is there to see in Nashville, and what does admission cost?
Short answer
The clearest line in a visit budget here is this: the state's own museum is in this city, admission is free, and parking is free too. The institution's own visit page says so in its own words, and most importantly access depends on neither status nor residency: no card and no state identification are asked for at the door. Beside it, a second item: at one art museum there is no charge for guests aged 18 and under. And a third, which holds statewide: state parks charge no admission fee. For the rest of the indoor institutions the picture is mixed, and we put one question up front because learning it at the ticket desk is too late: the gate for the discounts at these institutions is an assistance card, and behind that card sits an eligibility chain. All the fees below were read from the institutions' own pages on October 12, 2026.
Steps, documents and official links
The state's own museum: in this city, and no document at the door
This is the strongest item in the section and it is strong in two ways. The institution writes on its own visit page that admission is free, and the same page says parking is free as well: the lot shared by the museum and the adjacent farmers' market charges nothing, and there is two-hour free street parking on two nearby avenues.
- Address: 1000 Rosa L. Parks Blvd, Nashville, TN 37208. The shared lot fills quickly on weekends; that is the page's own warning.
- Hours: closed Monday; Tuesday through Saturday 10.00 to 17.00; Sunday 13.00 to 17.00. Closed on New Year's Day, Easter, Thanksgiving and Christmas.
- Access depends on neither status nor residency. That sets it apart from most of the items below and matters for a newly arrived family: you can go in before you have a state identification card.
- Language access is on request and in advance: the museum asks a visitor who needs language assistance to contact it at least five business days before the program. Which languages are provided is not stated on the page and whether Turkish is among them could not be verified. Do not expect an interpreter waiting at the door; write before you go.
- For a newly arrived family with children this is the first institution to write down in this city: no admission fee, no parking fee, indoors, and no document asked for at the door.
The other indoor institutions here: fees and traps
| Institution | Admission | What to watch |
|---|---|---|
| An art museum | No charge for guests aged 18 and under. Adults 20 dollars; 65 and over, military ID holders and college students 16 dollars | Discounted tickets are available only at the ticket desk, not online. There is a separate free window for college students on Thursday evenings; it is not a free day open to the general public |
| A monument and park museum | Adults 15 dollars; 62 and over and ages 4 to 17, 10 dollars; under 4 free | Cash, check and card are accepted, but card transactions carry a 2.3 percent convenience fee, and the kiosk at the desk does not take phone wallets. Hours Monday through Saturday 09.00 to 16.30, Sunday 12.30 to 16.30 |
| A science center | Adults 22 dollars; ages 2 to 12, 18 dollars; under 2 free. The planetarium is separate and additional to general admission | Heavily child-oriented and a high budget item; the page does not say which document is required for the discount |
And we record two contradictions, taking no side. First: the art museum's current visit page and an older page still reachable on the same site give different figures both for the adult ticket and for the assistance card discount. The institution's current visit page should govern, but call ahead before traveling for a discount. Second: the monument museum's own page and some secondary compilations give a different adult price; we wrote the institution's own page.
State parks: no admission fee, and the agency says so itself
- The frequently asked questions page of the agency that runs the parks says in its own words that no access fee is charged at any state park, and adds that donations are accepted in place of an admission fee.
- Parks are open to the public seven days a week, 365 days a year; park offices, museums and visitor centers may be closed two days a week. In the agency's own words all state parks are open through the winter as well.
- Walk-in entry is free too, because there is no admission fee at all. If you have not registered your vehicle yet that is an advantage; in some states park fees were tied to the license plate, and there is nothing like that here. Registration procedure is in the vehicle registration section.
- One framing difference: there is no charge to enter a park, but some facilities and activities inside a park may carry a fee. Discounts and the detail are in the state guide.
What this section does not publish, and why
- We write no fees for the city's own parks, community center memberships or children's programs. The city's own domain could not be reached by any route this round, so whether they are free could not even be verified. Some official phrasing seen through search says certain programs are free, but it was not confirmed from the institution's page. We do not say there is none; we say we could not read it, so ask the city before you go.
- A large park downtown and its own admission and parking regime. The adjacent museum's page says nothing about it; not printing a price is not the same as saying free.
- Two more large institutions' fee and discount structures were not read this round, and we do not carry a figure over from a secondary source.
- No distance and no drive time, because none came from a source this round.
- No place of worship by name, and no association or cultural center whose 2026 activity was not verified from its own site.
Language: the institutional second language is Spanish, no Turkish found
- No Turkish material was found at any institution read this round. The institutional second language is Spanish without exception: one state agency's language access plan is in English and Spanish, and the art museum has a separate Spanish information page.
- Turkish does not appear among the ten most spoken languages listed by the city's own new Americans office. A city human relations commission has published a language access guide, but its own study found that a minority of city departments have a language access coordinator. So institutional language access is still being built and this page makes no service promise.
- And we say one thing plainly: state sites carry a translation menu, and the agency's own sentence says it is a machine translation service. It is not the institution's own Turkish text, and this page does not present it as Turkish material is available.
- Research also did not find a disclaimer. In this series a park agency in another state published an accuracy warning on its own machine translation; no such warning was found here, meaning the translation is offered without a caveat beside it. We do not say there is none; we say research did not find one. The practical consequence: do not read anything important through machine translation; use the institution's language assistance door or pick up the phone.
- There is a right you can ask for and the door is identified: the state health coverage program commits in its own multilingual notice to free written and oral translation services without distinguishing by language, and gives a phone number. Turkish is not among the languages listed in that notice, but the commitment does not limit languages. Details in the health section.
26 · Free and family-friendly
What is free to do in Nashville, and where can I take the children?
Short answer
Free has four separate gates in this city and each asks for something different. The first asks for nothing: at the state's own museum both admission and parking are free, and state parks charge no admission fee. The second asks for an assistance card, and behind that card sits an eligibility chain; that is the part of this section that needs the most care. The third asks for residency, and some institutions prove residency with a valid state photo identification, which is a real obstacle for a newly arrived family. The fourth is this city's strongest gate and the quietest one: the library card. Here a card does not only mean books; it can be converted into a museum pass.
Steps, documents and official links
The first gate: items that ask for nothing
- The state's own museum. Admission free, parking free, indoors, and neither a card nor identification is asked for at the door. Details in the section above.
- State parks. No admission fee, open seven days a week, open in winter, and no document at the gate.
- At one art museum there is no charge for guests aged 18 and under. For a large household with children that is a real difference: the cost of the outing is only the adult tickets.
- And an age-threshold table, because it varies by institution: at a monument museum under 4 and at a science center under 2 are free. Do not carry one institution's threshold to another.
The second gate: discounts tied to an assistance card, and the question underneath
We write this part as it is, because learning it at the ticket desk is both late and humiliating.
- The structure: every museum discount measured in this city runs through a national discount program, and the institutions ask for an assistance card at the door; some also ask for photo identification.
- What it is worth varies by institution and cannot be generalized. In the examples read this round: at an art museum zero per adult for up to four adults; at a monument museum free for up to four people; at a science center it is not free but 5 dollars per person for up to four people. The program's name is the same; what it is worth is not.
- The full chain: the discount depends on showing a card at the door; holding the card depends on being enrolled in that program; enrollment depends on meeting that program's own eligibility rules, and those rules look at the applicant's status as well as income.
- So the sentence that needs saying is this: these discounts are not open to everyone with a low income, they are open to people enrolled in a particular program. A family that cannot enroll in that program cannot get the discount even on a low income. Institutions ask for a card, not an income statement. In other words, under the question can I get this discount sits a status question, and it is better to know that in advance than at the desk.
- One door stays open and is worth noting: one institution in this city states expressly that the card may be from another state. For a family that has just moved from another state that makes a difference. The other two institutions' pages contain no such statement and we do not write that sentence for them.
- This page does not recommend that anyone enroll in an assistance program, and makes no assessment here about the consequences of an application. If you are considering such a step, consult an attorney first.
The third gate: residency, and the identification requirement at the door
This gate looks wider, because it is not tied to an assistance program. But it has a condition of its own, and for a newly arrived family that is the real obstacle.
- The good news: none of the free items measured in this city asks for a state photo identification at the door. The state's own museum asks for no document, and at the art museum there is no condition other than age for guests aged 18 and under.
- But some free days elsewhere in the state do ask, and there the gate is a valid state photo identification. A newly arrived family without a state driver license or identification card cannot pass through those gates. If you are planning a trip, read the conditions before you go.
- That ties this section directly to the driver license section, and that regime changed in 2026: a person whose lawful presence is authorized for a defined period receives a temporary card that is distinguishable on its face. We wrote the card type and how long it is issued for in the driver license section, and that section should be read before this one.
The fourth gate: the library card, and what sits behind it here
The most useful gate to free things in this city is the library card, because here a card can be converted into a museum pass. And what is asked for to get one, measured for a newly arrived reader, is strikingly open.
| Item | From the institution's own page |
|---|---|
| Who gets a free card | Everyone who lives in Davidson County, including residents of the six separate municipalities inside the county |
| Identification | One of the listed items is enough and a passport is on that list by name; a driver license, a school ID and a military ID are listed too. A Tennessee license is not required |
| Proof of address | Mail delivered to the address within the last month, a pay stub or a utility bill dated within the last month, a voter registration card, or a valid lease or deed |
| Number and status | Never mentioned on the page. That is an absence, not a stated exemption |
- The card converts into a museum pass. The library lends passes that let cardholders into partner institutions; in the examples read, one pass admits two adults to a museum, with a loan period of seven days and no renewals; another gives a week of access to shared electric bicycles.
- We do not write the list of partner institutions on this page, and the reason is a measurement: on October 12, 2026 the institution's own page showed only two items, while secondary sources said the program included more. The institution's own page governs, and because the partner list changes, writing a fixed list would send you to the wrong door. Check the library's own page before borrowing a pass.
- There is a library of things as well: musical instruments, hand tools, electronics, kitchen and party items, sports equipment. For ages 18 and over, two items at a time, up to three weeks, and returns go to the desk, not the book drop. For a family that arrived with two suitcases, that may be the cheapest way to handle a first repair or a first picnic.
- Books are not the only thing on the library's page: the same system lists items such as job search support and a citizenship corner.
And we print a contradiction, taking no side. Two official pages of the library do not agree on whether people living outside the county can reach online resources: one says online access is provided for an annual fee, the other says out-of-county cards cannot reach online services and never mentions that fee. Both are on the institution's own site. So we fix no figure. If you live in Davidson County this does not concern you, your card is free either way; if you live outside the county, ask the library directly. The boundary of the service area is not defined on any page either, and that could not be verified.
Branch status: where older guides get it wrong
- The main library closed after a fire in the summer of 2025 and reopened on March 30, 2026. At reopening the collection, lending, card applications, public computers and wireless access were working. The conference center on the first floor remained closed and event programming at the main branch was suspended.
- Another branch of the same system closed for renovation in early 2026.
- So information circulating online about an institution that was closed for nine months may be wrong today. If you are going for an event or a program, check the branch's own page, and ask by phone which branch can take your card application.
The order for a weekend with children
- Get the library card in your first week. A passport is accepted, a lease counts as proof of address, and the card is free to everyone living in the county.
- Go to the state's own museum for an indoor day. Admission and parking are free and no document is asked for at the door.
- If your children are 18 or under, plan the art museum; there is no charge for them.
- For the outdoors, state parks. No admission fee, and they are open in winter.
- If you want a museum pass, check the library's current partner page, because the list changes.
27 · Turkish consulate
Where are Turkish consular matters handled from Nashville?
Short answer
Tennessee sits in the consular district of the Turkish Consulate General in Houston, and that is not an assumption: the mission's own site lists its district as eight states and Tennessee appears on four separate pages; in addition the pages of the other five Turkish consulates general in the United States were scanned in the same round and Tennessee appears on none of them. Two things to know before you travel, both about hours: the only window published for general consular business is 09.00 to 12.30 in the morning, and visa applications are taken in a separate thirty-minute window. We write no distance or drive time, but we say plainly that the trip leaves the state and that fitting two transactions into one day is unlikely.
Steps, documents and official links
| Item | Information |
|---|---|
| Mission | Consulate General of the Republic of Türkiye in Houston |
| Address | 5333 Westheimer Road, Suite 1050, Houston, TX 77056 |
| Switchboard | +1 346 439 65 60 |
| Out-of-hours emergency and duty officer | +1 832 774 18 61 |
| Consular call center, 24 hours, 7 days | +1 888 566 76 56 |
| Working hours | Weekdays 09.00 to 12.30. The mission publishes no afternoon counter hour for general consular business; this is the only window published |
| Visa application hours | 14.00 to 14.30, a separate thirty-minute window. The mission's instruction asks you to book an appointment before coming |
| Appointments | An advance appointment for every transaction, through the mission's own menu |
| Holiday calendar | The mission publishes its 2026 and 2027 holiday calendar on its own page, covering both U.S. and Turkish official days, including October 29. Check it before booking |
One comparison, because it has a practical consequence for a reader traveling from here: some consulates general publish two windows a day, morning and afternoon. In Houston the afternoon holds only the thirty-minute visa window. What that means is simple: your chances of fitting two transactions into a single day are narrow. Build that into the trip from the start.
The attaches are in the same building, and in the same suite
In an earlier round of this series the attaches sat in a different building from the consulate general and that page sent readers to two separate addresses. The situation is different here and we do not carry that warning onto this page: all three attaches publish the consulate general's address and the same suite number.
- Religious Services Attache
- Education Attache
- Commercial Attache
So your child's credential recognition and your consular business can be done in the same building. Appointments are booked separately, though; work out in advance whether they fit into one day, because the general window is mornings only.
The consular district: eight states, and a neighboring-state trap
By the mission's own list the district covers Alabama, Arkansas, Louisiana, Mississippi, New Mexico, Oklahoma, Tennessee and Texas. The mission's pages print the list in different orders but the content is the same; that is an ordering difference, not a contradiction.
And here is a trap, because the instinct of geographic proximity misleads on this question. The Chicago Consulate General lists its district as thirteen Midwestern states, and that list includes the neighboring state of Kentucky. Tennessee is not on it. This matters especially for a reader in this city, because the state line to the north is close and an acquaintance living there may belong to a different mission. The consulate your neighbor goes to may not be your consulate; confirm which mission covers your own state before you start.
What is handled there
The transaction headings in the mission's own application menu show what actually runs through it:
- Birth notification and population registry matters
- Marriage registration
- Passport matters
- Military service matters, under four separate sub-headings in the menu
- Notarial matters: powers of attorney, revocations, consents, undertakings and contracts
- Certification matters: certification of signatures and seals on documents issued by foreign authorities, and certification of translations made by sworn translators
- Turkish citizenship matters
- Estate matters
- Visa headings, information requests and appointment matters
What can be done by mail: one of the most valuable items on this page
Almost every transaction in the mission's menu carries the phrase you must apply in person after booking an appointment. But two exceptions were found, and for a reader here they can mean a canceled trip:
- Registration of a marriage performed before foreign local authorities is marked you may apply by mail in the menu.
- An international marriage record extract can be obtained either by appointment or by mail to your address through an online link.
The right step: before booking an appointment, call the call center and ask whether your own transaction can be done by mail. There may be an exception the menu does not state, and a phone call is cheaper than a trip.
We do not write the document lists on this page. Each transaction has its own fee and its own document list, and we could not verify item by item this round which transaction requires what. Traveling to another state with the wrong documents would be the most expensive advice this page could give; confirm the list from the appointment menu and the call center.
An advantage of living in this city: you can finish the certification before the trip
The state office that authenticates a U.S. document you will take to Türkiye is in this city, and if you arrive before 14.00 you can walk out the same day. So the document errand that has to be finished before a consular appointment can be handled within a single day here, unlike in the other settlements. The procedure and one subtlety are in the apostille section; read it before you book.
Three routes to try before you travel
- e-Devlet. Population registry, address and some document matters can be handled remotely; check here first which transaction is available online.
- The call center. Open 24 hours a day, 7 days a week, so the time difference is not a problem, and it is the fastest way to learn which document is required.
- Courier or mail. Other than the exceptions above, ask the call center which transaction runs by document delivery; do not send documents on your own initiative.

How do I make a document from Nashville usable in Türkiye?
Short answer
This section carries a concrete advantage for a reader in this city: the office that does the work is the authentications unit of the Tennessee Secretary of State, and it is in Nashville, at 312 Rosa L. Parks Avenue, 6th floor. Walk-in service is at the customer service desk on the 3rd floor, weekdays 08.00 to 16.15, and if you arrive before 14.00 you collect the document the same day. The fee is 2 dollars per document. So what is a mail or a road errand for several of this guide's five settlements is one morning's work for a reader here. There are two more conveniences: the document does not have to have been reissued for apostille purposes, and vital records do not need county certification. One subtlety can send a package back, though: for notarized private documents county certification is required, and the test is the county where the notary was commissioned.
Steps, documents and official links
The office and how it works
| Item | Information |
|---|---|
| Unit | Tennessee Secretary of State, authentications office of the business services division |
| Address | 312 Rosa L. Parks Avenue, 6th floor, Nashville, TN 37243 |
| Walk-in service | 3rd floor customer service desk, weekdays 08.00 to 16.15 |
| Same-day service | If you arrive before 14.00. For a reader living in this city that means the document in your hand the same day |
| Fee | 2.00 dollars per document. Since it is a fee figure, confirm it on the office's own page before paying |
| Scope | The office issues an apostille or a certificate of authentication for documents executed, issued or certified by Tennessee county clerks, the state registrar and the Secretary of State |
The same office is also where a business owner goes. Company formation is handled by the same division at the same address; they are not the same file, but they are the same building. Details in the business section.
There are two routes and you should know which one you are on
Route A: a notarized private document. County certification is required here.
- You take the document to a Tennessee notary public and have it notarized.
- You take the notarized document to the clerk of the county where the notary was commissioned and have the notary's signature certified.
- Then you send or bring the office's own application form, the document, the name of the certifying county and the fee to the Secretary of State.
The test in that step is easily misread, so we write it separately: what governs is not where the document was signed or which county you live in, but the county where the notary was commissioned. If you live in this city but signed before a notary in a neighboring county, you will get the county certification from that notary's county, not from Davidson. County clerk certification fees vary by county; the figures seen this round came from secondary sources and we write no figure, so ask your own county.
Route B: a vital record. No county certification is needed here, and there is a convenience.
- The office's own sentence says this: if you already have a certified copy of your certificate and need an apostille added, you may send your request and your certificate directly to the Secretary of State, with the required fee of 2 dollars per document.
- That is not how it works everywhere in this series. In some states a birth or death certificate had to be reissued for apostille purposes and carry a particular signature. There is no such requirement here: a certified copy you obtained years ago can go straight into the process.
- If you do not have a certified copy, the route is still easy: you send two separate payments to the vital records office, one to the office for the copies and one to the Secretary of State for the apostille, and the vital records office forwards the document, the payment and the request to the Secretary of State itself. You do not visit two offices separately.
- And getting a vital record is easy in this state to begin with: birth and death certificates can be obtained from any of the 95 county health departments. Details in the vital records section; that is the place to read before the apostille.
Apostille or certificate of authentication: we do not answer that
The office's own distinction is this: if a document requires a certificate of authentication, the U.S. Department of State must also certify the Tennessee Secretary of State's signature; that step is not necessary for an apostille. So the difference between the two is one more leg of the journey.
- The office does not publish its own country list, and its own instruction is explicit: if you are unsure which type of certification you need, contact the consulate of the receiving country or the U.S. Department of State authentications office.
- So this page makes no claim about which bucket Türkiye falls into. The right step is to follow the office's own instruction: call the Consulate General's call center and ask which one is required for your document, or ask the federal authentications office. Requesting the wrong treatment means the package comes back, so if you plan to use the same-day service, settle this before you go to the desk.
Out-of-state documents, and a timing warning
- Only documents issued in this state qualify. The office's own sentence says that if your document was issued in another state you must contact that state's office. Do not bring your child's certificate from another state here.
- Federal documents are not authenticated at the state level. For a federal document such as a certificate of naturalization, the office to deal with is the U.S. Department of State authentications office. That is an expensive and common mistake.
- We write no figure for mail processing time. The office's page gives no period and the estimates seen this round were not official. If you live in this city the simplest route is to go in person and collect it the same day.
Do not break the order
- Obtain the document. Any county health department for a birth or death certificate; a notary for a private document.
- For a notarized document, get the county certification, and go to the county where the notary was commissioned.
- Have it translated and the translation notarized if required. Ask the Turkish institution or the consulate which translation is required.
- Get the certification last. A certified document cannot be altered afterward.
The other direction: using a Turkish document in the United States
For Turkish documents you will use in the United States for your immigration case the direction reverses: those documents are apostilled in Türkiye and submitted here with a certified English translation. No office here performs that step.
And we make no claim about sequence. For U.S. documents going to Türkiye, consular certification and an apostille are alternative routes, not two links in the same chain. Which one is required for which document depends on the issuing office and on the Turkish institution that will receive it. No official information note answering the question of apostille first or translation first was found this round, so this page imposes no order; ask the call center and ask for the answer in writing.
29 · Time and flights
What is the time difference between Nashville and Türkiye, and how do I fly to Istanbul?
Short answer
One sentence has to be written in two parts here, because writing it in one would be an error. Tennessee is not in a single time zone: the federal time zone boundary runs through the state and the eastern part sits in a different zone. But all five of this guide's settlements, Nashville included, are on Central time. So for you there is one difference: Türkiye is 8 hours ahead in summer and 9 hours ahead in winter, and the change happens one-sidedly twice a year because Türkiye does not observe daylight saving. On flights we write carefully: research found no nonstop scheduled flight from this city's airport to Istanbul. And there is a name trap: the airport's name contains the word international, but that does not mean there is a scheduled route to Türkiye.
Steps, documents and official links
The state is not in one time zone, but this city is on Central time
- The federal time zone regulation runs the boundary through the state and describes it by county lines. East of the line is Eastern time, west of it Central time.
- This city's county lies west of that line, so it is on Central time. The large cities in the east of the state are in a different zone.
- What that means in practice: when you travel east within the state, or call an institution in the eastern part of the state, account for the time difference. Writing a single statewide time difference would have been an error.
How many hours ahead is Türkiye, and when does it change
| Period | Difference | If it is 09.00 here, in Türkiye it is |
|---|---|---|
| Daylight saving period | Türkiye 8 hours ahead | 17.00 |
| Standard time period | Türkiye 9 hours ahead | 18.00 |
- Clocks go back on the first Sunday in November at 02.00. For 2026 that date is November 1, 2026. So in the days this page is published the difference is 8 hours, and after the first week of November 9 hours. Because Türkiye does not shift its clocks, you experience the change one-sidedly.
- Clocks go forward on the second Sunday in March at 02.00.
- The consulate is in the same time zone. The Houston Consulate General is on Central time, so its published appointment and phone hours are directly your hours, with no conversion. But remember the window is narrow: the only window published for general business is 09.00 to 12.30, details in the consulate section.
- And November 1, 2026 changes two things here at once: the clocks go back, and the tax rate on grocery food drops. The second one is in the tax section.
The practical window for calling Türkiye
- The trap runs the other way: if a bank, hospital or government office in Türkiye works weekdays 09.00 to 17.00, the window from here opens very early in the morning and closes before noon. In summer, when it is 17.00 in Türkiye it is 09.00 here.
- Two channels solve it: e-Devlet and the 24-hour consular call center. Both remove the time difference.
- Tell people calling you from Türkiye: an evening hour there is midday here, and midnight there is afternoon here. Plan appointments and family calls accordingly.
Flying to Istanbul, and a name trap
- This city's airport announced the highest number of nonstop destinations in its history for fiscal year 2026 and does have international routes. But Türkiye does not appear among its known international destinations; the routes run toward Canada, Iceland, Mexico, the Caribbean and the United Kingdom.
- The conclusion, written carefully: research found no nonstop scheduled flight from here to Istanbul or to any point in Türkiye. Our basis is the airport's published destination list and a flight tracking record; we do not write a flat there is none. When searching for tickets look at connecting options and confirm the routing on the carrier's own site.
- And the name trap: the airport's name contains the word International, but that does not mean there is a scheduled route to Türkiye. When searching for tickets look at the flight list, not the airport's name. We wrote the same trap for the airport in the west of the state; details in the state guide.
- How to get to the airport and the transit connection are in the public transportation section. We write no distance or drive-time figures.
- Luggage and identification: the document you will use on an international flight is a passport. Where the cards this state issues are accepted on aircraft and in federal buildings is in the driver license section; that regime changed in 2026 and needs reading.
- Weather: when planning a travel day, account for winter. The transportation department's January 2026 statement describes icing as statewide, and for a period the public was asked to stay home. Details in the severe weather section.
